COMMUNICATIONS? >> NOT TO MY KNOWLEDGE.

>> AT THIS TIME WE'LL GO AHEAD AND QUEEN INTO THE PUBLIC HEAR -- CONVENE INTO THE PUBLIC HEARING.

>> I WILL CALL FOR MR. GARRISON TO PRESENT THAT INFORMATION.

BLISS .

>> IS THE MIC ON?

>> IT SAYS IT'S ON. >> YOU GUYS HEAR ME OKAY?

>> YES. >> GOOD EVENING.

I DON'T THINK YOUR MIC IS ON. SPEAK INTO IT AGAIN.

>> GOOD EVENING. I DON'T HAVE TO DO THIS VERY OFTEN. GOOD EVENING, MADAME BOARD PRESIDENT. BOARD OF TRUSTEES.

IT'S AN HONOR TONIGHT TO PRESENT THE FIRST REPORT.

THIS IS AN ANNUAL REPORT. THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS TALKS -- LET'S SEE HERE.

THIS IS NOT WORKING. THERE YOU GO.

TURN IT ON AND IT WORKS. THIS SLIDE JUST TALKS ABOUT THE PURPOSE AND THE LEGISLATION THAT DEFINES THIS BUT ESSENTIALLY THIS REPORT IS PUT OUT AND REQUIRED BY TEA FOR US TO PRESENT AT A PUBLIC HEARING TO TALK ABOUT HOW WE USE OUR FUNDS AND SO DESCRIBE TO THE PUBLIC PREEN VIED TRANSPARENCY FOR THE USE OF OUR FUNDS THROUGHOUT THE YEAR.

NOW WE'LL POINT OUT THAT THIS REPORT EVEN THOUGH WE'RE PRESENTING IT NOW IS NOT EVEN LAST FISCAL YEAR.

IT'S THE PRIOR FISCAL YEAR. IT'S 2021 DATA PRESENTED NOW.

SO WHEN WE DO THIS NEXT YEAR, IT WILL BE THE 21-22 DATA.

IT TO BE CLEAR THIS IS FROM 2021 IN ACCORDANCE WITH THE REQUIREMENTS. THIS REPORT WAS ACTUALLY JUST RELEASED NOVEMBER 4TH FINALIZED FROM THE STATE.

IT'S NOT A WEIGHT ON US. THIS IS TEA'S REPORT AND WE PRESENT THEIR BASED ON OUR DATA FROM THAT TIME.

THE SCORING MATRIX IS BASICALLY LIKE A LITTLE REPORT CARD.

A THROUGH F. WITHOUT A D WHICH IS INTERESTING BUT A THROUGH F. PLEASED TO REPORT THAT THIS DATA THAT -- FROM 2021 WE RECEIVED A SCORE OF 90 OVERALL THIS WHICH IS AN A AND AN IMPROCHLT FROM THE PRIOR YEAR THAT WAS AN 88 WHICH IS STILL A SOLID SCORE FOR THE DISTRICT.

[APPLAUSE]. >> WITH THAT I WOULD LIKE TO POINT OUT THAT DANA MOSLEY IS HERE WITH US AND SHE WAS HERE FOR THAT. THE FINANCE DOES A LOT OF WORK TO MAKE THESE THINGS HAPPEN SO IT IS A TESTAMENT TO THE WORK THAT THEY'VE DONE TO GET TO THAT.

[APPLAUSE]

. >>> I BELIEVE THERE WERE 15I7BD CATERS. WITHIN THE LAST TWO YEARS I BELIEVE THEY ADDED A COUPLE MORE AND THEN WITH COVID THEY VINDICATORS ON THERE THAT ARE NOT SCORED BUT WE'LL GO THROUGH THEM. ONE IS BASICALLY DO WE MEET OUR DEADLINE BY SUBMITTING OUR ANNUAL FINANCIAL AUDIT.

BECAUSE WE'RE SEPTEMBER 1ST BUDGET, OUR AUDIT IS DUE BY TEND OF JANUARY, JANUARY 28TH. IT WAS SUBMITTED IN A TIMELY FASHION. AND THAT ALSO -- I'LL BRING TO LIGHT THAT WE IS ARE THE AUDIT TO BE APPROVED AGAIN BY THE BOARD JANUARY 1ST TO BE SUBMITTED BY TEND OF THE YEAR SO WE'LL BE IN COMPLIANCE AND JUST A PASS FAIL.

