GOOD EVENING TO THE BOARD MEMBERS AND TO DR. PEREIRA.
MY NAME IS CAMERON, THE CHAIRMAN OF THE LANCASTER STUDENT COUNTY WE ARE HERE TO DISCUSS THE ISSUE.
MY ADDRESS IS 700 NORTH J.J.LEMMING ROAD ART 22, 75141.
GOOD EVENING. WE ARE HERE TO DISCUSS THE NO HOODIES RULE. HERE ARE A FEW REASONS THE STUDENTS OF LANCASTER HIGH SCHOOL SHOULD BE ALLOWED TO WEAR THEIR HOODIES. NUMBER 1.
WE DON'T HAVE CLARIFICATION ON HOODIES.
THE DEFINITION OF HOODIE SAYS A HOODED SWEATSHIRT JACKET OR OTHER TOP. OUR PEERS ARE IN NEED OF UNDERSTANDING WHAT IS CONSIDERED A HOODIE.
SECOND, STUDENTS WANT TO BE COMFORTABLE AND I KNOW YOU GUYS WANT ME TO ELABORATE WHAT DO I MEAN.
WELL, SCHOOL IS A PLACE OF LEARNING IS A PLACE OF EDUCATION AND IT IS LIKE A SAFE PLACE TO GET AWAY FROM HOME.
SO THIS IS WHERE STUDENTS LEARN THEIR PLACE IN THE WORLD AND THE CHANGE THAT IS POSSIBLE. IN ORDER TO LEARN AND WORK AT THEIR BEST POTENTIAL, STUDENTS MUST BE IN A POSITIVE ENVIRONMENT. THEY MUST BE COMFORTABLE.
SOME STUDENTS WEAR HOODIES BECAUSE IT HELPS THEM MORE COMFORTABLE IN CLASS. A HOODIE CAN ACT AS A SENSE OF SECURITY AND ALSO GIVES STUDENTS A SAFE PLACE AND WARM HOOD.
ESPECIALLY FOR THOSE STUDENTS WHO ARE DEAL WITH DIFFERENT ISSUES IN THEIR LIVES. WITH THIS BEING ALLOWED TO HOODIES WOULD INCREASE PRODUCTIVITY STUDENT LEARNING EARN GAUGEMENT AND MAKE SURE THESE STUDENTS FEEL SAFE IN THEIR OWN BODIES. THIRD.
HOODIES ARE NOT THE ISSUE. THERE WAS INCIDENTS THAT HAPPENED LAST SCHOOL YEAR WHICH A STUDENT HAD CAME TO SCHOOL WITH A POCKET KNIFE AND IT WAS NOT IN THE HOODIE.
IT WAS IN THEIR BACKPACK BUT WE WERE UNDER THE IMPRESSION THAT WE WERE BEING CHECKED, HALL MINDERS WERE NOT DOING THEIR JOB CERTAIN SECURITIES NOT TAKEN SO WE ARE ASKING FOR UP GRADE OF SECURITY TO INSURE SAFETY ON OUR CAMPUS BECAUSE WHEN OUR PARENTS SEND US HOME WE WANT TO BE SAFE AND SECURE AND THAT IS NOT A HOODIE ISSUE. THAT IS A SECURITY ISSUE.
LANCASTER HIGH SCHOOL STUDENT COUNCIL STARTED A PETITION REGARDING STUDENTS TO WEAR HOODIES.
AS YOU OF JULY 22, 2023, 548 STUDENTS HAVE SIGNED THE PETITION AND AGREED ON THE THE STATEMENTS WE STATED TODAY.
DON'T ELIMINATE HOODIES. IT CAN CAUSE STUDENTS MENTAL HEALTH NOT BE AT THE BEST PLACE. THE PROPOSED SOLUTION IS TO ALLOW US TO WEAR THEM AND ALSO UPGRADING THE SECURITY TEAM AT LANCASTER HIGH SCHOOL. THANK YOU.
>> THANK YOU. >> JANAE CORTEZ.
>> BOARD POLICY SAYS LIMITED TO 3 MINUTES.
PLEASE DIRECT YOUR COMMENTS TO THE BOARD PRESIDENT AND SUPERINTENDENT IF ADDRESSING AGENDA ITEM DRESS THE ITEM YOU'RE COMMENTING ON. SPEAKERS MAY NOT USE INDIVIDUAL NAMES OR IDENTIFIABLE TITLES WHEN DRESSING THE BOARD IF A SPEAKER IS ADDRESSING A COMPLAINT REGARDING THEIR PERSON. THEY WILL HEAR THE TOPIC HAVE THE ITEM PLACED ON FUTURE AGENDA FOR ACTION OR REFER THE ITEMS TO BOARD COMMISSION OR COMMITTEE OR STAFF OR STUDY FOR CONCLUSION AND WE ASK YOU STATE YOUR NAME AND ADDRESS PRIOR TO SPEAKING AND IDENTIFY THE TOPIC YOU'RE SPEAKING ON.
I WILL BEGIN THE TIMER AFTER YOU STATE YOUR ADDRESS AND IDENTIFY
[00:15:04]
MY NAME IS JANAE CORTEZ. I'M OUT OF DISTRICT 3.
MY ADDRESS IS 1517 HONEYBEE LANE, LANCASTER TEXAS, 75134.
I'M SPEAKING TODAY AS A PARENT AS A DAUGHTER AS A CONCERNED PERSON OF THE DISTRICT. I DO HAVE A CONCERN AS IT RELATES TO THE LEVEL OF INTERACTION WITH MY DISTRICT 3 TRUSTEE. AS I STATED, I'M A PARENT, A WIFE, A DAUGHTER, A SISTER AND PROFESSIONAL AND MOST OF ALL, I AM PASSIONATE ABOUT COHESIVE PARTNERSHIPS AND ALLOWING INDIVIDUALS TIME TO RESOLVE AND FIX ISSUES.
I'M ALSO TO SHARE WITH YOU THE IMMEDIATE PAST PRESIDENT OF THE LANCASTER MIDDLE SCHOOL PTA. DURING MY REIGN AS PTA PRESIDENT I WAS MET WITH NOTHING BUT DISTRICT SUPPORT FROM THE SUPERINTENDENT TO DISTRICT TRUSTEES TO THE SCHOOL PRINCIPAL, MS. JETT AND MRS. SAUCA.
THIS PTA WAS ROLLED OUT THE RED CARPET FOR SUPPORT OF PARENTS FEEDBACK FROM PARENTS AND CONSTANT OVERWHELMING SUPPORT.
AS I LEFT MY SEAT AS PRESIDENT, I WANTED TO CONTINUE TO THE SUPPORT FOR MY DISTRICT. I HAVE BEEN IN THIS DISTRICT IN THIS CITY FOR ALMOST 30 YEARS. SO, I DID WANT TO INSURE THAT MY WORK WOULD BE ABLE TO CONTINUE AND MOVE FORWARD.
ON 4/27 I REACHED OUT TO MY DISTRICT TRUSTEE IN RELATION TO BEING APPOINTED TO A POSSIBLE POSITION WITHIN THE DISTRICT FROM OUR AREA. ON 5/5, AS OF 5/5 I HAD NOT HEARD FROM THE TRUSTEE AND SENT A SECOND EMAIL MAIL AS IT RELATES TO BEING APPOINTED OR JUST BEING A SUPPORT WITHIN THE DISTRICT. TO MY COMPLETE SURPRISE, I WAS MET WITH PERSONAL ATTACKS ABOUT NOT SPEAKING UP AS THE PTA PRESIDENT AND ACCUSED OF BEING TALKED OUT OF SAYING THINGS ABOUT DISTRICT CONCERNS. THIS TRUSTEE SPOKE NEGATIVELY REGARDING THE SUPERINTENDENT A APPEARED TO BE ANGRY AND WANTED SOMEONE TO BE ANGRY WITH HER. I WAS TOLD THAT I WOULD RECEIVE AN EMAIL OR SOME TYPE OF FOLLOWUP ABOUT THE COMMITTEE APPOINTMENT, AND AS OF THAT DAY, TO THIS ONE I HAVE NOTHING.
AGAIN, MY CONCERNS TODAY ARE WITH THE COMPETENCY LEVEL OF MATURITY AND PROFESSIONALISM AND OVERALL TO, THE WORK THE COHESIVE WORK WE ARE TRYING TO DO TO MOVE THIS DISTRICT FORWARD. IT IS IMPERATIVE THAT WE ARE ABLE TO WORK WITH OUR COLLEAGUES, WORK WITH OUR PARENTS, WORK WITH OUR COMMUNITY AND FOR THE MOST PART, WORK FOR OUR STUDENTS, OUR CHILDREN AND OUR MOST VULNERABLE CITIZENS.
DR. PEREIRA, I WANT TO THANK YOU FOR YOUR SUPPORT AND YOUR CONTINUED TENACITY WITH THIS DISTRICT.
THANK YOU. >> WE WILL MOVE ON TO THE
[8.A. End of the Year Highlights – Dr. A. K. Perera]
SUPERINTENDENT'S REPORT. END OF YEAR HIGHLIGHT.DR. PEREIRA. >> THANK YOU MADAM PRESIDENT.
I DO HAVE A LITTLE BIT OF A PRESENTATION AS YOU RECALL LAST YEAR THE END OF THE YEAR TRIED TO GIVE AN UPDATE AS WELL AS THE MIDDLE OF THE YEAR EACH SCHOOL YEAR JUST TO KIND OF GIVE HIGHLIGHTS TO THINGS THAT ARE GOING ON WITHIN THE DISTRICT AND TO SHARE THIS YEAR TRYING TO BREAK IT DOWN BY DEPARTMENT SO I CAN MAKE SURE I HAVE EVERY DEPARTMENT HIGHLIGHTED AND HAVE INFORMATION REGARDING THOSE DEPARTMENTS AND BEFORE I GUINEA WANT TO THANK COMMUNICATIONS FOR HELPING ME PUT THIS TOGETHER AS WELL AS THE CHIEFS OF EACH OF THOSE DEPARTMENTS.
WE WILL START OFF WITH OUR NEWEST ITEM IF YOU WILL THAT'S ADDED TO OUR TEAM, ACRONYM KNOWING THAT WE HAVE ATHLETICS LANCASTER OUTSIDE HERE KNOWN FOR VON ACADEMICS AS WELL AS ATHLETICS AND AS SUPERINTENDENT THAT MAKES ME VERY PROUD AS WELL AND HAVING BEEN A FORMER STUDENT ATHLETE MYSELF I DO EMPHASIZE FORMER. STILL A STUDENT NO LONGER AN ATHLETE. BUT I WANT TO HIGHLIGHT LHS, CLASS OF 2023 STUDENT ATHLETES RECEIVED OVER $4 MILLION IN
[00:20:02]
ATHLETIC SCHOLARSHIPS AND FOR A DISTRICT OUR SIZE I THINK THAT'S AN AMAZING AMOUNT OF MONEY OUR STUDENTS HAVE BEEN OFFERED TO CONTINUE THEIR EDUCATION AND HELPING TO CHANGE SOMEWHAT THE TRAJECTORY OF THEIR LIVELY HOODS.I CAN SAY AS A FORMER STUDENT ATHLETE IT CERTAINLY CHANGED MINE. NEXT THING I WANT TO HIGHLIGHT I WON'T READ ALL THESE TO YOU, I JUST WANT TO MAKE SURE I'M HIGHLIGHTING SOME THAT SHOULD BE READ INTO THE RECORD.
THIS YEAR, FOR THOSE WHO DON'T KNOW WE HAD OUR FIRST STATE CHAMPIONSHIP IN WRESTLING. THAT TO ME IS AN AMAZING FEAT.
THAT DESERVES COMMENDMENTS FROM ME
[APPLAUSE] >> ENHANCEING THE ATHLETIC COURT RESURFACING THANKS TO OUR BOARD FOR VOTING THAT INTO PLACE, AS WELL AS IN GRAPHIC WRAPS WITHIN OUR ATHLETIC FACILITIES.
I CAN'T TELL YOU HOW IMPORTANT THIS IS.
ESPECIALLY WITH THE COURT RESURFACING.
AGAIN I'VE BEEN HERE OUR COURTS HADN'T BEEN RESIR FAST INTERNET EIGHT YEARS SO WE MADE A PRIORITY TO GET THAT DONE.
THANKS TO OPERATIONS AND THE TEAM MAKING THAT HAPPEN.
NEXT DEPARTMENT I WANT TO HIGHLIGHT IS OUR COMMUNICATIONS.
I WANT EVERYONE TO KNOW THAT WE REALLY DO TRY TO KEEP OUR CONNECTIONS WITH OUR FAMILIES AND HAVE OPEN DIALOGUE AND OPPORTUNITIES TO COMMUNICATE. THEY INTRODUCE THE PARENT CONNECTIONS SPEAKER SERIES IN COLLABORATION WITH MANY OF OUR STUDENT SERVICES DEPARTMENT AS WELL AS OUR POLICE AND ADMINISTERS AT THOSE BUILDINGS, INFORMATION ABOUT RESOURCES TO SUPPORT OUR KIDS' EDUCATION AND WELL BEING.
ALSO, IN OUR COMMUNICATION DEPARTMENT I THINK ANOTHER GIANT FEAT IS THEY SIGNIFICANTLY HELPED INCREASE THE REAPERSHIP OF THE NEWS LETTER BY 302 PERCENT.
I'VE NOT BEEN ANYWHERE THAT'S HAPPENED SO I COMMEND OUR COMMUNICATION TEAM FOR PREPARING A DOCUMENT THAT IS TRULY ENGAGING AND ATTRACTIVE TO OUR STAFF THAT THEY ACTUALLY WILL GO THROUGH THAT AND MAKE SURE THEY'RE STAYING INFORMED AND I HAVE A SUSPICION OUR PRINCIPALS HAD SOMETHING TO DO WITH THAT BUT I'LL LEAVE THAT RIGHT THERE. ALSO, I THINK IT'S IMPORTANT THAT OUR FAMILIES KNOW THAT WE IMPLEMENT'S LEX TALK THIS LAST YEAR THAT HELPS DIALOGUE REACH DIRECTLY THE PERSONS THAT YOU'RE NEED TO GO ASK QUESTIONS. IF IT'S AN OPERATIONS QUESTION IT GOES DIRECTLY TO MR. OSTER ON INSTRUCTION TO DR. BARKER.
WE HAD OVER 430 DIFFERENT ITEMS THIS YEAR THAT WERE LAUNCHED AND WE HAD AGAIN, A TURNOVER RATE FOR OUR STAFF LIKE 24-48 HOURS AND I CAN SAY WE MET THAT ALMOST 95 PERCENT OR SO.
WHICH I THINK IS AWESOME FEAT CONSIDERING ALL THE OTHER THINGS GOING ON THROUGHOUT THE DAY, BUT PARENTS FAMILIES COMMUNITY THE FASTEST WAY TO GET A RESPONSE ON SOMETHING IS USUALLY THROUGH OUR FACEBOOK, SORRY NOT FACEBOOK BUT HEALTH TALK.
AS FAR AS FACEBOOK CERTAINLY IS ONE OF OUR BEST MEDIA TO COMMUNICATE INFORMATION. WE REACHED OVER 300,000 THIS PAST YEAR THAT WAS UP FROM ALMOST 40 PERCENT FROM THE PREVIOUS YEAR, INSTAGRAM REACHED OVER 35,000, UP OVER 16 PERCENT SO AGAIN THANK YOU ALL FOR ENGAGING IN THESE MEDIUMS TO FIND OUT MORE INFORMATION ABOUT OUR DISTRICT.
WE ARE HAPPY TO BRING THAT FORWARD TO YOU.
OUR HUMAN RESOURCES DEPARTMENT WHICH CAN BE THE BACKBONE IF YOU WILL OF THE DISTRICT BECAUSE IF THEY'RE NOT OUT RECRUITING AND HIRING WE ARE NOT GETTING CANDIDATES SO I WANT TO HIGHLIGHT THEM THAT THEY ARE EMPOWERED EDUCATORS THROUGH OUR ROAD TO THE CLASSROOM TEACHER PROGRAM WITH OUTSTANDING 94 PERCENT PARTICIPANTS ADVANCING TO THEIR CERTIFICATION PROGRAMS AND FOSTER PROFESSIONAL GROWTH IF YOU'RE A UNAWARE, AND I CAN'T SAY THIS ENOUGH AND THE BOARD MAY BE TIRED OF HEARING ME SAY THAT WE ARE IN A TEACHER SHORTAGE SO WE ARE DOING EVERYTHING WE CAN TO MAKE SURE WE HAVE OUR BEST QUALIFIED CANDIDATES TO HAVE THEIR CERTIFICATION OR WORK WITH THEM ON ACHIEVING THAT AND WE HAVE HAD GREAT PARTNERS LIKE TOYOTA THAT ALSO HELPED US THROUGH THAT.
WE ARE ALSO CELEBRATING IMPRESSIVE MILESTONE OF 2023 LHS GRADUATES WHO RECEIVED LETSERS OF INTENT HIGH SCHOOL STUDENTS WHO INTEND TO BECOME EDUCATORS AND AT THE LAST BOARD MEETING
[00:25:01]
THEY SIGNED A PROMISSORY NOTE IF YOU WILL FROM US TO THEM THAT ONCE THEY'RE DONE WITH THEIR CREDENTIALS THEY HAVE A HOME RIGHT HERE AT LANCASTER. IT'S PART OF OUR GROWING YOUR OWN PROGRAM. THAT'S IMPORTANT TO ALL OF US.ALSO THEY LEVERAGED THE EXPERTISE OF 18 DIFFERENT VETERAN TEACH HORSE ARE RETIRED WHO CAME BACK TO WORK WITH OUR BRAND NEW TEACHERS AND PRINCIPALS.
