[00:00:01]
IT IS -- WE HAVE ONE MINUTE ACCORDING TO THE CLOCK. OKAY.
[2. Call Meeting to Order]
IT'S 5:30. I WANT TO WELCOME TO THE LANCASTER INDEPENDENT SCHOOL DISTRICT CALLED MEETING FOR OUR BUDGET COMMITTEE. TODAY IS 6/22/2022.THE BOARD OF TRUSTEES IS NOW CALLING THIS MEETING TO ORDER. THIS MEETING IS AT 422 SOUTH CENTER AVENUE, LANCASTER, TEXAS. THIS MEETING HAS BEEN POSTED ACCORDING TO THE OPEN MEETINGS ACT AND I WILL NOW CAL THE WHOLE. MS. WHITFIELD.
>> HERE. >> MR. STEPHENSON. >>
>> MS. [INDISCERNIBLE] >> PRESENT. >> I, MYSELF, MS. MORRIS AM HERE. DO WE HAVE REQUEST FOR A PUBLIC COMMENT?
>> NOT TO MY KNOWLEDGE. >> WE DO HAVE TWO COMMITTEE MEMBERS.
>> THANK YOU. NOW I WILL TURN IT OVERTO MR. STEPHENSON FOR THE BUDGET
[5. 2022-2023 Compensation Plan and Staffing - Dr. LaBotta Taylor & Deborah Cabrera, Presenters]
BOARD MEETING. >> OKAY. FIRST ON THE LIST, COMPENSATION
PLAN AND STAFFING, DR. TAYLOR AND DR. CA BE RERRA. >> I'M NOT DOCTOR.
>> YOU GOT PROMOTED. >> GOOD EVENING. I JUST WANT TO GO OVER PAY RAISE SCENARIOS THAT WE TUT TOGETHER BASED ON SOME DISCUSSIONS WE HAVE HAD AS AN ADMINISTRATIVE BODY. THIS IS JUST A GENERAL OVERVIEW, HIGH LEVEL.
THIS IS SOMETHING THAT OBVIOUSLY WILL IMPACT THE BUDGET AND ALSO SOMETHING THAT YOU'LL BE VOTING ON IN FUTURE BOARD MEETINGS AND, OF COURSE, I WILL LET DR. TAYLOR, AS I GO THROUGH THIS, INTERCREAKED ANYTHING I HAVE LEFT OUT AND I THINK SHE ALSO HAS COMMENTSJECT ANYTHING LEFT OUT AND I THINK SHE ALSO HAS COMMENTS SPECIFICALLY AT THE END.
SO I WANT TO MAKE SURE YOU UNDERSTAND THAT IN ESTABLISHING THE BUDGET, THE GENERAL OPERATING FUND, FOOD SERVICE AND THE DEBT SERVICE FUND, THIS IS GEARED TOWARD THE GENERAL OPERATING FUND IN CASE WHEN WE DO THE TASB NEXT WEEK, THEY'RE LOOKING AT THE ENTIRE DISTRICT WHICH WOULD INCLUDE STAFFING THAT'S PAID FOR POUT OF FEDERAL GRANTS, TITLE I, FOR INSTANCE.
I'M JUST DOING THE GENERAL FUND BECAUSE THIS IS WHAT IMPACTS YOUR M AND O.
THE FIRST SCENARIO THAT WE HAVE HOAR IS JUST 4% AND I WANT TO EXPLAIN WHAT [INAUDIBLE] SETTING FOR A PAY RANGE, A MINIMUM STARTING SALARY AND A MAXIMUM STARTING SALARY AND OBVIOUSLY THE MIDPOINT IS HALFWAY THROUGH AND SO GOOD BUSINESS PRACTICES FOR PAY RAISE COMPENSATION PLANS WILL TELL YOU IS TO GIVE A PERCENTAGE OFF OF THAT MIDPOINT AND THAT TREATS EVERYBODY FAIR LE, THOSE THAT ARE BELOW THE MIDPOINT WITH LESS YEARS OF EXPERIENCE VERSUS THOSE APPROACHING THE MAXIMUM. IN THIS SCENARIO, FOR 4%, WE START WITH A BASELINE, WHAT DO WE CURRENTLY HAVE IN THE BUDGET FOR ALL PIPINGSS? I'M MOSTLY SPEAKING ON POSITIONS AND POSITION CONTROL ANDOSITION? I'M MOSTLY SPEAKING ON POSITIONS AND POSITION CONTROL AND THEN IF WE GIVE A PAY RAISE OFF THE MIDPOINT ON SALARY THAT IMPACTS SOME OF YOUR BENEFITS.
THIS IS THE TOTAL COST SALARY AND BENEFIT INCREASES OVER THE BASELINE AND THAT RAISE 4% OFF THE MIDPOINT IS ALMOST $1.8 MILLION INCLUEING OF STEP MEANS IF YOU'RE A TEACHER, THE TEACHER GROUP, TEACHERS, NURSES, LIBRARIANS ARE ON THE OLD STEP SCHEDULE SO THOSE SCHEDULES ARE TYPICALLY ADOPTED ONE YEAR AT A TIME AND THEN YOU START ALL OVER AGAIN THE NEXT YEAR SO WHEN YOU GO TO DO A DIAGONAL INCREASE, SAY, FROM TWO YEARS TO THREE YEARS ON THAT STEP SCHEDULE,
[00:05:04]
YOU'RE GOING TO SEE NEXT YEAR THAT NEW DIAGONAL INCREASE GO UP WHATEVER PERCENTAGE YOU DECIDE TO ADOPT FOR THAT PAY RAISE AND SO THEY'RE NOT GOING TO GET ON TOP OF THIS PAY RAISE A STEP INCREASE. IT'S ALL EMBODIED INTO IT. THE VACANT POSITIONS CURRENTLY WHAT WE'RE SHOWING IN OUR PROJECTION IS ABOUT $8.4 MILLION.THAT'S SOMETHING THAT WE'RE GOING THROUGH RIGHT NOW WITH THE STAFFING AND STAFFING NEEDS AND RIGHT SIZING AT THE CAMPUSES FOR THE POSITIONS THAT THEY NEED FOR NEXT YEAR BASED ON ENROLLMENT FIGURES AND THEN I SPECIFICALLY WANTED TO POINT OUT WITH THAT AMOUNT WHAT THE VACANT TEACHERS ARE CURRENTLY IN THE BIT. AGAIN, YOU'VE TALKED ABOUT IT, YOU KNOW ABOUT IT, YOU'VE READ ABOUT IT T SHORTAGE OF TEACHERS AGAIN, YOU'VE TALKED ABOUT IT, YOU KNOW ABOUT IT, YOU'VE READ ABOUT IT T SHORTAGE HESHORTAGE TEA SHORTAGE OF TEACHERS AND US HAVING TO HIRE TO COVER LONG TERM SO THAT'S WHAT THE 4% WOULD LOOK LIKE. WHAT WE'RE PRESENTING IS 5%.
BASELINE DOESN'T CHANGE, WHAT CHANGES IS YOUR TOTAL GENERAL FUND BUDGET AND SO THAT INCREASE IS ABOUT $2.2 MILLION. THE FINAL SNARE YOU WE HAVE TO CONSIDER IS GIVING THE TEACHER GROUP, THE GROUP BEING TEACHERS, LIBRARIANS AND NURSES 5% OF THE MIDPOINT AND THE REST OF THE STAFF, THE NONTEACHER GROUP, 4% AND THAT IS A RAISE, THE IMPACT IS ABOUT $2.2 MILLION.
OH, THE TEACHER AMOUNT, IF YOU WANT TO KNOW OFF OF THE 5% IS ABOUT $3,087 AND THAT'S USING OUR 5-YEAR EXPERIENCE TEACHER, MULTIPLYING THAT BY 5%, JUST VERY SIMPLE MATH.
>> GOOD EVENING. FOR STAFFING NUMBERS, OUR TOTAL POSITIONS CURRENTLY UNCOLLUDING VACANCIES IS 949. TOTAL FOR THE DISTRICT, FTES AND OUR TOTAL TEACHING POSITIONS IS 439. OF THAT VACANCY LIST WE HAVE 75 TEACHER VACANCIES THAT WILL BE REPORTED IN THE BUDGET, HOWEVER, 16 OF THOSE ARE CLASSROOM INSTRUCTORS SO WE HAVE 59 TEACHER VACANCIES, THE CLASSROOM INSTRUCTION, IF YOU REMEMBER, ARE THE ONES IN AN ALTERNATIVE CERTIFICATION PROGRAM AND CLOSE TO BECOMING A TEACHER WITH AN YEAR AND SO WE UTILIZE THEME IN THE CLASSROOMS WITH THE NATIONAL STAFFING SHORTAGE AND THEN I DID JUST WANT TO SHOW THE STARTING TEACHER SALARY, CURRENTLY LANCASTER FOR THE 21-22 SCHOOL YEAR, OUR STARTING TEACHER SALARY IS $55,050. SOME OTHERS MAY HAVE PASSED THEIR COMPENSATION PLANS BECAUSE THEY'RE A JULY 1ST START. DESOTO ISD, $58,000. CEDAR HILL, THAT'S $56,000 BUT THERE'S A $4,000 SIGN ON BONUS SO $60,000 FOR THE FIRST YEAR AND DUNCANVILLE AT $57,000.
SO WITH THE MODELS, IF WE WENT WITH A 5% FOR TEACHERS, THEN THAT WOULD PUT LANCASTER ISD AT $59,150 FOR A STARTING TEACHER SALARY AND TO BE A LOT MORE COMPETITIVE IN THE AREA.
>> MAY I INTERJECT? I JUST WANT TO POINT OUT TO THE BOARD AND COMMITTEE, NOTICE THE NUMBER THAT WE HAVE THERE IS FOR THE 21-22, THIS CURRENT SCHOOL YEAR AND I WILL SHARE WITH YOU THAT WE WERE IN THE TOP SPOT, SO OBVIOUSLY OUR NEIGHBORS HAVE RAISED THE MARK FOR THEIR DISTRICTS. AGAIN, WE HAD NOT YET DONE THAT BECAUSE TODAY'S THE DAY FOR STARTING THAT PROCESS WITH YOU AS A BOARD. SO THOSE ARE THE NUMBERS WE HAVE
TO REALLY COMPETE WITH. >> AND LAST YEAR FOR THE CURRENT YEAR 21-22, WEENEDED UP BEING THE HIGHEST PAID SCHOOL DISTRICT, NUMBER ONE, IN THE AREA.
[00:10:02]
WE ALSO BELIEVE THAT HELPED US ACHIEVE MORE ATTRACTION TO THE AREA AN BETTER SERVICE FOR OURSTUDENTS. >> I HAVE A QUESTION. THIS IS ALSO QUALIFIED IF THEY'RE CERTIFIED OR IF THEY'RE COMING IN FOR THE ALTERNATE CERTIFICATE INSTRUCTORS?
>> IF THEY HAVE A STATEMENT, YES, THEY GET THAT BUT IF THEY'RE AT A CLASSROOM INSTRUCTION LEVEL THEY'RE WORKING ON IT THROUGHOUT. WE FOUND THAT WE'RE ABLE TO GAIN MORE CLASSROOM INSTRUCTORS BY THE BOARD ALLOWING US TO HAVE THAT POSITION LAST YEAR AND BE CREATIVE BECAUSE IF THEY'RE SUBBING, IT'S A LOT LESS OF A RATE SO THEY'RE MORE LIKELY TO DO THAT SO, YES, TO ANSWER YOUR FE. IF THEY'RE CERTIFIED OR HAVE AN INTERNSHIP, THAT WOULD BE WHAT WAS APPROVED WOULD BE THEIR STARTING RATE.
