I WANTED TO PROVIDE THE BOARD WITH AN UPDATE ON THIS BOARD MEETING AS I SHARED BACK IN THE SUMMER THAT I WOULD GIVE YOU AN UPDATE BEFORE DECEMBER IN BREAK AND SO AS I CONTINUE MY LISTENING AND LEARNING TOUR THROUGHOUT THE DISTRICT, I HAVE MET SEVERAL DIFFERENT STAKE HOLDERS, INCLUDING SEVERAL LISD STUDENTS,AKEHOLDERS, INCLUDING LISD STUDENTS, REALTOR GROUPS. THE LIMA ASSOCIATION AND MANY, MANY COMMUNITY MEMBERS AS WELL. DURING SEPTEMBER AND OCTOBER, I PARTICIPATED IN EACH OF OUR CITY'S COIN SILL MEMBERS' TOWN HALL MEETINGS WHERE I WAS ABLE TO INTRODUCE MYSELF TO KEY COMMUNITY MEMBERS AND PROVIDE INFORMATION INTO MY TRANSITION INTO LANCASTER, LOCAL CHAPTER OF THE NATIONAL ASSOCIATION OF REAL ESTATE BROKERS TO PROMOTE OUR DISTRICT AND SHOWCASE THE TEACHING AND LEARNING THAT HAPPENS WITHIN OUR SCHOOLS. THESE MEETINGS HAVE ALSO ALLOWED ME TO EXTEND THE OPPORTUNITY FOR THESE ORGANIZATIONS TO PARTNER WITH AND SUPPORT OUR DISSTRICTS AND MEETING WITH STUDENTS AT BAMO TO GETTRICTS AND MEETING WITH STUDENTS AT BAMO TO GET FEEDBACK ON WHAT IS NEEDED MAKING RECOMMENDATIONS REGARDING COURSES THAT THEY WISH THEY WOULD HAVE HAD DURING THEIR K-12 JOURNEY. THESE STUDENTS HAVE EXPRESSED THEIR FEELINGS THROUGHOUT CAMPUS, GIVING US VALUABLE FEEDBACK. WE HAVE HAD OPEN DIALOGUE ABOUT THEIR DESIRES TO ENHANCE THEIR SCHOOL CULTURE AND BUILD SCHOOL PRIDE WHILE THE STUDENTS, WE JUST FINISHED OUR FIRST PHASE WITH THEM BY WE HAVE BEEN IN SEVERAL SESSIONS WHEN WE RETURN FROM BREAK WITH THEIR NEW ADMINISTRATOR TEAM. I'M LOOKING FORWARD TO THEIR PRESENTATIONS AND CONTINUING THESE MEETINGS THROUGHOUT THE YEAR. OUR COMMUNITY MEMBERS AND KIDS BUT WHAT BETTER VOICE TO HAVE IN FRONT OF YOU TALKING ABOUT WHAT THEIR NEEDS ARE, SO SOME KEEP TAKEAWAYS FROM ME WAS AN OVERWHELMING APPRECIATION FROM OUR STUDENTS THAT INCLUDED THE DISCUSSION OF BEING ABLE TO ARE A VOICE. OUR COMMUNITY MEMBERS WHO WERE EXCITED TO LEARN MORE ABOUT OUR SCHOOL DISTRICT AND HOW THEY CAN BECOME ADVOCATES AS WELL, ORGANIZATIONS EAGER TO FIND THEIR WAY TO INVOLVEMENT AND HOW THEY CAN BECOME INVOLVED WITH OUR DISTRICT. I HAVEN'T MET WITH MY STAFF AS A GROUP FOR KEY COMMUNITY CATERS BUT I MET WITH SEVERAL ADMINISTRATORS, COUNSELLORS AND STAFF AS WELL WHO ALSO VOICE A DESIRE FOR MORE SYSTEMS OF OPERATIONS THAN WHAT WE HAVE AND STANDARD OPERATING PROCEDURES AND SO WE WILL BE LOOKING TO STRATEGICALLY PUT SOME OF THOSE THINGS IN PLACE AS WELL. THESE MEETINGS WILL CONTINUE THROUGHOUT THE REMINDER OF THE YEAR. ON JANUARY 14TH, I WILL BE MEETING WITH THAT TEACHER GROUP. THE PRINCIPALS ARE SELECTING INDIVIDUALS TO PARTICIPATE IN THAT AND BEFORE THE END OF JANUARY, I'LL HOST AS WELL SEVERAL PARENT KEY COMMUNICATOR GROUPS SO I WANTED TO GIVE A QUICK UPDATE ON THAT TRANSITION IN. YES, LOTS OF MEETINGS, BUT THEY HAVE BEEN SO VALUABLE AND I WOULD SAY ESPECIALLY FROM OUR STUDENTS WHO HAVE OBVIOUSLY WHO ARE ON THE OTHER SIDE OF THAT DESK AND CAN GIVE US AN ASSESSMENT OF HOW WE'RE SERVING THEM. [8.C. Campus Highlights] WITH THAT, I WILL TURN IT OVER TO CAMPUS HIGHLIGHTS AS PART OF MY NEXT REPORT. WE HAVE COMING FORWARD FIRST OUR BELT LINE PRINCIPAL MS. WENDY HAWTHORNE. THE MIC IS YOURS. >> GOOD EVENING BOARD PRINCIPAL HAM ANILTON AND DR. LEE-PERERA. THIS YEAR OUR THEME IS THE BUILD BACK BETTER. WE'RE CONTINUING TO WORK ON THAT EACH AND EVERY DAY. THE TEAM THAT'S HELPING ME MAKE THAT HAPPEN INCLUDES OUR [00:30:04] ADMINISTRATIVE TEAM. WE CALL THEM THE A-TEAM. OUR ASSISTANT PRINCIPAL, MRS. JOHNSON, ASHLEY KIMBOROUGH, MRS. HARDAWAY AND DEMITRA MASSEY OUR INTERVENTIONIST AND THEY WORK REALLY HARD TO SPORT OUR EFFORTS SUPPORT OUR EFFORTSUPPORT OUR EFFORTS AT THE SCHOOL. IF YOU COME TO MY CAMPUS, EVERY DAY SOMETHING IS GOING ON. JUST TO NAME SOME OF THE PROGRAMS THAT ARE STANDING OUT IN MY MIND RIGHT NOW INCLUDE OUR CODING CLUB. YOU CAN SEE AT THE BOTTOM A PICTURE OF OUR STUDENTS IN THE HIGH SCHOOL PARADE AS WELL AS AS WAS MENTIONED EARLIER, OUR FOURTH GRADERS DID SCORE FIRST PLACE IN THE HACK-A-THON EVENT THAT HAPPENED LAST WEEK SO WE'RE VERY PROUD OF THEM AS WELL AS THE FLYING CLASSROOM THAT HAPPENS ON SATURDAY SO WE COMPLETED ALL OF OUR COURSES FOR THE SUMMER, FOR THE FALL. OUR STUDENTS REALLY ENJOYED THE HANDS ON EXPERIENCES AND SO WE'LL JUST CONTINUE WITH THAT. I BELIEVE WE'LL HAVE THAT SAME OPPORTUNITY IN THE SPRING. THE AFTER SCHOOL PROGRAMS, WE DO HAVE WHAT WE CALL DIVAS OR DISTINCTION BUT IT'S OUR SISTER TO SISTER MENTORSHIP PROGRAM. YOU CAN SEE PICTURED BELOW OUR STUDENTS RIGHT BEFORE THE THANKSGIVING BREAK, THEY COLLECTED OVER 150 CARE PACKAGES THAT WENT TO A LOCAL WOMEN'S SHELTER SO WE'RE VERY PROUD OF THE WORK THAT THEY ARE DOING AND CONTINUE TO DO. OUR QUIZ BOWL WON SECOND PLACE IN OUR HISPANIC HERITAGE BOWL AND THEY'RE CONTINUING TO PREPARE FOR THE AFRICAN AMERICAN HISTORY BOWL COMING UP HERE IN FEBRUARY. COCURRICULAR PROGRAMS, THESE ARE PROGRAMS THAT SUPPORT WHAT WE'RE TRYING TO DO ACADEMICALLY ON CAMPUS SO WE'RE CONTINUING WITH OUR MOVE THIS WORLD AND PAIRED WITH THAT, WE HAVE OUR SEL ADVOCATES. THIS IS A PROGRAM THAT WE HAVE DONE AT OUR SCHOOL FOR AT LEAST 5 YEARS AND SO WHAT WE DO IS WE HAVE OUR ELECTIVE TEACHERS TO ADOPT A GRADE LEVEL. WE IDENTIFIED OUR TIER THREE STUDENTS AND THOSE TEACHERS ADVOCATE FOR THOSE STUDENTS. THEY MEET WITH THEM AT LEAST ONCE A WEEK IF NOT DAILY DEPENDING ON NEED AND SO THAT'S JUST A PROGRAM THAT I BELIEVE HAS REALLY IMPACTED WHAT WE'VE DONE. WE HAVE A GUIDANCE PROGRAM THAT IS HIGHLY EFFECTIVE THAT OUR COUNSELLOR IS PROVIDING GUIDANCE LESSONS EVERY SINGLE WEEK, SO WE'RE VERY EXCITED ABOUT THE PASSION THAT SHE'S BRINGING TO OUR STUDENTS. SOME OF OUR POINTS OF PRIDE INCLUDE THE FACT THAT WE ARE A PRE-K3 THROUGH FI5TH. WE ARE THE ONLY SCHOOL SERVES PREK-3 IN OUR DISTRICT SO THAT MAKES US DIFFERENT. AT FIRST I THOUGHT WHY ARE YOU DOING THIS TO ME WITH THESE 3-YEAR-OLDS? BUT I LOVE THEM AND I THINK THEY TRULY ENJOY COMING TO SCHOOL. WE HAVE A VETERANS STAFF WITH AN AVERAGE YEARS OF SERVICE AT 12 YEARS. WE OFFER SEVERAL CURRICULAR PROGRAMS THAT I MENTIONED EARLIER AND I THINK OUR PARENTS REALLY ENJOYED THE COMMUNICATION, I ALWAYS SAY IF YOU DON'T KNOW WHAT'S GOING ON AT BELT LINE, IT'S BECAUSE YOU DON'T WANT TO KNOW. I COMMUNICATE THROUGH A WEEKLY NEWSLETTER, PHONE CALLS EVERY SUNDAY NIGHT, THAT NEWSLETTER COMES OUT FOLLOWED BY A PHONE CALL. WE HAVE DOJO, DAILY PHOTOS, I PROVIDE AGENDAS SO IF YOU WANT TO KNOW WHAT'S GOING ON, THE TOOLS ARE PROVIDED FOR YOU AT THE CAMPUS. WE ARE EXCITED AS WELL. WE HAVE REESTABLISHED OUR PTA. WE LOST OUR CHARTER BECAUSE OF THE PANDEMIC BECAUSE IF YOU DON'T HAVE ELECTIVE OFFICERS IN APRIL, WELL, WE WEREN'T HERE IN APRIL SO WE DID REESTABLISH OUR CHARTER IN NOVEMBER SO WE HAVE A NEW EXECUTIVE BOARD AND THEY ARE EXCITED AND READY TO GO. ALL OF OUR LITERACY, TEACHERS, ONE THING I THINK IS GOING TO BE KEY AND HAS GREAT POTENTIAL FOR OUR STAFF HAS TO DO WITH GREAT READING TRAINING. ALL OUR TEACHERS WERE TRAINED LAST YEAR ON FOUNDATIONAL READING SKILLS. WE KNEW AND ANTICIPATED THE GAPS SO WE WANT ALL OUR TEACHERS TO BE EQUIPPED TO TEACH A CHILD TO READ. WE ANTICIPATE THAT PAYING OFF IN GREAT