YOUR COMMENT. >> TEMIKA WHITFIELD, LANCASTER, TEXAS, AUGUST 18, I REACHED OUT TO THE SCHOOL REQUESTING AN OFFICIAL ARD. IT TOOK PLACE AND SEPTEMBER 1 FOLLOWED UP WITH MY STUDENT'S TEACHER AND VERIFY IF RECEIVED AND REVIEWED. I ASKED TO BE CONTACTED IF QUESTIONS OR CONCERNS. AND PROVIDED A BRIEF ON MY STUDENT'S CHARACTER AND PERSONAL CONTACT.
AND I REQUESTED A COMMENT ON ANY QUESTIONS OR CONCERNS.
AND THE LAST WEEK OF SEPTEMBER MY STUDENT SHARED CONCERNS OF LACK OF PARTICIPATION AND BULLYING AT THE SCHOOL.
I REACHED OUT TO THE SCHOOL AND ADDRESSED MY CONCERNS BY MY STUDENT. OCTOBER 3, I RECEIVED A PHONE CALL FROM THE CASE MANAGER. OCTOBER 3 I REQUESTED THAT MY STUDENT BE ASSIGNED A NEW CASE MANAGER.
AND RECEIVED E-MAIL WITH ADVISORY GIVEN FOR INITIAL INTRODUCTION BY THE CASE MANAGER, HOWEVER THERE WAS NEVER A FOLLOW UP. AND AFTER THE COMMUNICATION WITH STUDENT AND FOLLOWING MY STUDENT'S GRADES LED TO CONCERNS. AND JANUARY 18 I REACHED OUT TO SCHOOL AND REQUESTED A ARD REVIEW.
AND JANUARY 18 I RECEIVED A CALL FROM REASSIGNED CASE MANAGER.
AND THEN I WAS ABLE TO CONFIRM THAT MY STUDENT WAS WITHOUT AN ACTIVE CASE MANAGER AND THE REQUIRED SERVICES DISCUSSED DURING THE ARD MEETING THAT HAD NOT BEEN IMPLEMENTED SINCE OCTOBER 3. THE ARD MEETING WAS SCHEDULED FOR JANUARY 24, IT'S FEBRUARY 23, 2023.
THIS IS ALMOST A WEEK AND A HALF SHY OF FIVE MONTHS NOT PROVIDING SERVICES OR THE COMMUNICATION TO PROVIDE SERVICES AND REPORTS AS STATED PER MY STUDENT'S ARD. I REQUESTED FOR AN EMERGENCY ARD MEETING, SCHEDULED FOR JANUARY 24.
NO APOLOGIES CAN OR WILL MAKE UP FOR UNPROFESSIONALISM AND INCONSISTENCY AND LOSS OF TIME AND ATTENTION FOR MUCH-NEEDED SERVICES AND EDUCATION. FEBRUARY 14, I LEARNED THAT MY STUDENT AS OF TODAY ACTUALLY -- NO, FEBRUARY 14, I LEARNED THAT MY STUDENT STILL NOT RECEIVING THE SERVICES DISCUSSED PER MY STUDENT'S SECOND ARD. ON FEBRUARY 14, I SENT E-MAIL REQUESTING STUDENT'S CLASSES AND RECEIVED A FOLLOW-UP CALL THAT MY STUDENT RECEIVE FULL SERVICES AND START THE NEXT DAY.
I BRING THIS FORWARD BECAUSE THIS IS NOT ONLY A SERIOUS CONCERN FOR MY STUDENT. AND OPENS UP AS ADVOCATE TO WHAT OTHER STUDENTS ARE NOT RECEIVING THEIR SERVICES AS NEEDED.
[8A. Campus Highlights]
AT THIS TIME WE'LL MOVE DOWN OUR AGENDA.NEXT ITEM IS SUPERINTENDENT REPORTS.
A-CAMPUS HIGHLIGHTS, PLEASANT RUN ELEMENTARY, DR. PERERA.
>> I DON'T THINK DR. PERERA CAN HEAR US.
PRINCIPAL JAMES KIMBROUGH. >> GREETINGS BOARD PRESIDENT HAMILTON AND DISTINGUISHED BOARD MEMBERS.
I AM DR. JAMES KIMBROUGH, THE PROUD PRINCIPAL OF PLEASANT RUN ELEMENTARY, THE SCHOOL OF ENTREPRENEURSHIP.
>> [INAUDIBLE] GOOD EVENING AGAIN MADAM
[00:20:34]
PRESIDENT, DISTINGUISHED BOARD MEMBERS AND DR. SUPERINTENDENT PERERA. I AM DR. JAMES KIMBROUGH AND PROUD PRINCIPAL OF PLEASANT RUN ELEMENTARY, SCHOOL OF ENTREPRENEURSHIP. AND FIRST INTRODUCE MY ASSISTANT PRINCIPAL. AND COUNSELOR.AND OUR READING TOSA AND OUR MATH TOSA.
AND THE MODEL FOR THIS SCHOOL YEAR, LET'S DO THE WORK.
FIRST LOOK AT ENROLLMENT IN 2022, 677.
YOU SEE THIS SCHOOL YEAR, 2022-23 HAS DROPPED TO 623.
WE HAVE 38 TEACHERS OUR CAMPUS. AND 21-22 WE HAD 36 CERTIFIED TEACHERS AND THIS SCHOOL YEAR WE HAVE 33 CERTIFIED AND FIVE WORKING ON CERTIFICATION. AND I CAN TELL YOU THOSE FIVE WORKING ON THE CERTIFICATION ARE FIVE OF THE BEST IN OUR BUILDING. EVEN THOUGH WE HAVE A LAPSE, THOSE FIVE TEACHERS ARE DOING A GREAT JOB IN THE CLASSROOM.
OUR ACCOUNTABILITY GRADE FROM T.A. LAST YEAR, WE ARE A "C" AND WORKING DILIGENTLY TO GET TO A "B" FOR ACADEMIC RATING.
OUR MAP -- MATH SCORES FROM THE FALL AND YOU SEE THE OUTSTANDING GROWTH IN OUR STUDENTS AND THE HARD WORK THAT OUR STUDENTS AND STAFF HAVE PUT IN FOR OUR SCHOOL YEAR.
LOOKING AT OUR CULTURE FOR OUR SCHOOL, WE ARE CONSTANTLY TRYING TO BUILD OUR CULTURE AND MORAL WITH OUR STUDENTS.
WE HAVE STUDENTS THAT WE SHOWCASE ON FACEBOOK ON MARQUEE OUTSIDE AND A TIGER WALL ON THE SCHOOL, IF YOU LOOK TO THE RIGHT FOR THOSE THAT VISITED, WE HAVE STUDENTS OF THE MONTH EVERY MONTH. AND AWARDS PROGRAMS AND PRINCIPAL CORNER AND HONOR ROLL, A-B STUDENTS THAT SHOW EXCELLENCE IN THE BUILDING. AND FOR THE YOUNG MEN, WE HAVE MY BROTHER'S KEEPER AND MENTOR GROUP AND STAY AFTER SCHOOL EVERY TUESDAY AND SISTER-TO-SISTER THAT MENTOR OUR STUDENTS AND BUILD SKILLS WITH THEM.
AND WE HAVE DRESS CODES DAYS TO DRESS OUT FOR ACTIVITIES.
AND YOU SO THAT AND ELEMENTARY LEVEL CELEBRATES EVERYTHING.
AND WE HAVE ANTI-BULLYING THAT IS AN ISSUE AND WE STARTED WITH COUNSELORS IN SMALL-GROUP SETTINGS AND TO SPEAK ON CONFLICT. AND WE HAVE PUSHED AND IF STUDENTS ARE HAVING CONFLICT AND TRY TO DE-ESCALATE THOSE WITH THE COUNSELOR BEFORE SUSPEND KIDS OR OTHER CONSEQUENCES.
AND THIS SCHOOL YEAR WE HAVE LEAD PROGRAM LAW ENFORCEMENT AGAINST DRUGS THAT COME EVERY THURSDAY AND MEET WITH OUR FIFTH GRADERS. LAST YEAR WHEN WE HAD DIFFERENT ACTIVITIES AND EVENTS OUR SCHOOL NEVER WON.
BUT THIS YEAR OUR FIFTH GRADERS AND OUR FOURTH GRADERS WE WON THE PRE WAS FIRST PLACEMENT. AND FOR OUR STAFF IT'S SIMILAR, YOU HAVE TO BUILD MORAL, AND YOU HAVE TO TEACHERS AND BUILD THEM UP AND TIGER OF THE MONTH AND TEACHER OF THE MONTH.
AND WE RECOGNIZE THEM ON SOCIAL MEDIA.
SHOUTOUTS OVER THE INTERCOM AND SEE GREAT TEACHERS IN THE CLASSROOM AND HELPING KIDS, CALL THEM OUT OVER THE INTERCOM.
AND IN GROUP MEETINGS WE SHOUTOUT TO OUR TEACHERS.
AND WE HAVE THE SUNSHINE COMMITTEE, AND THE MULTICULTURAL MEETING THAT IS RUN BY TEACHERS AND NEXT MONTH DOING A BLACK HISTORY MONTH FOR THE CAMPUS. THIS IS YOUR SCHOOL LIKE OURS.
AND COFFEE AND DONUTS, GIFT CARDS, DOING WHAT WE CAN.
AND LAST WEEK I BROUGHT THE WHOLE STAFF COFFEE.
YOU ARE DOING A GREAT AND WE SEE IT EVERY DAY.
AND ONE THING THEY BELIEVE IN, HELPING TEACHER'S MORAL,
[00:25:04]
STRUCTURAL SUPPORT, THE BETTER YOUR TEACHERS CAN TEACH THE EASIER THE JOB BECOMES. AND YOU KNOW HOW TO HANDLE THE -- AND WANT TO STAY AS A TEACHER.LOOKING AT OUR COMMUNITY EVERY SUNDAY WE DO A CAMPUS NEWSLETTER HIGHLIGHTING OUR STUDENTS AND WHAT IS UPCOMING.
WE WANT OUR PARENTS TO KNOW WHAT GREAT THINGS AT PRE AND WE HAVE A BLACK HISTORY PROGRAM AND OUR STUDENTS DID AN EXCELLENT JOB.
I WAS A LITTLE EMBARRASSED BECAUSE THE GREAT JOB THAT OUR STUDENTS DID TODAY. WE HAD OUR FIRST PTA MEETING AND TRYING TO GET THAT GOING. FIRM BELIEVER THAT YOU HAVE TO HAVE PARENTAL INVOLVEMENT TO HAVE A SUCCESSFUL SCHOOL.
FAMILY NIGHTS, WE HAVE STEAM NIGHTS AND BLACK HISTORY AND AWARD CEREMONY AND STAR NIGHT. ANYTHING TO GET OUR PARENTS AND KIDS ON CAMPUS AND GET BACK TO NORMAL SCHOOL.
ONE THING FOR BUSINESS PARTNERS AND QUALITY DISTRIBUTION DONATED BACKPACKS TO THE ENTIRE FIRST GRADE.
YOU SEE THEY DONATED. AND IF YOU LOOK AT THE DFW YACHT CLUB, THEY DID A TRUNK OR TREAT FOR OUR STUDENTS AND WE HAD JOHN WILEY PRICE COME IN AND SPEAK TO THE STUDENTS.
AND WE HAVE CAREER DAY AND GREAT SPEAKERS COMING TO TALK FOR THAT. AND WE HAVE A PARTNERSHIP WITH TOYOTA AND TUTOR MADE, WE HAVE 30 FIRST GRADERS THAT GET A TUTOR EVERY DAY AND 30 SECOND GRADERS.
AND WE HAVE VARSITY STUDENTS TO HELP IN MATH.
AND WE HAVE AFTER-SCHOOL STEAM, AND K-5 AND GET EXTRA STEAM EXPERIENCE. AND WE HAD THE OPPORTUNITY ME AND ONE TEACHER HAD OPPORTUNITY TO GO TO RUN CLARK ACADEMY.
OUTSTANDING EVENT. AND LAST WE HAVE DESIGN, CONNECT AND CREATE GIRL STEAM JUST FOR GIRLS EVERY TUESDAY NIGHT.
WE HAVE LOT OF ACTIVITIES FOR THE STUDENTS ALONG WITH THE REGULAR TUTOR THAT TAKES PLACE MONDAY THROUGH WEDNESDAY.
AND OUR GOAL, CAMPUS POSITIVE AND UPLIFTING AND PLAY MUSIC WHEN THE KIDS COME DOWN THE HALLWAY AND TRY TO TEACH THE RIGHT THINGS INSTEAD OF PUNISH THEM.
AND ANOTHER THING A LOT BETTER INSTRUCTION, OUR TIER 1 INSTRUCTION HAS GOTTEN A LOT BETTER.
LOOKING TO MOVE UP. OUR GOALS TO IMPROVE STUDENT PERFORMANCE. WE DON'T WANT TO BE A "C" SCHOOL, WE WANT TO BE HIGHER AND OUR KIDS AND STAFF UNDERSTAND AND READY TO DO THE WORK. AND ANOTHER GROWTH FOR US WE HAVE TO SUPPORT OUR FAMILIES AND AT-HOME LEARNING THAT WE WANT TO IMPROVE. THAT IT IS.
>> I HAVE A COMMENT. >> MS. WHITFIELD.
>> I JUST WANT TO STATE THAT I HAVE HAD THE OPPORTUNITY TO VISIT THE SCHOOL WITH MR. PRICE. AND I WANTED TO LET YOU KNOW PERSONALLY I FELT THE ENERGY IN THE ROOM.
I FELT THE EXCITEMENT FROM THOSE STUDENTS.
THE FACT THAT THEY WERE INVOLVED, THEY WERE ASKING QUESTIONS. RAISING HANDS.
IT WAS A LOT OF STUDENTS. I DON'T KNOW HOW MANY IT WAS THAT FILLED THAT ROOM. BUT THEY ASKED QUESTIONS, THEY WERE INVOLVED. THEY WERE ENGAGED.
AND THEY WERE MANNERABLE. AND KNOW A LOT OF THAT COMES FROM, YOU KNOW, FOLLOWING PRACTICE WHAT YOU PREACH AND JUST TEACHING AND SHOWING. AND IT WAS -- IT WAS VERY UPLIFTING TO BE THERE. AND I WANTED TO LET YOU KNOW THAT I WAS GRATEFUL TO BE THERE. TO BE A PART OF THAT.
WITH MR. PRICE. AND I JUST WANTED TO BE SURE
THAT I STATED THAT. >> WE WERE HAPPY TO HAVE YOU MS.
WHITFIELD. >> ANY OTHER COMMENTS FROM THE DAIS? OKAY, THANK YOU.
OKAY, MOVE ON NEXT TO BELT LINE ELEMENTARY, DR. FUR.
PRINCIPAL STEVENSON. >> GREETINGS BOARD PRESIDENT
[00:30:05]
HAMILTON, DISTINGUISHED BOARD MEMBERS, SUPERINTENDENT DR.I AM MS. STEVENSON, THIS IS MY TEAM AND SMARTEST, COLLABORATIVE TEAM IN THE DISTRICT AND ALL WHO STAYED LATE AND IN THE AUDIENCE TONIGHT. OUR THEME THIS YEAR AT BELT LINE ELEMENTARY, IT IS GROW TIME. I AM HERE TO HIGHLIGHT THE GROWTH OF STUDENT SUCCESS, CLIMATE, CULTURE AND STUDENT ACHIEVEMENT AT BELT LINE ELEMENTARY.
AS YOU LOOK AT THE DEMOGRAPHICS AND ENROLLMENT YOU NOTICE INCREASE FROM 2022-23, PARTICULARLY IN THE AREA OF PREK-3, THAT JUMPED FROM 157 TO 161 STUDENTS.
WE ADDED TWO NEW PRE-K CLASSROOMS THIS YEAR.
IT'S GROW TIME. AND RESEARCH SHOWS DIRECT CORRELATION TO OUR PRE-K PROGRAM AND STUDENT ACHIEVEMENT IN LATER YEARS LIKE THIRD GRADE. OUR STUDENTS ARE RESILIENCE, THIS IS WHERE WE PLANT THE SEEDS FOR STUDENT SUCCESS.
IF YOU LOOK IN THE LEFT-HAND CORNER, YOU SEE A YOUNG LADY, TATUM HARRIS, THREE YEARS OLD AND SHE CAN READ.
WE INVITE YOU TO COME TO TATUM'S SCHOOL, JOIN HER AND PICK A BOOK FROM HER CLASSROOM LIBRARY AND SHE WILL READ FOR YOU AT THREE YEARS OLD. AT BELT LINE ELEMENTARY WE EXPERIENCED AN INCREASE IN GROWTH THAT IS DIRECT RESULT OF PRE-K-3. AND WE ARE CURRENTLY STAFFED EXCEPT FOR TWO AIDES POSITIONS. HIGHLIGHT ONE, MR. HILLMAN PICTURED IN THE TOP LEFT-HAND CORNER.
WE ARE GROWING OUR OWN AT BELT LINE ELEMENTARY, AND FOR HIM TO HAVE HIS OWN CLASSROOM NEXT YEAR AND EXCITED TO SEE HIS GROWTH.
BELT LINE ELEMENTARY IS A B-CAMPUS, RECEIVED A SCORE OF 85 FOR 2021-22 YEAR. BUT IT'S GROWTH TIME AND WE ARE ACHIEVING AN "A." OUR MANTRA THE ENTIRE SCHOOL YEAR, EVEN THE STUDENTS HAVE BOUGHT INTO IT.
WE HAVE SEEN EXPONENTIAL GROWTH IN K-5 READING AND WE HAVE TAKEN THE MATH AND SCIENCE, AND PLEASED WITH THE RESULTS.
92% OF K-2 TEACHERS HAD GROWTH OF 75% OR MORE.
AND SEVERAL STAFF MEMBERS WHERE THEIR STUDENTS SHOWED 100% GROWTH. OUR FOURTH AND FIFTH GRADERS WERE NOTABLE OF SHOWING 3-5 STANDARD DEVIATIONS IN READING.
THIS YEAR HAS BEEN CHALLENGING AS FAR AS ATTENDANCE.
ESPECIALLY FOR OUR 3 YEARS OLD. SO WE TRIED TO ENSURE THAT SCHOOL IS A PLACE WHERE STUDENTS WANT TO COME TO SCHOOL.
OUR CUP RUNNETH OVER WITH CLUBS. WE HAVE BLE BLOOMS. BLE EMOTION. CODING.
VOICE DEMAND. STEAM ENRICHMENT, AND CHOIR AND BLACK HISTORY. WE ALWAYS REWARD OUR STUDENTS WITH SUCCESS FOR ACADEMICS AND ATTENDANCE, AND MOST ESPECIALLY GROWTH. FOR OUR TEACHERS, CLIMATE HAS BEEN A GROWTH FOR US. AND WE REINFORCE COLLEGIATELY THAT A PLACE THAT STAFF WANT TO COME TO WORK.
WE HAD HIGH RETENTION RATE IN 2022-23 SCHOOL YEAR AND EXPECT THE SAME NEXT YEAR. TRULY WHEN YOU LOVE ON YOUR STAFF, I BELIEVE THEY LOVE ON YOUR STUDENTS.
WHICH EQUALS STUDENT ACHIEVEMENT.
SOMEONE ASKED HOW ARE WE ABLE TO GET ALL OF THIS SUCCESS, HOW ARE WE ABLE TO ACHIEVE THE GROWTH WE'VE SEEN.
IT'S VERY EASY, TEACH EQUALITY EQUALS STUDENT ACHIEVEMENT.
WE ARE SO PLEASED WITH OUR COMMUNITY ENGAGEMENT AT BUILT LINE ELEMENTARY. SOME OF -- BELT LINE ELEMENTARY.
AND THESE ARE FAITH-BASED ORGANIZATIONS AND OUR NEIGHBORHOOD WALMART ACROSS THE STREET.
WE RECENTLY HAD OUR FATHER/DAUGHTER DANCE ON FEBRUARY 13 AND HAD A GREAT TURN OUT WITH OVER 100 FATHERS.
WE KNOW THAT STRONG FATHERS BUILD STRONG COMMUNITIES.
IT'S GROW TIME. AS MENTIONED BEFORE WE WILL CONTINUE TO SUPPORT AND COACH OUR TEACHERS TO CONTINUE TO BE HIGHLY EFFECTIVE AND GIVE THEM THE TOOLS THEY NEED TO OBTAIN THE HIGHEST STUDENT ACHIEVEMENT. WE LOOK FORWARD TO CONTINUED
[00:35:02]
GROWTH IN AREAS OF ATTENDANCE AND CAMPUS, CLIMATE AND CULTURE.AT BLE WE ARE GROUND BREAKING, RESILIENT AND OPTIMISTIC AND WILLING. FOLLOW US ON TWITTER AND FACEBOOK AND INSTAGRAM. IT'S A PLEASURE SPEAKING WITH YOU. HAVE A GREAT EVENING.
[APPLAUSE] >> THANK YOU SO MUCH, BOARD, COMMENTS, QUESTIONS? OKAY JUST WANT TO SAY THANK YOU FOR WHAT YOU ARE DOING ON YOUR CAMPUS, WE APPRECIATE IT.
[APPLAUSE] >> NOW MOVE TO INFORMATIONAL
[9A. Grants Update - Chief Clifford Wherley and Dr. Angie Knight, Presenters]
ITEMS. "A," GRANT UPDATE.DR. PERERA. SORRY, WE STILL CANNOT HEAR HER,
PRESENTED BY DR. KNIGHT. >> GOOD EVENING, MADAM PRESIDENT AND ESTEEM TRUSTEES AND DR. PERERA, VIRTUALLY.
I COME TONIGHT SEEKING APPROVAL ON A GRANT THAT THE DISTRICT APPLIED FOR AND RECENTLY AWARDED.
AND I WOULD LIKE TO PROVIDE A BIT OF BACKGROUND ON THE ORIGINATION OF THIS GRANT. IN JUNE, 2022 AS PART OF $105,000 SCHOOL SAFETY, THE GOVERNOR OFFICE APPROPRIATED 11.7 MILLION FOR THE TEXAS AGENCY FOR DISTRIBUTION TO SCHOOL DISTRICTS TO. ENCOURAGE THEM TO PURCHASE SILENT ALARM TECHNOLOGY. AND THE REASON WAS THE HORRENDOUS TRAGEDY IN UVALDE. THIS IS TO PROVIDE SAFE ENVIRONMENTS. SO LANCASTER ISD WAS AWARDED $17,102 FROM SCHOOL SAFETY GRANT TO PURCHASE SILENT ALERT TECHNOLOGY AND THIS IS VERY MUCH AS ITS NAME SUGGESTS.
A SILENT SYSTEM SIGNAL GENERATED BY THE ACTIVATION OF A DEVICE INTENDED TO SIGNAL A LIFE-THREATENING OR EMERGENCY SITUATION. THAT REQUIRES RESPONSE FROM LAW ENFORCEMENT AND/OR OTHER FIRST RESPONDERS.
AND I WOULD BE HAPPY TO ASK ANY FUNDING QUESTIONS YOU MIGHT HAVE. UNFORTUNATELY CHIEF WHERLY COULD NOT BE HERE TO ADDRESS THIS TECHNOLOGY.
BOARD, QUESTIONS? OKAY, YOU GOT LUCKY, NO QUESTIONS. THANK YOU SO MUCH.
>> THANK YOU. >> NEXT ITEM, WE'RE GOING TO PULL THAT IN CHIEF WHERLEY'S ABSENCE AND PURSUE IN A FUTURE
[9C. 2022-23 TAPR Overview - Dr. Cassandra Barker, Presenter]
MEETING. GO TO "C," TAPR OVERVIEW.>> GOOD EVENING, MADAM PRESIDENT AND BOARD MEMBERS AND DR.
PERERA. HIGHLIGHTS FROM THE TAPR REPORT AND MOST OF YOU WERE HERE WHEN MS. BELL WENT THROUGH THE TAPR REPORT AND HIGHLIGHT FOR THE AUDIENCE AND OFFICIAL RECORD FOR THE BOARD MEETING. IF YOU USE YOUR CELL PHONES AND ZOOM IN ON THE QR CODE AND TAKE YOU STRAIGHT TO THE TAPR REPORT.
IT COMES IN SEVERAL FORMATS, PDF AND ONLINE AND TEA HAS IT.
I WON'T GO THROUGH EVERY PAGE OF THE TAPR REPORT AS DONE EARLIER.
AND HERE'S CONTENT AND THINGS YOU SEE.
DEMO GRAPHICS OF THE DISTRICT. ACCOUNTABILITY RATING AND DETERMINATION AND THE CONTENTS AROUND THE PERFORMANCE THAT WE TALK ABOUT HERE REGULARLY. I DID INCLUDE THIS STATEMENT HERE, THIS IS THE OFFICIAL STATEMENT THAT HAS TO BE READ INTO RECORD WITH THE TAPR REPORT.
BUT I DO WANT TO START WITH JUST HIGHLIGHTING SOME THINGS ABOUT OUR STUDENT DEMOGRAPHIC. FOR THIS PARTICULAR REPORT, THE STUDENT DEMOGRAPHIC WAS ABOUT 6900.
WE'RE A LITTLE OVER 83% ECONOMICALLY DISADVANTAGED.
9.1 SPECIAL ED AND OUR BILINGUAL POPULATION GROWING, AT THIS REPORTED IT WAS 10%. AS YOU KNOW AND COME THAT OUR
[00:40:03]
RATING RAISED FROM PREVIOUS TWO TIMES THAT THE STATE HAD GIVEN A RATING IN 2018. WE WERE 79.2019 AND ACHIEVED "B" AT 81. AND THEN WE HAD THE TWO YEARS THAT WERE NATIONAL DISASTER YEARS THAT NO ONE RECEIVED DISTRICT ACCOUNTABILITY RATING OR CAMPUS ACCOUNTABILITY RATING AND LAST YEAR OUR RATING 88%. I DID INCLUDE IN HERE THE SLIDE THAT WAS SHARED AT THE HEARING. JUST SO THAT YOU CAN SEE THE RATINGS OF THE DFW DISTRICTS. LANCASTER IS SIXTH OVER FROM THE LEFT. AND YOU CAN SEE OUR COMPARISON TO EVERYONE. AGAIN IN THIS AREA.
