GOOD EVENING WE ARE GOING TO BEGIN TONIGHT'S MEETING. IT IS NOVEMBER 8, 2023.
THIS IS THE HB THREE EARLY CHILDHOOD AND CCM ARE BOARD GOALS MEETING.
I'M GONNA GO AHEAD AND CALL THE ROLE.
ABOUT THE CITIZENS COMMUNICATIONS. >> FIRST WE HAVE TO CONVENE
[6.A. State Financial Accountability Rating, HB3 Early Childhood and CCMR Board Goals for 2023-2024]
INTO PUBLIC HEARING. THE TIME IS 5:07 PM. DOCTOR BELL.>> IT'S ACTUALLY DOCTOR TEAK FIRST. >> MADAM PRESIDENT AND ESTEEMED TRUSTEES. TONIGHT I'M GOING TO PRESENT THE SCHOOL FIRST RATING FOR 22 AND 23. THIS RATING IS BASED ON FINANCIAL DATA FROM THE 21 22 FISCAL YEAR. SCHOOL FIRST RATINGS WERE PASSED DURING THE 77TH REGULAR SESSION IN 2001. IT EXPANDS PUBLIC EDUCATION AND ABILITY SYSTEMS TO INCLUDE FINANCIAL SERVICES AND THE PRIMARY GOAL IS TO IMPROVE THE MANAGEMENT OF SCHOOL DISTRICTS FINANCIAL RESOURCES THE OBJECTIVES ARE TO ASSESS THE QUALITY OF FINANCIAL MANAGEMENT IN TEXAS PUBLIC SCHOOLS, EVALUATE THE QUALITY OF MANAGEMENT DECISIONS AND OPENLY REPORT THE RESULTS TO THE GENERAL PUBLIC. THE FINANCIAL MANAGEMENT REPORT ALSO INCLUDES THE CURRENT SUPERINTENDENT'S CONTRACT, THE SUPERINTENDENT BOARD REIMBURSEMENTS, ANY OUTSIDE SUPERINTENDENT CONVERSATIONS, GIFTS RECEIVED BY OFFICERS OR BOARD MEMBERS AND BUSINESS TRANSACTIONS BETWEEN DISTRICTS AND BOARD MEMBERS.
IT USES A GRADING SYSTEM SIMILAR TO SCHOOL GRADES WITH A, B, C AND F AND A RATING ABOVE AND EMERGE, MEET STANDARD OR BELOW. THE FIRST INDICATOR WAS THE FINANCIAL AUDIT UPLOADED TO TA ON TIME. WE RECEIVED A YES.
WAS THERE AN UNMODIFIED OPINION OF THE ANNUAL FINANCIAL REPORT ON THE FINANCIAL STATEMENTS? YES, UNMODIFIED OPINION WAS RECEIVED ON THE AFR. RATING NUMBER THREE WAS THE SCHOOL DISTRICT IN COMPLIANCE WITH THE PAYMENT TERMS OF THE DEBT AGREEMENT AT FISCAL YEAR END.ES, THE DISTRICT HAS NEVER DEFAULTED ON ANY DEBT OBLIGATIONS.
THE SCHOOL DISTRICT MAKE TIMELY PAYMENTS TO TRS? TWC AND THE INTERNAL REVENUE SERVICE, YES. PAYMENTS REMAIN ON TIME AND IT'S PAST.
NUMBER FIVE IS NO LONGER SCORED A NUMBER SIX WAS THE AVERAGE CHANGE IN THE ASSIGNED AND UNASSIGNED FUND BALANCES OVER THREE YEARS THERE JUST A DISCUSSION ON WHETHER OR NOT WE SHOULD USE TIME BALANCE AND SALARIES. THIS WOULD CAUSE THE SCORE TO BE LOWER IN INDICATOR NUMBER SIX AND NOT PASS THE CEILINGS I'M EXTREMELY PLEASED TO HAVE THIS PASSED YESTERDAY. NUMBER SEVEN WAS A NUMBER OF DAYS OF CASH ON HAND AND INCURRED INVESTMENTS IN THE GENERAL FUND FOR THE DISTRICTS SUFFICIENT TO COVER OPERATING EXPENDITURES. YES WE RECEIVED THE FULL 10 POINT.
