>> MADAM PRESIDENT, AND SCHOOL BOARD MEMBERS, MADAM SUPERINTENDENT AND YOUR STAFF, WHAT A PRIVILEGE IT IS TO STAND BEFORE YOU TONIGHT TO MAKE THIS PROCLAMATION FOR MY DEAR FRIEND AND BROTHER. I HAD OPPORTUNITY TO WORK WITH HIM AT THE SEVENTH AND EIGHTH GRADE CAMPUS FOR QUITE A FEW YEARS.

SO, I HAVE SEEN HIM IN ACTION, I HAVE SEEN HOW HE PULLED IN THE STUDENTS HE WAS EDUCATING IN HIS FIELD. THE LAST TIME I SAW HIM, WE WERE IN THE MARTIN LUTHER KING PARADE. OF COURSE, WE HUGGED, AND OFF TO THE PARADE WE WENT. BUT I WANTED TO DO SOMETHING SPECIAL FOR HIM, BECAUSE NOT ONLY DID HE PULL INTO THE STUDENTS AT THE MIDDLE SCHOOL, BUT HE WAS AN ASSET TO THE CITY. I HAVE SEEN HIM INVOLVED IN QUITE A FEW THINGS, ESPECIALLY WHEN IT CAME TO PARADES. I DON'T CARE WHAT KIND OF PARADE IT WAS. HE WAS IN THAT. SO, TO HIS WIFE AND FAMILY, WE HONOR SERGEANT WILLIAMS TONIGHT IN THIS WAY.

WHERE IS SERGEANT FRANCIS ODELL WILLIAMS SENIOR WAS BORN ON APRIL 4TH, 1969, AND HAS SHOWN HIMSELF TO BE A MAN OF COMPASSION, STRENGTH, AND FAITH . AND WHEREAS UPON RETIREMENT FROM THE U.S. ARMY, SERGEANT WILLIAMS JOINED LANCASTER INDEPENDENT SCHOOL DISTRICT IN 2014, AND SERVED NINE YEARS PRIMARILY AS THE ROTC INSTRUCTOR OF LANCASTER MIDDLE SCHOOL. AND WHEREAS HE WAS DEDICATED TO HIS CRAFT AS AN INSTRUCTOR AND WORKED HARD TO INSTILL SELF DISCIPLINE , SELF-CONFIDENCE, AND LEADERSHIP SKILLS IN ALL OF HIS STUDENTS , PREPARING THEM FOR THEIR FUTURE ENDEAVORS. AND WHEREAS SERGEANT WILLIAMS EXPRESSLY ENJOYED WORKING WITH THE COLOR GUARD ON PRESENTATIONS AND DRILL CEREMONIES. AND WHEREAS SERGEANT WILLIAMS ' PASSING WILL BE FELT BY HIS FAMILY MEMBERS, STUDENTS, FRIENDS, AND CHURCH MEMBERS. COMMENTS. >> 618 WEST RIDGE AVENUE, SCHOOL BOARD. THERE LANCASTER ISD, CITY OF LANCASTER CONSTITUENTS AND LANCASTER RESIDENTS, I AM WRITING THIS LETTER WITH GREAT CONCERN, FOR MY CHILDREN, FOR OTHER PEOPLE'S CHILDREN, FOR THE CITY OF LANCASTER, AS WELL AS ALL WHO RESIDE IN IT OR IT I HAVE BEEN A RESIDENT OF THE CITY SINCE 2018, AND MY KIDS HAVE ATTENDED LISP SCHOOLS SINCE THAT TIME.

THE THINGS I WILL SAY THE THINGS I HAVE OBSERVED, AND I'M PRETTY SURE MANY OF YOU HAVE AS WELL. I NOTICED THAT IN EVERYTHING I HAVE ATTENDED, GOD IS BROUGHT UP. EVENTS DO NOT START WITHOUT PRAYER FIRST. WE ARE A PEOPLE, A CITY, A FAMILY THAT BELIEVES IN PRAYER AND THE POWER OF GOD, RIGHT? I NOTICED THAT THE SCHOOL EVENT, TEACHES, AND PRETZELS ARE PROPPING THE KIDS UP, ASKING PARENTS TO GET INVOLVED AT THE SCHOOLS AND HELP OUT. THEY SAY THAT PARENTS ARE PART OF THE GLUE THAT KEEPS THE VIDEO TOGETHER. THEY TELL PARENTS TO PLEASE LET THEM KNOW IF THERE IS ANYTHING THEY CAN DO TO HELP THE CHILD. THEY SAID THEY WANT TO PARTNER WITH PARENTS, CREATE SCHOLARS. HAS ANYONE ELSE BEEN TOLD THIS? I HAVE NOTICED THAT PARENTS ARE NOT BEING CONTACTED ANYMORE. IT IS EXPECTED FOR THE CHILD TO TELL IMPORTANT INFORMATION, ANY MONEY BEING PAID OUT, THEY DO ALL THEY CAN TO NOTIFY THE PARENT VIA MAIL, AUTOMATED CALL, TEXT MESSAGE, EMAIL. I NOTICED ADULTS TEACHING CHILDREN WHO DO NOT HAVE EXPERIENCE IN THE SUBJECT THEY ARE TEACHING, AS WELL AS NOT KNOWING INFORMATION FOR

[00:35:02]

THEMSELVES. THEY ARE IN THESE POSITIONS DUE TO SHORT STAFF, I AM TOLD. I HAVE NOTICED MORE VIOLENCE IN OUR SCHOOLCHILDREN TOWARD OTHER CHILDREN, THEMSELVES, AND STAFF. OTHERS HAVE NOTICED THIS AS WELL, BECAUSE I HAVE NOTICED MORE POLICE INSIDE THE SCHOOL. I HAVE NOTICED OVER 90% OF STUDENTS DO NOT FEEL SAFE IN SCHOOL. AT THE TEEN SUMMIT, THE QUESTION IS, HOW MANY OF YOU FEEL UNSAFE IN SCHOOL? ALMOST ALL THE KIDS RAISE THEIR HANDS. I HAVE NOTICED WHEN YOU GET RIGHTEOUS PEOPLE IN POSITION TO REALLY HELP, THEY ARE OUTNUMBERED BY THOSE WHO CARE MORE ABOUT MONEY AND GET THEM REMOVED SOME TYPE OF WAY. I'VE NOTICED WHEN PARENTS -- THE CHAIN OF COMMAND TO ADDRESS CONCERNS, THEY ARE IGNORED BUT I NOTICED THE SAME THING AS WELL WHEN A TEACHER FOLLOWS THE CHAIN OF COMMAND TO ADDRESS A CONCERN, THEY ARE IGNORED OR SILENCED, OR FIRED BUT HOW MUCH LONGER IS IT EXPECTED FOR US TO PRAY TO GOD BEFORE WE DO ANYTHING AND HE NOT SHOW UP TO JUDGE? NO LONGER DOES GOD WANT TO KNOW HIS NAME TO BE PROFANE, NO LONGER WILL HE ALLOW THE INJUSTICE TO GO ON IN THE CITY, NO LONGER WILL HE ALLOW HIS CHILDREN TO BE USED AND ABUSED.

HE IS SICK OF HIS NAME BEING A PRETENSE. IF YOU ARE IN A POSITION TO DO WHAT IS RIGHT AND CONTINUE DOING WHAT IS WRONG, HE WILL JUDGE YOU PERSONALLY. BUT IF WE AS A CITY CONTINUE SITTING BACK AND WATCHING PEOPLE USE OUR KIDS FOR MONEY, GOD WILL JUDGE THE CITY. I DON'T KNOW ABOUT YOU, BUT I HAVE SEEN THE WRATH OF GOD WITH MY OWN EYES, IT IS NOT NICE. I BEG YOU TO REPENT FOR THE WRONG YOU HAVE DONE. AND DO ALL YOU CAN FOR THE BETTER GOOD OF THE CHILDREN BUT I BEG YOU TO REPENT FOR CHOOSING MONEY OVER OUR KIDS. IF YOU KNOW YOU ARE NOT GOING TO DO RIGHT, STEP DOWN FROM YOUR HIGH POSITION AND GIVE IT TO SOMEONE WHO HAS A HEART FOR THESE KIDS YOU'RE THE KID YOU SEE TODAY ARE A PRODUCT OF WHAT YOU HAVE CREATED. NOW THEY ARE TERRORIZING THE ONES WHO TAUGHT THEM TO TERRORIZE. Y'ALL ARE SCARED, PUTTING POLICE EVERYWHERE BUT I AM HERE TO SAVE THE TAXPAYERS MONEY FOR YOUR POLICING AND SECURITY SYSTEM IS NOT GOING TO STOP WHAT IS COMING IF YOU DO NOT REPENT. THE WORD OF THE LORD HAS WOKEN, AND JUDGMENT WILL BE SWIFT. SOMETHING IS COMING TO THE CITY THAT HAS NOT BEEN SEEN IF WE DO NOT TURN BACK. PLEASE

TURN BACK AND REPENT. >> THANK YOU ALL. NOW, WE WILL

[8.A. Literacy Framework update - Ashley Tippit & Walesha Robinson, Presenters ]

MOVE TO THE SUPERINTENDENT REPORT. THE FIRST ONE IS LITERACY FRAMEWORK UPDATE. DR. PEREIRA?

>> THANK YOU, MADAM PRESIDENT. WE WILL CALL FOR MR. BUT AND MS. ROBINSON TO SHARE THAT INFORMATION WITH COMMUNITY AND

THE BOARD. >> GOOD EVENING, MADAM, BOARD PRESIDENT, DISTINGUISHED BOARD MEMBERS, AND SUPERINTENDENT, DR. PEREIRA POINT WE ARE HERE TO PRESENT LANCASTER ISD LITERACY FRAMEWORK. A LITERACY FRAMEWORK ARTICULATES THE DISTRICT 'S APPROACH TO CURRICULUM , INSTRUCTION, ASSESSMENT, MATERIALS, AND RESOURCES AND ORGANIZATION, WHICH WILL ENABLE ALL STUDENTS TO DEVELOP THE LITERACY SKILLS NEEDED TO BE COLLEGE, CAREER, AND LIFE-READY.

>> IN NOVEMBER 2022, DR. ANGIE KNIGHT SECURED THE STRONG FOUNDATIONS GRANT THROUGH DEA, WITH A TEAM OF ADMITTED TRADERS, TEACHERS, AND COMMUNITY STAKEHOLDERS , WE WORK TO CREATE A FRAMEWORK THAT WILL LEAD US IN OUR WORK TO BRING CONSISTENCY TO OUR INSTRUCTIONAL PRACTICES WHEN SELECTING HIGH-QUALITY INSTRUCTIONAL MATERIALS FOR OUR TEACHERS AND STUDENTS. REFINE WHAT GOOD LITERACY INSTRUCTION ENTAILS, AS WELL AS CREATE LOVERS OF LITERATURE. IN AN ATTEMPT TO BE INCLUSIVE IN THE PROCESS, WE INVITED LANCASTER ISD STAFF AND COMMUNITY NEVER SEPARATE AS A BABY THERE HERE TONIGHT. STRONG FOUNDATION COMMUNITY MEMBERS, PLEASE STAND. WE WOULD LIKE TO THANK THEM FOR THEIR DEDICATED WORK.

GROUPS SHARED THEIR THOUGHTS ON CURRENT LITERACY PRACTICES AND EXPRESSED CHANGES THEY WOULD LIKE TO SEE IN READING CLASSES.

PARENTS WERE ABLE TO MAKE CONNECTIONS BETWEEN WHAT THEY WERE SEEING FROM THEIR STUDENT AND WHAT THE DISTRICT WANTS TO IMPLEMENT MOVING FORWARD. WE FOLLOWED A PROCESS WHEN CREATING OUR LITERACY FRAMEWORK. STEP ONE, WE BUILT A COMMITTEE AND ASSESSED CURRENT DATA AND FRAMEWORKS THAT REBUILD A ROAD THAT THROUGH BACKWARD DESIGN TO INCLUDE A SCOPING SEQUENCE OF COLLECTIVE LEARNING SERIES , IMITATION PRIORITIES, AND PROJECT PLAN AND DECISION-MAKING PROTOCOLS.

WE COMPLETED A ROBUST COMMUNICATIONS PLAN THAT INCLUDED DETERMINATION OF LARGER STAKEHOLDER GROUPS , CUSTOMIZED COMMUNICATION PLANS FOR EACH GROUP, AND SET UP SYSTEMS OF COACHING FOR STAKEHOLDERS THROUGHOUT THE PROCESS. STEP TWO, WE GATHERED FEEDBACK FROM SECONDARY STUDENTS, COMMUNITY MEMBERS, CAMPUS LEADERS, AND ELEMENTARY PARENTS TO GAIN INSIGHT ON THEIR LITERACY PRIORITIES. STEP THREE . WE COMPLETED -- I'M SORRY. WE COMPLETED AN

[00:40:03]

ELECTIVE LEARNING SERIES FOCUS ON RESEARCH. STEP FOUR, USING DATA FROM THE COMMUNITY ENGAGEMENT ONLINE SURVEY, USING THE BACKWARDS DESIGN PROCESS WE CREATED THE LITERACY LEARNING EXPERIENCE. THE FRAMEWORK STILL REFLECTS RESEARCH ON HOW STUDENTS LEARN. THROUGHOUT THE PROCESS, THE TEAM WENT THROUGH SEVERAL ROUNDS OF FEEDBACK AND INTERACTION TO DEVELOP THE FINAL LITERACY FRAMEWORK BASED ON CONSENSUS. FINALLY, STEP FIVE, WE DEVELOPED AN AMPLE MENTATION PLAN TO SUPPORT PUTTING THE NEW FRAMEWORK INTO ACTION AND BEGINNING TO IDENTIFY PRIORITY AREAS NEEDING ALIGNMENT TO THE FRAMEWORK. WE ASSESSED EXISTING DISTRICT RESOURCES TO INCLUDE CURRICULUM AND STRUCTURAL MATERIALS, PROFESSIONAL LEARNING FOCUSED DESIGN, AND LEARNING STRUCTURE TOOLS.

>> THE FRAMEWORK IS BASED ON A SET OF RESEARCH-BASED INSTRUCTIONAL STRATEGIES . YOU MAY BE HEARING THE TERM RB IS A LOT IN THE COMING MONTH. THOSE ARE A SET OF RESEARCH BASED PRACTICES THAT HIGHLIGHT COMMON MISCONCEPTIONS IN THE FIELD. THEY ARE TOPICS THAT REQUIRE CONCEPTUAL OR PHILOSOPHICAL CHANGES IN OUR APPROACH TO INSTRUCTION. THEY ARE A SET OF PRACTICES THAT ARE SUPPORTED BY RESEARCH AND SHOULD BE PRESENT IN ALL CLASSROOMS, REGARDLESS OF INSTRUCTIONAL MATERIALS , AND THEY ARE A SET OF PRACTICES THAT RELATE DIRECTLY TO THE DESIGN OF INSTRUCTIONAL MATERIALS AND OR THE APPROACH REQUIRED TO IMPLEMENT THEM EFFECTIVELY. THOSE ARE THE FOUR RBS .

>> DURING THE PROCESS, WE CONSIDERED WHAT THE END GOAL WOULD BE WHEN STRATEGICALLY IMPLEMENTING ALL OF THE STRATEGIES AND COLLABORATIVELY , WE DECIDED THAT ADAPTIVE, EQUITABLE, INNOVATIVE TEACHING AND LEARNING WOULD PROPEL STUDENTS INTO THEIR CHOSEN PATHWAYS , THEREBY BECOMING

PRODUCTIVE CITIZENS. >> YOU WILL HEAR THE WORD "COLLABORATIVELY" A LOT. THAT WAS BIG IN OUR DEVELOPMENT PROCESS. IN OUR OVERALL BELIEFS, AS JUST A QUICK SYNOPSIS OF OUR OVERALL BELIEFS , AND IT WILL GO FORWARD. OUR SYNOPSIS OF OUR BELIEFS INVOLVE EQUITY, QUALITY INSTRUCTION, AND CONSISTENCY THROUGH TEACHER EFFICACY.

