IN CASE I MISSED IT LAST FRIDAY, IT WAS MONUMENT AL DAY FOR US IN LANCASTER RSD SINCE THE START OF COVID-19. OUR DISTRICT RECORDED ZERO ACTIVE COVID-19 CASES WITHIN OUR DISTRICT, AND THAT IS SOMETHING THAT WE DEFINITELY WANT TO CELEBRATE. WE'VE GOT CLAP THAT UP.

[APPLAUSE] IT'S NOT BEEN LIKE THAT SINCE MARCH OF 2020. THIS IS NEWS WORTHY. IT MEANS OUR EFFORTS TO MITIGATE THE SPREAD OF COVID-19 ARE WORKING. WE ATTRIBUTE THE ZERO COUNTS TO OUR MANAGEMENT * -- MASK MANDATE, GREAT WORK FROM HEALTH SERVICES DEPARTMENT AND ESTABLISHED HEALTH AND SAFETY PROTOCOLS AND THE PARTNERSHIP WITH OUR PARENTS AND OUR STAPH. SO WE DEFINITELY GOT THIS INFORMATION OUT ON FRIDAY . WHEN I HEARD ABOUT IT FROM NURSE OBERA AND GOT PICKED UP ON SPECTRUM NEWS. WE ARE ONE OF THE ONLY REPORT THAT CAN IN THE STATE OF TEXAS RIGHT NOW. WE HOPE WE CAN KEEP THAT GOING AND WE HOPE THIS TRAINING IS SOMETHING THAT CAN SPREAD NATIONWIDE AND WORLDWIDE SO WE CAN MOVE OURSELVES FROM UNDER COVID-19. DEFINITELY SOMETHING WE WANT TO CLAP UP AND BE VERY PROUD AND THAT CONCLUDES MY FOUR ACKNOWLEDGMENTS.

[APPLAUSE] >> PRESIDENT HAMILTON: DID WE RECEIVE ANY CITIZENS COMMUNICATION?

[6.A. COVID-19 Update]

[00:15:01]

>> NO. >> PRESIDENT HAMILTON: THANK YOU. AT THIS TIME WE'LL MOVE ON TO THE SUPERINTENDENT'S REPORT OF THE FIRST ONE IS COVID-19 UPDATE. NURSE OBERA?

>> NURSE OBERA: GOOD EVENING, MADAM PRESIDENT AND BOARD MEMBERS. YES, COVID-19 REPORT RIGHT NOW, AS MS. SIMPSON HAD SAID, OUR NUMBERS WERE ZERO FOR LAST WEEK. WE'VE HAD 179 RECOVERED CASE. SO FAR THIS WEEK WE'RE ON A ROLL. WE HAD ZERO POSITIVE CASES TODAY, WHICH IS REALLY GOOD. AND WE'RE LOOKING FORWARD TO KEEPING THAT NUMBER LOW, AS LOW AS POSSIBLE.

WE'RE STILL, YOU KNOW, WE'RE WEARING OUR MASKSES AND IT JUST DEPENDS ON WHAT IS DECIDED ABOUT THE MASK MANDATE. BUT I THINK IT'S REALLY HELPFUL. AND THE PHYSICAL DISTANCING AND RIGHT NOW WE ARE CATCHING EACH CHILD THAT COMES IN WITH SIGNS AND SYMPTOMS OF COVID-19, WE ARE MAKING SURE THAT WE STAY ON TOP OF IT AND WE'RE FOLLOWING UP WITH THEM AND THEIR PARENTS AND DOING EVERYTHING THAT WE CAN TO KEEP THE CHILD SAFE AT HOME OR

AT SCHOOL. THANK YOU. >> PRESIDENT HAMILTON: THANK

[6.B. Community Care Counseling Services]

YOU. >> NURSE OBERA: THANK YOU.

>> PRESIDENT HAMILTON: NEXT ON SUPERINTENDENT REPORT IS COMMUNITY CARE COUNSELING SERVICES, STEVEN CARTER?

>> STEVEN CARTER: GOOD EVENING, MADAM PRESIDENT, THE BOARD, DR.

PERERA, AND EVERYONE HERE. MY NAME IS STEVEN CARTER. I'M THE CEO OF COMMUNITY CARE COUNSELING. WE ARE A MENTAL HEALTH ORGANIZATION WITHIN THE D SW METROPLEX. WE PROVIDE SERVICES TO ADULTS AND CHILDREN AND WE HAVE COLLABORATED WITH LANCASTER ISD IN PROVIDING SERVICES TO THE STUDENTS IN THE SCHOOL AND IN THE COMMUNITY. WE FOCUS ON THREE SPECIFIC THINGS.

CASE MANAGEMENT, SKILL TRAINING AND DEVELOPMENT, AND ALSO MEDICATION MANAGEMENT. SO OUR STUDENTS ARE ABLE TO RECEIVE THERAPY, MEET WITH PSYCHIATRISTS AND RECEIVE MEDICATION AND ALSO RECEIVE SUPPORT FROM OUR QUALIFIED MENTAL HEALTH PROFESSIONALS TO GET THEM GUIDED AND DIRECTED INTO SOCIETY. WE HAVE EYE FEW STUDENTS WE'VE START WITH IN THE HIGH SCHOOL AND MIDDLE SCHOOL JUST IN THE PAST 15 DAYS, SO SO FAR SO GOOD, AND I'M PLEASED TO BE A PART, AND I WANTED TO BE SURE THAT YOU ALL WERE AWARE OF THE GOOD THINGS THAT WE'RE DOING RIGHT

HERE IN THIS DISTRICT. >> PRESIDENT HAMILTON: THANK

[6.C. 2021 Lancaster ISD Police Department Racial Profiling Analysis Annual Report]

YOU SO MUCH. OKAY. AT THIS TIME WE'LL HAVE THE 2021 LANCASTER ISD POLICE DEPARTMENTAL RACIAL PROFILING ANALYSIS ANNUAL REPORT. CHIEF WHERLEY? CHIEF CHIEF -- CLIFF

CLIFF I KIND OF HAVE -- >> CHIEF WHERLEY: I REFUSE TO GET THE BIFOCALS. GOOD EVENING, PRESIDENT HAMILTON, BEING SUPERINTENDENT PERERA ONLINE. DR. BARKER AND DISTINGUISHED BOARD MEMBERS. TONIGHT I'M HERE TO PRESENT THE LANCASTER ISD POLICE DEPARTMENT 2021 RACIAL PROFILING ANALYSIS ANNUAL REPORT . RACIAL PROFILING REQUIREMENTS ARE COVERED UNDER THREE MAIN STATUTES IN THE TEXAS CODE OF CRIMINAL PROCEDURES. THE FIRST ONE IS ARTICLE 2.132, AND IT REQUIRES THAT ALL LAW ENFORCEMENT AGENCIES IN THE STATE ADOPT A DETAILED WRITTEN POLICY ON RACIAL PROFILE AND GO WHAT MUST BE INCLUDED IN THAT POLICY. THE NEXT ONE IS ARTICLE 2.133, AND IT REQUIRES THAT ALL POLICE OFFICERS THAT CONDUCT MOTOR VEHICLE STOPS FOR ALLEGED VIOLATIONS OF LAW OR ORDINANCE TO COLLECT SPECIFIC DATA RELATED TO THOSE STOPS AND TO REPORT THE DATA TO THE LAW ENFORCEMENT AGENCY THAT EMPLOYS THEM.

ARTICLE 2.134 IS THE LAST ONE, AND IT REQUIRES THAT LAW ENFORCEMENT AGENCIES COMPILE AND ANALYZE THE DATA COLLECTED FROM THE MOTOR VEHICLE STOPS. IT ALSO REQUIRES A REPORT BE SUBMITTED TO THE TEXAS COMMISSION OF LAW ENFORCEMENT, AS WELL AS THE GOVERNING BODY SERVING -- SERVED BY THE AGENCY AND WHAT MUST BE INCLUDED IN THIS REPORT.

ALL RIGHT. SO A REVIEW OF OUR POLICY, OF OUR POLICE DEPARTMENT 'S POLICY AND PROCEDURES ARE CONDUCTED AT LEAST ANNUALLY TO MAKE SURE THAT THEY'RE IN COMPLIANCE WITH ALL STATE LAWS AND THAT THEY'RE ALSO IN COMPLIANCE WITH THE TEXAS POLICE CHIEF'S BEST PRACTICES RECOGNITION PROGRAM. A COMPREHENSIVE REVIEW OF OUR POLICY, WHICH IS THE BIAS BASED POLICING AND RACIAL PROFILING, SHOWS THAT IT IS COMPLIANT WITH

[00:20:04]

ALL THE STATE LAWS AND IS ALSO STILL CURRENTLY IN COMPLIANCE WITH THE TEXAS POLICE CHIEF'S ASSOCIATION BEST PRACTICES RECOGNITION PROGRAM. A COPY OF OUR DEPARTMENT POLICY CAN BE FOUND ON THIS LINK HERE AS WELL, WHICH IS ONLINE AT THE POLICE DEPARTMENT'S WEBSITE UNDERNEATH RACIAL PROFILING AT THE VERY BOTTOM. WE KEEP THAT THERE AND WE KEEP THAT UPDATED, ALONG WITH THE PREVIOUS YEAR, THE CURRENT YEAR AND THE PREVIOUS YEAR'S RACIAL PROFILING REPORTS. ALL RIGHT. THE POLICE DEPARTMENT, AS WE TALKED ABOUT A FEW MINUTES AGO WITH STATUTES, THE POLICE DEPARTMENT IS REQUIRED TO COLLECT SPECIFIC DATA FROM EACH MOTOR VEHICLE STOP. THIS CONSISTS OF QUITE A FEW OF THEM: LOCATION, RACE OR ETHNICITY OF THE DRIVER, GENDER OF THE DRIVER, WAS THE RACE OR ETHNICITY OF THE DRIVER KNOWN PRIOR TO THE STOP? THE REASON FOR THE STOP, AND THEN WAS A SEARCH CONDUCTED AND IF SO, WHAT WAS THE REASON FOR THE SEARCH? WAS CONTRABAND LOCATED? IF SO, WHAT TYPE OF CONTRABAND WAS LOCATED? THE RESULT OF THE STOP , WAS AN ARREST MADE? IF SO , WHAT WAS THE ARREST MADE FOR IN AND WAS PHYSICAL FORCE RESULTING IN BODILY INJURY USED DURING THE STOP? ALSO, THE REPORT REQUIRES THAT WE PROVIDE THE NUMBER OF COMPLAINTS OF RACIAL PROFILING THE DEPARTMENT HAS RECEIVED FOR THAT CALENDAR YEAR, AS WELL AS HOW MANY DID AND HOW MANY DID NOT RESULT IN DISCIPLINARY ACTION. ALL RIGHT SO THIS IS WHERE WE'LL KIND OF GET INTO A LITTLE BIT OF THE INFORMATION FROM THIS PAST YEAR WE DON'T MAKE A WHOLE LOT OF TRAFFIC STOPS. WE'VE BEEN ABOUT EVEN THE LAST FEW YEARS, WHICH IS AROUND 45, I THINK LAST YEAR WE HAD 44. THE PREVIOUS YEAR WE HAD 46 STOPS. SO WE DON'T MAKE A WHOLE LOT OF THEM, BUT WE DO MAKE SOME, ESPECIALLY WHEN THEY'RE NEEDED, WHEN WE'RE HAVING SOME ISSUES, LIKE CURRENTLY WE'RE GETTING -- WE'RE HAVING SOME ISSUES WITH SPEEDING IN SOME OF OUR SCHOOL ZONES, AND SO WE'RE KIND OF INCREASING OUR ENFORCEMENT IN SOME OF THOSE AREAS.

WHAT YOU'LL SEE HERE IS THE POLICEMEN, WE CONDUCTED 45 STOPS . 33 OR 73 APPROXIMATE% OF THE DRIVERS WERE AFRICAN-AMERICAN. SIX OR 13 AND A HALF% OF THE DRIVERS WERE WHITE. AND 6% OR, EXCUSE ME, SIX OR 13 AND A HALF% OF THE DRIVERS WERE HISPANIC OR LATINO ALL RIGHT. SO THIS GRAPH IS A PERCENTAGE OF MOTOR VEHICLE STOPS BY RACE AND ETHNICITY IN THE POLICE DEPARTMENT CONDUCTED IN 2021 IN COMPARISON TO OUR POPULATION BOOKMARKS. AND SO WHAT YOU'LL SEE HERE, DIFFERENT, THE FIRST ONE IS THE CITY'S POPULATION AND THEN YOU'LL SEE THE COUNTY POPULATION, THE REGIONAL POPULATION, AND THEN OUR LISD POPULATION AND THEN THE LAST PART OF THE SLIDE OR THE LAST PART OF THE GRAPH, EXCUSE ME, IS THE STOPS THAT WE HAD FOR THIS PAST YEAR. ALL RIGHT. SO ALL 45 OF THE POLICE DEPARTMENT, MOTOR VEHICLE STOPS THIS PAST YEAR WERE CONDUCTED ON CITY STREETS, AND ALL OF THOSE STOPS WERE FOR MOVING VIOLATIONS. AND WHAT IT BREAKS DOWN WHEN IT TALKS ABOUT LOCATION, THIS IS WHERE IT TALKS ABOUT LOCATION, WAY ENDS TO KNOW LOCATION, IT'S ASKING IS IT A CITY STREET? IS IT A COUNTY ROAD? IS IT AN INTERSTATE OR A STATE HIGHWAY OR A CITY STREET? SO THIS ONE, FOR THIS PAST YEAR, ALL OF OUR STOPS WERE ON CITY STREETS. AGAIN, THAT'S WHERE A MAJORITY OF OUR SCHOOL ZONES ARE , WHICH IS WHERE OUR STOPS TYPICALLY ARE AT. AND THEN A MOVING VIOLATION IS WHAT WAS THE STOP MADE FOR? AND SO YOU GET A COUPLE OF DIFFERENT GROUPS IN THERE. ONE OF THEM IS MOVING VIOLATION. THAT'S GOING TO BE YOUR SPEEDING, FAILURE TO USE YOUR TURN SIGNAL, CHANGE LANES WITHOUT A SIGNAL, MAKE A TURN, FOLLOWING TOO CLOSELY, THINGS LIKE THAT. THEN THERE'S ALSO VEHICLE EQUIPMENT, SO IF YOU HAVE AN EQUIPMENT VIOLATION, YOUR TURN SIGNAL DOESN'T WORK, BRAKE LIGHTS OUT, HEADLIGHTS OUT , THINGS LIKE THAT. ALL THE BARS WERE FOR MOVING VIOLATION.