NUMBER EIGHT WAS THE MEASURE OF CURRENT ASSETS TO CURRENT LIABILITIES RATIO FOR THE
[00:05:01]
SCHOOL DISTRICTS SUFFICIENT TO COVER SHORT-TERM DEBT YES WE RECEIVED 10 POINTS WHICH IS UP TWO POINTS FROM THE PREVIOUS YEAR. NUMBER NINE THAT THE SCHOOL DISTRICT'S GENERAL FUND REVENUES EQUAL OR EXCEED EXPENDITURES? WAS IT GREATER THAN OR EQUAL TO 60 DAYS? THE ANSWER WAS YES SILLYRECEIVED THE FULL 10 POINT. >> NUMBER ATTENDED THE SCHOOL DISTRICT AVERAGE LESS THAN 10% VARIANCE? LOOKING AT 90% TO 110% WHEN COMPARING BUDGETED REVENUES TO ACTUAL REVENUES FOR THE LAST THREE FISCAL YEARS. THIS INDICATOR WAS NOT SCORE THIS YEAR. WAS A RATIO OF LONG-TERM LIABILITIES TO TOTAL ASSETS FOR THE SCHOOL DISTRICTS SUFFICIENT TO SUPPORT LONG-TERM SOLVENCY? YES, WE RECEIVED A 6/10 SO WE GET PAST THE CEILING AND IT WAS THE SAME EXACT SCORE AS THE PREVIOUS YEAR.
WAS THE DEBT THE PROPERTY VALUE SUFFICIENT TO SUPPORT FUTURE DEBT REPAYMENTS? YES WE PASSED WITH AN 8/10 AND IT WAS THE SAME SCORE AND PREVIOUS YEAR.
THEY LOOK AT 21 AND 41 AND COMPARE IT TO THE RATIO OF EXPENDITURES AND FUNCTIONS 11, 12AND 13 . NUMBER 16 IS A COMPARISON OF DATA TO THE AFI WHICH RESULTS IN A TOTAL VARIANCE OF LESS THAN 3%. YES IT WAS PASSED.
NUMBER 17 THROUGH THE EXTERNAL INDEPENDENT AUDITOR REPORT THAT THE AUDIT WAS FREE OF ANY INSTANCES OF MATERIAL WEAKNESSES IN INTERNAL CONTROLS OVER FINANCIAL REPORTING AND COMPLIANCE OF LAWS. YES THE CEILING WAS PASSED NUMBER 18.
DID THE EXTERNAL INDICATED AUDITOR INDICATE THAT IT WAS FREE OF ANY INSTANCES INTERIORLY NONCOMPLIANT FOR GRANTS, CONTRACTS AND OTHER LAWS.
THE SCHOOL BOARD MEMBERS DISCUSSED THE DISTRICTS PROPERTY VALUES AT A BOARD MEETING WITHIN 120 DAYS BEFORE THE DISTRICT ADOPTED THE BUDGET AND YES, IT WAS PASSED.
OVERALL LANCASTER SCORED 90/100 POINT AND PASSED WITH AN A AND A SUPERIOR RATING.
INFORMATION CAN BE FOUND ON THE WEBSITE FOR OUR FINANCIAL SERVICES.THE LINK IS PROVIDED IN THE PRESENTATION FOR YOU. THERE IS ALSO THE ACTUAL REPORT AND THE CALCULATIONS WHICH ARE AVAILABLE ON THE TA WEBSITE AT THE LINK THAT IS PROVIDED FOR YOU.
