GOING BACK TO OUR AGENDA. >> WILL START AT THE SUPERINTENDENT REPORT. DR. PERERA?
>> THANK YOU, MADAM PRESIDENT. I WILL CALL UP -- TO PRESENT THE REPORTS TO OUR BOARD AND COMMUNITY. THE FLOOR IS YOURS WHEN YOU ARE READY, DANA SHAW MOSLEY.
>> GOOD EVENING. TONIGHT , THE FIRST REPRESENTS THE DALLAS COUNTY -- SEEKING THE COUNT. THE TOTAL THAT'S FOR A TOTAL OF $20 MILLION $811,000 -- COLLECTED FOR THE MONTH OF JANUARY, 2024. SLIDE TWO PRESENTS THE OVERALL REVENUES FOR THE DISTRICT AND WHAT HAS BEEN COLLECTED. THAT IS 63 POINT -- OF THE TOTAL BUDGET. IN COMPARISON TO LAST YEAR, THEY ALL HAVE PROPERTY VALUE INAUDIBLE ] THERE IS AN INVERSE RELATIONSHIP BECAUSE OF THE PROPERTY REVENUE, THE PROPERTY TAX REVENUE IN THE STATE. LIKELY REPRESENTS THE YEAR TO DATE WHICH WAS 42 POINT FOR PERCENT OF THE BUT TO EXPENDITURES. THE INSTRUCTIONAL COSTS ARE THE HIGHEST WE HAVE. OF PAYROLL. THE SECOND HIGHEST IS OPERATIONS.
SLIDE FOUR IS THE GENERAL FUND FINANCIAL SUMMARY. THIS REPRESENTS THE INCOMES IN SUMMARY. BASICALLY, IT IS THE INTERIM STATEMENT FOR THE MONTH OF JANUARY 2024. THIS EXPENDITURE IS -- AS YOU SEE THERE.
THE NEXT LIGHT IS THE FOOD SERVICES FINANCIAL SUMMARY FOR JANUARY 2024. YOU HAVE A $2.4 MILLION DEFICIT INTO THE REVENUE NOT BEEN COLLECTED BECAUSE WE HAVE A PRETTY -- 2024. ALL THE REVENUE COLLECTED THUS FAR IS FROM LOCAL SNACKS AND COLLECTED FOR JANUARY 2024. THAT IS THE REVENUE OF TAX COLLECTION. THERE IS NO INTEREST TO DATE BECAUSE OF THE -- SLIDE SEVEN IS THE INVESTMENT -- THE WITHDRAWAL. YOU HAVE THE REVISED REPORT THERE WHERE THE 8 MILLION IS
[00:40:04]
DEPOSITS, NOT WITHDRAWALS.THE MINIMUM RECORDED. SLIDE EIGHT REPRESENTS THE BOARD OF TRUSTEES TRAVEL WITH AVAILABLE BALANCE THROUGH MARCH OF 2024. THESE NUMBERS ARE STARTING TO CHANGE.
ARE THERE ANY QUESTIONS? >> NO QUESTIONS FROM THE DAIS.
[10.B. VCRNOW- Scoreboard Update]
>> THE NEXT ITEM IS VCR -- TRAN18
>> I WAS MUTED . I HAD A QUESTION FOR CLARITY. REGARDING THE BALANCE? FOR THE BALANCE ITSELF, JUST FOR CLARITY, THAT IS THE AVAILABLE BALANCE LEFT FROM THE TRAVEL FOR THIS SCHOOL YEAR?
IS THAT CORRECT? >> CURRENTLY AS OF MARCH 27, 2024. THERE ARE SOME OUTSTANDING COSTS RIGHT NOW THAT ARE NOT REFLECTED IN THIS.
>> OKAY. SO WHAT EXACTLY WILL RECEIVE THE ITEMIZED BREAKDOWN OF THE BALANCE FOR UP TO YEAR TO DATE?
>> I WILL EMAIL -- I EMAILED ABOUT TWO WEEKS AGO. YOU SHOULD
HAVE A COPY IN YOUR EMAIL. >> AN ITEMIZED BREAKDOWN?
>> YES. >> ACTUALLY, I DO NOT. THAT NEEDED TO INCLUDE THE ROLLOVER. THERE IS A REQUEST FOR THE ROLLOVER TO HAVE AN ITEMIZED BREAKDOWN AS WELL AND THAT WAS NOT PROVIDED THE SUPPORTING DOCUMENTS FOR THAT BREAKDOWN OKAY , TRUSTEE WHITFIELD, THERE IS A SPREADSHEET AND WE WILL MAKE SURE IT IS SENT OUT TO YOU.
>> THANK YOU. >> THANK YOU, ADAM PRESIDENT.
I WILL CALL FOR THE TRAN18 GROUP TO SHARE WITH OUR BOARD AND COMMUNITY. AN UPDATE ON OUR SCHOOL BOARD. THANK YOU, SIR.
