THROUGH THE EVENING EVERYONE I THINK THIS IS A VERY APPROPRIATE NIGHT THAT'S ON AT THE HAPPENINGS AT THE LANCASTER HIGH SCHOOL. WITH NO FURTHER ADO WE WILL JUMP RIGHT IN. WE LOOK OVER OUR TEAM AND WHO IS WORKING AND WHAT WE ARE DOING. I'M NOEL GREENWOOD THE PRINCIPAL. I GAVE EVERYONE ELSE THE NIGHT OFF BUT WE HAVE ONE PERSON HERE MY ASSOCIATE PRINCIPAL I BELIEVE I SAW MISS SHONDA THOMPSON. WE HAVE COME TO THE ASSISTANT PRINCIPAL AND RICKY IS SLO RICKY 'S ASSISTANT LEADING OR CANCELED TEAM WE HAVE MISSED A FUN WAY. WE DO HAVE MISSED LISA TOVAR AND ROSLYN NUMBER. LAST BUT NOT LEAST SHERRY MARSHALL. THEY DO A FABULOUS JOB KEEPING OUR KIDS UP. I WANT TO MOVE INTO OUR DEMOGRAPHICS AND YOUR INFORMATION. ON THE SLIDE WE HAVE IN FRONT OF US ON NINTH-GRADE INFORMATION. IT'S 10, 11 TO 12 GRADE GENERALLY SPEAKING. ABOVE THAT YOU SEE AT RISK OR AS I LIKE TO SAY AS PROMISED WITH HER NUMBERS AS WELL. KEEPING KIDS IN CLASSES AND ON TIME IS A PRIORITY. YOU CAN'T LEARN ANYTHING IF YOU ARE NOT IN CLASS. DISCIPLINE IN COMPARISON TO LAST YEAR FIGHTS ARE DOWN COMPARED TO WHAT'S GOING ON. THE IMPORTANT THING FOR WHAT WE DO IS I'M LOOKING TO BE PROACTIVE. WE ARE LOOKING AT DATA. ON THIS I DID POINT OUT A FEW FINDINGS THAT WE HAD. ON THE LEFT-HAND SIDE ARE SOME FINDINGS WE HAD AT THE END OF THE LAST SECOND SEMESTER. THE TEAM GOT TOGETHER AND WE TALKED ABOUT WHAT WE WERE DOING WELL. I WANTED TO POINT OUT A FEW THINGS. WE LEARN THAT SOPHOMORE JUST DUE TO THE DATA HAS A LOT OF DISCIPLINE. WE EARLY COLLEGE OF COURSE. WE HAVE OUR PROGRAM WHICH IS SUBSTANTIAL. WE HAVE 14 CERTIFICATIONS AND I THINK THIS IS A REALLY BIG DEAL. WE HAVE COSMETOLOGY AND OUT OF THESE THINGS THAT ARE UP ON THE BOARD IN FRONT OF US WE ARE COMPETING AND I THINK THAT'S A REALLY BIG DEAL. WE DEFINITELY WANT TO CONTINUE DOING THAT IT'S EXCITING. >> THIS IS A BIG ONE. AS OF MARCH 20, 2023 76 PERCENT OF OUR SENIORS CURRENTLY HAVE A CCM OR INDICATOR. A LOT OF WORK HAS BEEN PUT IN TO GET THAT THE WEIGHT IS. PROGRAMS HAVE BEEN ADDED IN RECENT YEARS. IT DEMANDS WAVES AND OPPORTUNITIES. THE DISTRICT HAS MADE A SIGNIFICANT INVESTMENT IN MULTIPLE THINGS. IT'S REALLY COOL TO GO BY AND TAKE A LOOK WE HAVE OUR TOYOTA PARTNERSHIP AND TEXAS INSTRUMENTS. [00:50:04] FINE ARTS. WE OFFER A WORLD-RENOWNED MARCHING BAND WHICH IS FABULOUS. OUR DRILL TEAM IN THE MAJOR IT'S WITH FLAT CORE. I WENT TO THE DC THREE DANCE ENSEMBLE. DISTRICTWIDE WE HAVE FALL CONCERTS AND SPRING CONCERTS WITH ART EXHIBITIONS. I WANT TO GIVE PROPS TO MISTY C LAUGHTON. IT'S A REALLY NEAT EXPERIENCE FOR KIDS. WE HAD SIX FORMAL STUDENTS SELECTED TO ATTEND THE MILITARY ACADEMY. THERE'S TWO MARINE INTO AIR FORCE. AT THIS POINT WILL MOVE INTO THE CREDIBILITY PORTION. I WANT TO TALK ABOUT A FEW THINGS THAT WERE SET FOR STRUCTURAL LEADERSHIP TEAM WITH ADMINISTRATORS. A COUPLE OF EXPECTATIONS THAT WERE SET AND WE COMMUNICATED. IT MIGHT BE SIMPLE BUT IT'S STUFF THAT HAS TO BE KEPT ON POINT DAY-TO-DAY. THE LIMITATION OF READING INSTRUCTION AND WRITING INSTRUCTION. IT'S VERY IMPORTANT. READING AND WRITING IS AN INDICATION OF THINGS LIKE DISCIPLINE. TEACHERS ARE TEACHING IN THE POWER ZONE AND BEING IN THE AREA FOR STUDENTS. INSTRUCTION. THE LEADERSHIP TEAM MEETS WEEKLY. WE HAVE TEACHERS ON SPECIAL ASSIGNMENT AND THEIR MEETING AS WEEKLY AS WELL. ON THE WAY OF UNDERSTANDING FROM OUR DATABASE AS WELL. WE HAVE YEARS WHAT WE'RE SEEING IS SOMETHING THAT'S NOT UNCOMMON ANYWHERE IN THE UNITED STATES. 21 AND 22 WE SEE HERE WHERE WE HAVE WORK TO DO. I WANT TO PUT A LITTLE BIT OF A PEN THERE. IT'S SOMEWHAT OF A CELEBRATION. WE HAVE OTHER AREAS WHERE WE SEE IN ENGLISH ONE ESC. WE SEEING THIS TO WRITE HERE. AND WE HAVE BIOLOGY AS WELL. THE DATA IS WHERE IT WAS HAD. AT THE END WE HAD SOMETHING VERY IMPORTANT TO US. OUR MACRO. WE TALKED ABOUT READING AND ABOUT EVERYTHING THAT WAS IMPORTANT AND WHY IT'S IMPORTANT THAT STUDENTS WERE ABLE TO READ AND ACCOUNTABLE LEVEL. FOR HERE WE HAVE NOT READING. WE HAVE SHOWN TREMENDOUS AMOUNT OF GROWTH. THIS TEST WAS TAKEN IN JANUARY SO DOES SHOW THAT WE ARE MOVING IN THE RIGHT DIRECTION. THIS ACADEMIC PROGRAM IN TERMS OF DUAL CREDIT 103 WITH ADVANCED PLACEMENT AFTERSCHOOL PROGRAMMING AND CAMPUS CULTURE. WE HAVE OUR TOYOTA AMBASSADOR PROGRAM WHICH MEETS EVERY TUESDAY FROM 3:30 P.M. TO 4:30 P.M. AND THEN WE HAVE A DEBUTANTE PROGRAM LED BY MS. AUDREY MESTON SENT WHICH IS REALLY NEAT. STUDENT COUNCILS MEET WITH ME AS WELL AS EVERY FIRST MONDAY OF THE MONTH. LANCASTER HIGH SCHOOL IS JUST A HAPPENING PLACE. THOSE ARE THINGS WE'VE BEEN OVER WITH STUDENT MEDIA AND IT'S SOMETHING THAT WE REALLY MAKE STRIDES IN FOR ADVANCEMENT. IF THE PEER SAFETY PROGRAM FOR TEENS WITH A FEW AFTERSCHOOL PROGRAMS. THERE'S A FOCUS ON EVERY STUDENT'S OBJECTIVE. THERE'S ALIGNMENT ASSESSMENT [00:55:05] AND ACTION. A STRONG FOCUS ON INVOLVEMENT AND ENGAGEMENT WITH LANCASTER COMMUNITY. LEADERS PROVIDE ONGOING FEEDBACK AND SUPPORT AND THAT EVERYONE ON CAMPUS IS JUST HAVING A STRONG COMMITMENT TO CONTINUOUS SKILL DEVELOPS. LAST BUT NOT LEAST WE ARE STILL AT 76% OF CEDAR SENIORS WOULD SEE CMR INDICATORS. THANK YOU THIS TIME WE WILL OPEN IT UP FOR QUESTIONS. >> CONTINUED TO THE GOOD WORK. [9A. Accomplishments of Dallas College and Lancaster ISD regarding dual credit, Early College High Schools, and P-TECHS presentation - Dallas College Trustee Charletta Compton and Chancellor Justin Lonon, Presenters] [APPLAUSE] NEXT WE WILL MOVE ON TO INFORMATIONAL ITEMS. A IS THE COLLEGE HIGH SCHOOLS AND PRESENTATIONS. DOCTOR CARRERA. >> I WILL CALL FOR THE TRUSTEES AT DALLAS COLLEGE TO COME FORWARD PLEASE. >> GOOD EVENING AND JUST A MOMENT I SERVE AS THE CHANCELLOR OF DALLAS COLLEGE. WE ARE SO EXCITED TO BE HERE THIS EVENING. WHAT AN AMAZING EVENING TO BE HERE WITH THE CELEBRATIONS AND ACCOMPLISHMENTS THAT WE SHOULD BE PROUD OF WITH WHAT'S HAPPENING IN THIS COMMUNITY. WE ARE PROUD TO BE PART OF THAT. THROUGH OUR PARTNERSHIP TOGETHER BY ENSURING THAT THESE YOUNG WOMEN HAVE THE OPPORTUNITY TO GIVE COLLEGE CREDIT WHILE IN HIGH SCHOOL. WE BROUGHT OUR 18 HERE WITH US TODAY THAT YOU WILL HEAR FROM VENTURE SOME OF THE DATA AS WE TALK ABOUT THE COMPETENCE OF THE STUDENTS. AT DALLAS COLLEGE WE ARE FOCUSING HEAVILY ON WHAT I CALL BEING IN THE BARRIER BUSTING BUSINESS. IDENTIFYING THOSE BARRIERS THAT GET IN THE WAY OF STUDENT SUCCESS BEYOND OUR DOORS. WE KNOW TOO OFTEN THAT A BARRIER IS THAT TRANSITION FROM HIGH SCHOOL TO COLLEGE OR TO THE WORKFORCE. AT DALLAS COLLEGE WE SEE HERSELF AS THE BRIDGE TO ECONOMIC MOBILITY AND PROSPERITY FOR THOSE SEEKING TO GET INTO THE EDUCATIONAL PIPELINE TO BETTER THEIR LIVES. AND FOR EMPLOYERS SEEKING TO PUT PEOPLE TO WORK. FOR YOUR STUDENTS THAT HAVE THE OPPORTUNITY TO PARTICIPATE IN DUAL CREDIT OR EARLY COLLEGE HIGH SCHOOL TO REMOVE THAT BARRIER AND ENSURE THAT THEY GET COLLEGE CREDIT. TO GET THE DEGREES AS WE HEARD THIS EVENING. WE ARE PROUD THAT SOME OF THE STUDENTS ARE APPEARING WILL BE WALKING OUR STAGE AND OUR COMMENCEMENT CEREMONIES HERE IN A COUPLE OF MONTHS. IT'S IMPORTANT TO US AS AN INSTITUTION FOR DALLAS COLLEGE THAT WE INVEST IN THE STUDENTS. WE ARE PROUD THANKS TO THE LEADERSHIP OF OUR BOARD THAT WE WEAVE THE COST OF TUITION FOR THOSE TWO CREDIT STUDENTS IS ESTABLISHING A PROMISE. SO STUDENTS CAN GO THROUGH AND NOT WORRY ABOUT EXPENSE AND COST. I THINK YOU MADAM PRESIDENT AND BOARD AND CERTAINLY DOCTOR CARRERA FOR EVERYTHING THAT YOU DO TO INVEST IN THESE STUDENTS AS WELL. WE'RE JUST REALLY HERE TO THANK YOU AND TO CELEBRATE THE PARTNERSHIP OF THE INVESTMENT THAT WE MAKE TOGETHER AND THE COMMITMENT THAT WE ARE MAKING TOGETHER IN THE LIVES OF THESE STUDENTS. WE HAVE OUR 18 HERE THAT WORKS VERY CLOSELY WITH YOUR TEAM AND YOUR STAFF TO ENSURE THAT STUDENTS HAVE THESE OPPORTUNITIES. IT CERTAINLY TAKES LEADERSHIP AT YOUR LEVEL AT THE GOVERNING BOARD LEVEL. I'M PROUD NOW TO INTRODUCE ONE OF OUR TRUSTEES. HE'S BEEN ON OUR BOARD FOR OVER 20 YEARS AND HAS BEEN A LEADER ON OUR BOARD AND SERVING AS OUR BOARD CHAIR WE ARE EXCITED TO BE HERE TO CELEBRATE WITH YOU AND NOW I LIKE TO ASK TRUSTEE COMPTON TO PLEASE COME TO THE PODIUM. [APPLAUSE] >> GOOD EVENING. [01:00:05] IT IS A PLEASURE TO BE WITH YOU THIS EVENING. WE COULDN'T HAVE CHOSEN A BETTER BOARD MEETING TO COME TO. THEN THIS ONE. I'M IN MY 2030 YEAR AS TRUSTEE FOR DISTRICT 7. ONE OF THE HIGHLIGHTS OF MY CAREER HAS BEEN REPRESENTING THE CITY OF LANCASTER AS THE POOR TRUSTEE. I HAVE WATCH LANCASTER GIRL. I'VE WATCHED