THE NUMBER OF MALE AND FEMALE MOTOR VEHICLE DRIVERS THAT WERE STOPPED THIS YEAR WERE ALMOST EVEN. 22 FEMALE, 23 WERE MALE.

WE ONLY HAD ONE SEARCH CONDUCTED OUT OF THOSE 45 STOPS OF THE ARE ON HE KNOW FOR THE SEARCH WAS AN INVENTORY OF THE VEHICLE, BECAUSE THE VEHICLE WAS IMPOUND ED. ANY TIME THAT WE IMPOUND A VEHICLE, FOR WHATEVER THAT REASON MAY BE, WE'VE GOT TO DO AN INVENTORY OF THE VEHICLE. AL IT KEEPS EVERYBODY KIND OF IN A SAFE MANNER, THE DISTRICT AND EVERYTHING ELSE. THAT WAY WE CAN INVENTORY WHAT'S IN THERE. THAT WAY IT DOESN'T GET OUT IN THE IMPOUND YARD. I HAD A MILLION AND A HALF DOLLARS IN THE GLOVE BOX. WHERE IS IT AT NOW? SO THE OFFICER IS REQUIRED TO INVENTORY AND WE EVER POLICY ON THAT. BUT THAT IS CONSIDERED A SEARCH BYLAW. ALL RIGHT. SO DURING THAT ONE SEARCH, NO CONTRABAND WAS LOCATED DURING THAT STOP.

ALL RIGHT. IN OUR STOPS, THE DRIVERS SEE THE WARNING ON 91.1% OF THE POLICE DEPARTMENT MOTOR VEHICLE STOPS. A CITATION ON 8.

9%. THERE WAS NO ARREST AT ALL MADE FROM ANY OF OUR VEHICLE

[00:25:02]

STOPS. WHEN IT SAYS WARNINGS, BASICALLY, THAT MEANS EITHER WRITTEN WARNING OR VERBAL WARNING. OUR JOB IS AT LEAST IN MY OPINION, THE WAY I EXPLAIN TO MY OFFICERS AS WELL, WE'RE NOT IN THE BUSINESS TO MAKE MONEY. PEOPLE ARE ALREADY HURTING FINANCIALLY ENOUGH. WHAT WE DO NEED IS COMPLIANCE. AND IF WE BELIEVE, THE OFFICER BELIEVES THEY CAN GET THAT WITH A WARNING AND GO AHEAD AND HAVE YOU SLOW DOWN, THAT'S WHAT THEY DO AND THAT'S WHERE YOU'LL SEE THE MAJORITY OF THIS. AGAIN, IT'S NOT LIKE WE'RE MAKING ANY MONEY FOR THE DISTRICT ON THAT. AND THAT, AGAIN, THE GOAL IS TO GET PEOPLE TO SLOW DOWN OF THE LAST THING WE WANT TO DO IS DEAL WITH AN OFFICER HIT OUT DURING A TRAFFIC OR ONE OF OUR STUDENTS OR ANYBODY GETTING INJURED IN A WRECK. NO PHYSICAL FORCE RESULTING IS ING IN BODILY INJURY THAT'S USED DURING ANY OF OUR STOPS THIS PAST YEAR. AND THE POLICE DEPARTMENT HAD NO RACIAL PROFILING COMPLAINTS IN 2021, AND THIS IS THE FOURTH YEAR IN A ROW THAT WE'VE HAD NO COMPLAINTS .

THE REPORT HAS BEEN FILED WITH THE TEXAS COMMISSION ON LAW ENFORCEMENT AND A COPY OF THE REPORT HAS ALSO BEEN PLACED ON THE DEPARTMENT'S WEBSITE FOR VIEWING AS WELL FOR THE FULL REPORT. I'LL BE MORE THAN HAPPY TO ANSWER ANY QUESTIONS ABOUT IT

THAT I CAN. >> PRESIDENT HAMILTON: ALL RIGHT. ANY QUESTIONS FOR CHIEF WHERLEY?

>> I HAVE TWO. WOULD YOU TELL ME HOW MANY OFFICERS WE HAVE?

>> CHIEF WHERLEY: WE HAVE NINE OFFICERS CURRENTLY, INCLUDING MYSELF, AND CURRENTLY RIGHT NOW, WE ACTUALLY HAVE ONE OFFICER WHO IS CURRENTLY ON LIGHT DUTY. SO WE'VE GOT EIGHT THAT WE'RE USING

RIGHT NOW. >> AND WHAT IS THE MAKEUP?

>> CHIEF WHERLEY: WE ARE THREE FEMALE, SIX MEN.

>> AND THE RACIAL OR ETHNIC BREAKDOWN? CHIEF WHERLEY: WE ARE PRETTY DIVERSE. WE HAVE FOUR CAUCASIAN, ONE HISPANIC,

AND FOUR AFRICAN-AMERICAN. >> ALL RIGHT. THANK YOU, SIR.

>> PRESIDENT HAMILTON: ANY OTHER QUESTIONS? THANK YOU,

[6.D. Instructional Services Updates]

CHIEF WHERLEY. WE'LL MOVE ON TO INSTRUCTIONAL SERVICE UPDATES, QUARTER DISTRICT CAMPUS IMPROVEMENT PLAN

FROM DR. BARKER. >> DR. BARKER: GOOD EVENING, MADAM PRESIDENT, BOARD MEMBERS, DR. PERERA, WHO IS BEHIND THE SCENES TONIGHT. JUST WANTED TO UPDATE YOU ALL ON THE DISTRICT IMPROVEMENT PLANS, THE CAMPUS IMPROVEMENT PLANS. I PLANNED TO COME TO YOU QUARTERLY, AS I HAVE TWO TIMES BEFORE. WE UPDATED THE CAMPUS IMPROVEMENT PLAN LAST MONTH. THIS MONTH AT THIS TIME IN THIS REVIEW, I INCLUDED A QR CODE INSTEAD OF ALL OF THE DIFFERENT UPDATES. IT WILL TAKE YOU DIRECTLY TO THE DISTRICT WEBSITE WHERE THE IMPROVEMENT PLANS ARE ALL HOUSED. AND SO AS , JUST AS A REVIEW, EACH YEAR THE DISTRICT AND CAMPUS LEADERS COME TOGETHER WITH COMMUNITY STAKEHOLDERS TO DEVELOP THESE PLANS. THE PURPOSE IS TO IDENTIFY NEEDS, ALIGN GOALS, OBJECTIVES, STRATEGIES THAT IMPROVE STUDENT PERFORMANCE.

THESE ARE ALIGNED WITH THE ADOPT VISION 2025 DOCUMENT. AND IN EACH, THERE ARE MAJOR AREAS OF FOCUS. AS MENTIONED, WE COMPLETE FORMATIVE REVIEWS OF THE PLAN WITH THE DISTRICT IMPROVEMENT COMMITTEES, WHETHER IT'S INTERNAL OR EXTERNAL STAKEHOLDERS. WE DO THAT IN NOVEMBER AND QT IN DECEMBER. WE UPDATED IN JANUARY, SO I'M HERE IN FEBRUARY JUST TO CALL ATTENTION TO IT. I'LL BE BACK IN MARCH. AND THEN AGAIN, LIKELY AT THE END OF THE YEAR TO GIVE A SUMMARY. WE REVIEW THOSE AND EVALUATE AND SHOW PROGRESS TO DATE. AGAIN, WHICH YOU WILL SEE IF YOU SCAN THE QR CODE AND ARE ABLE TO SEE THE UPDATES.

WHAT YOU'LL SEE IS A STATIC DOCUMENT. IT'S A PDF OF WHERE WE ARE AT THAT TIME. WHEN WE UPDATE, WHEN I COME BACK TO UPDATE AGAIN IN APRIL, THE UPDATE DOCUMENTS WILL BE THERE ON THE WEBSITE. SO ANY QUESTIONS, BOARD MEMBERS

I AM GOING TO TAKE THEM. >> PRESIDENT HAMILTON: BOARD

HAVE ANY QUESTIONS? >> MADAM PRESIDENT, I HAVE A

[6.E. T-STEM Designation Update]

QUESTION FOR TIME. I DO RESERVE THE RIGHT.

>> PRESIDENT HAMILTON: THANK YOU. THE NEXT ITEM IS T-STEM DESIGNATION UPDATE. . AND STEM LEAD. MS. MURRY?

[00:30:10]

>> TRUSTEE MAYS: * * >> LATASHA MURRY: --

>> PRESIDENT HAMILTON: AS MS. MURRY PREPARES JUST TO GIVE A LITTLE BIT OF CONTEXT, WE HAVE BEEN WORKING TO PULL TOGETHER THE STRATEGY AROUND STEAM. BEING THAT LANCASTER IS AND HAS BEEN THE FIRST DISTRICT IN THE STATE OF TEXAS TO BE DESIGNATED TO BE GIVEN THE T-STEM DESIGNATION. I WANT TO MAKE SURE WE ARE VERY TRUE TO WHAT WE ARE SAYING. WE WANTED TO MAKE SURE WE GAVE THE BOARD AN UPDATE AS TO WHERE WE ARE RIGHT NOW AND BLUEPRINT THAT WE LOOKED TO FOLLOW.

>> LATASHA MURRY: >> LATASHA MURRY: GOOD EVENING, MADAM PRESIDENT, SUPERINTENDENT PERERA, DR. BARKER, DISTINGUISHED BOARD MEMBERS. I'M PLEASED TO ACTUALLY BRING YOU THIS UPDATE ON TONIGHT WITH THE T-STEM DESIGNATION. OUR OVERALL STEM INITIATIVE AND SUPPORT WITH TI REQUIRES THAT WE MAINTAIN THE T-STEM DESIGNATION, AND SO THIS REPORT WILL TALK ABOUT THOSE OUTCOME-BASED MEASURES AS A PART OF THAT T-STEM DESIGNATION BLUEPRINT. I AM EXCITED IN THE DIRECTION IN WHICH WE'RE GOING. AS DR. BARKER MENTIONED, STEM DISTRICT WITH THE STEM FOCUS. AND I WANT TO EMPHASIZE THAT THE STEAM NOW INCLUDES SCIENCE AND SERVICE, TECHNOLOGY, AND TEACHING, EDUCATION, ENGINEERING , AND EDUCATION, ARTS , AND ATHLETICS AND MATH AND MANUFACTURING. SO WE'RE ADDING TO OUR PORTFOLIO FOR EXPERIENCES , AND ALSO TALK ABOUT THAT FORMULA FOR SUCCESS. IT'S UNDERSCORED BY EXPERIENCES, INSURING THAT OUR STUDENTS ARE GETTING THE AUTHENTIC EXPERIENCES THAT WILL BUILD THEIR STEM LITERACY AND STEM SKILLS. THE T-STEM BLUEPRINT HAS THREE AREAS OF OUTCOME BASED MEASURES, AND THAT IS ACCESS, ATTAINMENT, AND ACHIEVEMENT. THE ACCESS OUTCOME BASED MEASURES TALK ABOUT JUST HOW SELECTIVE WE'RE BEING, BUT BECAUSE WE ARE T-STEM DISTRICT, BECAUSE WE ARE A STEM DISTRICT AND WE INCLUDE ALL OF OUR STUDENTS AND OUR, QUOTE/UNQUOTE, STEM ACADEMIES, WE ARE DEFINITELY MEETING ALL OF THESE OUT COME TO BASED MEASURES AS IT RELATES TO ACCESS. I THINK THIS WENT TOO FAR. YES.

AS IT RELATES TO ACCESS, BECAUSE IT TALKS ABOUT THE COMPARISON OF THE STUDENTS IN THE ACADEMY VERSUS THE TOTAL NUMBER OF STUDENTS IN THE DISTRICT. SO AGAIN, OUR STEM EFFORTS AND STEM ACADEMY INCLUDES ALL OF OUR STUDENTS.

IN THE ATTAINMENT AREA, YOU CAN SEE IT TALKS A LOT ABOUT OUR STUDENTS PREPAREDNESS FOR POST-SECONDARY SUCCESS. NOW, I WILL PREFACE THIS BY SAYING THE T-STEM BLUEPRINT IS IN THE PROCESS OF BEING REVISED. ANY TIME THAT HAPPENS, THEY KIND OF START THAT QUALIFICATION FOR DESIGNATION OVER AGAIN, BUT WE WERE DIRECTED TO USE THIS CURRENT BLUEPRINT FOR PLANNING PURPOSES AND TO COMPLETE OUR T-STEM DESIGNATION APPLICATION, WHICH WE SUBMITTED AT THE END OF JANUARY.

