>> I'M HERE WITH DR. RYAN FROM UNT DALLAS AND SHE'S GOING TO EXPLAIN ABOUT OUR PARTNERSHIP THAT WE'VE HAD FOR THE LAST FEW

YEARS AND WORKING OUR TEACHERS. >>> THANK YOU. THANK YOU SO MUCH MADAM PRESIDENT, THE BOARD, AND DR. PERERA. ALL OF MY WONDERFUL TEACHERS, I'M AN ASSOCIATION PROFESSOR OF SCIENCE EDUCATION AT UNT DALLAS AND I CAME TO DALLAS IN 2011 AND I'VE BEEN PARTNERING WITH LANCASTER ISD EVER SINCE AND I'M VERY PROUD OF THAT. 2017, I WAS THE RECIPIENT OF $1.1 MILLION GRANT AND WE PARTNERED WITH FIVE ISDS AROUND UNT DALLAS, LANCASTER BEING ONE OF THEM AND THE GRANT WAS VERY SUCCESSFUL. WE GOT FUNDED THIS YEAR FOR A SECOND $100,000 JUST FOR THIS YEAR AND I'M VERY HONORED AND PROUD TO SAY THAT WE GOT FUNDED FOR ANOTHER FOUR YEARS AT $700,000 STARTING SEPTEMBER '22. AND I WOULD LIKE TO INVITE YOU TO COLLABORATE WITH US AGAIN, THE LAST 10 YEARS HAVE BEEN NOTHING SHORT OF MAGNIFICENT. AND I WOULD LIKE TO THANK YOU ALL FOR HELPING US AND PARTNERING WITH

[00:40:05]

US. AND I WOULD LIKE TO RECOGNIZE, FIRST OF ALL, OUR PARTNERSHIP WITH LANCASTER ISD BY PRESENTING YOU WITH A PLAQUE.

PROUD OF HER. >> (APPLAUSE)

>> I ALSO HAVE SOME WIPRO FELLOWS THAT I WOULD LIKE TO INDIVIDUALLY HONOR IN FRONT OF THE BOARD, BECAUSE THEY HAVE WORKED EXTREMELY HARD AND I'M SO, SO, PROUD OF THEM AND YOU SHOULD BE TOO. I'M LOOKING FORWARD TO ANOTHER FOUR YEARS OF COLLABORATION AND WONDERFUL WORK WITH THEM. MS. MIESHA MORISON.

MS. SHELBY ALLEN. >> (APPLAUSE).

>> MR. MARCUS BURKEHOLDER. >> (APPLAUSE).

>> MS. MIESHA MEDFORD. >> AND LAST BUT NOT LEAST,

COACH SPRAGIN. >> (APPLAUSE).

>> CONGRATULATIONS AND THANK YOU SO MUCH.

>> THANK YOU FOR THAT, AND WE'LL MOVE ONTO E2L UPDATE. DR.

[8.E. E2L Update - Dr. Cassandra Barker, Presenter]

[00:45:09]

PERERA. >> THANK YOU, I'LL HAVE DR.

BARKER SHARE THAT INFORMATION WITH THE BOARD.

>> GOOD EVENING, AGAIN, MADAM PRESIDENT, BOARD OF TRUSTEES, SUPERINTENDENT PERERA. I'M HERE TO GIVE YOU AN UPDATE ON OUR ENGAGE TO LEARN PARTNERSHIP BACK IN NOVEMBER, ENGAGED TO LEARN CAME AND PRESENTED WITH ME ABOUT A FRAMEWORK THAT WE'RE BUILDING TO BUILD A CULTURE OF FEEDBACK AND COACHING IN OUR CLASSROOMS. WE ARE RIGHT NOW COACHING ON ABOUT 10 OF THE 12 SCHOOLS 10 CAMPUSES. WE'RE USING 10 OF THE TEACHERS ON SPECIAL ASSIGNMENTS AND 10 ACADEMIC COORDINATORS. AND AS A RESIDUAL OF THE COACHING, 100 TEACHERS ARE BEING SUPPORTED. WE DO HAVE THE UNINTENTIONAL CONSEQUENCE OF EVEN MORE TEACHERS BEING SUPPORTED THROUGH THIS FRAMEWORK. AGAIN, BUILDING A CULTURE OF FEEDBACK. WE SET OUR GOALS TO HAVE BOTH OUR ACADEMIC COORDINATORS AS WELL AS TEACHERS, 50% OF THEM EARN AT LEAST ONE LEVEL TWO BADGE AS THEY'RE WORKING THROUGH THE FRAMEWORK AND THE FRAMEWORK THAT WE'RE BUILDING, THEY EARN BADGES TO SHOW THEIR PROGRESS. WE WANTED TO INCREASE OUR RETENTION RATE, WE USED THIS AS A RETENTION STRATEGY FOR OUR TOSIS, ACADEMIC COORDINATORS AND TEACHERS, WE WANT TO RETAIN BETWEEN 90 AND 100% WE WANT OUR STUDENTS TO DEMONSTRATE 25% GROWTH WHEN LOOKING AT OUR MID YEAR TO OUR EOY TO OUR 20% GROWTH FROM THE BEGINNING OF THE YEAR TO MID-YEAR. HAVING 100 CAMPUSES, 20 COACHES AND INTENTIONALLY 100 TEACHERS SUPPORTED. MOVING FORWARD, NEXT YEAR WE'LL CONTINUE TO BUILD THE CULTURE OF COACHING AND FEEDBACK AND I WANT TO SAY THAT ONE OF THE THINGS THAT RESEARCH SHOWS US IS THAT IF WE STRENGTHEN THE TEACHER WE STRENGTHEN THE CLASSROOM AND THAT'S THE REAL INTENTION BEHIND COACHES AND BUILDING THIS COACHING FRAMEWORK. WE'RE LOOKING NEXT YEAR TO EXPAND TO HAVE 10 TO 20 TOSIS WHICH WOULD MEAN THAT WE WOULD BE ADDING ANOTHER COACH TO THE CAMPUS. THOSE TOSIS ARE THERE ON THE CAMPUS, EVERY ELEMENTARY HAS TWO TOSIS, THE MIDDLE SCHOOL HAS THREE AND THE HIGH SCHOOL HAS FOUR. THE 20 TOSAS. WE'VE BEEN FILMING ALONG THE WAY. AND WE KNOW THAT NOT EVERYONE CAN SEE IT IN REALTIME, BUT WE WANT TO CAPTURE THINGS HAPPENING IN THE CLASSROOM AND THE IMPACT. AND SO, WITH THE NEXT SLIDE I'LL START A VIDEO TO

SEE WHAT E2L COULD CAPTURE. >> MOVING FORWARD INTO THE NEW SCHOOL YEAR, EVERYONE JUST WANTED TO RUSH BACK TO THE NORMALCY, BUT KNOWING THAT WE NEEDED MORE THAN JUST THE START OF SCHOOL, WE DIDN'T WANT TO DO THINGS THE WAY THEY'VE ALWAYS BEEN DONE, WE WERE LOOKING FOR CREATIVE WAYS TO DO THINGS.

THAT MEANT WE HAD TO CHANGE THE CULTURE. WE HAVE TO

CONTINUOUSLY LEARN AND DRAY. >> OUR PHILOSOPHY IS IF WE STRENGTHEN THE TEACHER AND THE TEACHING PRACTICES IN THE CLASSROOM, NOW YOU CAN SCALE THE SUCCESS.

>> THAT ENVIRONMENT BEGINS TO SHIFT, BECAUSE I DO BELIEVE NO MATTER WHAT ADDRESS THE KID COMES FROM, THEY WILL RISE TO THE OCCASION, BUT YOU HAVE TO SET THE EXPECTATIONS, RIGHT?

>> LANCASTER IS A LEARNING ORGANIZATION. THAT'S WHAT WE FOCUS ON. IF WE CONTINUE TO LEARN AS AN ORGANIZATION, WE'LL

CONTINUE TO EVOLVE. >> WE'RE ABLE TO TAKE WHAT WE HAVE THAT IS WORKING AND NOT PUT IT ASIDE, BRING IN WHAT'S NEW.

TAKE THE PIECE THAT IS WE NEED FROM WHAT'S NEW THAT'S WORKING, ADD TO IT SO WE CONTINUE TO BUILD, IT BECOMES A CONTINUAL CYCLE THAT WE IMPROVE ON. AS WE CONTINUE TO WORK TOWARDS OUR STRATEGIC PLANNING AND AS WE CONTINUE TO WORK TOWARDS A COMMON LANGUAGE AND COMMON GOALS, E2 LEARNING PUTS IT ALL

[00:50:02]

TOGETHER AND LET'S US MOVE FORWARD IN A COLLABORATIVE AND COLLECTIVE WAY. I THINK IF WE IMPROVE OUR QUALITY OF TEACHING, THAT'S GOING TO IMPACT THE STUDENT.

>> WE HAVE TEACHERS WHO ARE REFLECTIVE AND INTENTIONAL OF

WHAT THEY'RE DOING. >> IT'S VERY GOAL RELATED, SO IT'S ONE STEP AT A TIME WORKING TOWARDS SOMETHING.

>> WHEN YOU FIRST LEARN ABOUT THE PROGRAM AND WHAT IT ENTAILS, IT'S INTIMIDATING, BECAUSE THE ORIGINAL THOUGHT IS THERE'S MORE TO DO. BUT ONCE YOU WALK THROUGH IT, IT'S ONCE AGAIN, EVERY TEACHER THAT DID IT WAS EXCITED ABOUT IT. THE PROGRAM WILL WALK YOU THROUGH HOW TO GET BETTER AND WHAT TEACHER DOESN'T

WANT TO BE THEIR BEST. >> AFTER ONE SECTION, I ALREADY STARTED IMPLEMENTING TO HELP US OUT IN THE CLASSROOM AND TEEP

OUR KIDS. >> THEY'RE USING THE THINGS IN THE CLASSROOM AND SEEING THE BENEFIT FROM IT.

>> WE PUT THINGS INTO PLACE AND WE DON'T GET TO SEE IT OR CELEBRATE IT. SO, WITH THE PLATFORM HELPS TO US TO SEE OUR

PROGRESS AND CELEBRATE THAT. >> THAT PROCESS IS ALWAYS ENCOURAGING TO THE TEACHERS JUST AS IT'S ENCOURAGING TO ME TO CELEBRATE, I DID DO THIS. A LOT OF TIMES, PEOPLE JUST WANT TO BE SEEN AND THIS HELPS US TO SEE OUR TEACHERS AND OUR ADMINISTRATORS FROM AFAR, SO THAT WHEN WE DO ACTUALLY SEE THEM IN PERSON, WE COULD RECOGNIZE THEM AGAIN.

>> I LOOK FOR THE SHIFT TO BE WHERE WE HAVE TRAINING BUILT IN AND TRAINING THAT SUSTAINS GROWTH AND UPWARD MOBILITY

THROUGHOUT THE DISTRICT. >> WE'RE HOPING THAT OUR STUDENTS TAKE THAT WITH THEM WELL BEYOND THEIR TIME HERE IN

LANCASTER ISD. >> THIS HAS TO BE MORE THAN ABOUT THE DIPLOMA. WE HAVE TO GROW GOOD CITIZENS SO THEY CAN CONTRIBUTE. I ALWAYS LIKE TO SAY, WHAT'S GOOD FOR THE COMMUNITY, IS GOOD FOR THE LOCALITY, AND THE STATE AND THIS

GREAT NATION. >> WE'RE BUILDING A LEARNING ECOSYSTEM TO GIVE OUR TEACHERS WHAT THEY NEED TO TEACH STUDENTS TO BE CONTINUOUS, LIFE-LONG LEARNERS.

>> SO, WHO THINGS I WOULD LIKE TO SAY IS THAT WHEN I SAW THIS WHAT I THOUGHT WAS INTERESTING IS THAT NONE OF US HAD TALKED TO EACH OTHER BEFORE THIS, THEY GAVE US THE SCHEDULE, WE WERE DOING WHAT WE DO, AND THE MESSAGE THAT WAS PRETTY MUCH CAPTURED WAS CONSISTENT. I ALSO WANT TO LEAVE YOU WITH THE FACT THAT THE STRATEGY BEHIND THIS, A LOT OF TIMES WHAT HAPPENS IN SCHOOL DISTRICTS AND BUILDINGS IS THAT WE PUT INITIATIVES TOGETHER FOR THE STUDENTS WITH THE HOPES THAT THE TEACHERS KNOW HOW TO IMPLEMENT IT. THE DECISION IS THAT IF WE STRENGTHEN THE TEACHER, AS WHAT WAS SAID IN THE VIDEO, THEN THE SUCCESS IS SCALED AND THEY WILL HAVE THE SKILLS TO HELP THE STUDENTS WITH WHERE THEY ARE. THAT THE GROWTH FOR THE STUDENT WOULD BE INDIVIDUALIZED AND THEIR PLANS CAN BE PERSONALIZED SO THEY WOULD HAVE THEIR OWN PERSONAL GROWTH. SO, WITH THAT,

UM, I'LL TAKE ANY QUESTIONS. >>> THANK YOU. DOES ANYONE HAVE

QUESTIONS? >> I HAVE ONE.

>> I HAVE MORE OF A COMMENT. IT WAS VERY IMPRESSIVE.

