THIS IS AN ITEM THAT REQUIRES ACTION. AND A MOTION.
DO I HAVE A MOTION TO ACCEPT THE RECOMMENDATION PRESENTED BY DR. GRAY?
>> I MAKE THE MOTION TO ACCEPT THE ATHLETIC DIRECTOR OF KENDRICK BROWN.
>> SECOND. >> A MOTION AND SECOND. NOW TAKE A VOTE.
. >> HE DID HAVE OBLIGATIONS THIS EVENING BUT WILL BE IN THE FLESH
HERE ON THE 24TH FOR THE REGULAR BUSINESS MEETING. >> FANTASTIC I LOOK FORWARD TO MEETING HIM AND GETTING ACCLIMATED TO WHAT HE'S DONE AND WHAT HE'LL DO FOR US.
[8.Policy Work session]
[00:05:02]
NEXT ITEM ON THE AGENDA, POLICY WORK SESSION. EXCITING.EVERYONE IS JUMPING UP. FOR THOSE WHO CAN'T SEE. THIS IS A WORK OF THE BOARD, AND WE'RE EXCITED ABOUT GOING THROUGH THE INFORMATION TONIGHT. WE HAVE A COUPLE OF UPDATES THAT'LL BE ADDRESSED. AND WE'LL DO THIS SLIGHTLY DIFFERENT SHOW OF HANDS.
HAVE YOU HAD A CHANCE TO REVIEW THE POLICY UPDATE 120 AND 121. GIVE ME A SHOW OF HANDS REAL QUICK. OKAY. SHARESA ALEXANDER WE'LL START WITH POLICY UPDATE 120. IF YOU NOTICE IN THE PACKET, TWO COURT DOCUMENTS, ONE IS A NOTE THAT COVERS LEGAL AND LOCAL POLICY. AND THE THICKER PACKAGE COVERS THE LOCAL POLICY AS IT RELATES TO WHAT WE CURRENTLY HAVE. WE'LL GO PRIMARILY IF YOU WILL, GO THROUGH THE LOCAL POLICY. IF ANYONE HAS QUESTIONS, WE NEED TO ADDRESS IN THAT CONCERN.
BUT WE'LL START WITH POLICY UPDATE 120. AND THEN GO TO POLICY UPDATE 121. THERE'S ONE THING I WANT YOU TO BE AWARE OF.
SOME OF THE RECOMMENDATIONS IN 120, IF WE CHOOSE NOT TO DO THAT.
THOSE BECOME -- >> THEY BECOME UNIQUE POLICIES. >> UNIQUE POLICIES.
IN WHICH WE'RE THEN ASSESSED AN ADDITIONAL FEE AS THEY ARE. IF WE CHOOSE NOT TO UTILIZE THE LANGUAGE THEY HAVE, AND MAKE IT A UNIQUE POLICY WE'LL BE ASSESSED A FEE FOR EACH POLICY WE CHOOSE ON THAT MATTER. THAT'S SOMETHING TO BE AWARE OF. AND SOME CHANGES IN HERE, SHE'LL DISCUSS IT MORE. NOW I TURN IT OVER TO MS. ALEXANDER.
>> EXCUSE ME, I HAVE A QUESTION. I DON'T SEE IT ATTACHED, AS FAR AS THE CHANGE.
I WASN'T SURE EXACTLY WHAT WAS COMMITTED, AND WHAT WAS IN FACT, THE EXACT CHANGES.
WAS THIS THE LOCAL, SOMETHING COMMITMENTED OVER, OR TO THE UPDATED FOR US? BY THE DISTRICT? OR WAS THIS SOMETHING THAT'S HANDED DOWN?
I'M ASKING TRANSPARENCY. WAS IT HANDED DOWN BY LEGAL? >> DEFINITIVELY.
THE LEGAL POLICY WAS CHANGED AT SOME POINT, THE STATUTE FOR SOMETHING AND IN TURN, REVIEWED THAT AND MADE RECOMMENDATIONS TO ADOPT LOCAL CHANGES TO ALIGN WITH WHAT'S NOW WITH LEGAL.
IT'S NOTHING THAT THE DISTRICT IS DONE. IT'S BASED OFF OF THE REVIEW OF LEGAL POLICY THAT'S CHANGED EVEN THROUGH THE STATUTE AND MOST RECENT OF LEGISLATION.
WE CAN ADOPT OR MODIFY THE LEGAL, OR ADOPT IT AS IT IS PRESENTED.
>> JUST FOR CLARIFICATION, IT'S SUBMITTED BY THE STATE. OR LEGAL?
THAT'S LAW. >> THIS IS COMING THROUGH TAZ. THE LEGAL POLICY AND LOCAL POLICY. AS THE LEGAL POLICY CHANGES WE HAVE TO MAKE SOME ADJUSTMENTS TO THE LOCAL POLICY TO ALIGN. THESE RECOMMENDATIONS IN THE NOTES DOCUMENT THAT YOU HAVE BEFORE YOU, WILL SHARE WITH US, THE RATIONAL FOR UPDATING THE LOCAL.
