[00:20:09]
NOW AT THIS TIME YOU MAY RETURN TO YOUR SEAT.SO THE FIRST WEEK OF MAY MARKED TEACHER APPRECIATION WEEK AND THE INSTRUCTIONAL SERVICES DEPARTMENT AND CAMPUS ADMINISTRATION MADE SURE THE TEACHERS FELT LOVED AND APPRECIATED. INSTRUCTIONAL SERVICES TREATED ALL TEACHERS ACROSS THE DISTRICT TO LUNCH AT CHICK-FIL-A AND SHOWERED THE TEACHERS WITH SPECIAL GIFTS, DELICIOUS MEALS, AND SWEET TREATS THROUGHOUT THE WEEK.
OUR TEACHERS PLAY A CRITICAL ROLE IN ENSURING STUDENT SUCCESS, AND THEY ARE DEDICATED TO HELPING EACH STUDENT SUCCEED EVERY DAY. WE WERE GRATEFUL TO HAVE THIS TIME TO CELEBRATE THEM THROUGHOUT THAT WEEK.
WE WANT TO HIGHLIGHT OUR SENIOR COMMITS FOR NATIONAL COLLEGE SIGNING DAY. LANCASTER HIGH SCHOOL SENIORS TOOK PART IN THE NATIONAL COLLEGE DECISION DAY CEREMONY ON MONDAY, MAY 2ND. ALTHOUGH NATIONAL COLLEGE DECISION DAY IS A NATIONWIDE EVENT THAT HIGHLIGHTS THE IMPORTANCE OF ATTENDING COLLEGE, LANCASTER HIGH SCHOOL PROMOTED A CELEBRATORY SIGNING DAY FOR STUDENTS WITH HIGH ACADEMIC ACCOMPLISHMENTS. MORE THAN 40 SENIORS PARTICIPATED WITH THE HELP OF THE LHS COLLEGE CENTER, THE CLASS OF 2022 HAS BEEN AWARDED MORE THAN $19 MILLION IN SCHOLARSHIPS. AND TO KEEP WITH THE SAME TREND, LANCASTER HIGH SCHOOL STUDENTS EARNED AS MANY AS 700 INDUSTRY BASED CERTIFICATIONS THIS SCHOOL YEAR.
OVER THE LAST THREE YEARS, THE CLASS OF 2022 HAS EARNED MORE THAN 500 CERTIFICATIONS. CAREER AND TECHNICAL EDUCATION SCHOLARS ARE ALSO MAKING HISTORY THIS YEAR.
THREE SENIORS HAVE OBTAINED AN IT FUNDAMENTALS PLUS INDUSTRY CERTIFICATION, 12 SENIORS HAVE EARNED A BRAND NEW TEA INDUSTRY CERTIFICATION, COMMUNITY HEALTH WORKER WHICH COUNTS TOWARDS LANCASTER ISD'S ACCOUNTABILITY RESULTS.
AND 22 CULINARY STUDENTS HAVE EARNED THE FIRST INDUSTRY BASED CERTIFICATIONS AS CERTIFIED FUNDAMENTAL COOKS.
CONGRATULATIONS TO THOSE STUDENTS.
TIGER, THAT WAS THE THEME OF OUR TIGER EMPLOYEE CELEBRATION AND IT WAS PHENOMENAL. WE HAD SO MUCH FUN HONORING OUR RETIREES. RECOGNIZING THE YEARS OF SERVICE OUR EMPLOYEES HAVE DEDICATED TO LANCASTER ISD AND CELEBRATING ALL OF OUR EMPLOYEES FOR THE AMAZING WORK THAT THEY DO EVERY DAY. THE CAMPUSES ALSO WENT HEAD TO HEAD IN A FRIENDLY COMPETITION AS THEY PLAYED HUNGRY, HUNGRY HIPPO, A BOOT STYLE OBSTACLE COURSE AND CONNECT FOUR, IT WAS GREAT TO SEE OUR EMPLOYEES HAVING FUN AND WE WANT TO CELEBRATE EACH AND EVERY EMPLOYEE AND THE COUNTLESS HOURS OF HARD WORK THEY GIVE TO ENSURE OUR TIGERS SUCCEED.
WE ARE ALREADY LOOKING FORWARD TO NEXT YEAR'S EVENT.
AND WES MAIN TOOK HOME THE AWARD IN THE OBSTACLE COURSE AND HUNGY, HUNGRY HIPPO. WE'RE BRINGING THE CLASSROOM TO MORE THAN 240 ELEMENTARY AND MIDDLE SCHOOL STUDENTS.
RECENTLY LANCASTER HIGH SCHOOL AND EARLY COLLEGE STUDENTS HAD THE CHANCE TO PARTICIPATE IN CAPTAIN IRVING'S AIRPLANE PROJECT. THEY PARTICIPATED IN A RESEARCH PROJECT TO HELP HIM SELECT HIS NEXT AIRCRAFT FOR THE FLYING CLASSROOM EXPEDITIONS. CAPTAIN IRVING FLEW THE NEWLY PURCHASED PLANE TO LANCASTER ISD FOR THE STUDENTS TO NOT ONLY VIEW AND TOUR THE AIRCRAFT, BUT THEY WERE EVEN ABLE TO TAKE A
FLIGHT, TAKE A LOOK. >> OVER THE FALL AND THE SPRING, STUDENTS FROM LANCASTER ISD WORKED REALLY HARD TO HELP ME ANALYZE THE BEST AIRCRAFT FOR US TO BE MORE PRODUCTIVE AT FLYING FASTER. TODAY WE'RE SURPRISING THEM WHERE THEY'RE GOING TO GET A CHANCE TO SEE THE AIRCRAFT IN PERSON AS WELL AS GO ON A FLIGHT IN THE AIRPLANE.
>> BARRINGTON WANTED TO DO A SPECIAL PROJECT WITH OUR HIGH SCHOOL STUDENTS SO THEY COULD HELP HIM DO SOME RESEARCH.
THEY LEARNED ABOUT THE MATH AND SCIENCE AND TECHNOLOGY IN ACQUIRING AN AIRCRAFT. SO HE DECIDED TO FLY THE PLANE HERE TO GIVE THE STUDENTS AN OPPORTUNITY TO EXPLORE AND SEE WHAT THEY HELPED HIM PURCHASE. WE WERE REALLY EXCITED ABOUT
THAT. >> WE WENT IN THE JET AND WENT
IT WAS NICE LOOKING UP, OR LOOKING DOWN AND BEING IN THE
CLOUDS FOR A LITTLE BIT. >> I LIKED IT A LOT.
I LIKED THE TAKE OFF WHEN WE KIND OF WENT STRAIGHT UP IN THE AIR. IT FELT A LITTLE BIT LIKE WEIGHTLESS. THROUGHOUT THE FLIGHT WE WERE TURNING. WE WERE KIND OF DIPPING THE WINGS DOWN. YOU COULD SEE THE ENTIRE VIEW OVER THE CARS, THEY LOOKED LIKE LITTLE HOT WHEELS.
THEY LOOKED VERY SMALL. >> IT'S EXPOSURE.
SOME OF OUR STUDENTS MAY NOT HAVE EVEN THOUGHT ABOUT AIRCRAFT
[00:25:02]
OR PILOTING OR THE SCIENCE AND TECHNOLOGY AND MATH THAT GOES BEHIND IT. I THINK IT ADDED VALUE JUST TO OPENING UP THEIR MINDS TO DIFFERENT POSSIBILITIES.I'M WONDERING HOW MANY ADDITIONAL STUDENTS NOW HAVE THEIR MIND OPEN TO BEING A PILOT OR TO ANYTHING THAT HAS TO DO WITH FLYING. A HUGE THANK YOU TO BARRINGTON FOR ALL OF THE ENERGY, EFFORT, AND TIME THAT HE'S INVESTED INTO LANCASTER ISD.
AND THE STEM EXPO RETURNED IN PERSON TO LANCASTER HIGH SCHOOL ON MAY 21ST FOR THE ENTIRE DISTRICT.
THE STEM EXPO SHOWCASES STUDENT'S ACHIEVEMENTS.
OTHER STUDENTS PARTICIPATED IN TIME DESIGN CHALLENGES, COSMETOLOGY STUDENTS COMPETED IN THE SKILLS COMPETITION.
FINE ARTS STUDENTS INCLUDING JAZZ BAND, THE BELT LINE ELEMENTARY CHOIR, AND LHS DANCE HELD PERFORMANCES FOR THE CROWD.
LHS TIGER STUDENT MEDIA ALSO RECORDED THREE PODCAST EPISODES DURING THE EXPO. THERE WAS ALSO A STUDENT ART EXHIBIT AND A SPECIAL INTERACTIVE SHOW FROM MICHAEL GREEN, THE SCIENCE MACHINE. IT WAS GREAT TO SEE SO MANY STUDENT'S WORK ON DISPLAY. THEY HAD A GREAT TIME DEMONSTRATING AND EXPLAINING THEIR PROJECTS TO THE ATTENDEES AND WE HAD A GREAT TURNOUT THIS YEAR.
WE WANT TO THANK NATASHA MURRAY, AND THE ENTIRE INSTRUCTIONAL SERVICES TEAM FOR THE GREAT WORK THEY PUT IN TO MAKE IT A SUCCESS. SO THANK YOU.
AND THE LANCASTER ISD ATHLETICS DEPARTMENT TEAMED UP WITH THE CITY OF LANCASTER TO HOST THE FIRST WIDE CITY FIELD DAY FOR ALL FIFTH GRADERS. STUDENTS COMPETED IN GAMES LIKE THE BOUNCE HOUSE OBSTACLE COURSE TO THE THREE LEG RACE, SACK RACE, AND BOWLING. THE STUDENTS HAD A GREAT TIME AND IT WAS A FUN WAY TO REWARD THEM FOR THEIR HARD WORK THIS YEAR AND CELEBRATE MOVING ON TO THE 6TH GRADE.
ROLLING HILLS ELEMENTARY TOOK HOME THE TROPHY.
CONGRATULATIONS TO THOSE STUDENTS.
AND THE LANCASTER ISD RECEIVED THE UNITED WAY INCOME AWARD FOR OUR PARTNERSHIP WITH UNITED WAY. WE WERE NOMINATED BECAUSE OF THE HARD WORK WE'VE DONE TO EDUCATE STUDENTS AND PARENTS ON THE IMPORTANT PROGRAM. UNITED WAY PROJECTS THAT 800 FAMILIES WILL HAVE OPENED COLLEGE SAVINGS ACCOUNTS FOR THEIR STUDENTS WITH CLOSE TO $150,000 IN DEPOSITS BE I THE END OF THE YEAR. THE UNITED WAY INCOME AWARD IS PRESENTED TO THOSE WHO ARE PASSIONATE ABOUT PATHWAYS TO POVERTY AND AN OPPORTUNITY FOR ALL NORTH TEXAS TO THRIVE.
NOW WE'RE GOING TO TALK ABOUT SOME EMPLOYEE HIGHLIGHTS.
WE PRESENTED TWO PROFESSIONALS ACROSS THE NATION FOR THE NATIONAL SCHOOL OF PUBLIC RELATIONS ASSOCIATION.
TOGETHER WE TACKLED THE SUBJECT OF HOW TO FRAME MESSAGES IN A TIME OF COMMUNITY DIVISIVENESS. WE HAVE WORKED TOGETHER TO COMMUNICATE COVID-19 INFORMATION TO OUR STAKEHOLDERS AND EXTERNAL COMMUNITY. THE FEEDBACK WE RECEIVED WAS POSITIVE AND HELPFUL FOR MANY AND OUR INFORMATION HAS BEEN SHARED WITH OTHER SCHOOL DISTRICTS FOR THEM TO TAKE NOTE.
SO CONGRATULATIONS TO DR. PERERA AND MS. KIMBERLY SIMPSON.
AND INITIALLY TWO WEEKS AGO, I WAS ASKED BY THE NATIONAL SCHOOL OF PUBLIC RELATIONS ASSOCIATION TO WRITE AN ARTICLE ABOUT THE IMPORTANCE OF THE SUPERINTENDENT AND CHIEF OF COMMUNICATION PARTNERSHIPS. I WROTE ABOUT HOW LISTENING, LEARNING, AND LEADING ARE PART OF A SUCCESSFUL PARTNERSHIP BETWEEN A SUPERINTENDENT AND CHIEF OF COMMUNICATIONS.
THE ARTICLE WAS PUBLISHED FOR COMMUNICATION LEADERS IN OTHER SCHOOL DISTRICTS TO READ. IT WAS A PLEASURE FOR ME TO SHARE MY PROFESSIONAL TIPS AND POINTERS.
AND I'D LIKE TO THANK DR. PERERA FOR HER CONTINUED SUPPORT AS WE WORK TOGETHER TO PROMOTE THE VERY BEST OF LANCASTER ISD.
JOIN ME DOWN HERE REALLY QUICKLY SO WE CAN TAKE A PICTURE.
DR. TAYLOR GRADUATED FROM THE CIVIC FELLOWSHIP, IT TRAINS LEADERS TO BE CHANGE MAKERS IN PUBLIC EDUCATION.
IT'S DESIGNED TO EQUIP EDUCATION ADVOCATES WITH THE KNOWLEDGE, MINDSET, NETWORKS, AND EXPERIMENTAL SKILLS TO CREATE EQUITABLE AND SUSTAINABLE IMPROVEMENT IN THEIR SCHOOL DISTRICT. SO CONGRATULATIONS, DR. TAYLOR.
[00:30:13]
THANK YOU GUYS. I PROMISE I'M NOT GOING TO CALL Y'ALL DOWN. THIS IS MY LAST ONE, OKAY.>> I'M GOING TO TAKE OVER THE MIC BECAUSE I WANT EVERYONE TO HELP ME CONGRATULATE MS. SIMPSON AS WELL.
SHE COMPLETED HER MASTER'S DEGREE A COUPLE OF WEEKS AGO.
SHE'LL LEAVE THAT OUT, BUT I WON'T.
THAT'S IT I'M NOT GOING TO CALL Y'ALL DOWN.
I DON'T REALLY LIKE TAKING PICTURES.
ALL RIGHT SO THE PAST TWO WEEKENDS HAVE BEEN FILLED WITH EXCITEMENT FOR OUR CLASS OF 2022 STUDENTS.
LHS HOSTED THE ANNUAL BACCALAUREATE AT OAK REVIVAL FELLOWSHIP, AND THIS PAST WEEKEND THEY HELD THEIR PROM IN RED OAK. THIS COMING WEEKEND IS THE FINALE, THE LANCASTER HIGH SCHOOL GRADUATION.
IT WILL BE HELD AT THE UNIVERSITY OF TEXAS AT ARLINGTON COLLEGE PARK CENTER. WE ARE EXCITED TO CELEBRATE THEIR ACHIEVEMENT AS A GRADUATING CLASS.
THE GRADUATION WILL BE LIVE STREAMED AND ALL INFORMATION IS LOCATED ON OUR DISTRICT'S FRONT WEBSITE PAGE AS WELL AS THE HIGH SCHOOL'S GRADUATION PAGE. SO ON THAT NOTE, I WILL CONCLUDE OUR BOARD ACKNOWLEDGMENTS, BOARD.
[7. Citizens Communication]
>>> THANK YOU FOR THAT. AT THIS TIME WE'RE GOING TO MOVE TO CITIZENS COMMUNICATION. DO WE HAVE ANY CITIZEN
COMMUNICATION? >> WE DO HAVE ONE I THINK.
TERRY SMITH. >> IF ADDRESSING AN AGENDA ITEM PLEASE IDENTIFY THE ITEM YOU WILL BE COMMENTING ON.
SPEAKERS MAY NOT USE ANY INDIVIDUAL'S NAME OR IDENTIFIABLE TITLES WHEN ADDRESSING THE BOARD IF A SPEAKER IS ADDRESSING A COMPLAINT REGARDING THAT PERSON.
ALTHOUGH THE BOARD CANNOT TAKE SPECIFIC ACTION ON CITIZEN'S COMMUNICATION, THEY WILL HEAR THE TOPIC AND THE BOARD MAY 1, HAVE THE ITEM PLACED ON A FUTURE AGENDA ITEM FOR ACTION OR TWO, REFER THE ITEMS TO A BOARD COMMISSION OR COMMITTEE.
OR THREE, REFER THE ITEMS TO STAFF OR STUDY FOR CONCLUSION.
WE ASK YOU STATE YOUR NAME AND ADDRESS AND IDENTIFY THE TOPIC YOU ARE COMMENTING ON. I'LL START THE TIMER AFTER YOU STATE YOUR NAME, ADDRESS, AND AGENDA ITEM.
YOU WILL HAVE THREE MINUTES TO MAKE YOUR COMMENTS.
>> HI, GOOD EVENING. MY NAME IS TERRI SMITH, AND I RESIDE AT 119 PALM DRIVE. I HAVE TWO SCHOLARS THAT ATTENDED LANCASTER ISD THIS YEAR.
AND THERE WAS MANY CONCERNS THAT WERE RAISED THROUGHOUT THE YEAR.
I TRIED TO SPEAK WITH THE CAMPUS.
I TRIED TO SPEAK WITH MULTIPLE DIFFERENT ADMINISTRATORS.
I NEVER REALLY COMPLETELY RECEIVED A RESOLVE.
ALTHOUGH DR. MARCUS JACKSON DID HELP ME TREMENDOUSLY TOWARDS THE END OF THE YEAR. MY SCHOLAR WAS ASSAULTED, SHE WAS SPIT ON, SHE WAS MADE TO FEEL LESS THAN TO THE POINT WHERE I HAD TO, SHE WAS SUICIDAL.
SHE HAD TO GO INPATIENT. WE'RE SPEAKING OF A 6TH GRADER.
SHE HAD TO BE INPATIENT. I AM NOW PAYING $150 WEEKLY OUT OF POCKET DUE TO THE LACK OF HELP THAT I REQUESTED OVER AND OVER. I EVEN ASKED HER UPON RELEASE, MY SCHOLAR UPON RELEASE FROM SAID HOSPITAL THAT SHE NEEDED A LICENSED SCHOOL PSYCHOLOGIST. I WAS INFORMED LANCASTER ISD DOES NOT EVEN EMPLOYEE A LICENSED SCHOOL PSYCHOLOGIST.
SO FOR ME AS A PARENT WITH A 12-YEAR-OLD WHO'S NAVIGATING THROUGH THIS COVID FIRST YEAR BACK IN SCHOOL AS WELL AS OTHER STRESSORS, I'M HAVING TO PAY FOR THIS OUT OF POCKET BECAUSE HER SCHOOL DISTRICT HAS FAILED HER. SHE WAS EVEN AFTER THIS SHE WAS ASSAULTED AGAIN. OH THIS IS NORMAL, THIS IS WHAT KIDS DO. THIS IS THE SIXTH GRADE.
THIS IS WHAT HAPPENS. IT'S ONE THING TO BE A CHILD, BUT TO PHYSICALLY ASSAULT A CHILD OVER AND OVER AND YOU TELL
[00:35:02]
THE PARENT THAT THERE'S NOTHING THAT CAN BE DONE, I DON'T THINK THAT THAT'S A GOOD PRACTICE. FURTHERMORE HIPAA VIOLATIONS HAVE BEEN JUST OUT THE BOARD. I'M RECEIVING REFERRALS WITH OTHER KIDS NAMES ON IT. IF I WAS A DISGRUNTLED PARENT I HAVE EVERYTHING ON THESE STUDENTS FROM THEIR SOCIALS, TO THEIR DATE OF BIRTHS, TO THEIR ADDRESSES.NOT AT ONE CAMPUS BUT TWO. MY OTHER SCHOLAR, THE EARLY COLLEGE. I EMAILED THE COUNSELOR ASKED FOR ONE SPECIFIC THING, I RECEIVED EVERYTHING ON A WHOLE OTHER STUDENT. NOT EVEN MY STUDENT, NOT EVEN CLOSE. NAMES NOT EVEN CLOSE.
AND I HAD TO GO BACK AND MA'AM, I'M SORRY, THIS ISN'T MY CHILD.
AND IN MY PROFESSION, YOU CANNOT DO THAT.
THERE IS NO REASON ME AS A PARENT IF I'M TALKING TO YOU ABOUT MY CHILD, I SHOULD KNOW THAT ANOTHER STUDENT IS ON A 504 PLAN, AN IEP. BUT BECAUSE MY CHILD, SHE DOESN'T RECEIVE ANY SERVICES, SHE COULDN'T GET ANY HELP.
BUT BECAUSE THESE OTHER GENTLEMEN WHO WERE ASSAULTING HER, I'M ALWAYS TOLD OH THEY HAVE A 504, THEY'RE ON AN IEP, THEY RECEIVE SPECIAL SERVICES, WHEN I REQUESTED FOR SPECIAL SERVICES FOR MY CHILD BECAUSE OF THESE OTHER CHILDREN, I NEVER RECEIVED IT. WE SET UP A MEETING, DR. JACKSON AND I, WE SET UP A MEETING. WE TALKED ABOUT A SOCIAL EMOTIONAL COUNSELOR. SHE TALKED TO HER ONE TIME.