>> THANK YOU , BOARD. IT IS GOOD TO BE HERE. YOU CANNOT NEGOTIATE WITH THE TIGER WHEN YOU HAVE GOT TO -- SO I KNOW WE COME TO YOU TODAY BEHIND . AS WE ASSURED YOU ON THE DATE YOU VOTED FOR THESE PROJECTS, WE WILL FINISH BEFORE THE END OF YOUR SCHOOL YEAR. THIS HAS BEEN A VERY DIFFICULT SEASON FOR VCR BUSINESSWISE FOR THE LAST 15 YEARS, IT IS -- NOT MEETING PROJECTS. JUST MEETING THE IMPACT OF THE ECONOMY AND THE SITUATIONS WE HAVE BEEN DEALING WITH IN THAT REGARD. PART OF THAT IS ENSURING WHAT PRODUCT WE INSTALL FOR YOU IS GOOD PRODUCTS. WE HAD TO SEVER A RELATIONSHIP WITH TWO COMPANIES BECAUSE THE PRODUCT WE RECEIVED FROM THEM FOR TWO OTHER JOBS WERE INFERIOR. AND WE WERE HAVING TO GO AND REPLACE THOSE PRODUCTS ON SITE OR REPAIR THOSE PRODUCTS WHEN THEY WERE DELIVERED. IT IS NOT A LOOK WE WANT. AND NOT A LOOK WE WANT TO PUT IN SUCH A SHORT PIECE. BECAUSE OF THAT, WE HAVE ENCOUNTERED SOME PUSHBACK , NOT JUST HERE , BUT SOME PUSHBACK WITH THE VENDORS WE WERE DEALING WITH. WE REFUSE TO PAY THEM FOR INFERIOR PRODUCTS. AS YOU UNDERSTAND, THE BUSINESS WORLD AND THE GOOD STEWARDSHIP SIDE OF THAT, WE JUST REFUSED WITH THAT. I WOULD THINK THAT ONE AREA WE HAVE PROBABLY -- IS IN COMMUNICATION AND MAKING SURE THAT COMMUNICATION THAT WAS PROMISED TO YOU. THAT GOES TO MR. POSTER. WE ARE NOT FOLLOWING THROUGH. THAT PERSON IS RESPONSIBLE FOR THAT AND HAS BEEN FOR LACK OF BETTER WORDS, ENCOURAGED TO CONTINUE WITH THAT. SO I AM HOPING -- I'M AN OPEN BOOK. IF YOU HAVE QUESTIONS, I WILL CERTAINLY ANSWER THEM. WE WILL HAVE THIS COMPLETED BEFORE THE END OF YOUR SCHOOL YEAR. AS WE ASSURED YOU WAY BACK 10 MONTHS AGO. WE WILL MAKE SURE THAT HAPPENS.
>> THANK YOU SO MUCH. ANY COMMENTS FROM THE DAIS? OKAY.
MISS MORRIS? >> YOU KNOW, THINGS HAPPEN TO US IN LIFE THAT WE HAVE NO CONTROL OF.
[00:45:01]
I AM LEARNING FROM THE LAST WEEK OR MORE, FORGIVENESS IS ONE THING WE HAVE TO ALWAYS GIVE OUT. THERE IS A REASON FOR EVERYTHING THAT HAPPENS. WE HAVE NO CONTROL OF IT. SO I APPRECIATE YOU COMING. TELLING US WHAT IS WRONG AND HOW YOU'RE GOING TO FIX IT . HOW OUR CHILDREN WILL BE HAPPY WHEN YOU COME BACK AND DO SOMETHING NICE FOR THEM. AGAIN -->> AS VCR NEVER. I UNDERSTAND. WE WILL GET THAT FINISHED, I PROMISE YOU THAT. IN ALL SERIOUSNESS, THERE IS NO PROJECT THAT IS MORE IMPORTANT TO US.
>> I WISH PROXIMITY SPEED. IT WILL FOR SERVICE AND SUPPORT , I ASSURE YOU. THE THINGS ARE , OUR HANDS ARE ON THE CONTROL.
WE ARE GRABBING CONTROL OF THOSE. THERE ARE THINGS AND WE ARE STANDING UP WITH OUR SALES AND MANUFACTURING. I FORGOT TO MENTION TO YOU THAT THE STRUCTURE FOR THE CENTER HOME WAS ACTUALLY DELIVERED TO OUR BUILDING TODAY. IT IS GOING INTO THE COLISEUM AND THE STRUCTURE FOR THE FOOTBALL FIELD HAS BEEN READY FOR ABOUT THREE MONTHS. WE DO NOT WANT TO INTERFERE WITH THE OTHER STUFF GOING ON. PROGRESS IS
[10.C. Campus Highlights]
BEING MADE. THANK YOU FOR YOUR PATIENCE. I ASSURE YOU, WE WILL TAKE CARE OF IT. THANK YOU VERY MUCH .CAMPUS HIGHLIGHTS. THE NINTH-GRADE CENTER, BARACK AND
MICHELLE OBAMA. >> THANK YOU , META-PRESIDENT.
I WILL CALL FOR THE PRINCIPAL TO SHARE THAT INFORMATION WITH OUR BOARD AND COMMUNITY. MR. RUSS? YOU ARE ON WHEN YOU ARE READY, SIR.
RIGHT. GOOD EVENING , META-PRESIDENT , AND BOARD MEMBERS. AND DR. PERERA. MY NAME IS ADDISON WILSON. I AM THE PROUD PRINCIPAL OF THE BARACK AND MICHELLE OBAMA CAMPUS. IT IS AN HONOR TO STAND BEFORE YOU THIS EVENING AND SHARE SOME OF THE HIGHLIGHTS.
HERE WE GO. FIRST OF ALL, TO OUR LEADERSHIP TEAM. ALTHOUGH TO THE CAMPUS . THEY HAVE BEEN PHENOMENAL WITH HER GOALS THIS YEAR. STARTING FROM LEFT TO RIGHT, WE HAVE MISSED CONWAY WHO IS THE ASSOCIATE PRINCIPAL.
WE HAVE MISS LANDON WHO IS MY DEAN OF STUDENTS THAT WE HAVE MISSED -- WAS MY COUNSELOR, AND MS. RUSSELL WHO IS MY OFFICE MANAGER. AGAIN, ALL OF THESE PEOPLE ARE NEW TO THE CAMPUS AND ARE DOING A PHENOMENAL JOB.
ALREADY. SO: ONE. ENROLLMENT AND DEMOGRAPHICS FOR STUDENTS READ IN TERMS OF THE STUDENT DEMOGRAPHICS, THE ENROLLMENT HAS DECREASED FROM 486 TWO 430 THIS YEAR. SPECIFICALLY, SPECIAL EDUCATION ENROLLMENT HAS REMAINED CONSISTENT WITH NIFTY FIVE STUDENTS. RECEIVING SPECIALIZED SERVICES AND SUPPORT. AND THERE WAS A DECREASE IN THE NUMBERS OF EMERGING BILINGUAL AND DLL STUDENTS FROM 58 TWO 41 STUDENTS.