USUALLY, AS A BOARD, WE THE VIDEOS BUT I HAVE A DIFFERENT PERSPECTIVE NOW BECAUSE I'VE BEEN VISITING THE CLASSROOMS AND THE SCHOOLS. SO, PUT WHAT YOU PRESENTED TONIGHT, AND WHAT I'VE EXPERIENCED, IT'S BREATHLESS. SO, THANK YOU FOR ALL THAT YOU ALL HAVE BROUGHT TO OUR DISTRICT.

>> THANK YOU. >> WHAT INSTRUCTIONAL SERVICES, HOPEFULLY SOON TO BE TEACHING AND LEARNING. I'M IMPRESSING OUR CAREER THAT WE COULD CHANGE OUR NAME. BUT WHAT WE WILL TRY TO DO IS AS WE HAVE DIFFERENT UPDATES WITH PROGRAMS THAT WE COME TO YOU WITH INITIATIVES THAT WE COME TO YOU AND ASK YOU

TO FUND, THAT WE WILL -- >> THAT WE WILL HAVE UPDATES SO, WE'LL TRY TO DO THIS AT LEAST ONCE EVERY QUARTER.

>>> THANK YOU. >>> THANK YOU.

[8.F. Campus Highlights]

>> WE'RE GOING TO MOVE ONTO CAMPUS HIGHLIGHTS AND THE FIRST IS LT ROBERTS LANCASTER STEM MIDDLE SCHOOL.

>> CONTINUING WITH THAT THEME OF CONTINUOUS IMPROVEMENT THIS EVENING, WE HAVE OUR LAST TWO SCHOOLS THAT WILL BE PRESENTING.

REMEMBER WE STARTED BACK IN OCTOBER, AND WE HAVE TODAY, TODAY WE HAVE MS. JETT, FROM MIDDLE SCHOOL AND THEN FOLLOWED

[00:55:01]

BY MR. STRICKLIN FROM THE HIGH SCHOOL.

>> GOOD EVENING, MADAM PRESIDENT, BOARD OF TRUSTEES, AND DR. PERERA. WHEN I TRANSITIONED INTO THE ROLE AS PRINCIPAL I'M SUPPORTED BY OUR ASSISTANT PRINCIPAL, AND ASSOCIATE PRINCIPAL AND AP, IN THE NEXT FEW SLIDES WE WILL REPRESENT THE ACADEMIC AND EXTRACURRICULAR POINTS OF PRIDE THAT WE'VE EXPERIENCED AT LMS BEGINNING WITH OUR DISTRICT SPELLING BEE. THE CHRISTOPHER MATILDO A 7TH GRADER AND DYLAN WOODS WENT FOR THE SWEEP IN THE DISTRICT TAKING FIRST AND THIRD PLACE. WE WERE JUST SHY OF THAT SWEEP, WE DIDN'T CATCH THAT SECOND PLACE BUT WE WERE SUCCESSFUL WITH THOSE GENTLEMEN REPRESENTING US AT FIRST AND THIRD AT THE DISTRICT SPELLING BEE. ANOTHER POINT OF PRIDE IS OUR LMS BLACK HISTORY BOWL TEAM.

DURING BLACK HISTORY MONTH, TEAM OBLITERATE TOOK FIRST PLACE AND OUR STUDENTS WERE VERY EXCITED AND WERE VERY MUCH BRAGGING THE NEXT DAY WHEN THEY CAME INTO SCHOOL AND ASKED ME TO SPONSOR A PIZZA PARTY FOR THEM. SO, I WAS GLAD TO OBLIGE WITH THAT.

DURING THE HOLIDAY WE DONATED NONPERISHABLE FOOD ITEM THE AND THAT FOOD DRIVE WAS COORDINATED BY LANCASTER BAND DIRECTOR MS. MED MELINDA WALLACE. HER WART WORK WAS FEATURED ON THE BACK COVER OF THE DELTA SIGNIFSIGMA THATA.E PICTURES ARE IMAGES OF OUR STUDENT ATHLETES WHO NOT ONLY REPRESENT ON THE FIELD BUT ALSO REPRESENT AS WELL IN THE CLASSROOM SO THEY'RE THE TRUE DEFINITION OF STUDENT ATHLETES.

AND THERE ARE JUST A FEW OF OUR MALE STUDENT ATHLETES AND THEIR

PROGRAMS AS WELL. >> BACK IN MARCH, WE HAD A GROUP FIELD TRIP TO MAKER'S GYM, THIS FIELD TRIP WAS SPONSORED BY MATT KEMP OF THE KEMP KID'S FOUNDATION. WITH THAT PARTICULAR GROUP WE WERE ABLE TO SEND 50 STUDENTS TO FRISCO, TEXAS AND THEY WERE ABLE TO PARTICIPATE IN DIFFERENT THINGS WHERE THEY WERE ABLE TO RECORD THEMSELVES RAPPING AND PARTICIPATING IN DIFFERENT ACTIVITIES. OUR TRTRUSTEE TY G

JONES CHAPERONED IT. >> AND, EARLY APRIL A FEW GIRLS WERE REPRESENTING LMS AT THE GIRL'S INC CONFERENCE WE HAD 20 STUDENTS WHO ATTENDED AND PARTICIPATE THEED IN THAT PARTICULAR CONFERENCE BACK IN EARLY APRIL AND THEY WERE ABLE TO PARTICIPATE IN DIFFERENT WORKSHOPS ON STUJT EMPOWERMENT, AND SELF AWARENESS AND JUST OVERALL THINGS YOUNG LADIES ARE EXPERIENCING CURRENTLY. THIS NEXT SLIDE HIGHLIGHTS SOME OF OUR INSTRUCTION THAT WE HAVE ON OUR CAMPUS, THE FIRST IMAGE THAT YOU SEE IS THE AFRICAN-AMERICAN HISTORY PROJECTS DONE IN OUR 8TH GRADE ENGLISH ART CLASSES. THERE WAS WRITING ASSIGNMENTS WHERE THEY EXPLAINED AFRICAN-AMERICAN ACCOMPLISHMENTS IN THE AREAS OF ARTS, SCIENCES AND OTHER FIELDS OF

AFRICAN-AMERICAN STUDIES. >> THE NEXT IMAGE THAT YOU SEE IS A DEMONSTRATION FROM OUR 8TH GRADE SCIENCE STUDENTS. THESE STUDENTS COMPLETED ON EXPERIMENT ON NEWTON'S LAWS OF MOTION.

WITH THIS PARTICULAR IMAGE THAT YOU ARE SEEING, THEY HAD TO DETERMINE OR COME UP WITH A WAY TO PROJECT A BALLOON ACROSS THE STRING WITH VERY LITTLE RESOURCES UTILIZING WHAT THEY LEARNED FROM NEWTON'S LAWS OF MOTION. THE NEXT SLIDE IS OUR

[01:00:03]

7TH GRADE STAAR PERFORMANCE DATA AND THIS REPRESENTS OUR 2020-2021 STAAR DATA, OUR READING LEVEL FOR 7TH GRADE, WE HAD 55% OF STUDENTS SCORING AT THE APPROACHES LEVEL IN THE AREA OF READING. IN MATH, WE HAD 40% OF OUR STUDENTS AT THE APPROACHES LEVEL AND FOR WRITING, FOR 7TH GRADE, 54 OF OUR STUDENTS PERFORMED AT THE APPROACHES LEVEL.

>> THE NEXT SLIDE SHOWS YOU THE DIFFERENT AREAS FOR 8TH GRADE, 64% APPROACHES AT THE READING LEVEL. 46% APPROACHES AT MATH.

THEN WE HAVE 55% AT THE SCIENCE LEVEL AND 44% IN SOCIAL STUDIES.

WE ARE CURRENTLY HAVING BLITZ TO PREPARE OUR STUDENTS FOR TESTING BECAUSE STAAR TESTING DOES BEGIN NEXT WEEK AND SO WE HOPE TO SEE LARGER BAR GRAPHS IN THOSE AREAS AS WE GO INTO OUR 2022 STAAR

DATA. >>> OUR CURRENT ENROLLMENT, WE HAVE JUST OVER 515, 7TH GRADERS, AND A LARGE 8TH GRADE CLASS WITH 583. YOU'LL SEE OUR AT-RISK OR AT-PROMISE POPULATION REPRESENT 2 THIRDS IN THOSE AREAS. WE HAVE ROUGHLY 120 STUDENTS BEING SERVED UNDER THE SPECIAL EDUCATION UMBRELLA AND WE HAVE LESS THAN 100 STUDENTS WHO RECEIVE ENGLISH LANGUAGE

LEARNING SUPPORTS. >> LOOKING BACK, THE GOAL WAS TO DECREASE THE NUMBER OF DISCIPLINARY REFERRALS WE WERE GETTING AT THE MIDDLE SCHOOL AND WE DID SO BY INCREASING OUR RESTORATIVE PRACTICES AT THE ADMINISTRATIVE LEVEL. WE HOPE TO EXPAND THOSE ACROSS OUR CLASSROOMS TO ENSURE THAT OUR TEACHERS ARE FAMILIAR WITH THOSE AS WELL. WE'VE BEEN INTENTIONAL ABOUT INVOLVING OUR PARENTS IN OUR DISCIPLINE CONVERSATIONS AND MAKING SURE THAT WE ARE UTILIZING THEM TO HELP US PARTNER WITH OUR STUDENTS IN HELPING CORRECT SOME OF THE DISCIPLINARY PROBLEMS THAT WE WERE SEEING INITIALLY AT THE CAMPUS AND NOT JUST REFERRING OR GOING TO SUSPENSIONS OR IN-SCHOOL SUSPENSION PLACEMENTS, BUT REALLY, REALLY, TRYING TO TARGET SOME OF THE BEHAVIORS TO PROVIDE SUPPORTS FOR THE STUDENTS AND PARENTS TO IMPROVE. OUR ENROLLMENT IS CURRENTLY HOLDING STEADY AND WHEN I CAME IN MY GOAL WAS TO CELEBRATE THE ACCOMPLISHMENTS OF OUR STUDENTS, BE IT ACADEMIC OR THOSE WHO HAVE SHOWN IMPROVEMENT IN THE AREAS OF BEHAVIOR. SO, THE IMAGE THAT YOU SAW, THE PICTURE WHERE THE STUDENTS PARTICIPATED IN THE FIELD TRIP TO MAKER'S GYM, THAT WAS A TARGETED TO HELP PROMOTE AND HELP ALLOW THEM TO EXPERIENCE SOMETHING BEYOND THE NORM SOMETHING TO WORK TOWARDS TO BE ABLE TO PARTICIPATE IN.

AND IN DOING SO, AND ALSO IN CELEBRATING ACCOMPLISHMENTS, YOU'LL SEE, IN THE NEXT IMAGE WE WERE INTENTIONAL ABOUT CELEBRATING ACADEMICS, FOR ANY STUDENT WHO WAS ON HONOR ROLL, A OR A/B HONOR ROLL, WE WANTED TO RECOGNIZE THEM AND THESE THAT YOU SEE IS A SNAP SHOT OF ONE PARTICULAR AREA AND WE HAVE THEM POSTED THROUGHOUT THE BUILDING FOR EACH FLOOR IN PROMINENT AREAS FOR PEOPLE TO BE SEEN AND RECOGNIZED FOR.

>> AND, THE FINAL SLIDE IS OUR DISCIPLINE DATA. THIS IS REPRESENTATIVE OF WHERE WE WERE WITH THE NUMBER OF DISCIPLINE REFERRALS THAT WERE REPORTED TO OUR REVIEW 360. AS YOU COULD SEE, WE HAVE WORKED REALLY TO TRY TO DECREASE THE NUMBER OF DISCIPLINE INCIDENTS BEING REPORTED. AGAIN, BEING INTENTIONAL WITH WORKING WITH THOSE PARENTS AND EMPLOYING THOSE RESTORATIVE PRACTICES AT THE ADMINISTRATIVE LEVEL AND PROVIDING THE SOCIAL EMOTIONAL SUPPORT FOR OUR STUDENTS TO HELP THEM IMPROVE WITH THE BEHAVIOR TO KEEP THEM IN CLASS AND KEEP

THEM LEARNING. >> THAT'S ALL I HAVE, ANY

QUESTIONS FOR ME? >> THANK YOU.

>> ANY QUESTIONS FROM THE BOARD?

>> OKAY. MR. SMITH? >> I HAVE NOT REALLY A QUESTION, BUT A COOL COMMENT. I TRULY APPRECIATE YOU GUYS TAKING THE TIME TO PUT MESH YOU ARABLE STATISTICS BEHIND COME OF THE DATA THAT YOU FOUND, IT SPEAKS VOLLEYBALLS WHEN YOU CAN ILLUSTRATE YOUR POINTS AND HAVING SAID THAT, I WOULD LIKE TO KNOW IF YOU NOTICED ANY TRENDS OR UNDERLYING CIRCUMSTANCE DRIVING SOME OF THE BEHAVIOR REFERRALS THAT WE SAW?

>> I THINK WITH OUR STAFF BEING YOUNG AND INEXPERIENCED THAT

[01:05:01]

CONTRIBUTES TO THAT AND THE STAFFING THAT WE HAVE BEING SHORT-STAFFED IN A LOT OF AREAS AND JUST WORKING WITH INDIVIDUALS. HAVING CONVERSATIONS WITH STUDENTS.

