[8A. School Reopening, Enrollment and Staffing Update (G1, G3, G4)]

>> NOT TO OUR KNOWLEDGE. >> OKAY. NOW THE SUPERINTENDENT REPORT.

SCHOOL REOPENING, ENROLLMENT AND STAFFING UPDATE. >> IS CURRENTLY SHARED ABOUT THE SCHOOL OPENING, AGAIN, IT WAS A GREAT DAY. ALMOST, HE WENT SOLO THINK ALL OR JUST HOLDING OUR BREATH AWAY FOR SOMETHING. THAT'S KUDOS TO ALL OF OUR PRINCIPALS WHO ARE HERE IN THE BUILDING SO THANK YOU. I ALSO WANTED TO UPDATE YOU ALL ON ENROLLMENT. AND AS WE ARE LOOKING ACROSS AND AS WE HAVE REALLY COUNTED WARM BODIES WE WENT UP BUT ALSO LOST SOME STUDENTS IN THE LAST TWO WEEKS I GUESS.

STUDENTS ACTUALLY LEFT US OVER THE SUMMER AND WE HAD TO CONFIRM.

RIGHT NOW WE ARE SITTING AT 7028 STUDENTS. WHICH IS INCREASE OF 53 FROM LAST YEAR. THE STUDENTS LEFT US WE HAD TO DO THAT OVER THE LAST COURSE OF THE WEEK. AT THAT POINT WE WOULD'VE BEEN UP TO HUNDRED.

BUT OF COURSE, HAD TO SCRUB THE DATA. AND WE ARE AT 53, SCENE MAJORITY OF STUDENTS LEAVING US IN THE MIDDLE SCHOOL. WE ARE UP 53 THE CURRENT ENROLLMENT IS -- STUDENTS. AS FAR STAFFING I WANTED TO MAKE SURE THAT I GAVE HER THE INFORMATION AS WELL. STAFFING IS LOOKING REALLY GOOD COMPARED TO LAST YEAR AT THIS TIME. I THINK WE ARE OVER 20 VACANCIES LAST YEAR.

THIS YEAR, BECAUSE OF NEW INNOVATIVE GROW YOUR OWN PROGRAMS AT UL APPROVED AND ARE ALLOWING US TO DO, OUR PRINCIPALS HAVE BEEN HARD AT WORK ALL SUMMER HIRING STAFF, AT THE HIGH SCHOOL WE HAVE CURRENTLY HAVE SPANISH AND -- AND HALL MONITOR SPARK.

SOME OF MY LIST HAVE BEEN FIELD ALREADY SO MAKING SURE I IDENTIFY THE ONES THAT HAVE BEEN FILLED SINCE I RECEIVED HE E REPORT. AND -- THERE ARE TWO OFFICIAL POSITIONS SPANISH AND WORLD HISTORY. AT LMS THERE IS A SPECIAL EDUCATION SPOT OPEN LAST YEAR THEY WERE 12 VACANCIES. THAT WAS TEACHERS IN THE CLASSROOM VACANCIES. KUDOS TO THE TEAM. AT THE ELEMENTARY LEVEL, OUTLINE HAS TWO PARAPROFESSIONAL OPENINGS. DOES ALL THE VACANCIES WE HAVE IN THE SCHOOLS WHICH IS GREAT AND I'M EXCITED ABOUT IT. THE NEW GROW YOUR OWN PROGRAM OF 4040 5050 IS ALLOWING US TO SUPPORT THE NEW TEACHERS IN THE CLASSROOMS. AND EVERYONE IN THE DISTRICT OFFICE ALSO, IS ASSIGNED A NUMBER OF THOSE TEACHERS.

OFFICIAL COUNT WAS 44 THAT INCREASED A TAD BIT AND I DON'T KNOW THE NUMBER TO BE EXACT SO I WANT TO GIVE THE NUMBER I KNOW. AND SO, MY TEAM AS WELL GOES OUT ON FRIDAYS. TO HELP SUPPORT THE NEW TEACHERS IN THE CLASSROOM.

[8B. 2021-22 Learning Agenda Process (G1, G2) - Dr. Cassandra Barker, Presenter]

THAT CONCLUDES ALL OF MY REPORT WITH STAFFING AND ENROLLMENT. MY NEXT ITEM ON MY LIST IS TO HAVE THE LEARNING AGENDA PROCESS. DOCTOR BARKER, IF YOU WILL COME

FORWARD, PLEASE? >> THANK YOU. GOOD EVENING BOARD PRESIDENT, DISTINGUISHED BOARD MEMBERS, DR. PERERA. THERE WAS A QUESTION PRESENTED BY TRUSTEE JONES ASKING ABOUT WHAT WE DO, WHAT CUTS DID WE MAKE, AND PARTICULARLY INTERESTED IN, I DON'T WANT TO NECESSARILY CALL IT CUTS BUT HOW WE READ APPROPRIATE FUNDS AND EFFORTS. IN ORDER TO HELP. SO THE PROCESS WE CALL A LEARNING AGENDA PROCESS. KIND OF PIGGYBACKING WHAT DR. PERERA WAS TALKING ABOUT LAST YEAR, LESTER STARTED AND HAD 180 NEW PEOPLE IN OUR CLASSROOM, TEACHERS, SUBSTITUTES, THEY WERE 180 OF THE 134 CLASSES. WE STARTED THE YEAR WAS DONE 35

[00:20:02]

UNFILLED VACANCIES. 74 PERCENT OF STUDENTS HAD VIRTUAL, COVID CASES WERE ON THE RISE. WE PARENTS CALLING AND EMAILING YOU ALL ABOUT, CONTINUE TO BE VIRTUAL? MATH SCORES HAD DROPPED FOR THE FIRST TIME A DECADE.

WE WERE PREDICTING STUDENT ATTENDANCE NUMBERS WOULD BE LOWER AND SO I GIVE YOU ALL OF THIS JUST TO GIVE YOU THE MINDSET THAT WE WERE IN AT THE BEGINNING OF THE YEAR.

THE LAST BULLET IS VERY IMPORTANT BECAUSE OF COURSE, THE ATTENDANCE IS LOWER THAN THE REVENUE IS LOWER. WE HAVE LESS FUNDS IN ORDER TO DO THE JOB THAT WE WERE CHARGED TO DO. AND SO, I WENT AND LOOKED AT OUR DATA, HOW DID OUR STUDENTS PERFORM WITH ALL THE THINGS THAT WE HAD? AND STARTED ASKING QUESTIONS ABOUT YOU KNOW, DO WE NEED ALL OF THAT? OR DO WE NEED TO DO SOME THINGS DIFFERENTLY CLEARED AND THE CHALLENGE THE TEAM A SEPTEMBER 2, TWO BUILD A LEARNING AGENDA.

IT'S AN INPUT-OUTPUT MODEL. BUT I WANT THIS TO LOOK AT THE RESOURCES SO STARTED THE FAR RIGHT. I SAID LET'S LIST ALL THE RESOURCES THAT WE HAVE IN THE CLASSROOM, ALL RESOURCES ON THE CAMPUSES AND THEN WE ARE GOING TO THE FAR LEFT.

MY CHALLENGE THEM WAS TO THE RESOURCES, DOES THE DATA SHOW THAT THE RESOURCES REALLY -- THIS IS AN EXAMPLE OF ONE OF THE LEARNING AGENDAS.E DID THIS FOR EVERY SEGMENT OF THE CURRICULUM THAT WE HAVE. THIS ONE IS K THROUGH FIVE SCIENCE.

AND SO, WE KNEW THAT WE HAD -- THE PRIMARY CURRICULUM AND WE HAVE SOMEONE LOOKING AT PRIMARY, WE WENT BACK AND BUILT QUESTIONS AROUND IT. AN ASCETIC CAN MAKE THIS AVAILABLE FOR EACH OF THE SEGMENTS SO YOU CAN SEE IT. IF YOU NOTICE THE -- IS HIGHLIGHTED BECAUSE ONCE WE HAD DISCUSSION AROUND WHAT WAS ACTUALLY GOING TO GIVE US THE RESULT THAT WE WERE LOOKING FOR FOR OUR STUDENTS. END OF STUFF TO MAKE A POINT OF SOMETHING THAT WE HAVE TO PICK UP, LEFT HIM AS EDUCATORS WE CREATE ACADEMIC SCHIZOPHRENIA.

WE GIVE SO MANY THINGS. WE EXPECT FOR STUDENTS TO ACT IN A CERTAIN WAY WE SHOULD BE STREAMLINED ON EXACTLY WHAT WE WANT THEM TO LEARN AND WE SUPPORT THE LEARNING AROUND THAT. THAT'S WHERE WE ENDED UP AND IN SCIENCE, OR THROUGH SCIENCE WITH THIS PARTICULAR CURRICULUM AND EXPANDED TWO. WE WANT TO TALK TO THE PROCESS.

YOU RESOURCES FROM 2020, 2021 AND RESOURCES FROM 2021, 2022. I WILL TELL YOU THAT WHAT THEY SHOULD ACTUALLY SHOW IS THAT ALL OF THOSE RESOURCES SHOULD BE ON THE SIDE WITH 2020 /2021.

EVERY SINGLE THING SHOULD BE ON THE LEFT-HAND SIDE. WHEN WE WENT THROUGH THIS PROCESS STREAMLINED, WE SAID THESE ARE SOME THINGS THAT WE DON'T NEED AND ALSO LEFT IN THE COLUMN 21, 22 IS BEING UTILIZED IN THE CLASSROOMS. IT IS STILL A LOT.

MANY OF THESE THINGS YOU APPROVED WERE BROUGHT THE LIST TO YOU LAST MONTH, HERE'S A DESCRIPTION OF EVERYTHING WE DO, AND SO THIS IS SOMETHING THAT I SAID I WOULD BRING WE DO HAVE A NEW RESOURCE, WHATEVER IT'S REPLACING OR WHATEVER IS GOING AWAY WILL BE ABLE TO SHOW IT. IT DOESN'T LOOK LIKE A LOT WAS MOVED OVER.

THAT WASN'T THE ONLY THING WE CUT. WE APPROPRIATED DIFFERENTLY.

WE MAKE SURE THAT THERE WERE PEOPLE SUPPORTS AROUND THE TEACHERS AND NOT NECESSARILY JUST THROWING MORE THINGS FOR THEM TO DO WITH STUDENTS. ACTUALLY INVESTED IN HOW THEY NEED TO IMPLEMENT THOSE THINGS AND THEN AGAIN, COACH THEM AROUND THAT.

WE MADE INVESTMENT IN PEOPLE TO ACTUALLY SCALE. THIS IS VERY QUICKLY AN OVERVIEW THAT IS PART OF THE SUPERINTENDENTS REPORT THAT I CAN MAKE AVAILABLE FOR YOU, EACH ONE OF THE SHEETS YOU WILL SEE HOW WE MOVE THINGS OVER. THE DOLLAR AMOUNT THAT WITH EACH ONE OF THEM I CAN MAKE AVAILABLE TO YOU. ANY QUESTIONS?

[00:25:03]

[INAUDIBLE] WHAT I WILL DO IS, I'LL SHARE THE GOOGLE FOLDER WITH YOU WITH

THE EMAIL ADDRESSES. >> I KNOW THAT THAT WAS HARD BUT YET, IT WAS EASY BECAUSE OUR LEADERSHIP WAS THERE. AND SO I WANT TO THANK ALL OF YOU FOR EVERYTHING THAT YOU'VE DONE LAST YEAR. AND THE ONLY THING I CAN SAY FROM SITTING HERE, THROUGH IT ALL, OUR CHILDREN ARE ON THEIR WAY TO HIGHER HEIGHTS, THANK YOU.

>> THEY ARE DEFINITELY. >> ONE OTHER ITEM IF YOU DO NOT MIND I WOULD LIKE TO ADD TO THIS, THINK IT'S IMPORTANT BECAUSE OF TONIGHT WHAT YOU ALL ARE DOING IS A BOARD WITH BUDGET. MANY TIMES EVERYWHERE BEEN PEOPLE TALK ABOUT ADMINISTRATIVE, DISTRICT OFFICE, I WANT THE AUDIENCE TO BE INFORMED.

I KNOW YOU ALL ARE AWARE THAT I ELIMINATED THREE CABINET POSITIONS IN THE LAST YEAR.

ONE BEING WHEN I GOT HERE WE HAD TWO DEPUTIES SUPERINTENDENTS JUST HAD ONE.

WE HAD A CHIEF TECHNOLOGY OFFICER THE SUNSET OR THE SPA AND GIVING PEOPLE WITHIN THE DEPARTMENT OPPORTUNITIES TO TAKE ON LEADERSHIP ROLES UNDER DOCTOR BARKER AND WE ALSO ELIMINATED OUR COO, CHIEF OF OPERATIONS SCOTT. THAT IS THREE TOP CABINET POSITIONS THAT HAVE BEEN ELIMINATED AS WELL. AND ALL OF THOSE DOLLARS WENT TO INSTRUCTION FOR RESOURCES AND OR STAFFING IN THE CLASSROOMS. VERY CLEAR ABOUT WHERE THAT NEEDED TO GO. I WANT TO MAKE SURE YOU ALL ARE AWARE OF THAT. I ALWAYS LOOK FOR WAYS TO MAXIMIZE AND LEVERAGE THE DOLLAR. IN FACT, WE WILL TALK ABOUT SOMETHING ELSE LATER ON ABOUT THE SAME THING. AS I'M TRYING TO DO, NOT AGAIN, BUT EXPAND IT.

>> ANY OTHER QUESTIONS? THANK YOU, DOCTOR BARKER. >> MY NEXT ITEM ON THE LIST IS

[8C. Door Monitoring Process (G3) - Mr. Ricky Azantilow and Dr. Marcus Jackson, Presenters]

ABOUT THE DOOR MONITORING PROCESS AS YOU WILL KNOW AFTER THE UVALDE SITUATION, THE GOVERNOR TOOK ACTION ON ENSURING THAT WE WERE ABLE TO ENSURE SAFE SCHOOLS AND THAT MEANT SECURING THE PERIMETER OF EACH SCHOOL. AND I HAVE AN A MINISTER THAT CAME UP WITH A VERY INNOVATIVE WAY FOR US TO BE ABLE TO CHECK THOSE ITEMS AND I WOULD LIKE TO GIVE THE SPOTLIGHT TO HIM TODAY. BUT ALSO, DOCTOR JACKSON WILL HELP SHARE A LITTLE BIT MORE ABOUT THAT. DOCTOR JACKSON AND MR. A, YOUR SHOW. CHRIS GOOD EVENING CHAIR, TRUSTEES AND SUPERINTENDENT.

BEFORE BEGINNING WANT TO GIVE CREDIT WHERE CREDIT IS DUE. I'LL BE SPEAKING TO HOWEVER THE CREATOR OF THIS VERY INNOVATIVE IDEA IS MR. AZANTILOW FROM LANCASTER HIGH SCHOOL.

HE AND I WAS IN DISCUSSION TALK ABOUT SAFETY AND SECURITY THE SUMMER.

AND THE NEXT DAY HE ACTUALLY CAME BY, AND PRESENTED THIS PLAN.

THE NEXT DAY WE PRESENTED TO THE PRINCIPAL AND THEN WE HAVE A CULTURE OF CHECKING DOORS WITHIN THE SCHOOL. I'LL PRESENT THAT TO YOU TODAY. AS DR. PERERA STATED THE SECURITY IS TIGHT AND IMMENSELY. AS IT RELATES TO CHECKING OUR DOORS TO ENSURE THAT STUDENTS AND STAFF ARE SAFE WITHIN THE BUILDINGS.

AND WE CREATED SUCH A SYSTEM HERE. IT IS CHECKED OFTEN AND IT IS DONE ELECTRONICALLY. WE HAD DATA WHICH I'LL PRESENT TO YOU FROM THE FIRST TWO WEEKS OF SCHOOL. AT YOUR LEISURE, IF YOU GET AN OPPORTUNITY, SIMPLY SCAN THE QR CODE AND IT WILL TAKE YOU TO AN EXTERIOR DOOR CHECK PAGE. YOU WILL HAVE AN OPPORTUNITY TO NUMBER ONE, IDENTIFY THE DOOR YOU ARE AT. YOU HAVE THE OPPORTUNITY TO CHECK IT IS LOCKED, OR UNLOCKED. THESE ARE ON EVERY SINGLE DOOR IN THE SCHOOL. -- HAD AN OPPORTUNITY TO PLACE ON THE OUTSIDE OF THE DOOR AT THE SCHOOL WHERE PARENTS ARE ABLE TO BE INVOLVED IN THE PROCESS AS WELL.

DR. PERERA WENT TO HIGH SCHOOL THE OTHER DAY, SHE ACTUALLY WENT AROUND AND CHECKED A COUPLE OF DOORS HERSELF. THE DOORS ARE NUMBERED AND COLOR CODED AS WELL.

AND OF COURSE, YOU MAKE SPECIAL NOTES IN THE SYSTEM HERE. THERE IS A SPECIFIC SCHEDULE

[00:30:01]

THAT STAFF MEMBERS ARE ALLOWED. I THINK THEY GO EVERY CLASS PERIOD IN ADDITION TO THAT EVERYONE ENTERING AND EXITING THE BUILDING NEXT TO GO THROUGH THIS PROCESS AND ENSURE THAT IT WAS LOCKED AS WELL AND THUS YOUR DATA IN A COUPLE OF STORIES WITH YOU FROM THAT DATA. HERE IS AN INDICATION SHOWN YOU THAT 104 RESPONSES IN THE FIRST TWO WEEKS OF SCHOOL AND OF COURSE EVERY DOORS COLOR-CODED AND MASH WITHOUT SECURITY PLAN.

AS A RESULT FROM THE FIRST TWO WEEKS. WE HAD ONE UNLOCKED DOOR WHICH WAS QUICKLY ABLE TO BE IDENTIFIED AND AN ADMINISTRATOR WAS ACTUALLY ABLE TO GO LOCKED THE DOOR. WE HAD TO DOORS I WAS ACTUALLY PROPPED OPEN THAT WAS ACTUALLY QUICKLY ABLE TO IDENTIFY AND DO THE PARTICULAR PROCESS, WE ABLE TO IDENTIFY THE CHILD TO POP THE DOOR TAXI WENT TO HIS MOTHERS CAR TO RETRIEVE A UNIFORM SHIRT.

WE WERE ABLE TO CONTACT THE CHILD AND MOTHER. AS YOU CAN SEE HERE, WE HAVE A QUICK SYSTEM AND MONITORING SYSTEM IN PLACE TO ENSURE THAT THESE DOORS ARE BEING CHECKED ALL THE TIME. AND THESE ACTUALLY SO GOOD DR. PERERA WANTED TO PUT IN PLACE AT THE DISTRICT OFFICE AND WE WERE GOING TO PLACE THIS IN ALL OF OUR BUILDINGS IN THE DISTRICT. THANK YOU FOR THIS VERY INNOVATIVE IDEA.

[APPLAUSE] WE NEED TO SELL THAT. >> IT IS DISTRICT PROPERTY NOW.

IT IS DISTRICT PROPERTY. >> WILL DISPLAY LITTLEB). ANY QUESTIONS?

>> THANK YOU. MY QUESTION WOULD BE, WHO ALL WILL HAVE ACCESS TO THAT

MONITORING INFORMATION AND WOULD BE ANYBODY? >> ALL THE TEACHERS -- YOU HAVE TO HAVE A LANCASTER ISD EMAIL ADDRESS. TEACHERS IN EVERY STAFF MEMBER.

THANK YOU. >> I THINK IT'S A GREAT IDEA. [INAUDIBLE]

>> GO AHEAD AND PATENT THAT I DISAGREE CAN GET ADDITIONAL REVENUE.

FYI, I KNOW COUPLE OF CHURCHES THAT CAN USE IT. >> I THINK THAT WAS NOTED.

[9A. Instructional Services Updates]

>> THANK YOU ALL. MOVE ON TO INFORMATIONAL ITEMS. FIRST IS INSTRUCTIONAL SERVICE UPDATE NUMBER JANUARY 20, 2021 STAR PERFORMANCE UPDATE, DR. PERERA?

>> THANK YOU. I THINK I'LL CALL FORWARD MS. BELL TO SHARE THE INFORMATION WITH THE BOARD AND AUDIENCE. CHRIS GOOD EVENING MADAM BOARD PRESIDENT, THE BOARD MEMBERS AND DR. PERERA NIGHT I'D LIKE TO GIVE YOU A TIGER UP STAAR UPDATE.

I LIKE SAYING THAT, TIGER UP. ON THE FIRST SLIDE, I WOULD LIKE TO SAY THAT THE PICTURE YOU'RE LOOKING AT ACTUALLY EXPLAINS OUR STORY. 2018, WE CAME IN WITH A 79, 2019 ACCOUNTABILITY YEAR 81 AND 2022, WE ARE AND 88, TWO POINT AWAY FROM AN A. ON THIS SLIDE, I'LL ACTUALLY COME FROM THIS POINT I WILL EXPLAIN EACH CAMPUS, TELL YOU, I'LL GIVE YOU A RATING INFORMATION AND NUMBER OF DISTINCTIONS FOR EACH CAMPUS.

-- ELEMENTARY EARNED AN OVERALL 85 WITH FOUR DISTINCTIONS, ONE IN READING, MATH, POSTSECONDARY READINESS AND CLOSING THE GAPS. USE IN ELEMENTARY, AND 87, THEY DID NOT GET ANY DISTINCTIONS AT THIS TIME. PLEASANT RUN ELEMENTARY EARNED 76 AND ONE DISTINCTION, THE DISTINCTION BEING IN SCIENCE. ROLLING HILLS EARNED 86 WITH TWO DISTINCTIONS, ONE IN ELA READING AND ONE IN CLOSING THE GAPS.OSA PARKS EARNED 87. AND THEY EARNED FIVE DISTINCTIONS, ONE IN ELA READING, ONE IN MATH, WHEN COMPARATIVE ACADEMIC GROWTH, ONE OF POSTSECONDARY READINESS AND ONE IN CLOSING THE GAPS. WEST MAIN EARNED 95, BEING THE ONLY A DISTRICT AT THIS TIME THERE IN FIVE DISTINCTIONS WHEN ELA READING, MATH, COMPARATIVE ACADEMIC GROWTH, POSTSECONDARY READINESS AND CLOSING THE GAPS. GWC CARVER, NOT RATED AT THIS TIME AND I DO WANT TO ANNOUNCE THAT OR CALL THE CAMPUS WILL ACTUALLY BE ON A COMPREHENSIVE IMPROVEMENT PLAN. THAT IS A PLAN THAT WILL BE MONITORED BY TA AND REGION 10.

[00:35:01]

DURING THE NEXT BOARD MEETING WE WILL COME BACK TO YOU AND GO OVER A TIMELINE OF ACTIVITIES THAT WILL HAVE THAT WILL ACTUALLY BE UTILIZED TO HELP SUPPORT THIS CAMPUS SO WE CAN MAKE SURE WE GET THE CAMPUS BACK ON THE RIGHT PATH. DO LOOK FOR THAT INFORMATION ON THE NEXT MEETING. LANCASTER MIDDLE SCHOOL EARNED AN 80, WITH TWO DISTINCTIONS ONE BEING ELA READING AND THE OTHER BEING COMPARATIVE ACADEMIC GROWTH.

LANCASTER HIGH SCHOOL EARNED AN 83 AND THEY HAVE ONE DISTINCTION BEING IN CLOSING IN THE GAPS. THIS IS ALSO JUST FEW AT A GLANCE, ALL THE DISTINCTIONS ON ONE PAGE. I WANTED TO COMPARE THE DISTINCTION THAT WE RECEIVED IN 2019 WITH THE MOMA RECEIVED IN 2022. 2019 WE RECEIVED 37 AND 2022 WE RECEIVED A TOTAL OF 20 DISTINCTIONS. THEN ON THIS CHART, I WOULD LIKE TO HIGHLIGHT COMMENT SECTION ILLUSTRATION OF AN AGGREGATE OF ALL THE RATING DATA COMPARING ALL OF THE DISTRICTS IN DALLAS AND I WOULD JUST LIKE TO CALL OUT THAT LAST IS ACTUALLY SHOWING YOU THIS COMPARING, WE'VE INCREASED OVERALL SEVEN POINTS BETWEEN 2018 THROUGH 2022. I WANT TO THANK YOU, DR. PERERA FOR LEADERSHIP AND GUIDANCE AND HARD WORK. SHE HIT THE GROUND RUNNING AND I WON'T FORGET WHEN SHE FIRST STARTED. I WORK VERY CLOSELY WITH HER CHEEK HIT THE GROUND RUNNING AND ALSO WANT TO THANK DOCTOR BARKER AND THE TEAM. IT TAKES EVERYBODY FROM MAINTENANCE AND OPERATION, EVERYBODY TO MAKE THIS HAPPEN. I WANT TO THANK EVERYONE FOR THEIR EFFORTS. THANK YOU. [APPLAUSE]

>> THANK YOU, MS. BELL. I DO THINK THE REAL THANKS GOES OUT TO CAMPUS LEADERS.

IF YOU WILL STAND UP, PLEASE. [APPLAUSE] YOU ALL MAKE IT HAPPEN EVERY DAY AND I AM SO APPRECIATIVE OF THAT. I ACTUALLY, ONE HIGHLIGHT YOU

MISSED WAS PRE CAME OFF OF WHICH LIST? >> YES THEY DID, CONGRATULATIONS TO PRE, THEY DID COME UP WITH A LIST. AND I ALSO WANT TO THANK THE PRINCIPALS YOUR GREAT GROUP OF INDIVIDUALS THANK YOU FOR YOUR GUIDANCE AND A BIG THANKS TO FAMILIES ANDPARENTS . THANK YOU FOR WHAT YOU DO. [APPLAUSE]

>> ARE THERE ANY QUESTIONS AT THIS TIME? I WANT TO THANK ALL OF YOU.

