SO I'M GOING TO ASK YOU ALL TO JOIN ME ON THE FLOOR SO WE CAN RECOGNIZE YOU ALL FOR THE HARD WORK THAT YOU DO EACH AND EVERY DAY FOR THE LANCASTER INDEPENDENT SCHOOL DISTRICT.

SO YOU NOTICE THE DECOR AND EVERYTHING TODAY IS ALL ABOUT YOU GUYS PROVIDING AN EXCELLENT EDUCATIONAL EXPERIENCE FOR THE MANY VERY STUDENTS IN OUR DISTRICT REQUIRES DEDICATION AND CREATIVITY.

AS WE NAVIGATE THIS TIME IN THE MIDDLE OF A COVID 19 PANDEMIC, THE PAST COUPLE OF YEARS HAVE REQUIRED AN UNUSUAL COMBINATION OF SKILLS AND TALENTS FROM DISTRICT LEADERS.

UNEXPECTED CIRCUMSTANCES RESULTED IN CHANGES IN LAWS AND REGULATIONS.

AND THOSE STATEWIDE CHANGES REQUIRE ADAPTABILITY, QUIT PROBLEM, SOLVING, TEAMWORK AND LEADERSHIP AT THE DISTRICT LEVEL, OUR TRUSTEES HAVE COME THROUGH WHEN WE HAVE NEEDED THEM THE MOST, THIS YEAR, CHARTING A COURSE THAT PROTECTED OUR MOST VULNERABLE STUDENTS WHILE ENSURING THAT ACADEMIC PROGRESS COULD CONTINUE FOR ALL STUDENTS.

IT HAS BEEN A DAUNTING SITUATION, BUT THEY CONTINUE TO RISE ABOVE THAT IS THE THEME THIS YEAR FOR JANUARY SCHOOL BOARD RECOGNITION MONTH, THEIR LEADERSHIP SHOWS SUPPORT FOR ALL EDUCATORS AND LIKE STRATEGY AND THEIR VISION IS TO ENSURE QUALITY EDUCATION FOR ALL.

IT HAS NOT GONE UNNOTICED.

WE WOULD LIKE TO TAKE A MOMENT TO RECOGNIZE OUR BOARD OF TRUSTEES AND HONOR THE WORK THEY DO EVERY DAY.

AS WE CONTINUE TO RAISE OUR ROAR IN AUSTRALIA STEEP, WE APPRECIATE EACH OF YOU CHOOSING TO SERVE THE EMPLOYEES AND STUDENTS OF LANCASTER IST.

SO AT THIS TIME YOU GUYS HAVE SEVERAL TOKENS OF APPRECIATION.

IF YOU REMEMBER A COUPLE OF MONTHS AGO, WE, THE ARTWORK OF MISS ASIA BERRY, SHE WENT ON THAT, UM, HER DESIGN WENT ON AND IT IS NOW IN THE STATE COMPETITION LEVEL.

SO WE TOOK THAT DESIGN AND WE PUT IT ON A MUG FOR YOU ALL TO ENJOY YOUR COFFEE AND BRAG ON ONE OF THE STUDENTS FROM LANCASTER MIDDLE SCHOOL.

SO YOU ALL HAVE THAT IN YOUR BAG AS WELL.

AND NEXT, UM, THE LANCASTER ISD LEADERSHIP TEAM, WE WANT YOU ALL TO BE FASHIONABLE REPRESENTING LIKE SARIAH CITY.

EARLY COLLEGE HIGH SCHOOL GAVE YOU, UM, CUSTOMIZED BLANKETS AND SHADY HALL GAVE THEY ARE GOING TO, I REALLY LIKED THIS WHEN IT WAS REALLY HARD FOR ME LOOKING AT THESE NOTHING BUNDT CAKES ALL DAY, BUT THEY GAVE YOU THE NOTHING BUT K TOWERS.

MY TEAM KNOWS I REALLY LIKED THOSE.

AFTER SEVEN ROUNDS OF COMPETITION, ONE STUDENT TOOK THE DISTRICT SPELLING BEE CHAMPIONSHIP TITLE.

THAT IS MR. CHRISTOPHER MATILDA, COME ON UP.

OH, CHRISTOPHER, WE'RE GOING TO GO RIGHT OVER HERE.

