AND WE HAVE 49 OFFICES IN 12 STATES IN DALLAS COUNTY WE REPRESENT 85 OF THE 88 TAXING ENTITY TAXES COLLECTED BY THE DALLAS COUNTY TAX COLLECTOR. WE'VE HAD A GREAT PARTNERSHIP WITH LANCASTER ISD FOR THE LAST 29 YEARS.
OUR MISSION AND MY -- OUR MISSION IS TO COLLECT THE DELINQUENT RECEIVABLES WHILE NATIONAL AND REGIONAL ARE LOCAL IN SCOPE AND WE ENJOY THAT OUR COLLECTION ACTIVITIES ENRICH AND STRENGTHEN COMMUNITIES WHERE WE WORK AND LIVE.
[00:40:01]
OUR VALUES OF COURSE ARE PRACTICING EXCELLENCE, WHILE HOLDING OURSELVES ACCOUNTABLE TO OUR CLIENTS AND BEING ADAPTABLE WHEN PROBLEMS ARISE. WE REPRESENT ALL OF OUR CLIENTS WITH COMPASSION AND INTEGRITY. AND WE CELEBRATE YOUR SUCCESSES AS WELL AS THE SUCCESS OF OUR STAFFS.THIS NEXT PAGE GIVES YOU AN IDEA OF OUR COLLECTION THE LEGAL SERVICES THAT WE PROVIDE. WE PROVIDE YOU WITH COLLECTION OF DELINQUENT PROPERTY TAXES. OF WE REPRESENT YOU IN STATE AND APPELLATE COURT WHEN NECESSARY. WE ALSO HAVE A TEAM OF INDIVIDUALS WHO ARE REPRESENTING ALL OF THE TAXING ENTITIES RELATING TO DELINQUENT TAX COLLECTION MATTERS.
AS A LEGISLATURE WE PROVIDE YOU LEGISLATIVE SUPPORT AND WE GIVE YOU ADVICE ON COMPLICATED LITIGATION ISSUES AND WE REPRESENT YOU IN BANKRUPTCY COURT WHEN NECESSARY.
THE NEXT SLIDE GIVES YOU AN IDEA OF THE DELINQUENT TAX COLLECTION PROCESS. EVERY APRIL AND JULY WE RECEIVE YOUR NEW TURNOVER FROM THE DALLAS COUNTY TAX ASSESSOR'S COLLECTOR'S OFFICE. WE TAKE THOSE NEW TURNED OVER ACCOUNTS WE ANALYZE THE TAX ROLL AND IDENTIFY THOSE READY TO GO INTO THE COLLECTION PROGRAMS. FIRST STEP IS TO CONDUCT MAILINGS TO THE TAXPAYERS IN YOUR DISTRICT.
WE WILL ALSO DO THE ADDRESS AND SKIP TRACING.
IF YOU CAN'T CONTACT THE TAXPAYER YOU ARE NOT GOING TO BE ABLE TO COLLECT THE DELINQUENT RECEIVABLE.
WE ALSO MAKE PHONE CALLS ON YOUR BEHALF AND WE RECEIVE THE PHONE CALLS ONCE YOUR CITIZENS BEGIN TO RECEIVE THE LETTERS.
WE TAKE TIME TO TALK ABOUT THEM ABOUT NEGOTIATING PAYMENT ARRANGEMENTS AND IN ORDER TO RESOLVE THEIR DELINQUENT TAX ACCOUNTS. THOSE THAT REMAIN DELINQUENT AFTER THE MAILING PROCESS HAS BEGUN ARE TAPPED AND IDENTIFIED TO GO INTO LITIGATION. WE FILE THE LAWSUITS ON YOUR BEHALF. IF THEY REMAIN DELINQUENT AFTER A LAWSUIT HAS BEEN FILED WE WILL SELL THEM ON THE COURTHOUSE STEPS TO RECOVER YOUR TAXES. THOSE THAT ARE STRUCK OFF TO THE TAXING ENTITIES ARE THEN AVAILABLE FOR RESALE.
I'M GOING TO TURN IT OVER TO MICHAELA TO TALK ABOUT YOUR 2021
MOST CURRENT TURNOVER. >> GOOD EVENING.
THE DATA I'M ABOUT TO PRESENT DATA COLLECTED AND FINALIZED AS OF JULY OF 2022. SO ON SLIDE SIX WHAT YOU WILL SEE IS A BREAKDOWN OF THE TURNOVER FROM BOTH LAST YEAR AND THIS YEAR. IN 2020 THE BASE TAX THAT WAS TURNED OVER TO US WAS $764,136. WHILE IN 2021 THE AMOUNT TURNED OVER TO US WAS $687,968. WHICH WAS ABOUT A 9.9% 6% DECREASE FROM THE PREVIOUS YEAR. IF YOU LOOK OVER TO THE RIGHT SIDE OF SLIDE 6 YOU WILL SEE A BREAKDOWN OF THOSE ACCOUNTS TURNED OVER TO US IN THE 2021 YEAR.
YOU WILL SEE THAT 94% OF THOSE ACCOUNTS ARE REAL PROPERTY VALUED AT 647,522. 5.6% IS BUSINESS PERSONAL PROPERTY VALUED AT 38,481. AND THEN .3% IS MOBILE HOMES VALUED AT $1965. ON SLIDE SIX WE WILL HAVE A DISTRIBUTION OF DELINQUENT TAX ROLL BY NUMBER OF ACCOUNTS AS WELL AS DOLLARS DUE AND THIS SLIDE IS STRICTLY FOR THE 2021 YEAR. SO I'LL GO BACK AND FORTH SO YOU WILL HAVE AN IDEA WHAT IS REFLECTED FROM LEFT TO RIGHT.
IF YOU LOOK ON THE LEFT-HAND SIDE THAT VERY FIRST SECTION IS GOING TO BE 251 ACCOUNTS. THOSE ACCOUNTS ARE VALUED FROM 0-100. BUT IF YOU SHIFT OVER TO THE RIGHT YOU WILL SEE THAT THAT IS 0% ESSENTIALLY OF THE TAX ROLL FOR THE 2021 AND PRIOR YEAR. IF YOU GO TO THE SECOND BAR ON THE LEFT SIDE, YOU WILL SHOW THAT 101-$1,000 ACCOUNTS ARE 438 OF THOSE WHICH IS EQUAL TO 345,269.
SHIFTING BACK AGAIN, THE ACCOUNTS THAT ARE BETWEEN 1001 AND 5,000 THERE'S 312 OF THOSE WHICH IS EQUAL .
AND THEN ONE FINAL TIME, THE ACCOUNTS OVER 5,000 THERE ARE 148 OF THEM. HOWEVER THAT EQUATES TO $4,551,122 OF YOUR TAX ROLL. IF YOU GO TO THE SLIDE 8, WHAT
[00:45:07]
WE HAVE HERE IS A BREAKDOWN OF ALL THE ACCOUNTS BY PROTOTYPE AND COLLECTABILITY. ON THE LEFT WE HAVE A PIE CHART AND THEN ON THE RIGHT I WILL EXPLAIN WHAT THAT MEANS.THE AMOUNT OF ACCOUNTS THAT ARE COLLECTIBLE ARE EQUAL TO $2,0062472. ON HOLD ARE EQUAL TO 712,625.
AND THOSE THAT ARE UNCOLLECTIBLE ONLY 3.7% ARE EQUAL TO $106,497.
AND IF YOU LOOK OVER TO THE RIGHT-HAND SIDE YOU CAN GET AN EXPLANATION WHAT THAT HOLD MEANS.
IF THERE IS AN ACCOUNT THAT HAS A DEFERRAL, EXEMPTION IF THERE IS A DISABILITY EXEMPTION A VETO RAN'S DISABILITY ON THE ACCOUNT OR HAS NOT BECOME DELINQUENT YET WE ARE NOT ABLE TO COLLECT ON IT RIGHT NOW THERE IS A POTENTIAL WE MAY COLLECT ON IT IN THE FUTURE. THE ACCOUNTS THE 3.7% UNCOLLECTIBLE THOSE ARE ACCOUNTS THAT ARE PAST THE STATUTE OF LIMITATIONS SO WE CANNOT COLLECT ON THEM OR THEY MAY OWE $1 UNDER $15 THINGS OF THAT NATURE. SO WHEN THEY DO IF THEY DO HAPPEN TO ACCUMULATE MORE THAN WE DO ABSOLUTELY PURSUE THEM.
ON SLIDE 9 YOU WILL HAVE A BREAKDOWN OF THE PROGRAMMING AND ACTIVITIES AND THE RESULTS OF THE 2021-2022 YEAR.
AND THIS IS EFFECTIVE FROM JULY TO JUNE.
WE HAD 18 SITE VISITS THAT WERE TARGETED.
20 LAWSUITS WERE FILED AND 24 LAWSUITS WERE DISPOSED.
WE HAD 15 BANKRUPTCY ACCOUNTS WE FILED SIX PROPERTY FOR SHERIFF'S SALE AND DISTRIBUTED SEVEN MAILINGS WHICH INCLUDED 1958 LETTERS FOR THE DISTRICT. FOR ALL OF THOSE EFFORTS WE WERE ABLE TO COLLECT $1,368,240 AND WE EMPHASIZE THIS IS A COST FREE PROGRAM FOR THE DISTRICT THAT COST IS PAID BY THE DELINQUENT TAXPAYER AS IT ACCRUED ON THEIR TAX BILL.
ON SLIDE 10 WE HAVE A COMPARISON OF THE 2020-2021 YEAR AS WELL AS THE 2021-2022. IF YOU LOOK ON THE LEFT-HAND SIDE THAT WILL BE WHAT WE PRESENTED TO YOU LAST YEAR.
SO I WILL READ TO YOU WHAT WE DID IN THIS PAST YEAR.
AS YOU HEARD BEFORE WE HAD 20 LAWSUITS FILED.
24 LAWSUITS DISPOSED. 15 ACCOUNTS IN BANKRUPTCY.
SIX SHERIFF SALE PROPERTIES, 18 SITE VISITS TARGETED 10958 LETTERS MAILED TO QUEL 1 H. 368,254.
AND WE EMPHASIZE IN THE YEAR WE WERE STILL FUNCTIONING UNDER COVID PROTOCOLS SO SITE VISITS WERE NOT A THING BECAUSE WE WANTED TO KEEP IT COVID FRIENDLY BUT WE WERE ABLE TO MAKE AN EFFORT TO COLLECT THAT FOR THE DISTRICT IN THE 2020-2021 YEAR.
AND IF YOU LOOK OVER TO SLIDE 11, WE'LL GIVE YOU A BREAKDOWN OF THE PAYMENT OPTIONS AND EXEMPTIONS THAT APPLY TO OUR TAXPAYERS. FIRST YOU WILL HAVE YOUR REGULAR PAYMENT ARRANGEMENTS AND THAT IS AVAILABLE TO MOST TAXPAYERS.
VERY RARE OPPORTUNITY THAT THEY MAY NOT BE ELIGIBLE IS IF THEY HAVE DEFAULTED ON A RECENT PAYMENT ARRANGEMENT.
WE ARE STILL ACCEPTING PAYMENTS AND WE TRY OUR BEST TO WORK WITH THEM BUT THEY WILL NOT BE ELIGIBLE FOR THAT SAME PAYMENT ARRANGEMENT AS BEFORE. WE HAVE HOMESTEAD PAYMENT ARRANGEMENTS WHICH OFFERS THE TAXPAYER IF THEY HAVE A HOMESTEAD EXEMPTION ON THEIR HOME, A MINIMUM OF 12 MONTHS TO REPAY THEIR TAX LIABILITY. WE HAVE POST JUDGMENT PAYMENT ARRANGEMENTS APPLIES TO THOSE THAT HAVE GONE INTO JUDGMENT AND WE'VE FILED SUIT BUT IT DOES PREVENT THE FORECLOSE PROCESS.
I WILL GIVE YOU AN EXPRACTICE NATION OF THE EXEMPTIONS THE AGE 65 OR OLDER, DISABLED PERSON, ACTIVE-DUTY MILITARY, VETERAN EXEMPTIONS AND HOMESTEAD EXEMPTIONS AND WE DO OUR DUE DILIGENCE TO MAKE SURE IF WE SEE A TAXPAYER THAT IS IN A SITUATION WHERE THEY MAY BE STRUGGLING IF THEY HAVE ELIGIBLE FOR AN EXEMPTION I PUT THEM IN CONTACT WITH D CAD SO THEY CAN POSSIBLY GET RELIEF INSTEAD OF FEELING BURDENED BY THE TAXESES THAT MAYBE OWED. I WILL TURN IT OVER BACK TO MS. PAM. THANK YOU.
>> WE WANTED TO HIGHLIGHT THAT DURING COVID WE DID AS YOU GUYS DID, WE ALL HAD TO PIVOT AND IN OUR PIVOT IN CONTINUING OUR COLLECTION EFFORTS WE MADE SURE THAT WE WERE COMMUNICATING TO THE TAXPAYERS ANY OTHER OPTIONS THAT THEY MAY HAVE SO WE HOSTED A LIST OF ORGANIZATIONS OR NONPROFIT ORGANIZATIONS WHO MAYBE ABLE TO HELP THEM WITH THEIR LIABILITIES NOT JUST THE TAX LIABILITIES BUT OTHER LIABILITIES.
[00:50:01]
WE ALSO WERE INSTRUMENTAL IN ONBOARDING THE NEW ON-LINE AUCTION PROGRAM SO THAT THE TAX SALES COULD CONTINUE UNDER COVID. SO ALL OF THOSE ARE NOW HAPPENING IN ON-LINE PLATFORM. WE PROVIDED INFORMATION CREE LATED TO THE AMERICAN RESCUE PLAN WHERE HOMEOWNERS MAY BE ELIGIBLE TO RECEIVE FUNDS IN ORDER TO ADDRESS THEIR DELINQUENT TAXES AND MAYBE SOME OF THEIR DELINQUENT MORTGAGES AS WELL. WE WILL CONTINUE TO COLLECT, WE COLLECT WITH COMPASSION. WE ALSO BELIEVE IN GIVING INFORMATION SO THAT YOUR TAXPAYERS CAN RESOLVE ANY OF THEIR DELINQUENCIES. THIS IS THE NEXT SLIDE IS JUST A SLIDE THAT TALKS TO YOU ABOUT HOW WE THINK IT IS IMPORTANT FOR US TO BE GOOD COMMUNITY PARTNERS AND PICTURES OF US AT THE PORT GOLF TOURNAMENT AND I BELIEVE THE OTHER PICTURE IS A PICTURE OF THE INLAND PORT. SO WE LIKE TO BE GOOD CITIZENS IN EVERY COMMUNITY THAT WE WORK IN AND WE APPRECIATE THE 29-YEAR PARTNERSHIP WITH THE LANCASTER ISD.AND FINALLY, IS THE CONTACT INFORMATION OF US, OUR MANAGING PARTNERS BRIDGITTE LOPEZ. I AM THE PARTNER ASSIGNED TO LANCASTER ISD IF YOU HAVE ANY QUESTIONS FEEL FREE TO CONTACT ME OR OPERATIONS MANAGER OR MICHAELA WHO IS THE CLIENT LIAISON WHO IS USUALLY IN YOUR COMMUNITY TALKING TO YOUR TAXPAYERS ABOUT RESOLVING THEIR TAX DELINQUENCY.
WITH THAT I WILL TAKE ANY QUESTIONS IF YOU HAVE ANY.
>> BOARD ANY QUESTIONS? >> WHEN I TOOK A LOOK I'M TEMIKA WHITFIELD. WHEN I TOOK A LOOK AT THIS, I DID HAVE A CONCERN WHEN I SAW IT ON THE AGENDA AS FAR AS THE TAX COLLECTION BUT AFTER I WENT INTO THE SLIDE AND SAW THAT YOU GUYS ACTUALLY DO MAKE AN ATTEMPT TO ASSIST BEFORE YOU ACTUALLY COLLECT. I DO HAVE TO SAY I AM GRATEFUL FOR THAT TO KNOW THERE IS A COLLECTION AGENCY THAT DO HAVE A SOFT SIDE THAT WILL HELP HOMEOWNERS STAY IN HER HOME BEFORE THEY ASEPTEMBER TO BE -- ATTEMPT TO BE AGGRESSIVE AND TAKE THEIR HOME. I WANT TO ACKNOWLEDGE THAT.
>> THANK YOU. IF YOU HAVE CITIZENS THAT ARE HAVING A KERNEN COURAGE THEM TO CALL US.
SOME PEOPLE DON'T MAKE THE CALL IF THEY DO WE CAN TALK TO THEM HOW WE CAN HELP THEM RESOLVE THEIR ISSUES.
>> I WANT TO THANK YOU ALL. YOU HAVE BEEN AROUND A LONGTIME.
YOU HAVE ALWAYS DONE A GOOD JOB IN PROVIDING US WITH OUR LISTS OF DELINQUENT TAXES. BUT I GUESS I WANT TO SHARE THAT DALLAS COUNTY LETS THE TAX DEPARTMENT LETS EVERYONE ESPECIALLY SENIOR CITIZENS BECAUSE THEY EVEN HAVE A 30-60-DAYS TO DISPUTE THEIR TAXES AND IF THEY ARE ELIGIBLE.
SO WHAT YOU ALL DO ALONG WITH WHAT THEY DO, IS EXCELLENCE.
BUT THEY WILL BE THE APPRAISAL DISTRICT WILL BE THE LAST TO MAKE THAT DECISION IF THEY ARE ABLE BECAUSE YOU ALL WORK FOR US AND SO ACTUALLY DALLAS COUNTY APPRAISAL DISTRICT IS GOING AFTER THEM AND YOU HAVE OUTLINED ALL OF THE AREAS THAT CAN ASSIST, ESPECIALLY 65 AND OLDER IS BECAUSE YOU KNOW, THEY CAN BE EXEMPT, THE PROPERTY TAXES WILL HAVE TO BE PAID ON THE PROPERTY, BUT IT WILL BE A RELIEF TO THEM IF THEY ARE AGING ALL THAT.
THANK YOU ALL FOR WORKING FOR US.
IN-BETWEEN THE DAHL LOSS COUNTY APPRAISAL DISTRICT.
>> THANK YOU. >> YOU'RE WELCOME.
>> MR. STEPHENSON. >> I WOULD LIKE TO ECHO TRUSTEE MORRIS' THANKS TO YOU. I LOOKED AT YOUR PRESENTATION AND IT WAS REALLY REALLY WELL PUT TOGETHER LEFT ME NO QUESTIONS. THREE IS GOOD.

WE'RE EXCITED TO KICK IT INTO OVERDRIVE AT THE START OF THE NEW YEAR REAPING OUR BENEFITS OF OUR HARD WORK THIS SUMMER. BETWEEN THREE AND SIX FOR OUR CHARGES. WE'LL START REAPING THE BENEFITS OF THAT COME JANUARY FIRST IN OUR FIRST UTILITY BILL IN JANUARY. ANY QUESTIONS?
>> NOT A QUESTION BUT I PERSONALLY WANT TO TAKE THE OPPORTUNITY TO SAY THANK YOU I APPRECIATE YOU HITTING THE GROUND RUNNING WHEN YOU TOOK THE JOB.
WE LOST TWO HIGH PERSONNEL PEOPLE HOLDING THINGS DOWN FOR THE DISTRICT. I WANT TO SAY YOU'VE DONE AN OUTSTANDING JOB. IF NO ONE ELSE HAS TOLD YOU YOU
GOT MY VOTE. >> THANK YOU, SIR.
>> THANK YOU. QUESTIONS FOR MR. OSTER?
MS. MORRIS. >> I WANT TO SAY ECHO WITH TRUSTEE SMITH THANK YOU, THANK YOU FOR ALL THAT YOU DO AND ALL THAT YOU HAVE. I KNOW THAT THIS PAST TWO WEEKS YOU ARE HAVING A MORE TRYING TIME OVER AT THE STADIUM.
I JUST WANT TO ENCOURAGE THOSE WHO DID VANDALIZE THAT, THAT IS COSTING OUR DISTRICT AND WE ARE PULLING TOGETHER BETWEEN SCHOOL DISTRICT AND THE CITY TO HAVE ONE OF THE LEADING SCHOOL DISTRICTS IN THE CITY IN THE BEST SOUTHWEST.
