OKAY.

GOOD EVENING

[3. Call Meeting to Order]

EVERYONE.

6:00 PM WE'LL GET IT HERE TODAY AT THE LINCOLN STRATEGY BOARDROOM, 4 22 SOUTH CENTER AVENUE, MARCH 20TH, 2023.

UH, TONIGHT'S, UH, POLICY MEETING.

WE DO NOT HAVE A QUORUM BOARD MEMBERS ATTENDING MS. WHITFIELD AND MYSELF.

AND WE HAVE, UH, DR.

CARRE AS WILL US, THE LOVELY LATEST TO MY RIGHT.

OKAY.

[6. Discuss TASB 120 Policy Update - Dr. LaBotta Taylor, Presenter]

SO THIS IS ALL ABOUT, UM, POLICY UPDATE AND WE TABLE THIS ISSUE FROM THE PREVIOUS MEETING AND WE'LL JUST TAKE IT FROM THERE.

YES, SIR.

THANK YOU VERY MUCH.

OKAY.

SO, UM, IN YOUR, UM, BLACK FOLDER IN THE VERY, VERY BACK, UH, WE TABLED THIS ONE.

UM, THE, THE ADDITIONAL ONES WERE FINE, BUT WE HAD A DISCUSSION ON F O LOCAL, WHICH IS STUDENT DISCIPLINE.

SO THAT'S WHERE WE WERE GONNA PICK UP AND THEN, UH, SO WE COULD MOVE FORWARD ON THAT ONE.

SO AFTER THE LAST MEETING, I HAD THEM, UM, GO IN WITH THE PROPOSED REVISIONS, AND THIS WAS THE ONE FOR DISCUSSION.

SINCE WE DON'T DO CORPORAL PUNISHMENT, THAT'S IN THE HIGHLIGHTED AREA.

THE TRACK CHANGES ARE ONES FROM DIRECTLY FROM SBY OR LEGISLATIVE SESSIONS.

SO YOU'LL STILL SEE LIKE THE GREEN AND BLUE AND RED THERE.

UM, BUT THE HIGHLIGHTED PART IS THE CORPORAL PUNISHMENT.

IT STARTS ON PAGE TWO OF FOUR.

AND AGAIN, IT'S IN THE VERY LAST PACKET.

UM, MS. SIMPSON, CAN I PULL UP ON THERE? ONE SECOND.

OKAY.

THANK YOU MS. SIMPSON.

UM, SO ON THIS ONE HERE, IT SAYS, UH, PROPOSED REVISIONS AND THAT IS A PART FOR CORPORAL PUNISHMENT.

AND SO I KNOW THIS ONE WAS PARTICULARLY FOR SPECIAL ED.

THE MAIN POLICY WAS ABOUT RETRAINING THE STUDENT WITH DISABILITY WHO RECEIVED SPECIAL ED, UM, IN ACCORDANCE WITH THE LAW.

AND THEY HAD SOME ADDITIONS AND CHANGES THERE BRIEFLY.

AND THEN THE PART THAT WAS IN DISCUSSION WAS TO ALSO DELETE THE CORPORAL PUNISHMENT, UM, SESSION SECTION FROM THERE, INCLUDING THE GUIDELINES IN THE DISCIPLINARY RECORDS.

SO THAT'S THE PART IN YELLOW THAT YOU'LL SEE BECAUSE IT WAS FROM THE COMMITTEE MEETING, UM, AND NOT DIRECTLY FROM THE PACKET THAT WE RECEIVED.

AND WE DON'T OFFER CORPORAL PUNISHMENT HERE IN, UH, LANCASTER, I S D.

WELL, MY CONCERN WITH THAT PARTICULAR P PART WAS THAT IN LEGAL IT IS.

OKAY.

AND ALSO IN LOCAL IT SAID HAS SPECIFIC PARAMETERS FOR WHICH CORPORAL PUNISHMENT COULD BE USED.

AND I FOUND THAT TO BE PERSONALLY OBJECT OBJECTIONABLE BY MYSELF.