SO IN THE CURRENT BLUEPRINT, THE ONE THAT WE HAVE AND WE'RE USING FOR PLANNING PURPOSES, WITH THE ATTAINMENT OUTCOME BASED MEASURES, THERE ARE AT LEAST FIVE THAT THE T-STEM ACADEMY MUST MEET TO MAINTAIN DESIGNATION. SO WE'RE BEING VERY INTENTIONAL AND TARGETED AS TO WHICH FIVE WE'RE CONFIDENT THAT WE CAN MEET. AS YOU CAN SEE THERE, THAT IS GRADE TO GRADE PERSISTENCY. THAT SIMPLY MEANS STUDENTS THAT CONTINUE ENROLLMENT IN OUR T-STEM, QUOTE/UNQUOTE, ACADEMIES, THAT INCLUDES ALL OF OUR 6TH THROUGH 12TH GRADE STUDENTS.

THE SECOND ONE IS 90% OF STUDENTS COMPLETING ONE COLLEGE LEVEL MATH OR SCIENCE COURSE BY THE END OF THEIR 12TH GRADE YEAR . NOW, OF COURSE, THAT'S A CHALLENGE FOR US RIGHT NOW. BUT WITH THE INCORPORATION OF THE TEXAS COLLEGE [INDISCERNIBLE] PROGRAM, WE'RE CAUGHT THAT WE CAN MEET THAT -- CONFIDENT THAT WE CAN MEET THAT, ENSURING ANY STUDENT NOT IN DUAL CREDIT,

[00:35:02]

ADVANCED PLACEMENT, OR HONORS COURSE, THE MATH AND SCIENCE COURSE, WE'LL BE ABLE TO MAKE SURE THEY ARE IN AND RECEIVE THAT TEXAS COLLEGE BRIDGE EDUCATION TO MEET THAT BENCH MARK. THE NEXT ONE IS 50% OF STUDENTS PARTICIPATING IN A WORK BASED LEARNING PLACEMENT COURSE BY GRADUATION * SITUATION. THIS DATA THAT'S PRESENTED IS CURRENT ENROLLMENT. THE CURRENT SENIOR STAFF, 459 STUDENTS AS OF JANUARY 27. 50% OF THAT WOULD BE 230 STUDENTS. SO I AM PLEASED TO SAY, WORK BASED LEARNING, THIS HAS TO BE IN THOSE STEM-FOCUSED AREAS. WE DID A HAND COUNT. 148 STUDENTS RIGHT NOW ARE IN PRACTICUM CLASSES THAT MEET THAT METRIC.

HOWEVER, WHAT WE'RE WORKING ON WITH PARTNERSHIPS TO ENSURE THAT THEY'RE RECEIVING THE WORK-BASED LEARNING EXPERIENCE IN THOSE PRACTICUM COURSES. AND SO WE'RE DEFINITELY WELL ON OUR WAY TO MEETING THAT BENCHMARK. IF YOU JUMP DO YOU THINK, THE OTHER TWO THAT WE HAVE IDENTIFIED AS AREAS THAT WE ARE OPTIMISTIC IN MEETING, TO% OF STUDENTS EARNING AN INDUSTRY CERTIFICATION BY THE TIME THEY GRADUATE. AND AGAIN, THAT HAS TO BE IN THE STEM-FOCUSED AREAS WE HAVE BEEN DOING AN EXCELLENT JOB IN GETTING INDUSTRY BASED CERTIFICATIONS. MANY OF THEM HAVE NOT BEEN IN THE STEM FOCUSED FIELD, SO WE'RE BEING VERY TARGETED AND INTENTIONAL IN MAKING SURE THAT WE ARE INCREASING THE NUMBER IN IN THE ST ONLY M-FOCUSED AREAS.

AND OF COURSE GRADUATING HIGH SCHOOL IN FOUR YEARS, WE HAVE BEEN EXCEEDING THE STATED AND WE PLAN TO CONTINUE TO DO SO. SO IT'S DEFINITELY WIN WE CAN USE AS WELL. THE ACHIEVEMENT OUTCOME BASED MEASURES, TALKING ABOUT STUDENT ACHIEVEMENT, WE WOULD HAVE TO MEET FOUR OF THOSE TO MAINTAIN DESIGNATION, AND AGAIN, JUST TO GIVE THAT DISCLAIMER AGAIN, JUST BENCHMARK THIS BLUEPRINT IS BEING REVISED HOWEVER, CURRENTLY, ONE OF THE BENCHMARKS IS 70% PASSING RATE FOR TSI ON THE -- IN READING.

WE LOOKED AT THE LAST TYPE OF REPORT. WE HAD 54% OF THE CLASS OF 2020 PASSING THE TSI ON THE READING LEVEL. 80% GREAT ON TSI IN WRITING. OF COURSE, WE DON'T HAVE DATA REPORTED ON THAT. AND WITH THE RESTRUCTURING OF THE TS I, NOW IT'S TSIA2, WE'RE SURE THAT THE METRIC IS GOING TO CHANGE AS WELL TO REFLECT THE CHANGE IN THE TSI ASSESSMENT. 60% PASSING THE TSI COLLEGE READINESS IN MATH. SO AS YOU CAN SEE FROM THE LAST TYPE OF REPORT, CLASS OF 2020, ONLY 46% OF OUR STUDENTS ACTUALLY MET TSI . NOW, DUE TO COVID, WE'VE HAD TSI LABORS. SO THAT HAS ALLOWED US TO PUT MORE STUDENTS IN DUAL CREDIT CLASSES, AND IF THEY PASSED THE COURSE, THEIR TSI [INDISCERNIBLE] WITH THAT WAIVER , WITH ADDITIONAL EFFORTS, WE TICK COLLEGE BRIDGE WITH CONTINUED PARTNERSHIPS WITH DALLAS COLLEGE AND OTHER PARTNERSHIPS THAT WE'RE SEEKING HOPEFULLY WE'LL [INDISCERNIBLE] WE ARE OPTIMISTIC ABOUT MEETING THESE TSI MEASURES AS WELL. AND THEN THE FOURTH ONE THAT WE IDENTIFY IS THE 85% OF STUDENTS PASSING ALGEBRA 1ELC ASSESSMENT IN NINTH GRADE. AND WHILE THE NUMBER IN 2021 WAS ONLY 46% AT THE APPROACHES LEVEL, AS YOU CAN SEE BEFORE THE PANDEMIC HIT, WE WERE AT 91%. WE ACTUALLY RECEIVED DISTINCTION IN MATHEMATICS ON THE STAR ASSESSMENT. SO WE HAVE NOT HAD THE TURNOVER IN THAT STAFF. THOSE ARE THE SAME TEACHERS THAT WERE ABLE TO GET OUR STUDENTS TO THAT 91. SO WE'RE VERY OPTIMISTIC THAT WE CAN CLOSE THOSE ACHIEVE MEANT GAPS AND GET BACK TO WHERE WE WERE. SO WE'RE PROJECTING GREATER THAN OR EQUAL TO 85% IN APPROACHES. 55% IN [INDISCERNIBLE] AND 25% AT MASTERS. WHEN I SAY PROJECTION, I'M NOT SAYING THIS YEAR. I'M JUST SAYING THAT WE DEFINITELY CAN GET BACK TO THOSE ACHIEVEMENT LEVELS. AND THAT'S ALL I HAVE. I'LL BE

HAPPY TO ANSWER ANY QUESTIONS. >> PRESIDENT HAMILTON: THANK YOU, MS. MURRY. BOARD, ANY QUESTIONS FOR MS. MURRY? YES,

SIR. >>

[00:40:01]

>> LATASHA MURRY: FOR THE WORK- BASED LEARNING PROGRAMS? SO A LOT OF THOSE PARTNERSHIPS WE HAD WITH OUR CT AND OUR CTE DEPARTMENT WERE ALSO WE HAVE -- MAY COULD DEFINITELY HELP. I KNOW WE'RE WORKING WITH TOYOTA AND TEXAS INSTRUMENTS. WE'RE WORKING ACTUALLY WITH PROSPERO, WHICH IS A COMPANY THAT EDUCATE TEXAS PUT US IN CONTACT WITH TO ACTUALLY STREAMLINE THIS WORK OF WORK BASED LEARNING AND PARTNERSHIPS, AND SO THE WORK THAT WE'RE DOING WITH PROSPERO IS IDENTIFYING THOSE PARTNERSHIPS, TALKING ABOUT WHAT TYPE OF PARTNERSHIP THEY ARE, WHETHER THEY'RE STRATEGIC OR JUST RESOURCEFUL, A RESOURCE PARTNER FOR US, AND THEN TRYING TO LEVERAGE THAT ACROSS THE DISTRICT. SO AT EVERY GRADE LEVEL, IF YOU WILL.

>> DR. BARKER: ALSO TO ADD, AND I THINK YOU ASKED ABOUT EXTERNAL PARTNERSHIPS, WE HAVE PUT IN PLACE INTERNAL INTERNSHIPS THROUGH OUR TI GRANT. WE'RE ABLE TO CREATE OPPORTUNITIES FOR OUR STUDENTS IN TECHNOLOGY AND SOME OF OUR SCHOOLS, AS WELL AS HERE AT THE ADMINISTRATION BUILDING WITHIN COMMUNICATIONS WITH SOME OF THE TECH PARTS THERE, AND PAID THEM A SMALL STIPEND FOR THEM TO -- IT'S AN HOURLY RATE ACTUALLY FOR THEM TO BE ABLE TO LEARN SOME OF THE SKILLS THAT THEY NEED ON THE INSIDE BEFORE THEY'RE ABLE TO GO ON THE OUTSIDE. STUDENTS WHO ARE ABLE TO APPLY FOR IT, LIKE A JOB INTERVIEW, EVERYTHING. THEY STARTED MAYBE LAST WEEK, SO THIS IS VERY NEW. THAT WAY, OUR STUDENTS CAN SAY THAT THIS IS WHAT WE HAVE DONE WHENEVER THEY ARE ABLE TO GO OUT AND PARTICIPATE IN THE PARTNERSHIPS ADDITIONALLY, I ARE KNOW THERE'S ONE RIGHT -- I KNOW THERE'S ONE RIGHT NOW, BECAUSE MY DAUGHTER IS A PART OF IT WITH CITY CORPS THAT WILL HAPPEN THIS SUMMER. SO WE HAVE THERE'S ONGOING DEVELOPMENT. MS. MURRY, OF COURSE, MS. [NAME] HAS DONE A GREAT JOB WITH REPRESENTING THE DISTRICT AND BRINGING IN THOSE PARTNERSHIPS SO THAT OUR STUDENTS CAN CONTINUE TO HAVE

OPPORTUNITIES. >> PRESIDENT HAMILTON: THANK YOU. QUESTION? THOSE NUMBERS THAT WE TALKED ABOUT WITH THE PRACTICUM COURSES, PRACTICUM AND HEALTH SCIENCE, PRACTICUM IN STE M, PRACTICUM IN INFORMATION TECHNOLOGY AND [INDISCERNIBLE].

>> DISCUSSIONS WITH FALL QUINN. WE WENT -- PAUL QUINN. WE WENT THROUGH THEIR CATALOG AND COURSE OFFERINGS AND TRYING TO ALIGN THEM THERE, REALLY AND TRULY BECAUSE THEY'RE IN OUR BACK DOOR . THAT WOULD BE AN EASY BAY FOR OUR STUDENTS TO GET THERE IF THEY HAVE TO GO TO CAMPUS. SO WE'RE WORKING UP THE PARTICULARS AROUND THAT. WE HAVE TO SAY SOMEONE THIS FRAMEWORK THAT HAS BEEN OUTLINED BY THE STATE, AND SO WE'RE TRYING TO WORK WITH ONE PARTNER AT A TIME. DEFINITELY WE'LL LOOK AT COMMERCE TO EXTEND SOME OF THE THINGS. AND TO BE HONEST, PAUL QUINN BEING A PRIVATE COLLEGE HAS A LITTLE BIT MORE LEEWAY THAN SOME OF OUR STATE COLLEGES TO TRY TO HELP US TO BE ABLE TO SHAPE OUR PROGRAM ABOUT THE WAY WE WANTED TO SHAPE IT. WE'RE TRYING TO BE AS CREATIVE AS WE CAN TO OFFER AS MANY OPPORTUNITIES FOR OUR

STUDENT AS WE CAN. >> PRESIDENT HAMILTON: YES?

>>

OTHER QUESTIONS? THANK YOU, MS >> LATASHA MURRY: THANK YOU.

[6.F. Campus Highlights]

>> PRESIDENT HAMILTON: AT THIS TIME, WE'LL MOVER TO CAMPUS HIGHLIGHTS. THE FIRST IS BARAK AND MICHELLE OBAMA NINTH GRADE CAMPUS. NAKESHA REDDICK, THE PRINCIPAL, WILL COME.

