HER TEACHERS, FELLOW PEERS IMMEDIATELY BEGAN TO SHARE SHE WAS A SHINING PRESENCE, AND A CHERISHED MEMBER OF THE LANCASTER HIGH SCHOOL. SINCE LEARNING OF THE NEWS OF HER DEATH, HOWARD DISTRICT HAS FOCUSED ON PROVIDING RESOURCES TO SUPPORT OUR STUDENTS AND STAFF WITH DEALING WITH THE TRAGIC LOSS.

WE COMMEND THE COUNSELING TEAM TO ENSURE EVERYONE AFFECTED RECEIVE THE ASSISTANCE THEY NEEDED. THE PASSING OF IKEA HAS BEEN A PROFOUND LOSS TO OUR SCHOOL COMMUNITY. IT'S UNDENIABLY HEARTBREAKING FOR THE FAMILY. THESE BE ASSURED OUR THOUGHTS AND PRAYERS CONTINUE TO BE WITH ALL THOSE AFFECTED BY THIS TRAGEDY. IKEA WILL HOLD A SPECIAL PLACE IN OUR HEARTS. IS SCHOOL BOARD RECOGNITION MONTH. LANCASTER IS CELEBRATING THE COMMITMENT TO THE DISTRICT AND ITS STUDENTS.

THE THEME OF THIS YEAR'S SCHOOL BOARD MONTH WHICH HIGHLIGHTS THE COLLABORATION AMONG COMMUNITY MEMBERS, SCHOOL LEADERSHIP, TEACHERS, PARENTS, AND OF COURSE, OUR STUDENTS. WE WOULD LIKE TO TAKE A MOMENT TO REST ABSCESS RECOGNIZE OUR BOARD OF TRUSTEES AND ON OTHER WORK EVERYDAY. WE APPRECIATE EACH OF YOU TO FOR CHOOSING TO SERVE THE EMPLOYEES AND STAFF . IN CELEBRATION OF SCHOOL BOARD RECOGNITION MONTH.

THE TIGER TOY DRIVE WAS A HUGE SUCCESS THINGS TO OUR PARTNERSHIP WITH TOYS FOR TOTS. THE GENEROSITY OF OUR COMMUNITY, AND LHS STUDENT COUNCIL SPONSORS, AND OF COURSE, OUR STUDENTS. WE HAD A BLAST VISITING ALL SIX ELEMENTARY CAMPUSES. WE WANT TO THANK THE BOARD MEMBERS FOR JOINING US AS WE PASSED OUT TOYS AT SEVERAL OF THE CAMPUSES. LANCASTER MIDDLE SCHOOL STUDENTS HAD A GREAT FIELD TRIP EXPERIENCE WHILE VISITING SOUTHWEST AIRLINES. OUR STUDENTS WERE EXPOSED TO THE INNER WORKINGS OF AIRPORTS TO LEARN ABOUT CAREERS IN THE AVIATION DEPARTMENT. IT HELPS GROWERS TAKE OFF BY SHOWING WHAT THEY LEARNED IN CLASSES TO USE DAILY TO GET MILLIONS OF PASSENGERS TO THEIR FINAL DESTINATIONS. COMMUNITY PARTNERSHIPS ARE ESSENTIAL TO PUBLIC SCHOOLS, THAT'S WHY THE CONSULTING REACHED OUT TO THE ELEMENTARY INQUIRING ABOUT HOW THEY CAN HELP SUPPORT THE SCHOOLS NEEDS . THEY JUMPED INTO ACTION. UNDER THE LEADERSHIP OF MS. PICKENS AND HER SCHOOL ADMINISTRATION, THEY ADVOCATED FOR DEDICATED SPACE FOR TEACHERS AND STAFF. THE CONVERSION TRANSITIONED INTO A NICE LOUNGE FOR OUR TEACHERS, WHICH IS NOW A SPECIAL PLACE FOR STAFF MEMBERS TO VISIT DURING THEIR LUNCH AND DAILY BREAKS. WE WANT TO THANK AUSTIN COMMERCIAL , AND JJ FOR TEAMING UP AND DELIVERING A FRESH NEW LOOK TO THE TEACHERS LOUNGE OVER THE RECENT HOLIDAY BREAK. SOME UPCOMING EVENTS AND GENERAL INFORMATION, WE ARE IN THE MIDDLE BASKETBALL SEASON. OUR TEAMS ARE HOT., THE BULLS AND GIRLS TEAMS WILL FACE OFF AGAINST RED OAK IN THE LANCASTER -- LANCASTER COLISEUM. IT'S A BLACKOUT GAME. VARSITY GIRLS PLAY AT 6:30, VARSITY BOYS PLAY AT 8:00. 65 AND OLDER, AND EMPLOYEES CAN RECEIVE FREE ADMISSION. GREAT PARK TO GO IN AND SEE GREAT BASKETBALL. CERTAINLY, IF YOU PREFER THE PREVIOUS ONE , WE ARE OPEN TO THAT. IN OUR OFFICE WE FELT THIS WAS A MUCH EASIER REPORT TO REVIEW. NEXT IS FORECAST FIVE. I DO HAVE A FEW COMMENTS ABOUT THE FORECAST FIVE REPORTS. SINCE OUR AUDIT. YOU WILL NOTICE ON THE FAR LEFT HAND COLUMN, PRIOR YEAR TO DATE , AND THE PRIOR YEAR ACTUALS, I WANT TO POINT OUT THAT SINCE THEY HAVE CONCLUDED THEIR AUDIT THAT WAS PRESENTED TO YOU TUESDAY NIGHT, THEY HAVE PERFORMED THEIR JOURNAL ENTRIES IN JANUARY. WHAT WAS PRESENTED TO YOU TUESDAY NIGHT IS THE ACTUALS FOR THE 2022-2023 SCHOOL YEAR.