WE HAVE THE ABILITY TONIGHT, AND NOT TONIGHT, IT'LL COME TO US IN THE NEXT REGULAR BOARD MEETING.
RIGHT NOW WE HAVE TIME TO DISCUSS AND IDENTIFY WHICH DIRECTION WE'D LIKE TO MOVE.
>> I'M A BIT CONFUSED. DIDN'T WE DO UPDATE 120? >> IT WAS BROUGHT BEFORE US, BUT
WE CHOOSE NOT TO TAKE ACTION. >> REALLY? >> THE REASON WE DIDN'T, WE DIDN'T HAVE A POLICY COMMITTEE MEETING, RECOMMEND A POLICY COMMITTEE MEETING TO DISCUSS
TAKING ACTION. >> I WANTED TO REITERATE FOR CLARITY, IF THIS BOARD CHOOSES
[00:10:06]
TO GO A DIFFERENT WAY, IT'LL BE AT THE COST OF THE DISTRICT. IS THAT CORRECT?>> POTENTIALLY. EVEN IF WE ACCEPT WHAT THEY HAVE IN THE LETTER OF THE POLICY, AND MAYBE CHANGED THERE'S A COST ASSESSED TO US THERE. BUT THAT'S JUST THE COST OF DOING BUSINESS IN SOME SENSE. IF WE ACCEPT WHAT THEY HAVE, THERE'LL BE NO COST ASSOCIATED
WITH IT. >> I DON'T WANT TO TAKE UP A LOT OF TIME.
WE HAVE HE TO PAY FOR CHANGING OUR POLICY? >> THAT'S CORRECT.
>> WHY IS THAT? >> I CAN'T ANSWER THAT QUESTION. BUT NEXT TIME.
BUT THE SITUATION RIGHT NOW, US GOING THROUGH THESE BETWEEN NOW AND THE BOARD MEETING, WE'LL IDENTIFY IF THERE'S ANY CHANGE WE WISH TO MAKE OR THE UNIQUE POLICY, IF WE WERE TO COME UP WITH A POLICY NOT WITHIN -- THEY WOULD CHARGE US WHATEVER THE FEE IS FOR THEM TO KEEP THAT IN
THEIR SYSTEM. AND FOR THEM TO HOUSE IT FOR US. >> HOW LONG HAS IT BEEN THIS
WAY. >> I CAN'T ANSWER THAT. I CAN GET A RESPONSE.
>> FOR TONIGHT, LET'S GO THROUGH THE POLICIES, AND WE NEED TO MAKE ADJUSTMENTS, WE CAN MAKE
THEM AND I CAN FIND OUT WHEN THIS STARTED. >> THIS IS A CONVERSATION WE CAN
HAVE -- >> CORRECT. THANK YOU.
>> BEFORE WE CONTINUE, AS FAR AS THE CHANGES THAT IS MADE, IS THIS ACROSS THE BOARD?
>> STATE CHANGES THAT EVERY DISTRICT HAS THE POTENTIAL TO ADOPT.
>> I UNDERSTAND, BUT WHAT WE'RE ABOUT TO REVIEW, YOU'RE STATING THIS IS ACROSS THE STATE AND IF WE INDIVIDUALLY WANT TO MAKE CHANGES TO SPECIFICALLY FOR LISD IT'LL COST US.
>> THAT IS CORRECT. TAKE A LOOK AT POLICY UPDATE 120 IF YOU WOULD.
AND LOOK AT THE FIRST POLICY, CB LOCAL. THIS PACKET, IT'S NOT LABELED 120, THAT PARTICULAR POLICY. THEY HAVE FEDERAL AWARDS. PUBLIC NOTICE AND INPUT.
AND LANGUAGE AREA IN BLUE. IF WE CHOOSE TO MODIFY THE LANGUAGE IN BLUE JUST FOR OUR PURPOSE BUT NOT CHANGING THE CONTENT OF THE LANGUAGE, WE'LL BE ASSESSED A FEE.
FEDERAL AWARDS, PUBLIC NOTICE AND INPUT, THE PLAN APPROVAL. THE APPROVAL OF GRANT IS BY THE SUPERINTENDENT. IF WE WERE TO ADD ANY WORDS IN THERE, THERE'LL BE SOMETHING ASSOCIATED FOR US TO PAY AS A DISTRICT. IF WE LEAVE THIS AS IS, THERE'S NO FEE ASSOCIATED WITH IT. OKAY? AGAIN, I'LL FIND OUT MORE INFORMATION AND GET IT PUSHED OUT TO EVERYONE, SO WE CAN MAKE MORE INFORMED DECISION.