>> AT THIS TIME WE'RE GOING TO MOVE TO THE SUPERINTENDENT'S REPORT. THE FIRST ONE IS FIRST YEAR
HIGHLIGHTS, DR. PERERA. >> MS. SIMPSON, THE FUTURE
[8B. LHS Future Educators Letters of Intent]
EDUCATORS INFORMATION. >> WE'RE GOING TO CHANGE THE AGENDA AND GO TO B WHICH IS LHS FUTURE EDUCATORS LETTERS OF
INTENT. >> SO WHILE MS. SIMPSON IS SETTING THAT UP, I WANT TO PREFACE THE AUDIENCE AND THE BOARD WITH THE FACT THAT I'M NOT SURE IF EVERYBODY IS AWARE OF THE CRISIS THAT WE HAVE NATIONALLY IN RETAINING TEACHERS AND RECRUITING THEM. IT IS A PROFESSION THAT WE'VE SEEN A LARGE EXODUS OF INDIVIDUALS LEAVING OVER THE LAST EVEN BEFORE COVID, WE WERE SEEING LARGE NUMBERS OF EDUCATORS RETIRE AND LEAVE THE PROFESSION ALL ALONG.
AND I'VE ALWAYS THOUGHT THAT IS IMPORTANT FOR A SCHOOL DISTRICT TO GROW THEIR OWN EDUCATORS. WE HAVE SOME STELLAR STUDENTS YOU HAVE SEEN COME UP FOR DIFFERENT AWARDS AND RECOGNITIONS WHO ASPIRE TO BE EDUCATORS.
AND I FELT THAT IT WAS IMPORTANT THAT WE MAKE A COMMITMENT TO THEM AND ENSURE THAT THEY HAVE A PLACE TO COME HOME AND CALL HOME AND HAVE A JOB ONCE THEY ACQUIRE THEIR CREDENTIALS.
>> FIRST WE'D LIKE TO HAVE JALEN HOLLIS AND ZARIA HALL COME UP.
PROMISSORY NOTE THAT STATES ONCE THEY REACH THEIR CREDENTIALS AT THE UNIVERSITY LEVEL, THEY WILL HAVE AN OPPORTUNITY TO COME BACK AND TEACH AND LIVE AND RESIDE IN THEIR COMMUNITY.
LETTER FIRST? >> YES, I'LL READ THE LETTER.
THE LETTER SAYS CONGRATULATIONS ON YOUR EDUCATIONAL CAREER.
IT'S OUR PLEASURE TO OFFER YOU A TEACHING POSITION WITH THE LANCASTER INDEPENDENT SCHOOL DISTRICT UPON YOUR COLLEGE GRADUATION. THIS IS COMPLETION UPON FINAL APPROVAL FROM THE SUPERINTENDENT OF SCHOOLS, BOARD OF TRUSTEES, AND ACCEPTABLE BACKGROUND CHECKS, CREDENTIAL VERIFICATION, AND YOUR TIMELY COMPLETION OF THE REQUIREMENTS SET OUT IN THIS LETTER. PLEASE INDICATE BELOW FOR YOUR ACCEPTANCE OF THIS OFFER AND RETURN THIS LETTER TO US WITHIN TEN DAYS, JUNE 10, 2022. WE LOOK FORWARD TO WORKING WITH YOU. IT'S SIGNED BY DR. PERERA, MYSELF, AND THE STUDENTS ARE ALSO RECEIVING A CERTIFICATE THAT SAYS THE STUDENT IS RECOGNIZED FOR CHOOSING THE COLLEGE MAJOR DEDICATED TO BECOMING A FUTURE EDUCATOR.
[00:40:14]
>> MIGHT I REMIND THE AUDIENCE AND OUR FUTURE EDUCATORS THAT WE ARE ANTICIPATING OUR STARTING TEACHER PAY TO BE $58,150.
YEARS. NEXT WE HAVE JALEN ROBINSON.
AND ANDREA OSIGATA. THANK YOU.
I WAS TRYING TO PRACTICE. THIS IS WHY I DON'T CALL THE
GRADUATION NAMES. >> STUDENTS WE ALSO HAVE SOME OPPORTUNITIES FOR YOU THIS SUMMER.
SEE DR. BARKER RIGHT THERE IN THE TEAL JACKET.
TUTORING OPPORTUNITIES. >> SHANIAH, AND AJAYLA FERRIS.
WE'LL MAKE SURE WE GET THESE TO THEM.
BUT WE ARE RECRUITING EARLY WITH THE SUPPORT OF OUR
SUPERINTENDENT SO THANK YOU. >> THANK YOU ALL AND CONGRATULATIONS. WE LOOK FORWARD TO YOU ALL RETURNING BACK TO LANCASTER ISD TO TEACH.
SOMEBODY I USED TO BABYSIT IN THAT LINEUP.
[8A. First Year Highlights]
>> SO FIRST YEAR REFLECTIONS. BEFORE I GET STARTED, I JUST WANTED TO SAY I'M JUST FINISHING MY NINTH YEAR AS THE SUPERINTENDENT AND I DON'T CARE WHAT KIND OF PREPARATION YOU HAVE, THE FIRST YEAR IN ANY DISTRICT ALWAYS -- AS WE LOOK AT ATHLETICS, YOU HEARD COACH HUMPHREY COME UP AND TALK ABOUT ALL OF THE ACCOLADES FOR ATHLETICS.
ONE I WANT TO HIGHLIGHT AND REITERATE WITH THE AUDIENCE IS OUR STUDENT ATHLETES EARNED OVER $2.1 MILLION IN SCHOLARSHIPS.
AND I CAN TELL YOU AS A FORMER STUDENT ATHLETE, IT'S A GREAT THING TO NOT HAVE YOUR PARENTS HAVE TO PAY FOR YOUR COLLEGE, ADMISSIONS OR ANYTHING. COMMUNICATIONS IS THE NEXT ONE I THINK. MS. SIMPSON AND HER TEAM, THEY HAVE PUBLISHED OVER 700 POSTINGS ON SOCIAL MEDIA AND HAVE PRODUCED ALMOST 60 DIFFERENT COMMUNICATIONS THAT WERE BOTH INTERNAL AND EXTERNAL AND MEDIA RELEASES.
AND ALSO THEY REALLY SUPPORTED ME IN ENGAGING MY KEY COMMUNICATORS GROUP. I NOT ONLY HAVE A STUDENT GROUP, BUT I ALSO HAVE A GROUP OF REALTORS, FAITH-BASED LEADERS, AND SOME PARENTS AS WELL THAT WE'VE MET THROUGHOUT THE YEAR.
HUMAN RESOURCES IS NEXT AS YOU SAW ACKNOWLEDGING AND RECRUITING EARLY, GROWING OUR OWN IF YOU WILL OF STUDENT TEACHERS TO COME. AND HUMAN RESOURCES, I'D HIGHLIGHT THE FACT THAT OF COURSE DR. TAYLOR AND HER TEAM HAVE GONE OUT TO A NUMBER OF DIFFERENT COLLEGES AND UNIVERSITIES AND SEARCHED THROUGH ALTERNATIVE PROGRAMS TO TRY AND ENSURE THAT WE'RE FULLY STAFFED.
ALSO THEY'VE CREATED A HOST OF ONBOARDING DISTRICT MEETINGS WHICH ALLOWS OUR NEW EMPLOYEES TO GET INTRODUCTION TO THE DISTRICT. YOU MAY THINK THAT THIS SHOULD BE STANDARD AND SO DID I, AND IT WASN'T NECESSARILY, SO I WANT TO THANK DR. TAYLOR AND HER TEAM FOR MAKING THAT THE STANDARD.
AND OF COURSE OUR FINANCE TEAM, WE WANT TO MAKE SURE THAT WE
[00:45:01]
ACKNOWLEDGE THE FACT THAT ALL YEAR WE SUSTAINED A BALANCED BUDGET THROUGH FISCALLY CONSERVATIVE PRACTICES AS WELL AS MAINTAIN ABOVE A STANDARD FINANCIAL INTEGRITY RATING, THAT'S THROUGH TEA. AS YOU NOTICED I'M NOT READING ALL OF THE BULLETS BUT I'M GIVING SOME HIGHLIGHTS.INSTRUCTIONAL SERVICES AS WELL HAVE A HERCULEAN TASK TO LIFT OF COURSE I THINK WE ALL KNOW WITH THE COVID SLIDE I WILL CALL IT, BECAUSE I WON'T CALL IT LEARNING LOSS, BECAUSE THAT'S NOT REALITY. THE KIDS JUST DIDN'T HAVE ANYTHING TO LEARN, SO THAT'S NOT A LEARNING LOSS IT'S JUST A LACK OF SKILLS IF YOU WILL. BUT I'D LIKE TO HIGHLIGHT THAT AGAIN ALL OF OUR CLASSROOMS, FINALLY WE HAVE UPGRADED ALL OF OUR CLASSROOMS THAT HAVE PROMETHIUM BOARDS IN EVERY CLASSROOM THAT ALLOWS OUR STUDENTS TO ENGAGE WITH CONTENT.
AS WELL AS AS YOU HEARD EARLIER OVER 700 STUDENTS RECEIVED THEIR CERTIFICATION, INDUSTRY CERTIFICATIONS.
SO THAT'S STUDENTS GO TO COLLEGE AND/OR WHATEVER SKILL THEY WANT, BUT THEY SHOULD HAVE THAT CHOICE AND WE SHOULD GIVE THEM THE OPPORTUNITY. AND THAT TEAM HAS PROVIDED A LOT OF ACCESS AND OPPORTUNITIES FOR OUR STUDENTS TO ACQUIRE THOSE.
MAINTENANCE AND OPERATIONS OF TRANSPORTATION, I'D LIKE TO HIGHLIGHT THAT WE PROACTIVELY ARE NOT WAITING FOR OUR BUSSES TO BREAK DOWN AND BECOME YARD QUEENS IF YOU WILL.
WE'VE LOOKED AT OPPORTUNITIES TO PURCHASE AND THEN HAD AN OPPORTUNITY TO PURCHASE TWO NEW BUSSES FOR OUR SPECIAL ED STUDENTS. AS WELL AS WE ARE LOOKING AT ALL OF THE OPPORTUNITIES THIS SUMMER TO REPAIR SOME OF OUR HVAC SYSTEMS. AND WE'VE ALSO, PARENTS, YOU'LL LIKE TO KNOW THIS, NEXT YEAR'S SOFTWARE WILL BE ABLE TO TRACK YOUR STUDENT ON THE BUS AS THEY GET ON, GET OFF.
IF THE BUS IS LATE YOU'LL GET PINGED AND INFORMATION AND ALL OF THAT WILL COME AT THE BEGINNING OF THE SCHOOL YEAR.
SO YOU'LL BE ABLE TO TRACK ALL OF THOSE THINGS.
YOU DON'T HAVE TO TRY AND CALL THE SCHOOL TO FIND OUT WHERE THE BUS IS. THERE IS AN APP THAT WILL GO ALIGN WITH THAT AND ALLOW YOU TO TRACK EVERYTHING AS YOUR STUDENT IS TRAVELING TO AND FROM SCHOOL. AND OUR POLICE DEPARTMENT OF COURSE CHIEF WORLEY AND HIS TEAM HAVE IMPLEMENTED THE CLEAR BAG REGULATIONS, AGAIN ALWAYS TRYING TO KEEP SAFETY IN THE FOREFRONT.
ALWAYS WORKING WITH US TOO, IN THE FALL WE'RE LOOKING TO DO THE SAME THING WITH BACKPACKS ALL CLEAR FOR THE FALL AS WELL AS THEY'VE CONDUCTED A NUMBER OF SAFETY TRAININGS ON OUR CAMPUSES ESPECIALLY FOR OUR NEW EMPLOYEES AND OUR SUBSTITUTES TO ENSURE THAT THEY KNOW WHAT TO DO IN THEIR MOMENT OF CRISIS.
AND OF COURSE AS WE'VE SEEN THROUGHOUT, YOU NEVER KNOW HOW YOU'RE GOING TO REACT UNTIL YOU HAVE TO REACT, BUT IT'S ALWAYS NICE TO KNOW THAT WE HAVE TRAINED INDIVIDUALS FOR THE APPROPRIATE WAY TO RESPOND TO A CRISIS.
MS. KEENE AND HER TEAM LED A MAJOR TURN AROUND IF YOU WILL IN HER DEPARTMENT WITH THE CYCLICAL MONITORING PROCESS THROUGH TEA.
I'D LIKE TO SHARE THAT THEY RECEIVED A 100% ON THOSE FILES.
YEAR TO REVISE AND ALSO REFINE THEIR SPECIFIC PROCEDURES AND HOPEFULLY WE ARE LOOKING AT BETTER RESULTS AS AN OUTCOME OF THAT. AND SO WITH THAT, I HAVE ALSO LEARNED, THOSE ARE THE HIGHLIGHTS, BUT I ALSO WANTED TO SHARE THAT AS A SUPERINTENDENT FOR ME IT'S ALWAYS A NICE OPPORTUNITY TO COME TO A PLACE THAT REALLY HAS A LOT OF GREAT COMMUNITY SUPPORT AND IT'S ALWAYS A GOOD THING FOR ME.
BUT I ALSO LEARNED TOO BEING HERE AS A SUPERINTENDENT, MANY PEOPLE THINK THE BUCK STOPS WITH ME, WELL IT DOESN'T ALWAYS STOP WITH ME. BUT WHILE THE BUCK STOPS HERE SOUNDS VERY GOOD AND CONCISE, I WILL SHARE WITH YOU THAT ALSO IN A COLLABORATIVE MANNER I'VE HAD TO WORK WITH MY LEADERSHIP TEAM AS WELL AS OUR BOARD TO MAKE SOME DECISIONS ABOUT THINGS.
THE SECOND THING I KNOW A LESSON LEARNED THAT I WANT TO MAKE SURE I SHARE WITH EVERYONE IS THAT VISIBILITY TRUMPS EVERYTHING.
AND IF PEOPLE ARE NOT SEEING YOU AS A LEADER OUT AND ABOUT, THEN THEY'RE WONDERING WHAT YOU'RE DOING AND I'VE ALWAYS HAD THE MINDSET WHEN THEY DON'T SEE YOU, THEY GIVE YOU WORK TO DO.
SO I TRY TO BE OUT AND ABOUT AS MUCH AS POSSIBLE.
SEEING KIDS IN KINDERGARTEN CLASSES, YES SOME ALMOST SIX FEET TALL. BUT I DO FIT IN THE LITTLE KIN KINKEDER -- KINDERGARTEN CHAIRS NOT COMFORTABLY BUT I FIT. I OFTEN THINK THAT'S THE HARDEST GRADE TO TEACH BECAUSE THEY COME WITH NOT MUCH VOCABULARY AND NOT MANY IDEAS ABOUT WHAT SCHOOL IS ABOUT.
BUT NONETHELESS IT'S ALL GOOD. THE THIRD THING I THINK I'VE
[00:50:01]
LEARNED TOGETHER, WE ALL ACHIEVE MORE AND THAT TO ME JUST SPEAKS TO THE FACT THAT I AM TEAM ORIENTED AND FOCUSED.AND DECISIONS ARE MADE AS A TEAM.
I CAN'T TELL YOU I'VE MADE MANY DECISIONS IN SILO, I'VE ALWAYS WORKED WITH THE TEAM IN ORDER TO MAKE THAT HAPPEN.
COMING TO LANCASTER OF COURSE OVER 7,000 STUDENTS HERE, I MYSELF OF COURSE WAS THE FIRST WOMAN TO SIT IN THIS SEAT, A FEMALE OF COLOR.
AND AS I HAVE BEEN IN EVERY SEAT THAT I'VE BEEN IN AS A SUPERINTENDENT IN THE DISTRICTS ACROSS THE NATION, WHAT I KNOW IS THIS, MY DAD WHO UNFORTUNATELY I LOST LAST SUMMER, SHARED WITH ME WHEN I TOLD HIM ONCE AGAIN I'M GOING TO A PLACE WHERE I'LL BE THE FIRST HE GOES KATRISE I TOLD YOU, DON'T WORRY ABOUT BEING THE FIRST.
WORRY ABOUT BEING THE LAST. DON'T ALLOW IT TO BE A SCENARIO WHERE NO ONE ELSE CAN FOLLOW YOU.
I TRY TO LEAD WITH THAT SAME FOCUS AS WELL THROUGHOUT MY CAREER. THIS JOURNEY HAS BEEN ONE I'VE TRULY ENJOYED AND I'VE EMBRACED ALL OF THE LESSONS THAT I'VE LEARNED. AND I'VE LEARNED LAUGHTER IS TRULY THE BEST MEDICINE FOR ALL OF US.
BECAUSE SOMETIMES YOU JUST HAVE TO LAUGH AT WHAT HAPPENS AS OPPOSED TO CRY OR PULL YOUR HAIR OUT.
ACTIONS REALLY DO SPEAK LOUDER THAN WORDS AND AS A WOMAN, OUR WORK IS NEVER DONE. AND OF COURSE I ALSO KNOW THAT HOME IS WHERE THE HEART IS, AND I AM HONORED TO CONTINUE TO SERVE THE LANCASTER COMMUNITY. MY HUSBAND AND I ARE ALSO VERY HONORED TO CALL LANCASTER OUR HOME.
MY HUSBAND IS SITTING RIGHT BACK THERE IN THE CORNER.
SO I JUST WANTED TO CONTINUE TO THANK THIS BOARD FOR GIVING ME AN OPPORTUNITY TO COME TO LANCASTER, IT HAS TRULY BEEN A FAST FIRST YEAR, BUT ONE THAT I'VE ENJOYED AND LEARNED A LOT OF LESSONS AND HAVE LEARNED A LOT ABOUT THE DISTRICT.
AND I'M EXCITED ABOUT WHAT'S TO COME AND WE CONTINUE TO BUILD A TEAM THAT IS STRONG AND WILL ENSURE THAT PARENTS, THAT WE'RE GOING TO GIVE YOUR KIDS THE BEST WE POSSIBLY CAN.
[8C. Athletics Programs and Highlights]
NEXT IS ATHLETIC PROGRAMS AND HIGHLIGHTS.WE HAVE COACH HUMPHREY COME FORWARD.
I'VE ASKED HER TO HIGHLIGHT THE NUMBER OF STUDENTS WE HAVE ENGAGED IN OUR ATHLETIC PROGRAM. I DON'T KNOW THE NUMBER OFF THE TOP OF MY HEAD SO I'M NOT GOING TO SAY IT.
BUT WE ALWAYS HAVE A HIGHER RATE OF GRADUATION FOR STUDENTS WHO ARE ENGAGED AND ALL SORTS OF ACTIVITIES ESPECIALLY
EXTRACURRICULAR. >> GOOD EVENING, MADAME PRESIDENT HAMILTON, SCHOOL BOARD MEMBERS AND DR. PERERA.
THIS EVENING I'M GOING TO GIVE YOU AN UPDATE ON THE STUDENT NUMBERS IN ATHLETICS. POINTS OF PRIDE, GREG WILLIAMS TRACK COACH EARNED SECONDARY TEACHER OF THE YEAR.
CURRENTLY WE HAVE RECEIVED $2.1 MILLION IN ATHLETIC SCHOLARSHIPS. TEN TEAMS MADE THE STATE PLAYOFFS THIS YEAR. BOY'S TRACK PLACED SECOND IN THE UIL STATE MEET AND GIRL'S TRACK PLACED THIRD.
JOSE MERCADO PLACED THIRD AT THE UIL STATE WRESTLING TOURNAMENT.
THE GIRLS WON DISTRICT FOR THE FIRST TIME IN SCHOOL HISTORY.
THE GIRL'S SOFTBALL TEAM MADE THE PLAYOFFS FOR THE FIRST TIME IN SCHOOL HISTORY. AND WE ARE EXCITED TO PARTNER WITH HERST JONES TO HELP BRAND OUR ATHLETIC DEPARTMENT.
I KNOW YOU GUYS ARE FAMILIAR WITH COACH DOUG.
IF YOU HAVEN'T SEEN HIM COACH, YOU MIGHT WANT TO GO TO A BASKETBALL GAME. NEXT SLIDE, PLEASE.
AND THESE ARE JUST SOME PICTURES OF OUR KIDS IN UNIFORM.
NEXT GIRL'S ENGAGEMENT INFORMATION, ATHLETIC ENROLLMENT. YOU WILL SEE THE TOTAL IS 329 GIRLS PARTICIPATED IN ATHLETICS. BOYS ENGAGEMENT ATHLETIC ENROLLMENT, 467 YOUNG MEN PARTICIPATED IN HIGH SCHOOL ATHLETICS. AND THEN THE SENIORS CURRENTLY ENGAGED IN OUR PROGRAMS AND THEY HAVE NOT GRADUATED YET, SO I AM PROUD TO SAY WE HAD 112 SENIORS THIS YEAR PARTICIPATE IN ATHLETICS. LOOKING BACK THE ATHLETIC PROGRAM HAS A SUCCESSFUL RECORD. WE HAVE WON 21 STATE CHAMPIONSHIPS IN THE LAST 23 YEARS.