I DON'T KNOW HOW THE PARENTS OR FORMER PARENTS OR WHATEVER, BUT, SO I WOULD JUST LIKE TO DELETE THAT COMPLETELY.

SO WHAT'S YOU'RE PROPOSING IS TO DELETE THE HIGH, THE HIGH, UH, HIGHLIGHTED AREAS? UH, YES.

CUZ THAT'S WHAT THE, UH, FROM THE LAST COMMITTEE MEETING THOSE WERE IN FROM OUR TABLE DISCUSSION, THAT WAS THE INFORMATION THAT, UM, WAS PROPOSED TO BE DELETED, UM, ADDITIONALLY.

SO.

OKAY.

IS THIS THE ONLY AREA OF LOCAL POLICY WHERE CORPORAL PUNISHMENT IS INDICATED? WE WOULD LOCAL, YES.

YEAH, THIS IS THE ONLY ONE.

IT'S ALSO MENTIONED IN OUR, UM, STUDENT HANDBOOK AS WELL.

YEAH.

OKAY.

AND WE HAVE DR.

JACKSON HERE.

UM, YEAH.

SO DO YOU HAVE A COPY OF THIS? A COPY? YOU HAVE A COPY.

I BELIEVE I HAVE, UH, THIS IS, UH, FROM THE, THIS FROM A COPY TRUST, DR.

JACKSON.

IT'S JUST, IT'S IN THERE AND IT TALKS ABOUT THE LOCAL.

OKAY.

UM, SO, BUT, AND ALSO IT'S PROHIBITED, BUT YOU KNOW, ALSO CAN SUBMIT, I'LL LET YOU, DR.

JACKSON IS GOING TO SHARE IT WITH YES.

JUST A QUICK OVERVIEW, UM, OF ACTUALLY WHAT YOU ACTUALLY JUST DISCUSSED AND ACTUALLY, UM, DISCUSSED IN THE HIGHLIGHTED AREAS HERE IN THE ACTUAL STUDENT HANDBOOK, IT ACTUALLY PROVIDES THE PARENTS AN OPPORTUNITY TO WRITE, TO GIVE US A WRITTEN NOTICE STATING THAT THEY, UM, DO NOT, UM, WANT TO PARTICIPATE THEIR CHILD TO PARTICIPATE IN CORPORATE PUNISHMENT.

BUT HERE IN LANCASTER INDEPENDENT SCHOOL DISTRICT, IT IS SOMETHING THAT IS NOT ALLOWED, UM, AT ALL.

UM, IT HAS NEVER BEEN ALLOWED.

AND, UM, IT'S JUST SOMETHING THAT IS ACTUALLY IN POLICY

[00:05:01]

NOW.

I DON'T KNOW THE PARAMETERS IN REGARDS TO WHAT DO WE NEED TO DO FROM A LEGAL STANDPOINT TO ACTUALLY GO IN AND ACTUALLY TOTALLY ELIMINATE IT.

UM, AND I'M IN AGREEMENT WITH THAT IF THAT'S, BUT I JUST DON'T KNOW THE PROCEDURE AND PROTOCOL, BUT I KNOW WE DO NOT ALLOW THIS AT ALL, UM, WITHIN OUR DISTRICT.

AND THAT'S WHY I WAS A LITTLE BIT SHOCKED TO EVEN SEE IT IN THERE.

RIGHT.

AND FO LOCAL, I MEAN, LEGAL DOES SPECIFY THAT IF A DISTRICT CHOOSES TO SET THAT AS A POLICY, I WOULD CHOOSE SOMETHING VERY SIMPLE.

IT JUST STATES THAT THE LANGSTON INDEPENDENT SCHOOL DISTRICT DOES NOT USE CORPORAL PUNISHMENT.

SIMPLE.

CORRECT.

AND I THINK THAT IS SOMETHING THAT MAY BE, UH, THAT WE MAY BE ABLE TO, WHAT WOULD IT TAKE TO DO THAT? UH, I DO NOT KNOW, UM, THE PROCEDURE AND PROTOCOL FROM A LEGAL STANDPOINT TO ACTUALLY DO THAT.