I KNOW THAT WAS A BIG HELP IN YOUR AREA BECAUSE IT KIND OF RELIEVED PRESSURE WITH SOMEONE BEING THERE WITH A NOVEMBERIES TEACHER ALL THE TIME. WE HAVE ASSIGNED MENTORS TO STAFF BUT THERE'S NOTHING LIKE HAVING SOMEONE COME IN YOUR CLASSROOM A HALF OR FULL DAY THAT'S WORKING DIRECTLY WITH YOU SO I APPRECIATE ALL THE WORK THAT'S BEEN DONE THIS THAT AREA AS WELL. NEVER MIND THAT WE HAD THE JOB FAIRS WE ATTENDED. WE HAD A TOTAL OF OVER 29 PERCENT OF THE INDIVIDUALS WE INTRACT WITH AT JOB FAIRS THAT WE ACTUALLY HIRED SO THAT'S A THIRD OF THE INDIVIDUALS THAT WE ARE INTERACTING WITH. INSTRUCTIONAL SERVICE DEPARTMENT IS THE NEXT DEPARTMENT I WANT TO HIGHLIGHT AND THAT WAS A LONG ONE BECAUSE THIS IS OUR BREAD AND BUTTER.
THIS IS WHAT WE DO. THIS IS WHY WE ARE HERE.
THROUGH PROFESSIONAL LEARNING TEACHER COLLABORATION OPPORTUNITIES THEY WERE ABLE TO RENEW SOME OF OUR PROTOCOLS WITH SAYS. S AND ALSO CREATED A CLIMATE THAT ALIGNS INSTRUCTIONAL PROGRAMS AND PRACTICES TO PROMOTE THE IMPROVEMENT OF ALL OUR STAFF.
THEY HOOK AT AN OPPORTUNITY TO LEAD AND GUIDE AND DIRECT MULTITUDE OF STEAM EVENTS AND IF YOU HAVEN'T ATTENDED ANY OF THOSE WHAT I CAN TELL YOU IS I'M ALWAYS AMAZED AT WHAT OUR KIDS COME UP AND I WONDER AT THEIR AGE WHAT WAS I DOING AND ESPECIALLY OUR YOUNGEST KIDS FIRST GRADERS I WAS PROBABLY LIKE LICKING DIRT SOMEWHERE BUT THESE KIDS ARE CREATING PROGRAMS ROBOTIC ITEMS GAMES, IT'S JUST ALWAYS SO IMPRESSIVE FOR ME TO ACTUALLY RENEW MY SPIRIT EVERY TIME I'M ABLE TO WITNESS ONE OF THOSE. ALSO THROUGH PARTNERSHIP WITH E CURRICULUM WITH PARENTS TO HELP OUR STUDENTS CENTERED AROUND BI-LINGUAL LEARNERS AN OFFICE SUPPORT TO FILL THE GAPS BEYOND A SCHOOL DAY. THAT HAS A VERY SUCCESSFUL AND I HIGHLIGHT MR. [NAME] FOR LEADING THAT UP AT HOUSTON ELEMENTARY. THAT'S A BIG ONE AND VERY IMPORTANT TO OUR COMMUNITY. ALSO, SOME OF THE BRAIN CHILDS, BRAINSTORMING WITH OUR TRUSTEE JONES MYSELF AND SOME OTHER REPRESENTATIVES SOME OTHER SCHOOL DISTRICTS, I CHARGE THE COMMUNICATION INSTRUCTION AND NGSS CREATE WAG WE CALL OUR GENERATION Z SUMMIT THAT HELPED US FURTHER CONNECT WITH OUR STUDENTS AND PROVIDE VALUABLE RESOURCES TO THEM AND TO OUR PARENTS THAT HELP TO STRENGTHEN THE COMMUNICATION AND LAST BUT NOT LEAST THAT I'LL HIGHLIGHT IN INSTRUCTION WAS THE COLLECTIVE ESTABLISHMENT OF NEW FRAMEWORK'S TO SUPPORT OUR DISTRICT AND BOARD GOALS WITH E 2 L AND P 2 C LITERACY EARLY CHILD SKILL COMMITMENTS AND POWER OF ACADEMY.
I KNOW THAT'S BRIEF BECAUSE THERE'S 3-4 PAGES ON INSTRUCTIONAL SERVICES BUT KNOW THE PAGE I READ ARE SUMMARIES OF MOST OF THE THINGS THAT FOLLOW IN THE NEXT FEW SLIDES FOR THE PRESENTATION FOR INSTRUCTIONAL SERVICE.
NEXT I WANT TO GO TO WHERE THE MONEY IS.
THAT IS WITH OUR FINANCE DEPARTMENT.
WE ARE, I CAN PROUDLY SAY THAT THEIR RECEIPT OF FINANCIAL INTEGRITY TEXAS TA RATING OF AN A-GRADE WHICH IS OUTSTANDING WHEN YOU GET IT. THAT DESERVES A ROUNDS OF APPLAUSE FOR SURE. [APPLAUSE]
>> WE ARE CERTAINLY HAVE SOME UNEXPECTED ITEMS THAT HIT OUR BOOKS THIS YEAR, DIFFERENT THINGS REGARDING FACILITY-WISE AND WE ARE ABLE TO MAKE SURE THAT HAPPENED AND MAINTAIN A BALANCED BUDGET NET TEND AND ALSO DURING THEIR AND IT LAST YEAR THERE WERE NO MATERIAL WEAKNESSES IDENTIFIED OR SIGNIFICANT DEFICIENCY REPORTED SO FOR ME THAT'S ALWAYS A BIG RELIEF. I LEARNED TWO THINGS ABOUT THIS JOB DON'T MESS WITH THE KIDS AND DON'T MESS WITH THE MONEY AND I CAN PROUDLY SAY THAT WE ARE DEFINITELY DOING WELL I THINK ON A GOOD TRAJECTORY WITH OUR KIDS AND I DON'T SAY THAT JUST BECAUSE I'M THE SUPERINTENDENT BUT I ALSO SAY THAT AS A RESIDENTS DAYER IN THE DISTRICT AND ALSO WITH THE PIECE REGARDING THE AUDIT TO ME THAT IS ALSO IMPRESSIVE AND AGAIN AS
[00:30:03]
I SHARE WE SUSTAINED A BALANCED BUDGET THROUGH THE PHYSICAL CONSERVATIVENESS OF OUR DISTRICT AND OUR TEAMS ARE ABLE TO PRE-PROPOSE RATE AND ASSIGN DOLLARS THAT WERE NOT LEVERAGING WELL AND ABLE TO PUT IT BACK TO ANOTHER DEPARTMENT.NOW FOR OUR DEPARTMENT OF THE YEAR, WHICH IS OUR MAINTENANCE OPERATION TRANSPORTATION FOOD SERVICES DEPARTMENT THAT'S A MOUTH FULL BUT IT'S A LOT OF STUFF BUT ROGER OSTER AND HIS TEAM HAVE DONE A GREAT JOB THIS YEAR AND I WANT THE COMMUNITY TO KNOW WITH THE GRACIOUSNESS OF OUR BOARD AS WELL WE WERE ABLE TO INVEST MORE THAN $11 MILLION IN CAPITAL OUT LAY UPGRADES IN PROJECTS INCLUDING THE INFRASTRUCTURE OF OUR SCHOOLS BY INSTALLING BRAND NEW ROOFS ON SOME OF OUR SCHOOLS.
YOU MAY SEE ONE GOING ON NOW. SOME OF THE LAST ONES HAPPENING THIS SUMMER. BELL LINE IS PROBABLY THE MOST VISIBLE ONE HANG. WE HAVE BRAND NEW ROOFS AT J.D.
HALL ROSA PARKS, INSURING A SAFE LEARNING ENVIRONMENT FOR OUR STUDENTS. WE CONTINUE TO BE COMMITTED TO ENERGY EFFICIENCY IMPLEMENTING DISTRICT WIDE LED LIGHTING AND I THINK I HEARD MR. OSTTER SAY IT'S 90 PERCENT DONE THE FIELD HOUSE 100 PERCENT DONE AND OTHERS PROGRESS BUT THIS WAS JUST APPROVED MIND YOU BACK IN APRIL, END OF APRIL BUT THEY'RE MAKING GREAT PROGRESS SO THAT'S GOING TO HELP US EVEN MORE SAVE DOLLARS AND BE ABLE TO REAPPROPRIATE THOSE MONEYS IN THINGS THAT ARE MORE STUDENT CENTERED IF YOU WILL.
ALSO REVALID DAIGS OF OUR FOOD SERVICE OFFERINGS.
WE HAVE A NEW FOOD SERVICE PROVIDER THIS YEAR CHART WELLS WHICH HAS MADE A COMMITMENT TO PARTNER WITH OUR CULINARY STUDENTS, THE PROGRAM THERE TO HELP PROVIDE ONE BEING DINNER FOR OUR BOARD MEMBERS ON THE NIGHTS LIKE THIS SO WE HAVE OUR BOARD MEETINGS AND WHAT A GREAT OPPORTUNITY FOR OUR KIDS TO HAVE TO BE ABLE TO WORK WITH PROFESSIONAL CHEFS OTHER THAN JUST THEIR TEACHERS IN THE CLASSROOM THEY'RE ABLE TO SHOWCASE THEIR EXPERTISE AS WELL.
THEN NEXT IS OUR POLICE DEPARTMENT.
AND CHIEF I WANT TO BE COMMEND YOU AND YOUR TEAM.
YOU'RE ABLE TO CELEBRATE THE SUCCESSFUL COMPLETION LEAP PROGRAM OF 177 MOTIVATED FIFTH GRADERS AND RULED I IS AN INCREASE ON THEIR PART. THEY ACHIEVED OUTSTANDING 98 PERCENT RATING OF DISTRICT AUDITS IF YOU'RE NOT AWARE TEA AND GOVERNOR MANDATED RANDOM CHECKS OF EXTERIOR DOORS INSURING SAFETY OF STUDENTS INSIDE AND 98 PERCENT OF THE TIME THOSE WERE IN PLACE LOCKED AND SECURE AND ACTUALLY OUR ADMINISTRATORS AGAIN NOW PLAY A BIG ROLE IN THIS AS WELL SO I DON'T WANT TO LEAVE YOU OUT WHERE I KNOW YOU HAD AN IMPACT.
ALSO WITH OUR POLICE DEPARTMENT, THEY WERE SUCCESSFULLY COMPLETING SURVEILLANCE CAMERAS PROJECT AT THE HIGH SCHOOL, AND UPGRADING SOME OF THOSE ENHANCING SECURITY AS WELL AS LOOKING TO IMPLEMENT A PROGRAM NEXT YEAR THAT WILL ALLOW THEM TO MONITOR CANDLE LAST WITH A.I. TECHNOLOGY AND THE SAFETY COMMITTEE IS REVIEWING THAT RIGHT NOW AND WILL HOPEFULLY MAKE A DECISION TO BRING THAT TO THE BOARD OR DECISION REAL SOON.
LAST BUT NOT LEAST IN POLICE DEPARTMENT I THINK IT'S IMPORTANT FOR US TO ACKNOWLEDGE OUR OFFICERS ALSO CONTINUE TO LEARN. THEY HAVE 5 OFFICERS THIS YEAR SUCCESSFULLY OBTAINED THEIR ADVANCE SCHOOL BASED LAW ENFORCEMENT CERTIFICATION. IT'S A RIGOROUS PROGRAM AND I'M EXCITED TO REPORT WE HAVE FIVE OF OUR OFFICERS COMPLETE THAT THIS YEAR SO CHIEF YOUR TEAM KUDOS TO ALL OF YOU.
LAST BUT NOT LEAST, ONE OF THE DEPARTMENTS I TAKE AND HOLD CLOSE TO MYSELF IS THE SPECIAL EDUCATION DEPARTMENT.
THOSE ARE SOMETIMES SOME OF OUR MOST NEEDY KIDS AND CERTAINLY I WILL SAY I SAVED THE BEST FOR LAST RIGHT NOW.
THEY HOSTED A SUCCESSFUL ANNUAL SPECIAL OLYMPICS AND HAD A WHOPPING NUMBER OF 320 KIDS STUDENT ATHLETES PARTICIPATE NOT JUST FROM LANCASTER BUT OUR SURROUNDING SCHOOL DISTRICTS THAT WE INVITE THEM IN FOR A LITTLE FRIENDLY COMPETITION AND I'M JUST GOING TO GO AHEAD AND SAY, WE FINISHED ON TOP.
[LAUGHTER]. >> IT WASN'T SUPPOSED TO BE COMPETITIVE BUT, YOU GOT A SUPERINTENDENT THAT IS.
WE UNDERTOOK, THEY UNDERTOOK A THOROUGH REVIEW OF DEPARTMENT OPERATING PROCEDURES INITIATED REVISIONS AND CONTINUE TO DO SO AS WELL AS THEY WENT UNDER AN AUDIT BY REGION 10 THAT HAS SHOWN AREAS WHICH WE CAN IMPROVE AND CERTAINLY WILL BE MAKING EFFORTS TO INSURE THOSE THINGS ARE PUT INTO PLACE.
AS WELL. SO WITH THAT MADAM CHAIR I JUST
[00:35:03]
WANTED TO HIGHLIGHT SOME OF THE GREAT THINGS THAT ARE HAPPENING.SO MANY TIMES IN THE NEWS WE HERE WHAT'S NOT HAPPENING OR VERY INDIVIDUALS WHO MAY NOT BE HAPPY ABOUT ONE OR TWO THINGS BUT I'M GOING TO REPEAT SOMETHING ONE OF OUR TRAINERS SAID THIS MORNINGCHY THOUGHT WAS SO APPROPRIATE BECAUSE THINGS ARE MOVING DOESN'T NEED TO HIT WITNESS A BAT BECAUSE SOMETIMES IT'S JUST THE WIND AND SO WITH THAT I CLOSE OUT.
>> THANK YOU DR. PEREIRA. >> MISS MORRIS.
>> IF I MAY SAY SOMETHING, THANK YOU FOR WHAT HAS BROUGHT OUR DISTRICT TO WHERE WE ARE TODAY. I WANT TO SAY TO THE AUDIENCE AND FOR THOSE WHO ARE LISTENING, WE ARE DEFINITELY A WORKING BOARD. BUT I WANT TO ENCOURAGE MY COLLEAGUES TO THE CHALLENGE THIS COMING YEAR THAT WE AS A BOARDS PARTICIPATE WITH YOU AND YOUR CHILDREN.
THAT OLYMPICS FOR THE STUDENTS WITH SPECIAL NEEDS WAS OUTSTANDING. IT WAS BEAUTIFUL.
THINGS THAT YOU DO AND SENDING YOUR CHILDREN TO US, WE SHOULD INTURN GIVE IT BACK TO YOU. AND SO, THANK YOU ALL FOR ALLOWING US TO DO WHAT WE DO FOR OUR COMMUNITY.
>> THANK YOU. ANY OTHER COMMENTS? THANK YOU. I WOULD LIKE TO SAY THANK YOU ALL FOR ALL YOU DO FOR OUR STUDENTS AND EVERYTHING YOU DO
[8.B. Campus Highlights]
WE APPRECIATE AND DOESN'T GO UNNOTICED.CAMPUS HIGHLIGHTS, FIRST ONE IS HOUSTON ELEMENTARY DR. PEREIRA.
>> THANK YOU MADAM PRESIDENT. I'LL CALL FORWARD PRINCIPAL DANIEL HERNÁNDEZ, WHO IS -- I LIKE THE GEAR.
>> THE ORANGE. THANK YOU VERY MUCH.
SUPERINTENDENT PEREIRA, I'M DANIEL HERNÁNDEZ HOUSTON ELEMENTARY. THANK YOU FOR GIVING MONTH THE OPPORTUNITY TO HIGHLIGHT THINGS WE HAVE BEEN DOING HERE AT HOUSTON ELEMENTARY IN LANCASTER. FIRST OF ALL WONDERFUL LEED TEAM. MY DEAN OF STUDENTS IS M MS. BLANCA [NAME] AND CHIQUITA SMITH AND TWO OUTGOING ARE MR. YOU HAD MUND FOR MATH AND MS. FRYE FOR READING THEIR PART OF THE SUCCESS WE WILL THIS SCHOOL YEAR. I WANTED TO HIGHLIGHT THEM AS WELL. SO FOR BOARDS GOAL ONE WE TALK ABOUT ENROLLMENT SO WE SAW A SLIGHT DECREASE BUT WAY HIGHLIGHTED FOR YOU IN YELLOW IS WHERE WE GREW A LITTLE BIT IN GRADE LEVELS AND THAT CAUSED US TO START THINKING ABOUT ADDITIONS FOR THIS YEAR A COUPLE MOVEMENTS THAT WE STAY STRONG THIS IS A COURSE A SNAP SHOT IN OCTOBER SO WE ENDED UP BEING MORE THAN THAT BEFORE THE YEAR WAS OUT SO WE JUST GO BASED ON THOSE NUMBERS AND OUR PLAN BASED ON THOSE AS WELL.
NOW TEACHERS I LOVE TALKING ABOUT MY TEACHERS.
I'M GOING TO TALK ABOUT THE YELLOW FIRST.
MY CAMPUS WAS ABLE TO UTILIZE AND LVRJ WONDERFULLY THE 40 FOR 40 AND 50 FOR 50 PLATFORM AS WAS THE AMBASSADORS.
I HAD 11 TEACHERS SEEKING CERTIFICATION AND MOST OF THOSE TAKING TESTS NOW IN THE PROCESS OF SIGNING UP OR COMPLETING PROGRAMS AS WELL BUT NEVERTHELESS WE MOVED FORWARD WE GOT THE SUPPORT NEEDED FROM DR. PEREIRA DR. BARKER IN THE PROGRAMS I MENTIONED AND MADE SURE THEY WERE SUCCESSFUL IN CLASSROOMS BEST OF THEIR AMOUNTS.
YOU CAN SEE SOME OF THEM HAVING FUN ALL WORK NO PLAY IS MORE DIFFICULT BUT WE MOVE FORWARD AND GOT GREAT TEACHERS IN FRONT OF OUR STUDENTS THIS SCHOOL YEAR.
