THEREFORE I AM REQUESTING THAT THIS EDUCATIONAL BODY LOOK FOR A WAY TO DISPLAY OUR COMPLICATED CONFEDERATE HISTORY IN A CLASS WHERE IT CAN BE ACCESSIBLE AND STUDIED BY CURRENT AND FUTURE GENERATIONS BY LANCASTER CITIZENS AND STUDENTS. I WENT THROUGH A CITY ISD PARTNERSHIP OR LANCASTER ISD ALONE, SOMETHING NEEDS TO BE DONE. WE NEED LEADERSHIP FROM THIS BODY WILL CLARIFY OUR PAST AND MOVE US TO AN UNDERSTANDING HEALING SO OUR CHILDREN CAN HAVE A BETTER FUTURE. WHILE WE ARE AT THE CRITICAL RACE THEORY CONVERSATION FOR THE RECORD, CRITICAL RACE THEORY IS A THEORY THAT IS TAUGHT IN LAW SCHOOL. IT IS NOT TAUGHT HERE. MOST EVERYTHING I HAVE HEARD ABOUT THE WHOLE THING IS, I KEEP HEARING IS WE DON'T WANT OUR KIDS TO FEEL BAD HERE BUT WHAT ABOUT OUR KIDS? IN CLOSING, THIS IS ANOTHER OPPORTUNITY FOR THIS COMMUNITY TO ADDRESS OUR PAST WITH EDUCATION. LACKS, WHITE AND BROWN, WE HAVE ALL BEEN MIS-EDUCATED ABOUT OUR TRUE HISTORY. I HAVE BEEN, THIS MAKES MY SECOND BOARD MEETING IN PERSON AND I HAVE ATTENDED SEVERAL ONLINE. MY QUESTION THAT I WILL PROPOSE TO ALL OF THE BOARD ATTENDEES PRESENT AND ONLINE IS THE ATTENDANT OF THE MISSING BOARD MEMBER. I WORK WITH SOME OF THOSE PARENTS IN THAT AREA AND I HAVE A LOT OF PARENTS AND I STATED BEFORE THAT I HAVE CHOSEN TO WALK AWAY IS IT A PUT TRUST IN THIS BOARD. I HAVE WORKED WITH SOME OF THE BOARD MEMBERS CLOSELY AND I'M VERY APPRECIATIVE OF SOME OF THE CHANGES THAT HAVE TAKEN PLACE. ACCOUNTABILITY ON A BOARD LEVEL, I KNOW YOU GUYS HAVE PROTOCOLS AND I'M ALSO CHECKING INTO THE LOCAL COURTS TO FIND OUT WHAT WE CAN DO AS A COMMUNITY. IN SPITE OF THOSE PROTOCOLS, WHAT IS BEING DONE WITH THAT ABSENT BOARD MEMBER IS A BIG ISSUE. YOU GUYS DID AN IMPORTANT STRATEGIC MOVE TODAY WITH A HIGH SCHOOL AND REMOVING THAT PRINCIPLE AND PUTTING HER IN ANOTHER AREA. ACTUALLY CONSIDERING BRINGING MY SON BACK SO I WILL BE EMAILING THE DISTRICT SPECIAL EDUCATION BOARD MEMBER AS WELL AS DOCTOR CARRERA. HOWEVER, WITH THAT SAID IT IS IMPERATIVE AS A COMMUNITY THAT WE SEEK ACCOUNTABILITY AND TRANSPARENCY WITH WHAT IS GOING ON. AGAIN I KNOW Y'ALL HAVE SOME RAMIFICATIONS THAT YOU HAVE WORKED IN AS WELL AS US IN A COMMUNITY AND I WILL BE CONTACTING THE COURTS BUT WE WANT TO SEE A WHOLE UNIT MOVE [00:35:05] FORWARD WITH CHANGE NOT JUST APART AND THAT'S MY CONCERNING STATEMENTS ON TONIGHT. >> THANK YOU. >> NEXT WE HAVE DEREK LEWIS. WE ASK YOU STATE YOUR NAME AND ADDRESS PRIOR TO SPEAKING AND IDENTIFY THE TOPIC YOU ARE COMMENTING ON. I WILL BEGIN THE TIMER AFTER YOU STATE YOUR NAME AND THE AGENDA ITEM. YOU HAVE THREE MINUTES TO MAKE YOUR COMMENTS. >> GOOD EVENING BOARD PRESIDENT, SUPERINTENDENT AND TRUSTEES. MY NAME IS DEREK LEWIS AND MY ADDRESS IS. HERE IN LANCASTER, TEXAS. I AM SPEAKING TONIGHT ON 9B. I RESIDE IN THE DISTRICT THAT THIS PARTICULAR BOARD TRUSTEE IS TO GIVE DIRECTION TO. ON NOVEMBER THIRD 2020 THE CITIZENS OF OUR DISTRICT REELECTED HER TO REPRESENT THE DISTRICT AND SINCE THEN OF COURSE THE DYNAMICS OF THE BOARD HAS CHANGED. AND SHE HAS FAILED TO CONSISTENTLY APPEAR AT THE BOARD MEETINGS. I AM ASKING THAT WHATEVER YOU GUYS HAVE AT YOUR DISPOSAL WHATEVER ACTIONS THAT YOU MOVE FORWARD WITH THOSE ACTIONS. IT IS IMPERATIVE THAT IF THE COMMITTEE ELECTED AN INDIVIDUAL THAT THE INDIVIDUAL DO WHAT THEY TOOK AN OATH TO DO AND IN THIS CASE, SHE HAS FAILED. AND AGAIN WHATEVER WE CAN DO LET'S DO IT. THANK YOU. >> MADAME PRESENT THAT INCLUDES ARSONISTS AND COMMUNICATION. [8. Superintendent's Report ] >> AT THIS TIME WILL MOVE TO THE SUPERINTENDENTS REPORT. IT IS THE COVID-19 OF EIGHT WITH DOCTOR FERRERA. >> THANK YOU. WE DO HAVE MISS ALASKA WHO IS HERE TO GIVE THAT REPORT. CAN YOU COME FORWARD, PLEASE? >> GOOD EVENING MADAME PRESIDENT, DISTINGUISHED BOARD MEMBERS AND SUPERINTENDENT DR. KATRISE LEE-PERERA. I AM PRESENTING FORTRAN 21 TONIGHT. I'M GOING TO PRESENT LANCASTER ISD UPDATE. TODAY LANCASTER ISD HAS OVER 3 TO 50 CASES. CURRENTLY, WE ONLY HAVE TWO KNOWN ACTIVE CASES IN THE DISTRICT. LANCASTER ISD IS COMMITTED TO WORK DILIGENTLY TO STOP THE SPREAD OF THE COVID VIRUS AND BECAUSE OF THE NEW VARIANT, LANCASTER WILL CONTINUE ITS EFFORTS BY OFFERING THE COVID-19 VACCINE FIRST AND SECOND DOSES TO STUDENTS AND THIRD OR BOOSTER DOSES TO THE STAFF AND LANCASTER COMMUNITY. AS A REMINDER, THIS SATURDAY, DECEMBER 24TH, 2021 LANCASTER HIGH SCHOOL HOST THE SECOND DOSE COVID-19 VACCINE CLINIC SPONSORED BY ALBERTSON'S PHARMACY FROM 9:00 UNTIL 12:00 FOR THOSE WHO ALREADY RECEIVE THEIR FIRST DOSE ON NOVEMBER 13TH AT THE ALPHA AND OMEGA COLLEGE AND HEALTHCARE AT LANCASTER HIGH SCHOOL. STAY TUNE TO THE LANCASTER WEBSITE AT THE HEALTH SERVICES DEPARTMENT PAGE FOR MORE UPCOMING CLINIC DATES. ARE THERE ANY QUESTIONS? >> CAN YOU REPEAT THE DATE FOR THE SECOND DOSE? >> I SURE CAN. IT WILL BE ON DECEMBER FOURTH, SATURDAY. >> OKAY, THANK YOU SO MUCH. >> AT THIS TIME WE ARE GOING TO MOVE ON WE ARE GOING TO MOVE TO . INFRASTRUCTURE SECURITY UPDATES - >> THANK YOU CHAIR, I WILL LET YOU DO YOUR TASKS. THANK YOU, NEXT WE HAVE MISS [00:40:01] BUTLER WHO WILL GIVE US AN UPDATE ON TECHNOLOGY INFRASTRUCTURE. AS EVERYONE IS AWARE BACK IN JUNE WE HAD A BREACH OF OUR SYSTEM HERE WITH OUR RANSOM WHERE AND WE HAVE BEEN WORKING DIVERSELY TO ENSURE THE SECURITY OF OUR DATA AND MISS BUTLER IS GOING TO SHARE THE DATE. >> GOOD EVENING MADAME BOARD PRESIDENT AND TRUSTEES AND SUPERINTENDENT DR. KATRISE LEE-PERERA. A COME HERE TONIGHT TO GIVE YOU AN UPDATE ON THE INFRA STRUCTURE OF THE LANCASTER SCHOOL DISTRICT. TO GIVE YOU A BRIEF HISTORY OF WHAT OUR CURRENT INFRA STRUCTURE LOOKS LIKE, CURRENTLY, WHAT YOU SEE BEFORE YOU IS SOME OF THE CONCERNS THAT WE HAVE AND SOME OF THE THINGS THAT WE DID, MY TEAM AND MYSELF DID TO ADDRESS THOSE CONCERNS. I AM NOT GOING TO COVER EVERY ITEM AS YOU DO HAVE TWO SEND IN YOUR PACKAGE BUT YOU CAN SEE THAT WE HAVE ADDRESSED THOSE CONCERNS THAT WE HAVE IDENTIFIED. ONE THING WE WANT TO BRING TO YOUR ATTENTION IS THE PRODUCTION WE CURRENTLY HAVE ON OUR SERVERS. AS SUPERINTENDENT DR. KATRISE LEE-PERERA SAID THAT WE HAD AN EVENT OVER THE SUMMER AND THAT EVENT WAS INITIATED ON OUR SERVERS AND WE CURRENTLY HAVE A RED CARBON BLACK POINT REDUCTION AND FOR US TO GO WITH THIS PROTECTION IT ALLOWS US TO MONITOR ANY ACTIVITY AND ANYTHING THAT IS DETECTED AS ABNORMAL, THE RED CARBON BLACK POINT WILL DISC CONNECT THAT SERVER FROM THE NETWORK AND ISOLATE IT SO IT DOESN'T SPREAD AND IT IS CONTAINED. SOME IMPROVEMENTS THAT WE HAVE MADE OVER THE LAST TWO YEARS HAVE HAD BEEN SEPARATED HERE INTO FOUR CATEGORIES IN THE PRODUCTION INTRODUCTION, CYBERSECURITY AND DISASTER RECOVERY. YOU WILL SEE THAT WE HAVE PUT IN A LOT OF WORK IN THESE FOUR AREAS FROM PUTTING IN REDUNDANCY AT THE HIGH SCHOOL DATA CENTER WITH THE INTRODUCTION OF PIECES FOR REDUNDANCY WITH THE FIREWALLS AND ALSO THE WIRELESS PIECES AND YOU WILL SEE OVER IN THE CYBERSECURITY PIECE WE HAVE CARBON BLACK, THAT IS OUR FIREWALL PIECE AND THEN MICROSOFT 3625 WHICH ALLOWED US TO BREAK OFF FROM THE EXCHANGE SERVER AND PUT OUR EMAIL SOLUTION IN THE CLOUD. THEY WILL ALSO SEE IN THE DISASTER RECOVERY INFRASTRUCTURE THAT WE CREATED A SECOND BACKUP SITE AT THE MIDDLE SCHOOL WITH THE NEW CONSTRUCTION WHICH GAVE US THE DATA PROTECTION AND ALSO BACKUPS AND STORAGE AND THEN WE HAVE A THIRD SOLUTION WHERE THE BACKUP IS ACTUALLY BEING STORED IN THE CLOUD AS A THIRD LINE OF DEFENSE. ALTHOUGH WE HAVE PUT IN A LOT OF WORK WE DO IT BY THAT WE HAVE SOME GAPS AND WE HAVE SOME THINGS I NEED TO BE ADDRESSED. I HAVE ALSO TAKEN THOSE ITEMS AND DIVIDED THEM INTO THE SAME FOR CATEGORIES AND YOU WILL SEE HERE WHERE WE ARE LOOKING TO IMPROVE THE FIREWALL TO THE NEXT GENERATION WHICH MEANS THE NEW TECHNOLOGY THAT IS AVAILABLE THAT ALLOWS TO GIVE US SOME ADDITIONAL FEATURES ALSO WE ARE LOOKING AT LOAD-BALANCING AND MICRO SIGNATURE. WE ARE LOOKING AT A SECURITY OPERATION CENTER AND PUTTING RED CARBON BLACK ON OUR USER IN POINT AND THEN OUR SECURITY INFORMATION MANAGEMENT PIECE. YOU WILL ALSO SEE DISASTER RECOVERY THAT WE ARE LOOKING TO GET A SECOND INTERNET CONNECTION IN THE CASE THAT THE FIRST INTERNET CONNECTION FAILS AND WE WILL HAVE ROLLOVER FOR OUR SECOND INTERNET PIECE AND ALSO STORE TO MAKE A QUICK RECOVERY FROM THE CLOUD. THE ESTIMATED COST OR FIVE-YEAR ESTIMATE, ONE OF THE THINGS THAT I WANT TO POINT OUT IS LATER ON TONIGHT WE ARE GOING TO ASK YOU TO APPROVE OUR E RATE SOLUTION. SOME OF THE COST THAT IS DISPLAYED HERE WILL BE COVERED UNDER THE EE RATE PIECES IF IT IS APPROVED. YOU WILL SEE WHERE WE HAVE BROKEN IT OUT THE MOST MONEY BEING IN THE NETWORK PIECE AND WE HAVE PIECES AND CYBERSECURITY AND PRODUCTION INFRASTRUCTURE. THIS REFLECTS THE GAPS WE ARE IDENTIFYING AND THIS REFLECTS THE ESTIMATED COST OVER A FIVE-YEAR PERIOD. [00:45:02] ONE OF THE THINGS THAT WILL MOVE FORWARD WITH IS DEVELOPING A DISTRICT TECHNOLOGY ADVISORY COMMITTEE. THE PURPOSE IS TO PROMOTE VISIBILITY INTO THE INFORMATION SECURITY PROGRAM AND INCREASE AWARENESS OF ITS PRIORITIES, IDENTIFY EMERGING MANAGERIAL TECHNICAL AND ADMINISTRATION SAFEGUARDS AND CREATE A CYBERSECURITY FOR SHAREHOLDERS AND PROFESSIONALS AND CREATE RECOMMENDATIONS AND POLICIES IN A MORE FOCUSED SMALL GROUP STRUCTURE. IT WILL BE COMPOSED OF, WE WELCOME ANY BOARD MEMBERS IF YOU WOULD LIKE TO VOLUNTEER TO BE ON THIS COMMITTEE. WE WELCOME YOU. ALSO, IF YOU WOULD LIKE TO NOMINATE A COMMUNITY MEMBER WE WOULD WELCOME THOSE COMMITTEE MEMBERS AS WELL. IT WOULD ALSO COMPRISE OF CORPORATE PROFESSIONALS, PARENTS, SOME STAFF FROM THE ELEMENTARY AND SECONDARY LEVELS AND WE ARE ALSO SUGGESTING TOYOTA LEADERSHIP PROGRAM MANAGERS AND THE DIRECTOR OF CTE. SOME PARTNERS WE HAVE WORKED WITH IN ORDER TO ADDRESS THE CONCERNS AND ALSO TO MOVE US FORWARD FROM A RECOVERY PERSPECTIVE ARE THE LEAD TECHNOLOGY AND YOU CAN SEE THEY HAVE 15 YEARS OF EXPERIENCE SUPPORTING SCHOOL DISTRICTS, INFRASTRUCTURE AND SERVICE. WE ALSO SOLICITED REGION 10 AND TOOK ADVANTAGE OF THE SERVICES THEY HAVE AVAILABLE AND THEY WERE ALSO VERY VITAL IN ASSISTING US WITH THE CYBERSECURITY INSURANCE RECOVERY PIECE TO GET US BACK TO A GOOD SOLID FOUNDATION. AND THAT IS THE CONCLUSION OF MY REPORT. >> ANY COMMENTS OR QUESTIONS FROM THE BOARD? >> ONE, SIGN ME UP FOR THE ADVISORY COMMITTEE AND I HAVE ADDITIONAL CONCERNS AND COMMENTS AND BETTER SERVED FOR ME TO ASK THOSE LATER ON DURING THE SECOND PRESENTATION. THANK YOU. THANK YOU VERY MUCH. >> I'M SORRY. GO AHEAD. THANK YOU. >> THANK YOU. >> AT THIS TIME THE BOARD IS GOING INTO CLOSED SESSION. I AM SORRY, I SKIPPED ONE OF THE PIECES PEERED THE CAMPUS HIGHLIGHTS. SUPERINTENDENT DR. KATRISE LEE-PERERA? >> YES, MADAM CHAIR. WE HAVE A CAMPUS HIGHLIGHTS THIS MORNING, NOT THIS MORNING, THIS EVENING FROM OUR ROLLING HILLS ENGINEERING ACADEMY PRINCIPAL, TRAN 24. >> GOOD EVENING MADAME PRESIDENT, ESTEEMED TRUSTEES, SUPERINTENDENT DR. KATRISE LEE-PERERA.GAIN, MY NAME IS CHERISH PIPKINS AND I WANT TO HIGHLIGHT MY CAMPUS TODAY. PART OF MY LEADERSHIP TEAM INCLUDES MY ASSISTANT PRINCIPAL AND SCHOOL COUNSELOR. WE HAVE SEVERAL CAMPUS PROGRAMS THAT HELP OUR STUDENTS REPAIR FOR COLLEGE AND CAREER READINESS. OUR STUDENTS ROTATE THROUGH THE STEM LAB ONCE A WEEK WHERE THEY ARE EXPOSED TO CODING, ENGINEERING, SCIENCE INVESTIGATIONS AND BASIC KEYBOARDING. WE ALSO HAVE STUDENTS WHO ATTEND THE FLYING CLASSROOM EXPERIENCE ON SATURDAY MORNINGS. OUR STUDENTS ARE ALSO EXPOSED TO FRONTIERS OF FLIGHT WITH STEM PROFESSIONALS AS WELL AS PAROLE EXPERIENCES. ONCE OUR STUDENTS CAME BACK FROM VIRTUAL LEARNING AND AT HOME LEARNING WE KNEW WE NEEDED TO ESTABLISH CLEAR CAMPUS EXPECTATIONS AND WE CREATED THE EXCELLENT EIGHT. YOU WILL SEE OUR STUDENTS ARE UTILIZING THE EXCELLENT EIGHT FROM THE WAY THEY COMMUNICATE WITH EACH OTHER, THE ADULTS AND THE WAY THEY MAINTAIN THEIR BUILDING. AND BASICALLY BEING READY TO LEARN. WE HIGHLIGHT OUR STUDENTS FOR DISPLAYING THOSE AS YOU SAW OUR FUTURE WORLD CHANGERS HERE LEADING THE PLEDGES WE ALSO CALL THEM STUDENT OF THE MONTH. WE HAVE MOVED THIS WORLD AS OUR SOCIAL AND EMOTIONAL LEARNING PROGRAM THAT WE LIVE DAILY. THAT'S HOW WE START OUR DAY TO MAKE SURE THE STUDENTS HAVE THE VOCABULARY TO DISCUSS HOW THEY ARE FEELING. THEY AFFIRM EACH OTHER AND LEARNING EMPATHY. WE ALSO HAVE MONTHLY GUIDANCE LESSONS AT OUR SCHOOL COUNSELOR LEADS AND OUR FIFTH GRADE STUDENT PARTICIPATE IN A PROGRAM WITH OUR POLICE DEPARTMENT AS WELL AS OUR HELP DEPARTMENT SO THEY CAN TALK ABOUT HEALTHY LIFESTYLES AND GOALS FOR THEIR FUTURE. A NEW INITIATIVE THAT WE IMPLEMENTED JUST BEFORE THE [00:50:01] THINGS GIVING BREAK IS TIME. IT'S WHERE OUR LEADERSHIP TEAM AND SUPPORT STAFF TAKE ON OUR STUDENTS AND ENGAGE IN ACTIVITIES SO THAT TEACHERS CAN USE THE EXTRA HOURS TO PLAN AND ANALYZE DATA IN THOSE TYPES OF THINGS. WE DO HAVE A PEP SQUAD FOR THE CAMPUS AND THEY WERE PART OF THE HOMECOMING PARADE AND WE ARE STILL WORKING ON THE ACTIVITY DAYS. WHAT WE KNOW IS THAT TRANSPORTATION CAN BECOME A BARRIER. WE TRY TO UTILIZE THE MASTER SCHEDULE TO JOE WE CAN DURING THE SCHOOL DAY. OUR MOTTO AT ROLLING HILLS ELEMENTARY IS EXCELLENCE TO DO A COMMON THING IN AN UNCOMMON WAY. THIS YEAR'S THEME IS, ALL IN. WE ARE INVESTED, INTENTIONAL AND INCLUSIVE. WE WANT TO MAKE SURE THAT IS EMBODIED WITH OUR TEAM OF STUDENTS, PARENTS AND STAFF. WE HAVE SEVERAL POINTS OF PRIDE AND GOING TO RAG ON OUR CAMPUS LITTLE BIT. IN 2021 ROLLING HILLS ELEMENTARY WAS ONLY ONE OF 50 SCHOOLS IN THE STATE THAT WAS CHOSEN FOR TEXAS LOVE TEACHER TOUR STOP HERE THEY HAD GIFTS AND ACCOLADES FOR OUR TEACHERS IN THAT SAME YEAR IN THE SPRING WE WERE FEATURED IN THE MOVE THIS WORLD PROMOTIONAL VIDEO AS WELL AS THE NEW SPEECH STORY. THEY HIGHLIGHTED OUR BEST PRACTICES AS IT RELATES TO SOCIAL AND EMOTIONAL LEARNING WITH OUR STUDENTS. WE HAD THREE FEATURES IN THE ATLANTIC AND IF YOU'RE NOT FROM A WITH THAT IT IS AN INTERNATIONAL PUBLICATION. IN 2020 THEY CAUGHT WIND WITH SOME OF OUR BEST BOXES WITH TEACHING AND LEARNING IN THE PANDEMIC AND WHAT WAS ONE ARTICLE EVOLVED INTO A SERIES AND YOU COULD SEE IT CAME BACK TO US TWICE IN 2021 TO TALK TO MYSELF, STAFF MEMBERS TO TALK ABOUT WHAT WE'RE