SO IF WE CAN ALL WORK TOGETHER AND TELL EVERYONE THIS HOLIDAY SEASON IS NOTHING LIKE LOVE. AND FORGIVENESS.
AND THANK YOU AGAIN FOR ALL THAT YOU DO FOR OUR DISTRICT.
WE GOT A DIAMOND IN A HAY STACK. AND NOBODY ELSE WILL FIND YOU BECAUSE WE'RE NOT GOING TO LET YOU GO.
>> I HAVE A QUESTION. WHEN THE PHOTO WAS SENT OUT, I GUESS WHERE IT SITS IS THAT NOT ALSO COVERED BY ON CORRECT IS
THAT 100 PERCENT? >> I WILL HAVE MORE INFORMATION

>> THANK YOU. TRUSTEE STEPHENSON WE CALL HIM
[9A. Key Communicators Meetings Update - Kimberly Simpson, Presenter]
>> I WILL MOVE ON TO THE SUPERINTENDENT'S REPORT.
THE FIRST IS KEY COMMUNICATORS MEETING UPDATE.
DR. PERERA. >> THANK YOU MADAM PRESIDENT I WILL HAVE MS. SIMPSON COME FORWARD AS YOU RECALL FROM LAST YEAR IN STARTING HERE IN LANCASTER WANTED TO DO A LISTENING AND LEARNING TOUR AND TRY TO DEVELOP GROUPS THROUGHOUT THE DISTRICT AND THE COMMUNITY TO INSURE THAT THE VOICES BEING HEARD ARE THOSE CONSTITUENTS AND STAKEHOLDERS AND I WILL SAY MY MOST PRIZE NOTHING AGAINST THE ADULTS BUT THE BEST VOICE ARE OUR SECONDARY STUDENTS ARE KEY COMMUNICATORS SOME WERE HERE.
AND KIMBERLY WILL GIVE AUN UPDATE ON THAT.
>> AN UPDATE ON OUR KEY COMMUNICATORS MEETINGS.
WE HAVE STARTED OUR MEETINGS AND WE HAVE MET WITH THE STUDENTS FROM BAHAMA, LANCASTER MIDDLE SCHOOL, LANCASTER HIGH SCHOOL AND WE HAVE GWC ON THE LIST. THESE MEETINGS HAVE GATHERED VALUABLE STUDENTS FEEDBACK AND STUDENTS HAVE EXPRESSED FEELINGS WILL CAMPUS LEADERSHIP AND SAFETY AND SECURITY.
IN ADDITION, WE'VE HAD AN OPEN DIALOGUE ABOUT THEIR DESIRE TO ENHANCE SCHOOL CULTURE AND BUILD SCHOOL PRIDE.
ALL CAMPUSES ARE IN THE FIRST PHASE OF THE KEY COMMUNICATOR MEETINGS AND WE'LL MOVE TO THE NEXT PHASE TO PRESENT STUDENT PROPOSALS TO THE CAMPUS ADMINISTRATIVE TEAM AND DR.
PERERA. AT THE BEGINNING OF THE SECOND SEMESTER. KEY TAKEAWAYS WE'VE EXPERIENCED DURING THE MEETINGS AND THEY DO GO INTO DEPTH.
WE HAVE VERY GREAT CONVERSATIONS.
WE MAKE THE CONNECTIONS WITH THE STUDENTS AND THEY LITERALLY HAVE A LISTENING EAR FROM THE SUPERINTENDENT.
WE RECEIVED AN OVERWHELMING APPRECIATION FROM THE STUDENTS TO BE INCLUDED IN THE DISCUSSIONS.
AND I THINK IT'S COOL TO HAVE THAT DISCUSSION ONE-ON-ONE WITH SUPERINTENDENT PERERA AND HAVE THEIR VOICES HEARD.
WE RECEIVED FEEDBACK ON THIS YEAR'S SAFETY AND SECURITY ENHANCEMENTS AND ONE OF THE THINGS DR. PERERA STRESSED TO THE STUDENTS WAS THE FACT THAT WE ARE INSURING SAFETY AND SECURITY OF STUDENTS SO WE WANT TO HEAR THEIR VOICES ON THE EXPERIENCE WITH THAT AND THEY HAVE BEEN ABLE TO GIVE US CRITICAL FEEDBACK AND TALK WITH CHIEF WORLEY WITH THAT.
ADDITIONALLY, THEY HAVE ADDED INFORMATION AND PROVIDED INFORMATION TO US ABOUT MENTAL HEALTH CHECK INS WITH THEM.
AND THIS HAS BEEN VALUABLE ESPECIALLY WHEN WE START THE CONVERSATIONS WITH THEM DURING THE MEETINGS.
AGAIN THIS IS AN OPPORTUNITY FOR DR. PERERA TO MAKE THOSE CONNECTIONS AND NOT ONLY DR. PERERA AND MYSELF, DR. JACKSON HAS COME TO THE MEETINGS AND CHIEF WORLEY, WE ENJOY WHEN THE POLICE OFFICERS DO THIS THAT AND THE THIRD AND AGAIN THE INFORMATION THAT WE'VE RECEIVED FROM THE STUDENTS HAS BEEN VERY POSITIVE. THESE MEETINGS WILL CONTINUE THROUGHOUT THE REMAINDER OF THE SCHOOL YEAR AND WE WILL HAVE A MEETING WITH OUR TEACHERS WHO ARE GOING TO BE KEY COMMUNICATORS REPRESENTING THEIR INDIVIDUAL CAMPUSES.
AND THAT IS YOUR UPDATE. >> YOU WANT TO SHARE THE KEY COMMUNICATOR GROUPS THE LICENSED NON-LICENSED.
>> ALL OF OUR STUDENT KEY COMMUNICATOR GROUPS AND TEACHER GROUPS AND ESTABLISH WILLED ONE WITH OUR REAL ESTATE AGENTS AND I MET WITH THEM EARLIER IN THE YEAR.
WE WILL HAVE ONE FOR OUR PARENTS IN THE SECOND SEMESTER BY THE END OF JANUARY AS WELL. WE ALSO HAVE ONE WITH OUR THE LIMA GROUP, THE INTERDENOMINATION THE PASTORS IN THE LOCAL AREA BUT THEY ARE ALSO A PART OF THE KEY COMMUNICATORS GROUP. WE HAVE ALSO REACHED OUT TO THOSE INDIVIDUALS THAT WE MET WITH THROUGH THE TOWN HALL MEETINGS WITH THE CITY OF LANCASTER AND WE HAD THEM PROVIDE US WITH FEEDBACK THROUGH THOUGHT EXCHANGE AND GOING THROUGH ANALYZING THE DATA AND PROVIDING IT TO DR. PERERA AS
ANY QUESTIONS? COMMENTS? THANK YOU. NEXT WE HAVE POWER OF AMBASSADORS. DR. PERERA.
[9B. PowerUp Ambassadors Overview & Recognition - Dr. LaBotta Taylor, Presenter]
>> THANK YOU MADAM PRESIDENT. DR. TAYLOR MAKES HER WAY UP TO THE PODIUM, I WANT TO SAY THIS HAS BEEN A LONGTIME VISION AND I'M EXCITED TO LAUNCH IT HERE IN LANCASTER.
[01:05:02]
OFTEN THOUGHT AS NEW TEACHERS THAT WE HAVE IN OUR BUILDINGS HAVING A MENTOR WHO TEACHES IS GOOD BUT HAVING SOMEONE THAT CAN GIVE YOU THE PERSON ATTENTION FROM THE EXPERIENCES THEY'VE HAD I'M EXCITED TO SHARE THIS INFORMATION WITH OUR COMMUNITY AND OUR BOARD. DR. TAYLOR?>> PRESIDENT HAMILTON AND DISTINGUISHED BOARD OF TRUSTEES AND DR. PERERA GOOD EVENING. I AM ELATED TO BE HERE TO TALK ABOUT OUR POWER OF AMBASSADOR PROGRAM.
AS YOU ARE AWARE WE HAVE OUR 40 FOR 40S, INSTRUCTORS AND NEW TEACHERS. OUR AMBASSADORS ARE RETIRED TEACHERS HERE THAT HELP IN AREAS SUCH AS CLASSROOM MANAGEMENT LESSON PLANNING, SMALL GROUP INSTRUCTION, RICHMOND ENGAGEMENT AND MORE. THEY ARE ASSIGNED TO CAMPUSES DEPENDING ON NEED AND IT PROVIDES AN ADDITIONAL LAYER OF SUPPORT. IT IS EXCITED IT IS A COLLABORATION WITH DR. BARKER AND HR TEAMING TOGETHER AND IT'S REALLY BEEN GREAT. OF COURSE WE KNOW THAT AS WE INCREASE NEW TEACHER PROFICIENCY THAT ALIGNS DIRECTLY WITH STUDENT ACHIEVEMENT. AND SO IT IS A GREAT THING FOR US TO BE INNOVATIVE AND RECRUIT AND RETAIN NEW TEACHERS IN THE FIELD. AND SO I WOULD LIKE TO WELCOME UP OUR POWER UP AMBASSADORS IF YOU ARE HERE COME UP AND EDUARDO WHO HAS BEEN A GREAT PART OF IT. [APPLAUSE] YOU WILL SEE A FAMILIAR FACE MS. MARGO SPENCER WHO IS LEADING OUR CHARGE HERE FOR INSTRUCTIONAL SERVICES AND ROLLING HILLS ELEMENTARY ONE OF THE MENTEES, KATIE RANDALL.
>> BOARD MEMBERS YOU MAY RECOGNIZE THESE LOVELY FACES FROM THE PAST BUT ARE MAKING AN IMPACT ON THE FUTURE.
>> GOOD EVENING BOARD PRESIDENT HAMILTON, SUPERINTENDENT PERERA, DISTINGUISHED BOARD TRUSTEES IT'S GREAT TO SEE A LOT OF FAMILIAR FACES AGAIN TODAY. WE HAVE BEEN VERY EXCITED ABOUT THIS PROGRAM AS SUPERINTENDENT PERERA STATED.
IT'S BEEN A LONGTIME COMING. WE HAVE TWO FULL WEEKS IN AND IN THE PAST TWO FULL WEEKS WE HAVE ENGAGED WITH OVER 100 TIMES WITH NEW TEACHERS ALREADY. SO THIS GROUP WE MET ON THE 28TH AND WE DID OUR ONBOARD AND THEY WERE READY TO START THE NEXT DAY BUT THEY COULDN'T SO THEY HAD TO WAIT 24 HOURS TO GET IN THE SYSTEM BUT THAT WEDNESDAY THEY HIT THE GROUND ROLLING.
AND THEY WERE ON THE CAMPUS, BRIGHT AND EARLY.
A LOT OF TIMES BEFORE I COULD MAKE IT TO THEM I WENT TO EACH CAMPUS TO INTRODUCE MYSELF AND LEAVE SIGN-IN SHEETS AND THEY HAD BEEN THERE AND STARTED WORKING.
THAT JUST TELLS YOU HOW EXCITED THEY ARE ABOUT DOING THIS.
WE'VE HEARD FROM A COUPLE OF THE PRINCIPALS ALSO THAT ARE VERY EXCITED ABOUT THE PROGRAM. AS WELL AS A LOT OF THE MENTEES.
THIS IS ONE OF MY MENTEES FROM ROLLING HILLS AND I WILL LET HER
COME UP AND SAY A FEW WORDS. >> GOOD EVENING EVERYONE.
HOW Y'ALL DOING? I'M BEGINNING IT RANDALL AND I AM A FIFTH GREAT MATH TEACHER AT ROLLING HILLS ELEMENTARY.
TO GIVE YOU BACKGROUND ABOUT ME, I GRADUATED FROM UNIVERSITY OF NORTH TEXAS AT DALLAS AND I REMEMBER MY FIRST EDUCATION COURSE AND PROBABLY LIKE EVERYBODY WE WATCHED THE TALK OF RITA PIERSON AND IT WAS NOT NECESSARILY THE VIDEO THAT MADE ME REMEMBER THIS MOMENT IT WAS THE ADMIRATION AND THE IMMEDIATE RESPECT I GOT FROM RITA PIERSON. FAST FORWARD TO IT'S ALMOST TIME TO GRADUATE AND I'M STUDENT TEACHING AT HOUSTON ELEMENTARY AND I HAVE TWO AMAZING MENTOR TEACHERS AND THEY JUST KEEP TALKING ABOUT MS. SPENCER. I DON'T KNOW WHO MS. SPENCER IS.
EVERYTHING HAS GREAT THINGS TO SAY ABOUT MS. SPENCER.
I GOT AN INTERVIEW AT ROLLING HILLS AND I WALK IN AND I SEE MS. MARGO SPENCER. AND WHAT WAS FUNNY ABOUT IT IS THE SAME ADMIRATION AND RESPECT I HAD FOR RITA PIERSON ON THAT FIRST DAY IN MY EDUCATION COURSE WAS THE SAME RESPECT I HAD FOR MS. SPENCER OCCURRING THAT INTERVIEW.
LIKELY I GOT THE JOB. AND I WENT ON TO UNDER MS. SPENCER LEADERSHIP. AND MS. SPENCER RETIRED BUT JUST WHEN ONE DOOR CLOSES ANOTHER OPENS BECAUSE THIS YEAR I GET AN E-MAIL MEET YOUR NEW POWER UP AMBASSADOR.
[01:10:01]
AND IT WAS MS. SPENCER BUT I DO JUST WANT TO SAY THAT I'M VERY GRATEFUL FOR THIS PROGRAM. IT'S ALLOWING IN THE SHORT TIME IT'S BEEN LAUNCHED IT'S ALLOWING ME TO GROW PROFESSIONALLY AND PERSONALLY. I LOVE THAT.I KNOW Y'ALL AS MS. SPENCER HAS SO MANY GREAT THINGS AND SKILLS, STRATEGIES AND TO GIVE NEW STUDENTS AND WE NEED IT, ESPECIALLY IN TODAY'S NEW EDUCATION WE DEFINITELY NEED IT.
I DO WANT TO SHOW YOU THAT IT IS A SUCCESS ALREADY IN THE SHORT TIME IT'S BEEN ON AND I'M EXCITED TO BE A PART OF IT.
AND I'M EXCITED TO SEE HOW MANY EXCELLENT EDUCATORS WILL EVOLVE FROM THIS PROGRAM. THANK YOU.
[APPLAUSE] >> ALSO, IF IT IS OK, I WANT TO OFFER THE OPPORTUNITY IF ANY OF OUR AMBASSADORS WANT TO SAY A QUICK WORD. MS. BETTY.
>> GOOD EVENING EVERYONE. [APPLAUSE] TO DR. PERERA AND THE BOARD, AND TO THE AUDIENCE, THE ONE THING ALONG WITH THE OTHERS WE CAME BY TONIGHT TO DISPEL YOUR HOPES OF RETIREMENT. [LAUGHTER] IF YOU WERE TO LOOK IT UP, WEBSTER ACTUALLY SAYS IT IS ACTUALLY A PERMANENT LEAVING OF ONE'S JOB OR OCCUPATION OR YOU KNOW WHATEVER YOU'RE DOING. UNFORTUNATELY, THAT'S A LIE.
SO ONE OF THE THINGS THAT WE HAVE LEARNED THROUGHOUT THIS JOURNEY THAT WE'VE BEEN ON IS THAT WE ARE SO BLESSED.
AND THE BEAUTIFUL THING IS IT'S JUST LIKE THE WORD OF GOD SAYS, TO WHOM MUCH IS GIVEN, MUCH IS REQUIRED.
AND WE HAVE SO MUCH MORE TO GIVE TO LANCASTER.
SO WE THANK YOU FOR ALLOWING US TO BE YOUR REPRESENTATIVE, YOUR AMBASSADORS. BECAUSE THE BEST IS YET TO COME.
[APPLAUSE] [INAUDIBLE] INTRODUCE YOURSELF. [INAUDIBLE] MS. SHERMAN IS A LANCASTER RETIREE.
[01:15:58]
[INAUDIBLE]>> I WAS HOPING SHE FAILS AT RETIREMENT, TOO.
WE'LL GET HER BACK. SHE MIGHT COME BACK AND BE AN AMBASSADOR. WELL, SINCE I DID NOT GET A CHANCE TO BRAG LET ME BRAG ON MY PRINCIPAL, THE DYNAMIC DUO.
I WORK UNDER MS. STEPHENSON, TOO.
SO ONE OF MY CAMPUSES IS ROLLING HILLS.
I HAVE TWO BECAUSE WE STILL HAVE POSITIONS OPEN.
AND MY OTHER CAMPUS IS DR. DR. MATTHEWS CAMPUS AT JD HALL I'VE BEEN WORKING WITH THEM, TOO.
AS YOU CAN TELL BOARD WE ARE VERY EXCITED ABOUT THIS PROGRAM.
IT'S ALREADY WORKING. IT'S ALREADY WORKING.
[APPLAUSE] SO WE APPRECIATE -- WE APPRECIATE YOUR SUPPORT AS WELL AS DR. TAYLOR'S SUPPORT AND MR. CONDON. THAT MAN BEEN WORKING HARD.
[01:20:04]
[APPLAUSE] THANK YOU.>> I WOULD LIKE TO TAKE THE LIBERTY AND LET THE BOARD KNOW THAT IF YOU ARE WONDERING ABOUT THE COST OF THIS PROGRAM, THE 40, 40 AND 50, WE TAKE THE DIFFERENCE OF 59 FROM 40 AND THE DIFFERENCE FROM 50 TO 59 AND UTILIZE THOSE DOLLARS TO FUND THESE LADIES AND GENTLEMEN. NO EXTRA MONEY FOR THE DISTRICT
IT'S THE SAME DOLLARS. >> I WOULD LIKE TO SAY THANK YOU ALL SO MUCH FOR COMING OUT OF RETIREMENT TO HELP OUR YOUNGER TEACHERS THEY APPRECIATE IT. THANK YOU.
[APPLAUSE] >> I WISH THERE WAS A WAY WE COULD HAVE RECORDED AND MADE IT PART OF THE PRESENTATION WE DID THAT IN DC. MAN, OH, MAN.
>> NO WORRY IT WILL BE A PART OF IT.
>> THE WORLD NEEDS TO SEE THAT. >> THANK YOU.
>> GOOD STUFF, GOOD STUFF. >> NEXT I WOULD LIKE TO FORMALLY INTRODUCE DR. MARSHALL SCOTT III OUR CHIEF OF ELEMENTARY AND SCHOOL LEADERSHIP. DR. MARSHALL SCOTT HAS 25 YEARS IN EDUCATION AND HE BEGAN IN HOUSTON ISD WHERE HE HELD SEVERAL ROLES SUCH AS ASSISTANT PRINCIPAL, PRINCIPAL, SCHOOL IMPROVEMENT OFFICER, AREA SUPERINTENDENT, THERE HE SERVED AND MENTORED PRINCIPALS TO CREATE AND MAINTAIN HIGH QUALITY TEAMS AND PROGRAMS AND SERVICES TO BENEFIT STUDENTS AND FAMILIES. HIS MOST RECENT EXPERIENCE INCLUDED SUPERINTENDENT OF BAY CITY ISD THERE HE INCREASED STUDENT ACHIEVEMENT OUTCOMES FOR ALL SUBGROUPS BRINGING THE TEA DISTRICT RATING FROM A D IN 2017 TO A B IN 2019.
AND 2020 DR. SCOTT WAS NAMED REGION THREE'S SUPPORT OF THE YEAR. DR. SCOTT RECEIVED HIS BACHELOR OF BUSINESS ADMINISTRATION DEGREE FROM NORTH WOOD UNIVERSITY IN CEDAR HILL AND MASTER OF EDUCATION AND DOCTOR OF EDUCATION IN EDUCATIONAL ADMINISTRATION FROM TEXAS SOUTHERN UNIVERSITY IN HOUSTON.
WE WOULD LIKE TO OFFICIALLY WELCOME DR. MARSHALL SCOTT TO LANCASTER ISD. [APPLAUSE] [CHEERING]
>> THANK YOU. MADAM PRESIDENT, VICE-PRESIDENT, TRUSTEES, DR. PERERA, LANCASTER IS AN AMAZING PLACE.
I'M FROM BEAUMONT SO PLEASE FOR GIVE ME.