>> WITH THOSE, WE HAVE OUR LITERACY BELIEFS. THESE ARE COMMON BELIEFS ABOUT LITERACY THAT WE HAVE IN LANCASTER ISD.

WE BELIEVE THAT USING THE RBS, THE FOUR SHE TALKED ABOUT EARLIER , WILL HELP US REACH OUR LITERACY GOAL. ON THE SCREEN, YOU WILL SEE SOME OF OUR BELIEFS.

>> LASTLY, WE DEVELOPED A LIST OF STAKEHOLDER ACTIONS FOR ALL OF THE VARIOUS STAKEHOLDER GROUPS WHO WERE INVOLVED IN THIS PROCESS. SO, WE HAVE STAKEHOLDER ACTIONS THAT INVOLVE STUDENTS, INCLUDING THINGS LIKE COME TO SCHOOL EACH DAY READY TO LEARN, AND RESPOND TO DIFFERENT GENRES OF LITERATURE THROUGH WRITING. AND FOR TEACHERS WHO ARE TO PROVIDE INSTRUCTION IN A WAY THAT WILL MOTIVATE AND ENCOURAGE SCHOLARS, AND KEEP STUDENTS AND PARENTS INFORMED OF LITERACY PROGRESS. WE ALSO HAVE STAKEHOLDER ACTIONS FOR LEADERS AND INSTRUCTIONAL COACHES. AND LASTLY, FOR THE FAMILIES AND THE GUARDIANS OF THOSE STUDENTS WHO HAD THE FIRST SET OF STAKEHOLDER ACTIONS.

>> AT THIS TIME, DOES ANYONE HAVE QUESTIONS?

>> WESTERNS OR COMMENTS FOR THE BOARD?

>> I HAVE A QUESTION. >> MISS WHITFIELD?

>> HOW OFTEN WILL THE PROGRAM BE EVALUATED FOR EFFECTIVENESS? AND HOW OFTEN WILL THIS INFORMATION BE SHARED WITH TEACHERS AND PARENTS? I POSIT, SORRY, STUDENTS AND PARENTS, TO MAKE SURE THAT COMMUNICATION IS TRANSPARENT AS WELL AS

CONSISTENT? >> IT WILL VARY, DEPENDING ON WHAT THE COMMUNICATION IS. THE PROGRAM WILL BE EVALUATED FIRST AT THE END OF THIS COMING SCHOOL YEAR. WE WILL IMPLEMENT OVER THE COURSE OF THE 2023-24 SCHOOL YEAR AND EVALUATE OUR IMPLEMENTATION INITIALLY AT THE END OF THAT YEAR. AND COMMUNICATION AT ALL STAKEHOLDER LEVELS IS INTENDED

TO BE ONGOING. >> ONE THING I WANT TO ADD.

THIS IS MY TEAM I AM VERY PROUD OF. THE FRAMEWORK IS A GUIDE.

OFTEN, WE ARE ASKED WHAT WE ARE USING TO MAKE SURE WE EVALUATE INSTRUCTIONAL MATERIALS ? WHAT ARE WE USING TO MAKE SURE THERE IS GOOD INSTRUCTION? THE FRAMEWORK IS A GUIDE, OR GUARDRAILS WE USE TO MAKE SURE WE SAY WHAT OUR

[00:45:04]

PROMISE IS, WHAT WE NEED FOR THE STAKEHOLDERS TO DO, AND WHAT WE ARE GOING TO DO. IT IS A GUIDE THAT WE WILL COMMUNICATE OUT, BUT IT IS SOMETHING THAT THE FRAMEWORK IS THERE TO HOLD US ACCOUNTABLE, BUT ALSO TO GIVE A LANGUAGE AROUND WHAT WE ARE HOLDING STUDENTS, PARENTS, AND TEACHERS ACCOUNTABLE FOR. I HOPE THAT ANSWERS YOUR QUESTION. IT IS NOT NECESSARILY A PROGRAM, IT IS A GUIDE BY WHICH WE

EVALUATE LITERACY PROGRAMS. >> SO, IS THIS MORE FOR THE DISTRICT, IN-HOUSE, OR IS THIS IN FACT TO BE SHARED WITH PARENTS? AND WILL THERE BE A SET, I GUESS, GUIDE, AS IT RELATES TO CONSISTENCY AND COMMUNICATION AND HOW OFTEN IS

COMMUNICATED? >> IT WILL BE A GUIDE, IT WILL BE SHARED WITH EVERYONE. IT WILL BE THE EXPECTATIONS. IF YOU GO BACK, YOU WILL SEE HERE IS WHAT TEACHERS WILL DO, HERE IS WHAT STUDENTS WILL DO. SO, THE EXPECTATION FROM US WILL BE THAT, WHENEVER TEACHERS ARE TALKING TO PARENTS, THAT THEY TALK ABOUT SOME ACTIONS THAT PARENTS CAN DISPLAY IN ORDER TO HELP THEIR CHILDREN. SO, THE FRAMEWORK HELPS US SEE THAT, IF WE ALL WORK TOGETHER AND FOLLOW THOSE ACTIONS, THAT THE BELIEFS, THE OUTCOMES THAT WE THINK OUR STUDENTS WILL HAVE ARE IN THE FRAMEWORK AS WELL. AGAIN, THE FRAMEWORK IS A SET OF GUARDRAILS BY WHICH WE EVALUATE PROGRAMMING, BUT IT IS NOT NECESSARILY A SPECIFIC PROGRAM. SO, FOR EXAMPLE, YOU SEE IN OUR EARLY GRADES, WE START TO USE REALLY GREAT READING. A LOT OF TIMES, PARENTS ASK IS, WHAT SHOULD I BE DOING? HOW CAN I HELP SUPPORT THE SCHOOL? SO, WE GO TO THE FRAMEWORK, AND WE SAY, HERE ARE SOME ACTIONS YOU CAN DO TO HELP US AS WE TRY TO ENHANCE YOUR CHILD AND THEIR LITERACY LEVELS. THOSE ARE COMMITMENTS, ACTIONS THAT, IF EVERYONE WORKS TOGETHER IN THE FRAMEWORK, OUR STUDENTS WILL

REACH THE GOALS. >> WHAT IS THE FOLLOW-UP IF GOALS ARE NOT MET OR THE COMMUNICATION IS NOT

RECIPROCATED? >> THE CYCLE IS ITERATED. IF YOU LOOK IN THERE AND YOU SEE WHAT TEACHERS WILL BE DOING, IF A STUDENT DOES NOT MAKE IT, THEN WE WORK WITH THE TEACHER AND COACH AROUND IT. IF THERE IS SOMETHING AROUND, INSTRUCTIONAL COACHES, THAT IS WHAT THEY WILL DO. THE CYCLE IS ITERATIVE. WE GO THROUGH IT, WE SAY THESE ARE OUR COMMITMENTS, WE WILL CONTINUE DOING THIS TO STRENGTHEN THE CHILD, SO THEY

CAN REACH THE GOAL. >> DR. BARKER, DON'T LEAVE. I JUST WANT TO MAKE A COMMENT. I WANT TO ASK A QUESTION, I UNDERSTAND CLEARLY WHAT THEIR FRAMEWORK IS. FOUNDATION MEANS EVERYTHING FOR OUR CHILDREN. YOUR FOLDOUT PLAN IS WHAT WE NEED TO ENSURE OUR CHILDREN RECEIVE WHAT THEY NEED THROUGH THEIR JOURNEY. SO, THANK YOU FOR YOUR HARD WORK AND YOUR TEAM. ALSO, IF THERE IS ANYTHING WE CAN DO ON OUR END,

JUST LET US KNOW. >> WELL, YOU WILL SEE US COME BACK NEXT SCHOOL YEAR. WE WILL BUILD A FRAMEWORK AROUND MATH.

IN THE SUMMER, WE HOPE TO COME WITH YOU WITH A FRAMEWORK AROUND HOW WE COACH. SO, AGAIN, WE DON'T WANT TO SEEM LIKE WE ARE JUST DOING ANYTHING, WILLY-NILLY, THESE ARE COMMITMENTS TO OUR STUDENTS. THIS IS HOW WE ARE SUPPORTING PEOPLE AROUND IT, BECAUSE WE DO TAKE LEARNING SERIOUSLY.

LITERACY, MATH, SCIENCE, SOCIAL STUDIES, THE PROMISE THE BOARD HAS, THE VISION FOR OUR STUDENTS, THE FRAMEWORK HELPS

US TO REACH THAT. >> THANK YOU. ANY OTHER QUESTIONS OR COMMENTS? THANK YOU ALL.

[8.B. Human Resources Update-Dr. LaBotta Taylor, Presenter ]

>> NEXT ITEM ON THE SUPERINTENDENT REPORT IS HUMAN

RESOURCES UPDATER DR. PERERA? >> THANK YOU, MADAM PRESIDENT.

IN THE FALL, THERE WERE SOME CONCERNS AND QUESTIONS INVOLVING HUMAN RESOURCES. AS I REMINDED THE BOARD AND THE COMMUNITY, WE USUALLY GET A REPORT AROUND THIS TIME EACH YEAR. SO, TODAY IS THE DAY. DR. TAYLOR IS HERE TO GIVE AN UPDATE TO THE BOARD ON RETENTION, INFORMATION ABOUT DIFFERENT POSITIONS, ET CETERA. SHE WILL PRESENT THAT DATA TO YOU. I DON'T WANT TO STEAL YOUR THUNDER, DR. TAYLOR, BUT MIGHT I ADD, WE ARE ONE OF THE LOWEST IN THE REGION. HIGHEST IN RETENTION, LOWEST IN TURNOVER.

>> MADAM PRESIDENT, DISTINGUISHED BOARD MEMBERS, DR. PERERA, I AM HERE TO PRESENT AN HR UPDATE FOR 22-23. AS YOU CAN SEE HERE, THIS IS THE TEXAS SCHOOL DISTRICT TEACHER TURNOVER INFORMATION FROM 21-22. THIS

[00:50:01]

IS PROVIDED FROM THE UNITED EDUCATORS ASSOCIATION. AS YOU CAN SEE, THERE ARE NEIGHBORING SCHOOL DISTRICTS ON THERE, AS WELL AS OTHER DISTRICTS OF SIZE IN COMPARISON TO LANCASTER ISD.

YOU CAN NOTE ON THERE, DUE TO US BEING SO RIGOROUS IN RETAINING OUR STAFF AND DOING DIFFERENT STRATEGIES , THAT WE ARE THE LOWEST AT 21.4%.

>> DR. TAYLOR, MAY I INTERRUPT YOU? I THINK WE OWE A LOT OF THAT TO OUR PRINCIPALS, WHO RETAIN THE MAJORITY OF OUR STAFF. I WANT TO LOOK KNOWLEDGE THEM, AS THEY ARE SITTING HERE.

RIGHT. HERE WE ARE. IF WE CONTINUE ON, THIS INFORMATION, AGAIN, IS USUALLY SHARED A LITTLE LATER, WHEN WE GET THE PAPER FROM THE STATE ASSESSMENT. HOWEVER, WE TOOK THIS DATA FROM AUGUST 4TH, 2022 , AND THEN, INTO THE LAST BOARD MEETING, WORK WAS REQUESTED MARCH 23RD, AROUND THAT DATE.

SO WE WOULD HAVE SOME CONSISTENCE. SO, FOR CERTIFIED TEACHERS, THAT TURNOVER RATIO IS 4.6%. I CAN SHARE THAT MOST OF THAT NUMBER IS FROM RETIRED EDUCATORS, AND THEN THE CLASSROOM INSTRUCTORS, THE CLASSROOM FACILITATORS, WE KNOW THAT IS OUR 40-40, 50-50 PROGRAM. INDIVIDUALS WHO ARE INTERESTED HAVE A BACHELORS DEGREE AND ARE INTERESTED IN ALTERNATIVE CERTIFICATION PROGRAM. BUT WHEN WE LOOK AT THAT NUMBER, IT SEEMS A LITTLE HIGH, BUT IT REALLY IS NOT. IT IS KIND OF ONE PER CAMPUS AND A COUPLE MORE INDIVIDUALS. WE KNOW THEY ARE NOT ON A CONTRACT, THEY ARE ON A LETTER OF REASONABLE ASSURANCE, WHICH IS AT WILL. WE CAME TOGETHER AND COLLABORATED IN THE DISTRICT. AS YOU MAY REMEMBER, I WILL TALK ABOUT LATER, THE POWER OF ACADEMY THAT WE STARTED, THAT WAS A LITTLE BEFORE THANKSGIVING. SO, MOST OF THAT NUMBER IN THE BEGINNING SET WAS A LITTLE HIGHER, BUT THEN, WE WERE ABLE TO COME TOGETHER, SEE WHAT THEY REALLY NEEDED, ADDITIONAL SUPPORT , BECAUSE MAYBE, OF COURSE, WE ARE NOT EDUCATION MAJORS. BUT DISTRICTWIDE, WE CAN SEE TODAY, THAT IS 12%. THAT NUMBER IS LOW, ACROSS THE DISTRICT. THEN, THE TURNOVER RATE FOR TEACHERS IN THE STATE OF TEXAS IS 17.7, THAT IS FROM THE 21-22 TAPER REPORT.

AGAIN, WE ARE WORKING ON RETENTION DISTRICTWIDE , AND WE ARE HAPPY TO REPORT OUR NUMBERS. HERE, WE HAVE OUR CLASSROOM INSTRUCTOR FACILITATOR UPDATE. HUMAN RESOURCES, ALONG WITH OTHER DEPARTMENTS. WE COLLABORATE WITH INSTRUCTIONAL SERVICES, STUDENT SERVICES, COMMUNICATIONS , MANY DEPARTMENTS, DISTRICTWIDE. WE CAN SEE THERE, FOR THE CERTIFICATION PROGRAM, WE DO PROVIDE THE RESOURCES WHERE THEY CAN GET TUTORING ON THEIR CERTIFICATION. WE HAVE MENTORSHIPS TO HELP THEM. OUR MENTORSHIP PROGRAM IS IN-HOUSE , AND THEY HAVE DIFFERENT MEETINGS MONTHLY , SO THEY CAN LEARN THINGS ON LESSON PLANNING, MAYBE SEL, RESPONSIVE TEACHING, AND 100% ARE ENROLLED IN SOME KIND OF MENTORSHIP PROGRAM. THAT IS ANYONE, TEACHERS WITH ZERO THROUGH THREE YEARS EXPERIENCE.

WE HAVE 94% OF EDUCATORS IN A CERTIFICATION PROGRAM. I CANNOT SAY THE OTHER 6% ARE OTHER LATE HIRES OR ONES WHO HAVE SOME WORK TO DO TO MEET THE PREREQUISITE OF AN ALTERNATIVE CERTIFICATION PROGRAM. 33% HAVE COMPLETED ALL MODULES, THOUGH DIFFERENT PROGRAMS HAVE DIFFERENT REQUIREMENTS. WE ARE HOPING THAT NUMBER WILL GO TO 50% BY THE SUMMER, BUT THEY ARE ON TRACK. THE FIRST TRACK IS CLASSROOM FACILITATOR , CLASSROOM INSTRUCTOR, AND THEN, BY THE THIRD YEAR, TO BECOME A FULLY CERTIFIED TEACHER. AGAIN, WITH THE SUPPORT OF THE PRINCIPALS, CURRICULUM DEPARTMENT, THE LEADERSHIP TEAM, WE ARE WORKING TO ENSURE WE ACHIEVE THE GOALS. NEXT, WE HAVE OUR POWER UP AMBASSADOR PROGRAM. IF YOU RECALL , IN ONE OF OUR BOARD MEETINGS, WE HAD POWER UP AMBASSADOR'S CALM IN.