DOING ON OUR CAMPUS. CURRENTLY WE ARE UTILIZING THE HUDDLE AND INTERVENTION THAT WE UTILIZE IN THE MORNING DURING THE SCHOOL DAY TO CLOSE SOME OF THE GAPS THAT WE KNOW HAPPENED DURING THE PANDEMIC LEARNING. AS YOU CAN SEE, THESE ARE PICTURES OF THE POINT OF PRIDE. WE ARE ON THE MOVE THIS WORLD WEBSITE AND WE ARE VERY PROUD OF THAT. YOU CAN SEE THE CONGRATULATORY MESSAGE THAT THEY SENT TO US AND SOME OF THE GIFT CARDS AND I WANT TO TELL YOU SOME OF THOSE GIFT CARDS RUN FROM $20 TO $500. AND YOU CAN SEE OUR SCHOOL PRIDE AND PARENTS HAVE CONTINUE TO SUPPORT US NO MATTER IF WE WERE DOING VIRTUAL OR IN PERSON EVENTS. WHAT I WANT TO SHOW YOU NOW IS A COMPARISON OF OUR 2019 STAR DATA COMPARED TO 2021. I DO THIS BECAUSE I WANT YOU TO SEE THAT WE ARE ON TRACK TO DO GREAT THINGS IF YOU LOOK AT 19. WE WERE AB RATED CAMPUS EARNING 4/6 DISTINCTIONS BUT YOU CAN SEE WHAT 2021 WE HAD CLOSE TO 50 PERCENT DROP IN MANY OF OUR AREAS AND WE KNOW IT RELATES TO OUR STUDENTS BEING AT HOME AND NOT HAVING THE BENEFIT OF PROXIMITY WITH THEIR TEACHERS. YOU CAN SEE AT EVERY CATEGORY THAT THIS APPROACHES US AND DECREASES THAT'S WHY WE ARE WORKING SO DILIGENTLY THIS SCHOOL YEAR TO MAKE UP FOR THOSE NUMBERS. OUR ENROLLMENT GRAPHICS, CURRENTLY WE HAVE, THIS SLIDE IS A LITTLE OFF BUT WE ARE AT 32 80 STUDENTS WHO ARE ENROLLED AT ROLLING HILLS ELEMENTARY AND 70 PERCENT OF OUR STUDENTS ARE CONSIDERED AT RISK OR AT PROMISE. AT THAT 70 PERCENT 19 PERCENT OF THE STUDENT ARE SPECIAL EDUCATION STUDENTS BUT WE TREAT EVERYONE THE SAME THE SAME EXPECTATIONS AND SOME OF OUR STUDENTS WERE HERE LEADING THE PLEDGE AND I DON'T EVEN KNOW IF YOU KNEW THE DIFFERENCE. ROLLING HILLS ELEMENTARY MEANS ALL AND IF YOU LOOK BACK AT OUR JOURNEY I WAS ASSIGNED TO ROLLING HILLS ALIMENTARY IN 2018 AND I CAME TO THE CAMPUS OF HARD-WORKING STAFF THAT WAS ALREADY THERE. WHAT I NOTICED AND WHAT I WORKED HARD ON WAS BUILDING THE CAMPUS CULTURE AND CLIMATE DEVELOPING THE TRACK FOR INTERNAL LEADERSHIP FOR TEACHERS AND STAFF THAT WANTED TO GROW AND ELEVATE AS WELL AS THE FACILITY UPGRADES. I KNOW OUR FACILITIES DEPARTMENT WILL HEAR FROM US ALL THE TIME. WE HAVE HAD A STEADY DECREASE IN ENROLLMENT AND THAT HAS BEEN THE PATTERN IN THE DISTRICT AND IF YOU LOOK AT THE HERE AND NOW IN 2018 AND 2019 THERE WAS A SURVEY THAT WAS ISSUED TO ALL TEACHERS AND STAFF IN MY CAMPUS HAD A 50 PERCENT INCREASE IN ALL AREAS LEADS TO CAMPUS AND CLIMATE.I LED THE FACILITY IN ENHANCEMENTS INCLUDING UPGRADING OF LIGHTS IN THE BUILDING ASIC PAINTING ADDING NEW WHITE WARDS, MURALS TO MAKE OUR BUILDING A PLACE WHERE STUDENTS ARE EXCITED TO COME INTO THE BUILDING EACH DAY. I'VE ALSO IMPLEMENTED LEADERSHIP DEVELOPMENT OPPORTUNITIES FOR TEACHERS AND STAFF AND BRANDED THE CAMPUS AND THAT IS THROUGH MARKETING [00:55:01] SPIRIT EFFORTS AND EVENTS AND PROFESSIONAL WORKSHOPS TO TELL THE STORY OF WHAT IS HAPPENING AT ROLLING HILLS ELEMENTARY. LOOKING AHEAD WE WANT TO CONTINUE TO PROVIDE ALL OPPORTUNITIES FOR TEACHERS AND STAFF. WE TALK ABOUT WE ONLY HAVE ADULTS AND STUDENTS AND THAT MEANS TITLES AND ROLES DON'T MATTER.F YOU ARE AN ADULT IN THE BUILDING WERE GOING TO TRAIN YOU SO YOU CAN IMPACT OUR STUDENTS IN A POSITIVE WAY. WE WILL CONTINUE TO DEVELOP THOSE SKILLS WITH QUITE A BIT OF GROUND TO COVER BASED ON OUR STUDENTS LEARNING DURING THE PANDEMIC. WE WANT TO CONTINUE TO BE A CAMPUS WHERE STUDENTS LOVE COMING TO SCHOOL TEACHERS LOVE COMING TO WORK AND AS I SAY WE ARE ALL IN AT ROLLING HILLS ELEMENTARY AND I AM READY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE. >> DO YOU HAVE A QUESTION BOARD? >> I HAVE ONE. I'M HIGHLY IMPRESSED AND WOULD LIKE TO HEAR ABOUT YOUR FRONTIER FLIGHT. I'M CURIOUS TO KNOW DO YOU COINCIDE WITH ANY OTHER CAMPUSES THAT OARS ADJUST HERE? >> OUR DISTRICT COORDINATORS LOOK AT WHAT WE ARE LEARNING AND THE CURRICULUM WHERE OUR STUDENTS ARE IN THE MAY ALIGN THE FRONTIERS OF FLIGHT PROGRAM AND EXPERIENCES WITH WHAT THEY ARE STUDYING IN THE CLASSROOM. >>. >> I LOVE YOUR ENERGY. [LAUGHTER] SHE IS VERY HIGH. I WANT TO KNOW MOVING THE TRANSITIONAL STUDENTS TO YOUR CAMPUS TO THE NEXT CAMPUS, WHAT EXACTLY, NOT ALL STUDENTS BUT SOME STUDENTS, WHAT IS THEIR FOCUS? TO HELP STUDENT IDENTIFY WHAT THEY WANT TO DO AS THEY JOURNEY THROUGH OUR DISTRICT ALL THROUGH GRADUATION AND SECONDARY? >> ABSOLUTELY. THOSE ARE SOME CONVERSATIONS THAT WE HAVE WITH OUR STUDENTS AS WELL AS THE TIME THAT WE ARE SPENDING THE STUDENTS. WE WANT TO KNOW WHAT DO YOU WANT FOR YOUR FUTURE AND DO YOU REALIZE HOW THE CONTENT THAT YOU ARE LEARNING IN YOUR CLASSROOM CONNECTS? DOCTOR JACKSON OUR CHIEF OFFICER WAS ON CAMPUS DURING THE THINKING BREAK AND WAS FORCING HER STUDENTS REALIZE HOW DO YOUR INTERESTS, CONTENT, PASSION AND PURPOSE HOW THEY ALL ALIGN. WE DON'T THINK THEY ARE TOO YOUNG THOSE ARE CONVERSATIONS WE ALREADY HAVE WITH OUR STUDENTS AND WE DO HAVE ALIGNMENT AND TRANSFERS AND WE HAVE LOTS OF CONVERSATIONS WITH OUR STUDENTS AS THEY MOVE FROM ELEMENTARY TO THE SIXTH GRADE CAMPUS AND WE ARE TALKING WITH THE STAFF THAT ARE THERE. ESPECIALLY STUDENTS WE KNOW WHO WILL HAVE GREATER NEEDS OR NEED MORE ATTENTION WE MAKE SURE THAT THEY ARE HAVING MEETINGS AND CONFERENCES WITH THE STAFF AND PARENTS SO IT IS A SMOOTH TRANSITION FROM ELEMENTARY TO SECONDARY. >> THAT IS AWESOME. ONE MORE QUESTION. >> YES MA'AM? >> I CALL MYSELF A BOOMERANG EMPLOYEE. I WILL START OFF I GRADUATED FROM LANCASTER HIGH SCHOOL, YES I DID. [APPLAUSE] >> RIGHT HERE? >> YES GOOD I STARTED MY TEACHING CAREER HERE AND IT LEFT AFTER TWO YEARS AND I WENT TO ANOTHER NEIGHBORING DISTRICT AND I CAME BACK AND I HAVE BEEN HERE NOW FOR SEVEN YEARS. I WOULD SAY A TOTAL OF NINE IF YOU DON'T COUNT ME GROWING UP IN THE DISTRICT. >> I WOULD LIKE TO SAY THANK YOU. APPARENTLY YOU ARE ABLE TO DO WHAT YOU DO BECAUSE I CAN HEAR IN YOUR VOICE. >> THANK YOU. [APPLAUSE] >> I HAVE A COMMENT. >> OKAY, THIS DAVIDSON? >> I DON'T HAVE ANY QUESTIONS, I JUST WANTED TO COMMENT ON YOUR PROFESSIONALISM AND YOUR PASSION AND I WANTED TO SAY THANK YOU BECAUSE IT SOUNDS LIKE YOU HAVE A VERY GOOD PROGRAM AND THE STAFF ARE FEEDING OFF OF YOUR PASSION SO THANK YOU. [APPLAUSE] LEXA WANTED TO ECHO WITH THAT I DEFINITELY FEEL YOUR PASSION WAS DEFINITELY IMPRESSED. KEEP UP THE GOOD WORK. THANK YOU. [APPLAUSE] MADAM CHAIR AND BOARD WHAT YOU SEE IN MISS PICKENS IS WHAT YOU SEE IN THE BUILDING EVERY TIME I'M THERE CLIMATE IS SO CONTAGIOUS YOU CANNOT HELP GET INVOLVED IN WHAT IS GOING ON IN THE BUILDING. THAT ENERGY AT 7:30 AT NIGHT IS AT 7:30 IN THE MORNING AS WELL AND HER STUDENTS, TOO. WE ALSO HAVE ANOTHER SUPERSTAR WHO WILL COME FORWARD IN JUST A MOMENT. AS YOU TALK ABOUT THE [01:00:02] TRANSITION MISS MORRIS FROM ELEMENTARY TO THE NEXT LEVEL, THAT NEXT LEVEL IS MISS WESTON WHO WILL TALK TO US LITTLE BIT ABOUT GEORGE WASHINGTON CARVER SIX GRADE ACADEMY. [APPLAUSE] ALSO ENERGY RIGHT HERE HERE. >> IF YOU FEEL BLESSED TO BE PART OF THE LANCASTER ISD FAMILY LET ME HEAR YOU SAY OH YEAH! >> OH YEAH! >> YOU DID GOOD. GOOD EVENING MADAM PRESIDENT, DISTINGUISHED BOARD MEMBERS, I AM THE PROUD PRINCIPAL OF GWC. OUR TEAM PRESENTATION IS A LITTLE BIT DIFFERENT. WE GOT YOU GUYS SHOOK UP OVER THE LAST FEW DAYS BUT I HAVE. [INDISCERNABLE] AND WE LOOK FORWARD TO CONTINUING WITH THIS DYNAMIC A-TEAM AT THIS TIME. OUR CAMPUS PROGRAM, WE HAVE STEM LABS AND EACH STUDENT IS ABLE TO BE A PART OF THE STEM LAB CLASS AND IN THE AFTERNOONS WE HAVE STEM CLUB AND TWO TEACHERS WHO ARE ALSO A PART OF THE CLASSROOM AND THEY ENGAGE IN CODING, AND ALL TYPES OF STEM ACTIVITY. THE AFTERSCHOOL PROGRAMS WE HAVE READING TUTORIALS, AND WE HAVE SOME ADDITIONS TO THIS PRESENTATION THE MATH TUTORIALS, WE HAD YOUR BOOK CLUB WHICH IS VERY EXCITING AND WE ARE TRYING TO PARTNER WITH THE HIGH SCHOOL WITH EDITING AND MEDIA CLASSES. WE HAVE JESUS TO GENTS THAT WE ARE STARTING THIS YEAR BECAUSE THIS YEAR WE HAVE HAD A LITTLE BIT OF PROBLEMS WITH TRANSITION COMING FROM BEING HOME FOR A YEAR AND AND A HALF AND WE HAD SOME TROUBLE WITH BEHAVIOR. WE ARE STARTING G'S TO GENTS AND WERE SUPER EXCITED ABOUT THAT AND THAT WILL START THIS WEEK AND OUR MALES ON THE CAMPUS WILL BE LEADING THIS INITIATIVE. WE HAVE SISTER TO SISTER WHERE WE CONTINUE TO WORK WITH OUR YOUNG LADIES ON CAMPUS WITH SPOKEN WORD AND WE ARE SUPER EXCITED ABOUT THAT. SIGN LANGUAGE. WE HAVE A SCHOLAR ON CAMPUS NOW THAT KNOWS SIGN LANGUAGE. THE SHE ACTUALLY VOLUNTEERED TO START A STYLING WHICH CLUB AND WERE LOOKING FORWARD TO THAT AND THAT WILL START THIS THURSDAY ON A CAMPUS AND WERE EXCITED. WE HAVE A KONA CLUB AND ROBOTICS. OUR CURRICULAR PROGRAM IS DYNAMIC AND WE HAVE GWC HOUSES WHICH IS SO FUN. WE HAVE A HOUSE REVEAL AND IT WAS BASICALLY LIKE THE RYAN'S HOUSE PROGRAM WHERE WE CREATE HEALTHY COMPETITION AND I AM THE ULTIMATE COMPETITOR. I AM A WINNER AND SO WE HAVE HOUSE REVEALS, OUR HOUSE TURN UP AT THE END OF EVERY MONTH AND THIS CREATES A SYSTEM WHERE YOU GET HOUSE POINTS, YOU CAN LOSE HOUSE! AND IT GIVES THEM A SENSE OF BELONGING WHERE THEY HOLD EACH OTHER ACCOUNTABLE THEY HAVE A HOUSE AND EVERYONE WEARS A LANYARD IN EITHER RED, YELLOW OR BLUE. THAT REALLY HELPS BOOST THE MORALE ON OUR CAMPUS. THIS YEAR'S THEME IS THE AFTERMATH. WE ARE PROUD OF IT AND WE ARE WORKING TO CREATE AND MAINTAIN CLOSE GAPS. WE WERE FEATURED ON CHANNEL 5 FOR THE MORALE ON THE CAMPUS AND WE PRIDE OURSELVES IN ACADEMIC SUCCESS IN THE POSITIVE LEARNING ENVIRONMENT. WE HAVE A TOUGH JOB AT GWC THERE'S NO SECRET ABOUT IT. EVERYBODY COMES FROM THE ELEMENTARY WHERE THEY WERE COMFORTABLE AND THEY BEEN THERE ALL THEIR LIVES AND I JOKE WITH THE ELEMENTARY PARENTS ALL THE TIME, THEY COME WITH A DIFFERENT BEHAVIOR AND ATTITUDE. I CAN TELL WHERE THEY COME FROM WHEN THEY FIRST GET THERE. WE STRUGGLE WITH EATING THEM TO BE COMFORTABLE PEOPLE YOU'VE NEVER SEEN BEFORE. WE ARE WORKING TO MAKE THEM COMFORTABLE WITH THE TRANSITION, HORMONE AND ALL OF THAT TO GET THEM COMFORTABLE IN CLOSING THOSE GAPS THAT THEY MIGHT HAVE. WHAT SETS US APART, TO ME THE CULTURE AND CLIMATE IS A ONE, TOP-NOTCH EVERY BUT HE BUYS INTO THE SYSTEM AND WE LEAD WITH LOVE. I BELIEVE THAT IS THE NUMBER 1 PRIORITY ON OUR CAMPUS. WE ALSO HAVE THE OUTSTANDING PRINCIPAL NOMINATION. I'M EXCITED ABOUT FILLING OUT THE APPLICATION. HERE ARE SOME CULTURE ACCOMMODATIONS. WE HAVE FRIDAY TURN UP LAST FRIDAY OF EVERY MONTH AND EVERY TEACHER IS RESPONSIBLE FOR PROVIDING US WITH A TIGER OF THE MONTH. BEFORE THE PANDEMIC WE WERE ABLE TO INVITE PARENTS TO THE TIGER TURN UP WHERE YOUR STUDENT WAS TIGER OF THE MONTH [01:05:04] AND YOU ARE INVITED AND IT WAS A SURPRISE. WE USED TO HAVE 100 PERCENT OF PARENTS SHOW UP FOR TIGERS MONTH AND NOW WE STREAM LIVE FOR TURNUP SO PARENTS CAN SEE. WE HAVE HOUSE CHAMPIONS AND AS YOU ACCUMULATE POINTS THROUGHOUT THE MONTH WE HAVE HOUSE CHAMPIONS AND IF YOU ARE A TIGER OF THE MONTH YOU EARN FIVE POINTS AT THE END OF TIGER TURN OF THE ANNOUNCED THE HOUSE CHAMPION AND YOU ARE ABLE TO HAVE A HOUSE PARTY. YOU CAN SEE DOCTOR BARKER DOWN THERE IN THE CORNER. BLESS HER HEART. LACK WE HAVE LOTS OF THEME DAYS AND WE ALSO HAVE ATTENDANCE WINNERS. THE STAFF AND STUDENTS, I SAY IT PAYS TO BE HERE AND EVERY MONTH THE STAFF MEMBER WINS $50 PAID YOUR NAME GOES INTO A RAFFLE AND EVERY MONTH THE STUDENT WINS A YARD SIGN AND THEN WE ARE ALSO GIVING THEM MASKS. IT'S A TIGER MASK AND ON THE SIDE IT SAYS HER NAME. I DON'T HAVE STAR STUDENTS TO PREPARE BECAUSE THE FIRST YEAR I CAME TO CAMPUS WE DIDN'T GET THAT STARTED. WE WERE DEVASTATED ABOUT IT BECAUSE WE WERE ON TRACK TO DO SOMETHING AND I THINK MISS GRAYSON HAD NEVER DONE IT BEFORE. WHEN WE LEFT WE WERE AT 65 PERCENT IN READING AND 80 PERCENT IN MATH AND WE STILL HAD THREE WEEKS TO PREPARE FOR THE STAR TESTING. UNFORTUNATELY AS TRAN 24 SAID WE DIDN'T DO AS WELL AS WE WANTED TO. WE HAD MOST OF OUR SCHOLARS FACE TO FACE AND WE HAD NOTES USES WE WERE READY TO FIGHT AND PUSH TO PREPARE AND CLOSE GAPS AND GET KIDS AND WE HAVE AN INTERVENTION DATE EVERY FRIDAY WHERE EVERY KID IN THE CAMPUS GETS INTERVENTION WHETHER IT IS ENRICHMENT INTERVENTION OR OTHERS. OUR DEMOGRAPHIC HERE WE HAVE ESL 17 AND SPECIAL ED IS 52 AND AT RISK. THEY ARE ALL RECEIVING INDIVIDUAL SERVICES AS WELL AS EVERYBODY GETS THOSE INTERVENTIONS ON FRIDAYS. LOOKING BACK RIGHT TO THE PANDEMIC WE WERE DOING REALLY WELL ACADEMICALLY AND I WANT TO HIGHLIGHT AGAIN THAT NORTHERN 50 PERCENT OF OUR STUDENTS WERE AT LEAD LEVEL. NOW WE ARE ON TRACK AND OUR SCHOLARS ARE AT THE END OF THE YEAR DATA AND MOST OF THE YEAR WE HAVE AN EXPECTATION AS IT RELATES TO YOUR PERFORMANCE. USE THAT DATA AND WE TOGETHER THE INTERVENTION GROUPS ON CAMPUS AND WERE ABLE TO DO A LITTLE BIT MORE AND WE ARE LOOKING FORWARD TO DOING MORE WITH THEM SOMETIMES AND WE HAVE TO UTILIZE THEM ON CAMPUS. WE PLAN TO PUSH OUR STUDENTS TO GREATER HEIGHTS WHILE WORKING TO CLOSE WITH ALL OF OUR INTERVENTIONS PEERED FOR GOING TO GO AHEAD AND DO IT AGAIN OUR GWC TOUR, IT WAS VERY FUN AT THE END OF LAST YEAR WE TOOK A TOUR AND WE WENT TO EVERY ELEMENTARY CAMPUS TO HYPE THEM UP ABOUT WHAT WAS GOING TO HAPPEN AT GWC WE PLAN TO DO THAT AGAIN. WE CONTINUE TO LOVE AND THAT IS OUR MOTTO TO LOVE, MOTIVATE YOU, ENCOURAGE YOU AND MAKE YOU FEEL SPECIAL AT GWC. DO YOU HAVE ANY QUESTIONS? >> MR. MORRIS? >> AWESOME PRESENTATION. >> THANK YOU. >> WHILE! [LAUGHTER] I TELL YOU. YOU ALL HAVE DONE A GREAT JOB. I LOVE THE PRESENTATION. [INDISCERNABLE] I DON'T WANT TO SIT DOWN WITH OUTSTANDING. AND SAY THANK YOU. BECAUSE, I WANT TO SAY THANK YOU. [INDISCERNABLE] >> COMMUNICATION. >> COMMUNICATION! NUMBER 1! YOU ALL, I JUST REALLY APPRECIATE WHERE YOU ARE GOING AND WHAT YOU HAVE ADOPTED. >> INDEED. [APPLAUSE] >> ANY OTHER COMMENTS? >> YES. [INDISCERNABLE] >> ONCE AGAIN I DEFINITELY ECHO THE SENTIMENTS OF MY FOUR [01:10:01] MEMBERS AND KEEP UP THE GOOD WORK. THANK YOU. [APPLAUSE] >> MADAM CHAIR, AGAIN, ANOTHER SUPERSTAR. IT'S HARD TO FOLLOW THOSE AND I'M GLAD THEY WORK TOGETHER. [APPLAUSE] A GREAT MOVE INSTRUCTIONAL SERVICES. ONE OTHER THING WITH GWC THERE'S AN AMAZING VIDEO OF THEIR TEAM CALLED AFTERMATH AS SHE TALKED ABOUT EARLIER THAT HIGHLIGHTS THEIR FOCUS AND PURPOSE. I WILL MAKE SURE YOU GET A LINK TO THAT BECAUSE IF YOU HAVEN'T SEEN IT YOU SHOULD. THANK YOU MADAM CHAIR. [9. Recess to Closed Session ] >> OKAY, OR GOING TO MOVE DOWN ON OUR AGENDA THE NEXT THING IS FOR THE BOARD TO GO INTO CLOSED SESSION PER THE TIME IS 7:44. AS AUTHORIZED BY THE TEXAS OPEN MEETINGS ACT, TEXAS GOVERNMENT CODE CHAPTER 551 TEX. GOV'T CODE: ?551.071 (LEGAL ADVICE WITH SCHOOL ATTORNEY),?551.072 (DELIBERATION REGARDING REAL PROPERTY), ?551.074 (PERSONNEL MATTERS), AND ?551.076 (DELIBERATION REGARDING SECURITY DEVICES OR SECURITY AUDITS) . A. DISCUSSION OF TEACHER'S RESIGNATION WITH NO GOOD CAUSE AND PROPOSED COMPLAINT TO THE STATE BOARD OF EDUCATOR CERTIFICATION FOR ABANDONMENT OF CONTRACT. - DFE (LEGAL) - (G4) DR. LABOTTA TAYLOR, PRESENTER B. DISCUSSION OF EXCESSIVE ABSENTEEISM OF TRUSTEE LARHONDA MAYS.