>> AND THAT'S THE BASE RATE AND THERE'S A WINDOW OR IS THIS IT AS FAR AS THE STARTING?
>> IF THEY'RE BRAND NEW WHATEVER WAS APPROVED WOULD BE THEIR STARTING.
>> SO YOU HAVE 4% AND 5%. DOES THAT MEAN EVERY EMPLOYEE GETS AT LEAST 4% OR 5%
RESPECTIVELY. >> THERE WAS 4% AND 5% AND DIVIDING OUT THE TEACHERS AND GIVING5% AND GIVING THE REST 4%. LET ME STEP BACK AND I GOT OFF ONTO A TANGENT. PLEASE REPEAT YOUR QUESTION AGAIN.
>> OF YOUR PROPOSALS, DOES THAT MEAN EVERY INDIVIDUAL WILL GET THAT PERCENTAGE, 4% OR 5%?
>> OFF THE MIDPOINT FOR THEIR PAY GRADE, NOT WHAT THEY'RE CURRENTLY MAKING.
SO IT'S A SET DOLLAR AMOUNT. IF YOU'RE IN A PAY GRADE AND THE MIDPOINT IS $25,000.
IT DOESN'T MATTER IF YOU'RE MAKING $20,000 OR $30,000, YOU WOULD GET 4% OR 5% BUT, YES, EVERYONE WOULD GET THE SAME DOLLAR AMOUNT IN EACH OF THE PAY GRAWITZ.
>> GREAT. THAT'S GRADE. OKAY. E.
SEEMS LIKE WE HAVE EVERYONE IS INCREASING SALARIES FOR TEACHERS BUT MY REQUEST IS IS IT WORKING?
>> OF COURSE THERE IS A NATIONAL TEACHER SHORTAGE. >> I UNDERSTAND.
>> WE CONTINUE TO PARTNER WITH COLLEGES, UNIVERSITIES, IT IS HELPING BECAUSE WE DON'T WANT TEACHERS LEAVING TO GO 20 MINUTES AWAY FOR $2,000 MORE. WE'RE TRAINING THEM ON CURRICULUM, MENTORSHIP, SO WE WANT THEM TO CONTINUE TO GROW OUR STUDENTS SO AS THEY STAY, GET THREE YEARS OF TEACHING, THEY CAN MENTOR OTHERS AND SO IT REALLY DOES HELP.
>> THANK YOU. >> I WOULD LIKE TO MAKE A STATEMENT AS I APPRECIATE THIS BEING OFFERED TO US BECAUSE DEFINITE LY IT WOULD IMPACT OUR FUTURE TEACHERS TO COME TO LANCASTER AND RETAIN OUR TEACHERS THAT ARE HERE. WE HAVE TO BE COME PET TOUGH AND I DO AUNDERSTAND THAT. I WISH WE COULD DO MORE AND FINANCES LIKE WE JUST HEARD ON THE NEWS, THE STATE IS TRYING TO FIGURE OUT HOW TO GET MORE FUNDING FOR OTHER AREAS LIKE SAFETY BECAUSE THAT'S SOMETHING OUR TEACHERS WANT TO FEEL. NOT ONLY WITH THE PAY INCREASE, THEY WANT TO FEEL LIKE THEY CAN WORK FOR US AND BE SAFE. I AM VERY PLEASED TO KNOW THAT
WE WITHIN THWTHATHAETHANTH THAT >> I WOULD LIKE TO INTERJECT SOMETHING REAL QUICK.
I THINK LANCASTER, WE HAVE ALWAYS BEEN AT THE TOP AS FAR AS OUR TEACHERS AND PAYWISE.
LIKE CHAIRMAN COMMITTEE SAID, IS IT WORKING? I CAN TELL YOU FROM THE FEEDBACK
[00:15:01]
I HAVE GOTTEN FROM EMPLOYEES AND OTHERS, MY SISTER IS A TEACHER IN CEDAR HILL, LIKE BOARD MEMBER MORRIS SAID, IT'S ABOUT SAFETY. NO ONE IS GOING TO COME IF THE WORD IS ON THE STREET THAT I'M NOT GOING TO GO THERE FOR $4,000 OR $5,000 MORE IF I KNOW A STUDENT IS GOING TO GET UP AND CURSE ME OUT, BEDONE FOR TWO DAYS AND COME BACK AND DO IT AGAIN OR THREATEN A TEACHER.TEACHERS TO ME WOULD FINE WITH HALF IF YOU COME TO SCHOOL AND I HAVE ISSUES BUT MONEY DOESN'T SOLVE EVERYTHING. FOR SOME PEOPLE IT DOES, I JUST DO WHAT I GOT TO DO TO GET THROUGH THE DAY. THEY PAY ME MORE AND THAT'S IT. THERE'S A LOT TO CONSIDER FROM WHAT I HAVE SEEN FOR VOLUNTEERING FOR THE LAST 12 YEARS IN THE SCHOOLS.
IF I'M A TEACHER, ESPECIALLY ON THE HIGH SCHOOL LEVEL, I GET IT. THESE KIDS ARE DIFFERENT.
I'M JUST GOING TO SAY THAT. THEY'RE DIFFERENT. IT'S NO FUN WHEN YOU GO STRESSING EVERY DAY AND TRYING TO DO YOUR JOB BUT WHEN YOU TRY TO MAKE CHANGES IT'S LIKE OKAY, I'M NOT GETTING ANY HELP BUT I DPROO THAT WE NOED TO BE COMPETITIVE.
I JUST DON'T WANT TO SEE TEACHERS THAT ARE ONE AND DONE. WHEN I WAS COMING UP, YOU LOOKED IN EAST TEXAS AND YOUR SISTER HAD THIS TEACHER SO YOU WERE GOING TO HAVE HER IN HIGH SCHOOL BUT THE MASS EXEDOUS, WE NEED THE FIGURE OUT WHY. A LOT OF IT IS DUE TO BEHEIFER.
A LOT OF THEM SPEND TIME BREAKING UP FIGHTS. MY KIDS DON'T TELL ME BUT I FIND OUT FROM OTHER STUDENTS AND TEACHERS. BRAWLS IN THE GYM WHERE LADY COACHS ARE BREAKING UP FIGHTS. NO GUY COACHES ARE TO BE ES ARE NO GUY COACHES ARE TO BE FOUND.
THAT'S HARD AND I FEEL SORRY FOR THEM BECAUSE WITH THE WHOLE GUN THING TO SCHOOL.
I KNOW FOR A FACT KIDS ARE BRINGING THEM TO SCHOOL. IF YOU DON'T KNOW THAT, IT'S HAPPENING. I PROMISE YOU IT IS. TRUST ME, I KNOW, BUT WE HAVE TO GET OUR TEACHERS' SAFETY, LIKE MS. MORRIS SAID, BUT WE ALSO GOT TO TRY OUR BEST TO WEED OUT THE ONES WHO IF THEY'RE OUT OF DISTRICT AND CAUSING PROBLEMS, NO.
WE CAN BE A SELECT I HAVE OPEN DISTRICT. YOUR CHILD WANTS TO COME HERE? LET ME LOOK AT THEIR REPORT. OUR TEACHERS WOULD APPRECIATE THAT IN MY OPINION, BUT LIKE I SAWED, THIS IS STILL A GOOD THING. WE HAVE TO BE COMPETITIVE WITH OUR NEIGHBORS, NO DOUBT ABOUT IT. THEY'RE BIGGER THAN US REGARDLESS SO WE HAVE TO BE THE LITTLE BROTHER THAT STAYS COMPETITIVE.
>> ABSOLUTELY, I WAS AN ASSISTANT PRINCIPAL IN EAST TEXAS, COME BACK, PRINCIPAL HERE AND I GROW WITH THE SAFETY, GOING THROUGH COVID, ONE THING I NO FOR SURE WITH THE CHARGE OF SAFETY WE HAVE POLICE FORCE, SOME DISTRICTS DO NOT HAVE INTERNAL POLICE FORCE.
THIS YEAR THERE'S BEEN A SHIFT SO ONE OF THE POSITIONS IS A CHIEF OF STUDENT SERVICES AND THAT'S DR. JACKSON. IN ADDITION TO THAT, PUTTING THE RIGHT LEADERS IN PLACE AT THE CAMPUSES TO CREATE THAT CULTURE SO DEFINITELY AGREE ONCE THAT CULTURE IS CREATED, ALSO THAT HELPS TEACHERS STAY AND WANT TO STAY SO IT'S NOT JUST MONEY, BUT, OF COURSE, YES, IN ORDER TO HAVE PEOPLE FEEL SAFE, WE HAVE TO HAVE PEOPLE HERE TO BE SAFE BY SOME OF THEM, YOU KNOW, THEY THINK THE GRASS IS GREENER SOMETIMES BUT AS YOU CREATE THAT CULTURE AND BUILD THAT CAMPUS, BECAUSE I WOULD FOLLOW A PERSON, NOT JUST MONEY. IF ONE OF MY OLD PRINCIPALS IS GOING SOMEWHERE, I WOULD SAY OKAY, WHERE ARE WE GOING? LET ME PACK THIS CLASSROOM UP, WE'RE ROLLING OVER THEY'RE BECAUSE YOU HAVE THAT SUPPORT, YOU FEEL SUPPORTED THROUGH THAT.
WE WANT WHAT'S BEST FOR EVERYONE AND THE STUDENTS ARE WHY WE'RE ALL HERE.
THAT'S OUR FOCUS, EVERY DAY, WHATEVER SEAT YOU SIT IN IT'S ABOUT THE STUDENTS.
>> MAY I INTERJECT? >> I'M SORRY. I'M SO SORRY, DR. PERERA, I WOULD LIKE TO SAY TRUSTEE JONES CAME IN AT 5:46 AND PRESIDENT HAM CAME IN AT 5:49.
[00:20:04]
>> I JUST WANT TO SHARE THE SAME SENTIMENT ABOUT THE SAFETY OF OUR SCHOOLS.
I THINK WE'RE ALL AWARE THAT NO MATTER WHAT COMMUNITY YOU ARE IN, WHAT HAPPENS IN THE COMMUNITY CAN HAPPEN IN SCHOOLS AND IT OFTEN DOES AND SO THEY BRING THINGS INTO SO THE MORE WE CAN CONTINUE TO PARTNER WITH OUR COMMUNITIES AND FAMILIES TO ENSURE THOSE THINGS ARE IN PLACE, WE CAN HAVE THE BEST LAID OUT STUDENT HANDBOOK, REGULATIONS, RULES, PEOPLE HAVE TO FOLLOW THEM, RIGHT? AND WE DO TRY TO ENFORCE THEM. THERE ARE SOME THINGS THAT ARE BEING MORE DEFINED THIS COMING YEAR. THOSE ARE SOME THINGS I SAW.
IT WAS INCONSISTENT EVEN IN HOW WE HANDLED DISCIPLINE AND SO WHAT I ASKED MY PRINCIPALS TO DO GOING FORWARD, I NEED A SCHOOL BEHAVIOR PLAN. I DON'T WANT TO SEE HAPHAZARD, SOMEONE GETS 30 DAYS FOR AN ALTERCATION OR 10 DAYS FOR SOMETHING SYSTEM.
IT TAKE IT IS PARTNERSHIP FROM. IT TAKE IT IS I. IT TAKE IT IS M.
IT TAKE IT IS U. IT TAKE IT IS L. IT TAKE IT IS A.
IT TAKE IT IS R. IT TAKE IT IS PARTNERSHIP FROM THE COMMUNITY AS WELL.
