THE MEETING IS BEING HELD IN THAT AUDITORIUM AT 4 22 SOUTH CENTER AVENUE, LANCASTER, TEXAS.
THE MEETING HAS BEEN POSTED IN ACCORDANCE WITH THE TEXAS OPEN MEETINGS ACT.

ANNOUNCED THAT A QUORUM IS PRESENT.MR. STEVENSON, MR. SMITH, MR. JONES, MS. MORRIS PRESENT MS. DAVIS HERE, MYSELF PRESENT ABSENT TONIGHT IS MS. MAYS, DR.
PEREIRA, DO WE HAVE ANY CITIZENS' COMMUNICATIONS? WE DO NOT MET, MET A PRESIDENT.
BOARD, IF YOU ALL DON'T MIND, I'D LIKE TO MOVE, UM, CLOSE SESSION TO AFTER WE DO THE ACTION ITEMS. JUST SOME LITTLE TIME FOR THE AUDIENCE, WHICH WE HAVE NO LIVE AUDIENCE, BUT MAYBE INDIVIDUALS ONLINE ARE Y'ALL OKAY WITH THAT, INDEED.

WE'RE GOING TO MOVE PAST CLOSED SESSION AND GO TO THE ACTION ITEMS. FIRST ITEM IS CONSIDERED IMPOSSIBLE APPROVAL OF THE ADOPTION OF REDISTRICTING MAPS FROM THE PLANS PRESENTED BOARD.IS THERE A MOTION? MADAM PRESIDENT, I MOVE THAT WE ADOPT MAPS C A SECOND FOR THE 2021 REDISTRICTING.
I HAVE A MOTION BY MR. STEVENSON TO SELECT A MAP.

ANY DISCUSSION MADAM PRESIDENT, WHO WASN'T LIKE TO MAKE A COUPLE OF STATEMENTS ON THIS PARTICULAR MAP, UH, AS IT RELATES TO THE RESOLUTION THAT I REFERRED TO DURING OUR LAST MEETING, THERE WAS SEVERAL AREAS THAT WE IDENTIFIED AS IMPORTANT WHEN WE LOOKED AT THE REDISTRICT AND WITH THIS MAP, IT DOES MEET THE MAJORITY OF THOSE.
ALSO IT BRINGS US DOWN TO A TOP TO BOTTOM DEVIATION OF 4.7% IN COMPARISON TO THE 5.5, WHICH I WAS, UH, SUPPORTING DURING THE LAST MEETING.
SO I JUST WANTED TO MAKE THAT STATEMENT KNOWN THAT WE DO REDUCE THE, UH, TOP TO BOTTOM DEVIATION AS WELL AS IT MEETS THE MAJORITY OF THE REQUIREMENTS THAT WE SPECIFIED AND OUR RESOLUTION THAT WE PASSED IN OCTOBER.
ANY OTHER DISCUSSION? AND I WOULD JUST SAY, I AGREE THIS DEVIATION IS BETTER THAN THE INITIAL PLAN THAT WE WERE LOOKING AT.

AND I'LL READ THE RESOLUTION INTO THE RECORD RESOLUTION ADOPTING SINGLE MEMBER OF TRUSTEE DISTRICTS, A RESOLUTION OF THE LANCASTER INDEPENDENT SCHOOL DISTRICT, DALLAS COUNTY, TEXAS ADOPTING A REDISTRICTING PLAN FOR SINGLE MEMBER TRUSTEE DISTRICTS, FOLLOWING FINDING A FACT AND PROVIDING ANY EFFECTIVE DATE.
WHEREAS THE BOARD OF TRUSTEES OF LANCASTER INDEPENDENT SCHOOL DISTRICT HAS CERTAIN RESPONSIBILITIES FOR REDISTRICTING UNDER FEDERAL AND STATE LAW, INCLUDING BUT NOT LIMITED TO THE 14TH AND 15TH AMENDMENTS, THE UNITED STATES CONSTITUTION AND THE VOTING RIGHTS ACT 52 U S C A 1 0 3 0 1 AND TEXAS EDUCATION CODE ONE, 1.052.
AND WE'RE AS THE TEXAS EDUCATION CODE SECTION ONE, 1.052 PROVIDES THAT NO LATER THAN THE 90 DAY BEFORE THE DATE OF THE FIRST REGULAR SCHOOL BOARD ELECTION, IN WHICH TRUSTEES MAY OFFICIALLY REORGANIZE AND ACT ON THE LAST PROCEEDING, FEDERAL CENSUS, THE BOARD SHALL REDIVIDE THE DISTRICT INTO APPROPRIATE NUMBER OF TRUSTEE DISTRICTS.
AND THE CENSUS DATA INDICATES THAT THE POPULATION OF THE MOST POPULOUS DISTRICT SEES THE POPULATION OF THE LATEST POPULOUS DISTRICT BY MORE THAN 10%.
AND WE'RE AS UPON REVIEW OF THE 2020

