IT WAS GREAT TO HONOR DR. KING AND CELEBRATE ONE ANOTHER.

FOLLOWING THE PARADE, THE BAND PARTICIPATED IN A MARCHING BAND ALONG WITH THE TEXAS SOUTHERN UNIVERSITY MOTION OF SOUL MARCHING BAND AND OTHER HIGH SCHOOL BAND PROGRAMS. IT WAS AN ENTERTAINING SHOW FOR THE AUDIENCE AND WE ARE LOOKING FORWARD TO NEXT YEAR. WE WANT TO THANK TRUSTY CLEWIS FORGETTING OUT AND PASSING OUT CANDY TO THE PARTY GOERS.

STPHAOEUPLT AND TO CELEBRATE NATIONAL POPCORN DAY WE POPPED UP WITH A POPCORN SURPRISE. THE CAMPUS WON LAST YEAR'S CHALLENGE. WE WANTED TO KICK OFF THE 2023 CHALLENGE WITH A TOKEN OF APPRECIATION AND A HEALTHY SNACK. THE STAFF ENJOYED IT, AND ACTUALLY GOT A REQUEST TO SHARE THOSE PICTURES WITH THEM AS WELL. WE WILL BE POPPING UP TO SPREAD THE CHEER. I WAS HAPPY MY OFFICE SMELLED LIKE POPCORN ALL DAY. AND TWO LANCASTER ISD TEACHERS WERE FEATURED. FARIN DOUGLAS LEAD A CHAMPIONSHIP TEAM AND ROLLING HILLS ELEMENTARY ART TEACHER MEGAN MITCHELL WAS INTEREST -- INTERVIEWED ABOUT THE FESTIVAL IN DALLAS LAST WEEKEND. WE ARE PROUD OF OUR AWESOME EDUCATORS. LINKS TO BOTH OF THE STORIES WERE IN YOUR BOARD NEWSLETTER AND AS WELL ON OUR WEBSITE AND SOCIAL MEDIA. IN ADDITION, LANCASTER ISD LOOKS AT THE STRATEGIES AND INVESTMENTS AND CENTRALIZED LEARNING AND RECOVERY LESSON PLANS THAT COULD FEEL SIGNIFICANT, ACADEMIC GAINS. AT THIS TIME I WANT YOU ALL TO WATCH THE VIDEO THEY WERE FEATURED IN.

I AM GOING TO PLAY IT NOW. IT FEATURES DR. PERERA AND YVONNE MORTON AND CHERYL SCOTT WHO IS THE FOURTH GRADE READING

TEACHER. >> WE UNDERSTAND THAT WHAT WE HAVE TO DO HERE IS NOT A JOB WE DO EVERY DAY.

IT IS WHO WE ARE AND WHAT WE DO EACH AND EVERY DAY.

[00:20:03]

WE ARE DOING MORE THAN PROVIDING KIDS WITH A DIPLOMA.

WE ARE PREPARING THEM FOR LIFE. >> PANDEMIC WAS ROUGH.

OUR THIRD GRADERS WHEN WE TRULY LOOK AT IT WILL COME IN AND BE FUNCTIONING AS FIRST GRADERS. OUR FIRST GRADERS ARE PRE-K.

OUR FIFTH GRADERS MAY BE SECOND OR THIRD.

DEVELOPING THE MIND-SET OF THE TEACHERS THAT, OKAY, I MAY NOT BE ABLE TO DO WHAT I WOULD NORMALLY DO AT IN -- AT THIS POINT IN THE YEAR. I HAVE TO DIAL BACK.

WE WENT INTO IT WITH THE MIND-SET.

>> IT IS ABOUT KNOWING YOUR STUDENTS AND THE POPULATION AND WHAT THEY NEED CULTURALLY AND ACADEMICALLY AND BEING ABLE TO PROVIDE STAFF WITH THE RESOURCES TYPICALLY IN OUR LOWER GRADES, OUR KINDER THROUGH SECOND GRADE WE FOLLOW RUNNING RECORDS.

THAT DATA INFORMS OUR INSTRUCTIONAL PALLET.

>> WE WERE ABLE TO GET TOGETHER AND TALK ABOUT WHAT'S WORKING AND WHAT'S NOT WORKING AND WHAT YOU ARE DOING AS FAR AS WHAT'S IN YOUR GRADE LEVEL. WE HAVE INTERVENTION THAT IS CALLED WIN TIME. IT STANDS FOR WHAT I NEED.

DURING THAT TIME THE STUDENT WILL GO TO THE AREA WHERE THEY CAN GET WHAT THEY NEED AT THEIR LEVEL TO BRING THEM UP AND

BRIDGE THAT GAP. >> THE COMMITMENT LEVEL WAS THERE. THE PUSH WAS THERE.

EVERYBODY SAID, OKAY, GROWTH. AND EACH TIME WE HIT AN INCREMENTAL SPOT THROUGHOUT THE YEARS, WE WOULD CHECK OUR DATA AND WE'RE LOOKING AND SAYING, OH KAY, WE GREW UP TO THIS POINT.

NOW WHAT IS NEXT? AND IF WE HIT A CHALLENGE, WE SAY OKAY HERE WAS THE CHALLENGE AND IT WAS HARD.

WHAT DO WE LEARN FROM IT AND HOW CAN WE GROW FROM IT? IT SEEMED LIKE IT WAS JUST AN ORGANIC PIECE.

>> AS THEY GET THEIR EARLY FOUNDATION AND THEY KNOW THE EXPECTATION WE HAVE HERE. STARTING THE PRE-K AND COMING ALL THE WAY THROUGH THE ROUTINE AND THE EXPECTATION, IT'S ALL

THE SAME. >> EVERYONE COMES PREPARED DIFFERENTLY WHEN THEY WALK THROUGH THE THRESHOLD OF THE DOORS EACH YEAR. WHEN WE HAVE HAD AN OPPORTUNITY TO WORK WITH KIDS AT AGE 3 AND THEN WHEN THEY GET TO KINDERGARTEN WHAT WE WOULD LIKE IS A STRUCTURE THAT ALLOWS THEM TO -- TO EXCEL. IT IS NOT JUST THE DEFICITS, BUT WE BUILD UPON THOSE AND ALLOW THEM TO BECOME A MORE CONFIDENT READER. WHEN YOU ARE ALLOWED AN OPPORTUNITY TO BUILD UPON THAT, THE FOUNDATION IS SET FOR A STUDENT AND THE SKY IS THE LIMIT FOR THEM.

>> WE REALLY HAD TO MEET THEM WHERE THEY WERE AND THEN BRING THEM UP. EVERYONE WAS EXPECTED TO GROW.

EVERY TEACHER WAS EXPECTED TO GROW.

THE ADMINISTRATORS WERE EXPECTED TO GROW AND STUDENTS WERE EXPECTED TO GROW. WITH THAT EXPECTATION WE BUILT EVERYTHING AROUND GROWTH. GROWTH WAS OUR GOAL.

HAPPILY WE ACHIEVED THAT. >> [APPLAUSE].

>> AND NOW FOR SOME UPCOMING EVENTS AND GENERAL INFORMATION.

WE ARE PARTICIPATING IN THE CHALLENGE AND LAST YEAR WE TOOK HOME A TROPHY IN THE CATEGORY. WE WANT YOU TO REGISTER AND COMPETE IN THE CHALLENGE BY DOWNLOADING THE APP.

YOU CAN SEARCH IT'S TIME, TEXAS ON YOUR DEVICE IN THE APP STORE OR GOOGLE PLAY STORE. YOU CAN REGISTER BY VISITING

ALTHOUGH THE BOARD CANNOT TAKE ACTIONS ON CITIZEN COMMUNICATION TOPICS DUE TO LEGAL REQUIREMENTS THEY WILL HEAR THE TOPIC AND THE BOARD MAY HAVE IT PLACE OWED A FUTURE AGENDA ITEM FOR ACTION OR REFER THE ITEMS TO A BOARD, COMMISSION OR COMMITTEE ORIE TPER TO STAFF OR STUDY FOR CONCLUSION.

WE ASK YOU STATE YOUR NAME AND ADDRESS PRIOR TO SPEAKING AND IDENTIFY THE TOPIC YOU ARE COMMENTING ON.

I WILL BEGIN THE TIMER AFTER YOU STATED YOUR NAME, ADDRESS AND AGENDA ITEM. YOU WILL HAVE THREE MINUTES TO MAKE YOUR COMMENTS. MR. CARR?

>> GOOD AFTERNOON. MY NAME IS LANCE CARR AND I'M IN THE 10TH GRADE AT PLAN KA*GSER -- LANCASTER HIGH SCHOOL. THANK YOU FOR ALLOWING ME TO SPEAK. MY NAME IS LANCE CARR AND I STAY AT 413RAINER STREET, DE SOTA. I AM IN THE 10TH GRADE.

I WANTED THE TAOUPTD -- THE OPPORTUNITY TO TELL MY STORY.

MY DAD MOVED FROM GEORGIA THIS SUMMER SO I LEFT LANCASTER EARLY COLLEGE TO LIVE WITH HIM IN JUSTIN, TEXAS.

IN AUGUST I ATTENDED NORTHWEST HIGH SCHOOL.

I LIKED THE SCHOOL AND PLAYED VARSITY BASKETBALL.

IN OCTOBER MY GRANDMOTHER HAD A MASSIVE STROKE AND MY DAD WAS TRAVELING BACK AND FORTH TO GEORGIA TO HELP HER.

ON NOVEMBER 16TH, SHE HAD A HEART ATTACK AND MY DAD TRAVELED BACK TO GEORGIA, BUT WE DIDN'T KNOW WHEN HE WAS COMING BACK.

I HAD TO COME BACK TO LIVE WITH MY MOM AND CURRENTLY WE WERE IN DESOTO. IF I LIVE WITH MY MOTHER I HAVE TO ATTEND LANCASTER. ON DECEMBER 1ST I REENROLLED. WHEN WE ASKED ABOUT MY ELIGIBILITY HERE WE WERE TOLD I HAD TO SIT OUT FOR 15 DAYS AND EVERYTHING WOULD BE OKAY. WE COMPLETED PAPERWORK AND SUBMITTED IT BEFORE CHRISTMAS BREAK.

ON JANUARY 4TH I WAS RULED INELIGIBLE TO PARTICIPATE IN VARSITY SPORTS FOR THIS SEASON. MY MOM CALLED COACH PAUL AND HE

[00:30:03]

SAIDPHREY AND THEY TOLD MY MOM TO WAIT UNTIL MONDAY THE 9TH WHEN THEY COULD PRINT EVERYTHING OUT AND LOOK AT IT. THE NEXT DAY MY MOTHER TALKED TO COACH DOUG AND TOLD HIM WHAT SHE WAS TOLD WHEN ON THE PHONE.

THE FOLLOWING WEEK I ASKED MY MOM TO CALLED THE ATHLETIC DEPARTMENT. SHE DID WAS -- WHAT SHE WAS TOLD AND WAITING ON A DATE FOR THE HEARING.

THIS WAS NOT TRUE. NO ONE HAD EVEN CALLED BECAUSE IF THEY DID THEY WOULD HAVE KNOWN THAT THERE IS ONLY 15 CALENDAR DAYS TO APPEAL. MY 15 DAYS HAD EXPIRED.

I AM NOT SURE WHY MY APPEAL PROCESS WASN'T IMPORTANT ENOUGH TO ANYONE ELSE TO SEND IT TO UIO, BUT THIS IS MY LIFE AND IT IS IMPORTANT TO ME. I AM HERE TONIGHT TO TELL MY STORY. I DID NOT GET A CHANCE TO DO THAT AND I DID NOT WANT ANYONE TO MAKE UP STORIES ABOUT WHY I AM NOT ON THE VARSITY TEAM. I WASN'T GIVEN A FAIR CHANCE TO BE ON THE TEAM BECAUSE THE OTHER PEOPLE RESPONSIBLE FOR THIS PROCESS DID NOT SEE MY SITUATION AS IMPORTANT TO GIVE ME AN OPPORTUNITY TO TELL MY STORY TO THE COMMITTEE.

THE CRAZIEST PART OF THE STORY IS MY MOM WORKS IN THE DISTRICT.

I WONDER WHAT HAPPENS TO STUDENTS WHEN THEIR PARENTS DON'T -- OR THEY DON'T KNOW HOW TO COME AND SPEAK TO THE SUPERINTENDENT OR BOARD. I AM HERE TONIGHT TO GO ON RECORD THAT THAT I DID NOTHING WRONG.

MY MOM DID NOTHING WRONG AND MY COACH DID NOTHING WRONG.

NONE OF US SHOULD RECEIVE RETALIATION.

ALL OF US SHOULD RECEIVE AN APOLOGY FROM ALL INVOLVED WITH NOT DOING THEIR JOB TO FULFILL THE MISSION OF THE DISTRICT TO EMPOWER STUDENTS' PURPOSE AND PASSION THROUGH QUALITY EDUCATION. MY PASSION IS BASKETBALL.