THIS IS FROM THE TABLE REPORT OVERALL RATING OF B LAST YEAR.
THIS IS LAST YEAR, THIS INFORMATION NOW BUT I DID WANT TO PRESENT IT AS WELL. WEEDS A GROWTH MINDS SET THIS YEAR AND LAST YEAR THE OUTGOING ADMINISTRATION DID A WONDERFUL JOB TO ACHIEVE A RATING IN GROWTH ASPECT SO I AM PROUD AND THANKFUL FOR THAT BECAUSE THAT ALLOWED US TO SPRINGBOARD THIS YEAR AND CONTINUE THAT MINDSET. NOW, WITH MAX TESTING THIS IS SOMETHING YOU MAY HAVE SEEN WITH MY COLLEAGUES AS WELL, WE DID SOME WONDERFUL GROWTH WITH OUR MATH TESTING.
I WANT TO FOCUS ON TWO CONTENTS, SCIENCE I'M A FORMER SCIENCE TEACHER AND YOU CAN SEE WHERE SCIENCE IS AT.
WE MADE A LOT OF THOSE GROWTH BANDS AND I LIKE TO ATTRIBUTE THAT TO THE STEM PROGRAMS WE HAD THIS YEAR.
THOUGH KIDS WERE PHENOMENAL. ALL GRADE LEVELS THE TEACHERS LOVED THEM. MISS METALLICA AND BARKER WERE ABLE TO GET US THE RESOURCES WE NEEDED WITHOUT A HITCH.
AS YOU CAN SEE IN SCIENCE THEY MET THOSE MARKS.
WITH MATH THE ONE AT THE BOTTOM LEFT WE SAW INCREASES.
WE HAVE CHALLENGES. BUT NEVERTHELESS THE STEM SCOPES
[00:40:03]
IN MATH WAS A HUGE SHORT AND WE HAD GOOD P.D. AROUND THAT AND THAT SUPPORTED OUR TEACHERS WHEN SEASONED OR NEW TEACHERS TO OUR CAMPUS. TO THE UPPER LEFT HAND SIDE WE HAVE READING HMH AND PLATFORMS FOR OUR TEACHERS SO WE DID HAVE A LOT OF SUPPORT AND GROWTH AROUND THAT BUT THAT GOES BACK TO THE WONDERFUL MISS SORRY MISS ROBINSON AND HER TEAM MAKING SURE WE GOT THE SUPPORT NEEDED ON CAMPUS BECAUSE IT'S DIFFICULT TO WESTBOUND FAR AND LEARN TRA THAT SO THEY CAME ON HANDS ON AND SUPPORTED OUR TEACHERS AND I APPRECIATE THEM.CULTURE. SO I LOVE THIS PICTURE BECAUSE THERE'S A LOT OF THINGS HAPPENING IN THIS.
WE STOP ABOUT STUDENT ATTENDANCE.
WE MONITOR THAT DAILY. WE HAD SOME THINGS IN OUR CAFETERIA TO MONITOR ATTENDANCE BY GRADE LEVELS.
WE SELECTED STUDENTS GRADE LEVELS AND HOME ROOMS THAT HAD PERFECT ATTENDANCE BUT AT THE SAME TIME IT GOES HAND IN HAND WITH CAMPUS CULTURE. MIDDLE PICTURE KIDS IN ORANGE FIELD DAY CELEBRATING HAVING A GREAT DAY, THE GENTLEMAN BELOW IS ONE OF THE BAND MAJORS AT THE STADIUMS AND HE ALWAYS WANTED PLEA TO TAKE A PICTURE WITH HIM AND HIS FAMILY SO EVERY TIME I WENT I LOVE TO TAKE A PICTURE WITH HIM IN THAT STANCE.
THE CARTS TO THE RIGHT HAND SIDE ARE WHERE TEACHERS IN OUR LOUNGE CAN COME IN AND WRITE NOTES TO ONE ANOTHER ABOUT GREAT THINGS THEY'RE DOING SO WE TRY TO PROMOTE THAT CULTURE BECAUSE IF THEY'RE HAPPY THEY'RE HAPPY TEACHING AND STUDENTS ARE HAPPY IN THE CLASSROOM AND LESS LIKELY TO MISBEHAVE IN THE CLASSROOM.
THE TOP UPPER LEFT HAND SIDE HAS A LITTLE COLLAGE.
WE DID A TEACHER TRANSFER DAY WHERE THE STUDENTS BECAME THE TEACHERS AND OUR MAIN OFFICE STAFFS.
BY MIDDAY MANY WENT BACK TO THE CLASSROOM AND A COUPLE DIDN'T COME BACK. WE DID A LITTLE BIT OF THE THINGS ON A DAILY BASIS BUT AT THE SAME TIME I LOVED THAT INITIATIVE FROM OUR FIFTH TEAM AND SOMETHING THE SCHOOL HAD BEEN DOING QUITE SOME TIME. LEGACY PIECE GOT THE STUDENTS TO KNOW WHAT WE ACTUALLY DO TO SUPPORT THEM IS NOT JUST COME IN AND BE PRESENT BUT WE DO ACTUALLY A LOT FOR THEM SO I HAD A GREAT GROUP AND I WANT TO THANK MY FIFTH GRADE TEAM FOR MAKING SURE THAT WENT OFF WITH WITHOUT WITHOUT A HITCH.
TEACHER RETENTION. I LIKE TO SAY I HAVE LESS THAN A HANDFUL OF TEACHERS I NEED TO HIRE.
COMING IN LAST YEAR THAT GRAPHIC I HAD 11 TEACHERS TO HIRE.
RIGHT NOW I HAVE 2-3 SO I WOULD LIKE TO THANK MY TEAM AND THINK IT'S BECAUSE OF THOSE GREAT EVENTS AND INITIATIVES THAT OUR TEACHER RETENTION IS SO HIGH THIS YEAR SO PEOPLE FROM THE SPECIAL ED DEPARTMENT SUPPORTING OUR TEACHERS MISS SMITH BEING THAT BACKBONE AND REMINDING ME WE NEED TO DO THIS MR. HERNÁNDEZ FOR CAMPUS. OUR TEAM ALWAYS WILL TO JOIN IN THAT, WAS US AT CHRISTMAS AND WONDERFUL PEOPLE MR. LONG IS OUR MUSIC TEACHER AND HE IS PHENOMENAL.
HE ALWAYS MADE SURE EVERYONE FELT WELL ON OUR CAMPUS AT FIT IN IMMEDIATELY SO WE TAUNT TO KEEP THAT CULTURE ALIVE EACH AND EVERY DAY. PARENT COMMUNITY AND BUSINESS PARTNER ENGAUGEMENTS. DR. PEREIRA MENTION TEDZ CONSELIO. THAT WAS A PHENOMENAL EXPERIENCE. WE ARE EXPANDING TO REACH MORE FAMILIES. WE WERE ABLE TO DEBT P.D.
COUPLED WITH TOYOTA MAKING SURE ALL MY EMERGING BI-LINGUAL TEACHERS GOT THE TRAINING THEY NEED TO SUPPORT THE STUDENTS SO I'M EXCITED ABOUT THIS YEAR AND WHAT IT ENTAILS.
I ALSO WANT TO THANK BRUCKNER TRUCKING ONE OF THE TRUCKING INDUSTRIES BY MY SCHOOL. THEY CAME THEM.
BROUGHT THEIR BIG RIGS ALL THE PEOPLE THAT WORK THERE AND THE KIDS GOT IN THEM AND IT WAS FUN TO SEE THEM IN THE BIG LARGE VEHICLES AND THEY GOT TO SEE ANOTHER VENUE.
WE HAD MILITARY PEOPLE COME OVER MIDGE OR ELLINGTON.
THE BACKPACK IS ABOUT 40 PLUS POUNDS BUT YOU DON'T SEE HIM HOLDING THEM UP BECAUSE IF YOU LET HIM GO HE WOULD HAVE FALLEN BACKWARDS BUT THEY GOT TO SEE THAT'S AND OPPORTUNITY THAT COULD BE IN THEIR FUTURE AS WELL.
THE TWO TEACHERS THAT I HAVE POSTED THERE ARE ALWAYS CALLING PARENTS, EVERY TIME I'M WALKING BUILDINGS I'M MAKING SURE THEY'RE ALWAYS COMMUNICATING WITH THEM IN A POSITIVE ASPECT SO I'M EXCITED ABOUT WHAT WE DID LOOKING FORWARDS TO MORE PARENTAL ENGAGEMENT AS WELL. AS A REFLECTIVE EDUCATOR I THINK WHAT CAN I DO MORE. WE HAVE A STRONG MULTI-LINGUAL CAMPUS CULTURE. I WANT TO CONTINUE THAT I WANT
[00:45:02]
TO MAKE SURE WE ARE ALWAYS ADDRESSING CULTURES AS BEST AS POSSIBLE. I WANTED TO BE COMMITTED TO TIER ONE INSTRUCTION AND MAKE SURE WE HAVE TIME I WANT TO KEEP THAT MOVING FORWARD. WE HAVE DATA FROM PRE-K TO FIFTH GRADE ANYTHING FROM MAPS AND OR STAR SO DATA IS EVERYWHERE.WE JUST TO HAVE LEARN HOW TO USE IT IN REALTIME INSTRUCTION.
SOME THINGS I WANT TO GROW ON FULL IMPLEMENTATION OF GOMEZ AND GOMEZ IT BEING A REFRESHER FOR SOME PEOPLE AND NEW TO OTHERS.
I WAS IN TRAINING MAKING SURE WE MADE SURE WE KNEW WHAT WOOSZ GOING TO COME NEXT YEAR. I ALWAYS WANT TO MAKE SURE I ALWAYS PUT FORWARD HIGHLY QUALIFIED TEACHERS IN OUR SCHOOL AS SOON AS POSSIBLE AND LASTLY SUPPORT FAMILIES WITH HOPE LEARNING. FAMILIES COME UP WHAT CAN I DO SO THAT WOULD BE ONE OF THE ASPECT TO MAKE SURE WE ARE SUPPORTING AT HOME AS WELL. I WANT TO SAY SPANISH] HAVE A GREAT EVENING THANK YOU.
[APPLAUSE] >> NEXT CAMPUS HIGHLIGHT IS
ROLLING HILLS ELEMENTARY. >> THANK YOU MADAM PRESIDENT.
CERTAINLY WE BRING UP THE EVERY ENTHUSIASTIC PRINCIPAL DUNCAN.
>> GOOD EVENING, MADAM PRESIDENT, I AM CHERISH PIP CONVINCE, I'M A PROUD LANCASTER GRADUATE AND WE JUST COMPLETED THE SCHOOL YEAR WHERE OUR TEAM WAS RHE CAN, RHE WILL.
I HAD THE PRIVILEGE OF LEADING WITH ASSISTANT PRINCIPAL . . .
HEAD IMMEDIATE ME DO THE HEAVY LIFT FOR CAMPUS.
WE HAD AND INCREASE OF ENROLLMENT THIS YEAR ABOUT 50 NEW STUDENTS THIS YEAR. AND WE MAINTAINED OUR 27 TEACHERS FOR WHICH WE ARE WORKING TO COMPLETE THEIR CERTIFICATION. FOR 2021-2022 WE DID EARN A B RATING OF 86 WHICH WAS FOUR POINTS HIGH FORMER 2019 WHERE WE HAD AN 82. CAN YOU SEE WE HAD AN A IN SCHOOL PROGRESS AND ARE WORKING ON CLOSING THOSE GAPS AND DID EARN TWO DISTINCTIONS. OUR STUDENTS ARE SHOWING STEADY PROGRESS. WE HAVE A MANTRA ON CAMPUS GROWTH IS THE GOAL AND WE COULD SEE GROWTH BEING MADE IN ALL AREAS WAS WE LOOK AT OUR MAP SCORES BEGINNING TO MIDDLE TO END OF YEAR IN ALL CONTENT AREAS.
WHAT WE KNOW AT THE ELEMENTARY LEVEL IS WE ARE PREPARING OUR STUDENTS FOR THEIR FUTURE AND THE OPPORTUNITIES THAT LIE AHEAD OF THEM. OUR STEAM LAB TEACHER IS A FORMER GENERAL EDUCATION TEACHER AND DOES A GREAT JOB OF INSURING ALL ACTIVITIES BRING ALL CONTENTS IN FRONT OF OUR STUDENTS EACH TIME THEY COME TO THE LAB.
OUR FIELD TRIPS ARE STEAM FOCUSED AND WE THANK OUR CURRICULUM DEPARTMENT FOR THAT AND WE ALSO HAVE IN-HOUSE EXPERIENCES FOR OUR STUDENTS. AUSTIN COMMERCIAL SHARED WITH OUR STUDENTS ON OUR CONSTRUCTION SITE YOU HAVE LAWYERS DATA ANALYSTS PEOPLE IN THE MARKETING DEPARTMENT, THERE ARE ALL TYPES OF FIELDS AND OUR STUDENTS ENJOY THE PRESENTATION AND EXPERIENCE.
WE ALSO MAKE SURE WE ARE SATISFYING THE SOCIAL AND EMOTIONAL NEEDS OF OUR STUDENTS. MOVE THIS WORLD AMBASSADOR TO SUPPORT SEL. THANKS TO TOYOTA WE WERE ABLE TO BRING IN THE HOUSE SYSTEM THIS YEAR YEAR.
WE WENT TO THE RON CLARK ACADEMY IN SEPTEMBER AND DID A FULL LAUNCH THIS SCHOOL YEAR TO HELP OUR STUDENTS UNDERSTAND OWNERSHIP OF THE CAMPUS WHAT YOU DO OR DON'T DO IMPACTS NOT ONLY YOURSELF BUT YOUR CLASS AND THE ENTIRE CAMPUS.
WE HAVE SPECIFIC GUIDANCE LESSONS BASED ON OUR STUDENTS AS WELL AS UTILIZING THE LAW ENFORCEMENT DRUGS PROGRAM WITH OUR DISTRICT POLICE. WHEN THE SCHOOL BELL WOULD RING ENGAGEMENT DID NOT ENDS. OUR PEP SQUAD TRIPLED THEIR MEMBER SHICH THIS YEAR. OUR THIRD GRADE BOYS PARTICIPATED IN A MENTORING PROGRAM AND OUR STEAM CLUB ENRICHMENT WAS ALSO AVAILABLE. WHAT WE KNOW IS THAT OUR STUDENTS HAVE TO HAVE BASIC AND COMMON EXPECTATIONS AND WE UTILIZE THE EXCELLENT 8 AT ROLLING HILLS HOW STUDENTS
[00:50:04]
INTERACT WITH EACH OTHER AS WELL AS WITH THE ADULTS ON CAMPUS.WE UTILIZE THE EXCELLENT 8 FOR MONTHLY INCENTIVES.
WE WERE IFGD STUDENTS WHO DEMONSTRATED THE EXCELLENT 8.
THIS WERE A HOST OF PARTIES FOR EXCELLENT 8 STUDENTS.
WE HAVE WORLD CHANGERS YOU CAN SEE WITH THEIR SHIRDZ ALSO KNOWN AS STUDENTS OF THE MONTH. EACH WEEK I LED LIVE STREAM ANNOUNCEMENTS WITH A CREW. MY COHOST IS A RISING SECOND GRADER. DYLAN IS NO MATCH.
SO HE ALWAYS BROUGHT THE ENERGY EACH MORNING.
YOU CAN SEE OUR PEP SQUAD. THEY SERVED AS AMBASSADORS.
ON CAREER DAY THIS WOULD SERVE AS HOSTS FOR THEM.
WE KNOW TENDS ANSWER IS IMPORTANT BECAUSE IF YOU'RE NOT COMING TO SCHOOL CAN YOU NOT LEARN SO WE WOULD HAVE AND TEND DANCE PARTY EVERY WEEK SO WE COULD IDENTIFY STUDENTS WHO CAME TO SCHOOL EVERY DAY BY 8:00 THAT'S THE ONLY WAY AND SPIRIT IS BIG YOU DID SEE IT IN THE PICTURES BUT ROLLING HILLS ELEMENTARY WE BELIEVE IN SUPPORTING EACH OTHER AND SHOWING UP. WE WOULD HAVE LITERACY EVENTS YOU CAN SEE HERE OUR STUDENTS WITH AUTISM, WE HAD A FULL ON DAY JUST TO REPRESENT THEM, WE HAD A BLUE AWARENESS DAY TO LET OUR STUDENTS WITH AUTISM TO KNOW HOW SPECIAL THEY ARE AND WE APPRECIATE THE DIFFERENCES THAT THEY HAVE.
SO OUR CULTURE FOR OUR STUDENTS HINGES UPON THE CULTURE FOR OUR TEACHERS AND OUR STAFF MEMBERS. THIS PAST SCHOOL YEAR WE BROUGHT IN 5 NEW TEACHERS AND THAT INDUCTION STARTS WITH SIGNING DAY. WE BRING IN THOSE NEW TEACHERS.
WE GIVE THEM ALL IT MEANS TO BE A PART OF THE TEAM EXCELLENCE FAMILY. THEY SIGN WITH US GIVE A SPIRIT YEAR AND ARE OFFICIALLY PART OF OUR FAMILY.
WE BELIEVE IN PHYSICALLY FEEDING OUR STAFF.
YOU CAN SEE THEM HAVING TREATS HERE BUT WE ALSO FEED THEM PROFESSIONALLY. IF I HAVE A TEACHER STAFF MEMBER THAT IS HUNGRY TO ELEVATE AND BECOME A LEADER I HELP THEM DO JUST THAT. WE WENT TO REGION 10 IN THE FALL WITH SOME OF MY LEADERSHIP TEAM TO SHOWCASE THE TEACHER ACADEMY PROGRAM THAT WE HAVE ON THE CAMPUS WHICH WAS ALSO HIGHLIGHTED ON WFAA SO WE WERE VERY PROUD OF THAT.
