[8.A. Operations update on repairs at Lancaster High School. Dr. John Price, Presenter]
>> AT THIS TIME WE WILL MOVE ON TO INFORMATIONAL ITEMS ON THE AGENDA. OPERATIONS UPDATE AND REPAIRS OF LANCASTER HIGH SCHOOL.
DR. PERERA? >> THANK YOU, MADAM PRESIDENT. I CALL FORWARD DR. PRICE WHO WILL PRESENT THAT INFORMATION.
GOOD EVENING BOARD PRESIDENT HAMILTON DISTINGUISHED MEMBERS OF THE BOARD DR. PERERA AND SUPERINTENDENT. I WANT TO TALK TO YOU ABOUT SOME OPERATIONS UPDATE. ACTUALLY THE FIST ONE I WANT TO START WITH THE BOARD ROOM UPGRADES.
THE PARTS THAT WE EXPECTED TO ARRIVE IN TIME TO COMPLETE THE BOARD ROOM UPGRADE AND TIME FOR THIS MEETING, WE FOUND OUT RECENTLY WILL NOT ARRIVE UNTIL AFTER PRIOR TO DECEMBER.
THIS BACKLOG IS DUE TO INTERNATIONAL SHORTAGE IN CHIP COMPONENTS WHICH ARE INDEPENDENT THAT GALL PART OF THE EQUIVALENT USED. THE DISTRICT WILL CONTINUE TO WORK WITH SWAGIT AND AUDIO VENDOR AS PROMOTE TO PROVIDE QUALITY VIDEO PRESENTATIONS AND STREAMING SERVICES UNTIL ALL NECESSARY PARTS ARE HERE TO DO THE UPGRADE AND ARE INSTALLED. SWAGIT IS PROVIDING STREAMING SERVICES AND AS WELL AS PROFESSIONAL ASSISTANCE TO DISTRICT WITHOUT COMPENSATION.
THE OUTSIDE AUDIO VENDOR IS BEING PAID OUT OF OUR OPERATIONS BUDGET BECAUSE THE AUDIO SYSTEM IN THIS ROOM IS NOT SUFFICIENT AND OF HIGH QUALITY TO BROADCAST OUR MEETING TO THE PUBLIC AND OF COURSE WE WANT TO ALWAYS BE OF HIGH QUALITY. AT THIS TIME, I CANNOT PROVIDE DEFINITIVE DATE FOR COMPLETION OF THE BOARD ROOM UPGRADE. HOWEVER, I DO PLEDGE TO YOU COMPLETION DATE THAT IS DONE CORRECTLY WITH HIGH QUALITY AND WITHIN THE BUDGET THAT THIS BOARD APPROVED.
>> THE SECOND ITEM IS THE COG SEE YUM.
[00:20:02]
WE HAVE RECEIVED A REVISED STRUCTURAL REPORT FROM OUT STRUCTURAL ENGINEER RECEIVED ON SEPTEMBER THE 8TH.I BELIEVE THAT STRUCTURAL ENGINEER REPORT IS IN YOUR PACKET. THE ENGINEER DETERMINED THAT THE CAPSTONES FAILED BECAUSE THEY WERE NOT PROPERLY INSTALLED ON THE WALL OF THE COLISEUM.
STRUCTURAL ENGINEER RECOMMEND REPLACING THE EXISTING CAST STONES WITH ANOTHER MATERIAL OR CAT STONES THAT ARE PROPERLY ANCHORED.
THE STRUCTURAL ENGINEER ALSO RECOMMENDED THAT WE ENGAGE THE WATERPROOFING CONSULTANT TO EVALUATE THE WATERPROOFING AND THE FLASHING CONDITIONS DUE TO WATER AND FILTRATION, EVIDENCE IN THE BUILDING AND UNDER THE CANOPY. IT WAS RECOMMENDED THAT THIS BE DONE PRIOR TO REINSTALLING ANY NEW MATERIALS. THIS IS AGAIN A PICTURE OF WHAT THAT BUILDING LOOKS LIKE.
THOSE STONE AT THE BOTTOM FORM A U-SHAPE AROUND THE COLISEUM AND ESSENTIALLY WE'RE SAYING WE HAVE TO REMOVE ALL OF THOSE REMAINING CAT STONES BEFORE WE CORRECT THIS PROBLEM. THE STRUCTURAL ENGINEERS REPORT ALSO INDICATED THAT OUR CANOPY ROOF DECK WAS DAMAGED WHEN HE HAD CAT STONE FOLLOW UPON THAT CANOPY AND THAT THE CANOPY ITSELF WILL NEED REPAIR OR PARTIAL REPLACEMENT. WHAT ARE THE NEXT STEPS? ENGAGE WATERPROOFING CONSULTANT FOR RECOMMENDATION. WE'VE DONE THAT.
WE'RE EXPECTING THE WATERPROOFING CONSULTANT REPORT ANY DAY. WE ARE NEXT GOING TO SEEK COMPETITIVE BIDS TO COMPARE THE COST OF REMOVING THE REMAINING CAT STONES AND REPLACING THEM WITH NEW CAT STONES THAT ARE PROPERLY ANCHORED VERSES REMOVING THE REMAINING CAT STONES AND REPLACING IT WITH DIFFERENT MATERIAL. ONE OPTION WOULD BE TO INSTEAD OF PUTTING THE CAT STONES BACK THERE, IS TO JUST BRING THAT WALL DOWN NATURALLY TO INTEGRATE WITH THE UPPER TIERS OF THE WALL. BUT, OF COURSE, WE WON'T KNOW WHAT IS THE BEST DIRECTION FOR THE DISTRICT UNTIL WE RECEIVE THE COMPETITIVE BIDS THAT SHOWS US THE COST OF REPLACING WOOD CAT STONE VERSES THE COST OF REPLACING WITH THE SAME TYPE OF MATERIAL POSSIBLY THAT IS UP THERE NOW.
WHICH IS -- INTO A PLASTER MATERIAL.
SO INCIDENTALLY THE COST OF ACTUALLY REPAIRING COLISEUM WALL WILL NOT BE COVERED BY INSURANCE.
YOU SAW IN THE STRUCTURAL ENGINEER'S REPORT THAT THE CAT STONES WERE PROBABLY NOT PUT IN PLACE PROPERLY TO BEGIN WITH. OF COURSE WE ARE FAR BEYOND WARRANTY. SCHOOL IS ACTUALLY 15 YEARS OLD. AND THE RESPONSIBILITY FOR REPAIRING THE COLISEUM WALL WILL BE UP TO THE DISTRICT.
FINALLY, ON THE ORCHESTRA KIT.
WE HAVE RECEIVED THE CONFIRMATION THAT THIS IS GOING TO BE COVERED BY INSURANCE.
OUR EXPECTED COST ON THIS REPAIR IS TO COVER THE $8,000 FOR MOLD, REREMEDIATION AND 25,000 DEDUCTIBLE ON THE POLICY. THE REMAINING COST RESTORING OF THE ORCHESTRA PIT WILL BE COVERED BY INSURANCE.
WE ARE PROJECTING THE WORK WILL BEGIN -- SUPPOSED TO BEGIN -- WAS SUPPOSED TO BEGIN THIS WEEK.
AND WE'RE STILL HOLDING HOPES IT WILL.
BUT WE'RE CERTAINLY CONFIDENT THAT WE WILL HAVE THE ORCHESTRA PIT AND THE AUDIOTR DONE BY OCTOBER 31ST. BACK ONLINE AFTER WE MAKE RESTORATION TO THE ORCHESTRA PIT.
I MIGHT ADD THAT WE ARE MINDFUL THAT WE ARE COMING UPON BASKETBALL SEASON PRETTY SOON.
AND CERTAINLY WE WANT TO HAVE THE COLISEUM DONE IN TIME SO THAT WE CAN HAVE FULL USE OF THE ARENA FOR OUR BASKETBALL SEASON. AT THIS TIME, IT WOULD BE HAPPY TO RESPOND TO ANY QUESTIONS YOU MAY HAVE.
>> HIGH SCHOOL IS 15 YEARS AGO.
THE BUILD SING OUT OF WARRANTY.
CONSIDERING THE FINDING FROM THE STRUCTURAL ENGINEER REPORT IT WAS IMPROPERLY INSTALLED.