I JUST THINK THAT I NEED TO SAY THAT BECAUSE EVERYTHING THAT YOU ALL DO IMPACT OUR CHILDREN AND IMPACT OUR CUSTOMERS, WHICH ARE OUR TAXPAYERS, ROOFTOPS, TO MAKE SURE WE DO THE RIGHT THING AND THE RIGHT JUDGMENT, TO BE ABLE TO DELIVER TO YOU ALL FROM THE DAIS.

I APPRECIATE DR. PERERA AND YOU ARE RIGHT, SHE CAME IN WITH A HEAVY LOAD.

[00:40:03]

BUT IT WAS LIKE IT WAS THE LIGHTEST LOAD, BECAUSE OF ALL OF YOU ALL WORKING WITH HER, BESIDE HER AND WE AS A BOARD, ARE NOT IN DAY-TO-DAY OPERATION SO WE DON'T REALLY KNOW UNTIL YOU ALL, WE HEAR FROM THE SIDE, BUT I JUST WANT TO SAY, I APPRECIATE AND I KNOW EVERY MEMBER UP HERE APPRECIATE WHAT YOU ALL DO EVERY DAY. AND IF WE COULD DO MORE THAN FIVE PERCENT, I WOULD'VE SAID 10. [LAUGHTER]

SO, THANK YOU ALL SO MUCH! >> THANK YOU. >> ONE SPECIAL THING, I HAVE TO GIVE OUR ADMINISTRATIVE ASSISTANT TO DR. PERERA, SOME KUDOS.

I CAN CALL ANYTIME, SHE REMINDED ME OF SOMETHING THIS MORNING AND I SAID, REALLY! [LAUGHTER] SHE IS ON IT, SHE WATCHES THE EMAILS THAT WE ARE TO GET AND I REALLY APPRECIATE

THAT, MISS BRYANT. >> THANK YOU. >> DR. PERERA, POWER UP ACADEMY

OVERVIEW FEATURING WELLNESS WEDNESDAYS. >> THANK YOU, PRESIDENT HAMILTON. CALL FOR DOCTOR BARKER AND JACKSON TO SHARE INFORMATION WITH YOU.

I'M SURE THEY WILL TAGTEAM UP HERE. >> YES, I'M GOING TO START AND HAND IT OFF. GOOD EVENING AGAIN MADAM BOARD PRESIDENT, AS DISTINGUISHED BOARD MEMBERS, DR. PERERA. THE POWER UP ACADEMY IS A NEW OFFERING THAT WE HAVE THIS YEAR. DR. PERERA MENTIONED TO YOU ABOUT THE 4040 AND 5050 TEACHERS. THOSE OF THE CLASSROOM INSTRUCTORS AND FACILITATORS.

ONE THING WE KNEW WE LEARNED LAST YEAR WAS THAT, AND I MENTIONED WE NEEDED TO MAKE SURE THAT WE SUPPORTED THE CLASSROOM. AND SO, IN DOING THAT, WE PULLED TOGETHER THE ACADEMIC COORDINATORS, PEOPLE IN MY DEPARTMENT AND WE SAID, WHAT CAN WE DO?WHAT ARE RESOURCES WE HAVE AND YOUR BUDGET IS ZERO.

I OFTEN TRY TO PROMOTE HIM THAT THE ANSWERS ARE IN THE ROOM. AND WE HAVE VERY VERY INTELLIGENT, HARD-WORKING PEOPLE. WE JUST NEED TO MAKE SURE THAT WE MAXIMIZE WHAT THEY HAVE TO OFFER. THE POWER UP ACADEMY WAS DESIGNED TO DELIVER FOUNDATIONAL AND RESEARCH-BASED SUPPORT FOR DEVELOPING OUR BEGINNING TEACHERS AND THOSE WHO COACH TEACHERS. WANT TO MAKE SURE THAT WE SUPPORTED THE -- AS WELL TO BE SUCCESSFUL IN THE CLASSROOM. IT IS DESIGNED TO SUPPORT THE TEACHERS WITH 0 TO 2 YEARS EXPERIENCE ESPECIALLY THE 4040 AND 5050.

THE CONTEXT AND CONTENT OF THE ACADEMY LEADS TO ADMINISTRATOR ATTENTION AND HIGH QUALITY TEACHING AND LEARNING. WE WANT TO INVEST IN THE TEACHERS BUT WE ALSO WANT TO KEEP THEM. AS WILL MAKE SURE STUDENTS GET WHAT THEY NEED.

AND SO, WE CAME WITH THE POWER UP ACADEMY, THERE WERE DIFFERENT COMPONENTS.

LAUNCHED AN APP ABOUT ME, LINK WHERE THEY CAN TELL US ABOUT THEMSELVES, THAT WAS COMPLETED ON THE FIRST DAY OF SCHOOL. DR. PERERA TALKED TO ABOUT PEOPLE FROM OUR OFFICES THAT WE GO OUT ON FRIDAYS AND WE SUPPORT THEM, WE CALL THEM, THE TSA, TEACHER SUPPORT AGENTS.

WE HAVE POWER UP ROUNDTABLES AND ONE ROUNDTABLE, ONE TYPE OF ROUNDTABLE, DOCTOR JACKSON WILL TALK TO ABOUT THE PURPOSE, WE WILL HAVE A GROUP ME AROUND NEW TEACHER SUPPORT TO COLLECT WHAT THEY NEED. RITUAL PROFESSIONAL LEARNING -- A LIFETIME TEACHERS DO NOT HAVE TIME TO DRIVE TO ANOTHER CAMPUS TO ALL BE TOGETHER SO WE WILL PULL THEM TOGETHER VIRTUALLY TO BE ABLE TO COACH THEM UP THERE. THERE WAS A PROGRAM THAT YOU ALL AS A PART OF OUR TI GRANT, LEADERS TO LEARNERS, WE HAVE LEAD TEACHERS ON ALL CAMPUSES THAT STARTED THIS SPRING.

AND WE TRAINED THEM UP THIS SUMMER AS WELL AROUND LEADERSHIPS AND WANT TO MAKE THEM AVAILABLE, POWER UP VIDEOS. MS. HAWTHORNE SHARED THAT SHE WOULD BUILD HIS LITTLE SHORT VIDEOS KIND OF SHOW TEACHERS HOW TO DO THINGS.

SHE NEVER TOLD US THAT. AND SO, WE WERE TALKING ABOUT AN ASSESSMENT, SHE SENT ME A LINK, THERE WAS A THREE MINUTE VIDEO. I WOULD LIKE THIS IS AWESOME, THE TEACHER KNEW EXACTLY WHAT TO DO.HERE WERE KIDS THERE IN THE VIDEO, BUT SHE NEVER TOLD HER SHE WAS A VIDEO QUEEN. BUT WE WANT TO MAKE SURE THAT RESOURCES LIKE THAT ARE AVAILABLE TO ALL HER TEACHERS. THE EXCELLENCE ACADEMY, YOU'LL HEAR MORE ABOUT THAT NEXT BOARD

[00:45:01]

MEETING AND SO, -- DID NOT KNOW THE NEXT BOARD MEETING THERE WILL BE THE NEXT COMPONENT THAT YOU ALL WERE HERE ABOUT. SHE OFFERS THE EXCELLENCE ACADEMY AT HER CAMPUS.

IT IS AWESOME, A FOUR PART ACADEMY BUT AGAIN, THE ROLE OF THE THUNDER TO HER NEXT WEEK AND POWER UP ADVISORS OR SOMETHING THAT WILL BE IMPLEMENTING HERE VERY SOON.

IF YOU ALL KNOW ANY RETIRED TEACHERS WHO MIGHT BE INTERESTED IN COMING BACK TO MENTOR TEACHERS, WE ARE VERY INTERESTED IN BEING ABLE TO SPEAK WITH THEM FOR THEM TO INVEST BACK INTO THE EDUCATION SYSTEM AND ULTIMATELY INVEST BACK INTO THE STUDENTS.

THERE WILL BE A SMALL BUDGET THAT IS CONNECTED TO THAT. BUT FOR THE MOST PART WHEN ASKED WHETHER RESOURCES WE HAD, I SAY HAVE ZERO DOLLARS, LET'S FIGURE HOW TO MAKE THIS WORK.

THUS FAR, WE'VE GOTTEN POSITIVE FEEDBACK. YOU SEE ON THE PICTURES ON THE VERY FIRST FRIDAY, CONNOR SAID WE MADE IT AND WE DELIVER TO THEM.

VERY WELL RECEIVED THEY WERE VERY EXCITED THAT THEY MADE IT FOR THE WEEK.

AND SO, WE WERE EXCITED WHEN IT CAME BACK ON MONDAY. I ASKED DOCTOR JACKSON TO GIVE ME AN OVERVIEW OF WELLNESS WEDNESDAYS. ONE THING HE WAS PASSIONATE ABOUT WAS MAKING SURE THAT TEACHERS HAD SOMEBODY TO CHECK ON.

THAT WAS OUTSIDE OF THE BUILDING BECAUSE THEIR MENTAL HEALTH IS AS IMPORTANT AS OUR STUDENTS MENTAL HEALTH. WE KNOW THAT IF THEY ARE NOT THERE FOR STUDENTS A LOT OF TIMES, WHO IS THERE? WITH THAT, I WILL HAND IT OVER TO HIM.

>> GREETINGS, AGAIN, MADAM CHAIR DISTINGUISHED BOARD OF TRUSTEES, SUPERINTENDENT, DR.

PERERA. GIVEN THIS OPPORTUNITY FOR ALLOWING ME TO POUR INTO OUR TEACHERS. THIS PRETTY MUCH SUMS ME UP. YOUR OUTLOOK ON THE DAY HAS A SIGNIFICANT IMPACT ON THE OUTCOME OF THE DAY. THESE FIRST WELLNESS ONCE THEY HAVE BEEN VERY WELL RECEIVED BY TEACHERS. I WAS ACTUALLY BLOWN AWAY AND FILLED WITH ENERGY, EXCITEMENT AND ENTHUSIASM ON HOW JUST EXCITED THEY WERE AND RECEPTIVE TO THE LEARNING. I'LL WALK YOU THROUGH SOME OF THE THINGS WE WENT THROUGH ON THAT PARTICULAR WEDNESDAY. OUR OBJECTIVE IS TO PROVIDE SUPPORT FOR THE NEW TEACHERS AND IMPROVE THEIR SKILL SET TO MEET THE SOCIAL, EMOTIONAL, ACADEMIC AND BEHAVIOR NEEDS.

OF EACH AND EVERY ONE OF THEIR STUDENTS. I STARTED OFF WITH A LITTLE BLOG ACTIVITY. I WANTED TO KNOW HOW THEY FELT. JUST ABOUT EVERYBODY CHOSE SIX OR SEVEN. WHEN I ASKED THEM, WHY DID YOU CHOOSE THAT PARTICULAR BLOG? ALL OF THEM STATED THAT THE DISTRICT PROVIDED THEM WITH A PLETHORA OF SUPPORT.

THEY WERE ABLE TO NOT ONLY CLIMB BUT WE QUICK TO BEGIN THE SCHOOL YEAR AND HELP ONE OF THEIR COLLEAGUES UP IF NEEDED. THOUGHT THAT WAS PRETTY GREAT SO I WANTED TO HIGHLIGHT THAT. THAT'S WHAT WE STARTED WITH IT THINK IT'S VERY IMPORTANT TO NOTE HOW YOUR TEACHERS ARE FEELING SO YOU CAN RESPOND ACCORDINGLY.

NEXT WE WENT TO SOME MEDITATION ENTITLED THIS PARTICULAR WEDNESDAY WAS HOW DO YOU WIN THE DAY? HOW DO YOU ACTUALLY WIN THE DAY? WE START OFF BY SIMPLY BREATHING. SHOWING THEM HOW TO BREATHE AND WENT THROUGH THIS AND CREATED A GRATITUDE LIST THEY REALIZED THAT NO MATTER HOW BAD MY DAY, I THINK MY DAY HAD BEEN, I'VE BEEN EXTREMELY BLESSED FROM THE BEGINNING BY SIMPLY JUST WAKING UP. AND THIS IS VERY TOUCHING. NEXT, I WENT THROUGH WITH THE GROUP AND TAUGHT THEM HOW TO PUT THEIR DATA SMALL HOURS AND SET GOALS HOUR BY HOUR.

WE ALWAYS PLACED TWO GOALS IN THERE. IT WAS VERY ATTAINABLE.

AND THIS IS A PRACTICE THAT HAS BEEN PLACED, PUT IN PLACE BY MANY NEW TEACHERS.

AND OF COURSE, YOU HAVE TO REFLECT AND RELEASE. MANY TEACHERS LEAVE ONE JOB AND GO HOME TO THE MOST IMPORTANT JOB, WHICH IS THE FAMILY AND KIDS.

WE WENT THROUGH SOME EXERCISES IN HIGH SHOULD SIMPLY REFLECT AND RELEASE ANY STRESS AT THE END OF THE DAY. ANDREW WENT THROUGH SOME HOW TO DEVELOP POSITIVE RELATIONSHIPS.

THEY REALLY ENJOYED THIS. A VERY ULAR PIECE OF THE LAST WELLNESS WAS THAT TAUGHT THEM HOW O CONNECT ECT TO CONTENT TO THE PURPOSE, THIS IS VERY EFFECTIVE AT OTHER SCHOOLS LAST YEAR SO I DECIDED TO DO THIS DISTRICTWIDE IT WAS VERY WELL RECEIVED.

OF COURSE AT THE END OF THE PRESENTATION, I ASKED EVERYONE, WHAT ARE YOU MOST CONCERNED ABOUT THIS YEAR? WHAT ARE YOU MOST CONCERNED ABOUT?

[00:50:02]

IN THESE BLOCKS THAT WE DISCUSSED AND ALL VOTED.T WAS UNANIMOUS, THE SOCIAL EMOTIONAL SUPPORT. NOT ONLY FOR STUDENTS BUT THEMSELVES.HAT WAS INDICATIVE THAT OUR VISION WAS RIGHT TAKING CARE OF HER TEACHERS BECAUSE THEY'RE THE ONES THAT TAKE CARE OF OUR BABIES SO WE ARE ON THE RIGHT TRACK WITH THIS AND TOMORROW THE NEXT SESSION WILL BE THE FIVE TEMPER PARENTS ACTUALLY DEAL WITH THIS YEAR AND HOW TO ESTABLISH POSITIVE RELATIONSHIPS AND HOW TO COMMUNICATE EFFECTIVELY WITH

EACH OF THOSE PARENTS. ANY QUESTIONS? >> MATTER PRESIDENT, A COMMENT I THINK IT'S SUPER AWESOME THAT YOU PULLED EVERYONE INVOLVED AND CAME UP WITH THESE FOUR ITEMS. IT'S REMARKABLE THAT YOU OVERWHELMINGLY SELECTED THE SOCIAL EMOTIONAL SUPPORT AND STUDENTS AND TEACHERS. UNBEKNOWNST TO YOU, WE HAD SIMILAR EXERCISES AND WE COME UP WITH THE VERY SAME ITEM. AND HOPEFULLY, WILL BE UPDATING

OUR GOALS LIKEWISE. GOOD STUFF. >> THE DISTRICT, BEING HERE IS OVER THE HAVE, FROM THEN TO NOW, I HAVE SEEN SOME TREMENDOUS CHANGES.

AND I KNOW THAT IS COLLECTIVE YOU KNOW A COLLECTIVE THEME AND WITHIN THE DISTRICT IN ORDER FOR THE CHANGES TO TAKE PLACE, BEING ON THIS SIDE VERSUS A PARENT SITTING ON THE OTHER SIDE, I HAVE TO SAY THAT THESE CHANGES AND WHAT HAS BEEN PRESENTED THIS FAR, IS GREATLY APPRECIATED. I WISH THIS WAS AVAILABLE AND A LOT OF THINGS ARE PRESENTED ARE AVAILABLE WHEN MY CHILDREN, BEFORE THEY GRADUATED WERE YOU KNOW, WAS IN SCHOOL BUT NOW THAT MY 13-YEAR-OLD IS HERE, ALONG WITH YOU GUYS, I FEEL A LITTLE MORE CONFIDENT IN HIM RECEIVING WHAT HE NEEDS TO BE SUCCESSFUL AS WELL AS OPPORTUNITIES THAT ARE PRESENTED. SO I SIT HERE AND I LISTEN AND AT THE SAME TIME, I FEEL LIKE I NEEDED TO SAY SOMETHING SO WANTED TO LET YOU GUYS KNOW I GREATLY APPRECIATE IT AND YOUR

EFFORTS ARE GREATLY APPRECIATED. >> ANYTHING ELSE FROM THE

[9B. Operations Updates (G2, G3) - Roger Oster, Presenter]

BOARD? THANK YOU DOCTOR JACKSON, THANK YOU DOCTOR BARKER.

OPERATIONS UPDATES. I WILL CALL FORWARD MR. OSTER TO COME TALK TO RUPERT ABOUT ACADEMIC DATA AND HOW TO SUPPORT THE STAFF BUT I WILL TELL YOU ANOTHER IMPORTANT KEY TO THAT IS WHAT MR. OSTER WILL SHARE FROM YOU, OUR ENVIRONMENTS ARE SURE TO BE CONDUCIVE TO LEARNING AND I THINK HE WAS CAUGHT OFF GUARD LITTLE BIT WITH THE RAIN WE HAD. I THINK WE ALL WERE LAST WEEK. NONETHELESS, I WANT TO HAVE

THEM SHARE SOME OF THE UPDATES AS WELL AS THEIR DATA OUTCOME. >> GOOD EVENING PRESIDENT HAMILTON, DISTINGUISHED BOARD OF TRUSTEES, DR. PERERA. I'M PETER PROVIDE THE OPERATIONS UPDATE. SINCE MY LAST UPDATE JULY 26 MAINTENANCE AND OPERATIONS HAS WORKED HARD COMPLETING A NUMBER OF HIGH PARTY PROJECTS. WE HAVE REPLACED BOTH THE STORE ALL OF HOUSTON ELEMENTARY RESTROOMS. WE CUT OUT AND REPORT 33 POTHOLES IN THE BUS LOT. WE ALSO REPLACE ENTIRE HVAC SYSTEMS -- TOUCHC) SOME EXAMPLE -- THIS IS HOUSTON ELEMENTARY AND JUST ONE BATHROOM, IT WAS ALL EIGHT BATHROOMS REPAIRED.

SOME BEAUTIFICATION THAT WAS DONE AT THE FRONT OF THIS ELEMENTARY.

SOME POWER WASHING THIS IS ONE OF MANY SCHOOLS WE WENT AROUND POWER WASHING LIKE THIS.

ROLLING HILLS ELEMENTARY, THE PLAYGROUND. AND ALSO, -- ELEMENTARY HAVE THE SAME TREATMENT DONE. PROJECTS IN PROGRESS. EVEN THOUGH THE SUMMER IS OVER AND SCHOOL HAS STARTED, MAINTENANCE AND OPERATION DEPARTMENT IS DEDICATED TO

[00:55:02]

COMPLETING THE LIST IN A TIMELY MANNER. REPAIRING SEVERAL ROOF LEAKS REPORTED AUGUST 22 IS ONE OF THE HIGHEST PARTIES AT THE CURRENT TIME.

PROJECTS ON THE HORIZON HAVE BEEN PLANNED AND ARE AWAITING MINOR DETAILS BEFORE ADDED TO THE IN PROGRESS LIST. I'M EXCITED TONIGHT, TO ANNOUNCE OUR WORK ORDER PERFORMANCE, OUR COMPLETIONS IS 105 PERCENT. IT IS INCREASED 22 PERCENT YEAR-OVER-YEAR. MONTHLY AVERAGE IS 111 PERCENT IT'S INCREASED 28 PERCENT.

[APPLAUSE] A BIG SHOUT OUT TO MY TEAM AND ALL THE SUPPORT AND EFFORTS, WORKING NIGHT AND DAY AND WEEKEND AS WELL. TO MAKE SURE WE GET A GOOD

START TO THE YEAR. ANY QUESTIONS? >> I HAVE A COMMENT.

THANK YOU ALL FOR WHAT YOU DID OVER THE SUMMER BECAUSE I KNOW HAD AN EXTENSIVE LIST OF REPAIRS THAT NEED TO BE COMPLETED BEFORE SCHOOL OPEN. THANKS FOR THE HARD WORK AND

DEDICATION TO YOU AND YOUR TEAM. >> THANK YOU.

>> I HAVE A QUESTION. REAL QUICKAND KUDOS TO YOU AND YOUR TEAM, AWESOME OUTSTANDING JOB ! YOU GUYS TOOK ON SOME MAJOR ISSUES.

CAN YOU TELL ME A LITTLE ABOUT ITEM NUMBER 13? -- DEMAND RESPONSE? I WANT TO MAKE SURE YOU UNDERSTAND THAT TO BE WHAT I THINK IT IS.

IT SOUNDS LIKE WE ARE IN A RESERVE AREA IN THE CASE OF AN OUTAGE PERHAPSTHEY WILL RESERVE

ELECTRICITY FOR US . YES, NO? >> THAT IS ONLY FOR HOSPITALS AND NURSING HOMES THAT THEY RESERVE THOSE OUTAGES FOR. THIS RIGHT HERE IS A BENEFIT TO US, TO GET SOME FREE REVENUE AND LUCKILY, SIGNED UP.

THE LARGE METERS IN THE DISTRICT ARE SIGNED UP FOR THE RESPONSE AND WILL HAVE TWO TESTS EACH YEAR. AND ERCOT WILL MEASURE THE LORD WE ARE ABLE TO SHED AT ANY GIVEN MOMENT. JUST FOR THAT LOAD TO SHED THEIR WILLING TO GIVE US A CHECK AND CUT US A CHECK EVERY QUARTER. THE LAST TIME THAT IT -- A REAL EVENT HAPPENED WE WEREN'T IN SCHOOL ANYMORE AND THE TIME BEFORE THAT WAS THE GREEN BAY

PACKERS SUPER BOWL AND JERRY WORLD WITH ALL THE SNOW. >> THANK YOU. APPRECIATE THE

INFORMATION. QUITE HAVE A QUESTION. >> GO AHEAD.

I HAVE A QUESTION BUT FOR THE SAKE OF TIME -- I DO WANT OW WITH THE HE ROOF PAIRS, CERTAINLY THE NEWEST BUILDINGS, WHAT TYPE OF WARRANTY COMES WITH WHAT IS HAPPENING NOW?

>> WERE ABLE TO GET QUOTES ALL LAST WEEK AFTER THE MONSOON WE HAD MANIPULATE ABLE TO GET QUOTES AND THEY CAME IN TODAY. WEST MAIN AND PLEASANT RUN RUN ARE WE LOOKING AT MANUFACTURER WARRANTIES FOR THE ROOFS. WE WILL SEE FOR THE WARRANTIES IT WILL COVER IF NOT WE HAVE

THE QUOTES TO GO AHEAD AND GO FORWARD. >> WELLNESS QUESTION, DO YOU KNOW WHAT THE COST WAS FOR THE SPECIAL ED BUS? THAT PARTICULAR ONE IS ON THE HORIZON. NUMBER 29, RECEIVED NEW SPECIAL ED BUS.

>> WAS SUPPOSED TO HAVE, RECEIVE NEW BUSES BUT SOMEHOW IN THE PROCESS OF ORDERING THE PAYMENT AND EVERYTHING, WE FELT WE CALLED THOMAS BOSTON TO GIVE THEM OUR PO.

LUCKILY THEY HAD ONE BUS ON RESERVE, THE PRICE DID GO UP A LITTLE BIT BUT WERE ABLE TO GET ONE. IF WE ORDERED ANOTHER ONE IT WOULD TAKE ANOTHER YEAR.

>> I WILL SEND YOU MY REMAINING QUESTIONS BUT I DO HAVE A SUGGESTION.

IS IT POSSIBLE. [INAUDIBLE] >> TO LOWER IT?

>> I FEEL LIKE I'M STRUGGLING TO SEE OVER IT. [INAUDIBLE]

>> ACTUALLY, THE QUESTIONS WERE ASKED BUT I HAD FOR THE MOMENT. >> I HAVE A STATEMENT.

[01:00:11]

I APPRECIATE WHAT YOU'RE DOING BRING THIS TO THE BOARD. I'VE NOT SEEN THIS BEFORE YOU CAME INTO OUR DISTRICT. BECAUSE I'M SURE IF IT WAS DISPLAYED IT WOULD BE SO FAR BEHIND AND I WANT TO SAY NEGLECT. CALL BUT I ALSO WANT TO SAY I KNOW THAT YOU ARE ON THE JOB BECAUSE WHILE EVERYBODY WAS ENJOYING THE GAME FRIDAY NIGHT, I'M LEAVING OUT THE BUILDING AND I DON'T EVEN KNOW IF DR. PERERA OR ANYONE UPSTAIRS KNEW THAT A LOT OF PEOPLE GOT STUCK IN THE ELEVATOR. IT WAS TOO MANY PEOPLE IN THE ELEVATOR. BUT I CAN'T SAY WHEN I WAS LEAVING OUT THE GATE, THE FIRST PERSON I SAW ON THE JOB, WAS YOU. AND THANK YOU FOR THAT.

