[APPLAUSE].

SO PUBLIC COMMENT DURING REGULAR BOARD MEETINGS IS LIMITED TO THREE MINUTES. PLEASE DIRECT YOUR COMMENTS TO THE BOARD PRESIDENT AND SUPERINTENDENT.

IF ADDRESSING AN AGENDA ITEM PLEASE IDENTIFY THE ITEM YOU WILL BE COMMENTING ON.

>> I LIVE AT 1226 ROWEN DRIVE AND I'LL BE SPEAKING ON SCHOOL BEAUTIFY OCCASION AT LANCASTER HIGH SCHOOL.

HI. THANK YOU FOR HAVING ME TODAY.

I'LL BE REPRESENTING THE TIGER STUDENT ASSOCIATION ALSO KNOWN AS THE KEY COMMUNICATORS AT LANCASTER HIGH SCHOOL.

TODAY I WOULD LIKE TO TALK TO YOU ABOUT IMPLEMENTING SCHOOL BEAUTIFY OCCASION PERTAINING TO ITS APPEARANCE AT LANCASTER HIGH SCHOOL. IN THE CITY OF LANCASTER, THERE'S ONLY ONE HIGH SCHOOL. THE SCHOOL IS NOT WELL REPRESENTED. THE SCHOOL BODY, THE STUDENT BODY AT LANCASTER HIGH SCHOOL LACKS THE MOTIVATION TO ATTEND SCHOOL DUE TO THE UNAPPEALING PRESENCE.

IF YOU TAKE THE LETTERS OFF THE BUILDING, THE SCHOOL IS UNRECOGNIZABLE. WE WOULD LIKE TO BRING TO YOUR ATTENTION THAT THE SCHOOL IS IN NEED OF A CHANGE.

FIRST THE CULTURE HAS DIMINISHED SINCE THE START OF THE SCHOOL YEAR. YES, OF COURSE, COVID HAS PLAYED ITS ROLE BUT AS STUDENTS WE BELIEVE OUR ADVISORS SHOULD NOT USE IT AS AN EXCUSE TO DENY SUGGESTIONS.

THE PANDEMIC HAS BROUGHT A SET BACK TO OUR SCHOOL PUTTING A STRAIN ON TRADITIONS BUILT IN PREVIOUS YEARS.

BRINGING CULTURE BACK TO OUR SCHOOL SUCH AS CULTURE FLAGS, UPDATED FINE ARTS SHOW CASES AND HALLWAYS THAT SHOW SCHOOL SPIRIT WILL INCREASE STUDENT PARTICIPATION AND ATTENDANCE.

WALKING INTO THE HIGH SCHOOL STUDENTS WANT TO FEEL WELCOME.

RIGHT NOW STUDENTS FEEL OBLIGATED INSTEAD OF ENCOURAGED.

SECONDLY WITH THE BATHROOMS, STUDENTS SEE THAT THE MAINTENANCE IS NOT KEPT UP. THE LOW WATER PRESSURE, LIMITED BATHROOM NECESSITIES, AND THE LACK OF SOAP IS UNSANITARY.

STUDENTS CAN'T WASH THEIR HANDS PROPERLY BECAUSE SOME FAUCETS ARE NOT PUSHING OUT ENOUGH WATER.

MOST OF THE RESTROOMS DON'T HAVE SOAP CAUSING STUDENTS TO RINSE THEIR HANDS WITH NOTHING BUT WATER.

KEEPING UP MAINTENANCE AT LANCASTER HIGH SCHOOL WILL NOT ALLOW STUDENTS TO BE THOUGHTLESS OF.

[6.B. Data Outcomes from Mid-year - Patonia Bell and Dr. Shronda LaCour]

[00:20:06]

>>> THIS TIME WE'RE GOING TO NOVEMBER THE SUPERINTENDENT'S REPORT. BOARD A WILL -- DATA OUTCOMES FOR MID YEAR. DR. PERERA.

>> YES. THANK YOU, MADAME PRESIDENT.

WE DO HAVE A FEW REPORTS THIS AFTERNOON OR THIS EVENING BUT I ALSO WANT TO JUST TAKE TIME AND THANK OUR KEY COMMUNICATORS.

THEY'RE NOT JUST COMMUNICATORS IN THEIR SCHOOLS BUT THEY'RE ALSO PART OF SUPERINTENDENT'S ADVISORY WITHIN THEIR BUILDING AS WELL. THANK YOU ALL.

AS WE MOVE FORWARD WE HAVE FIRST A DATA WHERE THE COME FOR MID YEAR WITH MS. BELL AND M MS. LACOUR, DR. LACOUR.

GOOD EVENING. I WOULD LIKE TO INTRODUCE DR. SHRONDA LACOUR WHO WORKS WITH ME GREATLY ON DATA ANALYSIS AND IS CURRENTLY OUR ACADEMIC COORDINATOR WHO WILL OPEN FOR US TO WANT. DR. LACOUR.

>> HELLO AGAIN, MADAME BOARD PRESIDENT HAMILTON, DISTINGUISHED BOARD MEMBERS AND DR. PERERA.

I AM ONE OF THE ACADEMIC COORDINATORS.

TONIGHT I WILL OPEN UP THE PRESENTATION ON THE MIDDLE OF THE YEAR MAP DATA BY PRESENTING SOME BENEFITS OF USING THE SYSTEM. WE HAVE ABOUT FOUR OR FIVE THAT WE'RE GOING TO TALK ABOUT. THE FIRST THAT IT'S A NORMED REFERENCED ASSESSMENT MEASURING MATH, READING, LANGUAGE USAGE, AND SCIENCE. MATH ALSO ALLOWS TEACHERS TO ADJUST THEIR INSTRUCTION BASED UPON STUDENT RISK SO LET ME SLOW DOWN. IT SAYS THE MAP TEST IS ADAPTIVE AND WHAT THAT MEANS IS AS STUDENTS ANSWER QUESTIONS CORRECTLY THE QUESTIONS GET HARDER.

AS THEY BEGIN TO MISS QUESTIONS, IT GETS EASIER.

THE PURPOSE OF THAT IS TO FIND SOMETHING CALLED A WRITTEN RANGE WHICH THEN IS USED TO PROVIDE TARGETED, INDIVIDUALIZE INSTRUCTION. ALSO THE LAST THING AND ONE OF THE GREATEST BENEFITS OF USING MAP IS THAT IT ALLOWS CAMPUS LEADERS AND TEACHERS TO USE THOSE SCORES TO PERSONALIZE LEARNING, MONITOR INDIVIDUAL GROWTH, AND HELPS THEM TO UNDERSTAND EXACTLY WHAT SCHOLARS ARE READY TO LEARN.

WITH THAT BEING SAID I'M GOING TO PASS IT OVER TO MS. BELL SO THAT SHE CAN REVIEW SPECIFIC DATA.

>> THANK YOU, DR. LACOUR. SO ON THIS FIRST CHART I WANT TO JUST POINT OUT THAT I WOULD LIKE TO DRAW YOUR ATTENTION TO THE OBSERVED GROWTH COLUMN AND THAT IS WHAT WE'RE GOING TO FOCUS PRIMARILY ON THE CHARTS THAT WE'LL BE SHARING WITH YOU THIS EVENING. PROGRESS IS OUR NEW MEASURE SO WE WILL BE FOCUSING ON THE OBSERVED GROWTH.

AND THE CHART ABOVE I WANT TO EXPLAIN THAT AGAIN WE'LL BE LOOKING ACROSS GRADE LEVELS AND LOOKING SPECIFICALLY AT THE OBSERVED GROWTH FOR EACH CONTENT AREA.

FOR MATH, K THROUGH 8 IS WHAT WE'RE CURRENTLY LOOKING AT.

THERE IS OBSERVABLE GROWTH ACROSS GRADES K THROUGH 8 IN MATH AND THEN ALSO THERE'S A SMALLER CHART NEITHER THAT IS ACTUALLY JUST ANOTHER REPRESENTATION OF THE DATA THAT YOU ARE OBSERVING. I DO WANT TO CELEBRATE KINKEDER FIRST THIRD AND FIRST GRADE AS THEY REEFED MODERATE GROWTH AND ALSO -- RECEIVED MODERATE GROWTH AND I ALSO WANT TO POINT OUT TO ALL THE BOARD MEMBERS THAT YOU DO HAVE THIS INFORMATION PROVIDED TO YOU TONIGHT IN YOUR PACKET SO YOU HAVE THE EXPANDED VERSION OF THIS DATA AS WELL. SO ALGEBRA ONE THIS INFORMATION YOU'RE LOOKING AT, WE OBSERVED GROWTH IN GRADES 8TH AND NINTHING GRADE. ALGEBRA 2, WE OBSERVED GROWTH IN ALL GRADES IN NINTH, TENTH, 11TH, AND 12TH GRADE IN ALGEBRA 2. WITH GEOMETRY, WE OBSERVED GROWTH IN NINTH AND 11TH GRADE BUT IN TENTH GRADE THERE WAS A SMALL DECLINE OF A NEGATIVE ONE THERE.

AND THEN IN READING, GRADES K THROUGH 12, WE OBSERVED GROWTH ACROSS PREDOMINANTLY ALL GRADE LEVELS WITH THE EXCEPTION OF GRADES 11 AND 12. 11TH GRADE HAD A NEGATIVE THREE AND GRADE 12 HAD A NEGATIVE 4.

>> AND IN RELATION TO LANGUAGE ARTS WE HAD 11 GRADE LEVELS TO COMPLETE THIS SCREENER AND OF THE 11, SEVEN OF THEM SHOWED GROWTH INCLUDING GRADES TWO, THREE, FOUR, FIVE, SIX, EIGHT, AND NINE. THE ONLY TWO -- THE ONLY FOUR THAT DID NOT SHOW OBSERVABLE GROWTH WERE SEVEN, GRADE, 11TH, AND 12TH. IN RELATION TO SCIENCE WE HAD A 28 SCREENER AND OF THE SEVEN GRADE LEVELS, THAT COMPLETED

[00:25:04]

THIS SCREENER, SIX OF THEM SHOWED GAINS IN OBSERVABLE GROWTH INCLUDING SECOND GRADE, THIRD, FOURTH,ING FIFTH, SIXTH, AND EIGHTH. THE ONLY GRADE THAT DID NOT SHOW OBSERVABLE GROWTH WAS SEVENTH GRADE WITH A NEGATIVE ONE WHICH WAS NOT A BIG DECLINE AT ALL. AND THEN FOR OUR HIGH SCHOOL LIFE SCIENCESING NINTH AND TENTH GRADE TOOK THAT ASSESSMENT.

WE HAD OBSERVABLE GROWTH IN NINTH GRADE WITH AN INCREASE OF TWO POINTS AND THEN NO OBSERVABLE GROWTH IN TENTH GRADE WITH A MINUS FIVE.

>> SO THAT BRINGS US TO OUR TRENDS OPPORTUNITIES AND NEXT STEPS. WITH THE OPPORTUNITIES WE WILL CORPORATE TO MONITOR GROWTH TO ENSURE TEACHERS ARE WORKING EFFECTIVELY TO IMPACT ACADEMIC GROWTH.

CURRENTLY OUR STUDENTS ARE RECEIVING TIER ONE INSTRUCTION WITH A HE I HAVE EMPHASIS ON DIFFERENTIATED INSTRUCTION, INTERVENTION, ENRICHMENT, AFTER SCHOOL TUTORING, SATURDAY SCHOOL AS WELL AS SOCIAL AND EMOTIONAL LEARNING TOOLS AS WELL ARE BEING IMPLEMENTED IN OUR CLASSROOMS. OUR NEXT STEPS AS A DISTRICT IS TO CONTINUE TO UTILIZE THE MAP DATA TO ADDRESS STUDENT ACADEMIC NEEDS AND STRENGTHS. THE DISTRICT PLANS TO OFFER SUMMER LEARNING, STEM CAMPS, FRONT LOADING SUMMER SCHOOL.

WE'RE ALSO GOING TO MAKE SOME CURRICULAR ADJUSTMENTS TO ADDRESS OUR ACADEMIC CONCERNS AND THERE WILL BE A SERIES OF DIFFERENTIATED PROFESSIONAL LEARNING OPPORTUNITIES FOR TEACHERS IN THE SUMMER TO HELP THEM EQUIP THEM TO HELP THEM GROW STUDENTS. PROGRESS IS OUR NEW MEASURE.