[00:25:02]
IS THERE WAY TO COMMUNICATE WITH THE ORIGINAL BUILDER TO SEE IF THEY ARE WILLING TO NEGOTIATE? OR IF NOT AFTER THE FACT SINCE INSURANCE DOES NOT COVERING, I'M ASSUMING WE CON SULT WITH LEGAL ABOUT FILING SUIT TO RECOUP OUR MONEY FROM THE REPAIRS.>> WE HAVE ACTUALLY HAD CONVERSATIONS WITH THE ORIGINAL CONTRACTOR. AND OF COURSE THEY ARE NOT INTERESTED IN COVERING SOMETHING THAT IS NO LONGER UNDER WARRANTY. OUR NEXT OPTION WOULD BE TO DISCUSS WITH LEGAL COUNSEL TO SEE IF THE LEGAL COUNSEL RECOMMENDS PURSUING THROUGH LEGAL.
>> THANK YOU FOR THAT INFORMATION.
>> ANY OTHER QUESTIONS FROM THE BOARD?
>> CAN WE SPEAK WITH THEIR BONDING COMPANY?
>> HAVE WE REACHED OUT TO THEM.
>> I'M SURE -- I'M SURE WE CAN.
SPEAK TO THEM. >> WE'LL TAKE A LOOK AT
>> AND IF YOU WILL FOLLOW UP WITH US, THAT WOULD BE
>> THANK YOU. >> MY MORRIS HAS A QUESTION.
>> ARE OUR MEETING VIDEOED NOW?
LIVESTREAMED. >> I RECEIVED A PHONE CALL THAT THERE WAS A PROBLEM PULLING THEM DOWN ON THE
INTERNET. >> THEY ARE BEING VIDEOED AND THEY ALSO ARE LIVESTREAMED.
TONIGHT WE'RE LIVE STREAMING REMOTELY FROM THE SWAGIT HEADQUARTERS. BUT THEY ARE.
>> IS THERE A SPECIAL LINK OR -- THEY JUST GO
THROUGH -- >> IT'S POSTED ON THE BOARD
>> ALL RIGHT. THANK YOU SO MUCH.
>> THANK YOU. >> THE RECAP OF -- I SKIPPED
[8.B. HB4545 - Dr. Marcus Jackson and Patonia Bell, Presenters]
SOMETHING. WE WILL HB-4545.THANK YOU, MADAM CHAIR. I WILL HAVE DR. JACKSON COME FORWARD AND PRESENT THAT INFORMATION TO THE AUDIENCE.
>> GREETINGS. THIS PRESENTATION WILL REVIEW THE COMPONENT HOUSE BILL 4545.
THIS SUMMER THE LEGISLATIVE SESSION THAT PROVIDED DISTRICTS TO PROVIDE ACCELERATED INSTRUCTION PLAN FOR THIS PARTICULAR SCHOOL YEAR.
THIS FOR ALL STUDENT THAT DIDN'T MEET GRADE LEVEL OR DID NOT TAKE THE STAR ASSESSMENT OR THE END OF YEAR ASSESSMENT. THERE'S A COUPLE COMPONENTS.
FIRST OF ALL YOU MUST HAVE CONTRADICT LEVEL SUPPORT TEAM WHICH CURRICULUM AND TEAM AND EACH CAMPUS REQUIRED TO HOUSE BILL 4545 COMMITTEE.
AND ALL SCHOOLS ACTUALLY HAVE THAT IN PLACE.
WE ACTUALLY HAD OUR FIRST DISCUSSION LAST WEEK.
NEXT, A LETTER MUST SENT HOME TO ALL PARENT INFORMING THEM OF THIS LEGISLATION AND PROVIDING THEM WITH AN OPTION THAT THEIR CHILD HAS AN OPPORTUNITY TO BE PROVIDED INSTRUCTION IN LARGE GROUP SETTING OR 3-1 SETTING. AND THOSE LETTERS ARE COMING BACK IN. THEY ARE SORT OF ABOUT 75, 20% IN REGARD TO PARENT WHO ARE ASKING FOR SMALLER CLASS-SIZE SETTING DURING THE INTERVENTION TIME.
WE HAVE PLANS IN PLACE FOR THOSE.
AND NEXT THERE'S A TOTAL OF 30 HOURS IN EACH CONTENT AREA ABOUT 30 HOURS IN EACH CONTENT AREA WHERE ACCELERATED INSTRUCTION MUST BE PROVIDED.
30 HOURS MAY SEEM LIKE A TREMENDOUS AMOUNT OF TIME.
HOWEVER, BEFORE ARRIVING THE DISTRICT WAS PROACTIVE IN REGARDS TO PROVIDING INTERVENTION BLOCKS WITHIN THE SCHEDULE OF THE DAY. THESE TIMES MUST TAKE PLACE DURING THE REGULAR SCHOOL PERIOD TIME.
GIVE YOU QUICK EXAMPLE OF WHAT MOST SCHOOL VERSION PLANS LOOK LIKE. 30-MINUTE BLOCK FOR ENGLISH LANGUAGE ART. TUESDAY MATH SCIENCE AND SOCIAL STUDY. AND THAT'S THROUGHOUT THE ENTIRE YEAR WHERE THEY CLEARLY MET THIS 30-HOUR PERIOD OF TIME. ADDITIONALLY, THOSE STUDENT WHOSE ARE IN THIRD GRADE FIFTH GRADE AND EIGHTH GRADE. FOUR AND SIXTH AND NINTH GRADERS NOW MUST BE WATCHED MORE CLOSELY.
AND THEY MUST HAVE SOME ADDITIONAL INTERVENTION PLANS IN PLACE AND I WILL DISCUSS THOSE WITH YOU AND THIS ADDRESSING THE CONCERN WE HAD AND QUESTIONS YOU HAD
[00:30:06]
EARLIER. COUPLE OF THINGS WE ACTUALLY HAVE IN PLACE. WE ACTUALLY HAVE AN SLERGS BLOCK A ACCELERATION BLOCK. SECONDARY AFTER SCHOOL REMEDIATION. WE'RE BEGINNING MOST OF THE THE SCHOOLS THIS MONTH. FINALLY WHICH IS WHAT I'M EXCITED ABOUT IS THE FLYING CLASSROOM AN INNOVATIVE STEM PROGRAM WITH STRONG LITERACY COMPONENT THAT WILL BEGIN AT THE END OF OCTOBER. AND THIS WILL BE ON SATURDAYS FROM 9:30 TO 11:30.AND THE BEAUTIFUL THING ABOUT THIS, THIS AFRICAN-AMERICAN PILOT HAS ACTUALLY BEEN IN THIS DISTRICT BEFORE. HE'S ASSISTED WITH THE BUILDING OF CARS AND ACTUAL AIRPLANE AND HE'S GOING TO COME BACK AND ACTUALLY PROVIDE INSTRUCTION VIRTUALLY AND IN PERSON IF POSSIBLE TO OUR PARTICULAR STUDENTS FOR TWO HOURS FOR TEN SESSIONS.
THERE'S FIVE IN THE FALL. AND FIVE IN THE SPRING SEMESTER. BUT MOST IMPORTANTLY, THE MOST EFFECTIVE PLAN IS THE MAGIC THAT TRANSPIRED BETWEEN THE TEACHER AND STUDENT DOING THAT PARTICULAR CLASS PERIOD. THAT'S THE TRAINING WE HAVE.
AT THIS PARTICULAR TIME, I WOULD LIKE TO SHARE SOME DATA FROM THE FIRST ROUND OF INSTRUCTIONIONAL PRACTICES THAT HAS BEEN ROLLED OUT. THAT'S THE INSTRUCTIONAL COACHES THE DISTRICT LEVEL REPRESENTATIVES AS WELL AS THE CONTENT COORDINATORS HOW SATISFIED WERE THEY WITH THE FIRST ROLLOUT OF THE FOUR INSTRUCTIONAL PRACTICE.