BECAUSE, SOMETIMES WE'RE QUICK TO PROVIDE A DISCIPLINE OR A CONSEQUENCE WITHOUT GETTING TO THE CORE ROOT OF WHY THE BEHAVIOR IS OCCURRING AND JUST HAVING THOSE CONVERSATIONS WITH THEM AND HAVING CONVERSATIONS WITH THE STUDENTS AND THE PARENTS AND SAYING, HEY, THIS IS THE CAUSE OF IT. LET'S TALK WITH THE STUDENTS TO SEE HOW TO PREVENT IT FROM HAPPENING AGAIN.

WHAT ARE SOME SUPPORTS THAT WE PUT IN PLACE TO HELP THEM DEAL WITH CONFLICT MANAGEMENT WHEN THEY GET FRUSTRATED AND ALL OF

THAT. >> SUPER AWESOME. THANK YOU SO

MUCH. >> JUST A STATEMENT, REAL QUICK. YOU ANSWERED MY QUESTION, BECAUSE I WAS THINKING THAT'S THE CLIMATE. NEW ADMINISTRATION, NEW ATMOSPHERE, SO, THE CLIMATE IS WHERE IT SHOULD BE TO DECREASE THE

BEHAVIORS. THANK YOU. >> THANK YOU, SO MUCH FOR ALL

THAT YOU DO. >> (APPLAUSE) HE HAVE NEXT I HAVE MR. STRICKLIN WHO COMES IN TO SHARE HIGHLIGHTS ABOUT THE HIGH SCHOOL AND JUST AS A REMINDER TO THE COMMUNITY, BETH MS. JETT AND MR. STRICKLIN WERE ASKED TO STEP IN MID-YEAR IN DECEMBER TO TRY AND TURN THE SHIP AROUND IN BOTH PLACES AND I CAN SAY THAT THEY HAVE BOTH STEPPED UP TO THE PLATE. IT'S NOT A PERFECT SCENARIO, WE HAVE WORK TO DO STILL, BUT THEY'RE

BOTH COMMITTED TO DOING SO. >>> GOOD EVENING, MADAM, THE BOARD OF TRUSTEES, AND OUR SUPERINTENDENT DR. PERERA. I'M GOING TO PRESENT YOU HIGHLIGHTS OF LANCASTER HIGH SCHOOL I'M DEREK STRICKLIN, THE PRINCIPAL AND WE HAVE OUR ACTING ASSOCIATES AND ASSISTANT PRINCIPALS.

(INDISCERNIBLE) >>

(INDISCERNIBLE) >> CAMPUS PROGRAM COLLEGE AND CAREER READINESS THAT WE HAVE AT LANCASTER HIGH SCHOOL, OUR CTE EARNS COLLEGE HIGH SCHOOL AND COLLEGE WE HAVE OVER 1314 CT PROGRAMS THAT HAVE BEEN VERY SUCCESSFUL. WHEN I FIRST CAME TO LANCASTER IN 2018, CT PROGRAM WAS ROUGHLY AROUND 74%. AS THREE YEARS HAVE PASSED IT'S MOVED UP TO 92% OF STUDENTS RECEIVING CERTIFICATION OUT OF THE CT PROGRAM. CTE POINTS OF PRIDE, OVER 1,000 ACCOUNTABILITY INDUSTRY BASED CERTIFICATION SITES SINCE 2018. THIS YEAR WE WAS ABLE TO VISIT (INDISCERNIBLE) ACADEMY WITH THE EXPERTISE OF MS. BUSINESSMAN WHO ALLOWED US TO TRAVEL THAT AND THAT OPENED UP OUR EYES ON HOW CAMPUSES CAN BE RUN AND ORGANIZED. SINCE THEN, I NOTICED OUR STUDENTS, ESPECIALLY OUR SENIORS ARE LOVING WHAT THEY RECEIVING AND THROUGH THE HELP OF CT PROGRAM WE'RE GETTING

THOSE STUDENTS CERTIFIED. >> THE FINE ARTS DEPARTMENT IS A POINT OF PRIDE THAT WE HAVE ON OUR CAMPUS WITH THE DANCE AND THE JAZZ BAND THAT WE HAVE THAT'S VERY EXCITING WITH OUR CHOIR. THE YOUNG LADIES THAT WE HAVE THIS YEAR FOR OUR CHOIR WON THE UIL COMPETITION AT DUNCANVILLE HIGH SCHOOL. AND THE SAME COMPTATION WAS RUN THIS PAST WEEKEND. CONTINUE TO GROW WITH THE HELP OF MS. (INDISCERNIBLE) AND THE FINE ARTS DEPARTMENT IS REALLY GROWING IN THE COMMUNITY WHERE OUR PARENTS ARE PROUD AND IT'S HELPING OUR STUDENTS TO FIND WAYS TO BE PART OF THE HISTORY OF LANCASTER HIGH SCHOOL IF THEY'RE NOT ATHLETES AND THAT'S GIVING US HELP TOO, BECAUSE WITH STUDENTS, THAT'S THE ONLY WAY THEY THINK THAT STUDENTS CAN BE PART OF SOMETHING, THEY HAVE TO BE ATHLETES AND WE OPENED UP MORE DOORS IN FINE ARTS AND GIVING KIDS WAYS TO CREATE AND EXPRESS THEIR FEELINGS WHILE BEING ATHLETES. WE HAVE OTHER OPPORTUNITIES FOR STUDENTS TOO. OUR COUNSELLING DEPARTMENT HAS BEEN WORKING HARD THIS YEAR WITH THE CLASS OF 22. 100% DALLAS COUNTY COMPLETED BY THE CLASS OF 22, 80% OF OUR STUDENTS COMPLETED APPLY TEXAS AND WE HAVE 18. JUNIOR ROTC IS GROWING, WE HAVE A LOT OF SOPHOMORES THAT WANT TO BE PART

[01:10:03]

OF JUNIOR ROTC, TO ENROLLMENT INCREASES NEXT YEAR FOR OUR JUNIORS AS WELL. WE HAVE EIGHT FORMAL STUDENTS SELECTED TO ATTEND NATIONAL MILITARY ACADEMICS. OKAY. THIS IS 2018-2021, STAAR ELC DATA. IN 2018-19, WE RECEIVED A B RATINGS FROM TA, WHERE WE RECEIVED SIX DISTINCTIONS, THAT YEAR WE WORKED VERY HARD WITH OUR BEST TEACHERS TO BE IN THE CLASSROOM WITH THE STRUGGLING STUDENTS THEY INCREASED OUR SCORES. AND AS YOU SEEN IF 2020 AND 2022, WE WENT FROM 74% DOWN TO 64% IN WE

WENT UP 1% IN MASTERS. >>

(INDISCERNIBLE) >> STARTING LATE 2019, WE WERE CLOSE TO 70% AND APPROACH MEET WE WERE AT 40% AND AT MASTER, 2%. IN MATH, WE WERE AT 90%. 51% IN MEETS, AND CLOSE TO 2% IN MASTER. IN SCIENCE WE WERE AT 90%, 60% IN MEETS AND 2% IN MASTER. SOCIAL STUDIES AT 90%, 60% IN MEETS, AND CLOSE TO 20% IN MASTER. NOW THIS IS ONE PORTION THAT I WORKED HARD ON WHEN I WAS ABLE TO STEP IN AS THE INTERIM PRINCIPAL IN DECEMBER WHERE ALL THE INCIDENTS THAT WE HAVE, YOU SEE THE BAR GRAPH GOES UP AND DOWN. SO FAR THIS SEMESTER, WE WERE ABLE TO DECREASE THE INSCHOOL DISRUPTION IN THE CLASSROOM AND TRANSITION THE HALLWAY. I WAS ABLE TO PUT ROPES IN THE MIDDLE OF THE HALLWAY MAKING THE STUDENTS TRAVEL RIGHT DOWN TO THE OTHER SIDE AND LEFT TO THE OTHER SIDE AND HAD A COUNTDOWN TO WHERE I PLAYED MUSIC WHERE WE HAD TARDIES, BEGINNING OF THE SEMESTER WHERE WE NOW DON'T HAVE THAT MANY TARDEES, STUDENTS RUN IN THE CLASSROOM WHEN I SAY TIGER ROUND UP. WE HAVE THE BULL HORN AND WRISTLES AND BLOWING IT WHILE PLAYING MUSIC AND STUDENTS ARE GETTING TO CLASS ON TIME. WE HAVE TALKED TO OUR TEACHERS AND THEY HAVE COMMUNICATED TO STUDENTS TO UNDERSTAND WHY STUDENTS ARE LATE AND ONE THING THAT I RECOGNIZED WITH THE DISCIPLINE IS THEY LET OUR STUDENTS START SKIPPING CLASSES BECAUSE THEY COULDN'T READ. WHEN THEY WERE IN THE CLASSROOM THEY WERE AFRAID OF TEACHERS ASKING THEM A QUESTION AND THEY WERE FEELING THAT THE TEACHER MIGHT ASK THEM SOMETHING THEY COULDN'T ANSWER AND THEY FELT LIKE SINCE I'M NOT UP TO UNDERSTANDING THE LESSON, I SHOULD NOT GO TO CLASS AND WE NOTICED THAT AS WE HAD THAT COMMUNICATION WITH THE TEACHERS AND NOW THE STUDENTS ARE READILY IN THE CASE PARTICIPATING. OUR ENRO ENROLLMENT ENROLLMENT DEMOGRAPHIC. 131 IS SERVING WITH EDUCATION AND EL IS

153. >> IN SCHOOL ACADEMY IS A PROGRAM THAT I SAT DOWN AND TALKED TO TUSLE AND THE OTHER ASSISTANT AND ASSOCIATE PRINCIPALS AND LEAD TEACHERS ABOUT HOW CAN WE GET THESE STUDENTS TO BE EXCITED IN THE CLASSROOM WHEN WE STARTED IN SCHOOL ACADEMY. THE TEACHERS ROTATE WHILE THE STUDENTS SIT IN THE ROOM WITH DIFFERENT STRATEGIES. NOW, STUDENTS ARE ABLE TO HEAR A LESSON DIFFERENT FROM THE TEACHER THEY HEAR ALL THE TIME. SO, WITH THAT, CUNEATIS WERE ABLE TO HEAR WHAT THE TEACHER WERE SAYING, ASK QUESTIONS, GIVE FEEDBACK AND ALSO IT CUT DOWN THE TIME WHERE STUDENTS WERE INTERRUPTED BECAUSE THEY WERE CONSTANTLY UNDERSTANDING THE DIFFERENT WORK GETTING THOSE STUDENTS TO LEARN.

OPTION TWO, WHERE WE ALSO PUT IN WHERE WE NEEDED THREE DAY AS WEEK, MONDAY-WEDNESDAY AND THE FOLLOWING WEEK WE'LL DO A WEDNESDAY-FRIDAY, SO, THE STUDENTS WILL GET ACCOST TOMMED TO ACCUSTOMED TO WORKING WITH THE INSCHOOL ACADEMY. THE JOURNEYS THAT WE HAVE OUT, I DO A WEEKLY CALL OUT WITH EMAILS, AND TEXT MESSAGES AND A LINK AND A

[01:15:05]

WEBSITE AND WE ALSO HAVE COFFEE CHAT WHERE WE CONTINUE TO CALL PARENTS AND DISCUSS THE ISSUES THAT WE'RE HAVING ON COMPASS AND WHEN STUDENTS COME TO SCHOOL ON MONDAYS, SAYING MR. STRICKLIN, WE'VE HEARD YOUR VOICE WEEKLY WITH THE CALLOUTS.

>> THE STUDENT ASSEMBLY THAT WE HAD AT LANCASTER HIGH SCHOOL, WE HAD IT MARCH 22ND, WE HAD AN ALL GIRL'S ASSEMBLY AND ALL BOYS ASSEMBLY. THE GOALS THEY NEED TO MEET AND WHY THEY'RE GREAT.

>> WHAT I'M LOOKING FOR AT LANCASTER HIGH SCHOOL IS A CLUB AND ORGANIZATION THAT I WOULD LIKE TO STARTED. I STARTED A STOCK CLUB AND A BOOK CLUB BUT THESE ARE THE PROGRAMS THAT I WOULD LIKE TO BRING TO LANCASTER HIGH SCHOOL MOVING FORWARD TO GET TO OUR STUDENTS TO UNDERSTAND LIKE I WAS SAYING, MORE THAN JUST ATHLETICS, BUT GIVING THEM OTHER ROUTES TOO.