CEDAR VALLEY GIRL AND I'VE WATCHED LANCASTER ISD GROW. ONE OF THE THINGS THAT I CAN REALLY SAY, I GET EMOTIONAL THESE DAYS ABOUT DOING THINGS. LANCASTER HAS SOME REALLY TALENTED STUDENTS. HE TAKES EVERY OPPORTUNITY TO HIGHLIGHT AND MOVE FORWARD. ONE THING THAT I'VE BEEN COMMITTED TO EVER SINCE I'VE BEEN ON THE BOARD IS TO MAKE SURE THAT WE GET OUR FAIR SHARE OF RESOURCES AND PROGRAMMING. WE'RE HERE TO TALK ABOUT THE DUAL CREDIT PROGRAM WHICH HAS BEEN ONE OF THE MOST SUCCESSFUL PROGRAMS THAT THE COLLEGE DISTRICT HAS OFFERED TO ITS STUDENTS. KIDS GOT THE HIGH SCHOOL DIPLOMA AND THAT ASSOCIATES DEGREE. GETTING TWO YEARS OF COLLEGE MAKES A BIG DIFFERENCE TO A LOT OF POT PARENTS. AGAIN, HAPPY TO BE HERE. I'M AROUND EVERYBODY KNOWS HOW TO REACH ME. I LOOK FORWARD TO MANY MORE YEARS OF WORKING WITH THE COMMUNITY AND WORKING WITH THE STUDENTS AND SEEING THEM PERFORM WHAT THEY DO AND HOW THEY EXCEL IN LIFE. I THINK YOU HAVE A VIDEO FOR YOUTUBE. [APPLAUSE] I'M HERE TO TALK [01:06:02] ABOUT THE HIGH SCHOOL PROGRAM. WE ARE REALLY PROUD TO BE ABLE TO BE ONE OF THE MOST AFFORDABLE COLLEGES IN THE AREA. HE SAW SOME OF THE STATISTICS EARLIER AND IT SAID ABOUT HOW LARGE WE WERE IN TEXAS WHERE THE THIRD-LARGEST COMMUNITY COLLEGE IN THE NATION AND REALLY PROUD TO HAVE LET THE WORK IN EARLY COLLEGE HIGH SCHOOL DUAL CREDIT GETTING AHEAD OF THE CURVE BEFORE MANY OF OUR COLLEAGUES IN TERMS OF EXPANSION OF THAT PROGRAM. PART OF THE REASON WHY WE NEEDED TO GET AHEAD OF THE CURVE AND EXPANSION OF THAT PROGRAM WAS OUR DEMOGRAPHICS WITHIN OUR AREA. ALSO EMPLOYERS WERE COMING TO US AND THAT'S WHAT THIS LIGHT TALKS ABOUT SAYING THAT THEY DIDN'T HAVE ENOUGH SKILLED WORKERS OR EMPLOYEES WITHIN OUR COUNTY AND WITHIN OUR REGION TIRED. WE KNEW IT WAS VERY CRITICAL AND IMPORTANT FOR US TO DIG DEEPER. BEFORE WE REALLY FOCUSED JUST TO ACCREDIT OFFERING COURSES TO 11TH AND 12TH GRADERS BUT REALIZING THE NEED FOR EMPLOYEES WITH WORKERS WITHIN OUR AREA. WE KNEW WE HAD TO START WORKING WITH OUR PARTNERS SOONER WORKING WITH STUDENTS EARLIER. THERE REALLY BEGAN BACK IN 2015 THAT WE DECIDED TO NOT LOOK AT 11TH AND 12TH GRADERS BUT TO REALLY GO DOWN TO A GRADE PREPARING THEM IN THAT SUMMER BEFORE NINTH GRADE TO CONTEMPLATE WHAT IT IS THAT I WANTED TO DO WITH MY LIFE TO BEGIN TO UPSCALE THEM AND PREPARE THEM AND REALLY EQUIPPED THEM TO KNOW THAT THEY ARE VALUED AND ABLE AND CAPABLE. WE ARE SEEING THE SUCCESS THROUGHOUT THE SLIDESHOW AND STUDENTS WHO ARE UNDERREPRESENTED HISTORICALLY MARGINALIZED AND SUCCEEDING AND GRADUATING COLLEGE WITH BOTH THEIR HIGH SCHOOL DIPLOMA AND AN ASSOCIATES DEGREE BECAUSE THEY ARE ABLE. >> GOOD EVENING MY NAME IS TIFFANY KURTZ IN A SERVICE THE VICE PRESIDENT IN DALLAS COLLEGE. WE ARE THRILLED TO BE ABLE TO SHARE THE SUCCESS OF THE STUDENTS. IT'S NOT EASY FEAT TO TAKE A STUDENT THAT'S IN HIGH SCHOOL BALANCING WHAT LIFE BRINGS AND ASKED THEM TO ALSO GO TO COLLEGE.WE KNOW THAT STUDENTS ARE DOING IT. THE WORK IS HAPPENING BECAUSE OF THE SUPPORT OF RISD. PEOPLE WHO REALLY CARE IN CREATING AN ENVIRONMENT WHERE THE STUDENTS CAN THRIVE AND THEIR FAMILIES ARE SUPPORTED. WE WANT TO SHARE AND HIGHLIGHT A COUPLE OF SUCCESSES THAT WE'VE SEEN IN THE SPACE. IT'S REALLY EXCITING TO SEE THEM WALK OUT WITH DEGREES AND CERTIFICATES THAT WILL PUT THEM IN A PLACE TO ATTACK THAT WORKPLACE GAP THAT WE JUST TALKED ABOUT WHERE THEY ARE ABLE TO LEAVE HIGH SCHOOL AND HAVE THESE CREDENTIALS TO HAVE A LIVABLE WAGE. LAST YEAR WE SPENT $16 MILLION OFFERING SCHOLARSHIPS TO ENSURE STUDENTS SHOULD NOT HAVE A BARRIER TO ACCESS THESE PROGRAMS. WITH THE SUPPORT OF YOUR BOARD STUDENTS CONTINUE TO BE ABLE TO PARTICIPATE NOT EVEN NEEDING TO BE WORRIED ABOUT RESOURCES, FEES AND TEXTBOOKS. THINGS HAVE BECOME A REAL ISSUE WHEN YOU'RE TRYING TO BALANCE LIFE AND FIGURE OUT HOW TO ALSO GO TO SCHOOL. AT DALLAS COLLEGE AS WE DISCUSSED THIS POPULATION HAS CONTINUED TO GROW AND THE REASON IS BECAUSE WE RECOGNIZE THERE IS A NEED. WE HAVE HAD PARTNERS LIKE YOU STEP UP TO SAY WE WANT TO TEAM UP AND CREATE THESE OPPORTUNITIES. MOST IMPORTANTLY WE HAVE STUDENTS AND FAMILIES WHO ARE RISING TO THE CHALLENGE TO PARTICIPATE AS HE COULD MANAGE [01:10:06] OF THESE OPPORTUNITIES. ALMOST 30% ARE ROMAN AT THIS POINT IS COMPRISED OF TWO ACCREDIT STUDENTS AND SO WE'RE RELEASING THIS CONTINUED TO BE A PATHWAY FOR THESE STUDENTS TO CHANGE THE TRAJECTORY OF THEIR LIFE. >> A BIG PART OF THAT WORK IS THE INTENT OF THE EARLY COLLEGE HIGH SCHOOL PTECH PROGRAMS. WE PARTNER TO CREATE MORE EARLY COLLEGE HIGH SCHOOL AND PTECH OPPORTUNITIES. THE GENTLEMAN WHO WAS SAYING THEM TO BE GRADUATING WITH MY ASSOCIATES DEGREE WALKING ACROSS THE STAGE WITH US. THOSE ARE THE STORIES WE WANT TO SEE. THAT'S THE REASON THAT THESE NUMBERS MATTER. FOR EVERY ADDITIONAL PROGRAM ITS ACCESS. IT'S AN ENTRY POINT FOR STUDENTS AND FOR US TO BE ABLE TO CREATE THESE TYPE OF OPPORTUNITIES. WE ARE EXCITED TO HAVE 84 PROGRAMS WITH EARLY COLLEGE HIGH SCHOOL AND A PLETHORA OF PATHWAYS AND A OPTIONS TO MEET STUDENTS WHERE THEY ARE AND MAKE SURE THEY HAVE ACCESS TO HIGHER EDUCATION. THE LAST PIECE THAT I WILL SHARE THIS TO HIGHLIGHT THE SUCCESS OF YOUR DISTRICT AND YOUR STUDENTS. WE ARE EXCITED THAT LAST YEAR 400 STUDENTS TOOK PART IN SOME FORM OF DUAL CREDIT EARLY COLLEGE HIGH SCHOOL. THEY ARE COMING IN TAKING CLASSES WITH US. THE IMPORTANT OF THE SLIDE IS THEY ARE DOING WELL. 80% OF THE STUDENTS ARE EARNING AN A, B OR AEC IN OUR COLLEGE CLASSES. THAT IS SOMETHING TO CELEBRATE. IT MEANS WE'RE NOT JUST CREATING AN OPPORTUNITY IN PUTTING ON A SCENE BUT WITH YOUR SUPPORT AND THE RESOURCES THEY ARE RISING TO THE CHALLENGE OF BEING SUCCESSFUL IN THOSE COURSES AND THAT'S THE IMPORTANT PART. IT'S WORTH CELEBRATING. WE KNOW THAT WE WILL CONTINUE TO SEE THAT NUMBER RISE AND WE ARE CONTINUING TO FIND WAYS TO ENGAGE STUDENTS TO ENCOURAGE THEM TO MOVE FORWARD. WE LOOK FORWARD TO THE CONTINUED PARTNERSHIP TO MAKE SURE THAT THAT NUMBER CONTINUES TO INCREASE AS THESE EARLIER SCHOOL STUDENTS ARE EARNING CERTIFICATES AND DEGREES. WE WILL NOT TAKE A MOMENT TO TALK ABOUT THE CAMPUS AND A BETTER DUAL OPPORTUNITY. >> GOOD EVENING. I'M SO PROUD TO BE HERE WITH YOU TONIGHT TO TALK ABOUT THE AMAZING STUDENTS THAT WE HAVE THE PRIVILEGE OF SHARING. I MAY LIKE TO CONSIDER THEM YOUR STUDENTS BUT THEY SAY THE STUDENTS ARE OUR STUDENTS AND BECAUSE THE PHILOSOPHY SHOWS STUDENTS ARE COLLEGE STUDENTS. WE EMBRACE STUDENTS BY INTEGRATING THEM IN A ROBUST COLLEGIATE EXPERIENCE WHICH PROVIDES OPPORTUNITIES FOR EXPANDED GROWTH AND DEVELOPMENT. OUR STUDENTS ARE NOT JUST GRADUATING WITH AN ASSOCIATES DEGREE. BACK IN 2018 A COUPLE YEARS AFTER BEEN ON THE GROUND HERE IN DALLAS COLLEGE THEY RECOGNIZE THAT WE DO NOT HAVE THE APPROPRIATE FACILITIES TO ENSURE WE CREATED THIS THING CALLED AN EARLY COLLEGE DISCOVERY CENTER. IT'S THE FIRST OF ITS KIND NOT THAT I'M AWARE OF WHERE WE HAD A CHANCE TO REALLY CONNECT AND WORK COLLABORATIVELY. IT'S THE SAME PAGE THAT WE CAN HAVE THE SAME SPACE TO MOVE FORWARD AND EASE OF STUDENTS. THIS FACILITY IS EXPOSING SOME CHALLENGES THAT WE WERE HAVING THAT DID NOT KNOW IT EXISTED. BECAUSE OF THE VOTERS HERE AT DALLAS COUNTY AND LEADERSHIP WE HAVE SOME NEW INVESTMENTS THAT ARE COMING AND YOU SEE BEFORE YOU THE STUDENT ENGAGEMENT CENTER WHICH WILL BE AGAIN OUR CROWN JEWEL THAT WE WILL BE ABLE TO BENEFIT FROM. THE BIGGEST PROBLEM THAT THIS [01:15:03] FACILITY SOLVES FOR US ARE 386 STUDENTS AND ITS FOOD SERVICES. YOU WILL SEE THEIR COMMENTS IN INDIVIDUAL SPACES FOR YOUR NUTRITIONAL TEAM TO BE ABLE TO PROVIDE THE PROPER NUTRITION TO MAKE SURE OUR STUDENTS ARE FUELED TO DO THE RIGHT THINGS AND BE EXCEPTIONAL IN MANY PARTS OF THEIR ENDEAVORS. THE COOL PART ABOUT THIS BUILDING ON SUCCESS OF DISCOVERY CENTER IS WE'VE ADDRESSED SOME COMMUNITY NEEDS AND SO YOU WILL BE SEEING JUST ACROSS THE STREET A MULTIPURPOSE SPACE THAT CAN ACCOMMODATE BANQUET STYLE UP TO 400 FOLKS. WE WILL BE ABLE TO WORK COLLECTIVELY TO HOST LECTURES FOR OVER 1000 PEOPLE. I HOPE TO HOST MAJOR ATHLETIC BANQUETS. I MENTION THE DINING COMMONS. FILL THE HOUSE IN THE SPACE THAT'S GOING TO BE TIED AND CONNECTED TO THE DIGITAL COMMENTS WHICH WILL BE HOME OF THE DALLAS RAPID E SPORTS TEAM. WE ARE THE NATIONAL CHAMPIONS AND WE HOPE TO BUILD ON THAT TRADITION QUICKLY. YOU LIKE WINNING BUT SO DO WE. I DON'T DRINK COFFEE BUT I WAS TOLD THAT'S NOT ON CAMPUS THEY WOULD RUN ME OFF. WE DO HAVE A COFFEE SHOP.UST LET YOU KNOW THAT OUR