THOSE ARE RETIRED TEACHERS, WHO HELP OUR NOVICE TEACHERS WITH SMALL GROUP INSTRUCTION , DIFFERENTIATION, PARENTAL INVOLVEMENT, AND VARIOUS THINGS. WE HAVE 19 OF THEM THAT WORK WITH 10 TO 15 CLASSROOM INSTRUCTORS, FACILITATORS, AND THREE NOVICE TEACHERS , TWO FULL DAYS PER WEEK. YOU CAN SEE ON THE CHART, JUST FOR TRANSPARENCY, WHERE THEY ARE ASSIGNED. WE DO HAVE A SPECIAL EDUCATION FLOATER, A SPECIAL

[00:55:02]

FLOATER, AND THEN THEY ARE ASSIGNED ALSO THROUGHOUT THE CAMPUS, INCLUDING JD HALL. ON OUR EXIT SURVEY, IT IS OPTIONAL FOR EMPLOYEES, BUT WE DO ENCOURAGE EMPLOYEES WHO ARE SEPARATING TO FILL IT OUT. SO, WE CAN SEE, HERE ARE SOME OF THE THEMES. WE WILL START WITH THE POSITIVE, 90% FEEL THERE IS COOPERATION WITHIN THE DEPARTMENT AND CAMPUS. 87% EXPERIENCED FLUID COMMUNICATION WITHIN THE DEPARTMENT AND CAMPUS, AND THEN, 82% , JOB SATISFACTION WITHIN THE DISTRICT. THEN, WE GO TO THE AREA OF IMPROVEMENT FOR WE HAVE 24% MORALE CONCERNS ON THE CAMPUS, 22% LACK OF RECOGNITION ON THE JOB, AND THEN, 18% WHERE THEY FEEL MAYBE THE COMMUNITY COULD SUPPORT THE DISTRICT MORE, WHETHER THAT IS IN-KIND DONATIONS OR COMING TO PROGRAMS, OR WHAT HAVE YOU.

WORKING THROUGHOUT THE DISTRICT, THIS IS SOMETHING THAT THE CABINET TALKS ABOUT ALL THE TIME DR. PERERA ALWAYS CHARGES US , SO, THROUGH COMMUNICATION, THEY DID IMPLEMENT THE "LESS TALK" THIS YEAR, SO YOU CAN GET ADDITIONAL PARENT FEEDBACK. WE DO REVIEW THAT FEEDBACK, AS WELL AS THOUGHT EXCHANGE FOR EMPLOYEES TO HELP WITH SOME OF THAT FEEDBACK. NEXT UP IS THE EMPLOYEE ASSISTANCE PROGRAM.

THIS IS PART OF OUR BENEFITS PACKAGE. WE KNOW THAT COMING OFF THE PANDEMIC, THERE ARE DIFFERENT THINGS THAT GO ON.

PEOPLE HAVE DIFFERENT NEEDS, WHETHER THEY ARE GRIEVING, OR JUST NEED SOME ADDITIONAL SUPPORT OR COUNSELING. EAP IS ONE OF THOSE BENEFIT PACKAGES THAT THEY CAN USE. IT IS A RESOURCE TO ALL OF OUR EMPLOYEES. THIS YEAR, WHAT WE DID, OF COURSE, AS REQUIRED IN ALL THE BREAK ROOMS AT THE CAMPUS, THEY HAVE A POSTER THERE. ADDITIONALLY, WE HAVE PROVIDED A BUSINESS CARD TO EVERY EMPLOYEE, EVEN IN NEW HIRES COMING IN. THEY CAN CALL THAT NUMBER AT ANY TIME, IF THEY NEED ASSISTANCE. ADDITIONALLY, WE WILL BE ADDING A STICKER FOR NEXT YEAR TO BADGES, SO THEN, THEY CAN JUST HAVE THAT READILY ACCESSIBLE. YOU CAN SEE, THERE, THAT THE TOTAL CASES IS 27. SO, THEY CAN CALL IN AND GET COUNSELING. THEY CAN GET THREE FREE SESSIONS. IF THEY NEED ADDITIONAL, THEY WILL PROVIDE RESOURCES FOR THAT AND REFER THEM ON. WE HAVE 33% OPEN CASES THROUGH THE PROGRAM THAT SUPPORTS THAT, THROUGH OUR BENEFITS , AND THEN, WE HAVE 66.67 THAT ARE RESOLVED WITHIN THAT PROGRAM. NEXT, WE ARE HAPPY TO REPORT WE ARE FAST AND FURIOUS WITH OUR FRONTLINE IMPLEMENTATION. SO, THIS WAS SOMETHING WE ALWAYS LOOKED AT, A DIGITAL PLATFORM. THE DIGITAL PLATFORM WILL HELP PRINCIPALS AND DEPARTMENT SUPERVISORS TO SPEND LESS TIME COMBING THROUGH PAPER APPLICATIONS. THIS DIGITAL PLATFORM WILL PROVIDE 3 TO 5 QUESTIONS , AND IF THEY ARE INTERESTED IN, SAY, MATH, MAYBE WE CAN CREATE A MATH FOLDER, AND YOU HAVE A CERTIFIED TEACHER, THEN THEY CAN GO RIGHT TO THE MATH FOLDER, HERE ARE THE MATH CANDIDATES, THE CERTIFIED TEACHERS INTERESTED IN THIS SUBJECT. WATCH THAT VIDEO, THEN SCHEDULE THEM FOR A FACE-TO-FACE. IT HELPS TO SAVE TIME. THIS WILL BE SOMETHING THAT WILL BE UPCOMING. WE ARE VERY EXCITED ABOUT IT. NEXT, WE HAVE OUR HUMAN RESOURCES RECRUITMENT . WE ARE OUT THERE AT HBC YOU , ALL OVER BAYLOR, UTA LOCAL. WE HAVE GONE TO DIFFERENT PLACES, YOU KNOW, HOUSTON, ARKANSAS, JUST BECAUSE THERE ARE DIFFERENT THINGS GOING ON. WE LOOK FOR DIVERSE CANDIDATES. WE ARE BUILDING RELATIONSHIPS WITH THE UNIVERSITIES TO CONTINUE WITH OUR RETENTION AND RECRUITMENT EFFORTS. SO, FOR CAREER FAIRS, THERE HAVE BEEN 24, INCLUDING OUR DISTRICT FAIR. WE HAD 390 PARTICIPANTS REGISTER FOR OUR FAIR. WE HAVE SEEN ABOUT 1000 CANDIDATES THERE, THROUGH ALL THE CAREER FAIRS. WE CAN REPORT BETWEEN ABOUT 45 TO 50% DO FILL OUT AN ONLINE APPLICATION. WE DO CONTINUE WITH THE SCREENING, AND THEN, WE ARE WORKING DILIGENTLY TO CONVERT THOSE NUMBERS. THIS IS OUR HEAVIEST SEASON, SO THIS IS JUST THE BEGINNING. IF WE GO IN DECEMBER, MAYBE THEY ARE A MAY GRADUATE, SO WE ARE FOLLOWING UP WITH INDIVIDUAL.

[01:00:01]

WE WILL BE HAPPY TO SHARE MORE LATER AS WE GET THERE.

>> PEAK SEASON. ARE THERE ANY QUESTIONS?

>> NOT AT THE PRESENT. MET WITH MORRIS?

>> THANK YOU, MA'AM. >> DR. TAYLOR?

>> YES, MA'AM. >> I HAVE EXPERIENCED. I KNOW YOU ARE RECRUITING ON EVERYTHING. I APPRECIATE THAT.

I APPRECIATE HOW YOU WORK BEHIND THE SCENES WHEN YOU ARE NOT ON THE CAMPUS. I CAN SPEAK PERSONALLY WITH THAT. I HAVE SEEN YOU, YOU ARE ALREADY READY WITH YOUR CARDS, ALREADY RECRUITING, LOOKING AT QUALIFYING INDIVIDUALS TO COME TO YOUR DISTRICT. I JUST WANT TO SAY THANK YOU FOR THAT. BUT THE OTHER QUESTION I HAVE, CAN YOU GO BACK ABOUT FIVE SCREENS? NO, RIGHT THERE. RIGHT THERE. OKAY. HERE IS SOME SCHOOL.

THERE ARE THREE POWER UP AMBASSADORS AT HOUSTON, AND THREE AT THE HIGH SCHOOL. I CAN SEE IT AT THE HIGH SCHOOL.

IT IS HOUSTON BECAUSE OF THE DUAL LANGUAGE IN THAT AREA.

>> THEY WERE BASED ON -- WE HAVE, FOR, MS. MARVEL SPENCER, OUR MANAGER. THEY LOOK AT HOW MANY NOVICE TEACHERS THEY HAD.

HOUSTON HAS MORE CLASSROOM INSTRUCTORS AND FACILITATORS AND IS OUR ONLY BILINGUAL CAMPUS. THAT IS WHY THAT NUMBER , THAT IS WHY THAT CAMPUS GETS MORE SUPPORT.

>> I SAID DUAL, BUT DUAL LANGUAGE, BILINGUAL. THAT IS WHAT I MEANT. YES. BUT I CAN UNDERSTAND THE HIGH SCHOOL.

NOW, COULD YOU FORWARD FAST TO THE COUNSELING?

>> YES, MA'AM. THAT DOES OUR INSURANCE DO EMPLOYEES , DOES INSURANCE COVER ADDITIONAL COUNSELING FOR EMPLOYEES ASSISTANCE , AS WELL AS WHAT WE OFFER?

>> WHEN THEY CALL THE NUMBER, THEY GIVE THEM RESOURCES. SO, I DO KNOW THAT THEY GET THREE FREE COURTESY COUNSELING SESSIONS. AFTER THAT, THEN, THEY REFER THEM OUT, AND THEN THE INDIVIDUAL WOULD HAVE TO SEE WHAT IS BEST FOR THEM.

>> THE INSURANCE THEY HAVE FOR THE DISTRICT, THE PRIVATE INSURANCE WILL TAKE CARE OF ADDITIONAL COUNSELING?

>> YES. >> OKAY, THANK YOU VERY MUCH.

COMMENTS? >> I HAVE A FEW QUESTIONS.

>> MISS WHITFIELD? >> MY QUESTION IS IN REGARDS TO THE TURNOVER YOU MENTIONED. I SEE THAT THE INFORMATION THAT IS PROVIDED IS FOR 21-22. IS THIS GOING TO BE, I GUESS, A YEAR BEHIND, SO WE LEARN ABOUT 22-23 NEXT SCHOOL YEAR,

AT THE END OF THE YEAR? >> YES. I CAN ANSWER SOME OF THAT. AS YOU NOTE THERE, THE DATA IS PROVIDED BY THE TA TABOR REPORT, WHICH COMES OUT AT VARIOUS TIMES THROUGHOUT THE YEAR. THIS YEAR, OF COURSE, IT NORMALLY COMES OUT MAYBE IN NOVEMBER, OR DECEMBER, AND ALLOWS US TO MAKE SOME ADJUSTMENTS, THERE. THIS ONE, I THINK, WAS NOT PUBLISHED UNTIL THE END OF JANUARY. THAT IS STILL THE MIDDLE OF THE YEAR.

INFORMATION LIKE THIS, TO ME, IS IMPORTANT FOR US TO REPORT TOWARD THE END OF THE YEAR, BECAUSE IT MAKES MORE SENSE.

OTHERWISE, IT IS DATA JUST BEING REPORTED. WE DO UTILIZE THE TABLE REPORT, WHICH IS THE THING WE ARE SENDING ALL OUR INFORMATION TO. OUR COMMUNITY AND OUR BOARD KNOWS IT IS NOT OUR NUMBER DATA, IT IS COMING ACTUALLY FROM THE STATE ITSELF.

IT IS NOT NUMBERS WE HAVE CALCULATED OR PUT TOGETHER, IT IS IMPORTANT FOR US TO ACQUIRE THAT. WE ALSO HAD TO DO SOME CALIBRATIONS OF THAT INFORMATION, SO IT DOES TAKE A MINUTE TO GET ALL THAT TOGETHER , TO GIVE US A CHANCE TO REVIEW IT, AND MAKE SURE EVERYTHING IS CORRECT.

>> THANK YOU. MY NEXT QUESTION IS, IN THIS TURNOVER, IS THAT ALSO INCLUDING -- I UNDERSTAND THAT IS 21-22, BUT CAN WE GO BACK A SLIDE, PLEASE? YOU STARTED SPEAKING ABOUT 22-23.

WITH THE 22-23, DOES THIS ALSO CONSIST OF THE DOI PROGRAM OR THE TEACHER ON A SPECIAL ASSIGNMENT PROGRAM? IS THAT INCLUDED? I GUESS, LET ME ASK THAT QUESTION FIRST.

>> SO, THE 12% DISTRICTWIDE, THAT IS ALL EMPLOYEES FOR THE DISTRICT. THAT INCLUDES ANYONE THAT WE HAVE IN A POSITION FOR THE 22-23 SCHOOL YEAR. YES, THOSE ARE INCLUDED , AND OUR DISTRICT INNOVATION DOES INCLUDE CLASSROOM INSTRUCTORS

[01:05:01]

AND FACILITATORS CTE, DIFFERENT INDIVIDUALS WITHIN

THOSE POSITIONS, YES. >> OKAY, YES. I GUESS THE QUESTION WITH THIS POINT WOULD BE, WITH THE NEED -- FIRST, LET ME GO BACK. THE TEACHERS THAT ARE INCLUDED IN HERE, BASED ON THE DOI PROGRAM -- JUST FOR CLARIFICATION, WHEN THEY ARE PULLED, THEY ARE CONSIDERED TEACHERS AT THAT POINT , IF THEY ARE INSTRUCTING?

>> THEY ARE CLASSROOM FACILITATORS AND INSTRUCTORS

FOR A CLASSROOM YES. >> SO, CAN YOU CLARIFY THE NUMBERS WITHOUT THE DOI ? I GUESS I AM TRYING TO UNDERSTAND , WITH THE DOI NUMBERS BEING HERE, HOW MANY OF THESE ARE ACTUAL TEACHERS WITH SOME TYPE OF EXPERIENCE?

>> THAT WOULD BE THE FIRST NUMBER, CERTIFIED TEACHERS,

THAT IS 4.6%. >> WHAT IS THE PERCENTAGE OF TEACHERS THAT ARE NOT CERTIFIED?

>> THAT IS THE SECOND NUMBER, THAT IS 19.7%.

