PERERA TO THE COMMUNITY. I WANTED TO SHARE WITH YOU MS. LOSSEC CAME TO TEXAS FROM NEW YORK AND SHE HAD TRAVELED MANY COUNTRIES TRYING TO SHARE HER LOVE FOR EDUCATION . WHEN SHE STARTED HER JOURNEY, SHE WAS KNOWN AS MS. ECUADOR, AND WHEN SHE BECAME HIS ECUADOR SHE DECIDED THAT HER AGENDA FOR HER PROGRESS IN BECOMING MISS ECUADOR WAS TO SPREAD THE JOY OF EDUCATION, SO SHE TRAVELED THE WORLD AND TAUGHT . SHE BECAME A SPEAKER OF FIVE DIFFERENT LANGUAGES AND SHE SPREAD IT SO SHE WENT BACK TO NEW YORK AND SHE SAID SHE HAD BEEN STUDYING ABOUT TEXAS AND SHE KEPT SAYING ALL I HEAR SHE WOULD TELL ME SHE SAID ALL I COULD HEAR WAS THE FRIENDLINESS AND HOW ALL THESE BIG THINGS AND BIG PEOPLE AND BIG STUDENTS COME OUT OF TEXAS SO SHE DECIDED -- SHE SAID SHE APPLIED. SHE GOT A JOB AND SHE SAID SHE GOT HER BACKPACK AND LEFT. SO SHE LEFT NEW YORK AND SHE CAME HERE AND STARTED OUT TEACHING AND I MET HER THROUGH MY DAUGHTER WHEN SHE TAUGHT IT UPLIFT AND WE BECAME VERY GOOD FRIENDS. FOR MS. LOSSEC, SHE BECAME HANDICAPPED AND HAD A STROKE BUT SHE WAS VERY DEDICATED AND SHE GOT ON WITH LANCASTER BECAUSE SHE WAS VERY PROUD. THERE IS NOT A DAY THAT DID NOT GO BY THAT SHE WAS NOT THERE. MY BROTHER RANDY WATSON, HERE, AND MYSELF, SHE MADE SURE THAT YOU WOULD GET THERE AND SHE WAS NOT GOING TO LET YOU NOT GET THERE. AT THAT TIME I WAS HAVING A HIP REPLACEMENT AND WE WERE LAUGHING AT EACH OTHER BECAUSE I WAS PULLING MY CANE AND SHE WAS PULLING HER WALKER AND SO WE WOULD BE TUMBLING OUT OF THE CAR FOR HER TO GET TO LANCASTER BUT SHE WAS VERY PROUD OF GETTING TO TEXAS , AND HER LAST MOMENTS ON THAT FRIDAY BEFORE SHE BECAME VERY ILL AND SHE SAID TEXAS IS MY HOME. I'VE DECIDED THAT TEXAS IS MY HOME AND SO THAT SATURDAY WHEN SHE BECAME VERY ILL, IT JUST REMINDED ME THAT SHE DID DECIDE THAT THIS WAS HER HOME AND SHE LEFT WITH TEXAS BEING HER HOME AND SHE TALKED ABOUT DR. PERERA AND FORGIVE ME IF I'M NOT SAYING YOUR NAME CORRECTLY, BUT SHE WAS AMAZED THAT DR. PERERA, AND I SHARED THIS WITH DR.
PERERA, CAME TO HER AND SAID, SHE SAID, YOU KNOW, SHE CAME TO ME AND SHE KNEW MY NAME. SHE SAID SHE COMES SO SHE WAS VERY PROUD PERSON IN THE EDUCATION FIELD AND SO IT BREAKS FOR ME TO KNOW THAT IT DOESN'T MATTER WHO YOU ARE OR WHERE YOU GO, AND WHAT POSITION THE LORD IS GOING TO PUT YOU IN BECAUSE I WAS PUT IN A POSITION I NEVER THOUGHT THAT I WOULD BE PUT IN BUT THE TEAM CAME . LANCASTER CAME TOGETHER WITH ME BECAUSE I CAME STRONG AND I DIDN'T KNOW WHAT TO DO AND I JUST THANK YOU FOR THE SUPPORT AND WE ARE NEIGHBORS. WE ARE GOING TO BE TEAMED UP WITH EACH OTHER THIS FALL BUT WE ARE GOING TO STILL WORK TOGETHER AS A TEAM AND

I AM ALSO A SMALL BUSINESS OWNER IN RED OAK AND I WANTED TO GO AHEAD AND SPEAK ON TUCKER, SO LIKE I SAID, I'VE BEEN HERE IN THE DISTRICT FOR 10 YEARS. OUR FAMILY OWNS THROUGH PULTE DESIGNS HERE IN BODY AND OUR OLDEST DAUGHTER GRADUATED IN 2020, SO WE HAVE A PRETTY LONG-STANDING HISTORY . THERE HAVE BEEN A COUPLE OF PEOPLE IN ADMINISTRATION AT THE MIDDLE SCHOOL. THEY DID A FANTASTIC JOB. MY DAUGHTER HAS AUTISM AND ADHD AND SHE HAD A SUICIDE ATTEMPT LAST YEAR. WHEN I LET THE PRINCIPAL KNOW WHAT WAS HAPPENING, THE ASSOCIATE PRINCIPAL PLUS OUR PRINCIPAL PRESSED -- PLUS STUDENT SUPPORT SERVICES ALL WORKS TOGETHER AND THE GIRLS WERE TAKEN CARE OF BECAUSE WHEN THEY MADE A BULLYING POST ABOUT MY DAUGHTER BECAUSE SHE PARTICIPATED IN A START EVENT , THE ADMINISTRATION TOOK CARE OF WHAT NEEDED TAKEN CARE OF AFTER IT CAME ACROSS MY DAUGHTER AND HER BOYFRIEND'S ALBUMS ON INSTAGRAM AND IT WAS LITERALLY THE FIRST TIME WE'VE EVER HAD ANYBODY ACTUALLY TAKE CARE OF AND THEN THERE WAS ALSO ANOTHER SITUATION WHERE YOU KNOW, THERE WAS A CHILD SENDING THREATENING VOICE MESSAGES. THOSE WERE TAKEN TO THE APPROPRIATE PERSONNEL. ALL OF THEM ALSO GOT TAKEN CARE OF AND I REALLY JUST APPRECIATE THAT AND LIKE I SAID, I HAVE NOW A HIGH SCHOOLER, AN EIGHTH GRADER AND ONE AT PLEASANT RUN, SO WE HAVE HAD A LONG-STANDING AND IT HAS BEEN A VERY FRUSTRATING BATTLE A LOT OF TIMES WITH LANCASTER ISD BUT NOW WE ARE NOT HAVING AS MANY OF THOSE FRUSTRATIONS DUE TO THAT, SO THANK YOU VERY MUCH.
[10.A. Engage2Learn Coaching Summary – Dr. Cassandra Barker, Presenter]
THANK YOU. >> MOVING ON TO THE SUPERINTENDENT'S REPORT. A IS
ENGAGED TO LEARN. >> THANK YOU. I THINK WE HAVE REPRESENTATIVES FROM ENGAGED TO LEARN. I THINK THERE IS A SHARING AS WELL THAT IS ON YOUR DAY US.