[00:45:04]

>> NAKESHA REDDICK: GOOD EVENING, DR. PERERA, DR. BARKER, MADAM PRESIDENT,, BOARD PRESIDENT HAMILTON AND DISTINGUISHED BOARD MEMBERS. IT IS MY PLEASURE TO BRAG ON BAMO TONIGHT. BEFORE I GET STARTED, I WOULD LIKE TO RECOGNIZE FELIA STUART, MY ASSISTANT PRINCIPAL, WHO IS HERE TONIGHT. IF YOU COULD STAND UP? YOU GUYS, I COULD NOT SAY TOO MUCH ABOUT MS SHE KEEPS ME GOING. SHE KEEPS ME MOTIVATE. SHE PUSHES ME TO GREATER HEIGHTS. THANK YOU, MS MS. TRAILER, SHE IS NOT TONIGHT, BUT SHE WORKS JUST AS HARD. I WOULD LIKE TO TALK ABOUT OUR COLLEGE AND CAREER READINESS INITIATIVE, WHICH HAVE SOME OF WHICH YOU'VE ALREADY HEARD FROM OTHER PRINCIPALS OVER THE PAST SEVERAL MONTHS. I WANT LIKE TO HIGHLIGHT THE STEM PROGRAMS. TRUSTEE JONES, YOU MENTIONED WHAT PARTNERSHIPS DO WE CURRENTLY HAVE IN PLACE, AND MSA PHENOMENAL JOB OF BRINGING AUTO CAD, COMPUTER AIDED DRAFTING TO OUR PRINCIPLES OF APPLIED ENGINEERING CLASS. WE ALSO HAVE COMING TO OUR COMPUTER -- I'M SORRY. OUR PRINCIPLES OF HEALTH SCIENCES CLASS, WE'RE GOING TO HAVE A PACKS AND PATTERSON LAB. IF YOU LOOK DOWN AT THE LEFT-HAND SIDE, THERE'S AN EXAMPLE OF WHAT THOSE LABS LOOK LIKE. THEY'RE OUTFITTED WITH MACHINERY FOR THE STUDENTS TO TINKER WITH AND LEARN THROUGH THE STEM MODULES. STUDENTS HAVE ACCESS TO THOSE WHO WILL BE GETTING THE HEALTH SCIENCES LAB AT THE END OF THIS MONTH, AND WE ALREADY HAVE ONE FOR THE PRINCIPLES OF APPLIED ENGINEERING.

WE ALSO DO STEM CHALLENGES IN EVERY UNIT IN BIOLOGY. LOOKING AT OUR COCURRICULAR PROGRAMS, AFTER SCHOOL PROGRAMS, AGAIN, THOSE ARE COMMON THREADS, KIND OF CHARACTERISTIC OF ALL OF OUR SCHOOLS IN LANCASTER ISD. WE HAVE THE HOUSE BILL 45 INTERVENTION BLOCK FOR THE STUDENTS WHO FAILED READING IN EIGHTH GRADE OR MATH. WE GIVE THEM A DOUBLE BLOCK OF READING AND MATH JUST TO KIND OF HIT THOSE DEFICITS AND PREPARE THEM FOR NINTH GRADE CONTENT. AND THEN WE HAVE THE CORE CONTENT CLASS THAT PRESENTS THOSE CORE CONTENT FOR THE STUDENTS OF THERE'S AN EXCERPT THERE WHEN YOU HAVE TIME TO LOOK AT ONE OF THE AUTO CAD WORKSHOPS. OVER TO THE RIGHT-HAND SIDE, WE JUST HAVE A PICTURE OF OUR STUDENT COUNCIL OFFICERS.

POINTS OF PRIDE. ONE OF THE BIGGEST THINGS, CULTURE AND CLIMATE IS NOT SOMETHING THAT YOU CAN PUT A FINGER ON, BUT IT'S SOMETHING YOU CAN FEEL WHEN YOU WALK INTO A SCHOOL BUILDING AND I'M EXTREMELY PROUD THAT MOST OF MY TEACHERS SAY THAT THEY LOVE THE FAMILY ATMOSPHERE AT THE SCHOOL. THE STAFF FEELS SUPPORTED WITH INSTRUCTION AND DISCIPLINE WITH MANY OF THEM STATING THIS IS THE REASON WHY THEY RETURN YEAR AFTER YEAR.

STUDENTS FEEL THAT WE CARE AND WANT THE BEST OUTCOMES FOR THEM AS WELL. EACH DAY AT THE CLOSE OF THE MORNING ANNOUNCEMENTS, THEY HEAR REMEMBER, IF NO ONE TELLS YOU, MS. REDDICK LOVES YOU , AND MS. STUART WILL TAKE YOUR PHONE. SO THAT'S KIND OF THE GOING JOKE THAT WE HAVE AT B AMO.

ALSO AT B AN. MO, FAILURE IS NOT AN OPTION. WE HAVE OPERATION GREAT SAVE EVERY SIX WEEKS. AS A RESULT, I AM MOST PROUD, BECAUSE THE PANDEMIC PRESENTED A LOT OF CHALLENGES IN THE WAY OF ACADEMICS AND ATTENDANCE, BUT I'M PROUD TO SAY THAT WE HAVE A 10% FAILURE RATE FOR THE FIRST SEMESTER OUT OF 480 STUDENTS. ONLY 48 OF THEM FAILED ACADEMICALLY. I THINK THAT DESERVES A ROUND OF APPLAUSE.

[APPLAUSE] WE CURRENTLY OFFER 6CT CLASSES AND WE'RE LOOKING TO EXPAND COURSE OFFERINGS IN THE FUTURE.

THE APPLIED ENGINEERING CLASS HAS A STANDALONE COLLEGE AND CAREER READY LAB, WHICH I SPOKE ABOUT MOMENTARILY. AND THEN WE ALSO HAVE NEW LAB COMING WITH THE PRINCIPLES OF HEALTH SCIENCE S LAB AS WELL. THIS IS JUST THE POINTS IN PICTURES. I'M HAPPY -- BAMO IS A VERY INCLUSIVE CAMPUS. WE TRY TO PROVIDE SOMETHING FOR ALL STUDENTS, REGARDLESS OF ETHNICITY. AS YOU WILL SEE, WE HAVE THE CHEERLEADERS THERE. WE HAVE THE COMPUTER AND THE PIANO LAB. WE HAVE THE HISPANIC HERITAGE REPRESENTATION FROM THERE. WE HAVE DONNA MITCHELL, WHO IS THE TRUANCY OFFICER FOR THE DISTRICT. SHE BRINGS IN JUDGE PANACHE AND OTHER PROGRAMS TO SPEAK TO THE STUDENTS. WE ALSO OFFER BASKETBALL, ATHLETICS , HOMECOMING.

ONE THING THAT I WILL SAY THAT STUDENTS ARE REALLY HUNGRY FOR AT BAMO, THEY WOULD LIKE MORE OPPORTUNITIES TO PARTNER ABOUT THE HIGH SCHOOL. WE ARE WORKING WITH THE HIGH SCHOOL TO INCLUDE THEM MORE IN THE 10TH THROUGH 12TH ACTIVITIES.

NOW, THE NEXT THREE SIDES TALKS ABOUT OUR STAR DATA. IT'S A THREE YEARS AT AT A GLANCE. IF YOU'LL NOTICE, 2018 IS THE YEAR PRIOR TO THE 89TH GRADE CAMPUS OPENING. 2019 IS YOUR FIRST YEAR YOU WILL SEE SEE PRIOR TO THE 2019 SCHOOL YEAR. STUDENTS WERE IN THE NINTH GRADE, HE WERE PERFORMING BELOW THE STATE

[00:50:03]

AVERAGE ACROSS THE BOARD IN ENGLISH, ALGEBRA, AND BIOLOGY.

THE IF FIRST YEAR THAT BAMO OPENED, STUDENTS PERFORMED AT OR ABOVE THE STATE AVERAGE ACROSS THE BOARD. SO THERE'S SOMETHING TO BE SAID FOR JUST GIVING THE NINTH GRADERS A LITTLE EXTRA CARE AND ATTENTION. YOU WILL NOTICE 2020 IS MISSING FROM THIS DATA. THAT IS BECAUSE WE DID NOT TEST THAT YEAR. BUT THE YEAR WE DID TEST IN 2021, YOU WILL SEE THE DRAMATIC DECLINE IN SCORES ACROSS THE BOARD. THAT IS NOT SYNONYMOUS WITH JUST BAMO OR LAP ISD, BUT THAT WAS ACROSS THE STATE.

THIS IS AT THE APPROACH'S LEVEL, AT THE [INDISCERNIBLE] LEVEL THE PATTERN WAS THE SAME, AS WELL AS AT THE MASTER'S LEVEL . ARE THERE ANY QUESTIONS? I'M MOVING KIND OF FAST FOR THE SAKE OF TIME. I'M GOING TO PAUSE.

ARE THERE ANY QUESTIONS AT THIS TIME? OKAY.

ENROLLMENT AND DEMOGRAPHICS. WE HAVE APPROXIMATELY 480 STUDENTS, 282 OR 59% HAVE PROMISED STUDENTS. WE HAVE 48 STUDENTS LABELED SPECIAL ED, AND WE HAVE APPROXIMATELY 10% ENGLISH LANGUAGE LEARNERS. ALL RIGHT. LOOKING BACK AT OUR JOURNEY, AGAIN, I JUST MENTIONED BEFORE THE INCEPTION OF THE NINTH GRADE CAMPUS, STUDENTS WERE SCORING BELOW THE STATE AVERAGE ON THE EOCS. IN THE FIRST YEAR OF OPENING, THEY MADE THOSE GAINS, DRAMATIC GAINS. BUT WE WERE A NEW CAMPUS. WE DIDN'T HAVE ANY TRADITIONS OR ESTABLISHED CULTURE. AGAIN, I'M PROUD TO SAY THAT WE'VE WORKED HARD TO ESTABLISH OUR TRADITION, AS WELL AS ESTABLISH OUR CULTURE AND REPUTATION IN THE COMMUNITY THE ENROLLMENT HAS BEEN STEADY. ANY FLUCTUATIONS THAT YOU SEE IN ENROLLMENT IS BECAUSE OF EARLY COLLEGE. THE MORE STUDENTS [INDISCERNIBLE] PULLS IN, THE LESS MY NUMBERS ARE TO THE NINTH GRADERS. AND THEN I'LL SAY WE ARE POISED FOR A BIG REBOUND ACROSS THE BOARD IN EOCS. FINANCIALLY, ALL STUDENTS ARE BACK ON CAMPUS. WE HAVE DIRECT INSTRUCTION, SO AGAIN, WE SHOULD SEE THOSE REBOUND. NEXT, WE HAVE A POSITIVE CULTURE WITH HIGH EXPECTATIONS. ANOTHER THING THAT THE STUDENTS HERE AT THE END OF THE ANNOUNCEMENTS, GREATER EXPECTATIONS, GREATER RESULTS WHEN YOU EXPECT EXCELLENCE EVERYDAY. THE KEYWORDS IN THAT STATEMENT IS EXPECTATIONS AND HIGH EXCELLENCE . SO WE, I WILL SAY, JUST BEING A PART OF THIS DISTRICT FOR A NUMBER OF YEARS NOW, HAVING WORKED AT CAMPUSES SUCH AS LANCASTER ELEMENTARY SCHOOL, WEST MAIN ELEMENTARY SCHOOL, ALL WE KNOW HOW TO DO IS WIN. SO THAT'S WHAT WE'RE POISED TO DO AS WE LOOK AHEAD TO THE FUTURE. BAMO WILL BE A FLAGSHIP NINTH GRADE CAMPUS NOT JUST SOUTH OF I-20, BUT IN THE STATE OF TEXAS. [APPLAUSE]

>> PRESIDENT HAMILTON: THANK YOU, MS. REDDICK.

AT THIS TIME, WE'LL HAVE ROSA PARKS AND MILLBROOK INFORMATION SYSTEMS AND SOFTWARE DESIGN ACADEMY, MS. YVONNE THORNTON.

>> GOOD EVENING, PRESIDENT HAMILTON, DR. PERERA, LANCASTER ISD FAMILY. I AM PROUD TO PRESENT POINTS OF PRIDE FOR THE ROSA PARKS MILLBROOK INFORMATION SYSTEMS AND SOFTWARE DESIGN ACADEMY, WHERE WE BUILD CHILDREN , CHARACTER, AND COMMUNITY EVERYDAY. I AM PROUD TO STAND BEFORE YOU AS YOUR PARKS PRINCIPAL, SERVING ALONGSIDE [INDISCERNIBLE] AND MS. JOSEPHINE [INDISCERNIBLE] AS SCHOOL COUNSELOR.