SO AGAIN ONCE WE'VE COMPLETED OUR END OF THE YEAR MAP DATA, WE WILL COME BACK AND SHARE SOME MORE DATA POINTS WITH YOU AND FINALLY, I WANT TO JUST SAY DIRECTIONALLY AS A DISTRICT WE'RE PLANNING TO UTILIZE OUR MAP DATA TO EVALUATE CURRICULUM AND TEACHER EFFECT INESS ALONG WITH DETERMINING THE QUALITY OF STUDENT GROWTH AND ACHIEVEMENT. ARE THERE ANY QUESTIONS AT THIS TIME?

>> ALL RIGHT. FIRST QUESTION, I'VE BEEN A LITTLE BIT REMOVED FROM MAP FOR A WHILE SO WOULD YOU GIVE ME AN EXPLANATION OF THE RED SCORE AND HOW IT'S COMPRISED?

>> SO BASICALLY THE RED SCORE IS A UNIT THAT IS USED BY NWEA TO AGGREGATE THEIR DATA BUT THEN THEY ALSO TAKE THIS DATA AND THEY NORM IT SO THEN THEY COMPARE IT NATIONALLY TO COME UP WITH THE NORMED INFORMATION. AND THE WRIT ACTUALLY TELLS US AS A WHOLE WHAT STUDENTS ARE READY TO LEARN.

THAT'S WHAT THE SCORE TELLS US.

>> OKAY. SO LOOKING AT GRADE SEVEN MATH FOR EXAMPLE, I THINK WITH THE GRAPHIC YOU PUT UP, THEY WERE A LITTLE BIT BELOW THE GREAT LEVEL PROJECTED GROWTH. I KNOW YOU MENTIONED SOME ITEMS IN THE LAST SLIDE, NEXT TO LAST SLIDE ABOUT WHAT WE'RE DOING THOSE SO DO THOSE MEASURES INCLUDE INTERVENTIONS.

ARE THOSE DONE? WHAT ARE RESOURCES ARE WE USING

TO ADDRESS THESE SHORT FALLS? >> SO I WANT TO MENTION THAT MAP IS ALSO IN PARTNERSHIP WITH KHAN ACADEMY.

THEY'RE ALSO IN PARTNERSHIP WITH EDUCATION GALAXY SO WHAT WE'RE DOING RIGHT NOW IS IDENTIFYING ALL THE WAY DOWN TO THE SKILLS THAT STUDENTS ARE NEEDING. WE'RE USING SOMETHING CALLED A LEARNING CONTINUUM. THEY EVER ALSO WORKING WITH

STUDENTS -- THANK YOU VERY MUCH. >> YOU'RE WELCOME.

ANY OTHER QUESTIONS FROM THE BOARD?

[00:30:01]

HEARING NONE, THANK YOU ALL SO MUCH FOR THE INFORMATION.

>> THANK YOU.

[6.C. Results Driven Accountability (RDA) Results]

>> AT THIS TIME WE'RE FOG MOVE TO THE NEXT SUPERINTENDENTS REPORT. DR. PERERA.

>> YES, MA'AM. THANK YOU MADAME PRESIDENT.

NEPOTIST TO THE PODIUM -- NEXT TO THE PODIUM, WE'LL HAVE MS. KING.

>> FOR THE PERFORM MANSION LETTERS -- EXCUSE ME, THE PERFORMANCE LEVELS UNDER ACADEMIC INDICATORS, THE DISTRICT RECEIVED EIGHT THREES AND ONE FOUR.

FOR DPROIS PORTION GNAT ANALYSIS FOR STABILITYS IN SPECIAL EDUCATION ADDRESSES PLACEMENT OF STUDENTS WITH DISABILITIES IN MORE RESTRICTIVE SETTINGS AND DISCIPLINE OF STUDENTS WITH DISABILITIES ACROSS SEVERAL RACIAL ETHNIC GROUPS.

THE RISK RATIO OR THE NUMBER THAT THE DISTRICT NEEDS TO BE BELOW IS A #.5 AND I'M PROUD TO REPORT ALL AREAS OF LANCASTER ARE BELOW THE RISK RATIO OF 2.5 MEANING RE NOT CURRENTLY ON THE SIGNIFICANT DISPROPORTIONATETY LIST.

OF COURSE WE MUST CONTINUE TO REVIEW CURRENT DATA AND FOCUS ON

[00:35:04]

PROVIDING POSITIVE BEHAVIORAL SUPPORTS TO OUR STUDENTS TO STAY HERE.

>> FINALLY, OUR SPECIAL EDUCATION FEDERALLY REQUIRED ELE ELEMENTS WE ARE RIGHT ON TARGET FOR ALL FOUR TARGETS. AND WHERE DO WE GO FROM HERE? OUR FOCUS NOW IS TO CONTINUE TO SUPPORT STUDENT LEARNING SO THAT ALL STUDENTS CONTINUE TO GROW IN THEIR KNOWLEDGE AND SKILLS AND WE WILL DO THAT BY THE CONTINUED IMPLEMENTATION OF TRANSFORMING STUDENT ACHIEVEMENT FOCUSING ON HOUSE BILL 4545 WHICH IS ACCELERATING INSTRUCTION FOR ANY STUDENTS WHO FAIL STAR OR FOR ANY SPECIAL EDUCATION STUDENTS, THEY DO HAVE AN INTENSIVE PLAN OF INSTRUCTION DESIGNED SPECIFICALLY FOR THEM TO ADDRESS THEIR SPECIFIC NEEDS. WE ARE ALSO GOING BACK AND REVIEWING ALL OF SPECIAL EDUCATION EVALUATIONS TO SEE IF THERE ARE ADDITIONAL STUDENTS WHO COULD BENEFIT FROM THE DIS-ALEXANDRIA SERVICES. AND I WILL ANSWER ANY QUESTIONS YOU HAVE AT THIS TIME.

>> BOARD, ANY QUESTIONS? >> MADAME PRESIDENT, I DO HAVE

ONE QUESTION. >> YES, SIR.

>> AS RELATED TO THE INFORMATION JUST PROVIDED WHICH IS OUTSTAPLEDING THE WAY IT SOUNDS. ALL THOUGHTS ARE GOOD THINGS

RIGHT? >> YES.

>> ON OUR TAPER, WE HAD 2021 SPECIAL EDUCATION DETERMINATION STATUS OF NEEDS INTERVENTION. DO THE ITEMS YOU HAVE JUST SHARED, WILL THAT IMPACT THOSE CHANGES IN THE UPCOMING YEAR?

>> SO THE ITEMS THAT I JUST SHARED IMPACT THAT INFORMATION AND THAT IS BECAUSE OF THE STAR SCORES SPECIFICALLY.

WE ARE DOING QUITE WELL IN THE OTHER AREAS BUT AS I SAID WE HAD SEVERAL THREES AND ONE FOUR SPECIFICALLY IN SPECIAL EDUCATION. SO ALL OF THOSE THINGS THAT I LISTED AT THE END DEVELOPING SPECIFIC PLANS FOR STUDENTS, LOOKING AT THE AREAS THAT THEY'RE REALLY STRUGGLING AND THEN DEVELOPING THOSE INTENSIVE PLANS OF INSTRUCTION WILL HELP OF COURSE THEY'RE STILL UNDER HOUSE BILL 45 SO THEY'RE GETTING TWO DIFFERENT PLANS TO REALLY LOOK DOWN TO SEE WHAT AREAS ON THE STAR TESTS THAT THEY'RE STRUGGLING IN AND THEN DEVELOPING PROGRAMS TO ADDRESS THOSE SPECIFIC AREAS.

>> OKAY. THANK YOU. WOULD YOU ALSO ARTICULATE WHAT

HOUSE BILL 4545 IS? >> HOUSE BILL 4545 IS A BILL PASSED THAT SAYS FOR ANY STUDENT WHO FAILS STAR WE HAVE TO ACCELERATE INSTRUCTION. AND SO THAT'S DONE FOR GENERAL AND SPECIAL EDUCATION STUDENTS FOR ALL THE STUDENTS

>> ALL RIGHT. THANK YOU.

>> YOUR WELCOME. >> ANY OTHER QUESTIONS?

>> I JUST HAVE ONE QUESTION. THE NUMBERS THAT YOU GAVE FOR SPECIAL ED, IS THAT ALSO INCLUDING 504 STUDENTS?

>> NO, MA'AM. THAT'S JUST SPECIAL EDUCATION

STUDENTS. >> SO HOW DO YOU ACCOUNT FOR THE

504 STUDENTS? >> FOR A SPECIFICALLY FOR RESULTS DRIVEN ACCOUNTABILITY THE 504 STUDENTS WOULD FALL.

THEY COULD FALL UNDER THE OTHER SPECIAL POPULATIONS WHICH IS HOMELESSNESS, MILITARY CONNECTED OR FOSTER CARE.

OR THEY COULD 30 TERRIBLY FALL UNDER OF THE BILINGUAL BUT THEY ARE NOT REALLY LOOKED AT IN TERMS OF 504 SPECIFICALLY IN

TERMS OF RDA SPECIFICALLY. >> SO MY NEXT QUESTION TO YOU, WHEN -- DO OUR DISTRICT PLACE CHILDREN WITH ADHD WHICH IS A DISABILITY IN 504 AND IF SO, I MEAN, HOW DO YOU HOLD THAT ACCOUNTABILITY BECAUSE THOSE STUDENTS ARE THERE FOR 504 BUT THEIR DISABILITY IS ACTUALLY A DISABILITY.

>> SO FOR ADHD SPECIFICALLY, THAT COULD COME UNDERANOTHER HEALTH IMPAIRMENT IF IT WAS DETERMINED THAT A STUDENT HAS A DISABILITY AND EDUCATIONAL NEED THEN THEY WOULD BE SERVED UNDER SPECIAL EDUCATION. IF THEY JUST HAVE -- IF THEY HAVE ADHD BUT DON'T DETERMINE THERE'S REALLY THAT EDUCATIONAL NEED OR SPECIALLY DESIGNED INSTRUCTION THEY WOULD BE SERVED

UNDER 504. >> HAVE YOU ADDRESSED THOSE

BEHAVIORS? >> THE BEHAVIORS CAN BE ADDRESSED TO ACCOMODATIONS AND SUPPORTS AND A BEHAVIOR INTERVENTION PLAN POTENTIALLY IF THEY NEEDED ONE.

>> AND SO IF THAT BEHAVIOR PLAN IS UNDER 504, THEN THOSE INDIVIDUAL STUDENTS ACTUALLY ARE DISCIPLINED AS A STUDENT WITH A NONDISABILITY. CORRECT?

>> THAT'S CORRECT. IF THE STUDENT IS IN 504 AND THERE WERE TO BE ARE A CHANGE OF PLACEMENT LET'S SAY TO THE JD HALL THEN WE WOULD HAVE A MANIFESTATION DETERMINATION TO MAKE THAT PLACEMENT CHANGE. THAT'S CORRECT.

[00:40:01]

>> THANK YOU. >> YOU'RE WELCOME.

>> THANK YOU SO MUCH. >> THANK YOU.

>> MADAME PRESIDENT, I DID WANT TO SHARE WITH THE BOARD THE GROUP THAT I'VE BEEN RECENTLY SELECTED, THE NEW AREA SUPERINTENDENT, I WANTED THE BOARD TO KNOW THERE'S IS AN HONOR RARM THAT COMES ALONG WITH THAT FROM THAT ORGANIZATION THAT I WILL READ TO YOU IN THE FUTURE.

JUST WANT YOU TO KNOW THAT THERE IS SOME LEVEL OF COMPENSATION BUT I WILL HAVE THAT DONATED TO THE SCHOOL DISTRICT.

>> THANK YOU VERY MUCH. >> THANK YOU.

>> THANK YOU VERY MUCH FOR YOUR WORK IN THIS AREA AS WELL.

[APPLAUSE].

[7. Adoption of Consent Agenda]

>> OKAY. AT THIS TIME WE'LL MOVE ON TO THE ADOPTION OF THE CONSENT AGENDA. A, CONSIDER APPROVAL OF FEBRUARY 2022 FINANCIAL REPORT CCA LOCAL.

B, APPROVAL OF THE FOLLOWING MINUTES, BE LEGAL AND LOCAL, FEBRUARY 22ND, 2022, REGULAR MEETING, MARCH 9TH, 2022, CALLED 3450E9ING. -- CALLED MEETING.

ANY ITEMS ANYONE WOULD LIKE TO HAVE PULLED OR DISCUSSED?

>> HEARING NONE, IS THERE A MOTION?