WE HAVE OUR POLICE FORCE AND I KNOW MR. OSTER WITH FACILITIES AND THE CHIEF TO ENSURE WE HAVE METAL DETECTORS AND THOSE TYPES OF THINGS. KATRISE DOES NOT LIKE THAT.
BUT SUPERINTENDENT KNOWS SHE DOESN'T HAVE TO DO IT. KATRISE AND SUPERINTENDENT GO BACK AND FORTH. IT CREATES THIS PERSONA OF PRISON-LIKE AND CRINGE AT THAT PERSONALLY BUT I KNOW AS A SUPERINTENDENT I HAVE TO SHOW THAT WE'RE PUTTING COMMUNITY FIRST. WE WILL PUT THE MEASURES IN PLACE AND I WILL NOT SIT HERE AND TELL YOU EVEN WITH THOSE THINGS THERE WILL BE A GUARANTEE THAT THOSE THINGS WON'T HAPPEN BUT WE'RE ALSO NOT JUST WORKING WITH OUR STUDENTS BUT ALSO WITH OUR STAFF.
I CAN TELL YOU THAT SOMETIMES THOSE THINGS, THEY CREATE SOME SITUATIONS THAT CAN BE DEESCALATED AS OPPOSED TO ESCALATED. UNTIL YOU'RE SEASONED AND KNOW WHAT YOU'RE DOING IN THE CLASSROOM, YOU'RE GOING TO BE CHALLENGED.
I'M A PARENT OF TWO KIDS, I CAN'T CONTROL THEM SOMETIMES AND THAT'S JUST TWO.
I SHOULDN'T SAY THAT ON -- I'M GOING TO STOP RIGHT NOW. >> THANK YOU SO MUCH, D DR. PERERA. I DO HAVE ANOTHER COMMENT. ONE ON THE LEADERSHIP.
I'M PLEASED TO KNOW THAT DR. PERERA AT A YEAR IN IS BRINGING ALL THESE THINGS TO THE BOARD, SALARY INCREASES AND TALKING ABOUT SAFETY AND TALKING ABOUT THE PLAN AND AS I SAID EARLIER, JUST COMING OUT THE DOOR, TEA IS NOT RESPONDING TO THE NEWS YET BUT OUT OF ALL THE DISTRICTS IN THE STATE OF TEXAS, ONLY LIKE 400 DISTRICTS ACTUALLY HAVE A SAFETY PLAN SO THEY WILL BE ADDRESSING THAT AND DR. PERERA IS THE HEAD OF THE GAME TO TALK ABOUT IT AND LOOK AT IT. BUT I WOULD LIKE FOR OUR CFO, IF YOU WOULD, PLEASE, MAYBE FOR THE NEW BOARD MEMBERS GET YOU A LIST, FIRST YEAR TEACHERS AND HOW THAT PAY RANKING GOES.
I KNOW WHEN I WAS FIRST ONT BOARD IN THE EARLY DAYS, THAT WAS ONE OF THE THINGS I REALLY WANTED TO TAKE A VISUAL, TO JUST SEE WHERE OUR TEACHERS ARE AT MIDPOINT AND WHAT ARE WE LOOKING AT? BECAUSE I CAN'T BRING EVERYBODY UP TO 5% PAST THAT MIDPOINT.
>> THERE WERE SOME BOARD MEMBERS TODAY WHO CAME OVER FOR A QUICK REVIEW WITH OUR INTERIM CFO.
WE WILL MAKE SURE YOU HAVE A LINK TO THAT BUT KNOW THAT IT WILL TWEAKED GOING FORWARD.
WHATEVER YOU DECIDE AS FAR AS INCREASING COMPENSATION FOR OUR STAFF.
WE HAVE TO TWEAK THAT, TOO, IN LINE WITH IT. >> THINK AND YOU WILL RECEIVE THAT NEXT WEEK DEPENDING ON WHAT THE PROPOSED AMOUNT IS NEXT WEEK WHEN TASB PRESENTS SO WE WILL HAVE THAT OUTLINE TO YOU. IF YOU GIST WANTED TO LOOK AT HOW THE STEPS LOOK RIGHT NOW, WE
[00:25:01]
CAN SEND YOU THAT LINK OF THE $55,050 AND WHAT IT WOULD LOOK LIKE IN THE FUTURE.THAT WILL BE PRESENTED ON TUESDAY AT THE BOARD MEETING. >> EXCELLENT.
>> I JUST WANT TO CHALLENGE YOU TO FIND OUT WHAT THE FACTS ARE. ANALYZE THE INCREASES OVER THE YEARS AGAINST THE PERFORMANCE TO FIND OUT WHAT'S HAPPENING. I POSED A QUESTION ONCE LIKE IS LANCASTER ISD A DESIRABLE PLACE TO WORK? I GOT LOOKED AT LIKE A BROTHER FROM ANOTHER PLANET. THAT CAN BE FOUND OUT. WE ALL WANT OUR PRINCIPALS AND TEACHERS TO BE WELL PAID BECAUSE THOSE ARE THE BASICS OF EDUCATION BUT WE NEED TO GO A LITTLE BIT FURTHER. TH THANK YOU.
[6. Overview of Capital Outlay – Department Leads (Overview)]
ANY OTHER COMMENTS? THANK YOU VERY MUCH, LADIES. I THINK WE CAN MOVE ONTO CAPITALOUTLAY. >> YES. THANK YOU, CHAIR STEPHENSON, AS WE CONTINUE TO BUILD A BUDGET, I THINK WE OWE IT TO OUR COMMUNITY AND TAXPAYERS TO ENSURE THAT WE ARE BEING PROACTIVE AS BEST AS POSSIBLE AND ENSURING THAT WE HAVE A GOOD PLAN IN PLACE FOR ENSURING THAT OUR FACILITIES ARE UP TO DATE BECAUSE WE CAN KICK IT DOWN THE ROAD OF NOT REPAIRING A ROOF BUT I CAN TELL YOU THAT IMPACTS THE CLASSROOM. IF THERE ARE CLASSROOMS THAT HAVE LEAKY ROOFS, THAT MEANS THAT CLASS HAS TO BE RELOCATED SOMEWHERE ELSE IN THE BUILDING AND IT MAY ALSO CAUSE A DOMINO EFFECT OF MOVING SOME OTHER STUFF AROUND.
I SHOREED WITH MY TEAM THAT WE NEEDARED WITH MY TEAM THAT WE NEED TO COME UP WITH SOME LEVEL OF A PLAN TO SHARE WHAT WE NEED AND HOW WE GO ABOUT ADDRESSING THOSE THINGS.
I WORKED WITH DEBBIE AS WELL ON HOW TO MAKE THAT HAPPEN SO I ASKED MY TEAM TONIGHT TO SHARE WITH YOU ALL SOME THINGS WE NEED TO DO AND HOW TO ACQUIRE FUNDING WITHIN OUR OWN BUDGET AND I DON'T WANT TO SAY RESERVES BUT THAT'S WHAT I'M USED TO, BUT OUR FUND BALANCE.
DEBBIE? >> I'M GOING TO KICK THIS OFF TO TALK ABOUT THE CAPITAL NEEDS TO EXPLAIN THE PROCESS AND PLEASE LET ME DEFER BACK TO THE SUMMARY AFTER YOU HAVE GONE OVER THE INDIVIDUAL REQUEST BECAUSE I THINK IT'S BETTER ONCE WE PET THAT INTO PERSPECTIVE BECAUSE THESE NUMBERS ARE A LITTLE SCARY BUT NOBODY ASKED THE QUESTION CAN WE ANO FORD THE FORD THE PA PART OF THAT IS IS CREATING A CAPITAL PRODUCTS FUND AND DETERMINE THAT AMOUNT BASED ON OUR FUND BALANCE. LY TURN IT OVER TO ROGER AND HE'S GOING TO TALK ON TWO OF THE BIGGEST PIECES OF THE BUDGET AND THEN WE'LL CIRCLE BACK AFTER CT PRESENTS THEIR POWER POINT AND ANSWER QUESTIONS AT THAT TIME FOR YOU AS FAR AS THE TOTAL CONCEPT OF NOT ONLY LOOKING AT HOW WE'RE GOING TO CURVE OUT MONEY IN THE CURRENT YEAR BUT ALSO BUILD A BUDGET TO TRANSFER
CAPITOL PROJEL PROJEAL PROJECTS FUTURE. >> GOOD EVENING BOARD OVER TRUSTEES AND COMMUNITY MEMBERSMENT I'M HERE TO PRESENT THE CAPITAL OUTLAY PROJECTS AND THIS WILL HELP THINGS GO FROM REACTIVE TO PROACTIVE. FIRST ON THE LIST I WANT TO HAVE JD HALL AND YOU WOULD SEE PRIORITY WISE WOULD BE OUR OLDEST CAMPUSES UP TO OUR NEWIST CAMPUSES. HERE'S A RAMP THAT IS ATTACHED TO THE PORTABLE, LOSE ALL THE WAY THROUGH. THE RAILING IS FALLING DOWN, THE UNDERSKIRT PINNING OF THE PORTABLE BUILDING HAS COME UNDONE, A LOT OF TRIM IS MISSING.
OVER ON THE BOTTOM RIGHT, THAT'S THE LOWER BACK HALF OF BUILDING ONE AND THE TOP OF THE ROOF THERE RIGHT ALONG THE EDGE YOU CAN SEE WHERE IT'S DETERIORATING.
THE TOP OF THE RIGHT THERE, YOU CAN SEE WHERE PLANTS ARE GROWING OUT OF THE GUTTERS FROM THE A/C COMMITMENT. THERE'S A LOT OF BUILDUP ON THE COIL AND THEY'RE AT THE
[00:30:03]
REPLACEMENT AGE AS WELL. HERE AT GEORGE WASHINGTON CARTER SIXTH GRADE CENTER WE'RE MISSING HALF THE CANOPY ON THE TOP LEFT THERE AND IN THE CENTER YOU CAN SEE WHERE TILES ARE MISSING INSIDE THE GYM AND ON THE BOTTOM RIGHT, YOU CAN SEE WHERE THE TILE IS MISSING, THIS IS THE LOWER GYM, I BELIEVE THE GIRL'S PE CLASS IS OPERATING OUT OF. I DON'T HAVE THE PICTURES HERE BUT THERE'S A RUBBER GYM THAT'S BY THE PTRC PRINT SHOP THAT THESE TO BE REPLACED BUT I THOUGHT THIS ONE WAS MORE IN NEED OF REPLACEMENT BECAUSE THERE'S HAZARDOUS AREAS THROUGHOUT THERE WITH THE TILES MISSING. YOU CAN SEE ALONG THE BOTTOM RIGHT PICTURE THERE. YOU SEE THE DISCOLORATION IN THE WALL ON THE BACK WALL THERE? IF YOU GO UP TO THE TOP PICTURE ON THE RIGHT, THAT'S DUE TO THE CONCRETE FOUNDATION DROPPING AND THAT CEILING HAS BROKEN LOOSE AND IS LITTLE IN WATER SO THAT MOISTURE IS UPROOTING THE TILE THERE. THE BOTTOM LEFT CORNER, YOU CAN SEE WHERE SOME WINDOWS HAVE BEEN BUSTED OUT AND BOARDED UP OVER TIME SO THERE'S NO NATURAL LIGHT GOING INTO THAT GYM, EVEN THAT ONE THAT YOU CAN SEE BROKEN GLASS THERE, IT HAS A BOARD ON THE BACK HALF OF THAT.MOVING ONTO HOUSTON ELEMENTARY. THESE ARE THE RESTROOM CONDITIONS RIGHT NOW.