IT MAY NOT BE IMPORTANT TO ANYONE LITTLE, BUT IT IS IMPORTANT TO ME. THANK YOU.

>> THANK YOU. >> MR. CAROLYN MORRIS.

MS. CAROLYN MORRIS. >> BOARD POLICY BD STATES LOCAL COMMENT WILL BE LIMITED TO THREE MINUTES.

PLEASE DIRECT YOUR COMMENTS TO THE BOARD PRESIDENT AND SUPERINTENDENT. IF ADDRESSING AN AGENDA ITEM IDENTIFY THE ITEM YOU ARE COMMENTING ON.

THE SPEAKERS MAY NOT USE INDIVIDUAL NAMES OR IDENTIFIABLE TITLES IF THE SPEAKER IS AND THERE ARE TOPICS DUE TO LEGAL REQUIREMENTS THEY WILL HAVE THE ITEM PLACE OWED A FUTURE AGENDA ITEM AND REFER THEM TO A BOARD, COMMISSION OR COMMITTEE OR REFER ITEMS TO STAFF OR STUDY FOR CONCLUSION.

WE ASK YOU STATE YOUR NAME AND ADDRESS PRIOR TO SPEAKING AND IDENTIFY THE TOPIC YOU ARE COMMENTING ON.

I WILL BEGIN THE TIMER AFTER YOU HAVE STATED YOUR NAME, ADDRESS IN THE UH GENERAL -- AND THE AGENDA ITEM.

HAVE YOU THREE MINUTES TO MAKE YOUR COMMENTS.

MS. MORRIS. YOU MAY SPEAK.

>> THANK YOU VERY MUCH. BOARD PRESIDENT HAMILTON AND SUPERINTENDENT AND DR. PERERA. I WOULD LIKE TO THANK YOU FOR THE OPPORTUNITY TO SPEAK. I WOULD LIKE TO SAY TO EVERYBODY, HAPPY NEW YEAR. THIS IS OUR FIRST OFFICIAL BOARD MEETING FOR THE YEAR 2023. CAROLYN MORRIS, 887 WEST WINTER GREEN, LANCASTER, TEXAS. THANK YOU.

I WANT TO SAY TO THE STAFF, PRINCIPALS, TEACHERS AND STUDENTS, I'M SORRY. I THINK I OWE AN APOLOGY TO THIS DISTRICT. I WANT TO TURN AROUND AND SAY TO MY COLLEAGUES ON THE BOARD, WE NEED TO DO BETTER.

WE NEED TO DO BETTER FOR OUR CHILDREN.

WE ONLY ARE ELECTED FOR ONE REASON, TO SUPPORT THE FINANCIAL TPAU -- FIDUCIARY DUTIES, AND ENSURE OUR CAMPUSES GET WHAT THEY NEED AND FOCUS ON OUR DISTRICT GROWTH.

WE BICKER AND WE ARGUE AND WE FIGHT.

2023, LET'S MAKE A COMMITMENT THAT WE ARE NOT GOING TO DO THAT. I WANT TO SHOW OUR BOARD AND SHOW THE AUDIENCE OVER THOUSANDS IN THE LAST THREE TO FOUR MEMBERS EMAILS FROM ONE BOARD MEMBER.

THIS IS TOTALLY UNCALLED FOR. I ASKED TO SPEAK AS A CITIZEN BECAUSE IT'S TIME TO STOP. CAN WE DO BETTER? WHEN IS IT ENOUGH? WE ARE NOT HERE TO DESTROY ANYONE. ONE THING THAT WE CANNOT DO AS BOARD MEMBERS, WE CANNOT MICROMANAGE.

[00:35:04]

WE HAVE ONE EMPLOYEE. NO BOARD MEMBER SHOULD CALL A PRINCIPAL WHEN THEY ARE TRYING TO DO THEIR WORK ON THEIR CAMPUSES. WE CANNOT DO THIS, BOARD MEMBERS. WE ARE MANDATED TO HAVE TRAINING WE ARE MONEY DATED TO LEARN THE POLICY.

NOT ONE BOARD MEMBER IS RESPONSIBLE FOR ANOTHER BOARD MEMBER. TO HELP THEM DO WHAT THEY ARE SUPPOSED TO DO BECAUSE WE ARE MANDATED TO DO.

WE RAN FOR AN ELECTION. WE CAMPAIGNED.

WHEN WE CAMPAIGN WE CAMPAIGNED FOR ONE REASON, TO SIT ON THIS DIOCESE. IF EVERYBODY DOES NOT KNOW IN THE CITY OF LANCASTER, IT IS THAT WE GOT A DIAMOND OUT OF A HEY STACK. WE HAD AN ATTORNEY -- I'M SORRY.

WE HIRED A SUPERINTENDENT. EVER IN HISTORY THAT CAME TO OUR DISTRICT ALREADY QUALIFIED AND ALREADY SITTING IN THE SEAT.

WE HAVE THAT SUPERINTENDANT TO BRING IN INDIVIDUAL THAT'S ARE SKILLED IN THEIR AREAS TO DO A JOB.

OUR SAOUFP -- SUPERINTENDANT CANNOT GO TO THE SCHOOL AND DO THE PRINCIPAL'S JOB, THE HR PERSON'S JOB AND THE FINANCE PERSON'S JOB. THAT IS IMPOSSIBLE.

AND THEN WE EVALUATE HER. WHAT DOES IT LOOK LIKE IF WE EVALUATE THE SUPERINTENDENT AND WE ARE DOING HER JOB.

I WANT TO TALK TO MY COLLEAGUES AND ASK THEM, LET US WORK TOGETHER. IT IS ABOUT US AND THAT'S IT.

THANK YOU. >> THANK YOU.

[8A. Operations Updates (G2, G3) - Roger Oster, Presenter ]

>> AT THIS TIME WE WILL MOVE TO INFORMATIONAL ITEMS.

DR. PERERA. >> THANK YOU, MADAM PRESIDENT.

FIRST UP IS MR. OSTER WHO WILL PROVIDE OPERATIONS UPDATES.

>> GOOD EVENING, PRESIDENT HAMILTON AND DISTINGUISHED BOARD OF TRUSTIES AND DR. PERERA. I AM HERE TO PRESENT OUR OPERATIONS UPDATE. SINCE MY LAST UPDATE, DECEMBER 15TH, MAINTENANCE AND OPERATION HAS BEEN HARD AT WORK COMPLETING A NUMBER OF HIGH PRIORITY PROJECTS.

A FEW MAJOR ONES BEING RESTORING THE POWER AT THE HIGH SCHOOL ATHLETIC COMPLEX. THE POWER WAS RESTORED ON FRIDAY JANUARY 13TH. REPURPOSEING THE ROCK FROM ROSA PARKS ROOF RESTORATION FOR THE PARKING LOT AT THE SERVICE CENTER. AND LASTLY, THE POWER FACTORY EQUIPMENT INSTALLED THROUGHOUT THE CHRISTMAS BREAK, FIVE OUT OF SIX CAMPUSES WERE INSTALLED AND WAITING FOR THE MANUFACTURER OF THE HIGH SCHOOL CAMPUS. YOU CAN SEE HERE FROM THE PICTURES IS THE EQUIPMENT AND THE ROCK BEING REPURPOSED.

THE BOTTOM IS A LIFT THAT CAME OUT OF THE STORAGE WAREHOUSE WE CLEANED OUT AND WE HILLARY -- WE WILL REPURPOSE FOR SERVICING OUR VEHICLES AND OUR FLEET. WITH THE SCHOOL BACK IN SWING THEY ARE DEDICATED IN COMPLETING THE LISTED ITEMS IN A TIMELY MANNER. A MAJOR ITEM BEING THE TOP DRESSING AT THE BASEBALL FIELD AND THE SOFTBALL FIELD AND SCREENING AND RECOATING THE GYM FLOORS IN THE DISTRICT.

ANOTHER PROJECT IS THE BOARD EMERGENCY ROOM.

IT IS ON TRACK TO BE COMPLETED MARCH 1ST.

PROJECTS ON THE HORIZON HAVE BEEN PLANNED AND ARE AWAITING MINOR DETAILS BEFORE BEING ADDED TO THE LIST.

THE MAINTENANCE AND OPERATIONS PERFORMANCE HAS BEEN ON THE RISE. WE ARE ON TRACK TO SET A NEW INCREASED AVERAGE CUTTING OUR DEFERRED MAINTENANCE.

I WOULD LIKE TO SAY THANK YOU TO THE ENTIRE DISTRICT FOR HELPING US SAVE $53,000 IN ENERGY COSTS CUTTING BETWEEN JUNE AND

DECEMBER OF THIS YEAR. >> [APPLAUSE].

>> AND LASTLY I WOULD LIKE TO SHARE WITH YOU OUR 4CP PERFORMANCE. OUR FOUR CRITICAL PEAKS THROUGHOUT THE SUMMER AFFECT OUR ENERGY COSTS IN THE NEXT CALENDAR YEAR. IN THE SUMMER OF 2020 OUR AVERAGE 4CP WAS 688-KILOWATTS. IN THE SUMMER OF 2021, THE AVERAGE INCREASED 83 KILOWATTS AND NEGATIVELY AFFECTING OUR

[00:40:03]

ENERGY COSTS FOR THE 2022 CALENDAR YEAR.

I'M PROUD TO ANNOUNCE WITH THE STAFF'S HARD WORK THIS SUMMER BETWEEN 3 P.M. AND 6 P.M., WE CUT OUR AVERAGE BY 265-KILOWATTS THAT'S A GUARANTEED FUTURE SAVINGS OF 21,465 DOLLARS FOR THE NEXT CALENDAR YEAR STARTING NEXT JANUARY.

[APPLAUSE]. ANY QUESTIONS?

>> BOARD, GOING THROUGH THIS AGENDA, AS FAR AS QUESTIONS, IF YOU WOULD, RECOGNIZE ME PRIOR TO SPEAKING AND LIMIT YOURSELF

PRIOR TO SPEAKING. >> I JUST WANTED TO MAKE A STATEMENT. THANK EVERYONE WHO HAS CONTROL OF THEIR SCHOOL AND THEIR FACILITY TO HELP US MEET THIS SAVINGS FOR OUR DISTRICT. THANK YOU.

>> ANY OTHER QUESTIONS OR COMMENTS FROM MR. OSTER?

>> MADAM PRESIDENT, A QUESTION. >> MR. JONES.

>> THANK YOU FOR BRINGING THESE SAVINGS INTO THE DISTRICT.

AND THANK YOU FOR THE OPERATION OF REDUCING OUR DEFERRED MAINTENANCE. WE HAVE SPOKEN ON PREVIOUS OCCASIONS ABOUT HOW THAT BENEFITS US AND I GUESS WHAT I WROTE LIKE TO ASK IS YOU SHOWED US PICTURES IN THE PAST OF HOW THINGS WERE LOOKING BAD. BRING US PICTURES OF THE BEFORE AND AFTER OF THE WORK YOU HAVE DONE AND I WOULD ENJOY THAT.

>> AND MR. IS MORE SAVINGS TO COME.

>> THANK YOU ALL SO MUCH FOR YOUR HARD WORK AND PUTTING PROCESSES IN PLACE FOR ELECTRICITY.

>> THANK YOU. >> AT THIS TIME WE WILL MOVE TO

[8B. Food Service Management Company RFP Process - Todd Garrison, Presenter ]

THE NEXT INFORMATIONAL ITEM, FOOD SERVICE MANAGEMENT COMPANY,

RFP PROCESS, DR. PERERA. >> I WILL CALL FORWARD OUR --

MR. TODD DARE REUS -- GARRISON. >> GOOD EVENING.

I AM HERE TO SHARE WITH YOU THE RFP PROCESS FOR OUR FOOD SERVICE MANAGEMENT COMPANY. WE ARE REQUIRED IF YOU ENGAGE IN A CONTRACT WITH FOOD SERVICE MANAGEMENT COMPANY IT IS FIVE YEARS AND RENEWABLE ANNUALLY. WE STARTED THE PROCESS IN OCTOBER. THE PROCESS HAS CHANGED A LOT IN THE LAST TWO TO THREE YEARS AND IT IS HIGHLY GOVERNED BY NOT ONLY TDA, BUT FEDERAL REGULATIONS AS WELL.

AND SO JUST WANTED TO WALK THROUGH THE BENEFITS OF FOOD SERVICE MANAGEMENT AS WELL AS WHAT THE PROCESS LOOKS LIKE.

WE WILL HAVE DECISIONS COMING UP AND I WANT YOU TO BE INFORMED THROUGH THE PROCESS AS WE GO THROUGH.

MOST DISTRICTS THAT ENGAGE IN A CONTRACT OF FOOD SERVICE MEETING MEANT DOES SO THROUGH MANAGEMENTS THAT THEY BRING.

THEY PROVIDE LEADERSHIP AND SUPPORT THAT TYPICALLY IF IT IS DONE IN HOUSE WE HAVE ONE PERSON WHO IS A FOOD SERVICE PERSON.