LANCASTER HIGH SCHOOL AFTER SCHOOL PROGRAM WITH HOUSE BILL 4545 WE HAVE DIFFERENT DEPARTMENT TUTORING. WE HAVE STUDENT COUNSEL AND SO WE'RE BRINGING MORE PROGRAMS AFTER SCHOOL WHERE THE KIDS FEEL SAFE TO BE INVOLVED IN THOSE PROGRAMS. THESE ARE JUST HIGHLIGHTS OF THE STUDENTS PERFORMING DURING LUNCHTIME. WE ALSO HAVE STUDENTS TO PERFORM DURING THE WEEK, WHERE WE HAVE THEM DANCE, WE HAVE A LATINO BAND, AND A JAZZ BAND DURING THE WEEK STUDENTS CAN PERFORM DURING LUNCHTIME. THIS ANOTHER PICTURES OF STUDENTS DOING WORK FOR THE SAFETY PROGRAMS FOR AMERICA. THIS IS OUR CT PROGRAM. WE HAVE OVER 422 SENIORS THAT ARE CERTIFIED WITH THE CPR, AND WITH THE POLICE INTENTION PROGRAM WE HAVE AS WE CONTINUE TO GET THOSE CERTIFICATIONS ROLLING. WE'RE HELPING OUR SENIORS TO UNDERSTAND THOSE CERTIFICATIONS CAN GET THEM CAREER JOBS IN THE FUTURE. THIS IS THE JOURNEY THAT I'M LOOKING FOR AND WE'RE WORKING OUT WITH LANCASTER THAT EVERYONE IN THE CAMPUS HAVE A STRONG COMMITMENT TO CONTINUE SKILL DEVELOPMENT AND PROFESSIONAL GROWTH. THIS IS A TEAM FOR EVERYBODY TO AGREE TO AND THIS IS A PLAN THAT WE CONTINUE TO STRIVE ON. NOW, THERE ARE TWO SHEETS GIVEN TO YOU TO WHERE WE'RE WORKING WITH THE SENIORS THIS YEAR. THE SENIORS THIS YEAR ARE A DIFFERENT GROUP OF INDIVIDUALS, THEY ALL HAVE THEIR OWN PERSONALITIES BUT WE'RE WORKING WITH THE SENIORS BECAUSE WE HAVE ROAD BLOCKS THAT HAVE COME IN THE WAY TO WHERE WE'RE TRYING OUR BEST TO IMPROVE. IF YOU SEE THE FIRST SHEET THAT I GAVE YOU IT'S THE POTENTIAL NON-GRADUATE NOTIFICATION LETTER. AS I SPEAK TO YOU NOW, WE'RE HAVING A SENIOR PARENTS MEETING AT THE HIGH SCHOOL RIGHT NOW WHERE THE PARENTS ARE ABLE TO SIT WITH THE COUNSELORS AND THEY CAN TELL THE PARENTS WHAT THE STUDENTS ARE WORKING TOWARD. THIS SATURDAY WE'RE GOING AU Z OPERATION WHERE WE'RE KNOCKING ON DOORS AND PASSING OUT THESE LETTERS TO THE PARENTS. NOW, THE NEXT SHEET THAT YOU LOOKED AT IS THE ADDENDUM TO THE BOARD'S PRESENTATION. IF YOU READ THAT, THIS IS WHAT WE'RE WORKING ON AND THIS IS WHAT WE'RE GOING TO CONTINUE TO WORK ON TO GET THESE SENIORS CAUGHT UP AND READY TO GRADUATE. MAY 4TH, I WANT TO SAY, MAY 6TH, MAY 7TH, AND MAY 14TH, ARE THE DAYS THAT WE'RE USING TO ALLOW THESE SENIORS TO CATCH UP ON THEIR DENIED CREDIT WITH THE CERTIFICATION AND WITH THE IGC.

AND WE'RE REALLY WORKING HARD ON THESE DATES TO GET THESE SENIORS TO UNDERSTAND THIS IS VERY IMPORTANT FOR THEM AND IMPORTANT FOR THE COMMUNITY TO KEEP THE PERCENTAGE. NOW WE HAVE HARD CHARGES WHICH WE CALL SOME OF THE SENIORS THAT'S NOT MOVING FORWARD LIKE THEY SHOULD. SO, WE HAVE A PROPOSAL, THAT IF WE DON'T GET TO THE SENIORS THAT WE NEED TO WE MAY HAVE A SUMMER GRADUATION FOR THOSE SENIORS. THIS IS IMPORTANT FOR US BECAUSE WE'RE DOING OUR BEST TO MEET THE QUOTE FOR JUNE 4TH FOR THAT GRADUATION, BUT WE HAVE TO HAVE HIGH EXPECTATIONS TOO. THE NORM IS LANCASTER WILL GET IT UP, BUT SOME OF THEM BELIEVE THAT CAN'T FINISH, BUT WE'RE PROACTIVE TO GET THE SENIORS READY FOR JUNE 4TH. THE HARD CHARGES WE'RE GOING TO HAVE TO SET THE EXAMPLE AND LET THEM KNOW THAT IF YOU DON'T GET IT DONE BY

[01:20:03]

JUNE 4TH, WE'RE PROPOSING FOR IS SUMMER GRADUATION. THAT'S THE LAST OPTION THOUGH. THANK YOU, IF YOU HAVE ANY QUESTIONS AT

THIS TIME? >> BOARD, ANY QUESTIONS?

>> THANK YOU SO MUCH FOR ALL THAT YOU DO. THANK YOU.

>> APPRECIATE IT. >> (APPLAUSE). AT THIS POINT,

[9. Adoption of Consent Agenda]

WE WILL MOVE TO THE ADOPTION OF THE CONSENT AGENDA. A IS APPROVAL OF THE FOLLOWING MINUTES, BE LEGAL AND LOCAL, MARCH 29TH, 2022, REGULAR MEETS AND MARCH 29TH, 2022, CALLED MEETING AND B. CONSIDER APPROVAL OF THE RENEWAL OF THE NEWSELA AGREEMENT DATED 32022, AND C CONSIDER APPROVAL OF THE MARCH 2022 WINGS REPORTS AND E CONSIDER THE APPROVAL OF THE URBEGO CONTRACT, AND F CONSIDER THE APPROVAL OF THE RESOLUTION FOR SUPPORT OF APPLICATION FOR RIFLE-RESISTANT BODY ARMOR GRANT. DOES ANYONE WANT TO PULL ANYTHING FOR SPECIAL DISCUSSION?

>> I WOULD LIKE TO PULL LETTER B.

>> MR. JONES REQUESTED TO PULL LETTER B. IS THERE A MOTION?

>> MADAM PRESIDENT I WOULD LIKE TO MAKE A MOTION THAT WE ACCEPT THE ADOPTION OF THE CONSENT AGENDA AS READ WITH THE

EXCEPTION OF B. >> OKAY. WE HAVE A MOTION IS

THERE A SECOND. >> OKAY. I HAVE A SECOND BY

MR. SMITH. >> AT THIS TIME I'LL CALL FOR

THE VOTE. >> ACTUALLY, LET ME ANNOUNCE TO THE AUDIENCE THAT WE HAVE A NEW SYSTEM IN HOUSE, SO, WE'RE TEST RUNNING IT. SO, WE'RE GOING TO TRY AND ACTUALLY VOTE ON OUR SYSTEM, I FORGOT TO USE THEM FOR THE MOTIONS AND THE SECONDS, BUT WE'LL MOVE TO THE VOTING. OKAY. YOUR SCREEN SHOULD HAVE CHANGED

ON YOUR DESK AT THIS TIME. >> I'LL GO AHEAD AND PUSH THE

MOTION WHICH MS. MORRIS MADE. >> AT THIS TIME, WE MAKE A MOTION, THE NEWSELA AGREEMENT TWO. I KNOW I SUBMITTED QUESTIONS PERTAINING TO THIS RENEWAL. AND DID RECEIVE RESPONSES. SOME WERE PERTAINING TO STAAR AND MY QUESTIONS IS ARE WE SOLELY UTILIZING THIS FOR PREPARATION FOR STAAR OR FOR OTHER REASONS THAT CAN BENEFIT THE STUDENTS LONG-TERM?

>> STAAR WAS REFERENCED IN THE RESPONSE AND I'M GOING TO READ WHAT OUR ENGLISH OUR ELAR SENT AND I IN THE ADD TYPO ON B

BECAUSE IT SAYS 3/200 TO 311. >> INFORMATIONAL TEXT WHICH IS

[01:25:10]

RECORDING CATEGORY THREE HAS BEEN CONSISTENTLY LOW. AND SO, WHAT MUSE NEWSELA IS A BANK OF INFORMATION AND FOR US TO BE ABLE TO UTILIZE THE RESOURCE NOT ONLY IN THE ELA CLASSROOMS BUT ALSO IN OUR SOCIAL STUDIES CLASSROOM. SO, YES, IT DOES SUPPORT STAAR. STAAR IS ALWAYS TO MEASURE OUR INSTRUCTION AND THE (INDISCERNIBLE) AND SO, I KIND OF DON'T KNOW HOW TO ANSWER THAT QUESTION ANYWAY DIFFERENTLY. WE SCALE EVERYTHING THAT WE DO THROUGHOUT OUR DISCIPLINES, BUT ULTIMATELY STAAR HELPS US TO MEASURE OUR EFFECTIVENESS.

>> OKAY. THE NEXT QUESTION, WITH THAT, I THINK THE SECOND PART OF THE QUESTION IS WHAT ARE OUR GOALS OR EXPECTATIONS AND WE SAID INCREASE, BUT DID WE IDENTIFY WHAT THAT INCREASE WILL BE AND IF NOT, WHEN WILL WE IDENTIFY WHAT THAT INCREASE WILL

BE? >> WITH A LOT OF OUR PROGRAMS WE'RE USING THIS YEAR AS A BASELINE, WHEN WE DID THE SCHOOL WORKSHOP, WE DID SHARE DATA AS TO WHERE OUR STUDENTS WERE LAST SCHOOL YEAR AND AS YOU KNOW THE CONDITIONS LAST SCHOOL YEAR ARE DIFFERENT THAN LAST SCHOOL YEAR. WHAT I PROVIDED TO YOU AND I CAN PROVIDE IT TO OTHER BOARD MEMBERS IS THE USAGE IN THE CLASSROOM OVER THE COURSE OF THIS YEAR AND YEARS PRIOR. IN THE DATA I PROVIDED TO YOU, 6TH GRADE WAS NOT INCLUDED, ALTHOUGH THEY'RE INCLUDED IN THE CONTRACT. ORIGINALLY WHEN NEWSELA WAS ADOPTED BY THE DISTRICT, 6TH GRADE WAS NOT INCLUDED IN THE ORIGINAL CONTRACT. GWC DECIDED TO PURCHASE IT FOR THEIR CAMPUS OUT OF THEIR FUNDS FOR THIS SCHOOL YEAR, HOWEVER, MOVING FORWARD, WE INCOURT REPORTERED THEM INTO THIS CONTRACT. AND SO, WE PROVIDED, I PROVIDED SLIDES THAT HAD INFORMATION AROUND OUR USAGE BECAUSE THAT'S WHAT WE HAVE RIGHT NOW. AND IN THE PAST, IT WAS NOT USED WHERE WE ATTRIBUTED IT TO ANYTHING RELATED TO OUR PERFORMANCE.

>> SO, IF I UNDERSTAND IT CORRECTLY, WE'RE GOING TO USE THIS YEAR'S STAAR DATA AS A BASELINE TO IDENTIFY THE EFFECTIVENESS OF NEWSELA FOR NEXT SCHOOL YEAR AND IDENTIFY

METRICS? >> CORRECT. AND OUR MATH DATA.

SO WE HAVE BEEN USING OUR MAP DATA AS THE PERFORMANCE DATA.

>> AND I GUESS MY LAST QUESTION, RELATED TO NEWSELA, ARE THERE ANY OTHER PROGRAMS IN WHICH WE'RE UTILIZING THIS YEAR

AS A BASELINE? >> PRETTY MUCH ALL OF THEM.

UM, WE HAVE BEEN OFF THE TOP OF MY HEAD, I WOULDN'T KNOW.

>> NO PROBLEM. >> BUT, LIKE, WE'VE BEEN USING IN SCIENCE, I KNOW BECAUSE I JUST TALKED TO THE Z-SPACE FOLKS. WE'VE BEEN SUPPORTING OUR MATH CLASSROOMS WITH CLASS KICK. WE HAVE, WE REALLY WENT THROUGH WHAT AN EXERCISE THAT I CALLED THE LEARNING AGENDA. I HAD THEM LOOK AT THE RESOURCE, WHEN I SAW THEM, I MEAN ACADEMIC COORDINATORS, WE LOOKED AT THE RESOURCE AND PAST PROGRESS. AND WE LOOKED AT WHAT'S THE INTENDED PROGRESS OF WHERE WE WERE GOING TO TRY AND SET THE BASELINE AND CLEAR OUT SOME OF WE HAD SOME EXCESSIVE RESOURCES THAT WE HAD AN EXCESS IN RESOURCES THAT SOMETIMES TEACHERS DIDN'T KNOW WHAT TO USE. AND SO, I CAN GET THAT TO YOU OF EXACTLY WHAT WE ARE USING IN EACH DISCIPLINE AND YES, USING THIS YEAR AS A BASELINE AND MEASURING AT THE END TO SEE IF WE WANT TO

CONTINUE WITH THAT. >> THANK YOU. I DEFINITELY WOULD APPRECIATE THAT, ONE FOR US TO IDENTIFY WHAT WE ARE USING AND THE EFFECTIVENESS OF THAT AND BEGINNING TO MOVE FORWARD AND IDENTIFYING THE BEST RESOURCES FOR OUR TEACHERS IN BUILDING THEIR CAPACITY WHICH YOU MENTIONED IN YOUR EARLIER PRESENTATION HAVE BENEFITS TO THE STUDENTS.

>> SO, I'LL BUILD A DROPBOX AND PUT THOSE LEARNING AGENDAS IN THERE AND YOU CAN SEE OUR PROCESS AND I'LL SHARE IT WITH EACH OF YOU IF YOU ARE INTERESTED.

>> THANK YOU. ANY OTHER QUESTIONS FOR DR. BARKER?

>> OKAY. >> THIS DOES REQUIRE A MOTION.

WOULD SOMEONE LIKE TO MAKE A MOTION.

>> CAN I HAVE A MOTION BY TRUSTEE JONES IS THERE A SECOND?

>> I'LL SECOND. >> SECONDED BY TRUSTEE MOORE.