DIVIDENDS IN THE FUTURE. OUR CULTURE IS MUCH LIKE A [00:35:07] FAMILY AND WE KNOW THAT TO BE TRUE BECAUSE WE HAVE A GOOD RETENTION RATE FOR OUR STAFF. AND THEN THESE ARE JUST PICTURES OF SOME OF THE POINTS OF PRIDE. YOU CAN SEE A TEACHER HERE IN THE CORNER, SHE'S PROVIDING HER GUIDED READING LESSONS. WE DO GUIDED SWEEPS AND/OR WALKS EVERY SIX WEEKS SO WE WANT TO SEE IT, GO IN AND PROVIDE PROGRESS, MONITORING AND FEEDBACK ON THOSE CRITICAL FOUNDATIONAL SKILL THAT IS WE FEEL LIKE WE WANT TO SEE HAPPENING IN OUR CLASSROOMS. THIS IS A PICTURE OF OUR NEWSLETTER. THIS IS THE ONE FROM LAST WEEK. YOU CAN SEE PICTURED SOME OF OUR STUDENT ACTIVITIES, OUR INNOVATIVE LAP TEACHER PROVIDED OUR OWN ACTIVITIES AND CHEER LEAD SO THERE'S ALWAYS SOMETHING GOING ON AND WE BELIEVE THAT'S WHAT MAKES OUR STUDENTS WANT TO GO TO SCHOOL EACH AND EVERY DAY. WE WANTED TO COMPARE 2019 TO 2021 BECAUSE 2021 CANNOT BE THE STORE BUT IN 2019, AGAIN, YOU CAN SEE OUT OF THE EIGHT AREAS, WE WERE AT OR ABOVE THE STATE AVERAGE IN SIX OF THE EIGHTRE A AVERAGE IN SIX OF THE EIGHT POSWERE AT OR ABOVE THE STATE AVERAGE IN SIX OF THE EIGHT POSSIBLE AREAS. EVEN IN A PANDEMIC, OUR TEACHERS WERE STILL WORKING HARD AND DOING THE VERY BEST THAT WE COULD DO SO WE WERE STILL ABOVE THE STATE IN FOUR OF THOSE EIGHT AREAS. WHEN WE LOOK AT OUR MEETS AND MASTERS DATA, THEY ALSO CORRELATE AS WELL, SO VERY -- WE SEE THE POTENTIAL BUT WE KNOW THAT THE WORK IS YET TO BE DONE. LOOK AT OUR ENROLLMENT AND DEMOGRAPHICS DATA, THIS YEAR WE HAVE 466 STUDENTS. LOOKING AT OUR -- BY GRADE LEVEL, YOU CAN SEE HERE THAT ALTHOUGH WE HAVE 183 PRE-K, 125 WERE AT RISK. OVERALL WE HAVE 76% OF OUR STUDENTS WHO ARE ATYES. AND SO E 452 SO WE HAVE 34 SPED STUDENTS ON OUR CAMPUS AND WE DO HAVE TWO UNITS, OUR LIFE SKILL UNITS USED TO BE CALLED PPCD SO THAT NUMBER IS REFLECTED THERE AS WELL. AND THEN WE ONLY HAVE THREE EL L STUDENTS AS WELL, SO CONTINUING TO WORK. JUST TO TALK ABOUT ENROLLMENT, IN 2019, WE HAD A GROWTH OF ABOUT 150 STUDENTS THAT YEAR. IT HAD TO DO WITH THE PRE-K 3 PROGRAM. THEY WANTED TO STAY AT OUR CAMPUS BUT REALLY WE JUST DON'T HAVE THE SPATES TO CONTINUE TO KEEP. I WENT FROM TWO PRE-K 4 TO FIVE PRE-K 4 CLASSROOMS. WE STOPPED ALLOWING STUDENTS TO STAY AND REQUEST THOSE HARDSHIPS SO THEY HAVE TO BE DISPURSED TO THEIR HOME SCHOOLS. BUT OURRSED TO THEIR HOME SCHOOLS. BUT OURSED TO THEIR HOME SCHOOLS. BUT OUR JOURNEY, LOOKING BACK. THE MORALE WAS VERY LOW, OUR TEACHERS DREAM THEMSELVES AS SURVIVORS BECAUSE THEY DIDN'T KNOW EVERY YEAR THEY WERE GOING TO BE CALLED IN SAYING THEY WERE GOING TO HAVE A NEW PRINCIPAL SO THAT'S WHAT I HEARD COMING FROM MY TEACHERS BUT WE HAD HIGH DISCIPLINARY REFERRALS AND A LACK OF BUY-IN FROM THE PARENTS BECAUSE THERE WAS INCONSISTENCY IN THE LEADERSHIP ROLE AND JUST A NEGATIVE PERCEPTION OF THE 1K508. WE REALLYSCHOOL. WE REALLY WERE COMING FROM THE BOTTOM. NOW WE CAN SAY THAT WITHIN THESE 5 YEARS, I COMPLETED 5 YEARS. IT'S A MUCH MORE RIGOROUS ACCOUNTABILITY ENVIRONMENT IN 5 YEARS. IT WENT FROM ONE THING BEING PASSED TO NOW IT'S ALMOST PASSING HAS INCREASED BUT EVEN IN THE MIDST OF THAT, WE'VE DONE [00:40:02] GROWTH, VERY PROUD OF THE POSITIVE 13 PERCENTAGE POINTS GROWTH ON READING BECAUSE WE WILL CONTINUE TO FOCUS ON LITERACY BECAUSE IF I CAN GET MY BABIES TO READ, I BELIEVE I'M SETTING THEM UP FOR SUCCESS. WE HAVE A STAFF CULTURE THAT'S LIKE A FAMILY. WE ONLY HAD FIVE TEACHERS RESIGN. TWO OF THOSE WERE DUE TOO CERTIFICATION CERTIFICATION AND ONE RETIRED. THEY WANT TO STAY. I TALKED ABOUT THE STUDENT ENROLLMENT AND CURRENTLY OUR ENROLLMENT IS AT 486. LOOKING AHEAD, OUR GOAL IS TO ENSURE THAT OUR STUDENTS ARE READING AND WRITING ON GRADE LEVEL BY THIRD GRADE. WE'RE GOING TO CONTINUE TO WORK WITH THAT. WE NEED 97% OF OUR STUDENTS IN ATTENDANCE. WE WORK EXTREMELY HARD ON ATTENDANCE. SOMETIMES IT'S VERY DIFFICULT WHEN YOU HAVE PRE-K 3 BECAUSE THOSE PARENTS ARE COMING FROM A DAY CARE ENVIRONMENT AND THEY DON'T UNDERSTAND YOU CAN'T JUST SAY THEY DON'T FEEL LIKE IT THIS MORNING. THEY HAVE TO COME TO SCHOOL, THEY'RE UNDER THE COUPLE PULSERY ATTENDANCE LAWS. WE'REPULSERY ATTENDANCE LAWS. WEPULSERY ATTENDANCE LAWS. WEPULSERY ATTENDANCE LAWS. WEULSERY ATTENDANCE LAWS. WEPULSERY ATTENDANCE LAWS. WEMPULSERY ATTENDANCE LAWS. WE'RE SEEING PROGRESS. WE WANT 95% OF OUR PARENTS, STAFF, AND STUDENTS TO RESPOND POSITIVELY TO A CLIMATE SURVEY. WE WANT THEM TO SPEAK HIGHLY AND BELIEVE POSITIVELY ABOUT OUR CAMPUS AND WE LIKE TO GET AN ADVISORY BOARD THAT WILL ALIGN WITH OUR STEM PATHWAY WITH A CLEAR MATRICULATION FROM ELEMENTARY, MIDDLE TO HIGH SCHOOL. WE WANT TO DEFINITELY HAVE AN ADVISORY BOARD THAT SERVES HOPEFULLY ELEMENTARY, MIDDLE, AND HIGH SCHOOL SO WE CAN REALLY MAKE SURE OUR STUDENTS ARE PREPARED FOR THAT CAREER AREA. AND THEN WE WANT OUR PARENTS AND COMMUNITY TO PERCEIVE OUR SCHOOL TO BE A RESOURCE TO EDUCATE THE WHOLE CHILD AND THEN WE WANT TEACHER XMASTY TO CAPACITY TO B SO WE'RE BUILDING BACK BETTER. WE KNOW THAT THINGS ARE GOING TO LOOK DIFFERENTLY IN TERMS OF OUR TESTING ENVIRONMENT, BUT WE ARE CONTINUOUSLY TRYING TO STUDY AND LEARN AND GROW AND DO WHAT WE HAVE TO DO TO MAKE SURE OUR STUDENTS ARE SUCCESSFUL, SO THANK YOU VERY MUCH. ARE THERE ANY QUESTIONS? >> JUST A COMMENT. I WOULD LIKE TO APOLOGIZE FOR NOT BEING VISIBLE IN THE PAST SO I WILL LOOK TO DOING MORE SO THANK YOU FOR THE HARD WORK. >> THANK YOU SO MUCH FOR YOUR CONTINUED SUPPORT MR. DAVID [INDISCERNIBLE] ALSO I WANT TO GO OVER OUR MOTTO THIS YEAR. WHEN WE STARTED THIS YEAR, WE KNEW OR STUDENTS LOST A LOT OF TIME SO OUR MOTTO IS THAT WE'RE RECLAIMING THAT TIME FOR OUR STUDENTS. OUR STAFF IS TAKING THAT UP AND LEADING WITH INSTRUCTIONAL TIME AND BEING THERE FOR OUR STUDENTS BECAUSE WE TRULY BELIEVE THE STUDENTS DID LOSE BUT THAT'S NOT AN EXCUSE, WE JUST HAVE TO TAKE ADVANTAGE OF EVERY MINUTE WE HAVE WITH OUR STUDENTS IN THE CLASSROOM. ALSO IF YOU LOOK AT THE BOARD, WE DO HAVE SOME PROGRAMS, OUR STEM PROGRAM. WE HAVE THE STEM LABS THAT WE HOLD MONTHLY. WE HOSTED FLYING CLASSROOM DURING THE MONTH OF OCTOBER AND COMING INTO NOVEMBER, WE WRAPPED THAT UP AND WE HAVE NOW OUR PRE-K THROUGH THE FIFTH GRADE [00:45:05] AND THEY'RE AT THE SCHOOLS NOW. THEY COME 1 DAY A WEEK, SOMETIMES 2 DAYS A WEEK AND THEY HAVE LABS WITH THEM DURING THEIR SPECIAL TIMES. AFTER SCHOOL PROGRAM, I KNOW MANY OF YOU HAVE SEEN THE VIDEO. WE HAVE AN OUTSTANDING YOUNG CHOIR AT PLEASANT RUN ELEMENTARY. WE ALSO HAVE OUR TUNE IN PROGRAM PART OF THAT RECLAIMING OUR TIME STUDENTS THAT NEED EXTROW SUPPORT AND WE HAVE A HIGH NUMBER OF TEACHERS TA ARE VOLUNTEERING TOO STAY YOU HAVE AND GIVE TUTORINGTEACHERS TA ARO STAY YOU HAVE AND GIVE TUTORING TO ARE VOLUNTEERING TOO STAY YOU HAVE AND GIVE TUTORING TOH ARE VOLUNTEERING TOO STAY YOU HAVE AND GIVE TUTORING TOA ARE VOLUNTEERING TOO STAY YOU HAVE AND GIVE TUTORINT ARE VOLUNTEERING TOO STAY YOU HAVE AND GIVE TUTORING TO OUR STUDENTS. WE HAVE OUR SISTER TO SISTER, MY BROTHER'S KEEPER, OUR GUIDANCE PROGRAM AND OUR COUNSELLORS MEETS WITH STUDENTS BY GRADE LEVEL. WE START THE MORNINGS WITH SEL SHOWING THEM VIDEOS. ONE THING WITH COVID AND WITH OUR STUDENTS BEING