CENSUS DATA, THE BOARD OF TRUSTEES DETERMINED THAT THE POPULATION IMBALANCE OF GREATER THAN 10% EXISTS BETWEEN THE SINGLE MEMBER TRUSTEE DISTRICTS REQUIRING REDISTRICTING OF THE SINGLE MEMBER TRUSTEE DISTRICT.AND WE'RE AS THE TEXAS EDUCATION CODE ONE, 1.05 TO PROVIDE TO THE BOARD OF TRUSTEES OF AN INDEPENDENT SCHOOL DISTRICT THAT ADOPTS REDISTRICTING PLAN UNDER SECTION ONE 11.05, TWO MAY PROVIDE FOR THE REMAINDER OF THEIR TERM AND THAT THE TRUSTEES DISTRICT CELL SUBSEQUENTLY BE FILLED AS THE STAGGERED TERMS OF THE TRUSTEES THAT END THE OFFICE EXPIRE.
AND WE'RE ASKED THE BOARD OF TRUSTEES ADOPTS REDISTRICTING CRITERIA THAT HAVE SERVED AS A FRAMEWORK TO GUIDE THE PUBLIC AND THE BOARD OF TRUSTEES IN ITS CONSIDERATION OF THE REDISTRICTING PLANS.
AND WHEREAS THE BOARD OF TRUSTEES HAS CONSIDERED ALTERNATIVE PLANS PREPARED BY THE DISTRICT'S LEGAL COUNSEL AND DEMOGRAPHER FOR THE REDISTRICTING OF THE TRUSTEE DISTRICT.
AND WE'RE, AS IN NOTICE OF THE HEARING ARE REDISTRICTING OF THE TRUSTEES' DISTRICT WAS PUBLISHED ON THE DISTRICT'S WEBSITE AND IN THE PROPER NEWSPAPER OF GENERAL CIRCULATION.
SO AS INFORMED VOTERS ABOUT THE PROPOSED REDISTRICTING AND GAVE THE DISTRICT RESIDENTS AN OPPORTUNITY TO ATTEND AND COMMENT ON THE REDISTRICTING PLAN PREPARED BY THE DISTRICT'S LEGAL, LEGAL COUNSEL AND DEMOGRAPHER, AND WERE, AS THE BOARD OF TRUSTEES CONDUCTED A PUBLIC HEARING ON DECEMBER 13TH, JANUARY 11TH, 2022 AND FEBRUARY 1ST, 2022, AT WHICH HEARING PUBLIC INPUT WAS SOLICITED AND RECEIVED BY THE BOARD OF TRUSTEES AND WERE ADS IN ACCORDANCE WITH THE TEXAS OPEN MEETINGS ACT, THE BOARD OF TRUSTEES POSTED ON THE AGENDA AND DISCLOSE AND DISCUSS REDISTRICTING MAPS AND BOARD MEETINGS ON DECEMBER 7TH, DECEMBER 13TH, 2021, DECEMBER 14TH, 2021, JANUARY 11TH, 2022, JANUARY 25TH, 2022 AND FEBRUARY 1ST, 2022.
AND WHEREAS THE PROPOSED REDISTRICTING MAP, AS WELL AS NOTICE OF EACH BOARD MEETING AND PUBLIC HEARING WERE SENT TO ALL BOARD OF TRUSTEES MEMBERS THROUGH THEIR DISTRICT PROVIDED EMAIL ADDRESS.
AND WHEREAS AS THE CHANGE OF REDISTRICTING PLAN BOUNDARIES WILL HAUL ITS POPULATION IN DISTRICT FOUR TO BE VACATED BECAUSE THE CURRENT TRUSTEES HOME ADDRESS WILL NO LONGER BE LOCATED WITHIN DISTRICT FOUR.
AND WHEREAS THE BOARD OF TRUSTEES IS OF THE OPINION THAT THE REDISTRICTING MAP FOR TRUSTEE DISTRICTS LIKE COPY OF WHICH IS THE UPENDED HEROES AS EXHIBIT A AND INCORPORATED HEREIN BY REFERENCE BEST MEETS THE REDISTRICT CRITERIA PREVIOUSLY ADOPTED BY THE BOARD OF TRUSTEES.