>> MADAME PRESIDENT, I MOVE THAT WE ACCEPT THE CONSENT AGENDA AS PRESENTED TO US. OKAY. WE HAVE A MOTION BY MS. MORRIS. DO WE HAVE A SECOND?

>> I'LL SECOND.

WE HAVE A MOTION TO APPROVE THE CONSENT AGENDA AS APPROVED.

A SECOND BY MS. HAMILTON. AT THIS TIME I'LL CALL FOR THE VOTE.

[8. Discuss and take possible action to release the Forensic Audit Executive Summaries prepared by Weaver & Associates to the public. (G2) (G4)]

MOTION PASSES. AT THIS TIME WE'RE GOING TO MOVE INTO OUR ACTION ITEMS.

>> THE FIRST ONE, ANY SDPRUGS THE WORD?

>> MADAME PRESIDENT, I WOULD LIKE TO ASK THE QUESTION IF THE BOARD VOTE TO RELEASE THE AUDIT OF THE FORENSIC AND IF THERE'S ANY QUESTIONS FOR ANYONE IN THE COMMUNITY HAVE, WHO WOULD THEY DIRECT THEIR QUESTION TO? I WOULD ASSUME DR. PERERA OR HER

DESIGNEE. >> YES.

OR AT THIS TIME, THAT'S STILL KIND OF IN THE AIR BUT EITHER WILL COME TO OUR ROUTING AND IT WILL ROUTE TO COMMUNICATIONS.

DR. PERERA AND LEGAL TO DETERMINE THAT ANSWER THAT WILL

GO BACK OUT TO THE PUBLIC. >> THANK YOU.

>> ANY OTHER DISCUSSION FROM THE BOARD?

COMMENTS? >> QUICK STATEMENT.

>> SURE. >> SO I JUST WANT TO TAKE THE OPPORTUNITY TO SAY THANK YOU TO EVERYBODY THAT'S BEEN STANDING BY WAITING ON THIS DOCUMENT AND YOU SHOULD KNOW THAT MOST OF US ARE IN FULL SUPPORT OF MAKING THIS DOCUMENT PUBLIC FOR IF NO OTHER REASON FULL TRANSPARENCY. IF YOU'VE BEEN FOLLOWING THE DISTRICT YOU KNOW WE FACE CHALLENGES THE LAST COUPLE OF YEARS. I THINK RELEASING THIS DOCUMENT WILL SHED A BIT MORE LIGHT ON IT AND HOPEFULLY HELP US WITH OUR CONFIDENCE AND HOPEFULLY WHEN YOU TRUST.

THANK YOU.

PLOP. >> THANK YOU.

ANYONE ELSE?

>> I DO HAVE ANOTHER STATEMENT I WOULD LIKE TO SAY TO THE PUBLIC.

FOR WHOMEVER GETS A COPY OF THIS FORENSIC AUDIT, PLEASE CONTACT THE DISTRICT FOR CLARIFICATION. DO NOT INTERPRET ANY OF THIS ON YOUR OWN. THANK YOU.

>> THANK YOU. >> MR. JONES, DO YOU HAVE

SOMETHING? >> I DO.

I WANT TO THANK THOSE WHO HAVE TAKEN THEIR TIME TO GO THROUGH THIS ANALYSIS OF THE DISTRICT SINCE THE TIME PERIOD OF OUR LAST ADMINISTRATION. SO WE ACTUALLY ENCOUNTERED QUITE A FEW HICCUPS AND I THINK ONE OF THE STUDENTS MENTIONED EARLY IN OUR PRESENTATION ABOUT CULTURE. THE CULTURE OF THE HIGH SCHOOL HAD CHANGE WHICHED AND THE DISTRICT OVERALL I THINK.

I BELIEVE THAT THROUGH THIS PARTICULAR DOCUMENT AND THIS PROCESS WE'VE GONE THROUGH WE'VE BEEN ABLE TO SEE AND UNCOVER A LOT OF THINGS THAT WERE OCCURRING THAT WE WERE NOT AWARE OF SO THIS DOCUMENT, FIT IS RELEASED TO BOARD APPROVAL WILL AS A TRUSTEE SMITH MENTION PROVE VIED A LEVEL OF TRANSPARENCY FOR THE COMMUNITY AND ALLOW YOU GUYS TO SEE THE WORK THAT WE'RE DOING

[00:45:04]

AS A BOARD AND AS A TEAM TO COLLECTIVELY ENSURE THAT THE DISTRICT IS MOVING IN THE APPROPRIATE DIRECTION.

>> THE SCHOOL BOARD AND DISTRICT TO EXPOSE NECESSARILY EVERYTHING BUT IT IS KIND OF WHO I AM AS AN ADMINISTRATOR AND I AM FEELING VERY BLESSED AND WELCOMED BY A BOARD WHO IS ALSO FEELING THE SAME WAY THAT THE COMMUNITY DESERVES TO KNOW THE INFORMATION. THANK YOU ALL.

>> MADAME PRESIDENT, I MOVE THAT WE ACCEPT -- I'M SORRY.

I MOVE THAT WE RELEASE THE FORENSIC AUDIT REPORT TO THE COMMUNITY AS REQUESTED UNDER THE OPEN MEETING -- OPEN RECORDS ACT.

>> OKAY. MOTION BY MS. MORRIS. IS THERE A SECOND?

>> I SECOND. >> OKAY. HAVE A MOTION BY MS. MORRIS AND A SECOND BY MR. SMITH TO TAKE POSSIBLE ACTION TO RELEASE THE FORENSIC AUDIT EXECUTIVE SUMMARY TO THE PUBLIC.

>> CAN WE ASK COUNSEL TO SPEAK TO THE PROCESS WE'LL UNDERGO IF THIS IS VOTED TO MOVE FORWARD?

>> RELEASING THE FORENSIC AUDIT. >> WELL ASTHMA DAM PRESIDENT MENTIONED EARLIER THAT SHE FEELS LIKE THAT THE BEST IT'S IN THE BEST INTEREST OF THE DISTRICT TO REMAIN TRANSPARENT IN POSTING THIS AND SO I THINK THE BEST MEANS WOULD BE TO POST IT ON YOUR WEBSITE SO THAT WAY PEOPLE WOULD HAVE AUTOMATIC ACCESS TO IT. I MEAN OF COURSE, YOU KNOW, OTHERWISE, THERE WOULD BE A PIA REQUEST THAT HAS TO BE MADE SO THIS WILL JUST ALLEVIATE THAT PROCESS AND HAVE THAT INFORMATION DIRECTLY TO THE PUBLIC.

>> THANK YOU. >> WELCOME.

>> SO MADAME PRESIDENT, DO I NEED TO RESTATE MY MOTION SINCE

IT WAS RECOMMENDED TO POST IT? >> NO, MA'AM.

WE JUST NEED TO EITHER VOTE TO RELEASE IT OR WITHHOLD IT.

>> OKAY. SO WE HAVE A MOTION AND SECOND.

WE WERE AT THE POINT OF VOTING. MR. SMITH.

>> LET'S RELEASE IT. >> MS. MORRIS.

>> YES. >> MR. JONES.

>> YES. >> MS. DAVIS.

>> YES. >> MYSELF YES.

MOTION PASSES. WE WILL RELEASE THE EXECUTIVE

[9.A. Discussion and possible approval of Budget Amendments- CH(LEGAL and LOCAL), CAA(LOCAL)-(G2)]

SUMMARY. NEXT ITEM IS DISCUSSION AND POSSIBLE APPROVAL OF THE BUDGET AMENDMENT.

>> BEFORE MOVING FORWARD, WOULD YOU MIND --

[00:50:12]

THANK YOU MADAME PRESIDENT. CALL DANNY MOSLEY TO THE PODIUM

WHO WILL SHARE THE INFORMATION. >> GOOD AFTERNOON, BOARD.

DR. PERERA. I'M HERE TONIGHT REQUESTING APPROVAL FOR THE BUDGET AMENDMENT FOR THE GENERAL OPERATING FUND FOR SPECIAL ED. THE REQUEST IS TO MOVE FROM FUNCTION 33 HEALTH SERVICES TO GUIDANCE, EVALUATION, AND COUNSELING SERVICES FOR CONTRACTED SERVICES REPPEDERED FOR SPECIAL EDUCATION. THERE IS 2340 IMPACT TO THE GENERAL FUND. DO YOU HAVE ANY QUESTIONS?

>> OKAY, BOARD, ANY QUESTIONS ON THE AMENDMENT?

>> NO QUESTIONS FROM ME. >> OKAY. HEARING NONE, ASK

THERE A MOTION? >> MADAME PRESIDENT I MOVE THAT WE ACCEPT THE BUDGET AMENDMENTS AS PRESENTED.

>> MOTION BY MR. JONES. IS THERE A SECOND?

>> SECOND. OKAY. NEXT ACTION ITEMS

[9.B. Discussion and take possible action to approve the Recommendation to Approve AIA Document A141- 2014, Exhibit A Contract for Design-Build Energy Efficiency and Conservation Projects. - CVE (LEGAL AND LOCAL), CV (LEGAL AND LOCAL) - (G2, G3)]

KECKMENT A 141-2014 EXHIBIT A CONTRACT FOR DESIGN BILL ENERGY EFFICIENCY AND CONSERVATION PROJECTS CVE.

DR. PERERA. >> THANK YOU, MADAME PRESIDENT.

CALL FORWARD DR. PRICE WITH THE PRESENTATION OF THAT INFORMATION.

>> DESIGN BILL AMENDMENT DEALING SPECIFICALLY WITH THE LANCASTER HIGH SCHOOL REPLACEMENT AND EXHIBIT C ON INSURANCE.

THE DISTRICT NOW IS ASKING THE BOARD TO APPROVE PART TWO OF THE DESIGN BILL CONTRACT REPLACING THE HVAC SYSTEMS AT THE REMAINING SITES WHICH INCLUDE ROSA PARKS MILL BROOK ELEMENTARY, ROLLING HILLS ELEMENTARY, AND BELTLINE ELEMENTARY.

AS YOU KNOW, THE COUNTRY, THE WORLD, WE'VE EXPERIENCED SUPPLY CHAIN CONSTRAINTS, HOWEVER, THE INSTALLATION AT THE HIGH SCHOOL WILL BE COMPLETED IN APRIL OF 2022 FOLLOWED BY SUMMER 2022 WORK AT ROLLING HILLS ELEMENTARY AND I'LL EXPLAIN WHY WE'RE GOING IN THAT ORDER MOMENTARILY. INSTALLATION AT ROSA PARKS MILL BROOK GW CARVER AND BELTLINE WILL BE COMPLETED IN THE FALL, WINTER OF 2022 BASICALLY DUE TO THE AVAILABILITY OF EQUIPMENT.

WORK WILL BE STAGED SO AS TO NOT CREATE ANY DISRUPTION OF CLASSES. I REMIND YOU OF OUR FUNDING SOURCES.

[00:56:21]

>> SPECIFIED BY THE STATE'S ENERGY CONSERVATION OFFICE AS TO HOW TO ACHIEVE ENERGY EFFICIENCY RELATED PROJECTS.

OPERATIONS IS ALSO LOOKING INTO THE POSSIBILITY OF ADDING OR I SHOULD SAY REQUESTING A PERMISSION TO ADD ENERGY POSITION ENERGY MANAGER POSITIONS TO STAFF SO THAT WE COULD HAVE SOMEONE ALWAYS OF COURSE EXHIBIT B INSURANCE AND BONDS HAS BEEN DEALT WITH PREVIOUSLY.

SO THE INSTALLATION TIMELINE. THIS INSTALLATION'S SCHEDULE IS BASED ON EQUIPMENT AVAILABILITY DUE TO SUPPLY CHAIN ISSUES.

INSTALLATIONS IN THE FALL AND SPRING WILL OCCUR WHILE SCHOOL IS NOT IN SESSION SO AS TO AVOID ANY DISRUPTION OF OUR CLASSES.

THE SCHEDULE BELOW REFLECTS LANCASTER HIGH SCHOOL WILL BE TAKEN CARE OF IN APRIL. ALL RIGHT.

PLEASED TO TELL YOU ONE OF THE CHILLERS HAS ALREADY BEEN THROUGH PRODUCTION. THE SECOND CHILLER IS EXPECTED TO COMPLETE PRODUCTION AROUND APRIL 19TH.

BUT BY THE END OF APRIL, APRIL 30TH, WE SHOULD HAVE BOTH CHILLERS INSTALLED AND WING AT THE HIGH SCHOOL.