ROAR IN ATHLETICS, WE NEED TO ENSURE THAT ALL STUDENTS IN OUR PROGRAM ARE EQUIPPED WITH LEADERSHIP SKILLS AND ARE ACADEMICALLY SOUND. WE HAVE WON SIX DISTRICT CHAMPIONSHIPS, FOUR BY DISTRICT CHAMPIONSHIPS, TWO AREA CHAMPIONSHIPS, AND TWO REGIONAL CHAMPIONSHIPS.
[00:55:01]
THAT TOTALS 14 ATHLETIC CHAMPIONSHIPS FOR THE YEAR 21-22.796 HIGH SCHOOL STUDENTS PARTICIPATED IN THE ATHLETIC PROGRAM THIS YEAR. LOOKING AHEAD, WE WANT TO FOCUS OUR EFFORTS ON BUILDING ADDITIONAL ATHLETIC PROGRAMS. WE ARE CURRENTLY LOOKING TO INCREASE THE PARTICIPATION IN TENNIS, GOLF, AND SWIMMING. WE PLAN TO START A FEEDER PROGRAM FOR SOFTBALL AND BASEBALL AT THE MIDDLE SCHOOL BEGINNING IN 22-23. LASTLY, AS WE CONTINUE TO BUILD OUR LEGACY IN ATHLETIC PROGRAMS, WE HAVE TO ENSURE THAT ALL STUDENT ATHLETES HAVE THE PROPER EQUIPMENT AND UPDATED FACILITIES. ANY QUESTIONS AT THIS TIME?
[8D. Fine Arts Programs and Highlights - Stacey Lotten, Presenter]
NEXT ON THE AGENDA IS FINE ARTS PROGRAM AND HIGHLIGHTS.DR. PERERA. >> THANK YOU, MADAME PRESIDENT.
I'LL CALL FORWARD MS. STACEY LOTTEN TO SHARE.
WE HAVE EXTRACURRICULAR NOW COCURRICULAR.
WE HAVE RESEARCH THAT STUDENTS WHO PARTICIPATE IN EXTRACURRICULAR AND COCURRICULAR ACTIVITIES HAVE A HIGHER
PERCENTAGE RATE OF GRADUATION. >> GOOD EVENING BOARD OF TRUSTEES. THE FINE ARTS DEPARTMENT HAD A GREAT, GREAT YEAR. WE BASICALLY RECOVERED FROM A YEAR AND A HALF OF NO FACE TO FACE EVENTS AND RESTORED ALL OF OUR FACE TO FACE PERFORMANCES, OUR PERFORMANCE SCHEDULE, AND FIELD TRIPS SAFELY. I HAVE FOUND THAT EVEN WITH THE GAP WITH COVID, OUR PROGRAMS WERE ABLE TO RESET TO WHAT WE WERE IN 2019. OUR RECENT SUCCESSES ARE CELEBRATING AND YOU'VE HEARD SOME EARLIER, OUR ELEMENTARY LEAD ART TEACHER, KIMBERLY BALLARD, WHO IS AN OUTSTANDING EDUCATOR AND A FRIEND TO THE FINE ARTS DEPARTMENT.
SHE IS ALSO ONE OF THE TWO CERTIFIED ARTS INTEGRATION SPECIALISTS ON STAFF THAT CAN SUPPORT OUR TRANSITION TO STEAM.
THESE NEXT FEW SLIDES ARE JUST QUICK OVERVIEWS OF OUR FLOURISHING ART, DANCE, HIGH SCHOOL CHOIR, AND GROWING THEATER PROGRAMS. OUR SECOND BIG SUCCESS WHICH YOU'VE HEARD ALREADY COMES FROM OUR HIGH SCHOOL CHOIR.
AND THANK YOU BOARD OF TRUSTEES FOR HELPING US CELEBRATE THEM THIS EVENING. BUT TO GIVE YOU JUST A LITTLE FURTHER INSIGHT, WHEN THEY WENT TO SAN ANTONIO AND DID THE BLUEBONNET FESTIVAL, OUR CHOIR WON NUMBER ONE SPOTS IN PERFORMANCE, ALL AROUND BEST IN THEIR DIVISION AND BEST IN THE ENTIRE FESTIVAL OVER 25 CHOIRS.
WE ARE TRULY PROUD OF THEM. MR. ROBERTSON AND HIS STUDENTS FOR REPRESENTING LANCASTER IN THAT WAY.
THIS NEXT SLIDE IS SPEAKING TO ALL OF THE PERFORMANCES AND VOLUNTEER WORK THE FINE ARTS DEPARTMENT CREATED OR SUPPORTED THIS YEAR. THE NEW AND BIG PRESENCE OF CTE HAS IMPACTED OUR WORKLOAD IN A POSITIVE WAY BECAUSE WE PARTICIPATED IN EVERY CAMPUS INITIATIVE AND RECRUITING TOUR THAT CTE ORGANIZED. THIS SLIDE SPEAKS TO THE STUDENTS THAT HAVE COMMITTED TO A FINE ARTS PROGRAM FOR AT LEAST 3 TO 4 YEARS IN A FINE ARTS AREA OF STUDY.
SO WE'RE LOOKING AT STUDENTS THAT HAVE MADE A COMMITMENT TO FINE ARTS FOR THEIR HIGH SCHOOL CAREER OR THE MAJORITY OF.
IF YOU LOOK AT THEIR ACADEMIC RATING, BECAUSE ACADEMICS IS VERY IMPORTANT TO THE ARTS AND WE LOOK CLOSELY AT HOW OUR ENSEMBLE LEADERS RANK IN THE ACADEMIC REALM.
SO OF THOSE TOP TEN OF THE CLASS THIS YEAR THAT YOU SAW EARLIER, SIX OF THOSE STUDENTS HELD THOSE SPOTS FOR THE TOP TEN WHICH IS A REALLY NICE NUMBER FOR US TO BE PROUD OF.
SLIDE SHOWS AN INCREASE IN CHOIR SCHOLARSHIPS.
DANCE STUDENTS HAVE REALLY SHOWED OUT THIS YEAR WITH $817,000. AND OVERALL THE STUDENT SCHOLARSHIP OFFER ACADEMICS AND THE ARTS COMBINED INCREASED FROM AN ESTIMATED $380,000 LAST YEAR TO $1.7 MILLION THIS YEAR.
OUT OF 500 IN THE FINE ARTS PROGRAMS. AND ON THIS ENGAGEMENT TABLE, YOU WILL SEE THAT WE REACH A MAJORITY OF THE STUDENTS IN THE DISTRICT.
WE SERVE 2,444 SECONDARY STUDENTS.
AND APPROXIMATELY 5,444 STUDENTS IN TOTALITY INCLUDING OUR
[01:00:05]
ELEMENTARY STUDENTS.SO LOOKING AHEAD I WOULD LIKE TO INCREASE OUR PIANO OFFERING AT THE 9TH GRADE CAMPUS SO WE CAN PULL THAT PIPELINE UP FROM WEST MAIN ELEMENTARY. WE NEED AN ACQUISITION OF ART, DANCE, AND THEATER CURRICULUM FOR OUR TEACHERS AND STUDENTS.
WE WOULD LIKE TO SECURE A BUDGET TO BRING BACK THE MAJESTIC PERFORMANCE AND THE EXPOSURE FIELD TRIPS FOR ALL OF OUR ELEMENTARY STUDENTS. DR. PERERA AND I SHARE A PASSION FOR OFFERING A MARIACHI ENSEMBLE OR PERFORMANCE OPPORTUNITIES TO WORK TOWARDS INCREASING THE DIVERSITY AND INCLUSION IN OUR FINE ARTS PROGRAMS. AND THEN FINALLY IF WE COULD HAVE A POINT FIVE TEACHING POSITION AT THE 9TH GRADE CENTER, THAT WOULD HELP US WITH ART AND THEATER OFFERINGS BECAUSE WE HAVE A LOT OF STUDENTS WHO WOULD LIKE TO JOIN THOSE CLASSES AND PROGRAMS. MY BIGGEST DREAM OVERALL WHICH I'M NOT GOING TO LET IT GO, IS TO ATTRACT MORE STUDENTS AND CREATE A FINE ARTS ACADEMY. JUST A FREE STANDING CAMPUS.
I'VE NOTICED IT BRINGS A LOT OF STUDENTS INTO DISTRICTS AND IT PROMOTES ACADEMIC PERFORMANCE AND COLLEGE ACADEMIC SCHOLARSHIPS. AND THEN FINALLY A PERFORMING ARTS CENTER. SO TO RAISE MY ROAR, I JUST LEAD PASSIONATELY, I'D LOVE TO CONTINUE PROFESSIONAL DEVELOPMENT TO STRENGTHEN THE PEDIGOGY FOR MY TEAM AND INCREASE FEEDBACK FROM STAKEHOLDERS AND SEEK PIPELINES WITH UNIVERSITIES TO BUILD BRIDGES FOR LANCASTER.
BUT WE HAVE GOTTEN OFF TO A REALLY GOOD START THIS YEAR.
ANY QUESTIONS FOR ME, BOARD? >> I HAVE A STATEMENT.
I WANT TO THANK YOU AND EVERYONE THAT HAS PRESENTED SO FAR.
I HAVE PARTICIPATED IN SOME OF THE PROGRAMS IN FINE ARTS, AND I WAS JUST BLOWN OUT THE WALL. MY GRANDBABY STARTED THIS YEAR
AND SHE'S GOING TO BE IN PIANO. >> OH GOOD.
WE'VE SEEN YOU AT ALMOST ALL OF OUR EVENTS AND WE APPRECIATE YOUR SUPPORT. THANK YOU, MS. MORRIS.
>> THANK YOU, YOU'VE DONE A GREAT JOB.
>> MADAME PRESIDENT, MAY I HAVE ONE COMMENT.
I WANT TO SHARE AS WE CONTINUE TO PROCEED THROUGH OUR BUDGET PROCESS, AS YOU LOOK AT THOSE BUDGETS FOR ATHLETICS, AND YOU LOOK AT THE BUDGETS FOR OUR COCURRICULAR ACTIVITIES WITH FINE ARTS, I WOULD REMIND YOU THAT THAT INVESTMENT HAS YIELDED ALMOST $4 MILLION IN SCHOLARSHIPS THIS YEAR.
SO AS WE CONTINUE TO MOVE FORWARD, I KNOW IT'S A LOT, BUT IT ALSO GIVES OUR STUDENTS GREATER OPPORTUNITIES AS WELL.
[9. Adoption of Consent Agenda]
>> WE'RE GOING TO MOVE DOWN TO ADOPTION OF THE CONSENT AGENDA.
>> MADAME PRESIDENT, SO MOVED. >> WE HAVE A MOTION TO ADOPT THE CONSENT AGENDA. IS THERE A SECOND?
SO INCLUDED IN THE CONSENT AGENDA IS APPROVAL OF THE FOLLOWING MINUTES, BE LEGAL AND LOCAL.
APRIL 26, 2022, REGULAR MEETING, MAY 16, 2022, CALLED MEETING, MAY 18, 2022, CALLED MEETING. ANY DISCUSSION BEFORE THE VOTE? HEARING NONE I'LL CALL FOR VOTE. MS. MORRIS.
>> YES. >> MYSELF VOTING YES, THE MOTION
[10A. Consider approval of Instructional Materials Allotment and TEKS Certification for 2022-2023 - CMD(LEGAL) and EFA(LOCAL) - (G1) and (G2)]
PASSES SIX. THANK YOU.WE'RE GOING TO MOVE TO OUR ACTION ITEMS. FIRST ITEM IS CONSIDER APPROVAL OF INSTRUCTIONAL MATERIALS ALLOTMENTS AND TEKS CERTIFICATION FOR 2022-2023 CMD LEGAL AND EFA LOCAL. DR. PERERA.
>> YES, MADAME PRESIDENT. I'LL HAVE DR. HOWARD COME
FORWARD AND PRESENT. >> GOOD EVENING.
THIS EVENING I'M ASKING YOU TO APPROVE OUR INSTRUCTIONAL MATERIALS ALLOTMENT CERTIFICATION, OUR STATE BOARD OF CERTIFICATION AND THE COMMISSIONER ASK EVERY YEAR FOR THE BOARD TO APPROVE THE INSTRUCTIONAL MATERIALS AND THEY'RE JUST VERIFYING THAT WE ARE PURCHASING INSTRUCTIONAL MATERIALS THAT ARE ALIGNED TO OUR TEXAS ESSENTIAL KNOWLEDGE AND SKILLS. SO I'M REQUESTING THAT THE BOARD APPROVE THE INSTRUCTIONAL MATERIALS ALLOTMENT AND CERTIFICATION. ARE THERE ANY QUESTIONS AT THIS
TIME? >> ANY QUESTIONS FROM BOARD? COMMENTS? HEARING NONE, THANK YOU.
BOARD, THIS IS AN ACTION ITEM, IS THERE A MOTION?
>> MADAME PRESIDENT, SO MOVED. >> WE HAVE A MOTION.
IS THERE A SECOND? OKAY A MOTION BY MS. MORRIS.
[01:05:02]
A SECOND BY MR. CLEWIS TO CONSIDER AND APPROVE INSTRUCTIONAL MATERIAL ALLOTMENT FOR TEKS CERTIFICATION 2022-2023. ANY DISCUSSION? HEARING NONE I'LL CALL FOR A VOTE.[10B. Consider approval of the Service Agreement with DCJJAEP-(G1)]
>> MYSELF VOTING YES, THE ITEM PASSES.
THE NEXT ITEM IS CONSIDER APPROVAL OF THE SERVICE AGREEMENT WITH DCJJAEP. DR. PERERA.
>> YES, MADAME PRESIDENT. I CALL FORWARD MR. JACKSON TO
DISCUSS THAT ITEM. >> GOOD EVENING, BOARD OF TRUSTEES. TODAY I COME TO YOU SEEKING APPROVAL WITH THE SERVICE AGREEMENT FOR THE DALLAS COUNTY JUVENILE JUSTICE ALTERNATIVE EDUCATION PROGRAM.
THIS GOES THROUGH THE 2022-2023 SCHOOL YEAR.
THIS PROGRAM IS FOR STUDENTS THAT HAVE BEEN EXPELLED FROM SCHOOL, HOWEVER DURING THAT EXPULSION THEY ARE STILL RECEIVING A HIGH QUALITY EDUCATION IN FOUR CONTENT AREAS IN A SMALL LEARNING ENVIRONMENT, USUALLY 1 TO 12 STUDENTS.
AND EACH STUDENT IS ASSIGNED A CASEWORKER TO HELP THEM DEVELOP AND MAINTAIN THE EDUCATIONAL GOALS.
THE NEXT SLIDE IS SOME OF THE OFFENSES THAT ARE MANDATORY FOR STUDENTS TO ATTEND. THE JUVENILE JUSTICE ALTERNATIVE EDUCATIONAL PROGRAM. THANKS FOR YOUR CONSIDERATION IN ADVANCE. ANY QUESTIONS?
>> I HAVE ONE, MADAME PRESIDENT. THIS HAS SORT OF BEEN A PET PEEVE TO ME, BUT I KNOW WE HAVE TO HAVE IT.
SO IF WE HAVE SENIORS THAT ARE GRADUATING AND SOMETHING HAPPENED. WELL WE KNOW THAT IT'S CHAPTER 36, THEY WILL GO STRAIGHT TO JJAEP.
BUT THEY'RE NOT GOING TO GET ALL OF THEIR CREDITS, ARE THEY?
>> YES, MA'AM, THEY WILL. >> THEY WILL GET THEM?
>> YES, MA'AM. THEY STILL RECEIVE THEIR EDUCATION AT THAT PARTICULAR TIME.
AND I PERSONALLY MONITOR THAT. >> OKAY, GREAT.
THANK YOU. THAT MAKES ME FEEL BETTER.
>> BOARD, ANY OTHER QUESTIONS OR COMMENTS?
>> WHAT ARE THE DETAILS? HOW MANY STUDENTS DO WE HAVE INVOLVED IN THIS AND HOW MUCH DOES IT COST?
>> IT'S ACTUALLY $114 PER DAY AND CURRENTLY WE ACTUALLY HAVE A COUPLE OF STUDENTS THAT ARE UP FOR THE 2022-23 SCHOOL YEAR.
BUT THIS YEAR THROUGH OUR SOCIAL EMOTIONAL PROGRAMS AND A LOT OF ISSUES HAVE BEEN ABLE TO RESOLVE AT THE MIDDLE SCHOOL AND HIGH SCHOOL LEVEL WE HAVE BEEN ABLE TO PREVENT STUDENTS FROM GOING THERE. WE'RE WORKING WITH DR. MATTHEWS.
IT'S $114 PER DAY THAT'S FOR DISCRETIONARY OFFENSES.
BUT IT'S FREE FOR MANDATORY OFFENSES AS I JUST SHOWED YOU ON
>> YES. >> WE HOPE OUR STUDENTS DON'T HAVE TO GO AT ALL. THAT'S OUR GOAL.
>> THANK YOU. BOARD, THIS IS AN ACTION ITEM.
IS THERE A MOTION? >> MADAME PRESIDENT, I MOVE THAT WE CONSIDER APPROVAL OF THE SERVICE AGREEMENT WITH DCJJAEP
UNDER GI. >> I HAVE A MOTION BY MS. MORRIS. IS THERE A SECOND?
>> SECOND. >> WE HAVE A SECOND BY MS. DAVIS. ANY OTHER DISCUSSION FROM THE BOARD? HEARING NONE, I'LL CALL FOR THE VOTE. MS. MORRIS.
>> YES. >> MYSELF VOTING YES, THE MOTION
[10C. Consider approval of April 2022 Financial Reports - CAA(LOCAL)-(G2)]
PASSES. THANK YOU ALL.NEXT ITEM IS CONSIDER APPROVAL OF THE APRIL 2022 FINANCIAL REPORTS-CAA LOCAL. DR. PERERA.
>> THANK YOU, MADAME PRESIDENT. I CALL FORWARD MS. DANA MOSLEY TO PRESENT THAT INFORMATION AND ANSWER ANY QUESTIONS.
>> GOOD EVENING, BOARD MEMBERS AND DR. PERERA.
TONIGHT I'M PRESENTING THE FINANCIAL REPORT FOR THE MONTH ENDING APRIL 30, 2022. AND IN YOUR PACKET YOU SHOULD HAVE THE BUDGET STATUS REPORT. AND THIS REPORT IS JUST A SUMMARY OF YEAR TO DATE REVENUES AND EXPENDITURES, BY FUNCTION FOR THE EXPENDITURES AND BY LOCAL STATE AND FEDERAL REVENUE AS OF APRIL 30, 2022. IT'S A SUMMARY.
IT'S JUST A SUMMARY OF WHERE WE ARE AT APRIL 30, 2022.
YOU HAVE YOUR BUDGET GENERAL FUND REVENUES AT $76,245,712.
IN YEAR TO DATE WE ACTUALLY HAVE SPENT, RECEIVED IN $60,564,357.
[01:10:04]
WHICH IS 79.43% THAT WE'VE RECEIVED.AND EXPENDITURE WISE, WE HAVE BUDGETED $75,401,199.
AND YEAR TO DATE WE HAVE EXPENDED AS OF APRIL 30, 2022, $47,264,650 WHICH WE HAVE EXPENDED 65.20% AS OF APRIL 30, 2022. THE NEXT REPORT, DO YOU HAVE ANY
QUESTIONS ON THAT REPORT? >> I DO.
>> OKAY. >> SO EXPLAIN THE NET CHANGE IN FUND BALANCE AT A NEGATIVE, PLEASE.
>> THAT'S JUST THE FORMULA. LET ME JUST EXPLAIN MY PURPOSE RIGHT HERE. THE INTERIM CFO CREATED THESE REPORTS. THAT'S REALLY NOT RELEVANT.
IT'S JUST THE FORMULA CALCULATION.
THE BUDGETED FUND BALANCE, IF WE ARE, WHEN WE BUDGET IT WOULD BE $844,513 THAT WE PROJECTED WE'RE GOING TO TAKE TO FUND BALANCE BASED ON THE BUDGET. TO DATE IF WE WERE TO STOP RIGHT NOW, WE WOULD BE TAKING $13,299,707 TO THE FUND BALANCE AS OF APRIL. BUT WE HAVE TO GO ALL THE WAY TO AUGUST 31, 2022. SO THAT $10 MILLION IS JUST THE
FORMULA CALCULATION. >> THAT WILL ADJUST WHEN WE
RECEIVE FUNDING? >> IT'S JUST, REALLY SHE DOESN'T
NEED TO HAVE A FORMULA THERE. >> BUT DO YOU UNDERSTAND WHY I'M
ASKING THAT QUESTION? >> YES, BECAUSE YOU SEE A
NEGATIVE $10 MILLION. >> SO THE QUESTION IS MORE FOR THE AUDIENCE THAT DON'T REALLY UNDERSTAND BUT WILL SEE THAT AND IT WILL KIND OF LOOK LIKE WE DIDN'T ADDRESS THAT.
>> RIGHT, WE'LL ADJUST THAT. >> ALL RIGHT, THANK YOU.
>> ANY OTHER QUESTIONS? >> YES, IF I CAN ADD ONE THING IS WE HADN'T RECEIVED ANY REVENUES FOR THAT OPPOSING TIME PERIOD THAT'S WHY IT'S ALSO REFLECTING NEGATIVE.