OUT, WE HAVE TO ADDRESS BEHAVIOR MORE THAN NORMAL AND TEACHING OUR KIDS. IT'S NOT WRITING A REFERRAL AND SENDING THEM TO THE OFFICE, THAT DOESN'T IMPROVE BEHAVIOR BY TEACHING OUR STUDENTS WHY SOMETHING IS INAPPROPRIATE AND ADDRESSING THEIR BEHAVIOR. OUR POINTS OF PRIDE, PLEASANT RUN ELEMENTARY, THIS IS OUR MOTTO, PLEASANT RUN ELEMENTARY STRIVES DAILY TO BE THE PLACE TO BE CREATING A CULTURE OF BELONGING FOR ALL STUDENTS STAFF AND FAMILY. PRIZE, RESILL -- RIENCE AND EXCELLENCE. WE HAVE SEEN A STEADY INCREASE IN OUR STUDENT ENROLLMENT. ALSO OUR CULLTURE IS SOMETHING WE FOCUSTURE IS SOMETHING WE FOCUS A LOT ON. MY STAFF JUST CREATED A STUDENT OF THE MONTH AND A STAFF OF THE MONTH WALL. OUR STUDENTS EXCELLING EACH GRADE LEVEL AND PICTURE FRAMES AND OUR STAFF MEMBERS SO BECAUSE WE WANT TO HONOR AND SHOW APPRECIATION FOR OUR STUDENTS AND ALSO OUR STAFF PUSHING OUR STUDENTS. ALSO ONE OUR PROGRAMS OUT OF THE PRINCIPAL'S POCKET FOR PERFECT ATTENDANCE. IT'S A $25 RAFFLE FOR EACH GRADE LEVEL. IT COSTS ABOUT $175 BECAUSE IT COMES OUT OF MY POCKET SO I KNOW EXACTLY HOW MUCH IT COSTS. IT'S $200 FOR PERFECT ATTENDANCE AND ALSO I HAVE TO PAY UP. WE HAVE A PROGRAM WHERE WE RAFFLE OFF ALL THE KIDS WHO HAVE PERFECT ATTENDANCE AND WE PULL A NAME. I TOLD THE STUDENTS THIS IS NOT AQ ACADEMICS, JUST COME TO SCHOOL EVERY DAY AND YOU GET A $25 GIFT CARD. I PUT THAT IN TO LET THE STUDENTS KNOW WE CARE ABOUT YOU COMING TO SCHOOL. WE KNOW THE TIE BETWEEN ACADEMICS AND ATTENDANCE. WE STARTED THE PRE FIRST SCHOOL FACEBOOK PAGE AND STARTED RUNNING THE WEEKLY SCHOOL NEWSLETTERS. THOSE GO OFF EVERY SUNDAY AT 5:00 OR AFTER THE RAIDERS PLAY THEY GO OUT. WE ADDED CURB SMART TO OUR SCHOOL. MANY OTHER ELEMENTARIES HAD IT ALREADY AND THE REASON IT'S A POINT OF PRIDE IS THAT WE GOT THE INFORMATION OUT IN LESS THAN A WEEK. WE WERE TELLING THEM JUST GIVE US TIME AND THEY HAD IT UP. OUR PARENTS ARE HELPING US OUT A LOT. WE HAVE SEEN INCREASED TEACHER ATTENDANCE. THEY GOT A $15 GIFT CARD OR A WEEK OF JEANS AND IF YOU KNOW ANYTHING ABOUT TEACHERS, THE JEANS ARE LIKE GOLD. OUR TEACHERS DRIVE THE SCHOOL. ONE THING I TOLD THE STAFF, IT'S NOT ABOUT ME, IT'S ABOUT US AND A TEAM. MY STAFF HAS REALLY STEPPED UP AND ALL PROGRAMS GOING AND ENCOURAGING OUR STUDENTS. MS. RASHAD STARTED A FITNESS WHERE THEY WOULD WALK AROUND JUST FOR FITNESS. OUR SISTER TO SISTER AND MY BROTHER'S KEEPER, THEY MADE DONATIONS TO THE LANCASTER NURSING HOME, JUST GOING OVER AND MAKING DONATIONS. THEY DID A FUNDRAISER FOR 3 WEEKS AND DONATED ALL THOSE MATERIALS. ALSO, MS. MALONE GOT FIVE VOUCHERS FOR OUR STUDENTS FOR FREE HAIRCUTS AND ALSO OUR STANDING CHOIR IS PART OF THOSE POINTS OF PRIDE. ONE THING I DON'T WANT TO LEAVE OUT. MY STUDENTS, MY TEACHERS, MY STAFF, MY PARENTS, THEY'RE BEING ASKED TO CROSS A THRESHOLD THAT HASN'T BEEN CROSSED BEFORE. [00:50:07] THE SEQUENTIAL STEPS OF LEARNING HAVE BEEN BROKEN. WE HAVE THIRD GRADERS THAT HAVE SKIPPED THE SECOND GRADE AND THEY'RE BEING ASKED TO DO THIRD GRADE WORK. THEY'RE STRUGGLING BUT THEY'RE PUSHING THROUGH. WE'RE ASKING TEACHERS TO BRIDGE THESE KIDS AND WE'RE ASKING PARENTS TO HELP AND SUPPORT US. I DO SEE THE EFFORT AND GROWTH THERE FROM OUR STAFF AND OUR STUDENTS. THIS IS A 2021 DATA, PLEASANT RUN ELEMENTARY WAS A B SCHOOL IN 2019. 2021, THAT DATA DID DROP AND WE ALSO KEEP LOOKING AT OUR DATA BECAUSE DURING THE 2020-2021 SCHOOL YEAR WE DID NOT TEST 50% OF OUR KIDS. OUR BENCHMARK IS MORE ACCURATE DATA BECAUSE THAT'S 100% OF OUR STUDENTS TESTED SO THAT'S THE D DATA WE'RE LOOKING AT. THIS DATA HERE IS NOT COMPLETELY ACCURATE IN TERMS OF WHERE THE KIDS ARE AND HOW MANY GAPS WE HAVE. WE'RE LOOKING AT THAT BENCH DATE MORE CLOA MORE CLOSELY THAN OUR STAR DATA. OUR ENROLLMENT HAS STEADILY INCREASED AND YOU CAN LOOK AT OUR AT-RISK STUDENTS. IF YOU LOOK AT THIRD GRADE, THERE'S AN AREA OF CONCERN, IF YOU LOOK AT FIRST GRADE, THERE'S AN AREA OF CONCERN BUT OUR STAFF IS WORKING HARD AND OUR KIDS ARE WORKING HARD TO TRY TO OVERCOME THESE GAPS AND THAT'S ALL WE CAN ASK THEM TO DO, TO WORK HARD EVERY DAY TO TRY TO CLOSE THESE GAPS. LOOKING BACK, I CAN'T LOOK THAT FAR BACK BECAUSE I ONLY HAVE 7 MONTHS. IN AUGUST, OUR ENROLLMENT STARTED AT 550 STUDENTS. IF YOU GO DOWN TO NOW WE'RE AT 667 STUDENTS SO THAT ENROLLMENT IS GOING UP, OUR PARENTS ARE TRUSTING US. WITH MY ADMIN TEAM AND MY STAFF, JUST ONE SIMPLE GOLF. I DID SEE DEFICIENCIES BETWEEN PLEASANT RUN AND OTHER ELEMENTARIES AND THE GOAL IS TO BRING PLEASANT RUN UP TO THE LEVEL OF OTHER ELEMENTARIES IN LANCASTER ISD. ONE THING, GETTING US A FACEBOOK PAGE, GETTING A NEWSLETTER TO OUR PARENTS TO HIGHLIGHT WHAT'S GOING ON ON OUR CAMPUS, INCREASING THE COMMUNICATION, I'M A MAJOR BELIEVER IN EQUALITY. WE SHOULD BE OFFERING EVERY KID THE SAME EDUCATION, THE SAME OPPORTUNITY. EVERY PARENT. HERE AND NOW, WE HAVE INCREASED THOSE THINGS. OUR STAFF COLLABORATION AND ALSO LOOKING AHEAD, WE WANT TO CONTINUE TO IMPROVE OUR TIER ONE AND TIER TWO INSTRUCTION. TODAY WE MET AND OUR FOCUS WAS HOW DO YOU IMPROVE INSTRUCTION? BY IMPROOFING TEACHER CAPACITY AND WE HAD A MEETING THAT LASTED PROBABLYVING TEACHER CAPACITY AND WE HAD A MEETING THAT LASTED PROBABLY 2 HOURS TODAY AND DR. HOWARD'S QUESTION WAS HOW DO WE HELP IMPROVE? WE TALKED ABOUT SMALL GROUP INSTRUCTION, MEETING DIFFERENT LEVELS OF LEARNING AND PUTTING THOSE THINGS IN PLACE IN THE SPRING TO INCREASE OUR TEACHER CAPACITY WHICH WILL INCREASE LEARNING FOR ALL OUR STUDENTS. SUPPORTING OUR SPECIAL NEEDS POPULATION AT PLEASANT RUN WE HAVE TWO BEHAVIOR UNITS. WE DO HAVE SPECIAL NEEDS STUDENTS AND WE WANT TO MAKE SURE THEIR NEEDS ARE BEING MET AND IMPROVING OUR BUILDING, CULTURE, AND CLIMATE. THAT TIES IN HOW WILL YOU INSURE YOUR CAPITAL WILL RAISE AND I HEAR SOMETHING AND I CHALLENGE MY STAFF, PRE, THE PLACE TO BE. IS IT THE PLACE TO BE FOR ALL? TEACHERS, STUDENTS, PARENTS THAT DROP THEIR KIDS OFF, DO THEY LOOK AT US AND SAY THIS IS THE PLACE I WANT TO BE? THAT IS OUR GOAL. I THINK EVERY STUDENT THAT COMES IN SHOULD SAY I DON'T WANT TO BE ANYWHERE ELSE EXCEPT PLEASANT RUN ELEMENTARY. I WANT EVERY PERSON WHO WORKS AT OUR CAMPUS SAY I DON'T WANT TO WORK ANYWHERE OTHER THAN PLEASANT RUN ELEMENTARY. A LOT OF PEOPLE THINK MONEY BRINGS TEACHERS. IF YOUR ENVIRONMENT IS HORRIBLE, THEY'RE GOING TO TAKE YOUR MONEY AND RUN NEXT YEAR. WE ARE FULLY STAFFED THIS YEAR, THAT'S ONE OF OUR POINTS OF PRIDE THAT I LOOKED OVER BUT I WOULD LIKE TO KEEP IT THAT WAY. WE'RE A FULLY STAFFED SCHOOL, WE HAVE ALL CERTIFIED TEACHERS AT PLEASANT RUN ELEMENTARY. SO WE DID MAKE THAT LAST HIRE AND GOT A TEACHER FROM INDIANA TO COMPLETE OUR STAFF. SO THAT IS MY CHALLENGE. A TRUE STATEMENT FOR ALL STAKEHOLDERS, THIS IS THE PLACE TO BE. NOT SAYING IT BECAUSE IT'S CATCHY, MAKE IT A REALITY AND EVERY PARENT, EVERY STAKEHOLDER, EVERYBODY DROPPING THEIR KIDS OFF THEY SHOULD BELIEVE THIS IS [00:55:02] THE PLACE TO BE. THANK YOU. ANY QUESTIONS? [APPLAUSE] >> THANK YOU FOR YOUR HARD WORK AND DEDICATION. ANY OTHER BOARD MEMBERS HAVE COMMENTS OR QUESTIONS? >> YES, MA'AM. THANK YOU FOR THE WORK YOU HAVE DONE THE CONFIDENCE IN THE PEOPLE COMING BACK, 550 TO 669 STUDENTS IN 7 