AND SO WHEN YOU BREAKDOWN THAT 88 SCORE, OUR STUDENT ACHIEVEMENT ABOUT AN 84. THE SCALE SCORE, OUR SCHOOL PROGRESS, 91%. AND CLOSING THE GAPS, COMPONENT SCORE WAS 64 BUT SCALE WAS 81. IN LOOKING AT THAT, ROLLED UP TO A SCALE SCORE OF 83, WHICH WAS A "B." MS. BELL WENT THROUGH IN THE TAPR REPORT AND WENT CAMPUS BY CAMPUS AND EXPLAINED THIS RATING FOR EACH CAMPUS.
FOR THE PURPOSES OF HIGHLIGHTING I ONLY INCLUDED THIS SUMMARY CHART HERE. AT THE FAR LEFT YOU WILL SEE THE RATING OF EACH INDIVIDUAL CAMPUS.
BUT ALSO AS YOU MOVE ACROSS YOU SEE THE STARS WHICH REPRESENT THE DISTINCTIONS THAT THE CAMPUSES RECEIVED IN EACH OF THE INDIVIDUAL AREAS. IF YOU DO NOTICE IN 2019, ALTHOUGH WE WERE AN 81 RATED DISTRICT.
81-B-RATED DISTRICT. WE HAD A COUPLE MORE, 17 MORE DISTINCTIONS THAN WE ACHIEVED LAST YEAR.
AS ANYTHING, THE BETTER YOU GET THE HARDER IT IS TO GAIN YOUR STARS. UNLESS YOU ARE A COWBOY'S FAN -- BUT I DIGRESS. SO -- YEAH, NO, LET ME WATCH MY BACK HERE. I'M BEHIND ENEMY LINES.
BUT THE STAR ACCOUNTABILITY UPDATE.
THERE WILL BE SOME ACCOUNTABILITY UPDATE FOR THIS PERFORMANCE YEAR. MS. BELL HAD COME TO YOU AND TALKED TO THE UPDATES IN DOMAIN 1.
BECAUSE THERE ARE UPDATES IN ALL DOMAINS SHE WILL COME TO YOU UNTIL WE RECEIVE OUR NEW ACCOUNTABILITY RATING TO EXPLAIN WHAT SOME UPDATES ARE. YOU WILL NOTICE IN THE '23 UPDATE THAT THE CUT SCORES REMAIN THE SAME.
AND I DO NEED TO SAY IS THAT WE ARE RECEIVING UPDATES IT SEEMS ALMOST DAILY. BUT REALLY MONTHLY.
THE STATE IS STILL KIND OF WORKING WITH THEIR METRIC OF HOW, WHAT SOME SCORES WILL MEAN. AND SO AS SHE COMES TO YOU WITH UPDATES THAT WE RECEIVE, WE'RE JUST MAKE SURE THAT YOU'RE UP-TO-DATE. SO THE CUT SCORES REMAIN THE SAME. SHE TALKED THROUGH DOMAIN 1 AND STUDENT ACHIEVEMENT. AND AGAIN JUST WANTED TO PUT THIS IN FOR YOUR REFERENCE SO YOU CAN HAVE IT.
IF YOU LOOK AT THE CHART HERE YOU WILL SEE OUR DISTRICT COMPARED TO THE STATE. IN DOMAIN 2 THE UPDATE IS TEA IS NOW MEASURING THE GROWTH FOR ALL STUDENTS AND OUR HB4545 STUDENTS. AND TALKED LAST YEAR AND THIS YEAR WHAT WE'RE DOING INTERVENTION WISE WITH OUR 4545 STUDENTS ON ALL CAMPUSES. OUR PRINCIPALS AND TEACHERS ARE DOCUMENTING THE INTERVENTIONS THAT ARE HAPPENING.
SOME THAT HAPPENED DURING SCHOOL AND SOME AFTER SCHOOL.
TWO PRINCIPALS THAT TALKED TODAY TALKED ABOUT AFTER-SCHOOL INTERVENTIONS AND CLOSING GAPS WITH THOSE STUDENTS.
AND ALL MEANS ALL. THESE ARE ALL OF OUR STUDENTS AND ALL DEMOGRAPHIC AREAS. THE PERCENTAGES THERE ALL MEANS ALL. EVEN THOUGH WE ARE PAYING ATTENTION TO THOSE WITH WIDER GAPS AND MAY BE GETTING INTERVENTION AND STRENGTHEN OUR TIER 1 FOR ALL STUDENTS.
DOMAIN 3 UPDATE. THIS IS HOT OFF THE PRESSES.
TEA WILL MEASURE THE TWO LOWEST ETHIC GROUP AND A HIGH FOCUS GROUP THAT IS COMPRISED OF EMERGING BILINGUAL AND SPECIAL EDUCATION AND HIGHLY MOBILE STUDENTS.
WHEN I LOOK AT THIS, A BRIGHT SIDE IN LANCASTER IN THIS DISTRICT WE HAVE ALWAYS BEEN LASER FOCUSED ON ALL GROUPS AND
[00:45:05]
NOW WHEN I READ IT EVERYBODY IS CATCHING UP TO US.AND A BIG PART OF THE SUCCESS THAT WE ARE PAYING ATTENTION TO ALL OF OUR STUDENTS WITH A LASER FOCUS.
AND THE LAST ONE, CCMR, SAYS UPDATS -- SHOULD SAY UPDATES.
THE CUT SCORE HAD IT MOVED FROM 47-65 BUT TO BE AN "A" IT WILL BE 88. MS. BELL DID TALK THROUGH FOR US LAST YEAR WE EXCEEDED THE STATE WITH 71.
AND WE ARE WORKING REALLY HARD FOR OUR STUDENTS TO -- OUR GRADUATING CLASS, THE COHORT TO AT LEAST HAVE ONE CMMR MARKER AND SURPASS THE 71% WE HAD BEFORE.
AGAIN THIS WAS A HIGHLIGHT OF THE HEARING.
I KNOW THAT I RAN THROUGH IT REALLY FAST.
BUT WANTED MAKE SURE THAT EVERYONE CAN ACCESS THE RECORDING THAT'S HERE BUT ALSO THE PDF.
THE ONLINE SYSTEM. AND GO DIRECTLY TO THE TEA REPORT. I HAVE ALSO PRINTED THIS IN THE BACK, FOR YOU ALL. AND I KNOW THAT YOU DOWNLOADED THE PRESENTATION AND I HAVE A HAND OUT IN THE BACK AS YOU LEAVE LATER ON IF YOU WANT TO ZOOM IN AND CHECK OUT IN MORE DETAIL. WITH THAT, I WILL DO MY BEST TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE.
>> QUESTIONS FOR DR. BAKER -- DR. BARKER EXCUSE ME.
>> SAME PERSON. HEARING NONE, NO QUESTIONS, THANK YOU SO MUCH. NEXT WE WILL MOVE TO THE QUARTER
[9D. Quarterly update of DIP/CIP - Dr. Cassandra Barker, Presenter]
UPDATE FOR THE DIP/CIP. DR. BARKER.>> SO I'M BACK AGAIN -- AFTER A LONG BREAK.
GOOD EVENING MADAM BOARD PRESIDENT AND DISTINGUISHED BOARD MEMBERS AND DR. PERERA. THROUGHOUT THE SCHOOL YEAR I COME TO YOU WITH UPDATE OF DIP/CIP TO LET YOU KNOW THAT HAPPENED AND AGAIN PROVIDED A QR CODE AND HAVE HAND OUTS IN THE BACK FOR THOSE THAT WANT TO GO RIGHT TO IT.
IF YOU ZOOM IN ON THE QR CODE TAKE YOU TO THE LANDING PAGE WITH ALL UPDATED DIP/CIP. AS I SAID EVERY SCHOOL YEAR WE GATHER, COMMUNITY STAKEHOLDERS TO DEVELOP THE DIP/CI P.
THE PURPOSE OF THE PLAN IS TO IDENTIFY THE NEEDS AND PERFORMANCE STRATEGIES WE'RE GOING TO USE.
AND ALL ROLLS UP TO THE GOALS OF THE BOARD OF TRUSTEES.
SO JUST TO LET YOU KNOW, WE DO HAVE FOR THE PRINCIPALS I KNOW THEY KIND OF GET TIRED OF THE REMINDERS FROM ME TO GO IN AND BE SURE THAT WE REPORT OUT THE PROGRESS.
IT'S VERY IMPORTANT TO ALL OF US THAT OUR CONSTITUENTS KNOW WHERE WE ARE WITH THESE GOALS AND ARE IF YOU TO LET YOU KNOW THAT WE ARE WORKING IN PARTNERSHIP TO MAKE SURE THAT THE BOARD GOALS ARE ACCOMPLISHED FOR THE YEAR. WHEN YOU GO INTO A --
>> [INAUDIBLE] >> OKAY -- LORD I'M NOT READY -- [LAUGHTER] GOT A LITTLE BIT MORE TO DO.
SO WHEN YOU GO INTO A CAMPUS IMPROVEMENT PLAN, AND THIS IS BELT LINE. YOU WILL SEE SOMETHING YOU WILL SEE. AND I WANT TO POINT OUT THE REVIEWS. YOU WILL BE ABLE TO SEE A NOVEMBER FOR THIS STRATEGY. THEY WERE ABOUT 45% TOWARDS THEIR GOAL. AND IN JANUARY THEY ARE 70% TOWARDS THEIR GOAL. AGAIN WE TRY TO KEEP THIS AS UP-TO-DATE AS POSSIBLE AND WHEN THEY GO IN MARCH TO REPORT OUT.
AND UPDATE THESE ON THE WEBSITE. EARLIER TODAY, IT MAYBE DIFFERENT BUT EARLIER TODAY WE HAD THE UPDATE FROM NOVEMBER POSTED AND THE JANUARY ONE POSTED.
SO YOU WILL BE ABLE TO SEE BOTH. PART ALSO WHAT YOU MIGHT BE ABLE TO SEE IS THERE MAY BE SOME TWEAKS IN SOME OF THESE.
AS WE GAIN FEEDBACK FROM OUR STAKEHOLDERS AND SAY HEY, YOU MIGHT WANT TO THINK ABOUT THIS. OR WE LOOK AT SOME OF OUR STRATEGIES ARE. IF IT FITS OR DOESN'T FIT.
THERE MAY BE SOME TWEAKS IN IT. THIS PROCESS AS I MENTIONED BEFORE IS ITERATIVE. WE ALWAYS TRY TO GET BETTER AND COLLECTING FEEDBACK AND DATA THAT WE ARE DOING WHAT IS BEST FOR OUR STUDENTS. FOR THE DIP UPDATE THIS TIME, I THOUGHT I WOULD TAKE A DIFFERENT APPROACH INSTEAD OF GOING PERFORMANCE OBJECTIVE BY PERFORMANCE OBJECTIVE.
I PULLED A GOAL FROM EACH ONE. AND IN GOAL 1, WHERE WE ARE IN PARTNERSHIP WITH THE BOARD TO PROVIDE A WORLD CLASS TEACHING
[00:50:04]
AND LEARNING EXPERIENCES AND EACH STUDENT GROWS AND DEVELOPS ONE GRADE LEVEL ONE CALENDAR YEAR.TO DO THAT WE MAKE SURE THAT THE STUDENTS ARE IN THE BUILDING.
WE CAN'T TEACH THAT THEY LEARN IF THEY ARE NOT THERE.
ONE OF OUR PERFORMANCE OBJECTIVES DEVELOPED BY A PRINCIPAL AT THE RETREAT. THE PERCENTAGE OF STUDENT AND TEACHER ATTENDANCE IMPROVE. AND WE HAVE DONE THAT A STRATEGY TO REDESIGN THE TEAM LED BY DR. JACKSON AND THE NTSS FRAMEWORK.
AND IN DOING THAT YOU HEARD THE INCENTIVES AND TAKING CARE OF THE SOCIAL/EMOTIONAL LEARNING OF STUDENTS AND TEACHERS.
AND BOTH HIGHLIGHTED BY OUR PRINCIPALS.
AND OUR GROW, I WILL TELL YOU THAT LITERACY AND MATH WILL ALWAYS BE A PLACE TO GROW. UNTIL WE GET 100% AT LEAST AT MEETS LEVEL. IT WILL ALWAYS BE THERE AS A PLACE TO GROW. I PUT THAT THERE TO ASSURE YOU THAT THIS IS SOMETHING THAT WE TAKE VERY SERIOUSLY AND ALWAYS WORKING TO GET BETTER ON. NOTICE THAT THE PERCENTAGE AT MEETS LEVEL, WE'RE FOCUSING ON MEETS, NOT APPROACHES.
WE WANT TO MAKE SURE THAT ALL OF OUR STUDENTS ARE MEETING THE LEVEL THAT THE STATE HAS SET AT MEET.
AND WE HEAR YOU AND HEAR YOU, BOARD VICE PRESIDENT.
VICE CHAIR JONES THAT WE SET HIGH EXPECTATIONS FOR OUR STUDENTS AND WE ARE STRIVING DO THAT.
AND PART OF MEETING THAT ONE OF OUR STRATEGIES THAT WE SUPPORT OUR ELEMENTARY CAMPUSES AND THE TRAINING OF THE READING ACADEMIES. PRINCIPALS, I LOOK OVER MY SHOULDER AND JUST TO PUT PRESSURE ON YOU ALL.
MAKING SURE THAT OUR TEACHERS ARE COMPLETING THAT AND YOU ARE COMPLETING THE MODULES AS WELL. AND GOAL 2, PROVIDE SAFE AND SECURE LEARNING ENVIRONMENTS WHEREBY ALL STUDENTS AND STAFF ARE PHYSICAL AND EMOTIONAL SAFE. IN A GLOW, THE POLICE DEPARTMENT TO ENSURE THAT 97% RATE MET STANDARD BY END OF SCHOOL YEAR.
WE ARE EXCEEDING THAT AND TALKED ABOUT THAT HERE, CHIEF HAS COME TO REPORT, 97% RATE WAS THERE. WE DIDN'T KNOW AT THE TIME WHEN WE DEVELOPED THE DIP, SOME OF THE METRICS AROUND WHAT THE STATE WAS GOING TO REQUIRE. WE KNEW THAT WE WERE GOING TO DO IT ANYWAY, WE JUST DIDN'T KNOW WHAT THEY WOULD REQUIRE US TO DO. SO OUR GOAL IS FOR 100% OF THEM TO BE PHYSICALLY MONITORED AND LOCKED.
BUT WANTED TO POINT OUT 97%. AND GROW, SOCIAL/EMOTIONAL SAFETY BY SCHOOL YEAR AND 100% OF CAMPUSES FOCUS ON WHOLE CHILD TO MAKE A POSITIVE IMPACT ON THE SCHOOL CLIMATE.
TO DO THAT, STRATEGY 2, STUDENT SERVICES PARTNER WITH TECHNOLOGY TO TRY TO WORK WITH OUR SECONDARY STUDENTS AND ALL OF THEM TO EARN A CREDENTIAL IN CYBERBULLYING.
WE KNOW THAT IS SOMETHING ON THE RISE NATIONALLY.
WE WANT TO MAKE SURE THAT WE KNOW ALL OF OUR STUDENTS ARE USING TECHNOLOGY, USING SOCIAL MEDIA.
AS I SAID WHEN I WAS A PRINCIPAL, BE SURE THAT THEY USE THEIR POWERS FOR GOOD AND NOT EVIL.
WE FEEL A RESPONSIBILITY TO DO THAT.
AND WE WANT ALL OF THEM TO EARN A CREDENTIAL IN CYBERBULLY.
WILL THAT STOP IT? NO, BUT AT LEAST PREVENT AND TEACH THEM HOW. GOAL 2, MAINTAIN STABILITY WITH TAX DOLLARS. WITH THIS ONE PEOPLE THINK FINANCE AND FINANCE DOES A GOOD JOB PARTNERING WITH ALL OF OUR DEPARTMENTS THAT THIS HAPPENS. I WANT TO MAKE SURE WHEN I DID A GROW AND GLOW, YOU SEE HOW THAT MANIFEST OUT.
PERFORMANCE OBJECTIVE 5, A GLOW IS TO CREATE A COMPETITIVE SALARY STRUCTURE THAT MAKES LANCASTER A TOP-10 DISTRICT FOR COMPENSATION. ONE OF THE STRATEGIES TO SUPPORT THAT, WE EXPLORE THE TEACHER INCENTIVE A LOT.
AND WE HAVE HAD TEACHERS RECEIVE DESIGNATIONS AND THROUGH ALLOTMENT, A GRANT FROM THE STATE.
TEACHERS HAVE AN OPPORTUNITY TO EARN A BONUS FOR THE FIRST YEAR UP TO $29,000. AND SO WE'RE EXPLORING THAT TO BE ABLE TO EXPAND THE GRANT THAT WE HAVE TO OTHER DISCIPLINES.
AND THE PARTNERSHIP BETWEEN INSTRUCTIAL -- INSTRUCTIONAL
[00:55:05]
SERVICES. AND GLOW, 7, THE TECHNOLOGY DEVELOPMENT WILL STRENGTHEN THE INFRASTRUCTURE FOR ALL ENTERPRISE AND INTERNAL AND EXTERNAL ARCHITECTURE AND DATA CENTER AND CORE I.T. SERVICES. STRATEGY HERE YOU SEE THAT WE MENTION THE FIREWALL. WE HAD CHALLENGES THIS WEEK, SO WE HAVE ALREADY ON THE BOOKS MARCH 8 DISTRICT TECHNOLOGY COMMITTEE MEETING. I INVITE ANY OF YOU TO COME OUT AND GIVE US INPUT ON SOME THINGS THAT WE KNOW THAT WE NEED TO PRIORITIZE. WE HAVE A LOT OF WHAT WE CALL LEGACY EQUIPMENT THAT HAS BEEN HERE 10-15 YEARS THAT WE NEED TO BRING UP-TO-DATE. SO THAT WE KNOW THAT THE WORLD THAT WE LIVE NOW, SCHOOL DOESN'T HAPPEN IF TECHNOLOGY ISN'T WORKING. AND GOAL 4, WE WILL ESTABLISH CONFIDENCE AND INTEGRITY TO HAVE A PARTNERSHIP THROUGH ACTION.OUR GLOW, AND ACTUALLY I WILL TELL YOU THAT BOTH OF THESE ARE GLOWS. ONCE WE WENT BACK AND RE-EVALUATED THE DATA. OUR GLOW IS BY THE END OF THE SCHOOL YEAR, 97% OF OUR DISTRICT STAKEHOLDERS RESPOND POSITIVELY ON THE CLIMATE COMMUNICATION INSTRUMENTS.
YOU RECEIVE A LOT OF COMMUNICATION AND RECEIVE AWARDS AND RECOGNITION FOR ALL THE THINGS THEY ARE DOING TO PUSH OUT INFORMATION. AND WITH THEM DOING THAT THEY ARE ALSO COLLECTING INFORMATION THROUGH VARIOUS COMMUNICATIONS.
IF YOU GO TO OUR DISTRICT WEBSITE YOU WILL SEE LET'S TALK, PEOPLE TALK TO US ALL THE TIME. THEY ASK QUESTIONS.
AND AGAIN IT'S JUST A GREAT WAY FOR US TO GET FEEDBACK.
AND I DID LIST A GROW OF COMMUNITY PARTNERSHIPS AND THE POLICE INCREASING STUDENT AND COMMUNITY PARTNERSHIPS BY 15%.
THAT STRATEGY OF INCREASING THE NUMBER OF STUDENTS TO PARTICIPATE AND LEAD. THE GOAL IS 50%, WE ARE OVER 70% OF THE NUMBER OF STUDENTS THAT OUR POLICE OFFICERS ARE PARTNERING WITH. AND WITH THAT, I WOULD NOT GO THROUGH EACH INDIVIDUAL ONE BUT HIGHLIGHT GROWS AND GLOWS.
AND AS PEOPLE COME UP AND GIVE YOU INFORMATION, WE REALLY STRESS TO MAKE SURE THEY PUT THE BOARD GOALS ON THERE.
SO THAT YOU ALL KNOW THAT WE ARE WORKING TOWARDS THE GOALS THAT YOU SET. BUT IF IT'S A BOARD GOAL, NINE TIMES OUT OF TEN, IT DID ROLL UP INTO THE DIP.
IN SOME WAY, FORM OR FASHION. I WANT TO HIGHLIGHT THAT AS WE HAVE SPEAKERS COME, THAT SOMETHING TO CALL TO YOUR ATTENTION. WITH THAT I WILL TAKE QUESTIONS
ON UPDATED DIP/CIP. >> I HAVE A QUESTION.
>> ANY QUESTIONS FROM THE BOARD? >> ON THE GLOW, REDESIGNED STUDENT SERVICES TEAM NPCS FRAMEWORK, FOR DIP.
APOLOGIZE IF YOU ANSWERED THIS. CAN YOU FOR TRANSPARENCY REASONS AND EXPLAIN TEAMS, NTSS FRAMEWORK.
WHAT WAS THE DIFFERENCE AS FAR AS THE LEG FOR REDESIGN AND WHERE WE ARE NOW THAT MAKES THEM MORE EFFECTIVE.
>> MULTITIER STUDENT SUPPORT IS WHAT MTSS STANDS FOR.
AND IN THE PAST, IF YOU HEARD OUR T.I RESPONSE TO INTERVENTION AND TIS. THOSE ARE DIFFERENT SUPPORT AND PROVIDED FOR STUDENTS. NOW IN OUR REDESIGN IT'S DONE IN A MORE UNIFIED WAY. AND DR. JACKSON AND HIS TEAM CREATED THE FRAMEWORK AND WE HAVE A TEAM WORKING ON IT AND DONE IN A MORE UNIFIED WAY. WE COLLECT THAT INFORMATION TO INFORM IF STUDENTS NEED SPECIAL SERVICES, SPECIAL ED OR MORE INTERVENTIONS IN THE CLASSROOM OR TO HELP SOME FAMILIES.
DR. JACKSON HAS COME UP AND TALKED TO YOU OR SEEN IN HEADS UP ABOUT THINGS THAT WE HAVE DONE FOR HOMELESS FAMILIES.
AND THINGS WE HAVE DONE IF STUDENTS OR PARENTS NEEDED COUNSELING. IT'S EXTRA SERVICES THAT WE OFFER THE DISTRICT DONE NOW IN A MORE INTENTIONAL WAY.
AND WE BELIEVE ALL OF THOSE THINGS AND LOOKING AT THE WHOLE CHILD HELPS STUDENTS TO COME TO SCHOOL.
>> AND ALL OF THAT INFORMATION IS LOCATED IN THIS FRAMEWORK?
>> THE SERVICES ARE CALLED OUT IN THE FRAMEWORK, YES.
>> OKAY, THANK YOU. >> ANY OTHER QUESTIONS OR COMMENTS FOR DR. BARKER. HEARING NONE, THANK YOU DR.
[01:00:01]
BARKER. NEXT ON THE AGENDA HAVE[9E. Operations Updates (G2, G3) - Roger Oster, Presenter]
OPERATIONS UPDATE BY MR. OSTER. >> GOOD EVENING PRESIDENT HAMILTON, DISTINGUISHED BOARD OF TRUSTEES AND DR. PERERA.
I AM HERE TO PRESENT OUR OPERATIONS UPDATE BEFORE I BEGIN I WOULD LIKE TO ADDRESS THE CITY OF LANCASTER'S CONCERNS THAT THEY SHARED WITH THE BOARD OF TRUSTEES AND DR. PERERA ABOUT OUR HIGH SCHOOL ATHLETIC FACILITIES.
RESIDENTS AND TAXPAYERS AND STUDENTS OF STUDENT ATHLETES THAT ARE REQUESTING MAJOR UPGRADES AT THE HIGH SCHOOL.
SINCE MY ARRIVAL I HAVE HAD CAPITAL ACTION FROM FUNDS AND ENERGY SAVINGS FOR NEEDS ACROSS THE DISTRICT, INCLUDING THE HIGH SCHOOL ATHLETIC FACILITY. MY DEPARTMENT HAS FINISHED THREE L.E.D. LIGHTING ASSESSMENTS AND RESURFACING GYM FLOORS ACROSS THE DISTRICT. LATER TONIGHT OUR BOARD OF TRUSTEES WILL BE PRESENTED WITH ELEVATOR MODERNIZATION AT THE FOOTBALL STADIUM. AND WHEN IT COMES TO L.E.D.
LIGHTING AT THE HIGH SCHOOL, IT'S OUR HIGHEST PRIORITY DUE TO THE RETURN ON INVESTMENT AND DAY-TO-DAY SAVINGS.
THOSE SAVINGS WILL BE REALLOCATED TO PROJECTS.
AND NEXT WEEK OUR CAPITAL OUTLAY COMMITTEE WILL MEET FOR THE NEEDS. AND PROMISE THAT DR. PERERA HAS THE SAME NEEDS ACROSS OUR FACILITIES.
TO BEGIN MY PRESENTATION, SINCE LAST UPDATE JANUARY, 26, THE MAINTENANCE AND OPERATION DEPARTMENT HAS BEEN HARD AT WORK COMPLETING A NUMBER OF HIGH-PRIORITY PROJECTS.
A FEW MAJOR ONES TOP DRESSING OF BASEBALL FIELDS AND INSTALLING NEW KITCHEN EQUIPMENT. AND OUR THIRD DISTRICT WIDE LIGHTING ASSESSMENT. THE LAST ONE.
AND THE SKY LIGHT INSPECTION FOR BAMMO AND [INAUDIBLE] PARKS ELEMENTARY AND HOUSTON ELEMENTARY.