SO EVERYTHING IN THE EXPENDITURES IS THAT $1.8 MILLION AND WE DIDN'T RECEIVE ANY REVENUES FROM THAT PARTICULAR TIME PERIOD WHICH IS WHY WE GENERATE THAT NEGATIVE
BALANCE. >> RIGHT, THOSE ARE JUST FORMULAS THAT NEED TO BE TAKEN OUT OF THIS REPORT.
ANY OTHER QUESTIONS? >> ANY OTHER QUESTIONS/COMMENTS? OKAY, THIS IS AN ACTION ITEM. IS THERE A MOTION?
>> I'M SORRY, THERE ARE OTHER REPORTS.
>> OH, I'M SORRY. >> I WAS JUST ASKING ABOUT THAT
ONE PARTICULAR REPORT. >> I'M SORRY.
>> SO THE NEXT REPORT IT WILL SAY BOARD AGENDA DETAILED FINANCIAL STATEMENT. SO THIS REPORT IS JUST THE DETAILED SUMMARY THAT I PRESENTED, BUT IT'S BROKEN DOWN BY EACH OBJECT CODE REVENUE THAT WE HAVE.
SO IT'S JUST THE DETAIL DOWN TO THE GRANULAR PART OF THE REVENUE, THE LOCAL REVENUES, THE STATE REVENUES AND THE FEDERAL REVENUES, AND ALSO THE EXPENDITURES BY FUNCTION CODE.
IT'S THE SIX PAGE REPORT THAT YOU RECEIVED.
AND IT ALSO SHOWS AT THE SAME TIME LAST YEAR WHERE WE WERE AND THE SAME TIME THIS YEAR WHERE WE WERE, IT JUST SHOWS THE COMPARISON. ANY QUESTIONS ON THAT REPORT? NO QUESTIONS? OKAY, THE NEXT REPORT IS THE BOARD AGENDA, APRIL REVENUE AND EXPENDITURE BUDGET SUMMARY.
SO THIS REPORT REPRESENTS THE REVENUES AND EXPENDITURE SOURCES IN THE DISTRICT INCLUDING OUR GRANTS, SPECIAL REVENUE, DONATIONS AND ACTIVITY FUNDS. SO ALL OF THE FUNDS THAT WE USE IN THE DISTRICT, GENERAL FUND, HEAD START, AND ALL OF THE GRANTS, DONATION, CAPITAL PROJECTS, IT JUST LISTS ALL OF THAT OUT IN A DETAILED MANNER. ANY QUESTIONS? THE NEXT REPORT IS THE INVESTMENT PORTFOLIO REPORT.
THIS REPORT IS OUR INVESTMENT REPORT.
THESE ARE THE TWO POOLS THAT WE HAVE.
IT'S BROKEN DOWN WITH GENERAL FUND REVENUES WHICH IS WHERE OUR MAINTENANCE COLLECTIONS AND TAX REVENUE GOES.
REALLY THE LONE STAR, ALL OF IT GOES INTO LONE STAR FOR OUR INS.
THEN WE HAVE OUR PROCEEDS FROM THE BOND SALE IN THE CAPITAL PROJECTS FUND. WE HAVE A CHILD NUTRITION POOL AND THE TOTAL FOR THE INVESTMENT POOL, THE BEGINNING BALANCE WAS
[01:15:12]
$68,404,429.32. WE'VE HAD DEPOSITS OF THE $565,862.25. THEN WE HAD WITHDRAWALS OF 4.2 MILLION, 4.4 MILLION, THEN WE COLLECTED INTEREST.AN ENDING VALUE OF $64,734,142.43 AS OF APRIL 30, 2022. IF YOU HAVE ANY QUESTIONS ON
I THINK THIS IS A RECURRING QUESTION OF MINE IS ABOUT THE WITHDRAWAL OF THE 4.2 MILLION, WHAT ARE THOSE FUNDS UTILIZED
FOR? >> WE WITHDRAW THE 4.2 IN THE MONTH OF APRIL TO COVER OUR PAYROLLS.
WE HAD TWO BIWEEKLY PAYROLLS, TWO NONEXEMPT AND TWO SUBS WE HAD TO FUND. THE REASON WE DO THIS IS BECAUSE IN THE MONTH OF APRIL WE GET OUR MONEY FROM THE STATE AT THE END.
SO FROM JANUARY THROUGH APRIL, WE REALLY DON'T GET ANY FUNDS IN FROM THE STATE. SO WE HAVE TO MOVE FROM OUR INVESTMENT POOL OVER TO FUND OUR PAYROLL.
>> MY NEXT QUESTION PERTAINS TO THE INTEREST THAT WE'VE EARNED.
THAT'S A MINIMAL AMOUNT OF INTEREST ON A LARGE SUM OF MONEY. SO I GUESS DO WE HAVE OPTIONS TO INVEST THOSE FUNDS ELSEWHERE TO GENERATE MORE OF AN INTEREST
INCOME FOR THE DISTRICT? >> I BELIEVE DEBBIE IS WORKING WITH OUR INVESTMENT OFFICER, JOSHUA.
JOSH, YES TO WORK ON SOME OTHER THINGS WE CAN USE THAT ARE NOT RISKY BUT GIVE US MORE YIELD ON OUR FUND.
>> ALL RIGHT, THANK YOU. >> ANY OTHER QUESTIONS?
>> YES, ONE THING QUICKLY. WHEN WE RECEIVE FUNDS, DO WE REPLACE THE FUNDS THAT WE TOOK FROM THE INVESTMENT FUND?
>> DO WE MOVE THEM BACK? >> YES.
>> NOT NORMALLY WE DON'T. THAT'S NOT A NORMAL PRACTICE THAT WE DO TO MOVE THE FUNDS FROM THE OPERATING.
BECAUSE WE KEEP IT OVER THERE THEN WE DON'T HAVE TO MOVE ANYMORE OVER TO FUND THE PAYROLL BECAUSE IT NORMALLY SUSTAINS US
UNTIL THE END OF THE YEAR. >> THANK YOU.
>> IS THIS YOUR LAST SLIDE? >> THIS IS MY LAST SLIDE, YES
FOR THE FINANCIAL REPORT. >> OKAY.
>> ANY OTHER QUESTIONS? >> MADAME PRESIDENT, I HAVE A
>> SO I KNOW WE'VE KIND OF RUN BEHIND ON OUR BANK RECONCILIATIONS, SO ARE WE CURRENT?
>> WE'RE CURRENT ON OPERATING AND PAYROLL AND I'LL BRING THOSE NUMBERS BACK TO YOU NEXT MONTH. BUT IT IS CURRENT.
YEAH. >> ALL RIGHT, THANK YOU SO MUCH.
>> THANK YOU. BOARD, THIS IS AN ACTION ITEM.
IS THERE A MOTION? >> MADAME PRESIDENT, I MOVE THAT WE APPROVE THE APRIL 2022 REPORTS AS PRESENTED.
>> THANK YOU, IS THERE A SECOND? >> SECOND.
>> I HAVE A MOTION BY MR. JONES. A SECOND BY MS. MORRIS TO CONSIDER APPROVAL OF THE APRIL 2022 FINANCIAL REPORT.
ANY DISCUSSION? HEARING NONE, I'LL CALL FOR THE VOTE. MS. MORRIS.
[10D. Consider approval of May General Fund Budget Amendments - CE(LEGAL and LOCAL), CAA(LOCAL)-(G2)]
>> YES. >> MYSELF VOTING YES, MOTION PASSES. NEXT ITEM IS CONSIDER APPROVAL OF MAY GENERAL FUND BUDGET AMENDMENTS, CE LEGAL AND LOCAL, CAA LOCAL. DR. PERERA.
>> YES. WE HAVE COMING FORWARD AGAIN
MS. MOSLEY. >> GOOD AFTERNOON, BOARD PRESIDENT, BOARD MEMBERS, AND DR. PERERA.
I'M REQUESTING APPROVAL OF THE BUDGET AMENDMENTS FOR THE LANCASTER INDEPENDENT SCHOOL DISTRICT.
THESE BUDGET AMENDMENTS WE'RE PROJECTING AN INCREASE IN REVENUE IN THE REVENUE CATEGORY THE $133,376 AND THIS IS JUST BASED ON WHERE WE ARE. WE'RE OVER WHAT WE HAD BUDGETED FOR REVENUES. AND SO THE CFO HAS INCREASED THAT REVENUE PROJECTION. AND THEN ANOTHER, WE'RE MOVING FROM THE LOCAL FUNDS DOWN TO THE FEDERAL FUNDS BECAUSE THEY WERE WITHHOLDING. SO THAT LEAVES A NET TOTAL INCREASE IN THE GENERAL OPERATING BUDGET IN REVENUE $133,376. AND ON THE FLIP SIDE OF THAT IN THE EXPENDITURE CATEGORIES WE'RE GOING TO INCREASE THAT BUDGET BY THAT SAME AMOUNT IN FUNCTIONING 36, 50,000.
AND THEN IN FUNCTION 52, $13,376 INCREASE FOR THE POLICE OFFICERS OVER TIME. ADDITIONALLY WE WILL BE MOVING
[01:20:05]
$207,500 FROM FUNCTION 51 TO 34 TO PURCHASE THE SPECIAL EDUCATION BUS. ARE THERE ANY QUESTIONS?>> ANY QUESTIONS FROM THE BOARD? >> I HAD ONE.
>> MHM. >> NOW YOU'VE STATED OVERTIME FOR OUR POLICE DEPARTMENT. ARE THEY WORKING AFTER HOURS OR BEFORE HOURS? BEFORE THEY START WORK OR AFTER?
>> I THINK IT'S AFTER HOURS. >> AFTER?
>> YEAH, IT'S THE AFTER HOURS. THEY DID SOME ATHLETIC EVENTS WHERE THEY DID AFTER HOUR WORK. AND WE JUST NEED TO ALIGN THE BUDGET WITH WHAT WE'RE CURRENTLY SEEING.
>> OKAY, THANK YOU. >> ANY OTHER QUESTIONS FROM THE BOARD? HEARING NONE, BOARD THIS IS AN ACTION ITEM. IS THERE A MOTION?
>> MADAME PRESIDENT, I MOVE THAT WE APPROVE THE MAY GENERAL FUND
BUDGET AMENDMENTS AS PRESENTED. >> I HAVE A MOTION.
IS THERE A SECOND? >> I'LL SECOND.
>> OKAY I HAVE A MOTION BY MR. JONES, A SECOND BY MS. DAVIS TO CONSIDER THE APPROVAL OF THE MAY GENERAL FUND AMENDMENTS.
ANY OTHER DISCUSSION FROM THE BOARD? HEARING NONE, I'LL CALL FOR THE VOTE.
>> MYSELF VOTING YES, THE MOTION PASSES.
NEXT ITEM. >> MADAME PRESIDENT, ON THE NEXT ITEM, D, E, AND F. I'M SORRY, E, F, G, CAN WE COMBINE THOSE SINCE, I'M JUST ASKING BECAUSE THE CONSIDER APPROVAL FOR DESIGNATING AUTHORIZED REPRESENTATIVES, WOULDN'T THAT BE THE SAME PERSON, DR. PERERA?
>> IF YOU RECALL IN OUR SESSION THE OTHER DAY, WE ASKED THAT WE PULL THAT FROM CONSENT BECAUSE IT'S NORMALLY ON THE CONSENT AGENDA SO THAT WE COULD SHARE THAT INFORMATION WITH OUR NEWER BOARD MEMBERS. SO OF COURSE, MADAME PRESIDENT, YOU CAN DO WHAT YOU LIKE BUT I THOUGHT THEY WOULD GO
INDIVIDUALLY. >> IF YOU DON'T MIND, WE WILL DO
[10E. Consider approval of Designating Authorized Representatives to Texpool Investment Pool. (G2)]
IT INDIVIDUALLY AND SHE SHOULD BE QUICK PRESENTATIONS.OUR NEXT ITEM IS CONSIDER APPROVAL OF DESIGNATING AUTHORIZED REPRESENTATIVES TO TEXPOOL INVESTMENT POOL.
>> I'M ASKING FOR APPROVAL TO DESIGNATE DENISE KENNEDY AS AN AUTHORIZED REPRESENTATIVE FOR THE LONE STAR INVESTMENT POOL.
WE NEED TWO SIGNERS WHEN WE GET READY TO PAY OUR BOND PAYMENTS AND GET READY TO PAY ANY AGENT FEES FOR THE AGENT OF THE BONDS SO SHE CAN BE ADDED SO WE CAN DO THAT.
CURRENTLY WE ONLY HAVE ONE AND THAT'S ME AND WE NEED TO ADD HER AND SHE IS AN INVESTMENT OFFICER AT THE DISTRICT AS WELL.
>> DOES THE BOARD HAVE ANY QUESTIONS?
>> OKAY, BOARD, THIS IS AN ACTION ITEM.
IS THERE A MOTION? >> I MOVE THAT WE DESIGNATE THE AUTHORIZED REPRESENTATIVE TO TE
TEXPOOL INVESTMENT. >> I HAVE A MOTION BY MR. JONES.
DO I HAVE A SECOND? A SECOND BY MR. CLEWIS.
ANY OTHER DISCUSSION FROM THE BOARD?
HEARING NONE -- >> WE ARE AUTHORIZING A SECOND
SIGNATURE TO BE ADDED? >> SHE CAN GO INTO THE INVESTMENT ACCOUNT AND MAKE TRANSFERS, WITHDRAWALS.
SHE WILL HAVE ACCESS TO THE ACCOUNT.
>> SO WE ARE REQUESTING TO ADD ANOTHER SIGNATURE.
>> YES, MA'AM. >> OKAY, GREAT.
>> OKAY, WE HAVE A MOTION AND A SECOND.
AT THIS TIME I'LL CALL FOR THE ROLL.
>> MYSELF VOTING YES, THIS ITEM PASSES.
[10F. Consider approval of Designating Authorized Representatives to LoneStar Investment Pool. (G2)]
NEXT ITEM IS CONSIDER APPROVAL OF THE FISCAL YEAR 2021.I'M SORRY, I SKIPPED ONE, I'M SORRY.
CONSIDER APPROVAL OF DESIGNATING AUTHORIZED REPRESENTATIVE FOR
LONESTAR INVESTMENT POOL. >> GOOD EVENING, I'M COMING TO YOU FOR APPROVAL TO ADD DELISE KENNEDY TO THE LONESTAR INVESTMENT POOL TO HAVE SIGNATURE AUTHORITY.
ANY QUESTIONS? >> BOARD ANY QUESTIONS? THANK YOU. THIS IS AN ACTION ITEM.
IS THERE A MOTION? >> I MOVE WE APPROVE DESIGNATED AUTHORIZED REPRESENTATIVE TO THE LONE STAR INVESTMENT POOL.
>> SECOND. >> I HAVE A MOTION AND A SECOND TO CONSIDER APPROVAL OF A DESIGNATED AUTHORIZED REPRESENTATIVE. ANYMORE DISCUSSION? HEARING NONE I'LL CALL FOR THE VOTE.
[01:25:01]
>> MYSELF VOTING YES, THIS ITEM PASSES.
THE NEXT ITEM IS CONSIDER APPROVAL OF THE FI POSSIBLE
[10G. Consider approval of the Fiscal Year 2021-2022 Audit Engagement Letter-CFC(LEGAL)-(G2)]
APPROVAL OF THE. >> MADAME PRESIDENT WE NEED TO
GO BACK TO ITEM G. >> I'M SORRY.
CONSIDER APPROVAL OF THE FISCAL YEAR 2021-2022 AUDIT ENGAGEMENT
THIS IS MY LAST ONE, Y'ALL. I'M REQUESTING APPROVAL OF THE AUDIT ENGAGEMENT LETTER. WE MET WITH OUR EXTERNAL AUDITORS LAST YEAR FOR FISCAL YEAR 21.
THIS IS THE LETTER OF APPROVAL. THE AUDIT WORK WILL START AUGUST 15, 2022. AND GO TO AUGUST 26, 2022.
AND THEN THEY WILL COME BACK FOR YEAR END AUDIT PROCEDURES NOVEMBER 7, 2022, TO NOVEMBER 18, 2022, RIGHT BEFORE THE THANKSGIVING HOLIDAY. AND THEN THEY SHOULD FINISH UP THE REPORT IN JANUARY. THE REPORTS COME TO YOU FOR APPROVAL. ANY QUESTIONS?
>> BOARD, ANY QUESTIONS? >> I HAVE ONE.
SO WHO ARE WE USING THIS TIME? >> WILLIAM PENN.
>> THIS IS THE SAME PERSON THAT DID IT LAST YEAR?
>> YES, MA'AM. >> I HAVE A PROBLEM.
>> WE HAVE A CONTRACT. >> HOW LONG IS THE CONTRACT?
>> FIVE YEARS. YEAH A FIVE YEAR CONTRACT LAST YEAR. WE SWITCHED.
>> I HAD A PROBLEM WITH IT LAST YEAR TOO.
>> THIS IS THE COMPANY Y'ALL PICKED.
>> THANK YOU. >> BOARD THIS IS AN ACTION ITEM.
IS THERE A MOTION? >> MADAME PRESIDENT, I MOVE THAT WE APPROVE THE FISCAL YEAR 2021-2022 AUDIT ENGAGEMENT
LETTER. >> OKAY, I HAVE A MOTION BY MR. JONES. IS THERE A SECOND?
>> SECOND. >> HAVE A SECOND BY MR. CLEWIS.
BOARD ANY OTHER DISCUSSION? >> I JUST HAVE ONE.
I'M NOT GOING TO ABSTAIN, I'M JUST GOING TO VOTE NO, AND I WANT TO SHARE WHY I'M VOTING NO. THIS IS THE SAME ONE THAT WE HAVE BEEN USING THE LAST HOW MANY YEARS?
>> THIS IS ANOTHER ONE. >> THIS IS THAT NEW ONE THAT WAS PRESENTED TO US? OKAY.
IF THERE IS NO OTHER DISCUSSION I'LL CALL FOR THE VOTE.
>> MYSELF VOTING YES, THE MOTION PASSES.
[10H. Discussion and possible approval of the E-Follett IncludEd Program Purchase- CH(LEGAL and LOCAL)- (G1, G2)]
THANK YOU. AT THIS TIME WE'RE GOING TO MOVE TO THE NEXT ITEM. DISCUSSION AND POSSIBLE APPROVAL OF THE E. FOLLETT INCCLUDED PROGRAM PURCHASE.>> I BRING FORWARD MS. BELL TO SHARE THAT INFORMATION WITH YOU
ALL. >> GOOD EVENING, MADAME PRESIDENT, BOARD MEMBERS, AND DR. PERERA.
TONIGHT I'M SEEKING A PILOT PROGRAM FOR OUR DUAL CREDIT STUDENTS. THE INCLUDED PROGRAM PROVIDES STUDENTS ACCESS TO LEARNING MATERIALS ONLINE, E-BOOKS, TEXTBOOKS, AND SOME OTHER SUPPLIES DEPENDING ON THE COURSE AND SUBJECT. THESE MATERIALS ARE GIVEN TO THEM AT THE VERY BEGINNING OF THE SEMESTER.
THE ACADEMIC IMPACT AND THE BENEFITS OF THIS PROGRAM IS THAT THE INCLUDED PROGRAM ALLOWS OUR DUAL CREDIT STUDENTS TO HAVE IMMEDIATE ACCESS TO THOSE MATERIALS AND SO IT KEEPS THEM FROM BEING STAGNANT. IT GIVES THE OPPORTUNITY TO JUMP RIGHT IN ONCE THEY'RE ENROLLED AND HAVE THOSE E-BOOKS AND MATERIALS RIGHT AT THEIR FINGERTIPS.
FINALLY THE DUAL CREDIT PROGRAM SUPPORTS OUR STUDENTS WHO ACQUIRE COLLEGE CREDIT EARLY AND ARE ABLE TO MOVE ON TOWARDS EARNING AN ASSOCIATE'S DEGREE OR COMPLETING BASIC COLLEGE COURSEWORK BEFORE GRADUATING FROM HIGH SCHOOL.
SO TONIGHT I'M ASKING FOR APPROVAL OF FALL SEMESTER BEING $65,320. TOTALLING $108,949.79.
ARE THERE ANY QUESTIONS AT THIS TIME?
>> MADAME PRESIDENT, I DO HAVE A FEW QUESTIONS.
>> OKAY. >> ONE IS HOW MANY STUDENTS DO WE HAVE FOR THE FALL THAT WE'RE PROJECTING AND ALSO FOR THE
SPRING? >> SO RIGHT NOW IN THE EARLY COLLEGE PROGRAM WE HAVE 301 STUDENTS.