AS WE BUILD PROGRAMS TO ADDRESS COLLEGE AND CAREER READINESS, WE FOCUS ON STEM PROGRAMS, INCLUDING THE CODING CLUB, OUR S TEM CLUB, OUR STUDENTS ENGAGE IN THE [INDISCERNIBLE] R. PEROT MUSEUM, FRONTIERS OF FLIGHT MUSEUM, AS WELL AS THE FLYING CLASSROOM. BEFORE AND AFTER SCHOOL, SCHOLARS DO HAVE AN OPPORTUNITY TO BE EXPOSED IN THE ARTS THROUGH OUR [INDISCERNIBLE] BOOM WHACKER CLUB, OUR CHOIR, AND OUR ART CLUB. AND THEN IN COCURRICULAR, SUPPORTING OUR SEVERAL AND EMOTIONAL NEEDS, OUR STUDENTS RECEIVE COUNSELING AND GUIDANCE LESSONS ON A WEEKLY BASIS. WE HAVE AN IN-SCHOOL INTERVENTION PROGRAM CALLED WIN TIME, WHICH STANDS FOR WHAT I NEED, SERVING EACH INDIVIDUAL STUDENT AT THEIR POINT OF NEED. AND THEN ALSO, WE ARE A SCHOOL THAT IS A PART OF THE LAW ENFORCEMENT AGAINST DRUGS LEAD PROGRAM. NOTICE THAT HARDWARE AT THE BOTTOM THERE. I'M GOING TO TALK ABOUT THOSE POINTS OF PRIDE IN JUST A MOMENT. WE'RE NEXT NATURALLY KNOWN AS THE PARKS, AND WE BELIEVE IN FOCUSING ON AND MEETING THE NEEDS OF THE WHOLE CHILD. WE BELIEVE THAT EVERY REMEMBER OF THE RPM COMMUNITY IS AN ESSENTIAL PIECE OF OUR SUCCESS AND WE STRIVE DAILY TO MAKE SURE THAT WE'RE BUILDING OUR CHILDREN, WE'RE BUILDING THEIR CHARACTER AND OUR COMMUNITY. WE ARE PROUD TO BE THE 4-YEAR BACK TO BACK REIGNING CHAMPIONS OF THE BLACK HISTORY

[00:55:05]

QUIZ BOWL. [APPLAUSE] THREE YEARS BACK TO BACK CHAMPIONS, REIGNING AS THE HISPANIC HERITAGE QUIZ BOWL. [APPLAUSE] AND ON THIS YEAR, WE IMPLEMENT TODAY SUPPORT OUR STUDENTS COMING BACK INTO THE BUILDING AND JUST SUPPORTING THEIR SOCIALIZATION, WE IMPLEMENTED THE HOUSE SYSTEM BASED OFF THE DURAN CLARK AN CAUSE ANY. WE HAVE THE BENGAL HOUSE OF COURAGE , THE CASPIAN HOUSE OF STRENGTH, THE SIBERIAN HOUSE OF FRIENDSHIP AND SUE MA TRAN HOUSE OF LOYALTY, ALL NAMED AFTER TIGERS AND THEIR CHARACTERISTICS AND OUR STUDENTS, THEY TELL US THAT THEY LOVE THE COMMUNICATION THAT IS RECEIVED ON A WEEKLY BASIS THROUGH OUR PARKS [INDISCERNIBLE] FOR PARENTS.

OUR STUDENTS SAY THEY FEEL SAFE AND SUPPORTED. STUDENTS AND PARENTS TELL US THAT THEY FEEL CHALLENGED AND ENRICHED, BUT MOST OF ALL, LOVED. RPM IS KNOWN FOR ITS FUN AND WELCOMING AND ENGAGIN FAMILY ENVIRONMENTS. WE ARE PROUD TO BE THE HOME OF THE 2019/2020 LANCASTER ISD TEACHER OF THE YEAR, MS. BRIDGET THOMPSON. AND WE LIVE BY THE CHARACTERISTICS OF OUR SCHOOL'S NAMESAKE, ROSA PARKS. AFTER HER CHARACTERISTICS, HER CHARACTER, HER DETERMINATION, HER FAITH, HER HOPE, AND HER STRENGTH. UNDERSTANDING THAT YOU MUST NEVER BE FEARFUL INTEREST WHAT YOU'RE DOING WHEN WHAT YOU'RE DOING IS RIGHT. SO THESE ARE JUST SOME IMAGES OF OUR POINTS OF PRIDE. SOME OF THE THINGS THAT I DID NOT MENTION, I DO WANT TO INVITE YOU OVER TO THE PARK IF YOU HAVE NOT BEEN LATELY . OUR STUDENTS CREATED A ROCK GARDEN AS A PART OF THE NATIONAL SCHOOL CHOICE WEEK, SO YOU WANT TO MAKE SURE YOU COME AND CHECK OUT THAT ROCK GARDEN THAT WAS COMPLETED BY OUR STUDENTS DURING THAT WEEK, AND THEN ALSO, WANT TO MENTION THAT OUR STUDENTS IN SERVICE DID COLLECT AND DONATE OVER 400 TOYS AND DELIVER TO THE CHILDREN'S MEDICAL CENTER THIS YEAR. WHEN WE LOOK AT STAR, OUR 2018/19 STAR DATA RENDERED US A B OPERATING IN, AND WE WERE WELL ON OUR WAY TO MOVE INTO THAT A OPERATING IN. WE LOOK AT OUR 2021 STAR DATA. WE ARE IN LINE WITH THE REMAINDER OF THE STATE SEEING A DECLINE ACROSS THE BOARD IN ALL OF THOSE AREAS. OUR GOAL IS TO MAKE SURE THAT WE GET BACK TO THAT B OPERATING IN AND FORGE TOWARD LANDING THAT A, WHICH WE KNOW THAT WE ARE MORE THAN CAPABLE OF DOING. WE SERVE 222 STUDENTS AT PROMISE, 25 OF THOSE -- 25 OF OUR STUDENTS ARE IDENTIFIED AND SERVE THROUGH THE SPECIAL EDUCATION PROGRAM WITH FIVE STUDENTS IN OUR ENGLISH LANGUAGE LEARNERS -- AS ENGLISH LANGUAGE LEARNERS. WHEN WE LOOK BACK TO JOIN THE RP M FAMILY, IT WAS ALREADY A HIGH PERFORMING CAMPUS, SO OUR GOAL AT THAT POINT WAS TO CONTINUE WHAT WAS ALREADY WORKING AND THEN MEET THE NEEDS WITH BUILDING PARENT ENGAGEMENT, CAMPUS PRIDE, AND FACILITY UPGRADES. SINCE THEN, WE HAVE I THINK INSTITUTES THE PARKS PARENT ACADEMY, OUR WIN TIME, AND OUR RPM HOUSE SYSTEM. UPGRADES AND FACILITY HAVE BEEN IN LIGHTING AND PAINT UPGRADES TO THIS SO FAR. WE STARTED AT 450 SCHOLARS, HAD SOMEWHAT OF A DECREASE, BUT HAVE MAINTAINED AT 400 OVER THE PAST THREE YEARS. WE PLAN TO CONTINUE OUR TEAMWORK , BUILDING TEACHER CAPACITY SO THAT WE IMPACT STUDENT ACHIEVEMENT AND GROWTH, ACADEMICALLY AND SOCIALLY, AS WELL AS MAKE SURE THAT OUR SCHOLARS LEAVE THE PARKS, UNDERSTANDING THAT THEY HAVE A VOICE, BUT MORE IMPORTANTLY, HOW TO USE IT POSITIVELY, IN AN IMPACTFUL WAY TO ENSURE THAT THEY, THEMSELVES, AND THE COMMUNITY IS BETTER EACH AND EVERYDAY. I DO THANK YOU FOR YOUR TIME ON THIS EVENING, AND HOPE THAT YOU HAVE ENJOYED YOUR BRISK WALK-THROUGH THE PARK.

THANK YOU. [APPLAUSE]

>> PRESIDENT HAMILTON: OKAY. THANK YOU ALL SO MUCH FOR THAT INFORMATION ABOUT YOUR CAMPUSES WE'RE GOING TO MOVE ON. AT THIS TIME, WE'RE GOING TO PUT OUR CLOSED SESSION -- WE'RE GOING TO MOVE IT TO THE END OF OUR MEETING JUST IN LIEU OF TIME FOR

THE FOUNDATION WAS FORMED TO SUPPORT THE LANCASTER INDEPENDENT SCHOOL DISTRICT AS A 502C3 WITH IRS APPROVAL IN 2006 MANY ORGANIZATIONS REQUIRE THE 502C3 DESIGNATION FOR THEIR DONATIONS TO SCHOOL DISTRICTS. THIS WILL BE THE SIXTH YEAR THAT THE TI FOUNDATION HAS PROVIDED FINANCIAL AWARDS TO THE STEM TEACHER OF THE YEAR AND HIS OR HER CAMPUS. THE TEACHER GETS 5,000 TO SPEND AS THEY WISH. THE CAMPUS GETS 5,000 TO PROVIDE ADDITIONAL TRAINING EQUIPMENT AND OTHER DIRECTIONS TO BENEFIT STUDENTS' EDUCATION. >> IT WILL BE EXTENDED UNTIL THE END OF FEBRUARY.

>> VICE PRESIDENT JONES: THANK YOU.

>> PRESIDENT HAMILTON: OKAY. ANY OTHER QUESTIONS FOR MR. HUNT

? >> WE THANK YOU ALL FOR SUPPORT

[01:05:05]

ING LANCASTER ISD. IT'S BEEN BENEFICIAL TO THE STUDENTS AND OUR COMMUNITY. I DO WANT TO ASK THAT LEADERSHIP FROM THE FOUNDATION WOULD PARTNER WITH THE SUPERINTENDENT, BECAUSE WE NEED TO START A NEW MLU. THE LAST ONE WE FOUND WAS FROM TO 17 , AND WE DEFINITELY NEED TO ENSURE THAT WE'RE FOLLOWING THE IDENTIFIED OBLIGATIONS THAT ARE IN THE MLU.

>> YES, MA'AM. >> PRESIDENT HAMILTON: BECAUSE I DID REQUEST FOR MS. CLARK INFORMATION FOR FINANCIALS THAT ARE SUPPOSED TO BE GIVEN TO THE DISTRICT ANNUALLY AND WE REACHED OUT TO OUR FINANCIAL DEPARTMENT AND THEY DID NOT HAVE ANY OF THOSE REPORTS. SO IT'S VERY IMPORTANT FOR US TO PARTNER AND MAKE SURE WE UP HOLE THE COMMIT MENT IN MLU.

>> YES, MA'AM. >> PRESIDENT HAMILTON: OKAY.

ANY OTHER COMMENTS FROM THE BOARD? ALL RIGHT. BOARD, THIS IS AN ACTION ITEM, IS THERE A MOTION?

>> VICE PRESIDENT JONES: MAD 578 PRESIDENT, I'D LIKE TO MOVE WE ACCEPT THE TWO FINANCIAL DONATIONS, ONE FROM THE TI FOUNDATION AND THE OTHER FROM COAL SUMMIT, PRESENTED BY THE

>> PRESIDENT HAMILTON: I APPRECIATE THAT. HAVE HER PLEASE GET IN TOUCH AND WE CAN SET UP A MEETING. THANK YOU SO

>> PRESIDENT HAMILTON: OKAY. AT THIS TIME, BOARD, WE'RE GOING TO OMIT ACTION ITEMS B AND C C AND THAT WILL COME ON AT A LATER DATE. WE'LL MASS THAT ON TO DR. PERERA.

NEXT ITEM, WE'RE READY TO MOVE TO D, DISCUSSION AND TAKE POSSIBLE ACTION OF POLICY BE. WHO'S THE PRESENT FOR THAT?

>> VICE PRESIDENT JONES: I GUESS THAT WOULD BE ME IF MS. TAYLOR ISN'T HERE. OH, THERE SHE IS. I WAS GETTING

NERVOUS. >> PRESIDENT HAMILTON: DR.

TAYLOR? >> DR. TAYLOR: I HAD A POLICY UPDATE, 118, BUT I CAN COVER ALSO THE ONES THAT WERE FROM THE POLICY MEETING. FIRST ON HERE WAS, OKAY, SO YOU PULLED B AND C

? >> PRESIDENT HAMILTON: BE.

>> DR. TAYLOR: C, THAT WAS THE BOARD TRAVEL POLICY. BBG? LEGAL AND LOCAL, WHICH MS. BRYANT PUT IN THE BOARD BOOK

. >> PRESIDENT HAMILTON: LET ME JUST SAY -- EXCUSE ME. DR. TAYLOR, LET ME INTERRUPT YOU . JUST AS A MATTER OF RECORD , MS. MORRIS LEFT THE MEETING. SHE'S ANTICIPATING RETURNING. I JUST WANT TO MAKE SURE THAT WE HAD THAT ON THE RECORD. SORRY.

>> DR. TAYLOR: SO THIS ONE WAS A REQUEST FROM THE BOARD. * FOR

BOARD TRAVEL POLICY, BBG. >> VICE PRESIDENT JONES: ACTUALLY, I THINK WE'RE LOOKING AT BE (LOCAL)

>> DR. TAYLOR: LETTER B? >> PRESIDENT HAMILTON: WE'RE ON D. LOOKS LIKE IT'S NOT MATCHING UP. THE SLIDE AND THE AGENDA.

OUR D IS POLICY BE. >> DR. TAYLOR: OKAY. SO POLICY BE (LOCAL) -- EXCUSE US. THIS WAS SEPARATED FROM OUR TB UP GATE 118. SO THESE WERE ADDITIONAL ITEMS.

[10.G. Discussion and possible approval of the TASB Policy Update 118 -(G4)]

[01:10:27]

>> VICE PRESIDENT JONES: MADAM PRESIDENT, IF WE COULD, BECAUSE I MOVE THAT WE GO TO ITEM G, WHICH IS A TASB POLICY UPDATE 118 IF THAT'S OKAY AND WE COME BACK TO THE OTHER TWO. I KNOW WE MENTIONED THOSE DURING THE POLICY COMMITTEE MEETING, BUT THEY WERE NOT PRESSING ITEMS, I THINK. WE HAVE POLICY UPDATE

118 IS LETTER G ON OUR AGENDA. >> PRESIDENT HAMILTON: SO

YOU'RE WANTING TO SKIP D AND E? >> VICE PRESIDENT JONES: D, E, AND F FOR THE MOMENT. WE'LL ADDRESS THE POLICY UPDATE.

