BIRX, IT'S MY PLEASURE TONIGHT TO FEEL LIKE I'VE HAD A LOT OF ANTICIPATION BUILDING UP TO OUR TIME FOR OUR PUBLIC HERE, OUR REQUIRED PUBLIC HEARING.

I'LL GET STARTED AND JUST.

HERE WE GO. OKAY.

WE'LL START RIGHT HERE WITH THE TAX RATE AND BUDGET CALENDAR AS KIND OF WALK BACK AND THEN WORK US FORWARD THROUGH THIS PROCESS.

WE TALKED ABOUT AT THE JULY MEETING, WE SET THE DATE FOR OUR PROPOSED PUBLICATION AS WELL AS THIS MEETING.

AND SO THIS IS A SLIDE THAT DEPICTS THAT WE AT THAT JULY MEETING, WE PROPOSED A RATE TO BE PUBLISHED.

THAT RATE WAS PUBLISHED ON AUGUST 19 AS SPECIFIED IN THOSE INSTRUCTIONS THERE WITH THE PROPOSED RATE.

AND THEN THAT WE WOULD HOLD THIS PUBLIC HEARING TONIGHT ON AUGUST 30TH, THE DATE THERE HELD.

IT HAS THE PUBLICATION HAS TO BE NO FURTHER OUT THAN 30 DAYS AND NO MORE THAN TEN DAYS BEFORE OUR MEETING, WHICH COMPLIES.

THIS IS A SLIDE THAT SHOWS OUR TAX TAX VALUE HISTORY OF OUR DISTRICT AND WENT BACK TO 20 1718.

YOU CAN SEE AT THAT TIME THAT WE WERE AT ABOUT 2.25 MILLION IN CERTIFIED VALUE AND WE HAVE GROWN TO FOUR POINT ALMOST 4.3 BILLION IN TAX VALUE DURING THAT TIME.

SO ALMOST DOUBLED.

YOU CAN SEE THAT COMPARED TO THE PT TO VALUE, WHICH IS WHAT WE USE WHEN WE DO OUR FUNDING STRUCTURE.

THAT'S THE DIFFERENCE BETWEEN THOSE VALUES IS BASICALLY YOUR PROTESTED VALUES AT THE AT THE TIME.

WE WON'T GET THAT TO NUMBER UNTIL JANUARY.

THAT CERTIFIED NUMBER, WE DON'T GET UNTIL JANUARY 25TH.

THIS IS A SLIDE THAT DEPICTS OUR TAX RATE HISTORY SINCE FISCAL YEAR 16.

YOU CAN SEE AT THAT TIME OUR TOTAL TAX RATE WAS $1.54.

YOUR MAINTENANCE AND OPERATIONS RATE WAS $1 FOUR AND YOUR ANSWER RATE AT THAT TIME WAS $0.50.

AND I THINK THE THING TO NOTE HERE IS, RATHER THAN GO THROUGH EACH ONE OF THEM, IT'S JUST THAT YOU CAN SEE THAT THE RATE IS BEING COMPRESSED AND DECLINING AS FAR AS OUR TAX RATE IS CONCERNED.

LAST YEAR'S RATE WAS A DOLLAR 47 RATE AT DOLLAR THREE, AND YOUR RATE IS ACTUALLY DOWN TO 43, 75.

THIS IS THE LAST PAGE OF THE TAX RATE WORKSHEET.

THE TAX RATE WORKSHEET IS ACTUALLY IN YOUR IN FULL IN YOUR POCKET.

BUT I'VE USED THIS IN THIS SLIDE EARLIER.

THE MAIN THINGS I WANTED TO POINT OUT HERE ARE THAT LAST YEAR'S RATE, THEY'RE AT A DOLLAR 47.

AND THE TWO ITEMS AT THE BOTTOM OF NOTE, THE NO NEW TAX RATE AS CALCULATED.

THIS IS CALCULATED BY DALLAS COUNTY USING THE VALUES THAT I MENTIONED FOR THE CERTIFIED VALUES, AS WELL AS MANY OTHER HOME VALUES AND PREVIOUS TAX HISTORY.

BUT THE NUMBERS THERE AT THE BOTTOM ARE YOUR NO NEW TAX RATE.

THAT WOULD BE YOUR RATE TO GENERATE NO NEW REVENUE.

AND THEN YOUR VOTER APPROVED TAX RATE, THERE'S A DOLLAR 38 AND WE CANNOT EXCEED THAT RATE FOR BUDGETARY PURPOSES WITHOUT IT GOING TO A VOTE OF THE PEOPLE.