I NEED TO GET THE SOLID NUMBER BUT IT'S CLOSE TO 200 STUDENTS THAT ARE DUAL CREDIT STUDENTS ON THE STEM COMPREHENSIVE SIDE FOR
THIS YEAR. >> SO WHY IS THERE A DIFFERENCE
IN VALUE FOR FALL VERSUS SPRING? >> SO THE NUMBER FOR THE FALL NUMBER, IT DEPENDS ON THE NUMBER OF STUDENTS THAT ARE ATTENDING
[01:30:04]
EACH SEMESTER. SO THERE MAY BE SOME VARIATIONS IN THAT. SO FOR EXAMPLE WE MAY HAVE A STUDENT WHO'S TAKING ON ESPECIALLY WITH A STEM DUAL CREDIT SIDE, THEY MAY TAKE THREE HOURS THE FIRST SEMESTER AND THEN THEY MAY TAKE NINE HOURS THE SECOND SEMESTER.>> OKAY, MY LAST QUESTION WILL BE SO IS THIS AMOUNT NOT TO
EXCEED $108,949.75? >> CORRECT.
>> THANK YOU. >> BOARD, ANY OTHER QUESTIONS?
>> SO YOU HAD 300 STUDENTS FOR THE SEMESTER?
>> SO NO, WE HAVE NEARLY 500 STUDENTS PARTICIPATING TOTAL.
>> YOU'RE WELCOME. >> THANK YOU.
BOARD, THIS IS AN ACTION ITEM. IS THERE A MOTION?
>> MADAME PRESIDENT, SO MOVED. >> OKAY, I HAVE A MOTION BY MS. MORRIS. IS THERE A SECOND?
>> I'LL SECOND. I'D LIKE TO MAKE A FRIENDLY AMENDMENT TO THE MOTION THAT WE APPROVE THIS NOT TO EXCEED
MS. MORRIS, ARE YOU OKAY WITH THAT AMENDMENT?
>> SUPPOSE IT'S A COUPLE HUNDRED?
>> SHE SAID IT SHOULDN'T EXCEED THAT AMOUNT, THAT'S WHY I'M
SPECIFYING THAT. >> THESE AMOUNTS ARE PROJECTED,
AREN'T THEY? >> SO THESE OUR FALL INVOICE AND OUR SPRING INVOICE. LAST YEAR THERE WAS MAYBE A COUPLE OF THINGS THAT CAME IN ON THE VERY END.
THIS YEAR WE'VE NOT HAD AN UPDATED INVOICE SINCE WE'VE
RECEIVED THOSE INVOICES. >> SO FOR SOME REASON IF YOU DO GET ONE, YOU'VE GOT TO BRING IT BACK TO US TO APPROVE IT --
>> I WOULDN'T NECESSARILY BECAUSE IT WOULDN'T BE OVER
>> IT WOULD HAVE TO COME BACK AND BE VOTED ON A SPECIFIC
DOLLAR. >> YEAH BECAUSE THE MOTION WAS
>> HIS AMENDMENT WAS -- >> THAT AMENDMENT MIGHT NOT BE
SAFE. >> I'M NOT SURE IF YOU'RE
COMFORTABLE WITH -- >> I'M NOT.
>> MR. JONES, NO DISRESPECT OR ANYTHING.
BUT THERE IS THE POSSIBILITY, JUST LIKE HANGING OUT THERE THAT MAYBE ONE BOOK LIKE IF ONE BOOK DIDN'T GET PAID FOR OR ONE SOMETHING DIDN'T GET PAID FOR, WE DON'T WANT TO MAKE IT AN ABSOLUTE. SO I WAS THINKING HE WAS JUST SAYING NOT TO EXCEED THIS FOR TONIGHT.
BUT THERE IS A POSSIBILITY, AN INKLING THAT 1 OR 2 THINGS COULD
STILL POTENTIALLY COME IN. >> SO WHAT'S THE AVERAGE PRICE
OF A BOOK? >> SO STUDENTS, IT'S APPROXIMATELY $60 PER CREDIT HOUR.
AND SO FOR OUR STUDENTS, THEY'RE PAYING SOMEWHERE AROUND CLOSE TO $200 FOR EACH STUDENT. SOMEWHERE LIKE THAT PER EACH STUDENT. IT'S EXPENSIVE.
>> I GUESS FOR ME, WE HAVE A FALL SEMESTER PRICE THAT YOU'RE PRESENTING. WE ALSO HAVE A SPRING SEMESTER PRICE YOU'RE PRESENTING. YOU'RE GIVING ME A GRAND TOTAL.
SO THESE ARE PROJECTIONS. BECAUSE WE MAY HAVE MORE STUDENTS TO ENROLL WHICH MEANS YOU HAVE TO BRING IT BACK TO US AT THAT POINT ALSO IF YOU GIVE ME THIS NUMBER WITHIN THE PRESENTATION. SO IF THIS IS THE NUMBER THAT YOU'RE PRESENTING, IT'S THE NUMBER THAT WE'RE GOING TO VOTE TO APPROVE, YOU MAY HAVE TO COME BACK TO US LATER ANYWAY.
>> TRUE. >> IF YOU AMEND IT A LITTLE BIT DIFFERENTLY. YOU CAN AMEND IT TO SAY NOT TO EXCEED THAT AMOUNT, BUT IF THERE ARE ADDITIONAL EXPENSES NOT TO EXCEED WHAT OUR BOARD POLICY IS UP TO 50.
NOW THIS IS DEALING WITH EDUCATION.
>> RIGHT, THEY CAN BRING IT BACK AND IT WOULDN'T BE AN ISSUE FOR
US TO HAVE IT ON THE AGENDA. >> BUT IF YOU CHANGE YOUR AMENDMENT TO INCLUDE THAT. NOT TO EXCEED NO MORE THAN 158.
>> HOPEFULLY IT WOULDN'T GO UP $50,000.
>> AND ALSO WE DO HAVE STUDENTS WHO ARE GOING TO BE STUDENTS WHO ARE PARTICIPATING IN SUMMER CLASSES AS WELL SO IT'S LIKELY
THAT WE'LL HAVE TO COME BACK. >> THE MOTION IS OUT THERE.
>> WE HAVE A MOTION ON THE FLOOR TO POSSIBLY APPROVE OF E.
FOLLETT APPROVED PROGRAM PURCHASE.
THIS IS AN ACTION ITEM. I HAVE A MOTION AND A SECOND.
ANY OTHER DISCUSSION? CORRECT.
YES, MA'AM. WE HAVE A MOTION ON THE FLOOR.
>> JUST ONE OTHER THING, PLEASE. WHAT'S THE ALTERNATIVE TO THIS
[01:35:01]
PROGRAM? >> SO THE ALTERNATIVE WOULD BE THE WAY WE DID IT PRIOR TO COVID WHICH IS ACTUALLY THE STUDENTS, WE WOULD ORDER THEIR MATERIALS AND THEN THEY WOULD BE HAND DELIVERED AND THEN WE WOULD HAND OUT LIKE HARD COPIES OF BOOKS.
AND SO WHEN WE WERE UTILIZING THAT SYSTEM MOST TIMES IT TOOK OUR STUDENTS ANYWHERE FROM A MONTH IN SOME INSTANCES EVEN UP TO SIX WEEKS FOR THEM TO GET ALL OF THEIR MATERIALS AND IT WAS IN MY OPINION IT WAS NOT PRODUCTIVE OR CONDUCIVE FOR THEM BECAUSE THEY WERE STARTING SCHOOL, STARTING THEIR DUAL CREDIT COURSES WITHOUT THEIR MATERIALS. SO THE OTHER NEIGHBORING DISTRICTS AROUND US THEY ARE ALSO USING E-FOLLETT AS WELL.
E-FOLLETT IS ACTUALLY AN IN-HOUSE PROGRAM THROUGH DALLAS COLLEGE. SO WE DON'T HAVE ANY OTHER, THEY DON'T HAVE ANY OTHER COMPETITION OR ANYONE ELSE THAT WE CAN
UTILIZE UNFORTUNATELY. >> MADAME PRESIDENT, IF I CAN.
I'M NOT DISPUTING US USING THIS PROGRAM I'M JUST LOOKING AT THE DOLLAR AMOUNT. IF WE MAKE PROJECTIONS, YOU HAVE PROJECTIONS IN NOVEMBER FOR US TO HAVE MORE STUDENTS, WE BRING IT BACK IN DECEMBER, WE MAKE THE NECESSARY AMENDMENT IF WE NEED
TO AND MOVE FORWARD. >> REALLY WE SHOULD --
>> SOME OF THE BOOK COSTS VARY DEPENDING ON THE COURSES THAT THE STUDENTS TAKE. SO SAY FOR EXAMPLE IF THEY TAKE A LAB CLASS, THAT MAY COST $300 COMPARED TO IF THEY TAKE AN ENGLISH CLASS OR A MATH CLASS. IT JUST DEPENDS ON THE MATERIALS THAT ARE REQUIRED FOR THE PARTICULAR COURSE.
SO WE CAN MAKE SOME PROJECTIONS DEPENDING ON STUDENT CHOICE AND WHAT THEY'VE ENROLLED IN, LIKE WE CAN KIND OF LOOK AT IT NOW.
WE CAN'T CONTROL THE COST OF THE BOOKS OR THE MATERIALS BECAUSE MANY TIMES WE DON'T GET THAT UNTIL AFTER SCHOOL STARTS.
SO WE CAN COME TO YOU WITH SOMEWHAT OF A PROJECTION, WE CAN DO THAT IN THE FALL NOW THAT WE ARE GETTING THOSE NUMBERS IN.
WE CAN DO THAT IN THE BEGINNING OF THE FALL, THE BUDGET CYCLE, WE CAN SAY THIS IS THE NUMBER OF STUDENTS, TYPES OF CLASSES, AND SOMEWHAT GIVE YOU A ROUND NUMBER.
AND THEN AS THINGS ARE SOLIDIFIED AND THEY BILL US, WHICH THESE ARE INVOICES THAT WE RECEIVE THEN WE HAVE MORE SOLID NUMBERS OF WHERE WE ARE. SO WE CAN DO THAT.
SO MS. ALEXANDER, SO IF I DON'T AGREE TO HIS MOTION TO AMEND, WHAT HAPPENS? HE'S AMENDING THE MOTION THAT I MADE FOR 108 AND HE TRUSTEE JONES, I DON'T WANT TO SAY HE,
TRUSTEE JONES. >> WELL THE SECOND WAS FOR A
FRIENDLY AMENDMENT. >> OKAY, THANK YOU.
>> OKAY WE HAVE A MOTION AND A SECOND ON THE FLOOR.
AND THAT'S WITH THE DOLLAR AMOUNT NOT TO EXCEED.
>> MYSELF VOTING NO. >> ANY DISCUSSION?
>> YOU CAN IF YOU HAVE A COMMENT.
THE MOTION PASSES. >> I WANT TO SAY WHEN IT'S DEALING WITH TEXTBOOKS, DEALING WITH EDUCATION, WE SHOULD AT LEAST GIVE YOU ALL SOME LEEWAY. THERE'S BEEN SOME THINGS, SO THAT'S HOW I FEEL. JUST GIVE YOU SOME LEEWAY WHEN IT'S A DIRECT IMPACT TO THE CLASSROOM.
I DON'T THINK WE SHOULD TIE YOUR HANDS TO THAT.
>> MADAME PRESIDENT, IF I MAY. >> SURE.
I THINK OUR PATTERN OF PRACTICE THIS PAST YEAR HAS BEEN NO MATTER WHAT THE AMOUNT IS, THE $50,000 THRESHOLD IS THE THRESHOLD. BUT I THINK YOU ALL CAN ATTEST TO THE FACT THAT WE BRING STUFF BACK NO MATTER WHAT.
AND SO I WILL SHARE THAT WHATEVER THAT COST IS, YOU'LL SEE THAT. I HAVE NOTHING TO HIDE.
WE JUST WANT TO MAKE SURE KIDS GET WHAT THEY NEED.
>> WE DON'T HAVE TO PUT A RESTRICTION ON IT THEN? BECAUSE YOU'RE GOING TO BRING IT BACK ANYWAY?
>> I WOULD. FOR INFORMATION ONLY IF NOT FOR
[10I. Discussion and possible approval to submit the HB3834 Cyber Security Compliance Training Status Report to the Texas Department of Information Resources (DIR)- CQB(LEGAL and LOCAL)- (G3)]
>> NEXT ITEM IS -- >> OKAY, THANK YOU.
>> NEXT ITEM IS DISCUSSION AND POSSIBLE APPROVAL TO SUBMIT HB3834 CYBER SECURITY COMPLIANCE TRAINING STATUS REPORT TO THE TEXAS DEPARTMENT OF INFORMATION AND RESOURCES, DIR-CQB LOCAL AND
LEGAL. >> MADAME PRESIDENT, I BRING FORWARD DR. BARKER AND MR. JEFFREY WILLIAMSON.
[01:40:04]
JUST DR. BARKER. >> GOOD EVENING, MADAME PRESIDENT, DISTINGUISHED BOARD MEMBERS, SUPERINTENDENT DR. PERERA. I COME TO YOU TO BRING SOME INFORMATION ABOUT A REQUIREMENT. HB3834 CYBER SECURITY COMPLIANCE TRAINING STATUS BRINGING IT TO YOU FOR YOU TO APPROVE THE RESULTS. SO JUST TO GIVE YOU A LITTLE BACKGROUND, SCHOOL DISTRICTS ARE REQUIRED TO PROVIDE ANNUAL CYBER SECURITY TRAINING THAT HAS BEEN CERTIFIED BY THE TEXAS DIR FOR ALL EMPLOYEES AND THOSE WHO HAVE ACCESS TO OUR COMPUTERS AND/OR OUR DATABASE. AND SO THIS YEAR WE PARTNERED WITH AND THIS IS THE SAME ORGANIZATION.
LET ME, THIS IS AN ORGANIZATION THAT WE PARTNERED WITH AT THE BEGINNING OF THE YEAR BUT TO SPAN IT DISTRICT WIDE, WE PARTNERED WITH NO B4. WE HAVE A TOTAL NUMBER OF 1,023 EMPLOYEES. TO COMPLETE THE TRUDGE WE HAD 7 -- THE TRAINING WE HAD ABOUT 253. WE HAD 73 EXEMPT EMPLOYEES.
THOSE ARE LIKE OUR BUS DRIVERS AND OUR CUSTODIANS SO WE DID NOT TAKE THEM THROUGH THIS COMPLETELY.
WE DID HAVE ONE THAT WAS EXEMPT DUE TO A MEDICAL ISSUE AT THE TIME. OUR EMPLOYEES WERE GIVEN ABOUT EIGHT WEEKS TO COMPLETE. WE DID EXTEND THOSE A LITTLE BIT FOR EMPLOYEES AS WELL AS SOME OF OUR BOARD MEMBERS.
WE DO HAVE TWO NEW BOARD MEMBERS SO WE WILL BE RECOMMENDING THAT YOU GO THROUGH THIS ALSO. LANCASTER ISD OVERALL COMPLIANCE STATUS IS COMPLIANT IN ACCORDANCE WITH SECTION 2054.197 OF THE GOVERNMENT CODE. AND SO THIS WILL, WITH YOUR APPROVAL OR ACCEPTANCE OF THIS INFORMATION, THIS WILL BE MADE PUBLIC THAT WE ARE COMPLIANT FOR THIS REPORTING YEAR.
I WILL TELL YOU THAT IN FUTURE SCHOOL YEARS, WE WILL DO THIS ENTIRE PROCESS AT THE BEGINNING OF THE SCHOOL YEAR SO YOU WILL BE SEEING THIS AROUND SEPTEMBER AGAIN.
SO ANY QUESTIONS? >> I HAVE ONE.
SO THIS IS TO, WILL THIS BE INCLUDED IN THOSE MANDATED TRAINING FOR BOARD MEMBERS, OR THIS WILL BE IN ADDITION TO IT?
>> THIS IS REQUIRED BY THE TEXAS DEPARTMENT OF INFORMATION.
AND SO I'M NOT REALLY SURE HOW OR WHAT YOU ALL HAVE APPROVED AS A PART OF YOUR BOARD TRAINING. HOWEVER THIS IS A REQUIREMENT FOR THOSE WHO HAVE ACCESS TO OUR TECHNOLOGY AND OUR DATABASE.
SO WE ARE REQUIRING THAT OUR BOARD MEMBERS DO TAKE PART IN
SO IT LOOKED LIKE IT WILL BE AN ADDITIONAL.
SO IF IT'S AN ADDITIONAL IT WILL BE AN ADDITIONAL EXPENSE.
>> WELL YOU'LL INCLUDE IT IN OUR NUMBERS.
>> SO WE ALREADY INCLUDE IT IN YOUR NUMBER?
>> YES. >> THAT'S WHAT I WAS ASKING.
I'M FINE WITH THAT. >> IT'S ALREADY INCLUDED IN OUR
THANK YOU. >> ANY OTHER QUESTIONS FROM THE BOARD? THIS IS AN ACTION ITEM, IS THERE
A MOTION? >> MADAME PRESIDENT, I MOVE THAT WE ADOPT THE BOARD TRAINING TO APPROVE THIS ITEM.
>> WE HAVE A MOTION BY MS. MORRIS.
>> I HAVE A MOTION BY MS. MORRIS.
A SECOND BY MR. CLEWIS TO POSSIBLY APPROVE TO SUBMIT THE HB3834 CYBER SECURITY COMPLIANCE TRAINING STATUS DEPARTMENT TO THE TEXAS DEPARTMENT OF INFORMATION RESOURCE.
BOARD ANY OTHER DISCUSSION? HEARING NONE, I'LL CALL FOR THE VOTE. MS. DAVIS.
[10J. Consider and possible approval of Dallas Regional Day School Program for the Deaf Shared Service Arrangement Agreement - (G1)]
>> YES. >> MYSELF VOTING YES, MOTION PASSES. THANK YOU.
NEXT ITEM IS CONSIDER AND POSSIBLE APPROVAL OF THE DALLAS REGIONAL DAY SCHOOL PROGRAM FOR THE DEAF SHARED SERVICE AGREEMENT. DR. PERERA.
>> MADAME PRESIDENT, I BRING FORWARD SUSAN KEEN, WHO'S THE
PRESENTER. >> GOOD EVENING, MADAME PRESIDENT, DISTINGUISHED BOARD MEMBERS, AND DR. PERERA.
I BRING TO YOU A REQUEST TO CONTINUE THE APPROVAL OF THE SSA AGREEMENT FOR THE DALLAS REGIONAL DAY SCHOOL PROGRAM FOR THE DEAF. THE PROGRAM HAS UPDATED ITS 2019 SHARED SERVICE ARRANGEMENT AND THE NEW AGREEMENT MUST BE APPROVED AND SIGNED BY EACH MEMBER DISTRICT.
[01:45:01]
THIS AGREEMENT IF YOU ALL APPROVE WILL GO INTO EFFECT ON JULY 1ST OF 2022. CURRENTLY THE DALLAS REGIONAL DAY SCHOOL PROGRAM FOR THE DEAF IS SERVING FOUR ITINERANT STUDENTS FROM LANCASTER ISD AND EIGHT OF OUR STUDENTS ARE SERVED IN LANCASTER ISD. THE PURPOSE OF THIS REGIONAL DAY SCHOOL PROGRAM FOR THE DEAF IS TO PROVIDE FAMILY SUPPORT AND EDUCATE DEAF AND HARD OF HEARING STUDENTS THROUGH A FULL CONTINUUM OF SERVICES IN A LEARNING ENVIRONMENT THAT ADDRESSES THEIR COMMUNICATION MODALITY, LANGUAGE DEVELOPMENT, SELF-ADVOCACY SKILLS THAT WILL POSITIVELY IMPACT THE STUDENTS' FUTURE. IT'S ALSO TO SERVE STUDENTS WITH A VARYING DEGREE OF HEARING LOSS AND TO PROVIDE A FULL CONTINUUM OF SERVICES INCLUDING INFORMATION TO THE PARENT AND INFANTS 0 TO 3 YEARS OLD. EARLY HIGH SCHOOL TO COLLEGE AGE 22. AND AS I SAID ITINERANT TEACHERS TO COME PROVIDE SUPPORT IN OUR DISTRICT.YOU HAVE IN YOUR PACKET EXHIBIT A WHICH IS TUITION, THAT'S THE ONLY THING THAT THEY ARE PROPOSING TO CHANGE FOR THE NEXT THREE YEARS. SO ANY STUDENT GOING TO THE CLUSTER SITE, YOU WOULD SEE AN INCREASE FROM THE NUMBER IN PARENTHESES TO THE NUMBER THAT'S NOT IN PARENTHESES.
THE OTHER CLUSTER SIDE IS FOR STUDENTS WHO ARE NOT ONLY DEAF OR HARD OF HEARING BUT ALSO HAVE ADDITIONAL ELIGIBILITY SUCH AS AN INTELLECTUAL DISABILITY, AN EMOTIONAL DISABILITY, WHATEVER THEY MAY BE. YOU SEE THOSE TWO THE INCREASE IN PRICE THERE. FOR STUDENTS WHO ARE SERVED IN OUR DISTRICT, THE COST IS AS SHOWN ON YOUR SCREEN FOR ONE VISIT PER WEEK, TWO VISITS PER WEEK, OR THREE VISITS PER WEEK.
THERE WAS ALSO A CONSULT CHARGE FOR TWICE A YEAR PLUS ARD REPRESENTATION. WE HAVE SOME STUDENTS WHO ARE MONITORED THREE TIMES A SEMESTER PLUS ATTENDANCE OF THE ARD.