THESE ARE THE FRONT TWO RESTROOMS. SO OVER TIME, THE EQUIPMENT HAS KNOCKED OVER SOME OF THE TILE, KNOCKED IT OUT OF PLACE AND HAS BUSTED THE SEAL AND WATER HAS GOTTEN UP UNDERNEATH THERE AND RUSTED THE METAL STUDS ON THE WALL.
YOU COULD MOVE THE WALL IF YOU WANT TO AND THE TILE IS LOOSE AND THERE'S PROGRESSION OF URINALS THERE, ONE WORKING, ONE OUT OF ORDER, ONE MISSING. AT ROSA PARKS WHICH IS THE PORTABLE UNIT CARPET. SIX NEED CARPET REPLACED AND THAT'S PRETTY MUCH EVERY ONE IN THE DISTRICT. I JUST PICKED SOME TO SHOW YOU. WE HAVE QUOTES ON MAJORITY OF WHAT I'M SHOWING YOU RIGHT NOW. SOME OF THE NEWER CAMPUSES IS WEST BANG ELEMENTARY, PAINT AND DRY WALL AND ALSO SOME REPAIR WORKS ON THE AUDITORIUM AREA. SO THE SEATS THERE, THE KIDS HAVE JUMPED ON THEM AND BROKEN THE WELDS AWAY FROM THEM AND LUCKILY WE HAVE SOME REPLACEMENT BACKUPS TO PULL UP THAT WHOLE SECTION AND THEN GET IT REWELDED AND BACK IN PLACE.
ONE OF THE BIG TICKET ITEMS ON THE CAPITAL OUTLAY OBJECTS AS MS. CABRERA MENTIONED IS THE ROOFING. THESE ARE JUST TWO, ROSA PARKS AND WEST MAIN.
THERE'S BUILD UP IN THE ROOF THERE. WEST MAIN, SOME ROOF DRAIN LEAKS AND WE HAVE THOSE ALL PATCHED UP SO FAR BUT THIS IS ALL THROUGHOUT THE WHOLE DISTRICT, THERE'S MULTIPLE ROOFS THAT NEED QUITE A BIT OF WORK AND ROSA PARKS, BELTLINE ELEMENTARY AND JD HALL AS WELL. I HAVE BLOWN THIS UP AND PUT ALL THE COST FOR ROOF REPLACEMENT.
TO DO ONE ROOF IS $1.7 MILLION AND THAT'S WITH A 20-YEAR WARRANTY AND THAT'S ALSO WITH THE ENERGY STAR RATING. THEY CALL IT LIKE A WHITE ROOF, I BELIEVE, AND ALSO WE GOT 20 WHITE FLEET VEHICLES, NINE SPED BUSES, A STRAKE TOR AND TRAILER TO REPLACE, A MOWER FOR THE
[00:35:07]
FIELD. THE GUY WHO HAS BEEN DOING THE CONDITIONING OF THE NEW FIELD SAYS THAT WILL KEEP OUR FIELDS IN NFL CONDITION AND THEN WE COULD START, IF WE'RE ABLE TO GET ONE OF THOSE, WE CAN DO THE BASEBALL FIELDS AND THE SOCCER FIELDS AS WELL.20 MOWERS AND JUST NAMING A FEW HERE, POUR FACTOR PROTECTION, A ONE TIME COST OF $105,000 AND OVER THE FIVE YEARS, ON THE FIFTH YEAR, WE WOULD GAIN SAVINGS OF $33,000.
THEN WE HAVE PAINTING FOR 1.3 MILLION SQUARE FEET ACROSS THE DISTRICT AND START AT THE OLDEST CAMPUSES AND WORK FOR THE CARPET, TILE, AND GLASS, THAT'S 17.6 MILLION.
HERE I JUST BROKE THE SQUARE FOOTAGE DOWN FOR EACH CAMPUS SO YOU CAN SEE THAT WITH THAT PROPOSED 17.6 MILLION, YOU WOULD BE SPENDING $12.89 PER SQUARE FOOT ACROSS THE DISTRICT.
>> I NEED TO MAKE A COMMENT BECAUSE I FEEL EMBARRASSED AS A BOARD MEMBER.
REALLY, FOR YOU TO BRING THIS TO US, I REMEMBER BACK IN THE DAY EVERY YEAR AS NEW BOARD MEMBERS CAME ON WE TOURED THE CAMPUS BECAUSE WHEN IT GETS TO THIS KIND OF MONEY, IT'S OUR RESPONSIBILITY. I GIST JUST HAD TO SAY THAT. WE'RE TALKING JUST HAD TO SAY T WE'RE TALKING ABOUT RAISES. WE'RE TALKING ABOUT A CONDUCIVE ENVIRONMENT FOR TEACHING AND LEARNING. THAT J D HALL, IT NEEDS TO BE TORN DOWN AND REBUILT.
I KNOW WE HAVE HAD A LOT ON OUR PLATE. MAYBE WE DO NEED TO GO AFTER A BOND ISSUE. THAT IN ITSELF WOULD KEEP TEACHERS HERE.
I WALKED THE HALLS AND I SAW SOME THINGS WORSE THAN THAT. I WILL TELL YOU, PICTURES DON'T SPEAK TO VOLUME. REAL VISITATION SPEAKS TO VOLUME.
SO HOPEFULLY WE CAN PUT THAT ON OUR AGENDA AND THINK ABOUT IT TO TOR OUR SCHOOLS.
>> I HAVE A COMMENT. FOR THE SCHOOLS THAT WERE NEWLY BUILT, I APOLOGIZE, IT'S LIKE WITHIN WHAT? TEN YEARS? DO THE WORK THAT'S BEEN COMPLETED, THEY DON'T COME WITH WARRANTS THE WORK THAT'S BEEN C, THEY DON'T COME WITH WARRANTSTH THEY DON'T COME WITH WARRANTS THROUGH BUILDERS OR SOME TYPE OF GUARANTEE OR COVERAGE EVEN WITH
THE A/C, THE WALL, THE TILE? >> I LOOKED UP SOME OF THE WARRANTY STUFF JUST TO OTHER DAY AND I BELIEVE THE LAST BIT OF OUR WARRANTY EXPIRED THE BEGINNING OF THE LAST SCHOOL
YEAR. >> I'M SORRY, WHEN? >> THE BEGINNING OF LAST SCHOOL
YEAR. >> WHEN WAS THIS IDENTIFIED. THIS HAD TO BE GOING ON FOR A
WHILE, HASN'T IT? >> I WILL ADDRESS THAT. ABSOLUTELY.
THESE ARE NOT NEW ITEMS THAT HAPPENED THIS YEAR, A LOT OF THESE ITEMS HAVE BEEN, AGAIN, COMING HERE AND LOOKING AT THESE THINGS KNOWING THAT THESE THINGS HAVE BEEN KICKED DOWN THE ROAD, THIS CAN HAS BEEN KICKED, KICKED, KICKED TO DO OTHER THINGS AND I GET IT AND I UNDERSTAND BUT I'M A BELIEVER THAT WE HAVE TO PROVIDE OUR STUDENTS AND STAFF WITH AN ENVIRONMENT THAT IS MORE CONDUCIVE TO LEARNING. THESE ARE IN THE NEW.
I'M NOT GOING TO SAY THEY HAVE BEEN IGNORED BECAUSE I CAN'T ANSWER FOR THAT.
I CAN ONLY ANSWER THIS PAST YEAR WHERE I KNOW I SPOKE WITH STAFF, LET'S GET THESE THINGS TOGETHER SO AT THE END WE CAN PUT TOGETHER SOME TYPE OF CAPITAL OUTLAY SO WE CAN BE MORE PROACTIVE AND ENSURE WE'RE KEEPING UP WITH THESE THINGS. WE'RE NOT GOING TO SOLVE EVERYTHING IN A YEAR BUT WE HAVE TO HAVE A PLAN MOVING FORWARD AND PRIORITIZING THOSE EYE
TESTIMONIES ON THERE. >> WHICH GOES BACK TO MY QUESTION AS WELL.
[00:40:07]
THIS HAS BEEN BROUGHT TO THE BOARD. THIS HAS BEEN SOME ISSUES THAT HAVE BEEN ADDRESSED SO WITH THESE ISSUES BEING ADDRESSED AND THIS BEING LESS THAN FIVE YEARS THAT THESE SCHOOLS HAVE BEEN UP AND WE HAVE WARRANTIES EXPIRED WHICH IS NOT ADDING UP BECAUSE WE HAVE BRAND NEW SCHOOLS ALREADY BREAKING DOWN AND LESS THAN FIVE YEAR WARRANTIES AND WE'RE SPENDING OVER MILLIONS OF DOLLARS WHICH MEANS THAT'S SOMETHING THAT NEEDS TO BE REVISITED ITSELF. AS FAR AS MAINTENANCE IS CONCERNED, NOT YOU SPECIFICALLY BUT THE DEPARTMENT ITSELF, IF THIS IS BEING MAINTAINED, IT SEEMS LIKE WITH THESE CONTRACTS THAT WE HAVE COMING IN AND THE FUNDING OR WHAT HAVE YOU, THIS SHOULD HAVE BEEN PART OF MAINTENANCE AND NOT A YEAR OF BUILD UP WITH NOTHING TOUCHED UNTIL NOW WHICH CAN OR MAY NOT OR WHAT HAVE YOU BE PUSHED BACK OR ADDRESSED SOON. ARE THERE ANY INSPECTIONS COMPLETED AS IT RELATES TO THIS SCHOOLS THAT WILL ALLOW US TO IDENTIFY THE ISSUES THAT WE'RE LOOKING AT NOW TO PREVENT THIS FROM HAPPENING? THIS COST WE HAVE TO ENDURE.TAX INCREASES AND WHAT HAVE YOU. IS THERE NOT INSPECTIONS BEING COMPLETED?
>> I CANNOT ANSWER FOR THE PAST BUT I CAN ANSWER FOR THE FORWARD.
EARLIER IN THE YEAR I DID HAVE MY CHIEF OF OPERATIONS TO FIND OUT WHAT ARE THOSE NEEDS AND COMPILING LISTS. THERE ARE SOME THINGS WE NEED THIS YEAR.
THAT'S WHAT THIS IS TRYING TO DO IS TO BUILD THAT OPPORTUNITY FOR US TO ADDRESS THOSE ISSUES AND NOT ALLOW THEM TO PILE UP LIKE THIS. I THINK THIS IS UNFAIR TO OUR
COMMUNITY AND OUR TAXPAYERS. >> I AGREE. >> AS SUPERINTENDENT AND MY TEAM WE OWE THE COMMUNITY MORE THAN THIS. WE HAVE LOOKED AT SCENARIOS THROUGHOUT THIS. NOBODY IS REALLY TALKING ABOUT THE CARPET OTHER THAN THE FACT THAT A TEACHER AND STAFF MEMBER OR PARENT NOTICES AND A REPAIR TICKET IS SENT IN.
I CAN'T ANSWER FOR THE PAST. I CAN ONLY MOVE TOGETHER AND HOPE THAT THE BOARD IS AWARE OF
THESE THINGS AND CONTINUE TO GIVE YOU WAYS TO IMPROVE. >> THANK YOU FOR THAT.
