THE STEAM CAMPS IS A FOUR WEEK SUMMER PROGRAM FOR THIRD TO 8TH GRADE STUDENTS. SPORTS AND WELLNESS EXPERIENCES FOR ALL STUDENTS. MORE THAN 300 STUDENTS HAVE ENROLLED IN THE CAMP WHICH WILL CONCLUDE THIS THURSDAY. BIG THANK YOU TO ERICA BUTLER AND FAITH FOR COORDINATING A SUCCESSFUL PROGRAM FOR OUR STUDENTS THIS SUMMER. LAST WEEK, 11 LANCASTER HIGH SCHOOL STUDENTS PARTICIPATED IN THE CTE SUMMER AVIATION CAMP, AT LANCASTER REGIONAL AIRPORT.
STUDENTS LEARNED ABOUT THE AVIATION INDUSTRY AND TOOK THEIR FIRST EXPLORATORY FLIGHT

WHERE THEY TOOK OVER THE CONTROLS OF THE AIRPLANE. STUDENTS VISITED THE FLIGHT MUSEUM HOUSED AT THE LANCASTER AIRPORT. IT WAS A GREAT EXPERIENCE.PEOPLE WERE KIND OF IN DISBELIEF ABOUT THAT. GIVING THEM A WORLD CLASS AVIATION EXPERIENCE IN LANCASTER ISD. AND THE TRAGEDY IN UVALDE HAS IMPACTED PEOPLE ACROSS THE NATION. MOTIVATED TO SUPPORT TO TRAVEL ON THEIR OWN. EARLIER THIS MONTH, VISITED ROBBELEMENTARY TO SHARE THEIR LOVE AND SUPPORT FOR THE SCHOOL AND COMMUNITY. THE TEACHERS MET WITH ROBBELEMENTARY ASSISTANT PRINCIPAL, PROVIDED WORDS OF COMFORT AND EXPRESSED SUPPORT ON BEHALF OF THE SCHOOL BOARD, SUPERINTENDENT, AND OUR ENTIRE DISTRICT AND LANCASTER COMMUNITY FAMILY. WE WANT TO KEEP UVALDE IN OUR PRAYERS.
AND THANK THOSE FOR TRAVELLING ON THEIR OWN TO SHOW SUPPORT. AND ABOUT TWO WEEKS AGO, LANCASTER ISD WAS REPRESENTED VERY WELL AT A CONFERENCE FULL OF STATE EDUCATORS ABOUT TWO WEEKS AGO, BOARD VICE PRESIDENT JONES, DR. PERERA AND MYSELF HAD THE OPPORTUNITY TO PRESENT DURING THE TEXAS ASSOCIATION OF SCHOOL BOARD'S SUMMER LEADERSHIP INSTITUTE.
THE EXPERIENCE WAS IMPACTFUL AS WE COLLABORATED AND SHARED ON HOW TO REMAIN CONSISTENT WITH LEADERSHIP WHILE EXPERIENCING CHANGE IN OUR DISTRICT. PRESIDENT HAMILTON AND TRUST WHITFIELD WERE ALSO IN ATTENDANCE. WE WILL BE BACK IN ACTION THIS FRIDAY, IN FORT WORTH FOR PART TWO OF THE SUMMER LEADERSHIP ACADEMY.

ENERGY SAVING PRACTICE IS A DISTRICT WIDE INITIATIVE LED BY OUR OPERATIONS DEPARTMENT, DURING SELECTED DAYS. A DISTRICTWIDE NOTIFICATION IS SENT ASKING STAFF TO TURN OFF ANY ELECTRICAL ITEMS NOT NECESSARY TO USE IN DAILY TASKS, RAISING THE THERMOSTATS TO 76, ALTHOUGH THAT IS NOT WELCOMED BY A LOT OF PEOPLE. BUT WE DO IT.
FROM 3 TO 6:00 P.M. OR UNPLUGGING ANY ELECTRICAL DEVICES NOT IN USE.
THE EMPLOYEES ARE WORKING TO IMPACT SAVINGS WITH THESE EFFORTS.