>> HI. BEFORE I OFFICIALLY GET STARTED, FIRST OF ALL I HAVE TO SAY THIS. I'VE BEEN HERE A COUPLE TIMES AND EACH AND EVERY TIME I COME HERE, I LEAVE HERE WITH MY HEART FULL. THE CELEBRATIONS, THE WAY THAT YOU EMBRACE THE COMMUNITIES, THE TEACHERS, THE EDUCATORS AS A WHOLE , I JUST WANTED TO TELL YOU THAT PERSONALLY FROM ME, IT IS JUST BEAUTIFUL AND I ENJOYED EACH AND EVERY TIME I COME HERE. WITH THAT BEING SAID, I AM HERE TO CONTINUE THE CELEBRATION. THE DATA THAT WE HAVE HERE , I FORGOT TO INTRODUCE MYSELF. I AM CONTEST AT WILLIAMS. EXECUTIVE DIRECTOR OF SUCCESS WITH ENGAGE2LEARN AND ALL THAT MEANS IS I AM THE LIAISON BETWEEN ENGAGE2LEARN, THE DISTRICT AND OUR COACHES SO REALLY TRYING TO MAKE SURE THAT WHAT YOU HAVE BEEN INVESTED IN, YOU GET WHAT YOU PAY FOR AND MORE, SO I'VE HAD AN OPPORTUNITY TO WORK WITH YOUR AMAZING LEADERSHIP TEAM WHO PIVOT AND SUPPORT EDUCATORS LIKE -- THEY ARE WONDERFUL. THAT IS MY PARTICULAR RUN. WE HAVE A TRACK RECORD OF WORKING
[01:10:08]
WITH MANY DIFFERENT DISTRICTS OF COURSE, YOU RIGHT THERE IN THE CENTER, AND SUPPORTING EDUCATORS AS THEY GROW. OUR MISSION IS ALWAYS TO OPTIMIZE OUTCOMES IN PUBLIC EDUCATION SO WE WORK WITH PUBLIC EDUCATION SCHOOLS AND EDUCATORS. TODAY, WE ARE GOING TO DO A DATA REVIEW AND TALK ABOUT NEXT STEPS. FIRST, LET'S TALK ABOUT WHAT WE HAVE ACCOMPLISHED FOR THE 20 2324 SCHOOL YEAR. WE HAD 510 COACHING CONVERSATIONS WHERE WE COACHED 160 EDUCATORS AND I SAY EDUCATORS BECAUSE THIS YEAR, WE ADDED PARAPROFESSIONALS TO OUR COACHING ROSTER ALONG WITH CLASSROOM TEACHERS. WE ALSO HAD 421 BADGES EARNED IN WITH BADGES ON, THAT IS A CELEBRATION BECAUSE THIS IS EVIDENCE-BASED COACHING SO YOU GET REWARDED BASED OFF OF SHOWING EVIDENCE OF GROWING AND IMPLEMENTING WHAT WE KNOW ARE BEST PRACTICES FOR SUPPORTING ADULT LEARNING SO TOTAL COACHING TOUCHES, WHICH ENCOMPASSES YOUR COACHING CONVERSATIONS, THE ONE-ON-ONE PERSONALIZED COACHING CONVERSATIONS IN YOUR OBSERVATION AND FEEDBACK WHEN WE ARE GOING INTO CLASSROOMS TO SUPPORT EDUCATORS AS WELL AS MEETING WITH ALL OF THE LEADERSHIP TEAM IS 1184 TOTAL TOUCHES FOR THE YEAR. HERE IS ANOTHER AMAZING PIECE OF DATA. WHEN PEOPLE FEEL SUPPORTED, THEY SHOW UP. THIS IS 91% PRESENT FOR ALL OF THESE SESSIONS. WHEN PEOPLE FIND VALUE IN WHAT YOU ARE DOING AND SEE THAT THEY ARE VALUED, THEY SHOW UP. AND WE ARE ASKING WHY THEY'RE SHOWING UP. TAKE A LOOK AT THIS BEAUTIFUL PICTURE BECAUSE THIS IS LANCASTER ISD.THIS IS YOUR INSTRUCTIONAL SPECIALIST. THIS IS YOUR TEACHER AND RIGHT NEXT TO YOUR INSTRUCTIONAL SPECIALIST WITH THE BLUE TOP ON HIS ARE ENGAGED TO LEARN COACH. THIS IS WHAT YOU ARE SEEING WHEN WE DO A CA MODEL. WE ARE STEP-BY-STEP SUPPORTING THE INSTRUCTIONAL SPECIALISTS BECAUSE TRADITIONALLY IN EDUCATION, WE PULL GREAT TEACHERS OUT OF THE CLASSROOM WHO ARE DOING AMAZING THINGS AND WE SAY GO HELP THAT OTHER TEACHER. GO COACH, BUT WE DON'T PROVIDE THE SUPPORT ON HOW TO DO THAT EFFECTIVELY. WE ARE SEEING THIS ACROSS THE COUNTRY AND YOU GUYS ARE AHEAD OF THAT AND KNEW THAT IT WAS IMPORTANT TO SUPPORT YOUR SPECIALIST SO THAT THEY CAN PROVIDE SUPPORT TO TEACHERS TO GET STUDENT ACHIEVEMENT AND GROWTH. THE EVIDENCE SHOWED THAT THE MORE COACHING AND EDUCATOR RECEIVES, THE BETTER THE STUDENTS PERFORMED, SO THIS IS YOUR MAP DATA. THE MIDDLE OF THE YEAR, BEGINNER , THIS IS YOUR MAP DATA. THE MORE SESSIONS THAT OCCURRED, LOOK AT THE DIFFERENCE IN GROWTH AND PROJECTED GROWTH WITH STUDENT ACHIEVEMENT. THERE ARE NOT COACHED EDUCATORS VERSUS THOSE WHO HAVE EARNED IS THAT -- THOSE BADGES THAT WE TALKED ABOUT, THE EVIDENCE-BASED WORK THEY ARE DOING. AGAIN, THE MORE SKILLS EDUCATORS HAVE, THE MORE STUDENTS WILL GROW, SO MICRO CREDENTIALING IS JUST REALLY TALKING ABOUT I REALLY EARNED THIS BADGE. I KNOW IT INSIDE AND OUT AND THE MORE OF THOSE AND EDUCATOR EARNS AS YOU CAN SEE HERE AND BEEN COACHED.
I HAVEN'T EARNED ANY. I STILL GET GROWTH. I MET 58% AVERAGE BUT ONCE I START TO REALLY BECOME THE EXPERT AND HOW TO GROW EDUCATORS AND STUDENTS, I AM AT 81% EARNING THOSE MICRO CONDITIONS. AGAIN COACHED AND NOT COACHED AND IF YOU SEE THE COHORTS, THOSE ARE THE GROUPS HAVE BEEN HERE FOR THREE YEARS. I JUST SEE A LOT OF GROWTH AND I AM EXCITED. HERE IS THE OTHER THING I WANT TO MAKE SURE WE SPOTLIGHT. THE REASON WE ARE ABLE TO SEE THIS GROWTH IS BECAUSE WE PAIRED THE SYSTEM WITH GROW LAB AND WHAT GROW LAB DOES IS HOUSES ALL OF THE COACHING INFORMATION SO WE WERE ABLE TO GO BACK , TAKE YOUR MAP DATA WHICH WAS STUDENT DATA, AND PAIR IT WITH TEACHERS WHO WERE BEING COACHED, HOW MANY SESSIONS THEY HAD, WHAT DID THEY ARE IN, WHAT ARE WE SEEING AS THE PATTERN OF WHAT WE ALREADY KNOW IS TRUE WHEN YOU SUPPORT EDUCATORS, YOU GET STUDENT RESULTS. YOU GUYS ARE AHEAD OF EVERYBODY BECAUSE I AM TELLING YOU WE GOT PEOPLE ALL ACROSS THE NATION COMING TO MY DESK AND SAYING, HOW DO I SHOW THAT IT IS WORTH THE INVESTMENT TO HAVE COACHING? I DID NOT THINK ABOUT THAT WHEN I GOT COACHES. HOW DO I SHOW THAT COACHING CONVERSATION MADE AN IMPACT ? WELL, HERE IS THE PLATFORM THAT HELPED US DO THAT. WITH ALL THAT BEING SAID, I AM HERE BECAUSE I'M LOOKING FORWARD TO OUR NEXT STEPS. WE WANT TO CONTINUE THAT GROWTH BECAUSE HER STUDENTS,
[01:15:10]
YOUR TEACHERS, YOUR EDUCATORS, THEY ARE DOING WELL WHEN THEY ARE SUPPORTED BY EVIDENCE-BASED PRACTICES. WE CAN DO THIS IN SO MANY DIFFERENT WAYS. YOU SO THE COACHES ACADEMY PICTURE GROW LAB AS BEING WAYS FOR YOU TO MONITOR WHETHER OR NOT THE SUPPORT IS WORKING AND OF COURSE WE ARE APPROVED PARTNERS WITH TE A AND MANY DIFFERENT GRANT OPPORTUNITIES.DO WE HAVE ANY QUESTIONS? >> ANY QUESTIONS? OKAY. ANY COMMENTS? DR. PERERA.