UNTIL FEBRUARY, THESE TWO COLUMNS ONLY SHOW AS OF -- THIS IS AS OF NOVEMBER 30TH IN THE GENERAL LEDGER. THE JOURNAL ENTRIES FROM THE AUDITOR HAVE NOT BEEN PERFORMED AT THAT TIME. I ALSO WANTED TO POINT OUT THAT IN THE THIRD COLUMN IN EACH SECTION, YOUR TODAY PERCENT OF PRIOR YOUR ACTUAL, AND YOUR TODAY TO PRESENT A BUDGET, THIS IS REFLECTED OF NOVEMBER 30TH, WHICH IS OUR FIRST QUARTER. IF YOU CAN SEE WE MADE COMPARISONS ON THE PERCENTAGES GOING DOWN TO SEE WHERE WE ARE FROM THE PREVIOUS YEAR TO NOW.

CONSIDERING, ESPECIALLY IN EXPENDITURES, WE SHOULD BE AT ABOUT 25% EXPENDITURES IN THE COLUMN IS WHERE WE SHOULD SEE.

I WANTED TO POINT OUT THAT IN FUNCTION 53, WHICH IS DATA PROCESSING AND SERVICES, WE ARE A 41% EXPENDITURES AT THE FIRST QUARTER. THAT IS DUE TO THE EXPENSES FOR OUR FIREWALL . WE CAN EXPLAIN THAT. ALSO, IF YOU WILL SEE IN CURRENT YEAR TO DATE, WE SHOW THE -7 MILLION, THAT IS BECAUSE WE HAVE NOT STARTED ALL OF OUR COLLECTIONS. AS OF NOVEMBER 30TH, OUR TAX COLLECTIONS. HE WILL BE CATCHING THAT UP VERY QUICKLY.

THIS SHOWS A REVENUE DASHBOARD, WHICH IS BASICALLY GRAPHICS OF WHAT I JUST EXPLAINED. AGAIN, WITH REVENUE, WE WILL NOT REALLY SEE THE BULK OF THE TAXES COME UNTIL DECEMBER, JANUARY, FEBRUARY. EXPENDITURES , THEY MATCH EXACTLY WHAT WE SAID IN THE PREVIOUS REPORT. FOOD SERVICE, YOU WILL SEE WE ONLY HAVE LOCAL REVENUE AGAIN FOR THE MONTH OF NOVEMBER. HOPEFULLY THAT WILL BE CHANGING VERY QUICKLY. DEBT SERVICE, WE HAVE NO EXPENDITURES FOR DEBT SERVICE .