STUDENTS ARE COLLEGE STUDENTS WHEN THEY STEP THROUGH THE THRESHOLD AND WE TAKE THAT VERY SERIOUSLY. I'M GONNA TURN IT BACK OVER TO THE GREAT DOCTOR PERCY TO TELL YOU ABOUT DALLAS. >>. >> WE'RE EXCITED IT DOESN'T END HERE SO WHILE WE FOCUSED ON DUAL CREDITS TONIGHT AND THINKING ABOUT BOTH OPPORTUNITIES AS YOU'VE ALREADY HEARD IN THE WONDERFUL PRESENTATION THAT WE GOT AN OPPORTUNITY TO HEAR ON YOUR HIGH SCHOOL. STUDENTS ARE PLEDGING AND PREPARING FOR THE NEXT STEP. WE ARE EXCITED TO HAVE IT AT DALLAS PROMISE IS ANOTHER ACTION AND IT CREATES ANOTHER SPACE ANOTHER WAY FOR STUDENTS TO ENGAGE AND MOVE FORWARD IN THEIR CREDENTIAL SEEKING ENGAGEMENT OPPORTUNITIES. BEING A PART OF JUST EDUCATIONAL OPPORTUNITIES TO LANCASTER WE THINK YOU FOR YOUR CONTINUED COMMITMENT. WE THANK YOU FOR YOUR PARTNERSHIP AND SUPPORT WE ARE REALLY EXCITED THAT THEIR MULTIPLE PATHWAYS AND ENTRYWAYS FOR YOUR STUDENTS TO BE ABLE TO ENGAGE WITH US AND FOR US TO PARTNER TOGETHER TO CONTINUE TO MEET THE NEEDS OF OUR COMMUNITY. >> THANK YOU SO MUCH. >> I PERSONALLY WANT TO THANK YOU. >> YOU WANT TO DALLAS MANY COLLEGE AND I CAME TO LANCASTER. I WOULD'VE BEEN ON THE TICKET WITH YOU. >> TELL YOU A LITTLE STORY ABOUT WHY I SUPPORT THIS PROGRAM. I DECIDED TO STUDY LEGALLY. I WENT ON TO BECOME A PARALEGAL THAT WENT THROUGH EVERY ONE OF YOUR CAMPUSES. THEY WERE SPREAD OUT. FIVE YEARS AND THREE THINGS. MEDIATOR, PARALEGAL AND FOUR YEARS OF STUDYING LAW. [01:20:03] I AM A MEDIATOR FOR THE DEPARTMENT OF INSURANCE. THE TEXAS DEPARTMENT OF INSURANCE. I HAVE A NONPROFIT ORGANIZATION. THIS WAS BECAUSE OF MY CHOICE TO LET TRUSTEE COMPTON DOES WHAT SHE DOES AND I CAME TO LANCASTER. I WELCOME YOU AND THE PROGRAMS THAT YOU PROVIDED AND PROVIDING FOR OUR STUDENTS. TRULY THE SEVEN SECTORS NEEDING IT AND YOU HAVE ALWAYS BEEN THERE ON THE CALL. CHANCELLOR THANK YOU. CEDAR VALLEY, THANK YOU. I WENT THERE TOO. I CANNOT LET YOU GO WITHOUT SAYING THAT. IT DOES MAKE A DIFFERENCE. >> I GRADUATED FROM SAINT VALLEY COLLEGE YEARS AGO AND ACTUALLY WENT BACK MANY YEARS AGO I COMPLETED MY HEATING AND AIR. WHAT I'M MOST PROUD OF IS MY OLDEST DAUGHTER. SHE COMPLETED HER COURSE WITH CEDAR VALLEY. I WAS SKEPTICAL ABOUT IT BECAUSE IT WAS HIGH SCHOOL AND COLLEGE. SHE MADE IT. NOW I HAVE A SECOND CHILD TO IS GOING THROUGH THAT PROGRAM WITH THE DUAL CREDIT AND I SAY THANK YOU TO MISTER THORNHILL WHO IS THERE WHEN I CAN'T BE. I JUST WANTED TO SHARE THAT. I TOO GRADUATED FROM CEDAR VALLEY. MY CHILDREN HOPEFULLY AT SOME POINT WILL GO THROUGH THOSE DOORS. >> THANK YOU MADAME PRESIDENT JUST WANTED TO YOU IN THAT I KNOW THAT A LOT OF OPPORTUNITIES WE HAVE FOR OUR STUDENTS WHO ARE EXCELLING AND WANT TO PURSUE THINGS BEYOND. I ALSO HAVE OTHER STUDENTS HERE THAT I WOULD REALLY LOVE TO BE ABLE TO HAVE CONVERSATIONS ABOUT AND PARTNER WITH ESPECIALLY WITH THAT NEW FACILITY. >> I LOVE TO HAVE A CONVERSATION BEYOND THE CLASSROOM FOR STUDENTS THAT WE HAVE AND WOULD LOVE TO HAVE WITH VOLUNTEER WORK OPPORTUNITIES AS WELL. >> I ALSO SAY THAT I STARTED AT EL CENTRO MY SECOND SEMESTER OF MY SENIOR YEAR. >> I ALSO HAVE A,. I WOULD LIKE TO STATE THAT I ALSO WANT THE STAGE. I'VE ALSO HAD THREE OUT OF FIVE CHILDREN AND THREE OF MY FIVE CHILDREN ALSO ATTENDED. IT IS AN HONOR TO BE ABLE TO ASSIST PEOPLE THAT LIVE IN LANCASTER. IT WAS SO LIBERATING. IT WAS A JOY AND AN HONOR TO BE ABLE TO WORK WITH THE STAFF AT THAT TIME. I REALLY DO APPRECIATE IT THANK YOU SO MUCH. THANK YOU FOR BEING HERE IT MEANS A LOT TO SEE YOU STAND HERE AND SPEAK. >> ENROLLMENT IS OPEN. >> ANY OTHER COMMENTS? >> THANK YOU AGAIN FOR SUPPORTING US AND OUR STUDENTS. >> WE'RE GOING TO MOVE ON TO [9B. Grants Update - Dr. Angie Knight, Presenter] [01:25:06] NEXT IN A FICTIONAL ITEM WHICH IS GRAMS A DAY. >> WE WILL CALL FOR DOCTOR KNIGHT WHO IS ALREADY UPFRONT AND EAGER TO SHARE WITH YOU SOME OF THE OPPORTUNITIES THROUGH GRANT WRITING. AS WELL AS APPLYING FOR ADDITIONAL FUNDS. >> SINCE WE WERE IN THE SHARING MODE I TOO GRADUATED. >> GOOD EVENING MADAME PRESIDENT AND DOCTOR CAREER I COME TONIGHT TO SHARE INFORMATION ABOUT THE LEARNING ACCELERATION SUPPORT OPPORTUNITIES WINTER 2000 2223 GRANT THAT WE APPLIED FOR AND RECENTLY RECEIVED. LAST WITH THE LATEST RELEASE OF POST COVID STANDING. IT IS THE STREAMLINING AND CONSOLIDATING GRANT APPLICATION AND FOCUSES ON A FEW BUNDLED GRANT PROGRAMS TO HELP ACCELERATE STUDENT ACADEMIC GAINS. TDA HAS INDICATED THAT THEY HAVE SEEN START READING LANGUAGE ARTS REBOUNDING. THE FOCUS IS ON MORE TIME AND INNOVATIVE SCHOOLS MODELS AND IT INCLUDED EIGHT DIFFERENT INDIVIDUAL GRANT OPPORTUNITIES. WE WERE EXCITED TO BE AWARDED 300 THE LAST UMBRELLA THAT INCLUDED ADDITIONAL DAYS IN SCHOOL YOUR PLANNING PROGRAMS. THAT COMES FOR A TOTAL OF $510,000. >> THE PLANNING GRANT PROVIDE SUPPORT TO SCHOOL DISTRICTS TO DEVELOP A STRONG FRAMEWORK IN MATH OR LITERACY. IF YOU REMEMBER BACK I CAME TO YOU IN SEPTEMBER PRESENTING OUR GRANT AWARD FOR THE FOUNDATIONS LITERACY FRAMEWORK. NOW WE'RE GOING TO COMPLETE THE EXACT SAME PROCESS BUILDING AND DESIGNING OUR FRAMEWORK BEFORE MATH. TO RECAP THIS GRANT IS ONE COMPONENT OF GRANT PROGRAM THAT WAS ESTABLISHED TO HOSPITAL 4545 AND OFFERS MULTIPLE YEARS OF DISTRICT SUPPORT. IT IS INTENDED TO GET MORE THIRD-GRADERS READING ON GRADE LEVEL. NOW THEY CREATED THIS GRANT EAST ON THE FEEDBACK OF MULTIPLE SCHOOL DISTRICTS THAT INDICATED THAT THIS IS THE MOST IMPORTANT WORK. BUILDING A STRONG FOUNDATION FOR STRATEGIC PLANNING AND CHANGE MANAGEMENT. THE SCHOOL PLANNING GRANT IS A HIGH-QUALITY EVIDENCE-BASED SUMMER LEARNING PROGRAM TO HELP PREVENT SUMMER OR LEARNING LOSS AS MISTER GREENWOOD MENTIONED EARLIER IN HIS PRESENTATION. ONLY NINE DISTRICTS WERE GRANTED THIS PARTICULAR AWARD. THIS IS A YEAR-LONG PLANNING PROCESS DESIGNED TO IMPLEMENT SUMMER LEARNING PROGRAMS THAT ARE ALIGNED WITH RESEARCH-BASED BEST PRACTICES IN ACADEMIC, OPERATION AND ENRICHMENT ACTIVITIES. FOLLOWING THE IMPLEMENTATION OF THE NEW SUMMER PROGRAM WILL BEGIN IN SUMMER OF 2024. WE WILL UNDERGO THREE YEARS OF CONTINUOUS IMPROVEMENT. . SCHOOL ACTIONS ARE DESIGNED TO INCREASE THE TOP RATED SCHOOLS AND REDUCE THE NUMBER OF STUDENTS IN LOW RATED SCHOOLS. TDA IS DOING THIS BY PROVIDING GRANT AND TECHNICAL ASSISTANCE TO SUPPORT SCHOOL ACTIONS FOR TDA TARGETED CAMPUSES BASED ON 2021 AND 22 RATINGS. >> OUR NEXT PRESENTATION IS A [9C. Library Transition to Media Centers - Connie Fowler, Presenter] LIBRARY TRANSITION TO MEDIA CENTERS. >> WE WILL CALL FORWARD MRS. FOWLER. >> GOOD EVENING MADAME AND BOARD PRESIDENT. I'M HERE WITH MS. FOWLER. WE HAVE BEEN WORKING TO MODERNIZE OUR LIBRARIES AND SO [01:30:07] IN SPITE OF EVERYTHING THAT'S GOING ON OUTSIDE OF LANCASTER WITH WHAT'S HAPPENING IN THE LIBRARY WANT TO MAKE SURE THAT YOU ARE INFORMED AS WE WORK THROUGH THIS PROCESS TO UPDATE OUR LIBRARIES AND PARTNER WITH OUR STEAMED CLASSROOMS. MS. FOWLER WILL TALK THROUGH THE PROCESS WITH YOU AND TELL YOU WHY. >> MY NAME IS CONNIE FOWLER ON THE LIBRARY COORDINATOR. I WANT TO SAY AND THINK DOCTOR CAREER AND DOCTOR PARKER BECAUSE LIBRARIES ARE SOMETHING THAT EVERYBODY RECOGNIZES AND IT'S A VERY INTEGRAL PART OF SCHOOLS. IT DOESN'T ALWAYS GET RECOGNIZED. THESE TWO LADIES HAVE RECOGNIZED US SO I WOULD LIKE TO SAY THANK YOU. >> THROUGHOUT THE YEARS THE LIBRARIES HAVE WORKED TIRELESSLY TO ADAPT TO THE CHANGING ROLES OF LIBRARIES IN THE SCHOOL SETTING. WE WOULD LIKE TO SHARE WITH YOU SOME OF WHAT WE ARE DOING IN THE LIBRARIES. THIS IS ALWAYS TO SEE LIBRARIES. TRADITIONAL LIBRARIES. STUDENTS WERE LEARNING TO REMAIN MANY DIFFERENT WAYS THAN THEY USED TO. WE WOULD LIKE TO CHANGE THE LANCASTER SCHOOL LIBRARIES FROM INFORMATIONAL LIBRARIES. STUDENTS CAN GET INFORMATION FROM GOOGLE OR DATABASES AS OPPOSED TO THE FLOCK. IT'S IMPORTANT FOR US TO CHANGE THE WAY WE DO BUSINESS. STUDENTS ARE DOING MUCH MORE DIY OR DO-IT-YOURSELF OR MAKE YOUR SPACE LEARNING RATHER THAN SIT WHICH MOST OF US HAVE DONE. I WOULD LIKE TO LET YOU SEE WHAT WE'RE DOING IN OUR LIBRARIES. WE ARE DOING THE CHANGING OF THE BUILDING AND WE'RE DOING THINGS. IN THE LAST TWO YEARS THEY'VE BEGUN THE PROCESS OF TRANSITIONING FROM A TRADITIONAL LIBRARY TO A RECREATIONAL MEDIA CENTER. THE STUDENTS USE THEIR CREATIVE AND IMAGINATIVE SKILLS AS WELL AS BUILD THEIR LITERACY SKILLS. STUDENTS MOVE FROM READING ABOUT A TOPIC TO BUILDING AND CREATING IN THE MEDIA. IT WAS ONCE SAID THAT IF YOU HAVE A LIBRARY COLLECTION OF 10,000 BOOKS BUT ONLY 1000 OF