SO MR. CHRISTOPHER IS OUR DISTRICT SPELLING BEE CHAMPION.

CHRISTOPHER IS A SEVENTH GRADER FROM LUXOR MIDDLE SCHOOL, AND HE CORRECTLY SPELLED THE WORD LUGGAGE TO SECURE THE CHAMPIONSHIP TITLE, CHRISTOPHER, AND THE SECOND RUNNER UP FIFTH GRADER, DENISE CRUZ FROM HOUSTON ELEMENTARY WILL GO ON TO COMPETE IN THE COUNTY SPELLING BEE IN FEBRUARY.

TONIGHT.

WE WANT TO WISH CHRISTOPHER AND DENISE, WHO IS AN ALTERNATE.

WE WOULD LIKE TO RECOGNIZE THESE TWO LADIES WHO HAVE BEEN ON THE GO SINCE JOINING LANCASTER ISD.

OUR DISTRICT BLENDED LEARNING COORDINATORS ARE VERY BUSY WHILE THEY, WHILE WE, UM, WORK TO PIVOT TO VIRTUAL LEARNING A FEW WEEKS AGO, UM, THEY WERE PART OF THE TEAM.

THEY MADE SURE THAT THIS WAS A SMOOTH TRANSITION PIVOTING.

THE ENTIRE DISTRICT WAS A HUGE UNDERTAKING BY THE INSTRUCTIONAL SERVICES DEPARTMENT, BOTH MS. PARKS AND MS. PETTY WERE A HUGE PART OF THE UNDERPINNING THAT MADE THE JANUARY 4TH PROFESSIONAL LEARNING DAY, A SUCCESS THAT ENSURE TEACHERS WERE EQUIPPED TO TEACH VIRTUALLY FOR THREE DAYS LONG BEFORE THE PIVOT MS. PETTY HELPED LEAD THE ESTABLISHMENT OF THE REMOTE LEARNING PATHWAY.

AND MS. PARTS HELPED LEAD THE INTEGRATION OF THE ELEVATE PROGRAM WITH REMOTE INSTRUCTORS INSTRUCTORS INTO OUR SECONDARY CLASSROOMS. BOTH EFFORTS PROVIDED INTEGRAL PIECES OF DATA USED FOR THE DECISION TO PIVOT VIRTUAL AS WELL AS PROVIDED A ROADMAP OF NEEDED INSTRUCTIONAL AND OPERATIONAL STRATEGIES TO SUPPORT TEACHERS IN THE CLASSROOM.

DURING THE PIVOT.

SHE HAS BEEN I'M SORRY, 2016.

SHE HAS BEEN ACCEPTED INTO TUSKEGEE UNIVERSITY'S COLLEGE OF VETERINARY MEDICINE.

KENNEDY IS THE DAUGHTER OF DR.

ANTOINETTE.

MATTHEW'S THE PROUD PRINCIPAL OF JD HALL LEARNING CENTER, STEM LEARNING CENTER.

AND FOR KENNEDY, HER SET, THIS IS A LIFELONG DREAM COME TRUE.

SHE'S WANTING TO BE A VETERINARIAN EVER SINCE SHE WAS IN THE SECOND GRADE AT ROSA PARKS MILLBROOK ELEMENTARY.

WE WANT TO WISH HER ALL THE BEST THAT SHE BEGINS AT TUSKEGEE IN THE FALL.

AND NEXT YOU MIGHT REMEMBER THE NAME RENITA WILLIAMS. SHE WAS AN OUTSTANDING STUDENT AND LIKES TO IST AND LEADER ON OUR AWARD-WINNING GERALD TC PROGRAM.

SHEETAL SHE UTILIZED HER J ROTC EXPERIENCE AND TOOK HER ACADEMIC TALENTS TO WEST POINT MILITARY ACADEMY.

WE ARE PROUD TO ANNOUNCE THAT RENITA GRADUATED FROM WEST POINT IN DECEMBER AND IS NOW RANKED AS A SECOND LIEUTENANT IN THE U S ARMY.

SO I WAS ABLE TO TRACK DOWN THESE TWO INDIVIDUALS.

SO THEY SENT US A COUPLE OF VIDEOS.