THEN BECAUSE OF THE AVAILABILITY OF THE EQUIPMENT, WE'RE TAKING ROLLING HILLS ELEMENTARY AND THE SEAT IN JUNE AND JULY OF THIS SUMMER. THE REST OF THESE ARE SEQUENCED IN THE ORDER OF EQUIPMENT OF AVAILABILITY.

AND SO THERE ARE SOME LONGER LEAD TIMES AND GETTING THIS EQUIPMENT TO THE DISTRICT AS I'VE INDICATED PREVIOUSLY BUT THERE ARE BEEN SEVERAL ISSUES WITH SUPPLY CHAIN THROUGHOUT THE COUNTRY.

[01:01:44]

>> 2014 EXHIBIT A WITH THE COST NOT TO EXCEED 5 MILLION, 528311.

I WILL SAY THAT I THINK THAT WE'RE VERY FORTUNATE AS A DISTRICT TO HAVE QUALIFIED FOR THESE FUNDS WHICH HAS HELPED US TO ALSO LEVERAGE THE BOND FUNDS THAT WE HAD REMAINING TO ACCOMPLISH THIS AND TO COMPLETE THIS TASK AND COME OUT DEBT FREE.

I V WITH ME TONIGHT MIKE COCHRAN WHO IS THE VICE PRESIDENT FOR BUSINESS DEVELOPMENT AND HE'S AVAILABLE IN ASSIST ME IN RESPONDING TO ANY QUESTIONS THAT THE BOARD MIGHT HAVE.

AT THIS TIME, I'D BE HAPPY TO RESPOND TO THEM.

OKAY. BOARD, ANY QUESTIONS? >> I HAVE A FEW.

I GUESS THE FIRST -- HOW'S IT GOING? DOING WELL. ONE IS ABOUT POTENTIAL SAVINGS WITH THE IMPLEMENTATION OF THESE UNITS.

TO WE HAVE ANY IDEA OF WHAT OUR POTENTIAL SAVINGS WILL BE ON

UTILITY COSTS? >> I'LL ADDRESS THAT.

SO I POSED THAT QUESTION WITH MY ENGINEER THIS AFTERNOON SINCE WE DIDN'T PROCEED WITH PERFORMANCE CONTRACT AND THEY DIDN'T COMPLETE A BUILDING MODEL BUT WHAT WE TALKED ABOUT WAS WHEN YOU LOOK STRICTLY AT HVAC REPLACEMENT, YOU'RE LOOKING AT EFFICIENCY GAINS OF THE EQUIPMENT ITSELF SO IF YOU JUST LOOK CAMPUS TO CAMPUS YOU WOULD SEE ANYWHERE FROM A ONE TO 7 OR 8% GAIN OF EFFICIENCY OF THAT EQUIPMENT.

WHAT'S WITH UNKNOWN AT THIS TIME EACH BUILDING ALSO CONSISTS OF AN ENERGY MANAGEMENT SYSTEM AND DURING THIS PROCESS WE'RE GOING TO UPGRADE A LOT OF THE CONTROLLERS, WIRE SENSORS.

IF WE FIND DURING THAT PROCESS WHILE WE'RE RETRO COMMISSIONING THESE SYSTEMS TO CONTROL THE EQUIPMENT THAT THINGS HAVE FALLEN OUT OF SCHEDULE SET POINTS, YOU COULD ACHIEVE UPWARDS OF 20% SAVINGS WITH HVAC REPLACEMENT.

SO JUST USING THE BROAD NUMBERS INTO THE -- NOT INCLUDING SEEC THAT WAS ABOUT 315 -- THAT COULD BE AROUND $60,000.

WHAT I WANT TO POINT OUT IS AT TWO OF YOUR CAMPUSES, ROSA PARKS MILL BROOK AND ROLLING HILLS ELEMENTARY, BOTH OF THOSE CAMPUSES ARE GOING TO SEE SOME DRAMATIC IMPROVEMENTS IN TERMS OF OUTSIDE AIR BEING INTRODUCE INTOED THE SPACE SO WHILE WE TIPLY SEE AN EFFICIENCY GAIN IN SAVINGS, THEY MAY OPERATE MORE ON A NEUTRAL BASIS BECAUSE WE'LL PROVIDE MORE OUTSIDE AIR TO EXIST WITH THE EXISTING EQUIPMENT OR THE SPACE AIR.

[01:05:28]

ALL RIGHT. IF OTHER QUESTIONS PERTAINING TO THE UNITS WHICH UNITS WILL WE BE GETTING FOR THE CAMPUSES?

WHICH HVAC UNITS? >> THAT FOR THE OPERATIONS STAFF BASED ON THEIR FAMILIARITY WITH THE SERVICE AND THEIR

CAPABILITIES. >> AND YOU MENTIONED ANY CONTROLLERS WILL BE TAKEN CARE OF SO WILL THAT COME OUT OF THAT 315,000 WE HAVE REMAIN SGLG IT'S ALREADY INCLUDED IN THE PRICE WE'VE GIVEN SO THAT NUMBER IS SET ASIDE FOR IF THERE WAS A PIECE OF MECHANICAL EQUIPMENT THAT WE NEVER LOOKED AT BECAUSE IT WAS NOT PART OF THE SCOPE THAT FAILS WHILE WE'RE ON SITE WE CAN HELP YOU WITH IT. WE COULD ADDRESS SOME BUILDING SPECIFIC LED OR AT THE END IT COULD GO UNSPENT AND WE CAN

DEDUCT THAT PIECE BACK TO YOU >> RIGHT.

AND THEN LASTLY, I GUESS AROUND BUILDING ENVELOPE, YOU IDENTIFY ANY KIND OF ROOFING ISSUES. HOW WOULD THAT BE ADDRESSED IN.

>> EVERYTHING THAT'S PART OF THE TURN KEY PRICE IS AT THE RISK OF US SO AS I WAS TALKING TO DR. PRICE WE'RE NOT GOING UTILIZE THE CONTINGENCY TO ADDRESS ANYTHING WE MISSED SO WE'RE ANTICIPATING ANY STRUCTURAL THINGS PARTICULARLY AT A COUPLE OF CAMPUSES WHERE WE'RE MODIFYING ROOF TOP, CURB ADAPTATION, THINGS ALONG THOSE LINES.

WE CREATE A ROOF OR ENVELOPE ISSUE OBVIOUSLY WE'LL HAVE TO HANDLE THAT BUT OUTSIDE OF THE SCOPE OF THAT ENVELOPE WISE WE'LL TURN IT AS AN EQUIPMENT DEFICIENCY REPORT TO YOU SO IF WE IDENTIFY A LEAK IN THE PROCESS OF REPLACING A PIECE OF EQUIPMENT OR IF YOUR OPERATION STAFF POINTS SOMETHING OUT WE'LL PROVIDE Y'ALL WITH THE INTEL AND YOU CAN MAKE DECISION ON SOMETHING OUTSIDE OF OUR ORIGINAL SCOPE IF YOU WISH TO USE THE CONTINGENCY TO USE IT AT THAT TIME.

>> OKAY. HERE'S MY LAST QUESTION TOWARDS DR. PRICE AND DR. PERERA AS IT RELATES TO WE USE SOME BOND FUNDS AND DURING THAT PERIOD WE HAD A HUB AND POLICY RELATES TO THE PERCENTAGES FOR THOSE INDIVIDUALS WHO GET PART OF THE WORK FROM THAT TYPE OF JOB SO IS THAT STILL BEING ADOPTED OR YOU CAN KIND OF SPEAK TO THEM?

>> I'LL BE -- WE WERE NOT GIVEN ANY PARAMETERS BUT IT'S KIND OF OUR OWN INTERNAL PROCESS TO INCLUDE HUB AND CONTRACTORS IN THE PROCUREMENT PROCESS SO WE HAVE FOUR CONTRACTORS TAKE PLACE IN THE PUBLIC BIDDING OF THIS. AND ONE OF OUR PREFERRED HUB CONTRACTORS RECEIVED THE BID. LOOKED AT THE DATA.

AND ROTFULLY DECLINED TO PROVIDE A BID ON THAT WORK THIS THE ARE SO WE DID NOT RECEIVE A HUB/MWB BID FOR THIS WORK.

CHALLENGING OUR MECHANICAL AREAS THERE'S FEWER QUALIFIED THAT CAN HANDLE THE BANDWIDTH AND THE CONTEXT AND THE SPEED AT WHICH WE DO SO UNFORTUNATELY, AT THE TIME GIVEN WE COULD NOT GO ADD ANOTHER CONTRACTOR INTO THE WALK BUT I THINK THE GOOD NEWS, THEY'RE A GOOD CONTRACTOR AND ARE EXTREMELY BUSY WAS THEIR REASON FOR NOT PROVIDING US A BID.

>> I AM HAPPY TO ADD, HOWEVER, THAT OUR INDEPENDENT ADVISOR TO THE DISTRICT, IS THE HUB CONTRACTOR AND WE'RE FAMILIAR WITH THAT BECAUSE OF COURSE THEY HELPED US ON THE NO SCHOOL

PROFIT. >> SO THEY WORK ON THAT PROJECT

AS WELL. >> THEY AS REQUIRED BY LAW THE DISTRICT HAS THE HAND AND IN THE INDEPENDENT ENGINEERING FIRM TO ADVISE THE DISTRICT ABOUT THE DESIGN BILL METHODOLOGY AND TO EXPECT ALL OF THE WORK THAT THEY'RE DOING SO THEY'LL BE WATCHING OVER E3 TO MAKE SURE THAT WE GET WHAT WE ARE PAYING FOR AND THAT THE JOB THAT'S BEING DONE CORRECTLY.

ONE OF THE MOST SIGNIFICANT THINGS THAT MIKE HAS SAID TONIGHT IS THAT THIS PRICE SO IF YOU APPROVE THIS CONTRACT, IS A LOCKED IN PRICE. SO NO MATTER WHAT IT MAY UNCOVER ONCE THEY START DOING THE WORK E3 HAS TO EAT THAT.

>> ALL RIGHT. THANK YOU FOR THAT RESPONSE AS WELL. WITH THE -- WILL IT BE THE SAME TEAM WHO WAS ON THE BOND? WE HAVE THE SAME PROGRAM

DIRECTOR? >> NO.

[01:10:01]

THIS WILL BE THE ENGINEERING COMPONENT BECAUSE THIS IS AN ENGINEERING BASE PROJECT.

>> ALL RIGHT. THANK YOU BOTH FOR YOUR RESPONSES.

>> THANK YOU ALL. >> I'M SORRY.

>> THAT'S OKAY. >> MY QUESTIONS AND STATEMENTS WILL BE VERY SHORT AT THIS TIME JUST WANT TO KNOW THAT EVERY PART AND EVERY SCHOOL YOU PUT EVERYTHING WILL BE NEW.

>> ABSOLUTELY. >> WITH A CLEAR WARRANTY ON IT.

>> ABSOLUTELY. ABSOLUTELY.

>> NO ATTACHMENT TO ANYTHING THAT'S OLD.

>> ALL NEW. >> ALL RIGHT.

>> WE LEARNED SOMETHING FROM BUILDING A BUILDING OVER AN OLD

BUILDING >> YES.

WE HAVE. YES, WE HAVE.

>> OKAY. ALL NEW. AND I'M ALSO HAPPY TO REPORT THAT TO ENSURE THAT THIS PROJECT IS COMPLETED ON TIME, E3 IS ALREADY POED THESE PURCHASE ORDERED, THESE UNITS SO WE HAVE THEM EVEN THOUGH YOU HAVE NOT APPROVED THIS CONTRACT, THEY HAVE ON GOOD FAITH POED THE ACQUISITION OF THESE UNITS COMING TO US SO THEY'RE ACTUALLY IN PRODUCTION NOW AND THAT'S WHY WE CAN SAY THAT WE CAN MEET THE SCHEDULE THAT I ROLL OUT TO YOU

IN THE PRESENTATION. >> OKAY. THANK YOU FOR THAT.

WELL, ANY OF THESE SCHOOLS BE OPERATED WITH SOLAR?

>>. >> NOT AS FAR AS I KNOW.

>> SINCE THIS IS AN ACTION ITEM, IS THERE A MOTION?

>> MADAME PRESIDENT, I WOULD LIKE TO MAKE A MOTION TO APPROVE THE ACTION ITEM B WHICH IS THE DESIGN BUILD ENERGY EFFICIENT CONVERSATION PROJECT AS MR. PRICE, DR. PRICE HAS PRESENTED

TO US. >> CONTRACT FOR DESIGN BILL EFFICIENTLY AND CONSERVATION PROJECTS.