THE SUPERINTENDENT CONTRACT IS AVAILABLE ON THE DISTRICT WEBSITE AT THIS LINK.
REIMBURSEMENTS RECEIVED FROM THE SUPERINTENDENT AND BOARD MEMBERS IN FISCAL YEAR 22 WHICH IS IN THE FULL 12 MONTH PERIOD CURRENT BOARD MEMBERS ENDED IN AUGUST 31, 2022.
THOSE ARE PROVIDED IN THAT CHART FOR YOU. A COMPENSATION AND FEES RECEIVED BY THE SUPERINTENDENT IN FISCAL YEAR 2022 MEN WERE REPORTED.
GIFTS RECEIVED BY EXECUTIVE OFFICERS AND BOARD MEMBERS IN FISCAL YEAR 2022, NONE WERE REPORTED. BUSINESS TRANSACTIONS BETWEEN THE BOARD MEMBERS NONE WERE
REPORTED.ARE THERE ANY QUESTIONS? >> I JUST HAVE A COMMENT.
DOCTOR CHEEK IF YOU WILL GO BACK TO THE NUMBER SIX BECAUSE THIS HAS BEEN SOMETHING THAT TALKED ABOUT OVER AND OVER AGAIN. I JUST WANT OUR COMMUNITY AND THOSE PRESENT TO KNOW THAT WHEN WE MAKE RECOMMENDATIONS TO THE BOARD ABOUT WHERE MONIES SHOULD
[00:10:02]
COME FROM WE ARE LOOKING AT THINGS THAT WILL IMPACT THE DISTRICT JUST NOT MAKING A DECISION BECAUSE THERE IS MONEY THERE. THERE ARE LOTS OF QUESTIONS ABOUT WHY WE CAN TAKE THE MONEY FROM THE RESERVES AND AGAIN ANOTHER REASON OTHER THAN HURTING CREDIT RATING DOWN THE ROAD HAVING THEM PAY MORE IN TAXES FOR PROJECTS THAT WE MAY COME UP WITH AND AND ALSO THE CEILING OF THE 25%. AGAIN DO YOU PAY THAT? I THINK YOU DID CALCULATIONS ON HOW LONG IT WOULD TAKE FOR US TO REACH THAT IF YOU DID SALARYINCREASES FROM THE FUND BALANCE I CAN'T REMEMBER THE NUMBER. >> IT WAS UNDER FIVE YEARS THAT WE DID ACROSS THE BOARD OPERATIONAL. WE USE THAT TO FUND SALARY INCREASES ACROSS THE BOARD FOR STAFF AND IT WOULD BE LESS THAN FIVE YEARS BEFORE WE DEPLETED
OUR LEGAL RESERVES. >> OUT ATHLETICALLY THE EMERGENCY ONES AS WELL.
>> AGAIN WE THOROUGHLY LOOKED AT OPTIONS TO MAKE RECOMMENDATIONS TO THE BOARD.
I JUST WANT TO BE CLEAR THAT WE ARE NOT MAKING DECISIONS BLINDLY.
WE ARE MAKING DECISIONS BASED ON WE KNOW COULD NOT HAPPEN IN TRYING TO BE GOOD STEWARDS OF WHAT WE HAVE AND ENSURE THAT WE ARE NOT CAUSING ANY MORE ALBUMS FOR TAXPAYERS.
FOR ALLOWING ME TO DO THAT BECAUSE WE HAD PUSHED BACK UP INTO THE DAY OF ELECTIONS.
>> MY QUESTION WOULD BE HOW DOES THE SUPERINTENDENT DID ANSWER THE PART OF THAT QUESTION. WHAT IS THE MINIMUM REQUIRED TO MAINTAIN A CEILING PATH FOR
NUMBER SIX? >> WE HAVE TO HAVE AND MAINTAIN NO LESS OR DECREASE NO LESS THAN 25% AND WE MUST HAVE ENOUGH FUND BALANCE FOR 75 DAYS OF OPERATIONAL EXPENDITURES.