OKAY, HELLO, I'M CURRENTLY A SENIOR AT FAIRVIEW ANAL UNIVERSITY, AND I'LL BE HEADED TO SKI.

SO GO TO THEIR SCHOOL OF VETERINARY MEDICINE AFTER THIS LAST SEMESTER IN PV.

UM, I REALLY WANT TO GIVE THEM MY THINKS AND, AND APPRECIATION TO LIKES THE EYES DE SUPPORT, UM, FOR THEM.

THAT'S HOW I GOT THIS FAR, UH, AND MY PLANS FOR THE FUTURE AFTER I GRADUATE.

AND I'M A LICENSED, I PLAN TO OPEN UP A MEGA CENTERS, MINORITIES, AND ESPECIALLY AFRICAN-AMERICANS CAN HAVE A EASIER PATHWAY AND A HELPING HAND TO GET INTO THE VETERINARY FIELD IF THAT IS WHAT THEY WISH, BECAUSE IT IS MY EASY AND DRAWERS ARE NOT AS OPEN.

AND I WAS WANTING TO BE AROUND PEOPLE THAT OPEN DOORS HELLO, EVERYONE.

MY NAME IS SECOND LIEUTENANT RITA WILLIAMS. I'M IN LANCASTER HIGH SCHOOL GRADUATE OF THE CLASS OF 2016 AND THE UNITED STATES MILITARY ACADEMY GRADUATED THE CLASS OF 2021.

UM, I RECENTLY GRADUATED IN DECEMBER, COMMISSIONED AS A SECOND LIEUTENANT IN THE UNITED STATES ARMY.

AND I AM A QUARTERMASTER OFFICER.

I AM CURRENTLY, UM, IN BASIC OFFICER LEADER COURSE HERE AT FORT LEE, VIRGINIA.

UM, AT THE COMPLETION OF THIS COURSE, I WILL MOVE ON TO FORT DRUM, NEW YORK FOR MY OPPORTUNITY TO TIME, UM, IN MY FIRST FEW UNITS, UM, I JUST WANT TO REACH OUT AND SAY, THANK YOU TO STEVE LANCASTER HIGH SCHOOL AND THE LANCASTER JOE TC DEPARTMENT.

WE PROBABLY SHOULD HAVE ASKED THEM TO DO SOME MORE CONFIGURING AROUND WHERE IT WOULD HAVE KIND OF MOVED AROUND.

NOW, ANOTHER THING THAT HAPPENED WITH THIS MAP, A AND B IS WE ASKED THE DEMOGRAPHERS NOT TO BREAK UP THE PRECINCTS.

AND THAT WAS ANOTHER REASON WE ENDED UP DISCARDING THOSE OTHER MAPS BECAUSE THEY BROKE UP PRECINCT LINES.

MOST OF US DIDN'T HAVE A CONCERN ABOUT THE PRECINCT LINES AND IT'S OKAY TO BREAK THOSE OUT.

THE MAPS WERE A LOT WORSE THAN BE, I GUESS, I GUESS MY, I GUESS JUST BACK TO MY INITIAL STATEMENT IS A AND B ARE BOTH LEGAL.

IF WE MOVE DOWN TO THE EXPENDITURES, YOU'LL SEE THAT YOUR BUDGET FOR BOTH ADOPTED AND AMENDED STATE AT $3.3 MILLION, MEANING THAT YOU DIDN'T HAVE ANY AMENDMENTS, UM, YOUR ACTUAL EXPENDITURES STILL CAME UNDER YOUR BUDGET BY $1.1 MILLION.

SO YOU ACTUALLY ADDED FUN BALANCE TO YOUR, UH, DEBT SERVICE.

YOU ENDED THE YEAR AT $650,000, BUT THIS YEAR YOU ALMOST ADDED A MILLION ENDING THE YEAR AT $1.6 MILLION.

NOW, I WILL SAY THAT THE DIFFERENCE BETWEEN THIS CHILD NUTRITION PROGRAM FUND AND YOUR GENERAL FUND, UM, IS THAT THE TEXAS DEPARTMENT OF AGRICULTURE DOES NOT WANT YOU CREATING A FUND BALANCE GREATER THAN THE 90 DAYS.