>> I JUST WANT TO THANK YOU ON BEHALF OF OUR STAFF AND OUR STUDENTS AND ESPECIALLY STAFF MEMBERS WHO ARE WORKING WITH YOU BECAUSE I CAN SEE THE CHANGES THAT HAVE OCCURRED OVER THE LAST THREE YEARS AND AM VERY EXCITED ABOUT IT AND TRYING TO FIND A WAY EVERYONE
HAS AN OPPORTUNITY. >> THANK YOU ALL SO VERY MUCH. THANK YOU THANK YOU.
[10.B. Human Resources Update - Dr. LaBotta Taylor, Presenter]
>> CONTINUING WITH THE SUPERINTENDENCE REPORT, B IS HUMAN RESOURCES UPDATE.
>> I'M GOING TO CALL FOR DR. TAYLOR TO PRESENT THAT INFORMATION TO OUR BOARD AND OUR COMMUNITY. AS WE KNOW, EVERY APRIL WE COME AROUND TO GIVE YOU ALL END-OF-THE-YEAR REPORTS FOR DIFFERENT DEPARTMENTS. DR. TAYLOR HAS ONE FOR HUMAN RESOURCES AND DR.
TAYLOR, YOU MAY BEGIN. >> THANK YOU. I AM HERE TO PRESENT THE HUMAN RESOURCES REPORT UPDATE. ACROSS THE NATION, DISTRICTS HAVE FACED UNPRECEDENTED TEACHER SHORTAGES AND LANCASTER IFC HAS NOT BEEN IMMUNE TO THAT SHORTAGE. SEVERAL EDUCATORS HAVE CHOSEN TO LEAVE THE FIELD OF EDUCATION AND AS A RESULT NEW HIRES WENT FROM 118 DURING THE 2022-23 SCHOOL YEAR TO 167. ON THE OTHER HAND, NONINSTRUCTIONAL STAFF WAS NOT IMPACTED AS MUCH. WE HAD A TOTAL INCREASE OF 52 NEW HIRES. TO ENSURE LANCASTER ISC REMAINS ON TOP, DEPARTMENT HAS IMPLEMENTED SEVERAL'S DOFFING STRATEGIES. OUR FIRST BEAN CLASS TEACHER PROGRAM WITH COMPETITIVE COMPENSATION AND A STRONG SUPPORT SYSTEM FOR NONCERTIFIED INDIVIDUALS WHO WISH TO BE HIGHLY QUALIFIED WITH A BACHELORS DEGREE BECOME CLASSROOM FACILITATORS ARE INSTRUCTIVE WHILE WORKING TO EARN THEIR ALTERNATIVE CERTIFICATION. IN 2022-2023 WE EMPLOYED 75 NONCERTIFIED EDUCATORS. IN 2023-24 WE EMPLOYED 89 INSTRUCTORS. ADDITIONALLY WE'VE BUILT IN MEMBERSHIPS SUCH AS THE MENTORSHIP PROGRAM, 400% PARTICIPATION. WE ARE EXCITED THAT ALMOST 10% OF OUR NOVICE INSTRUCTORS FOR 2022-23 HAVE EARNED THEIR CERTIFICATION. OUR NEXT FOCUS WAS IN SHARING WE HAD A PLAN IN PLACE FOR SUBSTITUTES BY PARTNERING WITH SWING EDUCATION. WE WANT TO THANK THE BOARD FOR THAT SUPPORT. WE HAD A 94% FILL RATE FOR SWING SUBS TO ASSIST WITH FILLING TIME IN THE CLASSROOM. THIS HAS BEEN VERY HELPFUL WITH FILLING VACANCIES AND ABSENCES IN THE CLASSROOM AND WE WANT TO THANK THE PRINCIPLES, AS WELL, FOR THEIR SUPPORT IN ENSURING THEY FEEL WELCOME. OUR NEXT INITIATIVE TO ADDRESS THE TEACHER SHORTAGES OUR PARTNERSHIP WITH DALLAS COLLEGE AND REGION 10 WITH THE TEACHER RESIDENCY PROGRAM. THIS COLLABORATION WITH INSTRUCTIONAL SERVICES AS WELL AS OUR DIRECTOR OF FEDERAL GRANTS , WE ARE CULTIVATING A PIPELINE OF TALENTED, ASPIRING EDUCATORS WHO WILL BE PAIRED WITH THE TEACHER TO GAIN VALUABLE HANDS-ON EXPERIENCE FOR THE 2024-25 SCHOOL YEAR.
OUR GOAL IS TO HAVE 10 TEACHER RESIDENTS WHO ARE IN THEIR FINAL YEAR EARNING A BACHELORS DEGREE OF EDUCATION MAJORS FROM DALLAS COLLEGE. TO ENSURE WE ARE ABLE TO MEET THE MEDICAL NEEDS OF OUR STUDENTS, WE HAVE CONTINUED OUR PARTNERSHIP WITH BOTH BAYLOR UNIVERSITY AND WESTERN GOVERNORS UNIVERSITY. FOR BAYLOR UNIVERSITY WE HAD FOUR NURSING STUDENTS AND CURRENTLY HAVE FIVE NURSING STUDENTS FROM WESTERN GOVERNORS UNIVERSITY WHO ARE ASSIGNED TO
[01:20:02]
VARIOUS CAMPUSES DISTRICTWIDE. THESE INDIVIDUALS WERE COMPLETE THE CLINICAL AND FIELD EXPERIENCE HOURS ALONGSIDE OUR EXPERIENCED NURSES. THIS SLIDE IS HIGHLIGHTING HER MOST RECENT ORIENTATION WITH WESTERN GOVERNORS UNIVERSITY. SINCE WE ARE SPEAKING ON THE TOPIC OF HEALTH, I WOULD LIKE TO NOTE THAT WE DO ENCOURAGE OUR EMPLOYEES IF THEY ARE EXPERIENCING LIFE EVENTS TO CONTACT THE EMPLOYEE ASSISTANCE PROGRAM WHICH IS KNOWN AS EAP.THIS IS OFFERED AS PART OF THEIR BENEFITS PACKAGE AND THIS YEAR, TO DATE AS OF MARCH 31ST 2024, EMPLOYEE'S HAD 22 INTERACTIONS WITHIN THIS YEAR. AS A WAY TO COMPENSATE EDUCATORS FOR INCREASED TO STUDENT GROWTH AND TEACHER OBSERVATION, THE DISTRICT WAS APPROVED FOR THE TEACHER INCENTIVE ALLOTMENT. WITH THE TEACHER INCENTIVE ALLOTMENT, T.I.A., CERTIFIED TEACHERS CAN END UP EARNING UP TO AN ADDITIONAL 32,000 ANNUALLY DEPENDING ON THEIR DESIGNATION . LANCASTER HAD 34 TEACHERS TO RECEIVE 16 MASTER DESIGNATIONS AND FOR THE 2023-24 SCHOOL YEAR, THE T.I.A. CLOSES THE WINDOW IN MAY TO DETERMINE OUR TOTAL NUMBER OF DESIGNATIONS AND WE LOOK FORWARD TO RECOGNIZING THESE HARD-WORKING INDIVIDUALS AT AN UPCOMING BOARD MEETING. TO SUPPORT OUR NEW AND NOVICE TEACHERS WE'VE ALSO IMPLEMENTED THE POWER UP AND MASTER PROGRAM IN COLLABORATION WITH INSTRUCTION SERVICES. LAST YEAR , WE HAD OUR RETIRED TEACHERS, . THEY ARE VERY EXPERIENCED IN THEIR FIELD. THIS PROGRAM CONSISTS OF 21 EXPERIENCED AND RETIRED EDUCATORS WHO HAVE BEEN HAND SELECTED TO BUILD AND DEVELOP CAPACITY OF NOVICE TEACHERS IN MULTIPLE AREAS INCLUDING CASTRO MANAGEMENT, SMALL GROUP IN -- INSTRUCTION. THEY WORK WITH THEIR ASSIGNED TEACHERS TWO DAYS PER WEEK. RETAINING HIGH QUALITY STAFF IS OUR TOP PRIORITY SO WHEN INDIVIDUALS CHOOSE TO LEAVE AS PART OF THE SEPARATION PROCESS WE ASK THEM TO COMPLETE AN EMPLOYEE EXIT SURVEY. THIS IS AN OPTIONAL SURVEY FOR EMPLOYEES IS SEPARATED FROM LANCASTER ISD SO IN THIS YEAR YOU WILL SEE WE WANT TO COMPARE THE TOP THREE THEMES AND AREAS FOR IMPROVEMENT FROM YEAR TO YEAR. AS YOU CAN SEE THERE WAS A SLIGHT INCREASE IN COOPERATION AND A SLIGHT DECREASE IN FLUID COMMUNICATION AND JOB SATISFACTION. HOWEVER, I WOULD LIKE TO NOTE THAT WE HAD 201 EMPLOYEES WHO PARTICIPATED IN THE SURVEY LAST YEAR AND WE ONLY HAD 53 COMPLETED THIS YEAR SO THAT WILL SHOW SOME FLUCTUATION IN THE NUMBERS.