>> SO, THE 90.7 ARE THE IDENTIFIED NONE CERTIFIED

TEACHERS IN THE DISTRICT? >> THERE ARE CLASSROOM INSTRUCTORS AND CLASSROOM FACILITATORS . THE OVERALL

PERCENTAGE IS 12%. >> THE TEACHERS THAT ARE IN THE SYSTEM UNDER THE DOI PROGRAM -- LET ME REPHRASE THE QUESTION. THE TEACHER THAT HAVE BEEN PLACED IN THESE PROGRAMS UNDER THE DOI, ARE THEY IN THE SYSTEM , AND ARE

THEY IDENTIFIED AS TEACHERS? >> CAN I ADD TO THAT? THE DOI, I DON'T THINK YOU CAN CONNECT THIS WITH THE DOI. THE DOI IS THE DISTRICT OF INNOVATION. IT GIVES US SOME LEEWAY ON HOW WE HIRE AND WHO WE HIRE, AND HOW WE COMMUNICATE ABOUT THAT. THIS IS TRULY EVERYONE HERE. IT IS NOT A SEPARATE CALCULATION, PER SE. THIS IS WHAT WE HAVE FOR THE DISTRICT ITSELF. THE DISTRICT OF INNOVATION ALLOWS US. WE HAD TO APPLY FOR AS A DISTRICT THROUGH TA. IT ALLOWS US TO HIGHER CLASSROOM INSTRUCTORS AND FACILITATORS. BECAUSE TEXAS, JUST LIKE EVERYONE ELSE AROUND THE NATION, IS FACING A HUGE SHORTAGE OF TEACHERS. SO, THEY ALLOW US TO BE INNOVATIVE WITH OUR HIRING PRACTICES, AND WE DO HAVE TO COMMUNICATE THAT TO FAMILIES, AND WE HAVE. I DON'T THINK YOU CAN JUST TALK ABOUT THE DOI IN THIS. THIS IS EVERYONE. DOI INCLUDES INSTRUCTION, IT INCLUDES FACILITATING LEARNING, ET CETERA. THAT INFORMATION, AGAIN, YOU HAVE TO APPROVE THAT AS A BOARD. I DON'T THINK YOU CAN SEE THAT AS THIS SEPARATELY. ALSO, THE TEACHERS ON SPECIAL ASSIGNMENT, THOSE POSITIONS, AGAIN, WERE FUNDED THROUGH ESR DOLLARS. WHEN THOSE DOLLARS SUNSET, AND ONE OF THEM IS SUNSETTING THIS YEAR, THOSE POSITIONS GO AWAY. SO, I DON'T KNOW THAT YOU COULD ACTUALLY CATEGORIZE IT AS TURNOVER, IT IS REASSIGNING THOSE STAFF MEMBERS. NONE OF THOSE FOLKS HAVE BEEN ASKED TO LEAVE, WE ARE MAKING SURE THEY STILL HAVE A JOB WITH US IN SOME CAPACITY. SO, THAT IS NOT REALLY TURNOVER , IN MY EYES, BECAUSE IT IS A POSITION THAT WAS CREATED TWO YEARS AGO, AND THE DOLLARS WILL GO AWAY AT THE END OF THIS YEAR. THAT IS TRUE OF EVERY GRANT FUNDED POSITION. WHEN THE DOLLARS SUNSET, THERE IS ALWAYS A POSSIBILITY OF THAT POSITION BEING ELIMINATED. EVERYONE THAT WAS HIRED UNDER THOSE POSITIONS , AS WELL AS PART OF THE JOB DESCRIPTION, THAT WHEN THE DOLLARS GO AWAY, THERE IS A POSSIBILITY FOR THAT, BUT WE WILL TRY IN EVERY WAY POSSIBLE TO MAINTAIN THOSE INDIVIDUALS.

I DON'T THINK YOU CAN COUNT THAT AS TURNOVER. THAT IS A JOB THAT WAS CREATED, WE ARE RETAINING THE INDIVIDUALS THAT

WAS REASSIGNED. >> THAT IS WHAT I WAS TRYING TO UNDERSTAND, AS FAR AS THE TERMS OF THE DOI AFFECT THESE NUMBERS, AND IF THAT WAS ACTUALLY INCLUDED IN THE

TURNOVER. THANK YOU. >> ANYMORE QUESTIONS OR

COMMENTS? MR. STEPHENSON? >> YES, RIGHT HERE. I THINK I HEARD YOU SAY THE HIGHLIGHTED NUMBER DISTRICTWIDE IS 4%, IS THAT ALL EMPLOYEES IN THE DISTRICT?

>> YES, ALL EMPLOYEES. >> THE OTHER THINGS YOU ARE

[01:10:01]

REFERRING TO IS TEACHER TURNOVER , BUT THIS IS ALL

EMPLOYEES? >> RIGHT, ALL EMPLOYEES. I WANT TO THAT COMPARISON, BECAUSE IT IS EARLIER THAN WE WOULD NORMALLY GET THE NUMBERS. USUALLY, WE WAIT FOR THE TAPER.

BUT THE FIRST NUMBER, LIKE THE 21.4, THAT IS ON THE TAPER, THAT IS IN THE UNITED EDUCATORS ASSOCIATION. SO, THAT IS ALL

EMPLOYEES . >> EXCELLENT, THANK YOU.

>> THANK YOU, DR. TAYLOR. >> YOU ARE WELCOME.

[8.C. Discipline Report - Dr. Marcus Jackson, Presenter ]

>> MOVING ON, UNDER THE SUPERINTENDENT REPORT, WE HAVE THE DISCIPLINE REPORT. DR. PEREIRA, AS THE PRESIDENT DISCUSSED EARLIER IN THE YEAR, WITH QUESTIONS ABOUT DISCIPLINE AND WHERE WE ARE, AGAIN, IT WOULD NOT BE APPROPRIATE FOR US TO REPORT INFORMATION EARLIER THAN WHEN WE HAVE A TOTALITY.

WE ARE NEARLY THERE, AT THE END OF THE YEAR. DR. JACKSON IS GOING TO PRESENT THAT INFORMATION TO BOTH THE BOARD AND THE COMMUNITY. DR. JACKSON, YOUR SHOW.

>> GREETINGS, MADAM CHAIR, DISTINGUISHED BOARD MEMBERS , AND SUPERINTENDENT, DR. PERERA. TONIGHT, I WOULD LIKE TO PROVIDE YOU WITH A DISCIPLINE UPDATE IN REGARDS TO WHERE WE ARE IN THE SCHOOL DISTRICT. I WOULD LIKE TO FIRST START OFF BY THANKING DR. PERERA AND DR. BARKER FOR ALLOWING ME AN OPPORTUNITY TO WORK WITH THIS TEAM THAT WE HAVE COLLABORATED ON AND CONNECTED WITH, AND ACTUALLY PROVIDED OUR STUDENTS WITH EVERYTHING THEY NEED. OUR MODEL IS THE SIMPLE. TO MEET EVERY NEED OF EVERY CHILD, EVERY DAY , AND REPEAT THAT.

OUR GOAL IS TO MEET EVERY NEED OF EVERY CHILD, EVERY DAY.

UNDER THIS PARTICULAR UMBRELLA, YOU WILL SEE SIX BIG ROCKS.

THOSE ARE PARENT ENGAGEMENT, SCHOOL COLLABORATION, SCHOOL ATTENDANCE, ACADEMIC AND BEHAVIORAL SUPPORT, SOCIAL EMOTIONAL SUPPORT, AND TEAMWORK. IN ORDER FOR OUR SCHOOL TO REACH THEIR OPTIMAL LEVEL, THERE MUST BE FIVE P 'S WORKING TOGETHER COLLABORATIVELY, IN ORDER FOR OUR STUDENTS TO REACH THEIR OPTIMAL LEVEL. THE FIRST P IS OUR PARENTS. I HEARD OF THE YOUNG LADY LOUD AND CLEAR. I CANNOT WAIT TO CONNECT WITH HER. OUR PARENTS MUST BE INVOLVED IN THIS PROCESS. THE SCHOOL CANNOT DO IT ALONE.

SECONDLY, THE PEOPLE IN THE COMMUNITY. SHE IS PART OF THE PEOPLE IN THE COMMUNITY. I AM GOING AFTER HER, I WANT EVERYBODY IN THE COMMUNITY TO COLLABORATE. THIRD, WE HAVE OUR POLITICIANS. THESE, AND WE HAVE OUR MAYOR HERE, WHO WAS -- GOING TO COME RIGHT ON UP, TURNED AROUND, HE WAS GONE.

BUT WE WERE AT THE FORUM WITH THE MAYOR YESTERDAY. WE COLLABORATED WITH SEVERAL MEMBERS OF THE CITY COUNCIL. WE WILL BRING SOME MENTORING PROGRAMS STARTING IN THE 23-24 SCHOOL YEAR FOR OUR YOUNG MEN. WE WILL BE REACHING OUT TO YOUNG MEN IN THE COMMUNITY TO MENTOR THEM. NEXT, WE ACTUALLY HAVE OUR PASTORS, OUR FAITH BASED ORGANIZATION MUST BE INVOLVED. CURRENTLY, I THINK DONNA MENTIONED YESTERDAY, SUBMITTED 300 SHOES, A REQUEST FOR 300 SHE WAS THE FIRST BAPTIST CHURCH, TO PROVIDE OUR STUDENTS WITH A NEW PAIR OF SHOES FOR THE MONTH OF MAY, TO TAKE THEM THROUGH THE SUMMER.

WE WILL DO THAT AGAIN AT THE BACK TO SCHOOL BASH. FINALLY, WE NEED THE PERSONNEL WITHIN OUR SCHOOLS. THAT MUST BE DONE IN THAT ORDER, IN ORDER FOR US TO REACH OUR OPTIMAL LEVEL. AND I WOULD BE REMISS TO GO INTO THE DATA WITHOUT INTRODUCING YOU TO THE TEAM. I WILL CALL YOUR NAME, STAND UP, PLEASE REALLY HAVE OUR STUDENT SUCCESS EDMUND SLATER, MR. TERRY TUCKER. RON DALE TUCKER, DOROTHY COOPER, MR. FRANK PATRIZIO, WHO IS ACTUALLY NOT HERE. OUR NATIONAL DIRECTOR, NATIONALLY RECOGNIZED DIRECTOR OF TRUANCY, DONALD MITCHELL , DIRECTOR OF COUNSELING, MISS BRAD, SHE IS NOT HERE, AND OUR SEL COUNSELOR, MS. VASQUEZ AND MS. ANDERSON. COULD YOU PLEASE GIVE THEM A ROUND OF APPLAUSE? I CALL THIS GROUP THE INVISIBLE IMPACT . THE DATA YOU SEE, THE TEST SCORES YOU SEE WOULD NOT BE POSSIBLE WITHOUT THIS GROUP. ON WEEKENDS, OUR PHONES ARE RINGING, PARENTS HAVE BEEN EVICTED, WE HAVE TO FIND SOMEWHERE FOR THEM TO STAY SO THE CHILD CAN GET TO SCHOOL ON MONDAY. WE ARE CONSTANTLY WORKING , AND I AM TELLING YOU, THANK YOU FOR ALL YOU DO. WE APPRECIATE YOU. EVERY BEHAVIOR IS A FORM OF COMMUNICATION.

[01:15:08]

UNFORTUNATELY, MANY OF OUR KIDS HAVE NOT BEEN TAUGHT HOW TO COMMUNICATE EFFECTIVELY. MANY TIMES, IN THE EDUCATIONAL PLATFORM, BEHAVIOR IS LOOKED AT AS DISRESPECTFUL WHEN IT IS SIMPLY A CHILD NOT HAVING A COPING MECHANISM. FOR EXAMPLE, SEVERAL TIMES THIS YEAR, I HAVE BEEN IN SCHOOLS AND A CHILD SIMPLY APPEARS TO BE IGNORING A TEACHER, BUT THAT SILENCE IS A COPING MECHANISM, AND A DEFENSE MECHANISM. I DON'T KNOW HOW TO COMMUNICATE WITH YOU EFFECTIVELY YET, THEREFORE I REMAIN QUIET. WE HAVE HAD A PLETHORA OF TRAINING AROUND A VARIETY OF TOPICS RELATED TO THIS, ON HOW TO RECOGNIZE THESE BEHAVIORS AND HOW TO DEFUSE CERTAIN BEHAVIORS. ONE OF THEM WAS CAPTURING THE HEARTS OF KIDS, WHICH YOU ALL APPROVED LAST YEAR, FOR OUR SIXTH GRADE, SEVENTH GRADE, AND EIGHTH GRADE STUDENTS. AS YOU CAN SEE, HEAR, WE HAVE MADE SOME TREMENDOUS GAINS -- SORRY, DECREASES IN THE AMOUNT OF IN SCHOOL AND OUT OF SCHOOL SUSPENSIONS IN OUR DISTRICT.

BUT AS INDICATED, THE LADY WAS RIGHT ON POINT, I CANNOT WAIT TO MEET. WE HAVE SO MUCH WORK TO DO. WE ARE STILL COMING OUT OF THE PANDEMIC, AND OUR KIDS HAVE SO MANY SOCIAL AND EMOTIONAL ISSUES THEY ARE DEALING WITH , AND THEY BRING THEM TO SCHOOL. WE HAVE TO WORK WITH OUR STAFF IN REGARDS TO HOW TO DEAL WITH OUR STUDENTS IN THAT AREA. HERE ARE OUR PARTNERS IN EDUCATION. AS YOU CAN SEE, MOST OF THESE ARE DIRECTLY RELATED TO THE FAMILY. MOST OF THESE ARE DIRECTLY RELATED TO THE TRAUMA THAT OUR STUDENTS HAVE EXPERIENCED , AND WE HAVE A DIRECT CONNECTION. OUR SUICIDE HOTLINE IS 24 HOURS PER DAY, THAT IS MS. BASKETT AND MS. ANDERSON. WE ARE SPEAKING ON WEEKENDS, ON SUNDAYS, TO MAKE SURE OUR STUDENTS HAVE EVERYTHING THEY NEED. A HUGE PART OF THIS IS OUR STUDENT SUCCESS AGENCY, WHICH WE PARTNER WITH LAST YEAR. THIS IS OUR MIDYEAR REPORT, FROM OCTOBER THROUGH DECEMBER . I WILL SHOW YOU THAT SLIDE IN A MINUTE. THESE ARE SOME OF THE THINGS THAT THE STUDENT SUCCESS AGENCY SUPPORTS OUR STUDENTS WITH, MENTORING, VIRTUAL LEARNING SUPPORT, COACHING, STUDENT MENTAL HEALTH, AND OF COURSE, S.A.T. AND A.C.T. PREPARATION. THIS IS THE BEGINNING OF OUR YEAR. AS YOU CAN SEE, OUR STUDENTS RECEIVED 335 MINUTES OF SUPPORT, 84 AVERAGE MINUTES PER SESSION, AND THE NUMBER OF SESSIONS WAS AT 4. JUMP INTO FEBRUARY, YOU SEE THE NUMBERS INCREASE TREMENDOUSLY. 580 STUDENTS CONNECTED , 3094 STUDENTS SUPPORTED, WITH 23% OF OUR STUDENTS INITIATING THE CONTENT WITH THEIR MENTORS.

THROUGH THIS PROGRAM, WE WERE ABLE TO INTERCEPT SEVERAL SUICIDES, BECAUSE THESE STUDENTS CONTACTED THE AGENT, THE AGENT CONTACTED DR. BARKER OR MISS BELL, AND THEY CONTACTED ME, THEN WE GOT THEM THE HELP THEY ACTUALLY NEED.

OUR MARCH REPORT, HAD 488 STUDENTS CONNECTED, WITH 2041 STUDENT SUPPORT MINUTES, AND 20% OF INTERACTIONS AT THAT PARTICULAR TIME. AT THIS TIME, I WILL BE GLAD TO ANSWER ANY

QUESTIONS THAT YOU MAY HAVE. >> QUESTIONS, COMMENTS? MS.

MORRIS? >> RIGHT HERE.

>> NO, BACK ONE MORE. RIGHT HERE. I WOULD LIKE YOU TO CONSIDER MITCHELL CARE SERVICES, BECAUSE THEY ARE A TEXAS AUTHORITY IN MENTAL HEALTH . ACTUALLY, I KNOW OF TWO STUDENTS IN OUR DISTRICT WHO RECEIVE THE STUDENTS FROM THEM , AND THEY ACTUALLY COME TO LANCASTER AND PROVIDE THE SERVICES. BUT THEY DO NOT PROVIDE IT IN OUR SCHOOLS.