OKAY. SO AS WE LOOK AT OUR MAP DATA, WE HAVE OBSERVED GROWTH IN MATH, ELIGIBLE ONE FROM THE BEGINNING OF THE YEAR TO NOW. THAT IS EXTREMELY ENCOURAGING.
HOWEVER, ON THE FLIPSIDE, WE HAVE IDENTIFIED AN AREA OF CONCERN WITH THE CHARTS. IT PRESENTS SOMEWHAT OF A CHALLENGE . WE HAVE TAKEN PROACTIVE STEPS AND PIVOTED WITH PERSONNEL AND IDENTIFIED DIFFERENT STRATEGIES TO COME UP WITH A PLAN TO ADDRESS THESE AREAS. WE ARE CONFIDENT WE WILL BE ABLE TO TURN THAT AROUND THE WAY WE NEED TO.
ALL RIGHT. LOOKING AT OUR ATTENDANCE DATA. THE STUDENTS ARE COMING. THEY ARE COMING FREQUENTLY. YOU KNOW, THIS AFFORDS US AN OPPORTUNITY TO OFFER TARGETED SUPPORT. ENGAGE
[00:50:02]
THEM IN MEANINGFUL LEARNING EXPERIENCES. AND TO BUILD RELATIONSHIPS. CONTINUING WITH BOARD GOAL TWO. STUDENT ATTENDANCE IS THROUGH DISCIPLINE. IMPLEMENTED A NEW PROGRAM THIS YEAR AT THE CAMPUS CALLED CAPTURE THE KIDS HEARTS. THE PROGRAM REPRESENTS A DIFFERENT APPROACH TO OUR INTERACTION WITH OUR STUDENTS. FOCUSING ON BUILDING POSITIVE RELATIONSHIPS AND FOSTERING A SUPPORTIVE LEARNING ENVIRONMENT. AS WITH ANY NEW PROGRAM, THE TRUE IMPACT OF RESULTS BECOME MORE EVIDENT. IF YOU LOOK AT THE DATA -- IF YOU BEGIN IN OCTOBER, WE HAVE 207 INCIDENCE. EACH MONTH, IT HAS INCREASED OVER TIME. SO WE ARE ENCOURAGED BY IT. WE UNDERSTAND IT -- GOING ONTO : TWO. TEACHER RETENTION.SOME OF THE THINGS WE DO. WE OFFER QUALITY PROFESSIONAL LEARNING OPPORTUNITIES FOR STAFF. WE HAVE PLANNED BONDING ACTIVITIES. AS YOU SEE HERE IN THE PICTURES. ONE OF THESE IS A COLOR PARTY WHERE YOU HAVE DIFFERENT DEPARTMENT THAT BROUGHT IN ITEMS THAT REPRESENTED THE COLOR . AGAIN, WE KIND OF KEPT THIS AREA SO WE KNEW ALL THE PLACES TO GO IN THE SLIDES. AS I HAVE THINGS GIVING AND CHRISTMAS DINNERS.
SOUL FOOD LUNCHEONS. THERE IS ABOUT 40 POUNDS OF CHICKEN WINGS, BARBECUE . WE ALSO HAD A PTO COUNTY COMPETITION. WE JOIN SOME MEMBERS OF THE HIGH SCHOOL. BASICALLY, IT IS AN OPPORTUNITY TO COMPETE WITH STEPS AND WHATNOT. YOU KNOW, JUST BUILDING THE CAMARADERIE IN ALL OF CAMPUS. WE ALWAYS HAVE DILIGENT ADMINISTRATIVE SUPPORT. SO WE ARE PROUD TO BE THERE AND GIVE THEM WHAT THEY NEED TO GIVE OUR STUDENTS WHAT THEY NEED. AND HAVING THAT SUPPORT AND HAVING ALL OF THOSE DIFFERENT THINGS, WHAT IT DOES IS, WHEN WE HAVE ISSUES, YOU KNOW, CAMPUSWIDE IT BRINGS FORTH AN ALL HANDS ON DECK APPROACH TO GET TO THINGS. ALL RIGHT. GOING TO BOARD THE GOAL FOUR. YEAH, BOARD GOAL FOUR. WE COLLABORATE WITH FELLOWSHIP TO BRING THE PROGRAM AND THE -- PROGRAM.
THE GREENS WITH THE YOUNG LADIES WITH THESE PROGRAMS PROVIDE INVALUABLE MENTORSHIP TO OUR STUDENTS, FOCUSING ON ESSENTIAL TOPIC SUCH AS FINANCIAL LITERACY, LOVE OF SELF, AND THE FUNDAMENTALS OF RUNNING BUSINESSES, AMONGST OTHER THINGS. WE ALSO HAVE PARENT UNIVERSITY. NOW PARENT UNIVERSITY SERVES AS A CORNERSTONE FOR BUILDING POSITIVE RELATIONSHIPS WITH PARENTS. COMMUNITY MEMBERS AND LOCAL BUSINESSES AS WELL. PARENTS ARE IN DIVERSE RANGES . CLASSES , INCLUDING FINANCIAL LITERACY, REAL ESTATE, BUDGETING, LINE AND SWING DANCING, AND MUCH MORE. EACH PARENT CAN ENROLL IN THE THREE CLASSES . DURING UNIVERSITY SESSIONS, VENDORS ARE PRESENT TO WELCOME PARENTS AS THEY EXIT THEIR CLASSES. SO THIS NOT ONLY FACILITATES NETWORKING, BUT ALSO ALLOWS VENDORS TO SHOWCASE THEIR BUSINESSES AND SERVICES. CREATING A MUTUALLY BENEFICIAL -- FOR EVERYBODY INVOLVED. LASTLY, WE HAVE THE GEAR UP PROGRAM. THAT IS FOR GAINING EARLY AWARENESS AND READINESS FOR UNDERGRADUATE PROGRAMS FOR THIS INITIATIVE IS SPECIFICALLY DESIGNED TO SUPPORT STUDENTS AT THE PARENT BOARD AND SUCCEEDING A POST SECONDARY EDUCATION. THEY ARE COMMITTED TO GUIDING THIS GROUP OF KIDS THROUGH THEIR HIGH SCHOOL JOURNEY. SHOWING THAT THEY ARE EQUIPPED FIRST FUTURE SUCCESS.