LANCASTER IS AN AMAZING PLACEMENT I'VE THE OPPORTUNITY OVER THE PAST WEEK TO VISIT WITH STUDENTS, TEACHERS, ADMINISTRATORS, AND EVEN PARENTS.
AND TO A PERSON, THE COMMITMENT TO EXCELLENCE IN THIS SCHOOL DISTRICT IS FAR BEYOND REAPPROACH.
I'M SUPER EXCITED ABOUT JOINING THIS TEAM.
I'M BUBBLING WITH EXCITEMENT. TRYING TO KEEP MY COME PORE.
COMPOSURE. I ECHO THE SENTIMENTS THAT WE'RE NOT GOING TO LET HER LEAVE SHE HAS BEEN MENTORING ME AND IT HAS BEEN AMAZING. IT'S SUCH A WARM ENVIRONMENT HERE IN THE SCHOOL DISTRICT. I WILL TELL YOU LANCASTER ISD IS COMPETITIVE. NOT ONLY IN THE CLASSROOMS BUT ON THE FIELDS AS WELL. IT'S BEEN A GREAT START.
YOU HAVE EXCELLENT LEADERSHIP IN THIS SCHOOL DISTRICT.
YOU HAVE HIGH EXPECTATIONS. AND THAT ALL STARTS WITH YOU AS A SCHOOL BOARD. AND THE LEADERSHIP OF THE SUPERINTENDENT. I'M EXCITED, CAN'T WAIT TO GET TO WORK. WHAT IF WE COULD WHAT REQUEST WHEN DID YOU SAY YOU ARE COMING BACK? I'M PUTTING HER ON THE SPOT BECAUSE SHE TOLD ME SHE WILL STAY AROUND TO GIVE ME ASSISTANCE.
I'M SUPER EXCITED ABOUT THIS OPPORTUNITY.
TO WORK ALONGSIDE SO MANY GREAT PEOPLE IN THIS SCHOOL DISTRICT.
AND TO GET TO KNOW THE COMMUNITY AND THE SCHOOL SYSTEM A LOT BETTER. SO THOSE ARE MY COMMENTS THANK YOU ALL. [APPLAUSE]
>> THANK YOU SO MUCH AND WELCOME TO LANCASTER ISD.
[01:25:05]
>> I WOULD LIKE TO MAKE A COMMENT.
>> AFTER FITTING IN THE CAR EATING FISH AND ON PHONE.
AND THIS PERSON WALKS OUT THE DOOR LIKE HE WAS AT HOME.
SO I JUST AUTOMATICALLY THOUGHT HE WORKED WITH US ANYWAY.
I MEAN, THE SPIRIT THAT I SAW WHEN YOU WALKED OUT THAT DOOR AND WHEN I MET YOU AGAIN IN THE HALLWAY, IS THE TYPE OF FEELING AND SPIRIT THAT WE SHOULD GET AND WE HAVE HERE IN LANCASTER BUT I'M TALKING ABOUT OVERALL THE NATION SHOULD HAVE THAT SPIRIT. WE GOT TO SEE A LOT OF THINGS NATIONWIDE IN THE LAST TWO WEEKS.
AND GUESS WHAT? WE HAVE IT RIGHT HERE IN LANCASTER. AND THANK YOU ALL FOR ALL YOU
AT THIS TIME THE BOARD IS GOING TO TAKE A
[9C. Elementary STEAM Innovation Classrooms - Faith Milika and Darryn Hyman, Presenters]
WE'RE GOING TO CONTINUE WITH THE SUPERINTENDENT'S REPORT.WE'RE MOVING TO ELEMENTARY STEAM INNOVATION CLASSROOMS DR.
PERERA. >> THANK YOU MADAM PRESIDENT I WILL CALL FORWARD FAITH MILLIKA AND DARRYN HYMAN IF HE IS PRESENT I THINK DR. BARKER MIGHT BE STANDING IN FOR HIM.
>> SUPERINTENDENT DR. PERERA, WE WILL TALK TO YOU ABOUT THE ELEMENTARY STEAM INNOVATION LABS.
THIS IS BEING DONE IN PARTNERSHIP WITH TOYOTA GRANT.
I WILL START WITH A VIDEO TO SHOW YOU WHAT IS HAPPENING NOW, BELTLINE CURRENTLY HAS A STEAM INNOVATION LAB THAT WAS BROUGHT TO OUR DISTRICT FROM ANOTHER GRANT IN 2017 OR 2018.
UPON ARRIVAL HERE, THIS WAS SOMETHING THAT DR. PERERA SAW AND SAID HOW CAN OUR SCHOOLS GET THIS.
WE'VE BEEN WORKING WITH TOYOTA TO MAKE THIS HAPPEN FOR ALL OF OUR STUDENTS IN OUR ELEMENTARIES.
TRYING TO FILL TIME AS THE VIDEO BUFFERS.
WE DID NOT INCLUDE IT IN YOUR PACKET BECAUSE WE WANTED TO SURPRISE YOU WITH THE VIDEO. WITH THIS VIDEO IS THAT IT JUST SHOWS OUR STUDENTS WORKING IN THE CLASSROOM.
SOME OF THE THINGS THAT -- THERE WE GO.
>> BECAUSE I WANT TO [INAUDIBLE] I WANT TO CODE BECAUSE MY FRIEND HAS BECOME A TEACHER.
THAT IS A GOOD WAY TO START THIS IS WHERE IT STARTS IS CODING.
KEEP DOING THIS AND KEEP PRACTICING THIS AND YOU WILL GET
TO THAT GOAL. >> SO IF YOU ATTENDED CODE NIGHT LAST NIGHT, YOU SAW SOME OF OUR STUDENTS BEING ABLE TO DO SOME CODING BUT WE WON'T ONLY BE CODING IN THE CLASSROOM.
WE TRY TO SCALE THAT EXPERIENCE BY HAVING CODE NIGHT AND THINGS YOU SAW AT HISPANIC HERITAGE THINGS YOU WILL SEE AT THE STEAM EXPO HOW WE ARE CHANGING THE BLACK HISTORY BOWL.
OUR STUDENTS WILL BE ABLE TO DISPLAY THEIR SKILLS AT BELTLINE ALL OF THE STUDENTS IN THE SCHOOL RESPECTABLE TO ROTATE THROUGH AS PART OF THEIR SPECIALS.
WHAT I'M GOING TO HAND OVER THE CLICKER TO MS. MALIKA AND SHE WILL GIVE YOU AN INSIGHT AS TO WHAT THOSE STEAM INNOVATION CLASSROOMS LOOK LIKE NOW AND WHAT TOYOTA WHAT WE ARE PROPOSING TO TOYOTA TO LOOK LIKE AFTER.
>> SO IF YOU LOOK AT THE SCREEN YOU WILL SEE THIS IS WHAT BELTLINE ELEMENTARY'S INNOVATION CLASSROOM LOOKS LIKE.
AND YOU WILL SEE THERE'S COLLABORATIVE TABLES OF FLOOR
[01:30:03]
SPACE, MULTIPLE SEATS PROMOTES STUDENTS TO BE CREATIVE IT'S BRIGHT AND COLORFUL ENVIRONMENT. WE WANTED TO BRING THIS KIND OF CLASSROOM TO ALL OF OUR CAMPUSES.AND SO THIS YEAR WE BROUGHT IN THE STEAM INNOVATION CLASSROOM AS A SPECIAL ROTATION FOR OUR OUR ELEMENTARY CLASSROOMS AND THE PHYSICAL SPACE WAS LACKING. SO YOU WILL GO AHEAD AND YOU WILL SEE THIS IS WHAT BELTLINE LOOKS LIKE.
AND THIS IS HOUSTON. WE GOT RID OF ALL OF THE TABLES THAT WERE IN THERE THAT WERE OLD AND THESE ARE OLD CAFETERIA TABLES FROM THE HIGH SCHOOL BUT IT DID ALLOW FOR COLLABORATIVE WORK. AND THIS IS ROSA PARKS ELEMENTARY. AND THEY DO HAVE COLLABORATIVE TABLES AND PLEASANT RUN WE PULLED THESE OUT OF MR. OSTER'S OLD WAREHOUSE. SO YOU WILL SEE THESE ARE THE OLD COMPUTER TABLES AND ROLLING HILLS ELEMENTARY AND WEST MAIN HAS A LITTLE BIT NEWER MORE COLLABORATIVE FURNITURE.
THIS IS WHAT WE ARE PROPOSING FOR THE FIVE CAMPUSES THAT DIDN'T GET THE NEW, BRIGHT, COLORFUL ENVIRONMENT FROM THE BOND A FEW YEARS AGO. WE WANT TOYOTA TO COME IN AND ASSIST US WITH REALLY SPRUCING UP THE PLACE AND MAKING IT ENJOYABLE, BRIGHT, CREATIVE ENVIRONMENT FOR STUDENTS TO BE DOING THEIR STEAM LEARNING. THERE'S FLEXIBLE SEATING, COLLABORATIVE TABLES AND THERE'S GOING TO BE, YES, THERE'S LOTS OF STORAGE FOR OUR STEM CURRICULUM THAT WE ARE WANTING TO BRING IN. SO THE TEACHERS THIS YEAR HAVE DONE A LOT OF PROFESSIONAL DEVELOPMENT IN THESE NEW INNOVATIVE TEACHING METHODS. THIS IS JUST GOING TO REALLY HELP PROMOTE THOSE IN THE CLASSROOM.
I APPRECIATE IT. THE AS FAR AS THE E-MAIL IS CONCERNED I SENT AN E-MAIL TODAY IN REGARDS TO THIS.
I DID NOT WHEN I OPENED UP THE INFORMATION I DIDN'T SEE ALL OF THIS SO THAT GOES BACK TO EXPLAINING WHY I ASKED THE QUESTIONS THAT I ASK. I WANTED TO CLARIFY THAT.
BUT TO SEE THIS, I AM GRATEFUL TO FINALLY TO GET AN IDEA OF WHAT WE'RE LOOKING FOR. SO WITH THAT SAID, WHAT I WOULD LIKE TO KNOW IS WHAT IS LIKE HOW LONG DOES IT NORMALLY TAKE TO GET THAT TO REQUEST THAT FROM TOYOTA TO GET THAT BACK?
WHAT TYPE OF TURN AROUND? >> SO WE ARE RIGHT NOW WE DID ACCEPT THE GRANT. WE DID THAT EARLIER IN THE SCHOOL YEAR. HOWEVER, WHEN WE HAVE PROJECTS LIKE THIS THEY HAVE TO GO THROUGH THEIR BOARD AND SO THE TIMELINE I REALLY CAN'T GIVE IT TO YOU.
WE SPOKE WITH MR. BEHIND MAN TODAY AND HE IS WAITING FOR AN ANSWER BACK. WHAT WE'RE HOPING, I HOPE, THAT WE CAN HAVE THIS DONE BY FEBRUARY.
BUT IT'S FOR THEM TO RELEASE THE FUNDS TO US ACTUALLY.
>> OK. >> WE AUGMENTED THE GRANT.
WE WENT AND TALKED TO THEM ABOUT WHAT OUR CURRENT NEEDS ARE AND WHAT THE VISION WHAT WE WANT OUR STUDENTS TO EXPERIENCE BEFORE THEY GET TO HIGH SCHOOL. WE'VE JUST BEEN TALKING BACK AND FORTH WHAT OUR GREATEST NEEDS ARE AND AS YOU ALL GO TO ANY OF THE ELEMENTARIES AND YOU SEE THE STEAM INNOVATION CLASSROOMS WE WANTED TO MAKE SURE THAT THERE WAS AN EQUITABLE PLAYING FIELD FOR ALL OF OUR STUDENTS REGARDLESS WHAT SCHOOL THEY ARE IN. THEIR SPACE WAS A COLLABORATIVE SPACE FOR THEM TO LEARN. WE HOPE BY FEBRUARY BUT OUR TIMELINE IS WHENEVER THEY SAY YES.
>> THANK YOU. I WANT TO THANK MR. ROGERS AND WHAT YOU HAVE DONE ON RECYCLING. I MEAN, THAT WAS AWESOME FOR INDIVIDUALS DISTRICT SCHOOLS THAT COME IN AND SELECT THE ITEMS BEFORE IT GOES OUT ANYWHERE ELSE.
AND DO UNDERSTAND TOYOTA THEY ARE POLITICALLY INCLINED WITH THEIR BOARD WITH FINANCES AND SO I'M JUST HONORED THAT THEY ARE ALLOWED TO LOOK AT OUR DISTRICT TO FUND THIS.
AND GOOD THINGS COMES IN TIME. THANK YOU ALL.
>> I DO HAVE TO GIVE CREDIT TO MS. MALIKA AND HER AWESOME CREATIVE BRAIN. [APPLAUSE] TO BE ABLE TO BE IN A MEETING AND SAY, HEY THIS IS WHAT WE
[01:35:03]
WANT AND NOT NECESSARILY HAVE THE MATERIALS TO MAKE IT HAPPEN.SHE WAS ABLE TO KIND OF WORK WITH THE PRINCIPALS, WORK WITH MR. OSTER AND WHOMEVER ELSE WOULD LISTEN TO TRY TO MAKE SURE THAT OUR STUDENTS HAVE WHAT THEY NEED.
>> I DO WANT TO THANK YOU FOR THAT.
>> GREAT MINDS. >> AND THAT IS ON TOP OF BEING THE ELEMENTARY SCIENCE COORDINATOR.
>> THANK YOU. >> DEFINITELY NOT WAITING ON TOYOTA TO BRING FORTH THE FURNITURE BUT MOVING FORWARD.
THANK YOU FOR CONTINUING TO MOVE FORWARD ON THE PROJECTS.
>> THANK YOU. >> THANK YOU SO MUCH.
[APPLAUSE] >> WE'RE GOING TO MOVE ON TO THE
[10. Adoption of Consent Agenda]
ADOPTION OF THE CONSENT AGENDA. A IS APPROVAL OF THE FOLLOWING MINUTES. BE, LEGAL AND LOCAL.ONE IS OCTOBER 27, 2022, REGULAR BOARD MEETING TWO NOVEMBER 17 IT 2022 MEETING. APPROVAL OF FINANCIAL REPORTS.
BOARD THIS IS AN ACTION ITEM IS THERE A MOTION?
>> MADAM PRESIDENT I MOVE THAT WE ACCEPT THE CONSENT AGENDA A ONE OCTOBER 27, 2022, REGULAR BOARD MEETING.
TWO NOVEMBER 17TH, 2022, REGULAR BOARD MEETING AND CONSIDER THE APLUFL OF NOVEMBER 2022 FINANCE REPORT.
>> I HAVE A MOTION IS THERE A SECOND?
>> I WILL SECOND. >> MOTION ON MS. MORRIS AND SECOND BY MR. JONES ACCEPT THE CONSENT AGENDA AS PRESENTED.
AT THIS TIME IS THERE ANY DISCUSSION FROM THE BOARD? HEARING NONE I WILL CALL FOR A VOTE.
>> MYSELF VOTING YES. THE MOTION PASSES 6-1.
[11A. Discussion and possible approval to purchase Custodial Supplies (G2, G3) - Roger Oster, Presenter]
WE'LL MOVE ON TO ACTION ITEMS DISCUSSION AND THE FIRST IS DISCUSSION AND POSSIBLE APPROVAL TO PURCHASE CUSTODIAL SUPPLIES.I WILL CALL FORWARD MR. OSTER TO PRESENT THAT INFORMATION TO
THE BOARD. >> GOOD EVENING PRESIDENT HAMILTON AND DISTINGUISHED BOARD OF TRUSTEES AND DR. PERERA.
I'M HERE TONIGHT TO PRESENT THE RECOMMENDATIONS TO PURCHASE CUSTODIAL SUPPLIES. FROM MY RESEARCH THIS INFORMATION AND REQUEST HAS NEVER BEEN BROUGHT FORWARD FOR BOARD APPROVAL. SPENDING OVER $50,000 REQUIRES YOUR APPROVAL. EVEN IF IT'S AGGREGATED THE CHARGES. MAINTENANCE AND OPERATIONS SPEND WELL OVER 50,000 KEEPING OUR CAMPUSES CLEAN.
WITH THE ECONOMY AND THE COST OF CUSTODIAL SUPPLIES INCREASED YEAR-OVER-YEAR. WITH OUR NEWLY INSTALLED TOILET AND PAPER TOWEL DISPENSERS THE MAJORITY OF OUR BUSINESS WILL BE WITH COMPLETE SUPPLY THIS YEAR. THE DISTRICT RESPECTFULLY RECOMMENDS BOARD APPROVAL TO PURCHASE CUSTODIAL SUPPLIES AT A COST NOT TO EXCEED $355,000. ANY QUESTIONS?
>> I HAVE A QUESTION. >> MS. WHITFIELD.
>> CAN WE GO BACK TO THE SLIDE WITH THE COSTS? OK. SO FOR I UNDERSTAND THERE MAY BE SOME LAPS, CAN YOU EXPLAIN THE COMPLETE SUPPLY BEING ZERO FOR
THEY WEREN'T SETUP AS A VENDOR AT THAT TIME.
AND WE WERE GETTING ALL OF OUR SUPPLISUPPLIES FROM POLLACK OUR JANITORIAL SUPPLY. RIGHT BEFORE I CAME TO THE DISTRICT THIS SPRING, COMPLETE SUPPLY FURNISHED ALL OF OUR DISPENSERS. AND WHEN THEY FURNISHED THE DES PENCEERS YOU'RE LOCKED IN WITH THEIR PAPER SUPPLIES AS WELL.
>> IS THERE ANY PARTICULAR REASON WHY? LET ME REPHRASE THAT. IS IT BECAUSE THEIR SUPPLY ONLY WORKS WITH THEIR DISPENSER? IS THERE ANY REASON WHY WE WOULD LOCK OURSELVES IN A SITUATION WHERE WE ARE NOT ABLE TO --
>> I'M SORRY I MISSPOKE WITH LOCKING.
WE CAN CHANGE BACK ANYTIME WE WANT TO.
>> I'M FAR AS THE SYSTEM IS CONCERNED YOU WERE TALKING ABOUT
THE DISPENSER. >> WE CAN GO BACK TO DIFFERENT
DISPENSER. >> LET ME REPHRASE MY QUESTION.
THE DISPENSER THAT THEY OFFER, AND THE SUPPLIES OF THAT DISPENSERS IT ONLY WORKS WITH THAT DISPENSER?
>> YES, MA'AM. >> IS THERE ANY REASON WHY WE WOULD PUT OURSELF IN A SITUATION WHERE WE WOULD ONLY BE ABLE TO USE ONE KIND OF DISPENSER ONE TYPE OF SUPPLY AND ONLY ABLE TO
[01:40:04]
GET IT FROM THAT SUPPLIER? >> WITH BULK SUPPLY THAT'S HOW IT'S DONE. POLLACK HAS THE SAME THING THEY WERE IN BEFORE. THAT WE HAD.
>> I'M SORRY I APOLOGIZE WHAT WAS THE REASON FOR THE DOLLAR
AMOUNTS BEING ZERO AGAIN? >> WE JUST DIDN'T USE THEM AS A
SUPPLIER. >> SO WHAT HAPPENS IF WE GO BACK
TO MORE COST-EFFECTIVE SUPPLIER? >> THE COST OF THEIR PRODUCT IS ACTUALLY GONE UP MORE THAN WHAT COMPLETE SUPPLY IS.
>> BUT IT'S JUST NOT -- >> DOESN'T SHOW THAT WITH THE INFLATION IN OUR ECONOMY RIGHT NOW.
EVERY YEAR IT'S INCREASED. I'VE ATTACHED SOME QUOTES FOR GENERAL SUPPLIES TO THE BOARD NOTES.
AND YOU SHOULD BE ABLE TO SEE THOSE QUOTES FOR GENERAL
THANK YOU. >> MR. OSTER TO BE CLEAR THESE DISPENSERS WERE PURCHASED PRIOR TO YOUR ARRIVAL AT LANCASTER
ISD? >> YES, MA'AM, THANK YOU.
>> ANY OTHER QUESTIONS FROM THE BOARD?
>> I HAVE A QUESTION. WE HAVE MR. CLEWIS AND MR.