>> HOW MUCH DID WE HAVE IN ORDER TO BE OVER THAT? THE LINK THAT I PROVIDED ON THE WEBSITE YOU CAN CLICK ON EVERY SINGLE INDICATOR AND SEE THE EXACT NUMBERS OF THE
CALCULATION. >> WITH THAT STILL GO BACK TO MAINTAINING THE MINIMUM OF MONTHS AND ANYTHING OVER THAT, IS THAT WHAT WE ARE GOING BACK TO IF I UNDERSTAND CORRECTLY?
>> FOR NUMBER SIX SPECIFICALLY JUST FOR FIRST READINGS AND FINANCIAL ACCOUNTABILITY ARE USING EXACTLY WHAT IS SAID THERE.ASSIGNED AND UNASSIGNED FUND BALANCES FOR OVER THREE YEARS HAVE LESS THAN 25% DECREASE OR DOES THE CURRENT YEAR FUND BALANCE EXCEED 75
DAYS OF OPERATIONAL EXPENDITURES. >> I TAKE THAT AS A YES
BECAUSE WE ARE ABLE TO MAINTAIN THAT. >> WE WOULD'VE RECEIVED AND N
. >> I UNDERSTAND THAT. I'M JUST TRYING TO CLARIFY.
>> WE WON'T KNOW FOR THE FOLLOWING YEAR UNTIL THE AUDIT IS COMPLETED.
TAKE A LOOK AND PREDICT WITH THE FOLLOWING RATING IS. >> WHY WAS THE NUMBER 10
INDICATOR NOT SCORED AGAIN? >> PART OF THE RATIO IS YOUR ENROLLMENT.
IN THAT YEAR WE LOST 387 STUDENTS IN THE CALCULATION. THAT CAUSES THE CALCULATION TO
GO DOWN. >> NUMBER 11? >> YES THAT WAS IN TEST 11.
IT WAS THE SAME EXACT RATIO AS THE PREVIOUS YEAR OF HIS WHICH IS WHAT CAUSES IT TO GODOWN .
>> THE LOSS OF ENROLLMENT OF EXACTLY 387 STUDENTS FROM THE PREVIOUS YEAR.
>> MS. MORRIS? WHAT THE MONEY LOOKING INTO THAT AT THIS TIME BECAUSE THEY
[00:15:08]
DON'T HAVE THE DATA IN FRONT OF ME. >> NATION TO BOARD MEMBERS FOR THOSE THAT ARE INTERESTED FOR ANY MONEY OWED TO THE DISTRICT BY ANY BOARD MEMBERS.
>> ANY OTHER QUESTIONS FROM THE DAIS? >> ACTUALLY DO HAVE ONE MORE
QUESTION THAT'S BEEN GOING FOR THE REIMBURSEMENT. >> ONCE I THINK OUR SPEAKER FOR QUESTIONING QUESTIONING WILL BE OVER. MISS WHITFIELD I WILL ALLOW YOU
THIS TIME WE DON'T GO BACK FOR QUESTIONS. >> HE ACTUALLY ASKED THE
QUESTION SO THERE WAS NO BREAK TO RECEIVE AN ANSWER. >> CAN YOU PLEASE EXPLAIN THE REIMBURSEMENT SCREEN? THIS REIMBURSEMENT SCREEN FOR THE 12 MONTH PERIOD FROM AUGUST 31, 2022, I REQUESTED FOR THE REIMBURSEMENT DETAILS TO BE SUBMITTED.
I GUESS I'M NOT UNDERSTANDING IF THERE WAS REIMBURSEMENT WHY THIS IS SHOWING THIS WAY?