[APPLAUSE] >> THANK YOU FOR THE FLOOR. MR. OSTER, I KNOW THAT THE LIST IS EXHAUSTIVE AND YOU'VE BEEN BUSY. VERY BUSY BUT I ALSO KNOW THAT MY PRINCIPALS ARE APPRECIATIVE OF THE RESPONSE. [APPLAUSE] SO WE JUST EMBARRASSED HIM FOR SURE! WE CAN TELL.

SOME LONG DAYS AND EVENINGS AND I LIVE ACROSS THE STREET AND I SEE HIM HERE ON WEEKENDS AS

WELL. THANK YOU, MR. OSTER. >> THANK YOU.

[10. Adoption of Consent Agenda]

>> THANK YOU ALL. THIS TIME WE MOVE ON TO ADOPTION OF CONSENT AGENDA.

A. APPROVAL OF THE FOLLOWING MINUTES - BE(LEGAL AND LOCAL) 1. JULY 26, 2022 ÃREGULAR BOARD MEETING B. CONSIDER THE APPROVAL OF THE AUGUST 2022 FINANCIAL REPORTS - CAA(LOCAL) - (G2) C. CONSIDER THE APPROVAL OF DALLAS CENTRAL APPRAISAL DISTRICT CERTIFICATION OF APPRAISAL ROLL. (G2) D. CONSIDER AND TAKE POSSIBLE ACTION TO RATIFY AND APPROVE APPLICATIONS AND ACCEPT GRANT FUNDS FOR FISCAL Y2022. (G2) E. CONSIDER THE APPROVAL OF THE RENEWAL OF INSURANCE COVERAGE WITH THE TASB RISK MANAGEMENT FUND - CRB(LEGAL)-(G2,G3) F. CONSIDER THE APPROVAL OF $5,000 DONATION FROM CONCORD CHURCH. (G2) G. CONSIDER THE APPROVAL OF THE RESOLUTION IN SUPPORT OF APPLICATION FOR BULLET-RESISTANT SHIELD GRANT.

(G3) H. CONSIDER THE APPROVAL OF THE 2022-23 MEMORANDUM OF UNDERSTANDING AGREEMENT (MOU) BETWEEN LANCASTER ISD AND DALLAS COLLEGE. (G1) 2 THOSE WERE THE ADOPTION OF CONSENT AGENDA. DOES ANYONE NEED TO PULL ANYTHING?

>> I ASKED THAT WE PULL GH.> REQUESTING TO PULL G AND H. CAN YOU MAKE A MOTION?

>>. [INAUDIBLE] CONSENT AGENDA. >> MOTION AND SECOND.

THIS TIME I WILL CALL FOR A VOTE.

WE WILL PULL G AND H. TO DISCUSS. IS THERE A MOTION ON THE OTHER

ITEMS? >> MOTION THAT WE ACCEPT THE REMAINING ITEMS ON THE CONSENT

AGENDA. >> MOTION TO ACCEPT ALL REMAINING ITEMS ON THE CONSENT

AGENDA. IS THERE A SECOND? >> SECOND.

>> SECOND. THIS TIME I WILL CALL FOR THE VOTE.

WERE PULLED. GEE, CONSIDER APPROVAL OF APPLICATION -- GOOD EVENING BOARD PRESIDENT HAMILTON BOARD OF TRUSTEES AND SUPERINTENDENT DR. PERERA.

TONIGHT I WILL DISCUSS A LITTLE BIT, GO INTO MORE DEPTH FOR THE APPLICATION RESOLUTION IN SUPPORT OF THE APPLICATION FOR BULLET RESISTANT SHIELD GRANT. THE POLICE DEPARTMENT LOOKING TO PURCHASE BULLET RESISTANT SHIELD FOR EVERY LANCASTER ISD POLICE OFFICER THROUGH THE OFFICE OF THE GOVERNORS GRANT. THIS IS THE ONE HE MADE THE ANNOUNCEMENT SHORTLY AFTER

[01:05:01]

UVALDE. BASICALLY PUTTING ASIDE $50 MILLION FOR THESE SHIELDS.

ANY APPLICATION YOU APPLY FOR WHEN IT COMES TO GRANTS. AND SO THIS POSITION BASICALLY WILL APPROVE AND ALLOW US TO SUBMIT FOR THE GRANT APPLICATION.

>> ANY QUESTIONS? >> MAYBE TWO QUESTIONS. THIS INDICATES THEIR MATCHING FUNDS THAT THE DISTRICT HAS, I GUESS IS OUR PART. IT IS ZERO COST OF THE DISTRICT

OR THE FUNDS WE HAVE TO MATCH. >> THIS WILL ACTUALLY BE ZERO FUND.

IT JUST PART OF THE REQUIREMENT IS THE RESOLUTION THAT'S REQUIRED.

>> SO THE WORDING HAS TO BE SPECIFICALLY WHAT IT IS.> YES.

THAT IS A FORM THAT WE JUST PHYSICALLY PUT ON THE RESOLUTION.

>> THAT ANSWERS MY QUESTION. >> ANY OTHER QUESTIONS? WE WANT TO H. CONSIDER APPROVAL OF 2022 Ã23 MEMORANDUM OF UNDERSTANDING BETWEEN LANCASTER ISD AND DALLAS COLLEGE.

DR. PERERA? >> -- >> AS YOU, MATTER BOARD PRESIDENT, ESTABLISH BOARD MEMBERS, DR. PERERA, EXCUSE MY HASTE GETTING TO THE POINT.

AND NOT ADDRESSING YOU ALL CORRECTLY. IN YOUR POCKET AS PART OF THE PACKET SHOULD HAVE BEEN INCLUDED THE MEMORANDUM OF UNDERSTANDING.

THIS IS AN ANNUAL MEMORANDUM THAT WE DO WITH DALLAS COLLEGE. THIS IS TO SUPPORT THE DUAL CREDIT PROGRAM AS WELL AS THE EARLY COLLEGE. IN YEARS PRIOR, PRIOR TO LAST THEY WILL BE TO MOU BUT SINCE THIS ONE AND THE LANCASTER ISD AND DALLAS COLLEGE, THERE IS ONE MOU TO SERVICE BOTH EARLY COLLEGE AND CARBINES OF HIGH SCHOOL THERE IS A SUM THAT IS MENTIONED ON THE LAST PAGE. PAYMENT OF SERVICES. THAT SUM SHALL NOT EXCEED $32,000. MUCH OF THAT IS TAKEN UP TO TRANSCRIPT ON THE COLLEGE SIDE AND FOR ANY ACADEMIC ADVISING THAT THEY GO BEYOND READY WHAT WE OFFER IN OUR SCHOOLS.

AND SO, THIS REQUIREMENT TO BE ABLE TO OFFER DUAL ENROLLMENT AS WELL AS THE DUAL ENROLLMENT AT THE COMPREHENSIVE HIGH SCHOOL AS WELL AS THOSE CLASSES THAT ARE OFFERED AT THE COLLEGE. AND WITH THAT, WE WILL TAKE ANY QUESTIONS.

>> ANY QUESTIONS, DOCTOR BARKER? >> MY QUESTION IS, IN THE PAST, I'VE SEEN WERE MOU CLEARLY STATE -- THE ATTACHMENT THERE INDICATES IT IS A AMENDMENT TO THE AGREEMENT. IS THERE A DIFFERENT DOCUMENT OTHER THAN THIS ONE HERE? THE ORIGINAL DOCUMENT, YES. AND SO, AFTER MOVING FORWARD, THE ALL-STATE FIRST AMENDMENT.

THIS IS THEIR STANDARD DOCUMENT THAT THEY SEND TO ALL DISTRICTS.

BUT THERE IS AN ORIGINAL MOU THAT IS MANY YEARS BACK. >> OKAY, SO I SHOULD KNOW OF THIS DOCUMENT AND ITS TITLE IS THE SAME AS A MOU? OR IS THERE DIFFERENT DOCUMENT

THAT IS TITLED MOU? >> THIS IS AN AMENDMENT TO THE ORIGINAL MOU.

SEVERAL YEARS BACK. >> IS IT POSSIBLE TO GET THE ORIGINAL?

>> LIKELY, YES. WE WILL PULL IT AND SEND IT TO YOU.

IT HAS BEEN, AND SHOULD HAVE BEEN, WAS NOT HERE SO THAT'S WHAT I'M SAYING SHOULD HAVE, BEEN PRESENTED TO THE BOARD YEARS PRIOR. IT SHOULD BE PART OF BOARD RECORD. THE ORIGINAL MOU WAS PRESENTED AND OBVIOUSLY, APPROVED.

>> THANK YOU. >> THANK YOU ALL. WE PROBABLY NEED TO MAKE IT AVAILABLE. WE WILL MAKE IT AVAILABLE TO EVERYONE.

>> THANK YOU ALL. OKAY, IS THERE A MOTION TO APPROVE CONSENT AGENDA ITEMS G AND H? A MOTION TO APPROVE ITEMS G AND H, IS THERE A SECOND?

[01:10:09]

>> SECOND. >> SECOND. ANY DISCUSSION?

>> I WOULD LIKE TO SEE THE ORIGINAL MOU IS WHAT DO YOU FEEL LIKE IT'S WORTH IT,

HOLDING UP THE VOTE? I DON'T THINK IT IS. >> I DON'T THINK SO.

IT IS SOMETHING WE HAVE BEEN DOING YEARLY. >> THAT'S ALL I HAVE.

>> I WILL CALL FOR THE VOTE.

AT THIS TIME WILL TAKE A FIVE >> THANK YOU ALL FOR ALLOWING US TO BREAK.

[11A. Discuss and possible approval of the District of Innovation Resolution (G1) - Dr. Cassandra Barker, Presenter]

WE WILL GO AHEAD AND RETURN AND START BACK. WILL START AT OUR ACTION ITEMS, FIRST ACTION ITEM IS DISCUSSION OF POSSIBLE APPROVAL OF THE DISTRICT OF INNOVATION

RESOLUTION, DR. PERERA? >> THANK YOU MADAM PRESIDENT, DOCTOR BARKER?

>> SEEM LIKE I LIVED HERE. >> GOOD EVENING MADAM BOARD PRESIDENT, ESTABLISH BOARD MEMBERS, SUPERINTENDENT, DR. PERERA. TONIGHT, I'LL TALK ABOUT OUR DISTRICT OF INNOVATION PLAN. THEY RESOLUTION TO CONTINUE AND WHAT WE WILL DO FOR UPDATES.

BACK IN 2017 AS I MENTIONED BEFORE, THIS DISTRICT WENT THROUGH THE DISTRICT OF INNOVATION PROCESS. THE 84TH LEGISLATIVE SESSION, GIVES TRADITIONAL INDEPENDENT SCHOOL DISTRICTS THE OPPORTUNITY TO GAIN FLEXIBLY FROM THE TA CODE.

THE DISTRICT MUST ADOPT THE PLAN, INNOVATION PLAN TO ACCESS EXEMPTIONS AND DISTRICTS MAY AMEND CHANGE EXTEND INNOVATION PLAN THROUGH THE SAME PROCESS. UTILIZED TO ADOPT A PLAN.

A SCHOOL DISTRICTS MOST RECENT ACADEMIC PERFORMANCE RATING MUST AT LEAST BE ACCEPTABLE IN ORDER TO BE ELIGIBLE FOR THE DESIGNATION AS A DISTRICT INNOVATION.

OUR B, I THINK IS AT LEAST ACCEPTABLE INPUTS IS AN AREA THAT WE ARE ELIGIBLE FOR THIS INNOVATION. TO BE DISTRICT OF INNOVATION. THE CURRENT INNOVATIONS, THERE ARE SEVEN. WE WENT AROUND TEACHER CERTIFICATION, IT GIVES US THE BENEFIT TO FILL VACANCIES. AROUND TEACHING POSITIONS THAT REQUIRE, WITHOUT REQUIRING CERTIFICATION AND HARD TO FILL TEACHING POSITIONS. WHILE WAITING FOR APPROVAL FROM THE COMMISSIONER, WE HAVE OUR CAMPUS APPRAISAL, TEACHER AND CAMPUS ADMINISTRATOR APPRAISAL SYSTEM WHICH YOU HEAR ABOUT A LITTLE BIT TONIGHT. PROBATIONARY CONTRACTS, WOULD BE ABLE TO EMPLOY TEACHERS HAVE BEEN EMPLOYED BY THE DISTRICT FOR TWO CONSECUTIVE YEARS AND TEACHERS HAVE BEEN EMPLOYED AS TEACHERS AND PUBLIC EDUCATION FOR AT LEAST FIVE YEARS.

PRECEDING EMPLOYMENT UNDER PROBATIONARY CONTRACT AND THEY CONTINUE UNDER THOSE CONTRACTS FOR THREE CONSECUTIVE YEARS. THIS GIVES US AN OPPORTUNITY TO EVALUATE THE CAPACITY OF THE TEACHER, THE EMPLOYEE AND ALSO SUPPORT AROUND THEM WITHOUT MOVING THEM TO A TERM CONTRACT.

THE INSTRUCTIONAL CALENDAR AND MINUTES OF INSTRUCTION, THIS YEAR WE STARTED AUGUST 15, WHICH IS IN ACCORDANCE TO WHAT TA SAYS HOWEVER, THIS GIVES US FLEXIBILITY TO BE EXEMPT FROM SOME THINGS THAT ACCOMMODATE MEANS AND PROFESSIONAL LEARNING TIME.

IF YOU RECALL, IN OUR COUNTY THIS YEAR WE HAVE PROFESSIONAL LEARNING PHASE FOR TEACHERS.

I SHOULD SAY PLAYS BECAUSE MORE THAN TEACHERS PARTICIPATE IN THAT ONCE A MONTH.

OUR CLASS SIZE RATIO, WE DO MAKE A VERY STRONG EFFORT TO MAKE SURE THAT OUR CLASS SIZE RATIO IS 22 ÃONE. HOWEVER, SOMETIMES A RATIO MAY EXCEED.

THIS INNOVATION GIVES US AN OPPORTUNITY TO BE MORE EFFICIENT WITH OUR PERSONNEL ALLOCATIONS WITHOUT IMPACTING STUDENT ACHIEVEMENT. THE DESIGNATION OF A CAMPUS BEHAVIOR COORDINATOR IS ONE WE BELIEVE THAT THIS IS A COLLABORATIVE APPROACH TO DISCIPLINE AND THAT MULTIPLE PEOPLE SHOULD BE PROVIDING SUPPORTS AROUND OUR STUDENTS.

THIS HELPS US TO FOSTER INCREASED COLLABORATION, WE TALKED EARLIER AND HEARD DOCTOR JACKSON SPEAK ABOUT THINGS THAT HE DOES AND STUDENT SUPPORT SERVICES AREA.

HE HAD STUDENT SUPPORT LIAISONS AND ADMINISTRATORS THAT OFFER EXTRA SUPPORT.

[01:15:02]

THEN LASTLY, WE TALKED ABOUT THIS A WHOLE LOT. THAT IS THE STUDENT TRANSFER.

THIS GIVES US THE BENEFIT TO REVOKE DISTRICT TRANSFER AGREEMENTS THROUGH THE SCHOOL YEAR FOR WHICH WE APPROVED FOR VIOLATIONS TO THE TRANSFER APPLICATION REHAB EVENT.E HAVE A BIT MORE INTENTIONAL AROUND WHAT THOSE REQUIREMENTS ARE TO STAY IN THE DISTRICT.

IF YOU ARE OUT OF THE DISTRICT, THESE ARE THE SEVEN INNOVATIONS THAT HAVE BEEN AVAILABLE TO THE DISTRICT. TONIGHT, THIS IS THE PRESENTATION TO THE BORDER TRUSTEES. I ASK THAT YOU ALL VOTE TO PROCEED IN THIS MANNER THAT WE HAVE OVER THE PAST FIVE YEARS. BY SIGNING THE RESOLUTION. YOU, FOR THOSE OF YOU WHO ARE PARENTS OF THE DISTRICT, THERE HAS BEEN COMMUNICATION SENT OUT BY OUR COMMUNICATIONS DEPARTMENT TO GET PARENTS INVOLVED IN THIS PROCESS AS WELL AS OTHER DISTRICT COMMITTEES THAT WE HAVE. RIGHT NOW WE HAVE A THINK 126 NOT JUST PARENTS WHAT PEOPLE ARE INTERESTED IN BEING INVOLVED IN THE COMMITTEES, WHICH THE DOI COMMITTEE WOULD BE ONE AS WELL AS A DISTRICT IMPROVEMENT PLANNING COMMITTEE WOULD BE ONE AVAILABLE WITH THE PROCESS. WE HOPE TO HAVE A MEETING BEFORE SEPTEMBER 9, TO TALK ABOUT THIS PARTICULAR PLAN AS WELL AS TO MAKE PLANS TO REIMAGINE TO FIT WITH THE CURRENT REALITY IS. I DO WANT TO POINT OUT THAT WE STARTED THE YEAR UNDER THE SEVEN INNOVATIONS THAT ARE ALREADY THERE. SO MY ASK WOULD BE THAT WE CONTINUE THROUGH THIS YEAR WITH THE SEVEN INNOVATIONS AND MAKE PLANS FOR NEXT YEAR AS WE LOOK AT WHAT THE CURRENT NEEDS ARE. I WILL COME BACK TO THIS BOARD IN OCTOBER AFTER MEETING WITH THE COMMITTEE. TO TALK TO YOU ABOUT WHAT WAS DISCUSSED AT THE MEETINGS AND FOR YOU TO ULTIMATELY, APPROVE THE PLAN. I DO THINK THERE WILL BE A NEED FOR TWO THIRDS MAJORITY APPROVAL, THE NEXT DAY WE WOULD MOVE FORWARD.

WE WOULD CONTINUE TO MEET BECAUSE AS I MENTIONED, I WOULD LIKE FOR US TO BE ABLE TO DISCUSS WITH OUR PARENTS AND PUBLIC, WITH THE CURRENT NEEDS ARE.

SO THAT WE CAN BUILD A PLAN COLLECTIVELY, AND COLLABORATIVELY.

THAT FITS OUR CURRENT NEEDS. THE HOPE WOULD BE TO HAVE THE PLAN COMPLETELY FINISHED ALL THE WAY THROUGH WITH THE ADOPTION AND THE NOTIFICATION TO -- BY APRIL.

THIS SCHOOL YEAR APRIL 2023. I PRESENTED THIS ENTIRE PROCESS TO YOU JUST FOR VISIBILITY PURPOSES SO THAT YOU'RE ABLE TO SEE SOME OF THE DATES THAT WE ARE REQUIRED OR THE TIMES THAT WE ARE REQUIRED TO MEET. THESE ARE THINGS I PULLED UP ON MY OWN, THESE REQUIREMENTS FIRST. IN ORDER TO CONTINUE ALONG THE PROCESS.

MY ASK TONIGHT INCLUDED IN THE PACKET, IS FOR YOU TO APPROVE THE RESOLUTION FOR US TO CONTINUE ALONG THE PATH AS A DISTRICT OF INNOVATION. AND TO SIGN THE RESOLUTION SO THAT, AND FOR MADAM PRESIDENT, FREED URSINUS UPON APPROVAL OF THE BOARD, TO CONTINUE THIS PROCESS. ANY QUESTIONS ABOUT TONIGHT? I GAVE A LOT OF INFORMATION ABOUT THE ENTIRE PROCESS. BUT AS I MENTIONED, TONIGHT IS MAINLY ABOUT YOU ALL THE SIDING FOR US TO CONTINUE ALONG THIS ROUTE AND FOR THE RESOLUTION TO BE SIGNED.

>> I WANT TO ADD TO THAT, WE RECEIVED NOTIFICATION ON AUGUST FIFTH, I BELIEVE, ABOUT THE DISTRICT OF INNOVATION PLAN BEING EXHAUSTED BUT WILLING TO DISCUSS GOING FORWARD, HOW DO WE DO THIS? I FELT LIKE IT WAS IMPORTANT FOR US TO PAUSE WHAT WE HAD AND EXTEND THAT THROUGHOUT THE YEAR. SO THAT WE CAN INVOLVE OUR COMMUNITY. OBVIOUSLY FROM AUGUST 5-15 THERE'S NO WAY I COULD HAVE DONE A PLAN BEFORE SCHOOL STARTED. AND SO, I WILL TAKE IT BACK, WE COULD HAVE. HOWEVER, IT WOULD NOT HAVE INCLUDED COMMUNITY INPUT AND IT WAS IMPORTANT TO EACH OF YOU AND ME AS WELL. THEREFORE, I'M ASKING ME EXTEND THIS YEAR AND LET US GO WITH WHAT'S THERE AS WE WORK WITH OUR COMMUNITY AND SOME NEW

THINGS ADDING TO IT. >> ANY QUESTIONS? >> ONE REALLY QUICK QUESTION.

AND A COUPLE OF COMMENTS. IF APPROVED, THIS WILL ULTIMATELY BECOME AN ANNUAL

[01:20:03]

RENEWAL, RIGHT? >> EVERY FIVE YEARS. WE CAN ALWAYS TWEAK IN BETWEEN.

> POINT IS IT WILL BE REVIEWED. >> YES.

>> AWESOME. AND THIS IS FOR CLARITY SAKE. FOR THOSE THAT HAVE NOT BEEN INVOLVED IN SOME OF THE CONVERSATIONS. THIS ISN'T EVEN ALL OF THE BOARD MEMBERS HAVE HEARD THIS. THERE BEEN MURMURS ABOUT US TRYING TO DO A COUPLE OF TOWN HALLS FOR LISD AND I THINK THIS IS A PERFECT OPPORTUNITY TO INVOLVE THE COMMUNITY.

THANK YOU FOR YOUR TIME AND WORK. >> WHEN WAS THIS, I GUESS

INITIAL, FIVE YEARS AGO? >> 2017/ 22 SCHOOL YEAR WAS ONE IT WAS THE IMPLEMENTATION STARTED. THERE WAS A PROCESS IN 2016 /17.

THAT WAS WHERE THE COMMUNITY WAS INVOLVED. MAYBE I SHOULD TAKE THAT BACK.

I'M ASSUMING THE COMMUNITY WAS INVOLVED, WAS IN HERE. BUT THE PROCESS STATES THAT THERE WERE COMMITTEES WITH REPRESENTATIVES FROM THE COMMUNITY.

THAT WAS THE 2016/17 SCHOOL YEAR WITH STARTING IN AUGUST 2017.

>> WHAT WAS THIS DISCUSSED, THE MOST RECENT TIME AS FAR AS PUTTING THIS TOGETHER?

>> RIGHT NOW.> IS THE FIRST TIME IS BROUGHT UP? >> TO THIS BOARD, YES.

THIS ASK IS THAT WE CONTINUE SO WE CAN INVOLVE THE COMMUNITY. AND DEVELOP SOMETHING.

>> JUST TO CONFIRM, THE DIFFERENCE BETWEEN PRIOR AND NOW.

IS THERE ANY DIFFERENCE OR CHANGES THAT ARE BEING -- >> RIGHT NOW, NO.

WE ARE TRYING TO EXTEND IT SO WE CAN CONSIDER CHANGES FROM THE COMMUNITY.

>> THAT IS IT YOU'RE SPEAKING OF, BRING YOU BACK TO THE BOARD.

WE EXTEND THIS AND THEN BRING IT BACK TO THE BOARD TO REVIEW THIS AND ACKNOWLEDGE CHANGES,

IF NEED BE. >> YES, THAT WILL BE IN THE SPRING.

WE HAVE A LONG TIME TO GET TO THE CHANGES. BUT ALL WILL BE BROUGHT BACK TO

THE BOARD, YES. >> THANK YOU. >> ANY OTHER QUESTIONS?

>> YES. UNDERSTAND THAT THIS IS ORIGINALLY CREATED TO GIVE ISDS TO THE MALIK CHARTER SCHOOLS. BUT FOR THE LIFE OF ME I CAN'T UNDERSTAND WHAT THE BENEFIT OF NOT HAVING SOME KEY PARAMETERS. SUCH AS CERTIFIED TEACHERS, ABILITY TO PUSH IT TO THE FUTURE BASICALLY. IT DOESN'T SEEM TO BE A GOOD THING TO ME.

WE SHOULD BE UNDER PRESSURE TO GET TEACHERS CERTIFIED. THE THING BEING CLASS -- THE SAME THING NOBODY CAN THINK LARGER CLASS SIZES ARE BETTER THING AND OF COURSE INEVITABLE SCHOOL YEAR CREEPING INTO AUGUST IS A BAD THING. OVERALL, I DON'T THINK IT'S A

GOOD THING AT ALL. WE NEED TO BACK OFF ON IT. >> HE STATED THAT THIS IS NOT A

GOOD THING? >> NO. >> WHY?

SPECIFICALLY, I'M SORRY? WHY IT IS NOT A GOOD THING? >> KEY THINGS I CLASS SIZE.

SMALLER CLASS SIZES BETTER. WHAT ARE THE KEY THINGS IN THE ORIGINAL DISTRICT OF INNOVATION IN THIS SCHOOL, THE DISTRICT AT LEAST WAS GIVE THE DISTRICT A PASS ON CLASS SIZE.

AND NOBODY'S EVER GOING TO TELL YOU THAT'S A GOOD THING. THE SAME THING WITH CERTIFIED TEACHERS.HE BOARD CERTIFIED TEACHERS ARE BETTER. BUT IF YOU CAN PUT THAT OFF INTO INFINITY, NOT BEING RESPONSIBLE FOR INCREASING THE RATE OF CERTIFIED TEACHERS, THAT IS NOT A GOOD THING. AND HAVING THAT YOU KNOW, OBVIOUSLY I'M OLD BUT BACK IN THE DAY, SCHOOL USED TO START THE TUESDAY AFTER LABOR DAY. AND THAT WAS A BIG DIFFERENCE BECAUSE THE WEATHER ALWAYS CHANGES AND IT DROPPED JUST A LITTLE BIT.