THEY HAVE BEEN EXTREMELY, EXTREMELY INFORMATION IN AN -- INSTRUMENTAL IN ENGAGING OUR STAKEHOLDERS. THIS IS WITH US UNTIL 2027.
SOME OF OUR -- IT INCREASES WITH STUDENT ENGAGEMENT OPPORTUNITIES WE TALKED ABOUT. ON THE OTHER SLIDE, WE HAVE
[00:55:01]
THE GIRLS, INC. THAT IS ANOTHER PROGRAM THAT ENGAGES SOME OF OUR STUDENTS. WE HAVE A COURSE OF INTERVENTIONS WE TRY TO INTERVENE WHILE THEY ARE AT SCHOOL. DURING THE SCHOOL DAY, WE HAVE GOING TO DIFFERENT PLACES. AND THEY ARE GAINING THE INTERVENTIONS THEY NEED FOR DIFFERENT COURSE AREAS. AGAIN, WE TALKED ABOUT THE FACULTY BONDING OPPORTUNITIES. WE ALSO, YOU KNOW, COUPLE OF DAYS A WEEK WE HAVE EMOTIONAL SUPPORT DOUG THAT COMES THROUGH. AND THEY -- HE PUTS SMILES ON THE FACES OF EVERYONE. THAT IS SOMETHING WE LIKE TO TALK ABOUT. ALSO, WE CELEBRATE SUCCESSES . EVERY SIX WEEKS, WE HAVE WHAT IS CALLED THE -- IN THE MAMMAL , WE CELEBRATE A AND B HONOR ROLL KIDS, AS WELL AS THE PERFECT ATTENDANCE STUDENT. IN A NUTSHELL, WHAT IT IS IS IS A FREE TIME FOR THE KIDS. ONCE EVERY SIX WEEKS. THEY GET AN OPPORTUNITY AND WE GO TO THE GYM. THEY INVOLVE THEMSELVES IN ACTIVITIES. THEY LISTEN TO MUSIC. YOU KNOW, AND WHATNOT.IT IS AN OPPORTUNITY TO REALLY BLOW OFF SOME STEAM. WE DO THAT ONCE EVERY SIX WEEKS TO JUST TRY TO, YOU KNOW, KEEP THE STUDENTS MOTIVATED. OUR GOAL IS. OUR GOAL IS. SO WHAT WE WANT TO DO IS INCREASE ASSESSMENT TESTING CENTERS.
AS A NINTH GRADERS, WE HAVE A LOT OF ASSESSMENTS WE HAVE TO COVER. SO WE WANT TO INCENTIVIZE MANY OF THOSE ASSESSMENTS. SO GIVING THEM AN OPPORTUNITY. AS ADULTS, WE GET TO A CERTAIN POINT WHERE , YOU KNOW, WE KIND OF GET A LITTLE BURNT OUT FROM TESTING. BUT YOU CAN IMAGINE HOW A KID FEELS. WE WANT TO INCENTIVIZE THAT A LITTLE BIT MORE SO WE CAN KIND OF SEE AND GET MORE MOTIVATION TO DO AND PERFORM.
WE WANT TO INCREASE THE AMOUNT OF CERTIFIED TEACHERS ON CAMPUS. AND ALSO, WE WANT TO IMPLEMENT WHAT IS CALLED TIGER LIFE ASSEMBLY. THAT TALKS ABOUT UNDERSTANDING HOW HIGH SCHOOL WORKS. BECAUSE EVEN THOUGH YOU EXPECT A KID MAY UNDERSTAND STUFF ABOUT CREDITS AND THINGS OF THAT NATURE , ENDORSEMENTS. YOU REALLY HAVE TO GO THROUGH IT WITH THEM THROUGHOUT THE COURSE OF THE YEAR. WE WANT TO INCREASE THAT ALSO.
>> THANK YOU, MR. ROSS. ANY COMMENTS FROM THE BOARD?
>> BETTER PRESIDENT? >> ESTHER SMITH .
>> I WANT TO SAY THANK YOU. I APPRECIATE YOU TAKING THE TIME TO SPEAK TO US IN PREPARING A PRESENTATION. THERE'S A LOT WRAPPED UP IN WHAT YOU JUST SAID. THE PRESENTATION IS INDICATIVE OF EXCELLENCE IN LEADERSHIP. YOU DO NOT JUST HAVE PROGRAMS WILLY-NILLY. THAT IS A COORDINATED EFFORT AND WE APPRECIATE IT. IT MEANS A LOT. FINALLY, I HAVE ONE REALLY QUICK QUESTION. DID YOU GUYS LOSE ANY CERTIFIED TEACHERS FROM LAST YEAR TO THIS YEAR? DID WE LOSE ANY CERTIFIED TEACHERS? TEACHERS. I WAS NOT HERE LAST YEAR. I COULD NOT SPEAK TO THAT INTELLIGENTLY. BUT SPECIFICALLY, I THINK WE HAD TO, YES, WE DID. WE LOST A COUPLE. WE LOST A COUPLE OF MATH TEACHERS.