AND THAT IS THAT COST. THE REASON FOR THE TUITION INCREASE IS THAT THE LAST TUITION INCREASE WAS IN THE 19-20 SCHOOL YEAR, THREE YEARS AGO.
THERE WILL NOT BE ANOTHER TUITION INCREASE FOR THE NEXT THREE YEARS. THE STATE HAS INCREASED THEIR FUNDING FOR THE REGIONAL DAY SCHOOL PROGRAM FOR THE DEAF.
AND THERE IS ALSO AN INCREASE IN PER PEOPLE COST.
AND I WILL ANSWER ANY QUESTIONS AT THIS TIME.
>> FOR ME YOU JUST EXPLAINED MY QUESTION BECAUSE I JUST WANTED TO SAY TO THE BOARD, INDIVIDUALS THAT ARE RECEIVING THOSE SERVICES WILL RECEIVE ADDITIONAL FUNDING FOR WHATEVER THEY NEED.
SO IT'S NOT REALLY A HARDSHIP ON OUR BUDGET.
>> OKAY, ANY OTHER QUESTIONS FOR MS. KEEN.
HEARING NONE, BOARD, THIS IS AN ACTION ITEM.
IS THERE A MOTION? >> MADAME PRESIDENT, I MOVE WE APPROVE THE DALLAS REGIONAL DAY SCHOOL PROGRAM FOR THE DEAF SHARED SERVICES ARRANGEMENT AGREEMENT.
>> I HAVE A MOTION. IS THERE A SECOND?
>> SECOND. >> A MOTION BY MR. JONES, A SECOND BY MS. MORRIS TO POSSIBLY APPROVE THE DALLAS REGIONAL DAY SCHOOL PROGRAM FOR THE DEAF SHARED SERVICES ARRANGEMENT AGREEMENT. AT THIS TIME ANY CONVERSATION OR DISCUSSION? HEARING NONE, I'LL CALL FOR THE
[10K. Discussion and possible approval of a one-year extension on the Sodexo Food Service Contract 2022-2023.]
>> MYSELF VOTING YES, MOTION PASSES.
NEXT ITEM IS DISCUSSION AND POSSIBLE APPROVAL OF ONE YEAR EXTENSION OF THE SODEXO FOOD SERVICE CONTRACT 2022-2023.
>> I'M SMILING BIG BECAUSE MR. OSTER IS NEW AND THIS IS HIS FIRST TIME PRESENTING TO THE BOARD.
HE'S TURNING RED ALREADY. >> GOOD EVENING, PRESIDENT HAMILTON, DISTINGUISHED TRUSTEES AND DR. PERERA.
TONIGHT CHILD NUTRITION WOULD LIKE TO RECOMMEND FOR YOU TO APPROVE THE ONE YEAR RENEWAL CONTRACT OPTION FOR SODEXO FOOD SERVICES. OUR CONTRACT IS UP FOR RENEWAL.
IF APPROVED THIS WILL BE THE LAST YEAR FOR THE SERVICE PROVIDER. THE DISTRICT WILL ISSUE A REQUEST FOR PROPOSAL FOR THE FOOD SERVICE PROVIDER THIS SUMMER TO SERVE THE FOLLOWING 2023-2024 SCHOOL YEAR.
SODEXO MAY INCREASE THE DISTRICT'S FEES NOT TO EXCEED THE TEXAS DEPARTMENT OF AGRICULTURE.
THIS MAKES IT POSSIBLE FOR THE DISTRICT TO EARN INCOME FOR THE CHILD NUTRITION FUND. THE INCREASE FOR BREAKFAST,
[01:50:01]
$0.10, LUNCH $0.19, SNACK $0.05, DINNER $0.20.OVER THIS PAST YEAR, SODEXO HAS GUARANTEED $700,000 IN EARNINGS.
THEY DOUBLED THAT HITTING $1.3 MILLION.
I'M REQUESTING FOR YOUR APPROVAL.
IF YOU HAVE ANY QUESTIONS, FEEL FREE.
>> BOARD, ANY QUESTIONS? >> I'D LIKE TO REQUEST YOU GO BACK TO THAT NUMBER SLIDE. YEAH, LET'S TAKE A LOOK AT THE OTHER ONE. OKAY.
THAT LOOKS GOOD, RIGHT? POSITIVE NUMBERS?
ALL RIGHT, THANK YOU. >> THANK YOU SO MUCH.
BOARD, THIS IS AN ACTION ITEM. IS THERE A MOTION?
>> MADAME PRESIDENT, I MAKE A MOTION THAT WE APPROVE THE ONE-YEAR EXTENSION FOR SODEXO FOOD SERVICES CONTRACT FOR
2022-2023 AS PRESENTED. >> I HAVE A MOTION BY MS. MORRIS. IS THERE A SECOND?
>> I'LL SECOND. >> I HAVE A SECOND BY MR. JONES TO POSSIBLY APPROVE A ONE-YEAR EXTENSION ON THE SODEXO FOOD SERVICE CONTRACT 2022-2023. ANY OTHER DISCUSSION FROM THE BOARD? HEARING NONE, I'LL CALL FOR THE VOTE. MS. MORRIS.
>> YES. >> MYSELF VOTING YES, THE MOTION
[10L. Consider approval of the Capturing Kids Heart Training Confirmation Agreement. (G1)]
PASSES. THANK YOU.>> THANK YOU. >> NEXT ITEM IS CONSIDER APPROVAL OF THE CAPTURING KIDS HEART TRAINING CONFIRMATION AGREEMENT. DR. PERERA.
>> THANK YOU, MADAME PRESIDENT. DR. JACKSON, YOU'RE UP AGAIN.
>> YES, GREETINGS, MADAME CHAIR, DISTINGUISHED BOARD AND TRUSTEES, DR. PERERA. IF YOU ASK ANY EDUCATOR IN THE PAST 40 YEARS THEY WILL CONVEY TO YOU THAT THE YEAR 2021-2022 HAS BEEN THE MOST CHALLENGING SCHOOL YEAR EVER.
RETURNING FACE TO FACE WITH A PLETHORA OF SOCIAL AND EMOTIONAL ISSUES FROM STUDENTS WITH THEMSELVES AS WELL AND ALSO THEIR PEERS, I'VE BEEN ASKED SEVERAL QUESTIONS THIS YEAR.
HOW DO YOU CREATE AN ENVIRONMENT IN YOUR CLASSROOM AND IN YOUR SCHOOL OF MUTUAL TRUST, RESPECT, AND KINDNESS? HOW DO YOU CREATE AN ENVIRONMENT THAT'S INCLUSIVE OF ALL STUDENTS WHERE EVERYONE HAS A VOICE. HOW DO YOU CREATE A CLASSROOM CLIMATE WHERE EVERYONE, INCLUDING THE TEACHER, IS HELD ACCOUNTABLE FOR THEIR BEHAVIOR AND THEIR ACTIONS? OUR TEACHERS DON'T HAVE TO ASK THESE QUESTIONS ANYMORE.
THEY WILL BE PROVIDED WITH PROFESSIONAL LEARNING ON JUST HOW TO DO THAT. TONIGHT I'M COMING TO YOU TO SEEK APPROVAL FOR A CAPTURING KIDS HEART TRAINING FOR OUR FIRST TWO SCHOOLS, GWC AND LANCASTER MIDDLE SCHOOL, THIS WILL INCLUDE 200 TEACHERS, 150 FROM THE MIDDLE SCHOOL, AND 50 FROM THE 6TH GRADE CAMPUS. YOU MAY BE ASKING THE QUESTION, WHAT IS CAPTURING KIDS HEART? IT'S ACTUALLY A SOCIAL-EMOTIONAL BASED CURRICULUM THAT FOCUSES ON THREE BIG ROCKS.
THOSE THREE BIG ROCKS ARE: THE SOCIAL EMOTIONAL WELL BEING OF THE STUDENT AS WELL AS THE TEACHER, IT'S A RELATIONSHIP-DRIVEN CULTURE, AND STUDENT CONNECTEDNESS.
ONCE THE CULTURE AND CLIMATE WITHIN THE SCHOOL AND THE CLASSROOM IS CHANGED, THE MAGIC BEGINS TO HAPPEN.
AND THESE FIVE AREAS TAKE OFF; INCREASED STUDENT ACHIEVEMENT, DECREASE IN DISCIPLINE REFERRALS, INCREASE IN ATTENDANCE RATE, INCREASE IN GRADUATION RATES, AND MOST IMPORTANTLY, AN INCREASE IN TEACHER SATISFACTION.
I WANT TO SHARE SOME QUICK DATA WITH YOU IN REGARDS TO OUR TEACHER ATTENDANCE. WE ALL KNOW IF THE TEACHER IS THERE, THE STUDENT LEARNING IS AT AN OPTIMUM LEVEL.
AS YOU CAN SEE DUE TO THE PANDEMIC, WE HAD A TREMENDOUS DECREASE OF ALL OF OUR STUDENTS AS IT RELATES TO THE ATTENDANCE ATTENDED. WE'RE STILL REACHING TO GET BACK TO THAT 97% WHERE WE WERE IN 2021.
WHEN OUR TEACHERS AND OUR ADMINISTRATORS PARTICIPATE IN THIS TRAINING, THESE ARE SOME OF THE OUTCOMES.
AS I MENTIONED THE REDUCTION OF THE NEGATIVE BEHAVIORS IN THE CLASSROOM, IMPROVEMENT IN TEST SCORES, MOST IMPORTANTLY THE CONNECTION THAT THEY WILL FORM WITH THEIR TEACHERS, I'M SORRY WITH THEIR STUDENTS AND TEACHERS IN THE CLASSROOM.
I WANT TO PROVIDE YOU WITH A QUICK VIDEO TO GIVE YOU AN EXAMPLE OF WHAT HAPPENS WHEN YOU MAKE THAT CONNECTION WITH STUDENTS.
[01:55:26]
āŖ SO TODAY WE HAVE TO LEARN ABOUT THE POWER RULE. BUT FIRST WE NEED TO GET TO THE GOOD STUFF. DOES ANYBODY HAVE ANYTHING GOODTO SHARE? >>> THE TWO VERY IMPORTANT QUOTES THAT STICK OUT WITH THIS TRAINING, FIRST YOU MUST CONNECT BEFORE YOU CORRECT. AND SECOND RULES WITHOUT RELATIONSHIPS EQUALS REBELLION. SO I THINK IT'S IMPERATIVE THAT WE PROVIDE OUR TEACHERS WITH THE SKILLS AND TOOLS NECESSARY ON HOW TO CONNECT WITH OUR STUDENTS BEFORE WE ACTUALLY DIVE INTO THE CONTENT. THANK YOU FOR YOUR CONSIDERATION IN ADVANCE. AND I'M FREE TO ANSWER QUESTIONS
AT THIS TIME. >> MADAME PRESIDENT, NOT REALLY A QUESTION. JUST MORE SORT OF A STATEMENT.
I'VE ACTUALLY GONE WILL YOU THIS TRAINING BACK IN A PREVIOUS DISTRICT IN WHICH I WORKED. IT WAS DEFINITELY ONE OF THE HIGHLIGHTS FOR ME AND WHAT STRUCK OUT TO ME WAS THE RELATIONAL CAPACITY OF BUILDING FOR OUR TEACHERS FOR THEM TO BUILD THEIR RELATIONSHIPS WITH THEIR STUDENTS AND ALLOW THIS TO MOVE FORWARD. WITH THAT BEING SAID, IF THERE'S NO ADDITIONAL COMMENTS OR QUESTIONS, I'D LOVE TO MAKE A
MOTION FOR THIS PARTICULAR ITEM. >> ANY QUESTIONS FROM THE BOARD OR COMMENTS? HEARING NONE.
>> I'D LIKE TO MOVE THAT WE APPROVE THE CAPTURING KIDS HEART
TRAINING CONFIRMATION AGREEMENT. >> SECOND.
>> A MOTION BY MR. JONES AND A SECOND BE MS. MORRIS TO APPROVE THE CAPTURING KIDS HEART TRAINING CONFIRMATION AGREEMENT.
ANY OTHER DISCUSSION FROM THE BOARD? OKAY, AT THIS TIME I'LL CALL FOR THE VOTE.
[10M. Discussion and possible approval of Chromebook purchase via the Emergency Connectivity Fund. (G1)]
>> MYSELF VOTING YES, THE MOTION PASSES.
THANK YOU. NEXT ITEM IS DISCUSSION AND POSSIBLE APPROVAL OF CHROMEBOOK PURCHASE VIA THE EMERGENCY CONNECTIVITY FUND. DR. PERERA.
>> THANK YOU, MADAME PRESIDENT. WE HAVE COMING FORWARD IS MS. ELIZABETH JACKSON, ALSO A FIRST TIME PRESENTER.
>> GOOD EVENING, MADAME PRESIDENT, BOARD MEMBERS, DR. PERERA. I'M HERE SEEKING APPROVAL FOR A CHROMEBOOK PURCHASE FOR THE EMERGENCY CONNECTIVITY FUND.
THE EMERGENCY CONNECTIVITY FUND WILL REIMBURSE OR MAKE PAYMENTS TO SCHOOLS AND LIBRARY FOR REASONABLE COST EQUIPMENTS OR BROADBAND CONNECTIONS USED TO HELP STUDENTS OR STAFF WHO MAY LACK ACCESS DURING REMOTE LEARNING.
THE EMERGENCY CONNECTIVITY FUND IS ADMINISTERED BY USEC.
USEC MAY SOUND FAMILIAR AS THEY ARE THE ADMINISTRATOR OF OUR ERATE PROGRAM ALSO. WE HAVE BEEN APPROVED FOR 2,100 DELL 1131 CHROMEBOOKS WHICH TOTAL $738,931.68.
THIS INCLUDES THE DEVICE, SHIPPING, AND LICENSING.
THE ACCIDENTAL WARRANTY ON THE CHROMEBOOKS WILL COVER SHATTERED OR CRACKED SCREENS, DROPS, SPILLS, OR ELECTRICAL SURGES.
[02:00:02]
WE WILL REPLENISH OUT OF DATE OR BROKEN CHROMEBOOKS AT ALL CAMPUSES. WE CURRENTLY HAVE ALMOST 1300 CHROMEBOOKS THAT ARE IN CIRCULATION THAT WERE PURCHASED IN 2015 AND 2016. AND WE HAVE 480 NONREPARABLE CHROMEBOOKS FROM THIS PAST SCHOOL YEAR.NOW I JUST WANT TO ADHERE THAT WE JUST COMPLETED OUR STUDENT DEVICE PICK UP AND WE WILL EVALUATE THOSE DEVICES FOR DAMAGES. THE ONES WE CAN REPAIR, OBVIOUSLY WE WILL. BUT WE DO EXPECT THE NUMBER OF NONREPARABLE DEVICES TO INCREASE.
TO GO FURTHER INTO THAT PROCESS, AFTER ASSESSMENT AND REPAIR, THE DEVICES WILL BE REIMAGED, CLEANED, PACKAGED FOR THE UPCOMING SCHOOL YEAR. ALSO TO NOTE IN THE 22-23 SCHOOL YEAR, STUDENTS MAY NOT RECEIVE THE SAME DEVICE THEY HAD THE PREVIOUS YEAR. BECAUSE OUR NUMBER OF DEVICES TO MAKE READY IS SO GREAT, IT'S MORE EFFICIENT FOR US TO POOL THEM ALL TOGETHER DURING CHECK IN AND DURING CHECK OUT FOR THE NEXT YEAR. ALSO NOTE WE ARE CURRENTLY MEETING WITH VENDORS IN AN EFFORT TO PURCHASE DEVICE PROTECTION PLANS FOR THE CHROMEBOOKS.
THE GOAL ONCE WE RECEIVE OR ONCE WE PURCHASE DEVICE PROTECTION PLAN IS TO CHECK OUT DEVICES EVERY THREE YEARS TO STUDENTS.
NOW BACK TO THE CHROMEBOOKS THAT WE WANT TO PURCHASE.
THE ESTIMATED DELIVERY DATA OF THE CHROMEBOOKS IS NEXT MONTH.
WE SHOULD RECEIVE THEM IN TIME TO INVENTORY, REGISTER, CONFIGURE, PACKAGE AND DELIVER TO CAMPUSES FOR THE 23 SCHOOL YEAR START. ANOTHER SIDE NOTE, WE HAVE BEGAN THE PROCESS OF HIRING STUDENT TECHNOLOGY INTERNS, ONE COLLEGE STUDENT AND SEVEN HIGH SCHOOL STUDENTS.
THE INTERNSHIP WILL PROVIDE A HANDS-ON LEARNING EXPERIENCE IN THE TECHNOLOGY ARENA. THE PRIMARY FUNCTION OF THIS GROUP WHICH OF COURSE WORKING WITH OUR TECHNICIANS IS TO CLEAR, REIMAGE, CLEAN AND REPACKAGE CHROMEBOOKS FOR THE ENTIRE YEAR. ASIDE FROM THIS BEING A WONDERFUL OPPORTUNITY FOR OUR STUDENTS, WE WILL HAVE A COST SAVINGS OF $5,000. LASTLY REGARDING PAYMENT OF THE CHROMEBOOKS, ONCE WE RECEIVE THE PRODUCT, WE WILL SEND THE DELIVERY AND CONFIRMATION FROM THE CARRIER, THE INVOICE FROM DELL TO USEC, AND THEY WILL SEND THE AWARD AMOUNT TO THE DISTRICT. ALL VENDORS THAT PARTICIPATE IN THE EMERGENCY CONNECTIVITY FUND CANNOT DEEM A PAYMENT PAST DUE UNTIL 30 DAYS AFTER USEC RECEIVES OUR DOCUMENTATION WHICH GIVES US TIME TO RECEIVE THE PAYMENT FROM USEC BEFORE WE MAKE THE PAYMENT TO DELL. DO YOU HAVE ANY QUESTIONS?
>> BOARD, ANY QUESTIONS/COMMENTS?
>> I DO. SO THIS $738,931.68 THAT WE'RE GOING TO BE INVOICED, WE'RE GOING TO SEND THAT TO USEC AND USEC IS GOING TO SEND US $800,000?
>> NO, USEC IS GOING TO SEND US $738,931.68.
>> I WAS JUST TESTING YOU. I WAS TESTING YOU.
>> NO HAZING HERE. >> SO ISN'T THIS SUBSTANTIALLY LESS THAN WHAT WE PAID FOR THE CHROMEBOOKS THAT WE HAVE
ALREADY? >> NO, NOT THAT I'M AWARE, NO.
AND I LIKE SAVING MONEY, BUT DO WE WANT TO SAVE MONEY ON OUR STUDENTS? PAYING THEM 20 FOR A $25,000?
>> NO, ACTUALLY OUR STUDENTS ARE GOING TO MAKE MONEY.
I'M SORRY, I DON'T UNDERSTAND YOUR QUESTION.
>> IF THE JOB IS WORTH $25,000 PAID T-- PAY IT TO THEM.
>> OH OKAY. >> ANY OTHER QUESTIONS OR
COMMENTS? >> IT'S GETTING CLOSE TO THAT
$800,000 I MENTIONED NOW. >> I WAS JUST GOING TO SAY, DIDN'T WE APPROVE RIGHT AFTER THE PANDEMIC LIKE ALMOST 2 MILLION FOR CHROMEBOOKS? I THINK THAT'S WHAT TRUSTEE STEPHENSON IS REFERRING TO IS FROM THAT AMOUNT NOW THAT REALLY I DON'T EVEN KNOW WHERE THOSE CHROMEBOOKS WENT BACK IN THE
DAY. >> THIS IS A LOT LOWER AMOUNT
FOR WAY MORE DEVICES. >> WELL RESPECTFULLY, AT THE PANDEMIC, DURING THE PANDEMIC WE PURCHASED OVER 4500 DEVICES.
>> OKAY. THAT'S THE DIFFERENCE.
>> OKAY, THANK YOU. >> BOARD, THIS IS AN ACTION ITEM. IS THERE A MOTION?
>> MADAME PRESIDENT, SO MOVED. >> I HAVE A MOTION BY
MS. MORRIS, IS THERE A SECOND? >> SECOND.
>> I HAVE A SECOND BE MR. CLEWIS TO APPROVE THE APPROVAL OF CHROMEBOOK PURCHASE VIA THE EMERGENCY CONNECTIVITY FUND.
ANY OTHER DISCUSSION? HEARING NONE, I'LL CALL FOR THE VOTE. MS. MORRIS.
[02:05:01]
>> YES. >> MYSELF VOTING YES, THE MOTION PASSES. THANK YOU.
[11A. Discussion of End of Year Device Collection- (G1, G4)]
AT THIS TIME WE'RE GOING TO MOVE TO OUR INFORMATIONAL ITEMS. THE FIRST ONE IS DISCUSSION OF YEAR END DEVICE COLLECTION.DR. PERERA. >> THANK YOU, MADAME PRESIDENT.
MS. JACKSON, IF YOU'LL REMAIN AT THE PODIUM, YOU'LL GET NUMBER
TWO OUT OF THE WAY. >> GOOD EVENING, MADAME PRESIDENT, BOARD MEMBERS, DR. PERERA.