SO WE HAVE TO BE AT THAT RATE OR LESS WITH THAT HAVING TO GO TO A VOTE.

AGAIN, MORE TAX RATE DETAIL.

ON THE LEFT, YOU CAN SEE A LITTLE BIT MORE OF JUST THE HISTORICAL, BUT THEN A BREAKDOWN OF THE LAST THE LAST YEAR, AS WELL AS THIS YEAR'S PROPOSED SLIDE.

LAST YEAR'S M.A. RATE WAS 89, 69 AND THE TIER TWO RATE AT 13 SIX.

I THINK IT'S IMPORTANT TO NOTE THAT THAT TIER TWO IS AN AMOUNT THAT WAS VOTED ON BY LANCASTER CONSTITUENTS AT SOME POINT IN A TREE.

AND SO THEN YOU HAVE YOUR INVOICE RATE.

THAT'S THE GENERATE DEBT SERVICE PAYMENT FOR A TOTAL OF AGAIN $1.47.

AND THEN THE ASTERISKS THERE INDICATE THE TAX RATE AMOUNTS FOR THE PROPOSED TAX RATE FOR THIS YEAR.

NOTE THERE THAT THE DIFFERENCE IN THE TIER ONE, WHICH IS YOUR BASIC FUNDING ALLOTMENT, IS JUST OVER $0.80.

YOUR TIER TWO IS AGAIN THE SAME.

AND IT'S PROPOSED THAT WE WOULD ADOPT THE SAME RATE FOR DEBT SERVICE PAYMENT FOR AN OVERALL RATE OF $1.37, JUST OVER A DOLLAR 37, AND A PROPOSED DECREASE OVERALL OF $0.09, 6% DECREASE IN OUR TAX RATE IN A PROPOSAL BUDGET ASSUMPTIONS FOR THE YEAR.

THIS IS OUR PROJECTED ENROLLMENT.

THIS IS BASED ON OUR CURRENT NUMBERS.

THIS IS REALLY CLOSE.

SO FEEL A LOT BETTER ABOUT OUR ENROLLMENT PROJECTIONS AS WELL AS OUR ATTENDANCE.

SO THE IDEA THAT WE WOULD BE USING FOR OUR PROJECTED REVENUE WOULD BE 66 TO 85.

THE 100% PROPERTY TAX CALCULATION RATE IS WHAT WE USE.

WE ACTUALLY COLLECTED A LITTLE BIT MORE THAN THAT.

OFTENTIMES WE GET THE QUESTION, HOW DO YOU COLLECT MORE THAN 100%? BUT WHEN YOU DO PRIOR YEAR AND DELINQUENT TAXES, THAT TYPICALLY ANYTHING THAT LAGS THAT YOU WOULD USUALLY JUST AT 100% OR A LITTLE BIT OVER.

SO FEEL CONFIDENT WITH THAT AS WELL.

AGAIN, THE RATE FOR PROPOSED FOR THIS YEAR WOULD BE $0.94 INTEREST IN SINKING, STAYING STEADY AT 43, JUST OVER $0.43 FOR A COMBINED RATE OF $1.30 7 TO 81, THE CERTIFIED VALUE THERE OF ALMOST 4.3 BILLION AND THEN IT SAYS PROJECTED STATE CONTROLLER RT TO VALUE AGAIN THIS IS WHAT WE PROJECT WOULD BE BASED ON OUR PROTESTED VALUES IN IN THIS AREA OFF THAT.

BUT WE WILL NOT RECEIVE THAT OFFICIAL NUMBER FROM THE CONTROLLER UNTIL JANUARY.

SO THAT'S WHY THAT'S A PROJECTED NUMBER.

AND THEN WE GET INTO OUR ACTUAL PROPOSALS AND COMPARISONS TO LAST YEAR.

I'VE SEEN THESE IN THE BUDGET COMMITTEE.

IF YOU IF YOU WERE ABLE TO ATTEND THESE THESE NUMBERS ARE VERY SIMILAR, IF NOT EXACT.

I THINK THERE'S NO CHANGES IN REVENUE PROJECTIONS HERE.

SO YOUR REVENUE PROJECTIONS, THEY'RE COMPARATIVELY OUR LOCAL REVENUES UP ABOUT THREE, 3 MILLION.

OBVIOUSLY, THE BULK OF THAT IS IN PROPERTY TAXES BECAUSE AGAIN, OUR VALUES ARE UP.