WE HAVE AN UNMODIFIED OPINION FROM THE AUDITOR AND A CLEAN AUDIT AND WE DID SO THAT'S A PASS.

TEMPERATURE INDICATOR 3, THAT WE BASICALLY PAID THE DEBT, ARE IN COMPLIANCE WITH PAYMENT ON OUR DEBT AGREEMENT AND THAT'S A HUGE ISSUE ENSURING BOND PAYMENTS ARE PAID ON TIME BECAUSE THAT IS A BIG INDICATOR HERE. AND THEY WERE.

INDICATOR FOUR IS OTHER PAYMENTS SUCH AS TRS, WORKERS COMP, THE

[00:05:02]

TWC THERE, TEXAS WORKFORCE COMMISSION AS THEY BILL UNDER THE CIRCUMSTANCES WE HAVE TO BE SURE PAYMENTS WERE DONE TIMELY AND THEY WERE. INDICATOR FIVE IS ANOTHER INDICATOR THAT IS NOT SCORED AND I WANT TO MAKE CERTAIN THAT YOU UNDERSTAND IT'S NOT JUST SCORED FOR US.

NOT SCORED STATEWIDE THE WHOLE I UNDERSTAND CATER IS NOT EVEN ON THE REPORT. SO THAT'S STATEWIDE FOR EVERYBODY. THAT'S NOT A SCORED INDICATOR.

INDICATOR SIX LOOKS AT YOUR CHANGE IN FUND BALANCE OVER A THREE YEAR PERIOD THAT YOU DON'T HAVE A 25% CHANGE IN YOUR FUND BALANCE OR THAT YOU AT LEAST HAVE 75 DAYS OF OPERATION AND WE QUALIFIED FOR BOTH SO THAT'S ANOTHER INDICATOR PASSED.

SOME OF THIS GETS SOME HEAVY MATH IN IT BUT THIS IS CASH ON HAND AND WE'RE REQUIRED ANYTHING ABOVE 60 DAYS I BELIEVE YOU GET YOU CAN SEE PRIOR YEAR 154 DAYS. THIS WAS THE YEAR WITH COVID THAT A LOT OF MONEY WAS BANKED SO 254 DAYS OF OPERATION 8 COSTS ON HAND SO WE'LL EXCEED IN THAT. SO A FULL TEN POINTS BOTH PRIOR YEAR AND CURRENT YEAR. INDICATOR EIGHT, FULL TEN POINTS HERE. YOU HAVE ENOUGH BASICALLY DO YOU HAVE ENOUGH MONEY TO COVER YOUR DEBT.

YOUR SHORT TERM DEBT AND WE DO. I PUT THE NUMBERS UP THERE JUST BECAUSE THEY DO BREAK THAT DOWN. THERE'S A SEPARATE REPORT FROM YOUR PRESENTATION UP THERE. THAT COLORED REPORT THAT'S BLUE AND RED, THAT IS THE ACTUAL FIRST REPORT THAT'S ON THE WEBSITE THAT HAS EVERY SCHOOL DISTRICT IN THE STATE OF TEXAS IS LISTED THERE. I JUST PRINTED THAT SO YOU WOULD HAVE IT. YOU CAN CLICK ON THE RED LINKS AND IT SHOWS THAT SAME THING. IT SHOWS WHAT THOSE NUMBERS ARE ASSETS TO DEBT RATIO. AGAIN FULL TEN POINTS.

GENERAL FUND, THIS IS AGAIN GOES BACK TO SHOWS WE HAVE TO HAVE MORE THAN 06 DAYS OPERATIONAL AGAIN WE'RE WELL ABOVE THAT AT 264 AND DO WE BASICALLY RECEIVE ENOUGH MONEY TO COVER OUR EXPENSES IS ESSENTIALLY WHAT NUMBER THAT IS.