THEM GET USED KEEPING THAT IN MIND I STARTED EVALUATING THE LIBRARIES. AFTER EVALUATING EVERY COLLECTION I FOUND THAT BETWEEN 1500 AND 2000 BOOKS ON EACH CAMPUS COULD BE WEEDED BECAUSE THEY WERE BEING USED. I'VE DONE THIS TO REPORTS IN OUR LIBRARY PROGRAM AND I'VE EVALUATED THEM WITH THE COLLECTIONS FROM THE DATE OF THE LAST USE. THE COPYRIGHT DATE OF THE BOOK, THE COURSE THAT WERE TAUGHT IN EACH BUILDING. WE WILL TAKE THE BOOKS AND FOLLOW THE GUIDELINES OF THE LIBRARY POLICY. THERE IS A WILL PURCHASE MATERIALS FOR THE NEW LIBRARIES BECAUSE WE WILL HOPEFULLY WORK WITH OUR TEACHERS AT DOING THIS SO THE DISCUSSIONS WILL OCCUR AND WORK WITH THE STEAMED COORDINATORS AND DOCTOR PARKER ON THIS ACTIVITY AND APPEALS WILL BE COMPLETED. WHEN STUDENT COMES TO THE [01:35:16] CLASSROOM THEY WILL BE SUPPLEMENTED OR PIGGYBACKED OFF OF THE LESSON PLANS FROM THE ESTEEMED TEACHERS. SUPPOSE WE'RE TEACHING A CLASS AT THE ELEMENTARY LEVEL ON FORCE AND MOTION. WE WILL THEN TAKE IN THE LIBRARIES AND TEACH A CLASS ABOUT VIOLENT VOLCANOES. IN THAT THE LIBRARY OR THE LIBRARIAN OR THE AIDE WILL ASK WHAT DO YOU FIND IN THIS BOOK THAT TALKS ABOUT FORCE AND ENERGY? SUPPLEMENTING WHAT WAS ALREADY TAUGHT IN THE ESTEEMED CLASSROOM.OR, THEY MAY GO TO THE SPACE AREA FOR THE DIY AREA AND USE YOUR IMAGINATIONS AS THEY BUILD SOMETHING AND WORK TO DO THAT SHOWING THE FORCE OF ENERGY THAT THEY HAVE LEARNED. THE COURSE BY COURSE DETERMINATION. LASTLY I HAVE BEEN ASKED TO SHARE WITH YOU SOME OF THE STATISTICS TO SHOW WHAT WE ARE DOING IN OUR LIBRARIES. YOU'RE SEEING THE STATISTICS AND PAPER. CHICKENS AND CHECKOUTS BUT YOU ARE NOT SEEING THE WHOLE STORY. WE WANT TO SAY THAT WE'RE STILL DOING THE JOB OF EDUCATING CHILDREN. THE END OF THIS PROCESS WILL OCCUR MORE AND MORE AS THE TIME GOES ON BUT IT COMES FROM THE TOP DOWN FROM THE CENTRAL OFFICE TO THE COORDINATORS, PRINCIPLES AND TEACHERS AND PARENTS. >> ANY QUESTIONS OR COMMENTS? >> I JUST WANT TO STATE THAT I'VE BEEN IN THE DISTRICT FOR 20 YEARS AND I DO RECALL SEEING YOU MULTIPLE TIMES. I HAVE CHILDREN IN THE DISTRICT THAT IT HAD YOU AND I JUST WANT TO SAY THAT YOU ARE GREATLY APPRECIATED AS A LIBRARIAN. >> I AM AS OLD AS DIRT. YOU KNOW THAT. >> YOU ARE GREATLY APPRECIATED . >> ARE THERE ANY OTHER QUESTIONS? >> IT IS OVER, AND I WANT TO BE VERY CLEAR. [9D. School Calendar Information - Dr. Cassandra Barker, Presenter] >> WILL MOVE ON TO OUR NEXT INFORMATIONAL ITEM THE SCHOOL CALENDAR INFORMATION. >> THINK YOU MAY AND PRESIDENT I WILL CALL FOR DOCTOR PARKER JUST TO GET A LITTLE ADDED INFORMATION. HOPEFULLY WE'LL GET SOME CLARITY AS WELL. >> GOOD EVENING MADAME PRESIDENT AND ESTEEMED TRUSTEES. >> LAST BOARD MEETING WE CAME TO YOU WITH THE CALENDAR. THERE WERE LOTS OF QUESTIONS AND A DISPUTED DISCUSSION. >> JUST A LEVEL SET THE CALENDAR REQUIREMENTS WE ALWAYS HAVE TO BE VERY AWARE THAT WE HAVE TO HAVE AT LEAST 75,600 MINUTES. THAT CAN COME IN A WHOLE BUNCH OF DIFFERENT WAYS. WE ALSO HAVE TO MAKE SURE THAT [01:40:05] THE CALENDAR INCLUDES HUNDRED AND 87 CONTRACTED DAYS FOR TEACHERS. I'VE REMEMBERED THE QUESTIONS THAT YOU HAVE. WE HUNDRED AND 76 THIS SCHOOL YEAR. >> YOU WILL SEE THAT WE HAD OUR FAIR DAY THAT'S FAIR AND SPRING BREAK IS THE SAME. FENCES ARE THE SAME. THE EARLY RELEASE DAY WHICH IS A HALF-DAY. THE EARLY RELEASE DAY WHICH IS WHAT WE HAD JUST BEFORE CHRISTMAS A MINUTE FOR THE END OF THE SCHOOL YEAR AND WE HAVE SOME SUMMER SCHOOL DAYS. I DID HAVE A UNIQUE ATTRIBUTE THIS YEAR WE HAD A LESSON PLANNING AND DESIGN DAYS. WE DO STILL HAVE STUDENT HOLIDAYS FOR PREFER HOLIDAYS. WE DO CAPTURE SOMETIMES A BAG THAT IS NOT COUNTED IN OUR 7500 MINUTES. YOU HEARD MS. SIMPSON TALK ABOUT THE CHALLENGES THAT WE HAVE THAT WE WERE ABLE TO CAPTURE. AGAIN A SIDE-BY-SIDE COMPARISON I WENT AHEAD AND DID THE CALCULATIONS BECAUSE AGAIN HOW DO WE GET THE 7560?OW ARE THE EXTRA DAYS IN THE CALENDAR? WHAT WE ACTUALLY DID BY HAVING THE FULL DAYS WE GAVE OURSELVES EXTRA MINUTES. >> IF YOU PLEASE ACKNOWLEDGE ME IF NOT WE WILL MOVE IN.>> I HAVE ONE QUESTION. WE VOTED ON NOVEMBER ELECTION DAY. IS IT EMBEDDED IN THESE? >> IT WOULD HAVE BEEN. WE WILL WAIT UNTIL THOSE DAYS ARE DESIGNATED BUT IF YOU NOTICE WE HAVE THE EXTRA DAYS THAT ARE IN THERE SO THE SCHOOL YEAR PARTICULARLY WE DID VOTE TO ALTER THE CALENDAR TO INCLUDE VOTING DAYS. WE PULL FROM THAT 10 POINT ANSWER ONCE THAT DESIGNATED WE WILL GO AHEAD AND BE ABLE TO DO THAT. IT WILL BE CAPTURED OUT OF THE 11 DAYS THAT ARE BANKED IN THE CALENDAR FOR THE NEXT SCHOOL YEAR. >> HAVE A QUESTION FOR MS. PARKER. >> MS. PARKER I APOLOGIZE. >> MISS WHITFIELD IF YOU WOULD [01:45:06] FOLLOW UP WITH RULES AND ACKNOWLEDGED THE CHAIR. MS. PARKER IS THERE AT THE DAIS BUT THE CHAIR GIVES YOU PERMISSION TO SPEAK ON THE FLOOR. >> I'M GOING TO ASK TYOU NOT ADDRESS ME DURING THE MEETING. >> MISS WHITFIELD? DO YOU WANT TO ACKNOWLEDGE ME? OR SHOULD WE MOVE ON? WE'RE GOING TO MOVE OUT ON. >> DOCTOR BARKER ONE QUICK QUESTION. THE HALF-DAY IS FOR THE UPCOMING CALENDAR. HOW MANY OF THOSE DO WE HAVE AGAIN? >> TWO. ONE IN DECEMBER AND ONE IN MAY. >> SAID DAYS LIKE YESTERDAY WHERE THERE IS AN EARLY RELEASE. DO WE HAVE ANY OF THOSE? >> IN THE NEXT SCHOOL YEAR WE DO NOT. >> THANK YOU. >> ANY OTHER QUESTIONS? >> THANK YOU. >> WILL MOVE TO THE NEXT [9E. 2022 Lancaster ISD Police Department Racial Profiling Analysis Annual Report - Chief Clifford Wherley, Presenter] INFORMATIONAL ITEM. 2022 LANCASTER ISD POLICE DEPARTMENT RACIAL PROFILING ANALYSIS ANNUAL REPORT. >> I WILL CALL FORWARD CHIEF CLIFFORD WHIRLEY TO SHARE THE INFORMATION WITH THE BOARD. I'VE ASKED THE CHIEFS TO PRESENT THAT INFORMATION TODAY TO YOU. CHIEF WHIRLEY THE FLOOR IS YOURS. >> I APOLOGIZE LAST MONTH UNFORTUNATELY COVID ATTACKED AND I WAS NOT HERE TO PRESENT THIS REPORT FOR YOU LAST MONTH. GOOD EVENING PRESIDENT HAMILTON AND SUPERINTENDENT AND ESTABLISH BOARD MEMBERS. TONIGHT I'M HERE TO PRESENT THE 2022 LANCASTER ISD RACIAL PROFILING. TEXAS RACIAL PROFILING STATUES SHOW THREE IN THE STATE OF TEXAS AND THE CODE OF CRIMINAL PROCEDURES. THIS IS ARTICLE 2.133 AND 2.134. WITH THESE THREE ARTICLES TO BASICALLY IS TELL US WHAT IS A LAW ENFORCEMENT REQUIREMENT WE ARE ENTITLED TO DO. OUR DEPARTMENT POLICIES AND THE REVIEW OF THE POLICIES AND PROCEDURE ARE CONDUCTED AT LEAST ANNUALLY. WE KIND OF PERIODICALLY CHECK THROUGH THE YEAR BUT ANNUALLY WILL CONDUCT A CHECK ON THE POLICIES INCLUDING OUR RACIAL PROFILING PRODUCTS POLICY. AS WE TALKED ABOUT A FEW MINUTES AGO ON THESE ARTICLES THEY ARE REQUIRED TO COLLECT DATA AND THIS IS THE INFORMATION. I WILL GO THROUGH EVERY SINGLE ITEM BUT AS YOU'VE SEEN IT QUITE A BIT OF DATA FROM THE LOCATION DOWN TO THERE WAS PHYSICAL FORCE RESULTING IN BODILY INJURY THAT OCCURRED. THE OTHER THING THAT WE ARE REQUIRED TO COLLECT AND PROVIDE IS THAT IF WE HAD ANY COMPLAINTS OF RACIAL PROFILING THROUGHOUT THE YEAR AND THEN IF WE DID HOW MANY DID WE DO OR DO WE NOT RESULT IN ANY TYPE OF DISCIPLINARY ACTION. THE POLICE DEPARTMENT LAST YEAR HAD 38 TOTAL TRAFFIC STOPS. OUT OF THE 38 TRAFFIC STOPS THEY WERE CONDUCTED INSIDE WERE CLOSE TO RELATIVELY CLOSE TO A CAMPUS OR INSIDE A SCHOOL ZONE. VERY RARELY DO WE GO OUT INTO THE NEIGHBORHOOD. WE WILL ON OCCASIONS. LAST YEAR WE DIDN'T HAVE ANY OF THOSE. OUT OF THESE STOPS ONLY TWO [01:50:16] SEARCHES WERE CONDUCTED AND THOSE SEARCHES WERE INVENTORY SEARCHES. THE CASE THE DISTRICT OF THE DEPARTMENT AND HELPS WITH LIABILITY BECAUSE THE LAST THING YOU WANT IS TO TELL A VEHICLE AND 70 COME BACK AND SAY THERE'S $1 MILLION IN CASH IN A VEHICLE. >> WHICH CAMPUSES WILL RECEIVE OR ARE THERE MORE STOPS? >> WE DON'T KEEP THE STATS THAT'S NOT PART OF THE REPORT BUT I CAN TELL YOU IT IS A MIDDLE SCHOOL. JUST OFF OF MY KNOWLEDGE OF WHAT WE WERE NOT HERE TO SEE AND WHEN I WENT ON THE MONTHLY REPORT. I'LL PROBABLY SAY IT'S CLOSE TO 75 TO 80%. THE OTHER 20 IS TYPICALLY A BICYCLE PROBABLY. [9F. Operations Update – Roger Oster, Presenter] >> NEXT WE HAVE THE OPERATIONS UPDATE. >> I'M GOING TO CALL FORWARD MISTER AUSTER TO PRESENT THAT INFORMATION. >> GOOD EVENING PRESIDENT HAMILTON AND BOARD OF TRUSTEES. I'M HERE TONIGHT TO PRESENT THE OPERATIONS UPDATE. SINCE MY LAST UPDATE IN FEBRUARY THE MAINTENANCE AND OPERATIONS TEAM HAS BEEN HARD AT WORK COMPLETING A NUMBER OF HIGH PRIORITY PROJECTS WITH A FEW MAJOR ONES BEING THE TOP DRESSING OF THE BASEBALL AND SOFTBALL FIELDS. INSTALLING NEW KITCHEN EQUIPMENT AND ALSO GETTING THROUGH DISTRICTWIDE