>> EVERYONE WE ARE GOING T RETURN BACK TO OPEN SESSION THE [10. Reconvene in Open Session ] TIME IS 8:06 P.M. WE ARE GOING TO RECONVENE FROM CLOSED SESSION AND CONSIDER AND TAKE ACTION ON THE ITEMS DISCUSSED IN CLOSED SESSION: A. DISCUSSION AND POSSIBLE ACTION ON TEACHER'S RESIGNATION WITH NO GOOD CAUSE AND PROPOSED COMPLAINT TO THE STATE BOARD OF EDUCATOR CERTIFICATION FOR ABANDONMENT OF CONTRACT. - DFE (LEGAL) - BOARD, MADAM PRESIDENT HAVE A MOTION I MOTION THAT WE CONSIDER THE TEACHERS CERTIFICATION FOR ABANDONMENT OF CONTRACT FOR THE PERSON IN QUESTION I DON'T KNOW IF WE NEED TO MENTION THE NAME. >> IT IS REQUIRED. >> I WILL SECOND THAT. >> WE HAVE A MOTION AND A SECOND, FORD IS THERE ANY DISCUSSION? HEARING NONE I WILL CALL FOR THE VOTE. TRUSTEE KENDALL SMITH? SECRETARY CAROLYN MORRIS? TRUSTEE RHONDA DAVIS? MYSELF AND THE MOTION PASSES. THE NEXT ITEM IS THE DISCUSSION AND POSSIBLE ACTION OF TRUSTEE DR. LABOTTA TAYLOR, AND I'M NOT SURE IF SOMEONE WOULD LIKE TO MAKE A MOTION OR IF THERE IS A DISCUSSION ON THIS ITEM. >> I AM THE REPRESENTATIVE AND I FEEL I HAVE AN OBLIGATION TO BE HERE FOR OUR CHILDREN AND OUR DISTRICT. MY VOTE DOES COUNT I HAVE ONE VOTE AND ONE VOTE ONLY. COULD WE HAVE INDIVIDUALS WHO HAVE PROBLEMS, OR CHOOSE NOT TO OR CANNOT AFFORD MEETING TO MEET AND THAT IS ABANDONMENT. WE DO THINGS WHEN OUR STAFF ABANDON THEIR JOBS. WE AS A BOARD EACH INDIVIDUAL VOTE COUNTS SO, HOW I FEEL AND HOW I THINK MAY BE DIFFERENT BUT TO TELL YOU THE TRUTH I WILL TAKE MY CHANCES IN THE DAY OF COURT AND MOVE THAT BOARD MEMBER THAT REFUSED TO COME WILL THAT THE US JUSTICE DEPARTMENT WENT THROUGH IN 1993, 94 AND 95 TO ENSURE THAT EVERY DISTRICT IS REPRESENTED SHE NEEDS TO BE REMOVED. NOW, OUR LEGAL POSITION IS SOMETHING DIFFERENT. MY VOTE SAYS THIS BOARD NEEDS TO TAKE A VOTE AND MOVE HER ON OUT HERE THE PAST BOARD HAD NO PROBLEM PUTTING OTHER BOARD MEMBERS OFF THE BOARD FOR NO REASON WHAT SO EVER APPEAR THEY TOOK TAX DOLLARS TO DO WHAT THEY NEEDED TO DO WITH THE MONEY THAT WASN'T THERE MONEY. IT IS THE CHILDREN'S MONEY AND EVERY TIME WE COME IN THIS BOARD ROOM WE COME IN HERE WITH THE INTENT TO REPRESENT, BE [01:15:05] PRESENT AND MAKE SOUND DECISIONS FOR OUR CHILDREN IN THE FUTURE OF OUR CHILDREN. SO, MY OPINION, IF IT WAS UP TO ME ALONE I WOULD MAKE A MOTION TO VACATE THAT POSITION BY ABANDONMENT AND CHOSE NOT, SHE HAS NOT ONE TIME CALLED THE BOARD PRESIDENT OR EVEN MET OUR NEW SUPERINTENDENT. NOW, YOU ALL, THE PUBLIC THAT HEARS THIS IT IS A DISGRACE OUT OF ALMOST A YEAR THAT WE HAVE SOMEONE THAT BASICALLY WANTS TO KEEP A SEAT EMPTY AND NOT REPRESENT THE PUBLIC. THAT'S MY OPINION. >> THANK YOU MISS MORSE AND WE HAVE ANY OTHER COMMENTS FROM BOARD MEMBERS? >> MADAM PRESIDENT I WOULD LIKE TO MAKE A STATEMENT. LET ME ADD TO HER POINT MADAM TRUSTEE, SOME OF YOU MIGHT BE AWARE BUT OUR DISTRICTS ARE DIVIDED AS EVENLY AS WE CAN GET THEM, THINGS CONSIDERED AND THERE'S OTHER FACTORS THAT GO INTO IT. ROUGHLY THE ECONOMICS THAT WE PROVIDE THINK IS 13 PERCENT IN MY WRONG, CLOSE TO IT? MY POINT IS THAT AS LONG AS WE HAVE SOMEONE VACANT, 13 PERCENT OF OUR DISTRICT IS COMPLETELY DISENFRANCHISED. THESE PEOPLE HAD NO VOTE WHATSOEVER AND WHAT HAPPENS IN THIS DISTRICT. I CAN'T. >> PRESIDENT MARION HAMILTON: EVERY DISTRICT MEMBER HERE BUT I DO KNOW THAT IF I'M NOT SHOWING UP I'M NOT VOTING ON SOME OF THESE ISSUES THAT COME UP AND PEOPLE IN MY NEIGHBORHOOD HAVE A PROBLEM WITH THAT. PERHAPS SOME OF YOU GUYS REMEMBER IT WAS A COUPLE OF MONTHS AGO THAT WE HAD A VOTE ABOUT TAX ITEMS AND IT GOT TO BE INTERESTING. WHAT IS INTERESTING EVEN MORE SO, AGAIN, 13 PERCENT OF OUR DISTRICT AND THAT'S UNHEARD OF IN THOSE ITEMS IN THE EMPTY DISCUSSION PASSED BY ONE TRUSTEE VOTE. ALL I AM SAYING IS WHETHER WE GET RID OF HER OR NOT WE NEED A TRUSTEE IN THAT SEAT AND THE ONLY WAY THAT CAN HAPPEN AND IT LOOKS LIKE THE ONLY WAY THAT CAN HAPPEN IS IF WE REMOVE THIS PERSON AND PERHAPS BRING IN SOMEONE ELSE. I WANT YOU GUYS TO BE FULLY INFORMED WHERE THIS IS COMING FROM AND WHY AND HOPEFULLY IT MAKES SENSE. >> THANK YOU MR. SMITH, ANYONE ELSE? I WILL ADD MY TWO CENTS. WHAT I WILL SAY IS THIS POSITION IS AN ELECTED POSITION AND VOLUNTARY UNPAID POSITION PAID THIS IS DONE WITH THE PASSION OF CHILDREN AND ONCE YOU ARE HERE YOU ARE ALSO REPRESENTING YOUR COMMUNITY MEMBERS AND STAFF. THIS IS SOMETHING THAT YOU DEFINITELY HAVE TO HAVE A PASSION FOR AND YOU TAKE ACCOUNTABILITY AND RESPONSIBILITY WHEN YOU TAKE AN OATH TO BE AN ELECTED OFFICIAL IN ANY CAPACITY. THE SEAT NEEDS TO BE FILLED AND LEGALLY AS A BOARD WE CANNOT UNSEAT A BOARD MEMBER LEGALLY AND AS THE BOARD PRESIDENT WILL NOT GO AGAINST OUR ATTORNEYS ADVICE DUE TO THE FACT IT COULD PUT OUR DISTRICT IN DANGER AND WE WILL WORK AND DO WHATEVER WE CAN TO RESOLVE THE ISSUE TO FILL THE SEAT BECAUSE IS NOT FAIR TO THE COMMUNITY AND THE SAD PART IS THAT THE COMMUNITY WENT OUT AND VOTED AND THEY DON'T REALIZE THEIR PERSON IS NOT SHOWING UP AND THAT'S WHEN WE HAVE A SAD DAY. I LIVE IN WELLINGTON PARK AND IF I DON'T COME TO THE BOARD MEETINGS THEN THEY ARE KNOCKING ON MY DOOR. WE WILL DEFINITELY DO WHAT WE CAN TO SOLVE THIS PROBLEM AND IT'S NOT GOING UNRECOGNIZED. >> WE ARE GOING TO KEEP MOVING. I'M SORRY MISS ALEXANDER IF YOU WOULD STATE SO THE PUBLIC WILL UNDERSTAND WHAT THE OBLIGATION IS FOR THE BOARD WE CANNOT REMOVE A BOARD MEMBER AND STATE THAT LEGALLY FOR US? >> YES I CAN STATE THAT JUST YOU UNDERSTAND HOW THIS WORKS, IF A TRUSTEE HAS NOT COMMITTED SOME SORT OF FELONY OR SOME SORT OF CRIME OR THE DA DOES NOT TAKE UP THE OPPORTUNITY TO REMOVE THE PUBLIC OFFICIAL FROM THEIR SEAT THE ONLY WAY FOR SOMEONE TO OR IF THEY HAVEN'T MOVED OUT OF THE DISTRICT FROM THE RESIDENT AND THEY ARE VACATING THE SEAT ONLY WAY THEY CAN BE REMOVED IS BY A PETITION BY TRIAL. I WANT YOU GUYS TO READ THE LEGAL FOR YOUR OWN PERSONAL REFERENCE AND THIS IS WHERE A RESIDENT WHO IS A MEMBER OF LANCASTER ISD CAN FILE A PETITION TO HAVE A BOARD MEMBER REMOVED FOR VARIOUS REASONS AND SOME OF THOSE REASONS IS THE OCCUPANCY, GROSS NEGLIGENCE CARELESSNESS AND DISCHARGING OF THOSE DUTIES AND INABILITY TO PROPERLY DISCHARGE OFFICIAL DUTIES BECAUSE OF A PHYSICAL MENTAL DEFECT OR THAT IT DID NOT EXIST AT THE TIME OF THE [01:20:10] ELECTION OFFICIAL MISCONDUCT WHICH MEANS UNLAWFUL BEHAVIOR RELATED TO OFFICIAL DUTIES BY A BOARD MEMBER ENTRUSTED WITHIN THE ADMINISTRATION OR EXECUTION OF THE LAW AND THE TERM INCLUDES INTENTIONAL FAILURE, REFUSAL OR REJECTION OF A BOARD MEMBER BY LAW HERE THOSE ARE OPTIONS FOR THE COMMUNITY AS A RESIDENT IF THEY WANT TO AID THE BOARD TO REMOVE SOMEONE FROM THEIR SEAT. >> I HAVE A QUESTION. SINCE YOU READ THAT OFF THERE WERE FOUR BOARD MEMBERS WHO BASICALLY TRIED TO ROB THE BOARD OF ITS SPACE. SHE WAS ONE OF THEM. ARE YOU STATING TO THE PUBLIC THAT BECAUSE OF THE CARELESS MISUSE UNSTRESSED, ETHICAL RAKING THE BANK IS THAT REASON FOR THE PUBLIC TO FILE WITH THE DA: DO THEY HAVE TO FILE IN COURT? WITH THE DISTRICT ATTORNEY? >> IF YOU FILE A COMPLAINT WITH THE DISTRICT ATTORNEY THEY WOULD HAVE TO DO LOOK AT THE EVIDENCE TO SEE IF THERE WAS ANY CRIMINAL CHARGES. I AM NOT SURE IF THERE IS ENOUGH - I DON'T KNOW WHAT THOSE TRIALS WOULD BE. >> I WOULD SAY THIS IF THERE IS NOT A LAWSUIT FILED TO STOP PAYING WE WOULD LOSE $4 MILLION NONE OF OUR STAFF MEMBERS WOULD BE PAID NOW. THE JUDGE DECIDED THAT. AND SO, I AM ONLY ASKING BECAUSE THE PUBLIC NEEDS TO KNOW. IF YOU DON'T HAVE ANYTHING ELSE YOUR PAYCHECKS COULD HAVE BEEN ON HOLD OR WE WOULDN'T BE SITTING HERE AS A BOARD, WE WOULD BE CONSOLIDATED OR ANOTHER BOARD OR DISTRICT COULD NOT HAVE POSSIBLY TAKEN US AND THAT WOULD HAVE BROKE US AND INCLUSIVE TO THAT ALMOST $4 MILLION WE WOULD HAVE BEEN SANCTIONED 1.8 MILLION. HOW MANY SALARIES? >> TO CLARIFY, BECAUSE YOU ARE AN ELECTED OFFICIAL YOU DO HAVE THE IMMUNITY FOR THE DECISIONS YOU MAKE AS A BOARD OF THE DECISION WOULD BE DIFFICULT FOR THOSE INDIVIDUALS TO TAKE ACTION ON SOMETHING THAT THE BOARD WOULD NEED TO VOTE. >> THAT'S WHAT I WANTED YOU TO SAY THE WHY IS THE BOARD VOTING TO PUT HER OFF THE BOARD? THAT'S WHAT I WAS WAITING TO HEAR. I LET ALL THAT OUT TO GET THAT. >> UNDERSTAND. >> I ALSO WANTED TO REVISIT THE MOTION I DIDN'T WRITE HERE WHAT MR. SMITH READ FOR THE MOTION FOR THE SANCTIONS. DID YOU READ VERBATIM THE MOTION ON THE ORANGE SHEET WHEN MAKING THAT MOTION? >> YES, MINUS THE NAME. >> CAN YOU RESTATE IT AND ALSO MENTION THE NAME? THE LONG VERSION OF IT? >> LIKE ALL, >> YES, ONE THROUGH FOUR. >> I MOVED TO ACCEPT THE SUPERINTENDENT'S RECOMMENDATION THAT ONE, THE BOARD MAKE A FINDING THAT GOOD CAUSE DID NOT EXIST UNDER TEXAS EDUCATION CODE 21. TWO 10 FOUR OMAR KELLY'S RESIGNATION OF HIS CHAPTER 21 TERM CONTRACT FOR THE 2021 2022 SCHOOL YEAR AND NUMBER 2 THE BOARD DID NOT CONSENT TO THIS RESIGNATION AND THREE, OMAR KELLY HAS FAILED TO PERFORM HIS CONTRACT AND FOUR, THE BOARD AUTHORIZES A SUPERINTENDENT TO FILE A COMPLAINT WITH THE STATE BOARD FOR EDUCATOR CERTIFICATION TO SEEK SANCTION FOR HIS ABANDONMENT OF CONTRACTS. CALL FOR A SECOND DISCUSSION. >> ARE WE GOING TO REVOTE OR DID YOU WANT TO HAVE THAT READ INTO THE RECORD? [11. Adoption of Consent Agenda ] >> YES, THANK YOU. IF EVERYONE IS DONE WITH HER COMMENTS WERE GOING TO GO AHEAD AND MOVE DOWN TO ADOPT THE CONSENT AGENDA. >> WE ARE SO MOVED FOR THE CONSENT AGENDA. >> OF A MOTION TO APPROVE THE CONSENT AGENDA GOOD IS THERE A SECOND? OKAY. WE HAVE A MOTION ANY DISCUSSION? WE HAVE A MOTION AND A SECOND TO APPROVE THE CONSENT AGENDA APPEARED THE FIRST IS TO OCTOBER 26, 2021 - REGULAR BOARD MEETING B. CONSIDER APPROVAL OF THE OCTOBER 2021 FINANCIAL REPORTS - CAA (LOCAL)-(G2) 2. DISCUSSION AND POSSIBLE APPROVAL OF BUDGET AMENDMENTS - AT THIS TIME I WILL CALL FOR A VOTE MR. SMITH? >> TRUSTEEE ARE GOING TO MOVE T [12. Action Items ] ACTION ITEMS. DISCUSSION AND POSSIBLE [01:25:03] APPROVAL OF STUDENT SUCCESS AGENCY CONTRACT. >> THANK YOU MADAM CHAIR. WE HAVE A PRESENTATION BY DOCTOR CASSANDRA BARKER ON STUDENT SUCCESS. >> GOOD EVENING MADAM PRESIDENT. DISTINGUISHED BOARD MEMBERS. COME TO TALK TO ABOUT THE STUDENT SUCCESS AGENCY. WE ARE LOOKING AT, WE HAVE BEEN LOOKING AT SOME OF THE THINGS THAT HAVE BEEN GOING ON IN OUR SCHOOLS. YOU HEARD TONIGHT FROM A COUPLE OF OUR PRINCIPLES AROUND THE IMPORTANCE OF CULTURE, THE IMPORTANCE OF STUDENTS BEING ABLE TO HAVE A SENSE OF BELONGING AND WE WANT TO MAKE SURE THAT IS AVAILABLE AT SOME OF OUR CAMPUSES WITH THE LARGER STUDENT POPULATION. WE STARTED SEEKING OUT OPTIONS TO FIND MENTORS AND AGENTS SO THAT OUR STUDENTS COULD HAVE SOMEONE TO TALK TO IN OUR BUILDINGS, SPECIFICALLY AT THE MIDDLE SCHOOL FOR EIGHTH GRADERS AND THEN UP FOR NIGHT GRADERS AND HENCE WE FOUND THE STUDENT SUCCESS AGENCY. STUDENT SUCCESS AGENCY, AND GOING THE WRONG WAY. >> SO, WHAT IS IT? IT OFFERS SCHOOLS THE ABILITY TO MANAGE STUDENT SUCCESS AND EMOTIONAL WELL-BEING. IT HELPS THE COUNSELORS TO MANAGE THEIR WORKLOAD ON A DIGITAL PLATFORM AND WE FOUND THIS AGENCY, THIS OPPORTUNITY AND INITIATIVE AND TARRANT COUNTY HAD PROVIDED THIS FOR ABOUT 500 STUDENTS IN FORT WORTH AND THIS WAS FOR THE STUDENTS WHO WERE NINTH-GRADE OR AND THEY WERE GETTING, THEY HAD AN OPPORTUNITY TO TALK ABOUT ACADEMIC THINGS, THEIR COLLEGE AND CAREER READINESS AS WELL AS ANY ISSUES THAT THEY MIGHT BE HAVING IN THEIR LIVES. HOW THIS ACTUALLY WORKS IS THE STUDENTS CHOOSE THEIR PHONE TO ACCESS AN APP. EACH ONE OF THEM HAS THEIR OWN MENTOR AND THE MENTOR HAS GONE THROUGH FBI SCREENING, THERE'S NO PHONE NUMBERS THAT ARE EXCHANGED. THEY DON'T NEED TO TALK TO THE PERSON, THEY TALK TO THE PERSON THROUGH AN APP. THEY CAN RECEIVE MENTOR SHIP AND THIS IS ALL TRACKED ON A PLATFORM IN THE COUNSELORS ABLE TO SEE IT AND OVERSEE IT AND ACTUALLY ONE OF THE SOCIAL STUDIES TEACHERS BROKEN DOWN INTO GROUPS OF 30 AND THE SOCIAL STUDY TEACHER WILL BE ABLE TO SEE AND MONITOR THE INTERACTION. WHAT THIS DOES IS GIVES US AN ALERT SYSTEM WHERE STUDENTS ARE GOING AWUZIE DELAY SOMETHING THEY HAVE SOMETHING THAT THEY CAN ACCESS IMMEDIATELY THEY DON'T HAVE TO FILL ANYTHING OUT AND WAIT FOR THE COUNSELOR AND EVEN IF THEY FEEL UNCOMFORTABLE TO. >> PRESIDENT MARION HAMILTON: THE PARENTS THE GIVEN AN OPPORTUNITY TO SPEAK TO A PEER COUNSELOR THESE ARE USUALLY COLLEGE STUDENTS LITTLE BIT OLDER WHO UNDERSTAND THE JOURNEY ON THEIR OWN. WE HAVE RECEIVED OR THEY HAVE SEEN ACTUAL INCREASES AROUND GRADUATION RATES, AROUND THE COMPLETION WHENEVER THE STUDENT ARTICULATES TO THAT AGE FOR THIS IS WHERE THE STUDENTS HAVE ACCESS TO SOMEONE ANYWHERE AT ANY TIME AND WE HAD AN INCIDENT THAT HAPPENED ON OUR MIDDLE SCHOOL CAMPUS THAT HEIGHTENS OUR AWARENESS THAT WE NEED TO ADD MORE SUPPORT TO OUR STUDENTS SO THEY COULD HAVE SOMEONE TO SPEAK ON THEIR BEHALF WHEN THEY NEEDED IT. WE WROTE THIS INTO THE EDUCATE TEXAS GRANT AND THIS WILL BE PROVIDED TO 508TH GRADERS, 500 NIGHT GRADERS THIS YEAR AND THE OPPORTUNITY WAS APPROVED FOR THE BOARD TO BE ABLE TO UTILIZE THESE FUNDS AND IT WILL BE ROLLED UP AT THEM FOR THESE EIGHT GRADERS WILL HAVE US IN NINTH GRADE AND NINTH GRADERS WILL HAVE US IN 10TH GRADE AND WE THOUGHT OF USING THIS FOR A SMALL SCALE AND WE WISH WE COULD PROVIDE THIS FOR ALL OF OUR STUDENTS TO LOOK AT THE IMPACT FOR STUDENTS