AND NEXT MONTH, WE HAVE THE TIGER BASKETBALL PROGRAM. THEY WILL BE HOSTING A BASKETBALL CAMP FOR THIRD THROUGH 8TH GRADE STUDENTS. THE CAMP WILL BE MONDAY, JULY 18TH, THROUGH WEDNESDAY, JULY 20TH AT THE LANCASTER HIGH SCHOOL PRACTICE GYMS. THE CAMP INCLUDES A T-SHIRT, LUNCH, SKILLS AND DRILLS, COACHING AND MENTORING FROM LHS BASKETBALL TEAM MEMBERS. TIGER MARCHING BAND WILL HOLD PART TWO OF ITS BAND CAMP NEXT MONTH, IN PREPARATION FOR THE UPCOMING FOOTBALL SEASON. WE KNOW WE CAN EXPECT GREAT THINGS FROM THE BAND THIS YEAR AND LOOKING FORWARD TO SEEING THEM IN ACTION.

TONIGHT I'M ASKING YOU TO CONSIDER APPROVAL OF THE BUDGET AMENDMENTS FOR THE GENERAL OPERATING FUND AND CHILD NUTRITION FUND. SO FIRST WE'LL DISCUSS SOME REQUIRED OR NEEDED, I SHOULD SAY, AMENDMENTS TO THE REVENUE. 5700 IS OUR LOCAL REVENUE SERIES. AND WE'RE ASKING FOR AN INCREASE OF $150,000. AND THAT IS BECAUSE OUR TAX COLLECTION PENALTIES AND INTERESTS THAT WE'VE ALREADY RECEIVED IS ACTUALLY GREATER THAN WHAT THE ORIGINAL BUDGET WAS. 5800 REVENUE SERIES ARE STATE REVENUES. UNFORTUNATELY, WE'RE ASKING FOR A DECREASE OF $3,417,000 AND BASED ON THE SIGNIFICANCE OF THAT BUDGET DECREASE, I'VE GIVEN YOU SEVERAL POINTS HERE TO DISCUSS THIS EVENING TO EXPLAIN IT. SO THE BUDGET THAT WAS ADOPTED BY THE BOARD HAD PREDICTED OR ESTIMATED 6,760 STUDENTS IN AVERAGE DAILY ATTENDANCE.
BASED ON THE REPORTS THAT HAVE BEEN COLLECTED FOR THE FIRST SIX WEEKS TO DATE ARE CURRENTLY ESTIMATING ONLY 6,384, OR A LOSS OF 376 STUDENTS IN DAILY ATTENDANCE.
ALSO, THE ATTENDANCE PERCENTAGE, WHICH IS REALLY THE CAUSE OF THE DECLINE IN THE ADA AND THE LOSS IN STATE REVENUE, WENT FROM AN AVERAGE OF 96 PERCENT PRE-COVID TO 91 PERCENT, THIS PAST YEAR. I DO WANT YOU TO KNOW IT'S NOT REALLY AN ENROLLMENT ISSUE.
WE ONLY HAD 80 STUDENT DECLINE, IN COMPARING THE SNAPSHOT DATE FROM THIS CURRENT YEAR TO THE PRIOR SCHOOL YEAR. AND I WANTED TO ALSO POINT OUT, IF THE TEXAS EDUCATION AGENCY AND THE STATE DIDN'T APPROPRIATE FUNDS TO HOLD THE DISTRICTS HARMLESS FROM THAT LOSS, WE WOULD HAVE REPORTED OUR REAL ADA, 6,188. OR AN ADDITIONAL LOSS WOULD HAVE BEEN PRESENTED THIS EVENING FOR $1.8 MILLION. AND ALSO TEA IS ONLY HOLDING ALL DISTRICTS HARMLESS FOR THE FIRST FOUR SIX WEEK MARKING PERIODS.
AND WE'RE USING THE FISCAL YEAR 2019 PRIOR TO PRE-COVID ATTENDANCE RATE, FOR WHICH THE DISTRICT HAD A VERY GOOD ATTENDANCE RATE AT THAT TIME OF 96.1 PERCENT.
WE'RE HOPING FOR NEXT YEAR TO GET BACK TO THAT. IF NOT, WE'RE HOPING THAT TEA MAY CONSIDER AGAIN, HOLDING THE DISTRICTS HARMLESS AND THEN THE FINAL BUDGET AMENDMENT FOR THE REVENUE IS 5900 SERIES. WHICH IS YOUR FEDERAL REVENUE. AND THAT WE'RE GOING TO ASK FOR A BUDGET INCREASE OF $1,299,822. ONE IS FOR THE INFRASTRUCTURE UPGRADES AND ACTUALLY 85 PERCENT OF THE REQUIRED COSTS FOR THE UPGRADES IS FUNDED BY THE E-RATE AND WE ONLY NEED $560,890 INCREASED HERE BECAUSE THAT WILL BE THE REIMBURSEMENT THAT WE WILL RECEIVE. THE EMERGENCY CONNECTIVITY FUND ECF GRANT, IS BRAND NEW.