WHEN I SAW THIS , THAT MAY BE WHY, BECAUSE THAT PARTNERSHIP MAY NOT BE THERE, SINCE THEY ARE THE INDIVIDUALS. THEY DO THE DIAGNOSIS, THEY DO THE RECOMMENDATION AND SERVICES, AND YOU ARE RIGHT. THERE ARE SO MANY TYPES OF BEHAVIORS THAT INDIVIDUALS DO NOT EVEN THINK ABOUT, EVEN DAYDREAMING, OR A STUDENT JUST SHAKING THEIR HEAD. OUR MINDS ARE ACCUSTOMED TO DIFFERENT TYPES OF BEHAVIOR. THEY ACTUALLY OFFER SERVICES, AND IT IS ONGOING SERVICES, AND IT IS

[01:20:02]

FREE. THEY ARE THE STATE AUTHORITY. THAT IS SOMETHING THAT YOU MAY WANT TO CONSIDER ADDING TO THAT LIST.

>> THANK YOU. ANYMORE QUESTIONS? YES, MISS

WHITFIELD? >> CAN YOU GO BACK TO THE FIRST PAGE? I'M SORRY, THE NEXT ONE, HERE. THANK YOU. AS FAR AS THE DISCIPLINE IS CONCERNED, AS IT RELATES TO CAMPUSES, THERE HAS BEEN , I WOULD LIKE TO SAY, A SAFETY CONCERN, AND A RISE AS IT RELATES FROM THE GWC ON UP TO THE HIGH SCHOOL. ESPECIALLY GWC NINTH-GRADE CENTER IN THE HIGH SCHOOL. TO THE POINT TO WHERE WE ARE OVERFLOWING WITH STUDENTS OUT OF THE JD HALL INTO THE ADMINISTRATIVE BUILDING. DO YOU HAVE ANY UPDATE REGARDING THAT, OR WHERE WE ARE LOOKING AS RELATES TO THE DISCIPLINE THERE? AND THEN, FOR THOSE STUDENTS WHO ARE ACTUALLY OUT OF SCHOOL DUE TO MEDICAL REASONS , AND HOW THEY ARE BEING SUPPORTED? I APOLOGIZE, LET ME BE CLEAR.

MEDICAL REASONS IS RELATING TO THE SAFETY , ALSO KNOWN AS THE FIGHTING. I DID NOT WANT TO USE THE WORD "FRIDAY", BUT THE SAFETY CREATES AS A LOT OF ANXIETY AND FEAR. WITH THAT BEING SAID, HOW IS THAT BEING ADDRESSED?

>> YES. LET ME THROW OUT SOME NUMBERS TO YOU. I KNOW EVERY CHILD AND EVERY ISSUE THAT THEY HAVE GOING ON IN THIS PARTICULAR DISTRICT. I COUNTED EVERY CHILD WHO HAS THOSE MAJOR ISSUES AND WHO ARE CAUSING MUCH OF THIS DISRUPTION. IT IS ONLY ABOUT 8%. IT IS ONLY ABOUT 8%. MY TEAM AND I ARE WORKING WITH THESE PARTICULAR STUDENTS. WE SAW SOME IN ACTION TODAY.

YOU MENTIONED JD HALL. OUR STUDENTS ARE DOING SOME PHENOMENAL THINGS IN REGARDS TO MEETING THOSE PARTICULAR NEEDS. WE HAVE TO ADDRESS THE ROOTS OF THOSE PROBLEMS. MISS WHITFIELD, MS. MORRIS, AND I THINK TRUSTEE JONES HAD AN OPPORTUNITY TO BE AT THE GENERATION Z SUMMIT. IT WAS THERE THAT WE EDUCATED THE PARENTS. ONE PARENT ACTUALLY CAME UP TO ME, MISS SIMPSON, AND MR. JONES IN TEARS, AND SAID THANK YOU, I NEVER KNEW THE IMPORTANCE OF POSITIVE AFFIRMATIONS , AND HOW I NEED TO SPEAK POSITIVE THINGS INTO MY CHILD. NOW I KNOW WHAT TO SAY, WHEN TO SAY IT, AND HOW TO SAY IT. I GREW UP WITH MY PARENTS YELLING AT ME, CURSING.

THEY BEAT ME, TOO. THAT PARTICULAR CHILD IN THE DISTRICT, HAVEN'T HAD A BEHAVIORAL ISSUE. SO, GETTING TO THE ROOT CAUSE OF THOSE ISSUES, AS I MENTIONED, THROUGH THE PARENTS AND THE COMMUNITY , THAT IS WHERE IT ACTUALLY STARTS. THAT WAS EYE-OPENING FOR ME, WHEN THAT PARENT CAME TO ME. THAT IS WHY WE ARE GOING TO START DOING MORE OF THESE SUMMITS, PRETTY MUCH LIKE WE DID FOR THE GENERATION Z SUMMIT. ADDITIONALLY, IN REGARDS TO THE ESCALATION OF BEHAVIOR, AS YOU STATED, MANY TIMES, THESE ARE REPEAT OFFENDERS. THESE ARE REPEAT OFFENDERS, SO THEREFORE, WE NEED TO MEET THE NEEDS OF EACH AND EVERY ONE OF THESE

STUDENTS. >> CAN YOU EXPLAIN, EXACTLY, HOW WHEN A STUDENT IS HELD HOME DUE TO THE ISSUES THAT ARE GOING ON, WHAT SUPPORT IS BEING PROVIDED BY THE SCHOOL? IS ANYTHING PROVIDED DIRECTLY TO THE STUDENT? HOW IS IT

FOLLOWED UP ON? >> YES, WE HAVE GOOGLE CLASSROOM STILL UP FROM THE PANDEMIC, SO STUDENTS ARE ABLE TO DO THEIR ASSIGNMENTS ONLINE. ONE OF THE TEAM MEMBERS WILL ACTUALLY GO TO THEIR HOUSE, IF NEEDED. IF I WERE DR. PEREIRA, I WOULD SAY, HEY, MY TEAM MEMBER AND I NEED TO USE ONE OF THE VEHICLES TO ACTUALLY GO MAKE A HOME VISIT. WE MAKE HOME VISITS ON WEDNESDAYS, MS. MITCHELL AND I GO AROUND TO THE STUDENTS WHO ARE SUSPENDED FOR A MAJOR PERIOD OF TIME. GO TO THEIR HOMES AND ASSIST THEM THERE, PROVIDE THEM WITH

EVERYTHING THEY NEED. >> I UNDERSTAND THERE IS A

[01:25:03]

COORDINATOR IN PLACE, AS IT RELATES TO HOMEBOUND . IS THAT INFORMATION ALSO AVAILABLE TO THE PARENTS AND STUDENTS ONLINE WHEN THEY NEED ASSISTANCE? OR IS IT JUST A CASE BY CASE SITUATION? WHEN I ASKED THIS INFORMATION AVAILABLE ONLINE, IS THIS MORE OF AN INFORMAL TAPS AND OPTIONS, UNABLE TO REACH, CONTACT SOMEONE WITH THAT SCHOOL TO GET THE SUPPORT THEY ARE MEETING?

>> USUALLY, WHEN THERE IS A HOMEBOUND SITUATION, THERE IS A COLLABORATION OF BETWEEN STUDENT SERVICES, WHICH IS MY DEPARTMENT, THE NTSS TEAM, AND THE SPECIAL ED DEPARTMENT, WHICH IS MS. HERNANDEZ AND MS. KEANE. WE GET TOGETHER AND COLLABORATE TO PROVIDE THOSE STUDENTS EVERYTHING THAT THEY NEED. WE JUST HAD A CALL THIS MONDAY, WITH ABOUT 15 PEOPLE ON THE CALL, WHERE HE RECEIVED A STUDENT WHO HAS BEEN IN FOSTER CARE. YES, MAJOR BEHAVIOR ISSUES, SOME REAL SERIOUS ISSUES, AS A MATTER OF FACT. FIRST DAY OF SCHOOL, HE BEAT UP HIS FOSTER DAD, RIGHT THERE IN THE FRONT OF LANCASTER HIGH SCHOOL. HOWEVER, THAT TEAM OF 15 GOT TOGETHER. WE PUT A ROBUST PLAN IN PLACE TO ENSURE THAT CHILD GETS OFF TO A GREAT START. HERE IT IS ON THURSDAY, THAT CHILD HAS NOT HAD ONE ISSUE IN THE MIDST OF STATE TESTING. HE IS SEVERELY AUTISTIC. THAT GROUP AND THAT CULTURE OF COLLABORATION WE CREATED WITH THOSE 15 INDIVIDUALS IS AN EXAMPLE OF HOW WE MEET THE NEEDS OF EVERY CHILD.

>> THANK YOU FOR R THE STUDENTS WHO DO NOT HAVE A DISABILITY, AUTISM, OR WHAT HAVE YOU, BUT THERE IS AN ISSUE, YOU BROUGHT UP THE STATEMENT AS FAR AS THE STAR TESTING. SO, FOR EXAMPLE, WE HAVE A LOT OF THIS GOING ON, AND A LOT OF THE STUDENTS THAT ARE AFFECTED DURING THE STAR TESTING. FOR THOSE THAT ARE, HYPOTHETICALLY, KEPT HOME FOR WHATEVER REASON DUE TO THE SAFETY AT THE SCHOOL, HOW DOES THAT AFFECT THEM? WHAT ARE WE DOING FOR THEM TO MAKE SURE THEY ARE RECEIVING SUPPORT THEY ARE NEEDING, AS WELL AS -- IF THEY ARE ALREADY REQUIRED TO TAKE THE STAR TESTING, OR NOT,

HOW DOES THAT WORK? >> ONCE AGAIN, THERE IS DIGITAL COMMUNICATION THROUGH GOOGLE CLASSROOM , AND ALSO MY TEAM GOES STRAIGHT THROUGH -- TO ANSWER YOUR PARTICULAR EXAMPLE QUESTION, WE SENT THE MESSAGE OUT TODAY, AS IT RELATES TO STAR TESTING, WHERE MRS. SIMPSON SENT THAT MESSAGE OUT. I WAS SENT A LIST OF STUDENTS THAT NEED TO TAKE THAT TEST. SHE GAVE ME ABOUT THREE NAMES THAT I NEED TO GO THROUGH DIRECTLY. NOW I WILL GET UP FIRST THING IN THE MORNING. TO ENSURE IF THE CHILD, THOSE THREE CHILDREN GO TO SCHOOL. THAT IS HOW WE WORK SOMETIMES.

CANNOT ALLOW THEM TO HAPPEN AT HOME, THAT IS STATE REGULATIONS. WE TRY TO GET THE STUDENT IN A BUILDING TO MAKE THAT HAPPEN. WE CANNOT TEST THEM AT HOME.

>> IS THE OPTION AVAILABLE EVEN AFTER THE TEST?

>> WE DO HAVE OTHER DAYS THAT COME ABOUT BUT WE HAVE TO DO EVERYTHING WE HAVE TO DO DURING THAT TIMEFRAME. THERE ARE SOME SCENARIOS THAT EXTENDED THROUGH THE SUMMER. FOR THE MOST PART WE TRIED TO GET THEM IN OUR TESTING WINDOW BUT WE CANNOT ALLOW STATE REGULATIONS TO TEST OUTSIDE OF OUR

REGULATIONS. >> BEFORE I CONCLUDE, I MENTIONED THAT 8% . OUR GOAL IS TO MEET 100% OF OUR STUDENTS.

I HAD TO DELIVER A MESSAGE. RAISE YOUR HAND IF YOU ARE UNDER AN EXTRA AMOUNT OF PRESSURE, ANXIETY AND STRESS TO BE PERFECT . EVERY SINGLE ONE OF THEM , EVERY SINGLE ONE OF THEM RAISED THEIR HAND. WE CANNOT FORGET ABOUT THOSE, ALL OF OUR KIDS, EVEN THE ONES WHO ARE ACTUALLY GRAPPLING WITH STRESS AND ANXIETY. WE NEED TO MEET THE NEEDS OF THEM AS WELL.

I THINK YOU GUYS FOR SUPPORTING ME THROUGH ALL OF

THAT. >> QUESTIONS, COMMENTS?

>> HOW ARE WE DOING ON ATTENDANCE ?

>> ATTENDANCE RATE WOULD BE ABOUT 92%. WE ARE RIGHT AT

[01:30:04]

92%. >> I HAVE SOME QUESTIONS AS IT RELATES TO MS. STEVENSON'S QUESTION. HOW ARE WE ADDRESSING THE STUDENTS, WHAT ARE WE DOING TO ADDRESS THESE

ISSUES? >> A COUPLE OF THINGS, THAT IS DONALD MITCHELL'S AREA. SHE IS TRYING THAT ON A WEEKLY BASIS.

SHE ACTUALLY SENT THE REPORT. EVERY WEDNESDAY WE ARE DOING HOME VISITS. MANY TIMES AFTER ABOUT 10 ABSENCES WE ARE ACTUALLY SENDING LETTERS HOME AND ACTUALLY GOING AND KNOCKING ON DOORS. THERE ARE PLENTY OF TIMES FOR NO ONE IN THAT PARTICULAR DISTRICT AND WE DROPPED THE CHILD AT THAT PARTICULAR TIME BECAUSE THEY ARE NO LONGER HERE. WE HAVE ACCUMULATED SEVERAL ATTENDANCE, THAT CHILD MAY HAVE TEND, 15 ATTENDANCE ISSUES THAT ARE CONTRIBUTING TO US NOT BEING AT

94%. >> WHAT ABOUT THE STUDENTS WHO WERE STILL IN THE DISTRICT AND ARE DEALING WITH ATTENDANCE

ISSUES ? >> WE MUST GET TO THE ROOT CAUSE OF WHY THE STUDENT IS NOT COMING TO SCHOOL AND THAT CAN BE A VARIETY OF REASONS. MOM LEAVING WORK EARLY. I GIVE YOU AN EXAMPLE, MOM LEAVING AT 6:15. THE BUS DOESN'T COME UNTIL 6:50. THE CHILD SITS ON THE SOFA WATCHING TV. THE CHILD GOES BACK TO SLEEP. 10:00, THE PHONE RINGS , THE CHILD ISN'T AT SCHOOL. NOW THAT WE KNOW THAT, NOW WE COME TO THE COMMUNITY AND WE PARTNERED WITH PEOPLE IN THE COMMUNITY.

NOW THAT MOM HAS PARTNERED IT WITH SOMEONE AND THEY CAN SIMPLY KNOCK ON THE DOOR AND NOW THAT CHILD IS AT SCHOOL.

THAT IS A CASE-BY-CASE BASIS.