NUMBER TEN IS NOT SCORED. THE RATIO OF LONG TERM LIABILITIES AND ASSETS FOR THE DISTRICT AND AGAIN WE -- THIS ONE IS A LOT CLOSER BUT WE'VE AGAIN FULL TEN POINTS BOTH THE PRIOR YEAR AND THAT YEAR ON THAT RATIO.

12 IS THE ONE THAT'S A LITTLE MORE COMPLICATED.

IT'S BASICALLY YOUR REVENUE, EXPENSES, DIVIDED OUT BY YOUR TOTAL DEBT. PER $100 AND THEN YOUR OVERALL VALUATION FOR THE DISTRICT. AGAIN, THIS IS A LITTLE BIT OF AN INCREASE, SIX POINTS. THE PRIOR YEAR.

EIGHT POINTS THIS YEAR. THAT WAS AN IMPROVEMENT AND I'M CERTAIN A LOT OF THAT HAD TO DO WITH IF YOU LOOK AT THE GROWTH THERE THE OVERALL VALUATION THE PRIOR YEAR WAS JUST OVER 3 BILLION SO YOU'RE SEEING A LOT OF GROWTH HELPING WITH THAT I KNOWED CATER. INDICATOR 13, THIS IS ADMINISTRATIVE COST RATIO. STAYING STEADY AT EIGHT POINTS THERE AND THAT'S BASICALLY ALL OF YOUR ADMIN EXPENSES VERSUS WHAT YOUR ENROLLMENT IS FOR YOUR DISTRICT SO THAT'S ANOTHER INDICATOR THEY MONITOR TO MAKE CERTAIN THAT WE'RE NOT BECOMING TOO HEAVY ON THE ADMINISTRATIVE COST SIDE.

INDICATOR 14 IS SIMILAR. IT LOOKS AT THE STAFFING RATIO VERSUS YOUR ENROLLMENT. WE GOT A FULL TEN POINTS HERE AND IF YOU'LL LOOK HERE THEY LOOK AT THIS OVER A THREE YEAR PERIOD AND I INCLUDED BOTH OF THEM ON THERE, IN 18 AND 19 YOU CAN SEE ENROLLMENT WAS ALMOST 7350.

914 STAFF MEMBERS. YOU CAN SEE TEN ROLLMENT HAS TROPPED AS WELL AS THE NUMBER OF FTES.

THEY MONITOR THAT TO ENSURE IF THERE'S DE-KLEINING OR INCREASING ENROLLMENT THAT THE RATIO LOOKS GOOD.

15 IS ANOTHER INDICATOR NOT SCORED.

THIS IS OUR STUDENT INFORMATION DATA.

ATTENDANCE. CODING OUT ALL OF OUR STUDENTS CORRECTLY. THAT IS A REALLY, REALLY ACCURATE NUMBER RIGHT THERE AND WE HAVE -- 2 EXTERNAL AUDITOR IT'S A PASS FAIL AND WE WERE IN COMPLIANCE WITH THAT.

MATERIAL WEAKNESSES, WE DID NOT HAVE ANY COMPLIANCE WHEN IT COMES TO GRANTS OR ANYTHING OF THAT NATURE.

AGAIN, EVERYTHING WAS IN COMPLIANCE TEN POINTS.

19, MAKING CERTAIN WE'RE FOLLOWING THE RULES, STATUTES, AND CODES AND AGAIN THAT'S SOMETHING THAT THE AUDITOR LOOKS AT AND AGAIN THAT'S A FIVE POINT AND PASS.

INDICATOR 20 NOT -- I APOLOGIZE THAT'S A DMRI SLIDE IN THERE.

WE HAD DISCUSSION OF PROPERTY VALUES BEFORE THE UM BUDGET.

[00:10:32]

IF THERE WERE ANY GIFTS BEING PAID THAT'S ON THAT BACK PAGE THERE. THOSE ARE THE AGOS GAIT NUMBERS AND I'LL REMIND YOU THIS IS FROM THE 2021 SCHOOL YEAR.