RIGHT NOW. UR HOPE IS TO BE ABLE TO EXPAND THIS TO OUR STUDENTS. AGAIN THIS IS PART OF OUR SEL INITIATIVE THAT IS WRITTEN INTO THE TI GRANT THAT IS MONITORED THROUGH THE PROGRAM. ANY QUESTIONS? >> I DO HAVE A QUESTION. HE SAID IT WAS 508 GRADERS A NIGHT GRADERS WILL THAT COVER THE ENTIRE CLASS OR A FRACTION? >> WE MIGHT HAVE SOME WHO IN [01:30:05] THE EIGHTH GRADE THE CLASS IS A LITTLE BIT BIGGER AND SO WE WOULD USE SOME FUNDS IF WE HAD TO IF WE WENT OVER THE 500 LIMIT. >> THANK YOU. >> ONE QUICK QUESTION, WHAT IS THE EFFECTIVE DATE FOR THE PROGRAM? >> IF YOU ALL SAY YES THEN IT IS TOMORROW. >> IT IS A RENEWABLE CONTRACT? >> YES. WE WOULD COME BACK TO YOU WITH THE RESULTS AND THEN YOU WOULD DECIDE HOW WE MOVED ON AND WITH ANY OF THE CONTRACTS WE ONLY TALK ABOUT A ONE-YEAR CONTRACT. >> RIGHT NOW IT IS ONLY ABOUT THOSE TWO? EIGHTH AND NINTH? GOTCHA. >> DOCTOR, I ENJOYED YOUR PRESENTATION AND. [INDISCERNABLE] WE ARE IN GOOD HANDS. >> THANK YOU. >> THANK YOU DOCTOR BARKER. >> WE HAVE A LOT ON THE AGENDA. >> THE NEXT ACTION ITEM IS THERE A MOTION? IS THERE A SECOND? OKAY WE HAVE A MOTION ON THE FLOOR TO APPROVE THE STUDENT SUCCESS AGENCY CONTRACT I HAVE A SECOND BY TRUSTEE KENDALL SMITH I WILL CALL FOR THE VOTE. TRUSTEE KENDALL SMITH? SECRETARY CAROLYN MORRIS? TRUSTEE RHONDA DAVIS MYSELF VOTING YES AND THE MOTION PASSES. CONGRATULATIONS. THE NEXT ACTION ITEMS IS DISCUSSION AND POSSIBLE APPROVAL OF ENGAGE2LEARN CONTRACT. >> MANAGER THANK YOU AGAIN THAT WOULD BE PRESENTED BY DOCTOR BARKER AS WE ARE LOOKING TO SUPPORT AND ENSURE STUDENTS ARE ENGAGED IN LEARNING AND GETTING THE SUPPORT THEY NEED TO BE SUCCESSFUL THE SAME IS TRUE FOR THINGS LIKE OUR TEACHERS AS WELL AS THOSE WHO HELP THE TEACHERS BE THEIR BEST AND I WANTED TO SHARE SOME INFORMATION ABOUT ENGAGED TO LEARN. >> THANK YOU. MADAM PRESIDENT, DISTINGUISHED BOARD MEMBERS AND AS WE MENTIONED TO YOU WE TALK ABOUT ENGAGED TO LEARN. I DO WANT TO SAY THAT ENGAGED TO LEARN IS A COMPANY THAT WE WERE LOOKING FOR A WAY TO HELP OUR TEACHERS GIVE THEIR BEST TO THE STUDENTS. AS WE WERE LOOKING AROUND FOR COMPANIES THAT MIGHT ABLE TO OFFER SOME THING IT'S A LITTLE BIT THE FRONT AND CUSTOMIZABLE AND ENGAGE AT THE TOP WITH ME TONIGHT WE HAVE DOCTOR TAMMY DEAN AND HERE IN THE BACK WE HAVE ANY QUESTIONS THAT YOU MAY HAVE. THE DOCTOR WAS IN ADMINISTRATOR AND DOCTOR DEAN LIVES HERE AS WELL. I'M GOING TO TALK A LITTLE BIT ABOUT WHAT WE ASKED THE DEAN TO LEARN TO DO. WE CAME TO THEM AND SAID WE HAVE SOMETHING UNIQUE ABOUT LANCASTER AND WE ARE THE FIRST DISTRICT, WE HAVE THE TIGERS DESIGN PROCESS WE CAN LOOK AT THE TEACHER ASSISTANCE PROGRAM. WE LOVE THE COACHING MODEL. WE TRIED TO TEACH STEM PRINCIPLES AND EVERYTHING. WE WANT A FRAMEWORK. WE WANT A RUBRIC PAIRED WE WANT OUR OWN. WE SAT OUT AND WE TALKED A WHOLE LOT ABOUT WHAT THEY DO AND HOW TO COME TO LANCASTER TO CREATE SOMETHING THAT IS UNIQUE TO US SO WE COULD MAKE AND CREATE THE LANCASTER WAY, COACHES THROUGH THE RANKS OF OUR SCHOOLS AND BE ABLE TO SEE THE RESULT FOR OUR STUDENTS. THE IMPLEMENTATION OF THIS RUBRIC WE WOULD START OUT IN THE SPRING AND HAVE ABOUT TWO DAYS OF EXECUTIVE TRAINING THAT WOULD CONSIST OF THIS CABINET THE INSTRUCTIONAL CABINET AND SOME OF OUR PRINCIPLES AND WE REALLY JUST TALK ABOUT WHAT THE COACHING IS AND HOW THEY CAN SUPPORT IT. FROM THERE WE WOULD HAVE THE COACHING ACADEMY TRAINING WHICH WOULD TAKE OUR DISTRICT COORDINATORS AND A COUPLE OF OUR TEACHERS ON SPECIAL ASSIGNMENT. I WILL TALK ABOUT THAT IN A LITTLE BIT BUT THE SUPPORT THAT THEY WILL GET THEY WILL GET SPECIFIC TRAINING AND ALSO GET ONE-ON-ONE TRAINING ONE-ON-ONE SUPPORT AND THEN THERE'S THE COACHING PLATFORM WHERE WE ARE ABLE TO TRACK THE GROWTH OF ALL OF OUR COACHING APPLICANTS. SHOULD THAT BE COACHES? BUT IT IS OUR COACHING. AND THEN THE QUOTE THAT IS HERE COACHING DONE WELL BY THE MOST EFFECTIVE INTERVENTION DESIGN [01:35:02] MAY WELL BE THE MOST EFFECTIVE INTERVENTION DESIGN FOR PERFORMANCE. AS WE LOOK TO ENHANCE AND OFFER OUR STUDENTS TO THE DOCTOR SAID WE HAVE OUR TEACHER AND THOSE WHO WHAT WE HAVE HERE IS WHAT A DAY WOULD LOOK LIKE, A DAY IN THE LIFE PAIRED WHEN I FIRST STARTED TALKING TO ENGAGED TO LEARN YOU ALL COME TO LEARN AND WORK WITH OUR TEACHERS BUT WHAT DOES THAT LOOK LIKE? WE HAVE THE FIRST SESSION WHERE THEY WILL SHADOW THE COACHING THEY WILL GO IN AND THE COACH WILL ACTUALLY HELP THE TEACHER AND DEBRIEF WITH THE TEACHER IN THE COACH AND THEN THE SHADOWING HAPPENS AGAIN AT THE END OF THE DAY THAT PARTICULAR PERSON GETS OBSERVED IMPLEMENTING WHAT THEY SAW DURING THE DAY. A LOT OF TIMES WHAT WE DO AS EDUCATORS IS WE GO AND WE GIVE PROFESSIONAL LEARNING OR TRAINING AND THEN WE LEAVE PEOPLE TO FIGURE IT OUT ON THEIR OWN. THE ONE THING THAT I LOVE ABOUT THE OPPORTUNITY WITH ENGAGED TO LEARN IS THEY ARE RIGHT BESIDE US AND WE DO WHAT THEY KNOW THAT IS BEEN EFFECTIVE IN THEIR PARTNERSHIPS AND OF COURSE IN THE MODEL WE ARE DOING TOGETHER. AS MENTIONED, THIS IS EVIDENCE-BASED COACHING. WE NOTE IT TAKES TIME. WE WANT TO LIMIT THE NEED FOR ANY OTHER FRAMEWORK OR MODEL. LIKE I SAID, WE ARE WORKING TO BUILD OUR OWN FRAMEWORK AND MODEL AND WE WILL FOCUS ON GROWTH OVER TIME WHICH IS WHAT WE DO WITH OUR STUDENTS AS WELL. THIS IS THE RESULT OF THE DATA INFORMED AND WE WANT TO MAKE SURE WE USE THIS DATA TO CONTINUE WITH PROFESSIONAL LEARNING. WE ARE LOOKING TO USE- THIS NUMBER IS LARGER THAN WHAT IS IN YOUR CONTRACT. I WENT BACK AND I SPOKE TO SOMEONE ABOUT THE CONTRACT BECAUSE WE SHAVE DOWN THE NUMBER OF SESSIONS THAT THE TEACHERS AND COACHES WOULD HAVE BECAUSE WE WOULD BE STARTING THIS IN JANUARY. AND GOING THROUGH THE SUMMER. OME OF THE DOLLARS THAT ARE THERE THAT ARE ASKED IN THE BUDGET ABOUT 150,000 LESS THAN WHAT IS THERE AS A RESOURCE. I DO HAVE ENGAGED TO LEARN HERE TO ANSWER ANY QUESTIONS YOU MIGHT HAVE. THEY ARE GOING TO WORK AT OTHER DISTRICTS IN TEXAS AND WE CAN SPEAK ON THAT IF YOU WOULD LIKE TO HEAR ABOUT THAT. THAT IS ALL I HAVE AND WE WILL TAKE ANY QUESTIONS THAT YOU MIGHT HAVE. >> THANK YOU. DOES THE BOARD HAVE ANY QUESTIONS? I HAVE ONE. I WOULD LIKE TO KNOW IF YOU COULD GIVE US AN EXAMPLE OF YOUR SUCCESS STORIES THAT YOU HAVE HAD WITH THIS PROGRAM. >> THANK YOU SO MUCH MADAM PRESIDENT AND BOARD MEMBERS. SUPERINTENDENT DR. KATRISE LEE-PERERA FOR HAVING US HERE TODAY. ENGAGED TO LEARN, WE MEASURE SUCCESS BASED ON WHAT HAPPENS WITH OUR STUDENTS BECAUSE EVERYTHING BEGINS WITH OUR STUDENTS. SOME SUCCESS WE HAVE IS A WORK IN DALLAS COACHING THE MODEL. WE ARE IN HOUSTON WORKING WITH LANGUAGE ARTS TEACHERS. WE WOULD TAKE A STEP BACK ARLINGTON IS ANOTHER SUCCESS DISTRICT THAT WE HAVE. GW THING SPECIFIC AMOUNT. >> WOULD LIKE TO HEAR IS HOW ARE YOU MEASURING YOUR SUCCESS? IF YOU COULD PICK ONE INSTANCE OR ONE SITUATION THAT YOU HAVE ALL TURNED AROUND FOR A DISTRICT HE MET. >> WE HAVE MULTIPLE DISTRICTS THAT SHOW THE SUCCESS FOR STAR TESTING. 18 TO 20 PERCENT INCREASE FOR THE COACHING SUPPORT. WE ALSO MEASURE THE GROWTH ON OUR TEACHERS AND THEIR COACHING AND IMPLEMENTATION OF BEST PRACTICES. WE MEASURE THE GROWTH FROM OUR STUDENTS TO OUR COACHES AND WE HAVE A DASHBOARD IN THE PLATFORM THAT SHOWS YOU THAT REAL TIME DATA FOR TEACHERS AND STUDENTS AND WE CAN INTEGRATE YOUR DATA FROM THAT ASSESSMENT AND THAT WOULD BE THE DISTRICT AND MARK OR YOUR STARTUP. >> THANK YOU, ANYONE ELSE? >> I HAVE A STATEMENT AND A QUESTION. I UNDERSTAND WHEN YOU ARE USED TO THAT VERBIAGE, COACHES, CAN WE STATE UP THERE THAT YOU ARE WORKING WITH TEACHERS AND WHEN [01:40:03] YOU ARE COACHING THE TEACHERS, I GUESS THAT ANSWERS MY QUESTION, AND YOU COACH THE TEACHERS YOU CAN BASICALLY TELL THAT THEY ARE RECEIVING IT AND IMPLEMENTING IT BUT THE OPPORTUNITY FOR THE STUDENT IS GREATER THAN IT WAS BEFORE YOU STARTED, CORRECT? >> CORRECT. >> AND SO, THE PRESIDENT COUNSEL MADE A GOOD POINT AS TO HOW WOULD THAT BE MEASURED? I DON'T SEE THAT YOU WOULD BE ABLE TO MEASURE THE STUDENT OUTCOME BECAUSE THE OPPORTUNITY IS THERE BUT YOU WOULD ALREADY KNOW THAT BY THE PARTICIPATION IN THE TEACHERS THAT YOU WORK WITH THAT THEY HAVE RECEIVED YOUR INFORMATION IS CORRECT? >> THAT IS CORRECT. OUR COACHING IS BASED ON EVIDENCE. EACH COACHING SESSION STARTS WITH EVIDENCE. THAT BEGINS IN THE CLASSROOM WITH THE LEARNERS. >> ALL STUDENTS ACROSS THE BOARD WHATEVER THAT INCLUSION IS? >> WE PRIDE OURSELVES IN TIER 1 INSTRUCTION AND WE LEARN THAT AT THE POINT OF LEARNING SO A LOT OF WHAT THE PRINCIPLES WERE TALKING ABOUT AFTER WE HAD THAT COVID EXPOSURE. >> OCAMA GUESS THAT HELPS ME UNDERSTAND BECAUSE PRESIDENT HAMILTON'S QUESTION WAS VALID. ONE, YOU HAVE ALL DELIVERED TO THE TEACHERS AND THE STUDENTS ESPECIALLY IF THEY HAVE A LARGE GAP IN THAT GAP IS STARTING TO CLOSE BUT WE PROBABLY WOULDN'T SEE THAT FOR AT LEAST A YEAR OR TWO YEARS, RIGHT HE MET. >> NOT NECESSARILY. WE HAVE SHOWN GROWTH. WE DO HAVE DISTRICTWIDE ASSESSMENTS AND BENCHMARK ASSESSMENTS WE CAN PULL THAT DATA AND SO WE DON'T HAVE TO WAIT FOR THE STANDARDIZED TEST TO GET THE DATA. >> OKAY, THAT ANSWERS THAT QUESTION. YOU COULD GET THE DISTRICT TESTING? >> YES. >> YOUR DASHBOARD WILL SHOW THAT GROWTH. >> A COUPLE OF QUICK QUESTIONS. WHEN IS THE GO DATE? >> AS SOON AS WE GET GROUND RUNNING. ULTIMATELY IT WOULD BE GREAT IF WE COULD GET THE COACHING AND HIT THE GROUND RUNNING. >> GOTCHA. NUMBER 2 ELMO'S MISSED THIS EARLIER IMAGE AND THAT YOU HAVE CLIENTS IN HOUSTON AND OTHER AREAS, WHAT DOES THE DELIVERY PLATFORM LOOK LIKE IS IT ONE-TO-ONE, FACE-TO-FACE? >> YES SIR, WE COME TO YOU ONE-TO-ONE WE HAVE CURRENTLY IN THE CONTRACT THREE COACHING SESSIONS PER THE CULTURAL COME TO YOUR DISTRICT AND PARTNER WITH THE TEACHERS IN THE DISTRICT. IN THE COACHING SCHEDULE THEY WILL MEET WITH THE TEACHERS SO THEY WILL MODEL THE COACHING STANDARDS. IF I WAS THE ENGAGED COACH AND KRISTA WAS MY TEACHER SHE WOULD SHADOW ME TO LEARN AND HAVE A MODEL ON WHAT THE COACHING WOULD LOOK LIKE IN THE PROCESS RELATED TO ALL OF THE INITIATIVES AND THEN WE WOULD CALIBRATE THE FEFEEDBACK. IT IS INDIVIDUALIZED FOR EACH OF THE COACHES. >> THIS IS NOT JUST ACROSS-THE-BOARD IT IS FOR THOSE INDIVIDUALS? >> WE ALREADY HAVE THE CONTACT COORDINATORS AND WE DON'T HAVE IS A FORMAL COACHING MODEL FOR THE LEVEL OF THE STUDENT. WE WANT TO STANDARDIZE AND MAKE SURE THE PRINCIPLES HAVE THE MODEL AS THE STEM AND THOSE ARE REGARDLESS OF GRADE LEVEL STUDENTS, THE LOCATION OF THE TEACHER THAT EVERYONE IS GETTING THE SAME KIND OF SUPPORT. WE DON'T HAVE THAT RIGHT NOW. >> I GET THAT BUT I DON'T UNDERSTAND HOW THAT TRANSLATES TO THE INDIVIDUAL ONE-ON-ONE. >> ALL OF THE CONTENT BOARD MATERS SUPPORT THE CAMPUSES IN SO THEY ARE ABLE TO TRAIN OTHERS. [01:45:03] WE WILL HAVE THAT ACCESSIBLE. >> THAT WILL BE ON THE PLATFORM, IN THE CLOUD. >> I DID WANT TO MENTION SOME OTHER WORK THAT ENGAGED LEARNING HAS DONE AND TALK ABOUT THE ACHIEVEMENT WORK THAT THEY HAVE DONE. >> GOOD EVENING EVERYONE. THAT WAS A COUPLE OF YEARS AGO WORKING WITH STRATEGIC DESIGN I WAS ONE OF THE FACILITATORS THAT HELPS TO WELCOME IN THE PROCESS AND CALL TO ACTION THE CLEAR GOALS WE WANT TO DO TO WORK TOWARDS THAT. THEY ARE VERY STRATEGIC IN EVERYTHING THEY DO TO PARTNER WITH YOU ALL AND COME IN WE TELL YOU WHAT TO DO, HOW TO DO IT AND WE SET THAT INFORMATION UP. THE STRATEGIC DESIGN SUPPORT YOU THROUGH THE PROCESS. OUR LEVEL OF ACCOUNTABILITY TO CARE FOR OURSELVES IS SOMETHING THAT WE WOULD DO TO PARTNER WITH YOU ALL AND TO COME UP WITH EXACTLY WHAT YOU NEEDED. ONE OTHER THING ABOUT THE DATA THE STUDENT GROWTH, THIS PLATFORM THEY ARE ABLE TO ACCESS THERE'S NOTHING TO CALCULATE FOR US TO GIVE YOU ACCESS TO, WE ARE ABLE TO CLEARLY SEE TEACHER GROWTH BASED ON THEIR INDIVIDUAL STANDARDS. YOU CAN SEE COACHING GROWTH AND WE ALSO HAVE A FEATURE BASED ON STUDENT ACHIEVEMENT DATA IN THE SYSTEM AND WE CAN GET THAT. YOU ARE ABLE TO SEE THOSE CONNECTIONS WITH THE TEACHER GROWTH IN THE STUDENT. GROWTH. >> I NOTICED ON YOUR SLIDE THAT IS HOW WE WILL BE ABLE TO CONNECT WITH WHAT YOU DO SO, ARE YOU GOING TO VISIT AS MANY CLASSROOMS AS POSSIBLE TO SEE IF YOU ARE COACHING OR YOUR COACHING IS BEING IMPLEMENTED? THE OPPORTUNITY IS ALWAYS GOING TO BE THERE FOR THE STUDENT. >> ONE OF THE THINGS IS THE FEATURE IS EVIDENCE-BASED. YOU CAN COLLECT EVIDENCE IN LOT OF WAYS. GOING INTO THE CLASSROOM MEANS THAT I HAVE TO BE IN THE CLASSROOM AT THE EXACT TIME TO DO THAT ONE THING THAT I WAS LOOKING FOR. THAT SOMETIMES WORK BUT WE CAN ALSO SIT DOWN AND HAVE THAT ONE-ON-ONE CONVERSATION. TALK ABOUT THE TEACHER OR THE COACH WHO HAS NEVER BEEN COACH AT THAT TIME AND IN THE PROCESS OF THAT VERY COLLABORATIVE I WILL TELL YOU WHAT YOU NEED TO DO IS ALL ABOUT YOUR DATA AND YOUR USE AS A TEACHER AND YOU ARE ABLE TO DETERMINE THE RESPONSE FREELY. BEFORE YOU LEAVE THAT TOGETHER WE EVEN TALK ABOUT THE EVIDENCE OF YOUR GOALS. AT THAT TIME BEFORE THE END OF THE CONVERSATION THE PERSON WILL SAY MY EVIDENCE IS GOING TO BE I AM GOING TO BRING BACK THE MATERIALS IN A SMALL GROUP MY STUDENTS WORK WELL WITH SMALL INSTRUCTION AND THEN WE COME BACK TO THE NEXT COACHING SESSION WE WILL BEGIN WITH THAT EVIDENCE. IT'S VERY CLEAR. THERE'S NO SURPRISES. WE HAVE THAT ONE-ON-ONE CONVERSATION OR THE CLASSROOM VISIT. >> DOES THAT HELP IDENTIFY THEIR NEEDS IN THE CLASSROOM? >> ABSOLUTELY. WE ALSO HAVE A PORTFOLIO WHERE THE EVIDENCE CAN BE UPLOADED. >> IT ALSO PROVIDES OPPORTUNITY TO CELEBRATE THE GROWTH OF THE TEACHERS AND THE STUDENTS AND ALL. >> THAT'S WHAT WE WILL BE LOOKING FOR MORE THAN ANYTHING. >> ANY MORE QUESTIONS FROM THE BOARD? THANK YOU LADIES. THIS IS AN ACTION ITEM, IS THERE A MOTION? >> MADAM PRESIDENT -ÁCUSTOMÁ I CAN. >> OF A MOTION BY SECRETARY CAROLYN MORRIS TO APPROVE THE LEARNING CONTRACT AND A SECOND BY TRUSTEE KENDALL SMITH ANY OTHER DISCUSSIONS? CALLING FOR A BOAT, TRUSTEE KENDALL SMITH, SECRETARY CAROLYN MORRIS, TRUSTEE RHONDA DAVIS AND MYSELF VOTING THE MOTION PASSES. THANK YOU.THE NEXT ITEM OF DISCUSSION AND POSSIBLE APPROVAL OF MASTERY PREP AGREEMENT. SUPERINTENDENT DR. KATRISE LEE-PERERA?