AN ENERGY SAVINGS ARE A LOT BETTER IF YOU WAIT UNTIL SEPTEMBER INSTEAD OF CONSTANTLY STARTING OFF IN AUGUST, EARLIER AND EARLIER. THOSE ARE JUST A FEW OF THE THINGS. IF YOU LOOK AT IT YOU WILL SEE MORE MAYBE.

THAT'S MY OPINION. >> CAN I ADDRESS TWO OF THOSE? ONE IS CLASS SIZE.

I WILL SAY THAT WE DO OUR VERY BEST TO MAKE SURE THAT OUR CLASS SIZES DON'T GO OVER.

WE ARE SITTING HERE WORKING ON BALANCING CLASSES. I WANT TO SAY TO THE BOARD,

[01:25:01]

BEING GOOD STEWARDS OF THE MONEY COME TAX DOLLARS, AGAIN, WE TRY TO MAKE SURE CLASS SIZES ARE AS LOW AS THEY CAN BE OR THAT WE ARE LED BY THE PERSONNEL IN THE ROOM, BUT WHEN YOU LOWER CLASS SIZE, THAT MEANS YOU NEED MORE PEOPLE AND THEIR IMPLICATIONS ON BUDGET.

THE OTHER PART IS THAT, TEACHER CERTIFICATION. WE DO, AND I'LL SAY OUR HR DEPARTMENT DOES AN INCREDIBLE JOB WITH MAKING SURE THAT WE HAVE HIGHLY QUALIFIED PEOPLE IN THE CLASSROOM. HOWEVER, WE ARE IN A TEACHER SHORTAGE, PART OF THE NATIONAL TEACHER SHORTAGE THAT IS HAPPENING TO ALL OF THE SCHOOL DISTRICTS.

THERE ARE MANY THINGS THAT ARE CAUSING THAT TO HAPPEN. BABY BOOMERS ARE RETIRING.

PEOPLE ARE NOT GOING INTO EDUCATION. EDUCATION PROGRAMS ARE NOT PUTTING OUT AS MANY TEACHERS AS THOSE THAT ARE RETIRING. AND SO, THE SHORTAGE OF SOMETHING THAT WE KNOW THAT'S NOT GOING AWAY. AND SO, I CHALLENGE, AND THIS IS ONE OF THE INNOVATIONS WE WILL TALK ABOUT WHATEVER WOULD GO TO THE PROCESS.F ALLOWED TO, I CHALLENGE MY TEAM ALL THE TIME BY SAYING THAT PERSONALLY, IF YOU LOOK AT TREND DATA, NORTH OF THE SHORTAGE IS GOING TO GO AWAY. I THINK THAT WE WILL HAVE LESS PEOPLE TO PULL FROM WHO ARE IMMEDIATELY CERTIFIED IN THE POOL OF APPLICANTS THAT WE HAVE TO EDUCATE OUR STUDENTS. MY CHALLENGE TO THEM ALL THE TIME IS WHAT ARE WE GOING TO DO ABOUT IT? THEY'RE NOT COMING TO SAVE US, WE HAVE TO SAVE OURSELVES WE OWE OUR CHILDREN THAT. HOW WE SCALE THE SKILL OF BEING A CERTIFIED TEACHER.

HOW DO WE SCALE OUR KNOWLEDGE TO MAKE SURE THAT THE PEOPLE WHO WERE IN THE CLASSROOM, THAT THEY ARE GIVING OUR STUDENTS THE VERY BEST BECAUSE AGAIN, THEY ARE NOT OUT THERE.

WE ARE TRYING OUR BEST AT ALL COSTS, THAT CERTIFIED PEOPLE ARE NOT OUT THERE.

SO INNOVATIONS LIKE THIS GIVE US AN OPPORTUNITY TO BE FLEXIBLE BECAUSE THE ALTERNATIVE IS, TO HAVE A SUBSTITUTE WHICH EQUATES TO HAVING A DIFFERENT PERSON IN THE CLASSROOM EVERY SINGLE DAY. AND TO ME, THAT IS NOT GIVING STUDENTS THE VERY BEST.

THAT'S HARD FOR US TO BE ABLE TO GIVE THE ADULTS WHAT THEY NEED TO ENSURE THAT OUR STUDENTS GET WHAT THEY NEED. AND SO, THOSE ARE TWO THAT I FEEL PASSIONATE ABOUT SPEAKING TO, EXCUSE ME IF I COME OFF AS DISRESPECTFUL BUT I DON'T THINK I'M DISRESPECTFUL, BUT EXCUSE ME IF I DO SEEM, I FEEL PASSIONATE ABOUT MAKING SURE THAT YOU ALL KNOW THAT THIS STAFF AND MY COLLEAGUES WE DO EVERYTHING TO MAKE SURE OUR STUDENTS HAVE THE VERY BEST EVERY SINGLE DAY. THAT IS WHAT YOU CHARGE US TO DO.

>> IT'S NOT ABOUT THAT? I'M NOT TRYING TO BE DISRESPECTFUL AND I'M NOT TRYING TO CRITICIZE YOU EITHER. THE FACT IS THE ENVIRONMENT IS WHAT IT IS.

AND WE DON'T BENEFIT FROM GIVING OURSELVES A PASS. WE STILL NEED TO HAVE A STANDARD THERE. EVERYBODY HAS TO MEET THE SAME STANDARD.

IT IS UP TO THE STATE TO CHANGE THE STANDARD IF IS NOT WORKABLE.

BUT WE HAVE TO HOLD OURSELVES ACCOUNTABLE TO REACH IT. AT LEAST TRY TO REACH A

STANDARD NOT PUT OFF INTO THE FUTURE OF WHERE IT'S OKAY. >> AND WILL TAKE THAT AND WILL MAKE SURE THAT THE STANDARD WE KEEP. I THINK WE CAN AGREE ON THAT.

>> DR. PERERA HAD A COMMENT. QUESTION WHAT TO ADD ABOUT THE CERTIFICATION.

THIS BOARD IS SUPPORTIVE OF US GROWING OUR TEACHERS. AND IT ALLOWS US TO GROW OUR OWN AND AS DOCTOR JACKSON AND OTHERS HAVE PRESENTED, WE ARE SUPPORT SYSTEMS IN PLACE TO HELP WITH THAT. WE ALL KNOW THAT WHEN YOU ACQUIRE SOMEONE LOCALLY, AND BUILD THEM UP IN THE TEACHING PROFESSION THEY ARE MORE LIKELY TO STAY.RETENTION IS HIGHER.

AND SO, LONG TERM GOAL IS TO RETAIN AND ENSURE THEY ARE PREPARED.

BUT THE ONLY WAY YOU CAN DO THAT IS BY BRINGING INDIVIDUALS ON PASSION FOR TEACHING AND SHARING THEIR KNOWLEDGE WITH KIDS AND MAKING SURE THAT THEY ARE PREPARED AND SO, ALTHOUGH STUDENTS WE HAD LAST YEAR GOING OFF TO COLLEGE TO BE EDUCATORS, I WANT THEM TO BE ABLE TO COME BACK TO OUR CLASSROOMS. SOME MAY OR MAY NOT COME BACK WITH A TEACHING DEGREE BUT MAY WANT TO TEACH AND I WANT TO BE ABLE TO HAVE THEM DO THAT. AS YOU KNOW A LOT OF PEOPLE ON THE STAFF GREW UP RIGHT HERE. THAT IS A POINT OF PRIDE. POINT OF PRIDE FOR THE

[01:30:01]

DISTRICT. I WILL SAY TO THAT WAS AN ALTERNATIVE CERTIFIED TEACHER.

WITHOUT A LICENSE FOR THREE YEARS. AND IT DID NOT IMPACT ME NOR MY STUDENTS. SO I HAVE FAITH THAT OUR TEAM WILL BUILD A STRUCTURE AROUND AND SUPPORT AS FAR AS CLASS SIZE, THOSE ARE OVER 22, WE DO TRY TO ADD AND AID IN THE

CLASSROOMS SO IT'S NOT JUST ONE PERSON. >> THANK YOU MISS MORRIS.

>> DOCTOR BARKER, THANK YOU SO VERY MUCH FOR BRINGING THIS. BACK IN THE DAY HEARD YOU

MENTION 2006. >> 16. >> 16, I'M SORRY.

BUT IT WAS A LITTLE BIT BEFORE THEN YOU JUST DIDN'T KNOW ABOUT IT.

YOU KNOW, GO BACK A LITTLE BIT FURTHER. IT WAS EVERY BOARD MEETING, IT WAS BROUGHT TO THE BOARD A CLASS WAIVER, THE BOARD HAS TO APPROVE IT AND TA HAS TO APPROVE IT. TO CREATE SOMETHING THAT WILL HELP OUR OWN, TO GET BACK INTO THE SYSTEM, GET BACK INTO EDUCATION, THE PRIORITY OF EDUCATION IS JUST NOT THERE.

IT IS BECAUSE OF US THAT IT'S NOT THERE BECAUSE THAT, A TEACHER IS EVERYTHING.

THE TEACHER TEACH THE PRESIDENT. AND SO, THERE'S NOT A DR., LAWYER OR THE HIGHEST ELECTED OFFICIAL, THAT DO NOT GO THROUGH A TEACHER.

I DO UNDERSTAND ABOUT THE NON- CERTIFICATION BUT I DO UNDERSTAND AND RESPECT AND APPRECIATE GIVING INDIVIDUALS THE OPPORTUNITY TO COME IN TO RECEIVE IT AND WE DO WHAT WE NEED TO DO TO RETAIN THEM. MY DAUGHTER IS A PRODUCT OF THAT AND SO, I DO SUPPORT THAT AND SHE IS ONE OF HER SCHOOLS BEST NOW. SO THANK YOU AND I NEVER LIKED THE SCHOOL WAIVER AND I WAS TRYING NOT TO SAY ANYTHING BUT THIS BOARD HAS NOT HAD THAT TO COME IN FRONT OF THIS BOARD, AND ASSURED BEFORE MS. HAMILTON AND MR. JONES, I NEVER HEARD THEM TALK ABOUT RAISING CLASSROOM SIZE BECAUSE THE KIDS ARE NOT GOING TO GET WHAT THEY NEED IN A LARGE CLASSROOM WITH ONE TEACHER WITHOUT HELP. THANK YOU.

>> JUST FOR CLARIFICATION, WE ARE LOOKING TO NO LONGER RECEIVE WAIVERS FOR OUT OF

DISTRICT. IS THAT CORRECT? >> AT THIS MOMENT, THE DOI THAT WE BEEN UNDER FOR AT LEAST THE PAST FIVE YEARS, YES, THAT IS PART OF THE INNOVATION.

BEFORE WE SAY NO FOR THAT TO NOT BE PART OF THE DOI, WOULD LIKE TO PULL THE PUBLIC AND

MAKE SURE THAT THEY ARE AWARE. >> THANK YOU. AND NOW MY NEXT QUESTION WOULD BE, THIS IS SOMETHING THAT IS REQUIRED FOR US TO REVIEW AND SIGN, IS THERE ANY REASON THIS WAS PRESENTED TONIGHT AND NOT BEFORE? SO WE HAVE AN OPPORTUNITY TO

REVIEW. >> THE DOI HAS ACTUALLY BEEN, IT IS BEEN AVAILABLE AND PART OF LANCASTER ISD THIS CURRENT ONE THAT YOU ARE SEEING THERE. THE PAST FIVE YEARS, IT'S BEEN ON OUR WEBSITE AS I THINK, THAT WAS, YOUR QUESTIONS VERY SIMILAR TO TRUSTEE SMITH ON IF THIS IS SOMETHING WE WOULD TALK ABOUT FROM YEAR TO YEAR MOVE FORWARD.

THIS CAN BE SOMETHING WITH THIS DEMONSTRATION THAT WE CAN TALK ABOUT FROM YEAR TO YEAR MOVE

FORWARD. >> THAT HAS NOT BEEN THE PRACTICE.

SO, IF THAT IS THE WILL OF THE BOARD, IT IS SOMETHING WE CAN REVIEW FROM YEAR TO YEAR MOVING

FORWARD. >> AND THANK YOU FOR ANSWERING THAT.

ALSO, THE BUDGET THAT WAS DISCUSSED AS IT RELATES TO INCREASE THE PAY AND WHAT HAVE YOU, THAT WAS FROM MY UNDERSTANDING, TO COVER THE TEACHERS, NOT ONLY WHAT WE HAVE BUT WHAT WE NEED. AND WILL THAT EXERCISE THE OPTION TO HAVE A SMALLER

CLASSROOM IF IT MAKES SENSE? >> I THINK, DOCTOR TAYLOR'S TO SHE CAN PROBABLY SPEAK TO STAFFING RATIOS. BUT FOR WHEN WE HAD GONE THROUGH THE STUDY, ABOUT STAFF, I WILL PROBABLY FUMBLE THROUGH THIS ABOUT STAFF, STAFFING WITH NO PARTICULAR BUILDINGS.

WE DID LOOK AT WHAT IT WOULD TAKE IF THE STAFFING RATIO IS HIGHER OR LOWER.

WE DO TRY TO STAY ESPECIALLY WITH A K THROUGH FOUR, THE 22 Ã ONE AND GOING THROUGH RIGHT

[01:35:05]

NOW, BALANCING CLASSES. SO, HOWEVER WE HAVE BEEN IN THE PAST, WHICH HAS NOT BEEN ABOVE THE STAFFING RATIO APPEAR LIKE A SNOW FUMBLE THROUGH THIS. IS WHAT THE BUDGET WAS BUILT BUT BOTH OF THEM ARE HERE AND CAN PROBABLY SPEAK TO THAT BETTER.

>> ARE CURRENTLY 22 ÃONE? WE ARE CURRENTLY 22 ÃONE? >> K THROUGH FOUR? ELEMENTARY? YES. 22 ÃONE, THERE STILL CLASSROOMS WE ARE ROLLING THE WILL RECEIVE DIFFERENT SIZES BUT THE PATTERN HAS BEEN I THINK -- HAS BEEN IN THE PAST LIKE 16 TO 18 TO ONE. IN THE OLDER GRADES IS USUALLY

25 TO 1. >> THANK YOU. WITH THE DOI WE ARE LOOKING TO HAVE A SMALLER CLASSROOM HOPEFULLY AND ADDING, WITH OF COURSE, ADDING MORE TEACHERS BUT WITH ADDING MORE TEACHERS, AS IT RELATES TO THE BUDGET WHEN IT WAS COMPLETED, IT IS TO INCLUDE A FULL STAFF OF TEACHERS, TO ACCOMMODATE A SMALLER CLASSROOM.

>> YES BECAUSE THEN THE MORE WE INCREASE OUR MOMENT, THEN WE HAVE THOSE EXTRA DOLLARS FOR THE FTES BUT IT WAS A READY ACQUITTED IN THE BUDGET THAT IF WE HAVE TO LEVEL, THE NOTES ALREADY THERE. THEN DR. PERERA SHARED EARLIER, THERE ARE SOME OTHER THINGS IN THE STAFF MEETING THAT WERE CUT. AND SO THEN YOU CAN ALIGN OTHER THINGS WITHIN THE BUDGET. ONE THING DOCTOR BARKER WAS SHARING FOR THE DISTRICT OF INNOVATION, WHAT IT DOES ALLOW IS FOR EXAMPLE, WE HAVE THE CLASS THAT 22 TO 1 AND THEN WE GOT A TRANSFER STUDENT TO STAY IN DECEMBER AND WE HAD TO HAVE ONE CLASSROOM 23 TO 1, THEN IT DOES ALLOW US TO DO THAT WITHOUT GOING LIKE BACK TO THE STATE BUT OUR PRACTICE HAS BEEN

16 TO 18 TO 1. >> THANK YOU. >> YOU'RE WELCOME.> ANY OTHER QUESTIONS? HEARING NONE, THIS IS AN ACTION ITEM, IS THERE A MOTION?

>> I MAKE THE MOTION TO APPROVE RESOLUTION. >> SECOND.

>> A MOTION AND SECOND. ANY OTHER DISCUSSION FROM THE BOARD? HEARING NONE I WILL CALL FOR THE VOTE.

MOTION PASSES. NEXT ACTION ITEM IS CONSIDER THE APPROVAL OF THE DISTRICT

[11B. Consider the approval of the District List of Certified Appraisers and Timeline for the Teacher T-TESS Appraisal System - DNA(LEGAL and LOCAL)-(G1), Wendy Hawthorne and Rosa Hernandez, Presenters]

LIST OF CERTIFIED APPRAISERS AND TIMELINE FOR THE TEACHER T-TESS APPRAISAL SYSTEM.

DR. PERERA? >> THANK YOU. I WILL CALL BACK OUR TWO

CHIEFS, WENDY HAWTHORNE AND ROSA HERNANDEZ. >> GOOD EVENING.

MADAM BOARD PRESIDENT HAMILTON, DISTINGUISHED BOARD OF TRUSTEES AND SUPERINTENDENT, DR. PERERA.

THEY WILL PRESENT THE APPRAISAL ROSTER TIMELINE FOR YOUR APPROVAL.

WE ARE EXCITED TO ROLL THIS OUT. WILL BETTER ALLOW US TO ALIGN WITH OTHER DISTRICTS IN THE STATE OF TEXAS. IT ALLOWS TO UNLOCK A VAST ARRAY ESTATE PROVIDED FREE RESOURCES TO COLLABORATE AND COLLABORATE CERTIFICATION TRAINING AND APPRAISAL SYSTEM. IT WILL SAVE THE DISTRICT A SAVINGS OF $13,600 AS THE $400 PER APPRAISER FOR TRAINING BUT BECAUSE WE ARE PART OF THE -- 21, 22 IT'S FREE FOR US TO RECEIVE 13,600 IF YOU APPROVE THE ROSTER AND REMOVE TOWARD THIS.

IT WILL ALSO ALLOW LANCASTER ISD TO PROVIDE EVALUATION RESOURCES FOR TEACHERS AND ADMINISTRATORS TO ENSURE WE HAVE A RIGOROUS SYSTEM FOR FEEDBACK.

AN EVALUATION SYSTEM. OUR GOAL IS TO ENSURE WE ACHIEVE OUR VISION OF EXCELLENCE OF TEACHING ACROSS THE DISTRICT AND ENSURE ALL TEACHERS HAVE THE SUPPORT AND GUIDANCE THEY NEED TO SERVE OUR STUDENTS. ADDITIONALLY, THESE ADJUSTMENTS PROVIDE THE DISTRICT WITH SUFFICIENT AMOUNT OF DATA BASE POINTS TO EVALUATE TEACHERS AND PROVIDE FEEDBACK AND SUPPORT. WITH A BETTER APPRAISAL SYSTEM AND MORE OPPORTUNITIES TO THE

[01:40:09]

NEW SYSTEM ANTICIPATE OUR PRAISES WILL HAVE MORE OPPORTUNITIES TO SEE THE PHENOMENAL WORK GOING ON IN OUR CLASSROOMS. WHAT IS THIS? IT IS OUR TEACHER TEXAS TEACHER EVALUATION SUPPORT SYSTEM. AND IT WILL REPLACE THE TEACHER APPRAISAL PERFORMANCE SYSTEM. AN SERVE AS THE NEW TEACHER EVALUATION SYSTEM AND 22 Ã23 SCHOOL YEAR. IT IS A SYSTEM THAT DESIGNED BY TEACHERS TO SUPPORT TEACHERS AND TO PROFESSIONAL DEVELOPMENT. HAS THREE PRIMARY COMPONENTS.

GOAL SETTING AND PROFESSIONAL DEVELOPER, EVALUATION COMPONENT WHICH INCLUDES RUBRIC ORIENTATION GOAL SETTING, CONFERENCES, OBSERVATIONS, WALK-THROUGHS POST CONFERENCES AND END-OF-THE-YEAR CONFERENCES AND STUDENT MEASUREMENT SUPPORT.

AN OVERALL, THE RUBRIC WILL BE USED FOR ALL OBSERVATIONS AND WALK-THROUGHS WITHIN THE DISTRICT. IT COMPOSES OF FOUR DOMAINS, ONE PLANET, TWO CONSTRUCTION, THREE LEARNING ENVIRONMENT AND FOUR PROFESSIONAL PRACTICES AND RESPONSIBILITIES.

T-TESS VERSUS TAP. RESULT SYSTEM T-TESS WILL BE THE OLD NEW ONE.

LARGELY UNCHANGED AS FAR AS APPRAISERS. THE FOLLOWING POSITIONS AS YOU CAN SEE OUR APPROVED APPRAISERS. WE ARE REQUIRING ALL APPRAISERS TO BE PRINCIPAL CERTIFIED AND SUCCESSFULLY COMPLETED THE TEXAS STATE TRAINING.

PRIMARY MINISTRIES WILL BE THE CAMPUS ADMINISTRATORS. ADDITIONAL PRAISES WILL SERVE AS EXTRA LAYER OF SUPPORT. PLEASE REFER TO YOUR HANDOUTS AS TO THE SPECIFIC TEACHERS ASKING FOR APPROVAL ON THE ADMINISTRATORS. CERTIFIED ON THE FORM YOUR HANDOUT MEANS THE APPRAISERS HAVE A PRINCIPAL CERTIFICATION AS WELL AS PAST THE T-TESS CERTIFICATION TRAINING READY WHICH IS A COST SAVING $400 PER PERSON ON THE LIST THAT IS ABOUT $13,600 WE ARE SAVING BECAUSE WE ARE PART OF THIS. THERE IS NO COST TO US.

PENDING THESE HE APPRAISERS HER SON UP FOR THE SEPTEMBER TRAINING AND WILL BE TRAINED BEFORE THE FIRST ROLL OUT DATES. OUR TIMELINE FOR T-TESS IS AS FOLLOWS WHO STARTED PREPARATION EARLY IN JUNE. JUNE AND JULY PRAISES COMPLETED CERTIFICATION TRAINING AND SOME OF US RECERTIFIED. SOME OF US WERE CERTIFIED AND WE JUST WENT FOR UPDATES. THEN BETWEEN AUGUST AND NOW, APPRAISERS WILL ATTEND COLLABORATION TRENDS AND WALK-THROUGHS. T-TESS TRAINING FOR TEACHERS WILL BE FROM AUGUST 15 THROUGH SEPTEMBER 2. THEN SEPTEMBER 16 WILL BEGIN THE ROLLOUT.

THIS WILL BE THE FIRST FORMAL DAY WE CAN APPRAISE TEACHERS WITH APPROVAL TODAY OF COURSE.

T-TESS OBSERVATIONS AND WALK-THROUGHS. WE WANT TO GIVE YOU AN OVERVIEW OF WHAT WAS LAST YEAR COMPARED TO THIS YEAR. THEY ARE VASTLY AND MOST OF THE SAME WITH A COUPLE OF DIFFERENCES. T-TESS AND OBSERVATIONS WILL PROVIDE TEACHERS WITH MORE OPPORTUNITIES FOR COACHING. THERE WILL BE MORE OPPORTUNITIES FOR COACHING TO OBSERVATIONS AND WALK-THROUGHS. THE CHANGES ARE AS FOLLOWS.

WITH TOP THERE WERE TWO FORMAL EVALUATIONS PER YEAR AND WITH T-TESS THERE IS ONE FORMAL OBSERVATION. ONE FORMAL WALK-THROUGH AND FIVE SCORED PARTIAL WALK-THROUGHS PER TEACHER INITIATIVE ALLOTMENT. THERE ARE LIMITED INFORMAL OBSERVATIONS. THAT APPRAISER CAN GO AND ESPECIALLY WITH 4040 AND 5050 AND GIVE INFORMAL FEEDBACK THAT IS NOT RELATED TO THE SCORE BUT JUST ADDITIONAL COACHING AND FEEDBACK WHICH IS MUCH NEEDED. AND WE WANT TO MAKE SURE THAT WE HAVE A STREAMLINER FEEDBACK FOR TEACHERS AND SUPPORT AND PROCESS FOR THEM. T-TESS VERSUS TAP RUBRIC THIS IS REALLY EXCITING AS WELL. LAST YEAR ON TOP WE HAD THREE CATEGORIES.

A TEACHER FELL IN EXEMPLARY, PROFICIENT OR UNSATISFACTORY. WITH T-TESS, THERE ARE FIVE CATEGORIES. ACCOMPLISHED, PROFICIENT, DEVELOPING AN IMPROVEMENT NEEDED. THIS ALLOWS THE APPRAISER AND TEACHER TO REALLY DEVELOP A 1 TO 1 PLAN ON HOW TO SUPPORT THAT TEACHER TO GO IN AND PROVIDE SUPPORT.

THEY ARE EITHER NOT HITTING APPEARER DOWN HERE ARE JUST KIND OF MEDIOCRE IN THE MIDDLE.

THIS REALLY ALLOWS US TO DISTINGUISH OUR HIGH-PERFORMING FLYERS, TEACHERS WHO REALLY NEED SUPPORT, TEACHERS WHO MIGHT BE NEW TO TEACHING AND DEVELOPING AND SUPPORT DOES NOT MEAN THAT THERE ARE TEACHERS, SUPPORT AND DEVELOPMENT. ALSO ALLOW US PROFICIENT WILL BE WHAT WE CONSIDER LANCASTER AS A SOLID ROCK TEACHER. AND REALLY GIVING SOME AREAS

[01:45:07]

FOR MOVEMENT TO THEIR AND FEEDBACK. AT A GLANCE, THIS IS OUR PROCESS FOR T-TESS THAT WERE ASKING IF WE FALL UNDER THE T-TESS EVALUATION.