THEY HAVE A COMPANY THAT THAT'S WHAT THEY DO AND WE HAVE RESOURCES WE CAN CALL UPON. THEY GIVE US A FIXED MEAL RATE COST. EACH MEAL MAY COST SOMETHING DIFFERENT. WHEN THEY BILL US, THEY BILL US THE SAME AMOUNT FOR EVERY MEAL THEY SERVE ALL NIGHT LONG.

THEY GIVE A GUARANTEED RATE OF RETURN AND THEY ARE MOTIVATED TO FEED MORE OF OUR KIDS WHICH IS SOMETHING THAT IS IMPORTANT TO US AS WELL. IF THEY FEED MORE KIDS, THEY MAKE MORE MONEY. IT SHOULD BE A MUTUALLY BENEFICIAL RELATIONSHIP. AND THEY LEVERAGE A LOT OF BUYING POWER. A LOT OF THESE COMPANIES WOULD BE BUYING SOLELY FOR OUR DISTRICT.

MOST ARE NOT IF NOT NATIONWIDE, GLOBAL.

THEY HAVE HUGE BUYING POWER. AND SO THEY HAVE THE RESOURCES TO MAKE THE MEALS COME TO US AT A CHEAPER RATE.

ADDITIONALLY THEY ARE ABLE TO PROVIDE PROFESSIONAL DEVELOPMENT AND HAVE AN APPLICANT POOL BEYOND WHAT WE HAVE HERE AS WELL AS CULINARY CHEFS THEY CAN PROVIDE AS WELL.

THEY ARE ALWAYS LOOKING FOR WAYS TO INNOVATE AND EXPAND AND WE ARE FOCUSING ON THE EDUCATION ASPECT.

THIS IS NOT ME PITCHING FOR A SPECIFIC COMPANY, BUT ANY COMPANY WE BROUGHT IN WE WOULD EXPECT TO DO FOR OUR FOOD SERVICE PROGRAM AND A LITTLE OF WHY WE WOULD DO THAT.

THE FOCUS OF MY PRESENTATION IS TO WALK YOU THROUGH THE CONTRACTUAL PIECE AND WHAT THAT ENTAILS.

THE OCTOBER DATE THERE, OCTOBER 15TH IS WHEN TDA RELEASES THE CONTRACTS FOR US TO BEGIN THE PROCESS.

[00:45:06]

I STARTED THAT, BUT THE DATE WE GOT TO USE WAS 12/9.

THAT'S WHEN THE FINAL DOCUMENT THEY PREPARED FOR US TO SUBMIT TO BID THIS OUT, IT WAS DUE 12:31 AND WE WERE OFF TWO WEEKS FOR CHRISTMAS. WHEN IT WAS SUBMITTED IT WAS 132 PAGES. IT IS A VERY DIFFICULT AND SPECIFIC PROCESS THAT REQUIRES A LOT OF WORK.

THESE ARE THE TIMELINES FOR THEM.

THEY HAVE TO HAVE THEM PUBLISHED BY FEBRUARY 15TH AND APPROVED ON MAY 1ST. AND I WILL WALK YOU THROUGH OUR TIMELINE. THE REQUIREMENTS FOR US IS WE HAVE TO HAVE THEM SUBMITTED TO TDA.

IF WE DON'T 2003 CAN'T EVEN APPLY FOR THE CONTRACT.

I NEVER HEARD OF A CONTRACT SENT IN NOT SUBMITTED FOR REVISION.

WE WILL GO BACK AND FORTH. WE'LL SEND IT TO THEM AND THEY'LL SAY WE WANT THINGS REVISED.

IT WAS RESUBMITTED JANUARY 13TH.

WE ARE CLOSE TO OUR TIMELINE FOR DATES OF PUBLICATION TO US.

THE NEW CONTRACTS HAVE TO BE SUBMITTED FOR FINAL APPROVAL ON THE 17TH. THE CONTRACT WHERE ONCE WE HAVE SELECTED A COMPANY HAS TO BE SUBMITTED BY JUNE 21ST.

THE CONTRACT WILL RUN FROM JULY 1ST TO JUNE 30TH OF THE NEXT YEAR. ONCE A COMPANY IS SELECTED IF THAT'S WHAT WE CHOOSE TO DO, WE WILL HAVE AN ANNUAL CONTRACT RENEWABLE FIVE TIMES IS WHAT THAT WILL COME DOWN TO.

OUR TIMELINE MORE SPECIFICALLY THAT I HAVE SUBMITTED, WE NEED TO HAVE THAT BACK FROM THEM TOMORROW OR MONDAY.

WHAT I ASKED FOR, WE HAVE A PUBLISHING REQUIREMENT.

ONCE TDA IS APPROVED WE ARE REQUIRED TO SEND IT TO EVERY FOOD SERVICE MANAGEMENT COMPANY APPROVED BY THE STATE OF TEXAS.

EVERYONE CAN GET THAT. IT IS A MINIMUM OF 10 DAYS THEY HAVE TO ATTEND THAT IN PERSON TO BID.

AND IT HAS TO BE TWO WEEKS FROM THAT, A MINIMUM OF TWO WEEKS TO PROVIDE US A PROPOSAL IN WRITING WHAT THE CONTRACT IS.

AT THAT TIME WE WILL HAVE A COMMITTEE THAT USES THIS RUBERIC. THERE IS ABOUT A 20-PAGE INSTRUCTION BOOKLET WE HAVE TO FOLLOW SPECIFICALLY.

ALL OF THE SCORING SHAOETSZ WITE SUBMITTED BACK TO TDA.

THEY REVIEW THE INFORMATION AND THEY APPROVE THAT.

AND THEN IT CAN COME BACK TO US TO BE PROVIDED TO THE BOARD TO APPROVE. ONCE THE BOARD APPROVES IT WE CAN TAKE IT BACK TO THE COUNTRY. THERE ARE A LOT OF MOVING PARTS AND SPECIFICS REQUIRED BECAUSE OF THAT AND BECAUSE OF THE MAGNITUDE OF THE CONTRACT. I WANTED TO MAKE SURE I HAD A CHANCE TO SPEAK TO YOU ABOUT THAT.

TO SUMMARIZE WE WANT TO INCREASE OUR PARTICIPATION AND WE WANT GOOD, QUALITY FOOD AND BE AS INNOVATIVE AS WE CAN AND HAVE A REALLY GOOD FINANCIAL STANDING WITH OUR FOOD SERVICE DEPARTMENT. I'LL TAKE QUESTIONS.

>> MS. MORRIS? >> FIRST OF ALL I WANT TO SAY THANK YOU. THAT WAS A LOT AND YOU HAVE DONE A GREAT JOB. I WANT TO KNOW WHO MAKES THE

CRITERIA? >> THE CRITERIA IS SET BY TEXAS DEPARTMENT OF AGRICULTURE. THEY PROVIDE THE RFP AND THE STIPULATIONS THAT WE HAVE TO MEET FOR THOSE GUIDELINES.

>> AND SO WE JUST HAVE TO ABIDE BY IT?

>> YES, MA'AM. >> AND MY NEXT QUESTION IS FREE AND REDUCED LUNCH. FOR OUR CHILDREN.

HOW DOES IT AFFECT CHIRP ON FREE AND REDUCED LUNCH? -- AFFECT CHILDREN ON FREE AND REDUCED LUNCH.

>> GOOD QUESTION. THIS DOES UH FLY FOR THAT.

THIS IS THE CONTRACTUAL PIECE TO HAVE THE SERVICES PROVIDED.

OUR FREE AND REDUCED WILL RUN THE SAME WAY, SAME CRITERIA TO IDENTIFY. I WILL POINT OUT ONE OF THE THINGS WE TALKED ABOUT THROUGH THIS PROCESS IS THAT WE REALLY FEEL WE CAN EXPAND OUR PROGRAM DISTRICT WIDE.

MY GOAL WITH MR. OSTER IS TO PROVIDE AN OPPORTUNITY FOR ALL OF OUR KIDS TO EAT FOR FREE. I THINK THAT IS DUE JULY 1ST. THAT'S OUR GOAL FOR ALL OF OUR KIDS TO GO ON TO THAT AND THEY WON'T HAVE TO DO THE FREE AND REDUCED. IT IS THE HIGH SCHOOL THAT IS

[00:50:03]

NOT -- WE ONLY HAVE ONE CAMPUS THAT IS PAID.

WE WILL TAKE A LITTLE HIT FINANCIALLY.

THE MONEY WE MAKE, IT WOULD CUT INTO ANY TYPE OF PROFIT AND IT IS A LOT BETTER SERVED AND THAT IS SOMETHING WE WILL DEFINITELY

LOOK INTO. >> THANK YOU.

I WANT TO THANK YOU FOR BRINGING THIS TO US NOW, IN JANUARY.

WE HAVE TIME TO DYE -- DIGEST IT.

I WANT TO ALSO THANK YOU FOR YOUR TEAMWORK.

YOU GOT TOGETHER TO PRESENT TO US MUCH AHEAD OF TIME.

THANK YOU, AND THANK YOU, MADAM PRESIDENT.

>> MR. GARRISON, JUST FOR TRANSPARENCY, YOU ARE THE POINT OF CONTACT AS FAR AS -- REGARDING THE FOOD OR IF THERE

IS ANY ISSUES FOR PARENTS? >> I WOULD NOT BE THE DIRECT

CONTACT FOR FOOD SERVICE, NO. >> BUT YOU ARE OVER FOOD

SERVICES, CORRECT? >> YES.

>> AND AS FAR AS WHAT WAS PRESENTED, IS THAT GOING TO

BE -- ARE WE CHANGING SUPPLIERS? >> THE POTENTIAL TO CHANGE OUR FOOD SERVICE MANAGEMENT COMPANY. CURRENTLY WE USE SALEXO.

AND WHEN THEY WERE SELECTED THEY WENT THROUGH THE SAME PROCESS.

THERE ARE TWEAKS AND CHANGES, BUT THEY WENT THROUGH AN RFP AND WENT THROUGH A BID PROCESS AND THEY WERE THE COMPANY SELECTED.

THEY HAVE HAD THIS BUSINESS THE LAST FIVE YEARS.

WE ARE AT A POINT WHERE WE ARE OPENING THAT BACK UP TO OTHER COMPANIES. SALEXO COULD BE OHM -- OPENED UP AGAIN. WE HOPE TO HAVE AS MANY BIDDERS AS POSSIBLE. THEY WILL BE WHO PROVIDES OUR

FOOD SERVICE. >> THANK YOU.

>> ANY OTHER QUESTIONS? >> MS. MORRIS?

>> ACTUALLY, MADAM PRESIDENT, THIS IS A STATEMENT FOR YOU, BUT I WANT IT TO BE STATED BEFORE MR. GARRISON SITS DOWN.

I WANT TO APPRECIATE YOU AS THE LEADER OF THIS BOARD, AND I WANT TO ASK THAT WE RESPECTFULLY RESPECT YOU IN THE POSITION THAT YOU ARE IN. YOU HAVE GIVEN US DIRECTIONS AND INSTRUCTIONS, AND I WANT TO LET YOU KNOW THAT I HEARD THEM AND THANK YOU FOR GUIDING US TO LET US KNOW TO RECOGNIZE YOU BEFORE WE SPEAK. THANK YOU, MA'AM.

>> THANK YOU MS. MORRIS AND THANK YOU MR. GARRISON.

>> THANK YOU. >> NEXT INFORMATIONAL ITEM IS

[8C. Elevate K-12 (Gl) - Rosa Hernandez, Presenter ]

ELEVATE K12. DR. PERERA.

>> THANK YOU, MADAM PRESIDENT. I HAVE MR. MARSHAL SCOTT WHO WILL BE PRESENTING. AGAIN IN THE SPIRIT OF TRANSPARENCY, I WANTED TO MAKE SURE TO BRING THIS FORWARD TO THE BOARD. IT DEFINITELY MEETS FAR BELOW THE THRESHOLD I AM ALLOWED TO SPEND, BUT IN THE SPIRIT OF TRANSPARENCY, I WILL MAKE SURE OUR COMMUNITY AND BOARD IS

AWARE. >> DR. SCOTT?

>> MADAM PRESIDENT, ATTENDEES, I WANT TO THANK YOU AS A BOARD AND SUPERINTENDENT FOR BEING FORWARD THINKING AND INNOVATIVE BY BRINGING A LIVE STREAMING PLATFORM TO THE DISTRICT WE ARE USING ELEVATE AND FOR THE HIGH SCHOOL IT IS FOR SUBJECTS LISTED. AT THIS TIME WE ARE ASKING TO ADD ELEVATE TO SUPPORT THE MATH PROGRAM AT THE MIDDLE SCHOOL.

AS WITH EVERYTHING, THERE IS A CAUSE.

IN THE SPIRIT OF BEING TRANSPARENT YOU CAN SEE THE COST LISTED THERE IS ROUGHLY $29,000. THEY ARE FUNDS THAT WE ARE REALLOCATING FROM VACANT TEACHER FUNDS.