WHEREAS ON THE GENERAL FUND SIDE, THEY WANT YOU TO BUILD RESERVES BECAUSE IT'S YOUR OPERATING FUND.

WHAT THEY WANT IS FOR YOU TO ALMOST BREAK EVEN DOESN'T MEAN YOU HAVE TO BREAK.

EVEN, THIS IS A GOOD THING.

WHEN DISTRICTS WORRY ABOUT WE HAVE TOO MUCH FUN BALANCE, WHAT'S NOT A BAD PROBLEM.

IT JUST MEANS HOW CAN WE REINVEST IT? YOU DON'T HAVE THAT ISSUE.

AND WHEN YOU DO THE TEXAS DEPARTMENT OF AGRICULTURE SAYS, GIVE US YOUR SPENDING PLAN.

ARE YOU GOING TO ADD SERVING LINES? ARE YOU GOING TO BUY, MAKE CAPITAL EXPENDITURES? SO JUST KEEP THAT IN MIND THAT THIS FUND IS NOT MADE SO THAT YOU CAN BUILD ON IT, YOU KIND OF HAVE TO KEEP IT LOW SO THAT YOU SHOW THE DEPARTMENT OF AGRICULTURE THAT, UM, THAT KIDS THAT ARE SUPPOSED TO BE EATING, UH, FOR FREE AND REDUCE THAT YOU'RE NOT MAKING MONEY OFF OF ANY, EH, ANY KID, REGARDLESS OF CATEGORY, WHETHER PAID, REDUCED OR FREE.

IF WE MOVE OVER TO PAGE 91, AND THEN ALSO, UM, IT'S STILL SAME SLIDE, I'M SORRY, BUT OVER ON THE RIGHT SIDE OF THE DEBTS OF THE SLIDE AS WELL, YOU'LL SEE THAT YOU STARTED YOUR BUDGET AT $12.6 MILLION FOR REVENUES.

AND REMEMBER THAT YOU LEVY A SPECIFIC INTEREST IN SINKING OR, UM, INTEREST, UM, AN INTEREST IN SINKING, UH, A TAX RATE, UM, OR A LEVY, UH, SPECIFICALLY TO PAY YOUR PRINCIPAL AND INTEREST, UH, ON YOUR, ON YOUR LONGTERM DEBT AS WELL.

SO YOU HAD A POSITIVE VARIANCE OF $80,000 OVERALL, YOU HAD $128,000 MORE IN REVENUE THAN YOU HAD BUDGETED, AND THEN YOUR EXPENDITURES.

IT WAS RIGHT ON.

SO WHAT YOUR MANAGEMENT TEAM DOES, THEY KNOW BASED ON THE AMORTIZATION SCHEDULES, WHICH PRINCIPAL AND INTEREST PAYMENTS ARE COMING DUE.

SO YOU ALL HAD BUDGETED FOR 13,813 MILLION, EXCUSE ME, EIGHT AND 44,000.

AND YOU, UH, UM, CAME IN AT 13 MILLION, 843,000 FOR A $1,000, UM, VARIANCE.

YOU DID INCREASE FUND BALANCE, UH, IN THIS DEBT SERVICE FUND BY $1.4 MILLION.

UH, SO YOU STARTED THE YEAR AT 5.4 MILLION WITH THE ADDITION OF FUND BALANCE, YOU ADDED 6.8 IN THIS FUND, YOU NEED TO HAVE ABOUT 25% OR 90 DAYS AS WELL, BECAUSE THAT ALLOWS YOU TO EITHER LOOK AT YOUR, EVALUATE YOUR TAX RATES OR PAY OFF DEBT EARLY.

IF, IF YOU BUILD ENOUGH FUND BALANCE, IF, IF THE BOARD SO DESIRES, UH, BUT YOU, AGAIN, YOU'RE IN A HEALTHY POSITION WITH $6.8 MILLION COMPARED TO THE $13.8 MILLION.

IN AUGUST OF THIS SCHOOL YEAR, YOU, YOU APPROVED THE TIA TEACHER INCENTIVE, ALLOTMENT PERFORMANCE PAY PLAN, WHICH THE STATE OFFERS YOU APPROVED THAT OUR TEACHERS PARTICIPATE IN THE STATE'S PERFORMANCE PLAN.