STEPHENSON. >> SO IN THE FUTURE IF WE DECIDE TO GO WITH A DIFFERENT VENDOR WE WOULD THEN HAVE TO CHANGE OUT
THE DISPENSERS? >> THIS IS HOW THE SALES MEN DO IT THEY COME IN AND THEY SAY, HEY THIS IS WHAT OUR SUPPLY COSTS YOU CAN LOWER YOUR OPERATIONAL COSTS BY GOING WITH OUR SUPPLY. AND WHAT WE'LL DO WE'LL CHANGE OUT YOUR DISPENSERS FOR FREE. SO THEN THEY CHANGE OUT YOUR DISPENSERS FOR FREE. AND THEN YOU BUY FROM THEM AND THAT'S PRETTY MUCH ACROSS THE BOARD WITH COMMERCIAL APPLICATIONS FOR DISPENSERS AND STUFF FOR COMMERCIAL USE.
>> SO THE TOTAL DOLLAR AMOUNT WAS $355,000?
>> SO THE 355 IS THAT 100%? OR IS IT GOING TO BE SPREAD OUT BETWEEN THE THREE COMPANIES? THE 326 TOTAL.
>> THE 355 WILL MOSTLY BE USED WITH COMPLETE SUPPLY.
SO WHERE YOU ARE SEEING WE WERE USING POLLACK, THE OTHER USED IN THE PAST THAT COST WILL BE SHIFTED TO COMPLETE SUPPLY.
NOW WE'LL STILL USE DE SOCIETY TOW JANITORIAL SUPPLY IF NEED BE BUT ISSUES WITH POLLACK WE WOULD MAKE ORDERS AND THEY WOULDN'T BE ABLE TO FILL THEM FOR A MONTH OUT.
THEY HAD A LOT OF BACKLOG. SO COMPLETE SUPPLY WAS ABLE TO
GET THAT STUFF TO US QUICKLY. >> SO THESE STEEP INCREASES IN PRICE THESE ARE THOSE TRANSIENT INFLATION THEY WERE TALKING
SO YOU ARE CONFIDENT THIS IS THE BEST WE CAN DO?
>> LIKE I SAID ABOUT THE DEAL THAT WE GOT INTO BEFORE MY ARRIVAL, I DIDN'T GET TO RESEARCH A LOT OF THIS.
I JUST KNOW THAT IS CURRENTLY WHAT WE HAVE NOW.
AND THE BEST TIME TO GO BACK THROUGH AND CHANGE ALL YOUR DISPENSERS ARE IN THE SUMMER WHEN EVERY SOMEONE GONE.
SO I WILL BE RESEARCHING THIS GOING FORWARD.
>> GREAT. THAT IS WHAT I WAS LOOKING FOR.
>> MS. MORRIS. >> THANK YOU VERY MUCH.
I WANT TO SAY THANK YOU FOR PRESENTING THIS TO US.
MOST OF THE NEW BOARD MEMBERS WERE NOT HERE TO WHAT WE ENCOUNTERED ESPECIALLY LAST YEAR AND PROBABLY 19 SCHOOL YEAR 19-20 AND 20-21 EVEN THE HIGH SCHOOL STUDENT BODY CAME FOR BOARD MEMBERS IT WAS RIDICULOUS MESS.
YOU KNOW STUDENTS THERE WAS NO SOAP, THERE WAS NO PAPER THERE WAS NO PAPER TOWELS THERE WAS NO TOILET PAPER.
THERE WAS OUR SUPPLY LEVEL AND IF YOU WALKED INTO ONE OF THE CHILDREN'S BATHROOMS, AS A BOARD MEMBER YOU SHOULD FEEL EMBARRASSED. AND SO WE HAD TO AND THANK YOU, MR. OSTER FOR COMING IN, LOOKING AT RESEARCHING WHAT NEEDS TO BE HAPPENING WHERE WE DON'T HAVE OUR STUDENTS COMING TO US AND TELLING US YOU ALL NEED TO GIVE US THIS.
AND SO THAT'S WHAT I HEARD WERE MOST OF THE NEW BOARD MEMBERS
[01:45:03]
THEY DIDN'T GET TO HEAR OR MAYBE DIDN'T HAVE THE OPPORTUNITY TO VISIT NOT JUST ONE SCHOOL, BUT 90% OF OUR SCHOOLS.AND I FELT FOR THE PRINCIPALS ON THE CAMPUSES THAT HAD TO GO THROUGH THAT. BUT NOW HOPEFULLY THE FUTURE WILL GIVE US WHAT WE NEED FOR OUR STUDENTS.
STUDENTS FIRST. >> YES, MA'AM.
>> IT'S NO COST ON THINGS LIKE THIS THAT HAS TO BE.
SO I APPRECIATE IT BECAUSE IT COULD BE A MILLION.
>> I HAVE ANOTHER QUESTION. >> MS. WHITFIELD.
>> GOING BACK TO THE REASON FOR NOT STICKING WITH THE DE SOTO
WAS BECAUSE WHY AGAIN? >> WE WASN'T WITH DE SOTO.
WE USE THEM FOR CERTAIN THINGS LIKE WHEN WE WERE IN A PINCH.
A LOT OF THE TIMES WHERE WE WOULD ASK POLLACK TO DELIVER SUPPLIES, WE HAVE TO GO WITH DE SOTO JANITORIAL SUPPLY BECAUSE THEY WERE BACKLOGGED AND COULD NOT GET THAT SUPPLY TO US.
>> BUT IT'S CHEAPER TO GO WITH DE SOTO, THOUGH? OR I'M SORRY IS IT NOT CHEAPER TO GO WITH DE SOTO JANITORIAL
>> MAYBE I'M MISSING SOMETHING HERE.
SO THE PRICE THAT IS LISTED FOR $26,930 THAT IS NOT THEIR QUOTE?
>> WHAT IS THAT. >> FOR DE SOTO JANITORIAL SUPPLY
AT 26,930. >> NO, THAT IS WHAT WE SPENT
>> THIS IS WHAT WE'VE SPENT IN YEARS PAST.
SO A LOT OF WHAT YOU SEE WHERE WE SPENT WITH POLLACK THAT WILL BE GOING TO COMPLETE SUPPLY. AND LAST YEAR YOU HAVE SEEN A LITTLE BIT WITH COMPLETE SUPPLY WITH THEM COMING IN IN THE SPRING AND THROUGHOUT THE SUMMER.
NOW YOU WILL SEE THAT THAT COST SHIFTS TO COMPLETE SUPPLY NONE WITH POLLACK AND THEN WE MAY USE SOMETIMES WITH DE SOTO JANITORIAL SUPPLY IT DEPENDS WHAT IT IS WE'RE NEEDING AND HOW FAST THEY NEED IT. THEY ARE RIGHT ACROSS THE
HIGHWAY FROM US. >> I UNDERSTAND I'M TRYING TO JUST UNDERSTAND THE COSTS AS IT RELATES TO BECAUSE THAT IS A MAJOR LEAP FROM 26,000 TO 50,000.
AND YOU'RE STATING THIS IS PRETTY MUCH THE ONLY QUOTE THAT
YOU GOT WAS COMPLETE SUPPLY? >> NO, WHAT I'M SAY SOMETHING RIGHT NOW, BEFORE I GOT HERE, THOSE ARE ALL OF OUR DISPENSERS IN THE DISTRICT EVERYWHERE THROUGHOUT THE DISTRICT HAS THOSE DISPENSERS. AND THEY ARE THE ONES THAT SUPPLY FOR THOSE DISPENSERS. IF I GOT TOILET PAPER OR PAPER TOWELS FROM ANYWHERE ELSE THEY WOULDN'T FIT IN THOSE DISPENSERS. BUT I WILL BE RESEARCHING THIS FURTHER NEXT YEAR IN THE SPRING TO SEE IF THERE IS ANYMORE COST EFFICIENT SUPPLIES OR DISPENSER OUT THERE FOR US.
>> BUT RIGHT NOW YOU'RE ASKING US TO GO WITH COMPLETE SUPPLY
UNTIL YOU DO THAT? >> YES, BECAUSE WE HAVE ALL THE
DISPENSERS IN PLACE RIGHT NOW. >> COMPLETE SUPPLY DISPENSERS.
ANY OTHER QUESTIONS FOR MR. OSTER.
THIS IS AN ACTION ITEM IS THERE A MOTION?
>> I MOVE THAT WE APPROVE TO PURCHASE DISCUSS TOTIAL SUPPLIES
AS PRESENTED. >> I HAVE A MOTION BY MR. JONES AND A SECOND BY MR. SMITH TO POSSIBLY APPROVE THE PURCHASE OF USING COMPLETE CUSTODIAL SUPPLY NOT TO EXCEED THE AMOUNT OF $355,000. ANY OTHER DISCUSSION FROM THE
BOARD? >> HEARING NONE I WILL CALL FOR THE VOTE. STEPHENSON.
>> YES. >> MYSELF ON A YES MOTION.
[11B. Discussion and possible approval of Universal Student Badges (G2, G3) - Roger Oster, Presenter]
>> THIS TIME WE'LL MOVE ON TO THE NEXT ACTION ITEM DISCUSSION OF THE POSSIBLE APPROVAL OF UNIVERSE TALL STUDENT BADGES.
>> AS PROMISED THE BOARD I SHARED WITH YOU IN OCTOBER WE WOULD BE REVISITING THIS. AND TODAY OR TONIGHT MR. OSTER WILL PRESENT THAT INFORMATION TO YOU AN OVERVIEW OF THE UNIVERSE TALL BADGE SYSTEMS THAT WE WERE PAUSED ON OVER THE SUMMER BECAUSE LACKING OF INFORMATION. SO I WANTED TO MAKE SURE THAT YOU GET THAT INFORMATION TONIGHT AS WE CONTINUE TO MOVE FORWARD
TOWARDS A UNIVERSAL BADGE. >> I'M HERE AGAIN TONIGHT FOR THE RECOMMENDATIONS TO PURCHASE UNIVERSAL STUDENT BADGES.
IT'S ONE CARD. IT IS A MULTIPURPOSE STUDENT ID CARD FOR ALL DISTRICT SYSTEMS. STUDENTS WILL SCAN THEIR BADGES
[01:50:01]
GETTING ON AND OFF OUR BUSES, ALLOWING OUR NEW TRANSPORTATION SOFTWARE TO HELP PARENTS KEEP TRACK OF THEIR CHILDREN'S WHEREABOUTS. AND GIVE UPDATES 0 AND BUS DELAYS. STUDENT ALSO USE THE SAME ID TO CHECK OUT BOOKS FROM THE LIBRARY AND GET BREAKFAST AND LUNCH EVERYDAY. CI SOLUTIONS PROVIDED THE DISTRICT A GREAT PRODUCTION PROCESS TO INSURE A SUCCESSFUL START USING UNIVERSAL STUDENT BADGES.WHEN OUR STUDENTS ARE BEING ISSUED BADGES THEY WILL RECEIVE A BADGE HOLDER AND A SAFETY BREAK AWAY LANYARD.
HERE IS AN EXAMPLE OF OUR CUSTOM PREPRINT DISTRICT BADGES.
HERE IS AN EXAMPLE OF THE FINISHED BADGE.
I'VE INCLUDED HERE A BREAKDOWN FOR 9,000 BADGES GIVING US ENOUGH TO PERFORM A TEST RUN ON AN ELEMENTARY PUSS THIS -- CAMPUS SPRING LEAVING US STOCK FOR THE 2023-24 SCHOOL YEAR.
THIS IS OUR STUDENT BADGES PROJECT TIMELINE.
WE'RE CURRENTLY ON STEP TWO. AND WE'RE STILL COMPLETING STEP ONE. STEP ONE WILL BE COMPLETED IN FEBRUARY. ALL THE EQUIPMENT AND TRAINING NECESSARY FOR THE TRANSPORTATION DEPARTMENT.
THIS WASN'T BROUGHT FORWARD IN THE PAST BECAUSE OF INFRASTRUCTURE THIS IS CRITICAL INFRASTRUCTURE THAT NEEDS TO BE PUT IN PLACE FOR THE BADGES TO WORK.
CI SOLUTIONS HAS BEEN IN BUSINESS FOR 28 YEARS PROVIDING SCHOOL SUPPORT FOR 25 YEARS. THEY ARE ALSO ATIVES VENDOR.
DISPLAYED ARE FEW OF MANY REFERENCES CI SOLUTIONS PARTNERED WITH TO PROVIDE UNIVERSAL STUDENT BADGES.
THE DISTRICT RESPECTFULLY RECOMMENDS BOARD APPROVAL AT A COST OF $35♪ 790.
$20115,790. >> I HAVE A I HAVE A QUESTION. ACTUALLY I E-MAILED MY QUESTIONS TO THE SUPERINTENDENT SO WHAT I WILL DO IS I WILL THAT WAS OVER A MONTH AGO. I WILL WAIT FOR A RESPONSE FROM THEM. AS FAR AS THE COMPANY IS CONCERNED, CI SOLUTIONS, AS FAR AS CI SOLUTIONS, ARE THEY BEING USED LOCALLY? BECAUSE LIKE THE INFORMATION THAT IS BEING PROVIDED IS IN OTHER STATES ARE YOU AWARE OF
ANY ONE USING IT LOCALLY? >> WE HAVE BEEN USING THEM FOR A
NUMBER OF YEARS. >> THIS IS THE SAME COMPANY WE
HAVE BEEN USING? >> YES, THEY PROVIDE SUPPORT FOR
>> THIS WILL BE A DIFFERENT BADGE SYSTEM THAT HAS AN RFDI CHIP LIKE OUR STAFF BADGES THAT ENTIRE THE DOORWAYS THIS WILL BE TO CHECK IN ON THE BUS AND RFID BADGE WILL BE THAT BACK HERE, THE BARCODE WILL BE FOR CHECK IN LIBRARY BOOKS AND CHECKING OUT
LUNCH AND BREAKFAST. >> NOW, I UNDERSTAND THAT WE WERE THERE WAS AN APPROVAL A YEAR, TWO YEARS AGO S. THIS THE SAME COMPANY THAT THERE WAS -- ARE YOU FAMILIAR WITH THAT?
>> I DON'T BELIEVE SO. >> SUPERINTENDENT ARE YOU FAMILIAR WITH THE COMPANY, AS FAR AS THE COMPANY IS CONCERNED, IS THIS THE SAME COMPANY THAT WAS IN QUESTION THAT WAS
APPROVED I GUESS A YEAR AGO? >> IT'S THE SAME COMPANY.
IT WAS THE INFRASTRUCTURE THAT WE WERE MISSING AND LACKING THAT WE DID NOT HAVE IN PLACE. THE BADGES WERE NEVER NECESSARILY AN ISSUE. IT WAS THE INFRASTRUCTURE ITSELF TO BE ABLE TO UTILIZE THE BADGES FOR THE SCANNING ON THE BUSES AND THE SCANNING FOR THE LUNCHES.
WE ARE BEING GETTING THOSE THINGS IN PLACE SO WE CAN GET THE BADGES THE BADGES MR. OSTER ELUDED TO WE HAVE BEEN UTILIZING THAT COMPANY FOR OTHER REASONS AND WE WILL CONTINUE WITH THEM. THE INFRASTRUCTURE WAS A MAJOR ISSUE WHY WE PULLED THE PLUG OVER THE SUMMER.
THOSE ARE THE THINGS THAT WERE NOT IN PLACE NO NEED TO HAVE A BADGE AND NOT HAVE SCANNERS OR FLUHR THAT WOULD WORK WITH IT.
THOSE ARE THE THINGS THAT ALLOWED US TO DO THIS FALL AND GOING FORWARD AND THE BADGES IS THAT ICING ON THE END WE DO NEED TO GET THE BADGES DONE. AND WE WILL START AT ONE OF OUR ELEMENTARY SCHOOLS TO GIVE A TEST RUN BEFORE WE FORMALLY LAUNCH THE WHOLE THING COME FALL.
IT WILL BE A TRACKER, FOR LUNCH, FOR ON THE BUSES SO I'M GLAD THEY DIDN'T HAVE IT FOR ME AS A KID WITH MY FAMILY.
BUT I'M GLAD WE WILL HAVE THIS OPPORTUNITY AND OPTION FOR OUR FAMILIES. READ THAT HOWEVER YOU WANT.
[01:55:01]
BUT WE'LL HAVE IT FOR OUR KIDS AND OUR FAMILIES TO TRACK OUR STUDENTS. NOT ONLY THAT THEY ARE EATING LUNCH AND THEY ARE ON THE BUS OR OFF THE BUS OR HOWEVER THATGOES. >> CAN I MAKE A COMMENT?
>> BEAR WITH ME A MOMENT. I WANT TO ASK ANOTHER QUESTION.
WHEN IT WAS INITIALLY APPROVED, THERE WAS NO PAYMENT MADE TO THEM WHATSOEVER? SO THE CONTRACT OF THE APPROVAL WAS WITHDRAWN AND WE CONTINUE AS IS UNTIL THIS NEW UPDATE?
>> THERE HAVE BEEN A FEW PHASES OF THIS PUTTING INTO PLACE THE MAJOR ISSUE WE NOTICED THIS SUMMER TRYING TO GET READY FOR THE BADGES IS KNOWING WE DID NOT HAVE THE INFRASTRUCTURE IN PLACE. THOSE THINGS WERE THE BIG PIECE THAT MADE US PUT THE BRAKES ON THE PROJECT.
THE BADGES WERE NOT AN ISSUE THEMSELVES WHICH IS WHAT YOU'RE SEEING HERE IT WAS THE SCANNERS THAT GOES WITH THAT THAT YES THERE WAS AN ASK I THINK BACK LAST FALL SOMETIME I BELIEVE OR SPRING. AS TO GETTING APPROVAL ON THOSE.
AND ALTHOUGH THE BOARD WENT FORWARD WITH APPROVING KNOWS SOME OF THE CONTRACTS WERE NOT VETTED PROPERLY, ET CETERA I'M INCLINED AS SUPERINTENDENT TO MAKE SURE THAT YOU ARE ALL NOT PUT IN THE PREDICAMENT I PULLED THE PLUG AS I SHARED WITH YOU IN OCTOBER THE QUESTIONS REGARDING THE BADGES.
WE WERE TALKING ABOUT TWO DIFFERENT BADGES UNTIL WE GOT ON
THE SAME PAGE. >> ANY OTHER QUESTIONS?
>> I KNOW YOU SAID YOU HAD QUESTIONS THAT YOU SENT TO DR.
PERERA, CONSIDERING THIS IS A VOTE, IF YOU REMEMBER THOSE QUESTIONS THIS MAYBE A GOOD TIME TO GET THOSE ANSWERED.
[INAUDIBLE] >> BUT ARE THEY FOR DR. PERERA OR SOMETHING MR. OSTER CAN ANSWER? WE WANT TO MAKE SURE YOU'RE COMFORTABLE WITH YOUR VOTE AND YOU DON'T HAVE TO ABSTAIN. ANY BOARD MEMBERS WITH QUESTIONS
OR CONCERNS? >> I HAVE A REQUEST MADAM PRESIDENT THANK YOU TO MR. OSTER OR -- I DON'T KNOW WHO CAN DO THIS FOR US AS A BOARD.
BUT THIS IS IN OUR WHEN WE GO ON AND LOOK ON-LINE FOR OUR SUPPORTING DOCUMENTATION, THE PRESIDENT, BUT I WANT TO ASK SOMETHING SPECIAL IF IT COULD BE.
IF PERHAPS WE CAN HAVE A FILE DESIGNATED JUST AN ONGOING FILE THAT NOT TOO MUCH TROUBLE IF IT'S TOO MUCH TROUBLE LET'S NOT TALK TO TECHNOLOGY. BUT I THINK BEFORE A BOARD MEMBER LISTS ALL OF THESE QUESTIONS THAT THEY CAN GO BACK AND REVIEW. WHAT IS ON THE SCREEN NOW, THIS WILL BE VERY IMPORTANT. I GUARANTEE YOU BY JANUARY, FEBRUARY, MARCH, THIS SAME QUESTION ON WHEN THESE BADGES ARE GOING TO BE DONE AND THE TIMELINE IS RIGHT HERE.