WE WILL ROUGHLY SERVE 100 STUDENTS AND WITH THIS COST WE WILL GET HIGH QUALITY INSTRUCTION FOR TIER1 CLASSES AND AN ONLINE INSTRUCTOR. THIS IS GOING TO RUN FROM JANUARY OF THIS YEAR TO MAY. ONCE AGAIN, THANK YOU FOR YOUR INNOVATION. BOARD, ANY QUESTIONS? MS. WHITFIELD, IF YOU WOULD ANNOUNCE ME BEFORE SPEAKING I

WOULD APPRECIATE IT. >> IF YOU CAN PLEASE ELABORATE A

[00:55:04]

LITTLE MORE ON THE PROGRAM ITSELF AS FAR AS WHAT EXACTLY YOU WILL BE PROVIDING AND WHAT IS THE GOAL?

>> ASSISTANCE WITH TEACHER VACANCIES AND OBVIOUSLY YOU BEING BOARD MEMBERS THERE IS A NATIONWIDE SHORTAGE OF TEACHERS.

WITH THIS PROGRAM THERE WILL BE A TEACHER LIVE STREAMING ASSISTING WHILE WE HAVE A TEACHER IN THE CLASSROOM.

>> OKAY. THANK YOU.

>> ANY OTHER QUESTIONS OR COMMENTS?

>> MISS MORRIS. >> THANK YOU, MA'AM.

THANK YOU FOR BRINGING THAT TO US.

THIS IS NOT A NEW AREA THAT WE HAVE BEEN DISCUSSING FOR THE LAST YEAR. I KNOW IT DEFINITELY SINCE MAY AFTER COVID AND HOW WE WILL DO AND THE WORK THAT WILL REDUCE.

THANK YOU FOR BRINGING THIS TO US TODAY.

I LOOK FORWARD TO SUPPORTING THIS.

>> YOU'RE WELCOME. >> THANK YOU SO MUCH.

[9A. New STAAR Update - Patonia Bell, Presenter ]

>> WE WILL NOW MOVE TO THE SUPERINTENDENT'S REPORT AND

DR. PERERA. >> THANK YOU.

I HAVE MS. BELL COMING FORWARD TO PRESENT THE INFORMATION TO THE COMMUNITY AND TO OUR BOARD. BOARD, I THINK YOU HAVE BEEN IN TEXAS LONG ENOUGH TO KNOW THAT ONCE YOU START MAKING PROGRESS ON TDA'S AND ASSESSMENTS, THEY MOVE THE BAR.

THAT'S WHERE WE ARE. AS YOU KNOW THIS PAST YEAR WE WERE AN 88, TWO POINTS FROM AN A.

THAT'S ON MY PRINCIPALS LEAVING -- LEADING THAT WORK AND THE STAFF IN THE CLASSROOMS. I WANT TO MAKE SURE YOU ARE AWARE OF THE ACCOUNTABILITY UPDATE.

I WILL SAY THIS IS NOT FINAL. EVERY OTHER DAY WE ARE GETTING SOMETHING FROM TEA THAT IS CHANGING.

>> GOOD EVENING. BEFORE I GET STARTED, FIRST OFF I WOULD LIKE TO JUST SAY CONGRATULATIONS TO YOU ALL ON YOUR -- CELEBRATING YOUR MOVING FORWARD TOGETHER AS A BOARD.

WE THANK YOU FOR ALL OF YOUR HARD WORK TO OUR PLAN COSTER -- LANCASTER SCHOLARS. TONIGHT I I WOULD LIKE TO GIVE YOU AN UPDATE ON THE STAR RESET AND LIKE DR. PERERA PREFERENCED BEFORE I STARTED SPEAKING THAT TEA IS MAKING A NUMBER OF UPDATES. I WILL SHARE WITH YOU BEFORE I GET STARTED SPEAKING. I WILL COME BACK A SERIES OF TIMES AND CONTINUE TO UPDATE YOU WITH NUGGETS.

A LITTLE AT A TIME. TONIGHT I AM FOCUSING ON DOMAIN 1. YOU ARE LOOKING AT A TIMELINE.

SO THIS IS HOW FREQUENTLY THEY ARE CHANGING AND ADDING TO WHAT IS ALREADY IN MOTION. TH*ES CHANGES ARE -- THESE CHANGES ARE APPLICABLE TO THE SCHOOL YEAR AND THE CHANGES WILL BE MOVING THROUGH THIS SUMMER FOR THE TESTS THAT STUDENTS WILL BE TAKING THIS YEAR. TONIGHT SOME OF THE UPDATES PERTAIN TO NOVEMBER OF 2022 AND JANUARY OF 2023 UPDATE.

TO GIVE YOU FRAME WORK AND BACKGROUND WHY TDA WAS DOING A RESET TO BEGIN WITH. YOU KNOW WE HAD COVID AND THAT CREATED A COVID ACADEMIC SLIDE. AND THEY WANTED TO GO BACK THROUGH THE A THROUGH 8 SYSTEM. THEY WANTED TO ADD MEASURE THAT'S WOULD TAKE INTO -BLGT THE MILITARY STAOURBTS -- STUDENTS, FOSTER STUDENTS AND HOMELESS STUDENTS.

THEY WANTED TO ADD A COME POEPB TPHEPT TO SEE HOW THE -- COMPONENT TO SEE HOW THE ACCELERATED LEARNERS WERE DOING.

THEY ALSO WANTED TO GO BACK TO ADD ADDITIONAL FEATURES THEY WANTED NEW CUT POINTS THAT WOULD REFLECT OUR APPROPRIATE GOALS GIVEN THE DISRUPTION OF QUO INDIVIDUAL AND THERE ARE A COUPLE OF THINGS I WANT TO MENTION THAT THEY WANTED TO REFINE, AND THEY WANTED TO INCREASE THE ALIGNMENT BETWEEN THE DISTRICT OUTCOMES AND THE CAMPUS OUTCOMES.

AS YOU KNOW RIGHT NOW, THE DISTRICT COULD HAVE A FAILING

[01:00:03]

CAMPUS, BUT STILL COULD BE AN A DISTRICT.

THE STATE WANTED TO GO BACK AND ALIGN IT SO IT IS PROPORTIONATELY REPRESENTATIVE IN THE DISTRICT ACCOUNTABILITY RATING. IF THEY DID HAVE A FAILURE, IT WOULD NOT BE IN A GOOD STANDING. WITH THAT BEING SAID I WILL MOVE ON TO GIVE YOU A QUICK UPDATES ON THE MAIN 1 STUDENT ACHIEVEMENT. WITH THAT I WILL TALK TO YOU ABOUT THE STAR PIECES UNDER DOMAIN 1.

AT THIS TIME THE A-F CUT POINT IS UNCHANGED FROM 2017 DUE TO THE IMPACT OF COVID-19. IF YOU HAVE NOT HEARD OF THE STARRY DESIGN, THEY ARE CHANGING UP THE STARRY WAY IT LOOKS AND THE PLATFORM IS DIFFERENT. THERE ARE NEW QUESTION TYPES AND SO STUDENTS WILL ON THIS PARTICULAR 2023 TESTING OPPORTUNITY WRAOE WILL HAVE AN TPAOUPT -- WE WILL HAVE AN OPPORTUNITY TO TEST IN THAT ENVIRONMENT.

THEY WANTED TO BE ABLE TO PULL IT IN AND SEE HOW IT CHANGES AS WELL AS HOW THE COVID IMPACTS AND THEN LOOK AT CHANGING THE CUT POINTS. WITH CCMR ACROSS THE STATE, THE STATE IS DOING WELL. ON AVERAGE ACROSS THE STATE, TKREUGTS -- DISTRICTS ARE LANDING AT 65% WITH CCMR AND BECAUSE OF THAT THE STATE MOVED THE CUT POINT FROM 47 TO A 60.

THE 60% REPRESENTS THE C FOR CCMR PORTION FOR THE DISTRICT.

AND THE A FOR CCMR IS NOW 88%. WE ARE IN GOOD STANDING AND 76% OF OUR SENIORS HAVE AN INDUSTRY-BASED NOTIFICATION.

WE HAD 71% OF OUR KIDS HAVE A KR-RBG CMR INDICATOR -- A CCMR INDICATOR. THEY HAVE ABOUT FOUR INDICATORS AND RIGHT NOW I AM JUST GIVING YOU THE NUMBER OF 76%.

THAT'S REPRESENTING THE SENIORS WITH INDUSTRY-BASED CERTIFICATION. THAT NUMBER IS GOING TO GO UP AFTER WE PULL EVERYTHING FROM THE SEMESTER IN.

WE ARE DOING GOOD IN THAT AREA. THE NEXT THING I WANT TO POINT OUT IS THE GRADUATION RATES. ACROSS THE STATE GRADUATION RATES ARE DOING QUITE WELL. I THINK THE STATE IS ACTUALLY REALLY PUSHING US TO MAKE SURE WE KEEP OUR GRADUATION RATES UP BECAUSE WE WANT TO GET OUR KIDS OUT INTO -- WE WANT TO GET THEM DEVELOPED AND PREPARE THEM SO THEY CAN BE PRODUCTIVE CITIZENS IN THE WORLD. AT THIS TIME WE HAD 100% PASSING RATE AND DOING QUITE WELL THERE. THE STATE HAS MOVED THE GRADUATION PERCENTAGE UP BY 2 POINTS.

THEY HAVE INCREASED THAT BY TWO POINTS.

THE NEXT THING I WANT TO MENTION TO YOU IS IF YOU ARE NOT AWARE OF THE 65/30 PLAN THIS IS SOMETHING THAT THE TEXAS HIGHER EDUCATION COORDINATING BOARD PUT TOGETHER.

IT IS NEAR AND DEAR TO MY HEART. IT IS AN INITIATIVE WHEREBY THE TEXAS HIGHER EDUCATION BOARD IS ASKING ALL TEXT CANS BETWEEN THE AGE OF 25 AND 34 WITH A DEGREE OR A CERTIFICATION BETWEEN THOSE AGES BY 2023. AS A SCHOOL DISTRICT WE HAVE TO WORK HARD AND AGGRESSIVELY TO MAKE SURE WE ARE EQUIPPING STUDENTS WITH DUAL CREDIT OPPORTUNITIES, POST SECONDARY OPPORTUNITIES OR SOMETHING THAT THEY CAN EARN A CERTIFICATION AND WE CAN BE SUCCESSFUL AS WE LEAVE OUR CAM DASH -- CAMPUS SO THEY CAN BE A PART OF THE STATISTICS.

THAT MEANS THIS CLASS, THE 2023 CLASS THIS YEAR WOULD BE PART OF THE NUMBERS. WE ARE WORKING HARD TO MAKE THAT HAPPEN THE LAST LINE I WANTED TO COME BACK AND SHOW YOU THE CCMR INDICATORS. THERE ARE ABOUT 14 OF THOSE.

MANY ARE RELATED TO THE COLLEGE PIECES.

STUDENTS CAN TAKE COLLEGE EXAMS AND HAVE AN OPPORTUNITY TO EARN

[01:05:04]

A COLLEGE ADVANCEMENT AND MILITARY OPPORTUNITIES AS WELL AS THE CAREER PIECES WHEN I -- WHERE THEY CAN EARN A LEVEL 1 OR LEVEL 2 SETTER -- CERTIFICATE. AND THAT IS THE UPDATE FOR DOMAIN 1 AT THIS TIME. ARE THERE ANY QUESTIONS?

>> ANY QUESTIONS OR COMMENCE FROM THE -- ANY QUESTIONS OR

COMMENTS FROM THE BOARD. >> I WANTED TO ALLOW SOMEBODY TO SPEAK QUICKLY. I KNOW THE IMPORTANCE AT CCMR. I'M SURE ALL OF OUR BOARD MEMBERS ARE WELL EDUCATED TO KNOW THAT GOING TO COLLEGE MAKES A DIFFERENCE.

AND OUR NEIGHBORING DISTRICT, IF THEY WOULD LEARN FROM US, THEN WE WILL BE A HAPPY DALLAS COUNTY.

THANK YOU FOR ALL YOU DO. >> THANK YOU.

>> THANK YOU, MS. BELL. >> I WANTED TO TAKE ADVANTAGE OF MY SUPERINTENDANT'S REPORT AND EX -- EXTEND A THANK YOU TO EACH OF YOU FOR AN EXTRAORDINARY SERVICE.

MANY IN THE COMMUNITY MAY NOT KNOW THAT YOU DO THIS FREE OF CHARGE, STRICTLY VOLUNTARILY. ON BEHALF OF THE STAFF, IF ADDITION TO THE GIFTS EXTENDED TO SAY THANK YOU FOR YOUR ONGOING SUPPORT OF OUR STUDENTS. [APPLAUSE].

>> WE KNOW WE ARE NOT THE EASIEST BUNCH, BUT WE THANK YOU FOR THE CONTINUED SUPPORT OF OUR STUDENTS.

[10. Adoption of Consent Agenda ]

>> THANK YOU, DR. PERERA. >> AT THIS TIME WE WILL MOVE TO THE ADOPTION OF THE CONSENT AGENDA.