AND WE WERE AWARDED FOR THE PROVISION OF BUYING STUDENT LAPTOPS, $738,932.
SO WE'RE ASKING FOR THAT TO BE INCREASED. THAT IS 100 PERCENT REIMBURSEMENT. NOW, ON TO YOUR FUNCTIONAL OR YOUR EXPENDITURE INCREASES IN THE GENERAL OPERATING FUND, FOR FUNCTION 11, WE'RE LOOKING FOR AN INCREASE OF $687,932.
AND THE FIRST TWO ARE BROKEN -- THE FIRST ONE IS THE EMERGENCY CONNECTIVITY FUND, THAT IS 738,932. THAT IS THE FULL COST. AGAIN, 100 PERCENT OF THAT ON REVENUE WILL BE REIMBURSED, SO THE NET IMPACT TO THE DISTRICT WILL BE ZERO.
THE OTHER TWO ARE JUST TRANSFERS TO THE CORRECT FUNCTION.
AND THAT IS DECREASE IN FUNCTION 11 FOR $48,000 FOR THE TRS, ON BEHALF AND ANOTHER

TRANSFER FOR PROFESSIONAL STAFF DEVELOPMENT FOR ROLLING HILLS ELEMENTARY, $3,000 DECREASE.FUNCTION 13, PROFESSIONAL DEVELOPMENT FOR 138,000. THE FIRST TWO HERE ARE JUST THE EXACT OPPOSITE OFF-SETS FROM FUNCTIONAL 11 TO THE CORRECT FUNCTION.
FINAL ONE FOR FUNCTION 13, INCREASE TO THE BUDGET FOR CAPTURING KIDS HEART, A NEW PROGRAM FOR NEXT YEAR. BUT THERE HAS TO BE STAFF DEVELOPMENT.
THAT IS IN AUGUST, FOR $87,000 AND SINCE THAT IS WITHIN THE FISCAL YEAR, IT HAS TO BE A BUDGET AMENDMENT THIS YEAR. SO IN SUMMARY, THE REVISED IMPACT TO OUR BUDGETED FUND BALANCE WILL GO FROM AN INCREASE OF 844K, TO A DECREASE OF ABOUT $2.6 MILLION.
WE STILL ANTICIPATE SOME SAVINGS BECAUSE OF VACANCIES THROUGHOUT THE YEAR, THAT WOULD HOPEFULLY SIGNIFICANTLY REDUCE THIS USE OF FUND BALANCE. NOW, THE JUNE CHILD NUTRITION BUDGET AMENDMENT THAT WE'RE ASKING FOR, THE 5900 IS THE FEDERAL REVENUE.
AND THAT IS GOING TO BE A 3,048,089 INCREASE. THAT IS BROKEN DOWN IN SEVERAL AREAS. OUR U.S. COMMODITIES THAT WE RECEIVED WERE ACTUALLY GREATER THAN WHAT WAS IN THE ORIGINAL BUDGET BY 128,000. OUR FEDERAL BREAKFAST REIMBURSEMENT PROGRAM WAS ALSO GREATER THAN THE ORIGINAL BUDGET, A LITTLE OVER 900,000 INCREASE. THE LUNCH, SAME THING. A LITTLE BIT -- A LOT MORE, 2.5, ALMOST 2.6 MILLION THAN WHAT WAS IN THE ORIGINAL BUDGET.
THAT WAS BECAUSE WE WERE ABLE TO PROVIDE FREE MEALS TO ALL STUDENTS.
AND THE FEDERAL GOVERNMENT ACTUALLY BECAUSE OF THE INCREASE IN THE COSTS AND OTHER FACTORS, PROVIDED FOR A GREATER REIMBURSEMENT RATE THAN THEY HAD IN THE PAST.
AND THEN THERE IS ALSO A DECREASE. BECAUSE OF THIS FREE PROGRAM, AND THE FUNDING, THE COVID RELIEF FUNDS WERE NOT AVAILABLE OR CONTINUED IN FISCAL YEAR 2022, AS THE DISTRICT HAD THOUGHT. SO WE'RE DECREASING THAT BUDGET BY $545,000. WE WILL NOT RECEIVE THOSE FUNDS.