> THANK YOU MADAM PRESIDENT AS MISS BELL MAKES HER WAY TO THE FRONT AND WANT TO HIGHLIGHT AGAIN THAT THE INVESTMENT IN OUR TEACHERS AND [01:50:02] STAFF IS VITAL. THE CAPACITY FOR INDIVIDUALS YES WE DO HAVE FOLKS THAT DO SOME OF THIS AND YOU JUST HEARD THAT BUT KNOWING THAT WE HAVE ALMOST HALF OF OUR INSTRUCTIONAL STAFF THAT ARE BRAND-NEW TO OUR DISTRICT AND HAVE LESS THAN THREE YEARS OF EXPERIENCE AS TEACHERS SO THE CAPACITY TO TRAIN, WE ARE SEEKING RESOURCES AND WE CONTINUE TO GROW THE MODEL AND THE FRAMEWORK. WITH THAT, MADAME BELL, IS SHORT-TERM. I'M SORRY, MASTERY. >> DID EVENING MADAME BOARD PRESIDENT AND DISTINGUISHED BOARD MEMBERS AND SUPERINTENDENT DR. KATRISE LEE-PERERA.ONIGHT I WOULD LIKE TO SEEK PERMISSION FROM THE BOARD TO PURCHASE MASTERY PREP. MASTERY PREP IS ACTUALLY A PACKAGE DEAL FOR US TO ADDRESS OUR COLLEGE AND CAREER READINESS PIECES IN PARTICULAR WE ARE WORKING HARD TO INCREASE OUR EFFORTS TO ACHIEVE THE EFFORT IN ACT PERFORMANCE, SAT PERFORMANCE AND TIA AND ALSO START TLC AND IN THE PAST WE HAVE NEVER HAD THIS TYPE OF OPPORTUNITY IN THAT THIS PARTICULAR PROGRAM INCLUDES ALL THE COMPONENTS THAT WE NEED IT INCLUDE THE MULTIPLE ONLINE COMPONENTS PROFESSIONAL DEVELOPMENT MASTERY CONTENT FOR CLASSROOMS, CAMPS AND ALL OF THESE PIECES WOULD HELP US ADDRESS OUR COLLEGE ENTRANCE PREPARATION AND STRATEGY. ADDITIONALLY, THIS PARTICULAR SLIDE IS ACTUALLY SHOWING YOU THE CALENDAR IN THE TIMELINE AND MASTERY PREP IS OFFERING EIGHT HOURS OF TRAINING IN THE TRAINING WOULD BE BROKEN UP IN A WAY THAT WE COULD UTILIZE IT AS A TRAINER OF TRAINERS MODEL. THIS WOULD BE VITAL FOR THE COUNSELING TEAM AND THAT TOGETHER OUR OF TRAINING DURING THE DAY ALL THE COUNSELORS AND ADMINISTERS WILL BE AN AIR ROLL TO HER OF THE TRAINING AROUND THE COLLEGE PLAYBOOK. EACH PART OF THE PACKAGE OR PIECE OR COMPONENT THAT IS INCLUDED IN THE PACKAGE WE WOULD RECEIVE A MODEL BASICALLY TAILORING THAT THE NEEDS OF THE DISTRICT. I'M EXCITED. THE COST OF THIS WOULD BE $50,000. WE WOULD BE RECEIVING THOSE RESOURCES FROM OUR COMP ED AND ARE THERE ANY QUESTIONS AT THIS TIME? >> SO, WITH THIS PROGRAM, WOULD YOU HAVE SOMEONE THAT WOULD GO TO THE HIGH SCHOOL? WITHOUT BE PART OF THE MODEL? >> IN THE PAST WHAT WE HAVE HAD WHEN I WAS IN THIS POSITION WE CREATED THE BOOT CAMPS ON OUR OWN. WE WORKED WITH DALLAS COLLEGE BUT FOR THE MOST PART WE HAVE WORKED ON THE BOOT CAMP ON OUR OWN. >> THANK YOU AND I REALIZE THIS IS AN IMPORTANT FACTOR ESPECIALLY WITH THE ASSESSMENTS. >> ANY OTHER QUESTIONS OR COMMENTS FROM THE BOARD? >> THANK YOU. HEARING NONE THIS IS AN ACTION ITEM IS THERE A MOTION? >>. [INDISCERNABLE] >> WE HAVE A MOTION IS THERE A SECOND? WE HAVE A MOTION BY SECRETARY CAROLYN MORRIS TO APPROVE THE MASTERY REP AGREEMENT IS THERE ANY MORE DISCUSSION FROM THE BOARD. HEARING NONE A CALL FROM THE BOARD, TRUSTEE KENDALL SMITH? SECRETARY CAROLYN MORRIS, TRUSTEE RHONDA DAVIS AND MYSELF YES, THIS MOTION PASSES. THE NEXT ITEM IS DISCUSSION AND POSSIBLE APPROVAL OF UPDATED VARSITY TUTORS AGREEMENT. SUPERINTENDENT DR. KATRISE LEE-PERERA?> CONTINUING ON OUR THEME OF TRAINING AND SUPPORT DOCTOR HALBERT IS GOING TO SHARE INFORMATION ABOUT VARSITY TEACHERS. >> GOOD EVENING BOARD PRESIDENT HAMILTON, I AM COMING TONIGHT TO GIVE YOU AN UPDATE WITH OUR PARTNERSHIP ON VARSITY TUTORS REALIZING THEIR SERVICES THIS SEMESTER WITH EARLY COLLEGE TO HIGH SCHOOL AND NINTH-GRADE. THEY ARE PROVIDING ADDITIONAL TUTORING FOR STUDENTS TO CONTINUE TO CLOSE THE ACHIEVEMENT GAP BECAUSE OF THE PANDEMIC THEY ARE FOCUSING MERELY ON ALGEBRA ONE. WE WOULD LIKE TO CONTINUE TO EXPAND THOSE SERVICES AND ADD NEXT SEMESTER THIRD-GRADERS IN ADDITION TO THE SIXTH-GRADERS [01:55:03] AND ALSO ENGLISH COURSES AT EARLY COLLEGE. IT IS A VIRTUAL PLATFORM WHERE TEACHERS ARE CONNECTED WITH THE STUDENTS IN SMALL GROUPS TO PROVIDE ADDITIONAL SUPPORT ABOVE WHAT THE CLASSROOM TEACHERS ARE PROVIDING PEER THESE RESOURCES WILL BE FUNDED THROUGH OUR GRANT AND WE WILL USE 44,000 SR TWO AND THE TOYOTA GRANT WILL BE A BALANCE OF $92,000. I WILL TAKE ANY QUESTIONS AT THIS TIME. >> DOES THE BOARD HAVE ANY QUESTIONS? >> YES. I HAVE A QUESTION. SO, THE PUBLIC WILL KNOW THAT THERE HAS BEEN A LOT OF NEWS MEDIA FOR THE LAST COUPLE OF MONTHS ON THE TEACHER SHORTAGE AND IT WAS STATED THAT WE WOULD GO TO VIRTUAL LEARNING AND I SAID NO. WE ARE NOT. WE ARE DOING A GOOD PROGRAM. AND SO, THE PROGRAM THAT YOU ARE OFFERING IS JUST BASICALLY ANOTHER PIECE OF THE QUESTION? IT'S NOT DEALING WITH ANYTHING LIKE A SHORTAGE OF STAFF EVEN THOUGH WE MIGHT HAVE SOME ON THE CAMPUS. >> YOU ARE RIGHT. THE CLASSROOM TEACHERS PROVIDE TUTORING SERVICE FIRST. WE ARE ENHANCING WHAT WE ARE PROVIDING. THIS IS ANOTHER OPPORTUNITY FOR STUDENTS TO WORK ON SKILLS THAT THEY NEED TO BE SUCCESSFUL. >> YES, I WANTED TO MAKE THAT CLEAR FOR THOSE WHO ARE LISTENING THAT THIS IS ANOTHER COMPONENT. THANK YOU SO MUCH FOR YOUR TIME. >> THANK YOU. >> REALLY QUICK, IS THIS A PER USER AGREEMENT? DO WE GET A NUMBER OF HOURS? >> YES WE ARE CONTRACTED FOR A NUMBER OF HOURS TO PROVIDE SERVICES TO A SMALL GROUP OF STUDENTS FOR A NUMBER OF DAYS OR HOURS BASED ON THE SCHEDULE. WE WILL WORK WITH THE STUDENTS. >> AND THE DELIVERY PLATFORM YOU MET. >> YES. THEY HAVE THEIR ONLINE PLATFORM AND YOU CAN LOG ONTO THE SYSTEM AND CONNECT WITH THE KIDS AND MOST OF THE KIDS ARE DOING THIS ON CAMPUS WITH THE TEACHER FOR SUPPORT. THEY COULD LOGIN AT HOME IF THEY NEEDED TO IF THE STUDENT WAS ABSENT BUT THEY COULD PARTICIPATE WITH THE TUTORING THEY COULD LOGIN AND ACCESS FROM HOME. >> AWESOME. >> ANY OTHER PORTIONS OR COMMENTS? THANK YOU. NEXT THE NEXT ACTION ITEM IS THERE A MOTION? >> I SECOND THAT. ANY OTHER DISCUSSIONS? OKAY, AT THIS TIME HAVE A MOTION BY MISS DAVIS TO APPROVE THE UPDATED VARSITY TUTORING AGREEMENT AND A SECOND BY MISS HAMILTON AND AT THIS TIME I WILL CALL FOR A VOTE. MR. SMITH? MS. DAVIS AND MYSELF VOTE YES AND THE MOTION PASSES. THE NEXT IS THE DISCUSSION AND POSSIBLE APPROVAL OF UPDATED DOLLARS FOR COLLEGE MOU. SUPERINTENDENT DR. KATRISE LEE-PERERA? >> THANK YOU MADAM CHAIR AND GOING BACK TO THE COMMENTS THAT WE HAD FROM DOCTOR HOWARD AND VARSITY TEACHERS AGAIN AS YOU ALL KNOW WITH COVID THERE'S A LARGE GAP IN THERE TRYING TO MAKE SURE WE ARE NOT OVERSTRETCHING OUR TEACHERS EITHER. SO, ALL THAT HELP AND RESOURCES WE HAVE ARNEL FUNNEL TOWARDS ANOTHER DIRECTION THAT MR. JACKSON IS GOING TO TALK ABOUT. >> GAR KINDERGARTEN. >> YES, THANK YOU PRESIDENT MARION HAMILTON AND SUPERINTENDENT DR. KATRISE LEE-PERERA ENTITIES. I'M HERE TO TALK ABOUT MOU DOLLARS FOR COLLEGE. THIS WAS DEALT WITH WITH ENERGY AND ENTHUSIASM TO TAKE OVER THE INITIATIVE AND WE ARE OFF TO A GOOD START THIS YEAR. AS INDICATED PREVIOUSLY OUR STUDENTS HAVE AN OPPORTUNITY TO BEGIN A SAVINGS ACCOUNT AND PRE-K. THIS IS LED BY THE UNITED WAY WHICH ALLOWS A SEED AMOUNT OF $50 TO OPEN AN ACCOUNT FOR STUDENTS AND PROVIDE FINANCIAL LITERACY BEGINNING IN PRE-K AND KINDERGARTEN FOR OUR STUDENTS. A COUPLE INITIATIVES AS IT RELATES TO THE PROGRAM MANAGEMENT AND NOW THIS PROCESS [02:00:03] ACTUALLY WORKS IT IS ACTUALLY A PARTNERSHIP WITH THE COMMUNITY FOUNDATIONS OF TEXAS AND THEY CONTINUE WITH THE TECHNICAL ASSISTANCE OFFERED BY RAISE TEXAS. ONE OF THE HUGE DIFFERENCES THIS YEAR IS EACH AND EVERY CAMPUS HAS A DOLLARS FOR COLLEGE LIAISON WHICH SUPPORTS OUR PARENTS AND SCHOOLS AND STUDENTS IN REGARDS TO OPENING THEIR ACCOUNT AND THAT IS A MAJOR DIFFERENCE FROM LAST YEAR WHERE ALL OF THIS WAS ON ONE PERSON. THIS IS THE ACTUAL TIMELINE FOR THE WORK THIS YEAR WE START IN SEPTEMBER AND OCTOBER WHERE LAST YEAR IT WAS A THREE-STEP PROCESS AND THAT THREE-STEP PROCESS HAS BEEN CONDENSED TO ONE PROCESS WHERE THE LIAISON AT THE SCHOOL SIMPLY LOGS INTO THE ACCOUNT, THE PARENTS OPEN UP ACCOUNT, THEY DEPOSIT THE MONEY IN THE ACCOUNT AND UNITED WAY MATCHES THOSE FUNDS. ON NOVEMBER 13TH WE HAD OUR FIRST ALPHA AND OMEGA DOLLARS FOR DOLLAR EVEN WHERE WE TEAMED UP WITH THE HEALTH FAIR. WHAT A GREAT TURNOUT. WE HAD A AMOUNT OF 50 STUDENTS WITH A GOAL OF 400 THIS YEAR TO OPEN A SAVINGS ACCOUNT. STARTING IN JANUARY OUR KINDERGARTNERS THROUGH THIRD GRADE BEGIN THEIR FINANCIAL LITERACY CLASSES AND IN THE SPRING WE BEGIN FINANCIAL LITERACY IN HIGH SCHOOL. THE GREAT THING ABOUT THIS YEAR IS MADE A HUGE PUSH BECAUSE WHAT WE NOTICED IS WITH OUR KINDERGARTEN STUDENTS WE HAVE BROTHERS AND SISTERS IN THIRD GRADE AND PARENTS WERE SAYING THAT THEY OPEN AN ACCOUNT AS WELL. WE NEGOTIATED WITH UNITED WAY TO OFFER THIS SERVICE ALL THE WAY UP TO FIT GRADE AND THAT IS GREAT. WE ARE CONTINUOUSLY TRACKING SOULS AND EXPANDING THE FINANCIAL LITERACY GROUPS FROM FIRST GRADE TO THIRD GRADE ANTI-SCHOOL. TO DATE WE HAVE NINE SCHOOLS AND ONE SCHOOL DISTRICT IN RICHARDSON AND WE HAVE SIX OF THOSE NINE 80 PERCENT OF OUR ELIGIBLE STUDENTS ARE IN THE PROGRAM AND WE HAVE OVER 1500 STUDENTS WITH THE DOLLARS FOR COLLEGE ACCOUNT WITH 900 OF THOSE STUDENTS FROM OUR PARTICULAR SCHOOL DISTRICT. THIS IS WHERE SOME OF THE FUNDING GOES CURRENTLY RIGHT NOW WE ARE IN YEAR FOUR AND OUR GOAL IS TO HAVE CLOSE TO THREE AND A THOUSAND THIS YEAR AND I THINK WE WILL GET CLOSE TO THAT. IF WE REACHED THAT 400 AMOUNT OF STUDENTS TO OPEN UP THE ACCOUNT. AT THIS TIME WE ARE FREE TO ANSWER ANY QUESTIONS. >> DOES THE BOARD HAVE ANY QUESTIONS? >> YOU SAID THAT LANCASTER'S BEEN DOING IT FOR FOUR YEARS? >> YES MA'AM. >> IS THAT THROUGH THE UNITED WAY? USUALLY WHEN THEY MATCH DOLLARS IS FROM A GRANT OR A PARTNERSHIP AND THEY USUALLY HAVE TO INTERVIEW THE BOARD WHAT'S BEEN GOING ON FOR THE LAST FOUR YEARS? >> I ACTUALLY JUST GOT HERE SO I DON'T KNOW THE PARTICULAR PROCESS OR PROCEEDINGS WITH UNITED WAY I AM SIMPLY HAPPY TO HAVE THIS PROJECT AND RUNNING WITH IT. MY GOAL IS TO HAVE AS MANY BABIES AS POSSIBLE TO ENROLL FOR THAT MONEY AND WHAT I DO KNOW IS THE UNITED WAY MATTER HOW MUCH IS DEPOSITED IN THE ACCOUNT THEY MATCH THE $50. A PARENT CAN HAVE $10 IN THEY WILL PUT 50. UP TO $400 PER YEAR. I'M THINKING BACK TO THAT GERBER COMMERCIAL YEARS AND YEARS AGO WHERE HE WOULD HAVE INVESTED $2.50 PER MONTH I PROBABLY WOULD BE RICH IF MY MOM WOULD'VE DONE THAT. I'M THINKING OF THAT OPPORTUNITY BUTTON GUARDS TO THE SEIZURES FOR THE UNITED WAY I AM NOT KNOWLEDGED IN THOSE PROCEDURES. >> EVERYTHING THAT EVERY DOLLAR IS NOT A GOOD DOLLAR BECAUSE YOU DON'T KNOW WHERE THE DOLLARS GOING BUT UNITED DOLLARS ARE GOOD DOLLARS. >> YES MA'AM. BUT I AS A BOARD MEMBER WOULD LIKE TO SEE THAT AGREEMENT. ANYTHING THAT THE DISTRICT IS SPONSORING, WE ARE LIABLE IF SOMETHING GOES WRONG. IF WE COULD JUST SEE THAT AGREEMENT, SUPERINTENDENT DR. KATRISE LEE-PERERA, WITH UNITED WAY? >> ARE YOU TALKING ABOUT THE ORIGINAL AGREEMENT OR THE CURRENT AGREEMENT? HAVE A COPY IN OUR PACKET. >> OKAY, IS THAT WHAT THAT WAS? [02:05:03] >> YES MA'AM.> ALL RIGHT. THE OTHER QUESTION IS, I GUESS, I DON'T KNOW IF WE TALK TO YOU OR SUPERINTENDENT DR. KATRISE LEE-PERERA OR OUR FINANCE PERSON, IS THAT A FUND THAT COMES INTO DOING FINANCES WITH THE DISTRICT? >> NO MA'AM. THE COMMUNITY FOUNDATIONS IS HANDLING THAT ACCOUNT IN THE DISTRICT IS NOT WRITING ANYTHING. WE ARE JUST PROVIDING THE STUDENTS TO OPEN UP THE ACCOUNT HERE THEY TAKE CARE OF THE FUNDING THEMSELVES. WHEN THE PARENT LEAVES THE DISTRICT HAVE AN OPTION TO SAY I WOULD LIKE TO CLOSE OUT MY PARTICULAR ACCOUNT AND THEY CONTACT THE COMMUNITY FOUNDATIONS AND THEY GET THEIR CHECK OR WHATEVER THAT MAY BE. >> OKAY, YOU JUST ANSWERED MY QUESTION. IT IS THE COMMUNITY FOUNDATION? >> YES MA'AM. COMMUNION FOUNDATION OF TEXAS. YES MA'AM. >> ALL RIGHT. I JUST WANTED TO MAKE SURE THAT WE ARE NOT RECEIVING THE MONEY THEY SET UP THEIR OWN BANK ACCOUNT. >> YES, SAVINGS ACCOUNT. >> YES AT THE BANK? >> YES MA'AM. >> ANY MORE QUESTIONS? >> HEARING NONE BOARD THIS IS AN ACTION ITEM IS THERE A MOTION? WE MAKE A MOTION THAT WE UP DATE DOLLARS FOR COLLEGE MOU IS THERE A SECOND? I HAVE A MOTION BY MARION HAMILTON THE SECOND BY MISS DAVIS AND DOES THE BOARD HAVE ANY CONVERSATION? HEARING NONE WE WILL CALL FOR A VOTE. TRUSTEE KENDALL SMITH, SECRETARY CAROLYN MORRIS, TRUSTEE RHONDA DAVIS AND MYSELF VOTE YES THE MOTION PASSES THE NEXT ACTION ITEM IS THE DISCUSSION AND POSSIBLE APPROVAL OF SECURITY SURVEILLANCE AND PHYSICAL ACCESS CONTROLS CH(LEGAL AND LOCAL)-(G1) SONYA BUTLER, PRESENTER . >> THANK YOU MADAM CHAIR AND WE CONTINUE WITH THE IMPROVEMENTS SHOWING WE HAVE THE RIGHT RESOURCES AND SUPPORT. PRIOR OR JUST AS IMPORTANT AS INSTRUCTION IS SAFETY AND SECURITY. IT IS TOP ON MY LIST AND WERE GOING TO SHARE SOME INFORMATION THIS EVENING ON BOTH OF THOSE. >> GOOD EVENING MADAME PRESIDENT HAMILTON BOARD OF TRUSTEES AND SUPERINTENDENT DR. KATRISE LEE-PERERA. I COME TO YOU WITH VIDEO SURVEILLANCE ACCESS CONTROL SYSTEM. I ALSO HAVE WITH ME BEFORE I GET INTO THIS PRESENTATION, WE ARE HERE TO ANSWER ANY QUESTIONS YOU MAY HAVE. I'M GOING TO GO AHEAD AND GET INTO THIS. OUR CURRENT SECURITY STANDS AT LANCASTER ISD FROM A PHYSICAL CONTROL SECURITY SURVEILLANCE AND INTRUSION PERSPECTIVE. AS YOU CAN SEE IN THE PRESENTATION GOING TO GIVE YOU A FEW DIFFERENT THINGS THAT HAPPEN FROM A SECURITY PERSPECTIVE. IN 2013 WE HAD 95 CAMERAS DEPLOYED AND THEY WERE ANALOG CAMERAS. TODAY WE HAVE 414 CAMERAS AND 80 OF THOSE CAMERAS BEING ANALOG. 