A, THE APPROVAL OF THE FOLLOWING MINUTES AND 1 DECEMBER 15TH, REGULAR BOARD MEMBER. NUMBER 2, JANUARY 19TH, CALLED MEETING. B, CONSIDER APPROVAL OF THE DECEMBER 2022 FINANCIAL REPORTS C, CONSIDER APPROVAL OF THE RESOLUTION ADOPTING THE NATIONAL INCIDENT MANAGEMENT SIS -- SYSTEM, NIMS. D, CONSIDER APPROVAL OF THE ACCEPTANCE OF A GREAT FROM THE OFFICE OF THE GOVERNOR IN THE AMOUNT OF $68,627 TO PURCHASE BULLET-RESISTANT SHIELDS.

BOARD, WOULD ANYONE LIKE TO PULL ANYTHING FROM THE CONSENT AGENDA

OR MAKE A MOTION? >> I'M SORRY.

THANK YOU. I APOLOGIZE.

FOR THE CONSENT AGENDA I DO -- I WOULD LIKE TO PULL THEM SEPARATELY FOR VOTING ONLY. WE DON'T HAVE TO DISCUSS IT.

JUST FOR VOTING. >> IF THERE IS NO DISCUSSION FOR THE KOFRPB -- FOR EACH ITEM, THEY CAN BE VOTED FOR ALTOGETHER. IS THERE SOMETHING THAT YOU WANTED DISCUSSION OR MORE CLARITY ON?

>> I DON'T NEED ANY ADDITIONAL CLARITY.

I'VE DONE MY HOMEWORK. THE ONLY THING I AM REQUESTING IS FOR THEM PULLED SEPARATELY FOR VOTING.

IF NOT -- IF THAT'S NOT AN OPTION, JUST SAY SO.

>> MADAM PRESIDENT, I MOVE THAT WE ADOPT CONSENT AGENDA AS PRESENTED, ITEMS 10A THROUGH 10D.

>> MOTIONED BY MR. JONES AND A SECOND BY MS. MORRIS TO ACCEPT THE CONCEPT AGENDA AS PRESENTED. ANY DISCUSSION FROM THE BOARD?

>> WE WILL BE ABLE TO STATE INDIVIDUALLY OR ARE WE -- I GUESS THIS IS A QUESTION FOR THE ATTORNEY.

>> [INAUDIBLE]. >> BUT I AM CHOOSING NOT TO DISCUSS THEM AND JUST VOTE INDIVIDUALLY.

FOR SOME THERE IS AGREEMENT AND SOME IT IS NOT.

WHEN IT GETS TO MY VOTE MAY I SAY INDIVIDUALLY YES OR NO,

EITHER/OR. >> DON'T FORGET THERE IS A

MOTION ON THE FLOOR. >> YES.

YOU CAN SUPER SEED THAT WITH A MOTION TO PROVIDE [INAUDIBLE]

AND IT HAS TO BE APPROVED. >> I WOULD LIKE TO MAKE A MOTION IF WE COULD, PLEASE. VOTE INDIVIDUALLY.

>> THERE IS A MOTION ON THE FLOOR CURRENTLY.

>> THAT'S A SUPER SEEDING MOTION.

SHE HAS TO DO -- SHE CAN DO THAT, BUT IT HAS TO PASS.

>> SO I CAN MAKE A MOTION? >> YOU JUST DID.

IT NEEDS TO BE SECONDED AND IF IT IS SECONDED WE CAN LOOK AT

DIVIDING THE PRESIDENT. >> MADAM PRESIDENT, I HAVE A

LEGAL QUESTION. >> [INAUDIBLE].

>> IT IS NOT AN AMENDMENT. IT IS A MOTION TO DIVIDE THE

[01:10:03]

QUESTION. >> WHAT DID YOU SAY? IT IS A MOTION TO DIVIDE THE QUESTION.

YOU ARE ASKING TO VOTE INDIVIDUALLY.

THAT IS A PRIVILEGE OR A MOTION TO TABLE WHICH SUPERSEDES, BUT

IT HAS TO PASS. >> BOARD, THERE IS A MOTION ON THE FLOOR. IS THERE A SECOND?

>> HEARING NONE, MOTION HAS FAILED.

IS THERE ANOTHER MOTION? >> THERE IS A MOTION ON THE TABLE TO APPROVE THEM ALL. IT IS ALREADY ON THE TABLE.

>> I HAVE A MOTION BY MR. JONES AND A SECOND BY MS. MORRIS.

ANY DISCUSSION? HEARING NONE I WILL CALL FOR THE VOTE. MR. STEPHENSON.

>> YES. >> MR. CLEWIS.

>> YES. >> JONES.

>> MORRIS. WHITFIELD.

NO. >> MYSELF IS A YES AND THE

[11A. Discussion and possible approval of the Administrative display case committee recommendations. -Kimberly Simpson, Presenter ]

MOTION PASSES. WE WILL MOVE TO ACTION ITEMS. DISCUSSION AND POSSIBLE UH -- A IS POSSIBLE APPROVAL AND DISCUSSION OF THE DISPLAY CASE AND DR. PERERA?

>> I WILL CALL MS. SIM -P -- SIMPSON.

>> ON AUGUST 30TH, 2020 YOU ASKED DR. PERERA TO FORM A COMMITTEE TO REVAMP THE LANCASTER ISD DISPLAY CASES.

THE PURPOSE OF THIS COMMITTEE WAS TO ALLOW THE DISTRICT TO DEVELOP A PROCESS TO PRESERVE CURRENT DISPLAY ITEMS AND UPDATE THE ADMI DISPLAY CASES WITH RECENT ITEMS THAT HIGHLIGHT SUCCESS, STUDENTS AND STAFF MEMBERS.

EACH BOARD MEMBER WAS ASKED TO RECOMMEND A COMMUNITY MEMBER FROM THEIR DISTRICT TO SERVE ON THE COMMITTEE AND WE ALSO UTILIZED OUR DISTRICT WIDE COMMUNITY SIGN UP SHEET FOR INDIVIDUALS TO JOIN THE COMMITTEE.

SINCE THEN A COMMUNITY OF PARENTS, STAFF MEMBERS WAS FORMED AND THE FOLLOWING INDIVIDUALS LISTED ON THE SCREEN WERE ENGAGED IN MEETINGS AND DISCUSSIONS THROUGHOUT THE PROCESS. THEY VOLUNTEERED THEIR TIME TO MEET AND PROVIDE IDEAS AND VALUABLE INPUT.

IF YOU ARE A MEMBER OF THE DISPLAY CASE COMMITTEE, PLEASE STAND AT THIS TIME. [APPLAUSE].

I WANT TO THANK YOU ALL FOR VOLUNTEERING OR VOLUN-TOLD.

MEETINGS WERE HELD OCTOBER 3RD , 2022 AND NOVEMBER 1ST, 2022.

THEY WERE ASKED TO DO A FULL WALK THROUGH AND REVEAL EACH ITEM IN EACH DISPLAY CASE WHICH IS 15.

WE COLLECTIVELY DISCUSSED WHERE HISTORICAL ITEMS WERE PRESERVED AND WE TALKED ABOUT CREATING DISPLAY CASE GUIDELINES AND UPDATING AND REMOVING ITEMS TO CREATE SPACE FOR CURRENT INFORMATION TO BE DISPLAYED. THINGS OBSERVED WERE MANY ITEMS INCLUDED IN THE DISPLAY CASES ARE FROM THE EARLY 1900'S AND IN AND AROUND THE YEAR 1960. SOME OF THE COPIES ARE PHOTOS AND NOT ORIGINALS. IT INCLUDES LETTERMAN JACKETS, YEARBOOKS AND TROPHIES. AND THERE ARE NO ITEMS DISPLAYED IN ANY OF THE CASES AFTER 1960. I ALSO HAD THE OPPORTUNITY TO MEET AND SIT DOWN WITH A FEW MEMBERS OF THE ALUMNI ASSOCIATION ON JANUARY 18TH. DURING THAT MEET UP I INFORMED THEM ABOUT OUR COMMITTEE'S QUEST TO UPDATE THE DISPLAY ITEMS AND ASK FOR THEIR INPUT AND SHARE WITH THEM OUR COMMITTEE'S BIG ROCKS WHICH INCLUDES PRESERVATION OF THE DISPLAY ITEMS. AS A COMMITTEE I REITERATED THAT WE DO NOT WANT TO DISCARD ANY OF THE ITEMS. WE WANT TO STORE THEM TO CREATE A DIGITAL SHOWCASE TO MAKE ROOM AND DISPLAY MORE ITEMS INSIDE OF THE CASES.

AS WE MET TO DISCUSS THE CRITERIA FOR THE RECOMMENDATIONS WE CONSIDERED THINGS LIKE EDUCATIONAL CONTENT AND SPECIAL EVENTS AND HIGHLIGHTS AND AGO CT HIGHLIGHTS, ET CETERA.

THE POTENTIAL COST TO THE DISTRICT, SPACE, STUDENT INVOLVEMENT AND HOW TO MAKE THE PROCESS FOR ALL INVOLVED.

RECOMMENDATION 1, THE COMMITTEE RECOMMENDS PRESERVING AND STORING CURRENT DISPLAY ITEMS IN THE STORAGE FACILITY AT THE MAINTENANCE AND OPERATION SERVICE CENTER TO MAKE SPACE TO DISPLAY MORE HIGHLIGHTS AND ACCOMPLISHMENTS AT THE ADMINISTRATION BUILDING AND DUE TO OUR AWESOME MAINTENANCE TEAM AND CLEAN OFFERING HAUL -- OVERHAUL THERE IS SPACE FOR STORAGE. THE COMMITTEE RECOMMENDS ESTABLISHING A CHECKOUT SYSTEM FOR COMMUNITY MEMBER WHO WISHES TO UTILIZE SPECIALLY -- SPECIAL EVENTS SUCH AS REYUN -- REUNIONS AND TRIBUTES. IT IS IN PLACE WITH THE MAINTENANCE DEPARTMENT AND IT WOULD JUST BE EXTENDED TO INCLUDE THE ITEMS IN THE DISPLAY CASE.

RECOMMEND -- RECOMMENDATION NUMBER 3, CREATING AN ALUMNI WEBSITE AND TKEUPBLG TIEING THE ITEMS IN THE DISPLAY CASES FOR A

[01:15:03]

VIRTUAL MUSEUM. THE VIRTUAL MUSEUM WILL BE HOUSED ON THE DISTRICT WEBSITE ALLOWING ALL ITEMS TO BE FEATURED. IT WILL BE A HUB FOR INDIVIDUALS TO SUCK MITT A CHECK -- TO SUBMIT A CHECKOUT FORM.

IT CAN BE DONE UNDER THE DISTRICT WEBSITE AND MANAGED BY THE COMMUNICATION TEAMS IN LANCASTER ISD.

RECOMMENDATION FOUR, WE RECOMMEND ESTABLISHING GUIDELINES TO UPDATE THE DISPLAY CASES EVERY SIX YEARS FOR ACCOMPLISHMENTS AND HIGHLIGHTS ARE REFLECTED IN THE ADMINISTRATION BUILDING. THE COMMITTEE RECOMMENDS EACH IS DISPLAYED A HIGH LIGHT TO LOOK AT ALL SUCCESS AND WORTHY ACCOMPLISHMENTS THAT WOULD INCLUDE DISTRICT HISTORICAL TRIBUTE AND CURRENT SCHOOL BOARD HIGHLIGHTS AND CURRENT SUPERINTENDENT HIGHLIGHTS AND CURRENT CAMPUS STUDENTS LEADER HIGHLIGHTS AND TOP 10 OF EACH CLASS OF THE PREVIOUS SCHOOL YEAR. THE CURRENT YEAR STUDENT ACADEMIC ACHIEVEMENTS. SPORTS HIGHLIGHTS THAT INCLUDE ALL HIGHLIGHTS IN THE DISTRICT AND NOTABLE ALUMNI.

>> UPON APPROVAL OF THE FOLLOWING INFORMATION THAT HAS BEEN RECOMMENDED, THE FOLLOWING TIMELINE WOULD BE IMPLEMENTED TO BEGIN THE PROJECT WITH THE POTENTIAL COME PHRAOEBGS DATE -- COMPLETION DATE AS EARLY AS JULY.

I AM REQUESTING THE ISD BOARD OF TRUSTEES TO APPROVE THE COMMITTEE RECOMMENDATIONS. I WOULD BE HAPPY TO TAKE ANY

QUESTIONS AT THIS TIME. >> BOARD, ANY QUESTIONS FOR MS. SIMPSON? MR. STEPHENSON?

>> A COUPLE OF THINGS. THANKS FOR THE WORK TO THE COMMITTEE. [INAUDIBLE] RECOMMENDATION NUMBER THREE. CREATE AN ALUMNI WEBSITE AND TKEUPBLG TIEING THE CURRENT -- DIGITIZING THE ITEMS IN THE DISPLAY CASE. I DON'T KNOW ABOUT OTHER SCHOOLS, BUT [INAUDIBLE] CREATED THEIR OWN WEBSITE WHICH IS DONE ON GOOGLE OR FACEBOOK OR SOMETHING LIKE THAT.