EVALUATIONS BEGIN WITH A GOAL SETTING CONFERENCE IN THE FALL. SO WE SET OUR GOALS JUST LIKE THE BOARD SAID. WE SET GOALS AND FALL WITH TEACHERS.

APPRAISER, A FORMAL WALK-THROUGH. ONE OBSERVATION AND ONE FORMAL WALK-THROUGH. IN THE END WITH AN END-OF-THE-YEAR CONFERENCE IN SPRING 2023. THE GOAL SETTING STAFF TEACHERS SEND GOALS TO FOR APPROVAL.

THESE ARE INTENDED TO SUPPORT ONGOING CONVERSATIONS AND PROFESSIONAL REFLECTION BETWEEN THE TEACHER AND APPRAISER. WE WILL GOOD STRONG POSITIVE DIALOGUE BETWEEN THE TEACHER AND APPRAISER. FOR THE FORMAL OBSERVATIONS, THE APPRAISER WILL HAVE A CONFERENCE, IT CONDUCT AN OBSERVATION AND THEN HOLD A POST CONFERENCE.

PRECONFERENCE WILL ALLOW THE APPRAISER TO DISCUSS THE TEACHERS UPCOMING LESSON AND WHAT THEY WILL BE TEACHING AND PROVIDE FEEDBACK. DURING THE OBSERVATION THE RUBRIC WILL BE USED AND THE APPRAISER WILL MEET WITH THE TEACHER, OBSERVE THE TEACHER AND PROVIDE A SCORE. DURING THE POST COVERS THE APPRAISER WILL MEET WITH THE TEACHER, PROVIDE 1 TO 1 FEEDBACK AND AN OPPORTUNITY TO REFLECT ON THE LESSONS AND WHAT KIND OF SUPPORTS AND THE TEACHER NEED TO COME IN EXCESS. A FORMAL WALK-THROUGH WILL BE COME A FORMAL WALK-THROUGH THE APPRAISER WILL CONDUCT WILL ALSO BE DISCUSSED AT POST CONFERENCES. DURING A WALK-THROUGH, THE APPRAISER ABSORBS PART OF THE LESSON AND WE SCORED ON DOMAINS TWO AND THREE.CONFERENCE WITH THE APPRAISE E TO ENSURE THE SUPPORT IS IN PLACE. LAST BUT NOT LEAST THERE WILL BE AN END OF YOUR CONFERENCE, AGAIN, THIS IS A VERY SUPPORT SYSTEM CYCLE. THERE IS NOT A ONE-STOP SHOP WERE STOCKING THE TEACHERS THROUGH DIFFERENT PHASES AND THAT THE LAST PHASE IN THE SPRING, THE APPRAISER AND TEACHER WILL HAVE AN END OF YOUR CONFERENCE AND THE APPRAISER WILL BE ABLE TO MEET WITH THE TEACHER PERSON AND PROVIDE OPPORTUNITY TO SUMMARIZE FINDINGS IN SUPPORT TO THE OBSERVATION WALK-THROUGH AND GOALS.

THEN SET GOALS FOR THE FOLLOWING YEAR. THIS IS OUR PROPOSED EVALUATION SCHEDULE. OCTOBER 14 WILL HAVE GOAL SETTING AND PROFESSIONAL DEVELOPMENT DONE BY, BETWEEN SEPTEMBER AND DECEMBER 9, 2022. WE WILL HAVE ONE FORMAL WALK-THROUGH OF ALL PROVISIONAL TEACHERS. ONE FORMAL WALK-THROUGH -- PROVISIONAL TEACHERS HAVE TO HAVE THEIR FORMAL WALK-THROUGH INFORMAL OBSERVATION BETWEEN SEPTEMBER 6 AND DECEMBER 9. SO THAT THESE DECISIONS CAN BE MADE.

OUR TERM TEACHERS, THAT WILL BE BETWEEN SEPTEMBER 6 AND MARCH 9 FOR THEIR FORMAL WALK-THROUGH AND OBSERVATION. ALL END-OF-THE-YEAR, ALL TEACHERS WILL HAVE THE END-OF-THE-YEAR CONFERENCES BY APRIL 28, 2023. LOVE INFORMAL WALK-THROUGHS AT LEAST FIVE THROUGHOUT THAT TIME PERIOD. ARE THERE ANY QUESTIONS?

>> HE STATED THE PROGRAM IS FREE FOR THE TEACHERS. IS THAT CORRECT?

>> IT IS, STATE CHARGES A SERVICE CHARGE TO TAKE THE T-TESS CERTIFICATION TRADE BECAUSE WE ARE PART OF 22/23 COHORT, IT IS FREE FOR US. SO WE ARE NOT PAYING THAT $400.

THE LIST YOU AS HAVE 34 APPRAISALS, THEY ARE ALL FREE FOR US.

>> OKAY. >> ANY OF THE QUESTIONS FROM THE BOARD?

>> DOES THIS REPLACE SOMETHING ELSE? >> YES, THIS REPLACES WHICH IS ABOUT 400 OR $500 A PERSON WOULD PAY AT THE DISTRICT LEVEL.

THIS WILL ALLEVIATE THE COST COMPLETELY. >>.

[INAUDIBLE] IS NOT GOING TO BE A LOT MORE TIME? >> AS WELL AS GIVE FEEDBACK TO THE TEACHERS. I THINK JUST HAVING TWO OBSERVATIONS THROUGH THE YEAR DOES NOT GIVE TEACHERS AND A FEEDBACK AND GUIDANCE FOR NEXT STEPS.

THIS ALLOWS US TO WALK OUR TEACHERS FROM DAY ONE, WHAT ARE YOUR GOALS AND WHAT DOES A PLAN LOOK LIKE ALL THE WAY UNTIL THE END OF THE SCHOOL YEAR AT QUICKEN FORMAL WALK-THROUGH LESS THAN 15 MINUTES WITH THE TEACHER AND THEN ONE WILL FORMAL 45 MINUTE ONE ALLOWS A STUDENT A LESSON CYCLE AND OUR PROFESSIONAL OPINION THIS REALLY ALLOWS FOR FEEDBACK WITH THE TEACHER AND IMMEDIATE FEEDBACK NOT WAITING, WE HAD WHEN THE BIG IN THE END NOT MEETING UNTIL THE END OF THE YEAR THIS IS CONSTANT CONTINUOUS FEEDBACK THROUGHOUT

[01:50:06]

THE YEAR. WHICH REALLY SUPPORT THE NEW TEACHERS THROUGHOUT THE

DISTRICT.ND OUR SEASONED TEACHERS AS WELL. >> WHAT I'M GETTING AT THE, WILL IT BE A HARDSHIP WITH THE TIME? ADD MORE TIME TO DAY OR WEEK OR

WHATEVER? >> NO, THIS IS WHAT WE DO EVERY DAY.

THIS IS JUST PUTTING SOMETHING IN A FORMAL FORMAT. WE ALREADY DO THIS, THIS IS NOT SOMETHING NEW TO PRINCIPALS ACROSS THE STATE OF TEXAS, THIS IS THE NORM.

>> THANK YOU.> MR. SMITH? >> I HAVE A QUICK ONE. EARLY ON, YOU MENTIONED IS BETTER ALIGNS US WITH OTHER DISTRICTS IN THE STATE. I'M ASSUMING THOSE OF THE

DISTRICT ARE ALSO IN COHORT D? >> ERIC COHORT BEFORE THAT. A, B, C, D WE ARE JUMPING ON NOW. THE DISTRICT HAS BEEN USING THIS FOR YEARS.

I THINK OVER SIX, SEVEN YEARS. OTHER DISTRICTS ACROSS TEXAS, REMOVING FROM TOP TO T-TESS OF LE-- ALLEVIATING THE COST. ND WHATEVER COHORT AND FEEDER COMMUNITIES.

>> ALSO IS IN COHORT D WITH US THAT WE MAY KNOW? OR DO WE KNOW ANY OF THEM?

>> I DON'T HAVE THE ENTIRE LIST BUT I CAN GET IT. I BELIEVE WACO.

>> ANYONE ELSE IN THE IMMEDIATE AREA? >> I CAN GET THAT.

>> WE CAN -- >> THE COHORT IS OUR TIA GRANT. SO WHOMEVER WAS APPROVED IN COHORT IS PART OF THAT COHORT. IT MAY NOT NECESSARILY BE DESOTO OR CEDAR HILL.

BECAUSE THEY MAY HAVE, IF THEY APPLIED FOR THE GRANT, THEY MAY HAVE BEEN PART OF IT.

WE CAN GET THIS.> THAT'S OKAY. I REALLY AFTER, HOW MANY OTHER OF THOSE HIGHLY RANKED SCHOOLS ARE PART OF THIS COHORT WERE PREVIOUS COHORTS? WHO ELSE IS BLOWING THE SOCKS OFF OF EVERYTHING? LIKE BLAZING THE TRAIL?

>> SPRING ISD HAS IT, -- SPRING BRANCH HAS A, -- >> LET ME DO THIS RANKED BETTER

THAN US. >> RANKED BETTER THAN US? WE CAN GET A LIST.

I CAN DEFINITELY GET A LIST. I DON'T KNOW IF ANYONE IS DOING BETTER THAN US BUT --

[LAUGHTER] >> THAT'S OKAY IT'S NOT A HARD REQUIREMENT.

>> WE ARE NUMBER ONE RIGHT NOW, RIGHT? BUT WE CAN GET YOU A LIST.

AND THE BOARD. >> DO YOU HAVE SOMETHING? [INAUDIBLE] PLEASE ADDRESS ME SO I KNOW WHO WAS A TALK. I TRY TO DO A GOOD JOB OF LOOKING AND LISTENING BUT PLEASE GET MY ATTENTION. I APPRECIATE IT. THIS IS AN ACTION ITEM.

IS THERE A MOTION? [INAUDIBLE] >> SECOND.

>> MOTION AND SECOND TO CONSIDER APPROVAL DISTRICT VISTA CERTIFIED APPRAISERS AND TIMELY FOR TEACHERS, T-TESS APPROVAL SYSTEM. ANY OTHER DISCUSSION BY THE

BOARD? I'M SORRY MR. SMITH. >> THAT'S OKAY.

I'M SHOWING DISTRICT 4 IS ABOUT RIGHT. >> ARE NOT LOOKING AT IT, THANKS. ANY OTHER DISCUSSION? I WILL CALL FOR THE VOTE.

[11C. Discussion and possible approval of Student Device Insurance - (G1) - Elizabeth Jackson, Presenter]

NEXT ACTION ITEM DISCUSSION OF POSSIBLE APPROVAL STUDENT DEVICE INSURANCE.

DR. PERERA. >> THANK YOU MADAM PRESIDENT. ALL BEEF BRING FORWARD MS. ELIZABETH JACKSON TO PRESENT THE INFORMATION TO YOU ALL. ALSO WAS PRESENTED TO THE

TECHNOLOGY COMMITTEE LAST WEEK. >> GOOD EVENING BOARD PRESIDENT, BOARD MEMBERS, DR.

PERERA. WITH THE INCREASING NUMBER OF DAMAGE STUDENT THDEVICES WE NEE TO PUT INTO PLACE IT WOULD IT PROTECT DISTRICT ASSETS. HEREFORE, I COME THIS EVENING ASKED FOR APPROVAL TO PURCHASE STUDENT DEVICE INSURANCE. SCHOOL DEVICE COVERAGE PROVIDES A FULL COVERAGE INSURANCE SOLUTION FOR THE REPAIR OF DAMAGED AND REPLACEMENT OF LOST OR STOLEN STUDENT CHROME BOOKS WITHOUT PASSING ON COST TO THE PARENTS OR ADDITIONAL COST TO

[01:55:06]

THE DISTRICT. COVERAGE BEGINS ON THE DATE OF A ROMAN AND AND ENDS AT THE END OF THE SCHOOL YEAR. SCHOOL DEVICE COVERAGE INSURES AGAINST BROKEN SCREENS, MISSING KEYS, EXTERNAL DAMAGE, ELECTRICAL FAILURE, TOUCHSCREEN DAMAGE AS WELL AS OTHER STOLEN OR LOST DEVICES. SOME BENEFITS ALLOW THE DISTRICT TO MITIGATE DEVICE LOSS OR THEFT AND ASSURE YOU THE FLEET IS MAINTAINED IN GOOD WORKING ORDER THROUGHOUT THE YEAR. THERE ARE NO CLAIM LIMITS, NO DEDUCTIBLES AND NO PROCESSING FEE. WHILE INSURED BROKEN DEVICES BEING REPAIRED, THE LOAN DEVICE ASSUMES THE SAME COVERAGE. ALSO, DISTRICT TECHNICIAN REPAIRS THE INSURED DEVICE, SCHOOL DEVICE COVERAGE WILL PAY THE DISTRICT $43.50 PER HOUR FOR THE SERVICE OF THAT TECHNICIAN. WE DID RESEARCH WITH OTHER COMPANIES FOR THE INSURANCE.

AS YOU SEE, THE COST, BUT COMPARED COST ON THE SCREEN. WE ALSO DID LOOK INTO THE CLAIM PROCESS, THE TIME THAT IT TOOK TRACKING AND THOSE KIND OF THINGS.

WE WOULD LIKE TO BEGIN HER INSURANCE JOURNEY WITH OUR SECONDARY CAMPUSES THAT DO NOT HAVE ACCIDENTAL WARRANTY. HER ELEMENTARY INSURANCE IS FORTHCOMING.

IN THE CHART, YOU WILL SEE THE NUMBER DEVICES PER CAMPUS AND INSURANCE COSTS.

YOU WILL NOTICE THE HIGH SCHOOL AND NINTH-GRADE CENTER ARE NOT INCLUDED AND THUS BECAUSE THOSE CAMPUSES DID RECEIVE THE NEW FULLY WARRANTY CHROME BOOKS THAT WERE AWARDED VIA THE EMERGENCY CONNECTIVITY FUND. THIS EVENING I'M SEEKING APPROVAL TO PURCHASE INSURANCE 1997 DEVICES AT THE COST OF $73,879. ARE THERE ANY QUESTIONS?

>> WHAT IS THE TERM OF THE WARRANTY, ONE YEARS OR TWO YEARS?

>> THE WARRANTIES WE HAVE ON THE DEVICES THAT WE HAVE, WE ALSO WENT TO YEAR AND SOME WITH THREE YEAR. THIS PARTICULAR INSURANCE, THE TERM OF THAT IS ONE YEAR.

IT WAS START FROM THE TIME THAT WE SENT THEM THE PURCHASE ORDER WITH A LIST OF SERIAL NUMBERS OF THE DEVICES THAT WE WISH TO COVER. AND IT WOULD END UP THE LAST

DAY OF THE SCHOOL YEAR. >> ARE ALL OF THESE DEVICES THE SAME TYPE OF A DEVICE OR DO

THEY VARY? >> ARE DIFFERENT DEVICES THAT NO LONGER HAVE ACCIDENTAL

WARRANTY THAT WE LIKE TO COVER WITH THE INSURANCE. >> THE LIST YOU HAVE HERE IS

NOT A LISTING THERE'S A VARIETY? >> YES SIR.

>> SO JD HALL FRANCIS, 24 DEVICES. I THINK IT SAID IT WAS $20 AND $40 PER CHROME BOOK. HOW DO WE DETERMINE WHAT VALUE WILL BE FOR EACH OF THE

DEVICES? >> THE PRICE IS DETERMINED BY SCHOOL COVERAGE, BY THE COMPANY. DEPENDING ON THE MODEL OF DEVICE IS THE PRICE THEY GIVE

US FOR THE DEVICE. >> OKAY. >> ANY QUESTIONS? IF THEY ARE NOT ANY QUESTIONS, THIS IS AN ACTION ITEM, IS THERE A MOTION?

>> I WILL MAKE THE MOTION. I WILL MAKE THE MOTION TO APPROVE THE --

>> SECOND. CHRIS MOTION AND SECOND TO APPROVE THE STUDENT DEVICE INSURANCE. ANY OTHER DISCUSSION FROM BOARD? HEARING NONE, I'LL CALL FOR THE VOTE.

[11D. Discussion and possible approval of the 7th Grade Diagnostic Waiver - (G1) - Patonia Bell, Presenter]

MOTION PASSES. THANK YOU. NEXT ACTION ITEM IS DISCUSSION AND POSSIBLE APPROVAL OF THE 7TH GRADE DIAGNOSTIC WAIVER. DR. PERERA?

>> THANK YOU. I WANT TO CALL MS. BELL FORWARD TO PRESENT.

>> GOOD EVENING MADAM BOARD PRESIDENT FROM HIS ENGLISH BOARD MEMBERS AND DR. PERERA.

THIS EVENING I'LL BE DISCUSSING OUR GREAT DIAGNOSTIC READING DIAGNOSTIC TOOL.

THE TEXAS EDUCATION CODE REQUIRES THAT EACH SCHOOL DISTRICT TO ADMINISTER THE BEGINNING OF THE SEVENTH GRADE YEAR READING INSTRUMENT, ADOPTED BY THE COMMISSIONER TO

[02:00:02]

EACH STUDENT WHO PERFORMANCE ON THE SIXTH-GRADE STAR READING ASSESSMENT DIDN'T DEMONSTRATE PROFICIENCY.O GIVE YOU A LITTLE BACKGROUND WITH THE TEXAS EDUCATION CODE 28 006 C1, THIS INITIATIVE WAS VOTED ON, IN ORDER TO HELP PREVENT DYSLEXIA OR THE RISK OF DYSLEXIA. HE ALSO CARRIES OVER TO THE SIXTH-GRADE STUDENTS.

THERE IS ANOTHER OPPORTUNITY WHERE WE GIVE THIS DIAGNOSTIC READING ASSESSMENT TO STUDENTS AT THE SEVENTH-GRADE LEVEL IN ORDER TO ENSURE THAT WE DON'T MISS ANY STUDENTS WHO POTENTIALLY MAY BE AT RISK FOR DYSLEXIA. TONIGHT, WE ARE, I AM COMING TO YOU TO GET PERMISSION FROM THE BOARD BECAUSE AT THIS TIME, THE COMMISSION HAS ADOPTED THE FOLLOWING ASSESSMENT INSTRUMENTS. -- ADVANCED READING, READING ANALYSIS AND PRESCRIPTION SYSTEM, TEXAS MIDDLE SCHOOL FLUENCY ASSESSMENT, TMFSA AND WHAT IS BEING ADVOCATED AT THIS TIME. AT THIS TIME LANCASTER ISD IS CURRENTLY USING MAP FLUENCY AT THE SEVENTH-GRADE LEVEL ALONG WITH THE MAP READING GROWTH ASSESSMENT IN ORDER TO ACHIEVE THE SAME THING THAT THE COMMISSIONER IS RECOMMENDING.

WE CHOSE MAP AS AN ASSESSMENT TOOL LAST YEAR BECAUSE IT IS MORE COMPREHENSIVE, IT IS A NORMATIVE ASSESSMENT, LOOKS AT STUDENTS AND COMPARE THEM ON A NATIONAL LEVEL WHICH GIVES US MORE IN-DEPTH INFORMATION REGARDING OUR STUDENTS AS THEY COMPARE ON THE NATIONAL NORM THAT GIVES US INFORMATION ABOUT THE POTENTIAL FOR POSTSECONDARY READINESS AS WELL.

IT'S VERY REACTIVE ASSESSMENT. UNLIKE INSTRUMENTS ARE YOU LOOKING AT THAT THE COMMISSIONER HAS RECOMMENDED, MOST OF THOSE INSTRUMENTS ARE ACTUALLY INTERVENTION TOOLS AND COGNITIVE INSTRUMENTS THAT ARE USED TO LOOK AT DISABILITIES. WITH MAP, IT DOES SEVERAL THINGS. IT WILL ALLOW US TO DETERMINE IF A STUDENT IS AT RISK FOR DYSLEXIA. IT ALSO GIVES US INFORMATION TO HELP US UNDERSTAND WHAT STUDENTS ARE READY TO LEARN. THE FINAL THING I LIKE TO SAY, IS THAT WE WILL NEED PERMISSION FROM THE BOARD TO UTILIZE SEVENTH-GRADE MAP READING FLUENCY AND SEVENTH-GRADE MAP READING GROWTH AS OUR TOOL AND AS OUR INSTRUMENT AT THE SEVENTH-GRADE LEVEL, WE WILL NEED TO SUBMIT A WAIVER TO TA TO DO AND WILL NEED THE BOARD APPROVAL IN ORDER TO SUBMIT THE INFORMATION, THE WAIVER. TONIGHT I'M ACTUALLY ASKING FOR YOUR PERMISSION AS A BOARD TO APPROVE OUR DISTRICT AND SUBMITTING A WAIVER FOR THE 2021, 22 SCHOOL YEAR AND FOR THE 22 Ã23 SCHOOL YEAR AND THAT WAIVER WILL BE FOR US TO UTILIZE THE MAP INSTRUMENT AT THE SEVENTH-GRADE LEVEL AS A READING DIAGNOSTIC TOOL.RE THERE ANY QUESTIONS AT THIS

TIME? >> THANK YOU. -- ARE YOU ALL ANTICIPATING AND USING THESE ASSESSMENTS TO DETERMINE, AND I HEARD THE WORD DYSLEXIC BECAUSE THERE ARE

OTHER, THAT IS NOT WHAT ALL OF THESE ARE FOR. >> CORRECT, YES MA'AM.

>> WE ARE GOING TO RULE EVERYBODY THAT'S -- >> THAT IS JUST THE COMMISSIONERS LIST. THAT IS WHY WE ARE WANTING TO USE THE PARTICULAR INSTRUMENT THAT WE HAVE. WE BELIEVE IT IS A FORMIDABLE ASSESSMENT AND IT CAN INFORM US ON THE THINGS THAT WE NEED TO SEE ABOUT OUR STUDENTS. BUT YOU ACTUALLY READ THEIR ARE

LOTS OF DIFFERENT INSTRUMENTS. >> NO, I'M NOT SAYING A LOT DIFFERENT INSTRUMENTS BECAUSE

THESE ARE OKAY. >> YES MA'AM. >> I'M SAYING ARE YOU ONLY LOOKING FOR DYSLEXIC TO SAY THE CHILD IS DYSLEXIC WHEN THE CHILD COULD HAVE A MEDICAL

DIAGNOSIS? >> NO MAN. THIS IS JUST ACTUALLY PART OF PROCESS WHERE THIS PARTICULAR ASSESSMENT, WE ARE ALL USING A FRICATIVE FIELD SIXTH-GRADE.

THE START ASSESSMENT AND REUSE IT SOLELY FOR THE STUDENTS TO SEE IF THEY HAVEN'T FLUENCY ISSUES OR READING COMPREHENSION ISSUES. THEN FROM THERE, WE KEEP LOOKING IN INVESTIGATING TO MAKE SURE WE CAN DETERMINE THEIR ACTUAL DISABILITY NEEDS.

[02:05:07]

>> RIGHT. THAT'S MUCH BETTER. I LIKE THAT BETTER.

BECAUSE ACTUALLY, TO SAY THE CHILD HAS DYSLEXIC VERSUS ANOTHER MEDICAL DIAGNOSIS, IT IS BASICALLY GETTING AWAY FROM SERVICES THAT THE CHILD COULD RECEIVE FOR THOSE ISSUES OF

MEDICAL. >> YES MA'AM, YOU'RE CORRECT. THIS IS JUST AS AN INDICATOR AND IT GIVES US, IT INFORMS US THAT WE CAN TAKE ADDITIONAL STEPS.

>> RIGHT, I KIND OF HEARD THAT EARLIER FROM OUR SPECIAL ED DEPARTMENT THAT YOU KNOW, THIS WAR DYSLEXICS IN THE STATE OF TEXAS WE WILL LOOK AT MEDICAL DIAGNOSIS SO WE WILL SAY, I WENT THROUGH THE FULL TRAINING WITH THIS BECAUSE YOU GET A CHILD AT AN EARLY AGE THAT RIGHTS THEIR D OR A P BACKWARDS YOU SAY THEY ARE DYSLEXIC. BUT IT TAKES A LOT OF OTHER TOOLS. BUT IT DOES NOT RULE OUT THE CHILD COULD HAVE A MEDICAL

DIAGNOSIS. >> ABSOLUTELY. >> WE ARE OKAY NOW.

>> YES MA'AM. >> ARE USED TO THE WAY WHAT WAS NEEDED IN 22 AND 23.

>> YES MA'AM IT IS. >> IN TRANSPARENCY, THE WAIVER WAS DUE FOR 21 Ã22.

WE HAD TRANSITIONING SO THAT WAIVER WAS DUE JULY OF THIS SUMMER.

WE ARE WORKING WITH LE A AND TA TO DO THAT BUT WE NEED THE BOARD TO VOTE ON IT.

>> ANY OTHER QUESTIONS? >> AND YOU ALL PLEASE SPEAK UP AND LET ME KNOW YOU HAVE A

QUESTION I KEEP GOING BACK AND FORTH. >> JUST AS CLARIFICATION, THE MAP IS FOR, I GUESS, LEARNING DISABILITY TESTING ITSELF AND YOUR STATING THAT.

>> IS ACTUALLY BEING UTILIZED IS MORE OF A SCREENER. YES MA'AM.