YOU WOULD EXPECT THAT THE REST OF THE OTHER NUMBERS THERE ARE BASED ON ACTUAL COLLECTIONS FOR THIS CURRENT YEAR.

SO THAT WOULD INDICATE THAT THE DIFFERENCES WOULD BE INDICATIVE OF THOSE CHANGES IN WHAT WE'VE ACTUALLY SEEN IN COLLECTIONS VERSUS WHAT WAS BUDGETED.

AGAIN, A CONSERVATIVE BUDGET WAS PROBABLY PUT TOGETHER BASED ON COVID NUMBERS AND NOT BEING CERTAIN AS WELL AS INTEREST RATES BEING SIGNIFICANTLY LOWER.

AND WE'RE STARTING TO SEE THOSE CLIMB A LITTLE BIT.

SO THAT'S THE DIFFERENCE IN LOCAL REVENUE FUNDING, YOUR STATE FUNDING, YOU WOULD EXPECT THAT TO BE DOWN AS YOUR LOCAL REVENUE INCREASES.

YOU WOULD GET A LITTLE BIT LESS FROM THE STATE.

SO THOSE ARE ALMOST OFFSET AT $3 MILLION.

SO YOUR FOUNDATION IS DOWN ABOUT 5 MILLION.

STATE AVAILABLE IS UP ABOUT 2 MILLION FOR AGAIN, THAT $3 MILLION BALANCE.

AND THEN YOUR FEDERAL WE'VE SEEN AN INCREASE IN CHARS AS WELL AS OUR INDIRECT COST.

AND THE LAB SUBSIDY IS ACTUALLY JUST BEING BOOKED AS REVENUE WHERE BEFORE IT WAS BEING GIVEN AS A REBATE OR A REFUND.

AND SO WE'RE ACTUALLY BOOKING THAT AS REVENUE.

SO THAT'S WHY THAT'S UP.

SO OUR TOTAL REVENUE THERE OF ABOUT $1,000,000 OVERALL, PRETTY CONSISTENT AND PRETTY REFLECTIVE OF THE FACT THAT OUR ENROLLMENT IS PRETTY STEADY RIGHT NOW.

THIS SLIDE JUST DEPICTS THAT WE GET THE MAJORITY OF OUR REVENUE FROM A LOCAL SOURCE AND NOT THE STATE SOURCE.

AND AGAIN, IF WE LOOKED AT THIS FROM FOUR OR FIVE, SIX, SEVEN YEARS AGO, YOU WOULD SEE, I THINK, AN ABSOLUTE REVERSE OF THIS, WHERE YOU WOULD SEE THE MAJORITY OF THIS COMING FROM THE STATE AND LESS FROM LOCAL.

BUT BECAUSE OUR VALUES ARE MORE, THE STATE HAS PUT MORE OF THAT BURDEN ON OUR LOCAL FUNDING, MORE SO THAN THE STATE FUNDING.

BUDGET IMPACT FOR THIS YEAR'S BUDGET FOR EXPENDITURES, WE'VE SEEN AN INCREASE IN FUEL PRICES.

SO THAT'S A BUDGETARY IMPACT, THE BIGGEST BUDGETARY IMPACT THAT YOU'RE GOING TO SEE.

AND AGAIN, 80% OF YOUR BUDGET IS BASICALLY PAYROLL.

SO YOU'RE IT'S NO SURPRISE THAT 5%, THE 5% PAY RAISE THAT WAS VOTED ON AND APPROVED IS THE BIGGEST IMPACT ON OUR BUDGET.

PROPERTY TAXES, UP LEGAL FEES AND THEN SEVERAL OF THESE CURRICULUM BASED ITEMS AS WELL AS SOME SOME VEHICLES THAT WE'RE LOOKING AT PURCHASES ARE SOME OF OUR BIGGER IMPACTS TO OUR BUDGET.

THE COMPARISON BETWEEN THESE LAST YEARS PROPOSED OR SORRY, LAST YEAR'S ADOPTED BUDGET TO THIS YEAR'S PROPOSED BUDGET.

YOU CAN SEE THERE AGAIN AT THE BOTTOM THERE, IT'S ABOUT A $1.8 MILLION INCREASE.

IT'S ABOUT TWO AND A HALF PERCENT.

YOU WOULD EXPECT THOSE TO GROW.

I THINK THE ONES THAT DEFINITELY ARE TO POINT OUT ARE THE ONES THAT SHOW A LITTLE BIT OF A DECREASE.