2024. DR. --? >> A CALL FOR DR. PARKER TO PRESENT INFORMATION TO THE BOARD AND COMMUNITY. BEWARE OF THIS EVERY YEAR. AFTER BARKER IS HERE TO PRESENT THAT
INFORMATION TO YOU.. >> GOOD EVENING, BOARD MEMBERS. SUPERINTENDENTS. THIS IS AN ANNUAL PROCESS. THIS IS A PROCLAMATION, 2024. INSTRUCTIONAL MATERIALS ADOPTION. THE STATE BOARD OF EDUCATION ISSUED A PROCLAMATION 2024 IN APRIL, 2022 MEETING CALLING FOR GRADES K-12, TECHNOLOGY APPLICATIONS FOR KH. SEVERAL CTE. COURSES. THEY ADOPT THE PROCLAMATION AND NOVEMBER 2023. THE ADOPTED MATERIALS WILL GO TO THE CLASSROOM NEXT SCHOOL YEAR.
INCLUDED IN THE PRESENTATION IS THE ADOPTION CYCLE THAT WE FOLLOW THAT WE HAVE GONE THROUGH. ONE OF THE THINGS THAT WE DID DO. THIS PROCESS IN HIGH-QUALITY INSTRUCTIONAL MATERIALS PROCESS WAS LED BY ERICA BUTLER. AS WE HAD PEOPLE COME TO TALK TO WAS TO PREVIEW THE MATERIALS. THE FACT THAT WE HAD A RUBRIC IN THE PROCESS. THEY TOLD US WAS REALLY DIFFERENT FROM MANY DISTRICTS. WE ALSO TOOK THESE RECOMMENDATIONS FOR THE PROCLAMATION. BUILT THE WEBINAR AND SENT IT OUT TO THE PARENTS AND ALLOWED THEM TO SCORE THE MATERIAL AS WELL. AND WHAT CAME FROM THAT AS WE LOOKED AT WHAT WAS STAFFED, THOSE PARENTS WHO DID GIVE US FEEDBACK AND THE MATERIALS IN THE PROCLAMATION THAT WE ARE ADOPTING , K-12 SCIENCE IS ACCELERATED LEARNING. THAT IS THE K8 SCIENCE. WE USE IT CURRENTLY IN BIOLOGY, CHEMISTRY, PHYSICS. ENGAGE LEARNING. WE WILL USE FOR ENVIRONMENTAL SCIENCE IN THE SYSTEMS. THE KA TECHNOLOGY APPLICATIONS CURRICULUM CAME HEADS AND SHOULDERS ABOVE LEARNING.COM. IT'LL BE THE CURRICULUM. CTE CAREER DEVELOPMENT I.C.E. THE IS THE CURRICULUM. PERSONAL FINANCIAL LITERACY AND ECONOMICS WILL BE THAT OF -- EDUCATION. WE INCLUDED THIS IN THE BOARD HEADSET. THE MATERIAL WAS THERE. AND IT WAS THERE TO PREVIEW AT YOUR LEISURE. >> MISS WHITFIELD. YOU'RE GOING OFF OF OUR SCREEN. IF YOU SHIFT BRIGHT WHERE YOU ARE. THAT IS BETTER. THANK YOU. DR.
BARKER? >> I WANT TO SAY. THE RUBRIC INCLUDES THE STEM FRAMEWORK FROM --. HER NAME IS ERICA BUTLER. GOOD EVENING. MME. BOYD, PRESIDENT, DISTINGUISH BOARD MEMBERS. SUPERINTENDENT DR. PEREIRA. I'M HERE WITH ANOTHER ANNUAL PROCESS WE HAVE. IT IS THE APPROVAL OF THE 2024 2025 CERTIFICATION. NOW THAT YOU HAVE APPROVED THE CURRICULUM. THIS IS APPROVING THE PROCESS AROUND THE CERTIFICATION. THIS IS IN ACCORDANCE WITH THE TEXAS EDUCATION CODE. WE ARE REQUIRED TO ANNUALLY CERTIFIED TO THE STATE BOARD OF EDUCATION AND EDUCATION STUDENTS HAVE ACCESS TO INSTRUCTIONAL MATERIALS THAT COVER ALL OF THE -- IN ALL REQUIRED SUBJECTS EXCEPT FOR PE. WE ARE REQUIRED TO CERTIFY THAT WE PROTECT AGAINST ASSESS OBSCENE OR HARMFUL CONTENT REQUIREMENTS TO -- FOR CERTIFICATION. IT INCLUDES A SECTION THAT ALLOWS THE DISTRICT TO CERTIFY THAT WE MEET THE REQUIREMENTS. THIS YEAR IN THE PROCESS, WE COMPLETED THE FORM WHICH IS INCLUDED IN THIS POWERPOINT.
IT IS RATIFIED BY THE BOARD OF TRUSTEES. IN A PUBLIC MEETING SUCH AS THIS. WE SUBMIT THE CERTIFICATION SURVEY AND RATIFICATION FORM TO --. IT IS TO BE DONE BY MAY 1. WE DID IT IN APRIL SO WE DID IT AHEAD OF SCHEDULE. AS I MENTIONED. THIS IS THE FORM . PART ONE IS ABOUT SCOPING SEQUENCE. PRIOR TO HIS COVERAGE OF --. PAR THREES INSTRUCTIONAL MATERIAL. THESE ARE SUPPLEMENTAL MATERIALS THAT WE ARE SEEING PEOPLE USE WITH STUDENTS. THERE IS NO LOCAL FUNDING APPLICATION ASSOCIATED WITH DISAPPROVAL. WHEN WE PURCHASED THE TEXTBOOKS, COMES FROM INSTRUCTIONAL MATERIAL . THE TE A GIVING TO THE STUDENTS AND DISTRICTS OVER THREE-YEAR PERIOD, WHICH IS WHY IT IS THERE. IT IS THE FUNDING AREA.
THE CODE THAT WE USE. WITH THAT, AS I MENTIONED, THIS IS AN ANNUAL PROCESS. AND I WILL TAKE ANY QUESTIONS YOU MAY
HAVE. >> THANK YOU DR. BARKER. ANY
QUESTIONS FROM THE DAIS? >> MADAM. PRESIDENT. THANK YOU SO MUCH DR. BARKER. BUT I HEARD YOU TALK ABOUT FUNDING.