A SECTION TO IDENTIFY STUDENTS WHO MAY HAVE THE BEGINNING ISSUES OF READING FLUENCY ISSUES AND READING COMPREHENSION ISSUES. THEN FROM THERE, THE STUDENT WILL WORK WITH THE TEAM TO KEEP GOING IF THERE ARE OTHERISSUES THAT ARE HAPPENING .

>> AND I'M JUST PIGGYBACKING ON WHAT WAS STATED BECAUSE IT WAS SPECIFICALLY STATED DYSLEXIA AND ALWAYS WANTED TO CLARIFY THAT IT IS FOR PRETTY MUCH TO IDENTIFY IF THERE'S ANY ISSUES AND WITH THOSE ISSUES WERE ABLE TO MOVE FROM THERE TO PINPOINT WHAT THE NEED AND SERVICES ARE.

>> ABSOLUTELY. >> ANY OTHER QUESTIONS? THANK YOU.

THIS IS AN ACTION ITEM, IS THERE A MOTION? >> SO MOVES.

>> SECOND. >> WE HAVE A MOTION TO APPROVE THE 2021 Ã22 MAP FLUENCY AND MAP GROWTH. SEVENTH-GRADE DIAGNOSTIC WAIVER.

MOTION BY MR. SMITH AND SECOND BY -- >> ARE TURNED MINE OFF.

>> I THINK IT TURNED OFF EVERYBODY. >> I HAVE A MOTION AND SECOND.

ANY DISCUSSION?EARING NONE, I WILL CALL FOR THE VOTE.

[11E. Discussion and possible approval of Budget Amendments - CE(LEGAL and LOCAL)-(G2) Todd Garrison, Presenter]

MOTION PASSES. THANK YOU SO MUCH. >> THANK YOU FOR EXPLAINING

THAT. >> NEXT IS DISCUSSION AND POSSIBLE APPROVAL OF BUDGET

AMENDMENTS, DR. PERERA? >> THANK YOU. BEFORE I CALL MR. GARRISON, WITH THE SHERIFF FROM THE BOARD THAT THE MAPS TOOL IS JUST AN EXCELLENT TOOL NOT FOR READING BUT OTHER SUBJECT AREAS AS WELL IN ETHICAL PRINCIPLES IN HERE CAN ATTEST TO THE FACT THAT IT WAS A REALLY GOOD PREDICTOR OF THE OUTCOMES ON THE STAR AS WELL.

WITH THAT I WILL CALL UP MR. GARRISON FOR IS PRESENTATION ON BUDGET AMENDMENTS.

>> GOOD EVENING BOARD PRESIDENT, TRUSTEES, DR. PERERA.

STANDARD PRACTICE IS HERE TO DO A FINAL BUDGET AMENDMENT. AFTER YOU HAVE FOR YOUR REVIEW THIS EVENING. BEFORE I GET INTO THE SLIDES, THERE'S A LOT OF WORDING HERE BUT I THINK IT'S IMPORTANT TO PAUSE AND TAKE IN THAT THIS IS NO BUDGET IMPACT.

ESSENTIALLY WE ARE REALLOCATING FUNDS. WHEN WE ADOPTED BUDGET AT THE FUNCTION LEVEL WHAT WE WILL DO IS RELOCATE THE FUNDS TO MAKE CERTAIN THAT WE HAVE GOOD COVERAGE FINANCIALLY IN EACH OF THE FUNDS. I WILL WALK THROUGH THIS AT THIS TIME. THESE ARE THE REVENUE CODES, 5700 IS THE LOCAL REVENUE.

WE ARE DOING THAT INCREASE OF A LITTLE OVER 70,000. THE MAIN REASON IS THE INTEREST

[02:10:12]

EARNINGS. READ MORE JUST COMING IN THE PAST INTEREST RATES ARE UP IN THE AREA. IN THE 5800, STATE REVENUE IS TO DECREASE TO OFFSET THE MATCH OF TRS -- REASON TO MATCH N0 OUT WHAT THEY MUCH FOR US. ON THE 1500, THAT IS THE REVENUE MORE THAN WHAT WE ANTICIPATED. WE LOOK AT ALLOCATING THOSE FUNDS. AGAIN, THIS IS THE REVENUE SIDE WE WOULD LOOK AT AMENDING THAT PART OF THE BUDGET. THE FUNCTION 11 IS WHERE THE MAJORITY OF OUR OBSTRUCTION IS ALSO A MAJORITY OF PAYROLL IS. THAT IS WHERE IF YOU THINK BACK TO A MS. CABRERA WAS TALKING ABOUT THIS WEEK THAT THERE MAY BE PAYROLL SAVINGS. THIS IS THE MAIN ACCOUNT THAT WOULD'VE COME FROM AND THAT'S WHERE WE ARE LOOKING AT DECREASING OUR EXPENDITURES HERE BY LITTLE OVER MILLION DOLLARS. THEN WILL RELOCATE THESE TOGETHER FUNCTIONS BECAUSE IT WILL BE UNSPENT EXPENDITURES AND 11 AND A PROCESS ACROSS OTHER FUNCTIONS ESSENTIALLY. THESE ARE DERIVED FROM PAYROLL SAVINGS, AND HIGHER UNFILLED TEACHER VACANCIES TYPICALLY IS WHERE THIS COMES FROM. THESE ARE FELT THROUGHOUT THE YEAR THEN THERE IS MONEY LEFT IN THE ACCOUNT. WE WOULD BE SPREADING THAT OVER FUNCTION 12, 23, 31, 33, -- FOR A NET INCREASE IN EXPENDITURES. AGAIN, A PORTION WILL BE ACCRUAL, EXPENSES IN AUGUST FOR PAYROLL THAT WILL NOT HIT UNTIL SEPTEMBER.

WE WILL CREW THOSE AND IT WILL HELP COVER THAT COST. AGAIN, UNCTION 21 AND 41, NET INCREASE OF A LITTLE OVER 339,000. AGAIN, PAYROLL ACCRUAL PROCESS WILL INCREASE EXPENDITURES FOR THE LAST YEARS BUDGET. FUNCTION 1361 THAT INCREASE A LITTLE OVER 112,000. AGAIN, PAYROLL ACCRUAL AND WE ALSO RECORDED A PERSON BETWEEN THOSE CODES. AGAIN, NO BUDGET IMPACT WHATSOEVER.

WE ARE SIMPLY ALLOCATING FUNDS FROM ONE FUNCTION, DISTRIBUTING TO ANOTHER.

THIS COMES OUT TO THE AUDITORS. WE CANNOT EXCEED ALLOCATED EXPENDITURES IN THOSE FUNCTIONS. MAKE CERTAIN THERE IS MONEY THERE AND A GOOD WAY OF SAYING THIS AND MORE OF A FINANCIAL TERM, IF YOUR SEVEN BANK ACCOUNT YOU A LOT OF MONEY AT THE END OF THE YEAR, YOU NEED TO MAKE SURE THE OTHERS DON'T GO OVER.

HE MAY ALLOCATE THE FUNDS AND REDISTRIBUTE THEM. IT IS STILL YOUR MONEY AND ALL YOUR ACCOUNTS BUT JUST MAKING SURE NONE OF THEM GO NEGATIVE AND YOU OVERSPEND FUNCTIONS BY

THE END OF THE YEAR. [INAUDIBLE] >> THEY ARE ALREADY IN THERE.

THE BEST WAY TO LOOK AT IS IF YOU GOT SEVERAL BANK ACCOUNTS. IT'S COMING FROM THOSE FUNCTIONS. THE MAIN FUNCTION IS FROM FUNCTION 11.

>> ANY OTHER QUESTIONS? HEARING NONE, THIS IS AN ACTION ITEM, IS THERE A MOTION? I WILL MAKE MOTION TO APPROVE THE BUDGET AMENDMENT. IS THERE A SECOND?

>> SECOND. >> WE HAVE A SECOND, ANY OTHER DISCUSSION? HEARING NONE, I WILL CALL FOR THE VOTE.

[11F. Discussion and possible approval to adopt the proposed 2022-2023 Lancaster ISD Budget - CE(LEGAL and LOCAL) - (G2) - Todd Garrison, Presenter]

MOTION PASSES. NEXT ACTION ITEM IS DISCUSSION AND POSSIBLE APPROVAL TO ADOPT THE PROPOSED 2022-2023 LANCASTER ISD BUDGET. DR. PERERA?> THANK YOU.

MR. GARRISON, I THINK THIS WILL BE YOURS. IF YOU REMAIN AT THE PODIUM.

>> THE BUDGET YOU HAVE HERE, SHORT SIZE BECAUSE THIS COMES AGAIN FROM THE BUDGET COMMITTEE. AS WELL AS THE BUDGET HEARING AND IS BEING PRESENTED FOR YOUR CONSIDERATION FOR ADOPTION AS IT WAS IN THE HEARING. INCREASE OF ABOUT $1 MILLION IN OVERALL BUDGET, BALANCE BUDGET, WITH THE EXCEPTION OF CHILD NUTRITION.

WE TALKED ABOUT MAYBE LOOK AT TRYING TO SPEND ANOTHER HALF MILLION DOLLARS OF THE EXCESS FUND BALANCE AND DEBT SERVICE. THAT IS, WE ARE REQUIRED TO ADOPT THIS.

[02:15:06]

IT NEEDS TO BE ADOPTED THE FUNCTION LEVEL. YOU CAN SEE THOSE AT THE LEFT.

11 THROUGH 99. THE GENERAL FUND, CHILD NUTRITION AND DEBT SERVICE.

[INAUDIBLE] >> IF WE ARE ADOPTING THIS PARTICULAR BUDGET, BUT WE JUST MADE A REQUEST TO PULL FROM ONE TO ANOTHER, WHEN THEY MAKE CHANGES HERE IN THE BUDGET THAT

WE ARE ADOPTING? >> THAT'S A GOOD QUESTION. THE AMENDMENT WE JUST APPROVED IS FOR LAST FISCAL YEAR.O THE FISCAL YEAR FOR 21/22 IS ENDING ON AUGUST 31.

THE NEW BUDGET BEGIN SEPTEMBER 1. THIS IS THE BUDGET FOR NEXT YEAR.

WHAT WE DID WAS MAKE AMENDMENTS TO LAST YEARS BUDGET. CURRENT YEAR.

>> FOR THE AMENDMENTS FOR LESTER BUDGET FOR THE APPROVAL FOR THE FUNDS THAT COME OUT OF 11, THAT HAD ALREADY TAKEN PLACE? OR THAT NEEDS TO TAKE PLACE.

>> NEEDED TO TAKE PLACE, THAT'S WHAT WAS APPROVED. >> I'M SORRY.

SO, IT NEEDED TO TAKE PLACE BUT IT NEEDED TO TAKE PLACE FOR WHAT SCHOOL YEAR?

>> LESS. 21/22. I UNDERSTAND THE CONFUSION.

THE BUDGET CYCLE BOO STARTED SCHOOL 22, 23 SCHOOL YEAR. THIS IS WHAT THIS BUDGET IS FOR, FOR THE CURRENT SCHOOL YEAR WE ARE IN. SCHOOL NOW FOR FISCAL YEAR STARTS SEPTEMBER 1. FISCALLY, ON THE FINANCIAL SIDE WE ARE STILL IN LESTER'S BUDGET UP UNTIL THE END OF THIS MONTH. AND SO, GOOD WAY OF LOOKING AT THIS IF YOU TAKE AWAY LAST YEARS BUDGET WE ARE LOOKING ADOPTING THIS YEAR'S BUDGET. WE LOOK AT THIS FROM AN AMENDMENT STANDPOINT. IF AT THE END OF THE YEAR, WE'VE OVERSPENT, WE GET DOWN TO THE YEAR AND IT LOOKS LIKE ONE OF THE FUNCTIONS, 34. FEELS REALLY HIGH.

WE GET TO THE END OF THE YEAR AND WE ARE SHORT MONEY. IN FUNCTION 11 THERE'S $3 MILLION LEFT. THIS TIME OF YEAR WILL SAY THERE'S $3 MILLION LEFT IN FUNCTION 11 WE ALMOST OVER BUDGET SO WE WERE REAPPROPRIATED THE DOLLS AND AMENDED BUDGET TO MOVE $1 MILLION FROM FUNCTION 11 TO FUNCTION 34, TO COVER THE EXPENSES BEFORE WE CLOSE OF THE YEAR BECAUSE WE'RE NOT ALLOWED TO EXCEED OR OVERSPEND ANY FUNCTIONS.THUS THE REASON YOU BALANCES AT THE END OF THE OF THE SUBJECT MOMENT FROM THE LAST ITEM TO CLOSE OUT THE BUDGET. THIS IS THE STARTING BUDGET FOR THE 22 Ã23 SCHOOL YEAR. WE HAVE NOT SPENT ANY OF THE DOLLARS IN AGE-APPROPRIATE AND APPROVE THE BUDGET SO THAT WE CAN USE THOSE AS SPENDABLE DOLLARS THAT THE NEXT SCHOOL YEAR. WE GET INTO THE NEXT MONTH, YOU'LL GET REPORTS FROM THIS BUDGET ON WHAT'S BEEN EXPENDED, THAT'S WHERE FINANCIAL REPORTS WILL COME FROM.

THIS BUDGET WE ADOPT, THEN TO THE YEAR IF THERE'S ANY REASON TO AMEND THE BUDGET WE WOULD AMEND THIS BUDGET. ESSENTIALLY WITH LESTER'S BUDGET.

>> WITH THE BUDGET -- WITH THE APPROVAL WE JUST COMPLETED, AND WE JUST HAD A BUDGET MEETING, TAKE IT THAT THE CHANGES JUST APPROVED DID NOT INCLUDE, WAS NOT IN THE MEETING.

>> NO BECAUSE A BUDGET COMMITTEE MEETING WE DISCUSSED WAS ABOUT THIS BUDGET FOR NEXT YEAR. IT HAD NOTHING TO DO WITH LESTER'S BUDGET OTHER THAN

COMPARISON PURPOSES. >> AND THUS THE REASON WHY IT REQUESTED TO SEE 20 AND 21 SO THAT 22, 23 WOULD MAKE SENSE BECAUSE NOW THIS CHANGE HAS BEEN MADE.

AT THE END OF THE DAY, WHAT WE'RE LOOKING AT FOR THE INSTRUCTION 11, DO THIS IN FACT INCLUDE WHAT WE JUST DID WERE DONE AT ALL? DO WHAT WE JUST APPROVED, OR

NOT AT ALL? >> THIS IS COMPLETELY SEPARATE FROM THE BUDGET AMENDMENT.

>> SO IT DON'T REFLECT ANY OF THAT? >> RIGHT.

TWO SEPARATE BUDGETS. >> THE BUDGET YEAR ENDS AUGUST 31.

>> YES MA'AM. >> BUDGET START SEPTEMBER 1. QUICKLY START TO SAY THIS AND I'M KIND OF WAVERING YOU BECAUSE ULTIMATELY ALL EFFECTS BECAUSE IT'S ALL HER MONEY AND IT WILL ALL ROLL OVER BUT YOU HAVE TO HAVE A CUT IF AT SOME POINT PRETTY SECURE NORMALLY FOR BANKING PURPOSES. THE END OF THE YEAR, I WAS JUST HAPPENS TO BE AUGUST 31.

ANYTHING THAT ROLES IN THE FUND BALANCE OR COMES OUT OF FUND BALANCE WILL AFFECT THIS BUDGET AT THE END OF THE DAY. WE LOOK AT A STAND ALONE WE ARE CLOSING OUT LESTER'S BUDGET AMENDING IT TO BALANCE THE FUNCTIONS, THAT BUDGET IS GOING TO BE CLOSED.

IT'S ALSO WHAT WILL BE AUDITED. THE AUDITORS WILL COME IN AND AUDIT THOSE WILL BE HERE NEXT WEEK. AND THEN WE HAVE AN AUDIT PRESENTATION.

[02:21:13]

[INAUDIBLE] >> FORGIVE ME FOR NOT SEEING IT.

WE ARE ON APPROVED. APPROVAL OF, RIGHT HERE. OKAY.

I MOVE THAT WE APPROVE THE ADOPTION OF THE PROPOSED 22 Ã 23 LANCASTER ISD BUDGET AS

PRESENTED BY MR. GARRISON. >> SECOND PAIR. >> MOTION AND SECONDED TO ADOPT THE PROPOSED 2022 Ã23 LANCASTER ISD BUDGET. ANY OTHER DISCUSSION FROM THE BOARD? I CALL FOR THE VOTE.

MOTION PASSES. NEXT ACTION ITEM, DISCUSSION TO CONSIDER THE APPROVAL AND

[11G. Discussion to consider the approval and adoption of Proposed Tax Rate and Ordinance to Set Tax Rate. (G2) - Todd Garrison, Presenter]

ADOPTION OF PROPOSED TAX RATE AND ORDINANCE TO SET TAX RATE.

DR. PERERA? >> AS WE ADOPTED THE BUDGET, WE ARE REQUIRED AFTER ADOPTION THE BUDGET TO ADOPT A PROPOSED TAX RATE TO SUPPORT SAID BUDGET. THAT'S WHAT IS BEFORE YOU.

WE TALKED ABOUT THIS A BUDGET COMMITTEE AS WELL AS THE HEARING.

THE PROPOSED TAX RATE FOR THIS YEAR WOULD BE ONE DOLLAR AND 37 -- 1.3781 AND DEBT SERVICE THE SAME AS LAST YEAR. A DECREASE OVERALL OF LITTLE OVER NINE CENTS.

COMPARATIVELY TO LAST YEAR. >> MADAM PRESIDENT, MOTION. >> OKAY.

>> A MOVIE ADOPT THE TAX RATE, NO NEW REVENUE TAX RATE. >> I GUESS I NEED TO INTERJECT ON THAT. THERE IS A NEW RULE DID YOU ALL SEE NEW LAW THAT CAME OUT? BUT YOU CANNOT ADOPT ONE WITH NO NEW TAX RATE. CAN YOU ELABORATE ON THAT FOR

ME? >> THE NOTED TAX RATE IS ACTUALLY BELOW, IT WOULD NOT SUPPORT THE BUDGET FIRST OF ALL, THAT WAS PRESENTED. I DON'T HAVE IT ON THAT SLIDE.

>> THE BOARD WILL SEND YOU A MEMORANDUM IN REFERENCE TO IT. >> THERE IS A SOLID HITTER HAS AETNA'S EASIER WE CAN SEE THAT FROM US. THIS IS THE BOTTOM PORTION OF THE TAX RATE WORKSHEET. IT SHOWS LAST YEAR AS WELL AS THE NO NEW TAX REVENUE.

THE NO NEW TAX RATE IS I THINK $1.27. THAT TAKES OUT THE VOTED IN TIER 2 THAT THE DISTRICT VOTED IN. IF YOU VOTE THOSE OUT, YOU HAVE TO GO BACK TO THE VOTE OF THE PEOPLE. NOT TO MENTION I CAN WORK UP THE MONEY I COULDN'T DO IT OFF THE TOP OF MY HEAD BUT I COULD TELL YOU THAT $0.10 IS A LOT OF MONEY PRETTY READY CUT OUT OF THE BUDGET. IT WOULD NOT SUPPORT THE

[02:25:01]

BUDGET. THE MAJORITY OF YOUR BUDGET OVER MY DRAGON IS 80 PERCENT SALARIES, WHICH IS PEOPLE. IT IS ALSO INCLUDES FIVE PERCENT PAY RAISE YOU GET FOR THOSE PEOPLE. ESSENTIALLY, THEY WOULD NOT SUPPORT THAT.

ALSO, YOU'D BE LOOKING AT DECREASING -- THE END OF THE DAY NO NEW TAX REVENUE WILL NOT SUPPORT THE BUDGET YOU'VE ADOPTED. THE VOTER APPROVED TAX RATE IS WHAT YOU CAN EXCEED. THAT'S THE BOTTOM NUMBER IS $1.38 PER $1.37 WERE PROPOSED IS LESS THAN THE VOTER APPROVED TAX RATE. MOST DISTRICTS WILL ADOPT UP TO OR EQUAL TO THAT YOU JUST CANNOT EXCEED IT WITHOUT GOING FOR A VOTE.

>> YOU ARE SAYING THAT WE CANNOT ADOPT THE NO NEW TAX RATE?

>> SOMETHING I WOULD NOT RECOMMEND THAT. >> OKAY SO DON'T SAY WE CAN'T

ADOPT IT. >> I DIDN'T. >> MY MOTION IS GOOD THEN.

>> UNDERWEAR. IF THERE'S LANGUAGE IN IT SAYS IS NOT ALLOWABLE I'M NOT AWARE

OF IT. >> YOU KNOW JUST -- INDICATION ON THERE, I WAS THINKING THIS WAS THE SAME THING.YOU KNOW WHAT? IT IS THE VOTING.

WAR HAS TO BE SUPER MAJORITY. >> THAT IS TRUE. >> WHERE THE VOTES HAVE TO BE

SUPER MAJORITY. >> DIVORCE TO BE SUPER MAJORITY FOR TAX INCREASE.

NOT NO NEW REVENUE RATE. >> I CAN ANSWER THE QUESTION. THE NO NEW TAX RATE WOULD NOT

SUPPORT THE BUDGET THAT YOU ADOPT. >> YOU VERY ADEPT AT MODIFYING

THE BUDGET SO I DON'T SEE WITHOUT A PROBLEM. >> IS THE PLEASURE OF THE

BOARD. I'M ANSWERING THE QUESTION. >> ISCHEMIC, CLARITY.

I MISSPOKE. MR. STEVENSON HAS A, REPEAT YOUR MOTION FOR ME?

>> I MOVIE ADOPT THE NO NEW REVENUE TAX RATE. >> MOTION, IS THERE A SECOND?

>> POINT OF INFORMATION. I DON'T BELIEVE WE ARE DONE CONSULTING OR TALKING.

>> THAT WAS THE FIRST, THERE WAS A MOTION AND SECOND. NOW WE CAN HAVE DISCUSSION PRIOR TO THE VOTE. [INAUDIBLE] SEVEN DOZEN KIDS YOU HAD TO EDUCATE, THE DATE WAS SET AUGUST 30. TOMORROW IS THE 31ST.

ARE WE CALLING A MEETING FOR TOMORROW? WE OUGHT TO HAVE 72 HOUR

NOTICE. >> WE WON'T BE ABLE TO CALL ME BECAUSE WE DON'T HAVE TIME TO POST IT. BUT WE HAVE A MOTION, WE HAVE A SECOND.

WE HEARD FROM OUR CFO THAT THIS WOULD COME IN THE NEW BUDGET WOULD NOT BE SUPPORTED BASED ON THE INCREASES WE GAVE THE STAFF AND IT WOULD BE DETRIMENTAL TO US.

WE WILL VOTE. >> I'M SORRY. AND AGAIN, WHY WOULD IT NOT?

CHRIS COULD YOU REPEAT WHAT YOU SAID? >> SIMPLY, IT WILL BE SIGNIFICANT REDUCTION TO REVENUE TO SUPPORT ANY OF THE EXPENDITURES ON THERE.

>> WE JUST GAVE THEM A RAISE! >> OKAY SO, WITH THE RAYS GIVEN AND WHAT WAS DISCUSSED, THAT WAS BASED ON THE ADOPTION OF NEW TAXES WE WERE NOT AWARE OF WHAT WE WERE ADOPTING AT THE

TIME. >> NO, IT WAS PRESENT AT THE BUDGET COMMITTEE MEETING AS

WELL AS THE PUBLIC HEARING. >> THAT WAS A PROPOSED AND RESTATED WAS NOT GOING TO BE -- IT WAS SUBJECT TO CHANGE AND WE HAD TO ADOPT, WE HAD TO DO SOMETHING TEMPORARILY, UNTIL, BECAUSE WE HAD TO HAVE IT POSTED. WHERE WAS THAT NOT CORRECT?

>> WHAT IS THE QUESTION? >> AS FAR AS A TEACHER'S RAISE BEING AFFECTED, MY UNDERSTANDING IS, WHAT I'D LIKE TO UNDERSTAND IS, WHEN WE ADOPTED OR TEMPORARILY ADOPTED A TAX BECAUSE WE HAD TO HAVE SOME POSTED ONLINE.E HAD TO HAVE IT POSTED OR WHAT HAVE YOU. ARE YOU STATING THAT THAT TEMPORARY NUMBER THAT WE ADOPTED, THE TEACHER'S RAISE, OR THE DISTRICT RAISE WAS BASED ON THAT NUMBER?

>> NO. >> WHAT WAS IT BASED ON? >> IS BASED ON THE PRODUCTION

THAT -- >> US FROM ASKING. IT IS BASED ON THE PROJECTED

TAX. >> WHAT NUMBERS WERE ON THE POSTING?

>> I'M SORRY? >> WHAT NUMBERS WERE ON THE POSTING?

>> ACTUALLY, I THINK THE POSTER WAS MODIFIED TO REFLECT THAT. IT WAS NOT THE ACTUAL NEIGHBOR THE QUESTION, THE ANSWER IS THAT THE BUDGET PRESENTED WAS PRESENTED AS A BALANCED BUDGET.

THE BALANCE MEANS THAT YOU HAVE TO HAVE THE TAX RATE TO BRING IN THAT MUCH REVENUE TO MATCH YOUR EXPENDITURES. AND SO, IF YOU'RE GOING TO MODIFY THE TAX RATE, YOU WILL

[02:30:06]

MODIFY AND REDUCE REVENUE BY SIGNIFICANT AMOUNT. IF YOU'RE GOING TO REDUCE REVENUE SIGNIFICANT AMOUNT YOU WILL DO ONE OF TWO THINGS. CUT SIGNIFICANTLY INTO YOUR CARRYOVER OR YOU HAVE TO REDUCE EXPENDITURES, ONE OF THOSE TWO THINGS.