IF WE COULD JUST GET IT IN HAND, GO BACK AND REFER TO IT, IT WILL ANSWER OUR QUESTIONS. BECAUSE INFORMATION FROM ME AS A BOARD MEMBER, I TRULY UNDERSTAND WHAT YOU ALL GO THROUGH DAY-TO-DAY OPERATIONS. AND IF WE CAN YOU KNOW, HELP OUR COLLEAGUES ON THE BOARD JUST DO A LITTLE RESEARCH, BECAUSE I KNOW WAY BACK I USED TO CALL DIFFERENT DISTRICTS AND SAY, HEY DO YOU DO THIS AND THAT? AND THEN I GET THE INFORMATION AND THEN BY THE TIME IT'S PRESENTED I HAVE A LITTLE OUTLET. DOES THAT MAKE SENSE TO ANYBODY IF WE COULD GET SOMETHING SPECIAL FOR BOARD MEMBERS THAT WHEN THEY HAVE A CONCERN OR ISSUE THEY CAN GO BACK AND REFER
TO THAT ONE. >> I CAN ANSWER THAT REMEMBER WE HAVE THE SPREAD SHEET THAT TRACKS FOR US FOR COMPLETED PROJECTS AND WHERE THEY ARE THE BOARD DOES HAVE ACCESS TO.
WE DO HAVE SOMETHING LIKE THAT IN PLACE FOR US.
>> OK. SO MAYBE SOMEONE CAN KIND OF LIKE UPDATE EACH BOARD MEMBER TO WHERE IT IS AND THEN THE QUESTIONS WILL BE IDENTIFIED A LITTLE BIT.
>> IT IS IN YOUR WEEKLY NEWSLETTER THERE IS A LINK IN THERE. I THINK IT WAS A SUGGESTION OF TRUSTEE JONES LAST YEAR TO MAKE SURE WE KEEP TRACK OF ALL THE THINGS WE APPROVED THE DOCUMENTS IT IS THERE.
AND MS. BROWN DOES KEEP TRACK OF THAT FOR THE BOARD.
IT IS IN YOUR WEEKLY NEWSLETTER. >> THANK YOU.
I JUST WANT TO MAKE SURE BECAUSE THIS IS GOING TO COME UP AGAIN.
>> THANK YOU. MR. SMITH DID YOU HAVE
ACTUALLY I WANTED TO MAKE MENTION WHAT I ELUDED TO.
I WAS TRYING TO SING THE PRAISES EARLIER AND SOME OF THESE ISSUES COMING UP RIGHT NOW ARE DIRECT RESULT OF YOUR PREDECESSOR OUR PROCESSES THAT WE DID NOT HAVE IN PLACE BEFORE.
IF YOU WERE HERE BEFORE, A LOT OF THE SAME QUESTIONS WE'RE
[02:00:01]
HAVING RIGHT NOW CAME UP. AND WE WERE LED TO BELIEVE THAT THINGS WERE IN PLACE AND TO BE HONEST THEY WEREN'T.AND WE'RE HAVING TO ADDRESS. AND I PERSONALLY THINK WE ARE DOING A GREAT JOB OF ADJUSTING. I APPRECIATE THE EFFORT YOU PUT
FORTH IN MAKING THAT HAPPEN. >> THANK YOU, SIR.
MY TEAM IS A BIG HELP. >> BOARD THIS IS AN ACTION ITEM.
>> IF I COULD. I PULLED A PREVIOUS ITEM THAT WE HAD IT WAS MARCH 29TH, 2022. WHEN WE BROUGHT THIS AND IT WAS AN ACTION ITEM REQUIRE NEW GPS TRACKING SYSTEM.
AND AGAIN IT'S BEEN STATED IT WAS PUT ON HOLD FOR INFRASTRUCTURE REASONS AND THE COST THEN WAS QUITE A BIT.
DID WE PAY ANY OF THAT MONEY OUT TO THIS COMPANY?
>> NO, SIR. THAT'S PART OF TRAVERSE SA AND TYLER TECHNOLOGIES. TYLER TECHNOLOGIES THEY BROUGHT FORWARD TO USE THEIR BADGES. WE'VE ALREADY ARE FAMILIAR WITH THE CI SOLUTION BADGES AND IT WAS A LITTLE CHEAPER COST.
SO THEY BROKE THAT AWAY FROM THAT PROJECT AND I BELIEVE THIS END OF THIS SPRING OR THE BEGINNING OF THE SUMMER I BROUGHT FORWARD THE TYLER TECHNOLOGIES TRAVERSE STUFF AND THEY JUST STARTED WITH THAT THIS STADIUM MER.
AND STARTED INSTALLING THAT EQUIPMENT.
>> ALL RIGHT THANK YOU VERY MUCH.
>> ALL RIGHT. BOARD THIS IS AFFORDABLE CARE
ACTION ITEM IS THERE A MOTION. >> MADAM PRESIDENT I WOULD LIKE TO MOVE THAT WE APPROVE THE UNIVERSAL STUDENT BADGES THAT
WAS PRESENTED. >> I HAVE A MOTION BY MS. MORRIS
IS THERE A SECOND? >> I SECOND.
>> HAVE A SECOND BY MR. SMITH. ANY DISCUSSION FROM THE BOARD?
>> HEARING NONE. MR. STEPHENSON.
[11C. Discussion and possible approval of roof restoration at Rosa Parks Elementary (G2, G3) - Roger Oster, Presenter]
MYSELF VOTING YES MOTION PASSES. NEXT IS DISCUSSION AND POSSIBLE APPROVAL OF ROOF RESTORATION AT ROSA PARKS ELEMENTARY.MR. OSTER YOUR SHOW AGAIN. >> ALL RIGHT THANK YOU.
I'M HERE AGAIN TONIGHT TO MAKE THE RECOMMENDATION FOR A ROOF RESTORATION AT ROSA PARKS ELEMENTARY.
ROSA PARKS ELEMENTARY ROOF HAS DEFICIENCIES A MAJOR BEING THE MEMBRANE AROUND THE ROOF'S PERIMETER AND THE DRAINS.
I WILL SHOW YOU PICK PICTURES. THIS IS THE AROUND THE PERIMETER OF THE BUILDING WHERE THE MEMBRANE IS PULLED WAY FROM THE EDGE. AND HERE IS AROUND THE DRAIN WHERE THE CAP SHEET HAS RIPPED APART AT THE SEAMS WHERE THEY ARE WELDED TOGETHER. FOUR QUOTES HAVE BEEN SOLICITED.
LOCALLY, LBK ROOFING HAD GREAT REFERENCES AND THE BEST QUOTE FOR SAVINGS TO CONTINUE MORE CAPITAL OUTLAY PROJECTS THROUGHOUT THE DISTRICT THIS SCHOOL YEAR.
AND IF THE WEATHER COOPERATES, LBK CAN START JANUARY 3 AND FINISH AROUND FEBRUARY 20TH. THE DISTRICT RECOMMENDS BOARD APPROVAL OF THE ROOF RESTORATION AT ROSA PARKS ELEMENTARY AT A COST NOT TO EXCEED $935,889. AND THIS DOES GET A 20-YEAR WARRANTY AND AT THE END OF THE 20 YEARS IF THE ROOF IS STILL IN GOOD CONDITION WITH THIS PRODUCT THEY LAID DOWN YOU CAN POWER WASH THE ROOF AND RECOAT IT TO EXTEND YOUR WARRANTY.
AND AS EVALUATING ALL THE ROOFS THIS WAS TOP PRIORITY FOR THE ROOFS. ANY QUESTIONS?
>> ANY QUESTIONS? >> I HAVE A QUESTION.
>> MR. CLEWIS. >> MY FIRST QUESTION IS GOING TO BE THERE IS AN ESTIMATE SO WHICH COST ARE WE LOOKING AT THE 935 -- 38 WHATEVER THAT NUMBER.
OR THE 494,000? >> THESE ARE THE ONLY QUOTES FOR THIS TYPE OF ROOF HERE. THAT IS PROJECTED ON HERE.
YOU MAY HAVE BEEN LOOKING AT A DRAFT I HAD BEFORE THAT WAS A DIFFERENT STYLE OF ROOF. THAT WAS JUST A BAND-AID TYPE ROOF. REALLY WHERE THEY LEAVE ALL THE GRAVEL THERE THEY PUT JIT BOARD OVER THE TOP AND LAY ANOTHER MEMBRANE AND THEN LATER ON IN THE FUTURE IF YOU HAVE ISSUES WITH THAT ROOF AND YOU NEED TO REPLACE IT YOU HAVE TO REMOVE THAT TOP ROOF, THE ROOF BELOW IT AND GO ALL THE WAY DOWN TO THE
[02:05:04]
DECK WHICH WOULD COST US A LOT MORE IN THE LONG-RUN AND IT'S MADE OUT OF PVC AND YOU KNOW YOU STICK A PIECE OF PVC PIPE IN YOUR BACKYARD AND LEAVE IT THERE A COUPLE YEARS AND IT GOES THROUGH THE SUMMER AND THE WINTER AND KICK IT, IT WILL PROBABLY SHATTER. THAT ROOF BEING MADE OUT OF THAT THAT IS WHY IT'S SO MUCH CHEAPER.THIS ONE HAD THE BEST REVIEWS AROUND AND YOU GET TO EXTEND YOUR WARRANTY AT THE END IF YOU HAVE NO ISSUES.
>> SO I DO HAVE A STATEMENT ON LAST NIGHT, I DID VISIT THEIR WEBSITE AND I'M NOT PARTICULARLY THRILLED WITH THE LACK OF DIVERSITY THAT I SEE. WHEN I THINK THAT IS SOMETHING WE SHOULD KEEP IN MIND GOING FORWARD.
>> YES, SIR. WAS THAT WITH THE LBK ROOFING OR THE TYPE OF PRODUCT THAT IS BEING LAID?
>> IT WAS GENERALLY I VISITED THEIR WEBSITE TO GET AN IDEA OF SOME OF THE FACES OF THE COMPANY.
I WILL ASK ABOUT THAT. >> I HAD A QUICK QUESTION.
>> MR. SMITH. >> SO THIS MAY PREDATE YOUR TIME BUT CAN YOU TELL ME ROUGHLY WHEN THAT OLD ROOF WAS INSTALLED?
>> WAY BACK. >> I HAVE NO CLUE.
>> THE ORIGINAL ROOF? >> NO CLUE ABOUT THAT.
I CAN FIND OUT FOR YOU. I DO KNOW THAT WE DO HAVE BRAND NEW UNITS SITTING ON TOP AND THEY WENT FROM BEING RESIDENTIAL SPLIT SYSTEM UNITS TO BEING ROOFTOP UNITS.
AND THAT THIS ROOF WILL BE A LOT MORE ENERGY EFFICIENT THAN THE
CURRENT ROOF THAT WE HAVE NOW. >> ROUGHLY, HOW DOES THIS COMPARE TO A STEAL ROOF, ROUGHLY, ROUGHLY?
>> WHAT THE STEAL ROOF YOU WOULD NEED -- STEEL ROOF YOU WOULD NEED IT IS A HARD COMPARISON TO MAKE WITH THE STEEL ROOF. A LOT OF THE STEEL ROOFS THEY
NEED SLOPES YOU HAVE A FLAT. >> THEY DO.
THEY DO. AND THAT REQUIRES ALMOST A COMPLETE REBUILD OF THE ROOFING AND THE SUPPORTING SYSTEM I WAS ASKING IN ■CASEYOU HAVEROUGH NUMBERS FLOATING AROUND.
>> I DON'T. I CHECKED ON DATA JIT BOARD SYSTEM WITH THE CAP AND THEN THIS ALPHA PRODUCT THAT WE WILL
BE USING HERE FOR ROSA PARKS. >> OK.
I WILL BE QUICK. SO WE'VE HAD SOME OTHER ROOFING ISSUES IN THE PAST WOULD YOU SAY -- I'M ASKING TO FIND OUT THE WORKMANSHIP INSTALLED IN THE PAST WOULD YOU SAY THAT SOME OF OUR PAST ISSUES ARE INSTALLATION
RELATED OR ALL OLD ROOFS? >> I WOULD.
I WOULD SAY OVER AT ROLLING HILLS WAS THE INSTALLATION ISSUE: YOU COULD SEE WHERE THEY HAD THEIR NAIL GUN TURNED UP TOO HIGH. THEY HAVE SHINGLES THERE.
AND THEY HAD JUST SHINGLE ROOF AREA WHERE THEY HAD THE NAIL GUN RAMPED UP TOO HIGH AND IT WENT THROUGH THE IT BROKE TOO FAR DOWN AND THAT IS WHAT IS CAUSING THE LEAKS THERE.
>> AND HAVING SAID THAT THAT IS NOT THE COMPANY WE'RE TALKING
>> I'M GOOD THANK YOU. >> MADAM PRESIDENT.
THANK YOU VERY MUCH. I WANT TO THEY SAY ECHO WHAT TRUSTEE SMITH IT WAS YEARS BACK, WE HAD SEVERAL ROOFS ONE THAT YOU CAN ACKNOWLEDGE THE BOARD THAT WAS AFTER ME IN 2010 THAT CAME IN AND JUST REDID BECAUSE THERE WAS NOT JUST A ROSA PARKS, THERE WAS A LOT OF SCHOOLS THAT IN THE PAST ADMINISTRATION JUST DID BAND-AIDS BECAUSE I GUESS, BECAUSE FEASIBILITY OR MOVING THE MONEY. BUT I WANT TO CAUTION THE BOARD IN HOW WE LOOK AT THIS. BECAUSE WE ARE AN INTENSITY THAT ONLY SURVIVES ON FEDERAL AND STATE FUNDING.
IS THAT WE WANT TO GIVE EVERYONE THE BUSINESS, BUT WE HAVE TO BE CAREFUL ON HOW THESE BIDS GO OUT AND NOT JUDGE THE INDIVIDUALS OF WHAT YOU SEE. BECAUSE WE HAVE TO BE FAIR TO EVERYBODY. THAT'S THE BUSINESS OF HOW WE GET FUNDING IN OUR DISTRICT. SO I JUST WANT TO BE CAUTIONED THAT WE LET YOU ALL DO THAT BIDDING ON THIS THESE ROOFS.
BECAUSE THAT'S THE WAY THAT PROCESS HAS TO GO PRACTICALLY A BOARD SHOULD NOT KNOW ANYTHING ABOUT THE COMPANIES BEFORE IT IS
[02:10:03]
CHOSEN BY YOUR COMMITTEE. BUT BACK AGAIN WITH MR. SMITH, TRUSTEE SMITH, YOU ARE CORRECT. THESE ARE OLD THINGS THAT WAS WHEN I WAS BACK ON THE BOARD BACK IN THE EARLY 2000'S ROSA PARKS HAD PROBLEMS WAY BACK. SO I CAN SEE TEARING THAT DOWN AND PUTTING IT RIGHT DOING IT RIGHT.FOR NOW, FOR COST EFFICIENCY. AND HOPEFULLY OUR OTHER SCHOOLS OUTSIDE OF THAT JD HALL THAT IS WHERE WE NEED TO LOOK AT THOSE INDIVIDUALS AND STUDENTS THERE, TOO.
BECAUSE WE DON'T ONLY HAVE ROOF PROBLEM WE GOT PROBLEMS PERIOD, WHAT CONDUCIVE FOR TERNE LEARNING FOR OUR CHILDREN.
THANK YOU VERY MUCH FOR WHAT YOU ARE DOING AND HOW YOU ARE LOOKING AT THIS AND RECEIVING THIS TO BRING TO US.
>> WE CHANGED HVAC SYSTEMS ON ROSA PARKS.
WOULDN'T IT HAVE MADE MORE SENSE TO DO THE ROOF FIRST?
BUT NOW THAT THE PENETRATIONS HAVE ALREADY BEEN MADE GOING FROM WHAT THEY HAD A RESIDENTIAL THEY HAD A FEW COPPER LINES GOING TO THE INDOOR UNIT THAT SIT ABOVE THE CEILING GRID AND THEY WENT AHEAD AND PUT THOSE PENETRATIONS IN FOR BIG ROOFTOP UNITS TO SIT IN. AND IT WOULD HAVE BEEN NICE DURING THE SUMMER TO DO THAT AND THEN MAKE THOSE PENETRATIONS RIGHT BEFORE THEY LAID THIS KIND OF ROOF.
BUT I WASN'T HERE FOR THAT. >> VERY QUICKLY.
WHAT IS THE DIFFERENCE IN COST BETWEEN THIS AND A NEW ROOF?
>> BETWEEN THIS IS A NEW ROOF. >> THIS IS COMPLETELY NEW?
>> WELL IT IS A RESTORATION. WHAT THEY DO IS THEY SPUT ALL THE ROCK AWAY FROM IT AND MAKE SURE IT'S SOUND AND THEY'VE DONE A CORE TEST AND DONE AN INFRARED SCAN ON IT AND MAKE SURE THAT EVERYTHING IS DRY INSIDE. AND THEN WHAT THEY WILL DO IS POUR THAL FROM GRADE ON IT AND IT WILL BE INTO FOUR COATS AND IT IS A RUBBERIZED SILICON TOP ROOF AND THEY GO FOR THE EDGE CAP AROUND IT AND IT ROLL IT OUT AND EVERYTHING.
>> THIS IS A LOT BETTER WARRANTY THAN WE GOT FOR PLEASANT RUN.
>> YES. >> NOT THE SAME COMPANY.
>> NO, IT'S NOT. >> NO, IT'S NOT.
>> THANK YOU. >> YOU DONE? MR. JONES DO YOU HAVE SOMETHING? ANY OTHER QUESTIONS FROM THE BOARD COMMENTS HEARING NONE THIS IS AFFORDABLE CARE ACTION ITEM BOARD IS THERE A MOTION.
>> YES, [INAUDIBLE] RESTORATION.
[INAUDIBLE] HAVE A MOTION BY MS. MORRIS WAS THAT YOU MR. CLEWIS SECONDED BY MR. CLEWIS TO APPROVE THE ROOF RESTORATION USING LBK ROOFING NOT TO EXCEED $93 5,899.
ANY OTHER DISCUSSION. I WILL CALL FOR A VOTE.
MYSELF ON A MOTHS PASSES. THE MOTION PASSES.
[11D. Dicussion and possible action on High Tech High Heels STEAM Grant - Dr. Angie Knight and Latasha Murry, Presenters]
OK. NEXT ACTION ITEM IS DISCUSSION AND POSSIBLE ACTION ON HIGH TECH HIGH HEAL STEAM GRID.DR. PERERA. >> YES, I WILL CALL FORWARD DR. KNIGHT TO SHARE THAT INFORMATION AND ARE YOU PRESENTING AS WELL? YOUR NAME IS HERE AS WELL.
>> GOOD EVENING MADAM PRESIDENT AND ESTEEMED TRUSTEES AND DR.
PERERA I'M HERE SEEKING APPROVAL FOR AN OFFICIAL PARTNERSHIP THIS IS NOT A NEW PARTNERSHIP WE WANT TO MAKE IT OFFICIAL WITH HIGH TECH HIGH HEALS. HIGH-TECH HIGH HEALS IS A 501C3 ORGANIZATION AND THE TOYOTA U.S.A. FOUNDATION INITIATIVE IS FOCUSED ON BOLSTERING STUDENTS' ENGAGEMENT, SUCCESS AND PERSISTENCE IN STEAM EDUCATION. HIGH-TECH HIGH HEALS SELECTED LANCASTER ISD AS A DISTRICT OF CHOICE IN SPRING OF 2022.

THE GOALS WE'VE ESTABLISHED WITH HIGH-TECH HIGH HEALS ALIGN TO THE BOARD GOALS IN THE DISTRICT IMPROVEMENT PLAN SPECIFICALLY GOAL ONE, WHICH IS PROVIDING WORLD CLASS TEACHING AND LEARNING EXPERIENCES.IN ADDITION TO PERFORMANCE FIVE STEAM INITIATIVES AND PROGRAMS. HIGH-TECH HIGH HEAL PARTNERSHIP WILL SUPPORT THE DISTRICT'S BOARD GOALS AND STEAM VISION. THE LAND LANCASTER STRUCTURE SETS THE EXPECTATION THAT WHEN STUDENTS GRADUATE FROM HIGH SCHOOL THEY WILL LEAVE OUR SCHOOL SYSTEM STEAM LITERATE WITH THE STRONG FOUNDATION IN SCIENCE, TECHNOLOGY, ENGINEERING THE ARTS AND MATH. AND WITH THE SKILLS NECESSARY TO SUCCEED AT ANY COLLEGE, CAREER OR THE MILITARY.