LED LIGHTING ASSESSMENTS WITH THE SKYLIGHT IN SECTIONS AND ROSA PARK ELEMENTARY. AT THE END OF LAST SCHOOL YEAR WE HAD A LARGE HVAC PROJECT STARTING UP. OUR GREAT PRINCIPLES AND I WALKED THE CAMPUS TO PRIORITIZE THE ISSUES THEY HAD AND THEY HAD ONE MAJOR ITEM WHICH WAS ENHANCING THE EXTERIOR OF THE APPEARANCE. THAT INCLUDES THE PLAYGROUNDS AND OUR ENTRANCES WITH OUR STUDENTS MILES. CLASSROOMS WERE NOT EXCLUDED. IT'S MOST CONCERNING FOR A FEW OF THE ELEMENTARIES FOR THE STATE OF THE RESTROOMS FROM THE WALLS FALLING APART TO TOILETS BEING BAGGED OVER DUE TO BEING OUT OF ORDER. WE ALSO HAD TO REPAIR POTHOLES FROM THE BUS THOUGHT SO WE COULD PREVENT FURTHER DAMAGE TO OUR BUSES AND MAKE FOR SMOOTHER OPERATION. ANOTHER HIGH PRIORITY WAS THE CLUTTER RANDOMLY THROUGHOUT THE FACILITY AND CLEANING IT UP. ATHLETIC FACILITIES HAVE THE SAME ISSUES IN SOME AREAS ARE WORSE THAN OTHERS. WE PRIORITIZE ADDRESSING THEM AS QUICKLY AS POSSIBLE. LUCKILY BEFORE FOOTBALL SEASON WE HAD A QUICK TURNAROUND FINISHING THE FIELD GOAL AT NO COST. OUR LARGE PROJECTS TAKE TIME [01:55:04] AND PLANNING TO GET APPROVAL AND UNFORTUNATELY THE DAMAGE THAT OUR HIGH SCHOOL AT THE FACILITY THIS PAST DECEMBER TOOK TIME AWAY FROM OTHER PROJECTS NEED TO BE COMPLETED. HERE'S A FIREWORK INCIDENT THAT SET US BACK FROM FIXING ISSUES ACROSS THE DISTRICT. WE HAD ANOTHER SURPRISE WHEN SOMEONE WAS IN OUR GAS METER. LOCALLY WE WERE ABLE TO FIX THAT WITHIN 27 HOURS. I BELIEVE FOR THE SIZE OF THE MAINTENANCE DEPARTMENT WAS GONE ABOVE AND THE ON TO PRIORITIZE AND COMPLETE OUR WORK ORDERS AND PROJECTS. WHEN WE CAN ARE ABLE TO REPAINT OVER 21,000 FT.? OF HALLWAY AND GYMNASIUM AREA AT GWC. HERE'S A FEW EXAMPLES OF OUR WORK. DURING THANKSGIVING BREAK WE WERE ABLE TO CLEAN OUT THE BUILDING. IT IS CURRENTLY BEING USED FOR STORAGE AND STAGING FOR THE UNITS THAT IS SAID TO BE INSTALLED THIS SUMMER. ONCE THE UNITS ARE INSTALLED THIS BUILDING WILL BE LANCE CASTOR ISD CENTRAL SHIPPING AND RECEIVING. EVERYTHING IS ORDERED BY THE DISTRICT WHICH WILL BE RECEIVED AND DELIVERED TO THE PURCHASER. >> ARE GROUNDS CREW AND MECHANIC IS ALSO CLEANED UP THREE ROOMS OF THE SERVICE CENTER AND ONE WAS RANDOM DRUNK. THE OTHER TWO HAD FOUR PLANS SCATTERED EVERYWHERE. THE ONE TO THE RIGHT WILL BE CONVERTED INTO AN OFFICE FOR THE DEPARTMENT MAKING WORKSPACE OUT OF THIS BUILDING. WE ARE ALSO UTILIZING THE SPACE ON THE FIRST SECTION OF THE FORCE. THE MECHANIC AND THE GROUNDS CREW TEAMED UP AGAIN. NOW IT'S BEING USED TO PARK MY TRUCKS INSIDE. NEW FLEET VEHICLES HAVE BEEN IT WILL HELP US SAVE ENERGY AND CUT COSTS ON ROOFING REPAIRS. THEY CLICK PRESSURE ON THE BUILDING WITH OUR CUSTODIAL CREW. WE'VE DONE THIS SO MUCH THAT WE ARE UTILIZING GOING FOR THE LANCASTER'S EVENTS TO CUT COSTS. WE WILL BE FIRST IN LINE WITH SATURDAY MORNINGS. ONE MAJOR ITEM IS A SCREEN RECORDING OF THE GYM FLOOR IS. WE'VE ARTIE FINISHED SIX OUT OF THE SEVEN GYM FLOORS. I'VE BEEN TOLD THAT ONCE YOU LOOK AT THE FIRST IT'S THE HIGH SCHOOL. THE DEPARTMENT HAS DEDICATED TO [02:00:56] COMPLETING THE LISTED ITEMS IN A DEDICATED MANNER. ONE MAJOR ITEM MESSAGE AND FOR WHICH IS BUCKLING BESIDES THE BLEACHERS AND REQUIRES EXTENSIVE REPAIRS. THIS GYM FLOOR HASN'T BEEN LEFT OUT FROM THE REFINISHING AFTER THE BOOK ROLES AFTER THE 47 APPEARED. PROJECTS ON THE HORIZON HAVE BEEN PLANNED AND ARE ADDED TO THE IN PROGRESS LIST. WE'VE COMPLETED OVER 336 MORE WORK ORDERS COMPARED TO LAST YEAR. WE COMPLETED 871 BEFORE THAT. I WOULD LIKE TO SAY THANK YOU TO THE ENTIRE DISTRICT HELPING US SAVE OVER $62,000 IN ENERGY COSTS BETWEEN JUNE 2022 AND FEBRUARY 2023. I'M LOOKING TO HAVE A LOT MORE TO THE SAVINGS THERE. A BIG LOSS TO RICHARD MOORE HERE. >> FORGIVE ME FOR ME STANDING. ROGER ONE THING THAT YOU DID NOT SAY. MISTER ROGERS. THAT DOOR. >> YES THE DOOR. >> IT'S RIGHT HERE IN THE ROOM. THANK YOU FOR BEING ON THE JOB. THANK YOUR STAFF. THANK YOUR SUPPORT. THANK OUR TEACHERS AND OUR PRINCIPLES AND OUR MINISTERS AND DOCTOR CARRERA FOR ALLOWING YOU TO DO THIS WITH THE MONEY THAT YOU NEED TO DO. I AM EMBARRASSED TO SEE SOME OF THAT. I AM PLEASED TO KNOW THAT YOU ARE ON THE JOB. THANK YOU FOR YOU AND YOUR STAFF FOR WHAT YOU DO FOR US HERE IN LANCASTER. FOR OUR MOST CONDUCIVE LEARNING ENVIRONMENT FOR CHILDREN. [02:05:17] >> I JUST WANT TO ECHO SOME OF THE STUDENTS SIMILAR SENTIMENTS. WE HELP ILLUSTRATE TO THOSE LISTENING AND WATCHING HOW MUCH ATTENTION TO DETAIL YOU GUYS PAY. IT LOOKS LIKE IT WAS PMO THAT HAD THE ROTTED FLOORS. IF YOU SAW THE WATER DAMAGE ON THE FLOOR AND IF YOU LOOK AT THE COMPLETED LIST OF THE ROOF REPAIRS IT HAS BEEN DONE AND I APPRECIATE THE FACT THAT YOU GUYS FIX THE ROOF BEFORE FIXING THE FLOORS. SOME OF THOSE PRIORITIES ARE OVERLOOKED AT TIMES. >> JUST A COMMENT ON THAT WHEN I FIRST GOT HERE I THINK IT WAS LIKE AUGUST 22 OR 23RD. IT IS NOT UNNOTICED. >> RELATED TO HVAC PROGRESS. WITH THAT COMPLETE THE PRODUCT THAT WE FUNDED? >> YES, SIR THE ROLLING HEALTH IS THE LAST PROJECT. WE STORE THOSE UNITS OF THE NEW WAREHOUSE. WE WOULD HAVE TO WORRY ABOUT SALESMAN GOING AROUND AND TAKING FROM OUR PROJECT WHILE WE WAIT AUGUST. I SAID JUST BRING THEM HERE BECAUSE WE DON'T WANT TO WAIT. >> WE HAVE THE BEST CLASSROOMS AND LEARNING FOR STUDENTS. I ALSO WANTED TO SAY TO THE BOARD AND THE COMMUNITY THAT ROGER AND HIS TEAM OF SPENT A LOT OF TIME GATHERING THE NEEDS AND MOST OF WHAT WE NEED THROUGHOUT THE DISTRICT. AT THIS POINT REALLY START THAT ESTABLISHMENT WITH A CLIP COMMITTEE WITH MEMBERS AS WELL AS STAFF MEMBERS AND PARENTS. WE HOPE TO PRIORITIZE SOME OF THOSE ITEMS AS WELL AS DECIDE HOW WE WILL BUDGET FOR THOSE. I WOULD ASK FOR EACH FOR TEMPER AT THE APRIL MEETING TO BRING FORWARD NAMES OF CONSTITUENTS OF YOUR DISTRICT THAT COULD PARTICIPATE ALONG WITH THAT. WE OPERATE MUCH LIKE THE ADVISORY FOR PROJECTS THAT WE HAVE AN ITEMS GOING FORWARD. WITH THAT I WILL CLOSE OUT AND SAY THANK YOU. ALSO MAKE SURE YOU GIVE THE BOARD THAT OPPORTUNITY. >> IT WAS ONE THING THAT I MISSED. THE PERSON THAT HAS TO MAKE IT HAPPEN. >> THANK YOU AND YOUR TEAM FOR WHAT YOU DID I APPRECIATE >>> A HEAD AND RESUME. I WOULD LIKE TO ASK YOU PLEASE TAKE YOUR SEATS. WE WILL MOVE ON TO THE ADOPTION [10. Adoption of Consent Agenda] OF THE CONSENT AGENDA. A IS THE APPROVAL OF THE FOLLOWING EVENTS. LEGAL AND LOCAL. FEBRUARY 23, 2023 AND BE CONSIDERED THE APPROVAL OF THE FEBRUARY 2023 FINANCIAL REPORTS CCA LOCAL. >> I'M OF THE WE ADOPT THE AGENDA AS PRESENTED. I HAVE A SECOND. >> I WILL CALL FOR THE BOAT. >>. [11A. Discussion and possible approval of Budget Amendments- CH(LEGAL and LOCAL), CAA(LOCAL)-(G2) Todd Garrison, Presenter] [02:10:02] >> WE'RE MOVING ON TO ACTION ITEM. WE WILL MOVE TO ITEM A. MISTER GARRISON THE FLOOR IS YOURS. >>. >> MADAM PRESIDENT AND BOARD. TONIGHT I HAVE FOR YOU TO CONSIDER A BUDGET AMENDMENT. I WANT TO GO OVER THE DETAILS OF THE AMENDMENT. AS WE PREPARED OUR BUDGET WE HAVE A COMMITTEE MEETING LAST NIGHT AND WE TALKED ABOUT THIS IN GREAT DETAIL BUT I PLAN TO RECAP AND ANSWER ANY QUESTIONS. WE BASE A NUMBER ON PRE- COVID MEMBERS OF 7100 AND ATTENDANCE AND CURRENTLY WE'RE RUNNING CLOSER TO 6800 AND MOMENT. THAT'S A LOSS OF ABOUT 400 AND REFINED 88.HAT LOSS OF 400 IS ABOUT $4 MILLION WORTH OF REVENUE. THAT'S GOING TO IMPACT OUR LOCAL REVENUE AND A DECREASE OF ABOUT $4 MILLION. THE OTHER AMENDMENT THAT WE ARE REQUESTING AS AN INCREASE TO THESE ITEMS FOR FUEL TRASH AND GAS. THESE WERE AMENDMENTS THAT WERE DONE THE PREVIOUS YEAR. THIS WILL BE PUT ON A BUDGET FOR PLANNING PURPOSES NEXT YEAR. THIS IS AN AMENDMENT THAT WAS DONE IN THE PREVIOUS YEAR THAT WE SHOULD'VE INCLUDED IN THE BUDGET. THAT WILL TAKE THAT LINE ITEM FROM ABOUT $8 MILLION IN THE GENERAL FUND AND THE MAINTENANCE AND OPERATIONS BUDGET TO ABOUT $8.4 MILLION. THIS $4 MILLION WORTH OF REVENUE IN THE GENERAL FUND WE HAVE $77 MILLION BUDGETED IN REVENUE AND THIS WILL TAKE THAT DOWN TO ABOUT $73 MILLION. THE OVERALL IMPACT TO OUR BUDGET WOULD BE A NET NEGATIVE EFFECT OF $4.3 MILLION. OUT OF OUR FUND BALANCE. AGAIN WE TALK A LITTLE BIT ABOUT THE FUND BALANCE IT IS UNASSIGNED AND A TOTAL FUND BALANCE IS JUST OVER $36 MILLION. OUR UNASSIGNED BALANCE IS 33 MILLION. WE ARE REQUIRED TO HAVE THREE MONTHS OF OPERATING EXPENSES AND WE ARE WELL ABOVE THAT. SOME OF THE THINGS THAT WE ARE DOING TO RECTIFY THE SITUATION AS WE ARE ON A ZERO-BASED BUDGET PLANNING STAGE. AS WELL AS LOOKING AT THE DEPARTMENT AND THE CLASS-SIZE BASED ON THE ENROLLMENT REDUCTIONS. >> MISTER GARRISON I'M GONNA TAKE MY MASK OFF. I REALLY APPRECIATE WHAT YOU DID FOR US LAST NIGHT. IT WAS, YOU BROKE THIS BUDGET DOWN. IT WOULD'VE ANSWERED EVERY QUESTION ANYONE WOULD HAVE. HOW WE GET OUR MONEY. WHERE THE MONEY IS USED AND TELL TELL US WHAT WE SHOULD AND SHOULD NOT DO AND KNOW THAT WE CANNOT DO ANYTHING BUT WE ARE THE LOWEST IN THE AREA. AND SO THANK YOU FOR YOUR HARD WORK WITH YOUR STAFF AND THEIR HARD WORK AND EVERYTHING THAT YOU DO IN PUTTING THAT PRESENTATION TOGETHER. I LOOK FORWARD FOR THE WORKSHOP. I HOPE BOARD MEMBERS ARE ABLE TO ATTEND BECAUSE I THINK THAT WILL OPEN UP A DIFFERENT VIEW OF HOW REVENUES AND EXPENDITURES AND WHERE WILL GO WILL WE GET READY TO VOTE ON THOSE TAXES. THANK YOU. >> ANY OTHER QUESTIONS OR COMMENTS? HEARING ON I WILL CALL FOR THE VOTE. >> I'M SORRY. LET ME BACK UP. IS THERE EMOTION. >> ONLY COMMOTION. >> I WILL SECOND. >> I HAVE A MOTION AND A SECOND TO APPROVE THE BUDGET AMENDMENT.