FOR TWO YEARS IN A ROW, LANCASTER ISC HAS HAD THE LOWEST TURNOVER RATE IN THE GREAT SOUTHWEST WITH 21.4 AND 2138 IN 2223. AGAIN NOTING THE TEACHER SHORTAGES SOMETHING MOST OF THAT ALL DISTRICTS ARE EXPERIENCING. LANCASTER HAS MANAGED TO HAVE THE LOWEST TURNOVER RATE IN OUR AREA. I DO WANT TO NOTE LIKE IN TOTAL FOR LAST YEAR WE HAD 12 RETIREES .
FOR 2021-22 WE HAD 12 RETIREES. FOR 2022-23 WE HAD 18 AND I WOULD ALSO LIKE TO NOTE THAT WE HAD TEACHERS WHO RETURNED TO US SO THAT HELPED AND HOPEFULLY THAT WILL REFLECT IN FUTURE NUMBERS. I DO WANT TO MENTION THAT THERE ARE LINKS DIRECTLY TO THE PAPER REPORT AND WE DO WANT TO THANK THE BOARD AGAIN FOR YOUR SUPPORT. WE INITIATED A NEW PROGRAM IN 21 WHERE WE HAD CLASSROOM INSTRUCTORS AND THEN THE FOLLOWING YEAR WE MADE A ROAD TO CLASSROOM TEACHER WHICH IS $40,000 FOR 40 INDIVIDUALS. THIS CLASSROOM FACILITATORS HAVE A BACHELOR DEGREE AND THEY ARE SOMETHING IN EDUCATION SO THEY LOOK FOR DIFFERENT THEMES AS FAR AS AN ALTERNATIVE CERTIFICATION PROGRAM. WE SET UP A SESSION FOR THEM AND THEN THEY GO ON AND ONCE THEY'RE HALFWAY THROUGH THE PROGRAM THEY GET $50,000 AND SO WE LOOK FORWARD TO THEM TO PASS THAT CONTENT SO I WANT TO NOTE AGAIN WE DO HAVE THE HIGHEST SALARY FOR TEACHERS IN THE SOUTHWEST AT $59,050 BUT AGAIN BECAUSE OF THAT DIFFERENCE SOMETIMES WE WILL SEE BEGINNING TEACHERS WHERE IT MAY APPEAR A LITTLE LOWER. MAINTAINING A POOL OF QUALIFIED CANDIDATES REQUIRING ATTENDANCE AND HOSTING A MINI JOB FAIR TO THE COLLABORATIVE EFFORT, OUR RECRUITMENT COORDINATOR ALONG WITH THE REST OF THE HUMAN RESOURCES TEAM , AND ARE DISTRICT EMPLOYEES FROM TEACHING AND LEARNING IN THE CIVIL OPERATIONS ATTENDED 13
[01:25:08]
CAREER IN EDUCATION JOB FAIRS ACROSS THE STATE THIS YEAR COMING IN CONTACT WITH 385 POTENTIAL NEW HIRES. WE HAVE HIRED 10 OF THEM. THERE ARE ABOUT 25 OF APPLIED ONLINE AND WE LOOK FORWARD TO THEM GRADUATING . WE LOOK FORWARD TO THEM CONTINUING TO APPLY ONLINE AND TO HIRE THEM INTO OUR SYSTEM. IN FEBRUARY WE HOSTED A SPECIAL JOB FAIR FOR OUR EIGHTH CAMPUS WHERE WE SCREENED 18 CANDIDATES FOR THE 2024-25 SCHOOL YEAR . MOST RECENTLY WE HOSTED A DISTRICT JOB FAIR FOR ALL CAMPUSES AND DEPARTMENTS WERE ON SITE TO INTERVIEW CANDIDATES WHO ARE HAPPY TO REPORT THAT THERE WERE 15 ON THE SPOT OFFERS, LETTERS OF INTENT, THAT WERE SIGNED BY INDIVIDUALS AGREED TO JOIN THE WINNING TEAM FOR THE NEXT SCHOOL YEAR. THAT INCLUDED 13 TEACHERS ARE INSTRUCTORS, THREE AIDES INCLUDING A COUPLE OF SPECIAL EDUCATION AIDES AND THEN ONE COUNSELOR. WE ARE EXCITED ABOUT THAT AND WE HAVE APPROXIMATELY 100 PEOPLE WHO SHOWED UP AND WE KNOW IF YOU ARE OUT ON SATURDAY, IT WAS RAINING A LOT. SO WE DO WANT TO THANK OUR PRINCIPLES IN OUR DISTRICT LEADERSHIP FOR THEIR SUPPORT BUT WE SURVIVED AND WENT THROUGH IT, SO. LET'S SEE HERE. I WOULD BE REMISS IF I DID NOT, AT THIS TIME, THERE IS SOME OF MY TEAM HERE, THE HUMAN RESOURCES TEAM. PLEASE STAND. THANK YOU. AND THEN FINALLY TO CONCLUDE MY REPORT I WOULD LIKE TO BRING UP THE DIRECTOR OF SCHOOL INNOVATION, MS. REDDICK, WHO WAS HERE EARLIER. COME UP AND PLEASE SAYA WORD REAL QUICK. >> HELLO . I JUST WANT TO SAY THANK YOU . I AM EXCITED TO CONTINUE THE WORK. THIS IS HOME. EVERYONE HAS EXPRESSED THOSE EXACT SENTIMENTS SO IT'S
ALWAYS NICE TO BE AMONGST FAMILY AND DO THE WORK. >> THANK YOU. THAT CONCLUDES MY
[10.C. February 2024 Financial Reports CCA(LOCAL) - (G2) - Dana Shaw Mosley, Presenter]
REPORT. THANK YOU. >> WE WILL MOVE ON TO FEBRUARY 20 24 FINANCIAL REPORTS.