OUR OBJECTIVE IS TO ESTABLISH STRATEGIC ALLIANCES AND POWERFUL PARTNERSHIPS WITH PARENTS, THE BUSINESS COMMUNITY, AND HIGHER EDUCATION INSTITUTIONS TO INSURE STAFF AND STUDENTS HAVE ACCESS TO AUTHENTIC STEAM EXPERIENCES. THIS PARTNERSHIP WILL PROVIDE FUNDING FOR AFTER SCHOOL ALL-STARS.

I WOULD BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE AND ALSO WE ARE LUCKY TO HAVE TWO MEMBERS OF THE HIGH-TECH HIGH HEAL BOARD OF DIRECTORS IN THE AUDIENCE TONIGHT.
LISA GILL AND LINDA ANTON AND THEY WOULD LOVE TO ANSWER ANY QUESTIONS THAT YOU ALL MIGHT HAVE.
>> THANK YOU BOARD ANY QUESTIONS.
>> I WOULD LIKE TO SAY THANK YOU.
BOARD AFFORDABLE CARE ACTION ITEM IS THERE A MOTION?
>> I MOVE THAT WE APPROVE HIGH-TECH HIGH HEALS STEAM GRANT
AND WE THANK YOU. >> IS THERE A SECOND?
I HAVE A SECOND BY MR. STEPHENSON.
A MOTION BY MR. JONES AND SECONDED BY MR. STEPHENSON TO TAKE ACTION ON ACCEPTING THE HIGH-TECH HIGH HEALS STEAM GRANT
[02:20:03]
ANY DISCUSSION FROM THE BOARD? >> I WOULD LIKE TO KNOW WHERE
DOES THE NAME COME FROM? >> HIGH-TECH HIGH HEALS WAS FORMED IN 2001 FROM THE GROUP OF SENIOR EXECUTIVE WOMEN AT TEXAS INSTRUMENTS. [INAUDIBLE] I CALL FOR THE VOTE. MR. STEPHENSON.
>> MYSELF I VOTE YES. THANK YOU FOR SUPPORTING OUR
[11E. Discussion and possible approval of Varsity Tutors contract (G1, G4) - Patonia Bell, Presenter]
STUDENTS. MOVE ON TO THE NEXT ACTION ITEM DISCUSSION AND POSSIBLE APPROVAL OF VARSITY CONTRACT.>> THANK YOU. AS MS. BELL A REMINDER WE CANNOT DO THIS WORK ALONE WE DO HAVE PARTNERS LIKE HIGH-TECH HIGH HEELS AS WELL AS TOYOTA AND TI TO SUPPORT OUR STUDENTS AND THE TEACHERS IN THE CLASSROOM MS. BELL WILL SHARE INFORMATION
ABOUT OUR TUTORS PROGRAM. >> THERE DR. PERERA.
GOOD EVENING OUR DISTINGUISHED BOARD MEMBERS AND DR. PERERA.
THIS EVENING I WOULD LIKE TO GIVE YOU A VARSITY TUTORS UPDATE. AND THEN ALSO SEEK YOUR PERMISSION ON OUR CONTRACTUAL ARRANGEMENT WITH THIS ORGANIZATION. SO FOR STARTERS I WOULD LIKE TO SHARE SOME EMPIRICAL DATA REGARDING OUR VARSITY TUTOR PROGRAM. THIS CERTAINLY IS NOT A NEW PROGRAM TO LANCASTER ISD. WE HAD THIS PROGRAM IN HOUSE LAST YEAR. WE WORKED WITH GWC, PLEASANT RUN ELEMENTARY AND ROLLING HILLS ELEMENTARY.
SO THE DATA THAT SET THAT YOU ARE LOOKING AT WITH GWC WE HAD 30 STUDENTS WHO PARTICIPATED. THESE WERE STUDENTS WHO WERE PARTICIPATING WITH MATH, MATH IS THE SUBJECT WHERE THEY WERE HELPING US. SO 29 OF THOSE 30 STUDENTS ACTUALLY PASSED THE STAR SIXTH GRADE STAR ASSESSMENT.
BEING 97% OF THAT PARTICULAR GROUP.
AND THEN AS COMPARED TO THE COHORTS THROUGHOUT THE SIXTH GRADE COHORT 62% OF THE STUDENTS PASSED STAR AT THE SIXTH GRADE LEVEL. ALSO AT PRE, THEY HAD 25 STUDENTS WHO PARTICIPATED THE THIRD GRADE LEVEL AND THIRD GREAT MATH. 19 OF THOSE STUDENTS ACTUALLY PASSED THE STAR THIRD GRADE ASSESSMENT.
BEING 76% PASSING GRADE. AS COMPARED TO THEIR PEERS IN THIRD GRADE AT 65% PASSING. AND THEN LAST BUT NOT LEAST ROLLING HILLS HAD 13 STUDENTS WHO PARTICIPATED.
OF THOSE, 10% PASSED THE STAR THIRD GRADE MATH ASSESSMENT.
AT 77% PASSING. AND AS COMPARED AGAIN TO THE ENTIRE THIRD GRADE MATH APPROACHES WHICH IS 65% APPROACHES WITH MATH AT THIRD GRADE LEVEL.
SO I WANTED TO SHARE THAT DATA WITH YOU.
I THINK IT IS SIGNIFICANT AS WE'RE BRINGING THIS PROGRAM BACK AGAIN TO YOU TOYOTA IS GIVING US $125,000 FOR THIS PARTICULAR GRANT. THIS YEAR HOUSTON ELEMENTARY ROLLING HILLS PLEASANT RUN ELEMENTARY AND EARLY CAUSE WHAT PARTICIPATE. AND SO WE'RE LOOKING AT 75 STUDENTS PARTICIPATING THIS YEAR.
20 FOR HOUSTON, 20 ROLLING HILLS, 20 PLEASANT RUN AND 15 FOR EARLY COLLEGE. I WANTED TO MENTION THAT THIS IS RESEARCH BASED TUTORING CALLED HIGH DOSAGE TUTORING.
IT GIVES STUDENTS AN OPPORTUNITY TO WORK IN SMALL GROUPS WITH A ONE TO ONE TUTOR ON A ONE TO ONE SMALL GROUP SITUATION.
SO WE WOULD HAVE FIVE STUDENTS WORKING WITH ONE TUTOR.
THEY WOULD HAVE AN OPPORTUNITY TO WORK WITH THE TUTOR FOUR DAYS A WEEK. FOR STARTING WHEN WE GET BACK FROM CHRISTMAS BREAK IN JANUARY MID-JANUARY ON THROUGHOUT TO THE END OF THE YEAR. AND THEN THEY WILL BE COMING BACK AND WORKING WITH OUR STUDENTS AT THE BEGINNING OF NEXT YEAR BECAUSE THE GRANT THIS PROGRAM WILL BE FOR ONE YEAR LONG. SO ARE THERE ANY QUESTIONS? TONIGHT I WOULD LIKE TO ASK YOUR PERMISSION OR SEEK YOUR PERMISSION FOR US TO GO INTO THE CONTRACTUAL AGREEMENT WITH VARSITY TUTORS AND AGAIN THANK YOU TO TOYOTA FOR SUPPORTING
[02:25:01]
BOARD ANY QUESTIONS OR COMMENTS? HEARING NONE THIS IS ACT ANACTION ITEM IS THERE A MOTION. >> I MOVE THAT WE APPROVE THE
VARSITY TUTORS CONTRACT. >> I HAVE A MOTION BY MR.
JONES IS THERE A SECOND. >> SECOND.
>> SECOND BY MS. MORRIS. HAVE A MOTION TO APPROVE THE VARSITY TUTORS CONTRACT. ANY DISCUSSION FROM THE BOARD?
>> NO DISCUSSION I WANT TO MAKE A STATEMENT.
MANY MOONS AGO I SAT IN THE ROLE AS A TUTOR FOR SOME OF THE MATH STUDENTS AND KNOW THE IMPACT IT IS ON THE KIDS TO HAVE THAT ONE-ON-ONE INTERACTION AND THEY WILL BUILD THAT BOND IN THE AIR OF MATH. I APPLAUD THIS PARTICULAR PROGRAM AND LOOK FORWARD TO THE SUCCESS AND GOING AT 9 SOUR 7677 IT RAMPED UP TO $100, 100 AND 100 AND 100 AND 100 AND ANOTHER
SOME OF THE CAMPUSES WE HAVE. AGAIN THANK YOU.

[11F. Discussion and possible approval of service plan for district-wide camera surveillance (G2, G3, G4) - Jeffrey Williamson, Presenter]
NEXT ACTION ITEM IS DISCUSSION AND POSSIBLE APPROVAL OF SERVICE PLAN FOR DISTRICT WIDE CAMERA SURVEILLANCE.
I HAVE MR. WILLIAMSON WHO WILL PRESENT THAT INFORMATION TO THE BOARD AND REMEMBER, AGAIN IS THIS IS REGARDING OUR CAMERAS THAT ARE IN PLACE BUT A SERVICE PLAN TO MAINTAIN THE SERVICE.
>> YES, MA'AM. GOOD EVENING, EVERYBODY.
I COME TONIGHT TO SEEK APPROVAL TO PURCHASE A PLANS FOR KNIGHT SECURITY IN THE AMOUNT NOT TO EXCEED $88,000.
CURRENTLY WE HAVE 420 CAMERAS ON-LINE THAT MONITOR THE DISTRICT. WE WILL HAVE 40 COME ON-LINE AT THE END OF THE MONTH AS PHASE FOUR COMPLETES.
THE GOAL IS TO HAVE 578 CAMERAS ON-LINE AS PHASE FIVE AND SIX ARE COMPLETED. THIS PLAN IF APPROVED WOULD HELP US MAINTAIN THE INVESTMENT WE ARE MAKING IN UPDATING OUR CAMERA SYSTEM. I DO HAVE KEY FEATURES HIGHLIGHTED ON YOUR SCREEN. I WOULD LIKE TO TALK ABOUT TWO OF THEM THAT WILL BE A BIG BENEFIT.
ONE WOULD BE THE OUT OF WARRANTY THE REPAIR AND REPLACEMENT GUARANTEE. CURRENTLY IF WE HAVE ANY CAMERAS THAT ARE ANALOGUE AND DIGITAL WITH THIS PLAN IT WOULD BE REPLACED AT NO COST TO THE DISTRICT.
WE ASK AN AGGRESSIVE SERVICE LEVEL OF GUARANTEE FROM KNIGHT SECURITY AND THEY GUARANTEED IN A CAMERA GOES OFF LINE WITHIN TWO MINUTES IT WOULD BE TRIAGED IF THEY CANNOT GET THAT UP IN FOUR HOURS THEY WOULD DISPATCH A TECHNICIAN WHERE THE REMOTE PLAN COMES INTO EFFECT. I WILL TAKE ANY QUESTIONS.
>> BOARD ANY QUESTIONS, COMMENTS? HEARING NONE THIS IS AN ACTION ITEM IS THERE A MOTION? I MOVE WE APPROVE THE SERVICE PLAN FOR DISTRICT WIDE CAMERA
>> I HAVE A SECOND ABOUT BY MR. SMITH.
A MOTION BY MR. JONES AND SECONDED BY MR. SMITH FOR THE APPROVAL OF THE KNIGHT SECURITY FOR SERVICE DISTRICT WIDE CAMERA SURVEILLANCE NOT TO EXCEED $88,000.
ANY DISCUSSION FROM THE BOARD. I WILL CALL FOR THE VOTE.
>> YES. >> CLEWIS, MR. STEPHENSON.
MYSELF VOTING YES. MOTION PASSES.
[11G. Discussion and possible approval of an amendment to the Engage2Learn Contract for the 2022-2023 school year (G1, G3) - Dr. Cassandra Barker, Presenter]
THANK YOU. NEXT ACTION ITEM IS DISCUSSION AND POSSIBLE APPROVAL OF AN AMENDMENT OF THE ENGAGE TO LEARN CONTRACT FOR THE 2022-2023 SCHOOL YEAR.DR. PERERA. >> I WILL CALL FORWARD DR.
BARKER TO SHARE THAT INFORMATION WITH THE BORTD AND OUR
COMMUNITY. >> GOOD EVENING AGAIN MADAM BOARD PRESIDENT DISTINGUISHED BOARD MEMBERS SUPERINTENDENT DR. PERERA. HERE TO TALK TO YOU A LITTLE BIT ABOUT THE AMENDMENT TO THE ENGAGE TO LEARN CONTRACT.
I CAME TO YOU IN FEBRUARY 2022 ABOUT PARTNERING WITH ENGAGE USING DOLLARS TO PARTNER WITH ENGAGE TO LEARN TO BUILD A FRAMEWORK TO COACH OUR TEACHERS. HERE ON THE SCREEN YOU WILL SEE THE ENGAGE TO LEARN COACHING MODEL WHICH HAS FIVE DOMAINS.
WHAT WE'RE DOING WHEN WE WORK WITH THEM IS COMBINING THAT WITH OUR TIGERS DESIGN PROCESS. YOU HEARD TONIGHT THE POWER UP AMBASSADOR PROGRAM. WE USE ENGAGE TO LEARN TO TRAIN OUR TEACHERS ON SPECIAL ASSIGNMENT TO COACH THOSE WHO ARE PART OF THE POWER UP AMBASSADORS AND OTHER TEACHERS ON OUR CAMPUS. AND THIS IS AN EVIDENCE-BASED
[02:30:02]
COACHING SUPPORT. AS I SAID BACK IN FEBRUARY 2022, CODIFIED STANDARDS THESE IS PER PERSONALIZED PATHWAYS THEY SIT WITH A TEACHER AND TALK ABOUT WHAT TEACHERS WANT TO LEARN MORE ABOUT. I DID AND PLEASE EXCUSE ME FOR NOT MENTIONING IN MY OPENING THAT THE INITIAL CONTRACT WITH ENGAGE TO LEARN OR THE RENEWAL OF THE CONTRACT WAS PRESENTED TO YOU IN AUGUST. I DO WANT TO POINT OUT THAT IN AUGUST WE KNEW THAT WE HAD AS MANY NEW TEACHERS AS WE HAD THAT HAS INCREASED AS WE CONTINUE TO FILL OUR VACANCIES AND SO BECAUSE OF THAT, THAT IS THE REASON WHY WE NEED TO AMEND THE CONTRACT. SO THERE ARE -- THERE'S MORE NEWNESS THAT WE NECH TO COACH INTO THE LANCASTER WAY THAT WE'RE TRYING TO BUILD. HERE THIS IS SOME OF THE PROGRESS THAT WE'VE HAD SINCE AUGUST.AS YOU CAN SEE, IN THE TOP GRAPH, EVERY SESSION THAT OUR TEACHERS HAVE WITH THE COACHES, WE HAVE PROGRESS TOWARDS WHATEVER OUR GOALS ARE. YOU NOTICE IN SESSION ONE THERE'S NO PROGRESS. BECAUSE THERE'S THE PEOPLE BEING COACHED SOME FOLKS THAT THIS IS YEAR TWO FOR THEM.
BUT THE MAJORITY OF THEM THIS IS YEAR ONE WITH THEM FOR THE DISTRICT. SO THE NO PROGRESS THOSE ARE PEOPLE NEW TO THE PROCESS. AT THE BOTTOM YOU'LL SEE THE GOALS OR THE BEST PRACTICES MORE AND MORE AS THEY ARE INTRODUCED TO OUR TEACHERS THAT WE ARE FINDING EVIDENCE THAT THEY ARE USING THEM INTO THE CLASSROOM TO BECOME BETTER TEACHERS.
AND SO THE ORIGINAL CONTRACT THAT WE CAME TO YOU IN AUGUST WITH WAS $315,000. AND AS I MENTIONED BECAUSE WE HAVE MORE TEACHERS WHO ARE NEW TO THE PROCESS MORE NEW IN THE PROCESS ORIGINALLY WE PLANNED FOR 10TOSA'S NEW, HOWEVER WE HAVE 17 THAT ARE NEW. MANY OF OUR TOSA'S HAVE BEEN PROMOTED FROM THE CLASSROOM. AND ONCE YOU BECOME A COACH, YOUR JOB IS DIFFERENT FROM WHERE YOU ARE TEACHING CHILDREN NOW YOU ARE TEACHING ADULTS. AND SO THE DIFFERENT IN THE CONTRACT PRICE FOR US TO CONTINUE WITH THIS PROCESS WITH THE NEW TEACHERS, THE NEW TOSA'S INVOLVED THE DIFFERENCE IS $56,340. TO EXTEND THIS CONTRACT I AM RECOMMENDING THAT THE BOARD APPROVE THE CONTRACT AMENDMENT THAT INCLUDES THIS ADDITIONAL 56,340.
THIS IS TAKEN FROM OUR SR DOLLARS.
SO WITH THAT, I WILL TAKE ANY QUESTIONS YOU MIGHT HAVE.
>> BOARD ANY QUESTIONS? COMMENTS?
>> MADAM PRESIDENT I DO HAVE ONE.
YOU SAID IT WAS BUILDING A FRAMEWORK AT WHAT POINT WILL
THAT FRAMEWORK BE BUILT? >> THREE YEARS.
ONE OF THE THINGS THAT ENGAGE TO LEARN DOES IS THEY TRY TO WORK THEMSELVES OUT OF A JOB. WITHIN THE FRAMEWORK THE FIVE THINGS THAT YOU SEE IN THEIR COACHING MODEL THE GOAL SETTING REALITY CHECK, AUTOPSYIONS THE WILL EVIDENCE, WHEN I SAY THAT WE'RE BLENDING IT WITH THE TIGERS DESIGN PROCESS, THERE WILL BE THERE WILL NOT NECESSARILY BE THIS FIVE PENTAGON WOULD LOOK DIFFERENT IN THE LANCASTER WAY.
WHAT IT WILL BE WHEN WE TALK ABOUT THE TIGERS DESIGN PROCESS FOR ADULTS WE'LL START WITH THE GOAL SETTING THAT IS THE THINK AND IMAGINE PART. THE REALITY CHECK.
THE EVIDENCE WILL LOOK AROUND EXECUTING SHARE REFINE.
SO THE TIGERS DESIGN PROCESS WILL NOT JUST BE FOR OUR STUDENTS IT WILL BE HOW WE COACH OUR TEACHERS.
>> OK. RIGHT NOW WE'RE COMPLETING YEAR
ONE? >> WE HAVE COMPLETED YEAR ONE.
>> SO END OF THIS WILL BE IN YEAR TWO.
RIGHT. AND THEN WE WILL HAVE A FORMALIZED REMAPPING OR REDESIGN? FOR ADULTS, YES. WE SHOULD AT THE END OF YEAR
THANK YOU. >> THAT IS THE GOAL.
>> MR. STEPHENSON. >> HOW MANY TOSA'S 23.
EVERY CLASS LAST YEAR. EITHER WE HAVE PEOPLE MOVE INTO ADMINISTRATIVE ROLES, WE HAD SOME TO MOVE INTO ADMINISTRATIVE ROLES IN OTHER DISTRICTS. AND WE HAVE SOME TO BE HONEST WE MAY NOT HAVE BEEN EFFECTIVE. IF YOU'RE INEFFECTIVE WE HAVE TO FIND FOLKS WHO ARE EFFECTIVE AND COACH THEM UP TO WHAT WE NEED.
[02:35:05]
>> SO HOW MANY TOSA'S DO YOU HAVE THAT WEREN'T EFFECTIVE?
>> I WOULD HAVE TO GET BACK WITH YOU ON THAT.
>> THE REASON I'M ASKING THIS SEEMS LIKE AN AWFUL LOT OF MONEY AND HOW MUCH TOSA'S COST IN THE FIRST PLACE AND THE TRADE OFF PUTTING A TOSA IN A CLASSROOM AS A TEACHER IS IT WORTH IT?
>> I WOULD SAY YES. AND FOR ALL OF US IN ADMINISTRATION THERE'S ALWAYS THIS TRANSITION.
I WOULD SAY THAT MOST EVERYONE HERE WHO IS AN EDUCATOR WAS VERY, VERY STRONG [INAUDIBLE] WE DO WELL TEACHING TEACHERS.