AT THE END OF LAST SCHOOL YEAR WE HAD A LARGE HVAC PROJECT TO START UP. OUR GREAT PRINCIPALS AND I WALKED THE CAMPUSES, PRIORITIZING ISSUES WE'VE HAD.
ONE MAJOR ITEM ENHANCING OUR EXTERIOR APPEARANCE.
THAT INCLUDES OUR PLAYGROUNDS. AND OUR ENTRANCES.
WITH OUR STUDENTS HELPING. CLASSROOMS WERE NOT EXCLUDED.
SEVERAL NEEDED CARPET OR TILE, THE MOST CONCERNING FOR A FEW ELEMENTARIES WERE THE STATE OF THE RESTROOM FROM WALLS FALLING APART AND URINALS BEING BAGGED OVER BEING TO BEING OUT OF ORDER. AND WE REPAIRED 32 POT HOLES TO PREVENT FURTHER DAMAGE TO THE BUSES AND MAKE OPERATION SMOOTHER. AND ANOTHER HIGH PRIORITY WAS CLEANING UP THE CLUTTER RANDOMLY THROUGHOUT THE FACILITIES.
ATHLETIC FACILITIES HAD THE SAME ISSUES AND SOME AREAS WORSE THAN OTHERS. PRIORITIZING ADDRESSING THEM AS QUICKLY AS POSSIBLE. LUCKILY BEFORE FOOTBALL SEASON WE HAD A TURN AROUND TO FIX THE FIELD GOAL AT NO COST AND CURRENTLY RESURFACING ALL GYM FLOORS.
OUR LARGE PROJECTS TAKE TIME AND PLANNING AND PRICING AND GETTING APPROVAL. UNFORTUNATELY THE DAMAGE AT OUR HIGH SCHOOL ATHLETIC FACILITY LAST DECEMBER TOOK AWAY FROM OTHER PROJECTS. A FIREWORK INCIDENT AT THE HIGH SCHOOL SET US BACK FIXING MORE ISSUES.
AND ANOTHER SURPRISE TUESDAY MORNING WHEN SOMEONE WRECKED INTO OUR HIGH SCHOOL GAS METER. LUCKILY THE MAINTENANCE DEPARTMENT ABLE TO FIX THIS WITHIN 27 HOURS.
I BELIEVE FOR THE SIZE OF THE MAINTENANCE DEPARTMENT WE HAVE GONE ABOVE AND BEYOND PRIORITIZING AND COMPLETING OUR WORK ORDERS AND PROJECTS. ONE WEEKEND ABLE TO REPAINT OVER 21,000 SQUARE FEET OF HALLWAY AND GYM AT GWC.
A PICTURE OF WEST MAIN'S BATHROOM THAT NEEDED REPAIR, BEFORE AND AFTER. I ASKED ALL OF MY DEPARTMENTS TO BE PROACTIVE AND COMMUNICATE AND SHARE ISSUES THAT NEED TO BE ADDRESSED BY OPERATIONAL DEPARTMENTS.
ESPECIALLY IF THEY THINK IT'S AN EMERGENCY.
ANOTHER PICTURE OF BEFORE AND AFTER FOR STAGING AT BAMO.
[01:05:01]
I ALSO ASKED OUR CAMPUSES TO REACH OUT IF THEY FEEL WE ARE NOT ADDRESSING THEIR REQUEST FAST ENOUGH AND ALL THE PRINCIPALS AND ASSISTANT PRINCIPALS HAVE MY NUMBER.DURING THANKSGIVING BREAK OUR GROUNDS CREW ABLE TO CLEAN OUT THE OLD AUTO SHOP BUILDING. AND USED FOR STORAGE FOR ROLLING STAGE UNITS AND ONCE UNITS INSTALLED THIS BUILDING WILL BE LANCASTER ISD CENTRAL SHIPPING AND RECEIVING BUILDING.
EVERYTHING ORDERED BY THE DISTRICT WILL BE RECEIVED AND DELIVERED TO THE PURCHASER. OUR GROUND CREWS AND MECHANIC HAS CLEANED UP THREE ROOMS AT THE CENTER.
ONE TO THE RIGHT WILL BE CONVERTED INTO AN OFFICE FOR RHCVA DEPARTMENT TO MAKE MORE WORKSPACE IN THE BACK "B" BUILDING. AND THE MECHANIC AND GROUNDS CREW TEAMED UP TO CLEANUP THE SHOP THAT WAS A SHIPPING AND RECEIVING AREA LOCATION. NOW BEING USED TO PARK MORE TRUCKS INSIDE AT NIGHT AND SERVICING OUR EQUIPMENT AS IT SHOULD BE. THE NEW FLEET VEHICLES.
SOME NEW FLEET VEHICLES HAVE ARRIVED.
AND ARE CURRENTLY BEING USED OUT IN THE FIELD.
SAME COULD BE SAID ABOUT OUR NEW SPED BUS AND THE 2007 VAN, AND THIS VAN IS SCHEDULED TO HAVE AREAS REPAINTED BUT BACK IN SERVICE NOW. AND THE ROOF AT JD HALL IS COMPLETE AND PASSED WARRANTY INSPECTION.
IT WILL HELP US SAVE ENERGY AND CUT COSTS ON ROOFING REPAIRS FOR THAT CAMPUS. THE PORTABLE ROOF IS LOOKING BETTER THAN EVER AND FREE OF LEAKS.
WE HAVE FILLED POT HOLES WITH ASPHALT UNTIL THE SUMMER BREAK TO MAKE PERMANENT REPAIRS. WE'VE REPAIRED MULTIPLE WALLS.
REPAIRED CARPET. AND REPAIRED PARKING LOTS.
THIS ONE WE REPURPOSED THE ROCK REMOVED FROM ROSA PARKS ROOF FOR THE NEW ROOF AND REPURPOSED AT OUR SERVICE CENTER.
AND CLEANING UP OUR CAMPUSES AND TWICE A WEEK GROUNDS CREW VISITING ALL CAMPUSES COLLECTING TRASH.
DONE THIS SO MUCH THAT WE ARE UTILIZING THE CITY OF LANCASTER TRASH OFF EVENT TO CUT THE COSTS.
BE THE FIRST IN LINE THOSE SATURDAY MORNINGS.
OUR ELECTRICIANS HAVE COORDINATED OUR POWER EQUIPMENT AND READY FOR L.E.D. PROJECTS. PROJECTS IN PROGRESS WITH SPRING BREAK APPROACHING THE MAINTENANCE AND OPERATION DEPARTMENT ARE DEDICATED TO ITEMS IN A TIMELY MANNER.
AND ONE ITEM IS RESCREENING OF GYM FLOORS AND FINISHED TWO OF THE SEVEN GYMS. THE BAMO GYM FLOOR IS BUCKLING AND REQUIRES REPAIRS. THE FLOORS TO BE REPAIRED BY JUNE 5. WE WILL BE INSTALLING A WRAP ON THE FRONT OF ROSA PARKS EARLY NEXT MONTH AND THIS WILL GO OVER THE INTRUDER WRAP AS WELL SO PEOPLE CAN'T SEE INSIDE AS WELL IN THE CAFETERIA AREAS AND THE FRONT OFFICE.
AND DOING THE SAME PROOFING A WRAP FOR THE FRONT OF THE MIDDLE SCHOOL ENTRANCE. PROJECTS ON THE HORIZON HAVE BEEN PLANNED AND ARE AWAITING MINOR DETAILS BEEN ADDING TO THE PROJECT LIST. NOW INQUIRING TO THE CITY ABOUT REMOVING OF RAIN SCREENS AT PLEASANT RUN, CAUSING DAMAGE TO THE ROOF. AND PROJECT WILL BE IN OUT-LAY PLANNING OF 2023-24. THE PERFORMANCE ON RISE AND ON TRACK TO SET A NEW CUTTING DEFERRED MAINTENANCE.
COMPLETING OVER 282 WORK ORDERS OVER THE LAST YEAR AND 734 MOREOVER THAT. AND THANK YOU TO THE DISTRICT TO HELP US SAVE $62,000 IN ENERGY COST BETWEEN JUNE, 2022 AND JANUARY, 2023. ANY QUESTIONS?
[9F. Instructional Material & Technology Allotment (IMTA) Committee Update - Rosa E. Hernandez, Presenter]
>> THANK YOU. >> NEXT WE WILL MOVE ON TO NEXT ITEM, INSTRUCTIONAL MATERIAL AND TECHNOLOGY ALLOTMENT, IMTA
[01:10:09]
UPDATE. ROSA HERNANDEZ.>> GOOD EVENING MADAM PRESIDENT HAMILTON, BOARD TRUSTEES AND SUPERINTENDENT DR. PERERA. TONIGHT I PRESENT TO YOU THE QUARTERLY UPDATE FOR THE INSTRUCTIONAL MATERIAL AND TECHNOLOGY ALLOTMENT COMMITTEE. THE INSTRUCTIONAL MATERIAL AND TECHNOLOGY ALLOTMENT COMMITTEE, KNOWN AS IMTA COMMITTEE.
TO RECOMMEND AND PROMOTE PRACTICES AND ADOPTING OF TEXTBOOKS AND INSTRUCTIONAL MATERIALS WITHIN OUR DISTRICT.
EACH DISTRICT IN TEXAS IS ALLOTTED INSTRUCTIONAL MATERIALS AND ALLOTMENT BIANNUALLY. WE RECEIVED OUR BIANNUAL IN 2021. THE IMTA CAN BE USED TO PURCHASE INSTRUCTIONAL MATERIALS AND TECHNOLOGY EQUIPMENT AND CERTAIN SOFTWARES AND CERTAIN SERVICES AND SALARIES.
I HAVE ATTACHED THE LINK ON HUNDREDS OF THINGS THAT WE CAN BUY, I THINK IT'S 500 PAGES IF YOU CARE TO READ.
WE WANT TO THANK -- I WANT TO THANK OUR COMMITTEE, OUR IMTA COMMITTEE AND OFFICERS. WE ELECTED OFFICERS IN DECEMBER.
THE THREE OFFICERS ARE LISTED ALONG WITH 18 MEMBERS.
I WANT TO THANK EVERYONE FOR THEIR HARD WORK IN DECEMBER AND FEBRUARY AND UPCOMING WORK DOING THROUGHOUT THE YEAR.
I ALSO WANT TO ACKNOWLEDGE THAT GOING BACK TO THE COMMITTEE, THE COMMITTEE MEMBERS WERE ELECTED BASED ON A COMMUNITY SIGN-UP SHEET SENT OUT BY OUR CHIEF COMMUNICATION OFFICER, MS. SIMPSON. ALL THE VOLUNTEERS WHO SIGNED UP WERE INVITED TO THE COMMITTEE. AND THOSE WHO ACCEPTED IT, ATTENDED. AS WELL AS BOARD MEMBERS WERE SENT E-MAIL IF ANYONE WANTED TO PARTICIPATE IN THIS PARTICULAR COMMITTEE. THIS COMMITTEE IS REQUIRED TO MEET FOUR TIMES A YEAR. MET IN DECEMBER AND MET IN FEBRUARY AND WILL MEET IN APRIL. OR JUNE OR JULY, DEPENDING ON WHEN THE LEGISLATIVE GIVES BIANNUAL UPDATE.
WE DON'T WANT HAVE TO HAVE A MEETING AND NOT HAVE UPDATES.
OUR ALLOTMENT WAS GIVEN, I STATED EARLIER IN 2021, IT WAS FOR $462,716.39. AND THIS ALLOTMENT WAS TO CARRY US OUT BASED ON 71,071 KIDS ENROLLED AT THAT TIME.
AND BREAKDOWN, WE REVIEWED AT THE COMMITTEE, STARTED WITH ALLOTMENT FOR 22-23. THEN WE HADDA -- HAD A CARRYOVER AND BE TRANSPARENT GOOD STEWARDSHIP OF MONEY.
IN 2022 WE HAD $428 CARRYOVER AND WE CARRIED THAT MONEY OVER AND WITH THE MONEY THIS YEAR, WE HAVE 950,000 THAT WE STARTED OFF -- ABOVE IS THE LIST OF ITEMS THE COMMITTEE HAS MET AND HAS APPROVED THIS YEAR. WE SPENT ABOUT 613,631.79 ON EXPEN EXPENDITURES.
THE LIST ON THE SCREEN. WE HAVE ABOUT 337,000 AND CHANGE LEFT OVER. IN APRIL WE WILL MEET TO DECIDE WHAT IS EXPIRING AND WHAT IS COMING UP ON AND WHO TEXTBOOKS ARE NEEDED AND ON AUGUST WE ARE READY TO GO WITH THAT EDUCATION WHEN STUDENTS WALK IN THE BUILDING.
AND PART OF THE COMMITTEE IS TO BE STRATEGIC ON HOW WE SPEND THE MONEY AND TIME WITH GAP YEARS. DISCUSS IN NEXT SLIDE.
WITH THE GAP YEARS, GREEN ARE THINGS THAT ARE CURRENTLY IN PLAY RIGHT NOW OR ABOUT TO EXPIRE.
AND THEN YELLOW ARE GAP YEARS. IN WHICH THE STATE DOES NOT FUND US FOR THESE YEARS. OR THESE ADOPTIONS.
AND THE DISTRICT HAS TO FUND IT OUT OF THEIR GENERAL REVENUE FUND OR ANTICIPATE THOSE AND BE VERY STRATEGIC WITH THE MONIES AND DOLLAR GRANTED AND PLAN AHEAD.
OUR TEAM IS VERY MUCH DOING THAT THE COMMITTEE HAS STRATEGICALLY PLANNED AHEAD. AND FOR EXAMPLE, K-12 HAVE GAP
[01:15:02]
YEARS LISTED ON THERE. WE HAVE ADOPTED STEAM SCOPES LAST YEAR AND PUT THOSE IN PLACE AND THIS YEAR HAVE STEAM SCOPES AND THE COMMITTEE APPROVED NEXT YEAR.AND USE THAT CURRENT ROLL-OVER MONEY OF 488,000.
AND DOING THE SAME WITH FINE ARTS.
FINE ARTS IS GOING TO EXPIRE THIS YEAR AS WELL.
SO WE BOUGHT A TWO-YEAR GAP TO FILL IN THAT GAP AND THEY ARE GETTING A VERY ENHANCED FINE ARTS PROGRAM.
THE FINE ARTS PROGRAM IS SUPER EXCITED AND HAVEN'T HAD CURRICULUM MATERIALS IN A WHILE. AND SOCIAL STUDIES HAS A GAP, KIND OF UNIQUE. WE WERE SUPPOSED TO HAVA ADOPTION FOR NEXT YEAR, 23-24. HOWEVER TEA AND THE LEGISLATURE ARE HOLDING THAT ADOPTION. A LOT OF CONVERSATION ON WHAT SOCIAL STUDIES TEXT SHOULD LOOK LIKE.
ONCE THEY SORT THAT OUT, AND GIVE US MONEY AND WE GO THROUGH ADOPTION PERIOD. WITH THAT MIND, WE HAVE ADDITIONAL GAP YEAR. SHOWING TWO BUT MIGHT BE THREE.
WE WENT AND BOUGHT THE CURRICULUM AND APPROVED IN DECEMBER MEETING. APPROVED FOR ONE YEAR.
WE HOPE THIS SUMMER WE WILL GET MORE INFORMATION, THIS SUMMER GET NEW GAP MONEY -- ALLOTMENT MONEY.
WE DIDN'T WANT TO GO INTO ADOPTION AND TRY TO ADOPT SOMETHING WHEN THE STATE IS GOING TO DO THAT IN A YEAR OR TWO. BEING PROACTIVE AND BEING CONSISTENT WITH THE INSTRUCTION MATERIALS WE HAVE SO KIDS DON'T HAVE TO START OVER. I AM EXCITED AGAIN TO POINT OUT THAT IMTA COMMITTEE STRATEGICALLY USED OUR CARRYOVER FUNDS TO SUPPORT THE GAP YEARS TO SUPPORT GOAL 3.
I WANT TO SPEND TIME ON THE PROCESS AND THE POLICIES.
I ATTACHED THE POLICIES AND THAT DOCUMENT IS 500 SOMETHING PAGES.
HAS ALL THE APPROVED VENDORS AND APPROVED TEXTBOOKS WE'RE ALLOWED TO PURCHASE. WE CAN PURCHASE TWO WAYS, THROUGH A REQUISITION PROCESS. TAKING OUT THAT 500 PAGE DOCUMENT AND PICKING SOMETHING THAT IS PREAPPROVED, VETTED, GOOD TO GO AND VETTED AS HIGH-QUALITY MATERIAL.
EASY TO GO AND PUT THAT IN AND GET THE SHIPMENTS PRETTY FAST.
AND WE CAN GO DISBURSEMENT PROCESS THAT IS NOT ON THE LIST, COULD BE A HIGHLY QUALIFIED MATERIAL AND PUT IN REQUEST AND THEY REVIEW. AND TELL US YAY, WE CAN BUY OR NO, AND DON'T CONSIDER THAT HIGH QUALITY.
AND THEN DECIDE TO BUY OUT OF OUR GF1 FUNDS.
AT THIS TIME WE ONLY DONE ONE DISBURSEMENT.
WITH THE MAPS MATRIX AND IT WASN'T ON THE LIST BUT IT WAS AN APPROVED HIGH-QUALITY TESTING MATERIAL AND DID GET TEA'S APPROVAL AND CAPTURED THAT 114,000 AND CONVERT THAT TO OTHER AREAS AND PRIORITIES IN THE INSTRUCTIONAL SERVICE TEAM.
DECEMBER JUST TO CATCH UP ON SOME BIG ITEMS THAT WE APPROVED IN DECEMBER MEETING. APPROVED SOCIAL STUDIES AND EXPIRES THE END OF THE YEAR AND DON'T CHOOSE THAT BOOK UNTIL THAT ADOPTION. AND APPROVED FOR SOCIAL STUDIES 9-12 GAP. AND APPROVED FOR 6-8 GAP.
AND APPROVED $90,800 SOCIAL STUDIES K-5.
THESE THREE ADOPTIONS WILL CARRY US THROUGH 23-24 SCHOOL YEAR.
AND THEN AT THAT TIME IN THAT SUMMER WE'LL KNOW IF WE GO INTO A NEW ADOPTION AND NEW FUNDS. ONLY DOING ONE YEAR.
WE KEEP CONSISTENT WITH OUR INSTRUCTIONAL MATERIALS AND NOTHING CHANGES FOR KIDS AND CONTINUE INSTRUCTION AS WE HAVE BEEN DOING IT. SAME THING WITH SCIENCE AND MATH. THEY EXPIRE FALL, 2023.
WE RENEWED THE STEAM SCOPES AND PROPOSAL TO RENEW ONE MORE YEAR AND APPROVED FOR 115,377.50. THOSE ARE THE BUNDLE PACKAGES THAT WE PURCHASED THIS YEAR AND APPROVED TO PURCHASE NEXT YEAR.
SOME OF THAT 337 IS KIND OF PRESPENT WE WILL APPROVE SOME PURCHASES. AND DUE NOTE SOMETHING THAT IS NOT ON THE SLIDE THAT IS FOOD FOR THOUGHT.
SOME KITS ARE GOING TO REQUIRE CONSUMABLES NEXT YEAR.
[01:20:01]
IN APRIL WHEN I COME TO THE COMMITTEE BRING THAT EXPENDABLE REPLACEMENT COST. AND LIKE SAND OR FOIL AND THINGS LIKE THAT. WE WON'T BUY THE WHOLE BOOK BUT THE CONSUMABLE PIECE OF THOSE MATERIALS SO THAT THE KIDS HAVE THOSE HANDS ON ACTIVITY IN THE STEAM CLASSROOMS. FEBRUARY WE ONLY HAD ONE ADOPTION TO CONSIDER.ONE EXPENDITURE. AND WE PRESENTED THE ADOPTION FOR THE HEALTH ADOPTION. WHICH EXPIRED.
SO PROCLAMATION 2022, THE PROCLAMATION WAS 2022 AT APRIL 2020 MEETING TO CALL FOR HEALTH AND SCIENCE INSTRUCTIONAL MATERIALS UPDATED. THEY MANDATED SOME SPECIFIC CONTENT THAT THEY WOULD LIKE IT US TO ADDRESS.
LIKE SEX TRAFFICKING AND DISEASES AND DIFFERENT TOPICS WE WILL DISCUSS LATER TONIGHT. THEY ADDED THAT IN THE ADOPTION PROCLAMATION. SO THIS.
TEA HAS ONLY ONE ADOPTION WORK B BOOK. THE COMMITTEE DID APPROVE BASED TO APPROVE TO SEND THIS TO THE BOARD.
LATER YOU WILL HEAR ME SPEAK ON THIS SPECIFIC TEXT -- TEXTBOOK FOR APPROVAL AND COME TO THE BOARD IN PRESENTATION FOR YOUR APPROVAL 8,341.30. OUR NEXT TEXTBOOK COMMITTEES ARE APRIL 20 AT 4:30 TO 6:30. WE WILL HAVE A LONGER MEETING FOR APRIL. THERE WERE A LOT OF BUDGET CONSTRAINTS AND INSTRUCTIONAL MATERIALS WE MUST REVIEW.
AND JUNE ONE IS TENTATIVE. I PUT IT OUT AS JUNE 8.
IF THE TA MOVES THAT TEXTBOOK COMMITTEE ON THE LEGISLATIVE SIDE, WE WILL MOVE OURS. MIGHT GO TO JULY JUST DEPENDING.
AND I AM OPEN TO ANY QUESTIONS, THAT CONCLUDES MY UPDATE.
>> ANY QUESTIONS OR COMMENTS? THANK YOU.
THIS TIME MOVE DOWN OUR AGENDA. FRIENDLY REMINDER TO THE BOARD PLEASE ACKNOWLEDGE ME BEFORE YOU SPEAK.
AND AS FAR AS ACTION ITEMS WHEN IT COMES TO DISCUSSIONS, LIMIT
[10. Adoption of Consent Agenda]
TO THREE MINUTES. ADOPTION OF CONSENT AGENDA."A," FOLLOWING MINUTES. JANUARY 26, 2023 REGULAR BOARD MEETING. B, CONSIDER APPROVAL OF JANUARY, 2023 FINANCIAL REPORTS. "C," CONSIDER APPROVAL OF RESOLUTION OF EMERGENCY CLOSURE. D, CONSIDER APPROVE OF URBEGO CONTRACT EXTENSION AND CONSIDER APPROVE OF WALSH GALLEGOS RETAINER PROGRAM. F, CONSIDER APPROVE OF PRESENCE
LEARNING. >> I RECOMMEND MOTION TO APPROVE
>> WE HAVE A MOTION AND A SECOND, ANY DISCUSSION FROM THE BOARD. CALL FOR THE VOTE.
[11A. Approval of the HB 3 Early Childhood and CCMR Goals - Patonia Bell, Presenter]
>> MYSELF, VOTING YES. ACTION ITEMS, FIRST APPROVAL OF HB3 EARLY CHILDHOOD AND CCMR GOALS.
DR. BELL. >> THANK YOU, GOOD EVENING AND AGAIN, GOOD EVENING MADAM BOARD PRESIDENT AND DISTINGUISHED BOARD MEMBERS AND DR. PERERA REMOTELY.
THIS EVENING PRESENT OUR LANCASTER ISD COLLEGE CAREER READINESS AND EARLY CHILDHOOD HOUSE BILL 3 GOALS.
SO I WANTED TO INCLUDE OUR BOARD GOALS.
IF YOU WILL, BOARD GOALS 1 AND 2 ARE APPLICABLE TO THE CONVERSATION TONIGHT. I WANTED TO INCLUDE THAT WITH THIS PRESENTATION. I WOULD LIKE TO REMIND THE AUDIENCE ABOUT 60/30 RULE, IN KEEPING WITH THE STATES' 60/30 RULE, THE STATE IS WORKING THAT ALL STUDENTS THAT LEAVE THE HIGH SCHOOL LEVEL AND POST-SECONDARY LEVEL ARE ABLE TO ASCERTAIN AN
[01:25:03]
INDUSTRY-BASED CERTIFICATION OR DEGREE.AND REALLY IMPORTANT BY THE YEAR 2030, THAT 60% OF OUR CITIZENS BETWEEN THE AGES OF 18-25 ARE ABLE TO HAVE AN OPPORTUNITY.
WHY THIS PARTICULAR BILL IS ON THE BOOKS.
AND ALSO TONIGHT WE ARE REVIEWING OUR GOALS THAT SET TO BE REVIEWED OVER A FIVE-YEAR SPAN OF TIME.
AND SO WITH THIS PARTICULAR INITIATIVE WE HAVE TO HAVE TWO CHECKPOINTS. AND THOSE ARE AT THIRD GRADE LEVEL AND AT THE HIGH SCHOOL GRADUATION LEVEL.
WHY WE ARE LOOKING AT CCMR FOR HIGH SCHOOL AND ALSO LOOKING AT THIRD GRADE READING AND MATH AS ANOTHER PLACE, ANOTHER INDICATOR OF OUR STUDENT'S SUCCESS. AS WE GET STARTED I WANT TO REMIND EVERYONE OF OUR STUDENT DEMOGRAPHIC INFORMATION.
I MENTIONED THIS AND IF NOT HERE, I WANT TO POINT OUT THAT OUR CURRENT DEMOGRAPHICS AS OF 2220TAPR -- AND AFRICAN-AMERICAN STUDENTS 72.2% AND HISPANIC 7.4% AND WHITE STUDENTS...
ALSO WITH US DEMOGRAPHIC WISE WE HAVE 83.3% ECONOMICALLY DISADVANTAGED STUDENTS. AND 9.1% SPECIAL EDUCATION STUDENTS. AND THEN 10% OF OUR STUDENTS ARE EMERGENT BILINGUAL ENGLISH LEARNER STUDENTS.
AND EQUALLY IMPORTANT IS OUR TEACHER DEMOGRAPHIC INFORMATION AND THE FIRST NUMBER IS 15.8. THAT DOESN'T PAINT THE EXACT PICTURE AND IT FACTORS IN OTHER PEOPLE OUTSIDE THE ACTUAL TEACHER. THEY LOOK AT ALL INSTRUCTIONAL PERSONNEL ON THE CAMPUS. SO THAT NUMBER IS GENERALLY A LITTLE HIGHER MORE LIKE 20-21 STUDENTS PER TEACHER.