IT IS AT THE NINTH HOUR TO MAKE THAT KIND OF DECISION. >> I'M SORRY, THAT WAS THE CONFUSION THAT HAD TAKEN PLACE IN THE BEGINNING WE WAS HAVING THIS DISCUSSION BECAUSE FOR ONE, I'M ALL FOR THE RACE FOR THE TEACHERS. BUT WHAT CONCERNS ME, IS THE MISGUIDED INFORMATION. AND THAT'S HOW I RECEIVE IT AT THIS POINT.

BECAUSE WHEN IT WAS SUPPOSED TO BE A TEMPORARY NUMBER BECAUSE IT HAD TO BE POSTED, WHICH IS WHAT MR. STEVENSON HAD BROUGHT UP IN THE MEETING. AS IT RELATES TO, WHY ARE WE ADOPTING THIS NOW WHEN IT WAS NOT, WHEN IT WAS NOT I GUESS, WHEN IT WAS NOT THE ACTUAL NUMBERS. THE NUMBERS HADN'T COME OUT YET.

>> THE TEMPORARY NUMBER WAS AN ESTIMATE BUT THAT IS NOT WHAT WHAT WAS PROPOSED FOR THE NUMBER PROPOSED IS SIGNIFICANTLY LESS THAN THAT. THE TAX RATE PROPOSED IS SIGNIFICANTLY LESS THEN WHAT WAS PROPOSED TO BE USED AS AN ESTIMATE OF WHAT IT WOULD BE.

THE ESTIMATE WAS USED TO MAKE CERTAIN BECAUSE WE CANNOT EXCEED THAT.

WE CANNOT EXCEED MORE THAN WE PUBLISH. SO YOU POST A RATE THAT YOU KNOW YOU WANT EXCEED. WE HAVE NOT EXCEEDED THAT RATE. WE WERE WAITING ON TEA BECAUSE THEY WERE DETERMINING THE RATE. IF THE RATE WE USED, TO BE CLEAR AS I CAN BE, THE RATE THAT IS BEFORE YOU, IS A COMBINATION OF TEA BOTTOM LINE AND THE RATE ABOVE THE LOWEST TAX RATE YOU CAN OFFER BASIC ALLOTMENT. COMBINED WITH THE VOTER TRE APPROVED RATE THAT WAS VOTED ON BY THE TAXPAYERS OF THE DISTRICT AND -- THUS WORKS PROPOSED AND IT IS LESS THAN WHAT WAS PUBLISHED, LESS THAN WHAT WAS PROPOSED TO BE

PUBLISHED AND THE BOTTOM OF THE TIER 1 RATE. >> CAN YOU PLEASE ADVISE ME

WHAT WAS POSTED? >> I CAN ACTUALLY. IT IS IN THE SHEET RIGHT HERE.

THE ACTUAL POSTING IS THIS RIGHT HERE. TAX RATE OF .9 06 -- EXACTLY WHAT IS USED HERE. WHAT WAS PROPOSED THAT WE WOULD NOT EXCEED IN THE PAPER, WAS MORE THAN WHAT WAS POSTED. WE CANNOT EXCEED IT WE DO NOT EXCEEDED WE POSTED LOWER AND WE HAVE GONE TO THE RATE THAT IS THE LOWEST RATE THAT WE CAN DO WITH A COMBINATION OF WHAT WAS ALREADY APPROVED FOR TIER 2 AND RATE LAST YEAR. THAT WILL BE PROJECTED TO BRING IN, AND IS AGGRESSIVE TO BE FRANK WITH YOU, AGGRESSIVE REVENUE PROJECTION.

IF YOU LOWER THE RATE, YOU'RE EITHER CUTTING IT TO FUND BALANCE SIGNIFICANTLY OR REDUCING EXPENDITURES. AND AGAIN, 80 PERCENT ARE PAYROLL PEER REQUEST FOR CLARIFICATION, WITH WHAT'S PROPOSED NOW, IS OR IS THIS NOT THE SAME THING THAT WE POSTED?

>> YES IT IS. THAT IS WHAT, THUS ACTUAL POSTING THAT RAN IN THE PAPER.

THAT IS THE ACTUAL POSTING THAT RAN IN THE PAPER. IT IS ACTUALLY WHAT IS PRESENTED AND HAS BEEN PROPOSED AT THE BUDGET HEARING, AS WELL AS THE BUDGET AT THE HEARING

TODAY. THE COMMITTEE -- >> THE TEMPORARY OR WHATEVER

NUMBER. >> IT WAS AN ESTIMATE, CORRECT? >> THE FIRST WAS AN ESTIMATE.

AGAIN, AT THE TIME WE HAD THE ESTIMATE, TO PUT IT TO USE AS A PLACEHOLDER, WE DID NOT HAVE THE RATE AND AT THE TIME HE SAID THE RATE WILL BE LESS. I DON'T KNOW HOW MUCH LESS BUT IT WILL BE LESS. WE WILL NOT EXCEED IT. AND AGAIN, THIS IS NONSENSE

LOWER THAN WHAT YOU ADOPTED LAST YEAR. >> WILL WE BE ABLE TO REVIEW THE BUDGET AGAIN AS FAR AS -- I'M SORRY, BEAR WITH ME JUST A MOMENT.

IF APPROVED, WILL WE BE ABLE TO COME BACK AND REVIEW WHAT WAS ORIGINALLY DISCUSSED VERSUS WHAT IS PRESENTED TONIGHT REGARDING THE DISCUSSION AND REVIEW MINUTES FROM THE

MEETING. >> WE CAN REVIEW THEM BUT ONCE WE ADOPT A BUDGET, THE BUDGET IS ADOPTED. CHRIS UNDERSTAND ONCE THE BUDGET IS ADOPTED.

WHAT I NEED TO KNOW THE CLARIFICATION AND WHERE DID WE GET OFF FROM BECAUSE BASICALLY, WHAT WAS STATED THEN AND WHAT IS STATED NOW, IS NOT LINING UP.

THAT'S WHAT MY CONCERN IS. >> I WOULDN'T EXPECT IT TO LINE UP IF IT'S AN ESTIMATED.

[02:35:05]

BECAUSE YOU DON'T GET THE NUMBERS FROM TEA UNTIL THE END OF JULY, CORRECT? AND THEY HAVE THE WORKSHEET THAT YOU HAVE TO PLUG IN THE NUMBERS TO BASICALLY COME UP

WITH TAX RATE THAT YOU HAVE. CORRECT? >> YES MA'AM.

CHRIS WENT THROUGH EXTENSIVELY LAST YEAR BECAUSE WE HAD ISSUES WITH THIS.

BASICALLY, YOU ALL DON'T CREATE THE TAX RATE, IT'S BUILT OFF OF DESIGN BY TEA.

>> TO FULLY DISCLOSE, I THINK IT'S A GOOD TIME. I THINK THERE'S A LOT OF HANG UP IN THE PROPOSED RATE TO PUBLISH, I'LL BE HONEST WITH YOU IT'S NOT THE NORMAL -- NOT A NORMAL TIMEFRAME FOR ME. NOT MY PREFERENCE TO DO THAT. BUT THE FACT THAT WE WERE TRYING TO SET AND ADOPT OR A PROPOSED RATE BEFORE WE ACTUALLY HAD IT, THAT'S WHAT WE HAD TO USE AN ESTIMATE. WE USED AN ESTIMATE HIGHER THAN BECAUSE IF WE AVOID IT, TYPICALLY WHAT I LIKE TO HAVE HIS TWO MORE MEETINGS IN AUGUST BECAUSE IF YOU HAVE THAT IN AUGUST THEY ARE TO HAVE THAT FROM TEA BUT ESSENTIALLY, THE BOARD APPROVED TO PUBLISH A RATE THAT WAS AN ESTIMATE. ONCE THAT WAS APPROVED, WE DID GET THAT AND WE GOT THE RATES IN TIME FROM TEA THAT WERE THERE BEFORE THE PUBLISHING. AND SO, WE USED THE LOWER RATE BECAUSE IT WAS MORE ACCURATE. THE ATTORNEYS WERE CONSULTED, WE COULD ONCE AGAIN, REITERATE, WE CANNOT EXCEED THAT. WE CANNOT EXCEED THAT THE PUBLISHING BUT WE CAN DO IT LOWER. IN ALL FAIRNESS, WE PUBLISH THE RATE THAT'S UP THERE BECAUSE WE KNEW IT WAS THE MOST ACCURATE RATE AND WE WANT TO THE MOST ACCURATE INFORMATION OUT THERE FOR THE PUBLIC TO HAVE IN THE POSTING THAT WOULD ALSO ALONG -- ALIGNED.

TRANSFER THE RATE WE USED IS TEA PLUS THE VOTER RATE PLUS INS RATE.

CHRIS WEAVER MOTION ANY OF THE DISCUSSION? >> IF I MAY, MADAM PRESIDENT.

AS HE SHARED WITH US DURING THE BUDGET COMMITTEE MEETING, THE BUDGETS ARE FLEXIBLE, FUNGIBLE

THAT CAN BE CHANGED AS NECESSARY, RIGHT? >> THEY CAN BE CHANGED AT THE

DISCRETION OF THE BOARD. >> THANK YOU. THE OTHER THING IS, EVEN IF WE ADOPTED A LOWER RATE, WE COULD ALWAYS FILL IN IF WE WANTED TO, FROM THE FUND BALANCE.

AND GIVE THE TAXPAYER SOME OF THE MONEY BACK FOR A CHANGE. WHAT I'M SAYING IS, WE HAVE CONSIDERABLE SAVINGS. WE COULD TAKE ADDITIONAL MONIES FROM TO TWO WE TOOK BACK FROM

THE NODA REVENUE RATE. >> IS A WHOLE OTHER FACTORS. INVOLVED IN TAXES.

ONE, WHICH ARE TAXES WITH THE CITY. TWO WE HAVE DELINQUENT TAXES.

THREE, WE FUNCTION ON ROOFTOPS. FOUR, WE DON'T HAVE ANY OTHER INCOME BUT THE TAX BASE TO EDUCATE OUR CHILDREN. IF EVERYBODY IS SITTING AROUND THIS DAIS, COMMITTED TO EDUCATION FOR OUR CHILDREN, WE HAVE TO HAVE OUR ADMINISTRATION, OUR PRINCIPALS, TEACHERS, THE SOURCE OF THEIR INCOME, COMES FROM OUR TAXES. TAX STARTS SEPTEMBER 1, THEY END AUGUST 31. TOMORROW IS AUGUST 31. SEPTEMBER 1, WILL KICK IN FOR THE NEW SCHOOL YEAR. WHAT WE ARE DEBATING HERE, WHETHER OR NOT IF WE ARE GOING TO SET A RATE THAT WE ARE MANDATED TO DO, WE DO HAVE OPTIONS.

WE DON'T EVEN HAVE NO OPTION WITH DALLAS COUNTY. WE CAN GIVE THEM OUR WHOLE $4 BILLION BACK. DALLAS COUNTY STILL GOING TO GET THE TAXES BECAUSE WE DON'T HAVE NOTHING TO DO WITH THAT. THERE WILL STILL BE PAYING OUR TAXES BUT OUR KIDS WILL NOT BE EDUCATED. THAT IS GOING TO BE A QUESTION, WHETHER OR NOT IT DALLAS INDEPENDENT SCHOOL DISTRICT -- OR OTHER LARGE DISTRICTS IS GOING TO TAKE OVER LANCASTER.

OURS WILL REMOVE THE BOARD AND WE HAVE A MANAGEMENT BOARD. TO MOVE FORWARD.

BUT THE SCHOOL DISTRICT, WHICH EVERYWHERE WE GO, WILL MOVE FORWARD.

SO WE HAVE TO HAVE A HOW MUCH VOTE? SUPER MAJORITY.

RIGHT NOW WE DON'T HAVE IT. THOSE WHO ARE PRESENT. RIGHT NOW WE DON'T HAVE IT.

[02:40:08]

WE ARE GOING TO PLAY ON THIS ONE. >> MADAM PRESIDENT, IF I MAY? IF WE CAN KEEP THIS SIMPLE. WE HAVE A MOTION AND THE SECOND ON THE FLOOR.

I WANT TO SAY ONE MORE THING. I WANT TO ENCOURAGE MY COLLEAGUES.E HAVE THE MONEY.

GIVE THE TAXPAYERS A BREAK. TAKE THE MONEY OUT OF OUR SAVINGS OKAY? ONE TIME IN OUR LIVES, DO SOMETHING FOR THE PEOPLE WHO PAY THE BILLS.

THE WORLD IS NOT GOING TO END, AND WE ARE 7001 KIDS IN THE DISTRICT, NOT 7000.

>> WE HAVE A MOTION ON THE FLOOR AND A SECOND. NO OTHER DISCUSSION I WILL CALL FOR THE VOTE.

PLEASE DO NOT DISMISS MY CONCERN. THIS STILL GOES BACK TO WHAT WAS DISCUSSED REGARDING THE BUDGET. THIS STILL GOES BACK TO MS. MORRIS, NO DISRESPECT, BUT THIS -- I AM ALL FOR THIS DISTRICT RAISE, PERIOD.

REGARDLESS. BUT IT DO NOT TAKE AWAY FROM WHAT WAS DISCUSSED IN THE MEETING AND WHAT WAS QUOTE UNQUOTE SUPPOSED TO BE, LITERALLY BLACK-AND-WHITE, A NUMBER BECAUSE WE HAVE TO HAVE SOMETHING OUT THERE. THE CONCERN IN QUESTION WAS BROUGHT FORTH. REGARDING JUST PUTTING SOMETHING OUT THERE AND NOW, TO KNOW THE NUMBER WAS ACTUALLY USED AS IT RELATES TO THE BUDGET AND NOW, WAS BEING PUT FORWARD, THE TEACHERS WILL GET A RAISE, THAT'S MY CONCERN. AS IF THE TEACHERS WON'T GET A RAISE. SO, ARE THERE FUNDS AVAILABLE, I'M SORRY -- ARE THE FUNDS AVAILABLE TO PAY OUR TEACHERS? PAY THE DISTRICT FOR THIS RAISE.

IF THIS WAS NOT TO BE APPROVED. >> I WILL DEFER TO THE PRESIDENT.

I'M GLAD TO ANSWER YOUR QUESTION, I JUST WANT TO MAKE SURE I'M NOT OUT OF ORDER THAT WILL CALL FOR A VOTE. I'M GLAD TO ANSWER ANY QUESTIONS.

>> MY ORIGINAL QUESTION WAS NOT ANSWERED. Y'ALL GOING TO VOTE NO AND

ANSWERING QUESTIONS. >> WE REALLY CAN'T ACCORDING TO ROBERTS RULES BECAUSE THE VOTE.

>> YOU DON'T DISMISS MY QUESTION AND DECIDE TO GO AHEAD AND VOTE.

I STILL HAVE A QUESTION THAT WAS OUT THERE THAT WAS NOT ANSWERED.

>> I WAS ONLY SAYING THAT ROBERTS RULES, IF WE ARE GOING BY ROBERTS RULES.

>> ROBERTS RULES FOR GENERAL AT THE SAME TIME IS TO HAVE OUR RULES THAT DO OVERLAY.

IF THERE IS NO DETAIL OF ROBERTS RULES AS IT RELATES TO OUR VOTING PROCEDURES.

>> IF I MAY. CAN I ADJUST YOUR CONCERNS? >> JUST A MOMENT.

I APOLOGIZE BECAUSE I REALLY WOULD LIKE TO HEAR FROM THE GENTLEMAN THAT IS STANDING, AND THE ATTORNEY. I'M SORRY, WHO'S GOING TO SPEAK ON MY QUESTION?

[INAUDIBLE] >> I WAS JUST WAITING. THERE WAS CALL FOR A VOTE, I WASN'T GOING TO OVER SPEAK UNLESS I WAS CALLED UPON TO ANSWER THE QUESTION.

I'M GLAD TO ANSWER ANY QUESTIONS YOU MIGHT HAVE. >> RIGHT NOW WEAVER MOTION AND

A SECOND ON THE FLOOR WE'VE STARTED VOTING. >> WE DID START RUNNING BUT MY QUESTION WAS ANSWERED. THE MOTION WAS PUT ON THE FLOOR WHILE THERE WAS A QUESTION

STILL OUT THERE THAT WAS NOT CLEARED. >> A CULTURE QUESTIONS NOBODY ANSWERED, THUS WHY WOULD TO VOTE. MR. SMITH ALREADY VOTED.

I CALLED FOR QUESTIONS. >> CAN I GET MY QUESTION ANSWERED PLEASE?

>> CAN YOU REPEAT YOUR QUESTION? >> IF WE WERE NOT TO APPROVE, THEN TO BE STILL FUNDS FOR THE DISTRICT TO GET PAID? ARE WE ABLE TO PULL THE FUNDS FROM SOMEWHERE SO THE DISTRICT CAN GET PAID? BEFORE THE INCREASE.

>> YES. THERE IS MONEY TO BE PAID, YES. >> OKAY, YOU MADE A STATEMENT THAT IF WE DO NOT APPROVE THIS, THEN WE WILL NOT BE ABLE TO DO THE RACE.

[02:45:01]

IS THAT NOT CORRECT? >> THAT IS NOT CORRECT. WHAT I SAID WAS, MY STATEMENT, I WILL STAND BY MY STATEMENT. THE RATE THAT IS PROPOSED, WILL NOT SUPPORT THE BUDGET THAT WAS

APPROVED. >> THAT IS WHAT MR. STEVENSON WAS ASKING FOR.

WHAT DID YOU SAY? >> THE NO NEW REVENUE RATE.

>> RIGHT. >> IS A FULL TWO CENTS LOWER. A FULL $0.10 LOWER WHAT WAS PROPOSED TO REQUEST WITH THE NO NEW REVENUE RATE, IT LEAVES THE TAX RATE IT WHAT IT WOULD DO TO RAISE THE SAME AMOUNT OF DOLLARS AS LAST YEAR. THAT WILL BE A SUBSTANTIAL DECREASE IN TAXES FOR THE TAXPAYERS. WE HAVE THE MONEY AVAILABLE.

ALL WE HAVE TO DO IS USE IT. >> THE RATE WE ARE BE PRESENTED WITH TONIGHT IS LOWER THAN WHAT

WE HAD LAST YEAR. BY NINE CENTS, CORRECT? >> CORRECT, YES MA'AM.

>> BUT THE DALLES WILL BE THE SAME.OU CAN LOOK AT THE PERCENTAGE.

WHEN YOU FACTOR IN HOUSING VALUES, THE DOLLARS ARE SUBSTANTIALLY DIFFERENT.

20 PERCENT THIS YEAR, 26 PERCENT, 26.8 PERCENT LAST YEAR.

AND 15 TO 20 PERCENT THE YEAR BEFORE. I MEAN, THESE ARE SUBSTANTIAL INCREASES TO MAX OUT THE TAXPAYERS TAX EVERY YEAR, WAS NOT INTENDED TO WORK THAT WAY.

>> MR. GARRISON, HE PULLED THE SLIDE TO GIVE THE TAX RATE THAT THEY STARTED FROM 2017 THROUGH

LAST YEAR? >> YES MA'AM. >> THESE ARE THE RATES FOR YOU ALL TO REPEAT WHAT THEY LOOK LIKE FROM 2016 AS TO WHERE WE ARE NOW.

>> I THINK IT MIGHT BE WORTH LOOKING AT THIS SITE AS AKS THE PROPOSED RATE DOWN.

THIS IS YOUR BASIC ALLOTMENT AND THE LOWEST THAT YOU CAN DO. LOWEST RATE.

NO DISTRICT IN THE STATE WILL ADOPT A TIER 1 RATE LOWER THAN.046.

>> AND JUST FOR CLARIFICATION, OUR RATES ARE LISTED LAST YEAR. IS THAT CORRECT?

>> 9.23 CENTS LESS. >> AND -- >> THE TIER 2 RATE IS A RATE

VOTED ON BY THE PEOPLE IN THE YOU HAVE YOUR OTHER RATE. >> MASTERS RATE WAS WHAT?

>> LAST YEARS RATE WAS 1.4704. >> THANK YOU. >> ANY OTHER QUESTIONS? I WILL RESUME WITH THE VOTE.

WE NEED ANOTHER MOTION BECAUSE THIS IS A SUPER MAJORITY. [INAUDIBLE]

>> PROPOSED TAX RATE. HOLD ON. I'M SORRY, THERE WAS A MOTION FOR THIS. THERE IS A SPECIFIC MOTION THAT HAS TO BE MADE FOR THE TAX RATE. WE WILL COPY US OUT OF OUR FOLDERS.

IT CANNOT BE READ AS WAS LISTED ON THE AGENDA. OKAY MS. MORRIS.

GO AHEAD, I'M SORRY. I CAN MAKE THE MOTION. >> I WILL MAKE THE MOTION, THE FOLLOWING MOTION IS REQUIRED TO ADOPT A TAX RATE THAT EXCEEDS A DISTRICTS NO NEW REVENUE TAX RATE. I'M GOING TO BE THE YELLOW. OKAY.

THE MOTION IS, I MOVE THAT THE TAX RATE BE INCREASED BY THE ADOPTION OF THE TAX RATE OF

[02:50:01]

1.3781, WHICH IS EFFECTIVELY, -- THIS MOTION IS CONFUSING. WHICH IS EFFECTIVELY A --

>> I CAN READ IT, I'LL DO IT. I MOVE THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF THE TAX RATE OF 1.3781, EFFECTIVELY A NINE PERCENTAGE PROPOSED THE RATE EXCEEDS THE NO NEW REVENUE TAX RATE. THE PERCENT INCREASE OF THE RATE, IT IS MINUS NINE PERCENT.

THAT SUFFICIENT? THERE IS A MOTION FLOOR, IS THERE A SECOND?

>> SECOND. >> POINT OF INFORMATION. >> THAT SOUNDS LIKE A DECREASE.

>> YET TO PUT THE PERCENTAGE THAT WE WERE LOWERING IT. WE LOWERED IT NINE PERCENT.

>> IT IS INCREASE. >> IS PERCENT OF SORRY. I SAID NINE CENTS.

>> YOU DID. >> I SAID NINE PERCENT SO IT SHOULD BE SIX PERCENT, EXCUSE

ME. >> INCREASE? >> NO, IT DECREASED.

>> THE MOTION YOU READ SAID INCREASE. YOU PROBABLY NEED TO CORRECT

THAT. >> I'M GOING TO MAKE THE MOTIO .

ALL READ THE MOTION THE WAY I THINK IT SHOULD BE READ. I MOVE THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF THAT RATE 1.378, WHICH IS A DECREASE OF SIX PERCENT OF THE PROPOSED RATE EXCEEDS NO NEW REVENUE TAX RATE. IS THERE A SECOND?

>> POINT OF INFORMATION. >> I'M SORRY? [INAUDIBLE]

>> EXACTLY. >> THE TAX RATE WILL BE. I'M SORRY.

I WILL DO IT AGAIN FOR THE RECORD. I MOVE THAT THE PROPERTY TAX

RATE -- >> EXACTLY. THAT'S OKAY.

THIS PARTICULAR MATTER, IT NEEDS TO BE READ. >> MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE -- DECREASE BY THE ADOPTION TAX RATE OF 1.3781, WHICH IS A SIX PERCENT DECREASE RATE THAT DOES NOT EXCEED THE NO NEW REVENUE TAX RATE.

IS THERE A SECOND? >> SECOND. >> SECOND BY MS. MORRIS.NY OTHER DISCUSSION? I WILL CALL FOR THE VOTE.

MOTION PASSES. >> MIGHT MAKE A STATEMENT? >> SURE, GO AHEAD.

>> APOLOGY TO THE SUSPENSE FOR EVERYONE IN THE AUDIENCE. THIS IS DRUG OUT FROM LAST YEAR. HAD WE DONE THIS LAST YEAR, WE WOULDN'T HAVE THIS DISCUSSION

THIS YEAR. THAT'S IT. >> NOW CONFUSED, HAD WE DONE

WHAT LAST YEAR? >> WE WERE ASKING FOR LAST YEAR WAS JUST A SMALL DECREASE IN THE RATE. JUST AS GOOD FAITH AND WE DID NOT DO THAT.

WE HAD THE ROOM TO DO IT, AND NOW WE'RE GOING BACK WHICH IS GREAT, I APPRECIATE THAT.

FROM. HAPPY TO ANSWER ANY QUESTIONS. >> $130,000.

WHAT I'M THINKING OF IN TERMS OF -- IS MORE THAN JUST THAT RIGHT?

THERE OTHER PIECES THAT GO WITH THIS. >> CORRECT.

WHAT THE 130 PURCHASES, IT WILL PURCHASE RADIOS FOR THE DISPATCH CENTER AS WELL AS THE VEHICLES AS WELL AS, THE ONES WE HAVE THAT WE WE ARE IN HER HIPS EVERY DAY.

-- YOU DID, WE JUST GOT IT IN. [INAUDIBLE] I BELIEVE SO. WE HAVE VEHICLES OR FOUR-WHEEL-DRIVE WHICH WE DIDN'T REALIZE. WE THAT WE GET A BONUS OR

SOMETHING BUT WE ABLE TO FIGURE OUT IT WAS WHAT IT WAS. >> WHAT HAPPENED TO THE OLD

EQUIPMENT? >> TYPICALLY IT WOULD BE SOLD AT AN AUCTION.