MONTHS, THAT'S IMPRESSIVE. THANK YOU. >> A LOT OF WORK TO CATCH UP. >> I WOULD ALSO LIKE TO SAY THANK YOU -- [INAUDIBLE] >> THANK YOU. >> ALL RIGHT. THANK YOU. >> THANK YOU DR. KIMBROUGH. >> AT THIS TIME THE BOARD WILL GO INTO CLOSED SESSION AS [9. ANYONE HAVE ANYTHING THEY WOULD LIKE TO DISCUSS OR PULL FROM THE CONSENT AGENDA? OKAY. IS THERE A MOTION? >> MADAM PRESIDENT I MOVE THAT WE ACCEPT THE CONSENT AGENDA AS PRESENTED. >> OKAY, I HAVE A MOTION BY MR. JONES, IS THERE A SECOND? >> SECOND. >> I WILL CALL FOR A VOTE. [12.B. Discussion and possible approval of the District and Campus Improvement Plans - QA(LEGAL and LOCAL)-(G1),(G2),(G3),(G4)] ACTION ITEMS, A, PRESIDENT SHUNT NOT HERE, WE'LL GO TO B. >> WE'RE GOING TO CALL FORWARD DR. BARKER. >> GOOD AFTERNOON, EVERYONE. GOOD EVENING MADAM CHAIR, SIPPED PERERA, BOARD MEMBERS, I COME TONIGHT FOR ANSUPERINTENDENT PE MEMBERS, I COME TONIGHT FOR AN UPDATE TO PRESENT THE OVERALL PLAN AND THE PROCESS AND IN THAT MEETING I DID MENTION THAT I WOULD COME TO YOU WITH AN UPDATE FROM WHAT WE WERE DOING, A REVIEW OF THE NOVEMBER, DO THIS AGAIN IN FEBRUARY FOR THE JANUARY UPDATE AND AGAIN IN APRIL FOR THE MARCH UPDATE JUST TO GIVE YOU AN IDEA OF WHAT THIS IS. EACH SCHOOL YEAR THE DES STRICT AND THE CAMPUS LEADERS ALONG WITH THE PARENTS AND THE COMMUNITY, WE COME TOGETHER TO DEVELOP THESE IMPROVEMENT PLANS. THE PURPOSE IS TO IDENTIFY THE NEEDS OF THE CAMPUS ALIGNED WITH THE GOALS, THE VISION 2025 GOALS, THE OBJECTIVES AND STRATEGIES. ULTIMATELY TO IMPROVE STUDENT PERFORMANCE. YOU'LL SEE IN THE PLANS THAT YOU HAVE THAT WE'VE OUTLINED SPECIFIC AREAS THAT WILL BE A MAJOR FOCUS HERE IN THE DISTRICT AS WELL AS IN EACH OF THE CAMPUSES. I NEED TO APOLOGIZE TO YOU. WE DID ADD THE BALD LINE IMPROVEMENT PLAN TO YOUR COPIES FOR WHATEVER REASON. THAT'S ANY OVERSIGHT OF NOT PUTTING IT INTO THE MATERIALS. EACH ONE OF THE PLANS HAVE FIVE [01:00:07] AREAS, THE TRAY STEGEIC GOALS THAT ARE PART OF VISION 2025 TEACHING AND LEARNING, RECRUITMENT REATTENTION, SOCIAL EMOTIONAL HEALTH AND SCHOOL SAFETY, CAREER AND TECHNICAL EDUCATION AND CCMR AS WELL AS FACILITIES AND FINANCE. EACH OF THE CAMPUSES HAVE OBJECTIVES, STRATEGIES IN ORDER TO HELP THE DISTRICT AS A WHOLE REACH THE VISION 2025. THESE DOCUMENTS ARE FLUID. THEY'RE ALWAYS WORKING DOCUMENTS. AS WE SURVEY OUR DATA, WE UPDATE THEM, OF COURSE, TO MAKE SURE THAT WE PROGRESS TOWARDS THE GOAL AND ULTIMATELY MEET THE NEEDS OF OUR STUDENTS. AS I SAID, THIS IS AN UPDATE. YOU'LL SEE WHERE OR HOW CLOSE WE ARE AS FAR AS MOVING TOWARDS ACCOMPLISHING THE GOAL. HOPEFULLY EACH ONE OF THESE WILL HAVE MUCH PROGRESS WHEN I COME BACK TO YOU IN FEBRUARY. AND WITH THAT, I'LL TAKE ANY QUESTIONS YOU MIGHT HAVE. >> BOARD, ANY QUESTIONS? >> MADAM PRESIDENT, I DO HAVE A COUPLE OF QUESTIONS. I'LL LIMIT IT TO A COUPLE. ON THE GOALS PAGE WHERE IT HAS THE REVIEW WHERE WE IDENTIFY PROGRESS, WHEN WILL THAT BE UPDATED FOR NOVEMBER? I'M ASSUMING WHEN WE MEET IN FEBRUARY THAT JANUARY WILL ALSO BE INCLUDED. >> YES, WE SHOULD SEE CHANGE FROM THIS ONE TO THE NEXT ONE. THERE ARE SOME GOALS THAT MAY NOT HAVE BEEN UPDATED OR SHOW PROGRESS. IF IT'S FROM THE CAMPUS OR THE DISTRICT, IT MAY NOT HAVE STARTED RIGHT NOW OR IT MAY HAVE NEVER HAVE BEEN ENVISIONED TO START FROM THE TIME WHEN WE UPDATED OR MADE THE PROGRESS KNOWN IN THE PLAN WHICH WAS IN NOVEMBER. SOME OF THE GOALS ARE SET TO START IN JANUARY AND SO IN THE PLAN, IT MAY LOOK AS IF, WHICH WOULD BE THE TRUTH, IT HAS NOT STARTED YET AND, AGAIN, THIS IS FROM NOVEMBER. >> OKAY, AND YOU ALSO SAID THESE WOULD BE FLUID DOCUMENTS. WHEN THE FLUIDITY CHANGES, HOW WILL THAT BE REFLECTED? >> SOME OF IT WON'T. MAYBE I SHOULDN'T HAVE SAID CHANGES, WE MAY ADD A COUPLE OF STRATEGIES. SO WHEN WE COLLECTED FEEDBACK FROM THE PUBLIC, WHENEVER WE HAD THE WORKSHOP HERE AROUND THE DISTRICT IMPROVEMENT PLAN, I WILL TALK ABOUT THAT ONE SPECIFICALLY, TLCHS SOME FEEDBACK, SOME THINGS PEOPLE MENTIONED TO USHERE WAS SOME FEEDBACK, SOME THINGS PEOPLE MENTIONED TO US THAT WE SHOULD LOOK AT A LITTLE BIT DIFFERENTLY AND THEY WERE GREAT STRATEGIES. WE WERE HAPPY THAT THE COMMUNITY AND THAT OUR TEACHERS ACTUALLY HAD SOME FEM BACK THAT WE COULD ADD TO THE PLAN AND SO WE I CAN'T SAY THAT 100% CERTAIN, I DON'T FORESEE THAT WE WILL TAKE ANYTHING AWAY, BUT WE WILL LIKELY BE ADDING SOME STRATEGIES. >> OKAY, THANK YOU. >> ANY OTHER QUESTIONS OR COMMENTS, BOARD? OKAY. HEARING NONE, THANK YOU DR. BARKER. >> I GUESS AS A COMMENT, I JUST WANT TO THANK THE STAFF AND THOSE WHO PARTICIPATED IN DEVELOPING THESE PLANS. I KNOW IT TAKES A LOT OF TIME AND EFFORT TO GO THROUGH THESE AND THEN REFLECT ON THE PAST WORK OF THE PREVIOUS YEAR BEGINNING TO PUT IN SYSTEMS TO ADDRESS WHERE WE ARE NOW. OUTSIDE OF COVID ITSELF, BUT JUST HAVING THAT LEARNING LOSS AND BEING ABLE TO PINPOINT WHAT STRATEGIES WE'RE GOING TO IMPLEMENT TO ADDRESS THE NEEDS OF OUR STUDENTS. SO, AGAIN, THANK YOU GUYS FOR THE WORK ON THIS AND WE'LL DEFINITELY CONTINUE TO COMB THROUGH IT AND MAKE SURE WE'RE GETTING TO WHERE WE NEED TO BE. >> I DO HAVE TO SAY ONE THING, THAT HERE WE DON'T NECESSARILY TAKE ABOUT LEARNING LOSS, WE CALL IT UNFINISHED LEARNINGMENT >> THANK YOU FOR THAT. >> ALL RIGHT, THANK YOU. >> THIS IS AN ACTION ITEM, IS THERE A MOTION ? >> I MOVE. >> [INAUDIBLE] >> I HAVE A MOTION BY MS. DAVIS IS THERE A SECOND? >> I'LL SECOND. >> OKAY. SECOND BY MR. JONES. I WILL CALL FOR THE VOTE IF THERE'S NO DISCUSSION. MR. STEPHENSON? >> YES. MR. SMITH [12.C. Discussion and possible approval of the Pre-K 1:1 iPad Device Refresh] >> YES >> MR. JONES >> YES. MS. DAVIS? >> YES. MYSELF VOTING YES, THE MOTION PASSES. OKAY. NEXT THE POSSIBLE APPROVAL OF PRE-K ONE ON ONE IPAD DEVICE REFRESH. >> OKAY, I WILL KALE FORWARD MS. BUTLER AS WE CONTINUE TO WORK TOWARD MAKING SURE ALL STUDENTS HAVE ACCESS TO A DEVICE FOR [01:05:22] DIGITAL ELEARNING. >> THE IPAD WE'RE PROPOSING IS 308 IN QUANTITY. IT'S A 6.2 INN IPAD, A DUO CASE AND THE CASE HAS AN OTTER BOX HARD SHELL FEEL WITH, AS YOU CAN SEE IN THE PICTURE, IT ALSO PROVIDES FOR THE TRIAD WHERE YOU CAN SET THE IPAD UP AND COMING WITH THE IPAD IS THE PEN YOU SEE IN THE PICTURE AS WELL, ALSO COMING WITH THE 3-YEAR APPLE CARE. THIS IS FOR PRE-K IN THE DISTRICT SO THIS WOULD BE A GREAT DEVICE REFRESH FOR OUR PRE-K STUDENTS. IT'S TOTALLING $169,081. ALSO WE'RE LOOKING AT PRE-K ACCESS THROUGH CLEVER, SINGLE SIGN ON, HAVING THE LITTLE BADGES WHERE THEY CAN SCAN A BARCODE AND ACCESS ALL THE APPS THROUGH THE IPAD AND THEN ALSO BLENDED LEARNING WILL BE INVOLVED IN MAKING SURE THAT THERE'S BLENDED LEARNING TAKING PLACE AND THERE'S COACHING TAKING PLACE AT THE PRE-K LEVEL. I'LL TAKE ANY QUESTIONS YOU MAY HAVE AT THIS TIME. >> BOARD, ANY QUESTIONS OR COMMENTS? >> YES, MADAM PRESIDENT. WITH THIS IPAD DEVICE, DOES IT HAVE THE FACE RECOGNITION? >> NO, IT DOESN'T HAVE FACE RECOGNITION, BUT IT DOES HAVE THE BARCODE WHERE THEY CAN SCAN AND ACCESS SO IT DOESN'T TAKE AWAY FROM INSTRUCTION TIME ON HAVING THE PRE-K STUDENTS PUT IN THEIR PASSWORDS AND THINGS LIKE THAT. >> OKAY. AND AS FAR AS THE APPS THAT THEY WILL BE UTILIZING, HOW MANY OF THOSE WILL THERE BE