AND ALSO OUR NUMBER OF FULL-TIME STAFF AT THE TIME OF TAPR FROM LAST YEAR AT 899. AND THE NUMBER OF FULL-TIME TEACHERS AT 440 TEACHERS. OUR AVERAGE SALARY IS $60,345.
AND THEN I WANT TO SPEAK TO GENERALLY ABOUT OUR TEACHER'S YEAR OF EXPERIENCE. WHAT I HAVE SEEN OVER THE YEARS IS THAT ESSENTIALLY WHAT WE'RE LOOKING AT RIGHT NOW IS MAJORITY OF OUR TEACHERS WITH 10 OR FEWER YEARS OF EXPERIENCE THAT TYPICALLY RIGHT NOW IS THE NUMBER FOR US.
SO MAJORITY OF OUR TEACHERS ARE ACTUALLY, OR 50% ARE BETTER HAVE 10 YEARS OF EXPERIENCE OR LESS OF EXPERIENCE.
PRIOR TO COVID IT WAS POLAR OPPOSITE.
MORE THAN 75% OF OUR TEACHERS HAD 10 YEARS OR BETTER OF EXPERIENCE. AND SO A LOT OF OUR INSTITUTIONAL KNOWLEDGE, EXPERTISE TEACHER KNOWLEDGE WALKED AWAY FROM CAMPUSES AND NOT JUST IMPACTING US BUT ACROSS THE NATION. THAT IS SOMETHING THEY WANT TO KEEP IN FRONT OF US. AS WE ARE WORKING TOGETHER AND PARTNERING IN THIS WORK. WE CAN CONTINUE TO MAKE SURE THAT WE ADDRESS TEACHER SHORTAGE AND MAKE SURE THAT WE ARE ADDING VALUE TO HOW WE TRAIN OUR TEACHERS.
AND PREPARE THEM AND EQUIP THEM SO THEY CAN GIVE THE VERY BEST TO OUR STUDENTS AND OUR STUDENTS RECEIVE A VIABLE GUARANTEED EDUCATION ON A DAY-TO-DAY BASIS. AND ALSO I WANT TO MENTION, PARTICULARLY WITH EARLY CHILDHOOD I WANT TO READ OUR EARLY CHILDHOOD LITERACY GOAL THAT IS PERCENTAGE OF STUDENTS IN GRADE TO MEET LEVEL PERMANENCY AND STAAR READING INCREASE TO 40% BY 2025. I WANT TO TOUCH ON THAT WE DID WELL WITH OUR MEETS LEVEL PERFORMANCE AND READING PARTICULARLY IN THIRD GRADE AND 45% MEETS AND WE HAD PEOPLE COME AND VISIT OUR CAMPUS. COMMIT BROUGHT A GROUP OF PEOPLE AROUND THE AREA AND WALK OUR CAMPUSES AND CHECK OUT WHAT WE WERE DOING. ONE OF THE THINGS THAT DR.
PERERA TOLD THEM THERE IS NOT ACTUALLY A SECRET OF MAGIC SAUCE, IT'S HARD WORK AND SHE SPOKE TO THE FACT THAT OUR CHILDREN ARE TREATED AS THOUGH THEY HAVE THE POTENTIAL TO HAVE HIGH EXPECTATIONS. AND SO WE LOOK BEYOND OUR ECO-NUMBERS HERE AND LOOK BEYOND ANYTHING ELSE AND MAKE SURE THAT
[01:30:02]
WE TEACH THE WHOLE CHILD. AS YOU LOOK AT THE TRENDS THAT ARE REPRESENTING 2018, 2019, 2021 AND 2022.YOU CAN SEE CLEARLY THAT WE'RE EITHER MEETING OR SURPASSING OUR PREVIOUS MEET LEVEL IN THIRD GRADE READING.
AND ACROSS THE BOARD, THIRD GRADE AND ESC ENGLISH 2 ARE SHOWING SCORES IN A POSITIVE WAY.
NOW TAKE A LOOK AT OUR GOAL. I WANT TO KEEP REITERATING THAT WE WILL COME BACK AND REVAMP THESE GOALS AND GET MR. JONES TO HELP US LOOK AT THOSE. AND HE'S BEEN TAG LINING ME SINCE WE STARTED THIS. AND I WILL BE TRANSPARENT IN COVID, WE WENT IN A ROOM, YOU KNOW WE HAVE TO MAKE ADJUSTMENTS BECAUSE WE SAW THINGS COMING. AND SOME COLLEAGUES AND OTHER DISTRICTS TOLD ME THEY HAD TO GO BACK AND MAKE ADJUSTMENTS AS WELL. NONETHELESS, WE ARE MOVING AND WE'RE BACK IN OUR REGULAR SEASON OF ACADEMIC SUCCESS.
SO WILL WE GOOD OUR NUMBERS MOVED AHEAD LIKE WE NEED TO.
IN THIS SLIDE YOU ARE LOOKING AT THIRD GRADE READING.
WE WERE AIMING FOR 31% MEETS PERFORMANCE.
AND WE ACTUALLY CAME IN AT 45% MEETS WITH A 14 POINT INCREASE FOR THIRD GRADE READING. AND WE LOOKED AT OUR MASTER'S LEVEL SCORE AND AIMING AT 50% AND WE LANDED AT 24% AT MASTERY LEVEL, NINE-POINT INCREASE AND DID WELL THERE.
ON THE FLIP SIDE OF THINGS I WANT US TO LOOK AT MATHEMATICAL EFFICIENCY, AND HERE I WILL READ THE GOAL, BECAUSE IT'S REALLY IMPORTANT. THE PERCENT OF STUDENTS IN GRADE THIRD DEMONSTRATE MATHEMATICAL EFFICIENCY MEETS PERFORMANCE LEVEL STAAR MATH TO INCREASE BY THE YEAR 2026.
AGAIN WE HAVE ON THE CHART YEARS 2018, 2019, 2021 AND 2022 REPRESENTED. YOU SEE AND ODD FOR ME TO SEE THIS KIND OF DATA FOR MATH. YOU SEE IN THE TRENDS OUR MATH DATA IS NOT OUT PERFORMING PRIOR YEARS AS IT HAS DONE IN THE PAST. AS YOU KNOW IF YOU HAVE BEEN AROUND FOR A WHILE. WE WERE BLAZING A TRAIL WITH MATH. STEAM DISTRICT, WE ARE STEAM DISTRICT AND WE STILL CARRY THAT HONOR AND WANT TO GET BACK TO IT. AND WHILE OUT FOR COVID AND SEE THE TRENDS FOR MATH TAPERING OFF.
AND WE NOTICED THAT AND WE HAVE A LOT OF THINGS AT PLAY.
RIGHT NOW THAT ARE FOCUSING ON MATH IN PARTICULAR.
AND WE'RE ALSO BEEFING AND RAMPING OUR STEM AND STEAM PIECES AND OTHER AREAS TO SUPPORT THAT.
GOING ON IN THIRD GRADE MATH, AIMING 21% MEETS PERFORMANCE AND LANDED ON 36, WE DID WELL IN THAT AREA.
AND FOR OUR MASTER'S LEVEL PERFORMANCE WE WERE AIMING AT 8% AND LANDED AT 15%, A SEVEN-POINT INCREASE.
AND MATH WE KNOW THAT WE ARE GETTING TRACTION AND GET THOSE GOALS MOVED UP. AND THEN LAST BUT NOT LEAST I WANT TO TALK QUICKLY ABOUT OUR CCMR PIECES.
THESE STUDENTS HAVE DONE A PHENOMENAL JOB.
WE ACTUALLY REACHED OUR GOAL ALREADY OF 71% OF OUR STUDENTS.
ARE REACHING OR ACQUIRING A CCMR INDICATOR AS A SENIOR.
SO I WILL TELL YOU THAT'S FORMIDABLE GOAL.
71%. IT'S NOT THE END ALL AND BE ALL.
WE WANT 100% OF OUR STUDENTS TO HAVE CCMR INDICATOR.
THAT'S THE ULTIMATE GOAL BUT TELL YOU THAT'S A ROBUST GOAL.
WE SURPASSED THE STATE BY SIX POINTS REACHING THAT GOAL AND THIS IS A 20-POINT INCREASE. AND AGAIN THIS IS ANOTHER CHART SHOWING YOU THAT INFORMATION. AND SHOWING YOU THE 20-POINT INCREASE AND THAT IT IS, GUYS. I WILL TAKE ANY QUESTIONS AT
THIS TIME. >> BOARD, ANY QUESTIONS OR
COMMENTS? >> MADAM PRESIDENT, ONE COMMENT.
AFFIRMING US REVISITING THE GOALS AND TO BRING THAT BACK TO REVIEW. THANK YOU.
>> OKAY. >> I HAVE A QUESTION.
>> YES, MA'AM. >> YOU STATED THAT FOR THE -- YOU SAID THERE WAS A CHECKPOINT FOR THE GOALS AND THAT WAS THIRD
[01:35:01]
GRADE AND HIGH SCHOOL? >> YES, MA'AM.
IT'S THIRD GRADE, AND THIRD GRADE MATH AND THIRD GRADE
READING AND HIGH SCHOOL. >> IS THERE A REASON THAT SIX
GRADE IS NOT ON THERE? >> WE HAVE GWC ON OUR RADAR AS WELL. THIS IS SOMETHING THAT IS PART OF LEGISLATIVE PIECE AND COMMISSIONERS AND STATE BOARD HAVE ENACTED THIS PARTICULAR POLICY.
BUT WE DO HAVE GWC IS ONE OF OUR SCHOOL IMPROVEMENT CAMPUSES.
AND TEA AND REGION 10 AND OUR DISTRICT IS ACTUALLY HAVE THEM ON A -- SEPARATE TYPE OF MONITORING LIST.
THEY ARE BEING -- WE'RE TAKING CARE OF THEM TOO IN THAT WAY.
WE'RE REALLY MONITORING THINGS THERE AS WELL.
BUT TO ANSWER YOUR QUESTION, THE THIRD GRADE IS WHERE THE DATA GOES BACK TO STUDENTS THAT ARE SUCCESSFUL AT THE THIRD GRADE LEVEL. HAVE A TRAJECTORY TO BE SUCCESSFUL AT THE SECONDARY LEVEL.
WHY REASONABLE IMPORTANT. >> YES, MA'AM, THANK YOU.
>> YOU'RE WELCOME. >> FOR THE TEACHER DEMOGRAPHIC INFORMATION SCREEN, YOU STATED THAT THE NUMBERS WERE OFF.
>> YES. SO ON THE TAPR THEY MAY INCLUDE AN INSTRUCTIONAL AIDE OR LIBRARIAN, FACTOR THOSE NUMBERS INTO THEIR AVERAGE. SO WHEN THEY DO THAT, IT THROWS OFF THE NUMBERS AS FAR AS WHAT IS TRULY OR TRUE TEACHER/STUDENT
RATIO IN THE CLASSROOM. >> AS FOR TRANSPARENCY, DEFINE
TAPR. >> TEXAS ASSESSMENT PERFORMANCE
>> ANY COMMENTS FROM THE BOARD? I WANT TO THANK YOU FOR YOUR HARD WORK AND TO STAY DILIGENT TO KEEP OUR STUDENTS THIS THE
RIGHT DIRECTION. >> THANK YOU MA'AM.
>> OKAY, BOARD THIS IS AN ACTION ITEM, IS THERE A MOTION?
>> [INAUDIBLE] FOR APPROVAL OF HOUSE BILL 3, EARLY HIGH SCHOOL AND CCMR GOALS AS PRESENTED.
>> SECOND. >> I HAVE A MOTION BY MR. CLEWIS AND SECOND BY MR. JONES. ANY DISCUSSION FROM THE BOARD? HEARING NONE, CALL FOR THE VOTE. SMITH.
[11B. Discussion and possible approval of the TASB Policy Update 120 -(G4) Dr. LaBotta Taylor, Presenter]
>> YES. >> MYSELF, MOTION PASSES.
NEXT ITEM ON THE AGENDA APPROVAL OF TASB POLICY UPDATE 120.
DR. TAYLOR. >> GOOD EVENING, I AM HERE TO PRESENT THE POLICY UPDATE 120. I WANT TO INDICATE THAT THE POLICY COMMITTEE MEETING WHICH IS CHAIRED BY TRUSTEE STEPHENSON DID MEET ON FEBRUARY 9. HERE IS A POLICY UPDATE.
WHAT WE HAVE HERE IS CB LOCAL STATE AND FEDERAL REVENUE SOURCES. AND EMERGENCY PLANS AND FFI WAS INCLUDED ORIGINALLY BUT NOT NECESSARY, STUDENT WELFARE AND FREEDOM FROM BULLYING. AND WE HAVE STUDENT RESPONSIBILITY AND STUDENT/PARENT COMPLAINT AND FFO STUDENT DISCIPLINE. FOR CB LOCAL BY TEA REQUIRES FOR THE DISTRICT TO GIVE PUBLIC NOTICE OF FEDERAL GRANT INFORMATION BY PROVIDING AT BOARD MEETINGS AND TO PUBLISH ON THE WEBSITE. FURTHER THE POLICY AUTHORIZES THE SUPERINTENDENT TO APPROVE THE USE OF THE GRANT AND AWARD.
CKC LOCAL, EDUCATION CODE 13708, REQUIRES THAT THE HAZARD EMERGENCY PLAN TO RESPOND TO A TRAIN DERAILMENT OF A DISTRICT SCHOOL OF A FACILITY WITHIN 1,000 YARDS OF A RAILROAD TRACK.
FFI WAS EXCLUDED. AND AT THIS TIME TA ISSUED THAT UPDATE FOR PROPOSED MINIMUM STANDARDS FOR BULLYING PREVENTION AND POLICIES FROM PUBLIC COMMENT FROM NOVEMBER 28, AND NOT FINALIZED AND WHEN THEY DO, BRING THAT BACK TO EVERYONE.
FNG, THE REVISIONS TO THIS LOCAL POLICY ARE RECOMMENDED AT OTHER
[01:40:01]
COMPLAINT PROCESSES TO CLARIFY HOW SPECIAL EDUCATION COMPLAINTS ARE ADDRESSED AND INSTRUCTIONAL RESOURCES POLICIES AND REFERENCE THE HEARING FOR ELIGIBILITY DISPUTE.AND FO LOCAL STUDENT DISCIPLINE AND REVISIONS TO THIS LOCAL POLICY TO CLARIFY CIRCUMSTANCES WHEN RESTRAINT CAN BE USED AND ADDRESS RESTRAINT OF A STUDENT WHO RECEIVES SPECIAL EDUCATION SERVICES. THE RECOMMENDATION FROM US IS TO ACCEPT THE ADDITIONS AND DELE
DELETIONS OF TASB UPDATE 120. >> FIRST OF ALL, I WANT TO THANK YOU FOR GETTING THE INFORMATION OUT TO ALL THE TRUSTEES EARLY.
EVERYBODY HAD A CHANCE TO REVIEW EVERYTHING.
AND SECOND THE COMMITTEE HAS A CONCERN, ALONG WITH THIS UPDATE THE COMMITTEE OUTLINED TWO AREAS THAT WE WANTED UPDATE.
AND EVERYTHING ELSE SEEMED TO DISAPPEAR EXCEPT WHAT WAS IN THERE. WHAT IS THAT?
>> SORRY, SIR. >> EVERYTHING ELSE FOR EXAMPLE, TRUSTEE JONES WANTED TO MODIFY BEING LOCAL.
>> THAT'S ON THE AGENDA UNDER BOARD MATTERS.
>> I UNDERSTAND BUT WE WANTED THAT PRESENTED ALONG WITH 120, WHY NOT? AND ALSO WITH RECOMMENDATION FROM THE COMMITTEE TO PRESENT TO THE BOARD TO EXCLUDE CORPORAL PUNI PUNISHMENT.
>> AND WE WERE IN THE POLICY AND CONSULTED WITH THE ATTORNEY IF YOU CHOSE TO DO THAT, THAT IS A RECOMMENDATION.
HERE I HAD TO PRESENT THE INFORMATION AS PRESENTED.
>> OKAY, THE CONCERN OF THE ECO COMMITTEE IS THIS. THE LEGISLATURE GRANTS THE BOARD OF TRUSTEES THE RIGHT TO SET POLICY.
AND SEEMED THAT WE OUTSOURCED OUR POLICY TO TASB.
AND WHEN THIS MAKES A RECOMMENDATION TO THE BOARD DISAPPEARS AND TASB STATES AND WHO CONTROLS OUR POLICY.
BY STATUTE IT CAN'T GO IN POLICY UNLESS WE GET WHAT TASB VOTES AND SOMEONE OUT OF THEIR LANE. THAT'S NOT ON YOU.
BUT WHAT I WANTED TO PRESENT TO THE REST OF THIS BOARD.
AND THE COMMITTEE RECOMMENDS THAT YOU TABLE THIS UPDATE UNTIL THE CONCERNS THE COMMITTEE AND PRESENT TO THE BOARD AND GET A
VOTE. >> MR. STEPHENSON, UNDER BOARD MATTERS THERE IS A DISCUSSION OF THE POLICY.
I BELIEVE THAT YOU DISCUSSED THAT MR. JONES WILL DISCUSS
LATER IN THE MEETING. >> I UNDERSTAND.
THAT STILL IS MY RECOMMENDATION. >> [INAUDIBLE] POLICY?
[INAUDIBLE] >> I HEAR YOU FINE, GO AHEAD.
>> UNDER THE LEGAL POLICIES THOSE ARE NOT TYPICALLY UP FOR ADOPTION. LEGAL POLICIES ARE NOTHING MORE THAN [INAUDIBLE] RESTITITION OF STATE LAW.
THEY DON'T TRY TO DO ANYTHING OTHER THAN LAYOUT [INAUDIBLE] ORGANIZATION PROVISIONS OF STATE LAW.
AS YOU LOOK THROUGH THE LEGAL POLICIES IF YOU SCROLL THROUGH THEM ON THE WEBSITE OR WHATEVER. ALMOST ALWAYS A CITATION IN THE STATUTE FROM WHERE THEY ARE DRAWN, OKAY.
THE LOCAL POLICIES ARE TASB RECOMMENDATIONS TO YOU AS AN ORGANIZATION BUT ONLY THAT. BUT THE FACT THAT THEY ARE IN LOCAL POLICY THAT THEY HAVE BEEN LISTED BY TASB IS THEIR OPINION THAT'S BOARD COUNTRY. ANYTHING IN THERE IS FAIR GAME.
IF YOU WANT TO CHANGE THAT. WE CAN'T DO IT IN A WAY THAT IS CONTRARY TO STATE LAW. WE WOULD HAVE TO CIRCULATE BACK.
BUT IF YOU ARE NOT HAPPY WITH TASB'S POLICY RECOMMENDATIONS YOU HAVE EVERY RIGHT TO CHANGE THEM.
IT'S SIMPLY A MATTER OF TRYING TO UNDERSTAND WHAT YOUR CONCERNS ARE AND DRAFT IT TO YOUR SPECIFICATIONS.
HARD TO DRAFT FROM THE DAIS, WE CAN BUT IT'S A BIT TIME CONSUMING. BUT IF YOU ARE UNHAPPY WITH
[01:45:03]
THEM, THEN -- THEN THERE IS NOTHING WRONG WITH ASKING TO COME BACK AND LOOK AT THEM AGAIN.I WOULD REQUEST THAT I CAN GET WITH YOU, IF YOU HAVE SPECIFICS WE CAN DRAFT POTENTIAL MODIFICATIONS TO YOURS OR ANY TRUSTEES SPECIFICATIONS, IF THAT'S WHAT YOU WANT.
IF IT'S IN LOCAL, IT'S FAIR GAME IF YOU WANT TO DO THAT.
>> [INAUDIBLE] >> MADAM PRESIDENT --
MR. STEPHENSON. >> I SAID WHEN YOU FINISH.
>> YOU ASKED THE QUESTION BUT I DON'T THINK THAT ANYONE HAS
RESPONDED MR. STEPHENSON. >> I'M SPEAKING TO THE BOARD, DID EVERYONE UNDERSTAND WHAT I WAS TALKING ABOUT ABOUT
EVERYBODY STAYING IN THEIR LANE? >> YES.
>> EVERYBODY GET THAT? >> YEAH.
>> YES? >> CHAIR AND MADAM PRESIDENT AS IT RELATES TO THE POLICY COMMITTEE.
I THINK ONE OF THE ITEMS DISCUSSED DURING THAT POLICY MEETING WAS MFO, CHANGE THE SCREEN TO THE NEXT SLIDE.
SHOWS FO LOCAL AND A COMPONENT WITHIN THERE WAS CORPORAL PUNISHMENT AND ONE OF THE ITEMS YOU WANTED US TO STRIKE FROM OUR
LOCAL POLICY. >> I WANTED TO PRESENT THAT TO THE BOARD FOR THE BOARD'S CONSIDERATION.
>> CORRECT. AND THEN THE OTHER COMPONENT IS THE PART CURRENTLY NOW IN BOARD MATTERS.
IF YOU WOULD LIKE, WE CAN STILL PRESENT THAT INFORMATION TO THE BODY. TO HIS POINT.
OR AS YOU RECOMMENDED TO TABLE TO ANOTHER MEETING.
>> WE CAN TABLE THE WHOLE THING TO ANOTHER MEETING.
BUT MY CONCERN IS THIS. THE POLICY AS YOU WERE GOOD ENOUGH TO POINT OUT, LOCAL POLICY, WELL THE WHOLE POLICY ACTUALLY REQUIRES THE BOARD'S APPROVAL.
OKAY. AND WE HAVE TO STOP LETTING TASB OR SOMEONE ELSE DETERMINE WHAT WE GET TO VOTE ON TO APPROVE.
IF THE COMMITTEE PRESENTS AN ISSUE TO THE BOARD, THEY SHOULD GO FORWARD. SO IT CAN WAIT.
EXCEPT FOR THE 313 AGREEMENT, I DON'T REMEMBER ANYTHING THIS BOARD HAS EVER DONE IN A MEETING THAT COULDN'T WAIT.
SO -- THE COMMITTEE RECOMMENDS TO LET
IT WAIT. >> OKAY, ANY OTHER DISCUSSION
FROM THE BOARD? >> MADAM PRESIDENT.
>> SORRY, MS. MORRIS. >> THANK YOU VERY MUCH.
I WANT TO STATE MADAM PRESIDENT, THAT I WAS IN THAT MEETING.
AND I UNDERSTAND THAT IT WAS SPOKEN OF THE COMMITTEE.
I DID NOT SUPPORT THAT. AND SO -- IN SAYING THAT THE COMMITTEE REQUEST IT, THEN THERE WAS NO VOTE.
IN THAT COMMITTEE MEETING AND NO, BECAUSE I DO KNOW AND UNDERSTAND WE DON'T ANYTHING THAT'S IN LOCAL THAT REFERENCE TO LAW. WE CAN'T CHANGE.
WE CAN'T -- UNLESS WE GO THROUGH THE PROPER TRAINING TO ENSURE THAT OUR LOCAL POLICY COINCIDES WITH OUR LEGAL POLICY.
I THINK WE WILL BE DOING A DRASTIC DECISION WITHOUT UNDERSTANDING WHAT THE TEXAS EDUCATION CODE SAYS, WHICH IS THE LAW. WHICH IS GEARED FROM LEGISLATION, BECAUSE WE CANNOT GEAR AWAY.
WE DON'T HAVE THE POWER TO SAY, WELL, WE'RE NOT GOING TO LET ANY KIDS COME TO SCHOOL. AND I'M JUST SAYING THAT UNLESS WE HAVE EVERYTHING IN LINE, AND PERHAPS WE HAVE SOMEONE TO COME IN AND PROPERLY TRAIN US. NOT FROM WHAT SOMEONE SAID YOU HAVE THE POWER, YOU CAN CHANGE THE LAW, YOU CAN DO WHATEVER YOU WANT TO DO, BECAUSE YOU ARE THE BOARD.
IN MY OPINION THAT'S NOT HOW IT WORKS.
WHY WE HAVE TO HAVE LEGAL COUNSEL HERE, AS A MATTER OF FACT WE HAVE TWO SITTING OUT HERE FOR THE DISTRICT.
I THINK WHEN WE ARE IN A SITUATION LIKE THIS, WHERE AN ATTORNEY SPOKE WHEN ONE OF THE LEGAL COUNSEL SHOULD BASICALLY LET US KNOW, LET'S REFLECT BACK AND WE'RE NOT -- IF THE BOARD DON'T WANT TO USE TASB, THAT'S NOT SOMETHING THAT ONE PERSON, TWO PEOPLE OR THREE PEOPLE. IT HAS TO BE THE MAJORITY OF THE BOARD TO VOTE FOR US TO BE GOING OFF CHANGES.
THANK YOU VERY MUCH FOR ALLOWING ME TO SPEAK.
[01:50:01]
>> THANK YOU FOR YOUR INPUT AND WE WILL TAKE THAT UNDER ADVISEMENT. AND LET ME MENTION --
>> I WAS ABOUT TO RESPOND, Y'ALL ARE JUMPING TOO FAST.
LET ME RESPOND FIRST. GO AHEAD.
>> I'M SORRY BUT I KNOW I'M OLD AND MIGHT FORGET.
SO -- YOU'RE NOT A MEMBER OF THE COMMITTEE.
AND ONLY COMMITTEE MEMBERS GET A VOTE.
YOU MAKE RECOMMENDATIONS. >> I AM TALKING TO YOU, I WAS NOT TALKING FOR A DEBATE. MADAM PRESIDENT, I WAS SPEAKING TO YOU. YOU ACKNOWLEDGED ME.
I FIRST STATED. >> THAT'S FINE.