GO AHEAD. >> AS FAR AS THE NEWER SCHOOLS, THEIR LIST IS QUITE A BIT SHORTER. WEST MAIN CAN USE SOME FLOOR WORK AS WELL AS PLEASANT RUN AND
PAINT BUT THE BIG STUFF IS THE OLDER SCHOOLS, THE ROOFS. >> SO MOVING FORWARD, JUST IN REVIEW AS WELL, WITH THE CONTRACTORS THAT HAVE ALREADY BUILT THIS SCHOOL AND EVERY CONTRACTOR THAT'S TOUCHED THAT FOUNDATION, IS IT POSSIBLE TO FOLLOW UP WITH THOSE CONTRACTORS TO REVIEW THOSE WARRANTIES BEFORE WE START PAYING OR SPENDING MONEY TO HAVE THIS DONE BUT HOLD THEM ACCOUNTABLE? IT'S HARD FOR ME TO BELIEVE THAT WITH OVER A MILLION DOLLARS,
THERE'S ONLY FIVE -- YES, MA'AM? >> I WOULD LIKE TO JUMP IN AND SAY WE AS A BOARD HAVE A RESPONSIBILITY BECAUSE WE PASS BUDGET AND WE'RE LOOKING AT SOMETHING THAT I KNEW ADD MAIN ADMINISTRATION IS BRINGING TO THE BOARD NOW THAT HAS NOTADMIN THE BOARD NOW THAT HAS NOT BEEN FOR YEARS BECAUSE OF THE LEADERSHIP BUT THIS IS NOT FIVE OR TEN YEARS OLD.
THIS IS YEARS OF DOING OTHER THINGS OTHER THAN ADDRESSING CLASSROOMS. WE AS BOARD MEMBERS, YEAH, WE DO THE GOVERNANCE, WE VOTE, BY ULTIMATELY WE ARE RESPONSIBLE
[00:45:05]
FOR OUR SCHOOLS, SO I WANT TO ENCOURAGE EACH ONE OF US TO GO AND VISIT SCHOOLS BECAUSE ONE THING THAT I NEVER HAD THAT I HAVE NOW, DR. PERERA DOES NOT HAVE A PROBLEM WITH BOARD MEMBERS COMING ON CAMPUS AS LONG AS YOU NOTIFY HER AND LET ADMINISTRATION KNOW BECAUSE THESE THINGS WHEN YOU TAKE CARE OF YOUR PRIVATE LIFE YOU'RE NOT HERE EVERY DAY, I'M TALKINGABOUT US AS A BOARD. >> IT'S REASONABLE TO GO AND VISIT THE SCHOOLS AND I UNDERSTAND THAT AND I SPOKE WITH DR. PERERA AND SHE HAS EXTENDED THAT INVITE BUT AT THIS MOMENT, WHAT I'M DISCUSSING IS WHAT HE HAS PRESENTED IN FRONT OF US AS IT RELATES TO THE BUDGET AND THE SPENDING AND EXERCISING OPTIONS BEFORE WE START TAKING AWAY FROM THE BUDGET AND HOLDING ACCOUNTABLE THESE CONTRACTORS, REGARDLESS OF HOW THEY GET HERE, REGARDLESS OF WHAT HAS TAKEN PLACE AS DR. PERERA STATED PLIFINGMOVING FORWARD REVISITIN CONTRACTS AND HOLDING THE CONTRACTORS ACCOUNTABLE BEFORE WE START SPENDING AND INCREASING AND TAKING AWAY FROM OUR
CHILDREN IS WHAT I'M ASKING AND INQUIRING IF POSSIBLE. >> YEAH, I CAN DOUBLE CHECK BUT I'M 99% SURE OUR CONTRACTS ARE UP AS FAR AS ANY WARRANTIES ON OUR NEW CAMPUS, PLEASANT RUN
ELEMENTARY, MIDDLE SCHOOL AND WEST MAIN. >> AND FOR EACH ITEM THAT NEEDS REPAIR, CAN THE CONTRACTOR FOR THAT PARTICULAR EYE TESTIMONY AND THE WARRANTIES AND WHAT HAVE YOU, CAN THAT BE PROBITYED TO BE REVIEWED AS WARRANTIES AND WHAT CAN THAT BE PRESENTED TO BE
REVIEWED AS WELL? IS THAT AN OPTION? >> YES, BUT WE AS A BOARD HAVE BEEN LISTENING TO THIS THE WHOLE YEAR AND WE HAVE HEARD PEOPLE SAYING WE'RE TAKING CARE OF THIS AND THAT. NOW THINGS ARE BEING PUT IN ACTION BECAUSE OF OUR NEW LEADERSHIP IS LOOKING TO MOVE FORWARD IN GETTING THESE THINGS COMPLETED AND DONE AND THAT'S WHAT WE HAVE TO WORK WITH. IN SCHOOL FINANCES, WHEN THE CONTRACTORS COME IN AND DO THE WORK, EVERYBODY KNOWS WHAT THAT IS UP FRONT BUT SOME OF THIS IS JUST NATURAL WEAR AND TEAR THAT COULD HAVE BEEN ADDRESSED AS WE WENT ON, THAT THAT'S WHY IT'S IMPORTANT FOR US, I WOULD HAVE A PRIVATE CONVERSATION WITH DR. PERERA AND SHE WOULD HAVE THE APPROPRIATE INDIVIDUALS TO GO OUT AND EVALUATE WHAT WE CAN DO BECAUSE SITTING IN THAT JD HALL, I GUESS I'M GOING TO KEEP
SAYING THAT BECAUSE WE HAVE CHILDREN GOING OVER THERE. >> SECRETARY, CAN I MAKE IS
STATEMENT? >> YOU SURE CAN. >> I'M SORRY BUT I WAS WAITING A LONG TIME AGO. I'M GOING TO INTERJECT ON THIS ONE.
>> I AGREE WITH A LOT OF THE THINGS HERE. THIS LETS ME KNOW THAT LEADERSHIP FAILED TO ADDRESS BECAUSE IT SHOULD HAVE BEEN ADDRESSED BY THE MAINTENANCE PERSON ON THE CAMPUS. THE BOARD DOES HAVE RESPONSIBILITY BUT WE HAVE INDIVIDUAL THAT IS WE'RE PAYING TO ENSURE THAT OUR BUILDINGS DON'T LOOK LIKE THIS, THE JANITORS OR SOMEBODY DOING MAINTENANCE OPERATIONS SO IT'S VERY DISAPPOINTING TO SEE THAT AND THAT OUR STAFF AND STUDENTS ARE GOING TO BUILDINGS THAT LOOK LIKE THAT.
JUST LIKE THE ROOF AT MILLBROOK, THAT SHOULD HAVE BEEN AN SNIRNS CLAIM YEARS AGO BUT INDIVIDUALS WERE NOT DOING THEIRINSURANCE C INDIVIDUALS WERE NOT DOING THEIR JOBS, THEY WERE GETTING PAID NOT TO WORK. WE SEE WHAT'S HAPPENING BY NOT HAVING GOOD LEADERSHIP SO WE WANT TO TAKE THE INITIATIVES TO GET IT DONE AND SOME OF THE THINGS, WE CAN'T REALLY WAIT.
MS. WHITFIELD HAS TALKED ABOUT PULLING WARRANTIES BUT WE'RE ALMOST MIDSUMMER.
WE HAVE TO HAVE THIS REPAIRED BEFORE KIDS COME BACK TO SCHOOL SO WE NEED TO KNOW IF THERE'S
[00:50:01]
WARRANTY BEFORE WE HAVE TO SPEND AND WE MAY HAVE TO SPEND AND GET REIMBURSED FOR THE SCHOOLS TO BE READY BUT SOME OF THESE PICTURES ARE VERY DISHEARTENING. I KNOW YOU HAVE NOTHING TO DOWITH THIS BUT IT'S SAD TO SEE THINGS IN THIS POSITION. >> CAN I JUST FINISH ONE THING I WAS STATING AND THEN I WILL BE DONE WITH IT? WITH YOU RECEIVING BIDS FOR WORK OR WHAT HAVE YOU SIMULTANEOUSLY AT THE SAME TIME REACHING OUT TO THE CONTRACTORS WHO ARE ALREADY COMPLETED THE WORK, IF A WARRANTY IS OUT, THEY'RE SUBMITTED SOMETHING IN WRITING THAT WARRANTY IS OW, I'M LOOKING AT IT FROM MORE THAN ONE MULTITUDE AS IT RELACED TO OUR STUDENTS' SAFETY, OUR TEACHER'S SAFETY AND THE BUDGET AND WHAT HAVE YOU, YES, IT NEEDS TO BE TAKEN CARE OF BEFORE SCHOOL STARTS SO IF THERE'S A DELAY IN THAT, WE'LL DO WHAT WE HAVE TO DO TO PREVENT DELAY BUT AT THE SAME TIME NOT JUST TAKING ON CONTRACTORS AND SAYING, OKAY, WE HAVE TO HIRE SOMEBODY ELSE. WE HAVE TO HOLD PEOPLE ACCOUNTABLE.
OTHERWISE WE'RE JUST PULLING MONEY THAT COULD BE USED FOR SOMETHING ELSE INTO SOMETHING WE SHOULD NOT HAVE TO BECAUSE WHATEVER TOOK PLACE IN THE PAST, MOVING FORWARD, IF WE'RE GETTING CONTRACTS DONE AND WE NEED TO BE NEGOTIATING WARRANTIES TO MAKE SURE THINGS LIKE THIS THAT TAKE
PLACE ARE RECOVERED REGARDLESS. I'M DONE WITH IT. >> ALL RIGHT.
ALL RIGHT. THANK YOU. I DEFINITELY WANT TO THANK YOU FOR BRINGING THIS INFORMATION TO OUR ATTENTION. SOME OF THESE CAMPUSES ARE OLD.
WE WERE FORTUNATE ENOUGH TO PASS A BOND IN 2015 WHICH ALLOWED US TOO REBUILD WEST MAIN AND LMS IN 2020. I THINK ONE OF THE MAIN SCHOOLS THAT OCCURRED WITHIN THE PUBLIC EDUCATION SYSTEM ISS WITHIN THE EDUCATION SYSTEM IS DEFERRED MAINTENANCE.
IF YOU CAN GIVE US THE IMPACT OF DEFERRED MAINTENANCE ON A CAMPUS AND HOW THIS IS A RESULT OF
THAT. >> YEAH, LET'S JUST GIVE AN EXAMPLE OF EQUIPMENT OVER AT THE MIDDLE SCHOOL, RIGHT NOW OUR GUYS DON'T KNOW HOW TO WORK ON THAT NEW A/C EQUIPMENT BECAUSE IT'S AIL BEEN HANDLED BY CONTRACTING OUT TO THE COMPANY THAT INSTALLED IT SO GOING FORWARD I WOULD LIKE TO CUT THEIR CONTRACT AND ANY TIME THEY ARE ON SITE, THAT THEY TRAIN OUR GUYS, OUR HVAC STAFF BECAUSE THEY HAVE GOTTEN NO TRAINING ON HOW TO MAINTAIN THAT EQUIPMENT WITH THE FLOORING OF THE ELEMENTARY SCHOOLS AND HOW TO PREVENT IT FROM WARPING AND
PULLING UP OFF THE GROUND. >> IN ESSENCE, HE'S SAYING A LOT OF THIS STUFF HAS BEEN PUSHED DOWN OR KICKED DOWN THE ROAD AND NOW WE'RE IN THE SITUATION WE'RE CURRENTLY IN.
WE'RE AT A POINT NOW POST-COVID WHERE WE LOST A YEAR EVEN ADDRESSING SOME OF THIS BECAUSE NOBODY WAS ON SITE SO THAT'S ANOTHER FACTOR OF WHY WE ARE WHERE WE ARE RIGHT NOW AND WITH THE RAIN AND HEAT THAT'S CAUSED SOME OF THE WARPING AT THE PORTABLES.
WE'LL HAVE A CHANCE TO ADDRESS THESE CONCERNS GOING FORWARD. IT MAY NOT HAPPEN WITH ONE YEAR.