YOU CAN SEE HERE WE HAD CENTRAL OFFICE PERSONNEL AND VOLUNTEERS TO COME TO ROLLING HILLS ON VALENTINE'S DAY.
THEY SERVED IN CLASSROOMS AND TOOK ON MORNING DUET ILGS SO OUR TEACHERS AND STAFF MEMBERS CAN HAVE A SIT DOWN BREAKFAST UNIT ERUPTED. WE HAD CHANNEL 8 K078 BACK AND HIGHLIGHT OUR AMAZING ART TEACHER WITH HER WORK WITH DID
KID FILM FESTIVAL OECHLT. >> AMERICA'S CREDIT UNION IS ONE OF OUR CAMPUS NEIGHBORS AND THE A YEARS THAT I'VE BEEN ON CAMPUS, THEY PROVIDE SO MUCH FOR TEACHERS AND STAFF.
THEY HAVE PROVIDED TEACHER AND STAFF OF THE MONTH INCENTIVES AS WELL AS TEACHER AND STAFF MEMBER OF THE MONTH INCENTIVES, THEY'VE HOSTED GRANT PROGRAMS SO OUR TEACHERS CAN WRITE ESSAYS AND WIN MONEY TO PURCHASE SUPPLIES OR WHATEVER THEY NEED FOR THEIR STUDENTS. THIS YEAR WE TOOK A RISK AND PROVIDED A NEW PROGRAM, PARENT PEP RALLY.
WE PROVIDED A KEYNOTE SPEAKER AND HOST OF WORKSHOPS TO HELP OUR STUDENTS GET MORE INFORMATION AND TO EMPOWER OUR PARENTS HOW TO HELP STUDENTS AFTER THE PANDEMIC.
WE KNOW THE PANDEMIC DID SOMETHING TO OUR HOUSEHOLD SO WE WANTED TO MAKE SURE THEY WERE GIVING THEM INFORMATION.
ANOTHER PARTNER IS GRACE CHURCH IN LANCASTER.
THEY PROVIDE SUPPLIES FOR OUR STUDENTS.
THIS WAS A HOT BEVERAGE AND CHICK-FIL-A BISCUIT BAR SUPER WALMART IN LANCASTER IS KIND TO US AND CHEF POSTEL AN LHS GRAD PROVIDED A HAMBURGER LUNCH FOR OUR STAFF AT THE BEGINNING OF THE SCHOOL YEAR. SO AS I LOOK BACK AND REFLECT ON THIS PAST SCHOOL YEAR WE HAVE SEVERAL ROLES, THE ROLLING HILLS CAMPUS CULTURE IS SOMETHING THAT'S UNDENIABLE.
AS I SAID YOU FEEL IT WHEN YOU WALK INTO THE BUILDING.
IT'S ABOUT FAMILY. WE SAY GROWTH IS THE GOAL AND WE MEAN THAT IN ALL WAYS. SCHOOL SPIRIT IS SECOND TO NONE.
WE HOLD OUR HEADS UP WITH PRIDE. I'M PROUD OF THE EXPOSURE OUR STUDENTS RECEIVED THIS YEAR AS WELL AS OUR FIFTH GRADE
[00:55:03]
SIDELINES TEACHER. SHE HAS A READING BACK AND WAS ABLE TO HELP OUR STUDENTS WITH VOCABULARY ACQUISITION AND EXPLAIN WHAT WAS HAPPENING IN CLASSROOMS. WE TOOK A LOT OF RISKS THIS YEAR.THERE WERE GROWING PAINS WITH THE INCREASETH ENROLLMENT SO WE UTILIZE THE SYSTEM FOR SOCIAL AND EMOTIONAL LEARNING WE HAD OUR APPARENT PEP RALLY NIGHT AT THE MUSEUM WITH OUR NEW ART TEACHER, OUR PARENTS CAME IN AND ALL THE STUDENTS ARTWORK WAS ON DISPLAY. GO TO SOCIAL MEDIA SO CAN YOU SEE THE VIDEO, IT'S BEAUTIFUL AND OUR MUSIC TEACHER TOOK US TO LANCASTER MIDDLE SCHOOL BECAUSE OUR PROGRAMS OUTGREW THE ROLE HILLS CAFETERIA. AGAIN WE HAVE A LEADERSHIP TRACK SEVERAL TEACHERS ON DISTRICT LEVEL COMMITTEES.
WE UTILIZE LEADING EXCELLENCE AMONG STAFF SO IF YOU WANT TO GROW MRS. PICKENS WILL HELP YOU GET WHAT YOU WANT.
THE GROWTH THAT WE HAVE STUDENT ATTENDANCE PRIOR TO THIS YEAR WE WOULD BE AROUND 97 PERCENT. WE HOVERED AROUND 94 PERCENT THIS YEAR SO THAT IS A GROWTH AREA.
THERE WERE GROWING PAINS WITH INCREASED ENROLL MEANT.
WE SAW MORE 5D RISK BEHAVIOR IN SCHOOL, AGGRESSION, CYBER BULLYING AS WELL AS MENTAL HEALTH ISSUES SO I WANT TO THANK DR. JACKSON AND HIS TEAM FOR HELPING TO US MAKE SURE THAT OUR PARENTS AND OUR STUDENTS RECEIVE THE ASSISTANCE THAT THEY NEEDED.
PARENT EMPOWERMENT VS. ENGAGEMENT OUR PARENTS SHOW UP FOR SOME OF OUR EVENT BUT WE WANT TO MAKE SURE THEY'RE EMPOWERED, THAT MEANS CONTINUING THAT SUPPORT THROUGHOUT THE YEAR WHETHER THAT'S READING EVERY NIGHT ASSISTING WITH HOME WORK CHECKING THOSE GRADES AND BEING INFORMED SO THOSE ARE SOME OF THE GROWTH WE HAVE FOR ROLLING HILLS ELEMENTARY.
WE BELIEVE EXCELLENCE IS TO DO A COMMON THEME IN AN UNCOMMON WAY.
THANK YOU. >> THANK YOU SO MUCH.

BETWEEN JUNE 2022 AND MAY 2023, WE HAVE REDUCED OUR CONSUMPTION
[01:00:03]
AND SAVED OVER 57,000 ON ELECTRICITY CHARGES AND EVEN THOUGH THAT WE ARE CUTTING OUR USAGE THE NEW CHARGES COMING THROUGH THE PAST FEW CHARGES HAVE CREASED THE AMOUNT THAT WE HAVE TO PAY, AND THOSE CHARGES ARE SUBJECT TO ALL COMMERCIAL BUILDINGS AND RESIDENTS AS WELL. SO, AGAIN, WE PROBABLY WON'T START SEEING BIG SAVINGS UNTIL THE LED PROJECT IS COMPLETED AT THE HIGH SCHOOL WHICH IS COMING HERE SHORTLY.MS. MORRIS. >> BEFORE YOU LEAVE THE PODIUM, I WANT TO PERSONALLY ACKNOWLEDGE OUR SUPERINTENDENT OF THE DISTRICT. THANK YOU DR. PEREIRA.
THANK YOU FOR THAT TOUR. IT WAS VERY MUCH NEEDED AND I JUST WANT THE STAFF ADMINISTRATION THE COMMUNITY TO KNOW THAT YOU ARE ON YOUR JOB. AND I SAW IT.
I SAW IT. IT'S AMAZING THAT ONE PERSON CAN COME INTO A DISTRICT AND LOOK AT ITEMS THAT NEED TO BE DONE AND GET ON THEM AND DO THEM. I'M NOT SAYING YOU LOOKED AT THEM AND DIDN'T DO THEM. IT'S JUST MORE THAN.
I WOULD SAY THE NEXT TEN YEARS WE WILL STILL BE FINING FINING UNDER THE WALK. I APPRECIATE EVERY TEACHER THAT WALKED INTO THE CLASSROOM IN OUR DISTRICT BECAUSE WE DO HAVE GOOD LEADERSHIP AND THAT LEADERSHIP IS TAKING NOTICE OF WAS GOING ON IN THE CLASSROOM FIRST AND THANK YOU.

>> THANK YOU. MADAM PRESIDENT MAY I MAKE A
>> THE LAST SLIDE IF YOU'LL BRING THAT UP FROM WINTER GREEN AND DALLAS AVENUE THAT IS THE CORNER LOT THAT DIRECTLY SITS BESIDE OUR HIGH SCHOOL AND I'M NOT SURE OF WHAT THE FUTURE BRINGS TO THAT CORNER, AND SO, I REALLY WOULD LIKE OUR BOARD TO
[01:05:05]
TAKE A LOOK AT THAT CLOSELY AND CONSIDER MOVING FORWARD WITH ACQUIRING THAT PROPERTY SO THAT WE DON'T END UP WITH SOMEBODY SAID THEY WANTED TO BUILD A HOTEL THERE.I DON'T THINK WE NEED THAT BESIDE A HIGH SCHOOL.
JUST LET ME PUT MY MASK BACK ON. [LAUGHTER].
>> THE CORNER DALLAS AVENUE WINTER GREEN I THINK WOULD BE A NICE ACQUISITION ON BEHALF OF OUR SCHOOL BOARD AND DISTRICT IN CASE WE ARE LOOKING TO EXPAND IN ANY WAY OUR FACILITIES DOWN THE LINE. I CAN SEE A FACILITY BEING BUILT THERE, BUT AGAIN, THAT'S FOR OUR COMMUNITY TO DECIDE.
I ONLY HOPE THAT WE CAN REALLY GIVE CONSIDERATION TO ACQUIRING
>> MADAM PRESIDENT, THIS IS A QUESTION TO THE BOARD AND TO YOURSELF. IF WE COULD PERHAPS HAVE OUR DELINQUENT TAX PERSON THIS YEAR COME AND PRESENT TO US, SO WE CAN LOOK AT OUR ACTUAL TAX BASE AND HOW IT'S SHARED WITH THE
CITY AND WHERE WE ARE ON IT. >> OKAY.
>> THANK YOU. >> OKAY, THANK YOU.

MOST BY MISS MORRIS SECOND BY MR. SMITH TO APPROVE THE CONSENT AGENDA AS PRESENTED.
ANY DISCUSSION FROM THE BOARD? >> MADAM PRESIDENT I'D LIKE TO APPROVE THE [INAUDIBLE] JUST A FEW QUESTIONS.
AND I GUESS LOOK AT C AND D AS WELL.
IDENTIFY WHO WE ARE NAMING AS REPRESENTATIVES FOR THOSE TWO.
REQUEST TO PULL CD AND E FOR CLARIFICATION.
THERE WOULD NEED TO BE A MOTION AND WE HAD A MOTION ON THE FLOOR
INITIALLY. >> I WOULD LIKE TO AMEND THE MOTION TO APPROVE CONSENT AGENDA ITEMS A AND B.
>> SECOND. >> I HAVE A MOTION TO APPROVE CONSENT AGENDA A AND B SECOND BY AMERICAN SMITH ANY DISCUSSION ON THAT MOTION? HEARING NONE I CALL FOR A VOTE.

ON ITEM C AND D, WE ARE LOOKING AT ADDING PEOPLE THAT CAN BEE AUTHORIZED TO MOVE THE MONEYS IN THE EVENT WE HAVE PAYROLL, WE NEED TO TRANSFER MONEYS WITH EXIT OF MR. HARRISON WE NEED TO ADD ANOTHER PERSON ON THIS SO WE HAVE MORE THAN ONE PERSON ABLE
TO DO THAT. >> WHO WOULD THAT PERSON BE?
>> THAT WOULD BE ME. >> ALL RIGHT.
MIC PLEASE. >> IS THAT TO INSURE CHECK AND
>> IN THE EVENT LIKE I SAID WE ONLY HAVE ONE PERSON RIGHT NOW N. THE EVENT THAT PERSON IS OUT OF THE OFFICE, THEN WE WOULDN'T HAVE ANYBODY IN THE DISTRICT ABLE TO HANDLE THE DISTRICT BUSINESS. I REALIZE IT'S A SHORT TIME BECAUSE I'M INTERIM BUT THAT'S TO MAKE SURE THE DISTRICT IS
TAKEN CARE OF. >> THANK YOU FOR THAT INFORMATION. MR. JONES DOES THAT ANSWER YOUR
QUESTIONS? >> YES, I DO HAVE ANOTHER QUESTION THAT PERTAINED TO THAT I BELIEVE ON OUR AGENDA TONIGHT
[01:10:03]
WE MAY HAVE THE HIRING OF SOMEONE FOR A PERMANENT POSITION SO THAT MEANS THIS WILL COME BACK TO US NEXT MONTH POSSIBLY.THANK YOU. WITH THAT BEING SAID, MADAM PRESIDENT I MOVE THAT WE ACCEPT EYE TEMPTS C AND D AS PRESENTED.

[10.E. Approval of the School Based Telehealth Services Agreement - (G3, G4) This is an annual contract renewal.]
NOW WE WILL BACK TO E, DR. PEREIRA.>> THANK YOU MADAM PRESIDENT. FOR THE SCHOOL BASED TELE-HEALTH SCHOOL BASED AGREEMENT DR. BARKER OR $JACKSON MAY HAVE SOME INFORMATION ON THAT. THE TELE-HEALTH SERVICES AGREEMENT. I DO KNOW THIS IS AN AGREEMENT THAT WE GOT APPROVED LAST YEAR, IT'S JUST AN ANNUAL CONTRACT WHICH MEANS IT'S UP FOR RENEWAL JUST FOR THE YEAR, AND I'M NOT SURE OF THE EXACT QUESTIONS, TRUSTEE JONES BUT I THINK I HAVE FOLKS HERE CAN ANSWER SOME OF THE QUESTIONS YOU HAVE.
>> THANK YOU DOCTOR. I DID HAVE A FEW QUESTIONS.
I KNOW WE STARTED THIS IN 2014 OR 2015 WHEN WE FIRST INITIATED THERE TELE-HEALTH PROGRAM. [INDISTINCT] DATA RELATED TO HOW IT WAS USE HAD LAST SCHOOL YEAR AND ANOTHER QUESTION I HAVE HOW OFTEN WERE THE SERVICES USED AND DO WE HAVE DATA WE CAN SHARE
PERTAINING TO THE TELE-HEALTH. >> WE DO HAVE THAT INFORMATION.
AND IF WE WOULD LIKE TO REMOVE THIS AND TABLE IT FOR ANOTHER TIME WE CAN BRING ALL OF THAT. WE CONTINUE HAVE IT AVAILABLE
ALL RIGHT. I WANT TO TABLE IT.
YOU CAN PROVIDE THE INFORMATION BECAUSE I KNOW WHEN WE INITIATED THIS WAS PROBABLY ONE OF THE FIRST IN THE AREA AND ALSO IN THE STATE AND IT WAS BENEFICIAL BECAUSE PARENTS DIDN'T HAVE TO LEAVE WORK TO GET PREP DESCRIPTIONS DONE WITH KIDS IN SCHOOL SO THAT BEING SAID CAN YOU PROVIDE THE INFORMATION BETWEEN NOW AND THE NEXT MEETING I WOULD MOVE WE APPROVED THE SCHOOL BASED TELE-HEALTH SCHOOL SERVICES AGREEMENT.
>> MOTION BY MR. JONES TO APPROVE THE SCHOOL BASED TELE-HEALTH AGREEMENT. IS THERE A SECOND?
>> SECOND. >> SECOND BY MR. SMITH, ANY DISCUSSION FROM THE BOARD? HEARING NONE I'LL CALL FOR THE VOTE.
>> MYSELF YES, MOTION PASSED. AND I NEED TO GO BACK TO A ON THE CONSENT AGENDA, FOR A AND B. [INAUDIBLE]
>> WE NEED TO MAKE VOTE ON A AND B APPROVAL OF THE FOLLOWING MINUTES FROM MAY 25TH AND APPROVAL OF THE MAY 2023 FINANCIAL REPORTS. ANY DISCUSSION FROM THE POURED?
>> I BELIEVE WE DID THAT. >> AFTER WE DID THE FRIENDLY AMENDMENT. OKAY.
[INAUDIBLE] >> BUT I DID A AND B BEFORE I WENT TO THE NEXT ONES. I WAS THINKING I DID.
>> OKAY. SINCE THAT'S CLEARED UP THERE
[11.A. Discussion and possible approval of the School Safety Standards Formula Grant - CE(LEGAL and LOCAL)-(G2) Dr. Angie Knight, Presenter]
WAS A VOTE ON A AND B. MOVE ON TO ACTION ITEMS, A DISCUSSION AND APPROVAL OF SCHOOL SAFETY STANDARDS.DR. PEREIRA. >> THANK YOU MADAM PROGRAM I CALL FOR DR. KNIGHT AS WELL AS CHIEF WORLEY TO SHARE THAT INFORMATION WITH THE BOARD AND THE COMMUNITY.
>> GOOD EVENING MADAM PRESIDENT, ESTEEMED TRUSTEES DR. PEREIRA.
I COME TONIGHT SEEKING APPROVAL FOR THE 202225 SCHOOL SAFETY STANDARD SCHOOL FORMULA APPLIED FOR AND WERE RECENTLY AWARDED AND HERE'S AN OVERVIEW HOW THE FUNDING CAME TO BE.
SO FOLLOWING THE UVALDE TRAGEDY THE GOVERNOR AND THE BOARD COLLABORATED TO PUT INTO INTO PLACE TO IMPROVE SCHOOL SAFETY MEASURES WITH AN EMERGENCY FUNDING DECLARATION.