AS YOU CAN SEE EVERYBODY EITHER AGREED OR STRONGLY AGREED WITH WHERE WE WERE AND WHERE WE ARE HEADED IN THE DIRECTION AS IT RESULTS TO TRANSFORMING OUR STUDENT ACHIEVEMENT. WHAT IS SO BEAUTIFUL ABOUT THE QUALITATIVE DATA. IT GIVES YOU AN OPPORTUNITY OF HOW THE EMPLOYEES FEEL ABOUT THE DIRECTION WE'RE HEADED. SECONDLY, WE ASKED THEM DO THEY ACTUALLY FEEL THIS WILL ASSIST WITH CLOSING THE GAPS THAT YOU MENTION MADAM CHAIR AND OF COURSE HERE EVERYBODY EITHER STRONGLY AGREED, AGREED AND YOU HAD ABOUT FEW PERCENTAGE THAT WAS NEUTRAL. SAME THING HERE ASKING THEM ARE THEY CONFIDENT ABOUT THE KNOWLEDGE, ACADEMIC LANGUAGE AND WHAT THEY LEARNED FROM THE SESSION THAT WILL BE TRANSFERRED DIRECTLY BACK INTO THE CLASSROOMS AND, OF COURSE ONCE AGAIN HERE EVERYBODY AGREED STRONGLY AGREED AND WAS NEUTRAL. AND THE FINAL QUESTION, PRETTY MUCH THE SAME RESULT IN THE AS IT RELATES TO ACADEMIC TOOLS AND PROFESSIONAL DEVELOPMENT IN REGARD TO IMPROVING ACADEMIC OUTCOMES WHERE WE STRESSED IT A LITTLE BIT HERE. AND OF COURSE THE RESULTS WERE THE SAME. AND THAT'S HB-4545.
ANY QUESTIONS AT THIS TIME? >> THE QUESTION I HAVE IN REFERENCE TO THE PROGRAMS WITH THE BLIND CLASSROOM.
IN REFERENCE TO BLIND CLASSROOM, WHAT CURRICULUM
WILL THEY GO OVER? >> THEY THEY WERE PROVIDED OR OUR TEACH STANDARD. HE'S COGNIZANT OF WHAT WAS NEEDED. AND HE ALIGNED THOSE AND WE ACTUALLY MET WITH MYSELF, DR. HOWARD AND THE DISTRICT LEVEL REPRESENTATIVE AS WELL AS THE STEM TEAM WITHIN OUR DISTRICT TO ENSURE THAT THOSE WERE ALIGNED.
ANY OTHER QUESTIONS? >> I HAVE ONE.
WHEN YOU SPOKE OF THE CAMPUS AND DISTRICT COMMITTEE, DID YOU HAVE GOOD PARTICIPATION FROM PARENTS TO ATTEND? AND WHO ALL ARE REQUIRED OR SUGGESTED UNDER THE LEGISLATION I KNOW COMMUNITY MEMBERS, TEACHERS AND --
>> WELL, THERE WERE -- THE PARTICIPATION YOU ARE SPEAKING OF THAT I THE DISTRICT LEVEL REPRESENTATIVE. THAT'S A DIFFERENT PROFESSIONAL DEVELOPMENT THAT ALIGNS WITH THE PLAN THAT WE ACTUALLY HAD IN PLACE AS IT RELATES TO PARENTS. PARENTS WERE ACTUALLY NOTIFIED BY LETTER IN REGARDS TO WHAT WAS REQUIRED AND THE PLAN ITSELF. ADDITION TO THAT EACH SCHOOL HAS HB4545 REPRESENTATIVE WHERE PARENTS CAN CONTACT THE SCHOOL DIRECTLY. BUT THERE WAS NO MEETING OF THE PARENT AS IT RELATES TO THIS.
THE INFORMATION IS ON THE WEB SITE.
AND WE PROVIDED OUR PARENTS WITH THIS.
THE FEEDBACK HAS BEEN GOOD. THE LETTERS HAVE BEEN PRETTY
GOOD. >> I JUST WANT TO MAKE SURE THAT I'M FOLLOWING YOU. THE COMMITTEE, THE CAMPUS AND THE DISTRICT IMPROVEMENT COMMITTEE IS NOT INVOLVED IN
[00:35:01]
THE COMMUNITY. OR THIS IS A SEPARATE COMMITTEE. THIS PARTICULAR COMMITTEE WE SPEAK OF FROM DISTRICT LEVEL AND SCHOOL LEVEL.THERE'S NO PARENTS ON THAT PARTICULAR COMMITTEE.
THAT'S SOMETHING WE CAN LOOK INTO.
ARE YOU -- WILL YOU BE INVOLVED IN THOSE
>> AND WHEN WILL THAT START? >> THIS -- WE'LL HAVE TO TAKE THIS BACK TO THE TEAM AND FIGURE OUT SOME DATES.
>> ANY OTHER QUESTIONS? >> THANK YOU.
>> THANK YOU. AT THIS TIME WE MOVE RECAP
[8.C. Recap of Data Dive - Patonia Bell and Dr. Cassandra Barker, Presenters]
OF DATA DRIVE DR. PERERA. >> YES.
>> THANK YOU, MADAM CHAIR. DR. PARKER AND BELL.
GOOD EVENING MADAM PRESIDENT, BOARD OF TRUSTEES, DR. PERERA, WE ARE HERE TO KIND OF GIVE YOU A RECAP OF THE DATA DIVE. I FIRST WANT TO ANSWER YOUR QUESTION ABOUT THE DISTRICT IMPROVEMENT PLAN, THE CAMPUS IMPROVEMENT PLAN, THAT COMES AFTER THIS PIECE.
SO PARENTS WILL BE INVOLVED COMMUNITY WILL BE INVOLVED.
CAMPUS LEADERS AS WELL AS DISTRICT LEADERS.
THAT'S FORTHCOMING. DURING THE LAST DATA DIVE MEETING. THE WORKSHOP WE HAVE.
WE HAD AN OPPORTUNITY TO SOLICIT FEEDBACK FROM THE COMMUNITY AND FROM YOU ALL WHO WERE THERE.
AND WERE INVOLVED. AND SO USING OUR QUANTITATIVE AND QUALITATIVE DATA WE DISCUSSED THE JOURNEY, WHERE WE WERE. WHERE WE ARE NOW AND WITH THE INPUT WHERE WE ARE GOING.
FROM A DIRECTIONAL STANDPOINT, WE'RE NOW INCORPORATING THAT FEEDBACK FROM THE DISTRICT OF STATE HOLDERS INTO THE DISTRICT IMPROVEMENT PLAN, WHICH WE WILL PRESENT THE DISTRICT IMPROVEMENTMENT PLAN AND CAMPUS IMPROVEMENT PLAN AT THE OCTOBER MEETING.
AND THOSE WILL BE ALIGNED IN THE STRATEGIES THAT WILL WE WILL PUT THOSE TAKE THOSE IN CONSIDERATION AS WE DEVELOP THE STRATEGIES AND ALIGN IT WITH THE VISION 2025.
AT -- SO WE HAVE INCLUDED ABBREVIATED DIVE IN THE BOOK. YOU WILL SEE THAT FOR THOSE WHO WEREN'T ABLE TO JOIN US. AND WE'LL ALSO SHARE THAT INFORMATION ON THE DISTRICT WEB SITE.
BUT TODAY WE WILL FOCUS ON REVIEWING THE FEEDBACK.
OF THE LITTLE STICKY NOTES SOME OF YOU WROTE.
WE CONSOLIDATED SOME OF THE INFORMATION.
WE WILL JUST READ A COUPLE OF THOSE THINGS TO YOU.
IN COMMUNICATION. ONE THING THAT WE DON'T HAVE -- I WANT TO CALL OUT. WE DON'T HAVE THE STICKY NOTES FROM THE TECHNOLOGY POSTER THAT WAS UP.
I DON'T KNOW DURING THE TRANSFER FROM HERE TO UPSTAIRS THAT SOME OF THEM FELL.
BUT I DO WANT YOU TO KNOW THAT IN THE FEEDBACK THAT WE WILL GO OVER WITH YOU, WE DON'T HAVE THOSE.
WE'LL TRY TO RECAM SOME OF THAT INFORMATION.
IF THERE'S ANYTHING THAT YOU CAN REMEMBER OR THAT YOU DISTIN DISTINCTIVELY WANT TO CALL OUT AND MAKE SURE IT'S IN THE CONTRADICT IMPROVEMENT PLAN. I WELCOME THAT FEEDBACK FROM
>> ARE YOU SAYING FOR 2021 THERE'S NO DOCUMENTATION
WE DO HAVE THAT. WE HAVE THE DATA DIVE.
REMEMBER THE NIGHT THAT WE WERE HERE.
WE WENT F THROUGH THE DISTRICT DATA.
REMEMBER WE HAD THE POSTERS ALL AROUND.
WE ASKED FOR PEOPLE TO WRITE THINGS DOWN.