>>. [02:15:12] THE NEXT ITEM IS DISCUSSION OF POSSIBLE APPROVAL OF THE CONTRACT FOR SERVICES FOR [11B. Discussion and possible approval regarding contract for copier service. (G3) - Todd Garrison, Presenter] STUDENTS IN SPECIAL EDUCATION. I'M SORRY I SKIPPED AN ITEM. WE WILL GO BACK TO BE THE DISCUSSION OF POSSIBLE APPROVAL REGARDING CONTRACT FOR COPIER SERVICES. >> I WILL CALL FORWARD MISTER GARRISON TO SHARE THE INFORMATION WITH THE BOARD AND THE COMMUNITY. AS A RESULT TO BE IN THE PAPERLESS SOCIETY WERE NOT THERE YET. WE'RE NOT SURE THAT WE HAVE APPROPRIATE OPERATING MACHINES FOR OUR STAFF TO ENSURE THAT THEY HAVE RESOURCES FOR OUR KIDS. MISTER GARRISON THE FLOOR IS YOURS. >> AFTER YOU REVIEW THE FLEET AGREEMENT JUST TO BRING YOU UP TO SPEED WE ARE CURRENTLY SUNSETTING A FIVE-YEAR 60 MONTH AGREEMENT WITH OUR CURRENT CONTRACT WITH DEC'S IMAGING. THAT CONTRACT EXPIRES AT 1 SEPTEMBER OF THIS YEAR. AS NOTED EARLIER THERE IS A LARGE DELAY IN GETTING THINGS ORDERED AND SHIPPED IN AND SAID HE WANTED TO BE OUT IN FRONT TO MAKE CERTAIN THAT WE COULD SECURE EQUIPMENT AND ALSO MAKE CERTAIN THAT WE HAVE THE ABILITY TO STAGE SET FOR DELIVERY SO WE DON'T HAVE DOWNTIME OR INTERRUPTION TO OUR CAMPUS OPERATIONS. THAT REPORTING THIS TO YOU AT AN EARLY STAGE. WE FORMED A COMMITTEE TO REVIEW THIS AND THE COMMITTEE MEMBERS ARE LISTED THERE. MYSELF, THE PURCHASING DIRECTOR AND ADRIANA ESPINOZA AND KIMBERLY IN COMMUNICATION. JEFFREY WILSON AND TECHNOLOGY AND SOME COORDINATOR PERSON JET. AND STEPHENSON OF ELEMENTARY. WE WANT TO MAKE SURE THAT WE HAVE THE DISTRICT WELL REPRESENTED BECAUSE THIS IS SOMETHING THAT AFFECTS EVERY ASPECT OF OUR DISTRICT AND IS A CRITICAL ASPECT IN OUR OPERATIONS. THE THINGS WE LOOKED AT ONLY THAT THAT THE PROPOSALS ARE LISTED THERE AS WELL. THE MOST IMPORTANT WHEN WE REVIEW ANY CONTRACT IS THE HEAVIEST CONSIDERATION GOING TO THE FINANCIAL AND COST PROPOSAL. WE ALSO CONSIDERED YEARS IN SERVICE WITH THE COMPANY WE SPOKE WITH AND ESPECIALLY THE MAINTENANCE AND SUPPORT FOR DOWNTIME WITH MACHINES AND TO HAVE THEM REPAIRED AND THE AVAILABILITY OF EQUIPMENT TO HAVE ON-SITE TO GET REPAIRED. THE CLOSER YOU RECEIVED ARE FROM CURRENT VENDOR TEXT IMAGING. DEC'S WAS NOT ONLY THE LARGEST INCREASE TO THE CONTRACTING THAT YOU SEE THERE BUT THE TOP LINE THAT YOU SEE IN THE LEASE RATE THAT IS THE MONTHLY LEASE RATE FOR OUR COPIERS WITH THE PROPOSALS. GIVING UP TO BRING TO THE ATTENTION IS THE COPY COST. IF YOU LOOK THERE ARE OVERAGES FOR EACH OF RICO AN INDEX ON G CURRENTLY PAY IN OVERAGES WE TYPICALLY OF THE LAST THREE YEARS HAVE AVERAGED CLOSE TO $70,000 IN OVERAGES AND COPIER FEES. THAT IS ABOVE THE LEASE PERIOD. WE WOULD STILL SEE THAT THE COLOR COPIES BUT OBVIOUSLY MOST OF OUR PUPPIES ARE BLACK-AND-WHITE. WHEN WE DO THIS QUOTE THE THREE COMPANIES DID THIS AND AT THE TEXAS COOPERATIVE. THEY WERE A BIT OFF THE COST AND SO WE HAVE THEM DO COMPARISONS TO THE MACHINES WE HAD NO WHEN THEY COMPARED THE [02:20:47] MACHINES THEY HAD A MINIMUM AT THE LEVEL MOST OF THEM WERE FASTER THAN THE MACHINES THAT WE ARE REPLACING. AGAIN WE'RE GETTING NEW EQUIPMENT AND GUARANTEES LESS DOWNTIME WITH BETTER MAINTENANCE AT A CHEAPER RATE. ANNUAL AVERAGES FOR BLACK AND WHITE COPIES. FINALLY THE ONE THING THAT I DID TOUCH ON WAS THAT CANADA WOULD ALLOW US THE OPPORTUNITY TO COME IN AND INSTALL IT ARE CONVENIENT WHILE WE WERE STILL UNDER CONTRACT AND NO CHARGE TO US UNTIL SEPTEMBER SO THEY WILL STAGE THIS SO THAT FOR INSTANCE MS. SIMPSON HAS TO GET READY SO IF WE NEED TO DO THAT AND GET IT STAGED WE WILL BE READY AND THEY WILL STAGE THE CAMPUS SO THAT WE WILL GET THIS DONE AND GET THESE ORDERED WITH NO COST UNTIL WE CAN EXIT AND MOVE ON FROM OUR CURRENT CONTRACT. I WILL BE THE FLOOR FOR QUESTIONS. >> ANY QUESTIONS? >> HAVE A COUPLE OF QUESTIONS. I GUESS THIS WOULD BE FOR YOU AS WELL AS DOCTOR PEREIRA. AS FAR AS TESTING DUE TO PLAIN PAPER STANDING? >> I CANNOT GIVE YOU THE NUMBER OFF THE TOP OF MY HEAD BUT I DO KNOW YOUR STUDENTS HAVE A COMBINATION IN THAT REGARD AND I'LL TELL YOU THAT NOT THE MAJORITY OF OUR STUDENTS TAKING ONLINE LIKE WE DO LIKE WE DO BOTH WAYS. >> IN THE PREVIOUS DISTRICT I WAS EMPLOYED WE ACTUALLY LITTLE CANDIDATE FOR PLAIN PAPER. IT WORKS VERY WELL WITH THE SYSTEM THAT WE UTILIZE. >> IT IN TOUCH, BUT THE CAPABILITIES OVER A FIVE-YEAR TIME HAVE OPENED UP WITH A LOT OF TECHNOLOGY THAT'S AVAILABLE TO US. THEY WILL PROVIDE THE PARTNER WITH OUR BCT. WE DO HAVE SOME THAT MEANT THAT AND TAKES CARE OF THOSE JOBS. >> IS THERE EMOTION? >> AT MOVE THAT WE APPROVE THE CONTRACT FOR COPIER SERVICES IS PRESENTED. >> I HAVE EMOTION IS THERE A SECOND. >> I WILL SECOND. >> I HAVE A SECOND BY MISTER LEWIS. TO PROVE THE CONTRACT FOR THE SERVICES THROUGH SOLUTIONS. ANY OTHER DISCUSSION FROM THE BOARD? HEARING ON I WILL CALL FOR THE VOTE. [11C. Discussion and possible approval of Region 10 contract for services for students in Special Education (G3) - Susan Keen, Presenter] THE MOTION PASSES. THE NEXT ITEM IS DISCUSSION AND POSSIBLE APPROVAL OF REGION 10 CONTRACT FOR SERVICES FOR STUDENTS IN SPECIAL EDUCATION. >> I KNOW THAT THE PREVIOUS ONE HAS MADE MY PRINCIPLES HAPPY. GOING FORWARD WE HAVE MESQUITE WILL COME FORWARD AND SHARE SOME INFORMATION AND I WILL SHARE WITH THE BOARD JUST LOOKING AT OUR DEPARTMENT AND AGAIN LISTENING AND LEARNING A LOT LAST YEAR AND LOOKING [02:25:01] FORWARD TO REALLY DIGGING DEEPER INTO SOME OF THOSE THINGS. MESQUITE IS GOING TO PREVENT SOME INFORMATION BEFORE IS YOURS. >> GAVE MINIMUM BOARD PRESIDENT. THIS EVENING I PRESENT TO YOU A PROPOSAL TO CONTRACT WITH THE REGION 10 FOR SOME SPECIAL EDUCATION SERVICES. HERE IS A LIST OF THE SERVICES. THEY ARE CURRENTLY PROVIDING THE SERVICES THAT ARE REQUESTING TO CONTINUE THESE. WE CONTRACT FOR AN OCCUPATIONAL THERAPIST AND SHE DOES SUPERVISE THE CERTIFIED OCCUPATIONAL THERAPY ASSISTANT. WE CURRENTLY HAVE AND WOULD LIKE TO HAVE NEXT YEAR A TEACHER OF THE VISUALLY IMPAIRED TO WORK WITH OUR STUDENTS WITH VISUAL IMPAIRMENTS IN ORIENTATION AND MOBILITY SPECIALIST. THE COST OF THESE SERVICES ARE INDICATED HERE ON THIS NEXT LIGHT. THEY DO TOTAL OVER $50,000 WHICH IS WHY I'M COMING TO YOU THIS EVENING TO ASK FOR YOUR APPROVAL TO CONTINUE THIS CONTRACT. I WILL ANSWER ANY QUESTIONS THAT YOU HAVE AT THIS TIME. >> HAVE A FEW QUESTIONS AND FORGIVE ME FOR NOT SENDING THESE FULL EARLIER. PLEASE GO BACK TO THE PREVIOUS SLIDE. >> HOW MANY STUDENTS ARE WE SERVING IN THESE FOUR CATEGORIES? APPROXIMATE IF YOU DON'T HAVE EXACT NUMBERS. >> I WOULD HAVE TO GO BACK IN TOWN I DON'T HAVE THAT NUMBER IN MY HEAD THAT I WOULD BE GLAD TO DO THAT AND PROVIDE THAT FOR YOU TOMORROW. I'M SORRY DON'T KNOW THAT. ARE YOU ASKING FOR A PER COST? >> AND JUST TO GET AN IDEA. I CAN TELL YOU I BELIEVE THAT IN THE BOARD BOOK YOU HAVE A COST ESTIMATE THE COST PER SERVICE. >> I HAVE EMOTION. [11D. Discussion and possible approval of roof restoration at Belt Line Elementary (G2, G3) Roger Oster, Presenter] >> I HAVE A SECOND. I WILL CALL THE ROLE. >> MOTION PASSES. >> THE NEXT ITEM IS THE DISCUSSION AND POSSIBLE APPROVAL OF BELTLINE ELEMENTARY. WE WILL GO THROUGH THE TWO [02:30:03] ITEMS BUT BEGINNING WITH THE BELT LINE ELEMENTARY INFORMATION. THE FLOOR IS YOURS MISTER OSER. >> LEAVING PRESIDENT HAMILTON AND BOARD OF TRUSTEES AND DOCTOR PEREIRA. I'M HERE TO PRESENT THE RECOGNITION OF HER ROOF RECOMMENDATION AT BELTLINE ELEMENTARY. BILLING ELEMENTARY HAS SOME DEFICIENCIES IN MAJOR ONE BEING THE MEMBRANE AROUND THE