THE MOST RECENT INCENTIVE ORNISHIVE IS THE SCHOOL SAFETY STANDARD FORMULA GRANT. THIS PROGRAM LAST $400 MILLION IN FUNDING AVAILABLE TO PROVE HARDENING AND SAFETY PROTOCOL CAPABILITY THERE. PROGRAM WAS DEVELOPED BY THE TEXAS EDUCATION AGENCY TO HELP SCHOOL DISTRICT MEET THE NEW REQUIREMENTS. THESE UPDATED STANDARDS
[01:15:02]
INCLUDING A WIDE RANGE OF AREAS SUCH A TECHNICAL ADVANCEMENTS CLUING NOTIFICATION AND REUNIFICATION SYSTEMS PHYSICAL HARDENING EQUIPMENT AND MENTAL AND BEHAVIORAL HEALTH PROGRAMS. HERE ARE SOME OF THE REQUIREMENT OF THE GRANT.BUT FIRST, WE WERE ECSTATIC TO BE AWARDED IN GRANT OPPORTUNITYING BUT HERE ARE THE COMPONENT TO COMPLY WITH TAC CHAPTER 61. EXTERIOR DOORS, POTENTIAL DOORS MUST OPERATE AS INTENDED AND BE CONSTRUCTED OF MATERIAL THAT MAKE THEM RESISTANT TO ENTRY BY INTRUDER.
ALL EXTERIOR DOORS REQUIRED TO BE CLOSED LATCHED AND LOCKED UNLESS IN A SECURED AREA OR ACTIVELY MONITORED BY AN ADULT.
WINDOW DOORS ON THE GROUND LEVEL OR WINDOWS THAT ARE ADJACENT OR NEAR A DOOR AND ARE LARGE ENOUGH TO ALLOW SOMEONE TO ENTER IF BROKEN MUST BE REINFORCED WITH ENTRY RESISTANT FILM UNLESS WITHIN A SECURED AREA. OTHER FACILITY COMPONENTS THAT ARE REQUIRED IN THE PROPOSED RULE INCLUDE EXTERIOR DOOR NUMBERING, RADIO SIGNAL REPEATERS WHERE NEEDED AND EXTERIOR SECURE MASTER KEY LOCK BOX.
SO NOW, CHIEF WORLEY AND I CAN ANSWER ANY QUESTIONS THAT YOU
MIGHT HAVE. >> ANY QUESTIONS, COMMENTS?
>> MADAM PRESIDENT I DO HAVE ONE QUESTION.
>> MR. JONES. >> THIS WOULD BE EITHER ONE OF YOU ACTUALLY. I KNOW IN DR. PEREIRA'S REPORT WE HAD 98 PERCENT SO WOULD THIS ASSIST US GETTING THAT 2 PERCENT AS RELATED TO THE EXTERIOR DOOR AUDITS?
>> YOU THE PROBLEM WE HAVE HAD WITH THAT 2 PERCENT IS YOU'RE ALWAYS GOING TO HAVE A DOOR ESPECIALLY THE WAY THE WEATHER IS IN TEXAS HOW IT'S COLD ONE MINUTE HOT ANOTHER SO YOU GET THAT COMPRESSED AIR IN A BUILDING LIKE MY HOUSE WHEN I OPEN THE GARAGE DOOR AND THE SIDE DOOR IT GOES IN FROM THE LAUNDRY ROOM, BOOM, ESPECIALLY ON A WINDY DAY THAT'S 90 PERCENT, THAT 2 PERCENT THAT WAS A GOOD MAJORITY OF IT.
THE DOOR MAY NOT HAVE SHUT AND LATCHED COMPLETELY SO THEY HAVE TO SHUT BRINGS. THIS FUNDING WILL BE ABLE TO USE THAT AS WELL AS ANY TIME WE HAVE RUN INTO A DOOR THAT MAY BE DAMAGED BROKEN OR WORN OUT WE WILL BE ABLE TO USE THIS FUNDING GRANT MONEY TO HOPEFULLY GET THAT.
WILL IT GET 2 PERCENT? NO, BUT IT WILL HELP GET 1.5 OR 1.7 WHICH IS OUR GOAL TO BE CLOSE AS PERFECT AS WE CAN.
>> FANTASTIC. WOULD THE SENSORS BE ON THE DOOR
OR BE POSITIONED TO ASSIST US? >> THE SENSORS ARE PART OF THE TECHNOLOGY PIECE WHERE WE STAND INTO THE DOORS AND SO, THOSE WILL BE ABLE TO START TO WORK WITH THE COMPANY THE SECURITY AND TECHNOLOGY TEAM TO BE TABLE TO GET THAT START TO BE PUT INTO PLACE FINALLY WHERE IF A DOOR IS OPEN FOR A CERTAIN PERIOD OF TIME IT WILL SEND A NOTIFICATION TO CERTAIN PEOPLE PRINCIPALS WHOEVER WE WANT TO SEND IT TO TO MAKE SURE WE KNOW IT MAY BE OPEN BECAUSE IT MAY NOT LATCH COMPLETE.
>> [INAUDIBLE] >> WE ALWAYS STRIVE FOR 100 PERCENT BUT I'D HATE TO TELL YOU 100 PERCENT BECAUSE WE WALK THERE AND SOMETIMES THAT AIR GETS TO US.
>> THANK YOU SIR. >> THANK YOU.
ANY MORE QUESTIONS? THANK YOU ALL.
THIS IS AND ACTION ITEM. IS THERE A MOTION?
>> I MOVE WE APPROVE THE SCHOOL SAFETY GRANT.
>> MOST BY MR. JONES. IS THERE A SECOND.
>> SECOND BY MR. CLEWIS FOR THE APPROVAL OF THE SCHOOL SAFETY STANDARD FORMULA GRANT. ANY DISCUSSION FROM THE BOTH? HEARING NONE I'LL CALL FOR THE VOTE.
[11.B. Discussion and possible approval of CTE Innovative Courses for Lancaster High School - EHJB(LEGAL)-(G1) Patonia Bell, Presenter]
MOTION PASSED. NEXT ITEM ACTION IS DISCUSSION OF POSSIBLE APPROVAL OF CTE INNOVATIVE COURSES FOR LANCASTERHIGH SCHOOL. >> THANK YOU MADAM PRESIDENT.
I CALL FORWARD MISS BELL TO PRESENT THAT INFORMATION TO THE
BOARD AND TO OUR COMMUNITY. >> GOOD EVENING, MADAM BOARD PRESIDENT DISTINGUISHED BOARD MEMBERS AND DR. PEREIRA.
TONIGHT I WOULD LIKE TO SEEK APPROVAL FOR TWO CTE INNOVATIVE COURSES. FOR THE HIGH SCHOOL, WE ARE SEEKING PERMISSION TO ADD A COLLEGE PATH ADVISORY COURSE FOR NINTH 10TH 11TH AND 12TH GRADE THERE.
[01:20:01]
COURSE WOULD GIVE OUR STUDENTS A COMPETITIVE EDGE AND PREPARE FOR COLLEGE AND BEYOND. DURING THERE TIME STUDENTS WILL WORK STRATEGICALLY PRESENT PIERG FOR COLLEGE OR CAREER OPPORTUNITIES. THERE COURSE WILL ALSO BE UTILIZE'S TO PREPARE STUDENTS FOR COLLEGE ENTRANCE PREPARATION RESUME BUILDING SOFT SKILLS CRITICAL THINKING SKILLS AND GIVE OUR OPPORTUNITIES OPPORTUNITY TO DEVELOP IN OTHER AREAS TO HELP THEM BETTER PREPARE FOR COLLEGE AND CAREER AND AS YOU KNOW, OUR STUDENTS NEED THOSE SKILL SETS FOR HIGH SCHOOL AND COLLEGE EDUCATION. SO, THE END GOAL WITH THE COLLEGE PATH COURSES ARE TO INSURE STUDENTS ARE BEING OFFERED TIME AND SPACE DURING THE SCHOOL DAY TO INSURE THAT EVERY SCHOLAR RECEIVES A CCMR INDICATOR BEFORE THEIR GRADUATION. TONIGHT WE ARE ALSO SEEKING APPROVAL FOR CTE, SO WHEN DR. PEREIRA FIRST ARRIVED IN DISTRICT THAT WAS AN ASK FROM HER.SHE QUICKLY ASKED ABOUT DRONE TECHNOLOGY AND OTHER THINGS BUT ALSO ACTED ABOUT BOTHERING SO WE ARE EQUALLY EXCITED ABOUT THIS OPPORTUNITY AND THIS PROGRAM WILL COURSE WILL OCCUR AT HIGH SCHOOL BARBERING CERTIFICATION SO WE ARE EXCITED TO BRING IN OPPORTUNITY TO SCHOLARS AT LKS HIGH SCHOOL.
THAT'S IT. ARE THERE ANY QUESTIONS AT THIS
>> I HAVE A QUESTION. >> MS. WHITFIELD.
>> WITH THE SHORTAGE OF TEACHERS HOW DO WE GUARANTEE OR EVEN SOLIDIFY THAT OUR STUDENTS, THE PRESENTATION IS AWESOME.
I THINK THE CLASSES ARE AWESOME, WILL BE ABLE TO CONSISTENTLY
SERVE OUR STUDENTS? >> YES, THAT'S A GREAT QUESTION ACTUALLY SO FOR THE ADVISORY COURSE WE ARE ACTUALLY UTILIZING OUR TEACHERS THAT WE CURRENTLY HAVE.
THERE WON'T BE A NEED FOR ADDITIONAL FTE'S.
IT'S AN ADVISORY PERIOD THAT WE WILL WORK THROUGH ZERO PERIOD.
AND THEN ALSO, FOR THE CTE BARBERING, OUR COST ME TO TEACHER AT THIS TIME IS DUAL CERTIFIED SO SHE HAS HER COSMETOLOGY LICENSE AS WELL AS HER BARBERING LICENSE.
>> MADAM PRESIDENT I HAVE A COUPLE OF QUESTIONS.
FORTUNATELY OR UNFORTUNATELY FOR THE QUESTION I'M GOING TO ASK I DID A PRESENTATION TODAY OVER OUR TABLE WHICH RECOGNIZES OUR CCR DATA IS A COUPLE YEARS BEHIND SO BASED OFF THE COLLEGE PLANNING CHECK LIST HAVE WE IDENTIFIED OR WILL WE IDENTIFY SPECIFIC GOALS TO IDENTIFY SUCCESS? BECAUSE OUR NUMBERS AFTER SCHOOL FOR ACT AND SAT ARE DEFINITELY LOWER THAN THE STATE AVERAGE AND TEAM AVERAGE AS WELL SO YOU GUYS BEGIN TO THINK ABOUT WHAT ARE OUR INTENDED OR EXPECTED GOALS
OUR OUTCOMES. >> WE GOT A PLAN.
YES, SIR WE HAVE A PLAN. SO I'LL SHARE WITH YOU VERY BRIEFLY SPEAKING WITH WORKING WITH DR. BARKER ON THIS PLAN FOR CCMR, DR. PEREIRA, ONE OF THE THINGS WE ARE LOOKING AT VERY STRATEGICALLY WITH THE ADVISORY PERIOD IS FOCUSING ON TSI, NINTH 10TH GRADE AND FOCUSING ON ACT 11TH GRADE AND MAC MURRAY IS A PROGRAM WE ARE LOOKING AT TO GET INTO MOU RELATIONSHIP WITH THEM AND THEY'RE OFFERING KOESHSZ FOR OUR STUDENTS AND THESE COURSES OUR STUDENTS DON'T NECESSARILY HAVE TO BE TSI MET SO WHEN OUR SENIORS REACH THEIR SENIOR YEAR IF THEY'VE NOT ACQUIRED A CCMR INDICATOR AT THAT TIME WE HAVE A PLAN OF ACTION FOR THEM AS WELL SO THAT WE CAN MAKE SLUR THAT EVERY CHILD EVERY CHILD PRIOR TO GRADUATING WILL HAVE A CCMR INDICATOR.
WE DO KNOW AND I'LL JUST SAY THIS, LAST YEAR THE C FOR CCMR WAS AT 60 PERCENT SO AS THEY HAVE DONE A COMPLETE OVERHAUL ON ACCOUNTABILITY CCMR THE A WAS 60 PERCENT.
SO LAST YEAR WE HAD 71 PERCENT. SO WE HAD AN A.
THERE YEAR WE ARE LOOKING AT 73 BUT THE A HAS MOVED THE NEEDLE HAS MOVED SO NOW THE A IS 88, SO 88 PERCENT OF OUR STUDENTS HAVE TO HAVE CCMR INDICATOR IN ORDER FOR US TO HAVE AN A SO WE ARE DEFINITELY WOFRKING ON A PLAN TO MAKE SLUR WE ARE READY AND EQUIPPED AND GEARED UP TO MAKE THAT HAPPEN.
>> RIGHT. THANK YOU VERY MUCH.
[01:25:02]
GREAT RESPONSE. >> THANK YOU SIR.
>> MS. MORRIS. >> I WANT TO SAY, YOU SHOULD HAVE PRESENTED AT OUR WORKSHOP THIS PAST WEEK.
>> OH. >> BECAUSE THERE WAS A NEIGHBORING SCHOOL DISTRICT HAD CCR.
I SAID, SO WHY DON'T YOU HAVE CCMR? THERE WAS NO CLEAR UNDERSTANDING TO THIS LARGE DISTRICT THAT EVEN KNOW WHAT ALL IS COVERED UNDER CTE.
ACKNOWLEDGED EXPERIENCE WHAT WE KNOW AND HOW WE ARE GROWING SHOULD BE SPREAD THROUGHOUT OUR NEIGHBORING DISTRICTS, WITH S ON
>> SO, PLEASE, I LOOK FORWARD TO YOU NEXT YEAR PRESENTING IT AT
OUR WORKSHOP. >> DO INVITE ME.
>> MADAM PRESIDENT I HAD ONE QUICK QUESTION.
>> MR. SMITH. >> DR., I KNOW BARBERING IS HUGE ON THIS SIDE OF TOWN. DO WE HAVE A MECHANISM FOR MAYBE FILTERING THE NUMBER OF PEOPLE ACCEPTED TO THE PROGRAM OR IS IT END ENDLESS?
>> NO, IT'S NOT ENDLESS, BECAUSE WE CAN ONLY ACQUIRE A CERTAIN NUMBER OF STUDENTS PER SQUARE FOOTAGE AND SO FORTH SO IT'S NOT AN ENDLESS NUMBER AND WE ONLY HAVE THE ONE TEACHER WHO IS GOING TO BE DIVIDING HERSELF AMONGST TWO PROGRAMS SO MORE INFORMATION LATER ON WILL BE SHARED REGARDING THE NUMBER OF STUDENTS FOR BOTH PROGRAMS SO WE CAN SEE WHERE OUR CAPACITY
>> SO WE HAVE AN INTEREST. THAT'S WHY WE WANTED TO BRING
IT. >> THERE'S A HUGE INTEREST.
IT COMES UP ALL THE TIME SO I'M GUESSING WE WILL BE USING THOSE NUMBERS TO DECK TATE MAYBE EXPANSION OF THE PROGRAM.
>> WE WILL YES. >> THANK YOU VERY MUCH.
>> MADAM PRESIDENT MAY I MAKE A COMMENT?
>> SLUR. >> I JUST WANTED YOU ALL TO KNOW WE HAVE A GROUP OF YOUNG MEN WHO APPROACH ME ALMOST EVERY TIME I'M AT THE HIGH SCHOOL ABOUT WE HAVE THE COSMETOLOGY FOR YOUNG LADIES AND YES THEY CAN DO SOME OF THOSE THINGS BUT THEY WOULD RATHER HAVE AN OPPORTUNITY EXCLUSIVELY FOR THEM ALTHOUGH I SUSPECT THERE WILL BE SOME YOUNG AS WELL SO I WANT TO THANK YOU FOR ENTERTAINING THAT THIS EVENING.
I THINK IT WILL BE A VERY BIG HIT AT THE HIGH SCHOOL.
ESPECIALLY COUPLED WITH SOME OF THE CLASSES WE HAVE FOR ENTREPENEURSHIP. I'M EXCITED FOR OUR KIMTD ACCESS AND OPPORTUNITY IS ALWAYS THE WAY TO GROW AND EXPAND AND THIS IS ANOTHER OPPORTUNITY FOR OUR DISTRICT.
>> THANK YOU. ANY OTHER QUESTIONS, COMMENTS? BOARD, THIS IS AN ACTION ITEM S. THERE A MOTION?
>> MADAM PRESIDENT, I MOVE THAT WE APPROVE THE CTE INNOVATIVE COURSES FOR LANCASTER HIGH SCHOOL.
>> MOTION BY MISS MORRIS, SECOND?
>> SECOND. >> SECOND BY MR. SMITH TO APPROVE THE CTE INNOVATIVE COURSES LANCASTER LIE SCHOOL BARBERING AND COLLEGE PREPARATION CLASSES AND ANY DISCUSSION FROM THE BOARD? HEARING NONE I WILL CALL FOR THE VOTE.
>> MYSELF VOTE YES MOTION PASSES.
CONGRATULATIONS. LOOKING FORWARD TO IT.
[11.C. Discussion on updates to Student Handbook/Code of Conduct FO (LOCAL) - Presenter, Dr. Marcus Jackson]
[APPLAUSE] >> NEXT SECTION ITEM IS C DISCUSSION OF UPDATES TO STUDENT HANDBOOK CODE OF CON DUNGT.
FO, DR. PEREIRA. >> I'M BRINGING FORWARD DR. JACKSON TO SHARE THAT INFORMATION WITH OUR COMMUNITY AND OUR BOARD AND AND ONE OF THE THINGS HE WILL BE ADDRESSING
FROM ONE OF OUR SPEAKERS >> GREETINGS PRESIDENT HAMILTON DISTINGUISHED BOARD MEMBERS SUPERINTENDENT DR. PEREIRA.
FIRST I'D LIKE TO START OFF BY THANKING CAMERON FOR COMING UP.
HE AND I ACTUALLY COMMUNICATE ALL THE TIME AT THE HIGH SCHOOL WHEN I WAS INTERN PRINCIPAL AND I'M PROUD OF HIM.