BUT FOR TONIGHT, LET'S LOOK AT EACH RESPECTIVE POLICY FOR LEGAL AND LOCAL AND SEE WHAT CHANGES
WE DEEM NECESSARY. >> IT SEEMS LIKE WHAT YOU'RE TELLING ME, WE HAVE OUT SOURCED THE POLICY TO OUTSIDE ENTITY, AND WE CAN'T CHANGE WITHOUT PAYING THAT.
WE AGREE TO A CONTRACT OR AGREEMENT? >> WE HAVEN'T --
>> WE DID? >> WHAT THEY'RE DOING IS HOUSING THE POLICY FOR US.
THEY'RE HOUSING THE POLICY. WE CREATE THE POLICY, AND WE ADOPT.
THEY'RE HOUSING. >> THAT MAKES NO SENSE. >> IF WE WERE TO CHANGE THE INFORMATION, IN POLICY CB LOCAL, TONIGHT, THAT'S OUR POLICY. THEY'LL PLACE IT ONLINE, SO WE HAVE ACCESS TO IT. ANYONE IN THE WORLD HAS ACCESS TO OUR RESPECTIVE POLICY.
IF THEY WANT TO QUESTION IT OR A PARENT NEED ANYTHING PERTAINING TO THIS POLICY, THEY CAN PULL IT UP AND ACCESS IF READY. THAT'S THE JOB OF -- AS IT RELATES TO THE POLICY.
WE CREATE IT, THEY PUBLISH THE POLICY FOR EVERYONE TO HAVE ACCESS TO US.
AS FOR US CHANGING THE LANGUAGE, WE CHANGE THE LANGUAGE. THAT'S NOT A PROBLEM.
WE PAY THEM AN ANNUAL FEE TO UTILIZE THE POLICY SERVICES AND OTHER SERVICES THEY HAVE, THAT'S STILL INTACT. BUT WE HAVE THE ABILITY TO MAKE THE ADJUSTMENTS TO THE POLICY
[00:15:05]
LOCAL THAT WE DESIRE. LEGAL, WE CAN'T MAKE CHANGES TO THE LEGAL POLICY.BUT THE LOCAL, WE CAN GET A STRATEGIC AND SPECIFIC AS IT RELATES TO OUR DISTRICT AND CONSTITUENTS AS WE NEED TO. IN DOING THAT, THERE MIGHT BE A SLIGHT FEE ASSESSED IF WE DEVIATE FROM THE LANGUAGE THEY GENERATED. THAT'S WHERE WE ARE AS IT RELATES TO THIS. YOU DON'T WANT GET HUNG UP ON THE COST, LET'S LOOK AT THE CONTENT. IF THERE'S CHANGES NEEDED -- WE CAN -- EVERYONE GOOD?
>> EVERYONE IS NOT GOOD. I'M NOT GOING TO HOLD YOU UP. THIS IS A SERIOUS ISSUE.
APPARENT YOU'RE TELLING ME WE HAVE OUT SOURCED THE POLICY AND NOW WE HAVE TO PAY SOMEONE TO
CONTROL OUR OWN POLICY. >> AGAIN WE HAVE NOT OUT SOURCED.
>> IT SAYS WE'RE SUPPOSED TO MAINTAIN A POLICY MANUAL THAT'S UPDATED.
NOT OUT SOURCE IT TO SOMEONE ELSE. AND GIVE THEM CONTROL OVER IT.
I DON'T WANT TO BE ARGUMENTATIVE AND CONTENTIOUS, BUT THESE ARE REAL ISSUES.
I'M DONE. >> THANK YOU FOR THE COMMENTS. WE'LL LOOK AT THE TERM OF OUT SOURCED AND HOW THAT ALIGNS WITH WHAT THEY'RE DOING FOR US. MS. ALEXANDER.
>> GOOD EVENING BOARD MEMBERS. PRESIDENT HAMILTON. TRUSTEE JONES AND FELLOW BOARD MEMBERS. WE'RE HERE TO LOOK AT THE UPDATES FOR POLICY UPDATES FOR RECOMMENDATIONS, AND WE'LL LOOK AT 120, AND ONLY FOCUSING ON THE LOCAL POLICIES.
AND WE'LL START WITH CE LOCAL, STATE AND REVENUE SOURCES. AS RECOMMENDED, NEWLY RECOMMENDED TEXT REQUIRES THE DISTRICT TO GIVE PUBLIC NOTICE TO FEDERAL GRANT BY PROVIDING INFORMATION AT BOARD MEETINGS AND PUBLISHING THE INFORMATION ON THE WEBSITE.
AND THE NEW TEXT CONFIRMS THAT THEY'LL COME PLY. WITH THE POLICY, AUTHORIZES THE SUPERINTENDENT'S APPROVED PLANS FOR THE USE OF GRANT AND AWARDS. IF THE BOARD PERTAINS THE AUTHORITY TO APPROVE ANY PLANS FOR THE USE OF GRANT, FEDERAL GRANTS, PLEASE CONTACT YOUR CONSULTANT FOR THE PROVISIONS. THE LANGUAGE IS INCLUDED IN BLUE TO REFLECT THE CHANGES.