IF WE WOULD HAVE GOT FUNDING AGAIN, WOULD IT HAVE BEEN
APPLIED TO THIS? >> IT COULD. BUT WE HAVE BEEN SMART WITH HOW WE USE THE INSTRUCTIONAL MATERIALS ALLOTMENT. WE WOULD NOT NECESSARILY HAVE TO ENCUMBER ANY EXPENSES THROUGH --. WE COULD BUT WE DON'T HAVE TO.
>> HAS IT AFFECTED ANY OF INSTRUCTIONAL PROGRAMS?
>> YES AND NO. I MEAN COME ALWAYS. IF YOU HAVE AN EXTRA GRANTS. AND YES, IT GOES AWAY AND IT AFFECTS YOU. WE HAVE BEEN THROUGH THE LEADERSHIP AND SCALING DOWN AND GETTING READY FOR --. THE PRINCIPLES HAVE DONE A GOOD JOB WITH THEIR ASKS AROUND WHAT IS NEEDED FOR THE CAMPUSES. I KNOW
[01:20:02]
YOU'VE BEEN READING WITH THE DISTRICTS. WHAT THEY HAD TO DO SOME THINGS VERY DIFFERENTLY FROM WHAT WE ARE DOING. BUT -- WILL NOT IMPACT US IN THE SAME WAY. AS A RELATES TO INSTRUCTIONAL MATERIALS. WE SHOULD BE FINE. WHEN WE FIRST CAME, WE DID AN EXERCISE WHERE WE LOOKED AT WHERE THERE WAS EXCESS. HE HEARD -- TALK ABOUT SCALING BACK ABOUT $2 MILLION IN OUR BUDGET AND INSTRUCTIONAL BUDGET. MUCH OF IT WAS SHIFTED TO ALLOWABLE EXPENSES THROUGH INSTRUCTIONAL MATERIAL ALLOTMENT. WE SAVED MONEY IN THE LOCAL BUDGETS. WE WERE NOT USING FUNDS DIRECTLY OUT OF INSTRUCTIONAL MATERIAL.-- WILL NOT IMPACT THIS. >> THANK YOU, DR. BARKER. AND DR. --. THAT'S WHAT WE GET WHEN WE HIRE EXPERIENCED
SUPERINTENDENTS. THANK YOU. >> THIS IS AN ACTION ITEM, IS

[13.A. Discussion with TEA Conservator concerning roles and responsibilities of Trustees. (Tex. Gov't Code §551.074(a)(1) - Dr. Carol Francois, TEA Conservator, Presenter]
>> THE MOTION PASSES. THIS TIME WE MOVE ONTO BOARD MATTERS, DISCUSSION DISCUSSING THE TRUSTEES TEXT GOVERNMENT
CODE 551.074. >> THE REPORTS OR ONE MONTH IN REAR. THIS EVENING FOR FEBRUARY 2024. THE REPORT IS IN THE BOARD BOOK AND THE COMMUNITY CERTAINLY CAN FIND THE REPORT AS WELL, HOSTED ON THE IST WEBSITE. AS ALWAYS, LET'S REMIND EVERYONE THAT TEC 39 8.003 ACTUALLY GOVERNS THE PLACEMENTS OF CONSERVATOR AS WELL AS THE DUTIES AND RESPONSIBILITIES. THE OVERALL PROGRESS TODAY CONTINUES TO IMPROVE AS WE'VE SEEN OVER THE LAST FEW MONTHS. THE
[01:25:07]
CORRECTIVE ACTION PLAN HAS FOUR EXTRA CRITERIA GOALS. A PROGRESS MEASURES AND 23 SPECIFIC ACTIVITIES. THE OVERALL PROCESS IS SHOWING IMPROVEMENT. ONE THING TO KEEP IN MIND THOUGH AS WE LOOK AT THE CRITERIA GOALS, SOME OF THE COMPLETION DATES, IN FACT ALL, ARE FROM 8/31 THIS YEAR.AS WE LOOK THROUGH THE REPORTS AND PROGRESS, THERE MAY BE A NEED TO MOVE THE DATE OUT A LITTLE BIT. I WILL HAVE THE CONVERSATION WITH THE BOARD PRESIDENT AND WITH DR. PEREIRA AS WELL AS TEA STAFF TO DETERMINE IF THAT IS THE CASE.
RIGHT NOW, EXIT CRITERIA GOAL ONE, GOAL THREE AND TWO AND FOUR ARE PROCEEDING FAIRLY WELL. WE ARE LOOKING AT A LOT OF IMPROVEMENT IN TERMS OF THE BOARD FOLLOWING DIRECTIVES FROM THE CONSERVATORY. CONNECTING TIMELY AGENDA FOCUSED MEETINGS. AND HEARING TO SPEAKING TIME LIMITS. TRUSTEES ACHIEVED 85% ATTENDANCE AT THE 11 ELLIS G SESSIONS 100% ATTENDANCE AT LSU GOVERNING SESSIONS. THE BOARD REVISED THE POLICY IN EFFICIENT AND TIMELY MEETINGS WITH AGENDA CREATION. TRUSTEES ARE ATTENDING BOARD MEMBER TRAINING AS WELL AS ADDITIONAL SCHOOL BOARD MEMBER TRAINING THAT IS ENHANCING SKILLS AND IMPROVING THE PROCESSES OF THE BOARD. PARLIAMENTARY PROCEDURES BEING FOLLOWED WELL AND THERE ARE REDUCE EMAIL REQUEST TO THE SUPERINTENDENT.
THEY ARE GOING THROUGH THE PORTAL AS DIRECTED. IN ADDITION AS FAR AS THE REC OPENING IS CONCERNED, WE ARE SEEING THAT QUORUMS ARE PRESENT. THE TRUSTEE SHOW UP AND THEY ARE PARTICIPATING ACTIVELY. AGENDAS ARE FOLLOWED.