HOW WILL WE DECREASE? AGAIN, THE 51 IMPLANT MAINTENANCE SHOWS A DECREASE.

BUT IF YOU'LL REMEMBER, WE DID A BUDGET AMENDMENT TO FREE UP SOME OF THEIR EXPENDITURES EARLY AND MOVE THOSE OVER.

WE ALSO HAVE USED SOME ESSER FUNDS TO PAY FOR SOME OF THOSE THINGS, WHICH IS REDUCED THAT BUDGET AS WELL AS WELL.

AND THAT ALSO APPLIES TO DATA PROCESSING.

THEY WERE A PART OF THAT BUDGET AMENDMENT.

THAT'S WHY THEIRS ARE DOWN.

SO THAT WOULD SHOW THE DIFFERENCE IN THAT NOT BEING 5% AND THOSE DECREASES.

YOUR PERCENTAGE OF BUDGET TO PAYROLL AGAIN, 80% AND IT SHOWS TEN, 20% THERE.

THAT'S NOT PAYROLL RELATED.

OF THAT, YOU'VE GOT TO FIGURE IN UTILITIES AND OTHER OTHER THINGS THAT WE FUEL THAT ARE CONSTANT.

SO AGAIN, WE REALLY HAVE WE'VE TALKED MANY TIMES ABOUT HOW MUCH PERCENTAGE OF OUR BUDGET IS REALLY DISCRETIONARY SPENDING.

AND WE REALLY FEEL LIKE IT'S PROBABLY ANYWHERE BETWEEN FIVE AND 8% OF WHAT WE HAVE.

AGAIN, 80% BEING PAYROLL AND OTHER THINGS BEING FIXED, COSTS THAT WE DON'T HAVE A LOT OF CONTROL OVER.

YOUR CHILD NUTRITION BUDGET COMES DIRECTLY FROM YOUR CONTRACT WITH YOUR FOOD SERVICE MANAGEMENT COMPANY, HEAVILY REGULATED BY TDA TDA.

WE ARE ACTUALLY UP FOR BID FOR THAT.

THIS IS OUR LAST YEAR. UNDER THE CURRENT CONTRACTS, WE'LL BE PUTTING A PROPOSAL TOGETHER THAT WILL GO OUT TO BID.

AND THEN THIS IS WHAT THAT THAT CONTRACT HAS TO BE NOT ONLY APPROVED BY US, BUT IT ALSO IS APPROVED BY THE STATE AND TDA.

SO LAST YEAR'S BUDGET, THE SIGNIFICANT INCREASE HAS TO DO MORE WITH THE REIMBURSEMENT RATES AND MEAL CONSUMPTION PROJECTIONS, MORE SO THAN ANYTHING ELSE.

BUT THAT COMES DIRECTLY FROM THAT CONTRACT THAT'S APPROVED.

A DEBT SERVICE.

AND WE'LL TALK MORE IN DETAIL.

THIS WAS PRESENTED MORE IN DETAIL.

AND JOSH IS HERE TONIGHT AS WELL.

WE'RE GLAD TO HAVE HIM FOR TO TALK ABOUT OUR DEBT SERVICE IF WE HAVE ANY FURTHER QUESTIONS.

BUT THE MAIN POINT OF EMPHASIS HERE IN THIS SLIDE IS THAT WE HAVE ABOUT $175 MILLION WORTH OF DEBT, $176 MILLION WORTH OF DEBT ON THE BOOKS AT CURRENT.

WE'RE IN GREAT STANDING.

THESE ARE THE TWO OPTIONS THAT WE'VE POSED AT IF WE LEAVE OUR IONS RATE AT $0.43.

AGAIN, THAT BRINGS COMBINED WITH OUR MODEL BRINGS US TO A DOLLAR 37 A DECREASE IN 9.2 $0.03 OVERALL.

IT'S GOING TO SHOW THAT WE WOULD GENERATE FOR ION'S PURPOSES A LITTLE OVER $19 MILLION IN REVENUE.

OUR PROJECTED EXPENDITURES ARE CLOSE TO 14 MILLION, SO WE CAN ONLY PAY DOWN DEBT WITH OUR IRONS COLLECTIONS.

AND SO THAT WOULD GIVE US AN EXCESS COLLECTION OF ABOUT $5.3 MILLION.

IF WE APPLIED THAT TO OUR DEBT THAT'S CALLABLE, IT WOULD BE A NET SAVINGS OF $4.3 MILLION TO THE TAXPAYERS OF LANCASTER HD.