PERIMETER AND DRAINS. THEY ARE PULLING AWAY FROM THE EDGE AND THE NEXT PICTURE YOU HAVE THE TREE FOR THEM ALONG THE WIND ON THE MEMBRANE CAUSING DAMAGE. AND THEN SOME BAD POOR DRAINAGE WASHING AWAY THE ROCK ON THE ROOF. AND THEN THE LAST PICTURE THERE IS A TEAR IN THE MEMBRANE. IT IS LESS INTRUSIVE AND THIS IS A GOOD CANDIDATE FOR IT. FOR QUOTES HAVE BEEN SOLICITED. >> WITH THE PREVIOUS PICTURE ABOUT THE TREE CAUSING SOME OF THE ISSUES DO YOU PEOPLE MONITORING THE WITH OTHER CAMPUSES? >> WE HAVE A 20 YEAR WARRANTY DOES THAT MEAN WE WON'T HAVE TO ADDRESS THIS FOR 20 YEARS? >> YES SIR. >> SOUNDS GOOD. >> UNLESS A MAJOR ISSUE OR SOMETHING COMES UP LIKE A HAILSTORM OR SOMETHING. OR SOME OTHER DISASTER. >> IS AN ACTION ITEM IS THERE EMOTION? >> MARTIN PRESIDENT I MOVE THAT WE APPROVE THE ROOF REGISTRATION IN DISTRICT 5 AT BELTLINE ELEMENTARY SCHOOL. >. >> I SECONDD. >> I HAVE A MOTION TO APPROVE THE ROOF REGISTRATION AT BELTLINE ELEMENTARY SECONDED BY MISTER SMITH. ANY QUESTIONS OR COMMENTS? HEARING THAT I'LL CALL FOR THE VOTE. [11E. Discussion and possible approval of district wide LED lighting (G2, G3) Roger Oster, Presenter] ITEM THIS WILL NOT BE UP FOR ACTION AT THIS TIME WE WILL TABLE THIS UNTIL THE NEXT MEETING. IT WILL BE USED AS INFORMATION PURPOSES ONLY BECAUSE THERE WILL BE ADDITIONAL INFORMATION UPCOMING IN APRIL. THIS IS GOING TO BE A DISCUSSION OF THE DISTRICTWIDE LED LIGHTING. >> MISTER OSER IS HERE TO PRESENT THIS INFORMATION. I JUST WANTED TO ACKNOWLEDGE PRINCIPAL STUDENTS AND WHO GAVE [02:35:02] A BIG CHEER ABOUT HER ROOF. >> LIKE PRESIDENT HAMILTON SAYS THIS INFORMATION IS AGAIN HERE TONIGHT. WE PRESENT THIS INFORMATION FOR DISTRICTWIDE LED. THERE'S A NUMBER OF BENEFITS UPGRADING OUR LIGHTING TO LED THING IS FAR SUPERIOR TO OUR FLUORESCENCE. INSTALLING ID ACROSS THE DISTRICT WITH CROP THE ANNUAL CONSUMPTION BY 57%. LET'S LOOK AT THE OVERALL COST COMPARISON WHEN WE FACTOR THE ANNUAL REPLACEMENT AND THE MAINTENANCE COST OF THE LIGHTING ACROSS THE DISTRICT AND INSTALLING LED WHICH WOULD SAVE 39,000 SINGING ANNUAL SAVINGS OF TWO HUNDRED AND $80,000 ANNUALLY. THREE QUOTES HAVE BEEN SOLICITED. THE DISTRICT REPRIMANDS TO TABLE THE LIGHTING ACTION. THIS GIVES MORE TIME TO EVALUATE THE VENDORS AND MAKE SURE THAT THE SCOPE OF WORK AS CLOSE AS POSSIBLE. WE CAN LOOK AT THE LEGALITIES GOING FORWARD WITH THE PROJECT. IS THERE ANY QUESTIONS? >> THIS WILL GO OUT FOR BED. >> WE SOLICITED FOR THREE BEDS FROM THE PROPERTY COMPANIES AS PART OF THIS. >> THANK YOU. >> WOULD BE APPROPRIATE TO PULL THIS AND WE DO NEED TO MAKE A MOTION TO TABLE? >> WE'VE COME TO THE END OF [12. Recess to Closed Session] OUR ACTION ITEMS. AT THIS TIME THE BOARD WILL GO INTO CLOSED SESSION. THE TIME IS 9:19 PM. AS AUTHORIZED BY THE MEETING ZACH TEXAS GOVERNMENT CODE CHAPTER 551.071 LEGAL ADVICE FOR THE THE AND THE BOARD WILL RETURN TO OPEN SESSION AT 9:44 [13. Reconvene in Open Session] [14. Board Matters] PM. THE MACH 39 DATA THAT WE AFFORD MANNERS. NEXT MONTH'S MEETING WILL BE ANNOUNCING THE BOARDS DOLLARS A DAY FOR THE MEETING. THIS REVIEW EMAIL RECEIVED ON HOURS TODAY SO PLEASE MONITOR YOURS TO SEE IF YOU ARE NEEDING ADDITIONAL HOURS. PRIOR TO NEXT MONTH TO MAKE SURE THAT YOU ARE UP TO DATE ON YOUR HOURS. NEXT WE HAVE THE BOARD OPERATING PROCEDURES. >> BOARD PRESIDENT AND DISTINGUISH BOARD MEMBERS WE DID SEND THE BOARD OPERATING PROCEDURES RECOMMENDATIONS TO THE COMMITTEE TO THE ATTORNEY O'HANLON'S OFFICE AND HIS PARALEGALS WORKING TO FIX THE POLICY AND SHE SHOULD HAVE IT BACK TO US WITH A COMPARISON BY NEXT WEEK. >> THE NEXT ITEM ON ON THE BOARD MATTERS IS CONSIDERED THE [02:40:24] GRIEVANCE FILED BY TAMIKA WHITFIELD. THE BOARD ACKNOWLEDGED THIS DURING THE CLOSE SECTION FOLDER. UPON REVIEWING THE INFORMATION THERE IS PERSONAL INFORMATION IN THE DOCKET THAT YOU PRESENTED MS. WHITFIELD. I KNOW YOU SELECTED OPEN BUT BASED ON THE INFORMATION WE WILL HAVE TO HAVE THIS ENCLOSED. >> YOU HAVE INFORMATION IN THEIR ABOUT THE SUPERINTENDENT WHICH IS CONSIDERED PERSONNEL THAT CANNOT BE DONE IN OPEN SESSION. >> WE CAN PLACE IT ON HOLD. >> AS WELL AS INFORMATION ABOUT INDIVIDUAL BOARD MEMBERS AND THAT'S CAN HAVE TO BE HELD IN CLOSE ALSO. AM I CORRECT? >> THE WAY IT WORKS IS YOU CAN ASK FOR A PUBLIC HEARING. BUT THERE IS ANOTHER SECTION THAT IS ACTUALLY THE VERY NEXT SECTION THAT SAYS IF YOU ARE MAKING A GRIEVANCE AGAINST AN EMPLOYEE OR OFFICER AND THEY WANT THAT TO BE THE SUBJECT OF THE POINTS BEING MADE THEY CAN REQUEST A CLOSED MEETING. WHEN THE GRIEVANCE WAS FILED BUT DID NOT MENTION ANYTHING BUT THE MATERIALS THAT WERE SAID TODAY MAKE IT FAIRLY CLEAR THAT IS TARGETING FOLKS. IF THOSE FOLKS REQUESTED TO BE CLOSE THEY CAN DO SO. >> OKAY SO IS IT POSSIBLE TO SPEAK ON IT WITHOUT NAMING? >> YES. >> IS IT POSSIBLE TO SPEAK ON IT AND OPEN SESSION? WITHOUT NAMING? >> IF YOU DON'T NAME ANYONE AND IT'S ABOUT THE ISSUE AND NOT THE STANCH HER AND YOU DON'T MENTION ANY NAMES THE ANSWER IS YES. >> I GUESS FOR CLARITY I'M NOT SURE WHAT THE GRIEVANCE IS ABOUT BECAUSE THE FORM DID NOT INDICATE ANYTHING ON IT. >> THE SUPPORTING DOCUMENT MADE IT CLEAR THAT IT WAS TARGETING INDIVIDUALS. >> THE SUPPORTING DOCUMENTS WERE BASICALLY A RESPONSE TO THE CENTER THAT WAS MADE. IT IS NOT TARGETING ANYONE. IF THERE WAS ANY PERSONS THAT PUT INFORMATION ON THE CENTER THAN I RESPONDED TO THAT PARTICULAR STATEMENT. IF NAMES NEED TO BE OMITTED THEN I AM OKAY WITH OMITTING NAMES AND STICKING TO THE FACTS OF THE DOCUMENT ITSELF SO WE ARE ABLE TO HAVE IT IN OPEN SESSION. >> IF THE COMPLAINT IS THE SUPERINTENDENT DID THIS OR THAT BEEN THERE'S ONLY ONE SUPERINTENDENT. >> WHAT I'M STATING IS I DIDN'T HAVE A COMPLAINT. I AM RESPONDING. I DO HAVE COMPLAINTS BUT MY RESPONSE TO THE CENSURE IS BASED ON WHAT IS PRESENTED BY THOSE PERSONS. I AM ABLE TO SPEAK ON EACH ITEM WITHOUT IDENTIFYING ANYONE'S POSITION. MY UNDERSTANDING FOR THIS HEARING IS TO ALLOW ME TO SPEAK. >> FROM LOOKING AT THE DOCUMENTS I THINK WE'RE BETTERING OFF DOING IT IN CLOSE SESSION. >> UNDERSTANDING THAT YOU ARE STATING TO BE IN CLOSE STATION BUT I'M ABLE TO SPEAK ON THE DOCUMENT WITHOUT NAMING ANYONE OR IDENTIFYING ANYONE SPECIFICALLY. >> I UNDERSTAND THAT. WHEN YOU ATTACH THE DOCUMENTS HE PUT IT INTO THE RESPONDENTS MAKING THAT CALL NOT YOU AT THIS POINT. >> WHEN IT WAS PRESENTED TO ME IT'S NOT PRESENTED IN CLOSE SESSION IT'S PRESENTED DURING [02:45:05] OPEN SESSION AND IT WAS PRESENTED WITH EVERYONE'S NAME ON IT IDENTIFYING EACH AND EVERY PERSON. MY RESPONSE WILL BE THE SAME AND EVERYONE HAS THE INFORMATION. I'M TRYING TO MAKE IT AS QUICK AS POSSIBLE AND DIRECTED TO THE POINT SO WE WILL NOT SPEND A LOT OF TIME ON THE CENSURE. FOR EACH PERSON THAT HAS SOMETHING TO SAY OR FEEL LIKE WHAT I DID WAS RESPONDED. IT WAS PRESENTED DURING OPEN SESSION. I'M RESPONDING BACK IN OPEN SESSION WITH EVERYONE'S NAME ON IT SO IF IT WAS AN ISSUE AS IT RELATES TO IDENTIFYING SOMEONE THAT IT ONLY MAKES SENSE THAT IT WOULD TAKE PLACE IN CLOSE SESSION. THEY PRESENTED THEIR ITEMS IN OPEN SESSION SO I WOULD LIKE TO PRESENT THIS. THIS IS AGAINST ME SO MY UNDERSTANDING I HAVE EVERY RIGHT BUT IF I NEED TO WITHHOLD INFORMATION THAT I'M WILLING TO DO THAT. >> MADAM PRESIDENT. MISS MORRIS D MIGHT HAVE A COMMENT. BASED ON THE INFORMATION. IT DOES NOT PERTAIN TO INFORMATION THAT WAS IN THE CENTER. THERE WAS ADDITIONAL INFORMATION FROM WHAT I WAS ABLE TO MEET BRIEFLY. I WILL SAY WHEN WE DID THE SENSOR THERE WAS AN OPTION FOR IT TO BE AN OPEN OR CLOSED AND IT WAS CHOSEN TO BE DONE AND OPEN. BASED ON THIS INFORMATION I DO SEE THAT THERE IS PERSONAL INFORMATION AS WELL AS OTHER INFORMATION THAT HAS NOTHING TO DO WITH THE SENSOR. >> THE REASON WHY WAS OFFERED TO DO IN CLOSE WAS FOR THE SAME REASON THAT WE ARE DISCUSSING HERE TONIGHT. YOU DECLINED IT IN CLOSE SESSION. THE OTHER TARGETS OF YOUR ALLEGATIONS HAVE THAT SAME RIGHT. IF THEY DON'T DECLINE WE WILL DO THIS IN CLOSE. >> IF THERE IS A CONCERN ABOUT INDIVIDUAL BOARD MEMBERS ANY MEMBER AROUND THIS TABLE HAS THE RIGHT TO SUE INTEREST OR COURT. BECAUSE NO BOARD MEMBER ALONE ONE BOARD MEMBER CANNOT POLICE ANOTHER BOARD MEMBER. OR CHASTISE ANOTHER BOARD MEMBER FOR THE BOARD AS A WHOLE CAN CHOOSE TO DO WHAT THEY TELL US WE CAN DO IF WE SEE INAPPROPRIATE BEHAVIOR AND THAT'S WHAT HAPPENED. AS AFFORD NOT INDIVIDUALS. AND SO I AGREE WITH OUR BOARD PRESIDENT THAT WE MOVE ON AND IF ANYONE WANTS TO ENJOIN A LAWSUIT THE MAIN JOIN THE LAWSUIT AGAINST THE