WE PUT THEM UP ON THE POSTERS AND SO IN THE TRANSFER SOME OF THOSE STICKIES DIDN'T MAKE IT TO US BEING ABLE TO RECAP THE CAPTURE EVERYTHING EVERYONE
SAID. >> WE DO HAVE LOTS OF FEEDBACK FROM TECHNOLOGY. BUT I WANTED TO CALL THAT OUT ESPECIALLY SINCE WE'RE LIVE STREAMING THAT IF THERE'S ANYTHING THAT YOU ALL OR THE PUBLIC WANT TO MAKE SURE WE INCLUDE OR TAKE INTO CONSIDERATION AS WE DEVELOP THE DISTRICT IMPROVEMENT PLAN, I WANT THE MAKE SURE WE RECAPTURE THAT. STARTING WITH COMMUNICATION AND THIS IS SOMETHING THAT WE HEAR FROM YOU ALL OFTEN.
MAKE THE WEB SITE MORE INTERACTION IN RAMMING UP THE COMMUNICATION FOR ELEMENTARY STUDENT.
YOU WILL SEE THAT IN GOAL NUMBER TWO.
YOU PULLED THAT OUT AS PART OF THE VISION 2025.
PLAN I BELIEVE THAT IT'S A PERFORMANCE OBJECTIVE THREE.
AND WE HAVE BEEN WORKING TO MAKE SURE WE INCORPORATE THAT. COCURRICULAR EXPANDING TO ELEMENTARY. OFFERING COUNSELING SERVICES TO FAMILIES THAT'S ALIGNED DIRECTLY WITH GOAL NUMBER 3.
WITH FCL. WE WILL INCORPORATE THOSE THINGS AS WELL. WITH CURRICULUM INSTRUCTION.
THERE WERE A FEW THINGS GIVEN TO US EXPAND THE COURSE OFFERING AND CTE IN THE CTE PATHWAY THAT WAS BROUGHT OUT TONIGHT. CONTINUED DATA REVIEW
[00:40:03]
INCLUDING SHARING ACTION PLAN FOR CAMPUSES AS I MENTIONED WE'LL BE TALKING THROUGH THAT NEXT.OR AT LEAST PRESENTED THE FOR YOU ALL TO REVIEW.
WE DON'T WANT TO HAVE EVERYONE HERE ALL NIGHT.
WE WON'T BE GOING THROUGH EACH CAMPUS IMPROVEMENT PLAN. BUT I WILL SAY THAT SOMETHING THAT DR. PERERA ASKED FOR US TO DO AS A RESULT OF THIS IS MAKE SURE THAT WE HAVE OUR CAMPUSES COME TO HIGHLIGHT DURING THE INFORMATION -- DURING THE INFORMATIONAL TIMES. WE'LL HAVE ONE TO TWO CAMPUS EVERY MEETING TO COME GIVE YOU INFORMATION ABOUT WHAT'S GOING ON, ON THEIR CAMPUS AND TO GIVE INFORMATION ABOUT THEIR DATA. THAT WAY WE CHUNK THE DATA FOR YOU. YOU CAN ASK TO PRINCIPALS WHAT ARE THE INITIATIVES THEY ARE OFFERING TO THEIR STUDENTS. HOW DO WE IMPROVE ACADEMICS.
WE HAVE NOW A STRATEGY AROUND IT ADVANCE ACADEMIC.
ONE THING CHARGED TO MAKE SURE THAT WE DO EVERYTHING WITH EARNINGS TENSION. A LOT OF TIME TIME TAKEN UP WITH ACTUAL STRATEGY AROUND SOME OF THE THINGS THAT WILL HELP US TO MEET THE VISION 2025.
OUR PD PLAN THAT'S A PART OF GOAL NUMBER 2.
SAFE AND ORDERLY ENVIRONMENTS IS PART OF GOAL NUMBER 4 AND DR. HOWARD THE WORKING ON THAT.
I WILL TURN IT OVER TO MISS BELL AND HAVE SEAT.
THESE LAST FIVE THAT SHE'LL GO OVER WITH YOU THOSE ARE ALSO INCLUDED IN THE PLAN AND ALIGNED WITH GOAL NUMBER 2 FOR HUMAN CAPITAL. BUT EVERYTHING IS GOAL
NUMBER FIVE. >> AGAIN, AND THANK YOU DR. BARKER WITH CAPITAL OUT LAY.
WE WERE CHARGED WITH LOOKING AT OUR HVAC NEEDS.
ALSO TAKING INTO CONSIDERATION TO PURCHASE A SPECIAL-ED BUS FOR OUR STUDENTS.
AS WELL AS RAISING FUNDS TO PURCHASE SCOREBOARDS OVER AT BEVERLY HUMPHREY STADIUM. UNDER FINANCE.
THE COMMUNITY SPOKE ABOUT OUR GAVE US FEEDBACK ON HOW CAN WE MAINTAIN AND INCREASE THE FUNDING RATING.
AND ALSO WE SPOKE TO THAT EARLIER AS WELL TONIGHT.
THEY ALSO MENTIONED HOW CAN WE GAIN A GREATER RETURN ON INSTRUCTION. THAT BASICALLY MEANS LOOKING AT HOW MONEY IS ALLOCATED VERSES WHAT TYPE OF CURRICULUM NEEDS WE HAVE AND HOW IS THAT IMPACTING OUR STUDENT ACHIEVEMENT. AND THEN ALSO WITH UNDER FINANCE LOOKING AT WHAT IS OUR MAIN FORMULA, WHAT IS OUR FORMULA FOR SUCCESS WITH OUR FINANCE TEAM.
WITH HUMAN CAPITAL OUR TEAMS LOOK -- GAVE US FEEDBACK ASKING HOW WILL WE RECRUIT TEACHERS.
WHAT WOULD HR -- WORKING WITH LOCAL COLLEGES AND UNIVERSITIES TO BUILD A POOL OF TEACHERS THAT WE COULD RECRUIT FROM. AND ALSO ARE THERE OTHER TYPES OF ALTERNATIVES CERTIFICATION PROGRAMS THAT ARE OUT THERE AVAILABLE TO HELP US IN MAKING SURE THAT WE HAVE ENOUGH TEACHERS TO TEACH OUR STUDENTS AND REACH OUR STUDENTS. WITH STUDENT SERVICES WHAT EFFORTS ARE WE MAKING TO IMPROVE ENROLLMENT? AND THEN LAST BUT CERTAINLY NOT LEAST WITH OUR POLICE DEPARTMENT, THERE WAS TALKS TO EXPAND OUR LEAD PROGRAM WHICH IS A PROGRAM THAT WE CURRENTLY HAVE THAT TEACHES LEADERSHIP ABILITIES THROUGH OUR POLICE LENSE ON OUR CAMPUSES ON OUR ELEMENTARY CAMPUSES AND WE LOOK TO EXPAND TO TWO ADDITIONAL ELEMENTARY CAMPUSES THIS YEAR WITH THE GOAL TO REACH ALL OF ELEMENTARY CAMPUSES AND TO KEEP EXPANDING FROM THERE.
AND THEN ALSO CREATING RESOURCES TO ONLINE FROM THE POLICE DEPARTMENT SEAT AS WELL TO MAKE THOSE THINGS AVAILABLE TO PARENTS AND OUR STUDENTS ONLINE.
AND THAT IS IT. AGAIN, WE WON'T NECESSARILY GO THROUGH THE ENTIRE DOTTA DIVE TONIGHT.
IT'S A RECAP. BUT ALL OF THE INFORMATION IS AVAILABLE TO YOU. THANK YOU.
>> THANK YOU. NEXT ITEM ON THE AGENDA

[11.A. COVID-19 Update - Nurse Nicole Crowder - Presenter]
THANK YOU ALL. OKAY.NEXT ITEM WILL BE SUPERINTENDENT REPORT.
COVID-19 UPDATE. >> THANK YOU MADAM CHAIR.
COMING FORWARD IS THE NURSE, UPDATE ON COVID-19 SITUATION
AND STATUS WITHIN OUR DISTRICT. >> GOOD EVENING MADAM PRESIDENT, BOARD MEMBERS. LET ME GIVE YOU AN UPDATE I THINK THIS IS A GOOD ONE SO OVER THE PAST TWO WEEKS WE HAVE SEEN DECLINE IN SOME OF THE CASES WE HAVE HAD IN THE DISTRICT. I AM GRATEFUL TO SEE THOSE NUMBERS DROP. IN LIEU OF THAT WE WILL, PRESENTLY LOOKING AT OUR CURRENT PROTOCOL TO SHORTEN SOME OF THE DAYS OF QUARANTINE, DO IT SAFELY, WE NEED TO LOOK AT THAT AGAIN. REVIEWING THAT THIS WEEK NOTIFY THE PARENTS WHEN WE MAKE A DECISION.