WITH THE CAPITAL OUTLAY FUND IRE ALLUDING TO, THAT'S SOMETHING WE WILL BE ABLE TO ADDRESS MOVING FORWARD YEAR AFTER YEAR AND GET SOMETHING WE WILL BE ABLE TO ADDRESS MOVING FORWARD YEAR AFTER YEAR AND GET TO A POINT WHERE WE CAN ADDRESS A LOT OF THESE AND IT MAY BE A POINT WHERE WE DO A BOND. MY FINAL QUESTION IS WITH THE PORTABLES, DO WE OWN THOSE OR
LEASE THEM? >> I BELIEVE WE DONE THEM. >> THEY'RE OWNED.
>> WE OWN THOSE. >> CAN I ASK QUESTIONS? DO YOU NOT HAVE A SMALL BUDGET? YOU SHOW COMMODES LEAKING, YOU GO BUY A GASKET AND STOP IT. HOW CAN YOU GO A WHOLE YEAR IN
[00:55:03]
ELEMENTARY SCHOOLS WITH LITTLE KIDS GOING TO THE BATHROOM AN ONLY ONE WORKS AND YOU SAYYOU'RE WAITING ON MONEY. GO TO HOME DEPOT. >> YEAH, I BELIEVE TURN THINGS WOULD COME UP AND THEY PULL FROM THAT BUDGET AND SPEND IT ON ANOTHER PRODUCT AND ALSO WE HAVE
ONE PLUMBER AND THE PLUMBER'S HELPER FOR THE DISTRICT. >> IS IT THE PRINCIPAL'S FAULT
FOR NOT REPORTING IT OR THE PLUMBER NOT WORKING ON IT? >> IF I COULD INTERJECT.
I KNOW I'M SKIPPING SOMEBODY. THE ISSUE IS NOT WHO IS AT FAULT, WE IDENTIFIED IT AND WE'RE MOVING FORWARD TO ADDRESS IT. IT'S BEEN IDENTIFIED.
WE'RE NOW PUTTING SYSTEMS IN PLACE TO ADDRESS THESE ISSUES. >> WHAT I'M SAYING MR. GEJONES
WHY DID THAT WAIT A WHOLE YEAR? >> WHAT IS THE FIVE YEAR PLAN AT THIS POINT? I'M LOOKING AT FACILITIES THAT WHY ARE WE PUTTING ANY MONEY TOWARDS THAT? I KNOW YOU HAVE TO MAKE DUE FOR RIGHT NOW UNTIL WICK GET TO THE POINT OF BUILDING AND REBUILDING BUT ALSO AS A FUTURE THOUGHT IN CONSOLIDATING SOME OF THESE BUILDINGS, THE SECURITY, THE POLICING, I KNOW YOU PROBABLY CAN'T ANSWER THIS QUESTION, ROGER SO I WILL ASK MY COLLEAGUES HERE. THE ROY CRAWFORD AGRICULTURE CENTER, WE HAVE NOTHING TO DO WITH THAT FACILITY NOW SO WHY IS IT EVEN APPEARING ON HERE? THAT WENT BACK TO THE CITY AND I WILL ALSO MAKE THIS COMMENT OUT LOUD. WE AS TAXPAYERS WASTED THOUSANDS AND THOUSANDS AND THOUSANDS OF DOLLARS AND WE NEVER UTILIZED THAT FACILITY.
>> WELL, WE DID AT ONE POINT. WAY BACK IN THE DAY. >> EXCUSE ME, OVER THE LAST SEVEN YEARS, THERE WERE SOME CHANGES, SOME THINGS THAT WERE SUPPOSED TO HAVE TAKEN PLACE, A VETERINARIAN PROGRAM IF I RECALL. UNDER THE PAST ADMINISTRATION WE WASTED AND WE HAD A 501 C 3 ORGANIZATION THERE THAT BENEFITTED GREATLY FROM THAT BUT THE TAXPAYERS DID NOT. I DON'T KNOW WHY THAT'S ON HERE WHEN WE HAVE NO RIGHTS TO IT
ANYMORE. >> THAT'S MY BAD. I NO KNOW I N KNOWKNOW I NEDAT
YEARS. >> SO CAN WE GO BACK AND FIND WHAT CONNECTION DO WE HAVE IT BEING WITHIN THIS CITY, WHAT DOES THE ISD HAVE TO DO WITH THAT FACILITY?
>> WE DON'T HAVE ANY RESPONSIBILITY TO THAT PARTICULAR SITE.
>> SYNTH THEDOESN'T DN'T THE BO CONTRACT? >> WE BUILT THE ROAD FROM ROSA PARKS BOULEVARD TO [INAUDIBLE] AND THEN THEY PAID FOR AND WE WENT IN, IT WAS LIKE A SWAP FOR US TO BUILD THAT ROAD FROM ROSA PARKS TO BELT LINE.
>> BUT AS OF TODAY WE HAVE NOTHING TO DO WITH THAT FACILITY.
>> THAT'S CORRECT. >> I WOULD LIKE TO SEE THAT AGREEMENT.
THE BOARD CAN VOTE ON SOMETHING BUT WHETHER OR NOT IT'S CARRIED THROUGH BUT NOW WE AS BOARD HAVE A RESPONSIBILITY SO EVERYTHING THAT'S LAID OUT -- M MR. STEPHENSON.
>> WEST MAIN, WAS THAT AN ACTUAL PICTURE OF WEST MAIN'S ROOF? YOU KNOW THAT SCHOOL IS BRAND
NEW, RIGHT? >> YEAH, UNDERNEATH WEST MAIN'S ROOF AND THIS IS THE DRAINAGE
[01:00:05]
AROUND IT WHERE THE PIPES COME THROUGH ON THE ROOF AND IT'S A SMALL LITTLE PATCH, ABOUT TWOAREAS THERE. >> SO WE SAVED MONEY IN THE BUILDING AND THIS IS THE RESULT OF THAT. I KNOW YOU, ROGER, DON'T HAVE ANYTHING TO DO WITH THAT BUT THAT'S SOMETHING TO NOTICE. WHEN YOU'RE TRYING TO SAVE MONEY, THAT'S NOT ALWAYS THE BEST OPTION. THOSE BUILDINGS REPRESENTATIVELY ARE FIVE YEARS OR SO OLD AND
WE'RE HAVING TO REPLACE A BROILER, ROOFING. >> PVCS.
>> THAT DOES NOT MAKE SENSE. >> THIS DEFERRED MAINTENANCE ISSUE IS A BIG PROBLEM NOT JUST IN THIS DISTRICT, A LOT OF DISTRICTS, YOU DEFER MAINTENANCE FOR YEARS AND DECADES AND ONE DAY YOU'RE ASKING FOR A COUPLE HUNDRED MILLION DOLLARS IN A BOND TO FIX IT.
IT'S NOT UP TO US TO INSPECT THE FACILITIES. IT'S UP TO THE PEOPLE WHO LIVE IN THEM EVERY DAY. IT'S UP TO YOU TO HOLD THEM ACCOUNTABLE AND HAVE A MAINTENANCE PROGRAM WHERE THEY CAN PUT IN WORK ORDERS AND GET THEM DONE.
IT'S NOT GUNS OR BUTTER, IT'S GUNS AND BUTTER. >> WE GOT WORK TO DO.
>> YES, MA'AM. >> AT THIS TIME WE WILL ADJOURN TO CLOSED SESSION.
>> IS THAT OLE? >> WE STILL HAVE BOARD AGENDA ITEMS.
>> OH, OKAY. >> THESE WERE SOME THINGS THAT WERE BROUGHT TO MY ATTENTION FROM ATHLETICS THAT THEY WOULD LIKE TO UPDATE, THE DAKTRONCIK SCOREBOARD THEY HAVE HAS SCOREBOARD TI SCOREBOARD TK SCOREBOARD TS
SCOREBOARD THEY HAVE HAS A FEW GLITCHES. >> HOW MANY TIMES ARE WE GOING TO ADD OR MODIFY THE TO THE SCHOOL BOARD? CAN WE GO BACK AND LOOK AT AND PROVIDE DATE WHEN, THROUGHOUT THE YEARS, WHAT WE HAVE IMPROVED AND WHAT THOSEYEARS, WHAT WE HAD WHATTHE YEARS, WHAT WE HAVE IMPD AND WHAT THOSE COSTS HAVE BEEN? THAT SHOULDN'T BE SOMETHING THAT'S HAPPENING EVERY TWO YEARS. I WOULD RATHER PUT MONEY INTO THE BAND INSTRUMENTS THAN ANOTHER SCHOOLBOARD. SORRY, O BOARD.
SORR BOARD. SORE BOARD. SORRY, ROGER.
>> NO, I ASKED FOR EVERYONE TO HAVE A LIST. >> I WOULD SAY THE BIGGEST THING IS THE TRACK. I DO HAVE PICTURES I JUST DON'T HAVE THEM WITH ME.
THERE'S FOUNDATION ISSUES WITH THE TRACK. THERE ARE SPEED BUMPS BASICALLY THROUGHOUT SIDEWAYS ON IT. IF YOU TRY TO RUN IT, YOU SPRAIN YOUR ANKLE.
IT NEEDS TO BE DEMOED AND HAILED OFF. THE OLD TIGER STADIUM WAS PUT ON THIS LIST TO BE POSSIBLY A UNITY VENTURE WITH THIS CITY TO FACILITATE YOUTH FOOTBALL AND HAVE IT FOR RENTALS. AND THE MULTIPURPOSE BUILDING TURF, I WAS TOLD THAT'S NEVER
BEEN REPLACED. I WAS JUST GIVEN A LIST HERE. >> SHOULD WE STOP INDIVIDUALS FROM USING THIS TRACK UNTIL WE HAVE MADE A DECISION? IF SOMEBODY GETS HURT, WE'RE
LOOKING AT A LAWSUIT. >> I BELIEVE RIGHT NOW IT'S MOSTLY USED FOR WALKERS AND THE COMMUNITY AROUND THERE. THAT WOULD BE MORE OF A LAWYER THING.
>> MAYBE THAT'S SOMETHING WE NEED TO CONSIDER AND LOOK AT FUTURE WISE SO WE WON'T BE
HAVING A LIABILITY OF SOMETHING GETTING HURT OUT THERE. >> THAT'S PRETTY MUCH ALL I HAD.
I DON'T KNOW IF THE KRSHS TE IS COMING UP. >> C TE IS
COMING UP. >> YEAH, CTE? >> GOOD EVENING TRUSTEES, THIS
[01:05:10]
IS A LITTLE BIT DIFFERENT. I'M NOT SURE HOW TO ADDRESS EVERYONE.>> THE BOARD PRESIDENT IS HERE. >> BOARD PRESIDENT HAMILTON AND THE TRUSTEE BUDGET COMMITTEE.
I DID WANT TO, BEFORE WE START THE CTE, I WANT TO TALK ABOUT THE PROCESS THAT INSTRUCTIONAL SERVICES WENT THROUGH TO KIND OF COME UP WITH SOME OF THE CAPITAL OUTLAY NEEDS.
MS. O WE HAVE HAD AN ON GOING DIALOGUE ALL YEAR ABOUT WHAT NEEDSWE HAVE HAD AN ON GOING DIE ALL YEAR ABOUT ALL YEAR ABOUT WHAT NEEDS TO BE REPLACED AND WHEN.
WE HAVE THE CAUSE MYTOLOGY DEPARTMENT SO, OSMETOLOGY DEPARTMENT SO, OKAY, DO WE REPLACE ALL THE STATIONS AT WINCE? THAT DOESN'T MAKE SENSE BECAUSE THEY'RE EXPENSIVE OR DO WE DO A FEW EACH YEAR? WHEN WE WERE TASKED WITH THIS IMPORTANT, WE LOOK THROUGH THIS, OKAY, IN TWO YEARS THE TECHNOLOGY WILL BE OUTDATED.