LOADED ONTO THIS DEVICE? >> ACTUALLY, WE HAVE A PRE-K AND SO I DON'T HAVE THE NUMBER OF APPS BUT WE DO HAVE A PRE-K IMAGE THAT WE CURRENTLY ALSO LOAD ON TO THE EXISTING IPADS BEING USED. IT'S A PRETTY BIG NUMBER AND SO WITH THE 64 GIGABYTES, WE'RE JUST WORKING TO MAKE SURE WE PURCHASE A DEVICE THAT WOULD ALLOW US TO CONTINUE THAT LEARNING. >> OKAY, I GUESS FROM AN INSTRUCTION PERSPECTIVE, DO WE KNOW HOW WE WILL BE UTILIZING THIS IN THE CLASSROOMS? >> I CAN SPEAK TO IT BUT GO AHEAD DR. BARKER. >> WE'RE ACTUALLY TRAINING OUR PRE-K TEACHERS RIGHT NOW SO THEY KNOW HOW TO UTILIZE IT DAILY SO WE HAVE LOOKED AT THEIR LAST TRAINING ABOUT UTILIZING STATIONS IN THE CLASSROOM. THIS ISN'T JUST PRE-K BUT IT'S OUR EARLY CHILDHOOD THAT WE HAVE COME UP WITH SOMEWHAT OF A STRATEGY TO HAVE A FOCUS SO THAT OUR STUDENTS DON'T HAVE WHAT WE CALL ACADEMIC SCHIZOPHRENIA, THAT THEY DO THINGS ONE WAY FROM PRE-K, K1, 2, AND THEN THEY GO TO 3, 4, 5 AND IT LOOKS DIFFERENTLY SO WE TRY TO MERERER WHAT'S HAPPENINGIRROR WHAT'S HAPPENING IN 3, 4, 5 WITH SMALL GROUP INSTRUCTION. SO, YES, WE'RE TALKING ABOUT PRE-K, PRE-K 3, PRE-K 3 AND 4 SO WE WANT TO MAKE SURE THAT TECHNOLOGY IS BLENDED INTO THE INSTRUCTION DAILY. RIGHT NOW THEY ONLY HAVE FIVERIGHT NOW TH DEVICES PER CLASS. THIS WILL ALLOW CLASSROOMS TO BE ONE TO ONE. >> WILL THESE DEVICES TRAVEL HOME WITH THE STUDENT? >> NO, THEY WILL NOT. >> ALL RIGHT. THINK. >> ALL RIGHT, ANYMORE QUESTIONS? ALL RIGHT. THANK YOU. >> THANK YOU. >> THIS IS AN ACTION ITEM, IS THERE A MOTION? >> MADAM PRESIDENT, I MOVE THAT WE APPROVE THE PRE-K ONE ON ONE IPAD DEVICE. >> SECOND. >> OKAY, ANY OTHER DISCUSSION FROM THE BOARD? I WILL CALL FOR VOTE. MR. STEPHENSON? >> YES. MR. SMITH >> YES >> MR. JONES >> YES. MS. DAVIS? >> YES. MYSELF VOTING YES, THE MOTION PASSES. [12.D. Discussion and possible approval of Interlocal Agreement for Central Texas Purchasing Alliance12.] >> NEXT ITEM, DISCUSSION AND POSSIBLE APPROVAL OF INTERLOCAL AGREEMENT FOR CENTRAL TEXAS [01:10:09] PURCHASING ALLIANCE. >> ALL RIGHT, I'M GOING TO INVITE MS. BELL TO INTRODUCE THIS TO YOU. >> TONIGHT I SEEK APPROVAL FOR THE INTERLOCAL AGREEMENT FOR CENTRAL TEXAS PURCHASING ALLIANCE TO SHARE PURCHASING OPPORTUNITIES FOR GOODS AND SERVICES. WE WOULD LIKE TO SIGN THE FREMONT IN ORDER TO PURCHASE OR MASTERY PREPAGREEMENT IN ORDER OR MASTERY PREP ITEMS RATHER THAN COMPLETING THE RFP. OUR MASTERY PREP MATERIALS ARE COLLEGE READINESS, COLLEGE AND CAREER READINESS MATERIALS THAT WILL HELP PREPARE OUR SECONDARY SCHOLARS FOR THINGS SUCH AS COLLEGE INSURANCE EXAMS SUCH AS SAT, ACT, TSI. IT WILL ALSO ALLOW OUR STUDENTS TO BE AFFORDED BOOT CAMPS AND EXTRA TUTORING NEEDS TO HELP THEM PREPARE FOR COLLEGE ENTRANCE TESTING. >> OKAY. ALL RIGHT. ARE THERE ANY QUESTIONS AT THIS TIME? >> WHICH PURCHASING ALLIANCE ARE WE PART OF RIGHT NOW? JUST REGION TEN? >> THAT WOULD BE A PROCUREMENT QUESTION. IT'S OKAY. IT'S ON THE WEBSITE. >> OH, OKAY. >> WE ARE, YES. WE ARE PART OF REGION TEN AND SEVERAL OTHERS IN THE AREA. WE'RE ABLE TO JOIN COOPERATIVES IN VARIOUS AREAS OF THE STATE TO GET THAT BULK RATE. >> THANK YOU, DR. PEREZ. >> WHEN NOT IN OUR REGION, WE HAVE A SMALL FEE. THIS ONE I THINK IS $150 FOR THE CALENDAR YEAR. >> IS THIS THE SAME WIN FOR OUR BASEBALL FIELDS? >> NO, THAT'S A DIFFERENT ONE. >> ALMOST EVERY SCHOOL HAS A DIFFERENT ONE. >> NOT A PROBLEM. I WAS ASKING FOR A LIST OF THOSE BUT NOW THAT I KNOW IT'S ON THE WEBSITE, I CAN SEARCH FOR MYSELF. >> TRUSTEE SMITH I CAN GIVE THOSE TO YOU RIGHT NOW. WE HAVE TIPS, PACE, WE HAVE EPCNT, AND WE HAVE EQUALIS AND WE ALSO HAVE DIR, WHICH IS THE TEXAS DEPARTMENT OF INFORMATION RESOURCES. >> SUPER AWESOME. THINK, SIR. >> THANK YOU, MR. JONES FOR THAT INFORMATION. ANY OTHER QUESTIONS OR COMMENTS? >> YES, MA'AM. I DO HAVE OTHER QUESTIONS WHICH MAY CAUSE MS. BARKER TO COME BACK UP AS WELL. THIS IS PERTAINING TO WHAT OTHER RESOURCES OR SOLUTIONS DO WE HAVE IN PLACE FOR COLLEGE AND CAREER READINESS FOR PREPARING THOSE STANDEES FORUDENTS FOR ACR ANY OTHER? >> THE GREAT THING ABOUT THE MASTERY PREP PROGRAM IS IT'S LIKE A ONE STOP SHOP PROVIDING TUTORING OPPORTUNITIES, BOOT CAMPS, THEY HAVE A WHOLE LIST. THERE'S A WHOLE LITANY OF ITEMS THEY'RE GOING TO BE PROVIDING FOR US TO HELP SUPPORT OUR STUDENTS FOR COLLEGE AND CAREER READINESS FOR EVERYTHING FROM THE INPERSON BOOT CAMPS WHICH IS A BIG PART OF IT, ALSO PROFESSIONAL DEVELOPMENT FOR TEACHERS TO HELP SUPPORT THE COLLEGE AND CAREER READINESS PIECE AS WELL. >> WERE YOU ASKING WHAT DO WE CURRENTLY HAVE? >> YES. >> CURRENTLY WHAT WE HAVE IN PLACE IS THAT WE'VE BEEN WORKING IN CONCERT WITH DALLAS COLLEGE ON BUILDING OUR OWN CURRICULUM TO HELP OUR STUDENTS PREPARE FOR TSI-A AND ACT. WE HAVE BEEN DOING THOSE PIECES IN HOUSE. THE MASTERY PREP WOULD ALLOW US TO WORK WITH A PARTNER VENDOR WHO HAS SPECIALIZED IN THIS. THEY HAVE A WHOLE PLAYBOOK OF STRATEGIES THAT WE WOULD BE UTILIZING THAT WOULD ENSURE THAT OUR STUDENTS WOULD DO WELL. >> OKAY. I RECALL WITH THE TOYOTA PARTNERSHIP, THEY'RE ALSO DOING STUFF WITH OUR STUDENTS AS WELL, IS THAT CORRECT? >> YES, THEY ARE. WE'RE STILL WORKING WITH THEM ON SOME OF THOSE PIECES FOR COLLEGE AND CAREER READINESS, ACT, THOSE KIND OF THINGS SO RIGHT NOW [01:15:02] WE'RE STILL IN THE TOYOTA LEADERSHIP PIECE WHERE WE'RE BUILDING THAT SO SOME OF THOSE PIECE THAT IS WE'RE WORKING WITH TOYOTA ON WE HAVE NOT GOT TON THOSE PARTS YET. >> BUT PART OF THE DIFFERENCE IS IT'S NOT TEST SPECIFIC SO MASTERY PREP IS NOT NECESSARILY ABOUT THE CONTENT BUT ABOUT STRATEGIES. EVEN WHAT WE HAVE AT DALLAS CLEANLY, THE THINGS WE HAVE IN HOUSE, YOU CAN SEE FROM OUR DATA THAT WHAT WE WERE USING TO GIVE OUR STUDENTSOLLEGE, THE THINGS HOUSE, YOU CAN SEE FROM OUR DATA THAT WHAT WE WERE USING TO GIVE OUR STUDENTS STRATEGIES, OUR DATA SHOWS WE WERE NOT EQUIPPED TO GIVE OUR KIDS THE VERY BEST THEY CAN GET. MASTERY PREP HAS YEARS OF DATA OF HOW THEY HAVE SHOWN IMPROVEMENT SO THE DECISION AND LOOKING AT MASTERY PREP WAS TO GO WITH SOMEONE WHO DOES SPECIALIZE IN THAT PART AND LET OUR TEACHERS FEE COCUS ON MAKINR STUDENTS STRONGER IN THE CONTENT. >> OKAY, MY NEXT QUESTION IS WE'LL DEB SOMETHING ON MASTERY PREP MAYBE IN JANUARY? >> OH, YEAH. >> YES. STUDENTS AND TEACHERS SO OUR TEACHERS CAN UNDERSTAND THE TESTS. >> AND FOR CLARIFICATION, THIS IS FOR US TO JOIN THE CO-OP IN TURN TO GET MASTERY PREP, WHICH I'M ASSUMING IS UNDER OUR THRESHOLD. >> AT THE LAST BOARD MEETING, WE PRESENTED MASTERY PREP AND WE REALIZED THAT IF WE WERE PART OF THE CO-OP, WE WOULD GET A BETTER PREP. >> IT'S ABOUT $50,000 IF YOU WANT TO KNOW THAT NUMBER. >> THAT'S WHAT I NEED TO KNOW. >> ALL RIGHT. THANK YOU. FORGIVE ME FOR THOSE QUESTIONS OF REDUNDANCY IN MY ABSENCE. >> ALL RIGHT, THANK YOU. >> BOARD, THIS IS AN ACTION ITEM IS THERE A MOTION? >> I MOTION THAT WE APPROVE THE INTERLOCAL AGREEMENT FOR CENTRAL TEXAS PURCHASING ALLIANCE. >> I WILL SECOND. >> A MOTION BY MR. SMITH TO APPROVE THE INTERLOCAL AGREEMENT FOR CENTRAL TEXAS PURCHASING ALLIANCE. A SECOND FROM MR. JONES. I WILL CALL FOR THE VOTE. ALL FOR VOTE. MR. STEPHENSON? >> YES. MR. SMITH >> YES >> MR. JONES? >> YES. MS. DAVIS? >> YES. >> MYSELF