AT THIS TIME I'LL CALL FOR THE VOTE.

>> MR. 134IG9 HAS STEPPED OUT. MS. BRYANT.

>> THANK YOU VERY MUCH. >> THANK YOU.

THANK YOU.

[9.C. Discussion and take possible action to approve the Recommendation to Acquire a New Transportation Routing, GPS and Student Tracking System. CNC (LEGAL AND LOCAL) (G2, G3)]

>> THIS TIME WE'LL MOVE TO OUR NEXT ACTION ITEM.

DISCUSSION AND TAKE POSSIBLE ACTION TO APPROVE THE RECOMMENDATIONS TO ACQUIRE A NEW TRANSPORTATION ROUTING GPS AND STUDENT TRACKING SYSTEM. LEGAL AND LOCAL.

DR. PERERA. >> YES.

THANK YOU.

DR. PRICE. YOU MAY REMAIN AT THE PODIUM.

THANK YOU. >> THANK YOU.

GOOD EVENING BOARD PRESIDENT HAMILTON, DISTINGUISHED TRUSTEES AND TO SUPERINTENDENT DR. PERERA.

I BRING YOU A RECOMMENDATION ON AINQUIRING A NEW TRANSPORTATION ROUTING GPS AND STUDENT TRACKING SYSTEM.

SO THE BAG GROUND FOR THIS IS WE HAVE SEVERAL OVERARCHING OBJECTIVES TO ENHANCE STUDENT SAFETY AND PARENT COMMUNICATION TO MANAGE OUR OWN TIME PERFORMANCE, TO IMPROVE OUR DISTRICT, PARENTAL COMMUNICATIONS, TO REDUCE AND MANAGE MAINTENANCE COSTS AND TO CREATE ROUTINE EFFICIENCY WITHIN THE DISTRICT. WE'RE RECOMMENDING A CHANGE FROM

[01:15:01]

OUR CURRENT SYSTEM BECAUSE THE DISTRICT CURRENTLY UTILIZES THREE VENDORS WITH MULTIPLE SYSTEMS TOTALLY $07,248 PER YEAR WHEREAS THE NEW SYSTEM THAT WE'RE PROPOSING OFFERS ALL OF THESE COMPONENTS IN ONE PROGRAM WITH A COST TOTALLING 63,660 PER YEAR. INSTALLATION

>>YOU MAY RECALL I PRESENT THIRD DEGREE AS A FUTURE BOARD ITEM AND YOU RAISED INFORMATION ABOUT THE STUDENT INFORMATION SYSTEM AND WE TOOK TIME TO ADDRESS THAT.

IT'S A WELL BASED SYSTEM WHICH ALLOWS USERS TO ACCESS AND CONNECT FROM THE TABLET SMART PHONE OR PC.

WE WORKED WITH TECHNOLOGY A TEAM AND THE EXECUTIVE DIRECTOR OF STUDENT DATA MANAGEMENT SYSTEM TO ENSURE.

TO AND PLUS SCHOOLS -- IT CAN BE USED AS A LUNCH PASS.

LIBRARY CHECK OUT OR COMPUTER CHECK OUTOR DEVICE LOG IN.

[01:20:02]

OR DISTRICT EVENTS. AND WE BELIEVE IN TIME THE SYSTEM CAN BE USED TO TAKE ATTENDANCE WHICH I'M SURE WILL MAKE OUR TEACHERS VERY HAPPY. I HAVE WITH ME TONIGHT MR. WESTON AND HE IS HERE TO ASSIST ME IN ANSWERING ANY QUESTIONS THAT THE BOARD MIGHT HAVE AND AT THIS TIME I WOULD BE HAPPY TO RESPOND TO ANY QUESTIONS THAT YOU MIGHT HAVE.

>> THANK YOU. >> REALLY A STATEMENT.

I'M SO HAPPY THAT ONE STOP THAT THE PARTS WOULD KNOW AND THEY DON'T HAVE TO WORRY ABOUT ALL THESE DIFFERENT BADGES BEING LOST. ONE BADGE YOU CAN GO IN AND OUT.

THANK YOU AGAIN, DR. PERERA. I WANT TO MAKE SURE THAT THE ANNUAL FEE CONTRACT IS FOR HOW LONG IS THIS LOCKED IN, A YEAR, TWO YEARS. DO WE HAVE TO GO BACK AND RENEW THIS? 3% IS THE STANDARD LANGUAGE IN OUR AGREEMENTS AND THAT'S WHAT I'VE PROVIDED DR. PRICE.

>> SO 3% WILL BE MOST LIKELY THE MAX.

WE WILL BE LOOKING AT CONSCIOUS. >> THAT IS CORRECT.

>> OKAY. ALL RIGHT. >> IS THAT 3% OF THE ANNUAL COST

OR OF THE OVERALL CONTRACT COST? >> THAT WOULD BE OVER THE ANNUAL COST. YES, MA'AM.

PER YEAR? IT SAYS FEE OF 63660 AFTER THE

FIRST YEAR OF OPERATION. >> YES.

>> AND THEY'RE UP TO THREE YEARS?

>> YES, MA'AM.

>> I HAVE SOME QUESTIONS, PLEASE.

>> OKAY. THE BADGES ARE THE BADGES INCLUDED IN THIS AMOUNT

QUOTED TO US? >> NO.

THE BADGES WILL BE PURCHASED SEPARATELY BY THE THROUGH THE VENDOR THAT WE HAVE IDENTIFIED THAT HAS WORKED WITH TRANSVERSEA. WE'VE ALREADY GOTTEN A QUOTE FROM THE BADGE AND THE TOTAL COST IS LESS THAN $40,000.

AND THAT COST WILL BE SPLIT BETWEEN OPERATIONS AND THE ACADEMIC SIDE OF THE HOUSE. AND THAT QUOTE FOR 40,000 IS FOR -- DID THEY BASICALLY OUR AVERAGE NUMBER OF STUDENTS AS

WELL AS STAFF? >> YES.

RIGHT. RYING.

>> THIS IS JUST STUDENTS.

>> FARCE THE EQUIPMENT IS THERE WARRANTY ON THE EQUIPMENT PLACED ON OUR BUSES?

>> THERE IS A ONE-YEAR WARRANTY ON OUR TABLETS.

AND THEN ON OUR TRACKING DEVICES THAT WILL BE PLUGGED INTO THE PORT ON THE BUS THAT IS A LIFETIME WARRANTY ON THOSE

[01:25:03]

DEVICES. >> AND YOU ALSO MENTIONED AN APP. IS THAT INCLUDED OR IS THAT

SOMETHING WE HAVE TO PURCHASE? >> IT IS INCLUDED.

IT IS INCLUDED. CLOSE

. >> AND THIS PORTION IS FOR DR. PRICE. THE PREVIOUS SYSTEM THAT WE USE FOR TRACKING YOU MENTIONED THERE WERE THREE VENDORS THAT IT WOULD TAKE LIKE ALL THREE OF THEM TO MAKE THE PROJECT WORK.

ARE WE OUT OF CONTRACTS AT THIS TIME WITH THOSE VENDORS?

>> YES. >> WITNESS-3 ON A YEAR TO YEAR

BASIS. >> OKAY.

>> AND SO WHAT WOULD HAPPEN IS IF YOU APPROVE GOING FORWARD ON THIS ONE, THEN WE WOULD END THE CURRENT CONTRACTS, PAY THE 272 AND CHANGE TO MOVE FORWARD WITH THE NEW SYSTEM AND WE WOULD NOT PAY AN ANNUAL FEE AGAIN UNTIL THE SUBSEQUENT ACADEMIC YEAR.

>> OKAY. AND THEN MY NEXT QUESTION IS CONSIDERING WE HAD A SYSTEM SIMILAR TO THIS IN THE PAST THAT'S I GUESS DEVICES WILL BE UNPLUGGED FROM OUR CURRENT BUSES.

>> WHAT SPECIFICALLY WERE THE ISSUES WITH THE PREVIOUS

SYSTEMS? >> THE COMMUNICATION.

THE BADGE SYSTEM WAS NOT COMPATIBLE WITH THE BADGING SYSTEM THAT AND THE DECISION WAS MADE AND I THINK IT WAS THE RIGHT DECISION THAT WE DIDN'T WANT OUR STUDENTS TO HAVE MULTIPLE BADGES BECAUSE OF THE TRACKING PROBLEM AND THE LOSING BADGES AND THINGS OF THAT NATURE.

>> IF I COULD, I MEAN, THIS -- IT'S NOT THE BADGING SYSTEM IT'S MORE ABOUT THE BUS TRANSPORTATION.

WHICH COMPONENT WAS NOT WORKING AS RELATES TO OUR BUSES.

WHICH ONE OF THOSE THREE SYSTEMS?

>> STUDENT TRACKING. >> YES.

[01:30:06]

APPROXIMATELY 08 BUSES. 60 OF WHICH ARE USED ON A DAILY BASIS. THE REMAINING 20 ARE USED FOR BACK UP OR SPECIAL EVENTS. THINGS OF THAT NATURE BUT ALL THOSE BUSES, 80 BUSES WOULD BE EQUIPPED WITH THE --

>> SO IS THAT PRICE POINT THE SMALLEST PRICE POINT WE HAVE UP

TO 130? >> IT ALSO INCLUDES YOUR VEHICLES AS WELL SO MAINTENANCE VEHICLES AND KIND OF ADMINISTRATIVE VEHICLES THAT YOU HAVE WE'RE ALSO TRACKING THOSE UNITS AS WELL.

>> CURRENTLY WE DON'T HAVE ONE AND -- THE WHITE FLEET WHICH IN MY OPINION OPINION GROSSLY NEEDS MODERNIZATION.

>> I'M A FORMER DIRECTOR OF TRANSPORTATION AT -- THE WAY I SEE IT I HAVE THAT IN MINE AS WELL.

I WAS AT MIDDLE SCHOOL IN CHARGE OF TESTING AND DISCIPLINE FOR A YEAR SO I GOT A SPECIAL PLACE IN HEAVEN I'M SURE.

>> SAY IT LOUD. >> OKAY.

COUPLE OF OTHER QUESTIONS ON PRICING AND THANK YOU FOR THAT AND FOR YOUR SERVICE AS A COUNCIL ADMINISTRATOR.

LOOKING HERE FOR PRICING, WE'RE LOOKING AT 65 VERIZON 4 G.

WE HAVE AN AGREEMENT WITH AT&T. >> WE DO.

WE DO OFTEN LOOK AT AT&T AS A VENDOR.

WE COULD DO THAT HERE. I TALKED TO DR. PRICE ABOUT THAT EARLIER TODAY. WE DO HAVE A GIS TEAM AS WELL AS ANOTHER TEAM THAT EVALUATES CELL SERVICE.

WHEN THEY DID THAT EVALUATION THEY FELT LIKE VERIZON WAS THE BEST IN YOUR AREA AND THAT'S WHY WE MADE THAT PRESCRIPTION FOR

YOUR DISTRICT. >> IT IS.

>> THANK YOU. OKAY. OTHER PART WAS ON THE

[01:35:50]

TRAINING. BUT ALSO WHAT THEY OFFERED BACK THEN WAS LOYALTY PACKAGE SO MAYBE DR. PERERA OUR BOARD IF WE EVER CHOOSE THE CHANGE TO VERIZON THEY STILL HAVE THE PACKET. I KNOW FOR SURE THEY HAVE IT BECAUSE I HAD A PHONE THROUGH THE DISTRICT BUT I PAID FOR IT JUST UNDER THEIR CONTRACT. I STILL HAVE THAT SAME PHONE TODAY 32 YEARS OLD WITH A LOYALTY CONTRACT BECAUSE I WAS PART OF THE DISTRICT. THEY HAVE SOME AWESOME PROGRAMS. I NEVER HAVE ANY PROBLEM. ONLY PROBLEM THAT I HAVE WITH MY PHONE IS WHEN I COME INTO THIS BUILDING AND I CAN TELL THAT IT'S NOT VERIZON. SO MAYBE THAT WOULD BE SOMETHING AND I'M SURE THEY WOULD GIVE US PROBABLY -- NOW, I HAVE A DISCLAIMER. I DON'T HAVE ANYTHING OTHER THAN I HAVE MY PHONE FROM THEM.

>> IS THERE A MOTION? >> MADAME PRESIDENT, I MOVE WE ACCEPT ACTION ITEM C FOR RECOMMENDATION TO ACQUIRE THE NEW TRANSPORTATION ROUTING GPS AND STUDENT TRACKING SYSTEM.