AT SOME POINT THE SCHOOL DISTRICT WILL HAVE AN AUCTION OF SOME SORT AND THEY WILL SELL THOSE USED AND SURPLUS VEHICLES. SURE WILL PROBABLY AROUND THE

TIME WHEN WE START TO REPLACE MAINTENANCE FLEET AND STUFF. >> TO THE INDIVIDUAL CAMPUSES

[14A. Board Retreat Recap (Part 1 of 2)]

CONGRATULATIONS AGAIN. [APPLAUSE] AT THIS TIME WE MOVED TO THE BOARD MATTERS SECTION. WE HAVE BOARD RETREAT RECAP. SOME OF US WERE NOT ABLE TO MAKE THE RETREAT. HAVE A GREAT FACILITATOR, DOCTOR DANCE.

ONE OF THE THINGS WE DID WAS WENT OVER BOARD GOALS. WE ACTUALLY REVAMP THEM KIND OF REDEFINED THEM. I HAVE THEM HERE AND I'M HAPPY TO READ THEM.

AS SOON AS I CAN PUT MY HANDS ON THEM. THE BOARD WILL NEED TO VOTE ON

THE GOALS. >> YOU ALREADY HAVE THEM? OKAY.

>> YOU WANT TO READ IT? >> NO, I WAS GOING TO MAKE ANOTHER STATEMENT BUT IF YOU

HAVE IT I'LL MAKE IT LAST. >> GOAL ONE, WORLD-CLASS TEACHING AND LEARNING SPIRIT IS WHEREBY EACH STUDENT IS GROWING AND DEVELOPING AT LEAST GRADE LEVEL.

AT LEAST GRADE LEVEL EVERY ACADEMIC YEAR. GOAL NUMBER TWO WILL PROVIDE SAFE AND SECURE ENVIRONMENT WHEREBY ALL STUDENTS AND STAFF ARE PHYSICALLY AND EMOTIONALLY SAFE. GOAL NUMBER THREE WILL MAINTAIN FISCAL INTEGRITY WHILE BEING EXCEPTIONAL STEWARDS OF TAXPAYERS DOLLARS. GOAL NUMBER FOUR WILL ESTABLISH A TRUST AND INTEGRITY WITHIN THE COMMUNITY THROUGH PARTNERSHIPS WE DEVELOP A CULTURE OF TRUST THROUGH ACTION. BOARD MEMBERS, THESE ARE IN YOUR FOLDERS IF YOU NEED TO PUT YOUR EYES ON THEM. ANY DISCUSSION ABOUT THE GOALS OR ANYTHING ABOUT ELIMINATING OR ADDING? [INAUDIBLE]

[03:10:08]

>> ADMIN IT CLEAR IN THIS MEETING THAT I WAS NOT TTENDANCE FOR THE RETREAT BECAUSE MY UNDERSTANDING ONE, IT T WAS NOT, THE INFORMATION ON WAS NOT DELIVERED AS PER POLICY, THERE WAS NO TIME OR ANYTHING AND IT WAS LAST MINUTE INFORMATION.

SO, WITH THAT LAST MINUTE, I DID INQUIRE ABOUT IT BUT I DID NOT RECEIVE ANY FOLLOW-UP REGARDING. I HAD NO ANSWERS TO MY QUESTIONS ON WHEN WAS THIS DELEGATE, WHAT WAS IT BROUGHT UP, DISCUSS, WHERE IS IT SUPPOSED TO BE, WHAT TIME? AND WHAT WAS THE AGENDA OR, AS FAR AS THE ITINERARY. MY UNDERSTANDING WHAT A RETREAT IS TO BE AS IT RELATES TO THE BOARD AND HOW WE EFFECTIVELY COMMUNICATE, COME TOGETHER, DISCUSS QUESTIONS AND CONCERNS AND BE ABLE TO JOIN TOGETHER. IN UNION AS IT RELATES TO BUILDING, THAT, I WAS ADVISED FOR ME TO BE ABLE TO EXPRESS MY CONCERNS AND HAVE QUESTIONS, THAT THIS RETREAT WAS NOT THE PLACE FOR THAT. WHEN I WENT BACK TO TEA AND REVIEWED EXACTLY WHAT A RETREAT IS SUPPOSED TO LOOK LIKE OR A LAYOUT OR ITINERARY, WILL NOT ITINERARY BUT THE GOAL OF RETREAT, THIS DID NOT MEET THAT.

IT WAS MORE OF WHAT IT APPEARED TO BE A PRESENTATION FROM SOMEONE.

AND, THAT WAS NOT, INFORMATION WAS NOT PROVIDED IN ADVANCE AS WELL.

NOR WERE MY QUESTIONS ANSWER WHEN I SENT AN EMAIL RELATING TO THAT.

AS IT RELATES TO THE GOALS THAT ARE HERE, I'M ALL FOR THE GOALS.

I'M ALL FOR WORKING TOGETHER. EFFECTIVE COMMUNICATION, STRIVING, ACHIEVING, WHATEVER NEEDS TO TAKE PLACE FOR OUR DISTRICT TO GROW. BUT AT THE SAME TIME, WHEN IT COMES TO EFFECTIVE COMMUNICATION, THAT IS ONE THING THAT NEEDS TO TAKE PLACE.

TRANSPARENCY NEEDS TO TAKE PLACE AND THAT DID NOT TAKE PLACE.

AND MY UNDERSTANDING ALSO, THERE WAS SOME THINGS PUT IN PLACE WERE DISCUSSED DURING THE RETREAT, WAS NOT, I WOULD SAY, IN LINE WITH COMMUNICATIONS OF WHAT, THAT WOULD ALLOW AN OPPORTUNITY FOR EVERYONE TO BE ABLE TO COME TOGETHER AND SPEAK OR EVEN AGREE ON.

BUT I JUST WANTED TO MAKE SURE I VERBALLY STATED THAT DURING THIS MEETING AND THAT IS

RECORDED. >> I WAS AT THE COMMENT BASED ON YOUR COMMENT.

I'M NOT WOULD SHOW INFORMATION YOU GAVE WHAT HAPPENED AT THE RETREAT.

FROM WHAT I RECALL, WE RECEIVED EMAILS ON THE 11TH, AUGUST 18, FROM OUR SECRETARY.

SHE DID PUT TBA FOR THE LOCATION AND TIME, THE DATE WAS THERE.

IT WAS LISTED AS BOARD GOALS. THERE WAS ALSO A PROPOSED DATE IN YOUR LAST MEETING AND JULY WHEN I WAS NOT HERE AND HAD PROPOSED DATES FOR GOAL SETTING WHICH IS THE BOARD RETREAT.

AS WELL AS THE COMMITTEE MEETING THAT DID TAKE PLACE FOR THE SAFETY COMMITTEE AS WELL AS THE BUDGET COMMITTEE. EACH BOARD MEMBER IN A FOLDER WAS GIVEN THE PROPOSED DATE AND YOU ALSO POSE TO DISCUSS THEM. THE SAFETY AND SECURITY MEETING HAPPEN THE BUDGET MEETING HAPPEN, I'M NOT SURE WHETHER GOAL SETTING MEETING WHERE THE BOARD RETREAT WAS NOT DISCUSSED BECAUSE YOU ALL HAD IN YOUR FOLDER. THE TBA YES, I DO AGREE THAT WE DID NOT RECEIVE A CALENDAR INVITE. BUT AT THE END OF THE DAY, WE ALL WORK AS A TEAM AND NO ONE IS GOING TO BASH THE NEXT PERSON BASED ON WHAT WE DO.

WILL WORK TOGETHER TO MAKE IT RIGHT FOR THE DISTRICT. ALTHOUGH THERE WAS SOME ADMINISTRATIVE THINGS, WE CAN CORRECT THOSE ISSUES. BUT EVEN A WEEK PRIOR TO THE BOARD RETREAT I BEGAN GETTING TEXT MESSAGES ABOUT DOING A SURVEY ABOUT THE BOARD RETREAT.

SO IF THERE WERE ANY QUESTIONS AT THE TIME, WELL OVER WEEK IN ADVANCE WE WERE GETTING NOTIFICATIONS TO COMPLETE THE SURVEY THAT WAS SUPPOSED TO BE DONE FOR TEAMBUILDING FOR THE UPCOMING RETREAT. THERE IS OPPORTUNITY TO ASK QUESTIONS AND ADDRESS INFORMATION ABOUT YOU NOT GETTING YOUR QUESTIONS ANSWERED WHEN YOU REACHED OUT.

I RETURNED HER PHONE CALL AND TOLD YOU TO CALL ME BECAUSE YOU SENT ME ABOUT 15 QUESTIONS THE DAY OF THE RETREAT. YOU SENT ME A LONG EMAIL, EACH QUESTION IN A SENTENCE FORM AND IT GOES DOWN ABOUT 15 QUESTIONS. AND I'VE CALLED YOU BECAUSE I CAN REALLY HAVE DIALOGUE WITH YOU A LOT FASTER THAN HAVING TO ANSWER HIS QUESTION FOR YOU LIKE THAT. BUT YOU DIDN'T RETURN MY PHONE CALL.

WE ARE SORRY THAT YOU MISSED THE RETREAT, WE WILL MAKE EVERY EFFORT TO ENSURE THAT

[03:15:06]

COMMUNICATION IS BETTER.E AS BOARD PRESIDENT, I DON'T WORK HERE WITH DAY-TO-DAY OPERATIONS. I'M JUST LIKE YOU HAVE OUR OWN OUTSIDE JOBS AND WE COMMUNICATE. I UNDERSTAND THAT DATE WAS SELECTED WAS BASED OFF OF THE DATA THAT WAS GOING TO BE USED FOR THE SUPERINTENDENT EVALUATION TRAINING THAT THE BOARD MEMBERS WERE POLLED AND THE DATE WAS EVERYBODY RESPONDED TO THE AVAILABILITY, THUS THE DATE THE SELECTED AND THE DATE THAT WAS USED FOR THE BOARD RETREAT.

VERSUS THE SUPERINTENDENT EVALUATION TRAINING DATE BECAUSE THOSE FACILITATORS COULD NOT MAKE IT THAT DATE. SO EVERY EFFORT WAS PUT OUT THERE, I KNOW IN YOUR MESSAGES TO ME YOU SAID, FOUR PEOPLE DID NOT KNOW ABOUT THE RETREAT. WE HAD FOUR PEOPLE HERE IN ATTENDANCE. AND THERE ONLY SEVEN OF US. QUITE A FEW OF US KNEW BECAUSE WE SHOWED UP. BUT WE ARE SORRY IF YOU CANNOT MAKE IT.

WE ARE HAPPY TO DO A RECAP. -- HAD TO WORK ADVISED HIM WE WOULD DO A RECAP OF WHAT HAPPENED AT THE RETREAT. AND AS FAR AS YOU ADDRESSING YOUR CONCERNS, THOSE CONCERNS WERE NOT TO BE JUST THE RETREAT BECAUSE WE HAD AN AGENDA AT THE RETREAT.

WE HAVE A FACILITATOR IN TOWN TO WALK US THROUGH THE RETREAT WITH DIFFERENT EXERCISES.

I TOLD YOU WE WILL SCHEDULE A MEETING WITH YOU TO ADDRESS YOUR CONCERNS.

BECAUSE AS QUESTIONS, I COULD NOT FIX THAT THAT DAY JUST TO CANCEL THE RETREAT WHEN WE PAID WITH TAXPAYER DOLLARS TO HAVE SOMEBODY COME IN AND FACILITATE THAT FOR US.

>> WE CAN AGREE TO DISAGREE AND I DO DISAGREE WITH A LOT OF WHAT YOU'RE STATING.

AND I HAVE REACHED OUT IN ADVANCE AND THERE WAS, THIS WAS NOT PRESENTED IN A TIMELY MANNER. PER POLICY. HOWEVER, YOU WANT TO PRESENT IT, THE FACT STILL STANDS IT WAS NOT PRESENTED PER POLICY. THERE WAS NO DETAIL OF ANYTHING AND AS FAR AS THE RETREAT IS CONCERNED AND WHAT I WAS ADVISED, THIS WAS NOT THAT.

THIS IS PROBABLY MORE OF A WORK SESSION MORE THAN ANYTHING. BUT THEN AGAIN, THE INFORMATION BEING PRESENTED, IT WAS PRESENTED IN A THURSDAY AND THE RETREAT WAS A MONDAY OR

TUESDAY. >> WE ARE SORRY YOU MISSED THE RETREAT.

IF YOU LIKE A RECAP WE WILL DEFINITELY RUN YOU THROUGH THAT.

I'VE BEEN ON THE BOARD SINCE 2009, I'VE ATTENDED SEVERAL RETREATS.

EACH RETREAT IS FACILITATED BY SOMEONE. WE'VE DONE ACTIVITIES, THE RETREAT WAS HANDLED THE SAME WAY THIS TIME. WE WERE SUPPOSED TO GO OPERATING GARLANDS, YOU ALWAYS ASKED TO WRITE YOUR NOTES OR SCRATCH THAT WE DIDN'T WANT THERE AND WOULD GO OVER THAT. AND THERE WAS ADVANCE NOTICE ALSO.> NOT TRUE.

>> WE DO NOT NEED TO -- I'M OKAY. >> I'M JUST GOING TO TALK ABOUT

THE RETREAT. >> SURE. >> I'M NOT GOING TO GET INTO THAT CONVERSATION, NONE OF MY BUSINESS. I WANT TO SAY THAT I PARTICIPATE IN THE RETREAT. I APPRECIATE THE DR. COMING AND PROVIDING INFORMATION.

A REFRESHER, HE WITH ME BECAUSE I'M A POLICY PERSON, WHO COVERED A LOT OF THINGS THAT I FELT AS A BOARD MEMBER, THAT IT SHOULD HAVE BEEN REITERATED, ESPECIALLY BOARD MEMBERS OPPOSITION WITH ADMINISTRATION, WITH THE SUPERINTENDENT WHO WE HIRE AND HOW WE EVEN MAKE OUR MOTIONS AND TO UNDERSTAND WHAT WE ARE SUPPOSED TO DO AS AN ELECTED OFFICIAL.

HE ALSO HAD A SEGMENT THAT HE TALKED ABOUT RUNNING FOR OFFICE AND BEING TRUE AND WHAT YOU RUN FOR AND GET A CLEAR UNDERSTANDING. IT'S BECAUSE WE AS BOARD MEMBERS, WERE NOT ELECTED FOR YOU ALL TO WORK FOR US. WE WERE ELECTED TO WORK FOR THE COMMUNITY. SO, WE HAVE A RESPONSIBILITY AND HE BROUGHT THAT TO LIGHT TO ME, TO LET ME SEE SOME THINGS IN A DIFFERENT WAY. WHAT DID I REALLY SAY WHEN I WAS RUNNING FOR OFFICE? WHY AM I REALLY SITTING HERE? I HAD TO DO SOME REALLY DEEP, DEEP COMMITMENT TO WIRE RAN AND WHY AM STILL SITTING ON THIS BOARD.

BECAUSE IT'S VERY HARD, THIS IS THE FIRST TIME AND I'LL SAY THIS, I DON'T WANT NO COMMENTS.

THIS IS THE FIRST TIME I HAVE SET BEHIND THIS DAIS AFTER COURT HEARING, OVER A WEEK AGO.

[03:20:04]

AND I AM NOT PLEASED. BUT GUESS WHAT? I'M HERE FOR THE CHILDREN.

I'M REALLY NOT HERE FOR THE CHILDREN, I'M HERE FOR THE EMPLOYEES, TO MAKE SURE THAT OUR ADMINISTRATION, WE HIRE THE RIGHT PERSON TO HIRE YOU ALL TO SERVE.

SO WE ARE HERE INDIRECT. AND I'M TAKING A PERSONAL, A DEEP PERSONAL HIT BY CONTINUING TO DO THIS. AND I DON'T GET PAID FOR IT. I DON'T ASK FOR NO PAYMENT.

NOBODY AROUND THIS BOARD, THAT WORK FOR THIS DISTRICT, WORK FOR ME.

YOU WORK FOR THE ADMINISTRATION. AND I RESPECT THAT, I APPRECIATE THAT, I APPRECIATE WHAT YOU ALL DO BECAUSE WE WOULD NOT BE HERE, IT IS NOT ABOUT ME. THIS IS ABOUT SOMETHING TOTALLY DIFFERENT.

BUT AM I SUFFERING? YES. THIS IMPACTED MY LIFE.

PHYSICALLY, MENTALLY AND EVERYTHING ELSE. BUT GUESS WHAT? I'M GOING TO KEEP ON DOING IT! AND I'LL BE ON THE BALLOT 2025. AND THAT'S WHAT WE COVERED.

WHAT OUR COMMITMENT IS AS TRUSTEES. I APPRECIATE AND I APPLAUD IT.

MY COLLEAGUES THAT CAME AND ATTENDED. IT WAS A WORKSHOP, IT WAS A WORKSHOP. IF IT WAS A TREAT, IT WAS A RETREAT.

BUT I CARRIED A LOT AWAY FROM THIS RETREAT. I WAS PRESENT WHEN HE PRESENTED TO OUR ADMINISTRATION. I THOUGHT IT WAS AWESOME, HOW YOU ALL WORKED TOGETHER.

WE SHOULD BE YOUR EXAMPLE, NOT YOU BEING OUR EXAMPLE. AND I SHARE THAT IN THIS MEETING, THAT A YEAR AGO, IT WAS THE SAME FOUR BOARD MEMBERS SITTING BEHIND THIS DAIS WHEN WE HIRED OUR SUPERINTENDENT. THE SAME FOUR. WE DO NOT MISS, WE ARE COMMITTED AND WE WILL STAY COMMITTED. BECAUSE WE KNOW WHEN YOU ALL WAKE UP AND COME INTO OUR BUILDINGS, THAT WE HAVE TO OVERSEE, MAKE SURE THEY ARE CONDUCIVE FOR WORKING AND EDUCATION. WE OWE THAT TO YOU.

EVERY TIME SOMEBODY WENT IN THERE AND VOTED FOR ME, THAT IS THE VOTE COUNT THAT WHAT I AM SUPPOSED TO LEAVE THOSE POLES AND COME IN HERE AND DO FOR YOU ALL.

I UNDERSTAND MY POSITION. AND THANK YOU ALL AGAIN. THANK YOU ALL BECAUSE SOME OF YOU ALL SHOWED UP AT OUR RETREAT. THANK YOU.

THAT'S MY COMMENT. >> WE WILL MOVE ON. THE NEXT BOARD MATTER IS THE

[14B. Appoint Board Operating Guidelines Committee (3 members)]

APPOINT BOARD OPERATING GUIDELINES COMMITTEE, THIS TO REVAMP BOARD OPERATING PROCEDURES THIS COMMITTEE WILL HAVE THREE MEMBERS. MR. STEPHENSON WAS TO BE THE

COMMITTEE ANYBODY ELSE? WHY NOT MS. MORRIS, MR. STEPHENSON, ANYONE ELSE?>> I WOULD LIKE TO KNOW WHAT EXACTLY, THIS THE FIRST TIME I'M HEARING OF THIS VIA EMAIL THAT WAS SENT I THINK TODAY. OR YESTERDAY. WHAT IS THE PURPOSE OF THIS

COMMITTEE? >> LEAVE A BOARD OPERATING PROCEDURE.

WE ARE SUPPOSED TO TAKE A LOOK AT THAT AND REVAMP THE DOCUMENT AND UPDATE IT DURING THE BOARD RETREAT. IT WAS REQUESTED THAT WE ACTUALLY FORM A COMMITTEE.

TO REIMAGE THE DOCUMENT, THUS THE PURPOSE OF THE COMMITTEE. >> I WOULD LIKE TO SERVE ON

THAT COMMITTEE AS WELL. >> AND MS. MORRIS, MR. STEPHENSON AND MS. WHITFIELD.

MS. MORRIS, CAN YOU CHAIR THE COMMITTEE FOR US? IF YOU WILL GET YOU WITH YOUR MEMBERS AND WORK ON A DATE. THAT WOULD BE APPRECIATED. THANK YOU SO MUCH.

NEXT ITEM IS TASA ÷ TASB CONFERENCE IN SAN ANTONIO, TX - SEPTEMBER 23-25, 2022.

[14A. Board Retreat Recap (Part 2 of 2)]

>> THREE TAKE ACTION ON THE BOARD GOES ON THE AGENDA? >> I'M SORRY I'LL GO BACK TO IT, THANKS. LET'S GO BACK TO A APPROVAL OF 2022 23 BOARD GOALS.

ANY DISCUSSION FROM THE BOARD? THIS IS AN ACTION ITEM, IS THERE A MOTION?

>> I MAKE MOTION THAT WE ACCEPT THE BOARD GOALS PUT IN PLACE AT THE BOARD RETREAT.

>> MOTION BY MS. MORRIS. >> SECOND. >> SECOND BY MR. STEPHENSON.

TO PROVE THE 2022 Ã23 BOARD GOALS. I WILL CALL FOR THE VOTE.

[14C. TASA | TASB Conference in San Antonio, TX - September 23-25, 2022]

[03:25:04]

OKAY, TASA ÷ TASB CONFERENCE IN SAN ANTONIO, TX - SEPTEMBER 23-25, 2022.

[14D. CUBE Conference in Miami, FL - September 28 – October 1, 2022]

ALSO THE BOARD WILL BE GOING TO THE CUBE CONFERENCE IN MIAMI, FL - SEPTEMBER 28 ÃOCTOBER 1,

[14E. 2022-2023 Board Calendar dates – (*Reminder – 4th Thursdays of the month)]

2022 . THEN YOU ALL IN THE LAST JULY MEETING CHANGED THE BOARD MEETING DATE FROM THURSDAY TO START FROM TUESDAY TO THURSDAY.

IN YOUR FOLDER YOU WILL FIND DATES THAT WE WILL NEED TO CHANGE BASED ON CONFERENCES.

AS WELL AS SOME HOLIDAYS THAT THE MEETING WILL HAVE TO SWITCH FROM BEING THE FOURTH THURSDAY OF THE MONTH. PLEASE REFER TO THAT IN YOUR GUIDELINE AND FOR THE PUBLIC, THIS WILL BE POSTED ON THE WEBSITE UNDER THE MEETING DATES.

>> MADAM PRESIDENT, QUESTION. YOU KNOW THAT MARQUISE AT THE STADIUM I THINK ONE OF THE MIDDLE SCHOOL. ALL OF THEM -- THE FOURTH THURSDAY WILL BE PUT ON THAT AS

WELL. >> KIMBERLY, CAN YOU WORK ON THAT FOR US?

>> APPARENTLY WE PUT ALL THE SCHOOL BOARD IMAGES ON THEM SO WE WILL ADD THEM WHEN WE HAVE

THE NEW DATES. >> THANK YOU. >> ANOTHER THING THAT I WOULD LIKE TO SEE, BECAUSE WE ARE A FRIENDLY BOARD. I THINK OUR PICTURES SHOULD BE ON THE MARQUISE. SO INDIVIDUALS CAN KNOW WHAT DISTRICT WE REPRESENT, WHO WE ARE. BECAUSE WE ARE HERE FOR YOU ALL.

WE ARE HERE FOR THE COMMUNITY. AND SO THAT JUST IS A THOUGHT AND CONSIDERATION THAT THERE

NEEDS TO BE A VOTE, I WILL MAKE A MOTION THAT THE BOARD -- >> I THINK WE HAVE THAT BECAUSE INSIDE THE SCHOOLS I'VE SEEN OUR PICTURES FLASHED ON THE SCREENS.

THAT SHOULD BE SOMETHING YOU ALL CAN DO, CORRECT? >> YES MA'AM.

IN ADDITION TO THAT, AND WE SPOKE ABOUT GETTING TOGETHER AND DOING BOARD PHOTOS.

PROFESSIONAL PHOTOS FOR YOU ALL. WE CAN SCHEDULE THOSE TO GET

UPDATED PHOTOS OF EVERYONE TOGETHER AND INDIVIDUAL. >> I THINK THEY WERE WAITING

FOR BLAZERS TO COME IN ALSO, CORRECT? >> YES MA'AM.

>> AND ONE MORE THING. I NEED TO SAY THIS YOU ALL. WE WENT THROUGH A LOT, A LOT TO GET DR. PERERA, WE DID. YOU ALL CANNOT IMAGINE. WE WENT TO OREGON, I GOT UP ON BRIDGES I DIDN'T WANT TO GO TO. BUT ONE THING I WILL SAY, SHE DON'T LIKE THIS.

SHE DON'T LIKE IT BUT I NEED TO SAY IT SO YOU ALL CAN HEAR. IS THAT EVERY STUDENT TO GRADUATE FROM OUR HIGH SCHOOL, NEED TO KNOW WHO THE SUPERINTENDENT IS.

I KNOW SHE DON'T LIKE IT. I KNOW THAT YOU WILL PROBABLY HAVE NOT HEARD THAT BEFORE.

BUT EVERYBODY IN THE CITY NEED TO KNOW WHO OUR SUPERINTENDENT IS.

BECAUSE HOW YOU'RE GOING TO SAY WE TRY TO TALK TO HER BECAUSE YOU DON'T KNOW WHO SHE IS.

ONE OF THE JUDGE'S HAVING THAT PROBLEM IN COURT NOW. SO, DR. PERERA, THANK YOU FOR

WHAT YOU DO. >> BOARD, LESS THAN RELIGION IS ADJOURNMENT.

IS THERE A MOTION TO ADJOURN? >> A MOVE. >> MOTION AND SECOND.

ALL IN FAVOR OF ADJOURNMENT? ADJOURNMENT