WHY ARE WE GOING TO ALL THAT TROUBLE FOR ONE CLASS.

>> I AM READY TO ANSWER. RECOMMENDATION NUMBER THREE WAS A FOCUS ON US NOT WANTING TO DISCARD ANYTHING IN THE DISPLAY CASES. WE WOULD LIKE FOR THEM TO BE VIEWABLE AT ANY TIME. HOWEVER, WE WANT TO CREATE SPACE FOR NEW ITEMS TO HIGHLIGHT THE SUCCESS STORIES.

WE WANT TO CREATE A WAY FOR THEM TO BE ON DISPLAY, BUT VIRTUALLY.

IT IS NOT JUST ONE CLASS AND IT IS NOT ONE ALUM -- ALUMNI ASSOCIATION. IF AT ANY TIME ANYBODY WANTS TO LOOK AT ANYTHING IN THE CURRENT DISPLAY CASE, THEY HAVE THAT

OPTION. >> I HAVE A QUESTION.

>> I ASSUME YOU SAID YOU WOULD ROTATE IT EVERY SIX YEARS.

AT THE END OF THE SIX YEARS I'M ASSUMING YOU WILL TAKE THAT AND PUT IT IN THE VIRTUAL STORAGE AND MAKE IT A CYCLE EVERY SIX

YEARS? >> YES.

UPON APPROVAL WE WILL WORK OUT THE DETAILS, BUT THAT IS THE GOAL TO HAVE A CONSISTENT CYCLE SO WE DON'T GET IN THE SITUATION WHERE IT IS NOT UPDATED FROM IMAGES FROM THE PAST LIKE IN 19

60. >> THANK YOU.

ANY OTHER QUESTIONS OR COMMENTS? MR. STEPHENSON?

>> I JUST WANTED TO POINT OUT THAT THE REASON WHY THE TROPHY CASE IS IN ITS BUILDING IS THIS USED TO BE A HIGH SCHOOL.

THAT'S WHY IT CUTS OFF AT A CERTAIN POINT.

IT IS TIME TO TRANSITION FROM THE SCHOOL INTO A HEADQUARTERS FOR THE SCHOOL DISTRICT. WONDER FIGURE DISPLAY CASES ARE EVEN APPROPRIATE. THE OTHER THING I HAVE, RECOMMENDATIONS ONE AND TWO, IT IS NOT DISCARDING ANYBODY'S CONTRIBUTIONS OR RELICS OF THE PAST.

THEY SET UP THEIR OWN SITE. WE CHANGE EVERY SIX YEARS.

I WOULD SUGGEST EVERY YEAR WE HAVE A LIVING, BREATHING, CHANGING DISPLAY. THAT WOULD BE MY RECOMMENDATION.

THAT'S ALL. THANK YOU.

>> YES. AND SO TO YOUR POINT ABOUT YOUR FIRST STATEMENT AND THE CLASSES AND MANAGING THEIR OWN WEBSITE, THIS ISN'T A CLASS MANAGEMENT FOR THE ALUMNI.

[01:20:04]

WE HAVE ONE FOR THE CLASS OF 200 WITHIN -- 2001.

AS A CLASS WE HAVE OUR OWN FACEBOOK PAGE, BUT FOR THIS PARTICULAR ONE WE ARE NOT FOCUS ETD ON -- FOCUSED ON ANY PARTICULAR CLASS. JUST THE ITEMS IN THE DISPLAY CASE. IT IS NOT JUST ONE CLASS.

IT IS FROM SEVERAL YEARS. IT IS INFORMATION THAT IS CURRENTLY ON DISPLAY AND WANT TO CREATE AN EASY WAY FOR INDIVIDUALS TO LOOK FE -- AT THE ITEMS WITHOUT NECESSARILY XOMING INTO THE BUILDING AND THEY CAN CHECK THEM OUT.

WHAT WAS YOUR LAST STATEMENT? >> I SUGGESTED A TIME FRAME OF MORE THAN EVERY SIX YEARS TO UPDATE IT.

>> AS A COMMITTEE THEY TALK ABOUT THAT.

WHAT THEY DID NOT WANT TO DO IS CREATE ADDITIONAL WORK FOR MEMBERS IN THE DISTRICT AND VOLUNTEERS.

WE REACHED OUT TO THE ALUMNI ASSOCIATION AND THEY WANTED TO BE INVOLVED. YOU HAD ANOTHER QUESTION.

WHAT WAS YOUR SECOND ONE? I REMEMBER NOW.

IT WAS ABOUT THE [INAUDIBLE] IN THE DISPLAY CASE.

WE FOUND AROUND 2004 WHEN THEY DID THE RENOVATIONS IN HERE AN INDIVIDUAL WHO IS A MEMBER OF THE LANCASTER ALUMNI ASSOCIATION IS DECEASED AND HE DONATED THE ITEMS HE CAME UP AND THEY SAID HE ACTUALLY JUST DONATED THE ITEM.

THERE WASN'T AN ACTUAL PROCESS PUT IN PLACE LIKE WE ARE ESTABLISHING RIGHT NOW. MOVING FORWARD IF WE ESTABLISH THE ACTUAL PROCESS WE WILL BE CONSISTENT IN UPDATING THE

ITEMS. >> MS. MORRIS.

>> IF I CAN SPEAK FROM MY POSITION AS A BOARD MEMBER AND A COMMITTEE MEMBER I BASICALLY SIT THERE AND OBSERVE.

I DID FEW INPUTS BECAUSE I WANTED TO ALLOW THE COMMUNITY TO HAVE THE VOCAL PART TO THIS. I DO UNDERSTAND WHY.

THE DISPLAY SPACE OUT FRONT IS A CONVERSATION PIECE.

WHEN INDIVIDUALS COME INTO THE DISTRICT THEY ARE ABLE TO LOOK AT THE PAST AND DIFFERENT THINGS.

I CAN REMEMBER THERE ARE ITEMS I HOPE TO DONATE FROM THE EARLY 90S AND 2000'S. YOU HAVE TO REMEMBER WE DID BACK TO BACK, BACK TO BACK IN SPORTS AND IN TRACK.

THERE WAS SO MANY EXCITING THINGS THAT CAN FURTHER CONVERSATION THAT'S THIS IS OUR DISTRICT OFFICE AND SEE WHERE WE CAME FROM AND WHERE PEOPLE CAN CONNECT TO SEE WHERE WE ARE TODAY AND LOOK AT OUR A GUNS -- OUR GAINS.

I REMEMBER THIS BUILDING -- YOU WOULD BE SCARED TO WALK N -- TO WALK IN IT. WE HAVE SO MANY MILESTONES WE WOULD LOVE THE COMMUNITY TO KNOW WE ARE NOT STUCK IN THE 30S.

WE ARE MOVING FORWARD WITH OUR CHILDREN.

I LISTENED THE OTHER NIGHT AND IT SAID ONE OF THE PERSONS SAID SOMETHING THAT IS VERY *RBGS -- VERY, VERY TRUE.

DR. KING DID GREAT THINGS FOR US, WONDERFUL THINGS FOR US.

BUT WHO HAS DONE ANYTHING SINCE? THE STORY IS YET TO BE TOLD.

WHERE I AM IN MY LIFE, THE STORY IS YET TO BE TOLD TO ENCOURAGE OUR TEACHERS AND ENCOURAGE OUR INDIVIDUALS THAT WANT TO COME TO LANCASTER AND BE A PART OF LANCASTER.

WHERE WE WERE 10 YEARS AGO, A DECADE O*G -- DECADE AGO AND WHERE WE ARE NOW AND WHERE WE WILL BE IN THE NEXT DECADE.

WE HAVE HAD MANY GAMES. I APPRECIATE THOSE WHO HAD A CONTRIBUTION TO MAKE THOSE GAINS.

>> THANK YOU. ANY OTHER QUESTIONS AND COMMENTS? THANK YOU.

>> THIS IS AN ACTION ITEM. IS THERE ANY OTHER DISCUSSION?

IF NOT IS THERE A MOTION? >> MADAM PRESIDENT, I MOVE WE APPROVE THE ADMINISTRATIVE DISPLAY CASE COMMITTEE RECOMMENDATIONS WITH THE CAVEAT THAT WE LOOK AT UPDATING THAT SOONER THAN SIX YEARS ON A MORE CONSISTENT BASIS.

>> HAVE A MOTION BY -- HAVE A MOTION BY MR. JONES TO APPROVE

[01:25:08]

THE ADMINISTRATIVE DISPLAY CASES AND LOOKING AT POSSIBLY UPDATING SOONER THAN 6 YEARS AND A SECOND BY MR. CLEWIS.

I WILL CALL FOR THE VOTE. WHITFIELD.

MORRIS. JONES.

CLEWIS. >> YES.

>> MYSELF YES AND MOTION PASSES. >> NEXT IS DISCUSSION AND

[11B. Discussion and possible approval of Xerox Pathway (Gl) - Latasha Murray, Presenter ]

POSSIBLE APPROVAL OF XEROX PATHWAY.

DR. PERERA. >> THANK YOU.

WE HAVE A CALL FOR MANAGES MURRAY TO PRESENT THE INFORMATION. IN AN EFFORT TO BENEFIT OUR DISTRICT AND OUR STUDENTS AND THEIR FUTURE IN PREPARING THEM FOR MORE THAN JUST A DIPLOMA. MS. FURRY?

>> THANK YOU. GOOD EVENING MADAM PRESIDENT AND DISTINGUISHED BOARD MEMBERS. I COME TO YOU WITH REQUEST FOR APPROVAL OF THE XEROX CAREER IMAGING PROGRAM.

THIS IS FOR OUR RAPID DESIGN FIELD OF STUDY WAOEFPLT HAVE 101 STUDENTS IN THIS PATHWAY KWH* -- WHICH IS GROWTH FROM THE LAST.

THERE IS AUDIO AND VIDEO PRODUCTION AND THEN THE PRACTICE TAU -- PRACTICUM. WE WANTED TO PROVIDE HANDS ON EXPERIENCES FOR OUR STUDENTS IN THIS PARTICULAR PROGRAM OF STUDY. THERE IS OPPORTUNITY FOR THEM TO EARN AN INDUSTRY CERTIFICATION THAT IS IN ALIGNMENT WITH TEA ACCOUNTABILITY AND REALLY PREPARE THEM FOR ENTRY LEVEL EXPERIENCE. THEY CAN GET A JOB RIGHT NOW AND MAKING $30,000, $40,000 RIGHT NOW.

AND HELP THEM WHILE THEY ARE IN COLLEGE.

THERE ARE TWO PIECES OF EQUIPMENT AND THERE ARE SPECIFICATIONS IN THE PRESENTATION ON THE EQUIPMENT.

THE TOTAL PROGRAM COSTS AND THE MONTHLY PAYMENT IS $1,756.

THE ANNUAL PAYMENT IS $21,072. THIS IS A FIVE-YEAR AGREEMENT TOTALING $105,360. THESE ARE KNOT -- NOT NEW FUNDS.

THEY WERE PREVIOUSLY BUDGETED FOR IN THE FIVE-YEAR PLAN FOR CAREER AND TECHNICAL EDUCATIONAL PROGRAM.

ONCE AGAIN THOSE WERE SPECIFICATIONS FOR THE MACHINES WE ARE REQUESTING TO ENHANCE THE LEARNING IN THIS PROGRAM OF STUDY. AND JUST TO REITERATE THE BENEFITS, AGAIN IT IS TO IMPROVE INSTRUCTION, TEACHING AND LEARNING IN THIS PROGRAM AND GIVING STUDENTS HANDS ON EXPERIENCES AND PREPARING THEM TO TAKE A NATIONALLY RECOGNIZED CERTIFICATION. IT IS IMPORTANT TO MENTION AND I DIDN'T MENTION THIS THAT THE COST INCLUDES CURRICULUM AND TRAUPBGING FOR THE TEACHERS AND -- TRAINING FOR THE TEACHERS AND ENERGY OFFICIALS FROM XEROX COMING OUT AND WORKING WITH OUR STUDENTS IN THE PROGRAM. I WOULD BE HAPPY TO ANSWER ANY

QUESTIONS. >> THANK YOU.

BOARD ANY QUESTIONS MS. MORRIS? >> AOEUPLZ -- I'M SORRY.

OKAY. THANK YOU FOR BRINGING OUR STUDENTS TO THE NEXT LEVEL OF THE WORLD.

THANK YOU. >> THANK YOU SO MUCH.

>> THIS IS AN ACTION ITEM IS THERE A MOTION?

>> SO MOVED. >> I HAVE A MOTION BY MS. MORRIS. IS THERE A SECOND?

>> SECOND. >> HAVE I A SECOND BY MR. CLEWIS TO APPROVE THE APPROVAL OF THE XEROX PATHWAY.

ANY OTHER ADDITIONAL DISCUSSION? HEARING NONE I WILL CALL FOR THE VOTE. STEPHENSON.

>> YES. >> CLEWIS.