>> I WILL CALL FORWARD MS. MOSLEY. >> GOOD EVENING. TONIGHT I PRESENT THE FEBRUARY 2024 FINANCIAL REPORT. THE FIRST SLIDE REPRESENTS THE TAX COLLECTION FROM DALLAS COUNTY. THIS REPORT COMES STRAIGHT FROM DALLAS COUNTY FOR THE MONTH OF FEBRUARY $4,737,275.54. SLIDE TWO REPRESENTS THE OVERALL GENERAL FUND FUNCTION FINANCIAL SUMMARY FOR THE PERIOD ENDING FEBRUARY 2024. OVERALL REVENUE YEAR TO DATE , THE DISTRICT HAS COLLECTED 68.72% OF THE TOTAL BUDGETED REVENUE. IN COMPARISON TO LAST YEAR, LOCAL REVENUES ARE SLIGHTLY DOWN. THIS IS CONTRIBUTING TO MORE PROPERTY TAX BEING COLLECTED BY THE DUE DATE OF JANUARY 31ST . IN COMPARISON TO LAST YEAR, STATE REVENUES ARE DOWN DUE TO SETUP RECAPTURE, AVERAGE DAILY ATTENDANCE AND AN INCREASE IN LOCAL TAXES. SLIDE THREE IS REPRESENTING EXPENDITURE BUDGET FOR FEBRUARY 2024 . 52.98% OF THE BUDGET EXPENDITURE THAT WE WOULD SPEND AS OF FEBRUARY. THE GRAPH REPRESENTS THE TOP IN DRIVERS, WITH INSTRUCTION BEING THE HIGHEST DRIVER BECAUSE THE MAJORITY OF THIS IS PAYROLL COST. THE SECOND HIGHEST DRIVER IS MAINTENANCE AND OPERATIONS. THE SLIDE REPRESENTS BASICALLY AN INCOME STATEMENT FOR FEBRUARY . IT LISTS INCOME AND REVENUE IN THE IN PROJECTION OF WHAT THE BALANCE
[01:30:02]
IS, AND IT LISTS EXPENDITURES . SLIDE FIVE REPRESENTS FOOD SERVICE. WE CURRENTLY HAVE A $2.4 MILLION DEFICIT. ALL THE REVENUES COLLECTED ARE FROM LOCAL STACKS IN THE ADULT FEEDING PROGRAM. THE AUDIT IS STILL PENDING. SLIDE SIX REPRESENTS DEBT SERVICE. THIS MONTH WE PAID THE DEBT PAYMENT . IN COMPARISON TO LAST YEAR WE PAID IN JANUARY BUT THE PAYMENT IS DUE IN FEBRUARY THAT'S WHY YOU SEE NOTHING FOR THE YEAR TO DATE. SLIDE SEVEN REPRESENTS THE INVESTMENT RECONCILIATION WHERE ALL THE TAX REVENUE COMES IN. WE HAVE TWO INVESTMENT TOOLS AND THAT IS THE RECONCILIATION OF ALL THE INCOME, TAXES,WITHDRAWALS, DEPOSITS AND INTEREST. THANK YOU. >> THANK YOU. ANY QUESTIONS OR
[10.D. Discipline Report - Dr. Marcus Jackson, Presenter]
COMMENTS? WE WILL MOVE ON. NEXT IS THE DISCIPLINE REPORT. >> THANK YOU. I'M GOING TO CALL FOR DR. JACKSON TO BRING INFORMATION FORWARD TO THE BOARD IN OUR COMMUNITY. I
THINK YOU ALL WILL BE QUITE PLEASED. >> GREETINGS, MADAM CHAIR, DISTINGUISHED BOARD MEMBERS, SUPERINTENDENT . TODAY I BRING TO YOU THE 2024 DISCIPLINE REPORT, BUT BEFORE I GO INTO THE DISCIPLINE REPORT I WOULD LIKE TO INTRODUCE MY MT SS TEAM WHICH IS A MULTITIER SUPPORT TEAM. OUR GOAL IS TO MEET EVERY NEED OF EVERY CHILD EVERY DAY. CUT THE MTSS TEAM PLEASE STAND UP? WE HAVE BLUE, BOW, AND BY YOU. THEY'RE TIRED. THEY HOLD -- TOLD ME TO HURRY UP AND LET THEM GO TO SLEEP. YOU ALL GIVE THEM A ROUND OF APPLAUSE. THANK YOU. THEY TOLD ME TO HURRY UP. FIRST OF ALL, BOARD, I WOULD LIKE TO SAY THANK YOU. THANK YOU. FIRST OF ALL I WOULD LIKE TO SAY THANK YOU, THANK YOU, THANK YOU. I SAY THAT THREE TIMES BECAUSE ONCE IS NOT ENOUGH. FIRST OF ALL, THANK YOU FOR YOUR LEADERSHIP. IT IS VERY IMPACTFUL. SMALL CHANGES WITHIN OUR POLICIES HAVE MADE A GREAT IMPACT. SMALL THINGS HAVE PREVENTED CONFRONTATION BETWEEN ADMINISTRATORS AND STUDENTS, STUDENTS AND TEACHERS AND ADMINISTRATORS AND PARENTS. SMALL EXAMPLE, EAR RINGS.
REMEMBER WHEN WE CHANGE TO A UNIFORM THAT ALLOWED THEM TO WEAR JEANS? THOSE WERE SMALL, POSITIVE CHANGES THAT MADE A BIG DIFFERENCE. SECONDLY, THANK YOU FOR HIRING AND SUPPORTING AND TRUSTING OUR SUPERINTENDENT. IT IS IMPERATIVE THAT YOU GUYS SUPPORT HER. IF NOT SUPPORTED, THE CHILDREN WILL SUFFER. EVERY TIME SHE PULLS ME, I HAVE TO PULL ONE OF MY TEAMMATES AND I CAN BE DOWN A MENTOR FOR FINDING PLACES FOR OUR HOMELESS FAMILIES TO LIVE. THAT CAN BE SOMEONE KEPT FROM PRESENTING A CHILD FROM COMMITTING SUICIDE.
WILL MY PERSONNEL STAND UP PLEASE? I AM HERE IN THIS OFFICE AND ALWAYS ASKING THEM WHAT DO THEY NEED AND I BRING IT TO YOU GUYS AND YOU TIMES. THE DATA YOU ARE ABOUT TO SEE IS A THREE-YEAR ANALYSIS . I WANT TO REMEMBER A COUPLE OF THE NUMBERS BEFORE I GO TO THIS. 92% AND 8%. AS YOU GO THROUGH THE STATE HE WILL BE ABLE TO SEE THAT ONLY ABOUT 8% OF OUR STUDENTS IN THIS DISTRICT ARE HAVING MAJOR ISSUES WHETHER THAT BE WITH VIOLENCE, TERRORISTIC THREATS, DISRESPECTFUL BEHAVIOR OR MAJOR ISSUES. I KNOW YOU GET THE VIDEOS. I KNOW YOU GET THE EMAILS BUT IT'S ONLY 8% AND AS WE SAW EARLIER, THE NUMBER HAS DECREASED. WITH STUDENTS WHO ARE COMMITTING INFRACTIONS OUT
[01:35:09]
OF DISTRICT OUR POLICY IS WE HAVE TO SEND THEM BACK TO THOSE HOMESCHOOLS. NOW IF ANYBODY EVER ASKS YOU HOW IS LANCASTER AS IT RELATES TO DISCIPLINE AND INFRACTIONS YOU CAN GIVE THEMTHE SCOPE OF ABOUT 95% IS NOT IS WHAT WE ARE. >> I KNOW IT'S LATE. DR.
BARCLAY CAME TO ME IN MARCH OF 2022 AND SAY DR. JACKSON, WHAT DO YOU NEED? I SAID I NEED A SQUAD. I NEED A TEAM AND YOU JUST MET THE TEAM HERE. WE IMPLEMENTED A VARIETY OF POLICIES. WHEN YOU IMPLEMENT EVERYTHING THE FIRST YEAR YOU'RE GOING TO SEE ABOUT THE SAME NUMBERS AND AS YOU CAN SEE IN 2023-24, SEE THE SAME THING WITH REPEAT OFFENDERS. WHAT ARE YOU DOING WITH THE STUDENTS WERE HAVING MAJOR ISSUES? WHAT PROGRAMS DO YOU HAVE IN PLACE TO PREVENT THEM FROM DOING THE SAME INFRACTIONS AND HERE ARE YOUR NUMBERS HERE. ONE OF THE THINGS OUR PRINCIPLES DO WAS REALLY KEEP THE KIDS IN SCHOOL. AS YOU CAN SEE , THE INCREASE OF IN SCHOOL SUSPENSION WENT UP HIGH AND DUE TO THE IMPLEMENTATION OF THEIR LEADERSHIP THE NUMBER DROPPED SIGNIFICANTLY. ONCE AGAIN WE FOLLOW THOSE REPEAT OFFENDERS. AP PLACEMENT WITH DR. MATTHEWS RIGHT NOW THROUGHOUT THE DISTRICT, WE HAVE 44 PLACEMENTS. HOW MANY OF THOSE ARE REPEAT OFFENDERS? I WOULD LIKE TO THANK DR. MATTHEWS AND THE PRINCIPLES FOR PUTTING PROGRAMS IN PLACE SO WHEN OUR STUDENTS RETURN TO YOU THEY ARE IN A BETTER POSITION. AS YOU CAN SEE WE ONLY HAVE TWO REPEAT OFFENDERS THIS YEAR. AND YOU ARE WELCOME TO LOOK AT THIS DATA AT YOUR LEISURE. THESE ARE SOME OF THE THINGS THIS TEAM IS RESPONSIBLE FOR THAT I SHOWED YOU EARLIER , TO MEET EVERY NEED OF EVERY CHILD EVERY DAY. AND THESE ARE FEROCIOUS DOGS THAT WE HAVE WITHIN THE SCHOOL DISTRICT . THEY ARE SWEET AS PIE AND MAKE A HUGE DIFFERENCE. THEY TRANSFORM THE CULTURE AND CLIMATE OF THE SCHOOL AND CLASSROOM.