BUT MR. STEPHENSON, THE POLICY COMMITTEE DOES NOT VOTE, YOU MAKE RECOMMENDATIONS TO THE BOARD AND THE BOARD VOTES.
YOU WANT THAT FOR THE RECORD. >> I WAS RESPONDING TO MS. MORRIS THAT SHE DIDN'T GET A VOTE.
>> I HEARD HER SAY THAT SHE DIDN'T SUPPORT THE
RECOMMENDATION IN THE MEETING. >> SHE DIDN'T SAY VOTE?
>> I DIDN'T HEAR VOTE, NOT DEBATE IT, MOVE ON.
ANY COMMENTS? >> I HAVE A COMMENT.
>> MS. WHITFIELD. >> MY CONCERN REGARDING WHAT IS PRESENTED AS WELL AS WHAT WAS DISCUSSED DURING THE MEETING.
IT APPEARS TO BE LOOKED OVER NOT SURE IF EVERYONE RECEIVED THE LETTER FROM THE TEXAS STATE REPRESENTATIVE.
REGARDING TEXAS ASSOCIATION OF SCHOOL BOARDS.
AND I MYSELF FEEL THAT THIS SHOULD BE A DISCUSSION AS WELL.
IT SHOULD BE PUT IN DISCUSSION AS FAR AS THE LETTER RECEIVED, E-MAILED TO EVERYONE BEFORE WE ACTUALLY MAKE A DECISION.
SO I DO FEEL LIKE WE NEED -- WE SHOULD TABLE THIS PORTION OF THE
AGENDA. >> MADAM PRESIDENT, AND CHAIR STEPHENSON. AS IT RELATES TO THE LETTER THAT HAS NO BEARING ON THIS POLICY HERE.
THAT'S SOMETHING TOTALLY DIFFERENT.
BUT AS IT RELATES TO THE FIVE ITEMS AS FAR AS WHAT WAS POLICY AND WHAT WAS PRESENTED IN THE MEETING.
I DON'T THINK WE HAVE AN ISSUE WITH THE PRESENTATION.
WE WANT TO COMMEND ANOTHER COMPONENT OF FO LOCAL THAT SPECIFICALLY DEALT WITH CORPORAL PUNISHMENT.
BUT JUST WANT TO MAKE THAT CLARIFICATION.
IF THE MOTION THAT YOU'RE GOING TO MAKE AND TABLE THIS FOR THE NEXT MEETING. I HAVE NOOBJECTIONS.
MADE AM PRESIDENT I HAVE A MOTION, MOVE THAT WE TABLE THIS
ISSUE. >> HAVE A MOTION BY MR.
>> SECOND. >> SECOND BY MS. WHITFIELD AND TO TABLE THIS TO THE FEBRUARY MEETING?
>> THAT'S FINE. >> TABLE THIS -- EXCUSE ME, TO MARCH MEETING, SORRY. ANY OTHER DISCUSSION FROM THE BOARD? HEARING NONE CALL FOR THE VOTE.
[11C. Discussion and possible approval of the 2023-2024 Pay for Performance Plan - Dr. LaBotta Taylor, Presenter]
>> MYSELF VOTING YES. MOTION PASSED.
MOVE ON TO THE NEXT ACTION ITEM DISCUSSION OF HOSPITAL APPROVAL
PAY FOR PCHLSZ. >> THANK YOU, TONIGHT TO PRESENT ON PAY FOR PERFORMANCE, THIS IS OUR LOCAL PLAN.
FIRST START OUT WITH A LITTLE INFORMATION, OUR PAY FOR PERFORMANCE PLAN IS THE LOCAL PLAN.
THAT HELPS INCENTIVIZE STAFF THAT ARE NOT PART OF THE TEACHER INCENTIVE ALLOTMENT. THE TEACHER INCENTIVE ALLOTMENT WAS CREATED BY THE TEXAS LEGISLATURE AS PART OF HOUSE BILL 3 FOR A PATHWAY FOR TOP TEACHERS TO EARN SIX-FIGURE SALARIES AND ATTRACT AND RETAIN HIGHLY EFFECTIVE TEACHERS AT HARD-TO-STAFF SCHOOLS. WITH THAT WE HAVE ADDITIONAL INFORMATION AND ON HERE SHOW THAT RECOGNIZED TEACHERS GET 3-9,000. AND EXEMPLARY WITH EARN 6,000 TO 18,000 AND MASTER EARN 12-32,000.
I HAVE INFORMATION TONIGHT, THAT WE RECENTLY RECEIVED AND SO FOR LANCASTER ISD OUT OF 183 TEACHERS AND ELIGIBLE TEACHING ASSIGNMENTS, 43 OF THEM IDENTIFIED FOR DESIGNATION.
THAT IS A 23%. OF THOSE ELIGIBLE TEACHERS.
[01:55:05]
16 RECOGNIZED. 11 EXEMPLARY AND 16 AT THE MASTER LEVEL. SO VERY GREAT FOR THE FIRST YEAR OF US BEING COHORT "D" FOR THAT. AND FOR THE PERFORMANCE -- PAY FOR PERFORMANCE THESE ARE JUST SOME HIGHLIGHTS.WE'VE HAD THIS IN THE PAST OF COURSE, AND THEN SO FOR ALL CAMPUSES AND TEACHERS WE WILL WOULD LIKE TO GO WITH THE STAAR DISTRICT GRADE AND CAMPUS THAT EARNS A-C TO INCENTIVIZE AND THE ATTENDANCE RATE AT 90%. FOR INDIVIDUAL PERFORMANCE FOR LICENSE AND CERTIFICATION THAT REMAINS AT $50 STUDENT CERTIFICATION. AND FOR THE CAMPUSES ON THAT SCALE THAT EARN C, STATE ACCOUNTABILITY AND B OR "A" OR FOR THE PRINCIPAL THESE ARE ADMINISTRATIVE TIER.
ATTENDANCE RATE OF 90-95% AND EARN 1,000.
AND FOR SUPPORT STAFF IT REMAINS THE SAME FOR LAST YEAR.
80% OR HIGHER AND DISTRICT ATTENDANCE RATING OF 90% HIGHER AND FOR CAMPUS THAT EARNS A-C AND CAMPUS ATTENDANCE RATE 90% OR HIGHER. AND CONTINGENCY CLAUSE, THIS PAY FOR PERFORMANCE IS NOT OWED TO ANY EMPLOYEE.
AS PART OF THE BOARD'S DECISION, IF ANY CHANGES IN SCHOOL REFORM OR BUDGET SHORT FALL. THEN THERE COULD BE SOME AMENDMENTS. AND ONCE AGAIN TEACHERS WHO QUALIFY FOR TEACHER INCENTIVE ALLOTMENT THEY ARE NOT ELIGIBLE FOR THE PAY FOR PERFORMANCE BECAUSE THEY ARE ON THE OTHER SCALE. AND THEN ALSO IN THE BOARD BOOK YOU SEE THE DETAILED DRAFT. BUT IF ANY QUESTIONS --
>> BOARD ANY QUESTIONS OR COMMENTS.
OKAY, HEARING NONE. THANK YOU SO MUCH.
BOARD THIS IS AN ACTION ITEM, IS THERE A MOTION.
>> MADAM PRESIDENT I MOVE THAT WE APPROVE THE 2023-24 PAY FOR
PERFORMANCE PLAN AS PRESENTED. >> HAVE A MOTION BY MR. JONES IS
>> HAVE A SECOND BY MR. SMITH. TO APPROVE THE 2023-24 PAY PERFORMANCE PLAN, ANY DISCUSSION FROM THE BOARD? HEARING NONE, CALL FOR THE VOTE. SMITH.
>> YES. MYSELF, MOTION PASSES.
>> SORRY, I GOT EXCITED. >> OKAY.
[11D. Discussion and take possible action of Good-Heart Wilcox Online Learning Suite (OLS) Textbook for Health - Rosa E. Hernandez and Joshua Hairston, Presenter]
NEXT ITEM IS DISCUSSION AND TAKE POSSIBLE ACTION OF THE GOOD-HEART WILCOX ONLINE LEARNING SUITE, TEXTBOOK FORHEALTH. >> GOOD EVENING MADAM PRESIDENT HAMILTON, BOARD TRUSTEES. AND SUPERINTENDENT PERERA.
TONIGHT MR. HARRISON AND I ARE SEEKING BOARD APPROVAL FOR THE GOOD-HEART WILCOX ONLINE LEARNING SUITE FOR HEALTH
CLASSES. >> GOOD EVENING, MADAM PRESIDENT HAMILTON, BOARD OF TRUSTEES AND SUPERINTENDENT DR. PERERA.
I AM COACH HARRISON AND THE HEALTH ADVISORY CHAIR FOR LANCASTER ISD. BEFORE WE PRESENT OUR RECOMMENDATIONS I WANT TO GIVE YOU OVERVIEW.
THE LANCASTER ISD HEALTH COUNCIL SHAQ ENSHOE THAT VALUES ARE REFLECTED IN THE HEALTH PROGRAM. THE COUNCIL WILL ADDRESS ACTION OF A COORDINATED PROGRAM INCLUDING HEALTH EDUCATION, PHYSICAL EDUCATION, HEALTH SERVICES, NUTRITION SERVICES, COUNSELING, AND HEALTHY SCHOOL ENVIRONMENT AND FAMILY/COMMUNITY INVOL INVOLVEMENT.
AND PROVIDED FOR MISSION STATEMENTS BELOW FOR YOU TO BRIEFLY REVIEW. IN 2020, THE STATE BOARD OF EDUCATION SBOE, ISSUED PROCLAMATION TO CALL FOR HEALTH AND INSTRUCTIONAL MATERIALS. THE ADOPTION OF THE MATERIALS UNDER ADOPTION OF PROCLAMATION, OCCURRED IN 2021 AND THE ADOPTED
[02:00:02]
MATERIALS SCHEDULED TO BE DISTRIBUTED IN CLASSROOMS IN THE 22-23 SCHOOL YEAR. PLEASE KNOW THAT THE MATERIALS WE ARE DISTRIBUTING TONIGHT ARE ADOPTED MATERIALS.CHOSEN BY THE STATE OF EDUCATION PUBLISHED BY GOOD-HEART WILCOX AND ADOPTED BY THE STATE BOARD OF EDUCATION AND NAMED GOOD-HEART WILCOX THE ONLY PUBLISHER FOR PROCLAMATION 2022.
100% ALIGNED WITH TEA STANDARDS AND ALLOTMENT IMTA LIST, A PLUS THAT FUNDS CAN BE USED TO PURCHASE INSTRUCTIONAL MATERIALS ADOPTED BY THE STATE BOARD OF EDUCATION.
NOT USING LANCASTER ISD FUNDS BUT USING FUNDS FROM THE STATE TO PURCHASE IF APPROVED. AND ALSO OFFERS AN OPT-IN/OPT-OUT OPTIONS FOR PARENTS.
AND IF PARENTS CHOOSE TO OPT-IN THEY RECEIVE COMPANION MATERIALS. AND STUDENTS CAN STILL RECEIVE 100% OF THE TEXAS ESSENTIAL KNOWLEDGE AND SKILLS INSTRUCTION EVEN IF THEIR PARENTS CHOOSE TO OPT-OUT AND NOT ALLOW THEIR CHILD TO RECEIVE THE OPT-IN COMPONENTS.
DW'S PROGRAMS SUPPORT HOUSE BILL 1525 AND INCENTIVE BILL 9 BY SEPARATING HEALTH EDUCATION MATERIALS FROM THE OPT-IN TOPICS CONTAINED IN THE LEGISLATION SO THAT DISTRICTS CAN PROVIDE ACCESS TO OPT-IN TOPICS WHEN A PARENT OR GUARDIAN HAVE PROVIDED PERMISSION. THERE ARE FOUR OPT-IN COMPANION CHAPTERS FOR EACH MIDDLE SCHOOL AND HIGH SCHOOL.
PROVIDED ON THE SCREEN IS COMPANION TEXT FOR MIDDLE SCHOOL. GIVE YOU A FEW SECONDS TO REVIEW THOSE TOPICS. NEXT SLIDE SHOWS THE COMPANION TEXT TO ACCOMPANY HEALTH SKILLS FOR HIGH SCHOOL.
GIVE YOU A FEW SECONDS TO REVIEW THOSE TOPICS AS WELL.
>> SO THE GOOD-HEART WILCOX OVERALL, PLEASE NOTE THAT PARENTS ARE GIVEN 14 DAYS TO OPT-IN.
OR OPT-OUT OF THOSE FOUR CHAPTERS YOU SAW FOR MIDDLE SCHOOL AND HIGH SCHOOL. BEFORE WE IMPLEMENT, IF YOU APPROVE TONIGHT BEFORE IMPLEMENTED WE WILL GIVE PARENTS AND THE COMMUNITY 14 DAYS, YOUR CHILD IS ENROLLED IN THE HEALTH CLASS AND 14 DAYS TO OPT IN FOUR CHAPTERS FOR HIGH SCHOOL AND FOUR CHAPTERS FOR MIDDLE SCHOOL TO OPT-OUT.
AND ALSO OUR CAMPUSES HAVE A PLAN IN PLACE FOR HOW THEY TEACH IF KIDS OPT-OUT OR OPT-IN. FOR EXAMPLE IF YOU HAVE A CLASS OF 20 AND OPT-OUT. AND HAVE A PLAN IN PLACE OF HOW THEY PROVIDE INSTRUCTION. SO THAT WE CAN COMMUNICATE THAT WITH PARENTS. WHEN THE KIDS GO TO THE LIBRARY AND WORK ON ASSIGNMENT SEPARATE. IF THEY WOULD STAY IN CLASS AND DO SYNCHRONOUS LEARNING. MEANING THAT THE TEXTBOOK ALLOWS US TO GIVE 15 KIDS FOUR CHAPTERS TO WORK ON ASSIGNMENT AND FIVE KIDS ALTERNATIVE ASSIGNMENT IN SAME SPACE.
THEY CAN WORK IN THE SAME SPACE OR GROUP WORK, A VARIETY OF OPTIONS THAT ARE ALLOWED THAT ARE FRIENDLY AND FLEXIBLE FOR THE DISABITRICT. AND WANT TO POINT OUT THE OPT-IN AND OPT-OUT AND HOW IT WORKS IN THE ACTUAL CLASSROOM.
A SPECIFIC PLAN FOR EACH CAMPUS OF HOW TO TACKLE.
AND IT'S ONLINE LEARNING SUITE AND DIGITAL HUB FOR ACCESS TO ONLINE TEXTBOOKS AND WORK BOOKS. AND ACCESS THROUGH WEB APP TO ALLOW THEM TO LEARN AND COMPLETE ASSIGNMENTS WHERE CONVENIENT.
AND REPLICATES THE PRINT EXPERIENCE AND STUDENTS ABLE TO FIND CONTENT. AND ADAPTIVE PIECE WITH VIDEOS AND ANIMATION AND QUIZS AND OTHER TERMS. AND MORE IMPORTANTLY PUTS EVERYTHING AT THE HAND OF STUDENT AND INSTRUCTOR EASY TO USE.
AND IF THEY OPT IN, THEY HAVE ACCESS TO THE FOUR CHAPTERS.
IF THEY OPT OUT, WE AS A DISTRICT OPT THOSE KIDS OUT OF
[02:05:01]
THAT PARTICULAR FOUR CHAPTERS. SO THEY WON'T HAVE ACCESS IF PARENTS WANT NOT TO HAVE THEM NOT HAVE ACCESS TO THAT CURRICULUM. AND REALLY IT'S CLASSROOM MANAGEMENT FRIENDLY, SINCE THE TEACHERS CAN DO VARIETIES VARI ASYNCHRONOUS. AND APPROVAL PROCESS WHY WE BRING THIS TO THE BOARD. FIRST THING WE HAD TO DO, THE STATE HAD THE PROCLAMATION AROUND THE POLICIES FOR HUMAN SEXUALITY INSTRUCTIONAL REQUIREMENTS.THAT THEY ASKED TA ASKED US TO EMBED IN OUR CURRICULUM.
THE STATE WENT THROUGH AN ADOPTION PERIOD THAT THEY VETTED AT THE STATE LEVEL, THE TEXTBOOKS.
THE ONLY PUBLISHER MADE 100% AND CONTENT IN THE LAW REQUIREMENT.
WHICH ARE THOSE FOUR MIDDLE SCHOOL CHAPTERS AND FOUR HIGH SCHOOL. AND AS A COMMITTEE AND DISTRICT WE WERE TO HAVE SHAQ MEETINGS AND THEN TO HAVE AN IMA MEETING, WHICH IS OUR DISTRICT COMMITTEE MEETING.
BRING THAT FORWARD. AND THEN ASKING FOR BOARD APPROVAL TONIGHT AND IF WE ARE GIVING BOARD APPROVAL WE WILL GO TO GET PARENT CONSENT BEFORE THE ADOPTION IS PUT IN OUR CLASSROOMS. AND GET PARENT CONSENT AND PARENT NOTIFICATIONS AND THEN START THE PROCESS OF EDUCATING THEM WITH THE NEW TEAKS. THAT'S THE PROCESS.
ON DECEMBER 2, THE SCHOOL HEALTH ADVISORY COMMITTEE HELD THEIR FIRST PUBLIC MEETING TO REVIEW THE PROCLAMATION RELATED TO HUMAN SEXUALITY AND PREVENTION OF CHILD ABUSE AND DATING SXRLS SEX TRAFFICKING. AND ON SEPTEMBER 19 THEY HELD A SECOND MEETING AND THE COUNCIL HELD RELATING TO THOSE TOPICS.
AND ON FEBRUARY 16 SHAQ COMMITTEE MEMBER PRESENTED GOOD-HEART WILCOX ONLINE TO THE COMMITTEE AND APPROVED TO GRANT TO USE IMA-TA FUNDS TO PURCHASE OF COURSE WITH THE BOARD APPROVAL TONIGHT. SO TONIGHT WE ARE ASKING FOR THE BOARD TO APPROVE THIS ADOPTION. IT WILL COVER COSTS OF $8,841, AGAIN THESE WILL COME OUT OF AM-TA FUNDS.
THE COST INCLUDES SIX FEATURES EDITIONS OF TECH AND CURRICULUM AND LICENSES THAT ARE BASED ON CURRENT ENROLLMENTS.
IT'S LOWER THAN THAT. I WANT TO REMIND THAT HEALTH IS AN OPTIONAL COURSE THEY CAN TAKE.
EITHER IN MIDDLE SCHOOL OR HIGH SCHOOL, WE HAVE 80 SOMETHING STUDENTS AND ORDERED A FEW EXTRA.
IN CASE. AND THE ADOPTION FOR THIS TEXTBOOK WILL GO EIGHT YEARS. MOST ADOPTIONS ARE EIGHT YEARS.
ONCE THIS GETS ADOPTED IT WILL GO EIGHT YEARS FROM NOW.
AT THIS TIME THIS CONCLUDES OUR PRESENTATION AND WE ASK FOR YOUR APPROVAL TO ADOPT -- ADOPT THE GOOD-HEART WILCOX SUITE OLS
TEXTBOOK ON HEALTH. >> BOARD, QUESTIONS OR COMMENTS.
>> I HAVE A FEW QUESTIONS. >> MR. JONES.
>> WHEN WILL WE ACTUALLY ROLL THIS OUT? I KNOW THAT OUR DOCUMENT HAS FEBRUARY, 2023.
WHEN IS THE RESOURCE IN THE HANDS IF APPROVED?
>> THE LAW REQUIRES US TO HAVE IN SCHOOL BETWEEN THE IT 22-23 SCHOOL YEAR WE HAVE UNTIL IT'S . WE WOULD LIKE TO AS SOON AS THE BOARD APPROVES IT TONIGHT, TO START GETTING THE LETTER READY.
SO WE CAN GIVE THE COMMUNITY THE 14-DAY GRACE PERIOD TO REVIEW THOSE MATERIAL. AND WHILE WE WORK ON PURCHASING THE MATERIAL, THROUGH THE COMPANY, SINCE A DIGITAL PURCHASE FAIRLY QUICKLY IN THAT 14 DAYS.
AND PUTTING IN LATE MARCH, EARLY APRIL.
>> ALL RIGHT, THANK YOU. >> BECAUSE WE HAVE SPRING BREAK.
WHY I AM KIND OF LATE MARCH/EARLY APRIL.
>> WHAT KIND OF INSTRUCTIONAL RESOURCES WILL THE TEACHERS HAVE? I KNOW THAT I STEPPED OUT AND MAY HAVE MISSED THAT. THE TRAINING FOR TEACHERS TO GET
[02:10:04]
ACCLIMATED TO THE BOOK IN SHORT TIME PERIOD.>> GREAT QUESTION, ONLINE INSTRUCTIONAL RESOURCES THERE ARE VIDEOS FOR THE TEACHERS OF HOW TO NAVIGATE IT.
AND GO IN LATE MARCH/EARLY APRIL AND GO IN AND IF APPROVED AND WORK WITH THE PLC'S. IT'S ONLY THREE TEACHERS WE'RE TALKING ABOUT AND NOT MASSIVE. AND GET IN-DEPTH ONE-ON-ONE TRAINING. AND GO IN AND DO PERSONAL LEARNING PLC IN THE DAY AND PROVIDE THAT TRAINING FROM THE PUBLISHER. AND WORK ON THE LETTERS AND LET THE COMMUNITY KNOW WHO THE STUDENTS ARE IN THE CLASS.
AND ROLL THAT OUT. BUT A LOT OF ONLINE INSTRUCTIONAL VIDEOS AND PLC TRAINING AND ANY FOLLOW UPS THAT ARE NEEDED. AND NEXT YEAR WE WILL START THAT BEGINNING YEAR DURING OUR PLC DAYS.
>> ALL RIGHT AND THE LAST QUESTION AROUND THE GRADING.
I KNOW YOU ARE SAYING LATE MARCH/EARLY APRIL.
DOES THAT ALIGN WITH OUR LAST GRADING CYCLE?
>> YES, THEY HAVE THE CURRENT TEXTBOOK AND OVERLAP AND A LOT OF THINGS OVERLIE WHAT IS IN THE TEXTBOOK.
THE ONLY DIFFERENCE ARE THOSE FOUR CHAPTERS.
EVERYTHING ELSE IS 100% ALIGNED TO THE TEAKS.
IT'S ADDITIONAL RESOURCE AND THE STATE SAYS TO HAVE IN CLASSROOM.
WE WON'T GO THROUGH THE ENTIRE CURRICULUM THIS YEAR BECAUSE LATE IN. BUT HAVE ADOPTION TO OPT IN OR
>> YES, SIR. >> MADAM PRESIDENT.
>> MR. STEPHENSON. >> QUICKLY A COUPLE OF THINGS.
THE KIDS WHO PARENTS DON'T WANT THEM IN, THEY GET SEPARATED OUT.
AND WHAT DO WE DO TO NOT HAVE THOSE KIDS RIDICULEED AND BULLIED BECAUSE THEY DON'T GO WITH THE REST OF THE CLASS.
>> LET ME CLARIFY, THEY ARE OPTING IN AND OUT ON A DIGITAL PLATFORM. NO ONE WOULD KNOW THAT YOU OR I OPT IN. IT'S ALTERNATIVE ASSIGNMENT IN IT. AND A TEACHER WOULD HAVE A DISTRICT PLAN ON HOW WE ADDRESS EACH CAMPUS.
FOR THE HIGH SCHOOL WE MIGHT HAVE A PLAN AND OPTIMALLY DO A PLAN ACROSS BOARD AND DO ASYNCHRONOUS LESSON ON THAT CHAPTER AND ASSIGN OPT IN OR OPT OUT.
AND NEITHER KNOW BECAUSE WE WORK ON OUR ASSIGNMENTS ON THE LAPTOP. I MIGHT AS A TEACHER PRESENT GENERIC ON THE TOPIC AND WHEN THEY GET IN IT AND HAVE GROUP ASSIGNMENTS. UNLESS THE KIDS ARE SAYING THEY SHOULDN'T KNOW WHAT IS ON EACH COMPUTER.
>> JUST ONE MORE THING, ARE WE GOING TO BECOME TARGETS FOR THE CULTURE WARRIORS THIS PARENTS DECIDE THEY DON'T LIKE IT IN SCHOOLS. ANY PROBLEM SO FAR?
>> NO, MOST DISTRICTS WHO ADOPTED IT FROM WHAT I HEAR HAVEN'T HAD ISSUES. IT'S SET UP NICELY BECAUSE IS THERE AN OPT-IN AND OPT-OUT. AND THE PARENTS HERE ARE THE 40 CHAPTERS FOR MIDDLE SCHOOL AND HIGH SCHOOL.
AND AS A PARENT YOU FEEL THIS IS NOT A CONTENT THAT KIDS ADDRESS AND OPT OUT AND WE HAVE A SENSIBLE ALTERNATIVE THAT ADDRESSES THE TEAKS. AND IF YOU ARE A PARENT THAT WANTS YOUR KIDS TO BEEN THESE THINGS WE HAVE GIVE THAT OPTION.
WE HAVEN'T HEARD ANY NEGATIVE FEEDBACK THE ONLY TEA ADOPTED MATERIAL THAT HAS THE REQUIREMENTS TO MEET FEDERAL COMPLIANCE. REMIND YOU TO GET IEA FUNDS WE HAVE TO BE IN COMPLIANCE OF CONTENT IN THE CLASSROOMS.
>> THANK YOU. >> ANY OTHER QUESTIONS FROM THE BOARD? HEARING NONE.
THIS IS AN ACTION ITEM, IS THERE ANY MOTION?
>> BOARD PRESIDENT, I WILL MAKE THE MOTION FOR THE APPROVAL OF GOOD-HEART WILCOX ONLINE LEARNING SUITE OLS, TEXTBOOK FOR
HEALTH. >> I HAVE A MOTION BY MR. CLEWIS. A SECOND?
>> SECOND. >> I HAVE A SECOND BY MS. HARRIS TO TAKE THE ACTION ON GOOD-HEART WILCOX ONLINE.
CALL FOR THE VOTE. STEPHENSON.