ADDITIONALLY WE HAVE AS I MENTIONED BEFORE IMPLEMENTED TESTING IN THE DISTRICT WE DO HAVE TESTING, PCR TESTING AT ANY CAMPUS. PARENTS HAVE THAT OPTION.
THEN ALSO WITH OUR ATHLETES LAST WEEK WE STARTED BUT THIS WEEK WE HIT IT HARD, ALL OF OUR ATHLETES TESTED FOR COVID-19 BECAUSE THEY ARE IN SUCH CLOSE CONTACT.
IDENTIFY ANY CASES PRETTY QUICKLY TO HELP MITIGATE THE SPREAD THAT IS WHERE WE ARE IN THE DISTRICT.
>> THANK YOU FOR THE INFORMATION.
>> THANK YOU. MADAM CHAIR, AS A DISTRICT WORKING WITH OUR LOCAL AUTHORITIES IN REVIEWING THE NUMBER OF DAYS WE HAVE STUDENTS OUT IN QUARANTINE SITUATIONS.
MAKING ADJUSTMENTS WHEN NECESSARY.
[12. Adoption of Consent Agenda]
COMMUNICATE THAT WITH OUR FAMILIES BY THE END OF THETHANK YOU ALL. AT THIS TIME MOVE ON TO THE CONSENT AGENDA. APPROVAL OF THE FOLLOWING MINUTES, AUGUST 26, 2021 REGULAR BOARD MEETING.
SEPTEMBER 8 INFORMATIONAL ONLY. NO ACTION WAS TAKEN.
THE APPROVAL OF THE DISTRICT CERTIFIED APPRAISALS FOR THE SYSTEM. C APPROVAL OF TECHNOLOGY VENDOR SERVICES, A LICENSED RENEWAL. ANYONE LIKE TO PULL ANYTHING OR
IS THERE A MOTION? >> MADAM PRESIDENT I MAKE A MOTION THAT WE ACCEPT THE CONSENT AGENDA AS WRITTEN.
>> SECOND. >> A MOTION BY MARION HAMILTON
[13.A. Discussion and possible approval of the purchase and installation of plexiglass for all campus cafeterias. Dr. John Price, Presenter]
>> MOTION PASSES. THIS TIME MOVE TO OUR ACTION ITEMS. FIRST ONE DISCUSSION OF APPROVAL OF THE PURCHASE OF INSTALLATION OF PLEXIGLASS FOR
ALL CAMPUSES. >> THANK YOU MADAM PRESIDENT.
DOCTOR PRICE TO PRESENT THAT INFORMATION TO YOU.
>> AGAIN GOOD EVENING PRESIDENT HAMILTON, DISTINGUISHED MEMBERS OF THE BOARD. DOCTOR DR. A. KATRISE LEE-PERERA INSTALLATION OF PLEXIGLASS IN ALL OF OUR CAFETERIAS ON CAMPUSES. THE INCREASE IN THE SPREAD OF COVID-19 ON SEVERAL CAMPUSES HAS BEEN ATTRIBUTED TO BEING EXPOSED TO THE VIRUS IN CAMPUS CAFETERIAS.
AS YOU KNOW STUDENTS MUST REMOVE THEIR MASKS IN ORDER TO EAT LUNCH, THIS ACTION INCREASES THE RISK OF COVID-19
[00:55:09]
SPREAD A SENSE COVID-19 IS AN AIRBORNE DISEASE.TO MITIGATE THE SPREAD DURING THIS, RECOMMENDS THE INSTALLATION OF PLEXIGLASS ON ALL CAFETERIA TABLES.
PLEXIGLASS INSULATION ON AVERAGE WILL BE DONE ON THE BASIS OF SIX STUDENTS PER TABLE.
INFORMATION WAS GIVEN TO ME BY THE PRINCIPLES THIS IS JUST AN ILLUSTRATION OF PLEXIGLASS DIVIDER.
DIVIDER WOULD BE THREE ON EACH SIDE OF THE TABLE.
SUPPORTING DOCUMENTATION IS OUR TIPS, NUMBER 200, 444,000 IF APPROVED, THE BUDGET SOURCE WOULD BE THROUGHOUT TWO FUNDS.
SO WE ARE ASKING RESPECTFULLY FOR THE APPROVAL OF THE PURCHASE AND INSTALLATION OF PLEXIGLASS IN ALL CAFETERIAS TO HELP MITIGATE THE SPREAD OF COVID-19 AT A PRICE NOT TO EXCEED $145,000. I WOULD BE HAPPY TO RESPOND TO ANY QUESTIONS THAT YOU MIGHT HAVE.
>> MANY QUESTIONS? I DO HAVE A QUESTION FOR YOU I LOOKED AT THE INVOICE FOR THE ESTIMATE.
INSULATION ABOUT $54,000. BASED ON THE READING, THE PLEXIGLASS PUT ON OUR TABLES USING ADHESIVE, SOMETHING WE COULD HAVE INSTALLED BY SOME OF OUR EMPLOYEES WITHOUT PAYING FOR THE INSULATION? ONE YEAR WARRANTY.
I FEEL LIKE ONE YEAR IS NOT GOING TO LAST LONG, DEALING WITH KIDS THAT WILL SIT THERE AND PICKED THE GLASS UP FROM
THE TABLE. >> MY UNDERSTANDING IS THAT THIS WILL BE MORE THAN, IS THAT CORRECT?
>> TYPICALLY HAVE THE ADHESIVE STRIP.
THE PLEXIGLASS, UNDERNEATH THE TABLE.
THANK YOU FOR THAT I DID NOT GET THAT OUT OF WHAT I READ SO
SO MANY MORE QUESTIONS? >> HOW MANY CAMPUSES?
>> 13 CAMPUSES. >> HOW MANY TABLES?
>> I CANNOT GIVE YOU THAT OFF THE TOP OF MY HEAD LOOK AT MY INVENTORY BY SCHOOL. I CAN PROVIDE YOU WITH THAT
INFORMATION THROUGH THE DOCTOR. >> THAT WOULD BE COOL.
>> IT DOES NOT HAVE TO BE TODAY EITHER.
HOPING THE ILLUSTRATION IS NOT INDICATIVE OF THE DOCUMENTATION. THE ILLUSTRATION.
>> I KNOW. THAT IS WHY I EMPHASIZE THE ACTUAL INSTALLATION WOULD SEPARATE BY THREE ON EACH SIDE.
>> I ASSUME THE NUMBER OF 700 BASED ON INVENTORY AT EACH
CAMPUS DURING LUNCH. >> I AM SORRY.
>> TO ACCOMMODATE ALL THE TABLES DURING THE LUNCH PERIODS
I THOUGHT THE NUMBER WAS 700. >> YES.
I MEAN THE QUOTE IS TO ENSURE THAT WE HAVE PLEXIGLASS AT ALL OF OUR CAFETERIA TABLES WHATEVER THAT NUMBER IS IN THE
INVENTORY. >> BASED OFF INVENTORY TO
DECIDE. >> PHYSICALLY YOU KNOW COUNTED, I DON'T HAVE THE NUMBER IN FRONT OF ME.
>> THAT IS FINE. WE TALKED ABOUT THE ONE YEAR WARRANTY. BASED ON WHAT IS GOING ON, OPPORTUNITY TO EXTEND THE WARRANTY IF NEEDED?
>> I AM SURE THAT IS THE DISCUSSION THAT WE COULD HAVE.
>> THIS MAY BE A QUESTION FOR THOMAS, COVID-19 EVENTUALLY GOES AWAY. NO LONGER NEEDED THE TABLES ARE GOING TO HAVE HOLES DRILLED IN THEM, HOW ARE WE GOING TO
HANDLE THAT?>> THE REASON WE ARE PUTTING IT AT THE BOTTOM, THE LAMINATE TOPS, DOESN'T APPEAR TO HAVE HOLES DRILLED IN. WILL NOT HAVE A WHOLE DRILLED ALL THE WAY THROUGH. IN THE EVENT THOSE HOLES ARE
[01:00:11]
OVERCOME A PROXY WE CAN PUT ON THOSE TABLES.>> THANK YOU FOR THAT. >> ANYTHING ELSE? ANY OTHER QUESTIONS? OKAY.
>> THIS IS AN ACTION ITEM IS A OR A MOTION?
>> A MOTION. >> BY MS. DAVIS TO PROVE THE PURCHASE OF INSTALLATION OF PLEXIGLASS.