I'M SUPER EXCITED HE CLOSE TO COME UP AND ACTUALLY SPEAK FOR HIS PEERS BUT I CHALLENGE CAMERON TO ACTUALLY SPEAK TO YOUR PEERS AS WELL. THE QUICKEST MOST EFFECTIVE WAY TO GET A MESSAGE TO A TEENAGER IS FROM A TEENAGER.
SO, THANK YOU AGAIN AND I WANT TO THANK YOU FOR VOLUNTEERING TO BE ON MY STUDENT HANDBOOK AND CODE OF CONDUCT COMMITTEE.
HE DIDN'T KNOW HE WAS DINING THAT BUT I LOVE WHEN STUDENTS STAND UP AND ACTUALLY ARE ABLE TO ELOQUENTLY ARTICULATE THEMSELVES IN FRONT AFTER GROUP OF ADULTS LIKE THIS AND THAT'S A TESTAMENT TO JUST HOW GOOD OUR EDUCATIONAL PROGRAM IS HERE AND HE ACTUALLY DEMONSTRATED THAT THE HANDBOOK THAT IS A NATIONAL COMMITTEE, TY JONES TRUSTEE JONES, ASSISTED AND SERVED ON
[01:30:05]
THAT COMMITTEE AND WE ARE GOING TO GO THROUGH SOME OF THE RESULTS FROM UP THE DATES WE WOULD LIKE TO MAKE FOR THE '23-24 SCHOOL YEAR BUT BEFORE I GO INTO THIS WE HAVE HAD A 60 PERCENT REDUCTION IN THE AMOUNT OF STUDENTS BEING REFERRED TO J.D. HALL IN THE PAST YEAR AND A HALF, THAT'S DIRECTLY ATTRIBUTED TO SOME OF THE CHANGES WE MADE IN OUR CODE OF CONDUCT AVENTD OUR HANDBOOK. LET'S BEGIN.THIS WAS RELATED ON AS RELATED TO CORPORAL PUNISHMENT AND YOU'VE PROOUFLD THIS ALREADY. SECONDLY THE CODE OF CONDUCT WE WOULD LIKE TO ADD SOME CONSTANT CONSEQUENCES FOR ACTUALLY THE RECORDING OF FIGHTING THAT ACTUALLY GOING ON IN SCHOOLS AND OF COURSE YOU GET SOME OF THOSE EMAILED TO YOU OFTEN.
FIRST OF ALL, CELL PHONES ARE NOT ALLOWED TO BE USED DURING INSTRUCTIONAL TIME, THE BEGINNING OF THE SCHOOL YEAR UNTIL TEND OF THE SCHOOL YEAR UNLESS THEY'RE BEING USED IN CLASS FOR SOME REASON. THE COMMITTEE GOT TOGETHER, WE DID RESEARCH AND THESE WERE SOME OF THE RESULTS THAT CAME FROM THAT PARTICULAR MEETING FOR THE FIRST OFFENSE, CELL PHONES WOULD BE NOT ALLOWED WITH THAT PARTICULAR STUDENT FOR A WEEK.
SECOND OFFENSE, CELL PHONES WON'T BE ALLOWED FOR A MONTH AND THIRD OFFENSE, CELL PHONES WON'T LOUD FOR INDEFINITE PERIOD OF TIME AND THAT CAN BE THE RAINER OF THE SCHOOL YEAR WHAT I'VE FOUND AS BEING INTERIM SCHOOL PRINCIPAL MANY TIMES THESE FIGHTS OCCURRED SENT TO THE BOARD MEMBERS ARE USUALLY PLANNED. WE HAVE STUDENTS WALKING ONE SIDE OF THE SCHOOL OTHER SIDE AND FILMING ON THEIR WAY TO A FIGHT. THAT GIVES THE SCIENCE OPPORTUNITY TO INTERVENE AND ACTUALLY AN ADULT AND MANY TIMES THEY'RE ACTUALLY PASSING ADULTS WHILE THEY'RE ON THEIR WAY TO THE FILMING. NEXT, ON THIS PARTICULAR SLIDE, WE WOULD LIKE TO UPDATE THIS POLICY AS YOU CAN SEE WE STILL HAVE PAGERS AND BEEPERS IN OUR STUDENT HANDBOOK THAT NEEDS TO BE CHANGE TO CELL PHONE WATCHES. THE QUESTION WAS ASKED HOW WE WOULD MONITOR THIS PARTICULAR PROCESS IN REGARDS TO STUDENTS IN VIOLATION OF THERE. WE DO RECOGNIZE THERE ARE SOME STUDENTS WHO NEED THEIR CELL PHONE WHO WALK HOME OR CATCH THE BUS HOME AND THEN WALK HOME. THOSE STUDENTS WILL HAVE TO CHECK THEIR CELL PHONES IN AND CHECK THOSE CELL PHONES OUT AND THE ASSISTANT PRINCIPLES TO MONITOR THAT PROGRESS.
THE NEXT ONE CAMERON SPEAKING ON THE HOODIE POLICY.
THANK YOU IMPORTANT PREPPING ME FOR THIS CAMERON.
HE MENTIONED THE WORD SAFE, AND SECURITY SEVERAL TIMES DURING HIS PRESENTATION AND THAT'S EXACTLY WHAT WE ARE ACTUALLY TRYING TO DO. HOODIES ARE VERY POPULAR, SO POPULAR THEY'RE BEING WORN IN 107 DEGREES TEMPERATURES.
OUTSIDE. I DIDN'T UNDERSTAND THAT AT FIRST UNTIL HOWEVER I HAD AN OPPORTUNITY TO PULL A GROUP OF GUYS TOGETHER AND ASK THEM WHY THEY WERE ACTUALLY WEARING THEM AND SOME OF THEM MENTIONED SOME OF THE THINGS THAT CAMERON MENTIONED IN HIS PRESENTATION. HOWEVER, WE HAVE A JOB A DUTY AND RESPONSIBILITY AS LEADERS IN THIS DISTRICT TO INSURE THE SAFETY OF OUR PARTICULAR STUDENTS AND THESE ARE SOME OF THE REASONS HERE AS TO WHY WE FEEL THE NO HOODIE POLICY IS NECESSARY AND YOU'RE NOT ABLE TO SEE THE STUDENTS' FACE.
I HAD FIRST HAND EXPERIENCE WHERE THREE STUDENTS CAME IN AND ASSISTANT PRINCIPAL SAID HEY YOU DON'T GO TO SCHOOL HERE.
STUDENTS IMMEDIATELY TOOK OFF. LUCKILY, WE WERE RIGHT THERE IN POSITION IN PLACE AND THE STUDENTS TOOK OFF.
WE IMMEDIATELY GO TO LOOK AT THE VIDEO WE CAN'T RECOGNIZE THE KIDS. THAT'S AN INCIDENT AT THE TRACK MEET, THE SECOND TRACK MEET OF THE YEAR.
STUDENTS WERE NOT ALLOWED TO BE AT THE TRACK MEET.
I IMMEDIATELY HAPPENED TO HAVE MY WALKIE-TALKIE.
TEACHER CONTACTED ME DR. JACKSON WE HAVE THREE STUDENTS.
AS A MATTER OF FACT I DON'T THINK THEY'RE STUDENTS AT OUR SCHOOL. I IMMEDIATELY RECOGNIZED THE BOYS. I MERELY SAW THE KIDS ASKED THEM TO COME TO ME THEY TOOK OFF. THEY HAD TO BE CHASED OFF CAMPUS AND CHIEF TODAY CULL LISD POLICE DEPARTMENT GIVE A DESCRIPTION OF THE CAR. SO ONCE AGAIN AS WE GO TO THE CAMERAS WE ARE UNABLE TO IDENTIFY ANYONE BECAUSE OF THE HOODS AND WE CAN'T SEE THEIR FACES.
ALSO, LARGE POCKETS AND BRINGING ITEMS IN.
YES WE DO THE SEARCHES IN THE MORNING BUT THERE ARE TIMES
[01:35:06]
WHERE SOMEONE IS NOT ALWAYS IS NEVER 100 PERCENT.ACTUALLY CHIEF STATED AND FINALLY, A COUPLE OF THINGS AS IT RELATES TO PROFESSIONALISM AND THE EARBUDS.
MANY OF OUR STUDENTS ACTUALLY HAVE THE EARBUDS WITH THE HOODS ON AND THAT IS A SAFETY CONCERN AS WELL SEVERAL TIMES THIS YEAR THERE WAS A LOCKDOWN PROCEDURE OR FIRE DRILL, I WAS TALKING TO STUDENTS, HEY YOU NEED TO GET TO A CLASSROOM.
IT'S A FIRE DRILL. HE COULDN'T HEAR ME.
HE HAD HIS HOODIE ON AND EARBUDS AT THAT PARTICULAR TIME SO THESE ARE SOME OF THE REASONS THE GROUP FELT NO HOODIE POLICY SHOULD BE IMPLEMENTED. NEXT IS THC AND TOBACCO VAPING.
THIS IS FRESH OFF THE PRESS. LAST WEEK THEY ACTUALLY VOTED ON. THIS THIS IS AUTOMATIC OFFENSE TO DAP. WHAT WE HAVE RECOGNIZED IN OUR DISTRICT IS THERE IS A NATIONAL PROBLEM TLACHLTS CRISIS.
IT'S ACTUALLY A HEALTH CRISIS. SENDING STUDENTS TO J.D. HALL FOR ANA DIKS IS COUNTERPRODUCTIVE, SO WHAT WE ACTUALLY DID, FIRST OF COURSE THROUGH ALL THE FENCES OUR ITEMS ARE CONFISCATED BUT WE START OFF WITH 7 DAY SUSPENSION.
WE HAVE A STRONG SUSPENSION SYSTEM WHERE STUDENTS ARE ABLE TO LEARN AND PROVIDE THEM KNOWLEDGE AND DOCUMENT A PARENT CONFERENCE WITH THE PRINCIPAL. SECOND OFFENSE WE GO TO OSS AND PROVIDE MENTAL HEALTH COUNSELING FOR THE CHILD.
HAS YEAR I GAVE AN EXAMPLE WHERE A STUDENT CONSISTENTLY WAS BRINGING THE VAPE AFTER BEING SUDDENED, AFTER HE DID THAT TWICE DR. MATTHEWS AND MYSELF SENT THIS PARTICULAR STUDENT AS OPPOSED TO SUSPENDING HIM WE SENT THIS STUDENT TO A PROGRAM AND EVENTUALLY HIS MOM ASKED CAN THE OTHER KIDS COME TO IF PROGRAM AS WELL. WE WERE ABLE TO GET FOUR FAMILY MEMBERS OFF NICOTINE AND ADDICTION BY PROVIDING THEM WITH SERVICES OUTSIDE A SCHOOL DAY AS OPPOSED TO SUSPENSION.
DURING THAT THIRD OFFENSE, THAT'S WHERE THE 45 DAYS OF DAT COMES INTO PLAY AND THE FOURTH OFFENSE WE ARE TALKING ABOUT POSSIBLE CRIMINAL CHARGES BEING REQUIRED AT THAT PARTICULAR TIME, POSSIBLE COMMUNITY SERVICE.
AND I'M HAPPY TO ENTERTAIN ANY QUESTIONS AT THIS TIME.
>> MADAM PRESIDENT I HAVE A COMMENT.
>> MR. SMITH. >> NOT A QUESTION JUST WANTED TO SAY THANKS, THANK YOU SO VERY MUCH, I CAN'T ARTICULATE HOW MUCH WE APPRECIATE YOU GUYS ADDRESSING SOME OF THESE ISSUES THE REASON BEING NOBODY IS WALKING THROUGH WITH BLINDERS ON. A LOT OF TIMES WE SUSPEND A CHILD LEARNER WE ARE SENDING THEM HOME TO ENVIRONMENT THAT CAUSED THE PROBLEM AND WE CAN'T HELP THEM IF THEY'RE AT HOME SURROUNDED BY THE THINGS WE ARE HAVING PROBLEMS WITH.
THANK YOU FOR ADDRESSING THAT. >> MOORE CLEWIS.
>> DR. JACKSON. >> MR. ROBINSON, WHERE DID MR. ROBINSON GO? HOW MANY STUDENTS ARE HERE WITH YOU TONIGHT SUPPORTING THIS? DR. JACKSON, HOW MANY STUDENTS DID WE HAVE? ON THE I GUESS PANEL OR
COMMITTEE? >> I'M GOING TO PUT ON THE COMMITTEE ACTUALLY AT THIS PARTICULAR POINT, NO WE ACTUALLY DIDN'T HAVE ANY STUDENTS ON THE COMMITTEE AT THIS TIME.
>> SO, WE HEARD FROM THE STUDENTS BUT WE DIDN'T HEAR FROM THE STUDENTS. SO, CORRECT ME IF I'M WRONG.
THE COMMITTEE THERE WERE NO STUDENTS ON THE COMMITTEE.
>> NO. >> THE STUDENT CONDUCT.
>> NO, THIS COMMITTEE WOULD HAVE BEEN TOGETHER FOR ACTUALLY THE
PAST THREE WEEKS. >> AND AGAIN, CORRECT ME IF I'M WRONG BUT HOW DID WE HEAR THE VOICE OF THE STUDENTS IF THEY WEREN'T ON THE COMMITTEE? DID I MISS UNDERSTAND THAT PART?
>> AS I'VE INDICATED I'VE BEEN INTERN PRINCIPAL AT THE SCHOOL FOR THE THAT'S R PAST THREE MONTHS AND I CAN SPEAK INTELLIGENTLY IN REGARDS TO STUDENT FORCES AS IT RELATES TO THAT. CANDLE RON STATED HE HAS OVER 500 STUDENTS. BUT THERE HAVE BEEN COUNTLESS WHERE I THANK DR. JACKSON FOR BEING HERE AND CONTROL THE HALLS AND INSURE THAT ALL THE TEACHERS AND STUDENTS ARE SAFE AND THAT IS DIRECTLY RELATED TO THOSE PARTICULAR INCIDENTS I MENTIONED
[01:40:04]
TO YOU WHERE STUDENTS WITNESS THAT.TEACHERS WITNESS THAT AND WE WERE COMMENDED AT THAT PARTICULAR TIME AS IT RELATES TO STUDENT VOTES ON THE COMMITTEE AND THAT'S WHY I COMMANDED CAMERON TO BE A PART OF THAT AND LOOKING FOR OTHER STUDENTS AS WELL.
>> SO IF I HEARD YOU CORRECTLY, THE ISSUE I HAVE WITH DR. JACKSON IS THAT WE ARE NOT LISTENING TO THE VOICES OF THE STUDENTS. I WOULD PROBABLY AGREE WITH YOU IN TERMS OF THE HOODIE GOING TO WORK.
YOU CAN'T WEAR IT. DR. KIMBREL AND I WERE SITTING IN A MEETING THIS PAST SCHOOL YEAR AND I WAS REMINDED HE HAD A SWEATER OR SOMETHING ON. IT WAS TOO HOT FOR HIM TO HAVE ON. HIS MOTHER AND I WERE LOOKING AT HIM LIKE TAKE IT OFF. SO MISS NEELY REMINDED ME AND IT MADE SENSE. IT WAS A COMFORT FOR HIM AND I GOT IT THAT IT MAY BE A COMFORT FOR SOME OF THE STUDENTS AND IT MAY BE JUST A FAD FOR THE OTHERS BUT AGAIN IF WE ARE NOT LISTENING TO THE VOICES OF THE STUDENTS WE ARE MAKING DECISION FOR THEM BUT WE ARE NOT LISTENING TO THEM, I HAVE A PROBLEM WITH THAT. SO, MAYBE WE COULD TABLE THAT PART OF THIS CONVERSATION AND APPROVE THE OTHER PIECES OF IT.
>> ANY OTHER QUESTIONS COMMENTS FROM?
MISS MORRIS. >> I WOULD LIKE TO GO BACK AND ADDRESS THE [INAUDIBLE] BECAUSE I WORD IN OUR POLICY THAT SAYS DISCRETION. I THINK THAT NEEDS TO BE ITEMIZED JUST MY OPINION BECAUSE YOU'RE RIGHT, THERE'S A LOT OF CONCERNS THAT WOULD CALL THE CHILD AND PARENTS TO READ THE HANDBOOK TO KNOW THERE ARE PARTICULAR REASONS THAT YOUR CHILD MAY NEED THAT CELL PHONE. IF YOUR CHILD IS TYPE ONE DIABETES, IF THAT CHILD IS ON A TIME MANAGING MEDICATION, UNLESS WE ARE GOING TO HAVE PEOPLE ON THE CAMPUS WHEN THAT MONITOR GOES OFF TYPE ONE DIABETES, THOSE STUDENTS HAVE TO HAVE MONITOR, SO WHEN IT GOES OFF, WE NEED AS A DISTRICT TO BE CONSIDERED HOW WOULD THAT CHILD KNOW THAT SUGAR IS EITHER DROPPING TOO LOW OR OFF THE CHAIN AND THEY'RE ON THE FLOOR BEFORE SOMEONE CAN GET TO THEM? SO ONLY THING I'M SAYING GO BACK RELOOK AT THAT, ADD SOME MAYBE MEDICAL TERMINOLOGY SO WHEN A PARENT LOOKS AT THAT, THEY WON'T THINK I'M GOING TO HAVE TO PUT MY KID IN ANOTHER DISTRICT OR SOMETHING.
THAT'S ON THE CELL PHONES. JUST RETHINK FOR MEDICAL REASONS FOR A CELL PHONE. BECAUSE I KNOW I DEPEND ON MINE.