>> CHANGE AIN'T EASY AND THE PANDEMIC MADE THAT CLEAR. MS. ANDERSON IS LANCASTER ISD'S SOCIAL EMOTIONAL COUNSELORS SAYS BEHAVIOR AND DISCIPLINE REMAIN A CHALLENGE IN THE

UPDATE. WE CAN NOW SEEK SOME SPECIALIZED KNOWLEDGE IN SPECIFIC AREAS OUTSIDE OF THE SCOPE OF GENERAL COUNSEL AND GAIN AN OBJECTIVE PERSPECTIVE TO AVOID CONFLICTS OF INTEREST OR ANY KIND OF BREACH OF ATTORNEY CLIENT PRIVILEGE, AND TO ADD TO OUR EXPANDED LIST, FOR COMPLEX MATTERS AND HAVING RESOURCES TO THEIR COUNSEL AND THEIR SERVICES AND THEIR TECHNOLOGY AND ULTIMATELY WE JUST WANT TO ENSURE THAT WE CAN NOW STREAMLINE OUR GENERAL COUNSEL, HOW WE DEAL WITH GENERAL COUNSEL SERVICES. WE WANT TO ENCOURAGE CLEAR COMMUNICATION , ALIGNMENT WITH DISTRICT GOALS. WE WANT TO GET REGULAR UPDATES AND ALSO IMPLEMENT A PERFORMANCE EVALUATION FOR OUR NEW COUNCILS THAT JOIN OUR LIST. AGAIN THOSE SERVICES WOULD INCLUDE LITIGATION, TITLE IX INVESTIGATIONS, CONSTRUCTION LAW, SPECIAL EDUCATION, REAL ESTATE AND MAYBE BOARD MATTERS AS NEEDED. DO YOU HAVE ANYQUESTIONS? WHITFIELD? >> I ABSTAIN. >> THANK YOU. MOTION PASSED.
TONIGHT WE HAVE NO ACTION ITEMS SO WE WILL MOVE ON TO BOARD MATTERS. A'S DISCUSSION CONCERNING ROLES AND RESPONSIBILITIES OF TEXAS GOVERNMENT CODE 551.04 --
551.074. DR. FRANCOISE. >> THANK YOU . IT'S BEEN A NIGHT OF CELEBRATION AND I DON'T WANT TO RUIN IT BECAUSE THERE IS CELEBRATION TO HAVE. THE REPORT, AS YOU KNOW, IS ALWAYS A MONTH BEHIND SO EVEN THOUGH WE ARE HERE IN APRIL, I WILL BE SHARING WITH YOU AND COMMENTING ON MARCH SINCE THOSE REPORTS ARE PART OF THE PRIOR MONTH. AS ALWAYS I LIKE TO REMIND THE BOARD AND THE COMMUNITY THAT MY PLACEMENT AS LSD'S CONSERVATORY GOVERNMENT EDUCATION CODE 30 9A .003. KEEP IN MIND THIS REPORT IS ALWAYS A HIGH-LEVEL OVERVIEW IN THE FULL REPORT IS IN THE TRUSTEES BOARD BOOK AND THE COMMUNITY CAN FIND IT ON THE DISTRICTS WEBSITE UNDER THE BOARD MEETING TAB IN THE COMMUNITY IS ENCOURAGED TO READ THESE REPORTS TO FIND DETAILS THAT ARE NOT COVERED IN THIS OVERVIEW. THEY ARE VERY HIGH LEVEL. IN TERMS OF OVERALL PROGRESS TO DATE, I WANT TO CONTINUE THE CELEBRATION AT SOME LEVEL. THE REPORT COVERS FOUR EXIT CRITERIA GOALS, EIGHT PROGRESS MEASURES AND 23 ACTIVITIES AND TO DATE, THE PROGRESS DOES CONTINUE IN MOST OF THESE ARE ON TRACK FOR MOVING TO WHAT WE CALL IMPLEMENTATION LEVEL THAT BASICALLY MEANS THAT IF WE GET TO THE END OF MAY AND THINGS ARE STILL MOVING, WE ARE STILL SEEING PROGRESS, WE WILL SWITCH FROM MAKING PROGRESS TO IMPLEMENTATION AND THEN IMPLEMENTATION WILL BE OBSERVED OVER THE NEXT FEW MONTHS TO SEE IF THINGS HAVE BEEN ABLE TO TAKE ROOT. I WANT TO TALK FIRST ABOUT EXIT
[01:45:15]
CRITERIA GOALS ONE AND TWO. BOTH OF THESE EXIT CRITERIA GOALS CONTINUE TO SHOW GREAT PROGRESS TOWARD THAT IMPLEMENTATION LEVEL. MY HOPE IS THAT IF THE PROGRESS CONTINUES WE WILL MARKET COMPLETE. WE WILL JUST MARKET THAT WE ARE AT IMPLEMENTATION FOR THAT TO CONTINUE. BY HAVING A COACH THAT SHOULD BE A SUPPORT TO THE TRUSTEES, TO THE BOARD AS A WHOLE TO GET TO ACTUALLY MAINTAINING THE PROGRESS YOU HAVE MET AND MOVE PAST IMPLEMENTATION TO INSTITUTIONALIZING THE NEW THINGS YOU'VE PUT IN PLACE , THE REASON I AM FEELING CONFIDENT ABOUT THESE TWO EXIT CRITERIA IS THAT THERE ARE SOME THINGS HAPPENING BOTH OF THE BOARD AND ADMINISTRATION LEVEL THAT SHOW A CONTINUOUS FOCUS ON PROGRESS. FOR EXAMPLE, ALL OF THE DIRECTIVES THAT HAVE BEEN ISSUED ARE BEING FOLLOWED.ALSO , THESE SHOULD HAVE BEEN SWITCHED AROUND. THERE ARE TIMELY AND AGENDA FOCUSED MEETINGS. OF COURSE TONIGHT IS A GOOD -- DIFFERENCE. WE ARE GOING TO PROBABLY RUN LONG BUT FOR A GOOD REASON. WE NEED TO CELEBRATE AND LET THE COMMUNITY KNOW AND PAT OURSELVES ON THE BACK SOMETIME SO HAVING STUDENTS COME DOWN, PARENTS COME DOWN, HAVING PEOPLE RECOGNIZE EVEN ON THE SAD OCCASION OF REMEMBERING A COLLEAGUE WHO HAS PASSED, THAT HAS TO HAPPEN. YOU DON'T GLOSS OVER THOSE THINGS FOR THE SAKE OF TIME. WHAT I DO SEE IS THAT WHEN YOU GET TO THE GENERAL BUSINESS OF THIS DISTRICT, YOU ARE MAKING GOOD PROGRESS TO STAYING ON TIME AND FOCUSED. FOR EXAMPLE IN MARCH, THE WORK SESSION WAS TWO HOURS AND 45 MINUTES AS WELL AS THE REGULAR BOARD MEETING ONLY BEING TWO HOURS AND 45 MINUTES AND AGAIN YOU ARE NOT RUSHING THROUGH YOUR WORK. YOU ARE DOING THE WORK THAT NEEDS TO BE DONE. YOU ARE HAVING THE DISCUSSIONS THAT NEED TO BE DISCUSSED AND YOU ARE STAYING FOCUSED . THE OTHER AREA WHERE I AM SEEING PROGRESS IS THE CHILD NUTRITION AUDIT AND SPECIAL ED. BOTH OF THOSE AREAS ARE BEING ADDRESSED. THE CHILD NUTRITION AUDIT, THROUGH NO FAULT OF YOURS, EVERYTHING THE DISTRICT HAS DONE APPROPRIATELY. THEY HAVE BEEN ASKED FOR ADDITIONAL REPORTS AND INFORMATION AND THEY HAVE RESPONDED QUICKLY AND EFFICIENTLY TO