IT'S TOUGH TO MAKE THAT TRANSITION.
I THINK IT'S WHEN YOU HAVE TO TEACH ADULTS.
AND SO THE STRATEGIES ARE DIFFERENT, THE SKILL IS DIFFERENT, THE LOOK FORS ARE DIFFERENT AND SO A LOT OF TIMES YOU JUST NEED TO BE COACHED TO LOOK AT IT DIFFERENTLY.
WHEN I SAY INEFFECTIVE THOSE FOLKS MAY HAVE BEEN AFFECTED AS A TEACHER. AND MAY HAVE GOTTEN LOTS OF RESULTS. IT'S HARD TO MAKE THAT TRANSITION TO COACH ADULTS. PEER PRINCIPAL? NEVER MIND. BUT MY POINT IS THIS...
YOU GO FROM CERTIFIED TEACHER TO A TOSA THAT IS GOING TO AN ADMINISTRATOR WHAT DO WE NEED ADMINISTRATORS OR TEACHERS?
CERTIFIED TEACHERS? >> WE PROBABLY CAN HAVE A LONG PHILOSOPHICAL CONVERSATION ABOUT WHERE I SEE EDUCATION GOING BUT THE REASON THAT I'M SAYING IS THAT WHERE WE'RE GOING WITH THE TEACHER SHORTAGE AND WHAT WE SEE WE'RE GOING TO GET TO THE POINT TO WHERE WE AS EDUCATORS THE CERTIFIED TEACHER WILL BE THE PERSON OUTSIDE OF THE CLASSROOM. SO I TALK ABOUT THE PET GOGY WE NEED TO GET REALLY GOOD WITH TEACHING ADULTS AND HELPING THEM TO TEACH TEACHERS. AND SO WITH THIS WHOLE IDEA THAT E GROW MODEL THE TIGERS DESIGN PROCESS I WOULD GO OUT AND SAY AND THERE IS A LOT OF RESEARCH THAT WOULD SUPPORT US, LANCASTER IS AHEAD OF THE CURVE. THERE ARE LOTS OF FOLKS STEPPING OUT OF THE CLASSROOM BUT NOT HAVING THE SUPPORT TO MAKE SURE THAT OUR TEACHERS AND STUDENTS HAVE WHAT THEY NEED.
SO WE COULD PROBABLY HAVE A LONG PHILOSOPHICAL CONVERSATION ABOUT WHICH ONE IS MOST IMPORTANT BUT WHAT I THINK WE'RE GOING TO START SEE SOMETHING MORE OF THE CERTIFIED INDIVIDUAL OUTSIDE OF THE CLASSROOM THAN IN THE CLASSROOM.
WE ARE AHEAD OF THE CURVE OF TRYING TO MAKE SURE THAT WE'RE READY WHEN THAT HAPPENS. AND TO BE HONEST, I THINK IN THE NEXT THREE YEARS WE'RE GOING TO SEE A LOT MORE OF WHAT WE'RE DOING THAN WHAT WE'VE TRADITIONALLY SEEN.
>> YOU KNOW, WE DID REALLY GOOD AT THE BEGINNING OF THE SCHOOL YEAR ON I MEAN, OUR CLASSROOMS WAS FILLING QUICK EVEN THOUGH WE HAD TO DO DIFFERENT PROGRAMS. BUT WE ARE ARE TRACKED.
NOW YOU HAVE BROUGHT THIS PROGRAM THAT WILL ENHANCE THOSE THAT ARE THERE TO MOVE THEM TO THE NEXT LEVEL.
IT'S GIVING THEM THE OPPORTUNITY OF SEEING THAT TUNNEL TO BE ABLE TO WORK WITH THEIR PEERS MORE. I LOVE IT.
I LIKE TO BE IN THAT PHILOSOPHICAL DISCUSSION.
>> I ALSO WANT TO ADD THAT FROM WHAT WE'RE DOING WITH ENGAGE TO LEARN WE'VE HAD REACH OUTS FROM ALL OVER THE STATE.
TA INCLUDED. SO THE GOVERNOR CALLED OUT ABOUT THIS HAVING A COMMITTEE WHERE THEY ARE LOOKING AT TEACHER RETENTION AND TRYING TO KEEP AND ATTRACT MORE TEACH NEARS THE PROFESSION BECAUSE OF THE TEACHER SHORTAGE.
I RECENTLY TALKED WITH CASTLE BERRY ABOUT ENGAGE TO LEARN AND THE THINGS WE'RE DOING. WE ARE REFERENCED NOT ONLY FROM ENGAGE TO LEARN BUT WE'VE HAD REACH OUTS FROM ALL OVER THE STATE TO TRY TO FIGURE OUTLOOK AT SOME OF THE INNOVATIVE THINGS THAT WE'RE DOING TO HELP THEM WITH THEIR TEACHER SHORTAGE.
AND I CALLED OUTCASTLE BURY THEY ARE SMALLER AND SOME OF THE PAIN POINTS ARE MORE PAINFUL THAN WHAT WE'RE EXPERIENCING.
I JUST CAN'T SAY ENOUGH I FEEL LIKE WE ARE AHEAD OF THE GAME AND TRYING TO PREPARE OURSELVES. THE TRAIN IS COMING.
WE SEE IT. WE JUST DON'T WANT THE TRAIN TO RUN OVER US. AND THE TRAIN IS COMING I MEAN
[02:40:02]
THE LACK OF QUALIFIED PEOPLE OUT THERE.LAST THING I WILL SAY ABOUT THIS ENGAGE TO LEARN MODEL I THINK THIS HELPS US TO SET A NONNEGOTIABLE ABOUT WHAT THE CLASSROOM EXPERIENCE IS GOING TO BE.
REGARDLESS OF WHO YOU ARE, WHENEVER YOU COME INTO OUR CLASSROOMS, IF YOU DON'T KNOW WHAT TO DO WE'RE GOING TO HELP YOU TO KNOW WHAT TO DO. BUT WE WANT TO MAKE SURE THAT ALL OF OUR STUDENTS ARE SUCCESSFUL.
>> JUST FOR CLARIFICATION. YOU STATED THAT YOU DON'T KNOW WHAT THE TURNOVER IS AT THIS POINT WHETHER IT BE FROM TO ADMINISTRATION OR TO LEAVING LISD.
>> HE ASKED HOW MANY WERE INEFFECTIVE AS FAR AS THE
TOSA'S. >> ARE YOU AWARE OF THE
>> TEACHERS, TOSA'S. >> THEY ARE GOING INTO THE PROGRAM AND THEY TURN AROUND AND ARE LEAVING THE SCHOOL OR GOING
INTO ANOTHER ADMINISTRATION. >> WE CAN PROBABLY GET WHO OUR RETENTION RATES ARE. AT I DON'T KNOW OFF THE TOP OF MY HEAD. BECAUSE ALL OF OUR TEACHERS IN SOME WAY BENEFIT FROM THIS. WE COACH THE TOSA'S.
THE TOSA'S COACH THE TEACHERS. IN SOME WAY FORM OR FASHION EVERYONE IS BEING IN THE BUILDING IS BEING TOUCHED BY THE PROGRAM. SO AS FAR AS FOR THE RETENTION RATE FOR SPECIFIC TEACHERS, I CAN WORK WITH DR. TAYLOR AND WE CAN GET THAT FOR YOU. WE CAN WORK THROUGH DR. PERERA
AND GET THAT FOR YOU. >> THAT IS USUALLY A YEARLY REPORT GIVEN BY HR. WE'LL MAKE SURE WE GET IT AT
THAT TIME. >> FOR THAT TURNOVER, IS IT ONCE THEY RECEIVE THIS TRAINING ARE THEY ABLE TO IMPLEMENT THIS BACK INTO OTHER TEACHERS WITH OTHER TEACHERS BACK INTO THE
CLASSROOM. >> AN EXAMPLE IS THEY MAY SIT AND SMALL GROUP INSTRUCTION THAT WE COACH AROUND.
AND SO THAT IS SOMETHING THAT IF YOU COME TO OUR CAMPUSES YOU WILL BE ABLE TO SEE SMALL GROUP INSTRUCTION.
JUST BECAUSE YOU TAKE A GROUP OF KIDS AND PUT THEM IN A SMALL GROUP THAT IS NOT NECESSARILY EFFECTIVE SMALL GROUP INSTRUCTION. THE PRACTICES ARE THERE.
I WILL SAY THAT WHENEVER WE EMBARKED ON PARTNERING WITH ENGAGE TO LEARN OR WHOMEVER WE WERE FOCUSED ON THE STUDENT EXPERIENCE. YES, THERE ARE SOME BENEFITS AROUND TEACHER RETENTION. AT THE END OF THE DAY WE WANT TO MAKE SURE THAT THE STUDENT EXPERIENCE IS ENRICHED.
OUR WHEN WE SET GOALS, WE DON'T HAVE WITH THIS WE COULD ADD TO IT MAYBE I WOULD HAVE TO TALK TO THEM.
OUR MEASURABLES ARE AROUND HOW OUR STUDENTS PERFORM ON MATH.
AND NOT NECESSARILY CONNECTED TO IF OUR TEACHERS ARE RETAINED.
SO I WE CAN WORK WITH DR. PERERA TO GET YOU ALL RETENTION NUMBERS. BUT THE RESEARCHER IN ME AND PEOPLE TELL YOU I AM A DATA GEEK WOULD PROBABLY CAUTION AROUND LOOKING AT OUR RETENTION NUMBERS AS IT RELATES TO ENGAGE TO LEARN BECAUSE IT IS NOT NECESSARILY WHAT THIS PARTICULAR PROGRAM WAS DESIGNED TO DO. SO I WOULD SAY THAT EVEN GIVING YOU THAT THAT WOULD BE INVALID DATA.
>> THE REASON I ASK IS BECAUSE WE ARE ASKING FOR AN INCREASE HOWEVER IF THEY ARE NOT RETAINED THEN --
>> THE OUTCOME IS NOT THE ADULT I SAID AT THE BEGINNING THE INDIVIDUAL. THE OUTCOME WE'RE LOOKING AT THE STUDENTS BUT AS OUR TRUSTEE JONES TALKED ABOUT WE ARE TRYING TO BUILD A FRAMEWORK. SO THE GOAL OF ENGAGE TO LEARN THEY WORKOUT OF A JOB THE LEAD BACK IS THE FRAMEWORK THAT REGARDLESS IF ENGAGE TO LEARN IS HERE OR NOT WE'RE ABLE TO COACH USE THE FRAMEWORK TO BUILDUP WHOMEVER THE TOSA'S ARE THOSE THAT ARE HERE RIGHT NOW, HAVE THE BENEFIT OF BEING A PART OF
BUILDING THAT FRAMEWORK. >> THANK YOU.
MAY I GIVE A LITTLE BIT OF A COMMENT.
I KNOW IN COMING TO LANCASTER ONE OF THE THINGS I KNOW THE BOARD CHARGED ME WITH DOING IS MAKING SURE WE HAVE OPPORTUNITIES FOR STAFF MEMBERS OUTSIDE OF BEING CLASSROOM TEACHERS AS WELL. NOT EVERYBODY WANTS TO CONTINUE TO JUST BE A TEACHER NOR DOES EVERYONE WANT TO BE A PRINCIPAL.
AND SO SOMETHING IN-BETWEEN IS ORDER TO COACH AND I WOULD SAY THAT IF YOU LOOK AT PRINCIPALS NOT JUST HERE IN LANCASTER BUT VARIOUS PLACES SOME ARE STRONG WITH INSTRUCTION AND SOME ARE GOOD WITH TAKING CARE WITH THE BUSES AND THE LOGISTICAL PIECES IN DIFFERENT WAYS. BUT I KNOW WITH TOSA'S MOST
[02:45:03]
TIMES THEY ARE STRUCTURALLY SOUND AND WE WANT TO MAKE SURE THEY LEVERAGE THE SKILLS THEY HAVE WITH TEACHING BUT ALSO HELPING THEM COACH OTHER TEACHERS AND THAT IS WHERE THAT PEER COACHING COMES INTO PLAY AND IT ALSO HELPS LEVERAGE TIME AND ALSO I THINK EVERY PRINCIPAL HERE CAN SPEAK TO THE FACT THAT THEY HAVE BENEFITED FROM HAVING THE TOSA'S IN THEIR CLASSROOM.THEY MAY NOT STAY WITH US. THEY MAY HAVE DESIRED TO BE A PRINCIPAL. WE DON'T ALWAYS HAVE THE OPPORTUNITIES FOR THEM. I LIKE WHEN PEOPLE LEAVE AND COME BACK TO A PLACE. THAT IS A COMPLIMENT TO THE DISTRICT THEY COME BACK TO SERVE WHERE THEY STARTED IF YOU WILL.
BUT IT IS AN OPPORTUNITY FOR US TO CREATE DIFFERENT LEVELS OF LEVERAGING OPPORTUNITIES FOR OUR STAFF AND ALSO IN THE END OUR STUDENTS BENEFIT AND I KNOW TRUSTEE JONES WE HAVE HAD CONVERSATIONS ABOUT THOSE OPPORTUNITIES BECAUSE I THINK YOU AND MYSELF STARTED IN THAT ROLE AS MY WAS ADMIN A BUT THE
SAME THING. >> ANY OTHER QUESTIONS, COMMENTS? BOARD THIS IS AN ACTION ITEM.
>> COMMENT? >> WELL, A QUICK QUESTION IN REFERENCE TO THE PREVIOUS QUESTION I KNOW YOU DON'T HAVE A QUANTIFIABLE NUMBER OF TOSA'S INEFFECTIVE AND THE REASON BEING, WHAT I WANT TO UNDERSTAND IS IS THERE A PLAN OF JUST SWAPPING THEM OUT OR A PLAN TO GROWING THEM AND REDUCE THE WORKLOAD. THEY SUPPORT UP TO THREE
TEACHERS EACH. >> WHEN I SAY INEFFECTIVE THEY MAY HAVE BEEN INEFFECTIVE IN THAT ROLE BUT THEY MIGHT HAVE BEEN A GREAT CLASSROOM TEACHER. SOME PEOPLE MAY CHOOSE TO GO BACK TO THE CLASSROOM. PIVMENT BUT WE STILL HAVE THE OPTION OF COACHING THEM LONG IF THEY WANT TO STAY IN THAT ROLE?
>> YES. >> I THINK THE PEOPLE THERE I
CAN ANSWER THAT QUESTION. >> THEY TOLERATE THAT.
>> IS THERE A SPECIFIC EVALUATION TO DETERMINE THE
EFFECTIVENESS OF A TOSA? >> YES AND NO.
THE METRIC IS THE STUDENTS SUCCESS, THE TEACHERS THEY COACH AND THE SUCCESS OF THE TEACHER. WE TALK A LOT AND THIS REMINISCENT OF A CONVERSATION THAT DR. SCOTT AND I HAD OF WHO IS THE CUSTOMER. WHO IS THE CUSTOMER OF WHO IS MY CUSTOMER, WHO IS THE CUSTOMER OF THE PRINCIPAL, THE COORDINATORS THE TOSA'S CUSTOMER IS THE TEACHER.
AND SO THE TEACHER'S CUSTOMER IS THE STUDENT.
SO WE MEASURE THE TEACHERS ON STUDENT SUCCESS.
TOSA'S ARE MEASURED ON TEACHER EFFECTIVENESS.
SO, YES, THERE IS A METRIC AND IT IS TEACHER EFFECTIVENESS.
>> IF I CAN ADD ONE THING TO CONSIDER IS GETTING A GRADUATE PROFILE AND BEGAN TO WORK BACKWARDS IN GETTING A TEACHER PROFILE AND ONE OF THE ATTRIBUTES AND WE HAD A SUPERINTENDENT PROFILE AS WELL. WHEN WE WENT THROUGH THAT PROCESS. WOULD THAT ALLOW US TO IDENTIFY WHAT CHARACTERISTICS WE ARE LOOKING FOR INTO EACH ONE OF THESE ROLES THAT WILL ALLOW US TO FOLLOW THROUGH THE FRAMEWORK AND BEGIN TO WORK BY OR FORWARDS HOW WE NEED TO TO SUBJECT STAINIATE THE MONEY WE'RE SPENDING AND YIELDING THE OUTCOMES THAT WE DESIRE. I THINK THAT COULD BE SOMETHING FOR US TO LOOK AT PURSUING AT SOME POINT.
>> WE DO HAVE -- IN MY PHILOSOPHICAL PERSON WHO I AM, I HAVE A LOT OF MY MIND WRAPS AROUND AND INSTRUCTIONAL SERVICES WE DO HAVE A MIND MAP IT IS A PART OF THE POWER UP AMBASSADOR PRESENTATION THAT WE START WITH THE STUDENT EXPERIENCE SO THE PROFILE OF THE STUDENT IS IN THE STUDENT EXPERIENCE AND THE CLASSROOM EXPERIENCE AND WHAT COMPONENTS MAKEUP A SUCCESSFUL CLASSROOM EXPERIENCE.
SO I WELCOME YOUR SUGGESTION AND WILL ADD THAT TO THE MIND MAPS.
>> THANK YOU. >> AS WE WORK ON FRAMEWORKS AND ENGAGE OUR COMMUNITY WE CAN DEFINITELY TAKE THOSE THINGS AND
GET FEEDBACK FROM THEM AS WELL. >> ANY OTHER QUESTIONS, COM COMMENTS? BOARD THIS IS AN ACTION ITEM IS
THERE A MOTION? >> I MOVE WE APPROVE THE AMENDMENT TO THE ENGAGE TO LEARN CONTRACT FOR THE 2022-2023
>> I HAVE A MOTION BY MR. JONES AND SECOND YOU BY MR. SMITH. TO APPROVE THE AMENDMENT OF THE ENGAGE TO LEARN CONTRACT FOR 2022-2023.
ANY OTHER DISCUSSION FROM THE BOARD?
[02:50:02]
HEARING NONE I CALL FOR THE VOTE.MYSELF VOTING YES, THE MOTION PASSES.
[11H. Discussion and possible action to change regular board meeting date.]
NEXT ITEM IS DISCUSSION OF POSSIBLE ACTION TO CHANGE REGULAR BOARD MEETING DATE. THIS WAS ADDED TO THE AGENDA BECAUSE WE HAVE TRADED OUR MEETINGS TO THE FOURTH THURSDAY OF EVERY MONTH AND WE ARE HAVING A CONFLICT BECAUSE WE HAVE NOT ASSIGNED A TRADE THROUGH [INAUDIBLE] AND SHE HAS ANOTHER BOARD MEETING THE SAME NIGHT THAT WE CHANGED OUR MEETING TO IN APRIL IN AUGUST.SO I WOULD LIKE THE BOARD TO DISCUSS US MAYBE MOVING IT TO THE THIRD THURSDAY. THEREFORE WE CAN UTILIZE OUR TRAINING THAT IS LOCAL VERSUS US HAVING TO TRAVEL FROM AUSTIN OR DOWN IN THE VALLEY WHEREAS WE DON'T HAVE TO PAY FOR TRAVEL OR LODGING FOR THE ATTORNEY WHEN WE HAVE SOMEONE HERE LOCALLY.
IF WE COULD CHANGE OUR MEETING TO THE THIRD THURSDAY OF EVERY MONTH VERSUS THE FOURTH THURSDAY.
OK. DISCUSSION FROM THE BOARD,
PLEASE? >> I DO HAVE A QUESTION.
>> WHAT ABOUT SWITCHING IT BACK TO MONDAY?
>> WELL, WE TRIED THAT PREVIOUSLY AND IT DID NOT MAKE
IT. >> PREVIOUSLY WHEN? WE TRIED THAT TWO TIMES PREVIOUSLY WHEN WE CHANGED THE DATES OF OUR BOARD MEETINGS AND THERE WAS NEVER AN AGREEMENT TO GET BACK TO MONDAY. BASED ON THERE WAS ISSUES WITH STAFF AS WELL AS GETTING THINGS TOGETHER FOR A MONDAY MEETING.
>> OK. SO IF YOU CAN PLEASE HELP ME UNDERSTAND WHEN WE'RE SETTING THESE BOARD MEETINGS WHAT WE ALSO HAVE TO TAKE EACH BOARD MEMBER INTO CONSIDERATION AS WELL. NOT JUST STAFF.