I CAME UP BEFORE SHE GETS A CHANCE TO SPEAK WITH YOU ALL. WE HAVE THE SAME TYPE OF PROCESS WE'RE GOING THROUGH WITH FINE ARTS AND BAND. ONE OF OUR DIRECTORS HAS BEEN ILL SO I DON'T HAVE THE FINAL FROM THERE BUT TRUSTEE YOU TALKED ABOUT BAND INSTRUMENTS.
IT'S BEEN MAYBE A FULL DECADE SINCE WE HAVE PURCHASED. FOR RISERS AT THE HIGH SCHOOL, THOSE HAVE NOT BEEN REPLACED SINCE THE HIGH SCHOOL WAS BUILT 15 YEARS AGO SO WE HAVE BEEN TALKING ABOUT GOING THROUGH THINGS LIKE THAT. THOSE ARE NOT THINGS THAT WE COULD WAIT TO BREAK BEFORE WE REPLACE THEM SO WE'RE GOING THROUGH THAT FOR FINE ARTS SO WE'LL COME BACK TO YOU WITH THAT INFORMATION. THERE'S THE TBD ON THAT.
I WANTED TO LET YOU KNOW WHY THE PROCESS IS HAPPENING SO I WILL HAND IT OVER TO MS. BENSON.
>> I'M GOING TO CHANGE SEATS WITH BOARD PRESIDENT AND LET HER TAKE OVER FROM THIS POINT.
>> YOU CAN GO AHEAD, THANK YOU. >> MADAM, BOARD PRESIDENT HAMILTON AND DR. PERERA.
I AM SO EXCITED TO BRING THIS INFORMATION HERE TODAY TO YOU. WE'RE TRULY EXCITED ABOUT OUR CTE PROGRAMS AND WE HAVE MADE SIGNIFICANT INVESTMENTS IN THE PROGRAM AND SIGNIFICANT PROGRESS. BECAUSE WE HAVE A FEW NEW BOARD MEMBERS, I WANTED TO HIGHLIGHT WHAT SOME OF THOSE PROGRAMS AND STUDY ARE. YOU CAN SEE THEM FROM ADVANCED MANUFACTURING DRONE ROBOTICS, BUSINESS MANAGEMENT, ENTREPRENEURSHIP, CYBER SKIERT, HEALTHCARE, PROGRAMMING, SOFT WAFER DEVELOPMENT,SECURITY, HEA PROGRAMMING, SOFT WAFER DEVELOPMENT, WELDING, ELECTRICAL, TEACHING AND TRAINING, ETC. SO ONE OF THE THINGS WE'RE REQUESTING, SOME INVESTMENTS HAVE BEEN MADE BUT MORE IS NEEDED TO FOCUS STUDENTS IN ON THE AREAS THAT ARE HIGH WAGE, HIGH DEMAND OPPORTUNITIES. AS YOU LOOK AT SOME OF THE THINGS WE'RE REQUESTING, THAT'S TARGETING TOWARDS THAT. ONE OF THE THINGS WE PLAN ON DOING IN OUR ENGINEERING DRONE PROGRAMS, INTEGRATING AN AVIATION PROGRAM FOR OUR STUDENTS AND THIS IS WHEN SOME STUDENTS WILL GET AN OPPORTUNITY TO SECURE THEIR PILOT'S LICENSE.
THIS SUMMER WE'RE GOING PROGRAM WITH INSTINCT AVIATION ACADEMY. WE HAVE ALREADY HAD STUDENTS GO UP AND TAKE THEIR FIRST EXPLORATORY FLIGHT AND THEY ARE SO EXCITED.
THERE ARE 11 KIDS WHO HAVE DONE THAT AND OF THE 11 KIDS, ABOUT FOUR OF THEM ARE HAVING A CHANGE OF HEART ON WHAT THEY WANT TO DO PROFESSIONALLY. SOME OF THEM NOW TRULY THINK THEY WANT TO BE PILOTS. WE HAD THREE WHO SAID THEY WANTED TO BE A PILOT PROFESSIONALLY AND A COUPLE SAID THEY DIDN'T KNOW IF THEY WANT TO BE A PILOT PROFESSIONALLY BUT WOULD LIKE TO DO IT RECREATIONALLY. I THINK THAT'S POWERFUL.
[01:10:06]
SO I REQUEST THAT WE INVEST IN THAT AVIATION PROGRAM AND INVEST IN SOME FURNITURE FOR ONE OF THE ENGINEERING LABS. THE FURNITURE IS PRETTY OUTDATED.IF YOU LOOK IN THE YORE 2025-2026, IT WILL BE TIME TO UP GRATE THE COMPUTER THAT ISDE TH THEY HAVE IN THERE. I THINK THEY WERE PURCHASED IN 2019 SO IT WILL BE TIME BY THEN TO UPDATE THEM. BUSINESS AND ENTREPRENEURSHIP, THE WORK THERE IS TO REPLACE THE COMPUTER LABS. THAT GIVES YOU A GLIMPSE OF THAT WOULD LOOK AT.
IF WE MOVE OHHING TO COSMETOLOGY, THAT LAB HAS BEEN IN PLACE SINCEING TO TO COSMETO THAT LAB HAS BEEN IN PLACE SINCE THE SCHOOL WAS BUILD. WE'RE LOOKING AT LAB UPGRADES IN 2024-2025. CULINARY, IT'S ONE OF THE MOST POPULAR PROGRAMS AT THE HIGH SCHOOL. IF YOU GO IN THE CULINARY KITCHEN YOU WOULD WONDER HOW IN THE WORLD DO THEY GET ALL THIS DONE? SO WE'RE REQUESTING THAT IN 2024-25 WE BEGIN TO INVEST IN UPGRADING THAT CULINARY LAB. IF WE LOOK AT OUR CYBER SECURITY PROGRAM AND SOFTWARE DEVELOPMENT PROGRAMS AND STUDY, THE INVESTMENTS THERE IS UPDATING THE COMPUTERS AS WE MOVE INTO THE FUTURE. DESIGN AND MULTIMEDIA ARTS, THAT'S REALLY THE GRAPHIC COMMUNICATION SPACE. UPDATES ARE NEEDED AND FOR THE MAC BOOKS WE NEED TO ADD SOME AT BAMO AND LMS AND WE NEED TO UPGRADE AND BUY KNEW ONES IN THEFUTURE FOR THE ONES THAT EXISTNEW ONES IN THEFUTURE FOR THE ONES THAT EXITHE FUTURE FOR THE ONES THAT EXIST AT LHS.
ONE OF THE PROGRAMS IS PRINTING IN IMAGE WITH XEROX. THAT'S A HIGH WAGE AND HIGH GROWTH OPPORTUNITY FOR STUDENTS TO GET OUTSTANDING JOBS IF THEY GRADUATE FROM HIGH SCHOOL AND IF THEY GO TO COLLEGE, THEY CAN GET PART TIME JOBS AND MAKE A GREAT WAGE FROM THAT.
WE WOULD LIKE TO INVEST IN THE PRINTING AND IMAGE EQUIPMENT FROM XEROX AND HAVE THAT PROGRAM AVAILABLE THIS SCHOOL YEAR. WE HAVE THE GRAPHIC COMMUNICATIONS AND WE HAVE A TEACHER THAT'S WILLING AND EXCITED ABOUT DOING IT AND WE KNOW OUR KIDS WOULD JUST LOVE TO ADD THIS PIECE TO WHAT THEY'RE ALREADY DOING. IF WE MOVE TO DIGITAL COMMUNE KAYINGS, OUR AUDIO/VIDEO PRODUCTION, WE MADE SIGNIFICANT UPGRADES IN THIS SPACE ALREADY.
ONE OF THE THINGS I WOULD LIKE TO SEE US DO IS INVEST IN A VIDEO WALL AT LHS.
IF YOU CAN PICTURE WALKING INTO LHS AROUND A CINDERELLA STAIRCASE, THERE'S A BLANK WALL, I WOULD LIKE TO HAVE A VIDEO WALL THERE THAT OUR DIGITAL EDUCATION STUDENTS WOULD DEVELOP AND PUSH OUT CONTENT TO THAT THAT INCLUDES ACADEMIC, THINGS FOR MATH, ENGLISH, SCIENCE, WE COULD DEVELOP LESSONS THROUGHOUT THE DAY IF WE HAD THAT KIND OF EQUIPMENT.
AS WELL, WE'RE GOING TO NEED TO MAKE SOME ADDITIONAL PURCHASES FOR CAMERAS AND AUDIO EQUIPMENT AS WE MOVE FORWARD. AND THEN BY THE TIME WE GET TO YEAR FIVE, THEIR AIR MACS WILL BE WELL OUTDATED AND WE'LL HAVE TO REPLACE THOSE. HEALTHCARE DIAGNOSTICS IS A PROGRAM WE HAVE BEEN BUILDING OVER TIME. THE SUGGESTION HERE IS THAT WE CONTINUE TO SECURE MORE AND MORE EQUIPMENT AS THE YEARS GO ON. WELDING IS A FAIRLY NEW PROGRAM FOR LHS. I'M VERY PROUD OF THIS PROGRAM. WE GOT A NEW TEACHER THIS YEAR AND THIS NEW TEACHER GOT IN THERE AND HUNG ON AND HE ENDED UP GETTING US 49 INDUSTRY-BASED CERTIFICATIONS IN WELDING. WHAT I WOULD LIKE TO SEE US DO IS MOVE A LITTLE MORE ON THE TECHNOLOGY SIDE. I THINK IT'S GREAT THAT KIDS GET THE HANDS ON EXPERIENCE.
[01:15:04]
I WANT US TO KEEP THAT BUT I WOULD ALSO LIKE FOR US TO INVEST IN A MOBILE LAB FOR WELDING AS WELL. AND THEN FOR OUR ELECTRICAL PROGRAM STUDY, THERE'S A NEW PROGRAM OF STUDY AS WILL AND THIS YEAR IT WAS ONLY HELDELL A THIS YEAR IT WAS ONLY HELD AT BAMO. THIS YEAR IT WOULD MOVE OVER HOT HIGH SCHOOL SO WE WOULD NEED EQUIPMENT AND IT'S VIRTUAL REALITY EQUIPMENT SO WE DON'T HAVE TO HAVE A LOT OF TOOLS AND BUILDOUT. THEY CAN DO A LOT OF STUFF NOW WITH VIRTUAL REALITY.>> IS THAT IT? >> I DON'T WANT YOU AIL TO LEAVE WITH THE PERCEPTION THAT THESE ARE EXTRAS OR NICE TO HAVES. THEY ARE EXTENSIONS OF THE PROGRAMS THAT WE DO.
AS THE PROGRAMS EVOLVE, WE WANT TO MAKE SURE WE'RE EVOLVING WITH IT.
THERE WAS A SLIDE THAT CAME UP ABOUT COMPARTS AND I SAW'S EYES LIKE WAIT A MINUTE, ALL THE STUDENTS HAVE COMPUTERS BUT OUR STUDENT COMPUTERS HAVE THE CAPABILITY OF WHAT CAN HAPPEN IN THE CLASSROOM. SOME OF THE THINGS THE STUDENTS ARE LEARNING AS FAR AS HOW TO EXTEND THEIR LEARNING OR COMPUTERS THAT YOU ALL USE IN YOUR JOBS, OUR STUDENT COMPUTERS ARE NOT CAPABLE OF THAT. THERE'S NO SCHOOL DISTRICT THAT REALLY CAN AFFORD THAT.