THAT, SO HOPEFULLY THE TEXAS DEPARTMENT OF AGRICULTURE WILL RESPOND, AS WELL, SOON, BECAUSE I UNDERSTAND THE PRESSING NEED FINANCIALLY FOR THAT TO BE DONE BUT IN TERMS OF THE ADMINISTRATION MEETING THE REQUIREMENTS AND DOING WHAT HAS TO HAPPEN, THAT IS GOING ON. THE SAME THING IN THE TERMS OF SPECIAL ED REPORTING AND REPORTS. AGAIN, I NOTICED IN THE NIGHT WE HAD THE OPPORTUNITY TO SEE ONE OF YOUR STAFF MEMBERS CELEBRATED FOR A PROMOTION AND I ATTENDED THE SUPERINTENDENTS CABINET MEETINGS OF BEEN ABLE TO OBSERVE THE STAFF MEMBER IN ACTIONS IN TERMS OF HOW SHE'S HANDLING THE SPECIAL ED ISSUE SO AGAIN MY CONGRATULATIONS TO THE ADMINISTRATION FOR HAVING IN PLACE THE RIGHT LEADERSHIP AT THE RIGHT TIME. THERE ARE SOME THINGS THAT I WANT TO SHARE WITH YOU ABOUT A CHANGE THAT IS GOING TO HAPPEN TO THE REPORT THAT I SENT IN EVERY MONTH. GPM 1.1 AND ACTIVITY ONE AND ACTIVITY TWO, THEY BOTH WERE SLATED FOR ME TO TAKE A LOOK AT FOR BEING CONSIDERED FOR IMPLEMENTATION LEVEL BY MAY 31ST OF THIS YEAR. HOWEVER, SINCE THE BOARD HAS NOT COMPLETED THE REQUIRED TRAINING, THE ORIGINAL PROJECTED IN DATE FOR THOSE TWO ACTIVITIES WILL BE ADJUSTED TO SEPTEMBER 30TH, 2024. PLEASE NOTE THIS IS NOT CONSIDERED A NEGATIVE. IT IS ACTUALLY I AM PUSHING THAT DATE OUT BECAUSE I WANT TO GIVE YOU AS TRUSTEES AN OPPORTUNITY TO HAVE GONE THROUGH THE TRAINING TO HAVE AN OPPORTUNITY TO USE THE SKILLS AND NEW TECHNIQUES YOU ARE GOING TO LEARN AND THEN GIVE YOU AN OPPORTUNITY THROUGH SEPTEMBER 30TH TO DETERMINE IF WE ARE GETTING CLOSE TO IMPLEMENTATION SO AGAIN SOMETIMES WHEN A CONSERVATOR HAS TO CHANGE THE DATE, IT IS BECAUSE THE TRUSTEES ARE NOT DOING WHAT THEY'RE SUPPOSED TO DO. THAT IS NOT THE CASE HERE.
I'VE CHANGE THE DATE TO GIVE YOU AN OPPORTUNITY TO DO WHAT YOU NEED TO DO AND I HOPE YOU CONSIDER THAT AS BEING FAIR. I DON'T KNOW IF I CAN GET THIS. EXIT CRITERIA GOAL NUMBER TWO ,
[01:50:11]
GPM 2.2 AND I'M NOT GOING INTO THIS BECAUSE I THINK LATER ON THIS GOING TO BE A REPORT ABOUT SCHOOL BOARD MEMBER TRAINING BUT I WANT YOU TO KNOW THAT I AM KEEPING AN EYE ON THIS AND WHEN YOU HEAR THE REPORTS YOU WILL UNDERSTAND WHY. THE BIGGEST AREA OF CONCERN CONTINUES TO BE GPM THREE. THIS CONTINUES TO CHALLENGE THE TRUSTEES. I HAVE SEEN GROWTH IN TERMS OF THE LANGUAGE THAT IS USED AMONG TRUSTEES AND ATTEMPTS TO BE MORE CORDIAL AND RESPONSIVE TO ONE ANOTHER. HOWEVER , AS LONG AS WE HAVE A SITUATION WHERE TRUSTEES ARE FILING GRIEVANCES, COMPLAINTS, LAWSUITS BEING UNRESPONSIVE TO BOARD PRESIDENT REQUESTS FROM TIME TO TIME AND EVEN UNREIMBURSED COSTS FOR TRAININGS THAT WERE NOT TAKEN, THAT IS STILL A BIG AREA SO THAT MEANS GPM 3.2 CONTINUES TO BE OFF TRACK AND I AM HOPING THAT AS YOU LOOK AT THAT GPM AND UNDERSTAND WHAT IT ENCOMPASSES THAT YOU WILL TAKE EVERY EFFORT , AS YOU HAVE WITH THE OTHER PARTS OF THIS PROGRESS REPORT, TO IMPROVE AND REALLY MAKE A CONSCIOUS EFFORT TO GET BETTER AT BEING ABLE TO AGREE WHY YOU DISAGREE. BE AGREEABLE FOR ALL YOU DISAGREE. NOW AGAIN I END THIS REPORT AS I DID LAST MONTH. THE KEY FOR ME IS THAT YOU CONTINUE TO GROW AND DEMONSTRATE MATURITY, CONTINUE TO EXHIBIT DECORUM, AND THAT YOU CONTINUE TO DO WHAT YOU MOST IMPORTANTLY ARE CHARGED TO DO AND THAT IS FOCUSED ON STUDENT OUTCOMES. AGAIN, I BELIEVE ONCE THE LSD TWO-DAY TRAINING TAKES PLACE YOU'RE GOING TO GET A LOT OF INFORMATION ON HOW TO BE BETTER AT THAT AND WE WILL SEE SOME GROWTH AND HOPEFULLY AGAIN THAT PARTICULAR GPM THAT IS STILL TROUBLING US WILL START TO COME INTO FOCUS. THAT CONCLUDES MY REPORT. AGAIN, I WANT TO SHARE WITH YOU THAT EVERYTHING ISN'T PERFECT, BUT THERE IS GROWTH AND I CONGRATULATE YOU ON THAT. IF YOU LOOK BACK OVER THE LAST YEAR, A LOT OF THINGS HAVE CHANGED AND EVEN THE SPEAKER WHO SPOKE EARLIER DURING THE PUBLIC COMMENT SAID ROME WAS NOT BUILT IN A DAY AND THAT IS TRUE BUT THERE ARE CERTAINLY SOME BUILDING BLOCKS THAT HAVE BEEN PUT INTO PLACE AND THERE ARE SOME CHANGES WE HAVE SEEN SO THAT CONCLUDES MY REPORT ANDI RETURNED THE FLOOR TO PRESIDENT HAMILTON. >> ANY COMMENTS OR QUESTIONS?
>> I HAVE SOME COMMENTS FOR DR. FRANCOIS. MS. WHITFIELD? >> THANK YOU FOR THAT REPORT.
IT'S VERY HELPFUL AND USEFUL IN THE FUTURE. I WOULD LIKE TO ADDRESS SOME OF THE THINGS YOU STATED AS RELATES TO LEGAL. I DO BELIEVE THAT I STATED BEFORE THAT IT COULD'VE BEEN AVOIDED WITH COMMUNICATION, WHICH THERE HAS BEEN A LACK OF, EFFECTIVE COMMUNICATION . AND HONEST. WITH THAT SAID, I DID REACH OUT ON MY BEHALF WHEN I FILED A SUIT AGAINST THE DISTRICT I DID REACH OUT TO THE ATTORNEY TO TRY TO SCHEDULE A MEETING AND RESOLVE THIS OUTSIDE OF THE COURT. I RECEIVED NOTICE IN CONVERSATION WITH THE ATTORNEY STATING HE WAS ADVISED BY TRUSTEE HAMILTON THAT SHE WANTED TO PROCEED WITH COURT.