DO WE HAVE QUESTIONS ON THIS POLICY? >> YES, I HAVE A COUPLE.
IS THIS HOUSED ONCE IT'S DONE, HOUSED IN OUR REQUIRED POSTINGS? THE ANSWER WAS YES.
IT'LL BE HOUSED UNDER THE REQUIRED POSTINGS. >> WOULD YOU LIKE TO READ THE CHANGES SPECIFICALLY? YOU WOULD LIKE TO CHANGE THIS OUT LOUD?
>> AS FAR AS THE CHANGES, IT'S GOING FROM WHAT TO -- >> WHATEVER IS IN BLUE IS -- THE BLACK WAS THERE BEFORE. THAT PART THAT SAYS PUBLIC NOTICE AND INPUT, AND PLANNED
APPROVAL THAT'S THE NEW LANGUAGE ADDED TO THE POLICY. >> THE LEGAL CHANGES, IF YOU LOOK AT WHATEVER THE NEW LEGISLATIVE UPDATES WERE, WE MAKE SURE THAT THE POLICIES ARE
INLINE IN COMPLIANCE WITH THE POLICIES. >> RIGHT, DO WE HAVE THE SECTION
FOR THE TWO STATED -- THE CHANGES? >> NOT --
>> THERE'S NOT ANY LEGAL ASSOCIATED WITH CB LOCAL. BUT THIS DOCUMENT HERE, IT GIVES YOU THE EXPLANATION OF WHY THEY'RE MAKING THIS RESPECTIVE CHANGE.
SOME OF THEM WILL HAVE A LEGAL ASSOCIATED WITH IT, AND SOME WILL NOT.
>> IS IT INDICATED IN THE POLICY COMPARISON WHAT IS COMING, WHAT'S ASSOCIATED WITH LEGAL AND
WHAT ISN'T. >> ON THE EXPLANATORY NOTES, THIS DOCUMENT, IF THERE'S A LEGAL ASSOCIATED WITH IT, YOU'LL SEE IT. IF IT ISN'T, YOU WON'T SEE THE
[00:20:04]
LEGAL. >> AND IT MAY BE ASSOCIATED MORE WITH WHAT IS RECOMMENDATIONS.
IF THIS IS TEA RECOMMENDATION OR ACTUAL CHANGE. >> THANK YOU.
>> YOU'RE WELCOME. LET'S MOVE ON TO THE NEXT ONE, CKC LOCAL.
REGARDING THE SAFETY RISK AND SAFETY MANAGEMENT EMERGENCY PLANS.
UNDER THE TEXAS EDUCATION CODE 37.108 D. THE EMERGENCY OPERATION PLAN.
IF THE SCHOOL DISTRICT IS IN 1,000 MILES FROM THE RAILROAD TRACK, RECOMMENDED THE LOCAL POLICY APPROVES THIS REQUIREMENT TO LIST THE PROCEDURES THAT MUST BE ADDRESSED AND BASICALLY WE AD ADDED NO. 3, RESPONSE TO A NEARBY TRAIN DERAILMENT AS APPLICABLE. DO WE HAVE QUESTIONS? I'M GOING TO MOVE ON TO THE NEXT LOCAL. AND THAT'S FFI LOCAL. STUDENT WELFARE AND FREEDOM FROM
BULLYING. >> FFI IS IN 121. >> IT GOT ADDED TO THE 120.
WE'LL SKIP THAT ONE, AND UPDATE IT TO 121. WE'LL MOVE ON TO FMG LOCAL.
STUDENT RIGHTS AND RESPONSIBILITIES. THE STUDENT COMPLAINTS AND GRIEVANCES. IT ENCOMPASSES ALL INSTRUCTIONAL POLICIES, AND THE REQUIRED HEARING PROCEDURES FOR ELIGIBILITY DISPUTES UNDER THE SCHOOL PROGRAM.
IN THIS ONE, AS YOU CAN SEE, THE ONES IS RED IS CROSSED OUT, AND ADDED IS IN BLUE.
WE STRUCK OUT WITH THE SCOPE OF LEVEL 4, THIS IS TO CLARIFY WHAT THE RECOMMENDATION IS.
IF YOU GO TO 9, WE DID THE SAME THING. NEXT IS -- DO WE HAVE QUESTIONS ON THIS ONE? ALL RIGHT, WE'LL GO TO FL LOCAL. STUDENT DISCIPLINE.