THE CONSENT AGENDA IS COMPLETED USUALLY WITHOUT ANYTHING BEING PULLED. WE DIDN'T HAVE IT TONIGHT , BUT IT MOVED PRETTY SMOOTHLY. QUESTIONING EFFORTS ARE APPROPRIATE. I HAVE TO GIVE KUDOS TO THE TRUSTEES THAT MUCH OF WHAT YOU HAVE LEARNED THROUGH DR. BOYD SUPPORT AND TRAINING AND COACHING SHOWING UP IN THE TYPE OF QUESTIONS YOU'RE ASKING. THERE ARE QUESTIONS THAT MOVE THE BUSINESS OF THE DISTRICT FORWARD. IF IT WERE, THE WORKSTATION WAS 2.5 HOURS.
REGULAR BOARD MEETING WAS THREE HOURS WHICH IS ALWAYS GOOD. YOU MOVE THE AGENDA FORWARD AND A LOT OF THE TIME SPENT OUTSIDE OF BUSINESS , UNNECESSARY BUSINESS, HAS LESSENED. YOU'RE ABLE TO MOVE THE MEETINGS QUITE WELL. IN TERMS OF ADMINISTRATIVE CONCERNS THAT ARE A PART OF THE CRITERION OF BEFORE. THE SPECIAL ED COMPLAINTS ARE BEING ADDRESSED AND ADJUST QUICKLY AND EFFECTIVELY. MANY OF THE COMPLAINTS ARE BEING DISMISSED AND SHALL ATTRITION AUDIT NEEDS TO BE ADDRESSED. I BELIEVE THE FIRST WEEK IN APRIL, YOU CAN CORRECT ME FROM WRONG. THERE SHALL BE SEVERAL RESPONSES AROUND THAT. ADMINISTRATIVELY, THERE'S ONLY ONE EXIT CRITERIA RELATING TO THE ADMINISTRATION AND IT IS MOVING ALONG CORRECTLY AS WELL. HOWEVER. SHOULD. IS AND EXIT CRITERIA THREE. CONTINUES TO BE A STRUGGLE. THIS CHALLENGES CHRIS -- THIS CHALLENGES TRUSTEES. IT'S NOT WHERE IT SHOULD BE. WE ARE OFF TRACK. OR OFF TRACK FOR SEVERAL REASONS. ONE. TRUSTEES CONTINUED TO FILE COMPLAINTS.
CONTINUE TO FILE LAWSUITS. AGAINST OTHER TRUSTEES IN THE DISTRICT RATHER THAN SEEKING LESS RANCOROUS WAYS TO RESOLVE CONFLICTS. THE LSG COACH WILL CONTINUE WORKING TO STRENGTHEN INTERPERSONAL COMMUNICATION SKILLS IN BRIDGING THE DIVIDE BETWEEN AND AMONG TRUSTEES. WHEN FORMAL COMPLAINTS ARE FILED AND LAWSUITS ARE FILED, IT IS A SIGN THERE NEEDS TO BE , DEFINITELY WORK NEEDS TO BE DONE. MANY DISAGREEMENTS AROUND THE DAIS AND ANSWERING CLOSE TISSUE CAN BE HANDLED IN A DECOROUS MANNER. SO? MY RECOMMENDATION REMAINS THE SAME. IT IS TIME FOR US TO CONTINUE AND TO ACTUALIZE AND DEMONSTRATE GOVERNANCE , MATURITY. WE SEE THAT IT'S
[01:30:02]
GOTTEN BETTER. AGAIN. I GIVE YOU KUDOS AND THANK YOU FOR THAT IMPROVEMENT. BUT OVERALL, DECORUM STILL IS NOT WHAT SHOULD BE. AND THE FOCUS MUST ALWAYS BE ON STUDENT OUTCOMES.AND THE WAY YOU DO THAT IS BY WORKING TOGETHER AS A STRONG TEAM. WE ARE MOVING. AS FAST AS THE TRAIN APPEARED AND IS ON THE SCREEN AND PERHAPS WE WILL GET TO THAT WARP SPEED. THERE IS IMPROVEMENT. BUT IT'S NOT AT A POINT WHERE I CAN SHARE THE THE CORRECTIVE ACTION PLAN. THAT IS MY REPORT, MADAM.
PRESIDENT. IF THERE ARE ANY OTHER QUESTION?
>> THANK YOU. BOARD, ANY QUESTIONS AND COMMENTS?
>> YES. I HAVE A QUESTION. >> MISS WHITFIELD?
>> ACTUALLY FIRST, I WANT TO MAKE A STATEMENT. I AGREE WITH WHAT YOU STATED. DR. --. HOWEVER. AS IT RELATES TO COURT FEES AND BEING UNABLE TO SETTLE MATTERS THAT ACCORD, I'M IN AGREEMENT. BASE MATTER SHOULD'VE NEVER WENT TO COURT BECAUSE ISSUES THAT HAVE TAKEN PLACE WHENEVER RESOLVED ANY ATTENTION WAS GIVEN TO THE ISSUES. IT WAS LEGAL MATTERS THAT WERE TAKEN. THAT CAUSED IT TO GO TO COURT. I'M NOT SURE EXACTLY WHERE WHAT WAS INTENDED BY FALSE ALLEGATIONS.
WITHOUT DOCUMENTATION. HOWEVER HE STATED -- YOU STATED THAT ONE OF THE TRUSTEES HAD THE RIGHT TO DUE PROCESS.
HOWEVER. I'M NOT SURE WHY THAT MATTER THE SAME PROCESS WAS NOT TAKEN WITH OTHER TRUSTEES. AND IT WAS NEVER COMMUNICATED NOR WAS THERE EVER A CONVERSATION.
INDIVIDUALLY OR AMONG AND WITH THE TRUSTEES AT ALL. YOU ALSO STATED THAT, PARLIAMENTARIAN PROCEDURES ARE BEING TAKEN? PARLIAMENTARIAN PROCEDURES ARE INITIALLY SUPPOSED TO BE PREEMPTED BY STANDING BOARD PRESIDENT. ONLY ONE PERSON.