CAN YOU SHOW THE WHY THIS IS ZERO APPEAR? >> THESE WOULD BE CHECKS THAT ARE ISSUED TO BOARD MEMBERS IN THE FALL 21 AND 22 SCHOOL YEAR SO FROM SEPTEMBER 21, SEPTEMBER
1 OF 2021 TO AUGUST 31 OF 2022. THIS IS WHAT IS AVAILABLE. >> THESE ARE FUNDS THAT YOU PERSONALLY PAID OUT OF YOUR POCKET AND REQUESTED THE DISTRICT TO PAY YOU BACK.
>> I GUESS THAT WOULD GO BACK TO ONE OF THE ITEMS. I DID REQUEST A REPORT FROM THE SUPERINTENDENT AND THAT REPORT THAT I RECEIVED HAD REIMBURSEMENTS IN.
>> AND UNDERSTAND WHY IT WOULD BE TREATED DIFFERENT. ANY OTHER QUESTIONS FROM THE
DAIS? >> THINKTHANK YOU. >> GOOD EVENING MADAM BYRNE PRESIDENT, DISTINGUISHED BOARD MEMBERS AND DOCTOR PERERA. THIS EVENING I WOULD LIKE TO EXTPRESENT OUR 2023 AND 2024 COLLEGE CAREER MILITARY READINESS AND HOUSE BILL THREE GOALS. AS WE GET STARTED I WOULD LIKE TO REVISIT OUR BOARD GOALS AND CALLOUTÓBOARD GOAL ONE THAT WE WILL PROVIDE WORLD-CLASS TEACHING AND LEARNING WHERE EACH STUDENT GROWS AND DEVELOPS ONE GRADE LEVEL EVERY SCHOOL YEAR EVERY ACADEMIC YEAR.
ON THIS PARTICULAR SLIDE I WANT TO JUST BASICALLY GO OVER THE PIECES SO EVERYONE UNDERSTANDS WHAT I'M READING. THIS IS A COMPARATIVE BETWEEN OUR 2022 AND 2023 MEET LEVEL PERFORMANCE DATA FOR THIRD GRADE MATH, THIRD GRADE READING AND THEN ALSO WE WILL BE TAKING
[00:20:07]
A LOOK AT OUR ACC MR DATA AS WELL THAT IMPACTS OUR HIGH SCHOOL.IN THE FIRST COLUMN OF DATA I WANT TO CALLOUT THE COLONISTS REPRESENTING OUR INTENDED GOAL.
THERE YOU SEE WE ARE REACHING FOR A 51% BY YEAR 2025 AND IN THE FIRST COLUMN WE RECEIVED A 36% PERFORMANCE IN 2022 AND A SLIGHT DIP IN 2023 WITH A 30% WITH EACH LEVEL FOR THIRD GRADE MATH. IN 2022 WE RECEIVED A 45% LEVEL PERFORMANCE AND THEN IN 2023 WE RECEIVED A 41% WITH SLIGHT DIP HERE BUT I DO WANT TO CALLOUT THAT LAST YEAR WE DID RECEIVE A NOTABLE RECOMMENDATIONS FROM COMMIT AND THEY WERE SHOWING THAT OUR DISTRICT HAD ACTUALLY OUTPERFORMED SEVERAL DISTRICTS IN THE DALLAS COUNTY AREA. IN PARTICULAR WE PERFORMED THIRD GRADE READING WHAT CEDAR HILL MESQUITE. THE CHARTERS IN THIS AREA DOWNSIZE AND ARE THERE FOR EDUCATION. I DO WANT TO BRING THAT OUT BECAUSE OUR THIRD GRADE STUDENTS PERFORMED WELL THERE. IT'S AN AVERAGE FOR 2023 WHICH IS A 43 THAT WE ARE NOT FAR AWAY FROM THIS AS WELL. CORRECTION ESTATE PERFORMED AT 50% AND SO WE ARE NOT FAR FROM THE STATE PERFORMANCE IN THIS AREA.