WE ACTUALLY HAVE THE PAYMENT READY TO WIRE FOR ALL OF OUR BONDS TOMORROW . THE FIRST TIME YOU WILL SEE ANY EXPENDITURES FOR DEBT SERVICE WILL ALSO BE IN THE JANUARY AND FEBRUARY REPORT. OUR LAST REPORT FOR THE EVENING IS OUR INVESTMENT REPORT. THIS INVESTMENT REPORT DOES INCLUDE THE MARKET VALUE FOR THE FIRST QUARTER. WE WILL BE HAVING OUR BUDGET COMMITTEE MEETING ON FEBRUARY 22ND AT 5:00 P.M. , BEFORE OUR BOARD MEETING. ENROLLMENT HAS REMAINED PRETTY STEADY. WE HAD A GAIN OF ABOUT FIVE STUDENTS THIS YEAR. WE HAD SOME SHIFTS , BUT ENROLLMENT HAS REMAINED STEADY. HERE I HAVE INFORMATION ABOUT OUR STAFF. WE HAVE 32 TEACHERS, 26 WHICH ARE SORELY -- FREELY CERTIFIED. SIX HOPING THEY WILL BE CERTIFIED BY THE END OF THE YEAR. LAST YEAR WE HAVE 34 TEACHERS. WE LOST A COUPLE OF TEACHERS IN OUR FINE ARTS DEPARTMENT. SINCE FINE ARTS IS SUCH A BIG DRAW FOR OUR CAMPUS, AS FAR AS STUDENTS WANTING TO ATTEND TO, AND PARENTS WANTING TO BRING THEM THERE, WE HOPE WE CAN ADD THOSE POSITIONS BACK IN THE NEXT SCHOOL YEAR. JUST A BRIEF SNAPSHOT OF OUR DATA COMPARING LAST YEAR TO THIS YEAR , 2023, WE HAD A SLIGHT DIFFERENT READING IN MATH. WE DID MAKE SOME GAINS IN SCIENCE, WHICH IS PROMISING. THEY ELUDED US IN PREVIOUS YEARS. HOPEFULLY WE ARE ABLE TO CLINCH THAT ONE PRETTY SOON. THE NEXT FEW SLIDES HAVE TO DO WITH OUR ABBOTT DATA . THIS FIRST ONE IS OUR READING DATA. BOTH OF THOSE MONTHS, WE DID SEE SIGNIFICANT PROGRESS ON CORRECTIVE ACTION PLAN. I WOULD LIKE TO TALK ABOUT THOSE SUCCESS AREAS NOW. ALTHOUGH THERE ARE ACTIVITIES TO BE COMPLETED, THERE HAVE BEEN ENOUGH SIGNS AND PROGRESS FOR EXIT CRITERIA GOAL NUMBER ONE, AND GOAL NUMBER TWO , THAT I CAN REPORT THESE AS BEING ON TRACK. I AM HAPPY TO REPORT THE GP IN 1.2 IN PARTICULAR IS COMPLETE. THESE TWO GOALS, GOAL ONE AND TWO, THEY ARE NOT FINISHED, BY ANY STRETCH OF THE IMAGINATION, BUT THEY ARE ON TRACK. ALSO, IN ADDITION, NOVEMBER AND DECEMBER WORK SESSIONS AND MEETINGS WERE CONDUCTED EFFICIENTLY , WORK FORMS WERE PRESENT. THE AGENDAS WERE FOLLOWED . THAT WAS SUFFICIENT , IN MY MIND, TO STATE THE GRIEVANCE AGAINST THE ACTION THAT WAS TAKEN BY THE BOARD OF TRUSTEES IN NOVEMBER. THERE'S A CONSTITUTIONAL CLAIM. THE BOARD HAS TO RESPOND TO THAT. IT IS TRUE THAT THIS DISTRICT POLICY , WHICH IS THE ONE YOU WERE REFERRING TO, DEALS WITH EMPLOYEES , AND NOT SPECIFICALLY TRUSTEES .

HOWEVER, IF YOU LOOK AT THE DEFINITION IN THE TEXAS STATUTES , EMPLOYEES ALSO INCLUDES OFFICERS OF THE DISTRICT. A CONDITION SET FORTH IN RESPECT TO SOME OF THE STATUTES. IT INCLUDES OFFICERS, TRUSTEES OR OFFICERS.

WE ARE GOING TO USE THE EMPLOYEE AND DEPLETE -- EMPLOYEE GRIEVANCES. OF THE GOVERNMENT CODE . THIS IS IT.

THE PROBLEM WITH IT IS THAT YOU ARE SUPPOSED TO , WHEN YOU FILE A GRIEVANCE, YOU ARE SUPPOSED TO FILE A GREAT ONE -- FILE A GRIEVANCE WITH SOMEONE THAT CAN ADDRESS THE GRIEVANCE AND THE LEVEL OF YOUR ORGANIZATION. SINCE THE SECTION OF WHICH YOU COMPLAINED WAS LEVIED BY THE BOARD, AND NOT BY THE ADMINISTRATION, OR ANYBODY IN THE ADMINISTRATION, IT WAS NOT -- IT IS NOT PROPER FOR ANY EMPLOYEE OF THE DISTRICT TO SECOND-GUESS THE DETERMINATION OF THE BOARD.