TONIGHT I WANT TO SHARE WITH YOU OUR PROCESS FOR THE 2022 STUDENT DEVICE COLLECTION. THIS YEAR ELEMENTARY STUDENTS KEPT THEIR DEVICES IN CARTS IN THEIR HOMEROOMS. HOMEROOM TEACHERS WERE PROVIDED A ROSTER AND A DEVICE CHECKOUT TO EACH STUDENT. DURING THE THIRD WEEK OF MAY, TEACHERS AUDITED THE DEVICES IN THE CARTS.
THE FOLLOWING WEEK, HOMEROOM CARTS WERE TURNED INTO THE LIBRARY WHERE THEY WERE CHECKED IN.
FOR OUR VIRTUAL STUDENTS, THE VIRTUAL STUDENTS RETURNED THE DEVICES TO THEIR HOME SCHOOL. ELECTRONIC CONFIRMATIONS WILL BE MAILED TO THE PARENTS AND GUARDIANS THIS WEEK.
THIS YEAR A DIGITAL GOOGLE FORM WAS DEVELOPED TO DOCUMENT THE COLLECTION AND RETURN OF STUDENT DEVICES.
STAFF RECEIVED TRAINING MID-MAY ON THE NEW PROCESS.
EMAILS WERE SENT TO THE PARENTS AND GUARDIANS TO NOTIFY THEM OF DEVICE COLLECTION DATES BY GROUPS AND BY CAMPUS.
EARLY LAST WEEK, PARENTS AND GUARDIANS OF STUDENTS THAT HAD NOT RETURNED DEVICES WERE EMAILED A REMINDER NOTIFICATION.
THE INFORMATION FROM THE GOOGLE FORM WENT INTO A SPREADSHEET AND THIS INFORMATION WAS USED TO GENERATE THE ELECTRONIC CONFIRMATION OF CHECK IN. ELECTRONIC RECEIPTS WILL BE EMAILED TO THE PARENTS AND GUARDIANS THIS WEEK.
THE MIDDLE SCHOOL BEGAN COLLECTION OF DEVICES MID-MARCH.
STUDENTS RECEIVED A PAPER CONFIRMATION OF CHECK IN.
STUDENTS THAT DID NOT RETURN THEIR DEVICES DURING THE MARCH COLLECTION WERE SENT AN ELECTRONIC NOTIFICATION STATING COLLECTION WOULD BE MAY 17TH. JD HALL RECEIVED THE DEVICE LIST, RECEIVED THE LIST OF DEVICES CHECKED OUT TO STUDENTS.
PARENTS AND GUARDIANS WERE NOTIFIED WHEN TO RETURN THE DEVICES TO JD HALL. ELECTRONIC CONFIRMATIONS OF CHECK IN WILL BE EMAILED TO THE PARENTS AND GUARDIANS THIS WEEK.
ANY DEVICES THAT WERE NOT RETURNED BY THE END OF DAY, MAY 27TH, WILL BE MARKED AS NONRETURNED AND A FINE FOR THE DEVICE WILL BE PLACED ON THE STUDENT'S RECORD.
ONCE THE DEVICE IS RETURNED AND DETERMINED TO BE IN GOOD CONDITION, THE FINE IS AUTOMATICALLY REFUNDED AND/OR REMOVED FROM THE STUDENT RECORD. DEVICES THAT HAVE BEEN IDENTIFIED AS NONREPARABLE ARE MARKED IN THE STUDENT RECORD WITH THE TYPE OF DAMAGE AND AN EMAIL IS GENERATED TO THE PARENT EXPLAINING THE DAMAGE AND THE FINE THAT'S CHARGED.
PARENTS CAN PAY FOR NONREPARABLE DEVICES IN MYSCHOOLBUCKS.COM.
JUST A REMINDER AS I NOTED EARLIER, OUR TECHNOLOGY INTERNS PRIMARY FUNCTION WILL BE TO MAKE READY CHROMEBOOKS FOR THE 22-23 SCHOOL YEAR AND WE ARE ALSO MEETING WITH VENDORS TO FIND A DEVICE PROTECTION PLAN THAT WILL WORK FOR THE DISTRICT.
DO YOU HAVE ANY QUESTIONS FOR ME?
>> WELL PRESENTED. >> THANK YOU.
>> WELL PRESENTED. I'M IMPRESSED WITH THE INTERNS THAT ARE GOING TO BE HELPING YOU ALL BECAUSE I KNOW IT'S GOING TO
BE A TASK. >> OKAY, BOARD, THIS IS AN ACTION ITEM. IS THERE A MOTION?
[11B. Discussion of ESSER Funds- (G1, G4)]
I'M SORRY, THIS IS INFORMATION. WE'LL MOVE ON.THANK YOU, MS. JACKSON. >> THANK YOU.
>> NEXT INFORMATION ITEM IS DISCUSSION OF ESSER FUNDS.
I'LL BRING FORWARD DR. KNIGHT TO GIVE AN UPDATE ON THE ESSER
FUNDS. >> THANK YOU, GOOD EVENING.
MADAME PRESIDENT, DR. PERERA, DISTINGUISHED TRUSTEES, I CAME TO YOU TO INTRODUCE ESSER FUNDS. WE WANTED TO COME BACK TONIGHT TO MAKE YOU AWARE OF HOW THE PLAN IS NOW UNFOLDING.
HERE IS A REMINDER OF HOW MUCH WAS ALLOCATED TO THE DISTRICT BY THE FEDERAL GOVERNMENT FOR ESSER1, 2, AND 3 AS WELL AS SOME VERY IMPORTANT DATES. BOTH THE DEPARTMENT OF EDUCATION AS WELL AS THE STATE REQUIRE SCHOOL DISTRICTS TO REPORT ESSER EXPENDITURES TO ENSURE THAT SCHOOL DISTRICTS ADHERE TO THE GRANT'S OBJECTIVES. SO THERE ARE SIX DIFFERENT CATEGORIES THAT HAVE BEEN DESIGNATED FOR ESSER.
AND I JUST KIND OF WANT TO TALK TO YOU A LITTLE BIT ABOUT THEM.
THE FIRST ONE IS MORE TIME FOR INSTRUCTION.
THAT WOULD BE THINGS LIKE TUTORING, SUMMER SCHOOL.
THE NEXT CATEGORY IS CURRICULUM AND INSTRUCTION, THAT WOULD BE PROFESSIONAL DEVELOPMENT OPPORTUNITIES, INSTRUCTIONAL
[02:10:03]
RESOURCE PURCHASES. THE NEXT CATEGORY IS ADDITIONAL SERVICES. THAT'S PREDOMINANTLY PAYROLL FOR THOSE TYPES OF POSITIONS THAT DIRECTLY AFFECT STUDENT GROWTH AS WELL AS STUDENT AND STAFF HEALTH AND SAFETY.INFRASTRUCTURE ARE THOSE OPERATIONAL CONTINUITY PIECES, CAPITAL OUTLAY. DR. PERERA MENTIONED HVAC EARLIER, THAT WOULD FALL INTO THIS PARTICULAR CATEGORY.
TECHNOLOGY, SOME OF THE THINGS THAT MS. JACKSON JUST DISCUSSED, SO SOFTWARE, HARDWARE. THE FINAL CATEGORY ARE OF COURSE THINGS THAT DON'T FALL INTO THOSE OTHER FIVE CATEGORIES.
BUT YOU WILL SEE IN THE UPCOMING SLIDES THESE PARTICULAR ITEMS WE PURCHASED OR DESIGNATED INTO THOSE CATEGORIES.
ESSER1 I THINK TRUSTEE CLEWIS MENTIONED THIS EARLIER ABOUT THE CHROMEBOOKS. HERE WAS THE PURCHASE OF THE CHROMEBOOKS IN ESSER1. 100% OF ESSER1 WAS UTILIZED FOR TECHNOLOGY. ESSER2 AND IF YOU'LL NOTICE TOO THE IMPACT CATEGORY, YOU CAN SEE HOW MANY STUDENTS WERE IMPACTED FOR THESE PURCHASES. 40% OF THIS PARTICULAR ESSER2 WAS SPENT ON SUPPLIES AND MATERIALS.
30% ON CONTRACTED SERVICES AND ABOUT 25% ON PAYROLL.
UNDER ESSER2, DR. PERERA MENTIONED EARLIER THE CLASSROOMS BEING OUTFITTED WITH DUAL MONITORS.
THAT WAS 460 CLASSROOMS THAT RECEIVED SMART BOARDS.
ESSER3, APPROXIMATELY 44% WAS SPENT ON PAYROLL.
24% ON CAPITAL OUTLAY. 15% ON CONTRACTED SERVICES AND ABOUT 14% ON OTHER OPERATING SERVICES.
I'D LOVE TO ENTERTAIN ANY QUESTIONS THAT YOU MIGHT HAVE.
[11C. Preliminary STAAR Updates (G1, G4)]
>> THANK YOU SO MUCH. NEXT INFORMATION ITEM IS PRELIMINARY STAAR UPDATES. DR. PERERA.
>> THANK YOU, MADAME PRESIDENT. I CALL FOR MS. BELL TO SHARE SOME INFORMATION REGARDING STAAR.
AND I WANT TO MAKE SURE THAT WE PAINT THE PICTURE OF REALITY THAT WE HAVE BEFORE US AND THE MOUNTAIN WE HAVE TO CLIMB.
>> GOOD EVENING, MADAME PRESIDENT, DISTINGUISHED BOARD MEMBERS, AND DR. PERERA. TONIGHT I WOULD LIKE TO PRESENT OUR STAAR PRELIMINARY DATA. AS I GET STARTED TONIGHT, I WANT TO GIVE YOU AN OVERVIEW OF OUR 2019 STAAR ACCOUNTABILITY YEAR. AT THAT PARTICULAR TIME WE WERE A B-RATED DISTRICT. I WANT TO POINT OUT TO YOU THAT OVERALL ALTHOUGH WE EARNED A B, I WANT TO ALSO POINT OUT A COUPLE OF THINGS ON THIS SLIDE THAT I THINK WILL REALLY UNDERSCORE WHERE OUR TRUE ACADEMIC ABILITY WAS IN THAT PARTICULAR YEAR. SO IF YOU'LL NOTICE WITH THE STUDENT ACHIEVEMENT, THIS IS ONE OF THE MAJOR CATEGORIES OF A STAAR, STUDENT ACHIEVEMENT IS ONE, STUDENT PROGRESS IS ANOTHER ONE, AND CLOSING THE GAPS IS THE OTHER MAJOR COMPONENT OF THE STAAR ACCOUNTABILITY PIECES. SO WITH OUR STUDENT ACHIEVEMENT AS YOU CAN SEE ON THE CHART, WE CAME IN AT C'S ACROSS THE CAMPUSES AS WELL AS AT THE DISTRICT LEVEL.
WITH OUR SCHOOL PROGRESS WE CAME IN WITH PRIMARILY B'S WITH THE EXCEPTION OF GWC CARTER THEY ACTUALLY HAD AN F, 54 WITH THEIR SCHOOL PROGRESS. AND THEN WITH CLOSING THE GAPS AS YOU CAN SEE WE EARNED, WE WERE SOME A'S, SOME B'S, SOME C'S AND THEN EVEN A D. AND AGAIN THAT D BEING AT GWC CARVER. I WANT TO POINT OUT THAT WITH STUDENT ACHIEVEMENT, THE FIRST CATEGORY, THIS IS PRIMARILY OUR MEETS, APPROACHES, AND MASTERS DATA.
AND THIS IS WHERE REALLY THE HEART OF THE WORK AS FAR AS STUDENT PERFORMANCE LIES IN THIS DOMAIN.
SO THIS IS REALLY TRULY WHERE WE LANDED AS A DISTRICT.
HOWEVER, THE STATE, THE WAY THE ACCOUNTABILITY SYSTEM WORKS, THEY TAKE THE HIGHEST OF THE TWO.
THAT EQUATES TO 70% OF THE OVERALL SCORE AND THEN THE CLOSING THE GAPS IS THE OTHER 30%.
SO IN THIS INSTANCE, OUR SCHOOL PROGRESS CAME IN 82%.
THAT REPRESENTING 70% OF THE OVERALL SCORE.
[02:15:02]
AND THE CLOSING THE GAPS WITH THE 78% REPRESENTING THE OTHER 30% GAVE US THE 31. I ALSO WANT TO POINT OUT THAT GWC, THOSE STUDENTS AT THAT TIME WERE IN 6TH GRADE.AND NOW IF WE THINK ABOUT THAT GROUP OF STUDENTS THEY ARE ACTUALLY OUR 9TH GRADERS AT THIS TIME.
THAT'S IMPORTANT TO NOTE AS I BEGIN TO GO OVER THE NEXT FEW SLIDES. SO LOOKING AT THIS PARTICULAR SLIDE WITH THE PRELIMINARY MATH INFORMATION FROM STAAR AND KEEP IN MIND THIS IS DEFINITELY PRELIMINARY MEANING WE DO NOT HAVE ALL OF OUR METRICS IN AT THIS TIME.
SO THIS IS DEFINITELY PRELIMINARY INFORMATION.
THIS CHART ACTUALLY SHOWS YOU IN RED THOSE ARE THE STUDENTS WHO DID NOT MEET IN THE PURPLE/PINK COLOR, THOSE ARE THE STUDENTS WHO ARE AT APPROACHES. AND THE BLUE ARE STUDENTS WHO ARE AT MEETS. IN THE GREEN, THOSE ARE STUDENTS WHO ARE MASTERS. AND I WANTED TO EXPLAIN THAT CONTEXTUALLY SO THAT AS I'M PROCEEDING THROUGH THE SLIDES, YOU'LL UNDERSTAND THE PARTICULAR CHARTS.
I MAY WANT TO HIGHLIGHT THAT FOR MATH WE HAD 59% AT APPROACHES LEVEL PERFORMANCE. AND I ALSO WANT TO UNDERSCORE THAT OUR ALGEBRA 1 RETEST OF STUDENTS WHO ARE GOING TO HAVE THE RETEST, THERE ARE 233 STUDENTS AT THIS TIME WHO HAVE TO RETEST. WE WILL RETEST AGAIN IN JUNE.
JUNE 21ST TO BE EXACT. AND SO THOSE STUDENTS WILL HAVE ANOTHER OPPORTUNITY TO TEST AT THAT TIME.
AND IT IS NOT MANDATORY THAT THEY HAVE TO COME IN FOR SUMMER TESTING, BUT I DO WANT EVERYONE TO BE AWARE THAT WE'RE WORKING AGGRESSIVELY TO GET THEM BACK IN THE DOORS TO BE ABLE TO TEST.
AND ALSO WE HAVE A STAAR BOOT CAMP AHEAD OF THAT JUNE 21ST.
WE HAVE A TWO WEEK STAAR BOOT CAMP TO HELP PREPARE THOSE STUDENTS AS WELL. ON THIS PARTICULAR SLIDE, THIS IS OUR READING DATA. I WANT TO POINT OUT THAT 65% APPROACHES. AND THEN ALSO LOOKING AT THIS SLIDE, WE HAVE 304 STUDENTS WHO ARE FRESHMEN STUDENTS WHO ARE MOVING UP TO 10TH GRADE AND NEXT YEAR THEY'LL HAVE TO TAKE THE ENGLISH 1 ALONG WITH ENGLISH 2. AND SO IT'S JUST IMPORTANT TO NOTE TO SEE THAT THIS IS DEFINITELY GOING TO BE IMPACTING. SO THIS WOULD IMPACT OUR 2025 COHORT. AND THEN AS YOU'RE LOOKING AT OUR ENGLISH 2 STUDENTS, IT'S 220 STUDENTS WHO NEXT YEAR IN THE 11TH GRADE WHEN THEY'RE ALSO REQUIRED TO TAKE U.S. HISTORY, 220 OF THOSE STUDENTS WILL ALSO BE REQUIRED TO TAKE ENGLISH 2.
SO AGAIN WE'RE CALLING THESE STUDENTS BACK FOR BOOT CAMPING OPPORTUNITIES AND TO TAKE THE STAAR AGAIN IN THE SUMMER.
THIS NEXT SLIDE SHOWS OUR SCIENCE DATA.
AND IT SHOWS 63% AT APPROACHES. AND SOME OF THESE STUDENTS ARE BIOLOGY KIDS, 144 STUDENTS WILL HAVE TO RETEST NEXT YEAR.
AND SO AGAIN AS I KEEP POINTING THESE OUT, THIS PARTICULAR SUBJECT AREA IMPACTS OUR 9TH GRADERS GOING TO 10TH GRADE AND AGAIN IN 10TH GRADE THEY'RE REQUIRED TO TAKE THE ENGLISH 2.
THIS NEXT SLIDE IS SOCIAL STUDIES.
I WANTED TO POINT OUT WE HAD 65% AT APPROACHES LEVEL.
OUR RETESTERS FOR THIS GROUP IS 89.
ONE THING TO CALL OUT HERE WITH THESE STUDENTS, THESE 89 STUDENTS, WHAT'S REALLY SIGNIFICANT IS THESE ARE OUR RISING SENIORS. SO AS THEY'RE GOING INTO THEIR SENIOR YEAR, WE HAVE CURRENTLY RIGHT NOW 89 STUDENTS WHO ARE NOT MEETING GRADUATION REQUIREMENT GOING INTO THE SENIOR YEAR THEY'RE HAVING, THEY ARE DISADVANTAGED AT THAT POINT.
THIS LAST SLIDE I BELIEVE BRINGS EVERYTHING ALL TOGETHER, JUST SHOWS YOU THE IMPACT OVER THE YEARS.
SO WHAT YOU'RE LOOKING AT IS PRIMARILY THE APPROACHES LEVEL DATA FOR 2019, OUR ACCOUNTABILITY THERE.
2020 WE WERE NOT RATED, ACCOUNTABILITY RATED NOT RATED DISASTER SO I COULD SEE WHERE WE HAVE A GAP.
AND ALSO 2021 WAS A YEAR THAT WE WERE ABLE TO TEST.
APPROXIMATELY 81% OF OUR STUDENTS DID PARTICIPATE.
BUT THAT DATA WAS NOT UTILIZED AS WELL.
WE DID NOT RECEIVE A RATING LAST YEAR.
AND SO THOSE ARE THE SCORES FROM LAST YEAR AND THEN AS YOU MOVE ON TO THE LOUD COLOR GREEN, STAAR 2022, THIS YEAR CAMPUSES WILL RECEIVE A RATING, HOWEVER CAMPUSES WILL ONLY RECEIVE AN A, B, OR C RATING. IF IT'S ANYTHING OTHER THAN A C RATING, THEY WON'T RECEIVE THAT STATUS ON THE SCHOOL REPORT CARD THEY'LL JUST RECEIVE AN A, B, OR A C.
SO I WANT TO POINT OUT THAT ALTHOUGH WE HAVE MADE SOME PROGRESS, IF YOU'RE LOOKING AT THE COLUMN THAT SAYS 2022 VERSUS
[02:20:01]
2021, IT SHOWS 10% INCREASE WITH MATH.8% INCREASE WITH READING. 2% WITH SCIENCE.
AND 4% WITH SOCIAL STUDIES. WE DID NOT HAVE A WRITING TEST THIS YEAR AS THE STATE HAS COMBINED THE READING AND WRITING. NOW WE HAVE READING WITH SHORT ANSWER RESPONSES ON THE READING TEST.
SO THE WRITING COMPONENT IS BEING COMBINED IN THE READING TEST. I WANT TO SAY THAT ALTHOUGH WE DID MAKE SOME PROGRESS, WE ARE A LONG WAY, A LONG WAYS FROM WHERE WE WERE IN 2019. SO I DON'T WANT ANYONE TO DISCOUNT THAT. WE'RE 25 POINTS AWAY FROM WHERE WE WERE WITH MATH, WE'RE SEVEN POINTS AWAY FROM WHERE WE WERE WITH READING. WE'RE 21 POINTS AWAY FROM OUR SCIENCE DATA IN 2019. AND WE'RE 20 POINTS AWAY FROM OUR SOCIAL STUDIES IN 2019. SO MAKE NO QUALMS ABOUT IT, WE HAVE A LOT OF WORK TO DO. A LOT OF THINGS TO ACCOMPLISH.
WE ALL HAVE TO ROLL UP OUR SHE WAS TO MAKE SURE THAT WE GET OUR KIDS WHAT THEY NEED. AND I MENTION ALL OF THE INFORMATION TOO ABOUT THE COHORTS, HOW THAT'S IMPACTING US, THAT POTENTIALLY MAY IMPACT FTES, IT POTENTIALLY WILL IMPACT THE NECESSITY FOR ADDITIONAL INSTRUCTIONAL RESOURCES AND SO FORTH. SO WE HAVE A TALL TASK IN FRONT OF US. ARE THERE ANY QUESTIONS AT THIS
TIME? >> ESPECIALLY BEFORE GRADUATION.
THOSE WHO HAVE IEPS WILL THEY ADDRESS THAT BY FRIDAY?