>> THE NIGNEXT THING I WANT TO DISCUSS IS THE CC MR DATA. IN 2022 WE PERCRECEIVED 22%.
ARTICLE. 71% AND WE HAVE EXCEEDED THAT GOAL BY SEVERAL POINTS.
AS WE RECEIVE OUR FINALIZE DATA FROM THE STATE WE ARE GOING TO GO BACK AND LOOK AT OUR GOALS AND SEE IF WE NEED TO TWEAK OR ALTER TO ADJUST SOME OF THOSE GOALS.
THAT IS WHAT I WOULD LIKE TO PRESENT TO YOU TONIGHT. AT THIS TIME I WOULD LIKE YOU TO PROVE OUR 2020 MARCH 20, 2020 OR EARLY CHILDHOOD GOALS AND CC MR GOALS.
WHETHER ANY QUESTIONS? >> FOR 2023 BOTH MATH AND READING WHAT TO ATTRIBUTE THE
DECLINE TO? >> I WILL SPEAK A LITTLE BIT AND THEN A PIVOT TO DOCTOR BARKER. WE SAW HUGE DECLINE WE WENT OUT FOR COVID.
AS OUR KIDS WERE HOME WITH COVID MATH YOU KNOW IS A HANDS-ON TYPE OF SKILL THAT STUDENTS NEED LIKE REPETITION AND EVERY DAY. WE KNOW THAT OUR KIDS TICKET DECLINE THERE AND AS THEY CAME BACK IN THE BUILDING WE STILL SAW THAT HUGE DECLINE.
SINCE THAT TIME WE'VE ADOPTED A NEW CURRICULUM. AT THIS TIME TEACHERS ARE LEARNING THAT PARTICULAR PROGRAM.THEY CAN INTERNALIZE HOW TO USE IT INVEST DELIVER TO OUR STUDENTS IN THE CLASSROOM. WE DO HAVE 4040 AND 5050 TEACHERS THAT ARE NEW.
WE CAN WORK WITH THEM SO THAT THEY HAVE A PLAY-BY-PLAYON HOW TO ASSIST OUR STUDENTS IN THE
CLASSROOM . >> I THINK THE CHANGES HAVE TO DO WITH THE CHANGE IN ASSESSMENT. WITH HAVING THE BREAK FROM COVID AND OUR STUDENTS HAVING TO LEARN REMOTELY. SOME OF THE CHANGES IN STAR 2.0 THAT HAVE TO DO WITH WRITING, THOSE THINGS WERE NOT DONE AS INTENTIONAL WHETHER IT WAS BY THE TEACHER OR BY THE STUDENT.
[00:25:03]
ESSENTIALLY WE WERE CHARGING OUR PARENTS TO TEACH WRITING. REMEMBER THESE THIRD-GRADERS ARE THIRD GRADE SCORES IF YOU COUNT BACK WHERE WERE THEY WHEN THE BREAK HAPPENED? THEY WERE IN KINDERGARTEN. WHAT HAPPENS IN KINDERGARTEN? TEACHING READING, COMPRECOMPREH AND THE -3RD GRADE AND YOU HAVE OPEN-ENDED RESPONSES ARE NOT THREADED THROUGHOUT THE ASSESSMENTS, I THINK THAT AFFECTED THE SLIGHT DIP THAT WE SAW.>> WE SEE OUTCOMES THAT ARE MORE INDICATIVE OF WHAT I'M USED TO.
>> WE ALREADY HAVE SOME EARLY INDICATION AND INFORMATION THAT DOCTOR GREER SHARED WITH YOU EARLIER THIS WEEK WE PUT THAT IN THE EVALUATION SLIDE DECK. IT'S HOW IT COMPARES EVERYONE AROUND US. WE RECEIVE ANY INDICATION FROM OUR PARTNERS THAT THE DEBT THAT YOU SEE IS NOT ONLY THE DEFECT IN LANCASTER IT'SACROSS . UNTIL OUR MAP SCORES WILL SHOW AN INITIATIVE THAT THE SPELL DID NOT GET A CHANCE TO MENTION.