I KNOW, UM, ADJUSTMENTS THAT WE ACTUALLY MADE, UH, ON A COMMITTEE, UM, IN THE PAST TO THE STUDENT CODE OF CONDUCT, ET CETERA, DID NOT INVOLVE ANY POLICY ISSUES LIKE THIS.

IT WAS THINGS LIKE, UM, DRESS CODE, UM, AND THINGS OF THAT NATURE THAT WE WERE ABLE TO ACTUALLY GO IN AND ACTUALLY, UM, ADJUST, UM, WITHIN THE COURSE WITH BOARD APPROVAL.

BUT WE DIDN'T HA, WE DIDN'T TOUCH ANYTHING OF THIS MAGNITUDE.

SO WHAT WOULD IT TAKE TO DO THAT FOR THE POLICY TO SIMPLY STATE THAT THE LANCASTER SD DOES NOT USE CORPORAL PUNISHMENT? WE DON'T ALLOW IT.

WE, WE CAN INSERT THAT, UM, HERE AS PART OF THE POLICY.

LIKE I KNOW WE CAN'T TOUCH LEGAL, BUT IF THAT'S THE RECOMMENDATION AND THAT IT'D BE A MOTION, THEN WE CAN SIMPLY ADD, UM, I THINK I MENTIONED THAT IN FEBRUARY TOO.

UM, LANCASTER ISD DOES NOT, UH, CONDONE CORPORAL PUNISHMENT, UH, THERE, SO WE COULD, UH, DEFINITELY DO THAT.

AND IF YOU, AND I, I'M ASSUME WHEN YOU'RE LOOKING AT THE TOP ON, UM, WITHIN THIS NOTATION SESSION ON PAGE 65 THAT YOU'VE BEEN GIVEN, WE CAN ACTUALLY MAKE THE COMMENT, UH, PLACE A SENTENCE THERE.

UM, STATING LANCASTER STANDS ON THAT.

OH, THAT'S YOUR CODE OF CONDUCT? YEAH.

JUST THE CODE OF CONDUCT.

YES.

THAT CAN ACTUALLY EASILY BE ADDED THERE, MR. STEVENSON.

AND I THINK THAT MAY RIGHT.

FILE THE PROBLEM.

EXCELLENT POLICY.

THE BOARD, THE COMMITTEE CAN MAKE THE RECOMMENDATION TO THE BOARD TO THE VOTE ON THAT.

OKAY.

THAT ACTUALLY BE INSERTED IN THAT NOTE NOTATION PIECE ON, ON THAT LAST PARAGRAPH UNDER THAT PIECE.

SO, UH, AS A COMMITTEE, THE COMMITTEE MOVES BY MAJORITY VOTE AND I MOVE THAT THE COMMITTEE SEND THIS ITEM TO THE BOARD FOR OUR NEXT MEETING FOR A VOTE.

YOU CAN JUST REQUEST THAT, RIGHT? YOU DON'T HAVE TO, YOU DON'T NEED A VOTE FOR IT.

AYE.

YEAH, IT NEEDS TO GO TO THE COM.

IT NEEDS TO GO TO THE BOARD.

YEAH, YOU DON'T HAVE, THAT'S, THAT'S JUST INFORMATION THAT YOU'LL RELAYED.

SO IT WILL GO TO, YES.

OKAY.

I'M IN AGREEMENT.

THANK YOU.

YOU'RE WELCOME.

CLE HAPPY ONE, SIR.

MR. LEWIS SAID, UH, DAYLIGHT SAVINGS MR. LEWIS ARRIVED AT 6 0 8 AND TRUSTEE MORRIS ARRIVED AT 6 0 5.

MR. LEWIS, DO YOU KNOW WHAT YOU JUST VOTED SIR? CAN YOU, DID YOU JUST VOTE? YES.

CHAIRMAN WAS ALREADY SET.

HE MADE THE MOTIONS.

OKAY, COOL.

YES.

IS THAT CORRECT, MS. BRYANT? UH, THE AGENDA'S POSTED FOR THIS THURSDAY, SO WE CAN TAKE IT FOR APRIL.