THERE IS NEVER , VISION OF A SITUATION OR ANOTHER TRUSTEE STEPS IN. TO TRY TO DELIVER PARLIAMENTARIAN PROCEDURES. ANY OTHER TRUSTEE WOULD BE OUT OF LINE. HOWEVER --.
>> EXCUSE ME FOR JUST A SECOND.
>> I'M SPEAKING. I APOLOGIZE, BUT PLEASE LET ME FINISH. I'M STILL SPEAKING AND I HAVE THE FOR!
>> AT THIS TIME, YOUR TIME IS ABOUT TO EXPIRE.
>> IT HAS NOT EXPIRED, AND I AM BEING INTERRUPTED AND I'M
ASKING FOR THAT TIME BACK. >> YOU HAVE 30 SECONDS.
>> EXCUSE ME? >> YOU HAVE THREE SECONDS.
>> GO AND TAKE THE THREE SECONDS BECAUSE THIS IS PART OF THE ISSUE. TO MISS WHITFIELD, THE TIME IS UP.
>> NO, I'M TAKING MY TIME BACK, AND IT WASN'T THREE
SECONDS. >> WHEN HE INTERRUPTED YOU, IT WAS SEVEN SECONDS, AND YOU CONTINUE TO TALK. I'M LOOKING
AT THE CLOCK, YOUR TIME IS UP. >> WHEN I SPEAK, AND YOU HAVE TRUSTEE HAMILTON INTERRUPTING ME, THAT'S NOT PARLIAMENTARIAN PROCEDURES. EVEN IF SHE THINKS SHE CAN ANSWER FOR ME --.
>> MISS WHITFIELD, YOUR TIME IS UP! CAN YOU PLEASE MEET THE MIC? WE ARE GOING TO MOVE ON.
>> I HAVE A STATEMENT. >> I WOULD LIKE A RESPONSE!
>> WE WILL MOVE ONTO THE NEXT TOPIC, MISS MORRIS.

THE SUPER ATTENDANCE CONTRACT PROVIDES THE SUPER ATTENDANCE IS ENTITLED TO NOTICE. ARE GOING TO CHANGE THE EVALUATION INSTRUMENTS. IT WAS ADOPTED BY THE BOARD IN JUNE 2022. FOR THE 2022 AND 23 SCHOOL YEAR.
THERE WAS NO PROVISION IN THE DISTRICT POLICY. REGARDING SUPERINTENDENT EVALUATION AND OPERATING PROCEDURES THAT SAY THEY YOU HAVE TO ADOPT AN EVALUATION INSTRUMENTS EACH YEAR. THE DISTRICT POLICY IS, YOU HAVE TO HAVE THE BOARD ADOPTED EVALUATION. FOR THE CURRENT HERE AS INDICATED BY THE MINUTES THE BOARD CONDUCTED AN EVALUATION OF THE SUPERINTENDENTS OF DECEMBER, 23. AT THAT TIME, THE USE EVALUATION INSTRUMENTS THAT HAD BEEN IMPROVED BY THE BOARD, IN FOREGOING INFORMATION, IT IS OUR CONTENTION THAT THE BOARD , THEY FOLLOW THEIR POLICY WITH RESPECT TO THE ADOPTION AND APPROVAL OF THE VALUATION OF THE SUPERINTENDENT.

TO ADDRESS THE SUPERINTENDENT EVALUATION. WE SELECT THE INSTRUMENTS SUBMITTING THE PHOTO OF THE EVALUATION. I THINK YOU WANT TO DO OVER IS WHAT I WOULD SUMMARIZE IT.
>> THANK YOU. >> THE COMMENTS FROM THE DAIS?
>> I WANT TO ADD THAT, IT'S NOT JUST AN INSTRUMENT VOTED ON BY THE BOARD. IT'S NOT PART OF MY CONTRACT. IF YOU MAKE ANY CHANGES, THAT GOES BEYOND SITTING ON THE DAIS IN MAKING A
DECISION. >> IT DOES CONTAIN A PROVISION THAT
>> MISS WHITFIELD. TO BECAUSE THERE WAS INFORMATION SUBMITTED WITH CONCERNS REGARDING VIOLATION, HOW WOULD THAT AFFECT THE DECISION THAT IS BEING MADE TODAY AND ADDRESSING THE VIOLATIONS FOR SECTION TO CONTRACT? SHOULD I SAY SECTIONS BEING VIOLATED? IT WAS NEVER ADDRESSED WHEN
SUBMITTED. >> IS TRUSTEE WAS DIRECTED TO PROCEDURES TO COMPLETE AND TURN AND -- TURN IN AN EVALUATION FORM THAT WAS APPROVED, JUNE, 2022. THE RULES REQUIRE THAT THE VALUATION BE DONE ON AN ANNUAL BASIS. IT WAS. IT CAN BE DISCUSSED IN THE CLOSE MEETING WITH THE SUPERINTENDENT EVALUATION. IT WAS. INDIVIDUAL TRUSTEES ALL THE COMMENTS THAT ANY TRUSTEE PUT ON THE EVALUATION FORM IS PART OF THE VALUATION. WE CANNOT GET INTO THE MERITS BECAUSE THE VALUATION IS CONFIDENTIAL
STATE LAW. >> I UNDERSTAND WHAT YOU'RE
STATING. >> IT WAS STATED DURING THAT TIME WHEN CONCERNS ARE BEING EXPRESSED. THAT IT SHOULD BE EXPRESSED THROUGH SUPERINTENDENT EVALUATION.
THEREFORE, I WASN'T HANDLED AT THE TIME. IT WAS PUSHING EVALUATION WHICH WAS NOT HANDLED BEING THAT SOME OF THOSE, QUITE A FEW OF THOSE FILED VIOLATIONS THAT ARE TAKEN PLACE AFFECTING THE DISTRICT AS A WHOLE. IT IS IT STILL BE ADDRESS.