VOTING YES, THE MOTION PASSES. NEXT ITEM, RECOMMENDATION TO ISSUE REQUEST FOR QUALIFICATIONS [12.E. Recommendation to Issue Request for Qualifications for Real Estate Broker Services] FOR REAL ESTATE BROKER SERVICES. DR. PERERA. >> ALL RIGHT, THANK YOU, I WILL CALL UP DR. PRICE IN LOOKING AT THE PROPERTIES THE DISTRICT OWNS. HE'S GOING TO SHARE SOME INFORMATION WITH YOU. >> GOOD EVENING BOARD PRESIDENT HAMILTON, DISTINGUISHED TRUSTEES, DR. PERERA, OUR SUPERINTENDENT, I WANT TO BRING WITH YOU A REQUEST FOR QUALIFICATIONS FOR REAL ESTATE BROKER SERVICES. THE DISTRICT OWNS APPROXIMATELY 91 ACRES OF UNDEVELOPMENTED PROPERTY FOR WHICH WE HAVE NO DOCUMENTED FUTURE PLANS BUT WE ALSO HAVE $6 MILLION IN NEEDED CAPITAL IMPROVEMENTS. THESE NEEDED CAPITAL IMPROVEMENTS WERE UPLOADED TO YOUR BOARD BOOK FOR STUDY. THE BOARD MAY WISH TO CONSIDER DISPOSING OF SOME OR ALL OF THE 91 ACRES OF UNDEVELOPED PROPERTY AS A MEANS TO FINANCE AND EXPEDITE SOME OF THE NEEDED CAPITAL IMPROVEMENTS. THE STAFF REQUESTS APPROVAL WITH THE SCOPE OF THE SERVICES BEING CLEARLY DEFINED. PART OF THAT SCOPE WOULD BE ESTABLISHING THE FAIR MARKET VALUE OF THE PROPERTY, CONSULTATION WITH THE BOARD AND DISTRICT STAFF ON FUTURE REAL ESTATE NEEDS OF THE DISTRICT, PRESENTATIONS AND EXECUTIVE SESSIONS OR PUBLIC MEETINGS DURING THE COURSE OF ANY RESULTING CONTRACT, PRESENTATION AND OFFERINGS OF RELATED DOCUMENTS, MARKETING SITES ON LOCAL AND NATIONAL BASIS INCLUDING DIRECT CONTACTS, ADVERTISING, AND WEBSITE MARKETING. ASSIST WITH NEGOTIATIONS OF ALL ASPECTS OF THE SALES CONTRACTS AND OTHER REQUIREMENTS RELATED TO THE SALE OF THIS DISTRICTS PROPERTIES. ALSO ASSIST THE DISTRICTS IN ATTORNEYS TO ACHIEVE A TIMELY AND EFFICIENT DOCUMENTATION AND CLOSING OF ANY TRANSACTIONS. SO TONIGHT THE DISTRICT RESPECTFULLY IS REQUESTING THE BOARD'S APPROVAL TO ISSUE A REQUEST FOR QUALIFICATIONS FOR REAL ESTATE BROKER SERVICES TO ASSIST THE BOARD IN DECIDING WHETHER OR NOT TO DISPOSE OF UNDEVELOPED PROPERTY. [01:20:03] SHOULD YOU SO APPROVE, WE WILL WORK WITH FINANCE TO DEVELOP THE RFQ, DEVELOP A TIME LINE AND SOLICIT PROPOSALS THROUGH COMPETITIVE SEAL BIDS FOR THE WORK AND COME BACK TO THE BOARD WITH A RECOMMENDATION FOR A VENDOR TO SELECT. I'LL BE HAPPY TO RESPOND TO ANY QUESTIONS THAT YOU MIGHT HAVE. >> SO HAVE WE MADE A DECISION TO DISPOSE OF THOSE PROPERTIES? >> NO. THIS IS ALL ABOUT BRINGING YOU MORE INFORMATION SO THE BOARD CAN MAKE A DETERMINATION OF WHETHER OR NOT IT WISHES TO DISPOSE OF THE PROPERTY. >> ISN'T IT KIND OF PREMATURE, IN THE WRONG ORDER? >> WE HAD A CLOSED SESSION ABOUT THE PROPERTIES THAT I SPEAK OF AND SO AT THAT SESSION, WE HAD SOME INFORMATION ABOUT APPRAISED VALUE OF THE PROPERTY BUT WE DID NOT HAVE ANY INFORMATION ON THE FAIR MARKET VALUE OF THE PROPERTY SO THIS REQUEST FOR PROPOSAL IS ABOUT BRINGING YOU BETTER INFORMATION ABOUT THE MARKET VALUE OF THE PROPERTY TO CONSIDER WHETHER OR NOT WE DO WANT TO DISPOSE OF THE PROPERTY OR WE HAVE A BETTER USE OF KEEPING IT. WE'RE NOT MAKING A DECISION ON DISPOSING, BUT WE'RE GETTING BETTER INFORMATION SO THAT YOU CAN MAKE THE BEST DIGS POSSIBLE ON WHETHER OR NOT TO DISPOSEECI POSSIBLE ON WHETHER OR NOT TO DISPOSE OR KEEP IT. >> ANY OTHER DISCUSSION? >> MADAM PRESIDENT AND DR. PRICE. YOU MENTIONED IN YOUR PRESENTATION THERE WAS A LIST OF PROPERTIES. >> I HAVE SOME COPIES. >> YES, THANK YOU. WE UPLOADED A BOOK AND THAT TOTALS A LITTLE MORE THAN $6 MILLION IN NEEDED CAPITAL IMPROVEMENTS WE NEED TO HAVE. >> I'M NOT SEEING THAT LIST, EITHER. >> IT'S OPT BACK OF THIS PAGE. SO AS I UNDERSTAND, WE'RE LOOK AT IDENTIFYING AN INDIVIDUAL TO LOOK AT GETTING US TRUE VALUES OF WHAT WE HAVE AND WE MAKE A DECISION AT THAT POINT OF WHETHER OR NOT TO MOVE FORWARD? >> EXACTLY. >> OKAY, THANK YOU. >> THAT'S ALL WE'RE DOING. >> ANY OTHER COMMENTS OR QUESTIONS FROM THE BOARD. THANK YOU DR. PRICE. >> YEAH, JUST ONE THING. IS THERE A WAITING PERIOD FOR INDIVIDUALS WHO WANT TO BE QUALIFIED AS A BROKER AFTER PREVIOUS SERVICE WORKING FOR THE DISTRICT OR ANYTHING? >> I DON'T KNOW THE ANSWER TO THAT QUESTION. >> SHOULD THERE BE? >> I CAN SPEAK A LITTLE BIT TO THAT. AS AN EMPLOYEE YOU HAVE TO BE OFF THE BOARD FOR A YEAR. CONTRACTUALLY, I DON'T THINK THERE'S A TIME PERIOD. >> OKAY. THANK YOU. >> I THINK THAT COULD BE SOMETHING WE EXPLORE AS A BOARD TO CREATE A LOCAL POLICY TO ADDRESS THAT. >> ABSOLUTELY. >> YOU COULD, YEAH. >> YEAH, THAT WOULD BE A GREAT IDEA. >> ANY OTHER QUESTIONS FOR DR. PRICE? OKAY. THANK YOU. BOARD, THIS IS AN ACTION ITEM, IS THERE A MOTION? >> MADAM PRESIDENT, I MOVE THAT WE ISSUE A REQUEST FOR QUALIFICATIONS FOR REAL ESTATE BROKER SERVICES AS PRESENTED. >> OKAY. WE HAVE A MOTION BY MR. JONES, IS THERE A SECOND? >> SECOND. >> A SECOND BY MS. DAVIS TOO REQUEST FOR QUALIFICATIONS FOR REAL ESTATE BROKER SERVICES. BOARD, ANY OTHER DISCUSSION? HEARING NONE I'LL CALL FOR THE VOTE. MR. STEPHENSON? >> YES. >> MR. SMITH? >> YES. >> MR. JONES? >> YES. MS. DAVIS? >> YES. >> MYSELF VOTING YES, THE MOTION [12.F. Discussion and possible approval of deep cleaning and sanitizing all district buildings and campuses] PASSES. THANK YOU. NEXT ITEM IS DISCUSSION AND POSSIBLE APPROVAL OF DEEP CLEANING AND SANITIZING ALL DISTRICT BUILDINGS AND CAMPUSES. >> THANK YOU, I WILL KEEP DR. PRICE HERE AT THE PODIUM AND TALK ABOUT THE LATEST WITH [01:25:07] COVID-19 AND NOT MAKING IT TO THE NEXT VARIANT THROUGH CLEANING. >> ALL RIGHT, AGAIN, I BRING YOU A RECOMMENDATION FOR THE DEEP CLEANING AND SANITIZING OF ALL CAMPUSES USING ESSR 2 FUNDS TO CLEAN OUR BUILDINGS TWICE A YEAR. THE FIRST WOULD BE DURING THE UPCOMING WINTER BREAK. IF APPROVED, ALL CLEANING WOULD AGAIN THE WEEK OF DECEMBER 20TH AND COMPLETED DECEMBER 31ST. THE CLEANING IS BEING DONE TO ENHANCE THE CLEANING WORK OF THE DISTRICT'S CUSTODIAL STAFF AND TO MITIGATE THE SPREAD OF THE COVID-19 VARIOUS. WE HAVE BLACKMAN AND MOORING QUOTE FOR $324,898.20 OR APPROXIMATELY OVER $162,450 FOR EACH CLEANING, ONCE IN THE WINTER AND AGAIN IN SPRING. SO OUR RECOMMENDATION IS THAT YOU APPROVE BLACKMAN AND MOORING TO DEEP CLEAN AND SANITIZE ALL THE DISTRICT'S BUILDINGS AND CAMPUSES DURING WINTER BREAK AND AT THE END OF THE SCHOOL YEAR IN MAY OF 22 TO NOT EXCEED $324,898.20. I WILL BE HAPPY TO RESPOND TO ANY QUESTIONS YOU MIGHT HAVE. >> BOARD, ANY QUESTIONS? >> YES, I DO HAVE A FEW QUESTIONS. SO WITH THIS DEEP CLEANING, HOW LONG IS THAT SUPPOSED TO LAST, SAY, AT BELT LIKE LINE OR ANY CAMPUS FOR THAT MATTER? SO THEY'RE CLEANING IT, FOGGING IT, WHATEVER THEY'RE DOING AND THE KIDS COME BACK IN. HOW LONG IS THAT DEEP CLEANING LASTING? >> I'M NOT SURE I CAN GIVE YOU A DEFINITE TIME PERIOD. I WOULD HAVE TO ASK AND GET THE ANSWER FOR THAT, HOWEVER, I CAN TELL YOU THAT WE DEEP CLEAN AND SANITIZE EVERY NIGHT AS A PART OF OUR PROCESS, SO THIS EFFORT IS TO STRENGTHEN THE CLEANING THAT'S ALREADY BEING DONE. THIS IS ALSO A COMPANY THAT WE HAVE USED ON SEVERAL OCCASIONS. FOR EXAMPLE, WHEN COVID FIRST HIT US, WE HAD A KID AT THE ATHLETIC FIELD HOUSE AND WE CALLED THE COMPANY IN AND THEY DID AN OUTSTANDING JOB IN CLEANING THAT FACILITY AND IT WAS SEVERAL MONTHS BEFORE