CONGRATULATIONS. >> THANK YOU.

>> THE NEXT ITEM IS DISCUSS AND POSSIBLE APPROVAL OF SCHOOL SPECIALTY. DR. PERERA?

>> YES. THANK YOU, MADAM PRESIDENT AND AGAIN, BOARD, THE XEROX PATHWAY IS NOT GOING TO BE ON A TEA TEST. WE HAD MRS. MURRAY PRESENTING THAT INFORMATION AND ANOTHER GOOD OPPORTUNITY FOR OUR STUDENTS. MRS. MURRAY?

>> THANK YOU. GOOD EVENING AGAIN.

I BRING TO YOU A REQUEST FOR APPROVAL FOR NEW FURNITURE FOR OUR ADVANCED MANUFACTURING AND GROWING TECHNOLOGY PROGRAM.

THIS PROGRAM OF STUDY HAS MADE A HUGE INCREASE OVER THE PAST YEAR. WE SERVE 125 STUDENTS IN THIS PROGRAM OF STUDY THAT IS 141% INCREASE.

I REALLY DO THINK IT HAS A LOT TO DO WITH THE DRONES.

[01:30:03]

THE PRINCIPALS OF APPLIED ENGINEERING, ENGINEERING DESIGN, PRESENTATION 1 OR OR ROBOTICS -- OR ROBOTICS 1 AND THAT DEPENDS ON WHICH PATHWAY THE STUDENT WANTS TO FOLLOW.

IT WILL BE A PRACTICUM OF STEM. THE GOAL IS TO MAXIMIZE THE SPACE. THE FURNITURE IS MODULAR AND WE NEED A COLLABORATIVE SPACE TO OPEN UP FOR THE DRONE.

THE TOTAL COST IS $54,905, AND AGAIN THE FUNDS WERE IN THE PIC22 BUDGET AND AGAIN JUST TO REITERATE THE BENEFITS TO CREATE A MORE COLLABORATIVE SPACE, AND THERE IS A PICTURE OF WHAT THE NEW FURNITURE WOULD LOOK LIKE IF APPROVED.

DO WE HAVE ANY QUESTIONS? >> BOARD, ANY QUESTIONS OR

COMMENTS? >> MADAM, PRESIDENT, I DO HAVE A

COUPLE QUESTIONS. >> OKAY.

>> NOT NECESSARILY PERTAINING TO THE FURNITURE, BUT ARE THERE CERTIFICATIONS RELATED TO THE GROANS?

>> YES, THERE ARE. WE JUST GOT INFORMATION FROM REGION 10 ABOUT THE DRONE, UNMANNED PILOT.

>> AND ANOTHER ADDED NOTE, WHEN WE DID OUR FUNDING THE -- OF THE SCHOOLS IN 2015 AND 16, JURORS IN ONE OF THE OTHER COMPANIES MENTIONED THEY WOULD OFFER STUDENTS INTERNSHIPS FOR DRONES.

ANY -- THEY WERE TAKING PICTURES OF THE PROGRESS SO MAKING SURE WE LEAN ON THEM. LET ME KNOW.

>> WILL DO. >> THANK YOU.

>> THANK YOU. >> BOARD.

THIS IS AN ACTION ITEM. IS THERE A MOTION?

>> I MOVE THAT WE APPROVE THE SCHOOL SPECIALTY PURCHASE OF FURNITURE FOR THE ENGINEERING CLASSROOM.

>> WE HAVE A MOTION BY MR. JONES.

IS THERE A SECOND? >> SECOND.

>> WE HAVE A SECOND BY MR. CLEWIS TO UH -- APPROVE THE SCHOOL FURNITURE PURCHASE. ANY DISCUSSION FROM THE BOARD? HEARING NONE I WILL CALL FOR THE VOTE.

WHITFIELD? MORRIS.

IS THERE A MOTION? >> I HAVE A MOTION THAT WE --

[INAUDIBLE]. >> WE HAVE A MOTION ON THE FLOOR WITH MS. MORRIS. IS THERE A SECOND?

>> SECOND. >> I HAVE A SECOND BY MR. CLEWIS. BOARD, IS THERE ANY DISCUSSION.

>> MADAM PRESIDENT? --

>> [INAUDIBLE] >> YES, MA'AM.

>> MADAM PRESIDENT, I WOULD JUST LIKE TO MAKE A STATEMENT AS IT RELATES TO THE EVALUATION OF DR. I DEFINITELY WOULD LIKE TO THANK YOU FOR YOUR LEADERSHIP AND JOINING THE DISTRICT.

AS I MENTIONED EARLIER, YOU CAME DURING A TIME OF TURBULENCE FOR US IN WHICH WE HAVE BEEN ABLE TO GET PAST THAT AND SEE MORE OF THE LIGHT AT THE END OF THE TUNNEL.

[01:45:04]

I THINK SOME OF THE GOOD THINGS, WE ARE SEEING SOME RAINBOWS AND WE HAVE HAD SOME RECOGNITIONS FROM THE ORGANIZATION THAT YOU WILL SEE THIS WEEKEND AND I HOPE TO BE IN ATTENDANCE.

I WILL BE THERE FOR ANOTHER PURPOSE, BUT HOPING TO SLIDE IN AND SEE THE ACCEPTANCE OF THAT AWARD.

ALSO I KNOW WE WERE NOMINATED BY SOMEBODY FOR THE HEB AWARD.

I UNDERSTAND WE DIDN'T GET THAT THIS YEAR, BUT THAT WILL BE SOMETHING WE CAN CONTINUE TO STRIVE FOR.

I WANT TO AFFIRM YOU FOR THE WORK YOU AND YOUR TEAM HAS DONE AND OUR CAMPUS STAFF. AND MORE IMPORTANTLY I WANT TO THANK OUR PARENTS AND STUDENTS. MORE SO THE PARENTS AND STUDENTS WHO COME TO CAMPUS EVERY DAY. THANK YOU VERY MUCH.

>> ANY OTHER COMMENTS? MS. MORRIS?

>> [INAUDIBLE]. >> YOUR MIC IS NOT ON.

>> DR. PERERA, I WANT TO SAY TO YOU THAT YOU HAVE HELD YOUR COMMITMENT IN COMING TO US. YOU CAME INTO OUR DISTRICT 2021- 2022 IN A DIFFICULT TIME FOR US COMING OUT OF COVID AND IN THE MIDDLE OF THINGS WE SHOULD NOT HAVE BEEN IN TO SAVE OUR DISTRICT. YOU PREVAILED.

YOU DIDN'T GET INVOLVED. YOU STAYED FOCUS ON ONE THING THAT YOU ALWAYS SAY, YOU ARE HERE FOR THE CHILDREN.

YOU STAY FOCUSED. WE ALLOWED YOU TO DO YOUR WORK WHILE WE HANDLED THE LITIGATION PART OF IT.

I APPRECIATE THAT. I APPRECIATE YOU PUTTING PEOPLE IN PLACE TO DO THE JOB. THAT'S WHAT WE HIRED YOU FOR.

I WILL SAY TO YOU, I DO NOT BELIEVE IN MICROMANAGING.

I WILL NOT, AND I GIVE YOU MY PROMISE AS A BOARD MEMBER AND REPRESENTING MY DISTRICT, THAT I WILL ALLOW YOU THE OPPORTUNITY TO CONTINUE TO DO A GOOD JOB AND TO HAVE THE OPPORTUNITY TO CORRECT YOU WHEN I THINK YOU ARE NOT DOING A GOOD JOB.

AND SO I THINK I HAVE ALWAYS HAD THAT WITH YOU.

I DON'T GO TO THE CAMPUSES. THAT'S YOUR JOB.

YOUR JOB IS TO HANDLE EVERYTHING THAT GOES ON SO I WANT TO SAY TO YOU THANK YOU VERY MUCH FOR ALL THAT YOU DO.

>> THANK YOU, MADAM PRESIDENT. DR. PERERA, I JUST WANTED TO SAY THANK YOU AGAIN FOR YOUR LEADERSHIP.

AGAIN, I DO BELIEVE AND I TRULY BELIEVE THAT THE BEST IS YET TO COME. THANK YOU.

>> ANY OTHER COMMENTS FROM THE BOARD? WELL, I WILL MAKE THE LAST ONE AND SAY, DR. PERERA, THANK YOU SO MUCH FOR YOUR LEADERSHIP AND THE HARD WORK YOU HAVE POE -- POSSESSED IN TURBULENT TIMES. I KNOW IT WAS NOT EASY COMING INTO SOME OF THE PROBLEMS WE WERE FACING HERE IN THE DISTRICT. YOU CONTINUE TO LEAD US AGO TKEPL -- ACADEMICALLY AND FINANCIALLY AND I APPRECIATE IT

FOR OUR STUDENTS. >> WE HAVE A MOTION ON THE FLOOR TO ACCEPT THE 2021 SUPERINTENDENT EVALUATION AS PRESENTED. WITH A SECOND I WILL CALL FOR THE VOTE. MR. STEPHENSON?

>> YES. >> CLEWIS.

>> YES. >> JONES, YES.

>> MORRIS. >> YES.

>> WHITFIELD. >> MYSELF VOTING YES.

MOTION PASSES. THANK YOU ALL.

[14. Board Matters ]

>> THE NEXT THING ON THE AGENDA IS BOARD MATTERS.

A IS BOARD OPERATING PROCEDURES UPDATE.

MS. MORRIS, DO YOU HAVE AN UPDATE?

>> YES. [INAUDIBLE].

HER AND HR AND OUR LEGAL TEAM ARE WORKING TO PUT IT TOGETHER.

EVERYTHING WAS HEARD. INDIVIDUALS THAT HAD COMMENCED TO IMPROVE THINGS AND TO CHANGE THINGS WAS COLLECTED AND ACCORDING TO POLICY WE HOPE TO HAVE IT FINISHED, AND I HOPE I AM NOT SPEAKING TOO CLOSELY OR TOO THIN, BUT YOU ALL -- I AM NOT WRAOEUD -- WRITING THE POLICY.

THAT'S ONE THING I WANT TO MAKE CLEAR.

THE EXPERTS THAT DEALS WITH OUR POLICY TO TIE INTO OUR OPERATING PROCEDURES THAT WE WILL BE GOVERNED BY CAME OUT OF THE COLLECTIVE COMMITTEE MEETINGS AND THE INDIVIDUALS BETWEEN TAZ B AND OUR ATTORNEY ON OUR POLICY TO TIE THAT IN TOGETHER

[01:50:02]

WILL BE PRESENTED. I WOULD LIKE TO GIVE YOU ALL -- WE ARE GOING TO HAVE SPRING BREAK, CORRECT?

AND WHEN IS THAT, DR. PERERA? >> MARCH.

>> MARCH. SO HOPEFULLY IN OUR MARCH BOARD MEETING WE WILL HAVE A COMPLETE DOCUMENT FOR REVIEW.

SO IT WILL GO THROUGH A REVIEW PROCESS, CHANGES AND CORRECTIONS OR OPINIONS BE INCLUDED WITH ALL BOARD MEMBERS AND REDIRECTED THROUGH THE POLICY PERSON FOR OUR DISTRICT WHICH IS OUR HR PERSON. AM I CORRECT, DR. TAYLOR?

>> [INAUDIBLE]. >> OKAY.

AND SO ALL OF THAT WILL TIE IN. BUT ALSO, KEEP IN MIND I'M A POLICY PERSON. I AM NOT A MADE UP PERSON.

THAT'S WHAT I'M GOING TO BE LOOKING FOR, THAT WE ARE IN LINE WITH POLICY WITH OUR OPERATING PROCEDURES, AND NOT SOMETHING WE COME UP WITH. SO, LET'S LOOK AT SOMETHING BY MARCH BOARD MEETING WHICH IS THE THIRD THURSDAY.

THANK YOU SO MUCH. >> THANK YOU FOR THE UPDATE.

NEXT ON OUR AGENDA IS ADJOURNMENT.

IS THERE A MOTION TO ADJOURN? >> MA'AM? THE OPERATING PROCEDURES. IT WAS MY UNDERSTANDING WHEN WE HAD THE COMMITTEE AND MOST OF US WERE THERE AND WE TALKED ABOUT INDIVIDUAL ITEMS IN THE OPERATING PROCEDURES THAT WE WERE GOING TO VOTE ON THOSE ITEMS AS A BOARD AND NOT HAVE SOMEONE ELSE PRESENT A DOCUMENT FOR US TO VOTE ON, INDIVIDUAL ITEMS UNDER EACH SECTION. ISN'T THAT CORRECT?

>> THAT'S WHAT I JUST SAID. >> THAT'S NOT WHAT YOU SAID.

>> WHAT I DID SAY? >> YOU SAID YOU AND A GROUP INDIVIDUALS AND TAZ B AND SOMEBODY WOULD PUT A DOCUMENT

TOGETHER TO REVIEW. >> I MADE IT CLEAR I WAS NOT INVOLVED IN THAT. EVERYTHING CAME FROM THE COMMITTEE AND IT CAME THROUGH MONET, AND I SAID DR. TAYLOR.