[01:30:06]

AT THIS TIME IF YOU WOULD ALL TAKE YOUR VOTES.

>>> MOTION PASSES. >> AT THIS TIME WE'RE GOING TO MOVE TO OUR ACTION ITEMS. THE FIRST ONE IS DISCUSSION AND

[10.A. Discussion and possible approval of Budget Amendments - CE(LEGAL and LOCAL) and CAA(LOCAL)-(G2) Deborah Cabrera, Presenter]

POSSIBLY APPROVAL OF THE BUDGET AMENDMENTS.

>> I'LL CALL FORWARD INTERIM CFO, DEBORAH CABRERA. NOT TO BE

CONFUSED WITH PERERA. >> GOOD EVENING, PRESIDENT HAMILTON, BOARD OF TRUSTEES AND SUPERINTENDENT DR. PERERA.

TONIGHT WE'RE ASKING THE BOARD TO APPROVE THE APRIL BUDGET AMENDMENT TO CORRECTLY ACCOUNT FOR REVENUE RECEIVED BY THE DISTRICT. THE INCREASE IN THE RECOGNITION OF THESE FUNDS AS REVENUE ARE OFF SET BY AN INCREASE IN SEVERAL EXPENDITURE BUDGETS, SO WHILE THERE'S NO IMPACT TO VAPID BALANCE, THIS BUDGET AMENDMENT IS NOT TYPICAL OF SOME OF THE PRIOR BUDGET AMENDMENTS THAT YOU'VE SEEN WHERE FUNDS ARE TRANSFERRED AMONG FUNCTIONS SO, I APPRECIATE THE OPPORTUNITY TO EXPLAIN THIS IN GREATER DETAIL. SO, THE FIRST PART OF THE BUDGET AMENDMENT REQUEST FOR THIS EVENING IS ON LOCAL REVENUE. AN INCREASE OF $23,000 TO YOUR CONCESSION REVENUE TO MATCH WHAT WAS ACTUALLY COLLECTED. AND FOR THE 5900 SERIES, THAT'S THE FEDERAL REVENUE, WE'RE ASKING FOR AN INCREASE OF $229,149 AND THIS IS TO PROPERLY RECORD THE REVENUE THAT'S RECEIVED AS OUR SCAB SUBSIDY EACH YEAR FROM OUR DEBT IN THE PAST WE RECORDED IT AS A REDUCTION TO THE EXPENDITURE BUDGET AND PER WITTILY PENN THEY'RE SEEING THE PROPER IDENTIFIER OF THAT IS REVENUE. WE'RE ASKING YOU TO INCREASE FUNCTION 36, THE CO-CURRICULARE EXTRACURRICULAR FUNCTION. THE $23,000 INCREASE IS TO PAY FOR WORKERS THAT WORKED AT THE CONCESSION STAND AND OF COURSE, IT'S BEING PAID FOR OR COMING FROM THE REVENUE FROM THE SALES OF THE CONCESSION. FUNCTION 51, WE'RE ASKING YOU TO AMEND THAT BUDGET FOR PLANT MAINTENANCE AND OPERATIONS AND THAT INCREASE IS $470,568 AND THAT'S TO SET UP THE BUDGETS TO COMPLETE THE REPAIRS FOR THE DAMAGE DONE AND BEING PAID FOR FUNDED OUT OF THE INSURANCE PROCEEDS.

>>> AND THEN, FUNCTION 71, OF DEBT SERVICE, THE $229,149 INTEREST PAYMENT THAT WE HAVE TO MAKE ON THAT OUTSTANDING DEBT IS FOR THE FEDERAL SUBSIDY WHICH YEARS AGO WAS SEQUESTERED AND EVEN THOUGH WE DON'T RECEIVE 100% OF THE INTEREST PAYMENT, WE GET ABOUT 94.5% OF THAT. AGAIN, THERE'S NO IMPACT TO THE FUND BALANCE FOR THIS BUDGET AMENDMENT REQUEST. AND OF COURSE, IF THERE'S ANY QUESTIONS, I'M MORE THAN HAPPY

TO ANSWER. >> BOARD, ANY QUESTIONS OR

COMMENTS? >> THANK YOU.

[01:35:01]

>> NO QUESTIONS, BOARD THIS IS AN ACTION ITEM, IS THERE A

MOTION? >> OKAY, BOARD, IF YOU LOOK AT YOUR SCREENS, WE ARE READY FOR A MOTION.

>>> OKAY WE HAVE A MOTION BY MR. JONES, IS THERE A SECOND?

>> I HAVE A SECOND BY... >> MS. MORRIS WERE THE SECOND

OR WAS MR. SMITH? >> OKAY. WHO HEAD THE FIRST

MOTION? >> MR. JONES?

>> MR. JONES. >> AND WHO MADE THE SECOND IN

>> MS. DAVIS? >> AT THIS TIME, Y'ALL CAN

VOTE. >>> MADAM PRESIDENT BEFORE WE FAMEIZE THE VOTE, I DID HAVE A QUESTION BASED OFF OF SOMETHING THAT MS. CABRERA STATED. REGARDING THE BUDGET AMENDMENTS, YOU MENTIONED TYPICALLY WE DO THESE WITH FUNCTION CODES AND THIS IS A LITTLE DIFFERENT, CAN YOU EXPLAIN THE DIFFERENCE BETWEEN THIS BUDGET AMENDMENT AND THE PREVIOUS BUDGET AM

AMENDMENTS? >> YES. A LOT OF TIMES, THE CONSENT AGENDA IS BASICALLY USED FOR THINGS THAT THE BOARD NEED TO RATIFY AS PART OF THE MINUTES THAT YOU WERE PRESENT ADD BUDGET AMENDMENT AND IT'S FOR YOU TO APPROVE. MOST OF THE TIME, IF I'VE LOOKED AT YOUR PAST BUDGET AMENDMENTS, A PARTICULAR DEPARTMENT REQUESTS TO SPEND MONEY OUT OF A CATEGORY THAT'S NOT CORRECT IN THE BUDGET THAT THEY PUT IT AT, SO, LET'S SAY, THEY ORIGINALLY BUDGETED A PURCHASE OF ITEMS AT A FUNCTION 11 AND FOR INSTANCE, IF IT WAS REALLY FOR ATHLETICS, FOR EXTRACURRICULAR ACTIVITIES AFTER THE DAY, LIKE, MAY BE THE DRILL TEAM IS DRILL TEAM'S UNDER ATHLETICS IN THIS DISTRICT, TO BUY THOSE ITEMS IT'S REALLY FUNCTION 36, SO, THEY BUDGETED $10,000 IN 11 IT HAS TO BE PAID FOR IN THE PURCHASE RECOGNITION FUNCTION 36, SO WE'RE TAKING THAT BUDGET AND TRANSFERRING IT FROM ONE TO THE OTHER. AND THIS ONE DEALS WITH REVENUE THAT'S INTERESTING BECAUSE YOU DON'T ALWAYS GET INSURANCE RECOVERY PROCEEDS AND ALSO, I DON'T KNOW HOW INFORMED YOU ARE ABOUT THE SCABS AND HOW THEY WORKED IN THE DISTRICT, IT WAS SOMETHING SOLD BACK IN 2012 TO WORK ON PROJECTS AND NOW WE'RE PAYING IT BACK AND THE FEDERAL GOVERNMENT SUBSIDIZES THE INTEREST PAYMENTS AND WE HAVE TO BE RESPONSIBLE FOR THE PRINCIPLE IN THIS INSTANCE BECAUSE SOME OF THE FUNDS WERE CUT BACK AND WE WERE NOT ABLE TO GET THAT BACK FROM THE FEDERAL GOVERNMENT AND IT COSTS THE DISTRICT $6,000 A YEAR IN INTEREST IN THE PAST. THE DISTRICT WAS BOOKING ALL THE REVENUE IN THE EXPENDITURE BUDGETS IN THE FUNCTION CODES AND SPENDING IT OUT OF THAT, THAT'S NOT PROPER MATCHING AND ACCOUNTING, REVENUE IS REVENUE AND EXPENDITURES ARE EXPENDITURES AND SHOULD BE RECORDED APPROPRIATELY. IT WAS JUST A LITTLE UNUSUAL.

>> SO, IN ESSENCE THIS IS PRETTY UNUSUAL. OKAY. I'M GOOD

[01:40:04]

WITH THAT. >> IT'S JUST DIFFERENT. YOU DON'T ALWAYS HAVE INSURANCE PROCEEDS AND NOT ALL DISTRICTS DEAL WITH FEDERAL SUBSIDIES TO HELP THEM PAY FOR OUTSTANDING DEBT AND IN THE PAST, THE DISTRICT HAS JUST DEPOSITED THAT IN THE EXPENDITURE BUDGET AND NOT GROSSED IT UP AND YOUR AUDITORS RECOMMENDED WHEN I CAME HERE I ASKED IF THERE WAS ANYTHING THAT THEY NOTED THAT WE CAN IMPROVE ON FOR YEAR-END AUDIT ADJUSTMENTS AND THESE WERE THE TWO ITEMS.

>> THANK YOU, VERY MUCH. >> I HOPE THAT ANSWER YOUR

QUESTION. >> IT DOES.

>> AT THIS TIME, WE HAVE VOTED. I TAKE THAT AS A YES. SO,

MOTION PASSES 6-0. >> NEXT ITEM IS DISCUSSION AND

[10.B. Discussion and possible approval for the purchase and installation of 40 HALO Smart Sensors from ACP CreativIT not to exceed $52,800 - (G3) Chief Clifford Wherley, Presenter]

POSSIBLY APPROVAL FOR THE PURCHASE AND INSTALLATION OF 40 HALO SMART SENSORS FROM ACP CREATIVE IT NOT TO EXCEED

$52,800. >> GOOD EVENING, PRESIDENT HAMILTON, DISTINGUISHED BOARD OF TRUSTEES, SUPERINTENDANT PERERA PERERA, I'M HERE TO DISCUSS AND REQUEST YOUR APPROVAL FOR THE PURCHASE AND INSTALLATION OF 40 HALO SMART SENSORS FROM ACP CREATIVE IT NOT TO EXCEED $520,800. IN 2014, SINCE 2014, EXCUSE ME, VAPES WERE THE MOST COMMONLY USED TOBACCO PRODUCTS NOONING U.S. YOUTH. THE CENTERS FOR DISEASE CONTROL AND PREVENTION REPORT REVEALS MORE THAN VAPING DAILY.

UNFORTUNATELY LANCASTER ISD IS NOT IMMUNE TO THIS YOUTH VAPING EPIDEMIC. AND WE'VE SEEN AN INCREASED NUMBER OF VAPES FOUND ON STUDENTS IN THE HIGH SCHOOL AND MIDDLE SCHOOL OVER THE LAST YEAR. LAST YEAR IN THE 2020-2021, SCHOOL YEAR, WE FOUND ZERO VAPES. AND AGAIN THAT'S HARD TO DETERMINE BECAUSE OF COVID AND THEN THE ATTENDANCE WITH THE VIRTUAL STUFF GOING ON.

BUT, IT'S A DRAMATIC INCREASE THAN WHAT WE'VE SEEN EVEN IN PRIOR HERE IS, THIS YEAR, AND IN 2021-22, WE HAVE COLLECT ADD TOTAL OF 59 VAPES BETWEEN ALL OF THE CAMPUSES BUT A MAJORITY OF THEM FOUND BETWEEN THE MIDDLE SCHOOL AND HIGH SCHOOL. THOSE ARE THE TWO CAMPUSES THAT WE HAVE THE MOST LOCATED AND RECOVERED FROM. THE POLICE DEPARTMENT IS LOOKING TO PURCHASE THESE 40 SENSORS AND HAVE THEM INSTALLED IN THE BATHROOMS IN THE HIGH SCHOOL AND MIDDLE SCHOOL. BECAUSE THOSE REALTIME HIGHEST NUMBER OF RECOVERIES WHERE WE'VE FOUND THESE AND THE USAGE OF VAPES. THE SMART SENSOR USES THE ALGORITHM TO LEARN THE ENVIRONMENT THAT IT'S IN AND ALERTS WHEN VAPE IS DETECTED. IT'S THE ONLY SYSTEM CURRENTLY ON THE MARKET RIGHT NOW THAT CAN DIFFERENTIATE BETWEEN REGULAR VAPE LIKE TOBACCO STIPE NICOTINE, VAPE WITH THC AND THE MASKING AGENTS THAT CAN BE USED TO COVER. YOU'LL SEE A LOT OF OR WHAT HAS BEEN SEEN A LOT IS WHETHER IT BE KIDS OR ADULTS ARE VAPING, THEY WILL SPRAY AN AIR FRESHENER OR COLOGN TO MASK THE SMELL OR ODOR OF THE VAPING FUMES. IT DETECTS THAT AND IDENTIFIES THAT WHEN IT MAKE'S IEIT'S TO MASK THE SMELL OR ODOR OF THE VAPING FUMES. IT DETECTS THAT AND IDENTIFIES THAT WHEN IT MAKE'S EIT'S IDENTIFICATION. IT TELLS YOU IF IT'S A TOBACCO, NICOTINE OR THC VAPE OR SOMEBODY MASK FOR

[01:45:02]