WE HAD ANOTHER INCIDENT AT THAT FACILITY. SO IT'S TO STRENGTHEN OUR EFFORTS. THE TIME FRAME IN TERMS OF THE EFFECTIVENESS OF IT IS SOMETHING I WOULD HAVE TO DO FURTHER RESEARCH TO PROVIDE YOU WITH AN ANSWER TO THAT. >> I WOULD DEFINITELY ENCOURAGE THAT. THE OTHER QUESTION PERTAINS TO THE SECOND CLEANING. IF IT'S IN MAY, WE WON'T HAVE ANYBODY ON CAMPUS AFTER THAT POINT SO WE COULD MOVE IT UP TO SPRING BREAK, THAT MAY BE A MORE EFFECTIVE USE OF THE MONEY WITH KIDS COMING BACK SO IF THE TIME FRAME IS 2 MONTHS, WE HAVE JANUARY UP UNTIL MARCH, WE CAN DO THAT CLEANING AGAIN BECAUSE IN THE SUMMER, WE'RE NOT GOING TO HAVE A LOT OF PEOPLE IN THOSE CAMPUSES. >> YEAH, I WOULD AGREE WITH THAT. THE WINTER CLEANING CERTAINLY MAKES SENSE BECAUSE IT'S COMING RIGHT AFTER THE FALL SEMESTER. I WOULD AGREE WITH YOU THAT IT PROBABLY WOULD MAKE MORE SENSE TO DO THAT CLEANING DURING THE SPRING BREAK TIME AND THEN THE KIDS WOULD COME BACK AND HAVE A PERIOD OF TIME WITH THE CLEAN FACILITY. I WOULD AGREE WITH THAT. SO WE'LL AMEND THAT RECOMMENDATION. >> I WOULD AGREE WITH THE DEEP CLEANING BUT I GUESS MY CONCERN IS THE VIRUS DIES AFTER A CERTAIN PERIOD AND THE SCHOOL IS LOCKED UP DURING CHRISTMAS BREAK SO I'M CONCERNED THAT OVER CHRISTMAS BREAK, IF WE'RE GONE FOR ABOUT 2 WEEKS SO THE VIRUS WOULD DIE INSIDE THE BUILDING SO I WOULD WANT TO HEAR MORE BENEFITS OF THE CLEANING. >> IT'S GOING TO TAKE US THE WHOLE 2-WEEK PERIOD TO DO THE [01:30:02] DEEP CLEANING BECAUSE WE'RE TALKING ABOUT NOT ONLY THE CAMPUSES BUT ALSO THE DISTRICT BUILDINGS, INCLUDING THIS BUILDING AND ALL THE ATHLETIC FACILITIES AND EVERYTHING ELSE THAT WE OWN. SO BY THE TIME WE GET FINISHED, THERE MAY BE A FEW DAYS BETWEEN WHEN WE FINISH AND WHEN THE KIDS ACTUALLY RETURN. SO I GET YOUR POINT, BUT I DO BELIEVE THAT THERE WOULD BE SIGNIFICANT BENEFIT OF HAVING A DEEP CLEAN. >> OKAY. THANK YOU. >> MADAM PRESIDENT CAN I SPEAK TO THAT JUST A LITTLE BIT? WE ALSO HAD SOME STAFFING CHALLENGES IN THE CUSTODIAL AREAS SO THIS ALSO ALLOWS OUR TEAM TO CATCH UP AS WELL AND GET BACK ON TOP OF THE MITIGATION PIECE, NOT THAT WE HAVEN'T BEEN DOING BUT I WOULD THINK A MORE THOROUGH JOB OVER THE WINTER BREAK ALLOWS OUR TEAM TO COME BACK FRESH AT THE BEGINNING OF THE YEAR AND BEGIN AGAIN. IT INCLUDES MORE THAN JUST DEFOGGING. CLEANING FLOORS, WIPING DESKTOPS, COUNTER TOPS. >> HI TGH TOUCH AREAS. >> IT IS SOMETHING THAT I BELIEVE WE SHOULD DO MORE FREQUENTLY BUT WE WILL LEVERAGE THE DOLLARS WE HAVE. >> MY LAST QUESTION IS WILL THEY PROVIDE A REPORT OF ALL THE TOUCH POINTS AND WHAT THEY HAVE DONE? OR ARE THERE FINDINGS AFTER WHAT THEY HAVE DONE AS WELL? >> THEY DO PROVIDE US WITH A LIST OF ALL OF THE CLEANING WORK THAT THEY WILL DO, YES, SIR. >> ALL RIGHT. >> AND IF YOU CAN JUST PROVIDE US A RESPONSE AS IT RELATES TO THE QUESTION I POSED AS FAR AS THE EFFECTIVENESS OF THE CLEANING AND IF SPRING BREAK WORKS, I THINK THAT'S MORE USEFUL. >> YEAH, I WILL DEFINITELY FOLLOWUP WITH AN ANSWER AND PROVIDE IT TO THE SUPERINTENDENT WHO CAN PASS IT ONTO YOU. >> THANK YOU. >> YES, SIR. >> ANY OTHER COMMENTS? OKAY. THIS IS AN ACTION ITEM, IS THERE A MOTION? >> MADAM PRESIDENT I MOVE TRAY WE APPROVE THE DEEP CLEANING AND SANITIZING OF ALL DISTRICT BUILDINGS AND CAMPUSES BASED ON THE INFORMATION PROVIDED TO US. >> OKAY, WE HAVE A MOTION BY MR. JONES. IS THERE A SECOND? >> SECOND. >> OKAY. A SECOND BY MR. SMITH. THIS IS FOR POSSIBLE APPROVAL OF DEEP CLEANING AND SANITIZING FOR ALL DISTRICT BUILDINGS AND CAMPUSES, A MOTION AND A SECOND. ANY OTHER QUESTIONS? HEARING NONE I WILL CALL FOR THE VOTE. MR. STEPHENSON? >> NO >> MR. SMITH? [13. Informational Items] >> YES. >> MR. JONES? >> YES. >> MS. DAVIS? >> YES. >> MYSELF VOTING YES, THE MOTION PASSES. 4-1. >> ALL RIGHT, ONE MORE TIME, DR. PRICE, 07 RATIONS UPDATE, PLEASE, REPAIRS AT LANCASTER HIGH SCHOOL AND THE BOARDROOM UPDATE. >> GOOD EVENING DISTINGUISHED MEMBERS OF THE BOARD, SUPERINTENDENT PERERA AND MADAM PRESIDENT, I BRING YOU UPDATES TO OPERATIONS. THE REPAIRS AT LANCASTER HIGH SCHOOL, WE EXPECT THE WORK TO BE COMPLETED ON OR BEFORE DECEMBER 31ST. THE AUDITORIUM AND ORCHESTRA PIT WORK IS COMPLETED AND THE HIGH SCHOOL HAS BEEN GIVEN FULL ACCESS TO THE AUDITORIUM EFFECTIVE DECEMBER 6TH. THE LAST ITEM IS THE BOARDROOM UPGRADE. THE AUDIO UPGRADES ARE NOW COMPLETE. WE'RE WAITING ON THE UNIT THAT CONTROLS THE ENTIRE SYSTEM AND THE UNIT THAT CONTROLS VOTING. THE ANTICIPATED DATE OF ARRIVAL FOR THOSE PARTS IS STILL LATER THIS MONTH AND IF THE ANTICIPATED ARRIVAL DATE DOES NOT CHANGE, THE BOARDROOM UPGRADE WILL BE COMPLETED IN TIME FOR THE JANUARY 25TH BOARD OF TRUSTEES MEETING. I WILL BE HAPPY TO RESPOND TO ANY QUESTIONS YOU MIGHT HAVE ABOUT THE UPGRADES. >> OKAY. ANY QUESTIONS OR COMMENTS? OKAY. [14. Future Action Items] WE'RE GOING TO MOVE ONTO FUTURE ACTION ITEMS, DR. PERERA? >> MADAM PRESIDENT, DR. PRICE REMAIN AT THE PODIUM PLEASE, CLOSE US OUT >> THIS IS A FUTURE ACTION ITEM WE'LL BE BRINGING TO THE BOARD IN JANUARY ASKING FOR YOUR PERMISSION TO ACQUIRE A NEW TRANSPORTATION ROUTING, GPS, AND PARENT TRACKING SYSTEM. THE OVERARCHING OBJECTIVES OF [01:35:09] THIS CHANGE IS TO REDUCE CALLS TO MANAGE ON TIME PERFORMANCE TO IMPROVE PARENTAL COMMUNICATION AND TO CREATE ROUTINE EFFICIENCIES WITHIN THE DISTRICT. WE'RE RECOMMENDING A CHANGE FROM OUR CURRENT SYSTEM BECAUSE THE DISTRICT CURRENTLY UTILIZES THREE DIFFERENT VENDORS WITH MULTIPLE SYSTEMS THAT COST US $70,250 ANNUALLY WHERE THE NEW SYSTEM THAT WE'LL BE PROPOSING, TRAVERSA, OFFERS ALL THE COMPONENTS IN ONE PROGRAM FOR $66,000 ANNUALLY. THE BENEFITS TO THE PARENTS WOULD BE REALTIME WEB APP TRACKING OF THE STUDENT RIDERSHIP. THERE'S AN APP THAT COMES WITH THE SYSTEM. IT HAS A RIDE 360 FEATURE THAT OFFERS ROUTINE INFORMATION FROM A SECURE PRESENT L-- PARENTAL PORTAL WHICH MEANS A PARENT CAN ONLY GET INFORMATION ON THEIR STU STUDENTS. THE TRACKING HAS AN ABILITY TO TELL US INSTANTANEOUSLY ALL THE PEOPLE THE STUDENT HAS BEEN IN TOUCH WITH, IN CONTACT WITH. IT ALSO HAS A TRACKING SYSTEM THAT ACTIVELY CAPTURES THE STUDENT BOARDING AND UNLOADING PROCESS AND THERE'S A TUTORIAL AVAILABLE FOR PARENTS TO LEARN HOW TO USE THE APP TO KEEP TRACK OF THEIR STUDENTS. THE COST OF THE SYSTEM IS $215,000, WHICH INCLUDES ALL THE INSTALLATION COSTS FOR EQUIPMENT AND SOFTWARE FOR THE BUSES PLUS THE FIRST YEAR OF SERVICE. THE FIRST YEAR OF SERVICE IS $66,000, SO WHEN YOU TAKE THAT AWAY FROM THE $215,000, THE NEW SYSTEM IS ACTUALLY COSTING US $149,000. INSTALLATION WILL TAKE APPROXIMATELY 4 WEEKS SO WE WILL BEGIN, SHOULD YOU APPROVE THIS RECOMMENDATION, WE WOULD BEGIN THE PROJECT WHEN SCHOOL IS OUT FOR THIS YEAR AND WE'LL TRAIN THE STAFF AND BE READY TO HAVE ALL OF THIS COMPLETED BY AUGUST 1ST OF NEXT YEAR. AGAIN, WE'RE MAKING THIS STEP PRIMARILY BECAUSE WHEN WE FIRST WENT INTO THE TRANSPORTATION BUSINESS BACK IN 2018 AND WE MADE DECISIONS ABOUT THESE THREE DIFFERENT SYSTEMS, IT WAS NOT THE BEST DECISION BECAUSE OUR EXPERIENCE TAUGHT US THEY HAVEN'T WORKED VERY WELL, SO WE'RE MOVING TO A SYSTEM WHERE WE CAN INSTANTANEOUSLY GET INFORMATION ABOUT WHO'S ON A BUS, WHERE A STUDENT GOT ON, GOT