>> [INAUDIBLE]. >> WE'RE IN -- >> NO, I THOUGHT I SAW SOMETHING
IN BLUE ON 207. >> MAYBE AT THE VERY BOTTOM. >> FNG PAGE, 207, THE ADDED
BULLET NUMBER 14. >> COMPLAINTS CONCERNING DISPUTES FROM THE MEAL PLAN PROGRAM IS SUBMITTED IN ACCORDANCE TO -- IS THAT WHAT YOU'RE REFERENCING? DO YOU HAVE A QUESTION? YOU WANT ME TO GO THROUGH EACH OF THEM?
>> ACTUALLY, LET'S DO THIS, IF YOU HAVE A QUESTION OF A PARTICULAR LOCAL POLICY GOING THROUGH IT, POSE THE QUESTION, AND THEN WE CAN ADDRESS IT AT THAT POINT.
>> WHEN WAS THIS SENT OUT? SHARED WITH THE BOARD? >> THIS WAS SHARED A MONTH AND A
HALF AGO. >> ALL THE CHANGES? >> UPDATE TO 120, YES.
>> THE ACTUAL CHANGES -- >> YES. >> I'M JUST CLARIFYING.
[00:25:12]
THAT'S THE REASON I'M ASKING, I'M NOT AWARE OF THIS. >> IT WAS ON A REGULAR BOARD MEETING TWO MONTHS AGO, BUT WE CHOSE NOT TO TAKE ACTION THAT NIGHT.
NOW WE'RE BRINGING IT BACK TONIGHT AS A BODY TO GO THROUGH THIS.
IF YOU HAVE QUESTIONS, WE CAN PERTAIN THE QUESTIONS BEFORE IT COMES BACK TO THE BOARD TO ADOPT
THE CHANGES AT THE NEXT MEETING. >> FAIR ENOUGH. >> YOU WANT TO GO THROUGH THIS BEFORE WE MOVE FORWARD. I WANT TO MAKE SURE THAT EVERYONE IS FINE WITH THE CHANGE ON POLICY CHANGE. CAN WE IDENTIFY THOSE AND POSE THE QUESTIONS?
>> I'LL SAY WE IDENTIFY THE PORTIONS, WE'LL BE HERE FOR HOURS IF WE POSSIBLY DO THAT.
>> LET'S STAY ON TOPIC. >> [INAUDIBLE]. WE'VE TALKED ABOUT THIS BEFORE, YOU DROP STUFF ON US. AND WE DON'T HAVE FIVE MINUTES TO LOOK AT IT.
>> CLARIFY. >> SO WHAT I'M ASKING RIGHT NOW, MS. ALEXANDER IS GOING THROUGH THIS, YOU WANT HER TO READ EVERYTHING IN BLUE AND RED THAT'S CHANGED AS WE'RE FINE WITH HER GIVING THE OVERVIEW OF WHAT THE EXPLANATORY NOTES AND THEN POSE QUESTIONS OF WHAT'S
BEEN CHANGED? >> I'M GOOD WITH WHATEVER DIRECTION YOU GO.
>> I WOULD LIKE TO SAY, THIS INFORMATION HERE IS A PART OF THE EDUCATION CODE, CHAPTER 37, AND I THINK EACH ONE OF THE BOARD MEMBERS SHOULD KNOW WHAT 37 IS.
>> SECRETARY MORRIS, DO YOU PREFER FOR US TO READ THE ITEMS IN BLUE AND RED OR GIVE AN
ASSUMPTION AND MOVE FORWARD? >> I WAS ONLY STATING 37, THAT WOULD HELP THE BOARD MEMBERS UNDERSTAND WHY THIS PARTICULAR CHANGE WAS HERE. IT DOESN'T MATTER TO ME.
I UNDERSTAND IT. >> THANK YOU. YOU WOULD LIKE THE BLUE AND RED
READ? >> THE CHANGES SHOULD BE IDENTIFIED.
>> YOUR ANSWER IS -- FOR US TO READ THE BLUE AND RED. ACKNOWLEDGE WHAT THE CHANGES
ARE. >> I THINK JUST FOR THE RECORD, I WOULD PREFER THAT WE GIVE THIS INFORMATION TO THE BOARD AND LET THE BOARD HAVE TIME TO STUDY IT, AND WRITE IN, E-MAIL THE QUESTIONS, GET THAT OUT OF THE WAY, AND THEN HAVE THIS MEETING. YOU CAN'T JUST DROP THIS STUFF
ON US LIKE THIS. >> YOU HAD THE POLICY UPDATE 120 FOR A WHILE.
IF THE CHOICE WAS NOT TO REVIEW PRIOR TO THE EVENING, THAT'S THE CHOICE OF THE INDIVIDUAL.