[02:15:01]
>> YES. MYSELF, MOTION PASSES.
[11E. Discussion and take possible action of the 2023-25 District Calendars- (G1-G4)- Patonia Bell and Rosa E. Hernandez, Presenters]
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
AND POINT OUT THAT WE HAD A DISTRICT CALENDAR COMMITTEE THAT INCLUDED TEACHERS AND PARENTS AND COMMUNITY PARTNERS AND DISTRICT PERSONNEL. MAINTENANCE AND OPERATION AND TECHNOLOGY INDIVIDUALS. AND THE WAY THAT WE GOT THOSE NAMES IS AT THE BEGINNING OF THE YEAR.
DR. BARKER SENT OUT A SURVEY AND ASKED THAT TIME AND THE INDIVIDUALS WHICH COMMITTEE YOU LIKE TO SIGN UP FOR.
AND THOSE INDIVIDUALS THAT SIGNED UP FOR THE CALENDAR COMMITTEE WERE INVITED TO THAT MEETING.
SO IT TURNED OUT REALLY GOOD. AND FROM THAT MEETING WE SENT A SURVEY OUT WITH TWO CALENDARS TO THE COMMUNITY AT LARGE.
AND THAT TOOK PLACE BETWEEN FEBRUARY 16-19.
AND TONIGHT WE'RE PRESENTING OUR RESULTS.
ON THE LAST SLIDE THAT I WILL ALSO LIKE TO MENTION OUR COMMITTEE MEMBERS AND WON'T READ ALL THE NAMES.
BUT GIVE A BIG SHOUTOUT TO EVERYONE AND THIS IS A LOT OF FORMULAS AND DETAILS AND LONG NIGHTS AND ARGUING AND DEBATING IN A HEALTHY WAY TOO. BUT WE ALL GOT IT DONE AND A HUGE THANK YOU TO ALL COMMITTEE MEMBERS ON THERE AND ESPECIALLY OUR PARENTS AND COMMUNITY MEMBERS AND DISTRICT STAKEHOLDERS. THANK YOU FOR YOUR HARD WORK AND SUPPORT IN THIS PROJECT. AND AT THIS TIME TURN IT OVER TO MS. HERNANDEZ AND COMPLETE THE MESSAGE.
>> THANK YOU MS. BELL, AGAIN SHARE MY SENDIMENT -- SENTIMENTS AND THANK FOR THE HARD WORK. I WILL GO OVER BOTH CALENDARS AND DO A COMPARISON AND GIVE THE DATA WHICH WAS VOTED BY THE COMMUNITY. CALENDAR OPTION "A," SHARE THE UNIQUE ATTRIBUTES. CALENDAR "A" IS SIMILAR TO A TRADITIONAL CALENDAR AT MOST DISTRICTS.
AND IT MIMICS OUR CURRENT CALENDAR.
INCLUDES THE TRADITIONAL STUDENTS' HOLIDAYS AND BREAK AND MLK, ETC. CALENDAR "A" HAS FIVE EARLY RELEASE DAYS, FOR PROFESSIONAL DEVELOPMENT THROUGHOUT YEAR AND THOSE FOR GREEN. IT HAS OUR CONSISTENT PARENT MEETING DATES IN PINK. AND THEN IT HAS OUR START-UP DATES IN THAT LIGHT BLUE PURPLE. VERY TRADITIONALLY TO WHAT WE
[02:20:03]
CURRENTLY HAVE TODAY. CALENDAR "B" IS CONSIDERED OUR INNOVATION CALENDAR. NONTRADITIONAL CALENDAR.THE COMMITTEE REALLY FOCUSED ON PROVIDING WHOLE DAY PROFESSIONAL DEVELOPMENT LEARNING OPPORTUNITIES.
ON THIS CALENDAR YOU WILL SEE THESE LIGHT BLUE ONES ONE ALMOST EVERY MONTH. ONE IN AUGUST, ONE IN SEPTEMBER.
WE HAVE ONE IN NOVEMBER. WE HAVE ONE IN JANUARY.
AND SO ON. THESE ARE OPPORTUNITIES, WHOLE DAY PROFESSIONAL DEVELOPMENTS TO DEVELOP TEACHERS AND LEARNING.
SO THEY CAN DELIVER A WORLD-CLASS INSTRUCTION TO OUR STUDENTS. AND IT HAS BUILT IN THREE INDEPENDENT LEARNING DAYS ON FRIDAY.
SO WHEN OUR TEACHERS ARE IN PD, OUR STUDENTS ARE AT HOME LEARNING INDEPENDENTLY, EITHER MAKING UP ASSIGNMENTS OR ACCELERATED WORK. THESE MINUTES WON'T COUNT FOR 75,000 BUT STILL GIVING OUR KIDS THAT EXTRA OPPORTUNITY TO GO ABOVE AND BEYOND FOR THAT LEARNING.
CALENDAR "B" ONLY HAS TWO EARLY RELEASE DATES.
WE ARE REQUIRED TO HAVE TWO. ONE TO END OUT THE FIRST SEMESTER IN DECEMBER AND ONE IN MAY.
I WILL GO INTO A MORE SIDE BY SIDE COMPARISON.
BOTH CALENDARS HAVE 187 TEACHER WORKDAYS PER OUR TEACHER CONTRACT. BOTH CALENDARS START AND END ON SAME DAY, START AUGUST 14 AND END MAY 30 ON BOTH.
CALENDAR "A" HAS 180 FACE-TO-FACE INSTRUCTIONAL DAYS.
AND CALENDAR "B" HAS 173. I WOULD LIKE TO NOTE THAT BOTH CALENDARS MEET THE 75,600 MINUTES.
IN FACT BOTH CALENDARS GO 10 DAYS OR MORE ALLOTTED MINUTES.
IF WE HAVE INCREMENT WEATHER OR FOUR ICE DAYS WE HAD.
WE WOULD HAVE MORE THAN ENOUGH BUILT-IN TIME WITHOUT HAVING TO COME BACK AND ASK FOR APPROVAL TO TAKE OFF A DAY.
WE HAVE ABOUT 10 DAYS -- 10-11 DAYS AND I THINK ONE CALENDAR HAS 13-14 DAYS. WE HAVE THAT BUILT IN TIME TO MEET THAT 75,000 MINUTES AND WEATHER AND ELECTION DAYS TO PUT IN LAST MINUTE. BOTH CALENDARS AGAIN MEET THAT REQUIREMENT. CALENDAR "B" HAS ADDITIONAL STUDENT HOLIDAYS. WE LOOKED AROUND AND HEARD FROM THE COMMUNITY WITH SOCIAL AND EMOTIONAL NEEDS OF HOW STUDENTS.
AND THE COMMITTEE REALLY LOOKED AT HARD HOW TO MEET THE SOCIAL-EMOTIONAL NEEDS OF KIDS AND PLANNED LEARNING DAYS TO EXTEND THE WEEKEND, TO HAVE TIME IN THE COMMUNITY AND CATCH UP.
AND TO HAVE A MENTAL SOCIAL-EMOTIONAL DAY FOR OUR COMMUNITY. AND THE COMMITTEE LOOKED AT OUR ATTENDANCE ON EARLY RELEASE. CALENDAR "A" IS OUR TRADITIONAL CALENDAR AND HAS FIVE EARLY RELEASE DAYS.
AND CALENDAR "B" HAS TWO EARLY RELEASE AND THE OTHER TWO FULL P D-DAYS. AND LOOKED AT THE ATTENDANCE IN THE DISTRICT 65-85%. AND DISTRICT WISE WE ARE LOSING A LOT OF WEIGHTED FUNDING BECAUSE OUR ATTENDANCE IS LOW ON EARLY RELEASE DAYS. AND CALENDAR "B" LIMITS THOSE AND MAKES MORE INDEPENDENT OPPORTUNITY AND FOCUS ON THE DEVELOPMENT FOR THE STAFF THAT WE NEED.
IN ADDITION BOTH CALENDARS HAVE THE SIX REPORTING PERIODS THE SAME. WHAT IS NEW VERSUS THIS YEAR AND THIS UPCOMING ONE. THAT WE END A SEMESTER IN DECEMBER AND THIS YEAR ENDED ON JANUARY 27.
CLOSED OUT AND BOTH CALENDARS NEXT YEAR WILL END IN DECEMBER.
TO LEND ITSELF TO OUR STUDENT GRADUATION.
INCENTIVE FOR STUDENTS TO GRADUATE EARLY AND ALLOW US TO GRADUATE STUDENTS ON THAT TRACK EARLY AND GET THEM OFF TO COLLEGE OF CHOICE IN JANUARY AND THAT CAN LIMIT OPPORTUNITIES FOR KIDS. AND TA IS ADDING A MEASUREMENT AROUND EARLY GRADUATION. SO THAT WILL KIND OF MEET KIDS' NEEDS AND STATE NEEDS. SO THAT'S WHY WE ARE ENDING THE
[02:25:01]
SEMESTER IN DECEMBER. CALENDAR "A" HAS 50 HOURS OF PROFESSIONAL DEVELOPMENT, FIVE EARLY RELEASE DAYS.AND GET OUT 12 AND 1, AND GIVES THREE HOURS EVERY RELEASE DAY, TIMES FIVE, 15 HOURS. THE COMMITTEE TALKED THAT IS NOT FOR KIDS AND TEACHERS. SO CALENDAR "B" OFFERS 54 HOURS OF PROFESSIONAL DEVELOPMENT WITH SEVEN DAYS BUILT IN.
AND AGAIN WE ARE OVER HITTING THE 75,000 MINUTES REQUIRED AND ALLOWS US TO ADDRESS SOME OF THE PROFESSIONAL DEVELOPMENT THAT WE NEED FOR TEACHER SHORTAGES AND TEACHER CAPACITY.
WE HAVE A LOT OF NEW TEACHERS IN THE DISTRICT.
A LOT OF OPPORTUNITIES FOR GROWTH AND DEVELOPMENT.
AND SO CALENDAR "B" ALLOWS THAT. AND IT ALLOWS THREE DAYS FOR THE STUDENTS TO WORK INDEPENDENTLY AT HOME, EXTRA DAYS TO CATCH UP OR ACCELERATE THEIR LEARNING. WITH THAT SAID, WE SENT OUT THE SURVEY FEBRUARY 16. THE RESULTS CAME BACK AS FOLLOWED. 42.6% ARE IN FAVOR OF CALENDAR "A." AND 62.2% OF PARTICIPANTS IN FAVOR OF CALENDAR "B" -- 63.2? SORRY?
>> [INAUDIBLE]. >> YEAH SOME PEOPLE MIGHT HAVE VOTED TWICE OR CAPTURED THAT. AND SO WE ARE ASKING TONIGHT WE'RE COMING TO YOU TONIGHT TO ASK YOU TO APPROVE CALENDAR "B" FOR THE 2023-24-25-26 YEARS. CALENDARS 24-25 WILL BE AVAILABLE ONCE IT'S APPROVED. WE WILL GO BACK AS A COMMITTEE BASED ON THE CALENDAR "B" IF VOTED TONIGHT.
AND DUPLICATE THAT CALENDAR AND REPLICATE THE FORMULAS AND THE FORMAT AND THEN HAVE ALL THREE CALENDARS AVAILABLE FOR THE BOARD. TONIGHT ONLY PRESENTING THE CALENDAR "B" FOR THE 23-24 YEAR TO GET THAT APPROVAL AND DUPLICATE. IT'S A LOT OF WORK AND A LOT OF FORMULAS AND MAKE SURE WE'RE DOING THE WORK ON THE RIGHT CALENDAR. AGAIN WE COME TO YOU TONIGHT FOR APPROVAL OF CALENDAR "B." THAT CONCLUDES OUR PRESENTATION.
HAPPY FOR QUESTIONS. >> I HAVE A QUESTION.
>> MS. MORRIS. >> DR. PERERA HAD MENTIONED EARLIER ABOUT THE DAY, VOTING DAY IN NOVEMBER.
BECAUSE, YOU KNOW, FOR SAFETY PURPOSES AND INDIVIDUALS COMING IN AND OUT OF OUR SCHOOLS AND THROUGH OUR SCHOOLS.
IS THAT CALCULATED INTO THIS MAP?
>> YES, MA'AM -- >> SORRY THIS CALENDAR.
I DIDN'T SEE THE NOVEMBER. WE ALWAYS KNOW IT'S PROBABLY THE
FIRST NOVEMBER IN THE YEAR? >> YES, MA'AM, IT'S NOT ACTUALLY INDICATED BECAUSE WE DON'T THE EXACT DATE BUT TIME ALLOTTED.
THE DAYS ARE THERE, THAT DAY TO BE USED AND ACCOUNTED FOR.
WE WILL PUT THAT ONCE WE HAVE THE SPECIFIC DATE.
>> THANK YOU. >> BUT IT'S BUILT INTO THE
>> ANY OTHER COMMENTS? >> I HAVE A QUESTION MADAM
>> THE DATES THAT THE SURVEY WAS OFFERED AGAIN WHAT WERE THOSE
>> AND WE THOUGHT THOSE WERE ENOUGH DATES? I WOULD HONEST WITH YOU, ANWHERI AM GOING AS A PARENT, UNLESS I WAS SLEEPING I GOT NOTHING ABOUT A SURVEY.
AND AGAIN I COULD HAVE BEEN SLEEPING.
BUT I DON'T RECALL ANY E-MAILS FROM MY CAMPUS OR DISTRICT WIDE
THAT TOLD ME OF A SURVEY. >> MR. CLEWIS, WE WANT TO APOLOGIZE IF YOU DIDN'T GET ANY INFORMATION AND THAT'S GOOD INFORMATION TO KNOW. IN THE PAST WE'VE SOMETIMES RAN SURVEYS AS LITTLE AS THREE TO FOUR DAYS AND MAYBE UP TO 10 DAYS. I WILL TELL YOU STATISTICALLY THE LONGER THE SURVEY IS OUT THERE, KIND OF STARTS LAGGING AND FIZZLES AND POPS. THE FIRST THREE TO FOUR DAYS GENERALLY SPEAKING IN THE NUMBER OF YEARS I HAVE RAN SURVEYS WHEN WE GET THE MAJORITY OF OUR NUMBERS.
ACTUALLY I WAS QUITE SURPRISED WE GOT 585 PARTICIPANTS AND SO
[02:30:05]
WITH THE BODY LIKE 6,000 POTENTIAL PARTICIPANTS AND ACTUALLY PULLING IN OVER 500 WAS A NICE ACTUAL NUMBER OF INDIVIDUALS PARTICIPATING. STATISTICALLY ON THE SURVEY.BUT WHAT I DO HEAR YOU SAYING BECAUSE I KNOW THAT WE DID HAVE AN AGGRESSIVE CAMPAIGN AND HAD IT ON THE WEBSITE AND DID CALL OUTS AND E-MAILS THE PARENTS. WE DID THAT EACH DAY.
WE WILL DEFINITELY -- I AM LISTENING TO YOU AND DEFINITELY AS WE DO SOMETHING LIKE THAT AGAIN, WE WILL MAKE SURE THAT WE ASK OUR PRINCIPAL LEADERS TO PUSH IT OUT AS WELL AND HELP US WITH THOSE COMMUNICATION PIECES. THANK YOU FOR SHARING THAT.
>> AND ONE LAST COMMENT, I HEAR YOU SAYING 585-500 AND I REALIZE I ONE OF MANY PARENTS IN THE DISTRICT.
I AM REALLY CONCERNED ON THE METHOD OF COMMUNICATION.
AGAIN I AM LOCKED INTO MY COMPUTER EVERY DAY, ALL DAY.
AND I MAY MISS -- >> IT WENT OUT THROUGH THE DISTRICT NEWSLETTER, COMMUNITY NEWSLETTER.
AS A LINK AND IN THAT LINK WAS A VIDEO OF COMMUNITY MEETING AND HOW WE CAME ACROSS PRESENTING AND VIDEO AND BOTH CALENDARS POSTED AND A SURVEY TO VOTE. THAT WENT OUT FROM CHIEF SIMPSON THROUGH COMMUNICATION THROUGH OUR DISTRICT LANCASTER COMMUNITY
LETTER. >> I WILL DEFINITELY REVISIT MY
E-MAILS. >> OKAY, HAVE A QUESTION.
YOU STATED THAT THE NUMBERS, YOU STATED THAT THE VOTE COULD HAVE COME IN BECAUSE OF COURSE IT IS 100% AND SOMEONE COULD HAVE VOTED TWICE. OR THE JUSTIFICATION OF THE NUMBERS BEING OVER. APOLOGIZE AND WHISPERED A LITTLE
-- >> I WILL BE COMPLETELY TRANSPARENT WITH YOU, WE USE A GOOGLE FORM.
AND REALLY DON'T KNOW WHY THE NUMBERS -- I NOTICED THAT BECAUSE PART WHOLE KIND OF DEAL. THAT JUMPED OUT AS NOT BEING 100% WHEN YOU ADD BOTH SETS OF NUMBERS.
I WOULD HONESTLY CONTACT SOMEBODY AND ASK OFF IN THE METRIC SYSTEM. IT SHOULDN'T BE OFF.
EVEN IN MY MIND IF SOMEONE VOTED TWICE, WHOEVER IS IN THE POOL, IF IT'S 60% THEN THE OTHER SIDE 40.
>> IF YOU GO BACK TO THAT SLIDE, IT REFLECTS ON THERE.
100%. LOOKING AT "B," 36.8 SAID NO, AND 63.2 SAID YES, YOU TOOK THE POSITIVE NUMBER.
>> THAT'S WHAT HAPPENED. THROWING US OFF AS WE LOOK AT THAT. SO IT IS REFLECTIVE.
THANK YOU TRUSTEE JONES. IT IS REFLECTING WHAT WE NEED TO
SAY. >> SORRY, TRUSTEE JONES CAN YOU RE REPEAT.
>> LOOK AT "A" AND THE NO AND YES, THAT TOTALS 100.
>> THANK YOU. >> THAT'S RIGHT.
>> THANK YOU TRUSTEE JONES. >> YOU'RE WELCOME.
>> MADAM PRESIDENT. >> MR. STEPHENSON.
>> I DIDN'T SEE IT HERE BUT SEEING THREE TEACHER OFF DAYS AND INDEPENDENT TELL ME ABOUT THAT.
>> CALENDAR "B" HAS SEVEN PERSON DAYS AND ONE PER MONTH EXCEPT DECEMBER. OUT OF THOSE SEVEN DAYS WE IDENTIFIED THREE CRITICAL DAYS ON THAT CALENDAR.
AND WHERE WE PUSH FOR INDEPENDENT LEARNING AT OUR HOME WITH OUR STUDENTS. AND PUSH INDEPENDENT LEARNING AND TEACHERS TELL THE KIDS AND DO A MASK CAMPAIGN WITH SOCIAL MEDIA. AND ENCOURAGE KIDS WITH ACCELERATED ASSIGNMENTS AND MAKE UP ASSIGNMENTS.
THESE ARE PIVOTAL AND GRADING BEFORE A TEST OR KIDS BREATHE AND CATCH UP. THESE ARE OUTSIDE OF OUR 75,000 REQUIRED MINUTES AND ADDITIONAL TIMES THAT KIDS HAVE AN OPPORTUNITY TO WORK WITH THE SCHOOLS AND CAMPUSES TO GET
INDEPENDENT LEARNING TIME IN. >> WASN'T THERE SOMETHING ABOUT INDEPENDENT SOMETHING FOR TEACHERS ALSO, THREE DAYS?
>> NO, THOSE TEACHERS ON THOSE DAYS THAT KIDS ARE WORKING INDEPENDENTLY, TEACHERS WILL BE IN PROFESSIONAL DEVELOPMENT.
THERE IS TALK AROUND OFFERING SOME SUMMER PROFESSIONAL
[02:35:05]
DEVELOPMENT. WE MIGHT TRY TO TRADE OUT THREE DAYS. FOR EXAMPLE, IF YOU COME TO TA TEACHER MAP TRAINING IN THE SUMMER BEFORE YOUR CONTRACT.WE MIGHT OFFER THREE TRADE-OUT DAYS ON THE THREE RED ONES.
TRYING TO FIGURE OUT HOW TO ADDRESS OUR TEACHER SHORTAGES AS WELL AS MEETING CAPACITY OF THOSE TEACHERS.
TO GIVE OPTIONS TO FRONT LOAD INSTRUCTIONAL CONTENT WITH TEACHERS AND ESPECIALLY WITH THE NEW TEACHERS AND HAVING THOSE OPTIONAL DAYS. THOSE SEVEN DAYS WE'LL GO BACK TO THE COMMITTEE AND DECIDE HOW TO USE THEM.
AGAIN OUT OF THOSE SEVEN DAYS THREE IDENTIFIED FOR STUDENTS TO LEARN AT HOME AND PUSH THAT ONLINE LEARNING AT HOME AND MAKE SURE THAT KIDS CATCH UP OR ACCELERATE.
DEPENDING ON WHERE THAT CHILD IS AT.
>> SO I THINK WE HAVE A PROBLEM WITH COMMUNITY ENGAGEMENT.
AND WE ONLY GOT -- THESE ARE THE SAME 585 RESPONSES ON EACH GRAPH; RIGHT? SO -- I MEAN BEFORE WE MAKE RADICAL CHANGES I THINK THAT'S A REALLY, REALLY BIG PROBLEM.
I AGREE WITH TRUSTEE CLEWIS. AND MAP "B," THE PROBLEM I HAVE WITH THAT, WE END UP WITH LESS SCHOOL TIME FOR THE KIDS.
WE JUST CAME THROUGH THE PANDEMIC AND EVERYBODY UP IN ARMS ABOUT KIDS NEEDING FACETIME WITH TEACHERS AND KIDS.
I CAN'T THINK OF A SINGLE THING TO SAY IN FAVOR OF LESS SCHOOL TIME. SO --
>> YES, SIR. >> MADAM PRESIDENT, I HAVE A
COUPLE OF QUESTIONS. >> MR. JONES.
>> IN THE CALENDAR AND YOU MENTIONED 23 -- 22 --
>> 23-24. >> YES, 23-24, AND 24-25 AND YOU MENTIONED A 25-26 HOWEVER THAT'S NOT LISTED ON THE AGENDA.
25-26 SCHOOL YEAR. OUR AGENDA HAS 2023-2025.
SO -- >> SO -- SO IT'S MEANT TO BE 23-24, 24-25, 25-26. IT'S 23-24-25 IN THE SENSE THAT'S THE YEAR. BUT YOU KNOW MIDYEAR AND WE WERE 23 23-23 -- 22-23 THIS YEAR.
>> SOUNDS LIKE YOU ARE SAYING THREE YEARS VERSUS TWO.
>> I APOLOGIZE ON THE BOARD AGENDA IT SAYS 23-25.
SO WE'RE MISSING ON THIS -- DOESN'T HAVE THE UPDATED 25-26.
BUT ON THE CALENDAR AGENDA FOR THE ACTUAL BOARD AGENDA IT HAS 23-25. WHICH INCLUDES THREE YEARS.
ALLOW ME TO MAKE THAT CORRECTION, MY APOLOGIES.
>> [INAUDIBLE]. >> SO THE WAY THAT I INTERNALIZE THIS 23-24 SCHOOL YEAR AND 24-25 SCHOOL YEAR.
SO I GUESS MY QUESTION IF I POSE A QUESTION, DID THE SURVEY REFLECT THIS BEING A THREE-YEAR SELECTION OR TWO-YEAR SELECTION
WHEN THE SURVEY WENT OUT? >> THREE YEAR.
YEAH, THE SURVEY REFLECTED AND I'LL REITERATE THAT REFLECTING PROPOSED 23-24, 24-25, AND YEAR 3, 25-26.
OUR CHARGE WAS TO MAKE A THREE-YEAR CALENDAR.
>> AND THAT THREE-YEAR CALENDAR IS BASED OFF THE FORMAT OF
OPTION "A" VERSUS "B." >> YES, SIR.
>> AND DO YOU KNOW BASED ON THE SURVEY RESULTS HOW MANY OF 585 ARE STAFF AND HOW MANY OF COMMUNITY?
>> NO, WE DO HAVE THE COMPLETE LIST SO WE CAN GO BACK AND LOOK AT THAT. BUT I WOULD ASK THAT YOU SPEAK WITH DR. PERERA SO WE CAN WORK THAT OUT AND GO BACK AND PORTRAY THAT INFORMATION. ALSO I WANTED TO MENTION TOO THAT ON THE SURVEY FOR SURE JUST TO REITERATE IT WAS FOR THREE YEARS. AND ALSO JUST WANT TO MAKE POINT OUT THE FACT TOO THAT AS YEARS MOVE FORWARD, SOMETIMES THINGS HAPPEN. YOU KNOW THINGS COULD
[02:40:03]
POTENTIALLY MAKE US COME BACK AND HAVE TO LOOK AT THE CALENDAR AGAIN AND MAKE ADJUSTMENTS TO THE CALENDAR.SO IT WOULD AT THAT POINT BE SOMETHING THAT WE HAVE TO COME BACK TO YOU ALL AND MAKE CHANGES AND UPDATES AS NEEDED.
BUT WE WANTED TO HAVE AN OPPORTUNITY CALENDAR FOR THREE YEARS AND ROLLOVER FROM YEAR-TO-YEAR FOR THREE CONSECUTIVE YEARS. THAT'S WHAT THE PURPOSE OF THAT
>> SO I THINK IT'S A TYPO ON THE AGENDA BUT IN THE BOARD FOLDER IT HAS THE THREE YEARS. SO I THINK IT'S A TYPO.
SO -- WE WOULD BE PROPOSING TWO THEN THIS YEAR.
>> [INAUDIBLE]. >> WELL WE WILL TAKE THE TWO.
WE WILL TAKE THE TWO. AND WE WILL MOVE FORWARD ABSOLUTELY. ABSOLUTELY.
>> SO I HAVE A COUPLE MORE QUESTIONS.
>> I CAN SPEAK FOR MY CHILD WITH A STRUGGLE IN MATH.