>> PRESIDENT HAMILTON: OKAY. SO WE'LL MOVE TO G, WHICH IS DISCUSSION OF POSSIBLE APPROVAL OF THE TASB POLICY UPDATE.

>> DR. TAYLOR: MADAM PRESIDENT, TRUSTEES, SUPERINTENDENT PERERA, IN YOUR ABSENCE I'M HERE TO PRESENT POLICY UPDATE 118. IF YOU LOOK IN YOUR MANILA FOLDERS, YOU DO HAVE THE HANDOUTS. WE HAD A PRETTY LENGTHY POLICY COMMITTEE MEETING ON FEBRUARY 9 TO GO OVER THESE POLICIES. THERE ARE 12 UPDATES FROM TABS B THAT ARE RECOMMENDED, BUT IN THAT MANILA FOLDER, YOU WILL SEE YOUR LOCAL POLICY COMPARISON PACKET, AS WELL AS THE INFORMATION FOR LEGAL. UPDATE 118, LOCAL POLICY OVERVIEW, COVERS MOST OF THE REVISION AND HIS ADDRESSES NEW LAWS ENACTED FROM THE 87TH LEGISLATURE, REGULAR SESSION WAS ENDED LAST SUMMER AND CHANGES TO TA'S FINANCIAL ACCOUNTABILITY SYSTEM RESOURCE GUIDE. SO MANY OF THESE LEGAL POLICIES, IN ADDITION, ARE ALSO INCLUDED IN THE POLICY PACKET. OF COURSE, THOSE ARE CHANGES TO ADMINISTRATIVE CODE RULES FROM THE 87 LEGISLATIVE PACKET, WHICH WE ALSO DON'T HAVE TO ADOPT, OF COURSE. SO THE FIRST POLICY IS CFD LOCAL ACCOUNTING ACTIVITY FUNDS MANAGEMENT. THIS POLICY GOVERNS ACTIVITY FUNDS, MANAGEMENT, AND REVISIONS TO THIS POLICY ARE RECOMMENDED TO ALIGN WITH RECENTLY ADOPTED AMENDMENTS TO THE FINANCIAL ACCOUNTABILITY SYSTEM, RESOURCE GUIDE. I'M JUST GIVING YOU THE HIGHLIGHTS, BUT IT'S ALL THERE. THE ADDITIONS IN YOUR POLICY COMPARISON PACKET. CQB IS TECHNOLOGY RESOURCES, CYBER SECURITY. THIS ONE IS SEVERAL BILLS INCLUDING HOUSE BILL 1118 AND SENATE BILL 1267 THINKS RESULTING IN REVISIONS TO THIS LOCAL POLICY ON CYBER SECURITY TRAINING. IN ACCORDANCE WITH THE POLICY, THE SUPERINTENDENT CAN DETERMINE THE TRAINING PROGRAM AND IS NOW AUTHORIZED TO IMPOSE CONSEQUENCES IF AN EMPLOYEE IS REQUIRED TO COMPLETR REQUIRED TO COMPLETE THE TRAIN ING FAILS TO DO SO.

ANOTHER REVISION TO THE POLICY WAS PROMPTED BY SENATE BILL 1696 . THE NEW LAW ONLY REQUIRES THAT THE DISTRICT MAKES A NOTIFICATION, WHICH COULD NOW BE DONE BY ANY APPROPRIATE EMPLOYEE . NEXT WE HAVE DFE LOCAL, TERMINATION OF EMPLOYMENT IN RESIGNATION. THE REVISIONS RECOMMENDED TO DFE LOCAL ARE GUIDED BY RECENT TEA COMMISSIONER OF EDUCATION PROPOSAL FOR DECISION. THE PROPOSAL FOR DECISION ADDRESSES WHO HAS THE AUTHORITY TO ACCEPT THE RESIGNATION OF A CONTRACT EMPLOYEE. TO CLARIFY, THE REQUIREMENT, DFE LOCAL HAS BEEN REVISED TO GIVE THE ENZYME OR OTHER PERSON RESIDENTS RESIDENTS I GO -- SUPERINTENDENT OR OTHER PERSON TO ACCEPT RESIGNATIONS FROM CONTRACT EMPLOYEES. THERE IS A RESOLUTION AFTER THAT IS AVAILABLE FROM THE TASB REGULATIONS RESOURCE MANUAL. IF A CONTRACT EMPLOYEE PROVIDES A RESIGNATION TO A SUPERINTENDENT NOT DESIGNATE BY THE BOARD TO ACCEPT THAT RESIGNATION, NEW POLICY LANGUAGE REQUIRES THE SUPERINTENDENT TO STRUCTURES THE EMPLOYEE TO SUBMIT THE RESIGNATION TO THE SUPERINTENDENT OR OTHER PERSON DESIGNATED BY BOARD ACTION. BECAUSE THE PROPOSAL FOR DECISION ONLY ADDRESSED THE ACCEPTANCE OF RESIGNATIONS FOR CONTRACT EMPLOYEES, THE SUPERINTENDENT MAY CONTINUE TO DESIGNATE OTHER ADMINISTRATORS TO ACCEPT RESIGNATIONS OF AN AT WILL EMPLOYEE. FOR DP LOCAL PERSONNEL POSITIONS , SENATE BILL 179 REQUIRES THE SCHOOL BOARD TO ADOPT POLICY REGARDING THE SCHOOL COUNSELOR TO SPEND AT LEAST 80% OF TOTAL WORK TIME OFF DUTYIES THAT ARE COMPONENTS OF A COMPREHENSIVE SCHOOL COUNSELING PROGRAM. THE POLICY MUST ALSO PROVIDE A SPECIFIC PROCESS IF THE BOARD DETERMINES THAT THE DISTRICT OR CAMPUS STAFFING NEEDS PREVENT A SCHOOL COUNSELOR

[01:15:01]

FROM SPENDING AT LEAST 80% OF WORK TIME ON SCHOOL COUNSELING PROGRAM COMPONENTS. FOR EXAMPLE , OUR NATIONAL TEACHER SHORTAGE. THE OTHER REVISION TO THIS POLICY IS RECOMMENDED TO STREAMLINE THE LIST OF PRINCIPAL QUALIFICATIONS. WE RECOMMEND REPRESENTING THE PRINCIPAL'S JOB DESCRIPTION FOR THE MINIMUM NUMBER OF YEARS REQUIRED AS A CLASSROOM TEACHER AND REMOVING THAT DETAIL FROM THE POLICY.

THAT IS ALREADY DONE. WE DID LOOK AT THE JOB DESCRIPTION, SO OUR JOB DESCRIPTIONS ARE IN ALIGNMENT WITH THAT.

EHAA LOCAL IS BASIC INSTRUCTIONAL PROGRAM REQUIRED INSTRUCTION FOR ALL LEVELS. NEW PROVISIONS IN EHAA LOCAL ARE RECOMMENDED TO ADDRESS REQUIREMENTS REGARDING BOARD ADOPTION SIX HUMAN SEXUALITY CURRICULUM MATERIALS. HOUSE BILL 1525 REQUIRES THE DISTRICT ADOPT THE POLICY TO ADDRESS THIS PROCESS. THE RECOMMENDED POLICY FOLLOWS THE STEPS REQUIRED IN THE NEW LAW AND WE DO HAVE THE SHACK COMMITTEE IN PLACE, WHICH IS THE SCHOOL SHEATH ADVISORY COUNCIL THAT WOULD RECEIVE THAT INFORMATION FOR THOSE CURRICULUM UPDATES.

EHBC LOCAL SPECIAL PROGRAMS, COMPENSATORY ACCELERATED SERVICES, RECOMMENDED CHANGES TO EHBC LOCAL INCLUDED NEW PROVISIONS ON ACCELERATED INSTRUCTION AND ACTIVATED LEARNING COMMITTEES BY HOUSE BILL 4545. ACCELERATED LEARNING COMMITTEES WILL BE RESPONSIBLE FOR DEVELOPING EDUCATION EDUCATIONAL PLANS FOR STUDENTS WITH AN UNSAFETY PERFORMANCE ON A THIRD, FIFTH, OR EIGHTH GRADE MATH AND READING ASSESSMENTS OF THE POLICY TEXT DISTRICTS PAYMENTS TO THE DISTRICT'S FREE 'S POLICY, F AND G LOCAL, FOR COMPLAINTS ABOUT AN EDUCATION PLAN DEVELOPED BY THE ACCELERATED LEARNING COMMITTEE.

THE POLICY ALSO EXPLAINS THAT A REQUEST FOR A STUDENT TO BE ASSIGNED TO A PARTICULAR TEACHER , FOLLOWING UNSAFETY PERFORMANCE ON THE THIRD, FIFTH, OR EIGHTH GRADE MATH AND READING ASSESSMENTS WILL BE HAPPENED CRADLED IN ACCORDANCE WITH ADMINISTRATIVE PROCEDURES. HE WANTS IE LOCAL, THE ACADEMIC ACHIEVEMENT, RETENTION, AND PROMOTION, AS A RESULT OF HOUSE BILL 4545 OUTDATED PROVISIONS ON GRADE ADVANCEMENT TESTING HAVE BEEN REMOVED FROM EIE LOCAL. TEXT REGARDING ACCELERATED CONSTRUCTION IS POLICY EHBC. OTHER CHANGES INCLUDE THE REMOVAL OF TEXT REGARDING THE ASSIGNMENT OF RETAINED STUDENTS, WHICH IS BASED ON ADMINISTRATIVE CODE RULES ADDRESSING GREAT ADVANCEMENT TESTING. FDE LOCAL ADMISSION SCHOOL SAFETY TRANSFERS, HOUSE BILL 375 AMENDED THE OFFENSE OF CONTINUOUS SEXUAL ABUSE OF A YOUNG CHILD TO INCLUDE CONTINUOUS SEXUAL ABUSE OF A DISABLED INDIVIDUAL. THE SECTION OF POLICY FD HE WANTS LOCAL ADDRESSES THE COLLECTION OF SAFE SCHOOL DATA, HAS BEEN REVISED TO ALIGN WITH THIS CHANGE IN THE LAW. FEA LOCAL ATTENDANCE, COMPULSORY ATTENDANCE INCLUDED IN POLICIES AND PROVISIONS PERMITTING A STUDENT WHO IS AT LEAST 15 -YEARS-OLD TO BE ABSENT FOR ONE DAY TO OBTAIN A LEARNER LICENSE AND FOR ONE DAY TO OBTAIN A DRIVER'S LICENSE. SENATE BILL 289 CREATED THIS OPTIONAL EXCUSED ABSENCE. FEC LOCAL ATTENDANCE, ATTENDANCE FOR CREDIT, HOUSE BILL 699 CREATED AN EXCEPTION TO THE 90% ATTENDANCE REQUIREMENT FOR ABSENCES RESULTING FROM A SERIOUS OR LIFE-THREATENING ILLNESS OR RELATED TREATMENT TO REFLECT THIS EXCEPTION, RECOMMENDED TEXT HAS BEEN INCLUDED IN FEC LOCAL. INITIAL, THE POLICY HAS UNDERGONE SIGNIFICANT REORGANIZATIONS AND REVISION TO REMOVE ADMINISTRATIVE DETAILS ON DOCUMENTING STUDENT ILLNESSES, WHICH CAN BE ADDRESSED IN THE STUDENT HANDBOOK. CHANGES HAVE ALSO BEEN MADE TO PLACE AN EMPHASIS ON A STUDENT'S MASTERY OF THE ESSENTIAL KNOWLEDGE AND SKILLS AND MAINTAINING A PASSING GRADE RATHER THAN ASSIGNING A STUDENT TO ATTEND PROGRAMS FOR AN AMOUNT OF TIME EQUIVALENT TO THE STUDENT'S ABSENCES.

SB UPDATE 118 >> PRESIDENT HAMILTON:

QUESTIONS OVER THE POLICY? >> I DON'T THINK WE HAVE ANY TRUE QUESTIONS. I THINK THERE WAS ONE COMMENT THAT CAME IN ONE POLICY COMMITTEE MEETING. MS. MORRIS, SHE WALKED IN RIGHT ON TIME. IF YOU RECALL, WE HAD DISCUSSIONS ABOUT POLICY DFE, WHICH DEALT WITH THE TERMINATION OF EMPLOYEES, AND YOU HAD A FEW QUESTIONS THEN AS THE NINE CHAPTER 21. THIS IS THE POINT OF CONVENTION DURING OUR COMMITTEE, IF I REMEMBER CORRECTLY. BED A FEW QUESTIONS THERE. YOU WANT TO POSE THOSE

NOW? >> PRESIDENT HAMILTON: WELL, ACTUALLY, I THINK DIDN'T YOU PRESENT US THE ANSWERS TO THOSE

>> DR. TAYLOR: YES, MA'AM. >> PRESIDENT HAMILTON: DO YOU

WANT ME FOR PUBLIC -- >> IS IF YOU'RE FINE WITH THE RESPONSESES, I DIDN'T GET A RESPONSE BACK FROM IT.

>> PRESIDENT HAMILTON: AS LONG AS THEY'RE IN LINE WITH WHAT CHAPTER 21 IS SUPPOSED TO SAY, AND WE ADHERE AND KNOW THAT WE ARE SUPPOSED TO ABIDE BY THAT, I'M FINE WITH THAT.