>> ONE IS BUILDING A FRAMEWORK FOR THE CLASSROOM. IT IS SOMETHING THAT WHEN WE PEEL BACK LANCASTER HAD A FRAMEWORK AND THIS IS WHAT YOU DO.
THIS TIME MANY YEARS AGO. BEING INNOVATIVE AROUND IT AND UPDATING IT IT'S THE SECOND SO THAT WE HAVE A TRUE WRITING PLAN AND A TRUE INITIATIVE THAT IS HAPPENING ACROSS DISCIPLINES AND ACROSS THIS AREA. THAT IS INTERTWINED WITH GOMEZ AND GOMEZ.
WE ARE SUPPORTING OUR TEACHERS ON THE BACK WITH SYSTEMIC WAYS TO GROW OUR STUDENTS.
>> I'M GLAD YOU MENTIONED THAT GOMEZ IS A BILINGUAL STRATEGY. >> IT'S INTERESTING THAT YOU ASK THAT. OUR COORDINATORS AND INSTRUCTORS EXTENDED THE TRAINING TO GOOD INSTRUCTION WHICH IS GOOD INSTRUCTION. SPECIAL INSTRUCTIONS BEEN PROVEN. WHEN GOING THROUGH THE TRAINING WE HAVE TRAINED EVERYONE SO WE ARE TRYING TO INTERWOVEN THE INTO WHAT WE ARE DOING THROUGHOUT THE DISTRICT.
THERE'S A LOT AND GOMEZ AND GOMEZ THAT HE USES FOREVER. >> I'M GONNA TAKE IT THAT WE
WILL SEE THAT IN THE FRAMEWORK OF DEVELOPING THOSE STRATEGIES. >> THE FRAMEWORK FOR THE CLASSROOM FOR RIGHT NOW IS FOCUSING ON READING AND MATH. I THINK WHEN THE DISTRICT HAD IT BEFORE IT WAS NOT FOR EVERY SUBJECT. DESIGN TEAM FIVE IS HAVING THEIR FIFTH MEETING NEXT WEEK. THANK YOU FOR THE QUESTIONS TRUSTEE JONES.
THERE'S A LOT OF GREAT WORK GOING ON AND WE ARE PULLING FROM A LOT OF BEST PRACTICES.
NOT JUST GOMEZ AND GOMEZ. >> IS ACTUALLY BEEN GOING ON SINCE LAST YEAR AND I THINK HE
[00:30:11]
SAW SOME OF THE RESULTS OF THE INCREASE IMPROVEMENTS. >> ARE THERE ANY OTHER
QUESTIONS QU QUESTIONS QUESTION ARE. >> WHAT HAS BEEN ADVISED ON ONE FOURTH GRADE LEVEL FOR THE STUDENTS TO SEE WHERE THEIR NEEDS ARE AND WHAT IS PUT IN PLACE TO IDENTIFY AND BE ABLE TO HELP THEM TO SUCCEED? HAS THAT BEEN COMMUNICATED TO
THE PARENTS? >> MANY OF OUR STUDENTS WHO MAY NOT BE THIS IS EACH LEVEL DATA. OUR STUDENTS WHO ARE BELOW THE APPROACH TO THE LEVEL DATA WHERE BY 21 AND 24. IT IS INDIVIDUALIZED AND CUSTOMIZE FOR STUDENTS.
IF FOR SOME REASON MY CHILD IF THEY WERE IN THIRD GRADE THEY WERE LACKING ON TEAC 3.21 THEN OUR GOAL WHEN THEY WERE IN FOURTH GRADE IS TO TRY TO MEDIATE THEM.