I CAN'T UNDERSTAND WHY I AS A PARENT WHO RECOGNIZE TO SAY GO FROM 180 TO 173. SECONDLY IS THERE A REASON OR COMMON PLACE THAT CALENDARS ARE APPROVED IN TWO-THREE YEAR INCREMENTS AS OPPOSED FROM ONE YEAR TO THE NEXT?
>> I DID A LITTLE BIT OF RESEARCH AND LOOKING AROUND AND THERE ARE DIFFERENT AREAS AND DIFFERENT PLACES.
DIFFERENT DISTRICTS DO ADOPT MULTICALENDAR YEARS.
AND SO TWO YEARS OUT IS A HELP FOR US.
>> MADAM PRESIDENT. >> I AM LOOKING AND THINKING WHEN IT COMES TO SURVEYS A LOT OF TIMES IT'S HOW YOU ASK THE QUESTION. THOSE TWO INDEPENDENT ASKS DON'T SEEM TO MAKE SENSE TO ME. A BETTER METHODOLOGY TO ASK ONE QUESTION, WHAT DO YOU PREFER, "A" OR "B." INSTEAD THE SAME SET OF QUESTIONS TWO QUESTIONS.
DO YOU PREFER "A" OR "B" YES OR NO.
IT'S COUNTERINTUITIVE. >> IT'S A GOOD POINT MR. STEPHENSON AND ONE THING THAT WE DID, WE WERE REALLY DIGGING AROUND AND LOOKED AT SEVERAL DISTRICTS AND THEIR SURVEY INSTRUMENTS AS WELL. AND NOT TO THEY SAY THEY HAD A RIGHT. BUT HAD A QUESTION DO YOU WANT THIS CALENDAR OR THIS CALENDAR? I WILL ALSO SAY TOO THAT THIS CALENDAR ON THE RESULTS SIDE, WE HAD MAYBE 99 -- MAYBE LESS THAN 100 FEWER PARTICIPANTS IN COMPARISON TO OUR SURVEY THAT WE PUT OUT LAST YEAR THAT RAN A LITTLE BIT LONGER.
>> [INAUDIBLE]. >> I WELL A QUESTION -- SORRY MS. MORRIS. AFTER YOU.
>> THANK YOU MADAM PRESIDENT. I WANTED TO MAKE A STATEMENT IF WE COULD REALLY LOOK AT THE YEARS.
BECAUSE I THINK WHEN YOU SAY 23-24, THAT'S ONE SCHOOL YEAR AND PICK UP '24 TO GO INTO '25. SO IT'S 24-25.
THAT'S TWO TECHNICAL FULL SCHOOL YEARS.
[02:45:01]
WHEN YOU BRING IT BACK ARE YOU GOING ON SAY 25-26.BECAUSE THAT'S A FULL SCHOOL YEAR.
IS THAT WHERE YOU ARE ALL ARE GOING WITH IT?
>> SO I BELIEVE WE HAVE THE MOTION OR THE APPROVAL FOR 23-24 CALENDAR AND 24-25 FOR TWO YEARS AT THIS TIME.
SO WE'LL ASK FOR APPROVAL OF THOSE TWO AND MAKE APOLOGY FOR THE TYPO THE 25-26. EVEN IF WE ADOPTED TONIGHT FOR 23-24 AND 24-25. NEXT YEAR WE WILL STILL HAVE A CALENDAR MEETING IF WE MAKE TWEAKS OR THE COMMUNITY CHANGES WE WOULD COME BACK TO THE BOARD TIME AND REPRESENT WITH MOVEMENT
AND CHANGES. >> LET ME SHARE, I UNDERSTAND WHAT YOU ARE ALL DOING WHICH IS THE MOST FEASIBLE WAY TO DO IT.
YOU HAVE TAKEN A YEAR AND YOU ARE BASICALLY PROJECTING THE CALENDAR. AND SO EVERYTHING HAS TO COME BACK, BECAUSE ANYTHING COULD HAPPEN.
FOR ALL WE KNOW THERE COULD BE A PANDEMIC IN 24-25 SCHOOL YEAR.
THAT WOULD THROW A LOT OF THINGS OFF.
THANK YOU FOR TAKING THE TIME. IT'S A LOT OF WORK, I UNDERSTAND IT. AND ONLY REASON BREAKING DOWN 23-24 AND 24-25. WHEN IT COMES BACK LOOKS LIKE 25-26 AND YOU HAVE A WHOLE YEAR AND END UP IN THE BEGINNING OF ANOTHER YEAR. WHEN WE LOOK AT JANUARY-DECEMBER, IT'S ONE YEAR BUT WE DON'T LOOK AT THAT IN SCHOOL TIME. I APPRECIATE YOU ALL GOING THIS WAY. DON'T HAVE A PROBLEM.
HUMANS MAKE A LITTLE ERROR NOW AND THEN.
THANK YOU ALL FOR ACKNOWLEDGING THAT SO WE MOVE ON WITH THIS CALENDAR. BECAUSE IT WILL PROBABLY CHANGE BEFORE THE END -- BEFORE MAY. SOMETHING HAPPEN.
>> OKAY. MY QUESTION WAS, DO YOU ALL HAVE A RECOLLECTION OF WHAT SURVEY RESULTS LOOKED LIKE LAST YEAR FROM COMMUNITY AND STAFF MEMBERS?
>> IT WAS -- SHE PULLED IT UP. >> WE ARE DOWN 100 INDIVIDUALS ENROLLED IN SCHOOL THIS YEAR. AND THIS YEAR'S SURVEY -- LAST YEAR 684 AND THIS YEAR 585. AS FAR AS THE SURVEY RESULTS WE ARE STILL IN ALIGNMENT WITH WHAT WE HAD LAST YEAR.
AND THEN IN ADDITION TO THAT LAST YEAR, WE HAD -- 60.2 PEOPLE IN FAVOR OF "B." WHICH IS THE CALENDAR OPTION THAT WE ENDED UP GOING WITH. AND THEY WERE -- IT WAS 54 -- SORRY, 45.8 IN FAVOR OF CHOICE "A." WHICH IS THE CALENDAR THAT WE DID NOT CHOOSE.
IN ADDITION TO THAT, I WANTED TO ADDRESS THE COMMUNICATIONS THAT WENT OUT. WE SENT OUT COMMUNICATION EACH DAY THAT THE SURVEY WAS ACTIVE. WE DID A TEXT MESSAGE AND E-MAIL AND ALSO IN THE PARENT NEWSLETTERS THAT WENT OUT ON SUNDAY AT THE TOP OF THE NEWSLETTER.
LAST YEAR SURVEY WAS OUT FOR THREE DAY, MARCH 24-26.
WE STILL TRY TO KEEP IT THAT SAME WAY TO GET THE PEOPLE TO FILL OUT THE SURVEY IN A TIMELY MANNER.
AS STATED SOMETIMES IF IT LINGERS ON AND INDIVIDUALS DON'T GET THAT FEEDBACK. AND TRADITIONALLY WHEN I HAVE DONE CALENDARS AND FIRST THREE DAYS THAT WE GET THE FEEDBACK.
AND THE INDIVIDUALS THAT WANT TO PARTICIPATE IN THE SURVEY CLICK ON IT. AND FROM A STANDPOINT WE ARE INTENTIONAL TO GET THE FEEDBACK FROM THE PARENTS AND TRYING TO GET THEM ACTIVE AND PUT IT IN DIFFERENT METHODS AND TEXT MESSAGE AND E-MAIL AND NEWSLETTER TO GET DIFFERENT
[02:50:03]
WAYS. WE DON'T TRY TO OVERSATURATE BECAUSE WE WANT THEM TO SEE IT AND NOT IGNORE.>> FOR THE RECORD, YOU GAVE A DATE THE 19TH.
MS. SIMPSON, I WANT TO PUBLICLY APOLOGIZE AS I GO BACK THROUGH HERE, I DO SEE THE E-MAIL FROM THE ISD.
TYPICALLY I'M LOOKING AT THE E-MAILS THAT DR. KIMBROUGH SENDS EVERY SUNDAY. I DO APOLOGIZE THERE IS AN
E-MAIL HERE FROM THE DISTRICT. >> WE WOULD DEFINITELY THOUGH KEEP IN CONSIDERATION TO DO CAMPUS AS WELL.
MOVING FORWARD AND TAKE YOUR FEEDBACK.
WE ARE 11 INSTRUCTIONAAL DAYS OVER, WE'RE 11.
AND WE ARE WAY OVER THE MINUTES COMPARED TO OTHER DISTRICTS.
A LOT OF DISTRICTS HAD TO PUT IN THE WAIVERS BECAUSE THEY DIDN'T HAVE THE 75,000, WE DIDN'T BECAUSE WE HAVE THOSE BUILT IN.
WE HAVE 11 DAYS BUILT IN, AND 13 BUILT IN CALENDAR "B," WE HAVE MORE THAN ENOUGH FOR INCLEMENT WEATHER THAN MOST TYPICAL SCHOOLS. I WANT TO POINT OUT THAT A LOT OF SCHOOLS ARE LOOKING AT TEACHER SHORTAGES AND HOW TO BUILD CAPACITY. CALENDAR "B" A LOT OF DISCUSSION FROM THE COMMITTEE AROUND HAVING PROFESSIONAL DEVELOPMENT DAY.
WE WANT WORLD-CLASS TEACHING BUT ONLY GIVE THEM 15 HOURS THROUGH THE YEAR TO DIG INTO THAT DEEP, DEAL LEARNING.
SO THE SEVEN PROFESSIONAL DEVELOPMENT DAYS, WHILE THEY ARE TEACHER DEVELOPMENT DAYS. WE'RE INVESTING IN THE TEACHERS TO INVEST IN THE KIDS. IF WE DON'T STOP AND TRAIN THE TEACHERS THERE IS SEVERE CONTENT.
WE WANT TO REACH OUR GOAL OF PROVIDING A WORLD-CLASS EDUCATION AND TO DO THAT WE HAVE TO TRAIN THE TEACHERS.
THEY HAVE TO THE CAPACITY AND MOTIVATION TO DO THE WORK.
WE NEED THE TIME BRING IN CONTENT PROVIDERS TO BRING IN IN-DEPTH TRAINING. SO IT'S NOT SUPERFICIAL AND HAVE THAT EXPANDED TIME FOR GRADUATE. AND WE NEED TIME BRING IN THE VENDORS TO WORK WITH THE TEACHERS ON STEM SCOPES AND SOCIAL STUDIES ADOPTIONS. AND SOMETIMES THAT EARLY RELEASE DOESN'T GIVE ENOUGH TIME WITH THE TEACHERS TO BUILD THAT.
AND TEACHERS ARE BURNT OUT AND CHOOSE TO GO OTHER PLACES.
RIGHT. IT'S A HIGH-MARKET VALUE NOW.
[02:55:45]
>> I WAS BROUGHT TO THE ATTENTION OF SEVEN PD'S ON FRIDAY AND GIVES US THAT BREATHING ROOM AND COMPETITIVE EDGE TO RETAIN OUR TEACHERS. AND NOT BURNED OUT.
AND NOT EVERY FRIDAY BUT GIVES SOMETHING WITHOUT GOING TO A FOUR DAY. IT'S MIDDLE GROUND IS WHAT THE
COMMITTEE DISCUSSED. >> MRS. PRESIDENT.
WHY WOULDN'T THE BOARD VOTE THE SAME WAY THAT THE SURVEY PARTICIPANTS ON BOTH MAPS -- BOTH QUESTIONS?
>> [INAUDIBLE] TONIGHT YOU WOULD BE VOTING FOR THE RESULTS THAT THE COMMUNITY CHOSE CALENDAR "B." AND SO WE WOULD ASK YOU TO BASICALLY TO APPROVE THE CALENDAR "B." THAT'S WHAT THE ASK IS.
>> THANK YOU. >> YOU'RE WELCOME.
>> IF NO MORE QUESTIONS, IS THIS AN ACTION ITEM.
IS THERE A MOTION? >> MADAM PRESIDENT I MOVE THAT WE ACCEPT THE PROPOSED LANCASTER ISD CALENDAR OPTION "B" FOR 23-24, 24-25 ACADEMIC SCHOOL YEARS.
>> SECOND. >> A MOTIONED BY MR. JONES AND SECOND BY MS. MORRIS. BOARD ANY OTHER DISCUSSION?
>> ONE STATEMENT I GUESS FOR EVERYBODY, WE NEED TO GET MORE PARTICIPATION. ESPECIALLY WITH THE STAFF PARTICIPATING IN THIS AND THE COMMUNITY.
585 IS A FRACTION OF WHAT WE HAVE IN THE DISTRICT.
THIS CALENDAR IS -- THIS VOTE IS ONLY REFLECTING A SMALL PERCENTAGE OF THOSE WHO ATTEND AND IMPACTED BY OUR DECISION
>> THANK YOU, OKAY. I JUST WANT TO SAY THAT I THINK ALONG WITH WHAT THE DISTRICT IS DOING, GREAT.
I APPRECIATE IT. BUT I THINK WE AS AN ELECTED OFFICIAL AND THE COMMUNITY NEEDS TO DO WHAT WE TALKED ABOUT DOING OVER A YEAR AGO. HOLDING OUR COMMUNITY MEETINGS AND INFORMING THE COMMUNITY THE IMPORTANCE OF THEIR PARTICIPATION. THEIR KIDS ATTEND SCHOOL HERE.
SO WE HAVE A RESPONSIBILITY AS WELL AND I WANT YOU TO KNOW THAT I ACKNOWLEDGE THAT. THAT EVERYTHING IS NOT PUT OFF ON YOU WHEN IT COMES TO THE COMMUNITY.
>> MR. STEPHENSON. >> JUST ONE THING QUICKLY.
AGAIN I WANT TO TALK ABOUT COMMUNITY ENGAGEMENT.
AND TO ME THIS IS REMIN SCENT FOR TAX VOTE AND 624 PEOPLE APPROVE A TAX INCREASE FOR THE DISTRICT AND ALL OF OUR RESIDENTS AND THAT'S FLAT WRONG. I DON'T SEE HOW WE CAN MAKE DECISIONS FOR TWO YEARS, SCHEDULED BASED ON 585 RESPONSES. THAT'S NOT RIGHT.
>> OKAY. >> THAT'S ALL I HAVE TO SAY.
>> OKAY, ANY OTHER COMMENTS FROM THE DAIS? CALL FOR A VOTE. MR. SMITH.
MYSELF YES, MOTION PASSES. >> THANK YOU.
>> WE HAD ONE ABSTENTION. >> THE ABSTENTION GOES WITH THE
VOTE YES. >> THEN I CHANGE MY VOTE TO NO.
>> LET ME MAKE SURE KENDALL YES AND MORRIS YES AND MYSELF YES, THAT'S FOUR. SORRY? RIGHT. SO IT PASSES.
[03:00:02]
OKAY WE HAVE TO DISMISS, HE'S GETTING SLEEPY.MOTION PASSES. MEETING ADJOURNED.
[11F. Discussion and possible approval of Elevator Modernization at Beverly Humphrey Stadium - (G2-G3)- Roger Oster, Presenter]
>> NOT YES, I'M SORRY. NEXT ITEM IS DISCUSSION AND APPROVAL OF ELEVATOR MODIFICATION OF BEVERLY HUMPHREY
STADIUM, MR. OSTER. >> GOOD EVENING PRESIDENT HAMILTON AND DISTINGUISHED BOARD OF TRUSTEES AND DR. PERERA.
I AM HERE TO PRESENT THE MODERNIZATION OF ELEVATOR AT BEVERLY HUMPHREY STADIUM. WE WILL HAVE BENEFITS MODERNIZING THE ELEVATOR AT THE STADIUM, ONE MAJOR IS RELIABILITY. SEVERAL COMPONENTS UPGRADED.
MOST IMPORTANTLY THE MACHINE IN THE SHIFT BREAK, WHICH ARE THE PRIMARY ISSUE RIGHT NOW. A FEW COMPONENTS REFURBISHED LIKE THE SWITCH AND TRACK. ONLY ONE FLAW IN THE PROPOSAL AND IT'S THE TIMELINE. UNFORTUNATELY THE QUICKEST IT CAN BE COMPLETED IS BY JANUARY 11, 2024.
THAT MEANS NEXT FOOTBALL SEASON WILL MORE THAN LIKELY HAVE THE SAME ISSUES THAT WE DID THIS SEASON AND ALL OTHER SEASONS BEFORE SINCE 2006, I BELIEVE. THEY HAVE BEEN HAVING ISSUES WITH THIS ELEVATOR EVER SINCE THE STADIUM IS BUILT.
AND THIS IS TO FIX THOSE ISSUES. SO THE DISTRICT RESPECTFULLY REQUESTS THE APPROVAL OF MO MODERNIZATION NOT TO EXCEED 197,000.92. ANY QUESTIONS?
>> MS. MORRIS. >> THANK YOU VERY MUCH.
COACH YOU BACK THERE? I'M SUPPORTING THAT.
I'M SUPPORTING IT. JUST LETTING YOU KNOW THAT THIS IS AN AREA THAT WE REALLY TRULY NEED BRINGING UP-TO-DATE.
I IMAGINE DURING THE GAMES AND HAVE TO WALK UP THE STEPS WITH THAT HEAVY STUFF. AND STAFF HAVE WORKED ALL DAY AND HAVE TO WALK UP AND PLEASE THE PEOPLE THAT SIT IN THAT BOX.
THEY HAVE TO WALK ALL OF THOSE STEPS.
SO THANK YOU FOR BRINGING THIS US AND HOPEFUL TO HAVE DONE BEFORE THE SEASON START AGAIN. AND A SAFETY PURPOSE TOO.
>> OKAY, MS. MORRIS, YOU DONE? A YEAR OUT BEFORE IT IS COMPLETED BUT I KNOW THAT YOU ALL TESTED EVERY COMPANY TO TRY TO GET THIS DONE SOONER.
>> I JUST WANTED TO MAKE SURE. MIMIC I HAVE A COMMENT AND I WILL BE BRIEF SO I CAN GO ON THE RECORD SO YOU CAN HEAR ME IN THE UNLIKELY EVENT I AM NOT HERE 20 YEARS FROM NOW PLEASE CONSIDER OPTIONS LIKE THIS DISTRICT CAPITAL AND NUMBER OF YEARS I AM JUST PUTTING IT OUT THERE. YOU WERE ON IT YOU ARE DOING A THING I KID YOU NOT BUT I'D HATE FOR YOU TO BE IN A POSITION TO HAVE TO DEFEND SOMETHING LIKE THIS.
>> I WILL SAY FOR THE SAKE OF IT BEING BUILT IN 2005 I BELIEVE AT THE TIME IT WAS THE NEWEST ELEVATOR ON THE MARKET AND A FEW SURROUNDING DISTRICTS HAVE THE SAME ELEVATOR IN THE SAME ISSUES AND THEY COME FROM DESOTO WHERE THEY HAVE THE SAME ELEVATOR AND THEY HAVE THE SAME ISSUES AND THEY HAVE YET TO MODERNIZE THERE'S BUT THEY ARE ALL ? TOGETHER WHEN THEY BREAK DOWN BECAUSE WHEN THEY STARTED HAVING THOSE ISSUES THEY STARTED ? A LOT OF THE PARTS TO FIX THEM BECAUSE IT'S A LEMON ELEVATOR SO THEY STARTED SELLING BETTER ELEVATORS.
>> ANY OTHER QUESTIONS? TO MAKE MR. LEWIS?
>>. [INDISCERNIBLE] FOR ONE YEAR IT'S ONE YEAR BUT WE HAVE A PLATINUM SERVICE PLAN SO THAT WOULD COVER EVERYTHING AFTERWARDS AS FAR AS THE
[03:05:02]
EQUIPMENT FAILURE SO WHO DOES THE REGULAR MAINTENANCE? IS IT DISTRICT STAFF?>> TKE ELEVATOR DOES THE MAINTENANCE AND THEY INSPECTED AS WELL.
I BELIEVE IT IS ONCE EVERY SIX MONTHS.
>> ANY OTHER QUESTIONS OR COMMENTS? THIS IS AN ACTION ITEM.
IS THERE A MOTION? >> MADAM PRESIDENT I WOULD LIKE TO MAKE A MOTION THAT THE BOARD APPROVES. [INDISCERNIBLE] FOR BEVERLY
HUMPHREY STADIUM AS PRESENTED. >> I HAVE A MOTION BY MISS MORRIS TO APPROVE THE ELEVATOR MODERNIZATION AT BEVERLY HUMPHREY STADIUM AND A SECOND BY MR. SMITH I WILL CALL FOR THE VOTE.
>> WE ARE LOOKING FORWARD TO A NEW ELEVATOR.
[12. Recess to Closed Session]
>> THANK YOU. >> AT THIS TIME WE HAVE COME TO A CLOSED SESSION I BELIEVE THERE IS A NEED FOR CLOSED SESSION SO THE BOARD WILL GO INTO CLOSED SESSION TEXAS GOVERNMENT CODE 551, 551.071 LEGAL ADVICE FOR SCHOOL ATTORNEY AND .5572 DELIBERATION REGARDING PROPERTY, 551.074 PERSONAL MANNERS AND
[13. Reconvene in Open Session]
>> WE ARE GOING TO COME BACK INTO OPEN SESSION THE TIME IS 11:51 PM BASED ON THE CLOSED SESSION THE ITEM WAS SUPERINTENDENT CONTRACT UPDATE THIS IS AN ACTION ITEM.
IS THERE A MOTION? >> MADAM PRESIDENT I MOVE THAT WE ADOPT A SUPERINTENDENT CONTACT ? CONTRACT THE TERM AND 3.1 AND CHANGES IN SECTION 3.11 WHICH IS AN Iā NCREASE OF 2 AND HALF PERCENT.
>> SECOND. >> I HAVE A MOTION BY MR. JONES ON SECOND TO APPROVE THE SUPERINTENDENT'S CONTRACT UPDATE WITH A 2.5 INCREASE IN RETIREMENT PAY AND TERM AND REGULAR PERFORMANCE PERCENTAGE FOR THE SALARY SECOND BY MISS MORRIS ANY DISCUSSION? HEARING ON I CALL FOR THE VOTE.
[14. Board Matters]
>> MOTION PASSES.AT THIS TIME WE WILL GO INTO BOARD MATTERS FOR THE FIRST ONE IS DISCUSSION OF POLICY B EDB LOCAL TRACY JONES CAN YOU GIVE US INFORMATION?
>> THANK YOU MADAM PRESIDENT THE B EDB LOCAL SPACE SPECIFICALLY TO COMMITTEES AND MY DURING THE POLICY COMMITTEE MEETING THANK YOU FOR THE OPPORTUNITY TO SHARE THIS EVENING WE LOOK AT THAT RESPECT OF POLICY AND THERE ARE THREE ITEMS THAT THE COMMITTEE IS IDENTIFIED TO DO AND IT BREAKS OUT INTO BULLETED ITEMS AND SELL WITHOUT CHANGING ANY CONTENT OF THE POLICY THE FORMAT OF THAT POLICY.
>> ANY CONVERSATION OR DISCUSSION ON MR. JONES POLICY COMMENTS?
>>. [INDISCERNIBLE] >> I BROUGHT IT UP TO HAVE A DISCUSSION TAKE INTO CONSIDERATION AS RELATES TO THE TEXAS HOUSE OF REPRESENTATIVES BASED AT THE TEXAS ASSOCIATION OF SCHOOL BOARDS CONCERN AS IT DOES RELATE TO A PARTICULAR SECTION THAT RELATES TO WALL THAT WAS SIGNED BY THE STATE REPRESENTATIVE I WOULD LIKE TO
READ THIS DOCUMENT. >> POINT OF PRIVILEGE. THIS ITEM DOES NOT RELATE TO
THIS POLICY ITEM. >> WE ARE TO WE ARE TO ADAPT ?
[03:10:06]
WHAT ARE WE ADOPTING? ASSUMING THIS IS LOCAL.>> WE ARE DISCUSSING POLICY B EDB LOCAL.
>> OKAY I WOULD STILL LIKE TO MAKE MY STATEMENT AND YOU ARE STATING THAT I FEEL LIKE IT'S RELEVANT AS IT RELATES TO POLICY AND IT WOULD BE NECESSARY TO HAVE A WORKSHOP AS
A RELATES TO POLICY. >> I PULLED THE POLICY OF TO SPEAK SPECIFICALLY TO THE CHANGE I WAS REFERRING TO THAT READS THE PRESIDENT SHALL APPOINT MEMBERS BY THE BOARD TO BE SPECIFIC ASSIGNMENTS WAS OTHERWISE PROVIDED.
THESE COMMITTEES MAY INCLUDE DISTRICT PERSONNEL AND CITIZENS THIS IS WHERE I WANT THOSE CHANGES TO BE REFLECTED THE FUNCTION OF COMMITTEES SHALL BE AND WE WILL HAVE FACT-FINDING WILL WHICH ONE FACT-FINDING NEXT BULLET WOULD BE DELIBERATIVE ON THE LAST BULLET WOULD BE ADVISORY BUT NOT ADMINISTRATIVE ON THE WOULD BE SPECIAL COMMITTEE SHALL REPORT THE FINDINGS TO THE BOARD AND SHALL BE DISSOLVED UPON COMPLETION OF THE ASSIGNED TASK A VOTE OF THE BOARD SO THAT WILL BE THE ONLY CHANGE I AM REQUESTING AGAIN IT'S NOT CHANGING THE POLICY ITSELF JUST THE FORMAT SO IT STICKS OUT MORE.
>> I HAVE A QUESTION REGARDING THAT AS FAR AS THE SPECIAL COMMITTEES DOES THE DETAIL OF THE B EDB LOCAL REFLECT LEGAL WHEREAS WHAT WE ARE ADOPTING LOCALLY?
>> B EDB, WHAT I AM REFERRING TO IS LOCAL.