NOT THIS TIME I WILL CALL FOR THE VOTE.
>> PASSES. A SAFETY PRODUCT FOR OUR
[13.B. Discussion and possible approval of Design-Build Firm for Energy Efficiency and Conservation Projects and approval to negotiate with the Design-Build Firm. Dr. John Price, Presenter]
CAFETERIAS, THANK YOU. NEXT ITEM DISCUSSION AND APPROVAL OF DESIGN BUILD FIRM FOR EFFICIENCY AND CONSERVATION PROJECTS, TO NEGOTIATE WITH THE DESIGN BUILD FIRM.DOCTOR PRICE. >> THANK YOU AGAIN.
DISTINGUISHED MEMBERS OF THE BOARD, AT THE JUNE 24 MEETING OF THE BOARD THE BOARD APPROVED THE RECOMMENDATION THAT THE DISTRICT MAY TO USE THE DESIGN BUILD METHOD FOR ENERGY CONSERVATION PROJECTS, GRANTED THE DISTRICT PERMISSION TO ISSUE A REQUEST FOR QUALIFICATIONS TO SOLICIT PROPOSALS TO SELECT THE MOST QUALIFIED DESIGN BUILD PROVIDER. THE DISTRICT DID ISSUE THE RFQ SEPTEMBER 7, 2021, THE DEADLINE OF 2:00 PM ON ON SEPTEMBER 22.
RECEIVED THREE APPLICATIONS AND THEY WERE EVALUATED BY AN EVALUATION COMMITTEE CONSISTING OF MYSELF, CHIEF OF OPERATIONS, MR. THOMAS AS OUR EXECUTIVE DIRECTOR, OUR MAINTENANCE AND GROUNDS SUPERVISOR, A CERTIFIED STAFF MEMBER.
EACH RFQ WAS EVALUATED BASED ON THE CRITERIA CONTAINED IN THE RFQ, THE RESULTS ACTUALLY NOT ON THIS TABLE THAT I AM ABOUT TO SHOW YOU, INSTEAD IN YOUR FOLDERS IN A PACKET.
THAT HAS THE SCORING ON THE CRITERIA ALONG WITH SOME INFORMATION ABOUT THE SECOND PAGE.
SO OF THESE THREE APPLICANTS WE HAD THE FIRM, EMA, E3 IS THE SELECTED VENDOR RECOMMENDED BY THE EVALUATION COMMITTEE.
SO RESPECTFULLY REQUESTING THAT YOU WOULD APPROVE THIS VENDOR BASED UPON THE PROCESS THAT WE WENT THROUGH IN ORDER TO SELECT THE VENDOR. SHOULD YOU WISH TO CRUISE ON INFORMATION ON THE SELECTED VENDOR I HAVE ATTACHED A SECOND PAGE THAT GIVES YOU INFORMATION.
I CAN TELL YOU THAT THEY ARE STRICTLY A DESIGN BUILD FIRM THAT WORKS WITH ENERGY EFFICIENCY, CONSERVATION THAT IS ALL THEY DO. AND THEY HAVE A NUMBER OF REFERENCES YOU CAN SEE THAT THEY OBSERVED A LOT OF SCHOOL DISTRICTS THROUGHOUT THE STATE OF TEXAS.
THIS IS A TWO PART RECOMMENDATION SO IF YOU WILL ALLOW ME I WILL REMIND YOU ON THE NEXT SLIDE THAT THESE ARE OUR RENOVATION PROJECTS, THE LIGHTING AT THE REST OF OUR CAMPUSES, 6 MILLION, THE NUMBER WE HAVE PREVIOUSLY DISCUSSED.
SO NOW COMING TO YOU ASKING FOR APPROVAL TO PROCEED WITH THESE PROJECTS AND TO NEGOTIATE A CONTRACT WITH THE SELECTED VENDOR. OUR SERVICES WOULD BE PREAPPROVED FUNDS THAT WE HAVE ALREADY GOTTEN FROM THE TEXAS AGENCY THROUGH, 3 MILLION. 2 MILLION WOULD COME FROM OUR BOND FUND. TOTAL OF TOTAL OF 6,550,000.
[01:05:12]
SHOULD YOU APPROVE THE RECOMMENDATION TO PROCEED, WE WOULD COME BACK TO YOU WITH REQUEST TO APPROVE THE CONTRACT OF NEGOTIATION, OF COURSE THAT NEGOTIATION WOULD START INTERNALLY BUT ALSO BE REVIEWED BY OUR LEGAL COUNSEL AS WELL.WE WOULD BRING THE RECOMMENDATION ON THE CONTRACT FOR THE 6 MILLION TO THE BOARD FOR APPROVAL.
WE WOULD IMMEDIATELY BEGIN OUR WORK THIS FALL, NOVEMBER ON REPLACING THE HIGH SCHOOL AS YOU MAY RECALL IN KIND OF A FIX AT THE HIGH SCHOOL RIGHT NOW, SOME TEMPORARY ONES WE ARE USING TO HELP COOL THE SCHOOL. ACTUALLY RENTING.
THE OTHER MAJOR RENOVATIONS WOULD OCCUR IN THE SUMMER OF 22, IN THE SUMMER OF 23. SO THE BOARD ACTION IS THAT WE ARE REQUESTING, TO APPROVE LETTER E3 AS THE VENDOR FOR THE DESIGN PROJECTS, ALSO GIVE US PERMISSION TO NEGOTIATE DISTRICT CONTRACT WITH THAT DESIGN BUILDER FOR $6,550,000 TO PAY FOR THE ENERGY OF THE CENTURY PROJECTS IDENTIFIED IN OUR RFQ THAT WE SUBMITTED. I WOULD BE HAPPY TO RESPOND TO ANY QUESTIONS THAT YOU MIGHT HAVE.
CONCERNS ABOUT THE RATINGS FOR THE COMPANIES THAT YOU MENTIONED. THE RATINGS WERE NOT THAT HIGH ON THE THREE OF THE COMPANIES. SO LETTER E3 BASED ON THE
SELECTION AND RECOMMENDATION. >> WHILE THE THING THAT SET OUT TO ME ABOUT LETTER E3, DESIGN, ENERGY CONSERVATION.
IS ALL THAT THEY DO. WHICH MEANS THAT ALL OF THE INDIVIDUAL COMPONENTS THAT COMPRISE A DESIGN BUILD TEAM THEY HAVE HOUSE IN LETTER E3, THEY HAVE EMPLOYED ARCHITECTS, ENGINEERS, CONTRACTORS. EVERYBODY IS A PART OF THE LETTER E3 FIRM. NOW WE DON'T HAVE TO BE A DESIGN BUILD TO HAVE EVERYBODY IN HOUSE BUT THAT IS SORT OF A GOOD THING AS OPPOSED TO YOU KNOW HAVING A TEAM IDENTIFYING ARCHITECT OR ENGINEER OR CONTRACTOR.
TO ACTUALLY MAKE THE TEAM. THAT IS WHAT IMPRESSED ME THE MOST ABOUT LETTER E3 THAT IS ALL THEY DO, DESIGN BUILD, ENERGY CONSERVATION AND EFFICIENCY.
>> I THINK WE HAVE TALKED ABOUT THIS COMPANY BEFORE.
WAS THERE A GUARANTEE AT THE END OF THE YEAR AS TO OUR
SAVINGS FOR THE DISTRICT? >> THE RFQ HAS IN IT THAT WE ARE INTERESTED IN AN ENERGY SAVINGS COMPONENT.
BUT THIS IS NOT ENERGY SAVINGS CONTRACT IT IS A DESIGN BUILD CONTRACT. THEY WILL CERTAINLY LOOK AT ENERGY EFFICIENCY, GIVE US A NUMBER ON THE PROJECTED SAVINGS FROM DOING THESE RENOVATIONS. THERE WOULD NOT BE A GUARANTEE
ASSOCIATED WITH THIS. >> SO NONE OF THE COMPANIES
>> SELECTED BASED ON THE CRITERIA LIST.
SO WONDERED IF WE REVISE THAT THE LIST WE WOULD FIND COMPANIES THAT WOULD OFFER A GUARANTEE.
>> ENERGY SAVINGS PERFORMANCE CONTRACT.
WHICH CONTAINS IN ITS ELEMENT OF GUARANTEED ENERGY SAVINGS.