ANY TYPE OF ALARM THAT THERE'S REALLY NO GRADE FOR THIS JUST THAT WE DISCLOSE IT. AGAIN NONE OF THE OTHERS AT THE BOTTOM WERE -- THERE WAS NOTHING AS FAR AS THE HONORS OR GIFTS OR ANYTHING OF THAT NATURE AND JUST YOUR NORMAL WHAT WE SEE FOR CONFERENCE TRAVEL, THOSE TYPES OF ITEMS. THAT COVERS MY PRESENTATION. I WILL OPEN IT TO QUESTIONS.

>> IF YOU CAN PLEASE CLARIFY, WHO IS THE CFO AT THAT TIME?

>> MS. PUMPHREY.

AND THE ITEM YOU STATED THAT WERE NOT SCORED, I UNDERSTAND YOU STATED IT WAS ACROSS THE BOARD AND IT WAS DUE TO I GUESS

COVID? >> I BELIEVE THAT HAS TO DO WITH IT BECAUSE OF THE TIMEFRAME BUT FOR WHATEVER REASON WHEN I SAY NOT SCORED, IT'S NOT SCORED AT ALL ON ANYBODY.

IT'S NOT SOMETHING I PULLED SPECIFICALLY TO OUR SCHOOL OR THAT WE DIDN'T HAVE DATA. IT'S A NONSCORED ITEM ON THE FIRST REPORT STATEWIDE FOR EVERY SCHOOL

>> IS THERE ANY WAY TO FIND OUT WHAT OTHER DISTRICTS WOULD HAVE REFERENCE TO THAT THAT WERE NOT SCORE SNIDE.

>> THE IF THERE ARE, IT IS ON THAT SECOND REPORT THAT'S ON THE ACTUAL FIRST REPORT ON THERE. THOSE SAME INDICATORS ARE IN THERE IN ORDER ONE THROUGH 20 ON THERE AND SO THOSE NUMBERS WOULD CORRESPOND WITH THAT. I BELIEVE THEY JUST SAY NOT SCORED BUT THEY MAY HAVE THE INFORMATION THAT YOU'RE LOOKING FOR AS FAR AS WHAT THEY'RE ACTUALLY WORTH.

>> I DON'T SEE ANYTHING THAT SAYS NOT SCORED.

OR THE REASON WHY.

>> IT DOES. IT'S RIGHT HERE.

SAYS NUMBER 15 AND IT SAYS THIS INDICATOR NOT BEING SCORED.

>> I SEE >> THAT'S ALL IT SAYS ON THE

REPORT. >> THANK YOU.

>> YOU'RE WELCOME. OF COURSE.

>> BUT THE QUESTIONS FOR THOSE -- --

>> THIS IS THE STATE REPORT. I PULL IT SFRATH FROM THAT.

>> OKAY. SO IN ORDER TO TO FIND OUT THE DETAILS OF THAT THEN WE JUST HAVE TO CONTACT THE STATE I GUESS.

OKAY. UNDERSTOOD. NOW SOME OF THE QUESTIONS THAT ARE ASKED AS IT RELATES TO, LIKE, TEACHERS AND STUDENTS AND WHAT HAVE YOU, HOW IS THAT INFORMATION VERIFY SNIDE IS THERE A SYSTEM THAT THEY PULL IT FROM OR WE JUST PROVIDE THEM

WITH THAT NUMBER? >> THAT'S A GOOD QUESTION.

IT IS BASED ON OUR DATA. BUT I DON'T PUT THE NUMBERS IN HERE FOR THIS REPORT. THAT REPORT -- IF YOU GO TO -- IF YOU GO HOME TONIGHT AND GO ON THE TEA WEBSITE AND YOU PULL UP THE FIRST REPORT IT WILL PULL THAT DOCUMENT SITTING RIGHT THERE IN FRONT OF YOU AND WHEN YOU CLICK IT, THOSE NUMBERS ARE PRELOADED. IT'S THEIR DATA SO THEY GO THROUGH AND AS WE DO OUR REPORT JUST LIKE THIS RIGHT NOW WE'RE ABOUT TO CERTIFY OUR AUDIT NEXT MONTH.