2016 WE DID A SAFETY AND PURITY UPGRADE WHICH INCLUDED PANELS AND WAS DEPLOYED TO 11 CAMPUSES. IN 2017 WE HAD AN ACTION CONTROL DIVERSION PROJECT AND AS YOU CAN SEE THE ACCESS CONTROL FROM A LEGACY SYSTEM WE ALSO HAD NEW CONSTRUCTION WHERE WE ADDED 64 CONTROLS AND THEN FOR THE NEW MIDDLE SCHOOL WE HAVE 24 OTHER CONTROLS AND 54 MONITOR DOORS. FROM THE INTERCOM WE HAVE TWO CART READERS AND WE ALSO HAVE A MANAGER TO HAVE A REMOTE CALL TO RELEASE THE DOOR. ANYTIME YOU GO THROUGH ANY OF THE BUILDINGS YOU HAVE TO PRESS A BUTTON OR THE VISITOR WILL PRESS A BUTTON AND THE RECEPTIONIST IS ABLE TO COMMUNICATE AND ALSO THE VISITOR BE BUZZED IN SOMETHING THAT I WANT TO BRING TO YOUR ATTENTION IS EVEN THE SAFETY DEPLOYMENT IN 2015 AS OF NOW OUR VIDEO SECURITY OPERATIONS MANAGER IS THE VERY END OF LIFE. SOMETHING WE ALREADY FEARED IN 2020 OF JULY, OUR LICENSE IS APPROACHING US THIS UPCOMING MONTH. IN THE SERVICE CONTRACTOR WILL BE IN JULY OF 2023. SO, WITH ALL OF THAT [02:10:03] INFORMATION WE WENT OUT AND SOUGHT VENDORS AND I WANTED TO GET SOME INFORMATION TO SELECT THIS CRITERIA. ONE OF THE THINGS THAT WAS PRETTY HIGH ON MY LIST WAS IN JULY'S ADMINISTRATION CURRENTLY WE HAVE THESE THREE PLATFORMS AND THEY ARE WITH THREE DIFFERENT VENDORS. IN ORDER TO STANDARDIZE WHAT WE HAVE ON THE SURVEILLANCE PERSPECTIVE AND INCLUSION PROTECTION I WANTED TO SEEK SOMETHING THAT WOULD GIVE US ALL THREE SERVICES AND SOLUTIONS ON ONE PLATFORM. SO, AS YOU CAN SEE THERE IS A HUGE LIST OF CRITERIA THAT WE PUT TOGETHER AND TRYING TO IDENTIFY THE BEST SOLUTION FOR OUR DISTRICT. I'M NOT GOING TO HIT EACH OF THESE BUT SOME THINGS I WANTED TO BRING TO YOUR ATTENTION WAS THE NEXT GENERATION WHICH MEANS IT'S A NEW TECHNOLOGY AND PROVIDES US WITH SOME FEATURES WE CURRENTLY DO NOT HAVE AND ALSO PROVIDES US THE OPPORTUNITY TO EXPAND TO OTHER PLATFORMS AND TO INTEGRATE WITH OTHER SOLUTIONS AS WELL. FACE RECOGNITION WE DO NOT HAVE THAT AS WELL BUT I ALSO WANTED TO CONSIDER THE PROTECTION OF ANY SECURED SURVEILLANCE WE HAVE HAD WE MAY HAVE CAPTURED INNOCENT BYSTANDERS OR STUDENTS THAT SHOULD NOT HAVE BEEN IDENTIFIED IN THE SURVEILLANCE WHERE WE CAN BLUR THEIR FACES OUT SO THAT WE PROTECT THE IDENTITY OF THOSE STUDENTS. SOME OF THE VENDORS WE LOOKED AT OUR FOUR TO CALM, PANASONIC VIDEO INSIGHT, MITEL AND NIGHT SECURITY. ONE VENDOR PROVIDED US ONE SERVICE BUT NOT THE OTHER. OR THEY WERE NOT ABLE TO INTEGRATE WITH OUR HELIO'S SOLUTION THAT WE HAVE. IN THE PROCESS WE DID ASK A LOT OF QUESTIONS PEERED WE DID ASK FOR THESE SELECTIONS CRITERIA AND AT THE END OF THE OBSERVATION WE DECIDED ON NIGHT SECURITY. WITH THAT BEING SAID WE TALKED TO NIGHT SECURITY ABOUT A TIMELINE OF HOW WE WOULD ACTUALLY IMPLEMENT THIS INTO OUR DISTRICT. I WANT TO MAKE NOTE OF THE HIGH SCHOOL STARTING IF THIS IS APPROVED NEXT MONTH, THIS IS GOING TO ADDRESS SOME ANALOG CAMERAS IN SITUATIONS THAT WE NEED TO ADDRESS ON THE EXTERIOR OF THE BUILDING. ANOTHER ITEM WE NEED TO ADDRESS DUE TO SOME PREVIOUS BURGLARIES, WE HAVE A TEMPORARY SOLUTION IN PLACE AND WE WILL PROVIDE A PERMANENT SOLUTION FOR THE PAT RAINEY TRANSPORTATION CENTER AND THEN AS A WHOLE ALL THE OTHER CAMPUSES AND BUILDINGS WE WOULD START THAT IN JANUARY AND SLOT IT TO BE FINISHED IN AUGUST. YOU KNOW WE ARE UTILIZING THE BREAK AND INSTRUCTION AND I WANTED TO ADD THAT DUE TO THE NATIONAL SUPPLY CHAIN CRISIS THAT WE ARE FACING RIGHT NOW THESE ARE TIMES THAT WE SET ACCORDING TO OUR TIMELINE BUT THEY MAY BE ALTERED DUE TO US NOT HAVING THE AVAILABLE SUPPORT WHERE AND HARDWARE AND THINGS OF THAT NATURE. SO, I COME TO YOU TO ASK FOR YOUR APPROVAL OF THE DISTRICTWIDE OVERHAUL FURTHER SURVEILLANCE, AND INTERVENTION DETECTION TO ESTABLISH DISTRICTWIDE SECURITY BRIEFS AND CYCLES. IF YOU NOTICE ON OUR TIMELINE THE LAST TIME WE HAD A REALLY MAJOR SYMBOL WAS THE SERVICING AND GOING FROM 2021 TO 2022 IT'S TIME TO REFRESH OUR SECURITY. IT IS ALSO GOING TO ADD US TO ADD LAYERS TO THE STAFF FROM A SECURITY STANDPOINT AND PLUMMET AND ENFORCE SECURITY STANDARDS DISTRICTWIDE AND IDENTIFY DISPARITIES THAT WE MIGHT CURRENTLY HAVE AND ALSO INTRODUCE INTELLIGENT TECHNOLOGY FEATURES. THE TOTAL COST WOULD BE 498 [02:15:03] THOUSAND $477.72 WHICH HAS ALSO BEEN LISTED IN THE BOND FUNDS. I WILL TAKE ANY QUESTIONS THAT YOU MIGHT HAVE. >> THANK YOU, WARD, ANY QUESTIONS? >> DO YOU HAVE TO DO A BID LIST? >> I DID CONFER WITH FINANCE AND BECAUSE NIGHT SECURITY IS ON A CO-OP WE WERE ABLE TO GO AHEAD AND MOVE FORWARD. >> ONE QUICK QUESTION, I AM SORRY I DIDN'T MEAN TO INTERRUPT. IS THIS YOUR PROJECT OR DOCTOR PRICE MAC I AM ASKING BECAUSE I'M NOT SURE WHICH BUDGET ITEM IT WOULD DO. DID YOU CONTRIBUTE TOGETHER? HOW DID IT WORK? >> THE BOND PROJECT TECHNOLOGY, WE SUPPORT THE HARDWARE PIECE BUT THEN THE OPERATION AND FROM A HARDWARE PERSPECTIVE THAT ACTUALLY DO WORK TO REPAIR THE HARDWARE COMPONENT. >> HOW DOES THIS ADD TO YOUR TECHNOLOGY FOOT PRINT? ARE YOU ACQUIRING NEW SERVERS BEHIND THIS: >> THOSE ACTUALLY A COUPLE OF SERVERS THAT ARE INCLUDED IN THE PROPOSAL AND SUPPORT OF THE SERVICES THAT WE OBTAINED. THIS IS THE RECORDING OF THE SECURITY SURVEILLANCE. >> I WOULD THINK. SO, YOU ADMINISTER THIS YOURSELF? THE TECHNOLOGY PIECE? I AM THINKING THAT THERE IS A BIRTHRIGHT PROCESS FOR ACQUIRING A NEW PERSON OR ADDING A PERSON ACCESS OR WHATEVER. SOMEONE HAS TO HAVE THE REVISION? >> YES. THESE ARE HERE AND WE ARE RESPONSIBLE FOR INTEGRATING THOSE PIECES INTO THE NETWORK SO THEY HAVE ACCURATE ACCESS THEY HAVE. >> THIS COMES WITH TRAINING FOR THE STAFF? >> YES IT WOULD. IT ALSO INCLUDES A YEAR OF SUPPORT AND LABOR. I WILL MENTION IN THIS POINT OF THE PRESENTATION THAT I WILL BE COMING BACK TO YOU UPON RENEWAL OF A SUPPORT CONTRACT BECAUSE WE'VE ESTABLISHED THE SUPPORT CONTRACT BUT BECAUSE YOU HAVE YEAR OF SUPPORT AND LABOR THEN WE WILL APPROVE THE PROPOSAL AS IS. ONGOING WE WILL HAVE TO HAVE THE SUPPORT CONTRACT. >> ALL GOOD. >> HAVE A QUESTION. WHAT IS THE WARRANTY INFORMATION ON THESE DEVICES? >> SAGAN? WHAT'S THE WARRANTY INFORMATION? >> IS A YEAR WARRANTY AND SUPPORT AND AFTER THAT WE RENEW WITH THE SUPPORT PLAN THAT WILL INCLUDE THE WARRANTY AND SUPPORT. >> THANK YOU ANY OTHER QUESTIONS? BOARD, THIS IS AN ACTION ITEM IS THERE A MOTION? >>. [INDISCERNABLE] >> SECOND. >> WE HAVE A MOTION MADE BY TRUSTEE RHONDA DAVIS TO APPROVE THE SECURITY DEVELOPMENT CONTROL THROUGH NIGHT SECURITY BY MR. SMITH. ANY OTHER DISCUSSION? HEARING NONE I WILL CALL FOR A VOTE MR. SMITH? SECRETARY CAROLYN MORRIS? TRUSTEE RHONDA DAVIS? MY SELF? MOTION PASSED. >> THANK YOU. >> THE NEXT ITEM IS THE DISCUSSION AND POSSIBLE APPROVAL OF RESOLUTION FOR SCHOOLS AND LIBRARIES UNIVERSAL SERVICES (E- RATE) FOR 2021-2022. THIS RESOLUTION AUTHORIZES THE FILING OF THE FORM 471 APPLICATIONS FOR FUNDING YEAR 2021-2022 AND THE PAYMENT OF THE APPLICANT'S SHARE UPON APPROVAL OF FUNDING AND RECEIPT OF SERVICES. SUPERINTENDENT DR. KATRISE LEE-PERERA? >> THANK YOU MADAM CHAIR. MR. BUTLER IS GOING TO PRESENT SOME INFORMATION ON HOW WE REVIEW THOSE DOLLAR PACKAGES THAT WE SPEND ON TECHNOLOGY. WITH THAT, MISS BUTLER? >> THANK YOU. AGAIN, GOOD EVENING BOARD PRESIDENT HAMILTON, BOARD [02:20:02] TRUSTEES AND SUPERINTENDENT DR. KATRISE LEE-PERERA. AS SUPERINTENDENT DR. KATRISE LEE-PERERA STATED, THIS IS US TRYING TO GET SOME FUNDS BACK FOR TECHNOLOGY. THE RATE IS SOMETHING WE PARTICIPATE IN AND THERE IS A FILING OF A FORM 471 AND THIS YEAR QUALIFY FOR CATEGORY ONE WHICH IS INFRASTRUCTURE PIECES FOR THE PROMOTER OF THE NETWORK AND CATEGORY 2 WHICH IS THE CONNECTIVITY PIECE. CATEGORY ONE AND THIS IS ACTUALLY, WE ARE AWARDED BASED ON THE ECONOMIC DISADVANTAGE LEVEL SO AS A CATEGORY 1 WE ARE AT 85 PERCENT CATEGORY 2 WE ARE AT A 90 PERCENT. WHAT THIS MEANS IS THAT WE GET A DISCOUNTED PRICE FOR HARDWARE AND SERVICES THAT WOULD NORMALLY COST A LOT OF MONEY AND THEY WOULD GIVE US AN 85 PERCENT DISCOUNT FOR CATEGORY 1 AND 90 PERCENT DISCOUNT IN CATEGORY 2. BUT THE APPLICATION TOGETHER AND SOME OF THE THINGS TO BE TRANSPARENT, SOME OF THE THINGS THAT WE THOUGHT ABOUT THIS CATEGORY ONE, WE WANTED TO ADDRESS CISCO. WE HAVE OLD OUTDATED CISCO EQUIPMENT THAT IS IN OUR NETWORK AND IF YOU WILL, IF I COULD REFER YOU BACK TO THE SUPERINTENDENT REPORT THAT HE MADE YOU FOR THE SECURITY INFO STRUCTURE FOR THE GAPS THAT WERE IDENTIFIED, THE NEXT SLIDE WAS ALSO THE COST OVER FIVE YEARS AND I DID MENTION THAT WE WOULD RECOVER SOME OF THAT. THAT WOULD HELP US TO ADDRESS SOME OF THOSE GAPS THAT WE HAVE IDENTIFIED FROM THE CISCO PERSPECTIVE. CISCO HAS WHAT THEY CALL A SMART RENEWAL. AT THE BEGINNING OF THE SCHOOL YEAR CAME TO YOU AND I ASKED YOU FOR AN APPROVAL TO RENEW SOME OF OUR CISCO EQUIPMENT WITH THE SUM OF ABOUT $200,000. THE CISCO TARIFFS HAVE BEEN INCREASING CONSISTENTLY ON THE HARDWARE PIECES WE HAVE IN OUR DISTRICT. WE HAVE DISCOVERED A SOLUTION FOR THIS. IF YOU WILL, WHEN WE BUILT SOME OF THE OTHER SCHOOLS WE PUT THE INFRASTRUCTURE IN THE MIDDLE SCHOOL AND IS COMPATIBLE WITH THE CISCO INFRASTRUCTURE. THE DELL HARDWARE WE PURCHASED WAS FOR A FIVE-YEAR AND WE DID NOT HAVE TO PAY AN ANNUAL RENEWAL FEE. MOVING FORWARD WE WANT TO IMPLEMENT THE OFFER STRUCTURE IN OUR DISTRICT SO WE COULD ALLEVIATE THE RENEWAL OF THE 200,000 YEAR RENEWAL ON SMART NET THE SMART NET RENEWAL, THE TARIFFS. AND ALSO STILL HAVE A REALLY GOOD HARDWARE SOLUTION AND IT IS GOOD FOR FIVE YEARS A FIVE-YEAR WARRANTY ON THE HARDWARE AND WE ARE NOT PAYING AN ANNUAL RENEWAL ON IT. WITH THE CATEGORY ONE WE WERE ABLE TO DO THAT AND GET THE PRICING PEERED WE DID HAVE TO GO OUT FOR BID SO WE WENT THROUGH AN ENTIRE PROCESS. WHAT WE CAME UP WITH WAS A COMPLETE OVERHAUL OF OUR CISCO PIECES FROM AN INFRASTRUCTURE PERSPECTIVE. THE AMOUNT ENDED UP BEING 970,000 IN THE EE RATE WILL PAY AND COVER THE 824,000 AND THE DISTRICT WILL ONLY HAVE TO PAY ONE OR 45,000. FOR CATEGORY 2 WHICH IS THE INTERCONNECTED PIECES, SOME OF THE THINGS THAT WE OBSERVE IS THAT MANY OF THESE ARE COMPLETELY WIRELESS. WHAT WE WANTED TO GO TO BACK INTO IS WIRE THEM PEERED WIRE THE CLASSROOM FOR PHONE SO THAT THEY WOULD HAVE THE PHONES THAT OTHER CAMPUSES HAVE AND THEN, ALSO, WHY ARE THE TEACHER STATIONS SO WE DID GO OUT AND APPLY FOR THAT AS WELL AND ALSO, FOR THE RUCKUS WIRELESS [02:25:05] ACCESS POINT THAT WE WANTED TO DEPLOY. THE MIDDLE SCHOOL HAS THIS ACCESS POINT AS WE SPEAK AND WE WANTED TO MAKE SURE THAT WE IMPLEMENTED THAT ACROSS THE ENTIRE DISTRICT. THAT COST CAME TO 700,000 AND THE DISTRICT WOULD PAY $70,000 IN WHAT I'M ASKING IS THAT YOU APPROVE US HAVING TO, THUS RECEIVING 1.1 MILLION WORTH OF SERVICES AND HARDWARE FOR THE COST TO US THE APPLICANT AT TU215,000. I WILL TAKE ANY QUESTIONS. >> DOES THE BOARD HAVE ANY QUESTIONS? >> YOU STATED THAT IT WAS OUT? >> YES IT DID. >> WHAT WAS THE SELECTION PROCESS? >> IT WAS A VERY THOROUGH SELECTION PROCESS. WE ACTUALLY HAD TO DO A SCORING SHEET FOR EACH OF THE VENDORS AND SOME OF THE VENDORS THAT RETURNED THEY ONLY BID A PORTION OF THE SERVICES AND WE HAD A SCORING SHEET WE HAD TO LOOK AT THE BUYERS SCORING SHEET WHEN WE SUBMITTED IT BACK. WE DO HAVE SOVEREIGN AND KELLOGG THAT WERE SUPPOSED TO BE WITH US TO WORK IN THIS DISTRICT FROM AN E RATE PERSPECTIVE SO THEY DID GIVE US ADVICE AND THEY ALSO WENT THROUGH OUR ENTIRE SEATING PROCESS. >> ARE WE REVIEWING SOME OF THE BIDS AND LOOKING AT THEIR SPECS TO DETERMINE THAT RAY AND WHAT THEY DID WAS PAY HIM UP WITH OUR PORTION OF 260,000? >> YES MA'AM. I FORGOT TO MENTION THIS. THIS INCLUDES THE UPGRADE OF THE INTERNET, OUR 10 GIG INTERNET 20 GIG ON EACH CAMPUS TO 20 GIG ALSO. >> HOW WILL THAT PROVIDE HER WORK WITH THE PREVIOUS PRESENTATION? >> FOR CLOSING THE GAP? IT WOULD ACTUALLY TAKE CARE OF SOME OF THE GAPS THAT HAVE BEEN IDENTIFIED AND IF YOU NOTICE I HAD IT DIVIDED INTO FOUR SECTION, THE NETWORKING SECTION AND THAT WAS THE HIGHEST SECTION, $2 MILLION OVER FIVE YEARS SO THE NETWORKING PORTION WOULD BE COVERED NOT THE ENTIRE $2 MILLION BUT IT WOULD ADDRESS SOME OF THOSE THINGS. >> I AM PLEASED. I THINK THAT IS A VERY LARGE AMOUNT AND MORE SO THE WAY IT IS PROCESSED BECAUSE THAT'S WHAT WE HAVE HERE AND NOT ONLY DID YOU IN YOUR TEAM IN THE DISTRICT RECEIVE THAT PROCESS BUT TO UTILIZE THE EAR RATE. >> I UTILIZED THE TWO. THEY ARE REGULATED WITH THE BIDDING PROCESS. WE'VE A VERY STRENUOUS PROCESS THAT WE HAVE TO GO THROUGH IN ORDER TO BE APPROVED. >> SO THEREFORE, NO BIDS WENT OUT? I JUST WANT TO MAKE SURE REGARDING THE BIDDING PROCESS, NO ONE HAD ANY COMMUNICATION WITH THE SELECTED PERSON? >> NUMBER.>> ANY OTHER QUESTIONS? >> COUPLE OF QUICK QUESTIONS. I DO KNOW THAT WE MADE STRIVES IN IMPROVING OUR OVERALL SECURITY POSTURE AS EVIDENT WITH THE SECURITY SURVEILLANCE SYSTEM CAN YOU POINT OUT SOME OF THE EVIDENCE THAT WE WILL RECEIVE IN WAY OF SECURITY FOR THIS PROJECT? THE UPGRADE? >> IT IS GOING TO GIVE US, IS [02:30:07] GOING TO ADDRESS THE OUTDATED EQUIPMENT AND HARDWARE WE WILL DO A REFRESH FROM AN INFRASTRUCTURE PERSPECTIVE AND IT'S A FIVE-YEAR WARRANTY. IT IS GOOD FOR FIVE YEARS. THE RUCKUS WIRELESS, WE ARE TRANSITIONING TO RUCKUS AND THAT BETTER POWER, WE WERE ABLE TO USE THE LEAST AMOUNT OF RUCKUS WIRE AS WE WOULD FROM CISCO AS THEY DO GIVE OUT A BROAD RANGE OF POWER. ALSO, WE ARE WIRING FROM THE AND WE CURRENTLY HAVE WIRELESS AND WE HAVE A SYSTEM WHERE IF WE HAVE A CASE OF AN EMERGENCY IN A CLASSROOM THE TEACHERS ABLE TO PICK UP THE PHONE AND DIALED 911. WE GET THAT LOCATION AND THAT GOES TO SUPERINTENDENT DR. KATRISE LEE-PERERA, THERE IS A GROUP ON THAT NOTIFICATION SO THAT WE KNOW WHAT IS HAPPENING IN THAT NOTIFICATION THAT GOES OUT LET'S US KNOW WHAT EXTENSION DIALED IT WHAT CAMPUS IT CAME FROM, THINGS OF THAT NATURE. SO WITH THEM HAVING THE WIRELESS PHONES THEY ARE ON A DIFFERENT NETWORK FROM THE WIRED PHONES AND SO, THEY CAN STILL DIAL 911 BUT BECAUSE OF THE WAY IT ROUTES THROUGH OUR CISCO MANAGER ON A DIFFERENT NETWORK WE CANNOT GET THOSE NOTIFICATIONS. >> THANK YOU BOARD THIS IS AN ACTION ITEM IS THERE A MOTION? >> I SECOND. I DON'T WANT TO READ ALL THAT BEING LAZY. >> FIRST MOTION BY MR. SMITH SAID AND BY MISS MORRIS I HAVE A MOTION TO APPROVE THE RESOLUTION FOR SCHOOLS AND LIBRARIES UNIVERSAL SERVICE YOU RATE FOR 2021 2022 THIS RESOLUTION AUTHORIZES THE FILING OF FORM 471 EVOCATION FUNDING NEAR YEAR 2021 AND 2022 AND THE PAYMENT AND SHARE APPROVAL OF FUNDING AND RECEIPT OF SERVICES. ANY OTHER DISCUSSION? HEARING NONE I WILL CALL FOR THE VOTE THIS OR SMITH? SECRETARY CAROLYN MORRIS, TRUSTEE RHONDA DAVIS AND MYSELF VOTING YES THE MOTION PASSES. THE NEXT ITEM IS THE DISCUSSION AND POSSIBLE APPROVAL FOR MIDDLE SCHOOL AND APPROVAL TO JOIN THE COOPERATIVE? >> THANK YOU. I THINK WE ARE ROUNDING THE BASES TONIGHT. WE WENT FROM E-LEARNING AND NOW THE EXTRACURRICULAR ACTIVITY OUTDOOR FACILITIES AND DOCTOR PRICE, THE FLOOR IS YOURS, SIR. >> GOOD EVENING BOARD PRESIDENT HAMILTON AND DISTINGUISHED MEMBERS OF THE BOARD, SUPERINTENDENT DR. KATRISE LEE-PERERA PER YOUR RECOMMENDATION TO HAVE AN INSTALLATION OF PRODUCT THIS FIELDS AND YOUR PERMISSION TO JOIN