THE FIRST PROBLEM STATEMENT ENROLLMENT DATA SHOWS THE NEED TO DEVELOP COMPREHENSIVE RECAPTURING A RETENTION PLAN TO ENSURE PARENTS KNOW THE BENEFITS OF STAYING IN LANCASTER ISD WE HAVE STUDENTS AND FAMILIES THAT HAVE OPTED FOR CHARTER SCHOOLS OR CYBER SCHOOLS RATHER THAN THE DISTRICT FURTHER EDUCATION. THE SECOND PROBLEM STATEMENT IS WE ARE EXPERIENCING AN INCREASE IN MERGE A BILINGUAL POPULATION OF TWO PERCENT A YEAR. THAT DOES NOT SEEM LIKE A LARGE NUMBER BUT IT'S ABOUT, 50 AND 70 STUDENTS PER YEAR. THEY ARE SPREAD OUT THROUGHOUT THE DISTRICT. IT WAS 50 OR 70 STUDENTS IN ONE SCHOOL THAT WOULD BE 2 TO 3 CLASSROOMS BUT WHEN THEY ARE SPREAD OUT THROUGHOUT THE DISTRICT BECAUSE OF GRADE LEVELS THAT POSES A PROBLEM AS TO MAKING SURE THAT WE SERVICE THAT POPULATION LIKELY WOULD SERVICE ANY OTHER. THE SECOND IS IDENTIFYING STUDENT LEARNING NEEDS. STUDENTS FROM ALL DEMOGRAPHICS AND BACKGROUNDS NEED TO BE READY TO ACCESS A VARIETY OF COLLEGE CAREER MILITARY AND LIFE READINESS TOOLS. SO THEY CAN GRADUATE IN POWER TO SUCCEED IN WHATEVER PATH THEY CHOOSE. WE TALK A LOT ABOUT CCM ARE HERE. THOSE METRICS CHANGE AND SO WE DO SEE THAT SOMETIMES AS A PROBLEM AS WE LOOK AT INDIVIDUAL STUDENTS AND THEIR NEEDS REGARDLESS OF THEIR ABILITIES OR CHALLENGES. I HATE CALLING THEM DISABILITIES. THEY MAY HAVE CHALLENGES BUT WE WANT TO MAKE SURE WE ENSURE THAT THEY ARE CCM ARE READY. THE OTHER IS WE WANT TO KEEP AT THE FOREFRONT THAT WE DID HAVE A DISRUPTION OF LEARNING DUE TO THE COVID-19 PANDEMIC. JUST A REMINDER IN THIS DISTRICT WHEN THE PANDEMIC LOCKDOWN HAPPENED ALL OF HER STUDENTS WERE OUT OF THE SCHOOL BUILDING AND WERE TAUGHT VIRTUALLY. UPON RETURNING WE HAD 25 PERCENT TO RETURN TO THE BUILDING EVEN IN YEAR ONE WHEN DR. A. KATRISE PERERA WAS HERE WE HAD ABOUT 20 PERCENT OF POPULATION THAT WERE ELEMENTARY WHO REMAINED REMOTE. THAT TIME SPAN OF 2020 TO 2022, THE IMPACT LOOKS A LITTLE BIT DIFFERENT IN LANCASTER THAN IT DOES IN OTHER PLACES. THE OTHER AREAS HAS TO DO WITH DEVELOPMENT AND MAINTENANCE OF OUR BUDGETARY AND FISCAL PLANNING PROCESSES. WE HAVE A CHALLENGE, WE TALK ABOUT RIGHTSIZING BECAUSE WE HAVE HAD A DECLINE IN ENROLLMENT OVER THE PAST FIVE YEARS. THE SECOND STATEMENT I ALWAYS SAY IS A BIT COURAGEOUS ON OUR PART TO SAY IT IS A PROBLEM STATEMENT. ONE IN PARTICULAR I WILL POINT OUT IS AT THE END OF THE YEAR OUR CHOIR TO STATE AND THEY PERFORMED REALLY WELL. SKILLS USA THEY PERFORMED REALLY WELL AND I WOULD DEEM THAT THE