SO THAT IS NOT THE ROUTE THAT WE TALK IN TERMS OF IDENTIFYING A VENDOR. BECAUSE NORMALLY THOSE THINGS ARE DONE AS A MEANS OF FINANCING THE RENOVATIONS THAT
[01:10:05]
YOU ARE GOING TO DO. JUST SO HAPPENS IN THIS PARTICULAR CASE BECAUSE OF THE AVAILABILITY OF FUNDS, THE AVAILABILITY OF SOME BOND FUNDS LEFT OVER FROM OUR BOND PROJECT, WE ACTUALLY HAVE THE MONEY TO GO ON AND PAY FOR THESE THINGS UP FRONT AS OPPOSED TO RELYING ON A GUARANTEE PROCESS AND ALSO INCURRING DEBT AS A PART OF THE PROCESS AS WELL. ALSO ADD THAT THE ENERGY SAVINGS PERFORMANCE CONTRACTS TAKE YOU THROUGH A VERY VERY RIGOROUS PROCESS, I HAVE NO DOUBT IN MY MIND IT WOULD ADD SOME SUBSTANTIAL TIME TO OUR ABILITY TO COMPLETE THESE PROJECTS. IN THIS PARTICULAR CASE OUR SITUATION WITH RESPECT TO HVAC AT THIS CAMPUSES ARE DIRE, THEY ARE THINGS THAT WE NEED TO ACT ON YESTERDAY.WE DON'T HAVE THE LUXURY OF TIME ON OUR SIDE IN THIS PARTICULAR CASE. WE ONLY HAVE TO LOOK AT THE SITUATION WITH THE HIGH SCHOOL WHERE WE ENDED UP LETTING CLASSES GO EARLY ONE DAY. JUST THANK GOODNESS WE WERE LUCKY ENOUGH TO FIND THE SYSTEM THAT WE COULD RENT TO GET US THROUGH THIS PARTICULAR PERIOD. SO I BELIEVE THIS IS THE BEST PATH FOR US TO TAKE AND I KNOW WE ARE FORTUNATE TO BE IN THE SITUATION, HAVE THE CASH TO PAY FOR THESE THINGS AS OPPOSED TO INCURRING DEBT AND THEN RELYING ON AND SAVING GUARANTEE TO GET
THEM FINANCED. >> COMPLETION FOR THE HIGH SCHOOL. DURING CHRISTMAS BREAK?
>> IT IS. I HAVE TO BE TRANSPARENT WITH YOU, TELL YOU THAT OUR ENTIRE COUNTRY IS GOING THROUGH A SUPPLY CHAIN PROBLEM. THAT IS ANOTHER REASON WE NEED TO ACT VERY QUICKLY BECAUSE THE SOONER WE CAN GET THESE UNITS ORDERED THE MORE LIKELY THEY WILL BE HERE.
SO I CANNOT GIVE YOU THAT. I CAN TELL YOU THAT IF WE PROCEED, GET GOING WITH OUR CONTRACT NEGOTIATIONS AND THE BOARD APPROVAL OF THE CONTRACT, THAT WOULD GIVE US THE ABILITY TO ORDER THESE UNITS AND GET THEM ON THE SITE AS SOON AS POSSIBLE. SO WE CAN BEGIN TO DO THE WORK THAT WE NEED TO DO TO GET IT ALL DONE ON TIME.
>> $6 MILLION, WE CAN MOVE FORWARD TO GET THIS DONE.
BUT MR. JONES HAD A CONCERN ABOUT THE LIGHTING COST, BASED ON THE COSTS IN THE QUOTE, QUITE EXPENSIVE.
SO DO NOT HAVE TO SPEND ALL OF OUR MONEY, DEFINITELY BE IN THE BEST INTERESTS OF THE DISTRICT. WHAT ELSE DID YOU SEE OUT
THERE? >> LOTS BACKUP JUST A MINUTE AND TALK ABOUT THE PROJECT. YOU MAY RECALL THAT WHEN I DID MY INITIAL PRESENTATION TO THE BOARD I SAID OKAY, 6,550,000 IS THE MAX AMOUNT THAT WE CAN SPEND ON THIS PROJECT BECAUSE THIS IS ALL WE HAVE AVAILABLE AT THIS TIME.
ALSO SAID THAT I AM PRESENTING THE LIST OF ITEMS IN PRIORITY ORDER, SHOULD WE NOT HAVE ENOUGH MONEY WITH THE 6,550,000 TO COMPLETE ALL OF THESE PROJECTS WERE GOING TO WORK THEM IN PRIORITY ORDER, WE WILL DO WHAT WE CAN DO.
BASICALLY WHAT I AM SAYING IS I AM NOT SURE THAT WE WILL BE ABLE TO DO THE 6,000,550 TO ACCOMPLISH THE LIGHTING, BECAUSE ANOTHER THING THAT IS HAPPENING IN ADDITION TO THE SUPPLY CHAIN PROBLEM IS PRICES INCREASING AS WELL.
SO WHEN WE PUT OUT THE RFQ WE SAID THAT THE DISTRICT RETAINS THE RIGHT TO YOU KNOW TO THE PROJECTS BUT NOT GOING TO SPEND ANY MORE THAN $6,530,000. IT IS LISTED IN TERMS OF
[01:15:03]
PRIORITY ORDER. FIRST PRIORITY IS TO FIX THESE SYSTEMS IN OUR SCHOOLS, THEN WE WILL DO THE LED LIGHTS.SO YOU SENT OUT THE RFQ WITH EVERYTHING THAT WAS NEEDED TO EVERYONE THAT RESPONDED. VERYONE RESPONDED, IN A TIMELY MATTER. FURTHER EVALUATION.
>> BEFORE WE SUBMIT RFQ, WE DO THAT IN CONSULTATION WITH FINANCE WHO MAKES SURE THAT WE ARE MEETING ALL OF THE PROCUREMENT LAWS OF THE STATE OF TEXAS IN THE RFQ.
I WILL FINANCE PERSON RESPONSIBLE FOR OUR FAQS, ALL CAME INTO HER. THE SPECIFICATIONS.
WHEN SHE GOT ALL OF THE RFQ'S IN ON THE 22ND THE DAY OF THE DEADLINE SHE TURNED THOSE APPLICATIONS OVER TO THE EVALUATION COMMITTEE AND WE DID OUR WORK.
>> RIGHT. THAT WAS THE ONLY PART I DID NOT ASK WAS HOW THE FINANCE IS TIED IN.
BEST THEY ARE IDENTIFIED. RECOMMENDATION THEY MET ALL OF THE SPECS THEY WERE LOOKING FOR?
>> THEY MET ALL OF THE REQUIREMENTS IN THE RFQ.
THEY ARE SCREENED TO MAKE SURE THAT ALL OF THE RFQ'S CONTAIN ALL OF THE COMPONENTS THAT WE ASK FOR THEM TO SUBMIT.
>> SO THE COMMITTEE, I AM SORRY.
>> MYSELF, MR. THOMAS, OUR GROUNDS AND MAINTENANCE SUPERVISOR WHO IS THE CERTIFIED TECHNICIAN.
>> YOU HAD OPERATIONS AND TRANSPORTATION INVOLVED AS
TRANSPORTATION. >> LOOKING AT THE EVALUATION
>> I WAS GIVEN NEW MR. THOMAS'S TITLE EXECUTIVE DIRECTOR.
HE DOES A LOT AROUND HERE. >> OKAY.
I WAS TRYING TO VERIFY BECAUSE YOUR RECOMMENDATION THAT THE BOARD APPROVE E3, TO DO THE LIST, THAT IS OUTLINED.
THERE WAS A PROPOSED ESTIMATE FOR WHAT TO KEEP SITTING
6,000,550. >> THE FIXED BUDGET FOR THE
A3 RECEIVED THAT CORRECT. >> ABSOLUTELY.
>> ALL RIGHT. >> IT WAS STATED IN THE PROPOSAL. YES.
>> I WAS JUST TRYING TO RECAP IF THAT IS YOUR RECOMMENDATION AFTER THE COMMITTEE HAS REVIEWED THAT, I WANT TO MAKE SURE THAT WE DID NOT MISS ANYTHING OR I DID NOT MISS
>> I HAVE A MORE QUESTION. UNDERSTAND THAT WE ARE IN POSITION WITH THE MARKET WHERE PRICES ARE YOU KNOW DEFINITELY GOING OUT. BUT BASED ON YOUR DIALOGUE WITH E3, YOU GAVE THEM OUR BUDGET. ARE THEY WILLING TO NEGOTIATE AND HELP YOU TO ENSURE WE COMPLETE WITH WHAT WE HAVE TWO WORK WITH IF IT IS IN A REALISTIC MANNER.