THE SEVEN COOPERATIVE CURRENTLY STUDENTS AT OUR MIDDLE SCHOOL AND NINTH-GRADE CAMPUS ARE BUSSED TO THE STADIUM FOR PRACTICE. EACH SCHOOL HAS SIGNIFICANT LAND OF HIS OWN IN ORDER TO HAVE A PRACTICE FIELD THE FIELD NEEDS TO BE OFFICIALLY DONE. BUT WE ARE DOING RIGHT NOW IS TRANSPORTING STUDENTS FROM THE HOME CAMPUS TO STADIUM FOR PRACTICE WHICH AS YOU CAN IMAGINE PUTS A STRAIN ON OUR ALREADY TIGHT SCHEDULE. BY DOING THIS WE ARE HAVING EXCESSIVE WEAR AND TEAR ON THE FIELD AT TIGER STADIUM AND SHORTENING ITS ESTIMATED LIFE. AT THE NEWLY CONSTRUCTED FACILITY, WE ARE IN DIRE NEED OF A PRACTICE FIELD AND ULTIMATELY SOMEWHERE DOWN THE ROAD A STADIUM OF ITS OWN. ADDING THE PRACTICE FIELD WOULD GIVE THE STUDENTS AT THE SCHOOLS PRIDE IN THEIR OWN SCHOOL PRACTICE FIELDS AND ALSO REDUCE THE COSTS OF TRANSPORTATION FOR DRIVER COST BY TRANSPORTING THEM FROM THEIR CAMPUSES ACROSS TOWN TO TIGER STADIUM. IF THIS IS APPROVED BY THE BOARD, THE PROJECTS WOULD BEGIN [02:35:01] DECEMBER SIXTH AND BE COMPLETED BY AUGUST FIRST IN TIME FOR SUMMER PRACTICE. I AM PROPOSING THAT WE USE A VENDOR ANGLER SPORTS FIELD. JIM ANGLER IS THE OWNER AND IN CHARGE OF THE MAINTENANCE AND WAS A FORMER GROUNDSKEEPER FOR THE TEXAS RANGERS. HIS EXPERIENCE COVERS A MULTITUDE OF CONSTRUCTION FOR BASEBALL, SOFTBALL AND FOLK ALL AND HE HAS A NUMBER OF ACCOLADES THAT I AM SHOWING ON THE SCREEN IN TEXAS RANGERS ARLINGTON STADIUM AND WAS ALSO INSTRUMENTAL ON THE WORK WITH THE TEXAS RANGERS BALLPARK IN ARLINGTON AS WELL. ANGLER SPORTS FIELD IS A MEMBER OF THE REGION SEVEN COOPERATIVE AND BY JOINING THE REGION SEVEN COOPERATIVE THIS PROJECT WOULD BE CONSIDERED TO BE COMPETITIVELY BID. THE COST OF THE PROJECT IS $300,000 BUT THE COST OF JOINING THE REGION SEVEN COOPERATIVE WOULD BE DEDUCTED FROM THE AMOUNT AS PAID TO THE VENDOR. WE HAVE UPGRADED THE INSTALLATION AND MADE IT A SPRINKLER SYSTEM AT BOTH OF THE FIELDS AND THEY HAD PLAYING MODIFICATIONS TO THE SERVICES AND FINISHED WITH A GREAT PRODUCT. SOLID SOIL FOR THE PLAYING SURFACE WOULD BE FROM A HYBRID GRASS AND HE WOULD ALSO TRAIN AND ASSIST THE CURRENT STAFF AND PERSONNEL IN PROVIDING THE PROCEDURES FOR TAKING CARE OF THESE FIELDS TO SOMETHING OF COURSE THAT WE VERY MUCH NEEDED. THE NEXT SET OF SLIDES IS SOME EXAMPLE OF JIM'S WORK. IF YOU WOULD APPROVE THIS RECOMMENDATION THE BUDGET SOLIS WOULD BE FROM THE CAPITAL OUTLAY FUNDS, FUND 51 AND I AM ASKING FOR YOUR APPROVAL OF THE REQUEST FOR THE INSTALLATION OF THE DEMO AND PRACTICE FIELD AND YOUR APPROVAL TO JOIN THE REGION SEVEN COOPERATIVE AT A PRICE THAT WOULD BE PAID TO THE VENDOR OF $3000 LESS OF THE COST OF JOINING THE REGIONS SEVEN COOPERATIVE. I ALSO WANT YOU TO KNOW THAT THIS RECOMMENDATION IS MADE IN CONSULTATION WITH OUR COACH AND OUR CHIEF ATHLETIC DIRECTOR COACH HUMPHREY AND ALSO IN CONSULTATION WITH THE MINGUS STAFF AS WELL. ONE THING WE ALSO WANT TO MOVE TO AS A DISTRICT IS DIVIDING OUR GROUND STAFF INTO A STAFF THAT TAKES CARE OF THE ATHLETIC FIELDS AND THEN A STAFF THAT TAKES CARE OF OTHER GROUNDS. THIS IS WHY THE TRAINING IS SO IMPORTANT BECAUSE WE HAVE TO MAKE INVESTMENTS IN OUR STUDENTS AND WE ALSO HAVE TO TAKE CARE OF THE THINGS THAT WE NEED TO SPEND MONEY ON. I WOULD BE HAPPY TO RESPOND TO ANY QUESTIONS. >> I DID HAVE A QUESTION. I REMEMBER LOOKING AT THIS DOCUMENT BUT I DID NOT PRINT ALL OF IT OUT. I DID HAVE A QUESTION SO, [INDISCERNABLE] >> I HAVE A QUESTION ALSO. SO FOR THE FIELDS, I DID READ YOUR GRATIAN IN THE SPRINKLER SYSTEM WOULD BE INCLUDED, CORRECT? AS FAR AS THE CURRENT STAFF THAT WE HAVE FOR GROUNDS, I THINK WE HAD A SHORTAGE AND NOT SURE IF YOU CAN DIRECT THIS I MIGHT HAVE TO DIRECT THIS TO SUPERINTENDENT DR. KATRISE LEE-PERERA FOR THE GROUNDS WITH THIS INCLUDE HIRING ADDITIONAL STAFF SO WE DON'T RUIN WHAT WE JUST PAID FOR? >> WE ARE UNDERSTAFFED IN GROUNDS AND IN FACT, WE ARE TO INDIVIDUAL SHORT OF THE STAFF THAT WE ARE AUTHORIZED TO HIRE. AND OF COURSE THIS IS A RESULT OF THE SHORTAGE OF WORKERS GLOBALLY IN THE ECONOMY BUT THE SHORT ANSWER IS THE BUDGET [02:40:01] REQUEST FOR NEXT YEAR WOULD INCLUDE A REQUEST ON ADDITIONAL GROUNDS AND SO THEY WOULD BE ABLE TO DIVIDE THE STAFF A STAFF THAT TAKES CARE OF THE ATHLETIC FIELDS AND THE STAFF THAT TAKES CARE OF EVERYTHING ELSE. >> OKAY, SUPERINTENDENT DR. KATRISE LEE-PERERA DO YOU THINK ONE ADDITIONAL STAFF MEMBER WILL BE ENOUGH TO MAINTAIN?> I THINK THAT IS A MINIMUM. I AM SORRY. >> OKAY DOES THE BOARD HAVE ANY OTHER QUESTIONS? IF THERE ARE NO OTHER QUESTIONS BOARD THIS IS AN ACTION ITEM IS THERE A MOTION? >> I MOTION WE APPROVE TWO NEW PRACTICE FIELDS ONE FOR BAMA AND ONE FOR LMS FOR THE COOPERATIVE FOR REGION SEVEN. >> WE HAVE A MOTION FROM TRUSTEE KENDALL SMITH IS THERE A SECOND? WE HAVE A MOTION TO APPROVE THE PRACTICE FIELDS AND APPROVE THE WINNING OF THE REGION SEVEN COOPERATIVE A SECOND BY TRUSTEE RHONDA DAVIS ANY OTHER DISCUSSION? >> WHAT WAS REGION SEVEN? >> IT'S A SPORTS FIELD THAT IS A MEMBER OF THE REGION SEVEN COOPERATIVE AND IN ORDER TO ACCESS THOSE SERVICES WE WOULD HAVE TO BE A MEMBER OF THE REGION SEVEN OPERATIVE WHICH WE ARE CURRENTLY NOT. SO, IN JOINING THE COOPERATIVE TO ACCESS THESE SERVICES SO THAT THE ACTIVATION OF THE SERVICES IS CONSIDERED COMPETITIVELY BID AND THAT IS WHY. WE ALSO HAD ALL OF THIS APPROVED THROUGH OUR DIRECTOR OF FINANCE TO MEET THE STATE PROCUREMENT AND SO WE ARE GOOD ON COMPLIANCE. >> SO YOU HANDLED THE FINANCE AND YOU TOOK A LOOK AT. [INDISCERNABLE] >> WE KNOW THAT THE SPORTS FIELD IS A MEMBER OF REGION SEVEN COOPERATIVE IN THE DISTRICT CURRENTLY IS NOT. IN ORDER TO ACCESS THIS. >> I AM ONLY TALKING ABOUT THE AGREEMENT BECAUSE WE ARE ENTERING INTO. [INDISCERNABLE] >> YES. >> MY QUESTION IS, HAVE YOU IN THE FINANCE PERSON REVIEWED ALL OF THOSE DOCUMENTS THAT ARE OUT THERE? >> YES. IN FACT THEY ARE UPLOADED IN THE BOARD PACKET. >> AND YES, YOU HAVE A LOT OF DOCUMENTS UPLOADED? >> MOST OF THE DOCUMENTS RELATED TO THE DESIGN BUILD PROJECT. THERE'S ONLY TWO DOCUMENTS RELATED TO THE DISTRICT 7. >> I'M ASKING YOU, ARE ALL OF THOSE DOCUMENTS THERE? I WANTED TO KNOW IF YOU AND THE FINANCE PERSON REVIEWED THOSE DOCUMENTS. >> YES. >> UNDERSTAND. YES. THANK YOU. >> ANY OTHER QUESTIONS? OKAY, AT THIS TIME I WILL CALL FOR A VOTE. TRUSTEE KENDALL SMITH, SECRETARY CAROLYN MORRIS, TRUSTEE RHONDA DAVIS AND MYSELF YES THE MOTION PASSES. >> EDGE OF A COMMENTS, IS THERE ANYWAY WE CAN GET A LIST OF THE OTHER BENEFITS OF JOINING REGION SEVEN? >> YES YOU CAN. >> AM ASKING FOR OFF THE RECORD.> YES YOU CAN. >> OKAY. >> THE NEXT ACTION ITEM IS THE DISCUSSION OF A BUS PURCHASE. >> THAT EVENING BOARD PRESIDENT HAMILTON AND DISTINGUISHED MEMBERS OF THE BOARD, I BRING YOU THE SPECIAL EDUCATION BUS PURCHASE RECOMMENDATION. SPECIAL EDUCATION CURRENTLY HAS 10 BUSES TWO OF WHICH ARE INOPERABLE AND BEYOND REPAIR, EATON BUS FLEET IS A MINIMUM AMOUNT OF BUSES WE NEED TO SAFELY AND EFFICIENTLY TRANSPORT OUR SPECIAL EDUCATION STUDENTS. IF ONE OF THE EIGHT BUSES THAT OF THE OPERATIONAL BUSES ARE IN NEED OF REPAIR ROUTES MUST BE COMBINED FOR ARRIVAL AND DEPARTURE AND DELAYS FOR THE STUDENTS. THIS SIGNIFICANTLY IMPACTS TRANSPORTATION AS THE BACKUP BUS IS CURRENTLY NOT AVAILABLE. [02:45:03] ALSO, WE HAVE FIVE DEAF STUDENTS WHO ARE LOOKING TO BE TRANSPORTED TO DALLAS ISD PROGRAM BUT THEY ARE BEING TRANSPORTED ON A BUS LARGER THAN THE USUAL SPECIAL EDUCATION BUSES WHICH IMPOSES SOME CHALLENGES ONCE THEY ARRIVED AT DALLAS ISD. SCHOOL BUSES HAVE A 12 TO 15 YEAR CYCLE AND WE ARE REQUESTING APPROVAL FOR THE TWO SPECIAL EDUCATION BUSES THAT ARE BEYOND REPAIR. WE WANT TO PROCEED WITH THE ACQUISITION OF PURCHASES FOR THE BUSES NOW SO THAT WE WILL HAVE THEM IN TIME FOR THE NEXT ACADEMIC YEAR. ON THIS NEXT SLIDE I WOULD POINT OUT THAT MOST OF THESE BUSES THAT WE HAVE IN THE INVENTORY SPECIAL EDUCATION BUSES WERE ACQUIRED FROM THE DISSOLUTION OF THE COUNTY SCHOOLS DL 45 THE LAST BUS WAS LISTED WAS PURCHASED IN 2019 AND YOU CAN SEE WE HAVE CONSIDERABLE MILEAGE ON A LOT OF THE REST OF THE BUSES. THESE TWO BUSES WOULD LOOK SIMILAR TO WHAT IS ON THE SCREEN AND BOTH BUSES WOULD HAVE LIFTS FOR OUR STUDENTS AND SO, I AM ASKING YOUR PERMISSION TO ALLOW US TO PURCHASE THESE THOMAS BUILT BUSES AND AS YOU WOULD REMEMBER, THE PRICE WOULD BE 209,000 DOLLARS AND THIS WOULD COME FROM THE CAPITAL OUTLAY BUDGET FUNCTION 51. THE RECOMMENDATION I AM ASKING YOU TO APPROVE IS THE APPROVAL OF TWO SPECIAL EDUCATION BUSES WITH A PRICE NOT TO EXCEED $210,000 I JUST ROUNDED SLIGHTLY. I WOULD BE HAPPY TO RESPOND TO YOUR QUESTIONS THAT YOU MIGHT HAVE. >> BOARD, ANY QUESTIONS FOR DOCTOR PRICE? >> HEARING NONE THIS IS AN ACTION ITEM IS THERE A MOTION? >>. [INDISCERNABLE] >> WE HAVE A MOTION IS THERE A SECOND? WE HAVE A MOTION AND A SECOND FOR THE APPROVAL OF SPECIAL EDUCATION THUS PURCHASES BY TRUSTEE KENDALL SMITH AND A SECOND BY SECRETARY CAROLYN MORRIS. ANY COMMENTS? HEARING NONE CALL FOR THE VOTE, TRUSTEE KENDALL SMITH, SECRETARY CAROLYN MORRIS, TRUSTEE RHONDA DAVIS AND MYSELF VOTING YES THE MOTION PASSES. THANK YOU. >> THANK YOU. THE NEXT ITEM IS DISCUSSION OF THE POSSIBLE APPROVAL OF DOCUMENTS AIA DOCUMENT A141 - 2014, AIA DOCUMENT A141 - 2014 EXHIBITS A AND SCOPE OF WORK LIMITED TO LANCASTER HIGH SCHOOL CHILLERS. SUPERINTENDENT DR. KATRISE LEE-PERERA?> THANK YOU MADAM CHAIR TO DISCUSS THE LEARNING ENVIRONMENT THERE MUST ALSO BE GOOD ENERGY FLOW OF THE EFFICIENCIES AS WELL. DOCTOR PRICE THE FLOOR IS YOURS. >> THANK YOU. I WILL GIVE YOU SOME BACKGROUND INFORMATION. IN THE SEPTEMBER 20 22 ONE MEETING OF THE BOARD YOU APPROVED E3 AS THE DISTRICT DESIGNED FOR ENERGY-EFFICIENT PROJECTS THAT WE IDENTIFIED IN AN RFQ. THE RFQ SPECIFIED THAT THEY WOULD USE THE AIA DOCUMENTS ASSOCIATED WITH THE CONTRACT DOCUMENTS AND SO WILL WE ARE PROPOSING IS TO GET THE CONTRACT INTO TWO PARTS WERE TWO SCOPES ONE, THE FIRST SCOPE IS WHAT I AM REFERRING TO TONIGHT WHICH IS THE CHILLER REPLACEMENT AT LANCASTER HIGH SCHOOL. THE REMAINING SCOPE WOULD BE THE REST OF THE HVAC BILLY HVAC REPLACEMENTS WHICH WERE PREVIOUSLY PRESENTED IN THE RFQ. THE REASON WE ARE BRINGING LANCASTER HIGH SCHOOL TO YOU SEPARATELY IS BECAUSE WE HAVE AN EMERGENCY SITUATION ON OUR HANDS. WE HAD ONE CHILLER THAT FAILED, WE HAVE A TEMPORARY CHILLER HELPING OUT TO GET US BY HIM BECAUSE OF THE CURRENT SUPPLY CHAIN ISSUES WE WE WOULD EXPEDITE THE ACQUISITION AND INSTALLATION OF THE CHILLERS AT THE HIGH SCHOOL. THESE CHILLERS ARE BEING REPLACED AT THE HIGH SCHOOL AND ARE 15 -YEAR-OLD CHILLERS AND THEY WERE INSTALLED WHEN WE BROUGHT THE HIGH SCHOOL ONLINE IN 2006. AS A PART OF THE BACKGROUND INFORMATION YOU RECALL THAT WE WERE FUNDING THIS FROM ESTHER FUNDS AND BOND FUNDS AND IF SUPPLY CHAIN CONSTRAINTS PERMIT [02:50:08] WE WOULD LIKE TO SCHEDULE THIS WORK AS SOON AS POSSIBLE WHICH WOULD BE SUMMER OF 2022 AND FOR THE CHILLERS AT LANCASTER HIGH SCHOOL WE WANT THEM INSTALLED NO LATER THAN MARCH. SO, YOU HAD, THESE ARE THE CONTRACT DOCUMENTS THAT TRUSTEE MORRIS WAS REFERRING TO, A NUMBER OF CONTRACT DOCUMENTS THAT WERE UPLOADED INTO THE FILE IN THE CONTRACT DOCUMENTS HAVE BEEN REVIEWED BY LEGAL AND WE HAVE REACHED AN AGREEMENT WITH E3 AND I WILL FOCUS ON EXHIBIT A DESIGN BUILD MINIMUM BECAUSE IT CONTAINS A MONEY PART RELATED TO THE CONTRACT SUM WHICH IS $1,021,689. 800,000 OR APPROXIMATELY 900,000 OF THAT IS FOR THE ACTUAL PURCHASE AND INSTALLATION OF THE TWO CHILLERS FOR THE HIGH SCHOOL, 64,000 IS FOR THE FIVE-YEAR MAINTENANCE AGREEMENT ON THESE CHILLERS AND 58,500 IS A CONTINGENCY BUILT IN FOR THE RENTAL OF THE EXISTING TEMPORARY CHILLERS THAT WE HAVE HELPING US GET THROUGH THIS TIMEFRAME. ACTION THAT I AM REQUESTING THE APPROVAL ON IS TO RESPECTFULLY APPROVE THE DESIGN BUILD DOCUMENTS AND EXHIBIT A AND B CONTAINS IN YOUR BOARD PACKETS AT A PRICE NOT TO EXCEED $1,021,689. I WOULD ADD THAT I HAVE ON HAND WITH ME TONIGHT CLIFF WEAVER WHO IS THE PRESIDENT AND CEO OF E3 IN THE BUSINESS ELEMENT MANAGER FOR TEXAS E3 AND I'M SURE THEY WOULD BE DELIGHTED TO ASSIST ME IN ANY QUESTIONS. >> BOARD, ANY QUESTIONS OR COMMENTS? I HAVE ONE EASY QUESTION ARE THE CHILLERS AVAILABLE? >> YES. >> THAT SOUNDED LIKE I DON'T KNOW. >> NUMBER THEY ARE AVAILABLE AND I WILL LET E3 ANSWER THAT. THAT IS A GOOD QUESTION. >> YES. WE ARE IN THE PROCESS OF DEVELOPING THE PRODUCT IN TERMS OF THE EQUIPMENT. WE DID ONE THING IN THIS TIMEFRAME THAT I WOULD CALL UNUSUAL PEER TO BE PROACTIVELY ORDERED TWO PIECES OF EQUIPMENT THAT OCCURRED IN PRODUCTION SET TO BE DELIVERED IN MARCH. WE WERE TOLD IF WE DID NOT TAKE ACTION AS A COMPANY THE LIKELIHOOD OF THIS WORK DONE BY SUMMER OR FALL OF NEXT YEAR WAS MORE LIKELY. >> THAT'S IT THAT'S WHY NEEDED TO HEAR I AM GOOD. >> SO, MIKE HAS SAID INSISTENTLY WITHOUT A SIGNED CONTRACT THEY PURCHASE THESE CHILLERS THEY ARE IN PRODUCTION AND YOU KNOW THAT THEY ARRIVE IN MARCH AND WE ARE GOOD TO GO. WE JUST NEED BOARD APPROVAL. >> AND GUESS WHAT, YOU ANSWERED MY QUESTION BECAUSE YOU KNEW WHAT I WAS GOING TO ASK. >> ANY OTHER QUESTIONS OR COMMENTS? BOARD THIS IS AN ACTION ITEM IS THERE A MOTION? QUICK SECOND. >> OF A MOTION BY MISS MORSE SAID IN BY MR. SMITH TO APPROVE THE DESIGN BUILD CONTRACT FOR EFFICIENCY AND CONSERVATION FOR THE FOLLOWING DOCUMENTS AND SCOPE OF WORK FOR THE HIGH SCHOOL CHILLERS. ANY OTHER DISCUSSION FROM THE BOARD? HEARING NONE OF CALL FOR THE VOTE. TRUSTEE KENDALL SMITH, SECRETARY CAROLYN MORRIS, TRUSTEE RHONDA DAVIS AND MYSELF SAY YES OUR MOTION PASSES AND OUR CHILDREN WILL BE COOL IN THE SPRING.HANK YOU DOCTOR PRICE. [13. Informational Items ] >> OKAY, AT THIS TIME WE'RE GOING TO MOVE ON TO INFORMATIONAL ITEMS. OPERATION OF DATES, DOCTOR FERRERA, THANK YOU MADAM CHAIR. BRIEF UPDATES THESE ON [02:55:06] OPERATIONS? >> YES. LANCASTER HIGH SCHOOL COLISEUM REPAIR THE WORK IS IN PROGRESS. THE ESTIMATION COMPLETION DATE IS DECEMBER 31ST OF THIS YEAR. WE EXPECT EVERY THING TO BE DONE BY JANUARY FIRST 2022 AND THE NEXT ONE IS THE ORCHESTRA PIT WHICH WE JUST GOT WORD TONIGHT THAT THE AIR QUALITY HAS PASSED AND THE SLIDE SAID WE HAD COMPLETED AND TURNED OVER THE HIGH SCHOOL AUDITORIUM BACK TO THE