[00:30:04]
THIS EVENING IS TO TALK THROUGH IT, AND NOT TO APPROVE ANYTHING, OR QUESTIONS IF THEY PRESENT THEMSELVES BETWEEN NOW AND THE REGULAR BOARD MEETING. WE'RE GIVING AN OVERVIEW OF WHAT THE CHANGES ARE. IF YOU HAVE QUESTIONS AFTER TONIGHT, E-MAIL THEM TO ME, AND I'LL POSE THEM TO MS. ALEXANDER, AND WE'LL RESPONSES BACK SO THE BOARD MEETING WE CAN TAKE ACTION ON THE POLICY CHANGES RELATED TO LOCAL. THIS IS NOT A DECISION, BUT TO DIALOGUE WHAT THE POLICIES ARE AND THE IMPACT WILL BE. FROM THE MIDDLE OF THE PARAGRAPH TO THE BEGINNING. IF THERE'S ANYTHING GOING THROUGH YOU NEED MORE INFORMATION AND DIALOGUE, WE CAN DO THAT BETWEEN NOW AND THE REGULAR BOARD MEETING.GIVE YOU THE OPPORTUNITY TO SUBMIT QUESTIONS, YOU STILL HAVE THAT OPPORTUNITY.
MOVING FORWARD. ANY CHANGES REFLECTED, IDENTIFY THE CHANGES BY NUMBER OR PAGE,
AND WE'LL KEEP MOVING. THANK YOU. >> WE'LL MOVE ON TO F -- LOCAL.
AND THIS ONE IS REGARDING STUDENT DISCIPLINE. THIS RECOMMENDED REVISION WAS TO CLARIFY CIRCUMSTANCES WHEN RESTRAINTS ARE USED. WE SPECIFICALLY MADE CHANGES TO -- THE NOTE UNDER THE PHYSICAL RESTRAINTS. THE STUDENTS WHO RECEIVE SPECIAL EDUCATION SERVICES ONLY IN ACCORDANCE WITH LEGAL. AND GO DOWN IN THE SECTION, WE
ADDED TO SECTION THREE. >> PAGE FOUR, THERE'S A COUPLE OF CHANGES THERE.
>> AND WE STRUCK THOSE ITEMS. IN LINE WITH THOSE CHANGES. AND RECOMMENDATIONS.
>> MY ONLY POTENTIAL ADD TO ADD THE RENOVATION PLAN THAT'S REFERENCED ON PAGE ONE.
WITH THIS PARTICULAR POLICY. HYPERLINK, SO WE HAVE THAT INFORMATION THERE.
WHAT THIS INNOVATION PLAN IS. WE'LL HAVE IT REFERENCED. >> THE BEGINNING OF THE NOTE,
THERE'S A HYPERLINK. TO THE DOI. >> THAT'S AN AD, OR A HYPERLINK?
I COULDN'T TELL. >> YOU COULD GO DIRECTLY -- I DON'T KNOW WHAT THE LINK IS
GOING TO. IT MAY GO IN D 8, TO EXPLAIN. >> OUR PLAN.
I'M THINKING THIS LOCAL POLICY WILL SPOKE TO WHAT WE'RE DOING. PAGE FOUR, THERE'S A LINK.
RIGHT THERE. MAKE SURE THAT LINK TAKES US DIRECTLY TO OUR PLAN.
>> SURE. ANY FURTHER QUESTIONS ON FOF LEGAL? THAT COMPLETES THE UPDATE FOR 120. WE CAN MOVE ON TO 121.
THE FIRST WE'RE COVERING IS CFB LOCAL. AND IT'S REGARDING THE COUNTY
[00:35:04]
INVENTORIES. THE REVISIONS, REGARDING THE -- THE IMPLEMENTATION GUIDE.THE AMENDED GUIDELINES REPORTING PERIODS, AND WE ESSENTIALLY ADDED, WE TOOK AWAY AND ADDED THE WORD INDIVIDUAL ASSETS, AND KEPT IT TO 5,000. I DON'T KNOW WHY IT WAS SCRATCHED OUT. THE INDIVIDUAL COST DOESN'T EXCEED THE THRESHOLD BUT WITH THE COST OF -- IS SIGNIFICANT. THAT'S THE COMPLETE POLICY. THE NEXT, ANY QUESTIONS?
>> I HAVE A QUESTION. FOR CLARIFICATION PURPOSES, THIS IS THE RULE OF THUMB.
>> YES. >> OR WE ADOPTING THIS ADMINISTRATION?
>> THIS IS SOMETHING THAT WAS -- IT WAS A THRESHOLD AMENDED ON A -- IT'S BEEN IN PLACE, AND WE
WERE UPDATING THIS LOCAL POLICY. >> THIS IS ALWAYS BEEN IN PLACE OR HAS -- IS THIS SOMETHING WE
BEGAN THIS ADMINISTRATION OR HAS THIS ALWAYS BEEN IN PLACE? >> THE BOTTOM, THIS WAS IN 2001.
THIS HAS ALWAYS BEEN IN PLACE. >> AND THESE ARE RECOMMENDATIONS.
NOT PARTICULARLY FROM OUR SPECIFIC ADMINISTRATION. NEXT IS CKE LOCAL.