>> MS. MORRIS, DO YOU MIND IF WE JUST SAY AS PRESENTED IN.

>> I DON'T MIND. I JUST WANTED TO MAKE SURE ALL OF THAT WAS IN THERE PUT, YES. MADAME PRESIDENT, SO MOVED.

>> IS THERE A SECOND? >> SECOND.

>> SECOND BY MR. SMITH. TO ACCEPT THE RECOMMENDATION -- THANK YOU ALL SO MUCH.

>> THANK YOU.

[9.D. Discussion and possible approval of the 2022-2023 Academic School Calendar - EB (LEGAL and LOCAL)- (G1, G4)]

>> NEXT ACTION ITEM IS DISCUSSION AND POSSIBLE APPROVE OF NEXT YEAR'S ACADEMIC CALENDAR.

DR. PERERA. >>

>> THANK YOU, DR. PERERA. GOOD EVENING.

TONIGHT I WILL BE DISCUSSING THE LANCASTER ISD CALENDAR PROCESS FOR THE 2022-2023 SCHOOL YEAR AND ALSO SEEKING THE BOARD'S APPROVAL FOR THE CALENDAR THAT WAS SELECTED BY OUR COMMUNITY.

I BEGIN AS I GET STARTED TONIGHT, I WANTED TO POINT OUT A COUPLE OF THICKS WE HAD TO CONSIDER ALONG THE WAY WITH THIS PROCESS THAT THE NUMBER OF INSTRUCTIONAL MINUTES FOR STUDENTS MUST BE 75,600 MINUTES PER YEAR.

I WANT TO MENTION ALSO THAT THIS PROCESS WAS EXTREMELY COLLABORATIVE. WE HAVE THE OPPORTUNITY TO ENGAGE WITH SEVERAL GROUPS AND COMMITTEES ALONG THE WAY AND AS WE DID THAT, WE RECEIVED SOME VERY CONSTRUCTIVE FEEDBACK FROM ALL OF OUR STAKEHOLDERS SO IN FRONT OF YOU IS ACTUALLY THAT SCHEDULE OF THE TIMES AND DATES OF WHEN THEY MET WITH THOSE INDIVIDUALS TO ENGAGE ABOUT THE CALENDAR.

I WANT TO POINT OUT A COUPLE OF THINGS ABOUT OPTION -- THE TWO CALENDARS THAT WERE SHARED WITH THE COMMUNITY.

THIS IS ACTUALLY A SIDE BY SIDE COMPARISON IN THAT I WANT TO JUST POINT OUT SOME OF THE IMPORTANT ATTRIBUTES SO WITH CALENDAR A, IT REALLY DOES PRETTY MUCH MIMIC THE CALENDAR YEAR THAT WE'RE IN RIGHT NOW IT'S SIMILAR TO A TRADITIONAL

[01:40:02]

SCHOOL CALENDAR. WE DID ADD A FAIR DAY AND ALSO ADDED TWO WEEKS JUST PRIOR TO SCHOOL STARTING THAT ARE CONSIDERED OUR FRONT LOADING TIME FOR STUDENTS SO IT'S OUR SUMMER SCHOOL TIME ESSENTIALLY RATHER THAN HAVING SUMMER SCHOOL IN JUNE LIKE WE NORMALLY DO WE'VE ADDED IT TO THE BEGINNING OF THE SCHOOL YEAR INSTEAD. OPTION A HAD 45.7 PIERCEAGE AND B WAS 60.2 PIERCEAGE AND I WANT TO MENTION OUR SAMPLE GROUP WAS 684 PARTICIPANTS SO THE SURVEY WAS SHARED WITH ALL OF OUR STAFF AND OUR COMMUNITY, OUR PARENTS AND AT THIS TIME, OPTION B.

IT HAS ACTUALLY THE MOST VOTES. AND SO TONIGHT I AM ACTUALLY SEEKING YOUR APPROVAL FOR OUR CALENDAR OPTION B.

AND ARE THERE ANY QUESTIONS AT THIS TIME?

>> BOARD, QUESTIONS?

>> THE VOTE SPEAKS FOR ITSELF. >> DON'T HAVE QUESTIONS.

THANK YOU FOR YOUR -- THANK YOU FOR BEING INCLUSIVE AND INCLUDING EVERYONE IN THE PROCESS FOR SELECTING THE CALENDAR AND MAKING THE RECOMMENDATION.

>> ABSOLUTELY. THANK YOU.

>> OKAY. IF THERE'S NO DISCUSSION THIS IS AN ACTION ITEM. IS THERE A MOTION?

>> MADAME PRESIDENT I PROVE WE APPROVE THE 2022-23 ACADEMIC SCHOOL CALENDAR B WHICH HAD THE HIGHEST PERCENTAGE OF THOSE IN

THE APPROVAL. >> I SECOND.

>>

[9.E. Discussion and possible approval of amendment to 2021-2022 Board Travel Budget. BE(LOCAL)]

. >> NEXT ACTION/TELEIS AMENDMENT OF THE 2021-22 BOARD TRAVEL BUDGET.

>> YES. I ACTUALLY JUST WILL BE SHARING THAT INFORMATION WITH THE BOARD YOU HAVE BEFORE YOU INFORMATION REGARDING BOARD BUDGET TRAVEL BUDGET AS WELL AS THE BOARD OPERATING GUIDELINES AS PART OF THAT GUIDELINE INCLUDES THE AMOUNT OF MONEY IN WHICH EACH BOARD MEMBER IS GIVEN FOR TRAINING, ATTENDING CONFERENCES, ET CETERA.

WHAT WE HAVE FOUND IS THAT BUDGET WAS ADJUSTED IN THE LAST OPERATING AGREEMENT. IT WAS ADJUSTED FOR COVID BECAUSE NO ONE IS REALLY GOING ANYWHERE.

MOST THINGS WERE ON ZOOM SO THE COST WAS LOWERED.

THEY WERE A LOT LESS EXPENSIVE. BUT OBVIOUSLY WITH US BEING BACK IN PERSON CONFERENCES, SEMINARS, AND TRAINING OPPORTUNITIES FOR BOARD MEMBERS HAVE BEEN IN PERSON.

AND PRIOR TO COVID, THE BOARD HAD AN AVERAGE OF I THINK 61 TO $6,500 A YEAR WITH THE COST OF INFLATION, ET CETERA.

COMING INTO THE SCHOOL YEAR AS MANY BOARD MEMBERS HAVE CONTINUED TO ATTEND TRAINING AND SEMINARS, ET CETERA.

OUR FUNDING IS KIND OF RUNNING LOW THERE BECAUSE WE DID NOT MAKE THAT ADJUSTMENT FOR BACK IN PERSON.

I'M ASKING THE BOARD TO CONSIDER LOOKING AT OPPORTUNITIES TO INCREASE THAT BANALITY AMOUNT TONE SURE THAT THE MONEY IS AVAILABLE THROUGH TEND OF AUGUST IN ORDER FOR YOU TO CONTINUE TO DO PROFESSIONAL DEVELOPMENT SEMINARS, WORK SESSIONS, ET CETERA.

>> THANK YOU FOR THE INFORMATION.

BOARD, ANY DISCUSSION?

>> RIGHT NOW IT'S AT 45 I THINK. LOOKING TO INCREASE THAT TO 65 OR AS HIGH AS I THINK 10 BUT THAT'S UP TO YOU ALL AS A BOARD.

JUST WANT TO RECOMMEND THAT WE INCREASE THAT SO THAT WE'RE SURE THAT WE HAVE FUNDING TO COVER AND MAKE THAT AMENDMENT.

SO WHATEVER YOU DESIRE.

>> OKAY. DR. PERERA, WOULD IT BE A PROBLEM TO JUST ROUND IT

[01:45:01]

OFF AT 7:00 BECAUSE EVEN I HAVE HEARD AND I'M SURE EVERYONE ELSE INFLATION HOTEL FEES, TRAVEL FEES, GAS IS GOING UP, WE DON'T KNOW WHICH WAY IT'S GOING. SO IT'S POSSIBLE THE

RECOMMENDATION COULD BE SEVEN. >> THIS IS AN ACTION ITEM SO IF THERE'S NO OTHER DISCUSSION WE'RE OPEN FOR A MOTION ON IT.

>> OKAY. I MOVE THAT BOARD TRAINING AND TRAVEL MANDATED BY THE STATE BY AMENDED AND RAISED TO 70,000 PER YEAR.

>> SECOND? >> MADAME PRESIDENT AND ALSO -- FRIENDLY AMENDMENT SPECIFYING TO REMOVE THE STATE RIEFRMENT BECAUSE THE STATE REQUIREMENTS ARE SOMEWHAT MINIMAL AND WE MAY NEED ADDITIONAL TRAINING SO REMOVE THAT STATEMENT FROM YOUR MOTION IT GIVES US MORE OF A BROAD NATURE FOR ADDITIONAL

TRAINING AS NECESSARY. >> I HAVE NO OBJECTION.

>> THAGS FINE. SO IT'S BEEN AMENDED.

[9.F. Discuss and take possible action on filling vacancy for District 4 seat. (G1- G4)]

MOTION PASSES. >> NEXT ACTION ITEM IS FILLING THE VACANCY FOR DISTRICT FOUR SEAT.

CLOSE -- DISTRICT FOUR SEAT.

THIS IS PLACED ON THE ASTAIN FOR US TO DETERMINE AT THIS POINT WE'LL NEED TO APPOINT SOMEONE INTO THAT SEAT BUT WE NEED TO COME UP WITH CRITERIA ON HOW WE'LL BE MAKING -- HOW WE'LL ACTUALLY DO THE PROCESS. IF WE'RE GOING TO MAKE AN ACTUAL DOCUMENT TO COMPLETE AN APPLICATION OR IF WE'RE GOING TO ENTERTAIN RESUMES. THAT'S THE DISCUSSION FOR BOARD TO HAVE SO WE CAN MOVE FORWARD AND POST THAT VACANCY ON OUR

WEBSITE. >> MADAME PRESIDENT, MAY I?

>> SURE. >> I WOULD JUST LIKE TO MAKE A STATEMENT THAT I'M PLEASED TO SEE THIS ITEM AND HOPE THAT WE'RE ABLE TO MOVE FORWARD AND DISTRICT THREE REPRESENTED FOR THE LAST PAST TWO YEARS WE HAVE EITHER BEEN FUNCTIONING WITH

FOUR BOARD MEMBERS -- >> DISTRICT FOUR.

>> DISTRICT FOUR. WHAT DID I SAY?

>> THREE. IT'S FOUR.

>> DISTRICT FOUR AND WE HAVE BEEN FUNCTION, EITHER FOUR BOARD MEMBERS OR SIX AT THE LEAST. SO I AM PLEASED TO SAY AGAIN THAT WE ARE MOVING FORWARD FOR ALL DISTRICTS TO BE FULLY REPRESENTED. THANK YOU.

>> ANY OTHER COMMENT PHRASE THE BOARD?

>> MADAME PRESIDENT, I THINK THAT WE SHOULD GENERATE SOME KIND OF APPLICATION. I THINK THAT COMBINING A COUPLE OF APPLICATIONS WE HAVE FROM NEIGHBORING DISTRICTS, REVIEW THOSE, COME UP WITH ONE APPLICATION, GET THAT INFORMATION POSTED ON THE WEBSITE GIVE A TIME PERIOD TO REPLY AND RESPOND. EVALUATE AND INTERVIEW AND THEN MAKE A SELECTION AT A BOARD MEETING NEXT MONTH OR EITHER IN MAY.

>> I THINK WE SHOULD RECEIVE RESUMES AND GET INPUT WITH OUR HR DIRECTOR ON A PROCESS BECAUSE EVERY DISTRICT IS DIFFERENT AND SO WE CAN PICK AND CHOOSE WHICHEVER DISTRICT WE WANT TO USE THE APPLICATION. BUT AT THE END OF THE DAY, WE WANT TO KNOW THE QUALIFY KITCHENS AND CRITERIA AND UNLESS ONE OF UGHS HR INDIVIDUALS I THINK THAT WE REALLY SHOULD TAKE RECOMMENDATIONS FROM OUR SUPERINTENDENT THROUGH HR.

[01:50:30]

WE'RE OPEN FOR A MOTION ON IT. >> I MOVE THAT WE CREATE A COMMITTEE WHICH I WILL VOLUNTEER TO CHAIR TO CREATE AN APPLICATION AND PROCESS FOR FILLING THE VACANCY FOR THE DISTRICT FOUR SEAT.