OUR TABBY UPDATE.

OKAY.

YES SIR.

ALL VERY WELL.

OKAY.

ANYTHING ELSE MS. BRIAN? AM I LISTED ON THIS MEETING? POSTED? NO.

AM I LISTED? HAVE YOU 6 0 5 OKAY.

NO, AS A COMMITTEE MEMBER, AM I FOR THIS COMMITTEE? NO, YOU'RE NOT.

YOU'RE NOT UP.

UM, THE POLICY COMMITTEE.

THE POLICY COMMITTEE IS GREGORY STEVENSON, CHAIR MEMBERS, UH, TRUSTEE TY JONES.

AND TRUSTEE TAMIKA WHITFIELD.

OKAY.

YOU'RE PART OF THE BUDGET COMMITTEE? WELL, I KNOW I'M PART OF THE BUDGET.

I WAS TALKING ABOUT THIS ONE.

THIS ONE? OKAY.

YEAH, THOSE THREE.

WE GOOD.

OKAY.

ADDITIONAL QUESTION.

SO, UH, FROM STUDENT CODE OF CONDUCT, THAT'S ADDED ALSO, THAT WOULD, THAT WOULD BE A SEPARATE PIECE BECAUSE THAT'S, UH, REVIEWED ANNUALLY.

UM, I'M NOT SURE WHAT YOUR COMMITTEE PROCESS IS, DR.

JACKSON.

AND, UM, THAT IS ACTUALLY, UH, REVIEWED AS A COMMITTEE, BUT SINCE YOU GUYS ARE ACTUALLY VOTING ON THAT PIECE HERE, UM, I WAS THINKING TO ACTUALLY JUST, AND I DON'T KNOW TO ACTUALLY, YOU CAN'T VOTE THIS MEETING.

YOU CAN'T

[00:10:01]

VOTE TO RECOMMEND TO THE BOARD.

OKAY.

BUT YES.

UM, TO ANSWER YOUR QUESTION, CHAIR, UH, STEVENSON, IT IS FROM THE RECOMMENDATION HERE, IT GOES TO THE BOARD BOARD BO YAY OR NAY, AND WE TAKE IT TO THE COMMITTEE.

IT'S JUST A MATTER OF, SO WE'RE SENDING BOTH THOSE ITEMS TO THE BOARD THEN, RIGHT? RIGHT.

OKAY.

ALL RIGHT.

WHAT ELSE? WE CAN HAVE IT READY FOR APRIL? YES.

OKAY.

THAT'S ALL I HAVE.

CHAIR STEVENSON.

AND IT'LL BE ON THE APRIL, APRIL MEETING IS THE ONE POSTED ALREADY.

SO THAT'S IT? YES, SIR.

GOOD.

MY AUTHORITY.

I DO HAVE A QUESTION.

WERE THERE ANY ITEMS AT, I'M SORRY, CAN YOU HEAR ME? I'M SORRY.

YOU AND, UH, TAJI JONES WAS ASKING A QUESTION AT THE SAME TIME.

OH, LET, I CAN'T HEAR HIM.

LET HIM GO AHEAD.

CAN YOU PUT HIM ON? KEEP GOING.

MR. JONES, CAN YOU HEAR ME? YES MA'AM, I CAN.

I SAID I WAS JUST, UH, PLEASE.

I WAS JUST NOTING I WAS PRESENT.

FORGIVE MY TARDINESS.

HE SAID HE'S HERE.

FORGIVE HIM.

MM-HMM.

, DID YOU HAVE A QUESTION, SIR? NO, I DID NOT.

I WAS NOTING THAT, THAT I WAS ON, ON THE CALL.

OKAY, THANK YOU.

OKAY.

WELL NOW THAT YOU MENTIONED IT, I

[7. Discussion of other policy items, if any]

DO HAVE A QUESTION.

I WAS LOOKING AT THE ONLINE POLICY AND I NOTICED THAT THE ITEMS FROM UH, ONE 20 HAS ALREADY BEEN ADDED AND APPROVED.