SO WE HAVE STATIONS IN THE SCHOOLS SO THAT STUDENTS ARE ABLE TO EXTEND THEIR LEARNING AND THEY EXPERIENCE WHAT THEY EXPERIENCE IN THE OUTSIDE WORLD AND SO IT WOULDN'T BE THE SAME COMPUTERS. WHEN WE TALKED ABOUT THE GRAPHIC ART DESIGN, THEY'RE REALLY NOT ABLE TO DO THAT ON THE CHROME B BOOKS TA THEY HAVE.
WE LOOK ALL THE TIME FOR APPS AND PROGRAMS TO SIMULATE IT AND IT'S JUST NOT WHAT THE MACHINE IS CAPABLE OF, SO THE MACS, THE IMACS, IF YOU GO TO THE HIGH SCHOOL YOU WILL SEE THERE'S A LAB THAT HAS 12 TO 15 I MACS THAT CANNOT BE USED. THEY WITH TOO OLD TO BE UPDATED.
THEY LOOK PRETTY BUT THEY CANNOT BE USED. OUR STUDENTS CANNOT COMPETE WITH OTHER DISTRICTS WITH MORE UP TO DATE EQUIPMENT. FORTUNATELY BUT UNFORTUNATELY, TECHNOLOGY EVOLVES SO QUICKLY THAT WE PURCHASE SOMETHING TODAY AND IT'S OUTDATED TOMORROW.
THAT'S JUST THE WORLD WE LIVE IN. WE WERE TRYING TO BE REALISTIC SO THAT OUR STUDENTS CAN COMPETE IN THESE JOBS. THE XEROX PIECE, AS MS. BENSON MENTIONED, THAT IS AN EXTENSION OF A PROGRAM FOR OUR STUDENTS WHO MAY DECIDE I DON'T WANT TO GO TO COLLEGE RIGHT NOW BUT WE WANT THEM TO HAVE A SKILL TO GET A JOB.
THE OTHER AVIATION PROGRAM IS A PARTNERSHIP WITH THE AIRPORT HERE IN LANCASTER.
THAT'S BRINGING OUR OUTSIDE COMMUNITY? WE CAN SAY, HEY, ENGINEERING CAN THE WAY TO GO BUT WE HAVE TO SHOW OUR STUDENTS THAT TRADE BEING UTILIZED AND IT'S RIGHT HERE IN THE COMMUNITY. I DIDN'T WANT YOU ALL TO LEAF WITH THE PERCEPTION THAT THESE ARE EXTRAS, THESE ARE EXTENSIONS OF OUR PROGRAM WHERE WE'RE TRYING TO MAKE SURE OUR STUDENTS HAVE HANDS ON OPPORTUNITIES TO APPLY THAT WHICH WE ARE ATTACHING THEM.
ONE MORE THING. I SAID TWO BUT THIS IS A THIRD. THE VIDEO WALL, I WANT TO ELEVATE TALKING ABOUT OUR STUDENTS PUSHING INFORMATION OUT.
THEY WOULD RUN THAT COMPLETELY. YES, IT WOULD BE A WOW, THIS IS A WOW, LOOK AT WHAT LANCASTER HAS BUT IT'S WHAT'S BEHIND IT THAT'S MAKING IT. THAT'S THE THE OUTCOME.
I SPEAK TO MY CHILDREN, I KNOW YOU ALL DO. WE ALL SEE THE OUTCOMES OF THINGS AND WE CELEBRATE IT BUT WE ALL KNOW THERE'S WORK BEHIND IT TO GET TO THERE.
THIS WOULD BE AN OPPORTUNITY FOR US TO DO THAT AS WELL. SO LIKE I SAID, I DIDN'T WANT YOU AIL TO LEAVE WITH THE PERCEPTION THAT THESE THINGS ARE EXTRAS.
THEY'RE EXSETENSIONS OF WHAT OU STUDENTS ARE LEARNING IN THE CLASS
[01:20:07]
>> THANK YOU. >> YOU'RE BEING PROACTIVE TO THE POINT THAT WE DON'T HAVE TO REACT. I KNOW THAT ONE OF OUR NEIGHBORING DISTRICTS HAVE A PARTNERSHIP WITH APPLE. I HOPE THAT WE CAN ENTERTAIN THOSE PARTNERSHIPS WITH OUR FREE LUNCH, ECONOMICALLY DISADVANTAGED. WE USED TO BE, WAY BACK IN THE DAY, WE WERE ON THE BIDDING RING WITH HIGHLAND PARK. WE GOT OFF THAT BECAUSE OUR POPULATION CHANGED AND SWITCHED AND SO HOPEFULLY WE CAN GET BACK AND GET SOME OF THESE PARTNERSHIPS. WE BUY ONE, THEY DONATE TWO, WE BUY THREE THEY DONATE SIX WHERE IT CAN GIST JUST BJUST BE A ROT SITUATION. AS FAR AS EVERYTHING ELSE IN THE CTE PROGRAM, THAT IS OUR CHILDREN'S FUTURE. WITHOUT A DOUBT, THAT'S WHAT WE'RE IN THE BUSINESS FOR. IT'S FOR THE FUTURE. SO I APPRECIATE THE COMMENT ABOUT PREPARING OUR CHILDREN FOR THE FUTURE BECAUSE THAT'S OUR BUSINESS.
>> I HAVE A QUESTION. AS FAR AS WHAT HAS BEEN PRESENTED, I THINK THAT IT'S BEAUTIFUL AND THE DIRECTION YOU'RE LOOKING TO TAKE CTE IN IS AWESOME.
FOR WHAT HAS BEEN PRESENTED AND WHAT THEY HAVE TO WHAT YOU'RE ASKING FOR, IS THERE MORE OF A HANDS ON VISUAL EXAMPLE THAT CAN BE PRESENTED SHOWING THIS IS WHAT WE HAVE BUT THIS IS WHAT WE'RE ASKING FOR, THIS IS THE DIRECTION WE'RE NEEDING TO GO IN TO GET AN IDEA OF EXACTLY WHAT
YOU'RE SPEAKING OF? IF THAT MAKES SENSE. >> I'M CONFIDENT THAT WE CAN DO SOME OF THAT IN MANY OF THE PROGRAMS OF STUDY. I WILL WORK WITH FOLKS TO GET
YOU GUYS THAT INFORMATION. >> EVEN IF IT'S A VIDEO OR PHOTOS OTHER WHAT HAVE YOU OR A POWER POINT, WHICH EVER ALLOWS YOU TO EXPRESS THE DRECK. I LOVE IT.
>> I LOVE AND IT LETS ME KNOW I AM NOT. >> I KNOW YOU REFERENCED XEROX.
HAVE YOU REACHED OUT TO THE COMPANY IN LEASING IT? >> THERE IS A LEASE AND I APOLOGIZE, MY THROAT IS REALLY DRY. IT'S A LEAS COST SO WE WILL NOT
BE PURCHASING. >> BASED ON US HAVING THE CTE PROGRAM, HAVE YOU TALKED WITH
THEM IN DONATING TO OUR STUDENTS? >> NO, I HAVEN'T,IC LOOK AT
THATMENT >> IS THAT HEALTH EQUIPMENT LEASED ALSO?
>> A LOT OF THAT IS NOT LEASED. I HATE USING THIS TERMINOLOGY BY THAT'S WHAT THEY USE, DUMMIES AND STETHOSCOPES AND COME OF THE. IT'S THAT KIND OF STUFF, WE DON'T HAVE AN ENOUGH TO ACCOMMODATE ALL THE KIDS, WE WANT TO BUILD UP THE EQUIPMENT THAT WE HAVE SO THAT WE'RE NOT ALWAYS STRUGGLING TO HAVE EACH KID HAVE A GREAT EXPERIENCE WITH THE EQUIPMENT. IN WE HAD MORE AROUND.
[01:25:06]
>> [INAUDIBLE] >> THE PROCESSES IT GOES THROUGH ARE TECHNOLOGY DEMENT FOR INVENTORYING, ETC., AND ONCE THEY IMAGE THEY ARE DELIVERED TO THE CAMPUS.
>> THEY'RE ASSIGNED TO THE CLASSROOM. >> THOSE STAY STRICTLY ON THE
CAMPUS. TRYING TO GET [INAUDIBLE] >> SHINY OBJECTS AND ALL.
ANYBODY ELSE? THANK YOU. >> YOU'RE WELCOME.
>> SO IN CONCLUSION I SAID I WOULD COME BACK AND DO A LITTLE SUMMARY.
WHAT I DID, WE WILL UPDATE THIS AND GET THIS TO YOU AND HAVE DISCUSSIONS IN THE FUTURE ABOUT MY PLAN. I WANTED TO SHOW YOU WHERE THE SOURCE OF THE FUNDS WOULD COME FROM TO CREATE A CAPITAL PROJECTS FUND. WHAT I'M LOOKING AT IS OUR EXCESS FUNDS BALANCE, WHAT THE ADOPTED BUDGET IS AND WHEN YOU TALK ABOUT HAVING THREE MONTHS OPERATING FUND BALANCE RESERVE IN PLACE, TYPICALLY YOU EXCLUDE YOUR CAPITAL OUTLAY, YOUR TRS ON BEHALF AND YOU CAN SEE THE ASKS BEFORE EVEN ADDING THE FINE ARTS IS MORE THAN WHAT WE COULD TRANSFER AND THE AMOUNT OVER THREE MONTHS ASSUMING YOU WANT TO KEEP THE THREE MONTHS AND THAT WOULD BE ABOUT $19 MILLION SO PRIORITY WISE, THE ADMINISTRATION WILL HAVE TO DO A LOT OF DUE DILIGENCE TO PRIORITIZE WHAT WE WOULD NEED AND WHAT WE WOULD WANT TO SPEND BECAUSE WHAT WE COULD DO IN YEARS ONE OR TWO MAY NOT BE A PRIORITY THAT THE DEPARTMENT ASKS FOR IN YEAR THREE. IT'S JUST AN INITIAL PLAN AND THIS IS JUST A SUMMARY IF YOU WANT TO KNOW WHAT IT ALL LOOKS LIKE TO DATE I CREATED THIS SLIDE FOR YOU.
ANY OTHER QUESTIONS? >> REMOVE 19492 FROM THE FUND BALANCE?
>> THAT'S THE SUGGESTION: THAT'S THE THE MAXIMUM YOU CAN MOVE IF YOU WANT TO RETAIN A THREE MONS OPERAT OPERAT BALANCE RESERVE.
MAYBE YOU WANT TO FUND TWO YEARS OF PROJECTS AT THE SAME TIME AND AT THE END OF TWO YEARS AND COME BACK. YOU MAY WANT TO JUST DO IT ON A ONE YEAR BASIS.
YOU MAY JUST WANT TO PICK A NUMBER AND SAY MAKE THIS WORK. JUST KIND OF GETTING IT OUT THERE TO TELL YOU THERE'S A NEED AND WE NEED TO HAVE A PLAN AND WE NEED TO GET AWAY FROM THE DEFERRED MAINTENANCE AND START ON PREVENTIVE MAINTENANCE AND SOME OF THESE NUMBERS WOULDN'T
BE AS STAGGERING AS THEY ARE NOW GOING FORWARD. >> I THINK I WOULD RATHER SEE THE MAINTENANCE FIRST, BUT THAT'S JUST ME. OKAY.
IS THERE ANYONE ELSE? >> I DON'T BELIEVE THERE ARE ANY OTHER DEPARTMENTS SO JUST A
[7. Recess to Closed Session]
SUMMARY, ITEM NUMBER SEVEN OF YOUR AGENDA. >> WE'RE GOING TO ADD JOIRN TO CLOSEDJOIN TO CLOSED SES