AS AN ASIDE, WHEN I PREPARED THE SLIDES, THIS WASN'T IN CONSIDERATION.
BUT TODAY, THE FEDERAL GOVERNMENT SIGNED ANOTHER EMERGENCY MEASURE, WHERE FOR THE FISCAL YEAR 23, THE SAME PROGRAM IS NOW GOING TO BE AVAILABLE.
SO WE CAN CONTINUE NEXT YEAR TO FEED ALL STUDENTS FOR FREE AND EXPECT THE SAME REIMBURSEMENT RATE. FUNCTION 34, FOOD SERVICE, THERE IS AN INCREASE OF $1.6 MILLION. WE'RE ASKING FOR THE REVERSE SIDE OF THE COMMODITIES.
THE COMMODITIES, IT'S A LITTLE INTERESTING, THAT YOU ACTUALLY BOOK THE REVENUE BUT THEN YOU BOOK THE USE OF THEM AS AN EXPENDITURE, SO THERE IS USUALLY NO IMPACT TO THE FUND BALANCE UNLESS YOU HAVE INVENTORY ON HAND. SO THAT INCREASES 418,000.
AND OF COURSE, THE KITCHEN EQUIPMENT IS ALSO AN ITEM LATER ON THIS EVENING, AS FAR AS WHAT THEY'RE GOING TO USE WITH THOSE FUNDS. BUT THIS IS TO SPEND OUR EXCESS FUND BALANCE FROM LAST YEAR. SO THAT WE DON'T HAVE TO SEND THE FUNDS BACK TO THE FEDERAL GOVERNMENT. YOU'RE ONLY ALLOWED THREE MONTHS OPERATING.
WE EXCEEDED THAT. WE ALREADY HAD SOME IN THE BUDGET ANTICIPATED.
BUT WE NEED THIS EVENING FOR THAT TO BE INCREASED ANOTHER $400,000.
AND THEN OF COURSE, WITH ALL OF THE SUPPLY SHORTAGES, AND INFLATION AND FOOD COSTS GOING TEN TO 20 PERCENT GREATER, AS YOU KNOW FROM YOUR GROCERY STORE SHOPPING, THE THIRD PARTY VENDOR PASSES THROUGH THOSE COSTS TO THE DISTRICT. SO THE ORIGINAL BUDGET WAS NOT GOING TO BE ENOUGH FOR THOSE ANTICIPATED EXTRA COSTS. SO THAT BUDGET IS GOING TO NEED TO BE INCREASED BY $1.1 MILLION. THE CHILD NUTRITION FUND, ORIGINALLY THERE WAS GOING TO BE A DECREASE OF A MILLION DOLLARS TO THE FUND BALANCE.
WE'RE GOING TO HAVE ANOTHER INCREASE OF ABOUT 430,000. BASED ON THE RULE WHERE YOU CAN ONLY KEEP 3 MONTHS OPERATING, I AM ESTIMATING THAT THE DISTRICT WILL BE IN THE POSITION TO ACTUALLY SPEND ANOTHER $220,000, IN THE NEXT YEAR. ANY QUESTIONS?

I EMPLOY EACH OF YOU TO LOOK AT THE TASB WEBSITE GRASS ROOTS SECTION. THERE WILL BE SEVERAL ITEMS THAT WE WILL BE ADDRESSING, WE'VE ADDRESSED FOR THE LAST TWO OR THREE YEARS.
ONE HAS BEEN THE TERM OF TO ERADICATE RACISM, WHICH CONSISTENTLY DOESN'T GO ANYWHERE BECAUSE OF SEVERAL DISTRICTS NOT VOTING IN THAT VEIN.

ONE OF THE REASONS WHY I AM I GUESS VOLUNTEERING TO BE IN THIS SEAT. BUT YOU GUYS DO HAVE THE OPPORTUNITY TO COME AND SIT IN THE DELEGATE ASSEMBLY AND SEE HOW THAT ACTUALLY WORKS. SO THAT WILL BE IN SEPTEMBER IN SAN ANTONIO. I WELCOME YOU GUYS TO BE IN THE GALLERY, IF YOU WILL, TO KIND OF SEE HOW THIS ACTION WORKS, SO NEXT YEAR YOU CAN BECOME A DELEGATE OR AN ALTERNATE TO SEE