>> THE INFORMATION THAT IS HERE IS IT REFLECTING LEGAL OR IS THIS PARTICULAR SECTION WHAT
HAS BEEN ADOPTED LOCALLY? >> THIS IS THE LOCAL POLICY WHICH IS UNDER GIRTH BY LEGAL POLICY. STUDENTS WILL LEGAL STATES THE PRESIDENT SHALL APPOINT THE ? STATEMENT ABOUT LOCAL POLICY WHICH IS A LOCAL POLICY ? BODY HAVE THE POLICY TO DO THAT THAT'S WIFE UNDER OUR CONTROL.
>> WITH THAT STATEMENT IS IT POSSIBLE TO STATE THAT AS THE BOARD AS A BOARD DECISION
VERSUS A ONE-PERSON DECISION? >> TO APPOINT MEMBERS OF SPECIAL COMMITTEES THAT IF THIS IS DISCUSSED AS A BOARD BECAUSE NOW IT STATES THE PRESIDENT SHALL APPOINT MEMBERS TO SPECIAL COMMITTEES CREATED BY THE BOARD TO FILL SPECIFIC
ASSIGNMENTS AND TAKEN OUT PRETTY MUCH SPECIAL COMMITTEES >> THAT COULD HAPPEN I THINK THAT'S SOMETHING WE CAN ADDRESS DURING THE NEXT POLICY MEETING.
>> WE WERE HAVING ANOTHER POLICY MEETING I WAS SURPRISED THIS WAS ON THE AGENDA.
SO THIS WAS MENTIONED AT THE LAST POLICY MEETING WHERE I ASKED IF I COULD MAKE THOSE CHANGES TO THE FORMAT BUT WHAT YOU ARE ASKING US TO DO IS ALTER THIS POLICY TO DO
SOMETHING DIFFERENT >> SO WHEN WE WERE ORIGINALLY TRYING TO FIGURE OUT HOW WE WERE GOING TO GET TOGETHER TO THE POLICY AND DISCUSS THE POLICY OF THIS INFORMATION IS LOCAL WAS PLACED WE ARE VOTING ON THIS AND HAVING ANY DISCUSSION WHERE WE HAVE NOT SAT DOWN AS A COMMITTEE AND WENT THROUGH THE POLICY.
>> I BROUGHT IT AT THE LAST COMMITTEE MEETING AND EMAILED IT TO THE CHAIR AND DOCTOR TAYLOR FOR US TO HAVE IT AT THIS BOARD MEETING SO I AM REQUESTING THIS WAS DISCUSSED AT THE LAST POLICY MEETING. YOU WERE PRESENT AT THAT MEETING.
>> DO I SIT ON THE COMMITTEE? >> YES.
>> I DID NOT SEND IT TO. I SENT IT TO THE CHAIR. WITH THE REFLECTIVE CHANGES IN
THE FORMAT. >> MADAM PRESIDENT VERY QUICKLY IN REGARD TO WHAT ? WITH RESPECT TO THE ASSIGNMENT OF COMMITTEES THE STATUTE IS THE
RESPONSIBILITY OF THE PRESIDENT >> THANK YOU.
[03:15:02]
>> ANY OTHER DISCUSSION? >> SO MY QUESTION WOULD BE HOW WE GET THIS ENACTED IN A POLICY TO REFLECT THE CHANGE IN THE ITEM DOESN'T HAVE US TAKE ACTION JUST TO DISCUSS WITH HER NOT BEING ANY MATERIAL CHANGE CAN THIS BE CHANGED?
[INDISCERNIBLE] >> WELL I MOVE THAT WE MAKE THE FORMAT CHANGE TO THE POLICY
LOCAL AS SHARED WITH STEVENSON. >> I HAVE A MOTION BY MR. JOSH TO CHANGE THE FORMATTING AND B EDB LOCAL TO ADD BULLET POINTS BEFORE DELIBERATIVE ADVISORY BUT NOT ADMINISTRATIVE. FACT-FINDING. I'M SORRY DELIBERATIVE ADVISORY BUT NOT ADMINISTRATIVE. I HAVE A SECOND BY MR. STEVENSON ANY DISCUSSION FROM THE BOARD? HEARING THAT I CALL FOR THE VOTE.
SERVICES THIS WAS REQUESTED BY A BOARD MEMBER IN YOUR BOOK THERE WAS A LINK THAT PROVIDED ALL SERVICES THAT PROVIDE TWO ? BY THE TASK MEETING WHICH WE ARE MEMBERS OF DOES ANYONE HAVE ANY QUESTIONS ON THAT OR WAS THAT ENOUGH INFORMATION PROVIDED TO YOU?
>> I DID NOT GET ANYTHING OUT OF IT. >> I LOOKED AT IT EARLIER.
YOU MAY HAVE TO PUSH CONTROL THE CONTROL KEY AND HIT ENTER WITH YOUR MOUSE CLICK IT TO
OPEN >> THIS IS AN ITEM I REQUESTED AS YOU KNOW AND THE ISSUE WAS THE POLICY WAS A SEPARATE ISSUE THIS IS AN ISSUE TO TALK ABOUT AND I WANT TO DEFER ON THIS ISSUE RIGHT NOW BECAUSE I REQUESTED DETAILED INFORMATION ON THE DIFFERENT SUBJECTS THAT WE USE AND FOR RISK MANAGEMENT OR WHATEVER IT'S IMPORTANT THAT WE REVIEW THE RELATIONSHIP THEY HAVE BEEN GOING FOR 75 YEARS HAVE THEY ARE OUT OF THEIR LAME WE NEED TO REVIEW THAT THEY WANT US TO QUIT IT COMPLETELY SO IF WE CAN DELAY THIS TO A LATER DATE
>> NEXT ITEM DISCUSSION AND POSSIBLE APPROVAL CENTER OF. [INDISCERNIBLE] IS EVERYONE HAVE A DRAFT COPY I NEEDED DRAFT COFOR HAVE THEY ALREADY R IT? OKAY. THIS IS SOMEBODY'S COPY.
>> YOU HAVE ANOTHER COPY. >> I JUST WANT TO LET THE BOARD KNOW THAT OUR BOYS PLAY IN THE SECOND ROUND OF THE PLAY OFF TOMORROW NIGHT AND I THINK IT'S THAT 7 PM OR 7:30 PM AND ? IS THERE AS SHE CAN CONFIRM.
>> ESTIMATE BASED ON THE RESOLUTION THAT WAS PROVIDED DOES ANYONE NEED TIME TO READ IT AND EXPLORE EXHIBITS OR ARE YOU READY TO DISCUSS?
[03:20:01]
>> THIS IS AN ACTION ITEM HAS ANYONE HAD AN OPPORTUNITY TO REVIEW THE RESOLUTION TO READ
BOARD HAVE DIALOGUE AND TAKE A VOTE PRIOR TO ME READING IT INTO RECORD.
>>. [INDISCERNIBLE] >> I WOULD LIKE TO.
WE CAN DISCUSS THIS IN DETAIL BEFORE WE READ ANYTHING INTO RECORD OR ANY CONCERNS I HAVE THAT I AM ABLE TO ADDRESS IN DETAIL PER EACH ITEM.
>> LET ME REWIND ABOUT SOME HOUSEKEEPING. IT'S LATE EVERYONE WILL HAVE THREE MINUTES FOR DISCUSSION OR COMMENTS.
>> WAIT A MINUTE.VERYONE, EVEN THIS WITH MY NAME ON IT?
>>. [INDISCERNIBLE] >> WHAT I WOULD LIKE TO STATE THIS IS A LOT OF INFORMATION ON HERE AND I UNDERSTAND IT'S LATE BUT YOU GUYS PUT THIS ON THE AGENDA SO IT'S ONLY FAIR IF YOU ARE GOING TO ATTEMPT TO CENSURE ME THAT WE GO OVER THIS AND DISCUSS AND I AM ABLE TO ASK QUESTIONS AND I AM ABLE TO ALSO GIVE MY STATEMENT AND MY BREAKDOWN OF MY FINDINGS OR THE INFORMATION THAT I HAVE IN REBUTTAL TO WHAT IS BROUGHT UP AGAINST ME SO WE CAN MAKE A MOTION. I CAN REQUEST TO TABLE THIS WE CAN PUT IT ON NEXT MONTH OR COME BACK FOR A SPECIAL MEETING THAT I HAVE BEEN REQUESTED WE CAN COME BACK AND HAVE A SPECIAL MEETING AND DISCUSS THIS TO FAIRLY STATE THAT NOW I ONLY HAVE THREE MINUTES TO SPEAK ON THIS NOBODY MAY NOT HAVE ANYTHING TO SAY BUT THIS IS NOT ABOUT THEM THIS IS ABOUT ME. AND SO TO STATE NOW THE BILLING OF THREE MINUTES INTERSTATE ONLY REASON WE HAVE THREE MINUTES IS BECAUSE IT'S LATE THAT SHOULD HAVE BEEN TAKEN INTO CONSIDERATION.
>> I STATED EARLIER WE WOULD HAVE THREE MINUTES I DID MAKE THAT KNOWN EARLIER.
>> BUT THIS IS AN ACTION ITEM AND UNDER HERE IT SAYS IT'S A BOARD MATTER.
>> IT SAYS DISCUSSION AND POSSIBLE APPROVAL SO YOU CAN TAKE ACTION ON THIS ITEM.
>> WHERE DOES IT SAY THAT? >> UNDERSEA.
THE DISCUSSION ON POSSIBLE APPROVAL OF CENSURE. THIS IS POSSIBLE FOR ACTION AND BASED ON WHAT THE BOARD WILL BE GOING OFF THE DOCUMENTS AND THE EXHIBITS AND THAT'S HOW THEY ARE MAKING THEIR DECISION IF WE AGREE AND PASS THAT'S WHEN YOU CAN DEFINITELY APPEAL AND COME BACK AND REBUTTAL. AM I CORRECT?
>>. [INDISCERNIBLE] YOU WOULD BE ENTITLED TO COUNSEL YOU WOULD
BE ENTITLED TO PROCEDURAL RIGHTS DID ANYONE ELSE >> WHEN IT WAS SPOKEN ABOUT EVERYONE HAS THREE MINUTES TO SPEAK IT'S MY UNDERSTANDING THAT'S WHEN THEY WERE SPEAKING WHEN THEY SUBMITTED THEIR REQUEST TO SPEAK THIS IS NOT A SUBMISSION OF REQUEST TO SPEAK MY UNDERSTANDING FOR THE LAST ATTEMPT TO CENSURE ME I WAS ABLE TO SPEAK BUT I WAS SPOKEN OVER I WAS INTERRUPTED I WAS NOT ABLE TO FINISH AND AGAIN IT REFLECTED THE CONTROL THAT WAS TRYING TO BE TAKEN OVER BUT AT THE SAME TIME THIS INFORMATION BEING SUBMITTED AND WHAT WAS SUBMITTED IS INACCURATE IS NOT TRUE AND I HAVE PROOF OF THAT AND AT THE SAME TIME SOME OF THIS INFORMATION IS OLD HAVE TO PULL MY INFORMATION TO EXPLAIN THAT BECAUSE I WAS NEVER ? IN
[03:25:05]
THE BEGINNING. >> AND I UNDERSTAND AND YOU HAVE THE RIGHT TO DO THAT IF IT PASSES IF THERE IS A GRIEVANCE. YOU HAVE PROCEDURAL PROTECTIONS UNDER THE ARTICLE 1 SECTION 27 OF THE CONSTITUTION AND WITH RESPECT TO ANY ACTION THAT'S TAKEN THE ISSUE BEFORE, THE TIME LIMIT IS THIS IS AN ACTION ITEM THE CHAIR HAS ADOPTED A RULE THAT SAYS THREE MINUTES IN ORDER TO TRY TO CHART MEETINGS PRESUMABLY AND THE CHAIR IS THE PRESIDING OFFICER CAN ADOPT THOSE RULES IF THE BOARD THE MAJORITY OF THE BOARD SAYS OBJECTING TO THAT YOU CAN OVERRULE THAT IT'S CALLED APPEALING THE RULE OF THE CHAIR AND YOU HAVE THE RIGHT TO MAKE A MOTION TO DO AWAY WITH THAT RULE.
>> GIVEN THAT AT THIS POINT MY CONCERN IS THAT I HAVE MADE MULTIPLE REQUESTS TO HAVE ITEMS PLACED ON THE AGENDA AND THEY WERE NOT PLACED ON THE AGENDA AND I HAVE MADE MULTIPLE
REQUESTS FOR MEETINGS THAT HAVE BEEN SECOND AND NEVER COMBINED >> WE HAVE TO CALL BECAUSE YOU
ARE TALKING ABOUT SOMETHING OFF SUBJECT >> WE ARE OFF TARGET.
>> CALL A QUESTION I AM SPEAKING OF PARLIAMENTARY PROCEDURE.
>> SO HOW CAN IF I AM HAVING ISSUES HAVING ITEMS PLACED ON THE AGENDA THEY HAVE NOT BEEN PLACED ON THE AGENDA AND FOR WHATEVER REASON AND SO YOU ARE STATING THAT NOW IF I AM CENSURED I HAVE TO GO BACK AND WHAT SINCE MULTIPLE REQUESTS AGAIN AND HAVE ITEMS PLACED ON
THE AGENDA? >> IF YOU THINK THAT YOU ARE NOT HAVING YOUR DO YOU CAN FILE A GRIEVANCE OR IF YOU ARE NOT GETTING ITEMS POSTED THAT YOU ASKED TO BE POSTED ON THE AGENDA THEN FILE A GRIEVANCE THAT IS THERE IS A PROCEDURAL MECHANISM THAT YOU DON'T HAVE TO PUT UP WITH IT. THERE IS A PROCEDURE BECAUSE YOU SHOULD AVAIL YOURSELF OF THE PROCEDURE IF YOU THINK YOU ARE BEING TAKEN ADVANTAGE OF
YOU HAVE A RIGHT TO DO THAT. >> BUT THAT IS NOT ON THIS AGENDA.ASSUMING I AM JUST STATING THE SPECIAL MEETING AND THE ITEMS REQUESTED HAVE NOT BEEN PLACE THEY HAVE BEEN OVERLOOKED.
>> YOU ARE OFF SUBJECT WE ARE NOT TALKING ABOUT THINGS BEING ADDED TO THE AGENDA OR NOT ADDED. THERE IS NOTHING ON HERE ABOUT PUTTING THINGS ON THE AGENDA.
>> YOU BROUGHT THIS YEAR AND YOU BROUGHT THIS AGAINST ME >> THERE'S MULTIPLE PEOPLE THAT BROUGHT THIS AGAINST YOU. NO. AND I HAVE GIVEN YOU REASON WHY THINGS WERE NOT PUT ON THE AGENDA AND YOU ARE AFFORDED SEVERAL DATES FOR A SPECIAL MEETING BUT WE ARE OFF TOPIC SO POINT OF ORDER. THIS IS AN ACTION ITEM IS THERE
I DON'T THINK MISS WHITFIELD IS EXPLAINING WHAT SHE IS GETTING AS SHE'S TRYING TO REFUTE POINTS AND JUST OUT OF BASIC FAIRNESS AS WE SIT HERE THIS BASIC FORM AND TO CUT DOWN ON THE DISCUSSION IS BASICALLY UNFAIR AND WE TALKED EARLIER AND JUST A FEW HOURS TO REVIEW THE DOCUMENTS I THINK WAS INAPPROPRIATE AND I THINK WE NEED TO GIVE EVERYONE A CHANCE TO DIGEST IT AND GIVE MISS WHITFIELD A CHANCE TO GET HER ARGUMENT TOGETHER AND LOOK AT
IT IN THE LIGHT OF DAY PERHAPS. >> I APPRECIATE AND RESPECT YOUR COMMENTS THIS DOCUMENT WAS GIVEN TO YOU ALL AT 1030.HIS IS NOT A LOT OF READING TO READ THIS IS THE SECOND TIME COMING BACK AND THE REASON WE ARE BACK YEARS BECAUSE OF BEHAVIORAL
[03:30:06]
DISRESPECT TO STAFF THE SUPERINTENDENT MYSELF AND OTHER PEOPLE SITTING HERE THIS IS SOMETHING THE BOARD NEEDS TO ADDRESS. PEOPLE ARE BEING ATTACKED BY THIS INDIVIDUAL.OU ALL SEE AND HEAR THERE IS A CEASE-AND-DESIST LETTER WHERE SHE IS VERBALLY THREATENED ME WE HAVE WASHER ALMOST ATTACKED SOMEONE PHYSICALLY.I'VE SEEN HER BE VERY DISRESPECTFUL TO MYSELF DOCTOR PERERA AND OTHERS.
THAT IS TRUE. TONIGHT YOU HAVE SAT HERE AND DISRESPECTED ME EVERY TIME I ASK YOU TO ACKNOWLEDGE ME BEFORE YOU SPEAK I HAVE A QUESTION AND IS NOT MS. HAMILTON OR MR. PRESIDENT I WOULD LIKE TO SAY SOMETHING. IT'S A CONSTANT PATTERN OF BEHAVIOR BUT I'M NOT GOING TO ARGUE WITH YOU ABOUT THIS.
>>. [INDISCERNIBLE] EVERYBODY KNOWS THAT I HAVE NOT ATTACKED
NOBODY. >> ALL OF US SITTING HERE THE
ATTORNEYS HERE. >> NOT AT ALL.
>> MISS WHITFIELD WE WILL NOT ARGUE ABOUT THIS WE WILL STICK WITH WHAT'S ON THE AGENDA.
>> SO THE BOARD IN CLOSED SESSION SHE TOLD ME SHE HAD SOMETHING FOR ME.
EVERYONE WAS BACK THERE. >> WE HAVE LEGAL COUNSEL WE HAVE A BOARD PRESIDENT WITH ANOTHER BOARD MEMBER.
>> THAT'S FINE I HAVE NO PROBLEM WITH THAT.
>> QUIT ARGUING WE NEED TO MOVE ON. >> OKAY POINT OF ORDER.
MISS WHITFIELD THAT'S NOT THE ITEM ON THE AGENDA.
>>. [INDISCERNIBLE] >> AVAST THE PROBLEM YOU WON'T
>> I MOVE THAT WE ACCEPT THE RESOLUTION TO REPRIMAND CENSURE BOARD MEMBER WEIGHT FIELD BASED ON THE ITEMS IDENTIFIED IN THE DRAFT.
>> SECOND. >> A MOTION BY MR. JONES TO ACCEPT TO APPROVE THIS CENSURE AND IS THERE ANY DISCUSSION? GO AHEAD.
>> IT'S DEFINITELY NOT A PLACE I WANT TO BE AGAIN AS I SAID EARLIER IN THE CONVERSATION I THINK WE COULD HAVE RESOLVE THIS AND UNFORTUNATELY IT HASN'T GOTTEN ANY BETTER.
IT'S ABOUT THE CHILDREN THE COMMUNITY THE TAXPAYERS AND WE ARE COMPLETELY OFF COURSE WITH PERSONAL ATTACKS THAT IS NOT WHAT I AM HERE FOR. WHEN I COME TO THESE MEETINGS IN THE PAST FEW I HAVE COME TO I DON'T KNOW WHAT TO EXPECT I AM REALLY TIRED OF THAT.
I WANT TO COME IN AND DO THE BUSINESS OF THE DISTRICT WHAT IS BEST FOR OUR STUDENTS AND GO ON. MR. JONES DOESN'T HAVE TO LIKE THE PAIR OF SHOES I HAVE ON TODAY. THAT'S FINE. BUT LET'S AGREE TO DISAGREE.
>> SO I WOULD LIKE TO KNOW WHO HOLDS THE PRESIDENT ACCOUNTABLE SERIOUSLY.
I HAVE MULTIPLE PROOF ABOUT THE DOCUMENTS THAT WAS SUBMITTED FOR THE CENSURE BUT THAT'S PARTIAL INFORMATION WAS SUBMITTED AND ALSO I DON'T KNOW WHAT'S GOING ON WITH THE HIGH SCHOOL SITUATION BUT I WAS SO FLOORED TO SEE THAT.
>> THAT IS NOT WHAT'S ON THE AGENDA. STUDENT THIS DOESN'T HAVE ANYTHING TO DO WITH HIGH SCHOOL.
>> POINT OF ORDER. >> IT HAPPENS EVERY TIME I TALK IN A CLOSED SESSION, IN OPEN SESSION. THIS IS WHAT I HAVE TO DEAL
WITH ANYTHING I HAVE TO SAY. >> POINT OF ORDER PLEASE.
IT'S CRAZY. >> YOU ARE WELCOME TO HAVE YOUR THREE MINUTES TO MAKE COMMENTS THAT YOU ARE ASKING QUESTIONS.
>> IT WAS RHETORICAL BECAUSE INFORMATION IN THOSE DOCUMENTS OF THOSE ACCUSATIONS THEY ARE NOT TRUE. IT IS NOT TRUE BUT WHAT IT DOES IT PUTS A REFLECTION ON THE PERSON THAT MADE THAT STATEMENT AND THAT DOESN'T LOOK GOOD AT ALL BECAUSE OF THIS GOES THROUGH WILL BE LAID OUT AND IT NEEDS TO BE LAID OUT AT THE END OF THE DAY EVERY TIME I ASK A
[03:35:05]
QUESTION I ASKED FOR A DOCUMENT I GET QUESTION WHY I AM ASKING FOR DOCUMENT.OR I DON'T RECEIVE IT. I HAVE ASKED FOR SPECIAL MEETINGS I WAS ASKED ? TO GET ALONG I SAID I EXPLAINED I REQUEST A SPECIAL MEETING I REQUEST A WORKSHOP I REQUESTED EVERYTHING AND STILL CONTINUE TO GET DENIED AND I HAVE EMAILS TO PROVE THAT THE ITEMS THAT ARE ON HERE THEY ARE FROM YOU AND IT'S ALL ABOUT CONTROL. YOU WANT TO CONTROL WHEN WE WERE TALKING IN CLOSED SESSION YOU YELLED LOOK AT YOU LOOK HOW YOU ARE ACTING.NOBODY STEPPED
IN TO SAY NOTHING. >> YES YOU DID SAY THAT.
YOU CAN SAY WHAT YOU WANT. NOBODY'S GOING TO SAY ANYTHING.
>>. [INDISCERNIBLE] >> AT THE END OF THE DAY THIS GOES BACK TO WHAT WAS ORIGINALLY I BROUGHT UP ADDITIONAL CONCERNS THAT I REQUESTED TO HAVE DISCUSSED AMONG THE BOARD AREA I KNOW THOSE CONCERNS HAVE MADE SOME FOLKS ANGRY BUT IT WAS VALIDATED HOWEVER I DID NOT PUT THAT OUT THERE I CONTINUE TO
ASK AMONG THE BOARD. >> OKAY THANK YOU.
ANY OTHER COMMENTS FROM THE DIOCESE? I WILL MAKE MY COMMENT WE ARE HERE IN THE BEST INTEREST OF CHILDREN WE SIT HERE THIS IS OUR SERVICE.
THIS IS GIVING BACK TO OUR COMMUNITY TO REPRESENT OUR COMMUNITY AND REPRESENT THE SCHOOL DISTRICT WE ARE NOT HERE THIS IS NOT PERSONAL. SOME OF US KNOW EACH OTHER SOME OF US DO NOT THIS IS ABOUT BEING ABLE TO CONDUCT BUSINESS BUT THERE HAVE BEEN SO MANY ISSUES IN THE PAST SIX MONTHS WE HAVE NEVER HAD BEHAVIOR LIKE THIS FROM THE BOARD OR ANYONE TO BE SO RUDE AND DISRESPECTFUL IF IT'S HERE OR BACK THERE. YOU ARE SAYING THIS STUFF IS NOT TRUE I HAVE TO ARGUE BECAUSE WE HAVE THE PROOF WE DIDN'T WRITE YOUR EMAILS WE DID NOT SPEAK OUT OF YOUR MOUTH THE THINGS HOW YOU SPOKE AT HOW YOU HAVE CLAPPED HER HANDS AND WAVED YOUR HANDS AT PEOPLE AND ESPECIALLY WHAT HAPPENED LAST MONTH THAT WAS TOTALLY OUT OF CONTROL STATEMENT OF THE BLOWOUT THAT YOU HAD MISSED MORRIS HAD BUT THIS IS MY COMMENT. IT SHOULDN'T BE A QUESTION I AM NOT SURE ABOUT THE SUMMA GUIDED STATE DURING THAT MEETING WHAT I DID WAS RESPOND I DID NOT INITIATE THAT I RESPONDED.
>> WE JUST NEED TO WORK TOGETHER AND WE ARE NOT HERE TO FIGHT WITH EACH OTHER WE DON'T HAVE TO BE INTIMIDATED AND BADGERED AND MADE TO FEEL LESS THAN.
THAT'S NOT WHY WE'RE HERE. THAT'S ALL I'M GOING TO SAY.
>> I DON'T KNOW WHO IS THREATENING YOU BECAUSE I'VE NEVER THREATEN YOU. DON'T
WHO IS THREATENING YOU. >> SO WHAT I WILL DO.
I AM DONE WITH MY COMMENT SO IF THERE'S ANY OTHER COMMENTS HERE.
REMEMBER YOU ONLY HAVE THREE MINUTES AND YOU ARE BACK AGAIN.
>> I WILL BE BRIEF. BUT WE WERE TALKING ABOUT DISRESPECT I WITNESSED A LOT OF DISRESPECT I WITNESSED BULLYING I WITNESS SOMEBODY EVERY TIME A PERSON SAYS SOMETHING THE SAME THING HAPPENED TO ME. NEW BOARD MEMBERS SEASON BOARD MEMBERS POLICY PERSON AND ALL THE REST OF THIS WE HAVE TO PUT UP WITH THIS BUT WE ELECTED REPRESENTATIVES JUST LIKE EVERY ALSO APPEAR SO SOME THINGS ARE THE FRUIT OF A POISON TREE AND SOMETIMES IF YOU ATTACK SOMEONE THEY ARE GOING TO FIGHT BACK. SO THAT'S ALL I'VE GOT TO SAY. ASSUMING THANK YOU.NY OTHER COMMENTS? HEARING THEN I WILL CALL FOR THE VOTE.