>> THANK YOU. THE BOARD IS GOING TO TAKE A 5:00 BREAK AND RETURN. WE ARE GOING TO MAKE SOME

[01:46:02]

ADJUSTMENTS TO THE AGENDA. WE WILL OMIT THE CAMPUS HIGHLIGHTS. THANK YOU FOR HAVING THOSE READY BUT WE WILL

[9.A. Quarterly update of District Improvement Plan and Campus Improvement Plans (G1-G4) Rosa Hernandez, Presenter ]

DO THEM ANOTHER NIGHT. WE WILL NOW MOVE ON TO THE INFORMATIONAL ITEMS. THE FIRST ONE IS QUARTERLY UPDATES AND

CAMPUS IMPROVEMENT PLANS. >> I WILL BRING FORWARD MS. HERNANDEZ WHO WILL GIVE US SOME BRIEF HIGHLIGHTS OF OUR DISTRICT IMPROVEMENT PLAN AS WELL AS SOME OF THE CAMPUS

INFORMATION. >> GOOD EVENING, PRESIDENT HAMILTON , BOARD TRUSTEES. TONIGHT, I AM PRESENTING THE QUARTERLY MARCH UPDATE. FEEL FREE TO QR CODE THAT IF YOU WANT TO SEE THAT FULL PLAN. EVERY CAMPUS IS ON THERE AS WELL AS THE DISTRICT PLAN. I WILL BE GIVING HIGHLIGHTS. TO REFRESH EVERYBODY, EACH SCHOOL YEAR DISTRICTS AND CAMPUS LEADERS PARENTS AND COMMUNITY STAKEHOLDERS COLLABORATE TO DEVELOP A DISTRICT IMPROVEMENT PLAN AS WELL AS A CAMPUS IMPROVEMENT PLAN. THE PURPOSE IS TO IDENTIFY CAMPUS NEEDS , PERFORMANCE OBJECTIVES AND STRATEGIES AND TO ACCOMPLISH THE GOALS OF THE BOARD OF TRUSTEES. DISTRICTS AND CAMPUS PLANS ARE WIRED TO BE REVIEWED QUARTERLY. NOVEMBER, JANUARY, AND THEN IN JUNE TO SEE IF WE ACCOMPLISHED THOSE GOALS.

TONIGHT, I REPORT THAT WE ARE 100% COMPLIANCE WITH OUR CAMPUS IMPROVEMENT PLANS. OUR CAMPUSES HAVE COMPLETED THEIR MARCH UPDATES WITH THEIR COMMITTEES AND SCHOOLS. 100% OF OUR SCHOOLS ARE ON TASK WITH THOSE. IT MEANS THEY HAVE MET, THEY HAVE GONE OVER THE STRATEGIES THAT THEY WENT INTO THE SYSTEM AND UPDATED WHERE THEY ARE AT WITH EACH OF THEIR SPECIFIC STRATEGIES. EACH VARIES DEPENDING ON THE NEEDS OF THEIR CAMPUS. IF YOU CLICK THAT CODE YOU CAN GO THROUGH EACH ONE OF THEM. THEY ARE PUBLICLY POSTED, EACH QUARTERLY UPDATE. THIS IS OUR DISTRICT IMPROVEMENT PLAN. WE MET LAST WEEK WITH THE COMMUNITY . WE DEBRIEFED THE PLAN AND WHERE WE WERE AT WITH EACH OF THE OBJECTIVES. THE MEMBERS ASKED SOME GREAT QUESTIONS AND WE WERE ABLE TO GIVE AN UPDATE TO THE COMMUNITY. AGAIN, WE ARE IN COMPLIANCE WITH OUR PLAN AS WELL. FOR THE SECOND TIME I WILL GO OVER THE HIGHLIGHTS. WE HAVE SIX PERFORMANCE OBJECTIVES WHICH IS WE WILL PROVIDE A WORLD-CLASS TEACHING AND LEARNING EXPERIENCE WHEREBY EACH STUDENT GROWS AND DEVELOPS ONE GRADE LEVEL. WE BUILT SIX PERFORMANCE OBJECTIVES AND I WOULD LIKE TO REPORT THAT WE ARE ON TARGET WITH ALL SIX OBJECTIVES AT EITHER 75% OR HIGHER WITH THOSE OBJECTIVES. AGAIN, THESE ARE OBJECTIVES THREE, FOUR, FIVE, SIX. WE ARE ON TASK WITH THEM. I WOULD LIKE TO POINT OUT OBJECTIVE FOUR, OUR STUDENTS , 50 OF OUR STUDENTS HAD A FANTASTIC SIGNING DAY WITH DALLAS COLLEGE LAST WEEK IN WHICH EACH OF THOSE STUDENTS AND I THINK A FEW OF OUR BOARD TRUSTEES WERE ABLE TO JOIN US AND THEY SIGNED FOR THEIR PROFESSION. WE ARE EXCITED ABOUT THAT OPPORTUNITY. I KNOW WE HAVE ATHLETIC DAY AND SENIOR DAY BUT THIS WAS AN OPPORTUNITY FOR THOSE KIDS TO CHOOSE A PROFESSION. WE ARE EXCITED ABOUT THAT OPPORTUNITY. WE HAVE MORE PERFORMANCE GOALS. WE PROVIDE SAFE AND SECURE LEARNING ENVIRONMENTS.

[01:50:01]

WE TAKE THIS GOAL VERY SERIOUSLY. I WOULD LIKE TO POINT OUT FOR OBJECTIVE ONE WHICH IS PHYSICAL SAFETY OF OUR CAMPUSES. THE POLICE DEPARTMENT WILL INCREASE SAFETY EFFORTS BY ENSURING A 97% RATE ON EXTERIOR DOOR CHECKS. WE ARE AT 98% AND THE LAST FIVE VISITS WE WERE AT 100% . WE HAVE SURPASSED THAT 97% RATE. CHIEF -- AND HIS TEAM ARE DOING A REMARKABLE JOB KEEPING OUR SCHOOLS SAFE. THE HIGHLIGHT OF GO TO SECONDARY CAMPUSES. 100% AT THE SECONDARY CAMPUSES. WE ARE SUPER EXCITED. HEAR OUR PERFORMANCE GOAL THREE AND FOUR. WE WANT TO REPORT THAT FOR PERFORMANCE GOAL FOUR , WE SAID WE WOULD INCREASE BY 20% AND MAKING SURE THAT WE COMPLETE OUR REQUEST. WE ARE UP 36%. WE ARE HIGHER THAN WHAT WE EXPECTED. AS MR. ROGERS SHARES, HE IS DOING A REMARKABLE JOB MAKING SURE THAT

OUR FACILITIES ARE INTACT. >> WE HAVE SEVEN PERFORMANCE OBJECTIVES. WE WILL MAINTAIN PHYSICAL INTEGRITY WHILE THE EXCEPTIONAL STEWARDS OF OUR TAXPAYER DOLLARS. WE ARE DOING A FANTASTIC JOB IN THIS AREA, BEING VERY TRANSPARENT WITH OUR FUNDS. HUMAN RESOURCE DEPARTMENTS, THEY ANNOUNCE THE INITIATIVES. THEY HAD EXEMPLARY RATINGS. AFTER TODAY THEY WILL BE INCREASING TO MEETING THEIR GOALS. WE ARE EXCITED ABOUT THEIR WORK AROUND THAT. OBJECTIVES FOR FIVE AND SIX ARE UP THERE. I WOULD LIKE TO POINT OUT OBJECTIVE SIX, WE SAID WE WERE GOING TO PROMOTE ENERGY EFFICIENCY AND HE IS AT A 90% MET. MR. ROGERS HAS SAVED THE DISTRICT $62,000. SUPER EXCITED ABOUT HIS WORK. WE WOULD ESTABLISH CONFIDENCE AND INTEGRITY WITH OUR COMMUNITY PARTNERSHIPS WHERE WE DEVELOP A CULTURE OF TRUST THROUGH ACTION. VERY IMPORTANT. I WANT TO AND ON PERFORMANCE OBJECTIVE TO COMMUNITY PARTNERS. THE POLICE WILL INCREASE PARTNERS BY 15%. I WOULD LIKE TO ANNOUNCE THAT WE ARE HUNDRED PERCENT PASS THAT WITH LEAD LAW ENFORCEMENT AGAINST DRUG AND VIOLENCE. WE HAVE FOUR SCHOOLS THAT PARTICIPATE. OUR GOAL WAS 150 STUDENTS, WE ARE AT 170 STUDENTS. ANOTHER SHOUT OUT TO OUR POLICE DEPARTMENT. AT THAT TIME, THAT CONCLUDES OUR HIGH-LEVEL HIGHLIGHTS. I WOULD BE HAPPY TO ANSWER ANY

[9.C. Operations Update – Roger Oster, Presenter ]

QUESTIONS. ANY QUESTIONS, COMMENTS? THANK YOU SO MUCH.

WE WILL MOVE ON NEXT TO THE OPERATIONS UPDATE.

>> GOOD EVENING PRESIDENT HAMILTON, DISTINGUISH BOARD OF TRUSTEES. I AM HERE TO PRESENT OUR OPERATIONS UPDATE. SINCE OUR LAST UPDATE, MAINTENANCE AND OPERATIONS HAS BEEN HARD AT WORK COMPLETING A NUMBER OF HIGH PRIORITY PROJECTS, A FEW MAJOR ONES BEING INSTALLING THE NEW KITCHEN EQUIPMENT, REAP PURPOSE IN DISTRICT FURNITURE FOR THE OFFICES, ASSESSING FOR ENCORE WITH 30,000 AND OUTFITTED VEHICLES. ON THE LEFT IS ONE OF THREE SECOND PERSON LIVES IN THE DISTRICT. ON THE RIGHT IS A NEW SCISSOR LIFT THAT WE JUST PURCHASED AND WAS DELIVERED THIS WEEK. THIS WILL HELP WITH THE PRODUCTIVITY THROUGHOUT THE DISTRICT AS WE SEE ON THE MANLIFT. YOU HAVE TO PUT THE OUTRIGGERS OUT. YOU HAVE TO MOVE IT BY HAND AND IT IS PRETTY BACKBREAKING. NOW, THE GUYS CAN HAVE TWO GUYS ON

[01:55:09]

ONE SCISSOR LIFT AND MOVE IT AROUND IF THEY'RE WORKING IN A HIGH SPACE. I AM PROUD TO SAY THAT WE FINISH WITH OUR MAINTENANCE AND OPERATION OFFICES. THE ONLY EMPLOYEE THAT WILL BE OUT IN THE BUILDING IN THE BACK WILL BE OUR LOCKSMITH.

MOST OF THE BUILDING WILL BE USED FOR STORAGE AND THEN YOU GET THE BEFORE AND AFTER , I GUESS THAT IS THE NORTHEAST CORNER OF THE SURFACE CENTER BUILDING, HOW IT WAS BEFORE AND HOW IT IS NOW. THOSE ARE TWO TECHNICIANS AND TWO OF OUR GENERAL MAINTENANCE GUYS AND ALSO OUR PLUMBER AND ELECTRICIANS HAVE NEW OFFICES. SEVEN OUT OF EIGHT OF THE NEW VEHICLES HAVE BEEN RECEIVED AND ARE CURRENTLY BEING USED IN THE FIELD. THAT IS THE BOX TRUCK AND ONE OF OUR NEW SERVICE TRUCKS. HERE IS ONE OF THE TWO EXPEDITIONS THAT WE RECEIVED AND THIS ONE IS MUCH MORE FUEL-EFFICIENT THAN THE PAST ONE. OUR CARPENTER AND OUR TECHNICIAN ARE ALSO LOVING THEIR NEW MID ROOF ADVANCE THAT THEY CAN ACTUALLY WALK IN AND HAVE MORE ORGANIZATIONS INSIDE OF THEIR TOOL CRIB AND THE START THAT THEY KEEP IN ONE HAND. THE PROJECTS IN PROGRESS. THE OPERATION DEPARTMENT IS DEDICATED TO COMPLETING THE LINE ITEMS IN A TIMELY MANNER. ONE MAJOR ITEM IS OUR PARKING LOTS. WE HAVE PURCHASED OUR FIRST PAINT STRIPER. THIS WAS DELIVERED TODAY. BEFORE THE PAINTERS WERE OUT THERE ON THE PARKING LOTS AND HAD TO ROLL IN THE WALL. NOW THEY CAN DO THE CURVES, THE FIRE LANES AND EVERYTHING. WE HAVE BEEN ABLE TO INSTALL THE WATER FOUNTAINS AND WE PLAN ON BEING FINISHED BEFORE THE BEGINNING OF THIS YEAR. THERE ARE A LOT OF WATER FOUNTAINS OUT THERE.

THE BOTTOM RIGHT PICTURE THAT YOU SEE IS A NEW DOOR THAT IS BEING INSTALLED ON THE LEFT ENTRANCE GOING INTO THE STADIUM. THAT IS GOING TO BE A STORAGE AREA BUT IT IS AN AREA THAT WE HAD A BREAK IN ONE OF THE WATER PIPES AND WE ARE UNABLE TO GET TO IT SO WE HAD TO GET TO IT AND FIGURE OUT A DOOR AND BUILD SOME EXTRA STORAGE AREA. PROJECTS ON THE HORIZON HAVE BEEN PLANNED AND ARE WAITING FOR MINOR DETAILS BEFORE BEING ADDED TO THE LIST. THOSE WERE JUST A FEW.

THIS IS BEEN ON THE RISE. WE ARE ON TRACK TO SET A NEW INCREASED AVERAGE. THEY HAD 478 MORE WORK ORDERS. OR THOUSAND AND TWO IN THE YEAR BEFORE THAT GIVING AN INCREASE FROM OUR BASELINE YEAR OF 2020-2021. BETWEEN JUNE 2022 AND JANUARY 2023 WE REDUCE OUR ENERGY CONSUMPTION AND SAVED OVER 62,000 AND ELECTRICITY CHARGES. UNFORTUNATELY PASS-THROUGH CHARGES ADDED TO OUR ACCOUNTS. THEY WERE SUPPOSED TO START LAST YEAR SO THEY ARE ALSO BACK TO OUR ACCOUNTS. THESE NEW CHARGES ARE DUE TO THE INFRASTRUCTURE NEEDS THAT THEY RECOGNIZED AFTER THE WINTER STORM FEBRUARY 13TH, 2021. WITH UNLIKELY WE WILL NOW START HAVING ANY MORE ENERGY SAVINGS UNTIL THE L.E.D. PROJECT IS FINISHED AT THE HIGH SCHOOL. YOU CAN SEE FOR FEBRUARY AND MARCH , WE DECREASED OUR USAGE JUST LIKE WE DID IN JANUARY BUT SINCE WE DECREASED, THE PRICE IS STILL HIGHER AND WE ARE LOCKED IN AT A RATE BUT THESE ARE NEW PASS-THROUGH CHARGES AND THERE IS NOTHING WE CAN DO ABOUT THOSE CHARGES. EVERYONE WITH COMMERCIAL ACCOUNTS ARE GETTING THOSE CHARGES AS WELL. ANY

QUESTIONS? >> ANY QUESTIONS, COMMENTS?

>> GOOD EVENING MADAM BOARD PRESIDENT, TRUSTEES. FOR YOUR CONSIDERATION, AUDIT SERVICE ENGAGEMENT FOR FISCAL YEAR 22, 23. WE ARE CURRENTLY UNDER CONTRACT . SEVERAL AWARDS THEY HAVE BEEN RECOGNIZED WITH HAVE BEEN INCLUDED IN THE SLIDE. A VERY ROBUST GROUP OF SCHOOL DISTRICTS ACROSS THE STATE. WE ARE THE SMALLEST DISTRICT THAT THEY WORK WITH AND THEY ARE VERY REPUTABLE FIRM AND THEY ARE USED THROUGHOUT THE STATE.

THE INITIAL CONTRACT WAS DONE FOR THE 2021 FISCAL YEAR. IT WAS A FIVE-YEAR AGREEMENT IS RENEWABLE ANNUALLY. WE ARE IN THE THIRD YEAR OF THE AGREEMENT. THE CONTRACT IS $54,000. I WOULD ENTERTAIN ANY QUESTIONS YOU MIGHT HAVE.