WHATEVER REASON. THE ALERTING SYSTEM ON THE SMART SENSORS ARE ALWAYS MONITORING, SO THEY WILL ALWAYS PROVIDE UP DATES AND UP-TO-DATE INFORMATION ON THE SYSTEM. BECAUSE OF THAT IT GIVES US REALTIME DATA IT MAKES THE ALERTS IMMEDIATELY. IT'S NOT YOU GET AN ALERT AT NOON AND IT'S SOMETHING THAT HAPPENED AT 11:15 THAT'S POINTLESS ON TRYING TO CATCH WHOSE DOING THAT AS WELL TO TRY AND STOP IT NOT ONLY FROM OCCURRING IN THE FUTURE BUT TO TRY AND FIGURE OUT AND HELP WHOEVER IS USING THIS BECAUSE THE LAST THING THAT WE NEED IS KIDDOS UNDERSTOOD THE AGE OF 18 USING THIS. AT LEAST UNDER 18. WE DON'T NEED THIS IN OUR SCHOOLS. SO, WE GET THOSE NOTIFICATIONS IMMEDIATELY AND THEY WILL COME THROUGH TEXT MESSAGES, EMAILS AND AN APP THAT THEY HAVE TO ALSO DO THAT NOTIFICATION. SO, THERE'S THREE DIFFERENT WAYS THAT YOU COULD BE NOTIFIED. IT HAS A SUBSCRIBER LIST, SO IT WOULDN'T LITERALLY GO OUT TO EVERYBODY IN THE HIGH SCHOOL OR MIDDLE SCHOOL RICTUS IT DEPENDS ON WHERE WE WANT THE HIGH SCHOOL TO HAVE THE CAMPUS ADMINISTRATORS OR COUNSELORS OR WHOEVER WE WANT TO BE NOTIFIED FOR THOSE IMMEDIATE NOTIFICATIONS. SO, THAT'S THE GOAL WITH THAT. AND THE GREAT THING ABOUT THE HALO SENSORS. IF APPROVED, THE SENSORS WOULD BE INSTALLED IN JUNE AND JULY OVER THE SUMMER AND ONLINE FOR THE START OF THE 22-23 SCHOOL YEAR AND OBVIOUSLY PENDING MARRIAGE SUPPLY CHAIN ISSUES. RIGHT NOW THEY'RE DOING GOOD AND HOPEFULLY WE WON'T RUN INTO THAT. ONE OF THE OTHER THINGS THAT WE'RE DOING WITH SAFETY AND SECURITY ESPECIALLY MOVING TOWARDS THE UPCOMING SCHOOL YEAR IS WE'RE LOOKING CURRENTLY I'M IN THE PROCESS OF LOOKING AND GETTING DEMONSTRATIONS SET UP FOR METAL DETECTERS A COUPLE OF THE SYSTEMS THAT WE'RE LOOKING AT ARE A LOT LESS INTRUSIVE OVER METAL DETECTERS. WITH YOU WALK THROUGH AND IT TAKE AS SCAN OF YOU, OF THE PERSON WALKING THROUGH AND IT ACTUALLY PINPOINTS EXACTLY WHERE THERE COULD BE A WEAPON. THERE'S A COUPLE OF DIFFERENT SYSTEMS THAT WE'RE CURRENTLY LOOKING AT AND THE GOAL IS TO GET A DEMONSTRATION SET UP FOR MAY AT THE HIGH SCHOOL AND SO WE'RE WORKING WITH A COUPLE OF DIFFERENT COMPANIES BUT MR. STRICKLIN AND SOME OF THE CAMPUS ADMINISTRATORS IN THE HIGH SCHOOL AND HOPEFULLY WE CAN GO THROUGH THAT DEMONSTRATION IN MAY AND DETERMINE AND ASK QUESTIONS TO SEE WHICH ONE OF THESE SYSTEMS WOULD BE BEST FOR US HERE AT LANCASTER ISD, AND SO THAT WAY WITH WE GET READY TO START THE NEW SCHOOL YEAR WE'LL HAVE IT ROLLING IN AND READY TO GO. MY GOAL IS TO HAVE THAT TO YOU GUYS IN MAY FOR THE BOARD MEETING TO PRESENT THAT SO THAT WAY WE HAVE PLENTY OF TIME TO HAVE THAT THROUGH THE SUMMER, BUT ON THE VAPES, I'M MORE THAN HAPPY TO ANSWER ANY QUESTIONS.

>> BOARD, ANY QUESTIONS? >> I HAVE A COUPLE.

>> MR. JONES? >> THE INSTALLATION IS THAT

TIDE INTO THE COST AS WELL? >> YES, SIR.

>> AND DO WE KNOW, HAVE YOU IDENTIFIED THE NUMBER THAT WOULD

BE AT EACH CAMPUS? >> IT'S ROUGHLY GOING TO BE 22 AT THE HIGH SCHOOL AND 18 AT THE MIDDLE SCHOOL NOW THAT NUMBER CAN VARY A BIT ONCE THEY GET IN AND START MEASURING THE ACTUAL SIZES OF THE BATHROOMS, BECAUSE THE SENSORS ONLY WORK SO MANY FEET. WE MAY HAVE TO MAKE ADJUSTMENTS OR SLIDES HERE OR THERE, BUT IT SHOULD BE 22 AND 18.

>> AND THEN, WARRANTY AND SERVICING OF THESE ITEMS, IS

THAT COVERED AND HOW LONG? >> YES, SIR, THERE'S A ONE-YEAR WARRANTY FOR PARTS, ANY KIND OF MALFUNCTIONS, THINGS LIKE THAT AND AS WELL AS THE TRAINING IS INCLUDED AS WELL ON HOW TO USE

THEM AND SET THEM UP. >> DO WE KNOW WHAT THE COST IS

AFTER THAT YEAR? >> TSENSORS AREN'T EXTREMELY EXPENSIVE. THEY'RE PLUG AND PLAY, ONCE YOU GET EVERYTHING IN THERE, IF SOMETHING HAPPENS TO ONE OR IF IT BREAKS OR IT'S DAMAGED, IT CAN JUST POPS DOWN, UNPLUGS, PLUG IN THE NEW ONE, SET IT UP, SET IT UP, AND YOU'RE GOOD TO GO.

>> THANK YOU, SIR. >> I HAVE A QUICK ONE?

[01:50:01]

>> YES, SIR. >> HELP ME UNDERSTAND THE LOGISTICS ON HOW YOU WOULD CATCH SOMEONE IN THE ACT. IT SEEMS TO ME LIKE BY THE TIME SOMEONE USES A VAPE PEN AND SETS OFF A SENSOR, THEY COULD LEAVE BEFORE YOU GET THERE?

>> ABSOLUTELY. THIS SYSTEM TIES IN WITH OUR NEW VIDEO SYSTEM THAT WE HAVE WITH MILESTONE. WE DON'T HAVE IT SET UP NOW AND IT'S NOT ACTIVE RIGHT NOW, BUT THEY'RE COMPATIBLE WITH THAT. THE CAMERAS THAT WE HAVE THAT MONITOR THE HALLWAYS IN FRONT OF THE REST ROOMS, WHEN THE SENSOR GOES OFF, THE CAMERAS COME ON. MOST OF THE TIME THEY'RE ON DURING THE DAY BECAUSE OF MOTION AND THINGS LIKE THAT, BUT, JUST IN CASE THEY'RE NOT, BUT IT GIVES US A MARKING ON THE TIME THAT OBVIOUSLY YOU COULD GO BACK ON THE SENSOR AND THE CAMERA

SYSTEM. >> THAT MAKES MORE SENSE. I THOUGHT MABLE WE WERE TRYING TO DEPLOY PERSONNEL INSTANTLY.

>> WE WILL ATTEMPT IT, IT'S KIND OF ONE OF THOSE AS WE'RE MONITORING THE HALLS, WHETHER US OR CAMPUS ADMINISTRATORS, AND IF THAT SENSOR GOES OFF, SOMETIMES THEY WOULD SAY THAT OLE SAYING, THERE'S NEVER A COP WHEN YOU NEED ONE. SOMETIMES YOU GET THAT LUCKY BREAK. SO, WE'LL PLAY THOSE INTO THE TIME AS WELL. BUT, I FIGURED HONESTLY, THE MAJORITY OF THEM WILL BE BY THE TIME WE GET THERE, WE'LL BE ABLE TO VIEW THE VIDEO.

>> THAT MAKES SENSE, I APPRECIATE IT.

>> >> BOARD, THIS IS AN ACTION

ITEM, IS THERE A MOTION. >> I MOVE THAT WE ACCEPT THE PURCHASE OF 40 HALO SMART SENSOR NOT TO EXCEED $52,800.

>> I HAVE A SECOND

YEAR. THANK YOU.

>> NEXT INFORMATION GENERAL FUND.

>> THANK YOU PRESIDENT HAMILTON.

IN THE SPIRIT OF CONTINUED TRANSPARENCY ENSURING YOU ALL ARE RECEIVING THE INFORMATION YOU NEED, SPEAKING WITH LOOKING FOR WAYS TO BETTER INFORM YOU ALL OF THE FINANCIAL STATEMENTS AND GENERAL FUNDS.

I FELT LIKE THE INFORMATION YOU WERE RECEIVING WAS REALLY MINIMAL.

I WANT TO MAKE SURE THAT YOU GET INFORMATION THAT REALLY AS WE MOVE CLOSER TO THAT BUDGET PROCESS YOU HAVE THE INFORMATION AT YOUR FINGERTIPS.

WILL PRESENT THE INFORMATION AND OVERALL SUMMARY OF DIFFERENT GENERAL FUNDS.

>> YES. THANK YOU.

GOOD EVENING PRESIDENT HAMILTON, BOARD OF TRUSTEES, AND SUPERINTENDENT DOCTOR PEREIRA.

MY PLEASURE TO GO OVER THIS DOCUMENT WITH YOU THIS EVENING. BECAUSE SINCE I RETIRED I WORKED FOR REGION 10 EDUCATIONAL SERVICE CENTER TRAINING AND FINANCE MANNERS.

NEW SUPERINTENDENTS THIS IS ONE OF THE THINGS I GO OVER AND I BELIEVE TRUSTEE DAVIS ATTENDED A CLASS THAT I TALK ON SCHOOL SCHOOL FINANCES FOR THE AGES.

THE MORE INFORMATION THAT YOU CAN GET TO THE BOARD, THE BETTER IN INFORMED DECISIONS THEY CAN MAKE AND ALSO SHARING INFORMATION WITH YOUR TAXPAYERS.

DO YOU KNOW WHERE YOUR FUNDS, REVENUES ARE COMING FROM? THIS REPORT YOU DO HAVE A HARD COPY AND THE BOARD PACKET I KNOW A LOTTA DATA, A LOT OF INFORMATION, GREAT DATA I'M SURE YOU CAN'T READ THAT BECAUSE I CAN'T.

I WILL LOOK AT MY COPY FROM HERE. WE ARE LOOKING AT YEAR TO DATE COMPARED TO YOUR REVISED BUDGET. THROUGH MARCH 31 THAT IS WHEN THE BOOKS HAVE BEEN CLOSED TODAY. LOOKING AT THE SAME EXACT TIME PERIOD LAST YEAR. I'M TAKING ALL OF YOUR REVENUES INSTEAD OF LOOKING AT JUST LOCAL STATE AND FEDERAL WE ARE BREAKING IT DOWN BY THE FOUR DIGIT OBJECTS HERE.

THE FIRST ONE I WOULD LIKE TO TALK ABOUT, I LOOK AT MYSELF IMMEDIATELY IS YOUR PROPERTY TAX FOR YOUR LOCAL PROPERTY TAX. I USUALLY LOOK AT THAT

[02:20:05]

COLLECTIVELY. THIS TIME OF YEAR AS YOU KNOW FEBRUARY 1 YOUR PROPERTY TAXES BECOME DELINQUENT. MOST OF YOU ARE HOPING MOST OF WHAT YOU BUDGETED IN A GOOD CONSERVATIVE BUDGET PRACTICED ABOUT 98 PERCENT OF WHAT YOU ANTICIPATE YOUR TAX LEVY WILL BE FOR THE YEAR. SO LOW AND BEHOLD THANK GOODNESS YOU ARE AT THAT 98.2 PERCENT THROUGH THE END OF MARCH 31. THAT IS GOOD NEWS.

SOME OTHER THINGS THAT I WOULD LIKE TO LOOK AT IS COMPARATIVE TO THE PRIOR YEAR.

TO SEE HOW GOOD OF A JOB WE ARE DOING WITH BUDGETING AND MEETING THE BUDGET.

THE ONE I DID NOT PREPARE YOUR BUDGET LAST YEAR, OBVIOUSLY. I JUST CAME HERE, I DON'T KNOW THE STORY. INTEREST EARNING 5742 ONE OF THE STORIES I TELL WHEN I TALKED TO THE SUPERINTENDENT IF I DO TRAINING CLASSES, IS IT'S VERY EASY TO BALANCE A BUDGET BY THROWING MONEY IN INTEREST EARNINGS, NOBODY'S REALLY THINKING ABOUT THAT WERE LOOKING AT THAT.

YOU COULD SEE LAST YEAR, OBVIOUSLY WE NEEDED TO DO AN ADJUSTMENT IN THE CURRENT YEAR.

THANK GOODNESS IT WAS DONE. WE WERE NOT GOING TO IN TODAY'S INTEREST ENVIRONMENT GET $228,440 OF INTEREST REVENUE.

THANK GOODNESS, WE ARE ABOUT THE SAME AS LAST YEAR. AT 88 PERCENT.

FOR ONLY 58 PERCENT THROUGH THE YEAR. THAT PROBABLY TELLS US WHAT YOU HAVE TO DO A BUDGET OR MAY GET MORE REVENUE.