SO TWO YEARS FROM NOW THEY'RE GOING TO TAKE THAT AUDIT DATA AND TAKE THAT OTHER DATA AND PULL THAT AND GO THROUGH AND PUT ALL THAT IN THIS REPORT AND THEN THEY'LL SEND IT OUT TO US TO LOOK AND SEE IF THERE ARE ANY DISCREPANCIES AND THEN THEY'LL CERTIFY IT IN NOVEMBER AND PUBLISH IT.

IT'S ACTUALLY OUR DATA BUT THEY PULL IT AND THEY COMPILE THE

REPORT. >> OKAY. SO AS FAR AS STAFF IS CONCERNED AS IT RELATES TO TEACHERS AND WHAT HAVE YOU AS FAR AS THE COUNTY, WE PROVIDE THEM WITH THAT INFORMATION BASED ON WHAT WE HAVE. AND THE NEXT QUESTION I HAVE -- YOU ALREADY ANSWERED IT. APPRECIATE IT.

>> QUESTIONS OR COMMENTS?

>> HEARING NONE THIS IS A PUBLIC HEARING.

ARE THERE ANY QUESTIONS FROM THE AUDIENCE?

>> OKAY. >> BOARD, I KNOW THAT YOU KNOW

[00:15:08]

THAT I DO CONSULTING STUFF AND THE REASON YOU WON'T SEE ANY IS BECAUSE I DO NOT TAKE THOSE PERSONALLY.

WHENEVER I DO THOSE THINGS I ASK THEM TO MAKE THAT OUT TO WHICHEVER ORGANIZATION WITHIN OUR DISTRICT THAT I DONATE THOSE TO SO IT COMES DIRECTLY SO THEM. SO I DO SOME OF THOSE THINGS AND I GET HONOR RARMS, I DO NOT TAKE THOSE.

THEY'RE NOT MADE OUT TO ME PERSONALLY.

THIS PAST YEAR, DONATING THOSE TO PERFORMING ARTS.

ALL THOSE THAT COME IN GO TO PERFORMING ARTS.

IT'S ADDRESSED DIRECTLY TO THEM.

JUST WANTED TO CLARIFY THAT BECAUSE YOU MAY SAY I KNOW SHE DOES SOME THINGS AND RECEIVES HONORARIUMS SO THEY COME IN THE NAME OF WHICHEVER DEPARTMENT SO YOU SEE NONE FOR ME.

>> ALL RIGHT. THANK YOU FOR THAT.

>> AT THE TIME OF THIS REPORT THAT THEY PULLED, THIS IS AT THE

TIME THAT GRANGER WAS HERE. >> I THINK --

>> YOU SAID 2021. CAN SOMEBODY VERIFY?

>>. >> I CAME IN REALLY APRIL, MAY, 21. DR. GRANGER I THINK DEPARTED SOMEWHERE IN NOVEMBER OF 19. AND THEN THERE WAS AN INTERIM

UNTIL I ARRIVED. >> AND SO THIS WOULD BE BASED ON

THE INTERIM SO TO SPEAK? >> CLOSING OUT PRETTY MUCH.

YES >> AND CAN YOU PLEASE JUST VERIFY FOR RECORD WHO WAS THE INTERIM AT THAT TIME?

>> SHAMIKA MILNER. >> THANK YOU.

>> ANY OTHER QUESTIONS, COMMENTS?

MS. MORRIS. >> I'M SORRY. I WOULD LIKE TO STATE FOR INFORMATION PURPOSES EVERY YEAR THE DISTRICT RECEIVES ACADEMIC EXCELLENCE INDICATOR DOCUMENTS. THAT IS PRESENTED THAT A LOT OF THIS INFORMATION IS THERE. STAFFING, STUDENTS, AREAS, ACHIEVEMENTS. SO I WOULD LIKE TO SUGGEST FOR THE BOARD MEMBERS THAT HAVE NOT HAD THE OPPORTUNITY TO LOOK AT THE ACADEMIC EXCELLENCE INDICATOR FOR OUR DISTRICT IT WOULD BE GOOD INFORMATION FOR EVERYONE.

THANK YOU.

>> OKAY. THANK YOU. IF THERE ARE NO OTHER QUESTIONS OR COMMENTS, WE WILL CONCLUDE OUR HEARING.

THE TIME IS 5:50 TO CLOSE