>> WE HAVE A PROCESS, BASICALLY WHAT THEY WOULD DO IS THEY WOULD MEET AS A COMMITTEE, LOOK AT THE STUDENT'S INFORMATION, LOOK AT THE STUDENT INFORMATION WHEN A STUDENT TESTS, THEY'LL LOOK AT THAT INFORMATION AND THE COMMITTEE WILL MAKE A DECISION B BASED ON TO PROMOTE THAT STUDENT. HOWEVER THAT DOES IMPACT THEIR GRADUATION STATUS. THAT INFORMATION WOULD ALSO BE PLACED ON THEIR TRANSCRIPT TOO. BUT THEY WOULD HAVE AN
OPPORTUNITY TO STILL GRADUATE. >> WELL, I'VE GOT A CONCERN ABOUT THAT. IT'S BECAUSE ACTUALLY WHEN DID THEY START PUTTING THAT ON THE TRANSCRIPT? BECAUSE THEY ALREADY HAVE AN IEP.
>> SO NOW WITH SPECIAL ED STUDENTS, IF THEY ARE ON A PARTICULAR, IF THEY'RE ON A MODIFIED CURRICULUM AND THEY'RE ON A PLAN ON A MODIFIED GRADUATION PLAN, THEN IT'S NOT ANYTHING DIFFERENT FOR THEM. BUT THIS IS IN PARTICULAR WHEN YOU WERE ASKING ABOUT THE IGCS, THAT'S WHAT I WAS EXPLAINING.
BUT IF IT'S A SPECIAL EDUCATION STUDENT, THEY HAVE A MODIFIED GRADUATION PLAN, THEN THEY'LL GRADUATE AND THEY'LL HAVE A
MODIFIED DIPLOMA ESSENTIALLY. >> RIGHT.
AND YOU MIGHT NOT BE ABLE TO ANSWER THIS QUESTION, BUT I'M CONCERNED ABOUT THAT, BECAUSE I'M CONCERNED THAT WE COULD POSSIBLY HAVE A STUDENT THAT WENT 12 YEARS OF EDUCATION NEVER IDENTIFIED AT RISK AND NOW AT THE END COME GRADUATION, THAT
PERSON IS IDENTIFIED. >> ABSOLUTELY.
>> I'VE REALLY GOT AN ISSUE WITH THAT.
>> MS. BELL, I'M NOT SURE IF YOU WOULD BE ABLE TO ANSWER THIS.
WHAT KIND OF PROGRAMS DO WE HAVE SET UP AS INTERVENTIONS OVER THE
SUMMER? >> CURRENTLY RIGHT NOW WE HAVE A STAAR BOOT CAMP AND IT STARTS NEXT WEEK.
THAT IS RUNNING FOR TWO CONSECUTIVE WEEKS LONG.
RIGHT NOW WE HAVE BOOTS ON THE GROUND WHERE THEY ARE CALLING.
WE HAVE PEOPLE ALL OVER THE DISTRICT WHO ARE MAKING PHONE CALLS TO THOSE PARENTS MAKING SURE THAT WE GET THOSE STUDENTS IN THE BUILDING. WE ALSO HAVE OUR APEX FOR CREDIT RECOVERY. WE HAVE THAT PROGRAM GOING ON AS WELL. WE HAVE OPPORTUNITIES FOR STUDENTS TO COME IN AND GET ASSISTANCE IF THEY JUST NEED TUTORING AND SO FORTH AND JUST NEED TO BRUSH UP ON SOMETHING BEFORE THE STAAR TEST AND MAY NOT HAVE A GREATER NEED TO ATTEND A BOOT CAMP SITUATION. SO WE REALLY HAVE SEVERAL PLANS OR PROGRAMS TO MEET OUR STUDENT'S NEEDS.
ALL OF OUR SUMMER PROGRAMMING UNDER THE PARENTS TAB ON THE LANCASTER WEBSITE, IF YOU GO TO THE PARENTS TAB AND CLICK ON THAT PARENTS TAB, ALL OF THE SUMMER PROGRAMMING WILL POP UP.
WE ALSO LATER ON IN THE TWO WEEKS AHEAD OF THE SCHOOL YEAR, WE HAVE WHAT'S CALLED BRIDGE UP. AND SO WE'RE ACTUALLY IMPACTING THERE KINDER THROUGH 8TH GRADE STUDENTS AND WE'RE WORKING WITH
[02:25:03]
THEM TO HELP CLOSE SOME OF THE GAPS AS WELL.I DON'T KNOW IF YOU ALL REMEMBER IN THE PAST SOMETIMES WE WOULD HAVE PROGRAMS WHERE WE WOULD GEAR STUDENTS UP RIGHT BEFORE SCHOOL WOULD START. SO THAT'S VERY SIMILAR TO THAT.
AND THEN OVER THE SUMMER, WE HAVE A STEM CAMP AS WELL FOR STUDENTS FOR OUR ELEMENTARY AGE STUDENTS AS WELL.
SO THERE ARE SEVERAL THINGS GOING ON THIS SUMMER.
>> OKAY, THANK YOU. >> YOU'RE WELCOME.
>> MADAME PRESIDENT, A COUPLE OF STATEMENTS, ALSO POTENTIALLY A QUESTION. FIRST AND FOREMOST I WANTED TO AFFIRM THE TEACHERS AND THE PRINCIPALS AT THE CAMPUSES FOR THE WORK THAT'S BEEN DONE TO GET TO THIS POINT WHERE WE'RE SEEING GROWTH. THE LAST TWO YEARS HAVE BEEN DEFTLY CHALLENGING FOR EDUCATORS AS WELL AS STUDENTS.
THE OTHER POINT, WE LOOK AT THESE PERFORMANCES AS FAR AS 50% IN MATH, 55, 64 RESPECTIVELY, THAT SHOWS WE ARE MAKING SOME HEADWAY. I GUESS FROM A BOARD PERSPECTIVE, SITTING IN THIS SEAT, DR. BARKER, DR. PERERA, WHAT RESOURCES DO WE NEED TO ALLOCATE TO GET OUR TEACHERS TO A POINT TO WHERE THEY'RE FEELING BETTER ABOUT WHAT THEY'RE DOING AND ALSO BUILDING A RELATIONSHIP WITH THE STUDENTS.
BUT WHEN I LOOK AT THESE APPROACHES PERCENTAGES, THEY ARE WHAT THEY ARE. BUT I KNOW IN MATH, ACTUALLY PRETTY MUCH ALL OF THESE, THE PASSING PERCENTAGE OF APPROACHING IS LESS THAN 60%. I KNOW THE STAAR ASSESSMENT IS ONLY ONE ASSESSMENT BUT THAT'S WHAT THE STATE LOOKS LIKE.
I KNOW WE'RE DOING SOME OTHER MEASURES, SO WE NEED TO FIGURE OUT WHAT DO WE HAVE TO DO HERE TO MAKE SURE OUR STUDENTS ARE GETTING WHAT THEY NEED. AND ALSO BUILDING THE CAPACITY OF TEACHERS. SO I GUESS THAT'S MORE SO OF A STATEMENT. I THANK YOU GUYS AGAIN FOR THE WORK THAT'S BEEN DONE THROUGHOUT THE SCHOOL YEAR TO GET OUR KIDS TO WHERE THEY ARE. SO THANK YOU GUYS FOR THAT AND
THANK YOU FOR YOUR LEADERSHIP. >> MADAME PRESIDENT, IF I MAY, WE ALL KNOW I THINK LEARNING IS MULTIVARIANT.
THERE ARE LOTS OF THINGS THAT GO INTO A CHILD LEARNING A CONCEPT.
BUT WHAT I CAN SAY IS BECAUSE IT'S MULTIVARIANT, WE ALSO HAVE TO USE MULTI-TIERED SYSTEMS OF SUPPORT FOR OUR STUDENTS AND OUR STAFF. AS WE MOVE FORWARD HOPEFULLY WE'LL BE ABLE TO PRESENT THAT INFORMATION TO YOU IN A WAY THAT YOU SEE A WRAP AROUND NOT ONLY AROUND OUR STUDENTS BUT ALSO OUR STAFF MEMBERS, SUCH AS WHAT DR. JACKSON HAS PRESENTED TONIGHT, AS WELL AS SOME STUFF THAT WE'VE HAD THROUGHOUT REGARDING PROFESSIONAL LEARNING. MIGHT I ADD ALSO TO THE COMMUNITY THAT WE HAVE 444 TEACHERS THIS PAST YEAR, 167 OF THEM HAD 0 TO 3 YEARS. AND IF YOU THINK ABOUT COVID, REALLY ALL OF THOSE HAD 0 IN THE CLASSROOM UP UNTIL THIS PAST SCHOOL YEAR. NOT MAKING AN EXCUSE, BUT ALSO WANT TO PAINT THE REALITY. HENCE AS I SHARED EARLIER ABOUT THE CRISIS IN EDUCATION. TO ME THAT'S THE NEW PANDEMIC AND WE NEED TO CONTINUE TO SUPPORT THAT.
BUT I ALSO WANT TO SAY TOO WE'VE HAD A CULTURE AND MINDSET OF STUDENTS THAT LET ME JUST WAIT UNTIL SUMMER TO DO IT SO I DON'T HAVE TO WORK HARD. I WILL SAY THAT OUR STAFF HAS BEEN PRESENTING THIS INFORMATION TO OUR STUDENTS AS FEBRUARY ABOUT WHAT THEY NEEDED TO DO, MAKE UP AND TO GET THEM TO THAT FINISH LINE. AND WE HAVE STUDENTS SAY I KNOW YOU GUYS ARE GOING TO PASS ME OR YOU'RE GOING TO HELP ME LET ME GRADUATE. AND I'LL SAY THAT WE ARE LOOKING TO CHANGE THAT MINDSET. I'M NOT SURE IF YOU CAN GET IT IN A FEW WEEKS WHAT YOU DIDN'T GET ALL YEAR LONG.
>> I HAVE A STATEMENT I WOULD LIKE TO SAY.
BECAUSE I ECHO WHAT TRUSTEE JONES SAID.
OUR KIDS ARE NUMBER ONE. AND SUPPORTING STAFF AND ADMINISTRATION SHOULD BE THE FIRST THING.
AND I THINK WE AS A BOARD HAVE A RESPONSIBILITY.
WHEN YOU'RE TALKING ABOUT YOU'RE HERE FOR THE KIDS, DIRECT IMPACT TO THE KIDS HAVE TO BE MET IN FINANCES.
AND SO IF THERE IS AN ISSUE WITH I CAN SAY MYSELF AS THIS ONE BOARD MEMBER, WHEN IT COMES TO IF YOU NEED $10 MORE, I DON'T WANT TO PUT A RESTRICTION ON THAT.
BECAUSE THAT'S WHAT'S GOING TO THE CHILD.
AND WE NEED TO HELP YOU HELP THEM.
THANK YOU, DR. PERERA. >> THANK YOU, BOARD.
[12. Recess to Closed Session]
>> THANK YOU. >> AT THIS TIME WE'RE GOING TO MOVE TO A CLOSED SESSION. THE TIME IS 9:04:00 P.M. AS AUTHORIZED BY THE TEXAS OPEN MEETINGS ACT, TEXAS GOVERNMENT CODE 551, TEXAS GOVERNMENT CODE 551.071, LEGAL ADVICE WITH SCHOOL ATTORNEY, 551.072, DELIBERATION REGARDING REAL

[14D. Appointment of Board Committees - Policy, Budget, Superintendent Evaluation, and Technology Advisory Committees (G1-G4)]
>> AT THIS TIME WE'RE GOING TO MOVE ON TO THE NEXT ITEM ON BOARD MATTERS WHICH IS APPOINTMENT OF BOARD COMMITTEES WHICH IS THE POLICY, BUDGET, SUPERINTENDENT EVALUATION, AND TECHNOLOGY ADVISORY COMMITTEES. I'LL GIVE SOME HIGHLIGHTS OVER WHAT THESE COMMITTEES ENTAIL. AND I'D LIKE FOR YOU ALL TO SELECT WHICH COMMITTEE YOU'D LIKE TO SERVE ON.
EACH COMMITTEE IS COMPRISED OF THREE INDIVIDUALS AND THERE IS ONE CHAIR AND THE BOARD PRESIDENT CAN SERVE ON ANY COMMITTEE OR DROP INTO THE MEETINGS.
FOR THE POLICY COMMITTEE, ONE OF THE MAJOR ROLES AND RESPONSIBILITIES OF YOUR SCHOOL BOARD IS TO ADOPT LOCAL POLICIES, THE POLICY COMMITTEE HAS NO DECISION MAKING AUTHORITY, BUT IT WEIGHS THE ALTERNATIVES AND MAKES RECOMMENDATIONS TO THE BOARD. IN SOME CASES THIS COMMITTEE MIGHT SUBMIT MULTIPLE ALTERNATIVES FOR THE BOARD TO CONSIDER. THE BUDGET COMMITTEE, THE SCHOOL BOARD'S ROLE IN ADOPTING A BUDGET IS AN ONGOING ACTIVITY.
THE SUPERINTENDENT AND STAFF CRUNCHED THE NUMBERS FOR THE SCHOOL DISTRICT'S BUDGET AND PRESENT IT TO THE BOARD FOR APPROVAL. SOME DUTIES INCLUDE REVIEW AND APPROVE A CALENDAR FOR THE BUDGET PREPARATION CYCLE, EXAMINE BUDGET ASSUMPTIONS, BROAD GUIDELINES AND TARGETS THAT THE ADMINISTRATION USES IN PREPARING A BUDGET, STUDY THE BUDGET PROPOSAL TO MAKE SURE IT REFLECTS THE GOALS AND PRIORITIES THE BOARD HAS ESTABLISHED.
PRESENTS A PROPOSAL TO THE BOARD TO ADOPT A BUDGET AND APPROVE AN APPROPRIATE TAX RATE TO FUND IT. MONITOR THE DISTRICT'S FISCAL ACTIVITY THROUGHOUT THE YEAR AND AMEND THE BUDGET IF NECESSARY.
SUPERINTENDENT EVALUATION COMMITTEE DEVELOPS SUPERINTENDENT PERFORMANCE GOALS AND EVALUATES THE SUPERINTENDENT'S PROGRESS. TECHNOLOGY ADVISORY COMMITTEE WORKS WITH THE BOARD AND STAKEHOLDERS INVOLVING TECHNOLOGICAL REVIEWS AND ISSUES.
I'LL START WITH THE FIRST ONE WHICH IS THE POLICY COMMITTEE.
IF YOU'D LIKE TO SERVE ON THE POLICY COMMITTEE, SPEAK NOW.
MR. STEPHENSON HAS SPOKEN. ANYONE ELSE FOR POLICY?
MR. JONES. >> I WOULD LIKE TO SERVE.
>> AND MS. WHITFIELD. >> OKAY SO HOW DO WE DO THIS IF WE'VE GOT A FOURTH PERSON? JUST HAVE IT POSTED.
>> THE FIRST THREE. >> I WOULD BE ON THE POLICY
COMMITTEE. >> WE HAVE STEPHENSON, JONES,
SO IF WE HAVE FOUR, THE MEETING WILL HAVE TO BE POSTED.
>> IS THAT CORRECT, MS. ALEXANDER?
>> THE ISSUE OF HAVING A POSTED MEETING IS THAT IT WOULD BE AN OFFICIAL MEETING AND YOU WOULD ACTUALLY HAVE TO HAVE FOLLOW ALL RULES THAT YOU WOULD FOR ANY OTHER MEETING.
LIKE OPENING UP A PLATFORM FOR THE PUBLIC TO SPEAK AND HAVE PUBLIC COMMENTS. IT WOULD HAVE TO BE LIKE A
REGULAR BOARD MEETING. >> I KIND OF THINK IT SHOULD BE LIKE THAT BECAUSE WE HAVE LEGAL POLICY, WE HAVE LOCAL POLICY.
SOME AGREE WITH LOCAL POLICY, SOME AGREE WITH LOCAL POLICY OUT OF CONTROL. IT WOULD BE REALLY NICE TO HAVE IT OPENED UP TO THE PUBLIC SO THEY CAN ALSO COME IN AND GIVE THEIR INPUT FOR THOSE WHO HAVE LEGAL BACKGROUND OR LEGAL EXPERIENCE AND POLICIES. SO I JUST HAD TO PUT THAT IN.
>> IS THAT SOMETHING THE BOARD WANTS --
>> THAT'S WHAT I WAS GOING TO SAY, THE BOARD WOULD HAVE TO MAKE THE DECISION TO INCLUDE F
[03:10:02]
FOUR IN POLICY COMMITTEE. >> AND THAT WOULD HAVE TO BE BY
MOTION AND VOTE. >> AND THAT WOULD HAVE TO BE AT
ANOTHER MEETING, CORRECT? >> YES, BECAUSE IT'S NOT ON THE AGENDA FOR TODAY. AT THIS TIME WE WILL HOLD OFF MS. MORRIS, IF THIS IS SOMETHING YOU HAVE TO ADD TO THE AGENDA, PLEASE SUBMIT IT ALONG WITH ANOTHER ONE OF YOUR COLLEAGUES
ON THE BOARD, PLEASE. >> ALL RIGHT.
HOLD ON, SUBMIT IT TO THE BOARD IN ORDER FOR FOUR MEMBERS TO
SERVE ON THIS COMMITTEE? >> WE HAVE TO VOTE ON IT, SO IT
WOULD HAVE TO BE AN AGENDA ITEM. >> TO CHANGE YOUR BOARD
OPERATIONS. >> FROM THREE INDIVIDUALS.
>> WELL, SEE THE WHOLE DEAL IS IF I WANT TO BE INVOLVED IN IT AND I SELECT NOT TO BE ON IT, THEN WHAT YOU'RE SAYING IS THAT ANOTHER BOARD MEMBER CAN'T EVEN SHOW UP.
WELL I'LL PUT IT ON THE AGENDA. >> WE'LL MOVE TO THE BUDGET COMMITTEE. INDIVIDUALS WISHING TO SERVE ON BUDGET. MR. CLEWIS.
>> AYE. >> WE HAD TWO AT A TIME.
>> MS. WHITFIELD AND STEPHENSON RESPONDING AT THE SAME TIME.
>> LET HER HAVE IT. >> THANK YOU, MR. STEPHENSON.
>> OKAY, SO I HAVE FOR BUDGET COMMITTEE, MR. CLEWIS,
MS. MORRIS, AND MS. WHITFIELD. >> YES.
>> ANYBODY WANT TO CHANGE, MR. STEPHENSON RAISED HIS HAND
>> NO, TO FALL OFF AND LET HIM STEP ON.
>> ACTUALLY I WAS FIXING TO SAY TO YOU I WAS GOING TO FALL OFF THE POLICY COMMITTEE AND JUST LET THE THREE, BECAUSE I DON'T WANT TO PUT THE BOARD THROUGH THAT.
>> I DIDN'T ADD YOU ON THE POLICY COMMITTEE.
>> NO, YOU DIDN'T. >> YOU'RE GOING TO DROP OFF OF
BUDGET -- >> I'M GOING TO DROP OFF THE
SO NOW WE HAVE MR. CLEWIS, MS. WHITFIELD, AND MR. STEPHENSON. OKAY, NEXT COMMITTEE IS SUPERINTENDENT EVALUATION COMMITTEE.
>> MS. MORRIS. AND I WILL VOLUNTEER FOR THIS ONE. NEXT COMMITTEE IS THE TECHNOLOGY ADVISORY COMMITTEE. ANYONE INTERESTED? MR. CLEWIS. I'M SURE MR. SMITH PROBABLY HAS AN INTEREST. ANYONE ELSE? I WILL LIST HIM DOWN JUST BECAUSE WE KNOW HIS BACKGROUND.
>> IN LIEU OF WHAT WE HAVE WENT THROUGH, I WILL ALSO ASK TO BE
SO FOR TECHNOLOGY WE HAVE MR. CLEWIS, MR. SMITH AND MS. MORRIS. THANK YOU ALL SO MUCH FOR VOLUNTEERING TO SERVE ON THESE COMMITTEES.
AT A LATER DATE I GUESS WE CAN SELECT CHAIR.
WE'LL DECIDE AT A FUTURE DATE WHO WANTS TO BE A CHAIR AND IF ANYONE IS INTERESTED IN THE FOUR MEMBERS OF THE COMMITTEE, PLEASE
SUBMIT THAT INFORMATION. >> IF WE COULD GO BACK TO THAT
ITEM, IF YOU DON'T MIND. >> WHICH ITEM?
>> FOR THE POLICY COMMITTEE SO WE CAN GO AHEAD AND MOVE
FORWARD. >> GO AHEAD, MS. MORRIS.
>> I'LL DROP OFF. >> ON WHAT COMMITTEE?
>> ON THE POLICY COMMITTEE WHERE THE FOUR BOARD MEMBERS.
>> OKAY, THAT'S FINE. >> DID YOU SEND A NOTE ABOUT
CAPTURING KIDS HEARTS? >> OH NO, WE'RE GOOD.
BOARD, WE'VE COME DOWN TO ADJOURNMENT.
IS THERE A MOTION FOR ADJOURNMENT?
>> SO MOVED. >> A MOTION BY MS. MORRIS.
IS THERE A SECOND? >> I SECOND.
>> SECOND BY MS. WHITFIELD. ALL IN FAVOR OF ADJOURNMENT SAY