>> OKAY. THANK YOU VERY MUCH, MA'AM.

>> PRESIDENT HAMILTON: THANK YOU. ANY OTHER QUESTIONS FROM THE BOARD? HEARING NONE, THIS IS AN ACTION ITEM, IS THERE A

MOTION? >> MADAM PRESIDENT, I MOVE THAT WE APPROVE THE POLICY UPDATES 118 AS PREPPED BY DR. TAYLOR.

>> PRESIDENT HAMILTON: WE HAVE A MOTION BY MR. JONES. IS THERE

A SECOND? >> SECRETARY MORRIS: SECOND.

>> PRESIDENT HAMILTON: MR. STEVENSON?

>> TRUSTEE STEPHENSON: YES. >> MR. JONES?

>> YES >> MS. MORRIS IN

>> YES. >> AND VOTING YES MYSELF. THISS

[10.H. Consider and possible action to approve a Resolution Adopting Policy 118 Update - Termination of Employment Resignation DFE(LOCAL)]

CONSIDER A POSSIBLE ACTION TO TO APPROVE THE RESOLUTION ADOPTING POLICY 118 UPDATE, TERMINATION OF EMPLOYMENT RESIGNATIONS? I BELIEVE YOU ALREADY WENT THROUGH THAT, ALSO. COLLECT?

>> DR. TAYLOR: YES, MA'AM. THERE'S TWO RIDS SOLUTION THAT TASB REQUIRES THE BOARD TO READ AND ADOPT: THOSE ARE IN THE BACK OF THE MANILA FOLDER. EXHIBIT A, ONE IS FOR RESIGNATION DATE AND ONE IS FOR POST, SO I'VE INCLUDED THOSE IN

THE BACK. >> PRESIDENT HAMILTON: SHE REFERENCED THESE RESOLUTIONS PREVIOUSLY. I'LL READ EACH RESOLUTION AND THEN WE'LL CALL FOR A VOTE. EXHIBIT A, RESOLUTION OF THE BOARD DELEGAT ING AUTHORITY TO ACCEPT A CONTRACT. EMPLOYEES RESIGNATION EFFECTIVE BEFORE THE END OF THE SCHOOL YEAR, WHEREAS EDUCATION CODE 21.105B, 160B, AND 210B IN DFE LOCAL PROVIDES THAT A CONTRACTED EMPLOYEE MAY RESIGN EFFECTIVE BEFORE THE END OF THE SCHOOL YEAR WITH THE CONSENT OF THE BOARD OR THE BOARD'S DESIGNEE. AND WHEREAS IN ADDITION TO THE DELEGATION OF AUTHORITY TO THE SUPERINTENDENT IN DFE LOCAL, THE BOARD SEEKS TO ALSO DELEGATE AUTHORITY TO THE CHIEF HUMAN RESOURCE OFFICER TO ACCEPT AND CONTRACT EMPLOYEES RESIGNATIONS WHEN THE RESIGNATION IS EFFECTIVE PERIOD OF TIME THE END OF THE SCHOOL YEAR. NOW, THEREFORE BE IT RESOLVED THAT IN ADDITION TO THE DELEGATION OF AUTHORITY TO THE SUPERINTENDENT IN DFE LOCAL, THE BOARD OF LANCASTER INDEPENDENT SCHOOL DISTRICT ALSO DELEGATES THE CHIEF HUMAN RESOURCE OFFICER AUTHORITY TO ACCEPT A CONTRACT EMPLOYEES RESIGNATIONS WHEN THE RESIGNATION IS EFFECTIVE BEFORE THE END OF THE SCHOOL YEAR. THE SUPERINTENDENT OR THE PERSON DESIGNATED BY THE BOARD ACTUALLY WILL EITHER ACCEPT THE RESIGNATION OR SUBMIT THE MATTER TO THE BOARD IN ORDER TO PURSUE SANCTIONS ALLOWED BY THE LAW.

THE AUTHORITY GRANT BY THIS RESOLUTION IS EFFECTIVE UNTIL THE BOARD REVOKES SUCH AUTHORITY BY FURTHER ACTION, ADOPTED THIS 22ND DAY OF FEBRUARY, 2022, BY THE BOARD OF TRUSTEES.

EXHIBIT B, RESOLUTION OF THE BOARD DELEGATING AUTHORITY TO ACCEPT A CONTRACT EMPLOYEE'S RESIGNATION EFFECTIVE AT THE END OF THE SCHOOL YEAR OR SUBMIT IT BEFORE THE PENALTY PRE RESIGNATION DATE. WHEREAS EDUCATION CODE 21.105A, 160A, AND 210A, AND THE FE -- F FDFE LOCAL [INDISCERNIBLE] RELINQUISH A TEACHING POSITION AND LEAVE THE DISTRICT AT THE END OF THE SCHOOL YEAR WITHOUT PENALTY FOLLOWING TO TO THE BOARD WITH THE BOARD'S DESIGNEE AND WRITTEN RED I GO NATION NO LATER THAN THE 45TH DAY BEFORE THE FIRST DAY OF INSTRUCTION OF THE FOLLOWING SCHOOL YEAR. AND WHEREAS IN ADDITION TO THE DELEGATION OF AUTHORITY. SUPERINTENDENT IN DFE LOCAL, THE BOARD SEEKS TO ALSO DELEGATE AUTHORITY TO THE CHIEF HUMAN RESOURCE OFFICER TO ACCEPT A CONTRACT EMPLOYEE WRITTEN RESIGNATION EFFECTIVE AT THE END OF THE SCHOOL YEAR OR SUBMITTED AFTER THE LAST DAY OF THE SCHOOL YEAR AND BEFORE THE PENALTY FREE RESIGNATION DATE. NOW THEREFORE BE IT RESOLVED IN ADDITION TO

[01:25:03]

THE DELEGATION OF AUTHORITY TO THE SUPERINTENDENT IN DFE LOCAL, THE BOARD OF LANCASTER INDEPENDENT SCHOOL DISTRICT ALSO DELEGATES AUTHORITY TO THE CHIEF HUMAN RESOURCE OFFICER TO ACCEPT A CONTRACT EMPLOYEE'S WRITTEN RESIGNATION EFFECTIVE AT THE END OF THE SCHOOL YEAR OR SUBMITTED AFTER THE LAST DAY OF THE SCHOOL YEAR AND BEFORE THE PENALTY FREE RESIGNATION PERIOD. A RESIGNATION FILED NO LATER THAN THE 45TH DAY BEFORE THE FIRST DAY OF INSTRUCTION OF THE FOLLOWING SCHOOL YEAR IS EFFECTIVE UPON FILING. THE RESIGNATION CAN THE NO BE REJECTED BY THE DISTRICT OR WITHDRAWN BY THE EMPLOYEE. IT IS ACCEPTED UPON RECEIPT BY THE SUPERINTENDENT AND OTHER PERSON DESIGNATED BY THE BOARD. IT REQUIRES NO FURTHER ACTION BY THE DISTRICT. THE AUTHORITY GRANTED BY THE RESOLUTION IS EFFECTIVE UNTIL THE BOARD REVOKES SUCH AUTHORITY BY FURTHER ACTION, ADOPTED THIS DAY , 222ND DAY OF FEBRUARY, 20222, BY THE BOARD OF TRUSTEES SO AFTER READING THESE AGAIN ALOUD, I DO HAVE A QUESTION. SO ON THE SECOND ONE ABOUT NON CONTRACT EMPLOYEES, WELL, I GUESS IT WILL PROBABLY BE ON THE CONTRACT EMPLOYEES. WHAT'S THE DIFFERENCE IN THIS RESOLUTION POLICY VERSUS THE POLICY THAT YOU ALL ALREADY HAVE EFFECTIVE THAT THEY'RE GOING TO RESIGN AND SUBMIT THAT RESIGNATION WITHIN 45 DAYS OF THE LAST SCHOOL YEAR BECAUSE I BELIEVE THAT'S ALREADY

IN PLACE. CORRECT? >> YEAH. THE COMMISSIONER OF EDUCATION, IT WAS JUST A PROPOSAL. THE LANGUAGE SHOWED IN THERE SUPERINTENDENT OR DESIGNEE, BUT IT WAS REQUESTED TO SPECIFICALLY NAME A TITLE OF THE BOARD, FOR THE BOARD ACTION, FOR THERE TO BE BOARD ACTION FOR THAT OTHER PERSON.

>> OKAY. THANKS FOR CLARITY. BOARD, THIS IS AN ACTION ITEM.

IS THERE A MOTION OR ANY OTHER >> VICE PRESIDENT JONES: NO OTHER DISCUSSION, MADAM PRESIDENT. I'D LIKE TO MOVE THAT WE APPROVE THE RESOLUTIONS, AN ADDENDUM TO THE POLICY UPDATE 118, TERMINATION OF EMPLOYEE RESIGNATION [INDISCERNIBLE]

LOCAL PRESENTED. >> PRESIDENT HAMILTON: I HAVE A MOTION BY MR. JONES. IS THERE A SECOND?

>> SECOND. >> PRESIDENT HAMILTON: I HAVE A SECOND BY MS. MORRIS TO APPROVE THE RESOLUTION OF POLICY 118.

ADDENDUM TERMINATION OF EMPLOYMENT, RESIGNATION, DFE LOCAL. AT THIS TIME, I'LL TOSS THE VOTE TO STEPHENSON?

>> TRUSTEE STEPHENSON: NO. >> PRESIDENT HAMILTON: MR.

JONES? >> VICE PRESIDENT JONES: YES.

>> MS. MORRISES >> YES. MS. DAVIS? YES.

[Items 10.D. - 10.F.]

>> MYSELF VOTING YES. MOTION PASSES.

>> PRESIDENT HAMILTON: WE DID SKIP ITEMS D, E, AND F. MR.

JONES? >> VICE PRESIDENT JONES: YEAH.

MADAM PRESIDENT, ON ITEM D, POLICY BE (LOCAL) I THINK THAT WAS MORE SO OF A DISCUSSION FOR US TO POTENTIALLY CHANGE OUR BOARD MEETING DATE. OUR DAY OF THE WEEK. I DON'T KNOW IF WE HAVE TO HAVE THAT DISCUSSION RIGHT NOW. WE CAN TABLE THAT AND BRING IT BACK. I THINK THAT'S THE ONLY ITEM THAT WE HAVE THERE, IF IT I REMEMBER FROM OUR DISCUSSION.

>> PRESIDENT HAMILTON: OKAY. WE'RE HERE. LET'S TALK ABOUT IT . CAN YOU ALL SHARE WHAT YOU ALL DISCUSSED IN THE MEETING? JOJO WELL, IT WAS MORE SO ARE TUESDAYS GOOD?

>> PRESIDENT HAMILTON: THANK YOU, SIR.

>> VICE PRESIDENT JONES: AS FAR AS PREPARING INFORMATION AND GETTING IT TO US. DO WE WANT TO GET AN ALTERNATE DATE?

>> PRESIDENT HAMILTON: OKAY. ANYBODY HAVE COMMENTS?

>> TRUSTEE STEPHENSON: I WAS IN THE SAME MEETING. I DON'T REMEMBER SEEING ANY OF THESE ITEMS IN THERE.

>> VICE PRESIDENT JONES: I THINK BE WAS BROUGHT UP AT THE END OF THE MEETING, AND ALSO THE BE (LOCAL) WHICH WE'LL COVER NEXT IS THE ACTION ITEM DOCUMENT, THE RESPONSIBILITY OF THE BOARD SECRETARY. AND THERE WAS SOME DISCUSSION ABOUT IT WAS BEING SOMEWHAT REDUNDANT. BUT WITH BE (LOCAL) I THINK SOMEBODY BROUGHT UP THE IDEA OF US CHANGING THE DAY OF THE WEEK FOR OUR MEETING. AND WE AFFECT DRESSED THAT, WOULD BE TO GO

THROUGH BE LOCAL. >> TRUSTEE STEPHENSON: SOMEONE SAID THE BOARD REQUESTED THIS? IS THAT RIGHT?

>> VICE PRESIDENT JONES: IT WAS BROUGHT UP DURING THAT MEETING.

THAT'S WHY IT GOT PLACED ON HERE .

>> TRUSTEE STEPHENSON: OKAY. I WAS JUST A LITTLE BIT CONFUSED, BECAUSE THE BOARD IS THE BOARD AND I DON'T REMEMBER EVER BEING INFORMED ABOUT ANY OF THAT. THEY JUST LEARNED ABOUT IT ON

THE AGENDA. >> VICE PRESIDENT JONES: OKAY.

>> I THINK IF IT I MAY, AT THE END OF THE POLICY MEETING, WE SPOKE ABOUT BDAA AND BE LOCAL CAME UP, BECAUSE THERE WAS SOME INFORMATION ON MAYBE TRANSCRIBING MINUTES OR SOMETHING ELSE AND WE DID NOT HAVE A BE LOCAL WHEN WE WERE GOING THROUGH, AND SO THESE WERE THE TWO POLICIES. I REACHED OUT TO MS. CONYERS TO GET THIS BE LOCAL FOR LANCASTERISM SD FROM THAT POLICY COMMITTEE MEETING .