DR. TAYLOR IS OUR PERSON IN THE DISTRICT FOR OUR POLICY.

AND THAT'S WHAT I THOUGHT I JUST STATED.

CAN WE PLAY THAT BACK? >> JUST CLARIFYING.

PLEASE CLARIFY EXACTLY WHAT THE METHODOLOGY IS.

>> THE STEPS THAT WILL BE -- WE WILL BE TAKING, THE STEPS AFTER THE COMMITTEE HAS MET. THE CUMULATIVE INFORMATION BY EVERY COMMITTEE MEMBER, MS. MONET, MS. BRYAN, TOOK THOSE NOTES. THEY WILL BE COLLABORATED WILL BE WITH A POLICY PERSON FOR THE DISTRICT.

I WILL NOT BE WRITING OUR OPERATING PROCEDURES.

I'M LIKE A BOARD MEMBER. I WILL NOT BE WRITING IT.

IT WILL COME TO ME LIKE EVERYBODY HAVE EXPRESSED IN THEIR NOTES. SO IF SOMEONE SAID WE WANT TO CHANGE THIS OR WE WANT TO REWRITE ORIE WORD THIS -- REWRITE OR REWORD THIS, AND THEN OUR ATTORNEYS ARE INVOLVED IN IT. I'M NOT.

WE'RE NOT HIRING NOBODY ELSE TO DO IT.

WE HAVE OUR POLICY PERSON RIGHT HERE.

>> MAY I INTERJECT? >> I THOUGHT YOU WORKED WITH THE POLICY CONSULTANT. IT WOULD BE YOU TO MAKE SURE EVERYTHING IS IN ORDER WITH OUR POLICY BECAUSE I THINK I SAID AT THE END OF MY STATEMENT I AM A POLICY PERSON.

AND SO I WILL BE -- AND I SAID IN MARCH IT WILL COME BACK TO THE BOARD TO LOOK AT THE DRAFT. SO LET ME PUT THE WORD DRAFT IN THERE. WE WILL LOOK AT THE DRAFT AND MAKE ANY CORRECTIONS OR CHANGES FROM WHAT WE RECALL SAYING IN THE COMMITTEE MEETING. IF WE HAVE ANYTHING TO ADDRESS OR TO -- THEN WE WILL SEND IT BACK THROUGH HOW WE GOT IT TO MAKE THOSE CHANGES. BECAUSE WE ARE THE LAST PEOPLE TO VOTE ON IT. WE MAY NOT BE VOTING UNTIL MAY.

WE MAY NOT BE VOTING UNTIL APRIL.

I DON'T KNOW. >> MADAM PRESIDENT, MAY I? THIS POINT IS UNEQUIVOCAL. WE HAD A METHODOLOGY TO USE.

INDIVIDUALS PUT FORTH SUGGESTIONS FOR THE BOARD TO VOTE ON. FOR SOMEBODY TO PRESENT US WITH A DOCUMENT IS PREMATURE, OKAY? IT IS UNACCEPTABLE.

>> WELL, I THINK -- CAN I INTERJECT?

>> ABSOLUTELY. >> I WAS UNDER THE IMPRESSION THAT ALL OF THE INFORMATION THAT YOU ALL SHARED DURING THE COMMITTEE MEETING, MONET AND WHOEVER -- THE DISTRICT STAFF, THEY WOULD PUT THE INFORMATION TOGETHER AND IT COMES TO THE BOARD AND THE BOARD AS A BODY WILL DECIDE, THIS IS WHAT WE ARE GONNA DO AND THIS IS WHAT WE ARE NOT GONNA DO AND THEN WE'LL VOTE ON IT AS A WHOLE AND THEN THE DOCTRINE WILL MAKE A FINAL DOCUMENT. I THINK THAT'S THE PIECE THAT WAS LEFT OUT. ALL THE COLLECTIVE COMMITTEE

DATA WILL COME BACK. >> NO, I SAID THAT IN MY FIRST

[01:55:05]

STATEMENT. >> YOU'RE DESCRIBING EXACTLY WHAT I SAID, I THINK. THAT'S NOT WHAT SHE SAID.

>> I THINK SHE SAID THE SAME THING.

>> NO. WHAT YOU SAID WAS YOU GOT THESE POLICY PEOPLE DOING THIS AND TAZ B DOING THIS.

>> NO I DIDN'T. I MAY HAVE SAID THAT -- I MAY HAVE SAID TAZ B BECAUSE TAZ B HAS APPROVED -- IF WE CHANGE A POLICY ON THE BOARD, TAZ PRESIDENT BUSHING HAS TO APPROVED -- HAS TO APPROVE IT. IS THAT RIGHT?

>> IT IS AN OPERATING PROCEDURE. YOU CON TPHRAEUT THE TWO.

THEY -- CONFLATING THE TWO AND THEY ARE NOT.

IF YOU WANT TO CONFLATE THEM WE CAN DROP ONE.

>> [INAUDIBLE]. WE WILL DRAFT LANGUAGE TO IMPLEMENT EVERY SUGGESTION. WHETHER IT IS INCLUDED OR NOT IS NOT UP TO US. IF YOU HAVE A CONCEPT THAT WAS DISCUSSED DURING THE COURSE OF THE DELIBERATION WE'LL DRAFT THAT. WE'LL HAVE IT IN THE ROOM AND IT WILL BE ON PAPER. YOU CANNED TKEUT IT, IF YOU -- YOU CAN EDIT IT, IF YOU WANT. EVEN IF IT DOESN'T HAVE THE VOTES, IT'S ALL RIGHT. IT WILL BE IN THE ROOM AND YOU CAN SEE IT IN BLACK AND WHITE. DOES THAT MAKE SENSE?

>> THAT'S THE DRAFT I WAS TALKING ABOUT.

IN MARCH. >> AND WE'LL HAVE ALL OF THE THINGS THAT WERE DISCUSSED THAT I CAN DISCERN FROM THE NOTES -- IF SOMEBODY HAS AN IDEA, WE WILL DRAFT IT UP THE WAY WE THINK IT WAS EXPRESSED, AND YOU CAN LOOK AT IT ON PAPER AND ADJUST IT AND INCLUDE IT OR NOT. WE'LL TRY AND NOT DISCRIMINATE AGAINST IDEAS, IF YOU WILL. WE'LL HAVE THEM ALL THERE.

>> AND MR. STEPHENSON, I THINK THIS IS A DIRECT ATTACK ON ME BECAUSE I'M SURE YOU UNDERSTOOD WHAT I WAS SAYING.

YOU UNDERSTOOD WHAT I WAS SAYING.

>> EVERYTHING IS NOT ALL ABOUT YOU.

>> ALL RIGHT THEN, BUT WERE YOU POINTING --

>> COURT OF -- POINT OF ORDER, PLEASE.

I THINK WE HAVE CLARITY THAT IT WILL COME BACK FOR REVIEW WITH EVERYONE'S SUGGESTIONS AND THEN WE WILL GO FROM THERE AND SELECT THE FINAL DRAFT. IS EVERYONE CLEAR.

>> MAY I JUST SAY ONE THING? AND MAKE SURE MR. OHANLIN KNOW WHAT'S WE ARE TALKING ABOUT. WHAT WE TALKED ABOUT IN THE MEETINGS -- SAY, FOR EXAMPLE ONE PARTICULAR THING THAT I REMEMBER , IT TAKES TWO BOARD MEMBERS TO CO-SIGN ON AN ITEM TO BE PUT ON THE AGENDA. THAT'S IN POLICY.

>> YES. >> THANK YOU.

>> THAT'S ALL RIGHT. >> WE ARE NOT TALKING ABOUT POLICY. WE ARE TALKING ABOUT THE

OPERATING PROCEDURES. >> IF WE ADOPT AN OPERATING POLICY THAT IS INCONSISTENT WITH POLICY, THEN WE JUST HAVE TO SYNC THEM UP. YOU CAN HAVE IT WHATEVER 2008 --

WHATEVER WAY YOU WANT. >> I AM JUST USING THIS FOR AN

EXAMPLE. >> WERE YOU TRYING TO ADD ONE OR

MORE THAN TWO? >> MY SUGGESTION WAS JUST ONE.

>> THAT'S FINE. >> THE METHODOLOGY IS TO BRING THAT ISSUE TO THE BOARD FOR THE BOARD'S VOTE, AND THEN IF SOMEBODY IS GOING TO LOOK AT IT AS FAR AS DRAFTING EXACT WORDS AND ALL THAT, FINE. THE FIRST THING IS TO VOTE ON THE ISSUES WE BROUGHT FORTH DURING THE COMMITTEE.

YOU SEE WHAT I'M SAYING? >> IF THE SUGGESTION -- IF THE SUGGESTION WAS YOU HAVE -- AND THIS EXAMPLE, ONE PERSON CAN GET AN AGENDA ITEM. WHETHER YOU GET THE VOTES TO PUT IT IN OR NOT, IT IS NOT UP TO ME.

I WILL DRAFT THAT PROVISION SO IT WILL BE IN THE ROOM.

>> YOU DON'T HAVE TO WORRY ABOUT DRAFTING IT UNTIL WE TAKE A VOTE

AND THEN DRAFT IT. >> WELL, BUT IT IS EASIER TO HAVE A DISCUSSION IF YOU HAVE THE LANGUAGE SO YOU CAN SEE WHAT IT DOES. THAT'S IN MY EXPERIENCE.

>> WHEN YOU GET WITH MS. BRYANT ON THE INFORMATION, EVERYBODY ON THAT COMMITTEE RECEIVES SOMETHING FROM ME.

THEY RECEIVED THE CURRENT POLICD PROCEDURES, THE GUIDELINES.

THEY RECEIVED THAT. I HAVE WENT THROUGH AND HIGHLIGHTED THINGS. EVERYBODY GOT A COPY OF IT.

EVERYBODY HAD THE OPPORTUNITY TO PUT NOTES AND WRITE NOTES.

AFTER IT WAS OVER, MS. BRYANT COMPILED ALL OF THAT.

DO YOU REMEMBER THE DOCUMENT THAT I HAD, MS. BRYANT? OKAY. SO THAT DOCUMENT IS WHAT YOU'RE

GONNA BE WORKING FROM. >> YES.

>> OKAY. SO I JUST WANT TO MAKE CLEAR THAT THERE IS A DOCUMENT THAT WAS PRESENTED TO EACH COMMITTEE MEMBER, AND IN THAT DOCUMENT IT WAS VOICED, EVERYONE THAT HAD

CONCERNS AND HAD STATEMENTS. >> I UNDERSTAND.

ALL I'M SAYING IS THERE ARE OTHER ITEMS THAT PEOPLE WANT TO SEE. I'LL DRAFT THEM AND THEY WILL BE

[02:00:05]

THERE AND YOU CAN PUT THEM IN OR NOT.

YOU CAN SEE HOW TO MAKE THE MOTION.

I WANT TO INCLUDE THAT LANGUAGE OR I DON'T WANT TO INCLUDE THE LANGUAGE. IT IS EASIER TO HAVE AN EXPERIENCE OF TRYING TO DRAFT ON THE FLY AND IT TAKES A LOT OF TIME. I WILL TRY TO REPRODUCE THE CONCEPT THAT EVERYBODY WAS EXPRESSING TO THE EXTENT I CAN DO IT. THE DISCUSSION IS DO WE PUT IT IN OR NOT RATHER THAN TRYING TO DRAFT IT WITH A COMMITTEE OF SEVEN PEOPLE WHICH TAKES A LOT OF TIME.

>> MADAM PRESIDENT AND MS. OHANLIN, TO CAPTURE THIS, AND IF I GOT IT CORRECTLY, WHAT YOU ARE GONNA DO IS PRETTY MUCH CREATE A BOARD OPERATING PROCEDURES DOCUMENT, BUT YOU WILL ALSO HAVE ANOTHER DOCUMENT WITH OUR CONSENT AGENDA WITH EVERY ITEM SUBMITTED FOR US TO VOTE ON THE ITEMS.

>> WITH OPTIONS. >> RIGHT.

>> SO YOU WILL HAVE THAT AND YOU WILL HAVE A SEPARATE SHEET WITH THE DIFFERENT ITEMS YOU PUT IN THERE.

>> AND YOU CAN PUT THEM IN OR NOT PUT THEM IN.

>> SO THAT YOU CAN -- SO IT IS WRITTEN ALREADY AND WE DON'T HAVE TO TRY TO DRAFT IT WITH A BUNCH OF PEOPLE WAITING AROUND

IN THE ROOM. >> CORRECT.

I THINK IT MAKES SENSE TO ME. IF WE WANTED TO PULL A CERTAIN ITEM WE CAN PULL THE ITEM AND THEN REVISE IT.

AND THEN THE OTHERS. >> YES.

>> THANK YOU. >> ANY OTHER QUESTIONS?

OKAY. >> MADAM PRESIDENT I VOTE -- I

MOTION TO ADJOURN. >> IS THERE A SECOND?

>> SECOND AND AT 9:47 WE ARE ADJOURNED.