I THINK ANOTHER BIG POINT IN THIS IS IT ALSO FREES UP ANOTHER $10 MILLION IN BONDING CAPACITY AS WELL, AND THAT'S JUST LEAVING OUR RATE FLAT.

IF IT WAS TO BE DROPPED ANOTHER PENNY, YOU CAN SEE THE EXACT SIDE BY SIDE COMPARISON THAT THEY WOULD GENERATE JUST ALMOST $19 MILLION.

AND WE THE EXPENDITURES OBVIOUSLY STAY THE SAME AT 14 MILLION.

WE'D STILL SAVE ABOUT $4 MILLION, BUT WE WOULD LOSE THAT'S ABOUT $10 MILLION DIFFERENCE IN BONDING CAPACITY BETWEEN THOSE TWO COMPARISONS THERE.

AND THEN THIS SLIDE JUST AS A CLEANER SLIDE OF WHAT OUR DEBT SERVICE WOULD COLLECT AT THE 4.375.

TOTAL REVENUE THERE OF 19 MILLION.

AND OF COURSE, WHATEVER WE BROUGHT IN WOULD BE APPLIED TO WHATEVER DEBT WE HAVE TO TO NOT ONLY PAY OUR CURRENT DEBT, BUT ALSO FUTURE DEBT AND OPEN UP BONDING CAPACITY AS WELL AS SAVINGS. THIS SLIDE SHOWS THE PUBLIC NOTICE THAT THIS IS ACTUALLY WHAT WAS PUBLISHED ON AUGUST 19TH.

UH, FOUR IN THE NEWSPAPER THAT SHOW THE REQUIRED POSTING THAT SHOWS THE DATE AND TIME OF THE PUBLIC HEARING AS WELL AS ALL THE FINANCIAL DISCLOSURES THAT ARE REQUIRED.

I DID SPLIT THIS BETWEEN TWO SLIDES.

IT WAS JUST REALLY TOO HARD TO GET ON ONE AND BE ABLE TO BE VERY VISIBLE.

AND THEN FINALLY THIS WOULD BE OUR PROPOSED BUDGET.

AGAIN, WE WOULD ADOPT THE BUDGET AT THE FUNCTION LEVEL.

THOSE ARE THE NUMBERS THERE ON THE LEFT, THE TWO DIGIT NUMBERS, THE GENERAL FUND, THE 199 THERE IN THE FIRST COLUMN, JUST OVER 76 MILLION.

AND THEN YOUR CHILD NUTRITION, YOUR FOOD SERVICE BUDGET, AS WELL AS YOUR DEBT SERVICE.

THOSE ARE THE THREE THAT WE'RE REQUIRED TO ADOPT AS A BOARD.

I THINK THE OTHER THING TO POINT OUT HERE IS THAT THE ONLY THING THAT YOU SEE THERE IS AN OVER EXPENDITURE PREDICTED IN THE CHILD NUTRITION BUDGET AND WHY WOULD WE SPEND MORE? WE ACTUALLY HAVE COLLECTED MORE.

WE HAVE EXCESS FUND BALANCE AND WE WOULD WANT TO TAKE THOSE FUNDS AND REINVEST THOSE INTO OUR PROGRAM IN THE FORM OF CAFETERIA TABLES, EQUIPMENT THAT NEEDS TO BE REPAIRED AND THOSE TYPES OF THINGS. SO WE WOULD WANT TO SPEND A LITTLE MORE THAN WE'RE PLANNING TO BRING IN THIS YEAR.

NO, NO. I WENT THROUGH THAT A LITTLE BIT QUICKLY, BUT I THINK MOST OF US HAVE SEEN THAT SO OPEN TO QUESTIONS, IF THERE ARE ANY AT THIS TIME.

SO I AM ASKING IT, BUT I DID BRING UP THE QUESTION DURING THE MEETING AND THAT QUESTION WAS IF WE WERE ABLE TO RECEIVE A UM THE BUDGET FROM, BECAUSE WE'D HAD A COMPARISON IN A GENERAL FUND AND WE HAVE HERE 22 AND 23 AND I WAS ASKING WHAT WAS THAT COMPARED TO WHEN YOU AS FAR AS THE INCREASE AND UM, THAT WASN'T AVAILABLE.

SO I WAS ASKING REGARDING 20 AND 21 TO, TO SEE THE GROWTH FROM 20 AND 21.

AND GIVEN THAT, OF COURSE I WASN'T HERE, BUT I WOULD LIKE TO KNOW THE DETAILS OF THAT AS FAR AS HOW YOU HAVE IT.