APPROVAL OF CONTRACT FOR FOOD SERVICE MANAGEMENT, WE WILL

PULL THIS. >> I WANTED MR. GARRISON TO HEAR WHY WE ARE PULLING IT. --

>> THE FOOD SERVICE MANAGEMENT WAS PLACED ON THE AGENDA. THIS IS A PROJECT THAT WE HAVE BEEN WORKING ON SINCE OCTOBER. IT IS VERY ARDUOUS AND LENGTHY PROCESS BACK AND FORTH WITH THE TEXAS DEPARTMENT OF AGRICULTURE. WE SUBMITTED IT, CONQUER ALL OF THE COMPLAINTS PIECES. ONCE WE HAVE RECEIVED FIVE BIDS FOR THE PROPOSALS FROM FIVE DIFFERENT COMPANIES.

AS A GROUP WE HAVE TO SCORE THAT AND THEN SEND OUR SCORING , THERE IS A SCORING RUBRIC REQUIRED THAT WE HAVE TO FOLLOW. WE HAVE TO SIGN THAT AND SEND ALL OF OUR DOCUMENTATION IN. WE WERE WAITING ON THE APPROVAL AND THEY GAVE US AN APPROVAL LETTER THAT SAYS YES, YOU MAY CONTRACT WITH THIS COMPANY. WE GOT THAT TODAY AT 11:00. IT IS A MULTIMILLION DOLLAR CONTRACT, RENEWABLE FOUR TIMES. IN AN EFFORT TO BE TRANSPARENT AND GIVE YOU ENOUGH TIME TO DO THIS , WE THOUGHT IT WOULD BE BEST TO PULL THIS AND PUT THIS ON AN AGENDA WHERE WE WOULD PROVIDE MORE TIME FOR YOU TO REVIEW THOSE DOCUMENTS. AT THE SAME TIME I WANT YOU TO UNDERSTAND THAT WE HAVE VETTED THIS. IT HAS GONE THROUGH THE PROCESS BUT WE DON'T WANT YOU TO FEEL RUSHED THROUGH THAT PROCESS.

[11.D. Discussion and possible approval of TASB Policy Update 120 - (G2, G4) Dr. LaBotta Taylor, Presenter ]

>> THANK YOU. >> DISCUSSION AND POSSIBLE

APPROVAL OF THE POLICY UPDATE. >> I WILL BRING FORWARD DR.

TAYLOR TO BRING THAT INFORMATION TO OUR BOARD AND

COMMUNITY. >> GOOD EVENING. I BRING YOU THE POLICY UPDATE 120. IF YOU HAVE SEEN THIS INFORMATION PREVIOUSLY AND THEN WE HAD SOME POLICY COMMUNITY MEETINGS.

UPDATE 120 GOES OVER LOCAL, STATE AND FEDERAL REVENUE SOURCES. SAFETY PROGRAM EMERGENCY PLANS. IT DOES EXCLUDE LOCAL WELFARE FREEDOM FROM BULLYING. THEN THE LOCAL STUDENT RIGHTS AND RESPONSIBILITIES, THE PARENT COMPLAINTS GRIEVANCES. AS YOU SEE IN THE BOARD BOOK THERE ARE ALL OF THE DOCUMENTS THERE FOR LOCAL POLICY COMPARISON.

TRUSTEE STEVENSON IS THE CHAIRMAN FOR THE COMMUNITY SO AT THIS TIME I AM RECOMMENDING THE ADDITIONS AND DELETIONS AS RECOMMENDED BY THE 120 UPDATES AS WELL AS THE PROPOSED REVISIONS FOR LOCAL STUDENT DISCIPLINE THAT YOU SEE HERE FROM THE POLICY COMMUNITY WHICH IS TO DELETE THE SECTION OF CORPORAL PUNISHMENT AND THEN FROM THOSE POLICY MEETINGS WE ALSO HAD INFORMATION TO PLACE THAT IN THE STUDENT CODE OF CONDUCT . IF THE BOARD APPROVES HIS PART, TO SHOW THAT LANCASTER ISD PROHIBITS CORPORAL PUNISHMENT. THAT IS THE RECOMMENDATIONS AT THIS TIME. ANY QUESTIONS?

>> DR. BAKER. >> SO, WHEN WE ARE PULLING THIS I KNOW BEFORE CORPORATE PUNISHMENT IS ADMINISTERED, THERE HAS TO BE A PARENT CONSENT. WAS THERE ANY LEGAL ADVICE TO THAT BECAUSE YOU ARE REQUESTING THAT WE REMOVE. IF WE REMOVE THAT, WE ARE REMOVING ALSO PARENT CONSENT. WHAT WAS

THE LEGAL ADVICE? >> THE LEGAL ADVICE IS THAT WE CANNOT PULL THAT COMPLETELY FROM OUR LOCAL POLICY AND THEN WE CANNOT ADD THE ADDITIONAL LANGUAGE. THE ADDITIONAL INFORMATION WOULD BE THE STUDENT CODE OF CONDUCT. WE DON'T NEED ANY PARENT CONSENT SINCE WE DON'T ADMINISTER THE

CORPORAL PUNISHMENT. >> I GUESS I HAVE A CONCERN WITH THAT IF PERHAPS MAYBE I WILL VISIT WITH YOU BECAUSE YOU ARE PULLING SOMETHING THAT IS LEGAL AND PUTTING IT IN A

[02:10:01]

LOCAL. IT SEEMED KIND OF AWKWARD TO PULL IT FROM LEGAL WITHOUT GOING THROUGH THEIR PROCEDURES.

>> WE CANNOT TOUCH LEGAL SO THIS IS ALL JUST LOCAL.

>> I SPOKE WITH LEGAL. THIS IS ALL LOCAL POLICY. I NEVER BRING

LEGAL. >> SO YOU ARE PULLING IT FROM LOCAL. YES, MA'AM. I APOLOGIZE IF I MADE THAT ERROR BUT IT IS ALL LOCAL. DID YOU HAVE A COMMENT?

>> I WANTED TO ESTABLISH A LITTLE LEGISLATIVE INTENT. I ASSUME THE PURPOSE OF THAT DELETION BECAUSE CORPORATE PUNISHMENT IS OPTIONAL. THE PURPOSE IS TO PROHIBIT IT. IS

THAT CORRECT? >> THAT IS CORRECT. I WANTED TO HAVE THAT ON THE RECORD SO THERE WASN'T ANY CONFUSION

ABOUT IT. >> OKAY.

>> I WANT TO THANK THE COMMUNITY. WE WENT THROUGH A COUPLE OF MONTHS WORKING ON THIS STUFF AND WE DID A LOT OF WORK AND I'M VERY PLEASED WITH WHAT WE CAME UP WITH. WITH THAT IN MIND I WILL MOVE THAT WE HAVE THE POLICY UPDATE.

>> I HAVE A MOVE TO UPDATE THE POLICY UPDATE. IS THERE A SECOND? ANY DISCUSSION FROM THE BOARD. I WILL HEAR FROM THE BOARD. I WILL DIGRESS. THE NEXT ACTION ITEM IS DISCUSSION

[11.C. Discussion and possible approval of the annual renewal of the District’s Investment Policy CFC(LEGAL and LOCAL)-(G3) Todd Garrison, Presenter ]

AND POSSIBLE APPROVAL OF THE ANNUAL RENEWAL OF THE INVESTMENT POLICY. THIS IS WHAT WE ARE HERE TO DO. THE INVESTMENT ACT YOU WILL FIND THAT UNDER THE LOCAL AND LEGAL.

THIS IS HOW WE WILL INVEST OUR MONEY. WE'RE GOING TO HAVE RESIDUAL FUNDS AS CASH FLOW COMES IN AND WE HAVE EXTRA CASH. WE HAVE CASH IN OUR POSSESSION AS WELL AS OUR BALANCE WHICH IS PRETTY HEALTHY. THERE ARE NO POLICY CHANGES . WE DO INVEST OUR MONEY, WE USE THE BANK , BANK OF AMERICA IS TO WE ARE WITH. WHEN THE MONEY IS NOT IN THE BANK, WE WOULD HAVE IT INVESTED IN THE POLLS. WE DO DISTRIBUTE THEM. WE GET AN INVESTMENT REPORT WHICH TELLS YOU HOW MUCH MONEY IS IN EACH OF THE POLLS AND WE DO TRY TO DIVERSIFY THAT. WE TRY NOT TO PUT IT IN ALL ONE OR THE OTHER. WE ARE ABLE TO MOVE THESE. IT IS VERY FLUID FOR US. EACH MONTH AND WE HAVE PAYROLL THAT COMES OUT OR A MAJOR EXPENSE WE MOVE MONEY OVER FROM THE BANKS TO DO THAT. AS CASH COMES AND GOES INTO OUR POLES AND WE DO THAT SO WE CAN MAXIMIZE THE AMOUNT OF INTEREST WE ARE GAINING. WE WANT THOSE WORKING FOR US. WE HAVE SEEN AN UPTICK IN THE INTEREST RATES WHICH HAS BEEN GREAT FOR US. YOU WILL SEE ON OUR REVENUE PROJECTIONS, IT WILL FAR EXCEED WHAT WE PROJECTED IN REVENUE. YOU WILL SEE WE ARE GETTING ALMOST 5% AND THEN WE HAVE FUNDS INVESTED IN THE TEXT POOL. BOTH OF THEM ARE VERY POPULAR. THE INVESTMENT OFFICERS. EACH YEAR WE WERE REQUIRED TO GO TO TRAINING. I WILL LET YOU KNOW THAT I DID THIS TRAINING WE WILL ATTEND THAT TRAINING. THESE ARE THE RECOMMENDED INVESTMENT TRAINING PROGRAMS. THIS IS AN ACTION ITEM, IS

[02:15:08]

THERE A MOTION? >> WE APPROVE THE RECOMMENDATION FOR OUR INVESTMENT.

>> WE HAVE A MOTION, IS THERE A SECOND. I HAVE A SECOND , ANY

YES. >> DISCUSSION AND POSSIBLE APPROVAL OF THE AGREEMENT BETWEEN THE UNIVERSITY OF NORTH TEXAS AND DULLES ISD. DR. TAYLOR.

>> THANK YOU SO MUCH, MATT AND PRESIDENT. WE PRESENT AN ACADEMIC AGREEMENT FROM THE UNIVERSITY OF NORTH TEXAS AT DALLAS. WE KNOW THAT WE ARE IN A NATIONAL TEACHER SHORTAGE IN THAT WE HAVE PRESENTED WITH AN EXTENDED PARTNERSHIP. THIS ONE WOULD HELP EDUCATORS PURSUE THEIR MASTERS DEGREE WITH THE CERTIFICATION. THERE WAS SOME STATE NUMBERS THAT CAME OUT AS FAR AS ALT CERT PROGRAMS WHICH IS WELL OVER 50,000. THIS IS A LOCAL PARTNERSHIP. IN ADDITION TO JUST RECEIVING A CERTIFICATION THEY WOULD ALSO RECEIVE THEIR MASTERS DEGREE.

TONIGHT, WE ARE SEEKING BOARD APPROVAL TO PURSUE THIS PARTNERSHIP WITH THEM IN THE INTEREST OF OUR LANCASTER ISD

EDUCATORS. >> ANY QUESTIONS FOR THE BOARD

TAYLOR. DISCUSSION AND POSSIBLE APPROVAL OF THE CORPORATION FOR THE CHOIR AND BAND RISERS. WE SHARE THAT

INFORMATION WITH THE BOARD. >> GOOD EVENING, DR. HAMILTON.

WENGER IS THE VENDOR THAT WE PURCHASED THE RISERS FROM WHEN THE BUILDING WAS FIRST BUILT IN 2006. CURRENTLY WE ARE 17 YEARS INTO USING THE RISERS. BEYOND THE 15 YEAR WARRANTY. WENGER HAS BEEN ABOUT FIVE TIMES TO ASSESS SOME OF THE REPAIRS THAT CAN BE MADE. THEY ARE COMING TO MAKE SOME FIXERS ON THOSE RISERS. WE ARE HOPING TO CONTINUE TO HAVE A SAFE CLASSROOM ENVIRONMENT. THEY WERE THE SPACES IF THEY WERE WANTING TO PURCHASE RISERS.

UP WITH US. ON FRIDAY NIGHTS, IT IS PRETTY BUSY. THIS IS TO

BE PROACTIVE . >> ONE OF OUR BIGGEST CONCERNS IS THE RISERS ON STAYING TOGETHER. SO, THIS IS AN

[02:20:05]

EXAMPLE OF WHAT , IT IS PRETTY MUCH GOING TO BE THE SAME. WE HAVE A CUSTOM DESIGN BECAUSE OF THE SIZE OF THE ROOM. WE'LL GO BACK WITH THE EXACT SAME DESIGN . AND, THIS TIME, INSTEAD OF PURCHASING RISERS FOR THE CHOIR ROOM AND HAVING TO PURCHASE A NEW SET FOR THE AUDITORIUM, WE WILL PURCHASE

THE ONES YOU SEE HERE. >> WE CAN TRANSITION THEM INTO THE CLASSROOM. WE WILL GET TO SAVE SOME MONEY WITH THAT HAVING TO DO TWO SEPARATE ROOMS.

>> THIS IS TO GENERIC COSTS , IT IS SPLIT BETWEEN THE BAND AND CHOIR. I BELIEVE WE HAVE MADE PLANS FOR THIS . WE DO

HAVE RISER CAPABILITY? >> ARE THERE ANY QUESTIONS FOR

US? >> I DO HAVE A QUESTION.

>> MY QUESTION IS DIRECTED TOWARDS MR. POSTER. THE MATERIALS THAT THE CURRENT RISERS ARE MADE OF, IS IT ENOUGH IN TERMS OF METAL OR ALUMINUM THAT THE DISTRICT CAN PROFIT FROM THAT? IN OTHER WORDS, IS THE COMPANY THAT'S DOING THIS, ARE THEY HAULING THAT AWAY? ARE WE RETAINING

THAT? >> THEY WILL TAKE IT AWAY. I'M SURE THAT IS AN OPTION WHERE WE CAN SCRAP IT.

>> I WOULD SAY KEEP IT. IF WE DO HAVE THE OPTION OF SCRAPPING UP, WE CAN MAKE MONEY. WHY WOULD WE PUT IT IN THEIR

POCKETS? >> THAT IS NO PROBLEM.

>> ONE LAST QUESTION. YOU MENTIONED THE ABILITY OF MOVING THEM FROM ONE LOCATION TO THE NEXT. IS A SAFE TO DO THAT? SHOULD WE ASSUME TO ORDER MORE? BACK THEY ARE SAFE. THIS NEW VERSION OF RISERS ARE LIGHTER. THEY HAVE SAFETY HANDLES. THEY HAVE A LOT OF NEW FEATURES THE ORIGINAL ONES DON'T HAVE. THEY ARE TOTALLY FINE. IT IS REALLY SIMPLE, IT IS A SMALL PUSH IN THE CLOSE BY THEMSELVES.

>> YOU KNOW WHATEVER FORESEEN EVENT WHERE THE BAND NEEDS THEM WHEREAS THE CHOIR MAY NEED THEM AT THE SAME TIME?

>> THE SET FOR THE AUDITORIUM? NO. WE RESERVE THE AUDITORIUM SPACE. IF THE CONCERT BAND IS GETTING READY, THE SPACES RESERVED SO THE RISERS ARE OUTFITTED FOR THAT SPACE. THEY WILL PUSH IN. IF THE CHOIR NEEDS THEM, THEY WILL PUSH AND FOR WHATEVER REHEARSALS THEY HAVE.

>> OKAY >> ARE THERE ANY OTHER

QUESTIONS? >> I HAVE A QUESTION. IF I UNDERSTAND CORRECTLY, THE RISERS WILL BE IN ONE SPOT FOR USE? ARE THEY MOVING FROM ONE PLACE TO THE NEXT AS EACH PERSON, OR PROGRAM NEEDS IT?