>> SECOND. >> OKAY.

[9.G. Discuss and take possible action in reference to the Lancaster Education Foundation. (G1)]

>> NEXT ACTION ITEM IS DISCUSS AND TAKE POSSIBLE ACTION IN REFERENCE TO THE LANCASTER EDUCATION FOUNDATION.

OKAY, BOARD, THERE WAS SOME INFORMATION IN YOUR PACKET THAT WE RECEIVED FROM THE EDUCATION FOUNDATION.

THE LAST MEETING WE REQUESTED THE REPRESENTATIVE HERE TO HELP ARRANGE A MEETING FOR US TO DISCUSS AN UPDATED MOU WITH THAT FOUNDATION. WE RECEIVED THREE PAGES AND THAT

WAS ADDED TO YOUR BOARD BOOK. >> MA DAM PRESIDENT, IF I MAY, THANK YOU. I WOULD LIKE TO MAKE A RECOMMENDATION THAT OUR LEGAL COUNCIL SEND A CERTIFIED LETTER TO THE FOUNDATION. WE AS A BODY OF ELECTED OFFICIALS ENTERED INTO AN AGREEMENT AND MEMORANDUM OF UNDERSTANDING THAT HAS TO BE UPHELD.

HAS TO BE REVIEWED. THAT INFORMATION THAT WE RECEIVED AND HAVE A HEADING ON IT.

[9.H. Discussion and possible approval regarding verbiage in the Board Operating Guidelines (page 8 Item VIII. A. 2.) under Monitoring Superintendent’s Performance. (G1- G4)]

[01:56:21]

>> NEXT ACTION ITEM IS DISCUSSION AND POSSIBLE APPROVAL REGARDING VERBIAGE IN THE BOARD OPERATING GUIDELINES PAGE 8.

UNDER MONITORING SUPERINTENDENT'S PERFORMANCE.

THERE IS A TYPED FORM ON THE DAIS.

WHAT WE ARE ASKING TO CHANGE IN THE BOARD OPERATING GUIDELINES IS IT'S COMING TIME FOR US TO EVALUATE DR. PERERA BUT TRESSED A STATEMENT THAT STATE -- PERERA BUT TRESSED A STATEMENT THAT STATES -- WE DON'T HAVE SIX MONTHS TO GIVE HER THAT NOTICE.

WE ALSO NEED TO WORK ON THE INSTRUMENT AND THEN WE'LL SET THE DATE BECAUSE SHE'S NOT BEEN HERE WITH US A YEAR SO WE'RE JUST ASKING TO OMIT THE WORDS AT LEAST SIX MONTHS NOTICE AND IT WILL READ THE BOARD WILL PROVIDE JUST TO TAKE OUT THAT WE WILL NOT BE PROVIDING THAT NOTICE BUT WE WILL GIVE HER NOTICE SO THAT SHE CAN PREPARE FOR THE EVALUATION WITH THE BOARD.

ANY COMMENTS OR DISCUSSION? >> HEARING NONE, THIS IS AN ACTION ITEM. IS THERE A MOTION?

>> I MOVE THAT WE APPROVE THE AMENDMENT TO THE SUPERINTENDENT'S EVALUATION AND STATE IT FOR THE RECOMMENDATION AND STRIKING AT LEAST SIX MONTHS NOTICE.

>> HOLD ON. LET'S READ THAT STATEMENT.

THAT DOESN'T MAKE SENSE. >> IF IT'S NOT HERE ON THE PAGE? REGARDING VERBIAGE OF THE BOARD OPERATING GUIDELINES ON PAGE 8.

>> WE CAN NOT HAVE A SECOND. IS THERE A SECOND?

>> I SECOND.

MOTION PASSES.

THANK YOU ALL VERY MUCH.

[10.A. Toyota Leadership Academy and CTE Update]

>>> AT THIS TIME WE'LL MOVE TO THE INFORMATIONAL ITEMS. TOYOTA LEADERSHIP ACADEMY AND CTE UPDATE, DR. PERERA.

>> YES. THANK YOU, MADAME PRESIDENT.

I'LL CALL FORWARD MR. HYMAN, THE PRESENTERS THIS EVENING.

A. >> GOOD EVENING.

TODAY WE'D LIKE TO GIVE YOU AN UPDATE ON THE TOYOTA LEADERSHIP

[02:03:19]

ACADEMY. >> I LOVE MY LETTERS, MY SIGHT WORDS, AND IT HELPS ME READING BECAUSE BEFORE I WAS SCRIBBLING.

SO NOW THANK YOU FOR HELPING ME PRACTICE WITH MY READING.

>> HI, GUYS. I'M CHIEF OF ACCOUNTABILITY AND EQUITY PROGRAMS HERE AT LANCASTER ISD.

>> THERE'S NO BETTER WAY TO TALK ABOUT THAT PROGRAM THAN TO HEAR FROM IF STUDENTS AND TEACHERS. SO NOW WHAT ARE WE DOING NOW? WE HAVE SOME ADDITIONAL TRAINING ON -- COMING UP IN THE APRIL TIMEFRAME FOR RON CLARK ACADEMY FOR OUR ELEMENTARY CAMPUSES.

ANOTHER BIG INITIATIVE THAT WE'VE LAUNCHED AS A PILOT IS VARSITY TUTORS WHICH IS A MATH TUTORING STRATEGY THAT WE'RE USING FOR A SMALL GROUP OF STUDENTS AT PLEASANT RUN ELEMENTARY, GWC, AND ROLLING HILLS.

[02:05:01]

WE'LL CONTINUE OUR WORKSHOPS THAT WE'VE DONE FOR IN THE ENGINEERING AND BUSINESS PATH PROGRAMS OF STUDY AND THEN WE'LL CONTINUE TO WORK WITH OUR TOYOTA AMBASSADORS TO DO DIFFERENT EVENTS AT THE DISTRICT.

>> ALL RIGHT. GREETINGS, MADAME BOARD.

PRESIDENT HAM MILTON AND -- HAMILTON.

DARREN HYMEN FROM TOYOTA. GLOWED TO BE WITH YOU ALL AGAIN -- GLAD TO BE WITH YOU ALL AGAIN.

FOR THE REST OF THE SCHOOL YEAR THERE ARE SEVERAL THINGS THAT WE STILL WANT TO TAKE PLACE IN THIS FIRST YEAR OF THE LEADERSHIP ACADEMY. YOU SEE UP THERE WE'RE TALKING ABOUT IF WE CAN -- WE DON'T HAVE A LOT OF TIME BUT TO SEE IF WE CAN HELP AND ASSIST SOME STUDENTS WITH SCHOLARSHIPS AS THEY MATRICULATE ONTO COLLEGE SO SENIORS WE WANT TO IDENTIFY AS POSSIBLE SCHOLARSHIP RECIPIENTS FROM TOYOTA.

WE KNOW IT'S A BIG PART OF HOW WE WANT THE LEADERSHIP ACADEMY AND LANCASTER TO GROW AND SO THE FINAL PIECE THAT YOU SEE HERE WHICH IS SOMETHING WE THINK IS VERY EXCITING.

SOME OF THE CTE STUDENTS SO IF YOU REMEMBER WHAT WE FOCUSED ON THIS YEAR FROM A CTE PERSPECTIVE IS ENGINEERING, CYBER SECURITY, IT, AND BUSINESS MANAGEMENT. BUT IT WAS THOSE FOUR THAT WE TRIED TO GEAR TOWARDS THIS CURRENT YEAR.

SO WHAT WE DID WAS TALK TO HAMPTON UNIVERSITY WHO HELPED DO SOME CURRICULUM INFUSION ALONG THOSE PATHWAYS FOR THE YEAR.

ALSO IDENTIFY TUTORS THAT MAJOR IN THAT AT THEIR UNIVERSITY THAT ACTUALLY CAN INTERACT WITH SOME OF THE STUDENTS IN THAT CORRESPONDING MAJOR. SO JUST TALKING TO ENGINEERING STUDENTS. BUSINESS MANAGEMENT.

MAJORS TALKING TO BUSINESS MANAGEMENT STUDENTS AT LANCASTER AND SO THE GOAL IS TO HELP THEM TO GROW IN THAT PATHWAY.

AND SO WE THOUGHT -- AND SO WE THOUGHT STUDENT THAT HE HAS ARE CLOSER IN AGE IN THAT PEER GROUP AS THESE STUDENTS ARE GETTING READY TO GO TO THAT NEXT LEVEL COULD BE GREAT AND ACTUALLY JUST -- SOMETIMES WE CAN AS ADULTS SO WE THOUGHT THAT PROGRAM WOULD BE VERY BENEFICIAL TO THE STUDENTS SO THAT'S GETTING READY TO KICK OFF WITHIN THE NEXT WEEK OR SO AND SO WE'RE EXCITED ABOUT THAT.

SO YOU HEARD A LITTLE WHILE AGO ABOUT THE MATH IMPLEMENTATION SO GOING INTO THE YEAR THE GOAL WAS TO TARGET SIXTH GRADE AND TEST A STRATEGY TO HELP HAVE SOME MATH INTERVENTIONS FOR SIXTH GRADERS.

AS THEY WENT THROUGHOUT THE YEAR THE STAFF IDENTIFIED EVEN IN THE THIRD GRADE SO WE SAID THAT'S FINE WITH US.

HOWEVER WE CAN SERVE AND ASSIST THAT'S WHAT WE WANT TO DO SO THIRD GRADE WAS ADDED SO THAT'S WHAT ADDED THE ROLLING HILLS CAMPUS AND THE PLEASURE MOUNTAIN CAMPUS IN THIRD GRADE SO THAT PROGRAM STARTED ABOUT A MONTH AGO AND FROM WHAT I'M HEARING IT'S GONE VERY WELL AND I THINK THE PICTURE UP NEXT SHOWS THE STUDENTS IT'S SET UP IN INTERVALS OF 2350I6 STUDENTS THAT GET TUTORED AT ONE TIME THROUGH THIS VENDOR CALLED VARSITY TUTORS AND THEY SET BENCHMARKS AND WE TEST AND SEE WHAT WORKS. WHAT CAN BE IMPACTFUL AND HOWEVER WE CAN ASSIST GOING INTO NEXT YEAR WHETHER IT'S CONTINUING WITH VARSITY TUTORS OR MAYBE A DIFFERENT STRATEGY.

[02:11:08]

>> SO ANY WAY THAT WE CAN SERVE IN THAT AREA WE WANT TO DISCUSS THAT AND POSSIBLY ADD THAT TO THE ACADEMY MOVING FORWARD AND YOU SEE THEY'RE FOR MENTORSHIP, EXPANSION IN THE HIGH SCHOOL, MIDDLE SCHOOL, CONNECTIVITY, AND TECHNOLOGY.

SO WHAT I'M LOOKING AT WITH THAT WHEN WE'VE HAD AS AN EXAMPLE SOME OF THE MODULES THAT WE'VE HAD WHERE WE'VE HAD INDUSTRY EXPERTS WHO TELL YOU HOW TO COME IN AND TEACH CLASSES OR PRESENT OR WHAT HAVE YOU, THE CLASSROOMS ARE NOT IDEAL FOR IT.

THEY HAVE THE SMART BOARD SET UP WITH THE LAPTOP ON THE DESK AND YOU HAVE TO TURN THE LAPTOP TO FACE THE CLASS AND YOU'RE TALKING AND THE STUDENTS AT THE BACK OF THE CLASS YOU HAVE TO SPEAK UP AND STAND UP SO THE PRESENTER CAN HEAR.

IT'S NOT CONDUCIVE NOR INTERACTIVE DISCUSSIONS.

SO I THINK IT WOULD BE A GOOD IDEA INTO SETTING UP PARTICULAR CLASSROOMS IN CERTAIN CAMPUSES AT COMMUNICATION CENTERS WHERE THEY'RE OUTFITTED FOR THAT TYPE OF INTERACTION AND THAT TYPE OF CLASSROOM SETTING AND WE'RE WILLING TO ACTUALLY SUPPORT THAT AND SET THAT UP IF THAT'S SOMETHING THAT THE DISTRICT

THINKS IS BENEFICIAL. >> LET ME GO BACK.

ANY QUESTIONS TO THAT THUS FAR? IS THIS WAS THE PITCH FROM THE HIGH SCHOOL HEROS WITH THE SXHUNT THIS WAS PROBABLY I MONTH OR SO AGO AND I WANTED TO MAKE SURE THAT NOT ONLY INSIDE THE FOUR WALLS MAKE AN IMPACT BUT OUTSIDE OF THE FOUR WALLS AND THE COMMUNITY AS WELL SO I THINK THAT WAS 211 STUPIDITYS IF I REMEMBER CORRECTLY.