AND SO TONIGHT WE'RE ASKING YOU TO APPROVE A LOCAL PERFORMANCE PAY PLAN FOR ALL THE STAFF MEMBERS WHO DO NOT QUALIFY FOR THE STATE'S PERFORMANCE PAY PLAN.

OUR DISTRICT HAS TRADITIONALLY, UM, OFFERED PERFORMANCE PAY, UH, FOR OUR STAFF MEMBERS AS A RECOGNITION AND WERE, UM, HAD TO DISCONTINUE THE PLAN BECAUSE OF THE PANDEMIC AND THE STATE ASSESSMENT NOT BEING, UM, GIVEN THE PAST TWO YEARS OR ACKNOWLEDGE THE PAST TWO YEARS.

AND SO WE'RE REQUESTING THAT WE CONTINUE WITH OUR PROPOSAL, OUR LOCAL PERFORMANCE PAY PLAN.

AND SO WE, UM, ADDED THE CRITERIA THAT A CAMPUS CAN EARN A, B OR C AND THEY CAN QUALIFY PERFORMANCE PAY.

WE ALSO ADJUSTED THE ATTENDANCE RATE BASED ON OUR CURRENT ATTENDANCE DATA AND, UM, LOOKING AT WHERE WE STARTED AT THE BEGINNING OF THIS YEAR AND WHERE OUR CAMPUSES HAVE PROGRESSED OUR ATTENDANCE RATE, UH, WHEN WE FIRST CAME BACK OR LOWER THAN TRADITIONALLY, WE HAVE BEEN, UM, OUR PREVIOUS PLAN SAID OUR ATTENDANCE RATE WOULD BE AT 96% AND HIGHER TO EARN PERFORMANCE PAY.

OUR CAMPUS ADMINISTRATORS ALSO HAVE AN OPPORTUNITY TO EARN PERFORMANCE PAY BASED ON THEIR CAMPUS RATING AND THEIR ATTENDANCE RATING.

AND SO IT'S A SCALE SCORE FOR OUR CAMPUS ADMINISTRATORS TO EARN IT'S THE PRINCIPALS AND ASSISTANT PRINCIPALS.

AND THEN THE BOARD HAS ALWAYS BEEN SO GRACIOUS TO OFFER A PERFORMANCE PAY FOR EVERY STAFF MEMBER.

AND SO BASED ON YOUR DISTRICT SUPPORT STAFF, WE LOOKED AT OUR DISTRICT OVERALL SCORE BEING 80% OR HIGHER THAT THE DISTRICT STAFF COULD EARN INCIDENT PAY AS WELL AS THE DISTRICT ATTENDANCE RATE BEING AT 90% OR HIGHER.

AND THEN ANY MEMBERS, UM, ON THE CAMPUS CAN ALSO EARN BASED ON THE CAMPUS RATING AND THE TENANTS RATING THAT INCLUDES THE CUSTODIANS ARE, UM, CAFETERIA WORKERS, ANYONE IN THE DISTRICT CAN EARN INCENTIVE PAY.

WE, UM, JUST WANTED TO MAKE SURE ALL OF OUR STAFF REALIZE THAT IF THEY QUALIFY FOR THE TEACHER INCENTIVE ALLOTMENT, THEN THEY WILL, UM, EARN UNDER THAT PERFORMANCE PAY PLAN.

I BRING YOU THE CUSTODIAL HOURLY RATE INCREASE RECOMMENDATION.

THERE ARE CURRENTLY 69 POSITIONS AUTHORIZED FOR CUSTODIANS IN THE DISTRICT, BUT CURRENTLY WE HAVE 22 VACANCY AND 47 FIELD POSITIONS.

WE HAVE 1,693,235 ADJUSTED SQUARE FEET CLEANING SPACE IN THE DISTRICT.

AND IF YOU LOOK DOWN AT THE, UM, UH, INDUSTRY STANDARD THAT I TALKED ABOUT ON, UH, POINT NUMBER FIVE, UH, 20 TO 22,000 ADJUSTED SQUARE FEET IS THE NORM FOR EACH CUSTODIAN THAT, THAT YOU HAVE.

THAT MEANS THAT WE SHOULD BE AT APPROXIMATELY 76 POSITIONS, BUT WE HAVE 69 FIELD POSITIONS.