ADMINISTRATION AND I GOT A LITTLE AHEAD OF MYSELF AND THAT IS NOT BEEN APPROVED WE ARE ACTUALLY GOING TO TURN IT OVER ON MONDAY BECAUSE WE JUST GOT CLEARANCE ABOUT THE AIR QUALITY TONIGHT. ON THE BOARD ROOM UPGRADES YOU CAN SEE WE ARE OPERATING WITH AUDIO EQUIPMENT AND WE HAVE NEW COMPUTERS IN FRONT OF YOU. THE ONLY THING THAT IS MISSING IS THE CENTRAL CONTROL SYSTEM WE ARE WAITING ON TO COME IN IN DECEMBER AND WE ANTICIPATE THAT WE WILL HAVE OUR FIRST BOARD MEETING IS A COMPLETED UPDATED BOARD ROOM ON GENERATE 25TH. THE LAST ITEM I WANT TO CALL YOUR ATTENTION TO THE FACT THAT AS A PART OF THE DESIGN BUILD PROCESS THE DISTRICT WILL REQUIRE TO EMPLOY AN INDEPENDENT ENGINEER AS OUR DESIGN BUILD PROJECT SO THAT WE WOULD BE INSURED WITH GETTING ALL OF THE THINGS THAT WE ARE SUPPOSED TO GET PER THE CONTRACT DOCUMENTS. WE HAVE PROCURED THE SERVICES OF NIKITA AND YOU ARE FAMILIAR WITH NIKITA BECAUSE THEY HELPED US WITH OUR MIDDLE SCHOOL PROJECT. I AM JUST BRINGING THIS TO YOUR ATTENTION AS A MATTER OF CHANCE NANCY BECAUSE THE TOTAL COST OF THE WORK FOR THIS INDEPENDENT ENGINEER IS $49,000. THAT CONCLUDES MY UPDATE. >> THANK YOU. WE HAVE INFORMATION ON THE NUCLEAR BAY WITH EVENTS FOR THE ISD FACILITY? SUPERINTENDENT DR. KATRISE LEE-PERERA. >> A CALL FORWARD CHIEF ORALLY TO SHARE THAT INFORMATION WITH YOU ALL. WANT TO POINT OUT THAT THE REGULATIONS WE HAD IN PLACE FOR A WHILE I WANT TO GIVE A REMINDER TO THE BOARD ABOUT THIS INFORMATION NOW THAT WE ARE MOVING TO INDOOR SPORTS IT WILL BE MORE REGULATED. I THOUGHT IT WOULD BE NICE TO HAVE THE CHIEF, I ALMOST CALLED YOU DOCTOR WORLEY, AN OPPORTUNITY TO SHARE WITH THE BOARD INFORMATION ON THAT. >> GOOD EVENING PRESIDENT HAMILTON DOCSUPERINTENDENT DR. KATRISE LEE-PERERA LET ME GIVE YOU SOME INFORMATION ON OUR NEW CLEAR REGULATIONS. IT IS NOT NEW, LET'S GO OVER IT. THE REGULATIONS ARE BASICALLY A PROACTIVE MEASURE THAT WILL ENHANCE SAFETY INSECURITY BOTH INSIDE AND OUTSIDE OUR THOUGHT IT AND USE AND PROVIDES PUBLIC SAFETY WITH GREATER VISIBILITY FOR ITEMS BEING BROUGHT INTO OUR VENUES AND SUPPORT THE DEPARTMENT OF HOMELAND SECURITY. IF YOU SEE SOMETHING SAY SOMETHING THEIR CAMPAIGN AND PROGRAM. THE REGULATIONS WILL LIMIT THE SIZE AND THE TYPE OF BAGS AT SPORTING EVENTS AND ENTERTAINMENT EVENTS THAT WE HOLD AT ANY OF OUR FIVE ATHLETIC VENUES AND THEY ARE ON THE SCREEN THERE, TIGER STADIUM, EXCUSE ME, BEVERLY D HUMPHREY TIGER STADIUM, TIGER STADIUM, BASKETBALL ARENA AND OLD TIGER STADIUM WHICH I DON'T ACTUALLY BELIEVE IS USED ANYMORE. THE FOLLOWING TYPES OF BAGS ARE PERMISSIBLE THE CLEAR PLASTIC VINYL OR PVC BAG THAT IS TOLD BY TOBY SIX THE CLEAR PLASTIC ONE GALLON ZIPLOC BAGGIE THAT YOU CAN GET BE AT WALMART OR WHEREVER THE CLUTCH BAG PROXIMALLY THE SIZE OF YOUR HAND IS BORN HALF INCHES AND MEDICALLY NECESSARY ITEMS SO IF YOU HAVE A BAG THAT CARRIES OXYGEN OR MEDICALLY NECESSARY ITEMS THOSE BAGS ARE PERMISSIBLE WHEN IT COMES TO THAT. SO THIS IS A PICTURE OF THE PERMITTED BAGS AND THIS IS ON A COUPLE SIGNS FOR VENUES. [03:00:45] THE REGULATIONS ARE ALSO POSTED ONLINE AT OUR DISTRICT WEBSITE AND HAVE BEEN POSTED ONLINE THROUGH OUR COMMUNICATIONS THROUGH SOCIAL MEDIA NETWORKS. I WOULD BE HAPPY TO ANSWER ANY QUESTIONS. >> DOES THE BOARD HAVE ANY QUESTIONS? GO AHEAD. >>. [INDISCERNABLE]. >> YES MA'AM PEERED WE ARE MOVING FROM FOOTBALL TO BASKETBALL MOVING INDOORS AND GIVE EVERYBODY A FRESH REMINDER OF THE REGULATIONS AND WHAT THEY ARE. >> NO MA'AM IS NOT POSTED ON THE CAMPUS IT IS POSTED OUTSIDE THE LYTIC VENUE. WHEN WE HAVE A BASKETBALL GAME WE MOVE THE SIGNS OUT TO THE ENTRANCES PRIOR TO GOING OUT IN THE BUILDING. >> RIGHT. DO YOU HAVE SOMETHING ON CAMPUS BECAUSE. [INDISCERNABLE] THEY MAY NOT HAVE COME TO THE GAMES BEFORE AND I AM JUST SAYING BECAUSE YOU DON'T HAVE A LOT OF INDIVIDUALS ON CAMPUS AND YOU KNOW WHY BECAUSE THEY DON'T SEE THE SIGNS. >> YES MA'AM. IT IS SOMETHING THAT WE CAN ACTUALLY DO. THE MORE VISIBLE WAYS THAT WE CAN MAKE IT OUT THERE TO GET IT KNOWN THE LESS PROBLEMS WE HAVE SO THAT IS SOMETHING THAT WE CAN DEFINITELY LOOK INTO. >> I THINK IT WOULD BE WISE TO DO THAT BECAUSE THUS ALWAYS BEEN THE RULE BUT YOU STILL HAVE A PROBLEM. >> AS WE PROGRESS THE SEASON THE CROWD WILL SHRINK BECAUSE AS THE PEOPLE GET THEIR IT WILL THIN OUT. THE MORE WE CAN GET IT OUT THERE AND AVAILABLE IN THAT INFORMATION THE LESS PROBLEMS WE WILL HAVE AND THE LESS PEOPLE RUNNING INTO PROBLEMS. >> ALSO, TRUSTEE MORRIS, THAT INFORMATION IS POSTED ON A WEBSITE WHERE INDIVIDUALS CAN BUY TICKETS AND YOU WOULDN'T BE HANDLING THE CASH ANYMORE OR VICE VERSA. I THINK THIS HAS BEEN LIKE THAT SINCE LAST YEAR? THAT'S WHY WE WERE JUST REVIEWING IT HERE. >> I APPRECIATE THAT. >> THANK YOU. >> THE NEXT INFORMATION ITEM IS INSTRUCTIONAL SERVICE UP DATE. SUPERINTENDENT DR. KATRISE LEE-PERERA?> YES MA'AM WE WILL CONTINUE WITH THE UPDATES FROM INSTRUCTIONAL SERVICES. RING US HOME ON THIS. >> HOW LONG IS YOUR PRESENTATION? DO YOU NEED TO - >> THIS IS TRULY AN UP DATE OF THREE COMPANIES THAT WE HAVE BEEN WORKING WITH THAT THEIR SERVICES WILL CONTINUE TO WORK WITH THEM AND THEIR SERVICES WILL TOTAL MORE THAN 50,000. THIS IS JUST INFORMATION SO YOU HAVE THAT IN IT AND WORK WITH THEM ON A TEACHER EVALUATION SYSTEM ELEVATED LEARNING STEM SCOPE WE USE THAT IN MATH AND SCIENCE K-12 MATH AND SCIENCE K-6 IN MATH AND WE WILL BE TRANSITIONING TO THE BOOKS WE BEEN USING AND THIS IS MORE DIGITAL. WE DO HAVE IT LISTED AS TEXTBOOKS AND WE ARE ALLOWED BY THE STATE TO USE THIS MONEY TO PURCHASE DIGITAL CURRICULUM THAT WILL BE USED WITH THE ONE-TO-ONE INITIATIVE AND AMPLIFIED IT. OUR TECHNOLOGY DEPARTMENT HAS CONTRACTED WITH THEM TO HAVE AN ADMINISTRATOR AND SEE WHAT STUDENTS ARE DOING ONLINE AND WE DID WAS AADD A TEACHER PER CLASSROOM PEERED THAT WILL PUSH THEM OUT OF UNWANTED SITES THAT THEY ARE SURFING. THIS IS JUST INFORMATION TO [03:05:03] GIVE YOU VISIBILITY AND SERVICES THAT WE ARE ADDING TO AND BECAUSE WE ARE ADDING TO THE AMOUNTS WILL EXCEED THE $50,000 CONTRACT AND WHAT WE ARE COMING TO AND THAT IS IT. >> ANY QUESTION? [LAUGHTER] >> SO, WE ARE PAYING $4000 AND $3000 ON THOSE SPECIFICS?> ON WHICH ONE? ON THE STEM SCOPE? SOME OF THOSE ARE HANDS ON KIT FOR THE CLASSROOM SO THE KIDS HAVE DIGITAL CURRICULUM AND THEN THEIR ACTUAL KITS THAT ARE COMING TO THE CLASSROOM. IT IS A LOT OF MATERIALS THAT ARE COMING WITH US WE CAN INTERACT. THERE IS SOME SHIPPING COST INCLUDED. >> OKAY. >> WE CAN PROBABLY ASK BUT THAT IS PROBABLY BEYOND THE COMPANY'S CONTROL. IT IS A GOOD ASKO. >> AGAIN, THESE ARE INFORMATION FOR TRANSPARENCY PIECES? THESE CONTACTS A BEEN PUT IN PLACE AND THIS IS THE EXTENSION OF IT. >> ALL RIGHT. ANY OTHER QUESTIONS FOR THE BOARD? THANK YOU. SECRETARY CAROLYN MORRIS WOULD YOU LIKE TO SAY GOODBYE BERE >> THANK YOU ALL FOR WAITING. WE ARE GOING TO GO AHEAD AND CONTINUE. THE NEXT ITEM THAT WE HAVE IS A [14. Future Action Items ] FUTURE ACTION ITEM THE FIRST ONE IS THE DISCUSSION AND POSSIBLE APPROVAL OF THE PRE-K 1:1 IPAD DEVICE REFRESH DECEMBER 2021. SUPERINTENDENT DR. KATRISE LEE-PERERA? >> THANK YOU MADAM CHAIR. THIS BUTLER MAY STEP FORWARD TO DISCUSS THE ISSUE? >> GOOD NIGHT AGAIN BOARD PRESIDENT, SUPERINTENDENT DR. KATRISE LEE-PERERA AND BOARD TRUSTEES I COME TO YOU WITH A FUTURE ACTION ITEM THAT WILL BECOME FORWARD IN DECEMBER. IT IS THE IPAD REFRESH FOR PRE-K 380 QUANTITY WILL BE PURCHASED AND IT COMES WITH A 10 INCH IPAD 64 GIG ON MEMORY AND ALSO COMES WITH A CASE. ALSO, WITH APPLECARE AND IT WILL BE PURCHASED WITH HEADPHONES. IT IS PURCHASED THROUGH THE EARLY CHILDHOOD FUNDS. I WANTED TO BRING YOU YOUR ATTENTION. I AM VERY APPRECIATIVE WITH THE WORK THAT WAS DONE WITH CHROME BOOKS DISTRICTWIDE AND I WANT TO KEEP THAT FOCUS TO MAKE SURE THAT OUR PRE-K STUDENTS HAVE WHAT THEY NEED FROM A DEVICE PERSPECTIVE. >> BOARD, ANY QUESTIONS? >> SO, THE PRICE TAG IS THAT FOR THE TEACHER OR THE STUDENTS? >> STUDENTS. >> AND IT IS STRICTLY FOR EARLY CHILDHOOD? >> YES, PRE-K. >> YES, THANK YOU. >> THE NEXT ITEM KINDLE WERE YOU SAYING SOMETHING? >> HAD A COUPLE OF QUICK QUESTIONS. WE JUST PURCHASE THESE DEVICES AND WE PURCHASED SOME NEW CHROME BOOKS SO WHAT IS OUR DEVICE TOTAL RIGHT NOW, ROUGHLY? >> OUR DEVICE TOTAL WE HAVEN'T DONE ANYTHING WITH IPAD WE'VE ONLY DONE CHROME BOOKS APPROXIMATELY 8000. >> 8000 DEVICES. HOW DO YOU GAUGE YOUR SUPPORT STAFF? IS IT PER USER OR PER DEVICE? >> IT IS SUGGESTED THAT WE DO ONE SUPPORT STAFF FOR THREE AND 50 DEVICES WHICH IS WHAT THEY ARE SAYING. WHICH, IF YOU DO THE CALCULATIONS IT WOULD BE AROUND 20 PEOPLE ON STAFF. >> THAT'S WHAT I WAS GETTING AT SO WE ARE SHY COUPLE. I WAS JUST MAKING SURE MY MATH WAS NOT OFF. [03:10:01] ARE WE DOING A DIFFERENT MEASUREMENT OR ARE WE TRYING TO CLOSE THAT GAP? >> WE HAVE BEEN WORKING TO CLOSE THAT GAP WE DO HAVE THE STAFF NECESSARY TO DO IT AND I WOULD SAY THAT WE DO HAVE MEDIA THAT'S BEEN DISCUSSING THE DEVICE PAGES AND SO, WE DO HAVE THAT AT THE CAMPUS LEVEL. >> ALL RIGHT. I'M NOT GOING TO DEEP BOND THAT I JUST WANTED TO MAKE SURE THAT I WASN'T CRAZY ROUGHLY 8000 DEVICES? >> ROUGHLY 8000. >> OKAY, INCORPORATED YOU. >> THAT'S TOTAL? >> YES. WHO WILL BE IN CHARGE OF THOSE DEVICES? >> I WILL LEAVE THAT TO SUPERINTENDENT DR. KATRISE LEE-PERERA. >> SO YOU PURCHASED THEM AND WE HAVE TWO QUESTIONS THAT AND IF IT COMES TO EARLY CHILDHOOD, IS IT FOR THOSE INDIVIDUALS TO TAKE HOME? >> THESE ARE CLASSROOM SET. RIGHT NOW THE CLASSROOMS ONLY HAVE FIVE PER STUDENT AND WE ARE TRAINING TEACHERS TO WORK WITH THE STUDENT TO BLEND THAT INTO THE CLASSROOM JUST AS WE ARE DOING WITH CHROME BOOKS AND THAT IS HAPPENING WITH EARLY CHILDHOOD CONTACT COORDINATOR, AND BLENDED LEARNING SPECIALISTS. THEY BEEN GOING TO MEETINGS AT ALL THE ELEMENTARY SCHOOLS AND RIGHT NOW THERE ARE ONLY FIVE DEVICES FOR A CLASSROOM OF STUDENTS WITH AGES THREE AND FOUR. WHAT THIS WILL DO IS HAVE EVERY STUDENT AN OPPORTUNITY TO HAVE THEIR OWN DEVICE AS WE CONTINUE TO BLEND THIS INTO OUR CLASSROOM AND GET THEM READY FOR WHENEVER THEY HIT KINDERGARTEN WHICH IS WHEN THEY GET THERE CHROME BOOK THAT IS CHECKED OUT TO THEM. >> OKAY, THEY WILL BE TAKING THE HOME? >> NOT AT 34. AT 3/4 IS A CLASSROOM DEVICE. >> OKAY. >> OUR THREE AND FOUR-YEAR-OLDS HAVE ALREADY HAD ACCESS TO THEM AS OPPOSED TO A FIVE-YEAR-OLD? >> OKAY. THANK YOU. >> OKAY. >> GO AHEAD.>> I HAVE ONE QUESTION. DIDN'T WE HAVE ANOTHER AGENDA ITEM? >> AT THIS TIME DISCUSSION AND POSSIBLE APPROVAL OF THE LEARNING CONTRACT FOR JANUARY 2021 AND 2022. SUPERINTENDENT DR. KATRISE LEE-PERERA? >> I'M JUST GOING TO GIVE YOU A HIGHLIGHT. [INDISCERNABLE] >> I HAVE A QUICK VIDEO. >> IS ALONG? >> THE VIDEO IS ONE MINUTE AND 42ND. EVERYTHING REVOLVES AROUND LITERACY SUPERINTENDENT DR. KATRISE LEE-PERERA AND EVERYONE'S EXCITED THE STUDENTS ARE EXCITED IN TEACHERS ARE EXCITED ABOUT THE PROFESSIONAL DEVELOPMENT AND PRINCIPLES AND THESE ARE THE RESOURCES THAT ARE ATTACHED TO THE TRAINING THAT HAS HAPPENED. OUR GOAL IS FOR THE STUDENTS TO BE ABLE TO DECODE WORDS, READ FLUENTLY AND COMPREHEND AND WRITE ABOUT WHAT THEY READ AND SPEAK FLUENTLY ABOUT WHAT THEY ACTUALLY READ AS WELL. EDUCATIONAL EPIPHANY WILL BE THE COMPANY THEY WILL BE UTILIZING TO ENSURE THAT EACH AND EVERY ONE OF OUR STUDENTS READING AT GRADE LEVEL. HERE IS A PICTURE OF SOME OF THE KIT THAT WILL BE IN EVERY SINGLE CLASSROOM. THE MIDDLE SCHOOL AND HIGH SCHOOL STUDENT TEACHERS ARE ACTUALLY EXCITED THAT STUDENTS WILL HAVE THE OPPORTUNITY TO HAVE THESE AS WELL THEY ARE READING BELOW GRADE LEVEL. HERE'S A QUICK VIDEO. >> AS PARENTS AND EDUCATORS WE ALL WANT WHAT IS BEST FOR OUR CHILDREN. WE WANT THEM TO BE HAPPY, HEALTHY, THOUGHTFUL INDIVIDUALS WHO CAN SUCCESSFULLY NAVIGATE THE UNCHARTED ON THEIR WAY TO THEIR SUCCESS. WE WANT THEM TO HAVE MORE THAN WE EVER HAD OR EVER DREAMED OF [03:15:03] HAVING. WE WANT THEM TO BE THEIR ABSOLUTE BEST AND PRINCIPAL DISPENSE AND INNOVATORS FOR A BETTER TOMORROW. >> ANY QUESTIONS? ALL RIGHT. >> NO QUESTIONS AT THIS TIME WE WILL WAIT ON THE NEXT PRESENTATION. THANK YOU. SECRETARY CAROLYN MORRIS? >> I WOULD LIKE TO MAKE A MOTION FOR ADDITIONAL ACCESS ITEM HE FOR POSSIBLE APPROVAL FOR UPDATE DOLLAR FOR DOLLAR MOU CALLS FOR A SECOND. >> ARE YOU GOING TO RECALL YOUR VOTE? YOU DON'T NEED A SECOND FOR THAT. >> I WAS MAKING A MOTION. >> ONLY FOR HERSELF? >> SHE MADE A MOTION TO RECONSIDER THE WHOLE MOTION. >> THAT'S RIGHT. THAT'S WHAT THAT MEANT. [INDISCERNABLE] >> IS THERE A SECOND? >> HEARING NO SECOND MOTION FAILED. >>. [INDISCERNABLE] I WANTED TO BE VERY CLEAR BECAUSE WE DID VOTE ON THAT. THAT MOU WAS FOR THE DOCTOR TO SIGN THAT AGREEMENT IT WAS NOT FOR BOARD SIGNATURE AND WE VOTED ON IT. I'M NOT SURE WHAT THE BOARD WAS SUPPOSED TO DO AND NOT SUPERINTENDENT DR. KATRISE LEE-PERERA SHE WAS JUST BRINGING IT AS AN FYI THIS IS HAPPENING. AND, IT PROBABLY SHOULD HAVE BEEN CALLED WHEN IT WAS PRESENTED WITH THE QUESTIONS. THE QUESTION THAT I WAS ASKING IS IF WE ARE GOING INTO MOU, BUT WE WERE NOT. >> MISS ALEXANDER ARE WE IN ORDER? >> THE MOTION IS FINE. >> MISS MORRIS? >> I STILL HAVE A PROBLEM WITH THAT LEGAL ADOPTION. >> WHAT I'M ASKING YOU IS WOULD YOU LIKE TO PULL YOUR VOTE? THAT'S NOT THE MOTION SO I NEED YOU TO MAKE THAT POINT IN ORDER SAY THAT FOR THE RECORD. >> NUMBER IT IS A MOTION TO RECONSIDER. >> YOU PROBABLY NEED TO REWORD IT. >> YOU WANT TO RECONSIDER? >> YOU WANTED TO RECONSIDER BUT YOU DIDN'T GET A SECOND SO THAT MOTION FAILED? IF YOU WANT TO RECALL YOUR VOTE YOU CAN. >> I ALREADY RECALLED MY VOTE AND FOR ME TO CHANGE THAT VOTES WE NEED TO MAKE A MOTION. >> YOU CAN MAKE A MOTION TO REVOKE. >> THAT DOESN'T NEED TO BE A VOTE I'M JUST RECALLING THINGS TO THE DOCTOR. >> FOR THE RECORD ON E ON THE VOTE MISS MORRIS WOULD LIKE TO CHANGE HER VOTE TO KNOW THE MOTION DID PASS AND IT WAS A 3-1. >> OKAY, WE HAVE COME TO THE END OF OUR AGENDA AND THE LAST THING THAT IS LEFT FOR TONIGHT 'S OUR ADJOURNMENT IS THERE A MOTION TO ADJOURN IS THERE A SECOND? ALL IN FAVOR SAY AYE. OUR MEETING HAS ENDED AT 10:20 2 PM. GOOD NIGHT AND THANK YOU ALL. * This transcript was compiled from uncorrected Closed Captioning.