LANCASTER HIGH SCHOOL.

NOW I'LL TURN IT OVER FOR THE SHOW CASE.

MORE DETAILS ABOUT THAT. >> SO HE TOUCHED UPON THEY RECALLER ON MARCH 3RD, WE HAD OUR CTE SHOW CASE.

WE THEMED IT POPPING WITH CTE SO THE WHOLE CAMPUS WAS KIND OF CONVERTED WITH POPCORN AND THE NEAT THING ABOUT THIS IS THAT OUR TOYOTA AMBASSADORS REALLY DID A LOT OF THE PLANNING AND A LOT OF WORK AROUND THAT SO THEY REALLY STEPPED UP IN A LEADERSHIP ROLE WITH THAT. ANOTHER NEAT AREA IS THAT WE ACTUALLY PULLED IN NOT ONLY OUR CAREER TECHNICAL EDUCATION BUT FINE ARTS AND JROTC SO IT WAS A VISION FOR PARENTS AND STUDENTS IN THE EIGHTH GRADE TO SEE EVERYTHING THAT COULD BE -- THAT WE HAD TO OFFER AT THE HIGH SCHOOL LEVEL FOR STUDENTS.

PEOPLE GOT TO TAKE A TOUR AROUND THE BUILDING TO SEE OUR PROGRAMS AND STUDY AND ACTION AND OUR STUDENTS IN ACTION WITH THOSE.

WE USED QR CODES INSTEAD OF HAVING ALL THAT PAPER THAT

[02:15:03]

ALWAYS GETS LEFT ON THE FLOOR, WE USED QR CODES FOR STUDENTS TO TELL US WHICH PROGRAM OF STUDY THEY WERE INTERESTED IN AS THEY MATRICULATED TO THE NINTH GRADE. SO I THINK OVERALL IT WAS A REALLY GOOD EVENT AND PEOPLE ENJOYED IT.

AND SO SOME OF THE BENEFITS IS THAT WE REALLY GOT A LOT OF EXCITEMENT AND ENERGY NOT ONLY FROM THE EIGHTH GRADERS AND THEIR PARENTS BUT OUR OWN STUDENTS WERE EXCITED AND ENERGIZED AROUND THE OPPORTUNITY TO SPEAK WITH THE YOUNGER KIDS AND SHOW THEM EVERYTHING THAT THEY KNOW HOW TO DO AND WHAT THE POSSIBILITIES ARE.

TO BE HONEST, I DIDN'T THINK THEY WOULD DO IT.

I DON'T EVEN KNOW IF THEY THOUGHT THEY WOULD DO IT BUT WHEN WE LOOKED UP, OH, MY GOODNESS, IT KIND OF HAPPENED.

SO THIS YEAR WE'RE -- I'M PLEASED AGAIN BECAUSE THIS NUMBER HAS EVEN CHANGED. THIS NUMBER SAYS 504 AS OF BEFORE WE LEFT FROM SPRING BREAK WE ACTUALLY HAD 310 AND WE HAVE SOME THAT HAVE NOT BEEN REPORTED YET.

SO THAT NUMBER CONTINUES TO GO UP.

THANK YOU AND WE'RE HAPPY TO HAVE ANY QUESTIONS FOR US.

>> THANK YOU. >> MS. VINCENT, AND TOYOTA, YOU ALL WERE AWESOME. I ATTENDED AND IT WAS GREAT.

>> THANK YOU. >> I CAN SEE WHY YOU RAISE WENT UP TO 504 PROBABLY NEXT MONTH FOR THE END OF SCHOOL, IT WILL

BE 1,000. >> WE'RE NOT GOING TO COMMIT TO THAT.

[LAUGHTER]. >> BUT IT WAS GREAT.

I ENJOYED IT. IT WAS PUT ON REAL GOOD.

THE LEGACY LIES HERE AND IF THEY LEAVE HERE AND THEY DON'T HAVE ANYTHING TO REMEMBER WHAT DID SOME OF THE CAR DEALERSHIPS DO FOR US, WHAT DID OUR HIGH SCHOOL DO FOR US? YOU ARE DOING IT. THANK YOU.

>> THANK YOU FOR THAT. WE APPRECIATE IT.

>> ANY OTHER QUESTIONS? >> COMMENTS?

>> IT'S PHENOMENAL THE PARTNERSHIP THAT WE'VE EMBARKED UPON HOW YOU GUYS ARE STILL COMMITTED AND EXTENDING THAT PARTNERSHIP FOR ANOTHER YEAR TO IMPACT THE LIVES OF OUR STUDENTS AND TEACHERS BECAUSE MORE IMPORTANTLY WE'VE GOT TO BUILD CAPACITY ABOUT TEACHERS TO EQUIP THOSE STUDENTS.

SO THANK YOU.

BOTH OF YOU.

FOR THAT WORK.

>> I JUST HAVE A COMMENT. THANK YOU FOR ALL YOUR HARD WORK AND DEDICATION TO OUR STUDENTS. I'VE HEARD GREAT THINGS ABOUT THE PROGRAM ESPECIALLY AT THE HIGH SCHOOL.

AND TO TOYOTA, THANK YOU ALL SO MUCH FOR POURING INTO OUR STUDENTS. WE GREATLY APPRECIATE IT.

I WANT TO ECHO THE SENTIMENTS OF THE BOARD AS WELL.

MR. HYMAN I HAVE A CHALLENGE FOR YOU.

ONE THING YOU TALKED ABOUT IN WHERE WITNESS-3 GOING IS WRITING

[02:20:01]

SKILLS AND I KNOW THAT MY STAFF AND SCHOOLS ALL OVER THE COUNTRY WE FOCUS ON THOSE TRADITIONAL WRITING SKILLS IF YOU WILL.

TEX PLEASETORY PIECES. PURR SWAYSIVE AND I WOULD CHALLENGE TECHNOLOGY -- TOYOTA TO WORK WITH US ON DEVELOPING THOSE SKILLS NEEDED IN THE REAL WORLD AS WE EVOLVE.

[10.B. Operations Updates (G1-G4)]

>> THANK YOU, MADAME PRESIDENT. MR. PRICE.

ONE LAST TIME THIS EVENING.

>> THIS IS THE FIRST I'VE HEARD OF THOSE ISSUE AS I CERTAINLY DID NOT LIKE WHAT I HEARD. AND WILL NOT TOLERATE WHAT I HEARD EITHER. I'M GOING TO PERSONALLY GO OVER MYSELF AND SEE FIRSTHAND WHAT'S GOING ON.

SECONDLY, I WANT TO ASSURE YOU THAT THIS BOARD ROOM IS GOING TO BE DONE AND IT'S GOING TO BE DONE RIGHT AND VERY QUICKLY.

THERE'S NO EXCUSE FOR THAT SCREEN NOT WORKING AND SOME OF THE OTHER ISSUES THAT WE HAD TONIGHT.

IT WILL NOT BE TOLERATED AND I WILL CORRECT IT PRONTO.

SO FIRST ITEM THE BOARD ROOM UPGRADE IS NOT COMPLETE BECAUSE IT'S NOT RIGHT YET AND WE'RE NOT GOING TO STOP UNTIL WE GET IT RIGHT. THEY'RE GOING TO START TROUBLESHOOTING TONIGHT IMMEDIATELY AFTER YOU ADJOURN.

THE PRACTICE FIELDS ARE ON SCHEDULE.

AND THEY WILL BE COMPLETED BY AUGUST 1ST.

COACH IN TIME FOR FOOTBALL SEASON.

THESE ARE FOOTBALL PRACTICE FIELDS.

THEY WILL BE READY IN TIME. I DROVE THROUGH THE OTHER DAY AND THEY LOOK LOVELY ALREADY AND THEY'RE ABOUT TO START PLANNING THE SOD AND -- PLANTING THE SOD AND IT'S JUST GOING TO BE WONDERFUL THAT WE NO LONG LETTER HAVE TO TRANSPORT OUR STUDENTS FROM THE SCHOOLS TO THE HIGH SCHOOL FOR FOOTBALL PRACTICE.

NEXT ITEM IS ON THE DESIGN BILL PROJECT.

OF COURSE YOU KNOW YOU APPROVED PART ONE WITH THE CHILLERS.

THE CHILLERS ARE SCHEDULED TO BE DELIVERED AS I MENTIONED EARLIER. ONE IS ALREADY COMPLETED PRODUCTION. THESE REQUESTS FOR QUALIFICATIONS I WANT TO REMIND THE BOARD THAT WE'RE PURSUING TO GATHER INFORMATION ABOUT THE MARKET VALUE OF LAND THAT YOU HOLD SO THAT YOU CAN MAKE AN INFORMED DECISION WHETHER YOU WANT TO RETAIN THE LAND OR DISPOSE OF IT OR WHATEVER.

THAT RFQ WAS ACTUALLY RELEASED THIS WEEKEND AND WE WILL HAVE A RECOMMENDATION ON A VENDOR AT OUR BOARD MEETING ON THE 26TH.

FINALLY, I WOULD LIKE TO THANK YOU THANK YOU THANK YOU FOR THE RAISE IN OUR CUSTODIAL PAY TO $1550 PER HOUR AS IF STAT SHOWS IT HAS HAS AN INIMPACT UPON OUR ABILITY TO HIRE WHEN I SPOKE TO YOU IN JANUARY WE HAD 61 AUTHORIZED POSITIONS IF THE WE STILL DO. WE'VE HAD 47 POSITIONS SO WE WERE 22 POSITIONS SHORT. THE WORK THAT HR AND WE HAVE

[02:25:16]

BEEN DOING TO PROMOTE. 23I8ING THESE POSITIONS HAS HAD AN IMPACT AND WE ARE SO GRATEFUL FOR YOUR SUPPORT.

I'M HAPPY TO RESPOND TO ANY QUESTIONS.

TOMORROW TO ADDRESS THE WATER PRESSURE CONCERNS AND THE SOAP

ISSUES. >> YES, SIR.

>> SO THAT'S VERY PLEASING TO HEAR.

I GUESS THE OTHER POINT THAT THE STUDENTS MADE WAS REGARDING THE LHS FACELIFT ON THE EXTERIOR AND/OR INTIER YORE.

I DON'T KNOW WHAT -- INTERIOR. I DON'T KNOW WHAT WE NEED TO DO FOR THAT BUT WE CAN EVALUATE WHAT CAN BE DONE OR GET INPUT FROM THEM AS FAR AS WHAT THEY THINK NEEDS TO BE DOWN IMPROVE IT AS WAS SO ELOQUENTLY SAID EARLIER.

OTHER ITEM REGARDING WHAT WE APPROVED TONIGHT, SO DR. PRICE I THINK YOU HAVE ABOUT $5.5 MILLION OUT OF US THIS EVENING. SO IF YOU CAN CHECK ON THE ENERGY SAVINGS. I KNOW YOU SAID THEY DIDN'T DO THAT BUT THEY WOULD. SO 2350I WHAT THAT POTENTIAL SAVINGS CAN BE WE CAN PUT IT BACK AND THAT WOULD BE

FANTASTIC. >> I'LL DO IT.

>> REALIZING THAT LIGHTING IS THE MOST QUICK WAY FOR US TO REALIZE THOSE SAVINGS BUT THIS PART WILL BE DONE AND I THINK WITH THAT ALL ITEMS YOU MENTIONED IN THIS UPDATE SO

THANK YOU FOR THE WORK THUS FAR. >> THANK YOU, TRUSTEE JONES.

>> YES, MA'AM, GO AHEAD. >> THANK YOU.

I WANT TO THANK YOU FOR ACT KNOWLEDGING WHAT YOU HEARD TONIGHT AND ENSURING THAT WE KNOW THAT YOU WILL BE ON TOP OF IT IN THE MORNING AND PROBABLY BY TEND OF TOMORROW DAY THERE WILL BE A LOT OF SOLUTIONS TO MOVE FORWARD.

THANK YOU.

>> ARE THERE ANY OTHER QUESTIONS OR COMMENTS?

>> NO OTHER QUESTIONS. THANK YOU FOR THE UPDATE.

AND THANK YOU FOR PROACTIVELY WORKING ON OUR EQUIPMENT FOR US.

AT THIS TIME WE HAVE NO BOARD MATTERS UNLESS ANYONE ON THE DAIS HAS ANYTHING FOR BOARD MATTERS?