>> WELL, WE DON'T HAVE A BOARD MEETING WITHOUT THE STAFF BECAUSE THE STAFF ACTUALLY PUTS THE MEETING TOGETHER FOR US.
>> I'M VERY AWARE. >> I'M LETTING YOU KNOW IN THE PAST WHEN WE'VE TRIED TO CHANGE THE DATE WE DID NOT AGREE FOR A MONDAY. IT IS AN ACTION ITEM RIGHT NOW.
IF YOU WOULD LIKE TO MAKE A MOTION FREELY FREE BUT THAT IS WHAT HAPPENED THE PAST TWO TIMES WE'VE THE CONVERSATION.
>> DO YOU HAVE THE DATES AVAILABLE WHEN THE IT WAS A
MONDAY OTHER THAN AUGUST? >> WELL, NO, I DON'T.
YOU ARE REFERENCING WHEN THE BOARD DISCUSSED CHANGING THE
DATES? >> NO, WHEN IT WAS CHANGED YOU SAID IT WAS AN ISSUE FOR A MONDAY.
>> I DIDN'T REFERENCE MONDAY INITIALLY.
I ONLY ASKED TO CONSIDER MEETINGS BEING CHANGED TO THE THIRD THURSDAY VERSUS THE FOURTH THURSDAY.
>> WHEN I ASKED FOR IT TO GO BACK TO A MONDAY YOU STATED IT
WAS AN ISSUE. >> I ADVISED YOU OF THE OF THE LAST TWO TIMES WE HAD THE DISCUSSION MONDAY WAS BROUGHT UP BUT THE BOARD DID NOT DECIDE ON A MONDAY IS WHAT I WAS ADVISING YOU. I DON'T OPPOSE A MONDAY.
AT THE WILL OF THE BOARD AS TO WHERE WE CHANGE THE BOARD MEETINGS TO. THE REQUEST WAS TO MOVE TO THE THIRD THURSDAY TO ACCOMMODATE FOR US TO HAVE OUR ATTORNEY PRESENT AND TO BE CONSERVATIVE OF TAXPAYERS DOLLARS AND WHAT
WE'RE SPENDING. >> IS THE THIRD THURSDAY THE ONLY OPTION THAT WAS PRESENTED AND WAS THAT PRESENTED BY THE ATTORNEY? OR WAS THAT A DISCUSSION WITH
THE ATTORNEY? >> THE QUESTION THAT WAS POSED IS THAT WE'VE HAD A FEW CONFLICTS WHERE WE COULDN'T HAVE OUR ATTORNEY HERE WITH US AND I ASKED HER WHAT NIGHT WAS SHE AVAILABLE THAT WE WOULD NOT CONFLICT.
IN CONSIDERING THAT WE WERE ALREADY YOU ALL VOTED TO HAVE A MEETING ON THURSDAY THIS PAST AUGUST, I ASKED HER WHAT IS THE THIRD THURSDAY AVAILABLE AND SHE SAID YES.
I TOLD HER I WOULD BRING IT TO THE BOARD AND THAT IS WHAT WE'RE
DOING NOW. >> MS. MORRIS YOU HAD A COMMENT.
>> I WOULD LIKE TO MAKE A MOTION THAT WE MOVE OUR BOARD MEETINGS TO THE THIRD THURSDAY OF THE MONTH.
>> WE HAVE A MOTION ON THE FLOOR.
IS THERE A SECOND? >> I CAN SECOND THAT MOTION.
ANY DISCUSSION FROM THE BOARD? >> MADAM PRESIDENT I DO.
THE THIRD THURSDAY WE MAY HAVE CONFLICTS BUT IT'S SPRING BREAK THAT THIRD THURSDAY. SO WE WILL HAVE TO MAKE MODIFICATIONS TO WHICHEVER SCHEDULE THAT WE PUT IN PLACE JUST FOR SOME OF THOSE INSTANCES.
ALSO IN JUNE I BELIEVE THAT THIRD THURSDAY FALLS DURING SUMMER LEADERSHIP INSTITUTE SO WE HAVE TO MAKE ADJUSTMENT THERE
IS AS WELL. >> I DON'T THINK THAT WILL BE A PROBLEM WE MAKE ADJUSTMENTS ON THE CURRENT SCHEDULE BASED ON CONFERENCES AND HOLIDAYS. WHEN DISTRICT IS CLOSED.
>> THAT IS THE POINT I'M MAKING WE CANNOT SAY BLANKET THIRD THURSDAY BECAUSE WE HAVE TO MAKE ADJUSTMENTS FOR THE DATES TO ALTER THOSE. IF SPRING BREAK ENDS ON THE
WE OF COURSE WOULD MAKE ADJUSTMENTS IF DISTRICT IS
CLOSED. >> I WOULD LIKE TO SAY MADAM
[02:55:03]
PRESIDENT -- >> MR. JONES TODAY IS A HOLIDAY FOR ME IN THE LAST THREE YEARS WE HAVE HAD BOARD MEETINGS BECAUSE OF ADJUSTMENTS AND I FALL RIGHT IN PLACE.
>> . >> WOULD THE ATTORNEY BE ABLE TO
ATTEND REMOTELY? >> WELL THAT IS IF THE BOARD IS IN FAVOR OF HAVING AN ATTORNEY REMOTELY EACH BOARD MEETING.
>> 21ST CENTURY. >> THAT IS AT THE BOARD'S WILL.
RIGHT NOW WE HAVE A MOTION ON THE FLOOR.
THERE IS A MOTION AND A SECOND. SO WE NEED TO CALL FOR A VOTE IF THERE'S NO MORE DISCUSSION. ANY OTHER DISCUSSION?
>> DO WE HAVE CONFIRMATION ON THOSE THE THIRD THURSDAY IS THAT SPRING BREAK? MS. BRI ANTED OR KIMBERLY WHAT ARE THE DATES OF SPRING BREAK FOR THIS YEAR?
>> [INAUDIBLE] >> IF WE HAVE A BOARD MEETING ON THAT THIRD THURSDAY AND THE DISTRICT IS CLOSED WE CAN MOVE OUR BOARD MEETING TO THE SECOND WEEK OR WE CAN HAVE THE SAME PROBLEM IF WE WENT TO THE FOURTH WEEK.
THERE'S ALWAYS OPPORTUNITY FOR US TO HAVE THESE SCHEDULE CONFLICTS WITH THE ATTORNEYS BECAUSE THEY DON'T JUST SUPPORT OUR ONE SCHOOL DISTRICT THEY SUPPORT OTHER SCHOOL DISTRICTS.
JUST THINK ABOUT IT. IF SOMETHING HAPPENED TRAGIC WE WILL CHANGE THE DATE IN THE BLINK OF AN EYE.
>> ONE OF THE REASONS IT WAS THIS PAST AUGUST.
>> I WOULD LIKE TO MOVE ON Y'ALL.
>> I HAVE A QUESTION AS FAR AS BEING ABLE WHAT WOULD BE THE DISADVANTAGE FOR THE ATTORNEY TO GO REMOTE?
>> I DON'T SEE IT AS BEING A DISADVANTAGE IN THE WORLD WE'RE LIVING IN WE ARE DOING A LOT OF REMOTE AS WELL AS IN-PERSON BUSINESS. BUT WHAT WE NEED TO REALIZE IS THAT WE HAVE AN ASSIGNED ATTORNEY ASSIGNED TO LANCASTER ISD. AND IF WE USE SOMEBODY REMOTELY, IT DEPENDS WHAT THEIR SCHEDULE IS BECAUSE THERE'S A COLLECTIVE BODY OF ATTORNEYS WITHIN THE FIRM.
KEVIN DO YOU THINK YOU CAN SPEAK TO THAT FOR ME?
>> WHAT WE'RE TRYING TRY ARRANGE WHERE YOU HAVE THE SAME LAWYER SO THERE'S CONTEXT FOR THE LAWYER IN TERMS OF THE DISCUSSIONS. YOU RIGHT NOW WE REPRESENT CROWLEY IS THE ISSUE. WE ARE HIRING ANOTHER LAWYER IN FORT WORT AND STARTS IN A WOKE OF WEEKS.
BUT THERESA WAS DOING THIS AND SHE WOULD LIKE TO CONTINUE WITH THIS DISTRICT. SO SHE IS TRYING TO GET A SCHEDULE ADJUSTMENT. AS FAR AS THE ZOOM ASSUMING YOUR TECHNOLOGY WORKS PRETTY WELL HERE.
SO THE REAL QUESTION ABOUT REMOTE IS NOT ON OUR END BECAUSE WE'RE PRETTY MUCH PASSIVELY RECEIVING WHAT IS GOING ON IN THE BOARDROOM. THAT TRANSMISSION STUFF IS ON THIS END. YOUR TECHNOLOGY YOU GOT A GOOD TECHNOLOGY DEPARTMENT AND WE CAN DO THAT IF THAT'S THE DESIRED.
GENERALLY WHAT HAPPENS IS FOR SECURITY REASONS, THE WAY THAT WE DO IT WE SCHEDULE TWO SESSIONS ONE ZOOM SESSION FOR THE REGULAR MEETINGS AND ONE ZOOM SESSION WITH A MORE LIMITED INVITE LIST TO THE CLOSED MEETING.
SO, IT'S POSSIBLE WE DO IT SOME DISTRICTS ARE FINE WITH IT AND SOME ARE NOT. WE WILL DO WHAT YOU GUYS THINK
IS APPROPRIATE. >> ANY OTHER QUESTIONS,
DISCUSSION FROM THE BOARD? >> MADAM PRESIDENT, IN LIEU WHAT OUR FUTURE COULD BE AS A BOARD, I REALLY WOULD LIKE TO I'M THE TYPE OF PERSON THAT CAN ADJUST. WE ARE HERE REPRESENTING ONE THING WHEN WE RAN FOR THAT OFFICE WE SHOULD BE FLEXIBLE.
WE CAN'T HAVE BOARD MEETING WITHOUT THE BODY THE PRINCIPALS DEFINITELY THE ADMINISTRATION AND SUPERINTENDENT.
WE DON'T KNOW WHERE OUR FUTURE LIES I WOULD LIKE POSSIBLY FOR THE BOARD TO STRONGLY CONSIDER ADJUSTING TO THE THIRD THURSDAY IF THERE IS A NEED THAT MONTH TO CHANGE THE DATE WE COME BACK AND WE DISCUSS IT. THINGS HAPPEN.
SO I WOULD DEFINITELY LIKE FOR US TO BE FLEXIBLE AND CONSIDER THAT IF WE CAN'T COME WE CAN'T COME BUT IF WE CAN PLEASE SHOW UP. FOR WHAT WITH WE WERE ELECTED
[03:00:01]
FOR. THANK YOU.>> ANY OTHER QUESTIONS, COMMENTS? HEARING NONE WE HAVE A MOTION ON THE FLOOR.
TO APPROVE HAVING OUR REGULAR SCHEDULED BOARD MEETING ON THE THIRD THURSDAY OF THE MONTH. AT THIS TIME I WILL CALL FOR THE VOTE. MR. STEPHENSON.
YES. MYSELF VOTING YES, MOTION FAIL.
SO WE'RE HAVING IT ON THE FOURTH? WE CAN HAVE ANOTHER CONVERSATION AT THIS POINT.
THAT MOTION FAILED FINANCE THERE'S SUGGESTIONS FROM THE BOARD IF NOT WE'LL CONTINUE FOR THE FOURTH THURSDAY FOR NOW?
>> IS IT A PERSONAL ISSUE? I JUST LIKE FOR THE BOARD TO KNOW BECAUSE WE SHOULD NOT BE LANGING OUR DISTRICT LIKE THIS.
IS IT A PERM ISSUE BECAUSOR -- PERSONAL ISSUE WAS THE ATTORNEYS ARE ASKING US TO MOVE ONE DAY OVER OR A REASON WITH CONFLICT WITH YOUR JOBS OR SOMETHING ELSE RELATED, PLEASE GIVE THE BOARD A PIECE OF MIND TO SAY I CAN'T MEET ON THE THIRD THURSDAY BECAUSE I GOT TO WORK. WE'RE BASICALLY IT'S UP TO THE BOARD IT DOESN'T MATTER IF IT IS A PERSONAL THING IF YOU CAN OR CANNOT WE'VE PUT THE MOTION AND IT'S FAILED.
IS THERE ANOTHER SUGGESTION FROM THIS BOARD IF NOT WE WILL LEAVE
THE MEETING WHERE IT IS? >> I IF I COULD MAKE A SUGGESTION THAT WE MOVE IT BACK TO MONDAYS AND NOT JUST FOR PERSONALLY. BUT IF YOU WERE TO ASK ME ABOUT MY SCHEDULE IT WORKS BEST FOR ME ON EYE ■MONDAY.
WHEN I TAKE THE TIME-OUT TO REVIEW THE AGENDA PACKET, I HAVE SATURDAY AND I HAVE SUNDAY. TWO FULL DAYS WHICH I CAN DEVOTE TO THIS. THE WAY IT'S SCHEDULED OUT NOW, WE'RE MEETING ON THURSDAYS. I WORK AS WELL AS MANY OF THE PEOPLE IN THIS ROOM. AND SO FOR THOSE WHO DON'T KNOW I DON'T WORK A DAYTIME JOB I WORK A NIGHTTIME JOB IT MAKES IT
THAT MUCH MORE DIFFICULT FOR ME. >> WHAT ABOUT IF I MAY SAY MADAM PRESIDENT AND WHAT ABOUT THE ADMINISTRATION? IT'S BECAUSE IF WE MEET ON MONDAY NIGHT AND THERE IS AN ISSUE WITH ALL OF THE INFORMATION GETTING TO US THEN WE MAY HAVE TO MEET TWICE A MONTH.
OR WE MAY HAVE TO MEET TWICE THAT WEEK.
SO THE PURPOSE OF US MEETING IF EVERYBODY CAN KEEP IN MIND IF THURSDAY IS NOT A GOOD NIGHT THEN MONDAY IS NOT A GOOD NIGHT FOR THE DISTRICT THAT IS WHY WE MOVED BEFORE OTHER THAN MONDAY.
THAT WAS THE PURPOSE OF THAT MOVING IT TO THURSDAY.
AND I THINK IT WAS A MAJORITY VOTE WHEN WE MOVED TO THURSDAYS.
SO WE GOT TO ALSO LOOK AT IF WE HAVE A MEETING ON MONDAY AND ADMINISTRATION DOES NOT FULLY PREPARE THAT'S A MEETING WASTED.
>> I THINK THAT COULD BE DEBATABLE OR DEBATED.
>> WELL, WE HAVE A SUPERINTENDENT LET'S HAVE THE
ADMINISTRATION ANSWER. >> CAN YOU PLEASE SPEAK ONE AT A
TIME. >> BUT WHEN YOU MAKE THE STATEMENT THAT THEY MAY NOT BE ABLE TO GET THE INFORMATION TO YOU ON A MONDAY OR BEFORE MONDAY, A FRIDAY OR THURSDAY EVENING, WHY NOT? YOU'VE KNOWN A NUMBER OF DAYS AND WEEKS BEFORE YOU PUT THAT ITEM ON THE AGENDA SO YOU SHOULD HAVE COLLECTIVELY HAD ENOUGH TIME TO GET THE INFORMATION YOU
NEED TO PUT IT IN THE PACKET. >> YOU HAVE HOW MANY PRINCIPALS
DO WE HAVE DR. PERERA? >> ALL OF THEM NOW HERE.
>> ALL OF THEM THEY HAVE TO GET THE INFORMATION TO US LIKE THE WEEK BEFORE AND SO IF WE HAVE A MEETING ON MONDAY, THE QUESTION IS IS THAT THE PRINCIPALS HAVE TO GET THE INFORMATION FROM THEIR HEAD DEPARTMENT, GET IT TOGETHER, GET WITH THE FINANCE PERSON IF THERE IS ANY BUDGET AGENDA MOVE IT SO THE SUPERINTENDENT AND I MEAN, THAT PROBABLY PLEASE GO AHEAD DR.
THE PREVIOUS CONVERSATIONS REGARDING MONDAYS OR TUESDAYS IN THE PAST. MONDAYS IF YOU LOOK AT THE CALENDARS WE HAVE LOTS OF HOLIDAYS THAT BEGIN ON MONDAYS ONE OF THE REASONS WE DID NOT. TUESDAYS WERE WE WERE MISSING EXTRACURRICULAR ACTIVITIES AT OUR HIGH SCHOOLS THAT WE LIKE TO SUPPORT. WE ASKED FOR A LATER DAY IN THE WEEK BECAUSE OF THE FACT AGAIN YOU ARE LOOKING AT PEOPLE WHO ARE HERE AT 7:00 A.M. IN THE MORNING.
AND OF COURSE AS WE KNOW OUR MEETINGS ARE LONG AND I GET IT
[03:05:01]
AND I UNDERSTAND THAT. AND THAT IS OUR OBLIGATION TO BE HERE WHILE THE BOARD IS HERE. BUT IT CERTAINLY MAKES FOR A LONGER WEEK IF YOU BEGIN THE BEGINNING OF THE WEEK UNTIL MIDNIGHT AT NIGHT, 11, 12:00 P.M. TO TURN AROUND BACK THE NEXT MORNING AT 7:00 A.M. AND YES WE DO HAVE TO DO THAT ON FRIDAYS. THAT IS JUST ONE MORE DAY AND YOU HAVE THE REPRIEVE OVER THE WEEKEND.MONDAYS ARE GENERALLY HARD PERIOD.
SIMPLY BECAUSE, AGAIN WE ARE NOT HERE ON SATURDAYS AND SUNDAYS AND I KNOW THE STAFF WELL ENOUGH TO KNOW MANY WOULD BE HERE ON A SATURDAY OR SUNDAY TRYING TO PREPARE FOR A MONDAY.
AND THAT IS UNACCEPTABLE TO ME. >> I WILL SAY I WILL ADD IS THAT I DO RECALL THAT BEING AN ISSUE WE HAD EMPLOYEES THAT WOULD HAVE TO WORK OVER THE WEEKEND TO PREPARE FOR A MONDAY MEETING THAT WAS ANOTHER CONCERN THAT WAS BROUGHT UP THE PREVIOUS TIMES WE TALKED ABOUT GOING BACK TO A MONDAY MEETING.
>> ANY OTHER DISCUSSION? ANY OTHER MOTIONS THIS IS AN OPPORTUNITY IF NOT WE'LL MOVE ON.
SO WE'LL MOVE ON THE MEETING WILL REMAIN WHERE IT IS
[12. Recess to Closed Session]
CURRENTLY SCHEDULED THE NEXT ITEM IS TO GO INTO CLOSED SESSION AS AUTHORIZED THE TEXAS CODE 551 THE TEXAS GOVERNMENT CODE, LEGAL ADVICE WITH SCHOOL ATTORNEY 551.SO 72.DELIBERATION REGARDING REAL PROPERTY.
PERSONNEL MATTERS AND 551.076 DELIBERATION REGARDING SECURITY DEVICE OR SECURITY. THE TIME IS 9:46 P.M. AND THE BOARD WILL GO INTO CLOSED SESSION, DISCUSSIONS OF THREE 13 AG THE BOARD IS GOING TO RETURN TO SESSION. THE TIME IS 11:28 P.M.
WE DID HAVE ONE ITEM WE NEED TO TAKE ACTION ON IN REFERENCE TO THE ATHLETIC COMPLEX UPDATE. IS THERE A MOTION? [INAUDIBLE] HAVE A MOTION AND A SECOND.
TO ACCEPT THE RECOMMENDATIONS FROM THE ADMINISTRATION ON THE ATHLETIC COMPLEX UPDATE. ANY DISCUSSION FROM THE BOARD? HEARING NONE I WILL CALL FOR THE VOTE.
MR. STEPHENSON, MR. CLEWIS, JONES,.
>> SMITH. >> MYSELF ON A YES AND THE MOTION PASSES. NEXT ITEM IS BOARD MATTERS IT'S TIME WE DON'T HAVE ANY BOARD MATTERS LISTED.
AND THE NEXT ITEM IS ADJOURNMENT.
ALL IN FAVOR OF ADJOURNMENT SAY AYE.
THE BOARD WILL ADJOURN AT 11:29 P.M. AND