IT'S A DROP IN THE BUCKET COMPARED TO WHERE OUR REAL MONEY IS COMING FROM.

PROPERTY TAXES OBVIOUSLY THE HIGHLIGHT. THIS EVENING YOU ADOPTED A BUDGET TO INCREASE INSURANCE RECOVERY. THIS 5745 WE HAVE ALL THIS MONEY, NO REVENUE.

NEXT MONTH WHEN YOU SEE THIS REPORT YOU WILL SEE THE CORRECT REVISED BUDGET.

THAT WILL EQUAL WHAT WE'VE ACTUALLY RECEIVED ON OUR INSURANCE PROCEEDS.

I WILL TELL YOU RIGHT NOW LOOKING AT THIS MYSELF, A FEDERAL PROGRAM IT SHOULD NOT BE IN 5747. I WILL ASK FOR A BUDGET AMENDMENT.

TO MOVE THAT $60,000 PROBABLY 59 TO 15 IT SHOULD BE IN.

ANOTHER THING I WANTED TO CALL YOUR ATTENTION ON PEOPLE THINK THAT BOTH DISTRICTS MAKE ALL THIS MONEY ON THEIR ATHLETIC ACTIVITIES THAT IT RECEIVES THAT'S NOT TRUE.

IN THIS INSTANCE, GOOD NEWS LOOKING AT LAST YEAR YOU HAVE A TREND PARTICULARLY THROUGH MARCH 31 WHEN SCHOOL STILL HAS YET TO FINISH AND MAYBE THERE'S MORE ACTIVITIES YOU WILL BE SELLING TICKETS. YOU'VE COLLECTED MORE THAN THE BUDGET TWO YEARS IN A ROW.

MAYBE THERE'S SOME DISCUSSION THAT WE WANT TO INCREASE THAT BUDGET A LITTLE HIGHER FOR NEXT YEAR.

THE OTHER THING ON THIS PAGE BEFORE I GO ON TO THE FUNCTIONS IN THE EXPENDITURES, WHAT I NOTICED IS IN THE STATE RESOURCES, YOU COULD SEE WERE BREAKING IT DOWN BY HOW THE STATE FINDS US ON THE PER CAPITA IN THE FOUNDATION. I CAN TELL YOU THE TEACHER RETIREMENT ON BEHALF PAYMENT IS NOT REAL MONEY. IT IS A REQUIREMENT THAT WE HAVE TO SHOW WHAT THE STATE OF TEXAS CONTRIBUTES BASED ON OUR PAYROLL TWO EMPLOYEES RETIREMENT FUND. AND IT IS OFFSET DOLLAR BY DOLLAR BY THE EXPENDITURES FOR THE EXACT SAME AMOUNT.

NO IMPACTED FUND BALANCE HAVE TO SHOW IT ON THE FACE OF OUR FINANCIALS.

TYPICALLY DISTRICTS HAVE A MONTHLY EXPENDITURE ON BEHALF CREDITING THE REVENUE AND DEBITING THE EXPENDITURES. IT IS RUN THROUGH PAYROLL. CURRENTLY I HAVE PAYROLL STAFF WORKING ON THE SOFTWARE TO MAKE SURE WE SET IT UP SO IN THE FUTURE THOSE MONTHLY CHARGES WILL APPEAR ON A MONTHLY BASIS. WHEN I START TALKING ABOUT THE PAYROLL IN THE FUNCTIONAL AREAS YOU WILL UNDERSTAND WHY THIS IS REALLY IMPORTANT FOR NOT FOR US TO WAIT TO THE END OF THE YEAR, EVEN THOUGH WERE CONSISTENT WITH LAST YEAR. WE SHOULD BE RECOGNIZING THIS MONTHLY. ON TO THE NEXT PAGE.

ONLY HAVE ONE COMMENT REALLY ON THIS PAGE. MOST OF THESE FUNCTIONS ARE CAMPUS-BASED OR INSTRUCTIONAL BASED. WHEN I SAY ONE CARRIES THROUGH.

I KNOW YOU HAVE A LOTTA VACANCIES, THEY SAY THE PROOF IS IN THE PUDDING.

TEACHERS WE ACCRUE THEIR PAYROLL. AS IT IS EARNED WE BOOK WHAT THEY HAVE WORKED EVEN THOUGH WE PAY THEM 112. THEY GET PAID IN THE SUMMER,

[02:25:04]

WHEN THEY ARE NOT WORKING ALL THEIR SALARY IS EXPENSED BY THE END OF MAY.

I WOULD EXPECT FUNCTION 11 PAYROLL COSTS.

AT THIS TIME OF YEAR TO BE AROUND 75 PERCENT. OF COURSE WE ARE NOT BOOKING ON BEHALF AND THAT IS PART OF THIS PAYROLL BUDGET. PART OF THIS $36.5 MILLION BUDGET. I DON'T KNOW IF THAT'S INTERFERING WITH WHAT THAT NUMBER SHOULD LOOK LIKE. ONCE WE GET THAT FIXED WILL TELL A BETTER STORY.

I DO KNOW YOU HAD A LOTTA VACANCIES AND I LOOKED AT YOUR PAYROLL TO ACTUAL OTHER REPORTS AND NOBODY REPORTED TO DOCTOR PEREIRA PROBABLY ABOUT $1 MILLION OVER ON YOUR BUDGET.

WHICH IS A GOOD THING TO BE YOU DON'T SPEND AS MUCH BUT OBVIOUSLY NOT AS GOOD YOU CAN'T FILL YOUR VACANCIES. ONCE WE GET BACK TO FIX THIS NEXT MONTH WE COULD LOOK AT IT MORE CLEARLY AND SEE IF THAT TREND SEEMS TO BE THE CASE. WHICH IS THE CASE.

OF COURSE IF NOT FAMILIAR, I KNOW USING THE FUNCTION AT THE TOTAL LEVEL.

THE OBJECTS WE WILL TALK ABOUT THIS EVENING IS GIVING YOU THE CURRENT YEAR, YEAR TO DATE COMPARED TO LAST YEAR. HIS PAYROLL EXPENSES. THAT INCLUDES SALARY AND BENEFITS.

PROFESSIONAL AND CONTRACTED SERVICES WHICH IS YOUR 6200 SERIES.

6300 SUPPLIES AND MATERIALS. YOUR 6400 SERIES OTHER OPERATING EXPENSES.

WE WILL HAVE ONE FUNCTION THAT HAS 6500 WHICH IS DEBT SERVICE PAYMENTS.

YOUR 6600 IS ALL YOUR CAPITA FOR LAND BUILDINGS AND EQUIPMENT THAT YOU PAY FOR OUT OF YOUR GENERAL OPERATING FUND. ON TO THE NEXT PAGE.

A COUPLE THINGS ON THIS PAGE THAT I HIGHLIGHTED.

TO TALK ABOUT IS IN FUNCTION 31 YOUR GUIDANCE COUNSELING AND EVALUATION SERVICES.

YOUR PAYROLL COSTS ARE AT 48 PERCENT THROUGH THE END OF MARCH.

A LOT OF YOUR PROFESSIONAL COUNSELORS ARE AT CAMPUS LEVELS MOST OF THEIR DAYS HAVE BEEN WORKED HE WOULD EXPECT THIS TO BE A LITTLE HIGHER COMPARED TO LAST YEAR.

57 PERCENT I WONDER WHY IT IS NOT.

ONE THING I KNOW FOR SURE IS BECAUSE IT'S ALL ACROSS THE STATE AND ALL OF MY CAREER IS VERY HARD TO HIRE DIAGNOSTICIANS, SPEECH LANGUAGE, THAT'S WHERE THEY GET BUDGETED HERE.

YOU CAN LOOK DOWN AND SEE IF WE ARE HAVING TO PROVIDE THE SERVICES FOR STUDENTS, PROBABLY PAYING A LOT OF MONEY AND PROFESSIONAL CONTRACTED SERVICES.

IF YOU LOOK DOWN AT 6200 YOU CAN SEE 82 PERCENT OF THAT BUDGET ALREADY BEEN SPENT.

HE EVIDENTLY HAD A PRETTY HARD TIME AND HOPEFULLY BE ABLE TO MAKE IT THROUGH THE END OF THE YEAR WITHOUT DOING A BUDGET AMENDMENT TO PROVIDE THE SERVICES TO THE STUDENTS.

JUST NOT THROUGH PAYROLL BUT THROUGH A CONTRACT. THE OTHER THING I LIKE TO LOOK AT IS FUNCTION 34 WERE STARTING TO ROLL OUT THE NEW BUDGET FOR 20 TO 23.

THE PROCESS IS ON BUSES. NOW THAT YOU'RE NOT WITH DALLAS COUNTY SCHOOLS.

OPERATING YOUR OWN FACILITY. BY YOUR OWN BUSES I KNOW THAT REPRESENTS ONE BUS.

NOT A SURPRISING THAT YOU DON'T HAVE ANYTHING THERE. IT'S LIKE A SIX MONTH LEAD I ASSUME IF YOU NEED A BUS THIS YEAR IT'S ON ORDER, HOPEFULLY YOU'LL GET IT BEFORE THE START OF SCHOOL. SO THE AUGUST YOU WILL HAVE THAT NEW, OR POSSIBLE BUDGET ONE BUS EVERY YEAR JUST IN CASE SOMETHING BREAKS DOWN. AND YOU DON'T HAVE ANY GOOD REPLACEMENTS. AND HAVE TO GO OUT AND BUY A BUS.

THOSE ARE THE THINGS I LOOKED AT IN TRANSPORTATION.

IN EXTRACURRICULAR ACTIVITIES 36. THAT'S MAJORITY OF WHERE YOU BUDGET A LOT OF YOUR ATHLETIC AFTERSCHOOL TYPE OF ACTIVITIES. SOME OF IT IS IN FUNCTION 11 A GOOD PORTION AND FUNCTION 36 BUT I WAS SURPRISED FOR TWO YEARS IN A ROW YOU DID NOT HAVE ANY BUDGETED. ON YOUR BOND FUNDS ARE ALMOST DEPLETED.

IT IS POSSIBLE IN THE PAST YOU PAID FOR A LOT OF EQUIPMENT REPLACEMENT THERE.

I WOULD SUGGEST GOING FORWARD ON THE NEXT BUDGET THAT YOU LOOK AT DOING AN ANNUAL CYCLE TO DEVELOP SOME STANDARD AND DO SOME ROTATION SO THAT EVERY YEAR REPLACING SOMETHING IN BUDGETING FOR SOMETHING. SO THAT YOU DON'T HAVE STICKER SHOCK WHEN 70 COMES AND SAYS, I HAVE TO REPLACE THE ENTIRE WEIGHT ROOM AND I NEED 70 GRAND.

THAT HAPPENED TO ME. THAT IS WHY I MENTIONED THE WEIGHT ROOMS. ON THE NEXT PAGE FUNCTION 41 GENERAL ADMINISTRATION. THAT'S THE CENTRAL OFFICE EVERYBODY LIKES TO LOOK AT THAT.

I NOTICED HER ONLY AT 47.6 PERCENT. YOU SHOULD BE AROUND 58 PERCENT. UNTIL I FIX THAT ON BEHALF EITHER PULL IT OUT OF THE

[02:30:06]

BUDGET OR BUCKET INTO THE ACTUAL QB COULD GO BACK AND RE-EXAMINE THAT LATER ON.

FUNCTION 51 THAT ONE IS INTERESTING. IT COULD JUST BE A TIMING DIFFERENCE. 6200 PROFESSIONAL AND CONTRACTED SERVICES YOU ARE 68 PERCENT SPENT. WE ARE 58 PERCENT THROUGH THE YEAR.

THAT IS MOSTLY YOUR UTILITIES AND DID WE PUT ENOUGH IN THE BUDGET FOR RATE INCREASES COMPARED TO LAST YEAR? WERE ABOUT 800,000 MORE SPENT THE SAME TIME.

IT COULD VERY EASILY BE THE ELECTRIC BILL LAST YEAR WAS PLAYED AT A DIFFERENT MONTH THEN WE MIGHT HAVE BEEN A MONTH OR TWO BEHIND AND MAYBE IN MARCH OF THIS YEAR WE WERE MORE WITH COVID AND LASHER, BILLING AND STUFF HE COULD HAVE JUST BEEN BEHIND IN OUR BILLING THAT COULD BE THE REASON.

THAT COULD BE SOMETHING FOR FURTHER OBSERVATION LOOKING INTO MY PART THAT WOULD BE.

THE OTHER THING I WANT TO MENTION I AM NOT ALARMED AT ALL HAVING SPENT 96.7 PERCENT.

THIS TYPICAL MOST SCHOOL DISTRICTS FOR FUNCTION 51 OBJECTS 6400.

YOUR INSURANCE PREMIUMS PROPERTY-CASUALTY DO EVERY SEPTEMBER.

ONCE WE START GETTING THIS AND GETTING A TREND YOU WILL SEE NEXT SEPTEMBER A GOOD PORTION OF THIS BUDGET ALREADY SPENT. YOU WERE SHELLING OUT $400,000 TO PAY FOR YOUR PROPERTY INSURANCE.

THEN ON THE NEXT PAGE ON FUNCTION 71, I DO KNOW THAT BUDGET WAS INCREASED THIS PAST YEAR. MOST OF IT WAS SPENT THE SAME TIME LAST YEAR.