SO EACH OF THESE WOULD COVER 24,005 40, BUT WITH 47 POSITIONS FEEL ALL THE SPACES STILL HAVE TO BE CLEAN.

SO WE'RE CURRENTLY WORKING THESE 47 POSITIONS TO CLEAN 33,201 SQUARE FEET OF SPACE.

NOW WE HAVE DONE, UM, A LOT OF WORK IN COLLABORATION WITH, UH, UH, HUMAN RESOURCES TO DO EVERYTHING WE COULD TO, UH, INCREASE, UH, OUR HIRING IN THE CUSTODIAL AREA.

WE'VE HAD VIRTUAL JOBS.

THERE IS WE'VE HAD IN PERSON JOBS, FAIRS, WE'VE USED, UH, EMPLOYMENT AGENCIES TO TRY TO HELP US TO, UH, RECRUIT, UH, BUT WE'VE HAD MINIMAL SUCCESS WITH THESE STRATEGIES, QUITE FRANKLY.

UH, AS I POINT OUT IN POINT NUMBER SEVEN, THE DISTRICT IS CURRENTLY EXPERIENCING ALMOST A THIRD VACANCY IN OUR RACE RATIO OF CUSTODIAL STAFFING, BUT THESE ARE CHALLENGES AND RECRUITING, UM, UH, EFFORTS THAT ARE FACING, UH, THE ENTIRE NATION BECAUSE WE HAVE BASICALLY ALMOST A NON-EXISTENT APPLICANT POOL, UH, WHICH IS THE TRIPLE TO THE, UH, TIGHT NATIONAL LABOR MARKETS AND LOW, UH, WAGES.

THE NEXT ITEM IS A CHART OF HOW WE COMPARE WITH OUR NEIGHBORING DISTRICTS, UH, DURING THE WINTER BREAK, UM, LET'S SEE THE HILL INDEPENDENT SCHOOL DISTRICT, UH, DEALER PAY RAISE FOR HIS CUSTODIANS AND RAISE THEM TO $15 PER HOUR.

UH, BUT YOU CAN SEE THE PIG, UH, RATES THAT ALL OF THE OTHER DISTRICTS ARE, UH, PAYING EXCEPT DESOTO IS THE ONLY DISTRICT IN THIS CHART THAT CURRENTLY OUTSOURCES STILL YOUR FUNCTION.

SO I'M BRINGING TO THE BOARD A RECOMMENDATION FROM THE ADMINISTRATION WHERE WE'RE RECOMMENDING AN INCREASE IN STARTING MINIMALLY.

OUR LI W WHERE EACH WEIGHT OF EACH CUSTODIAN FROM 1250 TO 15, 50 PER HOUR EFFECTIVE.

THERE WERE FIRST 2022 IF APPROVED THE HOURLY RATE INCREASE WOULD IMPACT ALL OUR CUSTODIAN STAFF AND WOULD PROVIDE A MINIMAL PERCENTAGE INCREASE TO ALL CUSTODIAL EMPLOYEES, WORKING IN COLLABORATION WITH HR AND FINANCE.

WE DETERMINED THAT THE BUDGET IMPACT, UH, WILL, COULD BE ABSORBED, UH, BY, UH, SALARY SAVINGS THAT WE HAVE AS A RESULT OF THE HIGH VACANCY RATIO THAT WE NOW ADD.

THE DOLLAR IMPACT OF THE INCREASE FOR THIS ACADEMIC YEAR WOULD BE APPROXIMATELY 355,000 7 0 9, 290 6,000 4 24.

THAT WOULD BE IN WAGES PLUS PLUS, UM, 59,000 2 85 AND FRANCE BENEFITS COMPUTED AT A 20% RATE GOING FORWARD INTO THE NEXT, UH, BUDGET YEAR.

THE DOLLAR IMPACT WOULD BE APPROXIMATELY $518,659 WITH 430, 2002 16 OF THAT BEING IN WAGES.

AND THEN THE 86,000 4 43 WOULD BE RANGE BENEFITS, UH, COMPUTED AT THE, UM, 20% RATE.

AND THIS WOULD BE INCORPORATED INTO OUR, UH, BUDGET RECOMMENDATION FOR THE SCHOOL YEAR 22, 23.