SUCCESS. THEY COMPETED AT A HIGH LEVEL AT THE STATE LEVEL HOWEVER THAT IS NOT PART OF THE WAY WE ARE MEASURED BY THE STATE. LASTLY THE PERCEPTION WE'VE TALKED QUITE A BIT ABOUT THE NATIONAL TEACHER SHORTAGE. WE POINTED OUT THERE'S A LABOR SHORTAGE AS WELL. WE COMPETE WITH WALMART WAREHOUSE. WE COMPETE WITH THE DOUGHNUT SHOP. WE COMPETE WITH THE TIRE [01:55:01] COMPANY. FOR TALENT. BECAUSE MANY OF THOSE PLACES PAY JUST AS MUCH OR MORE THAN WE DO IN SOME OF OUR POSITIONS. AT ONE POINT WE WERE THE LARGEST EMPLOYER IN THIS COMMUNITY THAT IS NO MORE. AT THAT TIME WHEN WE WERE THE LARGEST EMPLOYER WE WERE COMPETING WITH THE LIKES OF DESOTO AND CEDAR HILL AND DALLAS. NOW THAT MARKET HAS WIDENED AS WE LOOK FOR TALENT. THE LAST ONE IS THAT WE WANT TO KEEP AT THE FOREFRONT THAT OUR PHYSICAL AND EMOTIONAL WELL-BEING OF OUR STUDENTS AND STAFF DOES HAVE DIRECT IMPACT ON THE LEARNING ENVIRONMENT AND OVERALL CULTURE OF OUR SCHOOLS. DR. A. KATRISE PERERA ALWAYS SAYS WE HAVE TO MAKE SURE OUR STUDENTS FEEL SAFE. BEFORE THEY CAN OPEN THEIR MINDS FOR LEARNING. WE ASK THE GROUPS, WE THOUGHT WE WERE GOING TO GIVE THEM 30 MINUTES. SO THE ENROLLMENT DATA COMPENSATE RECAPTURING PLAN IS ONE THAT THEY POINTED OUT AND THEY FELT LIKE IF WE WERE ABLE TO HAVE A PLAN TO PULL OUR STUDENTS BACK INTO THE DISTRICT, THAT CAN HELP SOLVE THE PROBLEMS AROUND OUR FISCAL AND BUDGET BEING ABLE TO MAKE SURE WE DO THAT. WE TALKED ABOUT THE ROOT CAUSE AND LACK OF AFFORDABLE HOUSING IN LANCASTER. ONE OF THE THINGS THAT WAS BROUGHT UP IS THERE ARE NOT ANY NEW APARTMENTS THAT ARE BEING BUILT. WE HAVE FOLKS WHO ARE NOT ABLE TO AFFORD TO BUY A HOME. THAT THERE ARE OTHER AREAS THAT ARE A BIT MORE AFFORDABLE FOR THEM TO USE, TO MOVE. WITH A COMBINATION OF AN AGING CITY POPULATION. THAT IS AFFECTING US. REDUCTION IN BIRTH RATES AND THERE'S A MISPERCEPTION ABOUT THE QUALITY OF EDUCATION IN THE MIDDLE GRADES WE DO OUR BEST TO MAKE SURE THAT PEOPLE KNOW THAT WE HAVE A BLUE RIBBON PRINCIPAL AT OUR SIX GRADE CAMPUS. WE DO ALSO HAVE A NEW LEADER AT OUR MIDDLE SCHOOL CAMPUS. THOSE ARE SOME OF THE THINGS WE TRY TO DO. THE SECOND ONE AND EVEN THOUGH I'M SAYING FIRST AND SECOND THIS GROUP DID NOT SAY THAT THIS WAS THE MOST, THEY SHOULD BE NUMBER ONE BUT THESE WERE THE TOP FOUR. THEY POINTED OUT ABOUT THE PHYSICAL AND EMOTIONAL WELL-BEING OF OUR STUDENTS. WE HAD A STUDENT TO SPEAK TO US ABOUT HOW IMPORTANT IT IS FOR HER TO FEEL PHYSICALLY AND EMOTIONALLY STATE AT SCHOOL.