OFF, EDUCATION, AND THIS WILL MAKE US A BETTER SYSTEM BECAUSE WE CAN PROVIDE BETTER INFORMATION TO OUR PARENTS AND TO THE STUDENTS AS WELL. AGAIN, I'LL BE COMING BACK IN JANUARY TOO TO MAKE A RECOMMENDATION. I'LL BE HAPPY TO RESPOND TO ANY QUESTIONS YOU MAY HAVE. >> OKAY, THINK. ANY QUESTIONS OR COMMENTS? >> A COUPLE. WHAT THREE SYSTEMS ARE WE LOOKING TO REPLACE? WHAT ARE THE NAMES? >> HSI, THE GPS TRACKING SYSTEM. THE TRANSPONDER, A ROUTING SYSTEM, AND REPLACING SAFE STOP, WHICH IS SUPPOSED TO BE THE PARENT TRACKING PORTAL. THEY CURRENTLY WENT OUT OF BUSINESS AND TRANSFERRED TO SOMEONE ELSE. >> SO THEY'RE NOT TRANSFERRING -- NONE OF THESE GUYS ARE TRANSFERRING OUR SELLING OUT TO TRAVERSE THOUGH, RIGHT? >> NO. >> SO DO WE HAVE ANY REMAINING CONTRACTUAL OBLIGATION TO THESE THREE PACKAGES? >> WE HAVE PAID -- >> IT'S A YEAR TO YEAR CONTRACT. SO AT THE END OF THE SCHOOL TERM, IT WILL BE UP. >> ALL OF THESE WEB-BASED TECHNOLOGIES, ARE THERE SERVERS [01:40:02] AND HARDWARE? >> THEY ARE WEB-BASED. WE'LL HAVE TO WORK WITH TECHNOLOGY TO GET AN IP ADDRESS FOR THIS NEW SYSTEM. >> [INAUDIBLE] >> INTO THAT PRICE, IT INCLUDES THE SOFTWARE AND THE EQUIPMENT NEEDED OR ARE WE LOOKING -- [INAUDIBLE] WHEN WE'RE DOING THE CONTACT TRACING OR PULLING FROM DIRECTLY WHAT TEAMS HAS. >> GOT YOU. >> AND RIGHT NOW WE HAVE A PRETTY ARCHAIC SCENARIO WHEN WE HAVE AN I UNDERSTAND DEFINITE ON A BUS. WE HAVE TO WAIT FOR TRANSPORTATION TO PUT THE LIST TOGETHER FOR COMMUNICATIONS TO COMMUNICATE WITH THOSE FAMILIES DIRECTLY. THAT'S NEVER GOOD, ESPECIALLY TODAY WE'RE FIGHTING AGAINST WHO IS GOING TO POST SOMETHING FIRST AND TRYING TO GET INFORMATION OUT, ACCURATE INFORMATION, AND IT'S REALLY ARCHAIC WHAT WE HAVE RIGHT NOW. >> I COMPLETELY GET IT. I APPRECIATE THAT, EVERYBODY, I REALLY DO. I WAS ASKING JUST SO YOU COULD HAVE A LITTLE BIT OF BACKGROUND AND IF THE AUDIENCE CARES TO KNOW, A COUPLE OF THE LEADING VENDORS USED TO OFFER SIMILAR TECHNOLOGIES AND WHAT MADE IT EASIER OR FLEXIBLE TO GO TO SUCH A SYSTEM IS THE FACT THAT IT WAS WEB NATIVE. YOU PURCHASE IT AND YOU BUY A SUBSCRIPTION, LIKE SOME OF DR. BARKER'S PROGRAMS SO YOU HAVE ACCESS TO IT FROM THE WEB ANYWHERE IN THE WORLD, RIGHT? WELL, THAT DOESN'T ALWAYS WORK FOR SOME OF THE STUFF THAT YOU GUYS ARE TRYING TO DO KNEW WHICH IS WHY I WAS ASKING BUT YOU HAVE HARDWARE, YOU WILL BE HOUSING HARDWARE IN OUR FACILITY. I'M ASSUMING THERE'S A CONTRACT AGREEMENT FOR THE INSTALLATION AND SUPPORT SERVICES? >> YES, SIR. >> THERE WILL BE. >> I JUST WANT TO MAKE SURE. I APPRECIATE YOU GUYS ENTERTAINING ME. >> THANK YOU. >> OKAY. ANYMORE QUESTIONS OR COMMENTS? >> YES, MA'AM, I HAVE A COUPLE. SO THIS IS GOING TO BE INSTALLED ON EVERY BUS THAT WE OWN? >> YES. >> ALL RIGHT. THE NEXT QUESTION YOU SAID THE PREVIOUS SYSTEM HASN'T WORKED VERY WELL. WHAT TYPE OF INCIDENTS HAVE WE ENCOUNTERED AND HOW ARE WE TRACKING THOSE AND HOW WILL WE TRACK THOSE MOVING FORWARD? >> WELL, ONE OF THE THINGS I DISCOVERED STEPPING INTO THE JOB, IT HAS A BADGE SYSTEM. THE BADGE SYSTEMS WERE COMPATIBLE WITH OUR ELEMENTARY STUDENTS, THE BADGES THAT THEY HAVE BUT IT WAS NOT AT ALL COMPATIBLE WITH THE HIGH SCHOOL DAMAGES SO WE NEVER HAVE BEEN ABLE TO ISSUE BADGES TOTE HIGH SCHOOL STUDENTS. THIS NEW SYSTEM WILL BE COMPATIBLE WITH THE CURRENT BADGES THAT WE USE AND THEREFORE WHEN THE STUDENTS GET ON BUSES, WE'LL AUTOMATICALLY BE ABLE TO BADGE THEM IN AND TO TRACK THEM CORRECTLY. IT'S THINGS LIKE THAT AND ALSO THE IDEA OF NOT BEING ABLE TO BADGE PEOPLE ON AND TO HAVE THAT LIST, WE HAVE TO GO THROUGH A PAPER TRAIL SYSTEM IN ORDER TO PROVIDE NAMES TO UNDERSTAND WHAT PARENTS NEED TO COMMUNICATE, SO IT WAS JUST SOME MISSTEPS IN NOT KNOWING WHEN WE FIRST WENT INTO THE TRANSPORTATION BUSINESS IN 2018, BUT THINGS WE'VE LEARNED ACROSS THE YEARS THAT LEAD US TO THIS CHANGE. >> CORRECT, SO IF I UNDERSTAND YOU CORRECTLY, THE HIGH SCHOOL WAS NEVER BADGED WHEN WE GOT THE SYSTEM, 3 YEARS AGO AND THIS IS THE FIRST TIME I'M HEARING ABOUT IT AS A BOARD MEMBER. THAT POSES A HUGE PROBLEM FOR ME. WE'VE BEEN PAYING FOR THIS, RENEWING THIS ANNUAL SUBSCRIPTION AND IT HASN'T BEEN WORKING EFFECTIVELY SO I WOULD EMPLOY YOU TO ENSURE THIS DOESN'T HAPPEN AGAIN. THAT'S A MAJOR PROBLEM. >> I WOULD AGREE. THAT'S WHY WE'RE MOVING IN THE DIRECTION THAT WE ARE MOVING, ALTHOUGH WE HAVE MOVED A LITTLE SLOWER THAN WE SHOULD AND I COMMIT TO YOU THAT AS LONG AS I SIT IN THE CHAIR, THAT THIS WILL NEVER HAPPEN AGAIN. >> ARE THERE ANY OTHER AREAS WE NEED TO BE CONCERNED WITH WITH THE TRACKING OF STUDENTS ON THE BUSES THAT MAY NOT HAVE COME UP WITH THIS PREVIOUS SYSTEM THAT WE NEED TO BE PROACTIVELY [01:45:02] THINKING ABOUT SO WE DON'T HAVE ISSUES RELATED TO TRANSPORTATION TO MAKE SURE KIDS ARE TRANSPORTED AND PARENTS CAN IDENTIFY WHERE THEY ARE IN REALTIME? THAT'S WHAT WE'RE PAYING FOR, THE REALTIME TRACKING. >> THAT'S RIGHT. I CAN'T THINK OF ANYTHING ELSE. CAN YOU? >> IN CHOOSING THIS WE SATISFIED AND ANSWERED ALL THE QUESTIONS WE HAVE BEEN MISSING, THE DATA WE NEED WHEN WE HAVE ACCIDENTS, THE TIME WE GET COMMUNICATION TO THE ADMINISTRATION TO LET PEOPLE KNOW WHO WAS ON THE BUS, WHEN THEY GOT ON, WHEN THEY GOT OFF, WERE THEY ON THE BUS WHEN THERE WAS AN ACCIDENT? THE OTHER THING BEING PICKED UP IS THE POSITIVE IDENTIFICATION FOR PARENTS TO SEE WHERE THAT BUS IS IN REALTIME SO IF IT'S RUNNING LATE, THEY CAN SEE IT ON THE APP. THEY CAN ALSO SEE OR RECEIVE ALERTS WHEN STUDENTS GET ON AND OFF THE BUS SO THIS SYSTEM REQUIRES YOU TO BADGE ON AND OFF. THE GOOD THING ABOUT THIS SYSTEM IS WE'RE WORKING WITH TEAMS SO THIS SYSTEM IS COMPATIBLE WHERE WE DON'T RUN INTO THAT BADGE PROBLEM THAT WE RAN INTO WITH THE FIRST SYSTEM. ONCE WE UNLOAD THAT STUDENT INFORMATION, THAT BADGE AUTOMATICALLY WORKS BECAUSE IT'S PULLING THAT INFORMATION ON THE TEAM SOFTWARE. >> OKAY, IF THE STUDENT DOESN'T HAVE THEIR PASSENGER? >> THE DRIVER HAS TO KEY THAT INFORMATION IN. >> SO ONE BADGE OVER ALL GRADE LEVELS? >> YEAH AND THAT WAS THE ISSUE WITH THE OTHER SYSTEM. WE COULD HAVE GONE FORWARD BUT THE HIGH SCHOOL STUDENTS WOULD HAVE HAD TO HAVE TWO BADGES INSTEAD OF ONE BADGE WHICH WOULD HAVE BEEN A NIGHTMARE IN ITSELF. >> ALL RIGHT. I STILL HAVE A PROBLEM KNOWING THAT THIS HAS BEEN AN OPERABLE FOR 3 YEARS. >> I DON'T DISAGREE TRUSTEE JONES. WE'RE TRYING TO ADDRESS THOSE ISSUES. I THINK PARENTS DESERVE TO KNOW WHERE THEIR KIDS ARE AND IN A TIMELY FASHION. THEY SHOULD NOT FIND THINGS OUT ON SOCIAL MEDIA, WHICH WE'RE ALWAYS FIGHTING AGAINST. IT ALLOWS OUR TEAM TO PULL THAT INFORMATION AND KNOW EXACTLY WHO IS ON THE BUS THAT DAY. >> ALL RIGHT. THANK YOU FOR YOU GUYS FINDING A NEW SYSTEM THAT'S GOING TO WORK AND GET US RIGHT. >> YES, SIR. >> THANK YOU. >> ALL RIGHT. THANK YOU. >> OKAY. WE HAVE COME TO THE END OF OUR AGENDA. THERE ARE NO BOARD MATTERS. THE NEXT THING ON THE AGENDA IS ADJOURNMENT. IS THERE A MOTION? >> MADAM PRESIDENT, I MOVE THAT WE ADJOURN. >> ALL RIGHT, A MOTION BY MR. JONES, IS THERE A SECOND. >> SECOND BY MS. DAVIS. ALL IN FAVOR, SAY AYE. >> AYE. >> WE'RE ADJOURNED AT 8:58. I WOULD LIKE TO WISH YOU A * This transcript was compiled from uncorrected Closed Captioning.