INDIVIDUALS BUT THAT IS THEIR RIGHT. WE ARE NOT HERE AS A JURY OR TRIAL TO POLICE INDIVIDUALS. WE ARE ELECTED OFFICIALS. GO TO THE GOVERNOR. GOOD ESTATE. YOU HAVE THOSE OPTIONS ANY OF THE DISTRICT COURT THE TWO. >> AT THIS POINT I WOULD SAY THAT LEGAL COUNSEL HAS RECOMMENDED THAT WE DO THIS ENCLOSED BASED ON THE INFORMATION THAT WAS PRESENTED SO MS. WHITFIELD WOULD YOU LIKE TO PROCEED TO CLOSE IS NOT WE CANNOT MOVE FORWARD BASED ON WHAT I'M HEARING. >> MISTER O'HANLON THAT YOU ARE STATING THAT YOU ARE RECOMMENDING THAT WE DO IN CLOSE SESSION THAT I'M ASKING MY RIGHT. THE RIGHT BECAUSE THE SCREEN IS MORE PERTAINING TO SOMEONE IN THE DISTRICT HAS BEEN THROUGH A PROCESS SO THIS IS THE ONLY [02:50:06] DOCUMENT AND PER OUR CONVERSATION YOU STATED THAT I WAS ABLE TO BASICALLY DO THIS BUT THERE WAS NOTHING SPECIFICALLY THAT I NEEDED TO STATE SO WITH THIS DOCUMENT THERE WAS NEVER ANY SPECIFICS THAT WAS STATED THAT I NEEDED TO STATE AND I DIDN'T. >> THAT IS CORRECT. WE GO THROUGH THIS REALLY QUICKLY. HE FILED A GRIEVANCE AND I DIDN'T KNOW WHAT IT WAS ABOUT BECAUSE YOU JUST SAID YOU FILED A GRIEVANCE. I WAS HANDED THAT TODAY WHEN I WALK THROUGH THE OFFICE. WHEN SOMEONE IS FILING A GRIEVANCE AGAINST YOU YOU CANNOT. MOVED TO CLOSE SESSION. YOU CHOSE NOT WANT AND THAT'S YOUR RIGHT. THE INDIVIDUALS WHOSE DISCLOSED IN YOUR DOCUMENTATION IS TODAY AND THEY HAVE CHOSEN TO HAVE THAT EXERCISE RIGHT MOVED TO CLOSE. IT SOUNDS RESEARCHING WHAT YOU SAID. >> I JUST WANTED TO MAKE THIS AT HAND. THE COMPLAINT WAS FILED AND THE BOARD VOTED. I GUESS WHAT I'M NEEDING TO CLARIFY IS THE COMPLAINT AND IF THE GRIEVANCE WAS PUT IN ITS AGAINST ME THAN ME AS A RESPONDENT IS STATING THAT I HAVE NO DECISION AND WHERE WE HAVE THIS GRIEVANCE THIS IS MY GRIEVANCE THIS IS NO LONGER THE PORTS GRIEVANCE. WITH THIS BEING MY RESPONSE I HAVE A CHOICE TO HAVE IT INSIDE OR OUTSIDE. NOW I'M ASKING TO HAVE AN OUTSIDE IN-HOUSE OPEN SESSION. I'M ALSO STATING THAT BECAUSE I NAMED PEOPLE THE SAME PEOPLE NAMED ME SO I JUST RESPONDED TO WHAT WAS STATED HOWEVER WHAT I'M ASKING IS WITH ME OMITTING NAMES IF I'M STATING I WILL OMIT NAMES AND STICK TO THAT PARTICULAR POINT OF THE RESPONSE ITSELF WHY WOULD I NOT BE ABLE TO? I UNDERSTAND WHAT'S IN THERE BECAUSE IT'S THE SAME THAT WAS GIVEN TO ME IN OPEN SESSION. WHY WOULD I NOT BE ABLE TO HAVE IT? >> YOUR SUBMISSION TODAY. REMEMBER WHEN THEY DIDN'T FILE THE GRIEVANCE AGAINST YOU THERE WAS A CENSURE. THAT IS A SEPARATE DEAL. WHEN THAT WAS TAKEN AND THAT MOTION CAME UP THERE WAS A DISCUSSION ABOUT WHETHER YOU WANTED TO HAVE THE DISCUSSION WITH RESPECT TO THAT IN CLOSE SESSION OR NOT. AND YOU SAID NUMBER THAT QUESTION ALTHOUGH I DIDN'T CITE THE STATUTE WAS FOR THE SAME REASON THAT IS HERE GIVEN THAT AND THAT IS MY CALL AND OTHER PEOPLE WHO HAVE BEEN NAMES CALLED. IF YOU CAN TALK THEM OUT OF IT THAN THE ANSWERS WE CAN DO IT IN OPEN BUT IT IS YOUR GRIEVANCE FOR THE RIGHT TO HAVE IT IN CLOSE SESSION. >> IF I UNDERSTAND CORRECTLY WITH THOSE WHOSE NAMES ARE STATED IN MY RESPONSE YOU ARE WANTING TO HAVE IT IN CLOSE SESSION. >> FOR THE RECORD I AM NAMED IT AND REQUESTING IT TO BE HELD IN CLOSE SESSION. >> ANYONE ELSE? >> I ALSO WOULD SAY THAT AGAIN I'M ONE OF ONE. YOU DON'T HAVE TO CALL MY NAME [02:55:02] TODAY WHO I AM. I WOULD SAY AGAIN TO THAT THERE'S A PERSONAL ISSUE THAT HE HAS WITH ME AND THAT'S CLOSE SESSION I REFUSE TO HAVE ANYTHING IN PUBLIC. >> I DIDN'T KNOW WHOSE NAMES APPEARED THIS IS AN UPDATED DOCUMENT HERE. >> JUST FOR CLARITY THERE WAS AN EMAIL SENT TO AT ABOUT 3:54 PM SO YOU WOULD'VE GOTTEN TO BE EMAILED FROM MISS WHITFIELD. THE FOURTH IS IT TO SEE IT. >> MADAM PRESIDENT I NEED TO MAKE MY DISCLAIMER. >> CAROLYN MORRIS DISTRICT SEX IN CLOSE SESSION. >> I WILL GO AHEAD AND REDIRECT THE NAMES. >> YOU CAN MAKE THAT OPTION. >> THE ATTORNEYS MADE IT CLEAR THAT THE REDEMPTION IS NOT GOING TO HELP IN THIS CASE. >> YOU ARE STATING THAT THE REASON WHY I DID NOT HAVE THE OPTION TO DO THIS IN OPEN SESSION IS BECAUSE NAMES ARE HERE. >> BECAUSE IT'S ABOUT SPECIFIC PEOPLE. >> WHEN THE ORIGINAL GRIEVANCE WAS FILED THERE WAS A FORM THAT YOU SIGNED. >> YOU SIGNED THE AGREEMENT FORM BUT IT DIDN'T HAVE ANY SPECIFICS SO IT WASN'T ABOUT ANYTHING. I ASSUMED WHEN I SAW AND IT WAS ABOUT THE CENSURE. WHEN WE GOT THE DOCUMENTATION TODAY IT WAS ABOUT INDIVIDUALS. >> IT'S A RESPONSE TO THE CENSURE. EVERYTHING IS A REFERENCE BUT WE DON'T HAVE TO GO BACK AND FORTH WITH EVERYTHING AS A REFERENCE. EVERYTHING IS RELATING TO THE CENSURE. THIS IS NOT A COMPLAINT IT'S A REPLY. >> ACTUALLY IT'S A COMPLAINT. >> BEAR WITH ME FOR A MOMENT. EACH EXHIBIT THAT HAD A STATEMENT HAD A REPLY. IF SOMEONE STATED THAT I DID SOMETHING BENEFIT ME STATING WHAT EXACTLY HAPPENED, DIDN'T HAPPEN OR WHERE IT IS IN POLICY. WHAT I'M STATING IS I WILL GO AHEAD IF THE NAMES, ME STATING NAMES AS A RESPONSE TO THE CENSURE IS THE ISSUE THEN I WILL RESUBMIT AND REDACT NAMES. MY REPLY WOULD BE BASED ON EACH ITEM ALTHOUGH THEY HAVE THEIR NAMES ON THEIR SUBMISSION MY REPLY WILL HAVE AND SPEAK ON EACH ITEM ITSELF AND NOT THE PERSON. IT IS STATING THE REASON FOR WHATEVER THEY ARE STATING THAT IT'S GOING TO BE A REPLY FROM ME BUT IT WILL NOT STATE ANY NAMES AND ANY POSITIONS. IT WILL BE DIRECT ON THE SUBJECT ITSELF ON WHATEVER STATING THAT I DID OR DIDN'T DO. >> YOU'RE TRYING TO NEGOTIATE WITH ME THERE IS NO REFERENCE TO MY SITUATION. I WAS MORE THAN LEVEL I, TWO OR THREE THERE WAS NOTHING FOR ME TO FILL OUT HERE. >> THE ONLY THING THAT I WAS DOING WAS RESPONDING. THIS IS MY GRIEVANCE. I'M ASKING AT THIS TIME THAT IF YOU ARE TELLING ME BECAUSE WHAT I'M RECEIVING IS THAT THE REASON WHY WE'RE HAVING IN CLOSE SESSION IS BECAUSE I LISTED NAMES. I'M ADVISING THAT I'M GOING TO REMOVE THOSE NAMES. I'M GOING TO RESUBMIT THIS AND [03:00:05] I WILL RESUBMIT IT FOR ANOTHER DAY. >> ON THE CALL UPON ORDER IF THAT'S WHAT YOU WOULD LIKE TO DO. WE ARE OFF-TOPIC NOW. >> PLEASE LET ME FINISH. >> MISTER HAMLIN I AND MY OUT OF ORDER BY CALLING COURT OUT OF ORDER?> IT'S YONOT YOUR MEETING IT'S OUR MEETING. I'M TRYING TO CLARIFY AND IF THEY ARE BEING DEFENDED BY ME STATING THE NAMES THAT I WILL REDACT THEIR NAMES. AS AN OPTION FOR A PERSON THAT IS FILING A GRIEVANCE TO COME BACK WITH REDACTED INFORMATION SPEAKING SPECIFICALLY ON THE ITEM IS NAMING SOMEONE IS THE ISSUE. >> THERE IS A GRIEVANCE AND AFLOAT. WE CAN GO FORWARD ON THE PEOPLE AGAINST TO YOU HAVE NAMED EVER. >> THAT IT BE CLOSED. WE CAN DO IT IN CLOSE AND GO FORWARD OR YOU CAN WITHDRAW IT. IF YOU WITHDRAW IT THEN IT'S GOING TO BE WITHDRAWN. AND IT DOESN'T EXIST. IF YOU WANT TO FILE ANOTHER ONE THERE'S TIMELINES AND OTHER STUFF ASSOCIATED WITH THE AGREEMENTS. >> SO I CAN WITHDRAW MY GRIEVANCE. >> IS UP TO YOU. >> AS A CHOICE I CAN WITHDRAW IT. >> THERE ARE TIME LIMITS ON YOU FILING THE FIRST ONE TIMELY. >> IF I CAN GIVE YOU A WORD OF ADVICE TO SPEND IN THE AGREEMENT ITSELF ON THE FORM AND YOU CAN TYPE AS MANY PAGES AS YOU WANT. WHAT YOU ARE GRIEVING AND WHAT YOU ARE UPSET ABOUT AND PUT IT IN THAT ONE DOCUMENT AND DON'T ATTACH ANY MORE OF IT. IF YOU'RE GOING AFTER INDIVIDUALS AND SAYING THEY DID SOMETHING WRONG IT CAN GO IN CLOSED MEETING. IT SEEMS REASONABLE TO YOU I'M SURE BECAUSE YOU ARE FILLING OUT WHAT YOU ARE ANGRY ABOUT OR UPSET ABOUT WHEN YOU NAMES THE FUTURE FOR THE RIGHTS FOR THEM. >> CONSIDER DOING A WITHDRAWAL CAN I DO AN AMENDMENT? >> JUST FILE A NEW ONE. >> CANNOT BE STOPPED? MEANING I WITHDRAW THIS A GRIEVANCE AND FILED ANOTHER ONE THAT STILL ALLOWS ME TO GO OUT AND HAVE MY GRIEVANCE. >> I DON'T KNOW I WOULD HAVE TO SEE WHAT IT SAYS. I CAN NEGOTIATE THE TERMS. I HAVE TO SEE WHAT'S IN THE GRIEVANCE. >> AGAIN. HER POLICY IS A BOARD THERE'S A 15 DAY LIMIT ON IT. >> AND I FELT IT. [03:05:02] >> BUT IF YOU ARE REEF FILING THAT STARTS A WHOLE NEW TIMELINE AND THAT'S WHAT THE BOARD HAS. >> SO WITH THE 15 WORKING DAYS EITHER WAY WITH ME FILING THIS GRIEVANCE THROUGH THAT I SHOULD FILE ANOTHER ONE? >> ARE LOOKING FOR TIMELINE TO COME TO THE BOARD WITH A GRIEVANCE. >> WILL BE THE INDIVIDUAL'S POLICY TO KNOW WHAT THE POLICY IS. >> IS STILL UNCLEAR. >> THEREFORE INDIVIDUALS WOULD NEED IN A TIME WHEN PROCEDURES TASTE ON READING THE DOCUMENTS. AT THIS POINT IF YOU ARE DECREEING TO GO INTO CLOSED SESSION WE WILL MOVE ON TO THE NEXT ITEM ON THE AGENDA WHICH IS ADJOURNMENT. IS THERE A MOTION FOR ADJOURNMENT. >> SO MOVED. >> * This transcript was compiled from uncorrected Closed Captioning.