WE ACTUALLY START THEM EARLY AND I PROGRAM AND WORK ON THOSE TWO WEEKS BEFORE SCHOOL STARTS BECAUSE REALLY THE BELIEF IS WE WANT THEM TO HAVE WHAT THEY NEED SO THAT WHEN THEY START FOURTH GRADE THEY HAVE SKILLS THAT THEY NEED TO THAT THEY CAN BE SUCCESSFUL.
GOAL IS TO HAVE THAT DONE BY NOW AND THE END OF THE SECOND SEASON.
>> DO WE HAVE ANY OTHER QUESTIONS? >> THANK YOU.
>> THIS IS AN ACTION ITEM. >> I DON'T WANT TO TURN IT INTO THIS AREA.
>> MAY SHARE SOME INFORMATION? >> I THINK IT IS NEEDED AND NECESSARY ESPECIALLY CONSIDERING WHO IS IN OUR AUDIENCE TODAY. YESTERDAY WE DID RECEIVE SOME PRELIMINARY INFORMATION FROM TE A AND ONE OF THE REASONS WHY DOCTOR PARKER IS HERE IS BECAUSE IT'S JUST ONE MORE COMPONENT THAT WE ARE WAITING TO REALLY DEFINE.
I CAN'T HOLD THIS INFORMATION BACK ANYMORE. I WANT TO SAY THAT IN THE LAST YEAR WE'VE HAD 18 ELEMENTARY SCHOOLS AND AM HAPPY TO ANNOUNCE AS OF YESTERDAY WE
HAVE FOR IDENTIFYING ELEMENTARY SCHOOLS AS A CAMPUSES. >> PROJECREJECTED.
>> I'M GOING TO CLAIMANT. ONE OF OUR PRINCIPLES LAST YEAR IS ROSA PARKS WHICH IS A
CAMPUS. >> PROJECTED. >> HOUSTON ELEMENTARY.
>> I'M GONNA SPEAK INTO EXISTENCE. >> HOUSTON ELEMENTARY AS WELL AS PRESENTED IS IN A CAMPUS. AND THEN THERE'S ONE MORE THAT IS OUTLINE ELEMENTARY.THAT IS NOT TO IGNORE ANY OF THE OTHERS. ROLLING HILLS IS MISSING BY ONE POINT. WE HAVE THE REST OF OUR ELEMENTARY SCHOOLS WHICH ARE BEES WITH THE EXCEPTION OF PRE AND THEY MAINTAIN THEY DID NOT DROP.
THEY STILL HAVE THEIR C RATING FOR THIS COMING YEAR. IT'S CLOSE TO 60 LAST YEAR SO
[00:35:09]
THEY JUST MISSED GETTING OVER THE HUMP OF THE IR STATUS. THE WEIGHT IS DIFFERENT THIS YEAR. IN THE PAST SCHOOLS HAVE BEEN SOMEWHAT WAITED ALMOST THE SAM . IT IS A BELIEF THAT ELEMENTARY CARRIES THE DISTRICT WHICH IS NOT TRUE. ALTHOUGH WE HAD GREAT GAINS OVERALL OUR OVERALL BECAUSE OF THE NEW WEIGHT OF THE SECONDARY SCHOOLS MAKING 40% OF THE WEIGHT WOULD BE DROPPED TO 82.I WILL TAKE THAT EVERY SINGLE DAY AND ALLOWS OUR SCHOOLS AND CAMPUSES TO CONTINUE TO GROW AND IMPROVE. WE ARGUE ABOUT IT BEYOND HERE BUT I CAN'T HOLD THAT INFORMATION BACK ANYMORE. THANK YOU PRESIDENT HAMILTON FOR THAT SUPERINTENDENT
PRIVILEGE AND WE CAN TALK ABOUT THAT LATER. >> THANK YOU SO MUCH.
THIS IS A PUBLIC HEARING. ARE THERE ANY COMMENTS FROM THE AUDIENCE? HEARING ON WE WILL CLOSE THE PUBLIC HEARING AT 5:43 PM.