AND AS YOU CAN SEE, THERE'S A LOT OF RED HERE. FOR THIS ONE, SAFETY RISK MANAGEMENT, FROM THE SAFETY RISK PROGRAMS/MANAGEMENT SECURITY PERSONNEL.
TO BETTER ALIGN WITH THE DISTRICT'S LOCAL POLICY ADDITIONS.
WE BASICALLY TOOK THIS POLICY AND MOVED IT TO CK LOCAL. SO WE'LL GO OVER TO CKEA LOCAL.
AND SO THE TITLE FOR THIS ONE IS SECURITY PERSONNEL COMMISSIONED PEACE OFFICERS.
IF THE REVISIONS ARE NEEDED, OR THE DISTRICT'S POLICE DEPARTMENT HAVE A -- PLEASE CONTACT THE POLICY CONSULTANTS. AND IN THIS SITUATION, I DON'T BELIEVE WE ADDED ANYTHING TO IT.
THERE HAVE BEEN CHANGES WITH HOUSE BILL 3 THAT'S COMING UP ON THE NEXT BOARD MEETING.
THAT HAS REQUIREMENTS. >> I THINK BASED OFF OF MY REVIEW, ONLY THING TO CHANGE, THE PEACE OFFICER ON THE -- RATHER THAN THE SECURITY PERSONNEL.
>> CAN YOU SCROLL TO SHOW US -- >> BACK UP THE OTHER WAY. YOU'LL SEE AT THE TOP OF THIS PAGE, RIGHT THERE. IN THE HEADER. SAFETY PROGRAM.
CKE. AND CKEA. NEXT IS -- LOCAL.
[00:40:12]
AND THIS IS REGARDING BUILDING GRAUNDZ AND EQUIPMENT MANAGEMENT AND MAINTENANCE.THE CODE RULES REGARDING PEST MANAGEMENT FOR IPM, WHERE AMENDED TO INCLUDE THE DISTRICT'S OWN PROPERTY AMONG THE DISTRICT'S FACILITIES. THE CHANGES TO THE RULES ADD PROPERTY, AND THE REQUIREMENT, IT'S OUR UNDERSTANDING THAT THE TEXAS DEPARTMENT OF AGRICULTURE, THIS INCLUSION IS TENTATIVE APPLY TO ONLY DISTRICT OWNED PROPERTY.
THAT'S THE PRIMARILY USED AS STUDENT HOUSING. THIS REQUEST REVISION INCLUDES THE RESIDENTIAL PROPERTY ON THE FACILITY. WE MADE CHANGES TO REFLECT THIS.
YOU GO TO THE DEFINITION, THEY MADE A SIMPLE, AND ADDED THE WORD BEST AND TAKE OUT THE WORD POSSIBLY, AND STANDARD, USE THE STUDENT HOUSING AND I BELIEVE THERE'S ANOTHER CHANGE IN THE UNAUTHORIZED APPLICATION AND ADDED THE WORD, INCLUDING RESIDENTIAL PROPERTY PRIMARILY
USED AS STUDENT HOUSING. >> I DON'T BELIEVE WE HAVE STOUNT HOUSING.
-- STUDENT HOUSING. THANK YOU. >> OUR NEXT IS CRF HOL.
-- LOCAL. ACTUALLY THE NEXT IS CBA LOCAL. THERE'S A NOTE, NO REVISIONS FOR THAT PARTICULAR TEXT. THERE ARE SOME CHANGES LOCAL, REGARDING THE CONSTRUCTION AND COMPETITIVE BIDDING. UNDER THE POLICY JA LOCAL, IT AUTHORIZES THE SUPERINTENDENT TO DELEGATE OTHER RESPONSIBILITIES. IT'S NOT NECESSARY TO INCLUDE A REFERENCE TO THE SUPERINTENDENT'S SPECIFICATIONS. IN ADDITION, THE POLICY TEMPLATE IS UPDATED, TO ACCOMMODATE THE FUNCTIONS ONLINE, AND THE POLICY IS ISSUED AT NO CHARGE TO THE DISTRICT.
THIS IS ANOTHER ONE OF THOSE THINGS, THEY'RE TRYING TO WHEN THEY CAN TO REMOVE WORDS, IT'S REDUNDANT UNDER BGA LOCAL. INSTEAD OF HAVING THAT THEY'RE REMOVING THAT IN THE POLICY.
WE DO TRY TO DECIDE TO KEEP, IT'S A UNIQUE POLICY AS OPPOSED TO ONE THAT'S RECOMMENDED.
ANY QUESTIONS? CCB LOCAL. AND IT'S SIMILAR CHANGE.
THIS IS ANOTHER ONE THEY REMOVED DESIGNEE. FOR THE SAME REASONS AS I MENTIONED. IT'S ALREADY IMPLIED. AND DEA.
LOCAL. THIS ONE IS REGARDING COMPENSATION AND BENEFITS.