SO I WAS TOLD THAT THERE WAS A $27,000 CHARGE FOR THE COURT FEES AND THOSE FEES WERE NOT MINE OF COURSE AND I WILL CONTINUE TO REITERATE THAT BECAUSE I WAS TRYING TO RESOLVE THIS OUTSIDE OF COURT AND I WAS ADVISED THAT I WAS REFUSED BY TRUSTEE HAMILTON WANTED TO CONTINUE WITH COURT SO THAT IS HOW THOSE FEES ARRIVE. ALSO THE ADDITIONAL LAWSUIT, WE'VE REQUESTED OVER AND OVER FOR DOCUMENTS. WE SHOULD NOT HAVE TO CONTINUE TO REPEATEDLY SEND EMAILS AND REQUESTS AND HAVE DISCUSSIONS FOR DOCUMENTS. WE ARE AWARE OF SECTION 11.5 1.2 THAT STATES THAT IF DOCUMENTS ARE NOT PROVIDED WITHIN A CERTAIN AMOUNT OF TIME THAT A TRUSTEE CAN SUE THE DISTRICT SO THESE ARE EASY FIXES IF THE RULES ARE BEING APPLIED AND EVERYONE IS GOING BY THE RULES AND THAT HAS NOT TAKEN PLACE AND IS YET TO TAKE PLACE .
[01:55:07]
>> EXCUSE ME, MS. WHITFIELD. YOUR THREE MINUTES HAVE EXPIRED.
>> I'M SORRY, I THOUGHT WE HAD A PARLIAMENTARIAN ALREADY. >> TY IS THE PARLIAMENTARIAN.
[13.B. Announcement of Board Members Continuing Education Credits - BBD(LEGAL)-(G4)]

CONTINUING EDUCATION HOURS FOR THIS YEAR. ANY QUESTIONS COMMENTS? THIS WAS INFORMATION.WE WILL MOVE ON TO THE NEXT BOARD MATTERS. DISCUSSION AND POSSIBLE ACTION TO DEMAND REIMBURSEMENT FROM TRUSTE GREGORY STEPHENSON FOR MISSED CONFERENCES. ANY COMMENTS
QUESTIONS IN REFERENCE TO THIS ITEM OR IS THERE A MOTION? >> I HAVE A QUESTION.
>> WAS MS. WHITFIELD . >> AS IT RELATES TO THE AMOUNT IT IS STATING THAT IS OWED , HAVE WE LOOKED INTO SEEING IF WE ARE ABLE TO RETRIEVE FUNDS FOR NOT ATTENDING ANY OTHER
THINGS? >> I WILL SAY MONDAY IS NOT HERE TONIGHT BUT IT WAS
RESEARCHED. >> SO, THERE WAS MONEY REFUNDED?
>> NO, THEY CHECK TO SEE IF THEY CAN GET REFUNDS AND THEY WERE NOT ABLE TO GET REFUNDS.
>> THERE WERE A COUPLE OF REFUNDS. >> OKAY. THERE WERE A FEW
REFUNDS ARE SUBTRACTED FROM THE TOTAL. >> WAS THE UPDATE INFORMATION OF THAT SHARED WITH THE BOARD AT ALL BECAUSE I DON'T RECALL SEEING IT.
>> IT WAS ATTRACTED PRIOR TO THE INFORMATION BEING SENT OUT TO MR. STEPHENSON.
>> OKAY SO WHEN IT COMES TO TRAVEL MY UNDERSTANDING IS THAT INFORMATION BEING SENT OUT IS
TO BE SHARED WITH THE BOARD. >> NOT IN REFERENCE TO THIS. THIS IS ABOUT HIS ACCOUNT ONLY SO IT WOULD NOT BE SHARED WITH THE WHOLE BOARD THAT HE DOES MONEY. IT WOULD BE SENT TO HIM ADVISING HIM THAT HE HAS MONEY.
>> MS. WHITFIELD, IF IT IS PERTAINING TO AN INDIVIDUAL TRUSTEE, THAT PERSON IS
COMMUNICATED WITH BY THE DISTRICT. >> OKAY IN THE REASON I ASK IS THAT IS NOT A PRACTICE WE'VE IMPLEMENTED AT ANY TIME. MY UNDERSTANDING IS THAT ANY TRAVEL REIMBURSEMENT , THAT WAS GOING OUT TO THE ENTIRE BOARD SO WE ARE ALL AWARE AND ON THE SAME PAGE WITH DISTRICT FUNDS AND HOW THAT IS BEING SPENT, USED, AND RECEIVED, AND THIS IS PART OF THAT AND TRAVEL REIMBURSEMENT IS DISTRICT FUNDS.
>> OKAY, THANK YOU, BUT YOUR TIME IS UP AND BASICALLY WE ARE SHARING THE BALANCES OF
TRAVEL WITH ALL BOARD MEMBERS. BOARD, IS THERE A MOTION? >> I WOULD LIKE TO MAKE A MOTION TO DEMAND REIMBURSEMENT FROM TRUSTE GREGORY STEPHENSON FOR MISSED CONFERENCES. FOR
THE 2023-24 SCHOOL YEAR. >> I WILL DO A FRIENDLY AMENDMENT TO THE MOTION THAT WE DEMAND REIMBURSEMENT FROM TRUSTE GREGORY STEPHENSON FOR MISSED CONFERENCES. IS THERE A
SECOND? >> I WILL SECOND. SECOND BY MR. JONES.
>> I WOULD LIKE TO STATE THAT RELATED TO OUR PROCEDURES SECTION 16, ITEMS D , E, AND F SPEAK TO REIMBURSEMENT FOR TRUST IS NOT ATTENDING A CONFERENCE AND I WILL READ SPECIFICALLY FROM D. IT SAYS ANY TRUSTEE WHO IS REGISTERED FOR AN ACTIVITY AND DOES NOT ATTEND MUST REIMBURSE ANY NON-REFUNDED FEES. AND IT STATES SOMETHING SIMILAR IN
LETTER E AS RELATES TO TRAVEL. >> THANK YOU, MR. JONES. >> I ALSO HAVE A QUESTION.
>> MS. WHITFIELD. >> WILL THAT ROLLOVER TO THE NEXT SCHOOL YEAR OR IS THIS
HANDLED DIFFERENTLY THAN BEFORE WITH OTHER TRUSTEES? >> THE PREFERENCE IS THAT IT BE
[02:05:06]
PAID IMMEDIATELY. WE HAVE TO DO THIS ON A CASE-BY-CASE BASIS.>> AND SO, WE HAVE NOTHING IN POLICY, LAW THAT STATES SPECIFICALLY WHAT NEEDS TO BE DONE OR HOW IT'S TO BE DONE. PROCEDURES THAT DIRECT HOW REIMBURSEMENTS NEED TO BE PAID BACK.
>> RIGHT AND THE REASON I ASK IS BECAUSE PREVIOUSLY IN THE PAST, FUNDS HAVE BEEN PULLED FROM OTHER TRUSTEES TO OTHER TRUSTEES TO BE USED AND FUNDS HAVE BEEN MOVED -- NEGATIVE BALANCES HAVE BEEN MOVED FROM PRIOR YEAR TO THE NEXT SCHOOL YEAR TO COVER BALANCES SO I AM
JUST CURIOUS TO WHY THIS BEING HANDLED DIFFERENTLY. >> OKAY, YOU'RE GETTING OFF SUBJECT. COULD YOU PLEASE KEEP YOUR COMMENTS GERMANE TO THE ITEM THAT IS ON THE AGENDA.
THE PARLIAMENTARIAN HAS MADE THE RECOMMENDATION THAT YOU ARE OFF TOPIC BASED ON THE AGENDA ITEM. I WILL ANSWER YOUR QUESTION. EVERY SITUATION IS DIFFERENT AND IS HANDLED
DIFFERENTLY BASED ON SITUATIONS. >> AND THAT IS MY QUESTION. IS WHY IS -- IS THIS BEING TARGETED. THAT'S WHAT I'M ASKING.
>> THANK YOU, MS. WHITFIELD. MR. CLEWIS? >> WHAT ARE THE CONSEQUENCES IF
TRUSTE STEPHENSON DOESN'T PAY GO? >> THERE CAN BE LEGAL CONSEQUENCES. I WILL CALL FOR THE VOTE. MS. MORRIS
[13.D. Reminders: 1. LSG 2-day Training - May 17 & 18, 2024 - 9:00 a.m. - 6:00 p.m.]
>> MR. JONES . >> MS. WHITFIELD. >> NO.
>> MOTION PASSED. THIS IS A REMINDER THAT WE HAVE OUR LSG TWO-DAY TRAINING FROM 9:00 TO SIX QUART P.M. ON MAY 17TH AND 18TH. AT THIS TIME WE'VE MADE IT TO ADJOURNMENT. ALL IN FAVOR