TO HELP THE DISTRICT. WAS THAT PART OF THE DIALOGUE?
>> I HAVEN'T TALKED DIRECTLY TO ANY OF THESE VENDORS WITH RESPECT TO THEIR RESPONSE ON THE RFQ.
THAT IS NOT PERMISSIBLE. UNDER STATE LAW HOWEVER I CAN TELL YOU WE WILL GO THROUGH OUR RIGOROUS NEGOTIATION PROCESS YOU KNOW. AND OF LIKE THE LAWS OF SUPPLY DEMAND. WE WILL BARKING AS BEST AS WE CAN. I AM CONFIDENT THAT WE WILL COME BACK TO THE BOARD WITH THE CONTRACT.
THAT IS FAIR AND EQUITABLE TO THE DISTRICT AS WELL AS TO THE
[01:20:04]
VENDOR THAT IS GOING TO DO THE WORK.>> SOMETHING WE DO NOT LIKE OPPORTUNITY TO START OVER?
I KNOW IT IS GOING TO DELAY US. >> WELL YOU ARE THE BOARD YOU GOT THE FINAL APPROVAL ON EVERYTHING SO.
>> OKAY. THAT IS ALL OF MY QUESTIONS.
ANY OTHER BOARD MEMBER HAVE QUESTIONS OR COMMENTS.
>> I HAVE A COUPLE. I KNOW YOU PRIORITIZED THE PROJECTS. ANYWAY WE CAN PULL THE LIGHTING PROJECT? APPLY THIS DESIGN BUILD
PROJECT. >> I THINK GOING TO TAKE CARE OF ITSELF. I MEAN I DON'T THINK THERE IS ANY ADVANTAGE TO PULLING OUT THE LED BECAUSE SUPPOSE HYPOTHETICALLY THE 6,000,550 CAN COVER THE LIGHTING.
WOULDN'T YOU WANT TO GO ON AND DO THAT?
>> I THINK WE CAN LEVERAGE THAT PROJECT TO THE FUTURE, BETTER LEVERAGE. TO BRING FUTURE BENEFIT.
RIGHT NOW, PREFER IT. THIS IS JUST ME.
I AM MY THOUGHTS ON DESIGN BUILDING.
WE PUT SOME MONEY UP FRONT TO PURCHASE HARDWARE, OR WHATNOT.
GUARANTEE WE CAN GET THE MATERIAL.
THEN ASK OUR DESIGN BUILD TEAM TO DO THEIR END TO GUARANTEE THAT WILL HAPPEN IN SAID AMOUNT OF TIME PREFERABLY BE BEFORE
2023. >> I UNDERSTAND YOUR CONCERN.
HOWEVER MY BELIEF THAT THAT PROBLEM WILL TAKE CARE OF ITSELF IN THE CONTRACT NEGOTIATION PROCESS.
I CAN TELL YOU THAT MY GUT TELLS ME THAT IN THE END WE WILL PROBABLY SPEND ALL $6,550,000 AND CHILLERS AND HVAC. THAT IS WHAT IS GOING TO HAPPEN. BUT AGAIN, I THINK THAT WILL TAKE CARE OF ITSELF IN THE PROJECT.
I THINK BETTER OFF BY JUST LEAVING IT LIKE IT IS, GO THE NEGOTIATION ROUTE. THE RFQ REPRESENTS OUR COMPLIANCE WITH THE RIGOROUS STATE PURCHASING A LAW OF GUIDANCE AND THINGS LIKE THAT, SO WE SHOULDN'T GO BACK AND MODIFY AND RFQ TO BE SOMETHING ELSE THAT WE DID NOT SAY IT WAS GOING TO BE. LEAVE IT LIKE IT IS.
I THINK WE WILL BE OKAY. >> I KNOW THAT IS NOT THE ANSWER. THAT IS WHAT I BELIEVE.
>> LET ME TRY TO RESTATE THAT. IT SOUNDS LIKE THE LED PIECE ABOUT TO BE USED FOR LEVERAGE IN YOUR CONTRACT NEGOTIATION AM
I WRONG? >> I DID NOT SAY THAT.
YOU KNOW KIND OF LIKE BUYING A HOUSE OR ANYTHING ELSE, THE SELLER CONCEPT. I MEAN ALL WERE ONLY LEVERAGE, WE HAVE WORK THAT NEEDS TO BE DONE.
SOME MONEY TO DO IT HOWEVER WE ARE NOT THE ONLY PEOPLE IN THAT CLASS YOU HAVE IST'S THROUGHOUT THE STATE OF TEXAS TRYING TO DO THE SAME THING WE ARE TRYING TO DO.
THESE COMPANIES ARE REALLY GETTING A LOT OF BUSINESS FOR THIS PARTICULAR PROJECT. SO MANY LEVERAGE IN MY OPINION WILL NOT SHOW ITSELF UNTIL WE GET INTO THE DISCUSSIONS AND
NEGOTIATIONS. >> ONE MORE SMALL STATEMENT.
I KNOW ARE THE RFQ'S GO I KNOW THAT THEY ARE LAW ABIDING.
ONCE YOU GO INTO IT, NOTHING YOU CAN DO WITH THAT.
WE COULD GET IN TROUBLE EVEN THINKING ABOUT A RECOMMENDATION THAT IS NOT ON THAT RFQ SO ONCE THAT HAS BEEN THROUGH THE COMMITTEE THAT IS WHY I ASK, NOW IT IS AT A LEGAL STANDPOINT
[01:25:01]
EITHER WE'RE GOING TO GO WITH IT OR NOT.>> EXACTLY RIGHT. >> I NEEDED TO SAY THAT BECAUSE I AM NOT GOING TO GET INVOLVED IN TRYING TO NEGOTIATE.
WHEN YOU COME UP WITH THAT CONTRACT THAT IS A DIFFERENT STORY. RIGHT NOW WE WANT TO MOVE
>> I DO AGREE. >> I AGREE WITH THAT.
TO HELP THE DISTRICT GET WHAT WE NEED, WHAT WE HAVE AVAILABLE. SO WE WILL BE ABLE TO PROVE THE
CONTRACT WHEN IT COMES FORWARD. >> EVERY DAY I AM DOING MY BEST FOR THE DISTRICT. I PLEDGE TO YOU I WILL SO DO IN THE NEGOTIATION OF THIS PARTICULAR CONTRACT.
>> WE DEFINITELY APPRECIATE IT. THIS IS AN ACTION ITEM IS THERE
A MOTION. >> EMOTION THAT WE ACCEPT THE RFQ FOR THAT LETTER E3 TO MOVE FORWARD WITH NEGOTIATION IN THE
CONTRACT. >> EMOTION TO ACCEPT LETTER E3 AS THE DESIGN BUILD FIRM. SECOND BY MS. DAVIS AND THE
OTHER DISCUSSIONS? >> I THINK WE NEED TO BUILD THE
RFQ. >> I HAVE A MORE QUESTION.
REPAIRS TO ROLLING HILLS. THEY ARE AGED.
>> MORE OF A QUESTION. >> REPEAT THE QUESTION.
>> ROSA PARKS, GWC SCHEDULED, TO PUT OUT HVAC WORK ON THOSE LOCATIONS ALSO.OW FAR IN THE FUTURE TO REBUILD THOSE
SCHOOLS? >> I WOULD HATE TO SPEND MONEY ON REPAIRS, TURNAROUND AND TEAR THE SCHOOL DOWN.
>> ALL DIES IN WITH THE RATING. RIGHT NOW KIND OF AT OUR LIMIT AS FAR AS DEBT IS CONCERNED. PROPERTY VALUES, KNOW WHERE WE FALL ON TAX RATES. AT LEAST MAYBE THREE YEARS.
>> NOT THAT FAR OFF. >> I UNDERSTAND.
>> A PRETTY LONG PROCESS. >> OKAY.
THANK YOU ALL. >> THE COMMUNITY THAT WOULD HAVE TO VOTE ON THAT ISSUES WITH THE TAX RATE RIGHT NOW.
MORE ISSUES WITH THE TAX RATE. >> A MOTION ON THE FLOOR.
YOU MADE THE INITIAL MOTION AT THIS TIME I WILL CALL FOR THE
VOTE. >> I AM SORRY I CANNOT SUPPORT
>> MOTION PASSED 3-1. >> THANK YOU.
THE END OF OUR AGENDA. NO BOARD MEMBERS.