TO ELIMINATE THE CONFUSION, TO REPLACE BIMONTHLY WITH A MORE SPECIFIC AND WIDELY USED SEMIMONTHLY. WE HAVE MADE THE CHANGES THERE, AND CHANGED WORD, WE PUT MID
[00:45:10]
YEAR TOGETHER. THAT'S ALL THE CHANGES I SEE IN THAT PARTICULAR POLICY.THERE'S A BRACKET THAT WAS ADDED IN. IF WE CAN GO ON TO FE LOCAL.
REGARDING EMISSIONS. THE RECOMMENDED REVISIONS OF THIS POLICY, REFLECTS THE REPEAL AND REPLACE, REGARDING AWARDING A STUDENT THAT'S HOMELESS OR IN -- CARE.
WITH REGARD TO REQUIRING PROOF OF RESIDENCY, AND REFERRING THE ADMINISTRATIVE REGULATIONS.
AND WE MADE THOSE CHANGES. ANY QUESTIONS? NEXT ON FFI LOCAL.
I DID MAKE MENTION THERE WAS SOMETHING MENTIONED IN THE UPDATE 120, REGARDING FF LOCAL.
I'LL ADDRESS BOTH OF THEM. FFI LOCAL. WE'RE GOING ON TO FFI LOCAL.
LOOK AT UPDATE 10, THIS IS UNDER STUDENT WELFARE FREEDOM, THE DISTRICT POLICIES MUST ADDRESS PREVENTION AND BULLYING INCIDENTS ADOPTED BY TEA. THEN, IN THIS MOST RECENT UPDATE 121, THE MINIMUM STANDARDS FOR BULLYING AND PREVENTION, ON JANUARY 31, 2023, INCLUDED A REQUIREMENT OF POLICY REVISIONS. THE EXISTING POLICY LANGUAGE ADDRESSES BY STUDENTS AND STAFF, THE ENCLOSED REVISIONS TO ADDRESS THE NEW STANDARDS. WE ADDED THE NEW MINIMUM STANDARDS TO THE POLICY IN BLUE. THEN WE PUT IN PERIODIC MONITORING TO REFLECT THE CHANGES. AND THAT I BELIEVE IS ALL WE HAVE.
UNDER THE UPDATE 121. >> ALL RIGHT, BOARD. THANK YOU VERY MUCH.
MS. ALEXANDER FOR THIS OVERVIEW. TRUSTEES IF YOU HAVE SPECIFIC ITEMS, THE PROPOSED CHANGES AND UPDATES, E-MAIL THOSE TO ME. I'LL GET THOSE TO MS. ALEXANDER AND AS WE NEED TO, RELATES TO THESE ITEMS WHICH WILL BE ON THE AGENDA FOR THE NEXT REGULAR SCHEDULED BOARD MEETING.
IF THERE'S ANY OTHER POLICY ITEMS YOU WOULD LIKE US -- LIKE ME TO ADDRESS, LET ME KNOW THOSE AS WELL. I'LL NOTE SOME OF YOUR ITEMS, AND WE'LL SPEAK ONLINE AND GET MORE SPECIFICS TO ARTICULATE THAT TO ADMINISTRATION TO MAKE SURE THAT EVERYONE IS ON THE SAME PAGE AND HOW TO MOVE FORWARD. AGAIN, ANYONE ELSE WITH ANY LINGERING QUESTIONS RELATED TO UPDATE OF 120 OR 121, E-MAIL ME THAT INFORMATION.
ANY OTHER POLICY CONCERNS WE NEED TO ADDRESS? >> THANK YOU.
I DID WANT TO -- AGAIN OF TRANSPARENCY ON OUR PART. THE DISTRICT WAS ISSUED THOSE ITEMS TO THE BOARD ON JANUARY 9, 23, AND APRIL 1. WE'RE ENSURING THAT OUR TEAM IS
[00:50:07]
TAKING CARE OF THE TASK THE BOARD HAS WHAT THEY NEED. I'M NOT SURE WHAT HAPPENED BETWEEN THEN AND NOW, BUT THOSE WERE GIVEN OUT THREE TIMES PRIOR TO THIS MEETING.I WANT TO GET THAT ON RECORD. I THINK MY TEAM GETS IDENTIFIED OF NOT GETTING THE INFORMATION, BECAUSE WE DO. AND IT'S THERE. REMINDERS, I GET THAT.
PLEASE DON'T IDENTIFY THAT WE HAVE NOT GIVEN YOU THE INFORMATION WHEN IT'S RECORDED
AND ATTACHED. >> ALL RIGHT, THERE ARE NO OTHER ITEMS TO DISCUSS, THE NEXT ITEM IS ADJOURNMENT. ALL RIGHT, ALL IN FAVOR? ANY OPPOSED? ALL RIGHT, WE'RE SO ADJOURNED.