>> TRUSTEE STEPHENSON: I'M A LITTLE BIT SHOCKED. MAYBE NOT SHOCKED. MAYBE SURPRISE AND HAD DISAPPOINTED ABOUT ALL THE CONFUSION SURROUNDING THESE MATTERS. I MEAN, THERE ARE VERY FEW ITEMS THAT WE CAN'T TAKE THE TIME TO GET IT RIGHT RATHER THAN

[01:30:05]

GET IT FAST. OKAY? AND I THINK ALMOST ANYTHING WE CAN DELAY A LITTLE LONGER AND GET IT RIGHT. SECONDLY, ACCORDING TO THE STATUTES, THE LAWS THAT WE OPERATE BY, THE PRIMARY -- ONE OF THE PRIMARY POWERS OF THE BOARD IS TO SET POLICY. SO I'M A LITTLE BIT UNCOMFORTABLE WITH ALL OF THESE POLICIES COMING IN THERE AND SHOWN TO US, NOT CREATED BY US. SO --

>> VICE PRESIDENT JONES: IF I COULD, MR. STEVENSON, I'LL TAKE FULL RESPONSIBILITY FOR BE LOCAL , AS WELL AS THE BDAA LOCAL . THOSE ARE ITEMS WHICH I SHOULD HAVE BROUGHT TO THE COMMITTEE IN A MORE FORMALIZED MATTER. WE HAD CONDUCTED THAT POLICY MEETING. I WAS TRAVELING AND DID NOT GET THE INFORMATION BACK TO YOU, NOR SECRETARY MORRIS FOR IT BEING ON THE AGENDA. I TAKE FULL RESPONSIBILITY FOR THAT, FOR NOT GETTING THAT INFORMATION TO YOU GUYS. BUT THE CONVERSATION PIECES WERE MENTIONED ABOUT US TRANSCRIBING MINUTES, WHICH TIED INTO THE BDAA LOCAL. SO WHAT WE CAN DO IS DEFINITELY ADDRESS THESE NOW OR WE CAN TABLE THESE FOR A LATER TIME.

>> TRUSTEE STEPHENSON: I RECOMMEND THEY TABLE THESE FOR

ANOTHER DATE. >> [INDISCERNIBLE]

>> PRESIDENT HAMILTON: ONE AT A TIME, PLEASE. YOU WERE SAYING

SOMETHING. GO AHEAD. >> TRUSTEE STEPHENSON: I WOULD SUGGEST WE TABLE IT TO A LATER DATE AND GET IT RIGHT. FROM HE HAS PRESIDENT ARE YOU WANTING TO TABLE D, HE WANTS, AND F JUST SO

IT'S CLEAR OR JUST ONE OF THEM? >> TRUSTEE STEPHENSON: D, E,

AND F. >> PRESIDENT HAMILTON: IS THAT

IT? >> TRUSTEE STEPHENSON: YES.

>> PRESIDENT HAMILTON: MS. MORRIS?

>> SECRETARY MORRIS: I DON'T KNOW OR RECALL. I WAS IN THAT CONVERSATION EVEN BEFORE THE COMMITTEE, WHEN THE COMMITTEE WAS FORMED ABOUT THE TIME AND THE DATE BY THE BOARD MEETING.

AND SO THE COMMITTEE MET, SO I'LL HAVE TO SAY, MR. JONES, THAT PROBABLY, WHAT I'M THINKING YOU WERE THINKING ABOUT WHEN ITEM ABOUT THE TIME OF THE BOARD MEETING, BECAUSE THAT HAS BEEN A DEEP, ONGOING DISCUSSION. WE ARE MEETING ON TUESDAY. ONE OF THE THINGS THAT I WAS GOING TO POSE AND SUGGEST IS THAT WE, AS A PARTY, WE ARE THE BOARD. WE'VE SET THE POLICY, BUT WE ALSO HAVE TO REMEMBER THAT WE WORK WITH A BODY. AND WORKING WITH A BODY, THAT WHOLE BODY GOT TO COLLABORATE. AND IN COLLABORATING, THEN I THINK AS A BOARD MEMBER, WE SHOULD ALWAYS LISTEN TO OTHER INDIVIDUALS. AT THE END OF THE DAY, YOU ARE RIGHT, MR. STEPHENSON, IT IS OUR DECISION ON WHAT'S GOING TO BE DONE, BUT SOME OF THESE POLICIES , EVEN IF IT WE DO IT LEGAL, WE CANNOT GET OUT OF THE -- I MEAN LOCAL, WE CANNOT GET OUT OF THE RAM LEGAL. AND SO -- REALM LEGAL. IF WE DO A LOCAL POLICY, WE'RE DOING THAT LOCAL POLICY NOT THAT WE HAVE TOTALLY CREATED THAT POLICY. WE ATTORNEYS HAVE LOOKED AT IT.

OUR POLICY PERSON THAT WORKED WITH THE DISTRICT HAS PRESENTED IT TO TASB. IT COMES BACK TO US AND EITHER IS GOING TO BE A YAH OR A NAY WHETHER OR NOT IT'S A POLICY THAT IS OUT OF LINE. WE, AS A BORE, CANNOT JUST SAY, OKAY , WE'RE GOING TO CHANGE THE POLICY TODAY. AM I RIGHT, DR. TAYLOR?

>> DR. TAYLOR: YES. I TAKE IT TO THE POLICY COMMITTEE AND WE GO THROUGH THE STEPS AS PRESENTED AND TASB HAS LENGTHY DISCUSSIONS AFTER THOSE LEGISLATIVE SESSIONS.

>> SECRETARY MORRIS: SO THEREFORE, IF IT'S SOMETHING THAT WE HAVE DECIDED TO APPROVE, THEN TASBE HAS TO LOOK AT IT, THEIR LEGAL TEAM, OUR ATTORNEY, AND AT THAT POINT, OKAY, NOW CAN THE BOARD LOOK AT IT AND MAYBE WE TALK ABOUT IT [INDISCERNIBLE] AND EITHER SAY UP OR DOWN OR WHICH IN THE MEETING. SO IN TABLING THE MEETING, I'M JUST GOING TO SAY IF WE GOT TO TABLE A POLICY, WE DID HAVE TIME ENOUGH TO LOOK AT IT -- I DON'T EPPS JONES IF I COULD, SECRETARY MORRIS, TYPICALLY, AT THE POLICY COMMITTEE MEETINGS WE SEND OUT A SUMMARY TO THE BOARD PRESIDENT AND SHE SENDS IT OUT TO EVERYBODY SO THEY HAVE THE

INFORMATION TO REVIEW. >> SECRETARY MORRIS: THAT'S

WHAT I WAS JUST SAYING. >> VICE PRESIDENT JONES: IN THIS INSTANCE, IT WAS NOT DONE. EVERYBODY DIDN'T HAVE AMPLE TIME TO FORMULATE QUESTIONS AND SEND IT BACK TO ADMINISTRATION FOR CLARITY. SO IF WE WERE TO DO THAT, MY RECOMMENDATION WOULD BE

[01:35:02]

THAT WE TABLE THESE THREE ITEMS AND HAVE ANOTHER POLICY MEETING

AND GET THIS INFORMATION OUT. >> SECRETARY MORRIS: OKAY. I DON'T HAVE A PROBLEM WITH TABLING IT. IF WE'RE GOING TO TABLE IT, WE NEED TO GET INPUT FROM ADMINISTRATION. BUT I

REMEMBER GETTING AN E-MAIL. >> VICE PRESIDENT JONES: YOU GOT IT BECAUSE YOU WERE ON THE POLICY COMMITTEE. I DID NOT FORWARD THAT E-MAIL TO MADAM PRESIDENT TO GET IT OUT TO EVERYBODY ELSE. THAT PART IS ON MY, SO -- ON ME, BECAUSE I TAKE

FULL RESPONSIBILITY FOR THAT. >> SECRETARY MORRIS: WEREN'T

YOU CC'D ON THE E-MAIL? >> I'M THINKING I DID GET NOTES AFTER YOUR MEETING. BUT IN ANSWER TO QUESTIONS IS WHAT I

RECEIVED. >> VICE PRESIDENT JONES: IT WAS ANSWERED TO QUESTIONS. IT WASN'T A SUMMARY.

>> IT WASN'T A SUMMARY OF THE MEETING, NO.

>> SECRETARY MORRIS: YOU MEAN A SUMMARY OF MINUTES?

>> PRESIDENT HAMILTON: USUALLY AFTER THERE'S A COMMITTEE MEETING, THE CHAIR ACCEPTS OVER A SUMMARY OF THE -- CORRECT OF BECAUSE I DIDN'T PROVIDE IT.

>> PRESIDENT HAMILTON: AND I WILL SAY, AS FAR AS LOOKING AT B E, IF IT YOU ALL ARE SAYING THE CHANGE OF THE MEETING DATED OR TIME, TUESDAY HAS BEEN CHALLENGING, BECAUSE WE HAVE DISCOVERED THAT WE HAVE GAMES ON TUESDAY. IT WAS VOLLEYBALL.

IT'S NOW BASKETBALL. AND HE YOU KNOW, WE DON'T MAKE ALL THE GAMES AS BOARD MEMBERS, BUT DEFINITELY, WE CAN SUPPORT OUR STUDENTS AND GO OUT AND SHOW REPRESENTATION, AND WE DO WANT OUR STAFF TO BE ABLE TO GO OUT TO GAMES AND NOT BE IN IT A BOARD MEETING ON GAME NIGHT. IT'S NOT ALL ABOUT SPORTS, BUT IT'S JUST, YOU KNOW, IF WE CAN COME UP WITH A NIGHT, YOU KNOW, IS WEEK NIGHTS ARE HARD. ALL OF THEM ARE HARD. SO WE'RE ALL MAKING A SACRIFICE TO BE HERE FOR THESE BOARD MEETINGS. SO IF YOU ALL ARE NOT COMFORTABLE WITH TUESDAY, AS THE LEADER, I'M WILLING TO BE FLEXIBLE. SO IF THAT'S THE ONE THAT YOU ALL WANT TO TACKLE TONIGHT OR IF YOU ALL WOULD LIKE TO GIVE IT SOME TIME, WE CAN DEFINITELY TABLE. THERE'S AN OPPORTUNITY TO PUT A

MOTION ON THE BOARD. >> VICE PRESIDENT JONES: BE LOCAL WAS NOT JUST ABOUT THE DATE AND TIME. IT WAS ALSO, AS DR. TAYLOR HELPING, ABOUT US TRAN GIBBING THE PARTICULAR MINUTES OF THE MEETING. THAT WAS GOING TO BE INSERTED INTO

THE POLICY BE LOCAL. >> PRESIDENT HAMILTON: BUT WHAT WAS THE CONVERSATION ON JURISDICTION?

>> VICE PRESIDENT JONES: AGAIN, I DON'T HAVE ALL THE INFORMATION BEFORE ME. I HAVE ANOTHER MEETING, I CAN PROVIDE YOU THE SUMMARY OF THOSE NOTES AND WE CAN DO THAT AT THE NEXT MEETING

>> SECRETARY MORRIS: I CAN DEFINITELY TALK ABOUT WHAT WE

DISCUSSED ABOUT TRANSCRIBING. >> VICE PRESIDENT JONES: YOU CAN TALK ABOUT IT. IT DOESN'T GIVE THEM AMPLE TIME TO DIGEST

THE CONVERSATION. >> PRESIDENT HAMILTON: LET'S

JUST TABLE IT. >> SECRETARY MORRIS: HOLD ON CAN I NOT BASICALLY SAY SO EVERYBODY WILL HEAR WHAT THAT DISCUSSION WAS? ARE WE GOING TO TABLE IT, BUT EVERYBODY WILL KNOW THAT'S COMING BACK? BECAUSE THAT FRIDAY, IT WAS TWO THINGS IN THAT PARTICULAR POLICY . IT WAS THE EXCEL. IT WAS WHO WAS RESPONSIBLE FOR IT. AND THEN IT WAS DESCRIBING

DETAILED MINUTES. >> PRESIDENT HAMILTON: RIGHT.

BUT THIS IS FOR THE BOARD TO MAKE A DECISION, WE CAN JUST GET THE NOTES AND VERSUS HAVING THE AUDIENCE SIT THROUGH THIS CONVERSATION WHEN IT'S GOING TO COME BACK.

>> SECRETARY MORRIS: OKAY. BUT I JUST WANTED THE THE BOARD, THE WHOLE BOARD TO KNOW WHAT THAT COMMITTEE WAS DISCUSSING.

>> VICE PRESIDENT JONES: THAT WILL BE PART OF THAT SUMMARY THAT'S PROVIDED, SO AGAIN, I APOLOGIZE FOR FAILING TO GET THAT OUT TO EVERYONE. MADAM PRESIDENT, I'D LIKE TO MOVE THAT WE TABLE POLICY BE LOCAL, BBG LOCAL, AND BDAA LOCAL.

>> PRESIDENT HAMILTON: OKAY. THERE IS A MOTION TO TABLE.

>> TRUSTEE STEPHENSON: SECOND. >> PRESIDENT HAMILTON: THERE'S A MOTION BY MR. JONES TO TABLE ITEMS D, E, AND F, WHICH CONTEST OF POLICY B E, POLICY BBG, AND POLICY BDAA. SECONDED BY MR. STEPHENSON. AT THIS TIME I CALL FOR THE VOTE. MR. STEVE

SON? >> TRUSTEE STEPHENSON: YES.

>> MR. JONES? >> YES.

>> MS. MORRIS? AND YES. MS. DAVIS AND MYSELF VOTING YES.

MOTION PASSED. >> DR. TAYLOR: THANK YOU FOR

YOUR TIME. >> PRESIDENT HAMILTON: THANK

[7. Recess to Closed Session]