WE HAVE YET TO PAY FOR OUR APPLE LEASE ON SOME OF THE MACS.

THAT $36,000 PAYMENT IS NOT DUE UNTIL NEXT MONTH. NEXT MONTH IT WILL KIND OF CATCH UP AND LOOK MORE LIKE THE NORMAL. ON THE FINAL PAGE I DON'T REALLY HAVE ANY COMMENTS OTHER THAN TO SAY TO RECAP I JUST WANT TO SHOW YOU AS YOU GO THROUGH THE DETAILS WHAT THE RECAP LOOKS FOR REVENUE AT LOCAL STATE AND FEDERAL AND OTHER SOURCES.

THEN ZEROING IN SPECIFICALLY REGARDLESS OF THE FUNCTION WHAT YOUR PAYROLL LOOKS LIKE DOWN THROUGH OTHER USES COMPARED TO THIS TIME OF YEAR LAST TIME OF YEAR.

HOW MUCH HAS BEEN SPENT OF THE BUDGET. HOPEFULLY THAT WILL BE SOME GOOD INFORMATION. BE ABLE TO HELP WHEN THE BOARD HAS TO MAKE SOME TOUGH DECISIONS ON ADOPTING THE BUDGET THE NEXT YEAR AND YOU CAN KIND OF SEE WHAT YOU MIGHT WANT TO EXPECT AND SOMETIMES PREPARING THE BUDGET. WE GIVE TO MUCH HIGH-LEVEL INFORMATION. PUT THIS INTO OUR SOFTWARE SYSTEM BY LYING LINE ITEM. OF COURSE I WOULD BE MORE THAN HAPPY TO ANSWER ANY QUESTIONS AND I BROUGHT MY TRUSTY PEN. I DON'T KNOW THE ANSWER I COULD CERTAINLY FIND IT.

>> ONE SMALL ONE. THANK YOU. I GREATLY APPRECIATE THE AMOUNT OF DETAIL YOU PUT IN. I CANNOT SAY THANK YOU ENOUGH. I APPRECIATE YOU DISPLAYING THIS ON THE SCREEN. I DON'T WEAR GLASSES I HAVE TROUBLE READING.

THE REAL QUESTION I HAVE.

WHAT IS 5915? YOU SAID WHAT IS THAT I ITEM LINE CALLED?

>> THE EE RATE.

A HIGH PERCENTAGE THAT OF ECONOMICALLY DISADVANTAGED STUDENTS AND USUALLY OF YOUR FREE AND REDUCED LUNCH COUNT. FEDERAL SUBSIDIES ON YOUR INTERNET, PHONE BILL, THINGS LIKE THAT.

WHEN THAT MONEY COMES IN AND IT IS REALLY FEDERAL MONEY. WERE GETTING WITH IT FROM ONE

CATEGORY IT'S REALLY NOT LOCAL REVENUE IS FEDERAL REVENUE. >> THE CATEGORY.

>> FEDERAL. >>

5915. >> ITS USE FOR FEDERAL FUNDS DISTRIBUTED BY OTHER IT DIRECTLY FROM THE FEDERAL GOVERNMENT.

THEY HAVE ITS OWN LITTLE OBJECT. IT'S EASY TO CALL IT E RATE.

IT'S ONLY THING IN THERE.

DOCTOR PEREIRA HAD A QUESTION EARLIER TODAY ABOUT THE FEDERAL RESOURCES.

MOST OF YOUR FEDERAL GRANTS ARE IN SEPARATE FUNDS. TITLE I IS 211.

THE FEDERAL FUNDS THAT WE RECORD IN THE GENERAL OPERATING MOSTLY MADE OF YOUR FUNDS,

[02:35:03]

SCHOOL HEALTH AND RELATED SERVICES FOR YOUR SPECIAL ED STUDENTS.

THEN INDIRECT COSTS ON ANY OF THE GRANTS YOU DO HAVE IN THESE OTHER FUNDS.

ALLOWED TO APPLY FOR AN INDIRECT COST RATE EACH YEAR. WE CAN TAKE THAT OFF THE TOP OF THE FEDERAL GRANT AMOUNT.

AND ACTUALLY RECORDED AS A REVENUE IN THE GENERAL FUND TO HELP PAY FOR ADMINISTRATIVE COSTS OF BEING ABLE TO MANAGE THE PROGRAMS ALL THE COMPLIANCE, ALL THE REPORTING, BOOKKEEPING, YOU NAME IT. THAT IS THE MAIN SOURCE YOU ALSO HAVE SOME CLAIMS THAT IS FROM REIMBURSEMENT TO HELP YOU FOR LIKE YOUR NURSES ARE SOME OF YOUR MEDICALLY FRAGILE STUDENTS. ALSO ON YOUR FEDERAL OPERATING SIDE THAT FINAL ONE THAT $70,000 BUDGET. THAT IS FOR REIMBURSEMENT BECAUSE YOU HAVE I ASSUME A TEACHER PART OF YOUR ROTC PROGRAM AND FEDERAL GOVERNMENT PAYS FOR HALF OF THEIR SALARY.

>> THANK YOU.

>> PROBABLY MORE THAN YOU WANTED TO KNOW. >> I APPRECIATE THAT.

>> I HAVE A COUPLE QUESTIONS. SO, TO HELP THE BOARD AND THE AUDIENCE UNDERSTAND.

IT IS A REAL BIG CONCERN. I'VE HEARD A LOT OF THIS THE LAST TWO DAYS, TAXES.

WHAT IS THE BEST WAY THE DISTRICT CAN LET THE COMMUNITY KNOW THAT WE FUNCTION ON TAXES.

>> THIS REPORT SHOWS THEM THAT ABOUT HALF OF YOUR BUDGET IS COMING FROM TAXES.

YOU ARE HOPING THAT YOUR GROWING COMMUNITY THAT YOU HAVE A LOT OF NEW CONSTRUCTION.

THAT YOU HAVE TAXPAYERS PAY THEIR TAXES AND PAY THEM ON TIME.

THAT THE WAY STATE FUNDING WORKS IS TYPICALLY WE DON'T GET ANY MORE NEW MONEY UNLESS THE LEGISLATIVE MEET IN THE BOAT TO RAISE THE AMOUNT PER THEY WILL GIVE THE DISTRICT. THEY DON'T PUT ANY MORE MONEY INTO THE POT, AS THE DISTRICT GETS RICHER AND HAS MORE TAXABLE ASSESSED VALUE, OR STATE FUNDING DROPS.

IT IS ALMOST DOLLAR FOR DOLLAR. WE DON'T CONTROL THE APPRAISAL DISTRICT THAT IS ESTABLISHED IN THE STATE.

I DON'T KNOW HOW MANY THERE ARE OFF THE TOP OF MY HEAD WE ARE WITH THE DALLAS CENTRAL APPRAISAL DISTRICT THEY'RE THE ONES THAT SEND OUT THE NOTICES.

THEY'RE THE ONES THAT REAPPRAISE YOUR PROPERTY AS A TAXPAYER TAX OWNER YOU HAVE AN OPPORTUNITY TO CHALLENGE THAT. THAT IS WHY IT'S VERY DIFFICULT FOR DISTRICTS THAT HAVE A JUNE 30 YEAR AND. THANK GOODNESS LANCASTER DOESN'T.

DON'T GET THE CERTIFIED ROLES UNTIL JULY BECAUSE OF THE ARB'S THEY HAVE TO GO THROUGH.

STATE FUNDING BEFORE PROPERTY PORT DISTRICT WHICH LANCASTER IS.

YOU COULD SEE ALMOST 50-50 NOT QUITE OF THE MONEY COMING FROM THE STATE AND THE MONEY COMING FROM OUR TAXES AND LANCASTER BASICALLY WHERE YOUR ROOFTOPS. EITHER WAY.

THE ONE THING I DO WANT TO SAY THOUGH AND TO REMIND PEOPLE IF YOU ARE 65 YEARS OF AGE, PLEASE APPLY FOR YOUR OPTIONAL HOMESTEAD EXEMPTION AND DON'T FORGET IN MAY FOR THE PROPOSITION. THAT WILL INCREASE YOUR SCHOOL DISTRICT ONLY HOMESTEAD EXEMPTION FROM THE CURRENT 25,000 TO THE 40. ALSO WILL ALLOW TAXPAYERS THAT HAVE THE OVER 65 WHAT EVER THAT PERCENTAGE RATE WILL APPLY TO THEIR LOVE THE SO WHAT WILL GO DOWN.

BECAUSE GETTING A $40,000 HOMESTEAD EXEMPTION WHEN YOUR LEVY IS FROZEN IN THE STATE OF TEXAS IS NOT HELP YOU ANY. THERE ARE TWO PROPOSITIONS. THAT WILL HELP ALL HOMEOWNERS.

YOU HAVE TO BE A HOMEOWNER YOU CANNOT BE RENTING THE PROPERTY OR RENTING A PROPERTY HAS TO BE YOUR PRIMARY RESIDENCE. YOU CAN TAKE ADVANTAGE OF THOSE OPTIONAL HOMESTEAD EXEMPTIONS.

>> RIGHT. I THINK IN THE PAST THAT'S BEEN ONE OF THE DOWNFALLS.

APPRAISE THE DISTRICT REPRESENTED IT SHOULD HAVE CAME TO THE BOARD TO EXPLAIN THAT.

IF WE DON'T DO TAXES OR VOTE ON TAXES, WERE NOT CAN HAVE STAFF. MAYBE THAT MAY BE SOMETHING I WANT TO ASK THE BOARD TO CONSIDER EACH YEAR BEFORE WE ACTUALLY ADOPT A TAX RATE FOR DALLAS COUNTY APPRAISAL. I THINK THAT'S WHERE THE DISCONNECT IS PUT US VOTING ON TAXES, VOTING ON TAXES THEY ARE DRIVEN BY PROPERTY VALUE. ONLY.

[02:40:01]

WE CAN SAY ZERO TAXES, YOUR GONNA PAY DALLAS COUNTY SOME MONEY.

THANK YOU. ON THAT ONE. THE EXPLANATION HOPE IT IS WELL TAKEN. THE NEXT QUESTION I HAVE FOR YOU.

UNDER MEDICARE. WHEN THERE IS STUDENTS IN THOSE ART MEETINGS CHECK OUT MEDICARE PAYMENT. WHERE IS THAT MONEY? THE DISTRICT FILES WITH MEDICARE.

THEN THE DISTRICT ONCE THEY FILE THE MONEY IT IS LIKE A THREE PARTY PROCESS.

WHEN THAT FUNDS COME BACK WE GO? WHAT DEPARTMENT?

WHICH ONE OF THESE LINE ITEMS? >> THE TWO PROGRAMS LINE 5931. THE MEDICAID ADMINISTRATIVE CLAIMS 5932. PART OF YOUR OVERALL DISTRICT REVENUE.

THAT HELPS TO PAY FOR YOUR EXPENDITURE BUDGET. >> OKAY.

>> DOES NOT GO TO ANY DEPARTMENT IT'S AT THE HIGH CENTRAL OFFICE DISTRICT LEVEL.

IT OFFSETS YOUR COSTS FOR YOU TO HAVE NURSES, DIAGNOSTICIANS, AND SPECIAL ED TEACHERS, SPECIAL ED MONITORS, SPECIAL BUSES COVERED UNDER THE PROGRAM VERY COMPREHENSIVE.

I DO KNOW THAT YOU RECENTLY CHANGED YOUR THIRD-PARTY ADMINISTRATOR THAT HELPS US WITH THE CLAIMS ON A MONTHLY BASIS WITH THE ANNUAL CLAIMS REPORT.

HAD EXPERIENCE WITH THEIR PAST IN OTHER DISTRICTS. THEY REALLY DO TRY TO GET ALL THE MONEY THAT IS POSSIBLY OUT THERE. THAT WE ARE ELIGIBLE FOR.

WE HAVE TO DO RANDOM MOMENT TIME STUDIES AND TEACHERS AND COUNSELORS.

EVERYBODY HAS TO BE AVAILABLE AND BE ON BOARD TO HELP US AND DOCUMENTING THAT SO WE CAN MAXIMIZE THE AMOUNT AT THE FEDERAL GOVERNMENT WILL REIMBURSE THE DISTRICT BASED ON

OUR REPORTING. >> I AM GLAD YOU SAID THAT. THAT IS WHAT REALLY NEEDED TO BE CLARIFIED. EVEN WITH ME. I OFTEN WONDER WHAT ARE THOSE FUNDS? WHAT ARE THEY PAY FOR? THANK YOU FOR CLARIFYING THAT.

>> THE FEDERAL GOVERNMENT ALLOWS SCHOOL DISTRICTS TO ACTUALLY UTILIZE THOSE FUNDS IN THAT AREA TO MAKE FUNDS TO COME BACK TO THE DISTRICT.

THANK YOU.

>> ANY OTHER QUESTIONS OR COMMENTS? THANK YOU SO MUCH.

[12.A. Address printing of Boardbook for Administration and Trustees]

THIS TIME MOVE ON TO BOARD MATTERS. WORDBOOK FOR ADMINISTRATION AND TRUSTEES.

THIS CONVERSATION ON IF WE WANT TO CONTINUE IF WE WANT TO PRINT OUR BOARD DOCUMENTS.

BE CONSIDERATE AND NOT PRINT OUR BOARD PACKET AS WELL AS DOCTOR PERERA YOU HAVE STACKS FOR THE LAST YEAR.

THANK YOU.