>> THE ONES THAT WE ARE REPLACING IN THE BAND HALL, THEY ARE STABLE. THEY ARE HUGE AND THEY ARE NOT MOVING.

INSTEAD OF PURCHASING THE SAME TYPE FOR THE CHOIR ROOM, WHERE BROKEN NOSEDOWN. OUR CHOIR PROGRAM HAS GROWN. WE HAVE ABOUT 100 AND CHOIR AT THIS TIME. THE NEW THING FOR CHOIR, ACROSS MANY DISTRICTS, IS THAT THE TEACHER ON A PODIUM, WHICH IS INCLUDED IN THE PRICE. CHAIRS FOR THE CHOIR ROOM, BUT WHEN HE NEEDS TO PUT THEM IN FORMATION ON THE RISERS, HE CAN EITHER GO TO THE AUDITORIUM TO USE THAT NEW SET OR YOU CAN HAVE THAT SET PUSHED INTO HIS ROOM AND REHEARSE THERE. AT THE HIGH SCHOOL, YOU'LL SEE THEM A LOT STANDING ON THE STAIRWELL, PRACTICING AFTERSCHOOL. WHEN THEY'RE STILL LEARNING MUSIC AND PRACTICING THOSE THINGS, HE HAS IT AND THERE.

>> I THINK I'M GOING, I THINK THE THOUGHT PROCESS OF MR. COLE AS IT RELATES TO THE RISERS, IS IT BENEFICIAL TO HAVE TWO? AS A RELATES TO UCONN THE BUDGET I GUESS? TO BE ABLE TO ACCOMMODATE BECAUSE ONE, THE CONCERN WOULD BE SAFETY.

UNDERSTAND YOUR STATING IT IS SAFE BUT IF WE HAVE IT IN THE BUDGET, AT THE SAME TIME, WE DON'T HAVE TO GO BACK AND

[02:25:03]

FORTH. IT CONTAMINATES IS -- IT ACCOMMODATES YOU. YOU GUYS ARE AWESOME. WE HAVE FUNDS FOR EVERYTHING ELSE SO I AM ASKING WOULD IT BE BENEFICIAL, AND USEFUL, TO PROVIDE TWO SO THERE IS LESS MOVEMENT WHICH IS MORE SAFETY FOR THE STAFF AND

STUDENTS. >> I CAN RESPOND TO THAT TOO.

THE MONEY THEY ARE ASKING FOR TODAY IS APPROVED IN THE BUDGET. IN THE SPIRIT OF TRANSPARENCY, I DO HAVE AUTHORITY TO PROVE THINGS THAT ARE UNDER $50,000 BUT COMBINED TOGETHER, I FELT THE NEED TO BRING THEM TO YOU. THEY ARE ALREADY PART OF OUR BUDGET. PLEASE NOTE THE OTHER NEEDS, FOR OUR FINE ARTS AND THEN PROGRAM, WE WILL BE ASKING FOR SOME OF THOSE ITEMS BUT AGAIN I WANT TO MAKE SURE THAT AS PART OF THE CAPITAL OUTLAY. AND HAVING OUR COMMUNITY HAVE INPUT AS WELL. AS TO WHAT THOSE THINGS ARE AS WE MOVE FORWARD.

THAT IS NEVER NOT AN OPTION TO PURCHASE MORE FOR OUR STUDENTS.

IT IS A MATTER OF TIMING WHERE WE HAD THOSE DOLLARS AS WE CAN SEE THESE HAVE BEEN IN PLACE FOR 17 YEARS. WE ARE REPLACING BUT AGAIN, THEY ARE PART OF THE CAPITAL OUTLAY GOING FORWARD AS WE ASKED FOR SOME OF THOSE DOLLARS FROM OUR RESERVE DOLLARS GOING FORWARD. YOU WILL SEE IT COME BACK.

>> WE ARE LOOKING AT A FEATURE TO PURCHASE A NEW ONE?

>> YES, WE CAN. I DON'T SAY YES RIGHT NOW BECAUSE I WANT TO KNOW WHAT THE COMMUNITY PRIORITIZES.

>> I UNDERSTAND. I'M THINKING AHEAD. I'M THING ABOUT SAFETY AND THINKING ABOUT THE CONSISTENCY THAT HAS TAKEN PLACE WITH THEIR PROGRAMS AND THE DEDICATION THAT HAS TAKEN PLACE IN THE SAFETY OF THE STUDENTS AND TEACHERS. AND YOU'RE ASKING FOR ONE, TO SHARE IT, AND MOVE IT BACK AND

FORTH AND WHAT HE CAN GO FOR? >> THERE ARE TWO. ONE IS STATIONARY AND THE OTHER IS MOBILE. I HAVE NO PROBLEM .

ADDING, I NEED OUR COMMUNITY TO MAKE THAT DETERMINATION I DON'T WANT TO DETERMINE THAT RIGHT NOW.

>> UNDERSTAND. >> ANY OTHER QUESTIONS? IS THERE EMOTION? BACK I MAKE A MOTION WE APPROVE WE APPROVE THE THE RISERS FOR THE CHOIR AND BAND RISERS. I HAVE A MOTION TO APPROVE. IS THERE A SECOND? BACK SECOND.

>> ANY DISCUSSION FROM THE BOARD? I WILL CALL FOR THE

VOTE. >> YES. MYSELF ON THE YES.

[11.G. Discussion and possible approval of the 2023-24 TEKS Certification Survey- (G1-G4). Rosa E. Hernandez, Presenter ]

>> I HAVE A MOTION TO APPROVE THE CERTIFICATION SURVEY. IS A

SECOND? >> SECONDED.

>> I HAVE A SECOND. I CALL FOR THE VOTE.

[12. Board Matters ]

>> MYSELF BOTH YES. THE MOTION PASSES. THANK YOU.

>> WE WILL MOVE TO BOARD MATTERS, THE BOARD MEMBERS CONTINUING EDUCATION CREDITS. AS BOARD PRESIDENT, I'M REQUIRED TO ANNOUNCE THE NAME OF EACH MEMBER HAS COMPLETED CONTINUING EDUCATION. THE FOLLOWING COURSES ARE MANDATED BY TRUSTEES. THERE ARE EIGHT AREAS WERE BOARD MEMBERS FOR CONTINUING EDUCATION, LOCAL DISTRICT ORIENTATION, POST LEGISLATIVE UPDATE TO THE TEXAS EDUCATION CODE, TEAMBUILDING, ADDITIONAL CONTINUING EDUCATION, EVALUATION STUDENT PERFORMANCE, IDENTIFYING AND REPORTING ABUSE, TRAFFICKING AND OTHER MALTREATMENT OF CHILDREN IN SCHOOL SAFETY. TO THE BOARD MEMBERS, ALL BOARD MEMBERS HAVE COMPLETED THEIR TRAINING. SO, THANK YOU BOARD MEMBERS FOR COMPLETING HER TRAINING. LOOKING AT THE PRINT OUT, WE HAVE EXCEEDED OUR TRAINING REQUIREMENTS OF THANK YOU VERY MUCH FOR THAT. NEXT ITEM UNDER BOARD MATTERS IS APPOINTMENT OF COMMITTEE CHAIR FOR CAPITAL OUTLAY COMMITTEE MEMBERS AND TO NOMINATE CONSTITUENTS FROM REACH TO RESTRICT. HAVE ALL INDIVIDUALS IDENTIFIED SOMEONE FROM THEIR DISTRICT?

>> I HAVE NOT EXPECT IF, WITHIN THE NEXT THREE DAYS, PLEASE SEND THE NAME OF SOMEONE YOU WOULD LIKE TO HAVE SERVE ON THE CAPITAL OUTLAY COMMITTEE TO MYSELF , I WOULD APPRECIATE IT.

[02:35:02]

CAN WE GET SOMETHING IN THE WAY OF , A GENERAL DESCRIPTION OF

WHAT IS ENCOMPASSED IN THE >>

>> I CAN SPEAK TO THIS. WHAT WAS ASKED AT THE LAST BOARD MEETING, THAT EACH BOARD MEMBER BRING FORWARD A COMMITTEE MEMBER FROM THEIR CONSTITUENTS TO NOMINATE FOR THIS CAPITAL OUTLAY COMMITTEE. AS A SHARED EARLIER WITH TRUSTEE WHITFIELD, I DON'T WANT IT TO BE AS MAKING A PRIORITY OF WHAT THOSE THINGS ARE. THIS SCHOOL DISTRICT IS FOR OUR COMMUNITY AND IT IS IMPORTANT TO HAVE THEIR INPUT.

I AM ASKING FOR AN INDIVIDUAL FROM THE BOARD TO HELP SERVE AS COCHAIR OF THE COMMITTEE ALONG WITH THE SOLICITOR AND OTHER ADMIN. I WOULD LIKE TO HAVE PARENTS, COMMUNITY MEMBERS, ET CETERA TO HELP US PRIORITIZE THIS LAUNDRY WRIST ROGER HAS PUT TOGETHER. ARE FACILITIES AND NEEDS ARE GREAT BUT I DON'T WANT TO MAKE AN EXECUTIVE DECISION ABOUT WHAT THEY ARE TO WHERE WE PUT OUR DOLLARS. I MIGHT SEE SOMETHING, THAT IS PRIORITIZED IN MY EYES HOWEVER, IF I'VE COMMUNITY MEMBERS AND THEIR INPUT, I WANT TO KNOW WHAT OUR COMMUNITY WANTS. I DON'T KNOW IF THAT HELPS BUT THAT IS WHAT'S HAPPENING. MR. COASTER HAS A CAPITAL OUTLAY PLAN. AND AS WE ASKED FOR DOLLARS FROM THE RESERVE AND GENERAL FUNDS , ET CETERA, I WANT TO SHARE IT IS THE COMMUNITY CHOICE AS TO WHAT WE

SELECT. >> THAT'S RIGHT. MORE DIRECTLY, WHAT I'M ASKING FOR IS SOMETHING THAT OUTLINES THE SCOPE OF THE REQUIREMENTS OF IT. IF I WANT TO DO A MAILING TO PEOPLE, WITHIN MY COMMUNITY, THEY HAVE AN IDEA OF WHAT I'M

TALKING ABOUT. >> I CAN SEND YOU SOMETHING. I CAN SEND YOU A BLURB ABOUT WHAT IT IS. NO QUALIFICATIONS ARE NECESSARY. I KNOW YOU IS LIKE SOMEONE WHO HAS INPUT ABOUT THAT. MANY OF YOU HAVE BEEN CONTACTED BY CONSTITUENTS IN YOUR COMMUNITY. THEY HAVE CONCERNS THEY WANT TO BE A PART OF THIS. THIS IS A NEW COMMITTEE. WE HAVE NOT HAD IT BUT I THINK IT IS IMPORTANT AS WE MOVE FORWARD. IS A SHARED ON MANY OCCASIONS, WE HAVE RESERVES THAT WE CAN MAKE SURE WE MAKE THESE INVESTMENTS IN OUR FACILITIES. IT IS HARD FOR ME TO ASK TAXPAYERS FOR MORE DOLLARS FOR THOSE TYPES OF THINGS WE HAVE ITEMS IN OUR RESERVES. I WANT TO MAKE SURE THAT IS A PRIORITY FOR A COMMUNITY. WE HAVE A LONG LIST.

IT IS NEVER ENDING. WE TRY TO TAKE CARE OF SOME OF THOSE MAJOR THINGS. AS WELL AS SOME AC AND HVAC SYSTEMS THAT WERE NEEDED AND THERE IS DOLLARS LEFT OVER FROM THE MONEY YOU ORDERED US IN THE FALL. WE HAVE TAKEN CARE OF OTHER ITEMS. THERE WAS AN ELEVATED NEED AT THE STADIUM. MANY PEOPLE GOT THEMSELVES STUCK ON IT. FOR SOME REASON, THE ONE

HERE IS BACKING UP NOW. >> ARE YOU MAKING AN APPOINTMENT FOR THE COMMITTEE CHAIRMAN ? FOR THE CAPITAL

OVERLAY COMMITTEE? >> WELL, I SEE IT IS WRITTEN AS THE APPOINTMENT, I'M SORRY IF I MISSPOKE. SO, ACTUALLY THE BOARD MATTER -- CAPITAL OUTLAY COMMITTEE TO NOMINATE CONSTITUENTS FROM EACH DISTRICT.

>> CAN WE TAKE A LIST , CAN WE GET THE INFORMATION AND COME BACK , I DON'T KNOW, RESPOND? BACK THE RESPONSE FROM YOU IS APPOINTING SOMEONE FROM YOUR DISTRICT. THIS WILL BE FOR SOMEONE ON THE BOARD TO SERVE AS A CHAIR FOR THE COMMITTEE.

COMMITTEE. >> MISS MORRIS HAS SPOKEN. ANY OTHER INDIVIDUALS INTERESTED?

>> I WOULD LIKE TO NOMINATE TRUSTEE LEWIS.

>> I SECOND THE NOMINATION. >> THANK YOU.

>> LET ME THINK ABOUT HOW WE WANT TO DO THIS. USUALLY, WHEN YOU HAVE COMMITTEE CHAIRS, I APPOINT THE CHAIR, AS THE BOARD

[02:40:03]

PRESIDENT. THIS IS USUALLY HOW WE APPOINT THE OTHER COMMITTEES WE HAVE. SO, CONSIDERING I KNOW WE HAVE TWO INDIVIDUALS INTERESTED, WE WILL TABLE THIS AND I WILL MAKE BY DECISION BY THE NEXT MEETING IF YOU ARE OKAY WITH THAT? OKAY?

>> MADAM PRESIDENT, IF I MAY, I WOULD LIKE TO APPEAL TO THE BOARD PRESIDENT TO APPOINT THE TRUSTEE IN ORDER WE MAY SPREAD OUT THE CHAIRMANSHIPS OVER THE ENTIRE BOARD. EVERYBODY GETS A CHANCE TO BE A BOARD CHAIR, A COMMITTEE CHAIRMAN. EVERYBODY ELSE HERE IS ALREADY A COMMITTEE CHAIRMAN.

>> OKAY >> MADAM PRESIDENT, I MUST SPEAK TO THAT. I'M SPEAKING TO THAT . APPARENTLY, THERE IS A PROBLEM WITH ME REQUESTING THAT APPOINTMENT. BUT, EVERY APPOINTMENT THAT IS MADE IS MADE ON A YEARLY BASIS. I FEEL THAT I HAVE THE EXPERIENCE AND KNOWLEDGE TO WORK ON THIS CAPITAL OVERLAY COMMITTEE. I HAVE FOLLOWED THIS. I'VE BEEN A PART OF BOND ELECTIONS. I HAVE BEEN A PART OF BUDGET INPUT .

SO, I AM REQUESTING , AND KNOW THAT IS YOUR DECISION, BUT I WANT TO SHARE THAT I AM REQUESTING TO CHAIR THE

COMMITTEE. >> OKAY ALL RIGHT. I'VE HEARD IT AND I WILL COME BACK TO YOU ON THIS NEXT MONTH. IF YOU WILL PLEASE SUBMIT YOUR NAMES WITHIN THE NEXT THREE DAYS? OKAY?

>> SO, IT IS THE CHAIR OF WHAT OTHER --?

>> FOR THE COMMITTEE, THERE IS ONLY A CHAIR.

>> IS THERE A MINIMUM? >> YOU JUST NEED TO SELECT ONE INDIVIDUAL FROM YOUR DISTRICT. AND I WILL SEND YOU A BLURB ABOUT THE COMMITTEE ITSELF. I WILL SEND YOU A BLURB ABOUT THE COMMITTEE TO EACH