I DON'T CARE WHAT MEETING I'M IN, BECAUSE IT'S TIME MANAGING TO SAVE A LIFE. THE NEXT ONE IS WHAT MR. CLEWIS SAID. SO, I WANT TO AGREE THAT PARTICIPATION SHOULD BE WITH THE STUDENTS IN MAKING THAT DECISION BUT I DO UNDERSTAND YOUR POSITION AS ADMINISTRATOR AND LEADER FOR SAFETY PURPOSES. IT'S ON THE NEWS ALL THE TIME BUT EVEN ON IN THE PUBLIC CORPORATION, THEY CANNOT TELL YOU CAN'T HAVE A HOODIE ON. UNLESS IT IS DICTATED SOMEWHERE IN A LAW, AND AS FAR AS I KNOW, I HAVEN'T SEEN THAT LEGISLATIVE PASSED THAT NO HOODIES IN THE SCHOOLS OR IN PUBLIC.
SO, I'M NOT SAYING I DISAGREE WITH YOU, BUT IT IS A CHALLENGING CONVERSATION TO HAVE.
>> SO I DO WANT TO ADDRESS THAT JUST TO BE REMINDS TLAED WE DO HAVE A UNIFORM DRESS CODE, AND SO, IT'S THE ACTUAL HOOD AND THE WEARING OF THE HOOD. SO THIS PROHIBITED ITEM DOESN'T SAY THAT WE CAN'T AGAIN HAVE THE SWEATER.
IT IS THE ACTION OF THE HOOD THAT IS THE SAFETY CONCERN.
THIS IS IN ADDITION TO THE DRESS CODE WE ALREADY HAVE IN ADDITION WE HAVE MEASURES SUCH AS CLEAR BACKPACK, THE UNIFORM ALTOGETHER
[01:45:02]
HELPS TO US DETER SOME OF THE THINGS THAT DR. JACKSON TALKED ABOUT WE CAN EASILY RECOGNIZE OUR STUDENTS.THERE'S VERBIAGE CONVERSATION ABOUT STUDENT I.D.S WORN ABOVE THE WAIST SO THAT WE IMMEDIATELY CAN IDENTIFY OUR STUDENTS AND SEND THEM HOME THE WAY THEIR PARENTS SENT THEM TO US.
IN CAMERON'S WORDS SO AGAIN FOR THE THIRD TIME IT IS THE ACTUAL HOOD THAT'S THE SO IF THERE'S A COMFORT ITEM SUCH AS WHAT TRUSTEE CLEWIS WAS TALKING ABOUT, IT WOULD BE PROHIBITED TO BE WORN INSIDE THE BUILDING. I KNOW SOME OF THE STUDENTS ALSO ARE COLD SOMETIMES. WE STILL SHOULD HAVE OUTER WEAR BUT AGAIN FOR THE FOURTH TIME IT'S THE ACTUAL HOOD THAT WE ARE
ADDRESSING. >> SO, THANK YOU SO MUCH DR. BARKER FOR THAT BUT I'M GOING TO GO BACK AND SAY I DIDN'T DISAGREE BUT WHAT I'M SAYING IS NOT A LAW SO I HAVE ALWAYS SAID TO THIS BOARD WE NEED TO PASS SOME LEGISLATIVE LAWS, SO IF IT IS A SAFETY ISSUE AND A CONCERN OF A CHILD COMING TO SCHOOL IN FEAR, THAT BIG POCKET, MOSTLY YOU HAVE THAT BIG POCKET. YOU CAN HAVE ANYTHING IN IT OR DROPPED IN IT. WE TALKED ABOUT VAPING SO IF ALL THOSE ARE CONCERNS WITH THE CELL PHONES AND WITH THE HOODIES, THEN MAYBE THAT MAY BE ONE THAT LANCASTER CAN BE INSTRUMENTAL ON TAKING THE LEGISLATION FOR PUBLIC SCHOOLS IN TEXAS SO IT WON'T JUST BE A LANCASTER THING BECAUSE I WASN'T DISAGREEING WITH YOU AND I WASN'T TOTALLY AGREEING WITH MR. CLEWIS.
BUT I WAS ONLY SAYING THAT WHEN YOU'RE GOING TO FIGHT SOMEONE IF YOU HAVE SOMEONE TO CHALLENGE IT, IT'S GOING TO COME BACK TO
THE LAW. >> AND I CAN SPEAK REAL QUICKLY IN REGARDS TO A COUPLE OF STATEMENTS YOU ACTUALLY MAY.
FIRST AS IT RELATES TO THE CELL PHONES ON THE DISTRICT ALREADY HAS A POLICY IN PLACE AS IT RELATES TO CELL PHONES.
YOU SHOULDN'T USE THOSE IN SCHOOL PERIOD.
WHAT WE ARE DOING IS RECOGNIZING IF WE IMPLEMENT THE CON CONSEQUENCES IN THE STUDENT CODE OF CONDUCT THIS WOULD DETER STUDENTS FROM ACTUALLY FILMING THE FIGHTING AND THAT IS THE TIME WHERE THE CONSEQUENCES WOULD COME INTO PLACE IN REGARDS TO MEDICAL ISSUES THAT YOU MENTIONED WE HAVE ABOUT 7 STUDENTS I KNOW OF PERSONALLY WHO ACTUALLY HAVE SPECIFIC TIMES THEY'RE SUPPOSED TO COME IN BECAUSE THEY'RE DIABETIC TO SEE THE NURSE OR TAKE THEIR MEDICINE AND BEEN SEVERAL TIMES I SET ON MY LAWN TO MAKE SURE I MET THEM COMING OUTSIDE OF THEIR CLASSROOM SO WE HAVE SYSTEMS IN PLACE TO INSURE THAT THOSE EMERGENCIES ARE TAKEN CARE OF DURING THE SCHOOL DAY.
>> I HEAR YOU BUT I STILL GOT A CONCERN WITH THAT BECAUSE I KNOW TYPE ONE DIABETES. I KNOW THAT YOU COULDN'T GET TO THEM QUICK ENOUGH. I'M JUST ONLY SAYING JUST A SUGGESTION TO LOOK AT IT BECAUSE I THINK YOUR IDEA IS GREAT BUT I'M SAYING THERE'S ALWAYS SOMETHING TO REVIEW.
>> MADAM PRESIDENT THANK YOU. I JUST WANTED TO SHARE TOO AGAIN A LOT OF THESE THINGS THAT HAVE BEEN IN PLACE I WILL SHARE WITH YOU ALL SOME OF THESE THINGS HAVE NOT BEEN ENFORCED BY ADMINISTRATORS IN OUR BUILDINGS SO THIS BRINGS TO THE FOREFRONT THESE THINGS THAT SHOULD BE ADDRESSED AT THE BEGINNING OF THE SCHOOL YEAR AND ALL YEAR. THERE ARE TIMES WITH THESE HOOTIES WITH KIDS YOU ASK THEM TO REMOVE IT, IT BECOMES A CONFRONTATION. NO I'M GOING TO REMOVE IT.
YES YOU NEED TO REMOVE IT ET CETERA.
SO SWEATSHIRTS JACKETS GREAT BUT THE HOODIE IS THE ISSUE FOR US.
WE HAVE ALSO HAVE SEVERAL PEOPLE OUR KEY COMMUNICATORS WHO COMMUNICATED ABOUT THE SAFETY IDENTIFICATION OF THE KIDS.
I CAN'T IDENTIFY YOU UNLESS I'M RIGHT IN YOUR FACE IF YOUR HOODIE IS ON LIKE. THIS I CAN'T DOICHLT SOME OF THEM WILL TAKE THE STRING ANTI IT AS TIGHT AS THEY CAN.
THESE ARE ISSUES WE CONTINUE TO FIGHT AS FAR AS INSURE THAT WE ARE IMPLEMENTING GOOD SAFETY AND SECURITY IN OUR BUILDINGS.
OUR KIDS LET'S JUST FACE IT OUT NUMBER OUR ADMINISTRATORS AND TEACHERS PROBABLY 10 TO 1. OR EVEN MORE.
BUT I WOULD ASK THAT AGAIN WE CONTINUE TO LOOK FOR WAYS TO INSURE THAT WE ARE SUPPORTING THE SAFETY AND SECURITY WITHIN OUR FACILITIES. TOO MANY TIMES WE HAVE TO BE LUCKY EVERY SINGLE DAY WE DON'T HAVE PEOPLE COME INTO OUR BUILDINGS THAT DO NOT BELONG THERE.
THOSE PEOPLE AND PERSONS ONLY HAVE TO BE LUCKY ONE TIME IN
[01:50:03]
THAT THEY COME INTO OUR FACILITIES.NOT TRYING TO INSTILL FEAR INTO ANYONE, FROM A PERSPECTIVE AS A FORMER BUILDING ADMINISTRATOR AND SUPERINTENDENT I DON'T WANT TO MAKE THAT CALL TO ANYBODY'S FAMILY TO STAY I HAVE A STUDENT THAT ENTERED THE BUILDING OR THOSE ARE THINGS THAT ARE INAPPROPRIATE FOR WHATEVER THAT IS, AND I COULDN'T IDENTIFY WHO THEY ARE. I DO NOT WANT TO MAKE THAT CALL EVER. I DON'T WANT ANYBODY TO CALL ME ABOUT THAT AS A PARENT. HOWEVER, AGAIN, WE MUST HAVE RULES AND REGULATIONS IN PLACE THAT MAY OR MAY NOT NECESSARILY BE A PART OF LAW THAT WE HAVE TO INSURE THAT OUR STUDENTS ARE DOING. WE HAVE UNIFORMS TOO.
THOSE THINGS ARE NOT ALWAYS IN LAW BUT WE HAVE TO ENFORCE THOSE SO I WANT TO BE SURE WE ARE CONSISTENT WITH WHAT IS ALREADY IN PLACE. WE JUST WANT TO MAKE SLUR WE REINFORCE IT AND MAKE IT BETTER FOR OUR KIDS.
IN MANY WAYS WE LOOK FOR WAYS TO SUPPORT OUR KIDS NOT TO PENALIZE THEM BY ANY MEANS BUT AGAIN I CAN'T COME TO WORK THE WAY I REALLY WANTS TO. THAT'S IN T-SHIRT AND SHORTS.
OF COURSE THIS IS MY PROFESSION. AND I UNDERSTAND TOO THAT KIDS THAT THEIR JOB IS SCHOOL EVERY DAY SO I'M JUST TRYING TO MAKE SURE THAT WE ARE BEING CONSISTENT WITH OUR DRESS CODE POLICIES WE ARE UPHOLDING THOSE AND AGAIN WE HAVE HAD KEY COMMUNICATORS IN SEVERAL CASES ALSO EXPRESSED CONCERNS ABOUT THE HOODIES. SOME OF THOSE BEINGS STUDENTS AS
>> I STILL BELIEVE THAT THE STUDENTS SHOULD HAVE A VOICE.
NO MATTER WHAT. DR. MR. OH HAPPEN LAND, IS IT BASED ON WHAT MS. MORE ASSIST SAYING CAN WE LEGALLY CREATE THIS CREATE A POLICY THAT SAYS THERE ARE NO HOODIES?
>> YOU CAN ADOPT A POLICY. YOU HAVE A FAIR AMOUNT OF DISCRETION IN WHAT YOUR DRESS CODE IS.
THIS IS YOU'RE NEITHER COMMANDED TO ADOPT A POLICY WITH RESPECT TO THIS MORE PROHIBITED SO THIS FALLS WITHIN THE REALM
OF SCHOOL BOARD DISCRETION. >> SO DR. JACKSON WHAT ARE THE CONSEQUENCES IF A STUDENT COMES TO SCHOOL WITH A HOODIE ON? BUT I ALSO WANT TO KEEP IN MIND THAT EVERY CHILD THAT'S WEARING A HOODIE IS NOT GOING TO BE IN VIOLATION THROUGHOUT THE DAY SO I THINK WE ARE PENALIZING EVERYBODY.
I THINK THERE SHOULD BE SOME CONSEQUENCES IN PLACE IF I SEE YOU WITH A HOODIE ON, I WARN YOU ONE TIME.
SECOND TIME, THERE'S ADDITIONAL CONSEQUENCES THAT COME WITH IT, NOT TO PUNISH EVERY STUDENT, BUT TO CERTAINLY IF I CAN'T STRESS ANYTHING ELSE THROUGH WHAT I'VE SAID, I HAVE TO UNDERSTAND THAT WE HAVE GIVEN THOSE STUDENTS A VOICE TO BE HEARD.
AND AGAIN, I DON'T NECESSARILY AGREE.
HOODIES I DON'T WEAR THEM AND I'LL TELL YOU MY CHILD WALKED AROUND THE HOUSE AND I HAD TO TELL HIM TAKE IT OFF, IT'S TOO HOT FOR THAT AND WE'VE SINCE MOVED AWAY FROM THAT WE DON'T HAVE THAT PROBLEM NOW. BUT AGAIN MY POINT IS A VOICE FOR THE STUDENTS BUT ALSO, WHAT ARE THE CONSEQUENCES SHOULD A
CHILD COME TO SCHOOL. >> USUALLY A SITUATION LIKE THAT AT THE SCHOOL LEVEL USUALLY REQUEST TO ACTUALLY TAKE IT OFF THAT CAN BECOME CONFRONTATIONAL AT TIMES.
AT THAT TIME THAT'S WHEN PARENTS ARE ACTUALLY CALLED OR THE STUDENTS ARE ASKED TO SIT IN THE FRONT OFFICE OR IN ISS BUT AS ALSO DR. PEREIRA ACTUALLY STATED, WE HAVE ACTUALLY IMPLEMENTED TAKE THE HOODIE OFF BUT WHAT HAS ACTUALLY BECOME SOME SOME OF OUR SCHOOLS IS IT'S BECOME A MAJOR PROBLEM WHERE THE MASSES ARE ACTUALLY WEARING THEM TO SCHOOL AND WE FEEL AS IF WE ACTUALLY PUT A POLICY IN PLACE THAT WOULD ACTUALLY PREVENT IT FROM HAVING THE POSSIBILITY AFTER CONFRONTATION AT ALL.
>> SO WITH THIS -- WOULD THIS POLICY BE INCLUSIVE OF ATHLETES?
>> YES, WE HAD AN OPPORTUNITY TO BE SPEAK WERE THE COACHES AND THEY'RE IN AGREEMENT YES SIR. WITH REGARDS TO STUDENTS VOICE AS DR. PEREIRA STATED ALTHOUGH NOT ON THE COMMITTEE THE PAST COUPLE MEETINGS THEY HAVE BEEN SPEAKING WITH DR. PEREIRA IN GROUPS THAT ARE TAKING PLACE ALL YEAR.
>> IN ORDER TO FORMALIZE THAT DR. JACKSON I THINK SHE SHOULD
[01:55:02]
HAVE A VOICE AT THE TABLE REGARDLESS OF WHETHER THEY WERE IN HAD A WALL WAY TALKING WITH DR. PEREIRA OR YOURSELF IT MAKES MORE SENSE CLICKIVELY WE ARE SITTING AT A TABLE HAVING THOSE CONVERSATIONS. THAT WAY EVERYBODY IS ON THE>> I'M IN FAVOR OF THE MEASURES. WE ARE IN OUR RIGHTS WITH RESPECT TO UNIFORMS ANDRÉS CODE TO OUTLAW THE HOODIES.
HOWEVER WITH RESPECT TO PHONES AND THE HOODIES I THINK IT HAS TO START WITH THE PARENTS. HAVE YOU ENGAGED THE PARENTS ON
>> ALL THE DISCIPLINE IS GOING TO HAVE TO START AT HOME OR IT DOESN'T WORK SO I KNOW WE HAVE A PROBLEM WITH ENGAGEMENT COMMUNITY ENGAGEMENT BUT WE HAVE TO FIGURE SOMETHING OUT.
>> THAT THAT IS IMPROVED IMMENSELY THIS PAST YEAR, AND WE HAVE SEVERAL ACTIVITIES ACTUALLY PLANNED FOR THE 23-24 SCHOOL YEAR AND EVERYTHING YOU SEE OUTLINED ON HERE WAS INPUT FROM THE PARENTS AND MANY OF THOSE PARENTS WHO ACTUALLY CAME HERE AND STOOD AT THIS PARTICULAR PODIUM AND ACTUALLY HAD ISSUES AND CONCERNS AND ASKED YOU GUYS FOR HELP, I IMMEDIATELY GO TO THEM AFTERWARDS AND SAY I NEED YOU ON MY COMMITTEE SO THOSE ARE THOSE VOCAL PARENTS WHO SAY WE NEED HELP WITH OUR SAFETY.
WE NEED HELP WITH. THIS THESE ARE THE VOICES AND THOSE THINGS YOU SAW ON THE POWER POINT ARE PART OF THAT
GROUP. >> EXCELLENT AND I LIKE THAT BECAUSE THE MOST EFFECTIVE DISCIPLINE YOU'RE GOING TO HAVE IS THEY'RE AFRAID YOU'RE GOING TO TELL THEIR PARENTS ABOUT IT.
AS USUAL YOU'RE RIGHT ON POINT. >> DR. JACKSON THANKS FOR YOUR PRESENTATION. THANK YOU FOR BEING CONCERNED ABOUT THE SAFETY OF THE STUDENTS AS WELL AS STAFF ON CAMPUSES AND I UNDERSTAND GETTING INPUT FROM CHILDREN BUT END OF THE DAY WE ARE THE ADULTS ALSO AS PARENTS AND SCHOOL BOARD WE ARE RESPONSIBLE FOR THE SAFETY OF OUR KIDS AND ALL THE TIME KIDS DO NOT KNOW WHAT'S BEST AND WE ARE THE ADULTS IN THE ROOM AT TIMES AND WE HAVE TO TAKE THE LEAD AND MAKE THE DECISIONS.
>> MADAM PRESIDENT. I ACTUALLY WANTED TO TALK WITH THE PEOPLE WHO DEAL WITH THESE SITUATIONS EVERY DAY.