SO IN PARTICULAR, THE ONE, UH, VICE PRESIDENT JONES CAME FOR, WHAT WAS THAT? DD? OH, UH, BDB B DB.

THAT, THAT WAS THE ONLY ONE THAT WAS VOTED ON IN FEBRUARY.

SO THAT ONE WAS, THAT ONE WAS ACCEPTED.

THIS ONE WAS, UH, TABLED.

SO WE VOTED ON THAT.

MM-HMM.

, IT WAS UNDER BOARD MATTERS.

OH, OKAY.

THAT WASN'T DURING THE COMMITTEE MEETING? NO, THAT WAS, UH, DURING THE BOARD MEETING CUZ IT WAS ON THE SAME AGENDA WITH, UH, THIS INFORMATION, BUT IT WASN'T PART OF TASB ONE 20.

SO IT WAS AT THE BOTTOM OF THE AGENDA.

AND THAT WAS WHERE HE SAID HE WANTED THE DIFFERENT FORMAT.

THREE BULLETS.

AND SO THEN THERE WAS A VOTE AND THEN THAT'S WHAT I THOUGHT THAT ONE, THAT ONE WAS UPDATED VERY WELL.

YES, SIR.

MR. VICE PRESIDENT, YOU GOT ANYTHING? NO.

MS. WHITFIELD? NO, NOT AT THIS TIME.

I DON'T SIR.

DR.

PER, YES, SIR.

GOOD.

SO I, I'M SORRY.

BEFORE WE CONTINUE, I WOULD LIKE TO ASK, UM, OR BEFORE WE CONCLUDE, UM, THE INFORMATION THAT'S PROVIDED AT THIS TIME WITH THIS PACKET, THESE ARE THE REGULAR, UM, LEGAL UPDATES THAT WAS PROVIDED.

SO THESE ARE, UM, LOCAL UPDATES CUZ LEGAL IS AUTOMATIC.

WE HAVE, UH, NO CONTROL OVER THOSE, BUT UM, THE BOARD CAN VOTE ON THE LOCAL.

SO THESE ARE YES, THE ONES THAT WE HAD IN THE FIRST POLICY COMMITTEE MEETING, AT THE BOARD MEETING IN FEBRUARY.

AND THEN THE ONLY ADDITIONAL DOCUMENT IN THE BACK IS THE PROPOSED REVISIONS, WHICH I TOOK FROM THE LAST TABLE BOARD MEETING TO THEN HAVE THEM HIGHLIGHT SO WE COULD BE, UH, PACIFIC OUTSIDE OF WHAT TBY WAS RECOMMENDING.

SO IF THE COMMITTEE, UM, DECIDED TO, YOU KNOW, MAKE A MOTION TO REMOVE THAT AS WE JUST DISCUSSED, THEN IT WOULD BE HIGHLIGHTED THAT IT, THIS WAS THE INFORMATION THAT WAS DISCUSSED AND THERE'S NO CONFUSION.

OKAY.

SO JUST AS CLARIFICATION, THESE, THESE WERE ALREADY DISCUSSED DURING OUR COMMITTEE MEETINGS THAT WE'RE UPDATING FOR BOTH.

UM, I KNOW LEGAL IS GOING TO CHANNELED DOWN, BUT LOCAL AS WELL.

YES, MA'AM.

BOTH AT THE YES MA'AM.

COMMITTEE MEETING AND, UM, THE BOARD MEETING.

AND I'D LIKE TO THANK YOU FOR GETTING ALL THAT INFORMATION OUT AND GIVING EVERYBODY TIME TO LOOK AT IT.

YES SIR.

THAT'S A BIG PLUS.

YES, SIR.

THANK YOU.

SO, UH, ANYBODY GOT ANYTHING ELSE? WELL, I MEAN, DOESN'T GET ANY BETTER THAN THAT, RIGHT? WE GOT A RECORD? YEAH.

OKAY.

SO WE'RE GONNA CALL IT, UH, SOMEBODY GONNA SET THE CLOCK.

SIX 15 ADJOURNED.

THANK YOU.