IT PREFERABLE TO THE OTHER PLAN CONSIDER CONSIDERED AND SHOULD BE ADOPTED BY THE DISTRICT FOR THE SCHOOL BOARD TRUSTEES ELECTION, BEGINNING WITH THE TRUSTEE ELECTIONS TAKING PLACE IN MAY OF 2022 AND ALL SUBSEQUENT ELECTIONS UNTIL THE NEXT REDISTRICTING, FOLLOWING THE RELEASE OF THE NEXT FEDERAL SENTENCE.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE LANCASTER INDEPENDENT SCHOOL DISTRICT, DALLAS, TEXAS W LANCASTER, TEXAS DALLAS COUNTY, THE FORGE RECITALS ARE FOUND TO BE TRUE AND CORRECT, AND ARE HEREBY ADOPTED AND INCORPORATED AS FINDINGS OF FACT TO THE BOARD OF TRUSTEES FIND THAT THE REDIS COMPLAINED FOR THE DISTRICT TRUSTEES THAT IS UPENDED HERE TO IN EXHIBIT A AND INCORPORATED HEREIN BY REFERENCE BY BALANCE, BY BALANCES POPULATION BETWEEN THE DISTRICTS AND MEETS THE REDISTRICTING CRITERIA PREVIOUSLY ADOPTED BY THE BOARD OF TRUSTEES THREE, BASED UPON THE FOREGOING FINDINGS AND CRITERIA OF THE BOARD OF TRUSTEES HEREBY APPROVE THE REDISTRICTING PLAN FOR TRUSTEES DISTRICT ATTACHED HERE TOO, AS EXHIBIT A SUCH PLAN TO BECOME EFFECTIVE ON JANUARY 1ST, 2022, WITH THE TRUSTEES NOW SERVING TO CONTINUE IN OFFICE UNTIL EACH REPRESENTATIVE TERM EXPIRES IN SUCH POSITION CELL SUPPLICANT B FIELD AS THE STAGGERED TERM, THE TRUSTEES NOW IN OFFICE EXPIRE, EXCEPT FOR THE POSITION IN DISTRICT FOUR, WHICH VACANCY WILL BE FILLED BY APPOINT OR ELECTION AS AN APPROPRIATE, THE TRUSTEE WILL SERVE AS FOLLOWS DISTRICT 1 20 24, DISTRICT 2 20 24, DISTRICT 3 20 22 DISTRICT FOUR VACANT DISTRICT 5 20 23, DISTRICT 6 20 22 DISTRICT 7, 20 23 4.
IT IS FOUND THAT ALL TRUSTEES HAVE RECEIVED NOTICE OF THE PROPOSED REDISTRICTING MAPS AND THE OPPORTUNITY TO ATTEND MULTIPLE BOARD MEETINGS AND PUBLIC HEARINGS TO DISCUSS THE PROPOSED BATTERY CHANGES.
EACH TRUSTEE HAS HAD AN OPPORTUNITY SUBS TO MAKE QUESTIONS AND CONCERNS TO THE DISTRICT'S LEGAL COUNSEL AND THE DISTRICT DEMOGRAPHERS IN ADDITIONAL TO MOP IN ADDITIONAL TO MULTIPLE OPPORTUNITIES TO COMMENT A BOARD DISTRICT BOARD MEETINGS FIVE, IT IS FOUND THAT THE MEETING AT WHICH THE RESOLUTION WAS APPROVED WAS PROPERLY NOTICED AND HELD IN STRICT COMPLIANCE WITH THE TICKET'S OPEN MEETING ACT CHAPTER 5, 5, 1 TEXAS GOVERNMENT CODE ADOPTED ON THE SECOND DAY OF FEBRUARY, 2022 BY THE MAJORITY VOTE OF THE BOARD OF TRUSTEES OF THE LANCASTER INDEPENDENT SCHOOL DISTRICT.