PRINCIPALS I'D LIKE TO YOU STAND IF YOU HAVE A ISSUE THAT DID ARISE AND YOU ASKED KIDS TO REMOVE HOODIES AND IT WENT TO A DIFFERENT LEVEL. I HAD TO STAND MYSELF BECAUSE I'VE HAD A COUPLE AT THE HIGH SCHOOL ASKING KIDS TO REMOVE HOODIES AND IT BECOMES CONFRONTATION OVER AND OVER AGAIN AND THAT WASTES TIME AND THE TIME WHICH MY STAFF HAS TO MAKE SURE THAT THINGS ARE SAFE. THIS ALREADY GOES FOR TEACHERS
AND STAFF, YES, MA'AM. >> MADAM PRESIDENT I HAVE A COUPLE OF QUESTIONS AND COMMENTS.
>> MR. JONES. >> I THINK YOU MENTIONED A FEW TIMES ABOUT POLICY SPEAKING SPECIFICALLY ABOUT THE CELL PHONES. WE ARE LOOKING TO CHANGE POLICY.
WE ARE LOOKING AT ADDING CONSEQUENCES TO OUR CODE OF
CONDUCT IN THIS PARTICULAR ITEM. >> YES ON THIS PARTICULAR ITEM WE ADDED CONSTANT CONSEQUENCES TO THE COLD OF CONDUCT AS IT RELATES TO CELL PHONE BECAUSE THEY'RE NOT SUPPOSED TO BE USED ON INSTRUCTIONAL TIME AND SPECIFICALLY AS IT RELATES TO THE RECORDING OF FIGHTS WHICH HAS WILL BE PROBLEMATIC AND CASTS A INVOICE CONNOTATION ON OUR DISTRICT AND SCHOOL.
>> I'M GOING TO READ, STUDENTS SHOULD NOT USE TELE-COMMUNICATION DEVICES CELL PHONE OR ELECTRONIC DEVICE IN VIOLATION OF DISTRICT OR CAMPUS RULES BUT IT DIDN'T HAVE ANY DIRECT CONSEQUENCES ASSOCIATED TO IT SO WHAT YOU'RE DOING IS ASSOCIATING THE CONSEQUENCES YOU IDENTIFY WITH THIS OFFENSE.
>> IT HAS NOTHING TO DO WITH POLICY AS IT STANDS NOW, THE POLICY LISTED ON THE SLIDE WOULD BE ADDRESSED LATER TAKING ON THE
>> THE OTHER PART WE ARE LOOKING AT IS GOING TO BE WITH THE A STUDENT DOES BRING A CELL PHONE HOW ARE WE ADDRESSING THE TIME LOST AS YOU MENTION ORDERED WITH THE HOODIES AS WELL, SO I THINK IF WE ADDRESS THIS FULLY HEAD ON THE FIRST TWO OR THREE WEEKS KEY CAN HOPEFULLY GET THIS ISSUE RESOLVED QUICKLY AS POSSIBLE BUT I DON'T WANT DR. MATTHEWS INUNDATED WITH STUDENTS OVER THERE AS WELL FOR THEM BEING IN VIOLATION.
>> AND A COUPLE THINGS NUMBER 1 FIRST IN REGARDS TO STUDENTS ACTUALLY BEING GOING TO ACTUALLY DR. MATTHEWS AND J.D. HALL THAT ACTUALLY HAS TO COME THROUGH ME. MY TEAM AND I ARE RESPONSIBLE
[02:00:04]
FOR TAKING ANXIOUS FOR SOMETHING AS EXTREME AS THAT.INSTRUCTIONAL TIME IT TAKES AWAY FROM THE CHILD DURING AN INVESTIGATION, IT TAKES AWAY FROM THE TEACHERS AND PLC'S DURING THAT PARTICULAR TIME TO ACTUALLY HELP WITH THE PLANNING PROCESS OF OTHER STUDENTS. WE TRY TO DO THAT IN ADVISORY PERIODS OR INTERVENTION TIME BUT WHAT WE ARE TRYING TO DO IS PREVENT IT FROM BEING LOST ANYWAY.
>> ANOTHER CLARIFICATION, WE SAY USE OF A TELECOMMUNICATION DEVICE WE ARE SAYING NOW STUDENTS CANNOT BRING THE CELL
PHONE TO SCHOOL AT ALL. >>, NO SIR.
THEY CAN HAVE THEIR CELL PHONE. WE ARE ASKING THEM NOT TO USE THEM DURING THE DAY AND PARTICULARLY IN THIS CASE THE
RECORDING OF FIGHTS. >> SO THEY CAN HAVE THEIR PHONES, YOU JUST DON'T WANT THEM RECORDING FIGHTS.
>> ABSOLUTELY. >> WHAT'S OUR NEXT MEASURE TO PREVENT THE FIGHTS OR HAVE PEOPLE IN POSITION?
>> FIRST OF ALL ALL OUR KIDS WE ARE ABOUT EDUCATING AS OPPOSED TO CON CONSEQUENCES SO ALL OUR KIDS ARE DIGITALLY CERTIFIED.
ALL OF THEM RECEIVE MODULES AND ACTUALLY EDUCATION IN REGARDS TO THE NEGATIVE EFFECTS OF SOCIAL MEDIA AND THINGS OF THAT NATURE AND THIS FALLS INDEPENDENT THAT PARTICULAR UMBRELLA.
IN ADDITION TO THAT WE ARE ACTUALLY MEETING NEXT WEEK TO PROVIDE A PROGRAM AND PUT SPECIFIC ENTITIES IN PLACE FOR WHEN CHILDREN COMMIT VIOLATIONS, THEY HAVE A SCHOOLING FOR THAT AS OPPOSED TO AUTOMATIC CONSEQUENCE SO THESE ARE SNINGS THAT I SPOKE OF AND THINGS COMING DOWN THE PIPELINE.
>> THANK YOU SIR. >> ANY OTHER QUESTIONS COMMENTS.
>> I HAVE A COMMENT. MADAM PRESIDENT I APPRECIATE THAT. DR. JACKSON I TRULY RESPECT YOUR AUTHORITY AND BACKGROUND AND I WANT TO SAY, I FULLY SUPPORT THE MEASURE YOU HAVE IN PLACE. MY QUESTION, HOW WOULD YOU GUYS FEEL ABOUT STRIKING -- MR. ROBINSON I COMMEND YOUR EFFORT TO NOT JUST COME HERE AND PRESENT YOUR SIDE OF THE STORY BUT TO PRESENT A PETITION OF 5 48 NAMES, 632, SO WE ARE LOOKING AT A REPRESENTATIVE POPULATION OF OVER A THIRD OF OUR HIGH SCHOOL POPULATION. AM I WRONG? OVER A FOURTH OF THE POPULATION. WOULD IT BE A BETTER POSITION TO HAVE 600 AMBASSADORS WILLING TO HELP US ENFORCE REMOVAL OF THE HOODIE THE HOOD PIECE VS. JUST CUTTING IT OUT ALTOGETHER? WOULD THAT BE MORE EFFECTIVE? COULD THAT BE A WORKABLE
SOLUTION? >> WELL, WE HAVE ACTUALLY HAD THESE SYSTEMS IN PLACE FOR SOME TIME AND HAVING BEEN IN THE VALLEY AT THE SCHOOL WITH THE STUDENTS AND WITNESSED SOME.
STUDENTS ACTUALLY DR. PEREIRA SAYING DOING ME A HUGE FAVOR AND PLEASE TAKE OFF YOUR HOODIE. I FIRMLY AGREE WITH PRESIDENT HAMILTON THERE ARE GOING TO BE SOMETIMES.
AS A MATTER OF FACT THAT PETITION PROBABLY THE NEXT HOUR OR SO COULD GO TO 1200. THERE ARE TIMES WE WILL HAVE TO MAKE DECISIONS FOR OUR KIDS TO KEEP THEM SAFE.
THEY WOULD LIKE TO STAY UNTIL 2:00 IN THE MORNING.
THEY WOULD LIKE TO EAT DONUTS ALL DAY.
THEY WOULD LIKE TO WEAR FLIP FLAPS TO SCHOOL.
WE AS LEADERS HAVE TO PUT PROTOCOLS AND THINGS IN PLACE FOR THEM TO BE SAFE. THEY CAN'T SEE I. WE HAVE TO SEE IT FOR THEM. AND THE POSITION I'M IN I SEE THINGS BEFORE IT HAPPENS AND CAN I SPEAK INTELLIGENTLY TO IT BECAUSE I WAS THERE. I SAW THE THREE GUYS.
WHAT IF I WASN'T THERE AND HAD TO USE THE RESTROOM? WHAT IF THAT ASSISTANT PRINCIPAL WASN'T THERE? WHAT IT WAS THE MOTIVE OF THOSE THREE GUYS? WHY WERE THEY ON CAMPUS. WE WERE IN PLACE.
HOW DO WE EXPLAIN THAT THAT SOMEBODY GOT IN HERE WHILE OUR KIDS ARE TRANSITIONING? WHY WERE THEY THERE? DID THEY HAVE SOMETHING ON THEM? YES, WE HAD THE MACHINES.
TEACHERS ARE TRANSITIONING AT THAT TIME.
WHO IS GOING TO ANSWER? WHO IS GOING TO ANSWER TO THE COMMUNITY AND WE HAVE BEEN LUCKY.
WE HAVE BEEN BLESSED I SAY. I'M TELLING YOU BECAUSE I'VE BEEN THERE. I'M ON THE GROUND IN EVERY SINGLE SCHOOL AND WE HAVE INTERCEPTED MANY MANY THINGS.
THANKS WHY YOU SEE THESE GOOD NUMBERS UP HERE.
[02:05:03]
YOU DON'T SEE IT ON THE NEWS BECAUSE WE HAVE MEASURES LIKE THIS IN PLACE. I'M TELLING YOU WHAT YOU SAW.IT'S THERE AND IT'S TERRIFYING TO SEE SOMEBODY TALK TO OUR SUPERINTENDENT LIKE THAT IT'S TERRIFYING TO SEE PEOPLE THAT I HAVE TO CHASE OFF. IT'S TERRIFYING SEEING PEOPLE TRYING TO GET INTO THE SCHOOL WHERE WE ARE EXPECT TO PROTECT THEM AND I CAN'T RECOGNIZE THEM BECAUSE THEIR HOODIES ARE LIKE
THIS. >> MADAM PRESIDENT I JUST HAVE TO SAY YOU'RE VERY PASSIONATE BUT I STILL GOT A CONCERN BECAUSE IF YOU'RE THAT BE PASSIONATE ABOUT THIS, WHEN MOSTLY EVERY TIME THERE IS A SHOOTING OUTSIDE OF A SCHOOL DISTRICT, THE PERPETRATOR HAVE A HOODIE ON SO I SAID EARLIER THIS BOARD COULD BE A LEADING EXAMPLE TO THE STATE FOR THE TEXAS EDUCATION CODE ABOUT HOODIES. NOT SWEATSHIRTS.
BUT HOODIES AND THEN YOU DON'T HAVE TO BE AS PASSIONATE STANDING THERE BECAUSE WHEN YOU QUOTE THAT IN OUR POLICY, YOU ARE UP HOLDING TEC, TEXAS EDUCATION CODE BUT IT JUST CAN'T BED FOR THE CHILDREN. IT'S GOT TO BE FOR THE ADULTS THE COACHES, THE KIDS THAT'S ON THE FIELD SO THAT'S GOING TO BE A CHALLENGE. THAT'S BRINGING IT TO THE TABLE, AND WE DON'T HAVE TO MAKE THAT DECISION OURSELVES AS BOARD MEMBERS. WE CAN REFER TO WHAT WE DID FOR LEGISLATION FOR SAFETY AND TEXAS PUBLIC SCHOOLS.
>> WE NEED TO MOVE ON. >> THERE IS SEVERAL DISTRICTS AROUND US THAT HAVE IMPLEMENTED THIS LAST YEAR SO WE ARE BEHIND IN SCENARIOS IN TRYING TO BE PROACTIVE AS POSSIBLE BUT THINKING THAT WE COULD REASON WITH OUR STUDENTS TO REMOVE THE HOODIES SO I DIDN'T GOAD WITH THAT LAST YEAR BUT CAN I SAY HAVING THE PERSON INTERACTIONS WITH OUR STUDENTS AS WELL, THAT'S UNACCEPTABLE. SECONDLY I JUST WANT TO SAY ABOUT THE CELL PHONES THERE IS A MOVING EFFORT ACROSS THE NATION NOT JUST IN TEXAS NOT IN LANCASTER THAT PARENTS ARE BRINGING LAWSUITS AGAINST DISTRICTS AND THE STUDENTS WHO ARE DOING THE FILMING. BECAUSE THAT IS A VY LIST OF FIRBA IF YOU WILL AND WE HAVE TO BE PROACTIVE TO INSURE OUR STUDENTS ARE NOT GETTING THEMSELVES INTO A PREDICAMENT AND AGAIN THEY DO RECEIVE THIS TRAINING BUT THAT'S NOT WORKING.
THEY ARE QUICK TO PULL OUT THEIR PHONES TO FILM SOMETHING AND POST IT WITHOUT THINKING YOU DON'T HAVE TO HAVE PERMISSION WE HAVE TO HAVE PERMISSION TO POST ANY PICTURE ON OUR WEB SITE.
WHY DOES A STUDENT HAVE THE OPPORTUNITY TO FILM AND POST ANYWHERE THEY WANT TO? I DON'T THINK THAT'S RIGHT SO AGAIN I THINK WE NEED TO BE PROACTIVE ABOUT THOSE THINGS BECAUSE OF THE FACTS THERE'S A MOVING EFFORT.
WE CAN'T WAIT IN THE WE HAVE A LAWSUIT TO PUT THIS SCENARIO IN PLACE. WE HAVE TO ACT BEFORE.
SO AGAIN, WE WILL CONTINUE TO MONITOR SITUATIONS AND PUT MEASURES IN PLACE WITH YOUR SUPPORT TO INSURE THAT OUR KIDS ARE SAFE BECAUSE I DO NOT WANT TO ANSWER TO ANY QUESTIONS ABOUT WHY WE DIDN'T BAN THEM IF SOMEONE ENTERS OUR BUILDING AND DOES SOMETHING WE DON'T WANT TO HAPPEN SO AGAIN NOT TRYING TO PRODUCE FEAR, JUST WANT TO MAKE SURE EVERYBODY UNDERSTANDS THESE ARE ALL PROACTIVE MEASURES ON OUR PART.
THAT'S ALL WE ARE TRYING TO DO, NOT MAKE KIDS FEEL UNCOMFORTABLE
JUST MAKING SURE KIDS FEEL SAFE. >> THANK YOU DR. PEREIRA.
THANK YOU DR. JACKSON. BOARD THIS IS AN ACTION ITEM S.
THERE A MOTION? I'LL MAKE THE MOTION TO APPROVE THE STUDENT CODE OF CONDUCT WITH THE RECOMMENDATIONS FROM DR. JACKSON FOR THE NO HOODIES POLICY IN LIEU OF SAFETY AS WELL AS THE CONSEQUENCES FOR INAPPROPRIATE CELL PHONE USAGE THAT VIOLATES OUR CURRENT CODE OF CONDUCT.
IS THERE A SECOND? >> I'LL SECOND.
>> SECOND BY MR. STEPHENSON. WE HAVE A FIRST AND A SECOND ON THIS MOTION IS, THERE ANY DISCUSSION FROM THE BOARD?
MR. CLEWIS. >> I COMPLETELY AGREE PARTS OF THIS CODE OF CONDUCT. HOWEVER DO I NOT AGREE WITH NOT ALLOWING THE VOICE OF THE STUDENTS TO BE HEARD.
THE E-DECISION MAY BE THAT THE ADULTS MAKE THE FINAL DECISION, BUT I STILL BELIEVE THAT YOU CA CAN'T, YOU CANNOT ALLOW THEM TO HAVE A VOICE IN THE PROCESS.
[02:10:02]
THAT'S IT. >> THANK YOU MR. CLEWIS.
ANY OTHER DISCUSSION OR COMMENTS FROM THE BOARD?
>> I JUST HAVE ONE. I STILL SAY THIS HAS BEEN, THIS IS GOING TO LOOK LIKE A BLANKET APPROVAL.
WHAT I'M SAYING, I SUPPORT THE [INAUDIBLE] BUT I'M SAYING IF WE ARE THAT CONCERNED ABOUT OUR STUDENTS LET'S BE CONCERNED ABOUT ALL THE STUDENTS IN THE STATE OF TEXAS.
I KNOW IT HAS TO START AT HOME BUT SOMEHOW, GOT MILK FEELINGS ABOUT IT AND IF WE DO SOMETHING THAT'S TAKING CHARGE AS ADULTS TO MAKE IT BETTER IN THAT CLASSROOM, TO MAKE IT BETTER ON THAT CAMPUS, AND SO, IF WE ARE SUED GUESS WHAT, WHY WERE WE WAITING FOR A LAWSUIT TO BE FILED?
>> THANK YOU MS. MORRIS. AT THIS TIME ALL CALL FOR THE VOTE.
>> MR. SMITH. I DON'T MIND VOTING.
YES MR. ROBINSON THANK YOU VERY MUCH FOR YOUR EFFORT.
THIS IS NO SLIGHT ON YOU. I GREATLY APPRECIATE YOU BEING THE VOICE OF YOUR PEERS. [APPLAUSE]
>> MISS MORRIS. >> WHAT I CAN SAY, YOU STIRRED UP THE BOARD. TO THINK ABOUT IT.
I HAVE TO SUPPORT THE STUDENT CODE OF CONDUCT BECAUSE IT IS CARRIES A LOT. I JUST HATE TO BE PUT IN THIS POSITION SO LOOKS LIKE I JUST HAVE TO FIGURE OUT HOW WE CAN GET THE LEGISLATION SO ALL SCHOOL DISTRICTS CAN BE IMPACTED
THE MOTION PASSES THANK YOU AND DO KNOW THIS IS IN THE BEST INTERESTS OF YOUR SAFETY, WE ARE NOT JUST BEING HARSH.
THIS IS IN THE BEST INTERESTS OF ALL.
